State of emergency called to quell Charlotte unrest over police shooting of black man CHARLOTTE, N.C. - Residents of Charlotte, North Carolina, woke up to a state of emergency and the National Guard and State Highway Patrol deployed to their city on Thursday after a second night of unrest sparked by the fatal police shooting of a black man. According to police, Keith Scott, 43, was shot and killed by officers on Tuesday after he refused to drop a handgun. His family and a witness to the shooting said Scott was holding a book, not a firearm. A peaceful rally in response to the shooting turned violent on Wednesday as protesters threw rocks and bottles at police in riot gear, smashed windows and doors and looted stores in downtown Charlotte. Officers fired rubber bullets, tear gas, flash-bang grenades and used pepper spray to disperse the crowd. One protester was shot and gravely wounded by a civilian, and four police officers suffered non-life threatening injuries, city officials said on Twitter. In other words, if the price is increased, the incoming travelers can stay longer because Bali is comfortable if compared when the condition of Bali is crowded. Thus, they will be in a hurry to go and finally the length of stay becomes shorts,” he explained. If Bali is competed as showed by the decline in the number of tourist arrival, Bali should be creative. “Bali may not feel very popular, but must further develop its appeal how to draw the people going to Lombok to persistently go to Bali, not to Lombok only,” said this Director of Tourism Studies at the Udayana University. IDR 1.9 billion for eight toilets Finally only four toilets can be realized
SEMARAPURA - The government of Klungkung got a budget of IDR 1.9 billion for the making of public toilet from the special allocation fund (DAK) from Ministry of Public Works and Public Housing. With the budget allocation worth billions of rupiahs, the government of Klungkung will make four toilets with respective budget of more than IDR 200 million. Such expensive toilet is planned to be made with tourism standard quality. When confirmed, the Human

The four projects are averagely budgeted at IDR 230 million.

DENPASAR - Robert Andrew Fiddes Ellis, a tourist from Australia, convicted for pedophile case against dozens of children is in sick condition. He should undergo a trial on Wednesday (Sep. 20) with the agenda of defense after being charged for 16 years in prison by public prosecutor. Besides, the postponement of the hearing also happened because the defendant’s legal team has not finished making a plea of memorandum, so the trial was postponed until next week. One of the defendant’s attorneys, Beny Hariyanti, confirmed that the trial was postponed because the attorney is not ready. “Just now, the defendant also delivered to the judge that he is sick, suffering leg cramps and hard led. Thus, he’s hard to walk. Besides, he is coughing and shortness of breath like the
symptoms of hepatitis,” he said. With such condition, the defendant’s party has submitted before the court. The judge panel led by Wayan Sukanila granted the request so that Robert can be immediately checked by a doctor. Benny added that the convicted pedophile had been ill since a few months ago, but it is unclear what hepatitis illness he suffers. He is going to be examined in the laboratory at health clinic of Kerobokan Prison. “After that, probably he will be referred to hospital and even hospitalized,” he said. In addition, added this young lawyer, he is also going to make coordination with the Australian consulate about the treatment. “Now, the doctor of Kerobokan Prison is still making coordination with the Australian consulate,” he explained.

Process bamboo into various craft products
BANGLI- Kayang is one of the hamlets at Kayubuhi village, Bangli. This hamlet bordering with Kubu village has been famous for a variety of bamboo craft products, one of which is sokasi. Among the sokasi products on sale in the market, more than a half is the craft product of Kayang hamlet.
Hamlet chief of Kayang, I Wayan Budiarta, told on Wednesday (Sep. 21) that his hamlet is bordered with four other hamlets namely the Cingang in the east and Mampeh in the north, Kubu village in the south and Tiga village, Susut, in the west. Budiarta mentioned that about 80 percent of 192 families at Kayang hamlet have been living as a bamboo craftsman. Their bamboo craft products include baskets, trays, sokasi and others. Among these bamboo craft products, he mentioned, the most famous product of Kayang hamlet is the sokasi. “All this time, the most famous is the sokasi craft. This craft has been made by residents through generations. This serves as their main livelihood,” he explained. Since the making of this craft has been inherited from time immemorial, it is no wonder the skills of weaving bamboo craft is not just owned by adult residents, but also school children. Budiarta added that the majority of the population deeply involves in the profession as a bamboo craftsman because almost one third of the total area of Kayang consists of bamboo forest. “Almost all residents have bamboo in their back yard,” he explained. Aside from being bamboo craftsman, he told that currently a number of residents also begin to develop horticulture such as vegetable, chili and beans. Besides, the long-term agriculture like tangerine also starts to be widely developed as done by farmers in Kintamani. Lack of awareness, rubbish harms irrigation channels GIANYAR - Low public awareness in waste management does not only have an impact on the spread of disease and interfere with the environmental aesthetics. However, the rubbish littered into the river is already disrupting the drains to damaging irrigation channel of farmers. The Head of the Gianyar Agriculture and Forestry Agency, Made Raka, said on Wednesday (Sep. 21) that based on his observation many subak irrigation channels are filled with rubbish owned by residents in the upstream. “It mostly consists of plastic waste and cannot decompose naturally, while leaves can do. Finally, it piles up and clog the irrigation channels,” he said. The most difficult condition to handle is when the rubbish blocks the irrigation tunnel. Other than triggering floods at that point, this condition certainly reduces water supply to the downstream. “Such conditions are commonly found, but we
have checked and repaired gradually,” he said. He exemplified that damaged irrigation channel occurs at a number of subak areas in the Tampaksiring subdistrict. More severe condition is found at Subak Batuan Kangin, Sukawati. The main subak covering about 126 hectares of land is divided into 13 smaller subak areas, where the area is frequently affected by drought, as the irrigation channel is clogged by rubbish. Most subak irrigation channels are underground, while some others are crossing under the road. TAIPEI - Taiwan’s defence ministry said it is asking Google to blur satellite images showing what experts say appear to be new military installations on Itu Aba, Taipei’s sole holding in the hotly disputed South China Sea. The revelation of new military-related construction could raise tensions in the contested waterway, where China’s building of airstrips and other facilities has worried other claimants and the United States. The images seen on Google Earth show four three-pronged structures sitting in a semi-circle just off the northwestern shoreline of Itu Aba, across from an upgraded airstrip and recently constructed port that can dock 3,000-ton frigates. “Under the pre-condition of protecting military secrets and security, we have requested Google blur images of important military facilities,” Taiwan Defence Ministry spokesman Chen Chung-chi said on Wednesday, after local media published the images on Itu Aba. The United States has urged against the militarisation of the South China Sea, following the rapid land reclamation by China on several disputed reefs through dredging, and building air fields and port facilities. Taiwan’s defence ministry and coast guard, which directly oversees Itu Aba, said details about the structures are confidential and have not commented on their nature. Google, a unit of Alphabet Inc, said it was reviewing the request from Taiwan, but that to date such requests have not resulted in Google blurring imagery. SHANGHAI - With China facing a demographic crisis of stalling birth rates and a fast-ageing population, one city has taken a novel approach: a direct call to action aimed at young government officials to lead the way and have a second child. The government of Yichang city in central Hubei province posted an open letter calling for young cadres to have more children to stem a slide in birth rates in the city which has started to hit economic growth. China’s demographic time-bomb has become increasingly urgent of late as the country faces its slowest economic growth in a quarter of a century, with a sluggish manufacturing sector hit by a dearth of cheap labor due in part to a shrinking workforce. “Young cadres have to take the
lead having a second child, while elder cadres should urge them on,” the letter said, citing the need to bolster the city’s working population and raise a fertility rate that has fallen below one child per woman. “If things continue as they are, it will bring huge risk and damage to our city’s economic and social development, as well as the livelihood of our families,” said the letter, stamped by official departments including the city’s health bureau. China last year said it would ease family planning restrictions to allow all couples to have two children after decades of a strict one-child policy, a move aimed at relieving demographic strains on the world’s second largest economy. Beijing has loosened the rules over the last few years in the face of
concerns the strict policy was leading to a shrinking workforce unable to support a fast-growing elderly population. By around the middle of this century, one in every three Chinese is forecast to be over 60. “The low birth rate has aggravated the risk of the one-child policy, led to an ageing population, a shortfall in the labour force, and lagging urbanisation, which hits the city’s labour productivity and overall competitiveness,” the letter said. JAKARTA - Speaker of the People’s Consultative Assembly (MPR) Zulkifli Hasan expressed condolences for the victims of the flash floods and landslides that killed scores of residents in Garut, West Java. “I express my condolences for the victims. I hope their families will remain patient and strong in the face of this disaster,” the MPR speaker said. He noted that he shared the agony of the victims of the floods and landslides. “I hope that all the victims will be served soon and receive humanitarian assistance.” Zulkifli praised the fast action and steps taken by the central and local governments as part of their emergency response and in providing the victims with medical facilities, including establishing temporary public health centers. The MPR speaker also called
on the Indonesian people to hold prayers for the victims and to support the central and local governments in taking post-disaster steps in the affected areas. “I also call on all sides to help restore the physical and psychological condition of the victims,” he said. Social Affairs Minister Khofifah Parawansa visited the victims of flash floods in Garut, West Java, on Thursday to see their condition for herself. During the visit, the minister also handed over compensation to the heirs of victims who died in the flash floods that hit Garut district and Sumedang, West Java, on Tues-
day evening. By Wednesday evening, the Garut flash flood death toll had risen to 23, while 27 people had suffered minor injuries and 15 had gone missing. JAKARTA - Indonesia is embarking on a renewed campaign to end female genital mutilation (FGM), according to its women’s minister Yohana Yembise, despite opposition from religious leaders who have stymied past efforts to combat a practice that is common. Home to the world’s largest Muslim population, Indonesia tried to ban FGM a decade ago but opposition from influential Islamic clerics has meant it is still widely practised. Almost half of Indonesian girls aged 11 and under have undergone some form of FGM, the United Nations’ children agency, UNICEF, said in February, citing government statistics from Indonesia for the first time in a global study of FGM. Together, Indonesia, Egypt and Ethiopia account for half of the estimated 200 million women and girls around the world who have been cut, according to UNICEF. Yembise, Minister for Women’s Empowerment and Child Protection, said the government has begun working with women’s and religious groups to raise awareness of the dangers of FGM and a survey was underway to provide “scientific evidence” to support the government’s goal to halt the practice. “We try to approach the traditional and religious leaders to understand and to be aware that we have to end this female genital mutilation,” Yembise told foreign journalists. FGM, which involves the partial
or total removal of a girl’s external genitalia, is practised across a swathe of African countries and in pockets of Asia and the Middle East. FGM can cause a host of health problems. In some cases girls may bleed to death or die from infections. Others may suffer fatal childbirth complications later in life. Rights groups in Indonesia have long called for a ban on FGM, while supporters of the practice argue that in Indonesia a less drastic form of cutting is usually carried out. The UNICEF study showed that three in four Indonesian girls underwent FGM when they were under six months old, and the procedure was usually carried out by midwives. After the government tried to ban FGM in 2006, the country’s top Muslim clerical body issued an edict arguing that the practice was a required part of religious tradition. Grata Endah Werdaningtyas, a senior foreign ministry official, said the new campaign would target families. “We have to target the concerned groups like the parents because they are the one who decide (on children’s circumcision) - not the doctors, not the religious leaders,” she told the Thomson Reuters Foundation. But widespread superstition remains a hindrance, she said. “In some parts of Indonesia, they say a girl has to be circumcised or else she can’t cook rice properly, or she can’t get a husband,” Werdaningtyas said.(rtr)

Indian authorities re-arrest Kashmir rights activist
SRINAGAR — Authorities in Indian-controlled Kashmir have charged a leading human rights activist under a controversial security law after immediately taking him back into custody when a local court ordered him freed from police detention. Police on Thursday said Khurram Parvez was formally booked on Wednesday night under the Public Safety Act that allows detention for up to six months without a trial. Parvez and local and international human rights groups have long campaigned for abrogation of the act, saying it violates India’s obligations under international law. Police gave no other details. The rights group Amnesty International, which has called the act a “lawless law,” urged authorities to immediately release Parvez, “or charge him with a recognizable criminal offense and prosecute him in a fair trial.” Last Thursday, immigration officials at New Delhi’s international airport barred Parvez from boarding a plane to Geneva, although he had a valid visa and a letter of invitation to participate in a session of the United Nations Human Rights Council. A day later, Parvez was arrested by police at his home in Kashmir’s main city of Srinagar to prevent him from “causing a breach of peace.” A local court ordered his release Tuesday but police imme-
diately rearrested him at the prison gate. He was then charged under the Public Safety Act on Wednesday and sent to a prison 300 kilometers (180 miles) from his home. “Detaining a person right after he is released, without any intention to charge him or bring him to trial, amounts to using a revolving door of persecution,” said Aakar Patel, who heads the Indian chapter of Amnesty International. “This kind of arbitrary use of the law suggests that the ... police are determined to lock up Khurram Parvez at any cost.” Patel said Parvez “must be protected from torture or other ill-treatment, given access to his family and lawyers, and provided adequate medical care.” Parvez uses a prosthetic limb because his left leg was amputated due to a land mine injury in 2004. His detention comes amid the largest protests against Indian rule in Kashmir in recent years, sparked by the July 8 killing of a popular rebel commander by Indian soldiers. The protests, and a sweeping military crackdown, have all but paralyzed life in Indian-controlled Kashmir. More than 80 civilians have
been killed and thousands injured, mostly by government forces firing bullets and shotgun pellets at rock-throwing protesters. Two policemen have also been killed and hundreds of government forces have been injured in the clashes. Parvez, 39, and his organization, the Coalition of Civil Society, were the first to report and draw attention to thousands of unmarked mass graves in remote parts of Kashmir and to demand that the government investigate them to determine who the dead were and how they were killed. His organization also has written scathing reports about brutality involving some of the hundreds of thousands of Indian troops in the region and highlighted widespread powers granted to troops which led to a culture of impunity and widespread rights abuses. He currently also heads a Philippine-based rights group, the Asian Federation Against Involuntary Disappearances. The disputed Himalayan region of Kashmir is divided between India and Pakistan but claimed by both. Most people in the Indiancontrolled portion favor independence or a merger with Pakistan. Tsipras sketches out path for Greece to exit crisis
NEW YORK - Greece’s prime minister on Tuesday sketched out a path he hopes will finally allow his country to exit its seven-year-old economic crisis, holding out the possibility of positive growth this year and a partial return to the bond markets in 2017. Alexis Tsipras told Reuters in a rare interview that government revenues and tourist flows have been strong and that Greece could grow by 0.2 to 0.4 percent this year, well above Eurostat’s forecast for a 0.3 percent contraction. Asked if he thought Greece could meet or exceed Eurostat’s forecast of 2.7 percent growth for next year, Tsipras noted that it had exceeded the predictions so far this year and said that he expected “the same” for 2017. However, he said this would depend on the messages sent to the financial markets and whether there is a return of foreign investment. He also said he hoped Greece could within the next six months be included in the European Central Bank’s quantitative easing (QE) program from which it has so far been excluded because of its low credit rating. If that happens, it could then test markets’ appetite for Greek debt next year. “I think that will be a strong message we will be ready
to prepare the procedure to issue bonds,” he said. Tsipras said Greece’s ability to issue some bonds next year, and to make a full return to the bond markets in 2018, depends on its getting debt relief, its growth improving, and its obtaining an ECB debt analysis showing whether its debt is sustainable and how the country can live within its means. He also said “one way or the other there should really be a breakthrough by the end of the year” on a debt relief proposal. Greece, which has received three international bailouts since 2010 and was nearly forced out of the euro zone last year, faces enormous hurdles to overcoming its financial crisis. Greece, the most heavily indebted country in the euro zone, has a debt to GDP ratio of more than 175 percent. Hardly the least of its obstacles is whether debt relief will materialize before Germany’s 2017 election. German Chancellor Angela Merkel, under political pressure from Europe’s refugee crisis and domestic hostility to repeated Greek bailouts, faces national elections in late 2017 but has yet to say whether she will run for a fourth term. PARIS — Anyone who thinks Mario Balotelli is not committed to his new club Nice should watch a replay of Wednesday’s 4-0 home win against Monaco, and listen to the fans chanting his name when he came off late in the second half after scoring twice.

FIFA denies Serbia bid to recruit Spain player Bojan Krkic
ZURICH — FIFA has denied Serbia’s request to transfer former Barcelona forward Bojan Krkic’s international eligibility because he already played a World Cup qualifying match for Spain. That appearance in September 2008 was the only time Bojan represented Spain, where he was born. The Stoke player’s father is Serbian. FIFA says it referred the Serbian football federation to two rules governing players’ national team eligibility.

Indian authorities re-arrest Kashmir rights activist
SRINAGAR — Authorities in Indian-controlled Kashmir have charged a leading human rights activist under a controversial security law after immediately taking him back into custody when a local court ordered him freed from police detention. Police on Thursday said Khurram Parvez was formally booked on Wednesday night under the Public Safety Act that allows detention for up to six months without a trial. Parvez and local and international human rights groups have long campaigned for abrogation of the act, saying it violates India’s obligations under international law. Police gave no other details. The rights group Amnesty International, which has called the act a “lawless law,” urged authorities to immediately release Parvez, “or charge him with a recognizable criminal offense and prosecute him in a fair trial.” Last Thursday, immigration officials at New Delhi’s international airport barred Parvez from boarding a plane to Geneva, although he had a valid visa and a letter of invitation to participate in a session of the United Nations Human Rights Council. A day later, Parvez was arrested by police at his home in Kashmir’s main city of Srinagar to prevent him from “causing a breach of peace.” A local court ordered his release Tuesday but police imme-
diately rearrested him at the prison gate. He was then charged under the Public Safety Act on Wednesday and sent to a prison 300 kilometers (180 miles) from his home. “Detaining a person right after he is released, without any intention to charge him or bring him to trial, amounts to using a revolving door of persecution,” said Aakar Patel, who heads the Indian chapter of Amnesty International. “This kind of arbitrary use of the law suggests that the ... police are determined to lock up Khurram Parvez at any cost.” Patel said Parvez “must be protected from torture or other ill-treatment, given access to his family and lawyers, and provided adequate medical care.” Parvez uses a prosthetic limb because his left leg was amputated due to a land mine injury in 2004. His detention comes amid the largest protests against Indian rule in Kashmir in recent years, sparked by the July 8 killing of a popular rebel commander by Indian soldiers. The protests, and a sweeping military crackdown, have all but paralyzed life in Indian-controlled Kashmir. More than 80 civilians have
been killed and thousands injured, mostly by government forces firing bullets and shotgun pellets at rock-throwing protesters. Two policemen have also been killed and hundreds of government forces have been injured in the clashes. Parvez, 39, and his organization, the Coalition of Civil Society, were the first to report and draw attention to thousands of unmarked mass graves in remote parts of Kashmir and to demand that the government investigate them to determine who the dead were and how they were killed. His organization also has written scathing reports about brutality involving some of the hundreds of thousands of Indian troops in the region and highlighted widespread powers granted to troops which led to a culture of impunity and widespread rights abuses. He currently also heads a Philippine-based rights group, the Asian Federation Against Involuntary Disappearances. The disputed Himalayan region of Kashmir is divided between India and Pakistan but claimed by both. Most people in the Indiancontrolled portion favor independence or a merger with Pakistan. Tsipras sketches out path for Greece to exit crisis
NEW YORK - Greece’s prime minister on Tuesday sketched out a path he hopes will finally allow his country to exit its seven-year-old economic crisis, holding out the possibility of positive growth this year and a partial return to the bond markets in 2017. Alexis Tsipras told Reuters in a rare interview that government revenues and tourist flows have been strong and that Greece could grow by 0.2 to 0.4 percent this year, well above Eurostat’s forecast for a 0.3 percent contraction. Asked if he thought Greece could meet or exceed Eurostat’s forecast of 2.7 percent growth for next year, Tsipras noted that it had exceeded the predictions so far this year and said that he expected “the same” for 2017. However, he said this would depend on the messages sent to the financial markets and whether there is a return of foreign investment. He also said he hoped Greece could within the next six months be included in the European Central Bank’s quantitative easing (QE) program from which it has so far been excluded because of its low credit rating. If that happens, it could then test markets’ appetite for Greek debt next year. “I think that will be a strong message we will be ready
to prepare the procedure to issue bonds,” he said. Tsipras said Greece’s ability to issue some bonds next year, and to make a full return to the bond markets in 2018, depends on its getting debt relief, its growth improving, and its obtaining an ECB debt analysis showing whether its debt is sustainable and how the country can live within its means. He also said “one way or the other there should really be a breakthrough by the end of the year” on a debt relief proposal. Greece, which has received three international bailouts since 2010 and was nearly forced out of the euro zone last year, faces enormous hurdles to overcoming its financial crisis. Greece, the most heavily indebted country in the euro zone, has a debt to GDP ratio of more than 175 percent. Hardly the least of its obstacles is whether debt relief will materialize before Germany’s 2017 election. German Chancellor Angela Merkel, under political pressure from Europe’s refugee crisis and domestic hostility to repeated Greek bailouts, faces national elections in late 2017 but has yet to say whether she will run for a fourth term. JAKARTA - Indonesia is embarking on a renewed campaign to end female genital mutilation (FGM), according to its women’s minister Yohana Yembise, despite opposition from religious leaders who have stymied past efforts to combat a practice that is common. Home to the world’s largest Muslim population, Indonesia tried to ban FGM a decade ago but opposition from influential Islamic clerics has meant it is still widely practised. Almost half of Indonesian girls aged 11 and under have undergone some form of FGM, the United Nations’ children agency, UNICEF, said in February, citing government statistics from Indonesia for the first time in a global study of FGM. Together, Indonesia, Egypt and Ethiopia account for half of the estimated 200 million women and girls around the world who have been cut, according to UNICEF. Yembise, Minister for Women’s Empowerment and Child Protection, said the government has begun working with women’s and religious groups to raise awareness of the dangers of FGM and a survey was underway to provide “scientific evidence” to support the government’s goal to halt the practice. “We try to approach the traditional and religious leaders to understand and to be aware that we have to end this female genital mutilation,” Yembise told foreign journalists. FGM, which involves the partial
or total removal of a girl’s external genitalia, is practised across a swathe of African countries and in pockets of Asia and the Middle East. FGM can cause a host of health problems. In some cases girls may bleed to death or die from infections. Others may suffer fatal childbirth complications later in life. Rights groups in Indonesia have long called for a ban on FGM, while supporters of the practice argue that in Indonesia a less drastic form of cutting is usually carried out. The UNICEF study showed that three in four Indonesian girls underwent FGM when they were under six months old, and the procedure was usually carried out by midwives. After the government tried to ban FGM in 2006, the country’s top Muslim clerical body issued an edict arguing that the practice was a required part of religious tradition. Grata Endah Werdaningtyas, a senior foreign ministry official, said the new campaign would target families. “We have to target the concerned groups like the parents because they are the one who decide (on children’s circumcision) - not the doctors, not the religious leaders,” she told the Thomson Reuters Foundation. But widespread superstition remains a hindrance, she said. “In some parts of Indonesia, they say a girl has to be circumcised or else she can’t cook rice properly, or she can’t get a husband,” Werdaningtyas said.(rtr)

BANGLI- Kayang is one of the hamlets at Kayubuhi village, Bangli. This hamlet bordering with Kubu village has been famous for a variety of bamboo craft products, one of which is sokasi. Among the sokasi products on sale in the market, more than a half is the craft product of Kayang hamlet.
Hamlet chief of Kayang, I Wayan Budiarta, told on Wednesday (Sep. 21) that his hamlet is bordered with four other hamlets namely the Cingang in the east and Mampeh in the north, Kubu village in the south and Tiga village, Susut, in the west. Budiarta mentioned that about 80 percent of 192 families at Kayang hamlet have been living as a bamboo craftsman. Their bamboo craft products include baskets, trays, sokasi and others. Among these bamboo craft products, he mentioned, the most famous product of Kayang hamlet is the sokasi. “All this time, the most famous is the sokasi craft. This craft has been made by residents through generations. This serves as their main livelihood,” he explained. Since the making of this craft has been inherited from time immemorial, it is no wonder the skills of weaving bamboo craft is not just owned by adult residents, but also school children. Budiarta added that the majority of the population deeply involves in the profession as a bamboo craftsman because almost one third of the total area of Kayang consists of bamboo forest. “Almost all residents have bamboo in their back yard,” he explained. Aside from being bamboo craftsman, he told that currently a number of residents also begin to develop horticulture such as vegetable, chili and beans. Besides, the long-term agriculture like tangerine also starts to be widely developed as done by farmers in Kintamani. Lack of awareness, rubbish harms irrigation channels GIANYAR - Low public awareness in waste management does not only have an impact on the spread of disease and interfere with the environmental aesthetics. However, the rubbish littered into the river is already disrupting the drains to damaging irrigation channel of farmers. The Head of the Gianyar Agriculture and Forestry Agency, Made Raka, said on Wednesday (Sep. 21) that based on his observation many subak irrigation channels are filled with rubbish owned by residents in the upstream. “It mostly consists of plastic waste and cannot decompose naturally, while leaves can do. Finally, it piles up and clog the irrigation channels,” he said. The most difficult condition to handle is when the rubbish blocks the irrigation tunnel. Other than triggering floods at that point, this condition certainly reduces water supply to the downstream. “Such conditions are commonly found, but we
have checked and repaired gradually,” he said. He exemplified that damaged irrigation channel occurs at a number of subak areas in the Tampaksiring subdistrict. More severe condition is found at Subak Batuan Kangin, Sukawati. The main subak covering about 126 hectares of land is divided into 13 smaller subak areas, where the area is frequently affected by drought, as the irrigation channel is clogged by rubbish. Most subak irrigation channels are underground, while some others are crossing under the road. To cope with the drought due to blockage of irrigation channel, the Agriculture Agency helped with the installation of water pumps to take up the irrigation water. “So far, a pump has been installed at Subak Batuan Kangin, while ongoing basis the irrigation channels are also repaired,” he affirmed. TAIPEI - Taiwan’s defence ministry said it is asking Google to blur satellite images showing what experts say appear to be new military installations on Itu Aba, Taipei’s sole holding in the hotly disputed South China Sea. The revelation of new military-related construction could raise tensions in the contested waterway, where China’s building of airstrips and other facilities has worried other claimants and the United States. The images seen on Google Earth show four three-pronged structures sitting in a semi-circle just off the northwestern shoreline of Itu Aba, across from an upgraded airstrip and recently constructed port that can dock 3,000-ton frigates. “Under the pre-condition of protecting military secrets and security, we have requested Google blur images of important military facilities,” Taiwan Defence Ministry spokesman Chen Chung-chi said on Wednesday, after local media published the images on Itu Aba. The United States has urged against the militarisation of the South China Sea, following the rapid land reclamation by China on several disputed reefs through dredging, and building air fields and port facilities. Taiwan’s defence ministry and coast guard, which directly oversees Itu Aba, said details about the structures are confidential and have not commented on their nature. Google, a unit of Alphabet Inc, said it was reviewing the request from Taiwan, but that to date such requests have not resulted in Google blurring imagery. SHANGHAI - With China facing a demographic crisis of stalling birth rates and a fast-ageing population, one city has taken a novel approach: a direct call to action aimed at young government officials to lead the way and have a second child. The government of Yichang city in central Hubei province posted an open letter calling for young cadres to have more children to stem a slide in birth rates in the city which has started to hit economic growth. China’s demographic time-bomb has become increasingly urgent of late as the country faces its slowest economic growth in a quarter of a century, with a sluggish manufacturing sector hit by a dearth of cheap labor due in part to a shrinking workforce. “Young cadres have to take the
lead having a second child, while elder cadres should urge them on,” the letter said, citing the need to bolster the city’s working population and raise a fertility rate that has fallen below one child per woman. “If things continue as they are, it will bring huge risk and damage to our city’s economic and social development, as well as the livelihood of our families,” said the letter, stamped by official departments including the city’s health bureau. DENPASAR - Robert Andrew Fiddes Ellis, a tourist from Australia, convicted for pedophile case against dozens of children is in sick condition. He should undergo a trial on Wednesday (Sep. 20) with the agenda of defense after being charged for 16 years in prison by public prosecutor. Besides, the postponement of the hearing also happened because the defendant’s legal team has not finished making a plea of memorandum, so the trial was postponed until next week. The judge panel led by Wayan Sukanila granted the request so that Robert can be immediately checked by a doctor. Benny added that the convicted pedophile had been ill since a few months ago, but it is unclear what hepatitis illness he suffers. He is going to be examined in the laboratory at health clinic of Kerobokan Prison. “After that, probably he will be referred to hospital and even hospitalized,” he said. In addition, added this young lawyer, he is also going to make coordination with the Australian consulate about the treatment. “Now, the doctor of Kerobokan Prison is still making coordination with the Australian consulate,” he explained.

SEMARAPURA - The government of Klungkung got a budget of IDR 1.9 billion for the making of public toilet from the special allocation fund (DAK) from Ministry of Public Works and Public Housing. With the budget allocation worth billions of rupiahs, the government of Klungkung will make four toilets with respective budget of more than IDR 200 million. The four projects are averagely budgeted at IDR 230 million.

State of emergency called to quell Charlotte unrest over police shooting of black man CHARLOTTE, N.C. - Residents of Charlotte, North Carolina, woke up to a state of emergency and the National Guard and State Highway Patrol deployed to their city on Thursday after a second night of unrest sparked by the fatal police shooting of a black man. According to police, Keith Scott, 43, was shot and killed by officers on Tuesday after he refused to drop a handgun. His family and a witness to the shooting said Scott was holding a book, not a firearm. A peaceful rally in response to the shooting turned violent on Wednesday as protesters threw rocks and bottles at police in riot gear, smashed windows and doors and looted stores in downtown Charlotte.
