LOS ANGELES - Fantasy drama series “Game of Thrones” and comedy “Veep” proved repeat winners for cable giant HBO at the Emmy awards on Sunday, but newcomers and actors of color also made their mark in a ceremony where election-year politics played large. Fan favorite “Game of Thrones,” went into Sunday’s show with a leading 23 nominations and won a total of 12 Emmys, including for best drama series, directing and writing. It beat off a challenge from USA network’s “Mr. Robot,” as well as Netflix’s dark Washington D.C. drama “House of Cards.” “We’re standing up here because George Martin created the world that we all live and play in,” said co-creator Dan Weiss. True crime was also a big winner. “The People v. O.J. Eight new arrests over Bastille Day lorry attack in Nice
PARIS - Eight new arrests have been made over the Bastille Day lorry attack in Nice that killed 86 people. Prosecutors said the suspects, who are French and Tunisian, had links to the attacker, 31-year-old Mohamed Lahouaiej Bouhlel. They were detained on Monday in the Alpes-Maritimes region, which includes Nice. Properties are reportedly being searched. At least five others face preliminary terrorism charges - accused of helping Bouhlel get a pistol and of providing other forms of support. Bouhlel, who was shot dead by police, was a Tunisian with French residency. He drove a truck through a crowd that had assembled for a fireworks display on Nice’s Promenade des Anglais, killing 86 people and injuring a further 434. Islamic State has claimed responsibility for the attack on 14 July. But while the French authorities said Bouhlel had been inspired by IS propaganda, they have not found anything to show the group orchestrated the assault. (ap)

Chairman of Commission III of the Bali House of Representatives, Nengah Tamba, also advised people to start growing crops for the needs of ceremony. It can be started from a simple measure such as planting frangipani or the greater one, coconut tree. With
this measure, in the future people should not run out of money just to buy young coconut leaf or flower. “Every household head at least should plant five trees for individual needs first because this has something to do with sustainable Bali. Otherwise, within five to ten years it will be lost. Can we replace the need for ritual paraphernalia with paper? Surely, we cannot,” he said. In the meantime, an academician of agriculture from the Udayana University, Dr. Luh Kartini, said that agriculture in Bali faces a number of challenges.
Firstly, it has something to do with the availability of water considering that three of the four existing lakes are in critical condition. Other than water, farmers are also faced with the problem of farmland conversion reaching nearly 1,000 hectares per year. “So, the land conversion is very, very high. Moreover, it has been stopped by moratorium on the construction of hotels and other accommodation but the permit is still issued,” she said. Kartini continued that other challenges concern with human resources. Currently, the number of young people or students wishing to learn
farming is high. But they are mostly coming from outside Bali. “If possible, we’d like to propose that in the long term this can be started from education at kindergarten. Each school must have a garden, so that they get used to working in agriculture,” she said. Kartini added that agricultural sector also needs appropriate technology and attention at the postharvest time. “I have learned the post-harvest (of agricultural commodities) where they are always sold in spindles because they have no market and it is far from the market chain,” she said. Farmers growing peanuts in paddy paddies can be seen at the Subagan, Kertha Mandala, Purwakerti, Muncan, Sidemen and Rendang village. The famous peanut variety of Karangasem such as Batudawa and Kangkahang is distinctive and tasteful. Batudawa variety commonly planted at Batudawa to Datah village is very much constrained by seasonal factors. On dry land, farmers can only cultivate peanuts once a year, while waiting for the soil starts
to get wet due to rainy season. Currently, the land at Batudawa and Tegallanglangan, Datah, is automatically empty without seasonal plants. In recent months, local farmers faced famine and relied on daily meals from their cattle asset and corn or chopped foodstuff (dried cassava). Poor farmers often mix their rice with boiled chopped cassava. Seeing the fact, a member of Commission IV of the Karangasem House of Representatives, Gede Dana, said that disadvantaged farmers usually face famine ahead of dry season so they are in need of assistance. To lighten their burden, it is worth exploring. If the lack of clean water, they need to be assisted with the supply of clean water. “Indeed, it occasionally rains, but it does not occur torrentially. Many reservoirs have run dry. Clean water is a constraint to disadvantaged communities in the hills and mountains area. AMSTERDAM - Self-driving boats and assemblies of robotic platforms will one day shuttle people and goods along Amsterdam’s centuries-old canals - if a project part-funded by the Massachusetts Institute of Technology bears fruit.
Researchers said on Monday they hope to launch the first prototypes of craft they have christened “roboats” in the Dutch city in 2017. “Imagine a fleet of autonomous boats,” said professor Carlo Ratti of MIT, which donated 20 million euros ($29 million) to the project. “But also think of dynamic and temporary floating infrastructure, like on-demand bridges and stages that can be assembled (in) ...hours.” With different prototypes due to be tested, one basic design under consideration resembles a square, flat-topped pallet a little less than two meters (six feet) a side. Dozens might assemble to form a new, temporary space, or a footpath across the water to relieve traffic congestion. Professor Arjan van Timmeren, scientific director of the institute leading the project, said the project envisages a high-tech return to the 17th century, Amsterdam’s golden age when its canals were the main throughfare for transporting goods. Nowadays most boats in the city are recreational. The researchers hope roboats might find a home in other urban areas too, as many cities are situated on or near rivers - though the engineering challenges faced by Van Timmeren’s Institute for Advanced Metropolitan Solutions are far from straightforward. “(The problems) are actually greater than for self-driving cars,” he said, because small craft are both less stable and more difficult to steer than land-based vehicles. America’s first wave-produced power goes online in Hawaii
KANEOHE BAY — Off the coast of Hawaii, a tall buoy bobs and sways in the water, using the rise and fall of the waves to generate electricity. The current travels through an undersea cable for a mile to a military base, where it feeds into Oahu’s power grid — the first wave-produced electricity to go online in the U.S. By some estimates, the ocean’s endless motion packs enough power to meet a quarter of America’s energy needs and dramatically reduce the nation’s reliance on oil, gas and coal. But wave energy technology lags well behind wind and solar power, with important technical hurdles still to be overcome. To that end, the Navy has established a test site in Hawaii, with hopes the technology can someday be used to produce clean, renewable power for offshore fueling stations for the fleet and provide electricity to coastal communities in fuel-starved places around the world. “More power from more places translates to a more agile, more flexible, more capable force,” Joseph Bryan, deputy assistant secretary of the Navy, said during an event at the site. “So we’re always looking for new ways to power the mission.” Hawaii would seem a natural site for such technology. As any surfer can tell you, it is blessed with powerful waves. The island state also has the nation’s highest electricity costs — largely because of its heavy reliance on oil delivered by sea — and has a legislative mandate to get 100 percent of its energy from renewables by 2045.
Still, it could be five to 10 years before wave energy technology can provide an affordable alternative to fossil fuels, experts say. For one thing, developers are still working to come up with the best design. Some buoys capture the up-and-down motion of the waves, while others exploit the side-to-side movement. Industry experts say a machine that uses all the ocean’s movements is most likely to succeed. Also, the machinery has to be able to withstand powerful storms, the constant pounding of the seas and the corrosive effects of saltwater. “You’ve got to design something that can stay in the water for a long time but be able to survive,” said Patrick Cross, specialist at the Hawaii Natural Energy Institute at the University of Hawaii at Manoa, which helps run the test site. The U.S. has set a goal of reducing carbon emissions by one-third from 2005 levels by 2030, and many states are seeking to develop more renewable energy in the coming decades. Jose Zayas, a director of the Wind and Water Power Technologies Office at the U.S. Energy Department, which helps fund the Hawaii site, said the United States could get 20 to 28 percent of its energy needs from waves without encroaching on sensitive waters such as marine preserves. But while the U.S. government and military have put about $334 million into marine energy research over the past decade, Britain and the rest of Europe have invested more than $1 billion, according to the Marine Energy Council, a trade group. MANGUPURA - Patchouli can be processed into a mixture of drugs and cosmetics. Therefore, ten years ago in Bali many farmers cultivated patchouli. Unfortunately, there were no companies purchasing at that time so that farmers suffered losses. But today a foreign company is ready to buy patchouli as much as possible. These opportunities can be exploited by farmers like those at Bon hamlet, Petang, Badung and some villages in Susut subdistrict, Bangli. Farmers are even overwhelmed to meet the demand from the company. Around the Bon hamlet, farmers plant tangerine trees, beans and flowers as the mainstay. Patchouli is very suitable to be planted between tangerine and the results are very good, so that farmers can get double income. “Patchouli has been made into favorite intercropping plant for farmers in Bali,” said field officer of the spice company that also holds the patchouli product, Lasia, recently in Bon hamlet, Biloksidan, Petang, Badung. According to Lasia, the company is ready to buy patchouli as much as possible. Moreover, it also provides free seeds and stimulus money so that farmers vivaciously cultivate patchouli. “We are developing patchouli to encourage more farmers in Bali. Currently, many farmers in Bangli district are utilizing nonproductive land for cultivating this
patchouli,” he said. I Made Sukarta, one of the farmers, admitted that patchouli is very easy to be cultivated. Moreover, it has become a favorite intercropping plant. In addition to not disrupting the existing plants, patchouli has a high economic value. “We’ve have harvested for two times. With the land area of 0.30 hectare, the first harvest got 4,200 kg and the second got 3,900 kg. Together with other farmers, we are just still in learning phase, but the maintenance is very easy. To get the market, the company made a contract with the price of wet patchouli set at IDR 1,500 per kg. Company dares to give free seedlings and stimulus money for land cultivation and contract price, so that we are more convinced to invite other farmers to cultivate patchouli. Until now, many farmers are developing this plant. Moreover, it has been joined by many farmers from Bangli district such as at Pengiangan village, Tiga village and others. Lasia added that to obtain maximum results, he always assists farmers in the field. Thus, the plant that is easy to maintain can get harvest yield in accordance with the condition as required by the company. Chief of the forensic laboratory, Koesnadi, delivered that the explosion to the Gili Cat II was triggered by electrical interruption in the connection pipe to machine. “The fast boat has three engine units, where each measures 300 PK. In addition, each machine has a fuel tank with the capacity of 1,500 liters,” he said. From the investigations carried out by his team, continued Koesnadi, before bursting there was gasoline fume filled in the space below boat deck. From the fuel tank was found a gasoline leeway namely in the connecting hose. “Such leeway is caused by the residual seawater vapor. As a result, it causes pollution,” said Koesnadi accompanied by Spokesperson of Bali Police A.A. Made Sudana at the Bali Police Headquarters, Monday (Sep. 19). Furthermore, the gas turned into steam and occupied the lower deck through bulkheads and boat floor holes. When triggered by electric spark, steam filled in the bottom deck and exploded. The spark originally appeared from interference of electricity from PVC pipe
on the left side of the boat. “The pipe has diameter of three inches. There was found an electric connection. Electric power disruption due to friction weakening the connecting pipe and weakened the connection so that generated electric sparks,” he said. Koesnadi categorized it into low explosion. Due to pressure from below, it pushed victim’s head to the roof of the boat. He suspected that such electrical interference became the cause of the explosion. He denied if the explosion was from a boat gas tank. If the incident was caused by the gas tank, the explosion would be even greater. In the meantime, Sudana said although the cause of the explosion has been already known, his authority is still developing the testimonies of the four witnesses. NEGARA - Waste volume in Jembrana after feast days increased 35 percent when compared to normal days. This condition caused many piles of garbage at temporary disposal site and waste container having been provided. Piles of the rubbish cannot be taken immediately due to limited personnel in charge during holidays. The Head of the Jembrana Environment, Sanitation and Landscaping Agency (LHKP), I Wayan Darwin, said on Monday (Sep. 19) that it has become routine when entering feast day where the volume of waste increased. It usually occurs on day three before to day one after holiday, so that the numbers of landfill points are filled with garbage disposal. According to him, the agency has 44 waste containers, and they have almost been transported every day. “For Pengeragoan and Gilimanuk region, the transportation is held every two days due to far distance. On the Kuningan yesterday, the volume of waste rose in the range of 20 to 35 percent,” said Darwin. From the data on the average volume of waste across Jembrana district, there are 45.3 tons each

day. However, when entering the feast, waste production reaches 60 tons per day. “It’s pretty much. The day after the feast, we seek mutual cooperation to clean up and transport the containers,” he said. He admitted that a number of containers are still not optimally used because people remain to throw outside. He said the role of rural / village authority is very important to help manage waste in their area. At least, it can make people realize the use of waste containers and dispose of rubbish in a designated place. Overflowing rubbish will make the officers difficult to transport. Of the dozens of waste containers supplied, the agency has also mapped the location of waste containers that are prone to be dirty such as at Lelateng, Tengah hamlet market and Mendoyo. At the location, the container is not only used by surrounding residents. Moreover, at the location has been installed a caution directing people to throw rubbish into the container, but they remain to neglect it. N.Korea’s Kim guides new rocket engine test, calls for satellite launch
SEOUL - North Korean leader Kim Jong Un supervised a ground test of a new rocket engine to launch satellites, the North’s state media reported on Tuesday, the latest in a rapid succession of missile-related tests this year by the isolated state. Kim asked scientists and engineers to make “preparations for launching the satellite as soon as possible on the basis of the successful test,” the official KCNA news agency said, indicating the North may soon launch another long-range rocket. The test was conducted amid global condemnation of the North’s fifth nuclear test earlier this month and a call by the United States, Japan and South Korea this week for greater pressure on Pyongyang over its disregard for United Nations resolutions banning missile and nuclear programmes. North Korea has been testing nuclear weapons and ballistic missiles at an unprecedented rate this year under Kim’s direction, including the launch of a satellite in
February that was widely seen as a test of long-range ballistic missile technology. The North’s Rodong Sinmun newspaper carried photographs of Kim on a podium overlooking the vertical test stand that housed a rocket engine which blasted a column of flame. A spokesman for South Korea’s military, Jeon Ha-gyu, saidit was likely to have been a test for a new engine that can be used for a longrange missile. A satellite image dated Sept. 17 provided to Reuters by 38 North, a Washington-based website devoted to analysis of North Korea, showed preparations for an engine test, including a heavy crane over the vertical engine test stand and a shelter that would house the rocket
engine. “This test is another important development pointing to the first launch of a bigger, better space vehicle to place satellites in higher orbits, which could happen in the not too distant future,” said Joel Wit, founder of the 38 North website. North Korea claimed after its nuclear test this month that it had mastered the ability to mount a warhead on a ballistic missile, a worrying prospect for neighbours South Korea and Japan. Developing an effective intercontinental ballistic missile (ICBM) would put the continental United States in range of the North’s nuclear weapons. Joshua Pollack, editor of the U.S.-based Nonproliferation Review, said North Korean media’s description of a rocket engine with 80 tonnes of thrust would make it “a very powerful rocket, well beyond anything the North Koreans have shown the world before.” The test, Pollack said, may be the result of cooperation with Iran. BANGKOK - A British rights activist was found guilty by a Thai court on Tuesday of criminal defamation and given a threeyear suspended sentence, a move rights groups said sets a worrying precedent. The Bangkok South Criminal Court found Andy Hall of the Migrant Worker Rights Network guilty of defaming Natural Fruit Company, a large pineapple wholesaler that supplies the European Union, over a report published in 2013 that he helped author for Finnwatch, a Finland-based watchdog group. The report alleged labour abuses at a processing plant owned by the firm and led to several companies terminating their contracts with Natural Fruits. The court found Hall guilty of criminal defamation and computer crimes and sentenced him to four years in prison, but reduced the sentence by one year “due to his history of doing public good and his record as a rights defender”, a judge said. The court will suspend the sentence, the judge said, meaning Hall will be free unless he breaks the law during that period. Thailand’s harsh defamation and cyber crime laws have drawn criticism from rights groups concerned about curbs on freedom of speech in the military-run country. The court said in its ruling that Hall did not interview a large enough sample size in his report for Finnwatch. It said the investigation by state auditors found no widespread abuses at Natural Fruit Company and that Hall did not give the company enough time to respond before submitting the report to Finnwatch. Natural Fruit chairman Wirat Piyapornbaiboon said he was pleased with the verdict. “Today I have fought for my honour and the honour of Thailand,” Wirat told reporters. Hall said the ruling would send “shockwaves in the international community”. “I do not feel shame or regret,” Hall told reporters after the court ruling. “I am fighting for the rights of migrant workers.” He said he was free to travel now that his trial was over. PARIS - France’s central bank governor warned presidential candidates on Tuesday that French credibility in Europe hinged on the country respecting the current government’s plans to bring the public deficit in line with EU limits next year. Britain’s May meets Goldman, Amazon, IBM to discuss post-Brexit investment
NEW YORK - British Prime Minister Theresa May met business chiefs from firms including Goldman Sachs , IBM and Amazon.com on Monday in an attempt to reassure investors after her country’s shock vote to leave the European Union. The June 23 vote took many investors and chief executives by surprise, triggering the deepest political and financial turmoil in Britain since World War Two and the biggest ever one-day fall in sterling against the dollar. “Every working day in the United Kingdom one million people wake up and go to work for an American company. And every day in the United States one million people wake up and go to work for a UK company,” May told the business leaders. “So you see there is reciprocity,” said May, who is in New York to
attend the United Nations General Assembly. “The UK is going to be out there. We will be looking for business. And ladies and gentlemen, please feel free to invest in the UK.” May said that she wanted to hear what issues business leaders wanted addressed in the Brexit negotiations, which she said would yield a good deal in the trade of goods and services with the EU. Chief executives from AECOM, Morgan Stanley, BlackRock, Merck & Co, Sony Pictures and United Technologies Corp also attended the meeting. The head of Thomson Reuters, the parent company of Reuters News, also attended. May first had a closed meeting with major investors and Wall Street banks before addressing dozens of other executives at a wider reception.
Despite warnings before the vote that Brexit would shatter economic confidence, some positive economic data and SoftBank’s $32 billion takeover of Britain’s technology company ARM have stoked the perception that Britain could prosper outside the EU. Still, May and her ministers admit they need to reassure investors from the United States, Japan, China and India that the United Kingdom and London, the only financial capital to rival New York, are still good places to make money. The United States is the largest single inward investor into Britain, which currently attracts far more foreign direct investment than any other EU member. JAKARTA - Harvard and Columbia university research showing smoke from land fires in Southeast Asia led to more than 100,000 premature deaths last year “makes no sense at all,” an official at Indonesia’s Health Ministry said on Wednesday. Indonesian government records show only 24 deaths related to forest fires in 2015, but the disaster was estimated to have left more than half a million Indonesians suffering from respiratory ailments. Indonesia is under global pressure to put an end to slash-and-burn land clearances for palm and pulp plan-
tations which send clouds of toxic smoke over the region each year. The university research estimates pollution exposure from last year’s fires killed 91,600 people in Indonesia, 6,500 in Malaysia and 2,200 in Singapore in 2015 and 2016, significantly higher than government records.
“Given the severe haze in Equatorial Asia in 2015, the 100,000 premature deaths in that region are not so surprising,” said Loretta Mickley, a senior researcher at Harvard focusing on atmospheric pollution, who contributed to the research. Health Ministry director general of disease prevention and control Mohamad Subuh told Reuters the research data was wrong. “Data on deaths is clear. We have surveillance,” Subuh said, adding that the assumptions of mortality
based on mathematical calculations were “irresponsible”. Every year, Indonesia faces criticism from its neighbors Singapore and Malaysia over the smog, euphemistically known as “haze”, and its failure to stop the fires from being lit. Last year’s fires were among the worst in the region’s history, with billions of dollars worth of environmental damage, weeks of flight and school disruptions and thousands suffering from respiratory disease.(rtr)
JAKARTA - Indonesias Coordinating Minister for Political, Security and Legal Affairs Wiranto met with the commander of Pakistans armed forces, General Rashad Mahmood, here on Tuesday to discuss defense cooperation, including the exchange of information and defense equipment. “We have also offered our defense equipment to them, including the Anoa armored vehicle, assault rifle and CN-235 aircraft,” Wiranto said at his office. The cooperation between Indonesia and Pakistan has been ongoing for years, marked by exchange of staff school students and commanders of the army, navy and air force, as well as staff members of the National Defense Institute (Lemhanas). Wiranto also spoke about his experience participating in a joint exercise with Pakistani soldiers when he took part in the Army Command Staff School (Seskoad) in 1982. “Relations between the two countries armies are very close. General Rashad Mahmood has asked for maintaining and developing that relationship,” he said. Wiranto, who was a former commander of the armed forces, also explained about the Indonesian governments attention to fight terrorism as part of efforts to promote peace, friendship and solidarity in the ASEAN region. “They (Pakistan) wish Indonesia would continue with its efforts in leading the Association of Southeast Asian Nations (ASEAN), because peace in the region will bring a positive impact on other countries, including Pakistan,” he said.(ant)

Air strikes hit aid convoy as Syria says ceasefire over
BEIRUT - Syrian or Russian aircraft struck an aid convoy near Aleppo on Monday and killed 12 people, according to a war monitor, as the Syrian military declared a one-week truce brokered by the United States and Russia over. The United Nations confirmed the convoy was hit but gave no details on who carried out the attack or how many died as world leaders converged on New York for their annual U.N. gathering under the shadow of fresh violence in the Syrian civil war. The Syrian Observatory for Human Rights monitoring group said the attacks were carried out by either Syrian or Russian aircraft, adding that there had been 35 strikes in and around Aleppo since the truce ended. A humanitarian aid group said the death toll was higher. Fourteen Syrian Arab Red Crescent volunteers were killed, Elhadj As Sy, secretary general of the International Federation of Red Cross and Red Crescent Societies, told a U.N. summit. At least 18 of 31 trucks in a U.N. and Syrian Arab Red Crescent (SARC) convoy were hit along with an SARC warehouse, said U.N. spokesman Stephane Dujar-
ric. The convoy was delivering aid for 78,000 people in the hardto-reach town of Urm al-Kubra in Aleppo Governorate, he said. U.N. aid chief Stephen O’Brien said initial reports indicated many people had been killed or seriously wounded, including SARC volunteers, and that if the “callous attack” was found to be deliberate it amount to a war crime. “Notification of the convoy ... had been provided to all parties to the conflict and the convoy was clearly marked as humanitarian,” he said in a statement, calling for an immediate, independent investigation. The attack appeared to signal the imminent collapse of the latest effort by the United States and Russia to halt Syria’s 5-1/2-year-old civil war. “We don’t know if it can be salvaged,” said a senior Obama administration official of the effort by the United States and Russia, which back opposite sides in the
conflict. “At this point the Russians have to demonstrate very quickly their seriousness of purpose because otherwise there will be nothing to extend and nothing to salvage,” the official, who spoke to reporters on condition of anonymity, added. Moscow supports Syrian President Bashar al-Assad with its air force. The Syrian military could not immediately be reached for comment on the attack. But Syria’s army said the seven-day truce period had ended. It accused “terrorist groups,” a term the government uses for all insurgents, of exploiting the calm to rearm while violating the ceasefire 300 times, and vowed to “continue fulfilling its national duties in fighting terrorism in order to bring back security and stability”. A local resident told Reuters by phone that the trucks were hit by about five missile strikes while parked in a centre belonging to the Syrian Red Crescent in Urm al-Kubra, a town near Aleppo. PHILADELPHIA - Democrat Hillary Clinton on Monday accused Republican Donald Trump of aiding Islamic State recruitment, while Trump said she had helped weaken national security as bomb blasts in New York and New Jersey resonated on the U.S. presidential trail. Both candidates for the Nov. 8 election tried to use the weekend attacks to flex their credentials to protect America as world leaders gathered in security-heightened New York for the annual United Nations General Assembly. Clinton said Trump’s rhetoric against what he calls “radical Islamic terrorism” was helping Islamic State recruit more fighters. “We know that a lot of the rhetoric we’ve heard from Donald Trump has been seized on by terrorists, in particular ISIS, because they are looking to make this into a war against Islam rather than a war against jihadists,” she told reporters in White Plains, New York. ISIS is an acronym used for Islamic State. Trump fired back by saying Clinton bore some responsibility for the violence by not persuading President Barack Obama to leave a residual force of U.S. troops in Iraq when she was his secretary of state from 2009 to 2013. Obama and the Iraqi government failed to reach agreement at the end of 2011 on extending a U.S.Iraqi status of forces agreement, and most American troops were withdrawn. Trump has sought to tie Clinton to the decisions of the Obama administration. “Her attacks on me are all
meant to deflect from her record of unleashing this monster,” Trump told a large crowd in Fort Myers, Florida. The campaigns weighed in after the bomb incidents and a stabbing attack at a mall in central Minnesota. In the most serious incident, a bomb went off in New York City’s Chelsea neighborhood on Saturday, injuring 29 people. An unexploded pressure-cooker bomb was found nearby. Earlier that day, a pipe bomb went off in Seaside Park, New Jersey. On Monday, an Afghanistanborn American suspected in some of the incidents was arrested in nearby Linden, New Jersey, after a gunbattle with police. Authorities had said earlier they wanted to question Ahmad Khan Rahami, a 28-year-old naturalized U.S. citizen, about the Chelsea and Seaside Park bombings. The incidents, just days after the 15th anniversary of the Sept. 11, 2001, attacks, put the United States’ most populous city on edge. Trump, who has in the past talked of the need for a resumption of harsh interrogation tactics like waterboarding for terrorism suspects, said authorities need to “get information” from the bombing suspect “before it comes no longer timely,” but that instead he would probably be coddled. “Now we will give him amazing hospitalization. He will be taken care of by some of the best doctors in the world. He will be given a fully modern and updated hospital room. Britain’s Farah became only the second man to retain the 5,000 and 10,000 metres Olympic titles at the Rio de Janeiro Games last month while compatriot Rose won the first gold medal in golf for 112 years. MELBOURNE - Australia coach Ange Postecoglou is finding scouting his Socceroos a bit of a bore because of the poor quality of some of the football in the European leagues where they play. With only one player in the 23-man squad he named for two World Cup qualifiers on Tuesday based in Australia, Postecoglou is forced to spend time on the road watching matches in Britain, the Netherlands, Germany, Denmark and Austria. It is an experience that sometimes compares highly unfavourably with Australia’s A-League, he said. “Watch some football from Europe. It’s hard to watch. Air strikes hit aid convoy as Syria says ceasefire over
BEIRUT - Syrian or Russian aircraft struck an aid convoy near Aleppo on Monday and killed 12 people, according to a war monitor, as the Syrian military declared a one-week truce brokered by the United States and Russia over. The United Nations confirmed the convoy was hit but gave no details on who carried out the attack or how many died as world leaders converged on New York for their annual U.N. gathering under the shadow of fresh violence in the Syrian civil war. The Syrian Observatory for Human Rights monitoring group said the attacks were carried out by either Syrian or Russian aircraft, adding that there had been 35 strikes in and around Aleppo since the truce ended. A humanitarian aid group said the death toll was higher. Fourteen Syrian Arab Red Crescent volunteers were killed, Elhadj As Sy, secretary general of the International Federation of Red Cross and Red Crescent Societies, told a U.N. summit. At least 18 of 31 trucks in a U.N. and Syrian Arab Red Crescent (SARC) convoy were hit along with an SARC warehouse, said U.N. spokesman Stephane Dujar-
ric. The convoy was delivering aid for 78,000 people in the hardto-reach town of Urm al-Kubra in Aleppo Governorate, he said. PHILADELPHIA - Democrat Hillary Clinton on Monday accused Republican Donald Trump of aiding Islamic State recruitment, while Trump said she had helped weaken national security as bomb blasts in New York and New Jersey resonated on the U.S. presidential trail. Both candidates for the Nov. 8 election tried to use the weekend attacks to flex their credentials to protect America as world leaders gathered in security-heightened New York for the annual United Nations General Assembly. Clinton said Trump’s rhetoric against what he calls “radical Islamic terrorism” was helping Islamic State recruit more fighters. “We know that a lot of the rhetoric we’ve heard from Donald Trump has been seized on by terrorists, in particular ISIS, because they are looking to make this into a war against Islam rather than a war against jihadists,” she told reporters in White Plains, New York. ISIS is an acronym used for Islamic State. Trump fired back by saying Clinton bore some responsibility for the violence by not persuading President Barack Obama to leave a residual force of U.S. troops in Iraq when she was his secretary of state from 2009 to 2013. Obama and the Iraqi government failed to reach agreement at the end of 2011 on extending a U.S.Iraqi status of forces agreement, and most American troops were withdrawn. Trump, who has in the past talked of the need for a resumption of harsh interrogation tactics like waterboarding for terrorism suspects, said authorities need to “get information” from the bombing suspect “before it comes no longer timely,” but that instead he would probably be coddled. “Now we will give him amazing hospitalization. He will be taken care of by some of the best doctors in the world. He will be given a fully modern and updated hospital room. NEW YORK - British Prime Minister Theresa May met business chiefs from firms including Goldman Sachs , IBM and Amazon.com on Monday in an attempt to reassure investors after her country’s shock vote to leave the European Union. The June 23 vote took many investors and chief executives by surprise, triggering the deepest political and financial turmoil in Britain since World War Two and the biggest ever one-day fall in sterling against the dollar. “Every working day in the United Kingdom one million people wake up and go to work for an American company. And every day in the United States one million people wake up and go to work for a UK company,” May told the business leaders. “So you see there is reciprocity,” said May, who is in New York to
attend the United Nations General Assembly. “The UK is going to be out there. We will be looking for business. And ladies and gentlemen, please feel free to invest in the UK.” May said that she wanted to hear what issues business leaders wanted addressed in the Brexit negotiations, which she said would yield a good deal in the trade of goods and services with the EU. The head of Thomson Reuters, the parent company of Reuters News, also attended. Despite warnings before the vote that Brexit would shatter economic confidence, some positive economic data and SoftBank’s $32 billion takeover of Britain’s technology company ARM have stoked the perception that Britain could prosper outside the EU. Still, May and her ministers admit they need to reassure investors from the United States, Japan, China and India that the United Kingdom and London, the only financial capital to rival New York, are still good places to make money. The United States is the largest single inward investor into Britain, which currently attracts far more foreign direct investment than any other EU member. Indonesian government records show only 24 deaths related to forest fires in 2015, but the disaster was estimated to have left more than half a million Indonesians suffering from respiratory ailments. Indonesia is under global pressure to put an end to slash-and-burn land clearances for palm and pulp plan-
tations which send clouds of toxic smoke over the region each year. The university research estimates pollution exposure from last year’s fires killed 91,600 people in Indonesia, 6,500 in Malaysia and 2,200 in Singapore in 2015 and 2016, significantly higher than government records.
“Given the severe haze in Equatorial Asia in 2015, the 100,000 premature deaths in that region are not so surprising,” said Loretta Mickley, a senior researcher at Harvard focusing on atmospheric pollution, who contributed to the research. Health Ministry director general of disease prevention and control Mohamad Subuh told Reuters the research data was wrong. “Data on deaths is clear. We have surveillance,” Subuh said, adding that the assumptions of mortality
based on mathematical calculations were “irresponsible”. Every year, Indonesia faces criticism from its neighbors Singapore and Malaysia over the smog, euphemistically known as “haze”, and its failure to stop the fires from being lit. JAKARTA - Indonesias Coordinating Minister for Political, Security and Legal Affairs Wiranto met with the commander of Pakistans armed forces, General Rashad Mahmood, here on Tuesday to discuss defense cooperation, including the exchange of information and defense equipment. “We have also offered our defense equipment to them, including the Anoa armored vehicle, assault rifle and CN-235 aircraft,” Wiranto said at his office. The cooperation between Indonesia and Pakistan has been ongoing for years, marked by exchange of staff school students and commanders of the army, navy and air force, as well as staff members of the National Defense Institute (Lemhanas). Wiranto also spoke about his experience participating in a joint exercise with Pakistani soldiers when he took part in the Army Command Staff School (Seskoad) in 1982. “Relations between the two countries armies are very close. General Rashad Mahmood has asked for maintaining and developing that relationship,” he said. Wiranto, who was a former commander of the armed forces, also explained about the Indonesian governments attention to fight terrorism as part of efforts to promote peace, friendship and solidarity in the ASEAN region. “They (Pakistan) wish Indonesia would continue with its efforts in leading the Association of Southeast Asian Nations (ASEAN), because peace in the region will bring a positive impact on other countries, including Pakistan,” he said.(ant)

DENPASAR - For two days, the Denpasar Branch forensic laboratory team has investigated the Gili Cat II fast boat exploding in Karangasem. Chief of the forensic laboratory, Koesnadi, delivered that the explosion to the Gili Cat II was triggered by electrical interruption in the connection pipe to machine. “The fast boat has three engine units, where each measures 300 PK. In addition, each machine has a fuel tank with the capacity of 1,500 liters,” he said. From the investigations carried out by his team, continued Koesnadi, before bursting there was gasoline fume filled in the space below boat deck. From the fuel tank was found a gasoline leeway namely in the connecting hose. “Such leeway is caused by the residual seawater vapor. As a result, it causes pollution,” said Koesnadi accompanied by Spokesperson of Bali Police A.A. Made Sudana at the Bali Police Headquarters, Monday (Sep. 19). Furthermore, the gas turned into steam and occupied the lower deck through bulkheads and boat floor holes. When triggered by electric spark, steam filled in the bottom deck and exploded. The spark originally appeared from interference of electricity from PVC pipe
on the left side of the boat. “The pipe has diameter of three inches. There was found an electric connection. Electric power disruption due to friction weakening the connecting pipe and weakened the connection so that generated electric sparks,” he said. Koesnadi categorized it into low explosion. Due to pressure from below, it pushed victim’s head to the roof of the boat. He suspected that such electrical interference became the cause of the explosion. He denied if the explosion was from a boat gas tank. If the incident was caused by the gas tank, the explosion would be even greater. In the meantime, Sudana said although the cause of the explosion has been already known, his authority is still developing the testimonies of the four witnesses. NEGARA - Waste volume in Jembrana after feast days increased 35 percent when compared to normal days. This condition caused many piles of garbage at temporary disposal site and waste container having been provided. Piles of the rubbish cannot be taken immediately due to limited personnel in charge during holidays. The Head of the Jembrana Environment, Sanitation and Landscaping Agency (LHKP), I Wayan Darwin, said on Monday (Sep. 19) that it has become routine when entering feast day where the volume of waste increased. It usually occurs on day three before to day one after holiday, so that the numbers of landfill points are filled with garbage disposal. According to him, the agency has 44 waste containers, and they have almost been transported every day. “For Pengeragoan and Gilimanuk region, the transportation is held every two days due to far distance. On the Kuningan yesterday, the volume of waste rose in the range of 20 to 35 percent,” said Darwin. From the data on the average volume of waste across Jembrana district, there are 45.3 tons each

day. However, when entering the feast, waste production reaches 60 tons per day. “It’s pretty much. The day after the feast, we seek mutual cooperation to clean up and transport the containers,” he said. He admitted that a number of containers are still not optimally used because people remain to throw outside. He said the role of rural / village authority is very important to help manage waste in their area. At least, it can make people realize the use of waste containers and dispose of rubbish in a designated place. Overflowing rubbish will make the officers difficult to transport. Of the dozens of waste containers supplied, the agency has also mapped the location of waste containers that are prone to be dirty such as at Lelateng, Tengah hamlet market and Mendoyo. At the location, the container is not only used by surrounding residents. Moreover, at the location has been installed a caution directing people to throw rubbish into the container, but they remain to neglect it. N.Korea’s Kim guides new rocket engine test, calls for satellite launch
SEOUL - North Korean leader Kim Jong Un supervised a ground test of a new rocket engine to launch satellites, the North’s state media reported on Tuesday, the latest in a rapid succession of missile-related tests this year by the isolated state. Kim asked scientists and engineers to make “preparations for launching the satellite as soon as possible on the basis of the successful test,” the official KCNA news agency said, indicating the North may soon launch another long-range rocket. The test was conducted amid global condemnation of the North’s fifth nuclear test earlier this month and a call by the United States, Japan and South Korea this week for greater pressure on Pyongyang over its disregard for United Nations resolutions banning missile and nuclear programmes. North Korea has been testing nuclear weapons and ballistic missiles at an unprecedented rate this year under Kim’s direction, including the launch of a satellite in
February that was widely seen as a test of long-range ballistic missile technology. The North’s Rodong Sinmun newspaper carried photographs of Kim on a podium overlooking the vertical test stand that housed a rocket engine which blasted a column of flame. A spokesman for South Korea’s military, Jeon Ha-gyu, saidit was likely to have been a test for a new engine that can be used for a longrange missile. A satellite image dated Sept. 17 provided to Reuters by 38 North, a Washington-based website devoted to analysis of North Korea, showed preparations for an engine test, including a heavy crane over the vertical engine test stand and a shelter that would house the rocket
engine. “This test is another important development pointing to the first launch of a bigger, better space vehicle to place satellites in higher orbits, which could happen in the not too distant future,” said Joel Wit, founder of the 38 North website. North Korea claimed after its nuclear test this month that it had mastered the ability to mount a warhead on a ballistic missile, a worrying prospect for neighbours South Korea and Japan. Developing an effective intercontinental ballistic missile (ICBM) would put the continental United States in range of the North’s nuclear weapons. Joshua Pollack, editor of the U.S.-based Nonproliferation Review, said North Korean media’s description of a rocket engine with 80 tonnes of thrust would make it “a very powerful rocket, well beyond anything the North Koreans have shown the world before.” The test, Pollack said, may be the result of cooperation with Iran. BANGKOK - A British rights activist was found guilty by a Thai court on Tuesday of criminal defamation and given a threeyear suspended sentence, a move rights groups said sets a worrying precedent. The Bangkok South Criminal Court found Andy Hall of the Migrant Worker Rights Network guilty of defaming Natural Fruit Company, a large pineapple wholesaler that supplies the European Union, over a report published in 2013 that he helped author for Finnwatch, a Finland-based watchdog group. The report alleged labour abuses at a processing plant owned by the firm and led to several companies terminating their contracts with Natural Fruits. The court found Hall guilty of criminal defamation and computer crimes and sentenced him to four years in prison, but reduced the sentence by one year “due to his history of doing public good and his record as a rights defender”, a judge said. The court will suspend the sentence, the judge said, meaning Hall will be free unless he breaks the law during that period. Thailand’s harsh defamation and cyber crime laws have drawn criticism from rights groups concerned about curbs on freedom of speech in the military-run country. The court said in its ruling that Hall did not interview a large enough sample size in his report for Finnwatch. It said the investigation by state auditors found no widespread abuses at Natural Fruit Company and that Hall did not give the company enough time to respond before submitting the report to Finnwatch. Natural Fruit chairman Wirat Piyapornbaiboon said he was pleased with the verdict. “Today I have fought for my honour and the honour of Thailand,” Wirat told reporters. Hall said the ruling would send “shockwaves in the international community”. “I do not feel shame or regret,” Hall told reporters after the court ruling. “I am fighting for the rights of migrant workers.” He said he was free to travel now that his trial was over. AMSTERDAM - Self-driving boats and assemblies of robotic platforms will one day shuttle people and goods along Amsterdam’s centuries-old canals - if a project part-funded by the Massachusetts Institute of Technology bears fruit.
Researchers said on Monday they hope to launch the first prototypes of craft they have christened “roboats” in the Dutch city in 2017. “Imagine a fleet of autonomous boats,” said professor Carlo Ratti of MIT, which donated 20 million euros ($29 million) to the project. “But also think of dynamic and temporary floating infrastructure, like on-demand bridges and stages that can be assembled (in) ...hours.” With different prototypes due to be tested, one basic design under consideration resembles a square, flat-topped pallet a little less than two meters (six feet) a side. Dozens might assemble to form a new, temporary space, or a footpath across the water to relieve traffic congestion. Professor Arjan van Timmeren, scientific director of the institute leading the project, said the project envisages a high-tech return to the 17th century, Amsterdam’s golden age when its canals were the main throughfare for transporting goods. Nowadays most boats in the city are recreational. The researchers hope roboats might find a home in other urban areas too, as many cities are situated on or near rivers - though the engineering challenges faced by Van Timmeren’s Institute for Advanced Metropolitan Solutions are far from straightforward. “(The problems) are actually greater than for self-driving cars,” he said, because small craft are both less stable and more difficult to steer than land-based vehicles. America’s first wave-produced power goes online in Hawaii
KANEOHE BAY — Off the coast of Hawaii, a tall buoy bobs and sways in the water, using the rise and fall of the waves to generate electricity. The current travels through an undersea cable for a mile to a military base, where it feeds into Oahu’s power grid — the first wave-produced electricity to go online in the U.S. By some estimates, the ocean’s endless motion packs enough power to meet a quarter of America’s energy needs and dramatically reduce the nation’s reliance on oil, gas and coal. But wave energy technology lags well behind wind and solar power, with important technical hurdles still to be overcome. To that end, the Navy has established a test site in Hawaii, with hopes the technology can someday be used to produce clean, renewable power for offshore fueling stations for the fleet and provide electricity to coastal communities in fuel-starved places around the world. “More power from more places translates to a more agile, more flexible, more capable force,” Joseph Bryan, deputy assistant secretary of the Navy, said during an event at the site. “So we’re always looking for new ways to power the mission.” Hawaii would seem a natural site for such technology. As any surfer can tell you, it is blessed with powerful waves. The island state also has the nation’s highest electricity costs — largely because of its heavy reliance on oil delivered by sea — and has a legislative mandate to get 100 percent of its energy from renewables by 2045.
Still, it could be five to 10 years before wave energy technology can provide an affordable alternative to fossil fuels, experts say. For one thing, developers are still working to come up with the best design. Some buoys capture the up-and-down motion of the waves, while others exploit the side-to-side movement. Industry experts say a machine that uses all the ocean’s movements is most likely to succeed. Also, the machinery has to be able to withstand powerful storms, the constant pounding of the seas and the corrosive effects of saltwater. “You’ve got to design something that can stay in the water for a long time but be able to survive,” said Patrick Cross, specialist at the Hawaii Natural Energy Institute at the University of Hawaii at Manoa, which helps run the test site. The U.S. has set a goal of reducing carbon emissions by one-third from 2005 levels by 2030, and many states are seeking to develop more renewable energy in the coming decades. Jose Zayas, a director of the Wind and Water Power Technologies Office at the U.S. Energy Department, which helps fund the Hawaii site, said the United States could get 20 to 28 percent of its energy needs from waves without encroaching on sensitive waters such as marine preserves. But while the U.S. government and military have put about $334 million into marine energy research over the past decade, Britain and the rest of Europe have invested more than $1 billion, according to the Marine Energy Council, a trade group. To get the market, the company made a contract with the price of wet patchouli set at IDR 1,500 per kg. Company dares to give free seedlings and stimulus money for land cultivation and contract price, so that we are more convinced to invite other farmers to cultivate patchouli. Until now, many farmers are developing this plant. Moreover, it has been joined by many farmers from Bangli district such as at Pengiangan village, Tiga village and others. Lasia added that to obtain maximum results, he always assists farmers in the field. Thus, the plant that is easy to maintain can get harvest yield in accordance with the condition as required by the company. It can be started from a simple measure such as planting frangipani or the greater one, coconut tree. With
this measure, in the future people should not run out of money just to buy young coconut leaf or flower. “Every household head at least should plant five trees for individual needs first because this has something to do with sustainable Bali. Otherwise, within five to ten years it will be lost. Can we replace the need for ritual paraphernalia with paper? Surely, we cannot,” he said. In the meantime, an academician of agriculture from the Udayana University, Dr. Luh Kartini, said that agriculture in Bali faces a number of challenges.
Firstly, it has something to do with the availability of water considering that three of the four existing lakes are in critical condition. Other than water, farmers are also faced with the problem of farmland conversion reaching nearly 1,000 hectares per year. “So, the land conversion is very, very high. Moreover, it has been stopped by moratorium on the construction of hotels and other accommodation but the permit is still issued,” she said. Kartini continued that other challenges concern with human resources. Currently, the number of young people or students wishing to learn
farming is high. But they are mostly coming from outside Bali. “If possible, we’d like to propose that in the long term this can be started from education at kindergarten. Each school must have a garden, so that they get used to working in agriculture,” she said. Kartini added that agricultural sector also needs appropriate technology and attention at the postharvest time. “I have learned the post-harvest (of agricultural commodities) where they are always sold in spindles because they have no market and it is far from the market chain,” she said. Farmers growing peanuts in paddy paddies can be seen at the Subagan, Kertha Mandala, Purwakerti, Muncan, Sidemen and Rendang village. The famous peanut variety of Karangasem such as Batudawa and Kangkahang is distinctive and tasteful. Batudawa variety commonly planted at Batudawa to Datah village is very much constrained by seasonal factors. On dry land, farmers can only cultivate peanuts once a year, while waiting for the soil starts
to get wet due to rainy season. Currently, the land at Batudawa and Tegallanglangan, Datah, is automatically empty without seasonal plants. In recent months, local farmers faced famine and relied on daily meals from their cattle asset and corn or chopped foodstuff (dried cassava). Poor farmers often mix their rice with boiled chopped cassava. Seeing the fact, a member of Commission IV of the Karangasem House of Representatives, Gede Dana, said that disadvantaged farmers usually face famine ahead of dry season so they are in need of assistance. To lighten their burden, it is worth exploring. If the lack of clean water, they need to be assisted with the supply of clean water. “Indeed, it occasionally rains, but it does not occur torrentially. Many reservoirs have run dry. Clean water is a constraint to disadvantaged communities in the hills and mountains area. Hoping to get water from Telaga Waja pipeline project, so far it has not yet flowed both in Abang and Kubu subdistricts and the surrounding areas,” he said. (013)

Eight new arrests over Bastille Day lorry attack in Nice
PARIS - Eight new arrests have been made over the Bastille Day lorry attack in Nice that killed 86 people. Prosecutors said the suspects, who are French and Tunisian, had links to the attacker, 31-year-old Mohamed Lahouaiej Bouhlel. They were detained on Monday in the Alpes-Maritimes region, which includes Nice. Properties are reportedly being searched. At least five others face preliminary terrorism charges - accused of helping Bouhlel get a pistol and of providing other forms of support. Bouhlel, who was shot dead by police, was a Tunisian with French residency. He drove a truck through a crowd that had assembled for a fireworks display on Nice’s Promenade des Anglais, killing 86 people and injuring a further 434. Islamic State has claimed responsibility for the attack on 14 July. But while the French authorities said Bouhlel had been inspired by IS propaganda, they have not found anything to show the group orchestrated the assault. (ap)
