“If you are tracking back to the first day of this episode, you can see that the layer of the smog (in Beijing) is moving slowly from the south to the urban area in Beijing and then to the north,” said Dong Liansai, a climate campaigner with Greenpeace in Beijing. “You can easily find the large deployment (of smog) in the regions south of Beijing.”

Dong said emissions from factories in nearby provinces were the main cause of the smog choking the capital.

The smog had earlier grounded flights in some cities and closed highways due to low visibility.

Hamlet chief of Batu Meyeh, I Nyoman Widana, said that based on the existing data the dropped out students of elementary school and those cannot continue to junior high school amount to 16 people.

Children that cannot go to senior high school reach 17 people, and dropping out of high school one person. It is not a new condition to the region, but has become a regular occurrence every year. “Dropout children remain to go on today.

There are children having not gone to school for three years,” he said, Sunday (Dec. 18).

Especially for the elementary school dropout, he said that previously they were of third and fifth grade. Such condition happened due to the economic problems where they are mostly from underprivileged families. All this time, families of these children just

work as handyman. “Their parents are mostly working in Denpasar becoming a laborer. Finally, their children also follow theirs. Thus, they can no longer attend school,” he explained.

The road leading to their school is also estimated to have share in their dropout. To get to the nearest elementary and junior high school, students have to walk approximately 3 km.

The terrain passed through is also quite steep. It will be even getting more difficult during rainy season.

“To get to school, they must pass through a river. When it rains, the water flow is very swift. It makes them difficult go to school. If, for example, going through Tianyar (Karangasem—Ed) they need a vehicle,” he explained.

He added that to minimize the number of dropout, in truth special education aid has been disbursed by

the government. However, it is still very limited. Parents of students still meet the sideline needs. “If possible, the government is expected to find another way to resolve the problem.

It is not enough if only providing assistance as usual. If I only direct them to go school, it remains difficult. Please also pay attention to the infrastructure,” he hoped.

To make better life of this nation’s next generation, the government is expected to sustainably provide coaching of skills. It is important to break the chain of poor households. “For example, those having just graduated from high school, if possibly, are provided with coaching of skills,” said Widana. NEGARA — The Denpasar-Gilimanuk highway is back to be damaged. As observation on Sunday (Dec. 18), the Denpasar-Gilimanuk highway is damaged at right and left side accompanied with potholes. The worst occurred in the area of Klatakan Melaya, Sumbersari Melaya, Tembles Penyaringan Mendoyo, Yeh Embang Mendoyo and Pulukan Pekutatan.

Until now, the damages and potholes of the road section have not received any repair so that falling down road users frequently occurred.

Feeling frustrated due to the damaged roads and potholes having not got treatment local residents put up a sign with tree branch containing a red plastic bag right over the mounds of asphalt on the road section of Sumbersari Melaya.

The sign is meant to remind road users so they are more careful because of damaged roads and potholes frequently claim casualties.

“Along the road section of Sumbersari, road users frequently fall down because the road is heavily damaged and perforated so that it is marked with caution sign,” said one of the residents, Nurhakim, Sunday afternoon (Dec. 18).

The road is expected to get a handling and can be repaired immediately.

He also expected the repair should not only be patchy but really addressed seriously so that it will not be quickly broken again. “It should be dismantled first and compacted with limestone so that the soil and asphalt will not move again that can result in potholes,” he explained. (kmb)

SINGARAJA — Competition of media is increasingly fierce in recent times.

Amid the competition, the press is demanded to establish its integrity. This demand is meant to gain community trust for the work of the press that puts reality of truth in the field.

This was revealed in the yearend discussion held by the Buleleng Journalist Community (KJB) last weekend in the wantilan hall of the ex-Buleleng Harbor. The discussion featured the members of the press in Bali such as Agung Kayika from the Indonesia Television Journalists Association (IJTI) Bali, Haris Puspita from the Alliance of Independent Journalists (AJI) Denpasar, Made Adnyana from the Indonesia Journalists’ Association (PWI) Bali and academician Gede Made Metera.

Made Adnyana explained that a journalist is demanded to be honest with the data obtained to be processed into a press product.

Additionally, the journalists must verify other than confirming to the speaker. “Data are the most honest speaker, unless the data are made by dishonest people. If we do not believe in the data, we must verify again. What makes us honest is the examination against ourselves. Afterwards, if we are not sure, the tools we use to make sure is verification,” he said.

An academician from the University of Panji Sakti Singaraja, Gede Made Metera, said that if the press does not have integrity it will be abandoned by consumers themselves. Public is able to provide an assessment to the results conducted by seeing the conditions in the field. In addition, the role of journalists in upholding the integrity will collide with the policy pursued in each media.

“If the press has no integrity, public confidence will fade. Public can punish the press by not consuming the press products. If the integrity is good, public confidence will increase and the press must uphold the integrity so that it can present in corresponding to reality,” he said.

Agung Kayika from the IJTI Bali saw the role and interests of the capital owners in a work of journalism. On that account, reporters will be faced with two choices to take sides in realizing the integrity of the press. (kmb38)

Dwarf planet Ceres is flush with ice, NASA studies show

SAN FRANCISCO - The dwarf planet Ceres, an enigmatic rocky body inhabiting the main asteroid belt between Mars and Jupiter, is rich with ice just beneath its dark surface, scientists said on Thursday in research that may shed light on the early history of the solar system.

The discovery, reported in a pair of studies published in the journals Science and Nature Astronomy, could bolster fledgling commercial endeavors to mine asteroids for water and other resources for robotic and eventual human expeditions beyond the moon.

NASA’s Dawn spacecraft has been orbiting Ceres, the largest of thousands of rocky bodies located in the main asteroid belt, since March 2015 following 14-month study of Vesta, the second-largest object in the asteroid belt.

The studies show that Ceres is about 10 percent water, now frozen into ice, according to physicist Thomas Prettyman of the Planetary Science Institute in Tucson, Arizona, one of the researchers.

Examining the makeup of solar system objects like Ceres provides insight into how the solar system formed. Compared to dry Vesta, Ceres is more like Enceladus and Europa, icy moons of the giant gas planets Saturn and Jupiter respectively, than Earth and the other terrestrial planets Mercury, Venus and Mars, Prettyman added.

Scientists are debating if Ceres hides a briny liquid ocean, a prospect that may put the dwarf planet on the growing list of worlds beyond the solar system that may be suitable for life, said Dawn deputy lead scientist Carol Raymond of NASA’s Jet Propulsion Laboratory in Pasadena, California.

“By finding bodies that were water-rich in the distant past, we can discover clues as to where life may have existed in the early solar system,” Raymond said in a statement.

The finding strengthens the case for the presence of nearsurface water ice on other bodies in the main asteroid belt, Prettyman said.

Information collected by Dawn showed that Ceres, unlike Vesta, has been using water to create minerals. Scientists combine mineralogical data with computer models to learn about its interior. (rtr)

The satellites, which are about the size of small suitcase and weigh about 64 pounds (30 kg) apiece, are basically GPS receivers that have been modified so they can not only detect radio waves coming from the spacecraft, but also the radio signals that bounce back off the surface of the ocean.

Rougher seas will produce greater distortion in the reflected signal, which can be used to measure wind speeds.

Taking advantage of the GPS radio signals, which are commonly used for navigation, allowed scientists to build the CYGNSS hurricane network for $157 million, a fraction of the cost of standard weather satellites.

Eight small satellites, designed to improve hurricane forecasts by detecting the wind speeds within storms, blasted off on Thursday aboard an air-launched Pegasus rocket, a NASA TV broadcast showed.

From a vantage point 317 miles (510 km) above Earth, the satellites will use radio signals from the Global Positioning System network to measure wind speeds as storms churn over the ocean.

DENPASAR - Nengah Yuniasih from Karangasem who daily works as a market merchant has undergone leprosy treatment at Sanglah Hospital for ten months.

At first, she observed the emergence of red bumps on hands and face. Then, she went to consult a physician of private practice and was then recommended to Sanglah Hospital. She did not understand why she could have leprosy even though her family has no history of such illness. After treatment for ten months, the bumps disappeared and leave scars. Thus, she just needs to control for next two months.

Leprosy still becomes a scourge in Bali because the case always emerges. Moreover, Indonesia is ranked third as the highest contributor to the quota with the

most bacteria, while East Java is the most in Indonesia. In the meantime, the distance of Bali to East Java is near so that the transmission of bacteria can occur easily.

“In Bali, the case emerges every day and the percentage of cases with more bacteria reaches 68 percent when compared to the little bacteria,” said Dr. Luh Made Mas Rusyati, a specialist in skin and venereal diseases at Sanglah Hospital, Friday (Dec. 16) in the coaching and early detection of leprosy and provision of aids.

At the skin and venereal polyclinic of Sanglah Hospital were found 143 new leprosy cases during the period of 2013 to 2015.

The high figures indicate that leprosy remains a major problem in developing countries. It means

that the elimination launched in 2000 has failed.

Supposedly, the socioeconomic status of Indonesia has been developed and the sanitation is clean enough. According to her, the figure of leprosy bacteria existing in Indonesia is not supposed to be like that. So, she presumed there is something and cause from outside considering that Bali is an open area.

Until now, the leprosy case still emerges because there remains a stigma in society against leprosy patients, where they are ashamed of checking up themselves so that the disease is not treated. Besides, the family also often rejects their members to be examined and treated whereas they are sick and infected due to fear of the disease, et cetera.

Leprosy drugs are relatively expensive at IDR 40,000 each taken daily for a year, so that it is costly for the treatment of leprosy. However, the government has provided free medicine for patients. WHO also continues to provide drugs to reduce patient. On that account, in 2019, the WHO is planning to do leprosy eradication.

Prof. Dr. I Made Swastika Adiguna, the Head of Skin and Venereal Department, Medical Faculty of Udayana University / Sanglah Hospital, said that leprosy is the most contagious infectious disease. It is evident that after the drugs were found, the volunteers of leprosy who often associate with lepers do not die from leprosy and never suffer from leprosy.

Total cases of leprosy in Bali in 2016 reached 71 people with a distribution in Buleleng as many as 10 people, Jembrana (4 people), Tabanan (5 people), Badung (6 people), Gianyar (2 people), Klungkung (8 people), Bangli (3 people), Karangasem (8 people), Denpasar (5 people), Sanglah Hospital (13 people) and Indra Hospital (7 people). NEGARA - Hundreds of fishermen in Jembrana have been reluctant to go to sea since the past month due to bad weather.

Rain accompanied with wind and high waves caused fishermen in Jembrana not to catch fish. Hundreds of traditional fishing boats at Air Kuning village to Perancak looked to be parked neatly on the edge of the beach, Friday afternoon (Dec. 16).

For the sake of their safety, fishermen in Jembrana preferred to repair their fishing boats or fishing gear having been damaged.

Ketut Lendra, a local fisherman, said that in recent months the west wind becomes an obstacle. “These months, the west wind becomes our constraint. If the waves are high and strong winds overwhelm, I am worried when going to sea due to bad weather,” he explained.

Other than causing the fishermen of Jembrana to be reluctant to go to sea, the bad weather also led fish catches to decline. Fishermen admitted if the weather is friendly

they can catch fish approximately 50 kg a day.

MANGUPURA - In a series of the Kartika Day of Fighting 2016, the soldiers of the IX/Udayana Military Region and 163/Wira Satya Military Resort cleaned up marine debris piling up on Kuta Beach, Saturday (Dec.17). Thousands of personnel of the Indonesian military with relevant agencies immediately collected marine debris along the famous beach in the world.

Moreover, Kuta Beach is the main tourist destination for foreign travelers and the New Year 2017. Recently, Kuta Beach got abundant washed-up waste so that it is dirty and unsightly. Besides, there was unpleasant smell generated by pieces of wood, twigs, bamboo and plastic. It also included the carcasses of fish and turtles.

Commander of the IX/Udayana Military Region, Kustanto Widiatmoko, was concerned to see it and immediately ordered the Commander of the 163/Wira Satya Military Resort, I Nyoman Cantiasa, to deploy troops and other units as well as local stakeholders to combat against the rubbish.

On Saturday morning, the personnel of the military region, the ranks of Bali Police and the government of Badung amounted to 5,000 people thronging the coastal area. With high vivacity, they cleaned up marine debris by deploying dozens of garbage trucks and six heavy

equipments.

On that occasion, the commander of the military resort representing the commander of military region led the clean-up action. Essentially, the speech of the commander of military region read by commander of the military resort expressed his gratitude to all the elements that have been present and participating in the joint clean-up activities in the neighborhood of Kuta Beach.

Furthermore, he conveyed that ahead of the New Year the visit of domestic and foreign travelers will definitely increase to Kuta Beach. On that account, Kuta Beach as one of the flagship tourist attraction should be always in clean condition.

“If it is in vile and dirty condition like we see today, as the host we will be so embarrassed. Jordan declares end of castle siege, says four gunmen killed

AMMAN - Jordanian security forces said they killed four “terrorist outlaws” after flushing them out of a castle in the southern city of Karak where they had holed up after a shootout that killed nine people.

An official statement said the four assailants, who shot at police targets in the town before heading to the Crusader-era castle, carried automatic weapons. Large quantities of explosives, weapons and suicide belts were seized in a hideout, the statement said.

It made no mention of their identity or whether they belonged to any militant group, raising speculation they could have been tribal outlaws with a vengeance against the state rather than Islamic State fighters, who control parts of neighbouring Syria and Iraq.

A Canadian woman, three other civilians and five police officers were among the nine killed during the exchange of gunfire between the assailants and security forces.

At least 29 people were hospital-

ised, some with serious injuries.

Earlier, government spokesman Mohammad al-Momani said a manhunt to “eliminate” the gunmen had entered its final phase.

Jordan’s position made it vulnerable to spillover of violence, Momani said.

“When we are in a region engulfed with fire from every side you expect that such events happen,” the official said.

Witnesses said exchanges of fire continued for several hours between the gunmen and security forces. Police said earlier they had rescued 10 tourists and trapped inside the historic site when the gunmen went into the castle.

A former government minister from Karak city, Sameeh Maaytah, said there were signs Islamist

militants may have been behind the attack.

“This was a group that was plotting certain operations inside Jordan,” Maaytah told pan-Arab news channel al-Hadath.

Video footage on social media showed security forces taking groups of young Asian tourists up the castle’s steep steps to its main entrance as gunshots were heard overhead.

The castle is one of Jordan’s most popular tourist attractions.

Prime Minister Hani al Mulki told parliament “a number of security personnel” had been killed and that security forces were laying siege to the castle. The Canadian government confirmed one of its nationals had been killed.

Police and witnesses said gunmen had earlier gone on a shooting spree aimed at officers patrolling the town before entering the castle, perched on top of a hill. They used one of the castle’s towers to fire at a nearby police station. (rtr)

SEOUL - A friend of South Korean President Park Geun-hye at the centre of a corruption scandal that led to Park’s impeachment in parliament denied charges of fraud and abuse of power on Monday on the first day of her trial.

The friend, Choi Soon-sil, 60, is charged with pressuring big businesses to pay money to foundations that backed Park’s policy initiatives.

Prosecutors have named Park as an accomplice, although she has immunity from prosecution while in office.

Park’s powers have been suspended since the Dec. 9 vote by parliament to impeach her, giving the Constitutional Court up to 180 days to uphold or overturn the decision.

In a brief court hearing, Choi denied all charges brought against her by prosecutors. Her lawyer argued that Choi did not collude with Park or other defendants in the case, and also denied the fraud charge.

“I need to clarify the facts now,” Choi was quoted as telling the court

by Yonhap News Agency.

Two former presidential aides who have been indicted along with Choi did not attend the hearing, but

their lawyers told the court that they had been following Park’s orders.

Choi also said she did not want a jury trial. South Korean courts normally hold criminal trials presided over by a panel of judges, who deliver a verdict and sentence, while defendants in select cases are given the choice of a jury trial.

Her lead lawyer, Lee Kyungjae, rejected the charge that Choi colluded with Park and one of the former aides to the president, An Chong-bum, to exert pressure on various “chaebol” conglomerates.

“We stressed that there was no collusion between Choi and An Chong-bum and the president, and we look forward to having an intense examination over this point,” Lee told reporters after the hearing.

Choi, who had not appeared in public since arriving at a prosecutors’ office on Oct. 31, was led into court by two correctional officers, her head down, wearing a bulky grey prison suit with a number across the chest.

She spoke softly and was barely audible in a brief comment to the court. The next hearing is set for Dec. 29. (rtr)

The upbeat reading was welcomed by economists as a sign of economic resilience in the face of uncertainties that are clouding the outlook for Germany, including Britain’s decision to leave the European Union, unpredictable U.S. policy under president-elect Donald Trump, and financial concerns over Greece and Italy.

The Munich-based Ifo economic institute said on Monday its business climate index, based on a monthly survey of some 7,000 firms, rose to 111.0 after from 110.4 in November. The December reading compared with a Reuters consensus forecast for a value of 110.7.

“The German economy is making a strong finish to the year,” Ifo chief Clemens Fuest said in a statement. He added that both the manufacturing and wholesaling indices rose and manufacturers were

planning to ramp up production in the months ahead.

The upbeat reading came after Ifo said on Friday the German economy will rebound more strongly than previously expected in the fourth quarter and this growth momentum will carry through into 2017.

ING economist Carsten Brzeski said growth next year will be weaker than in 2016, as the three main economic drivers - construction, consumption and government spending - will lose momentum because interest rates are unlikely to drop further, inflation will edge up and the unemployment rate stagnate.

“Unfortunately, as with so many good things, the current positive growth cycle is also coming to an end. Gradually, not abruptly,” he wrote in a note to clients.

He added: “Real risks to the German outlook mainly seem to stem from the outside. The still unknown impact from President-elect Trump on trade and economic policies, the ongoing Brexit uncertainty and renewed political tensions in Europe due to several elections or a new flaring up of the Greek crisis are in our view the biggest risks for 2017.” The economy has been sending mixed signals.

A jump in industrial orders and upbeat sentiment surveys have indicated a rebound in the last three months of the year. Ifo’s current business situation index reached its highest level since February 2012.

But exports and industrial output rose less than expected in October, tapering expectations for a strong rebound in the fourth quarter after the growth pace halved to 0.2 percent over the summer months.

Africa at highest risk of major economic blow from future climate threats ROME - Countries most dependent on agriculture are also at high risk of experiencing changes in climate over the next 30 years and face the biggest costs in dealing with the effects of extreme weather, according to a global climate index published on Monday.

Sub-Saharan Africa is home to 17 of the 20 countries most economically reliant on agriculture in the world.

Of the 17, all but two are at “high” or “extreme” risk of experiencing changes in temperature and rainfall, and extremes such as drought and floods, according to the Climate Change Exposure Index.

These are typically countries whose governments lack the financial or technical resources to plan 20 or 30 years in advance, said Richard Hewston, principal environmental analyst at Verisk Maplecroft, a UK-based risk management company which compiled the index.

“They’re dealing with droughts now, they’re dealing with food security issues now, they don’t have that capacity to be looking 30 years down the line,” he told the Thomson Reuters Foundation in a telephone interview.

The majority of farmers in these countries are smallholders using traditional farming methods, who do not have the financial safety nets to invest in new crops which may improve yields in years to come, Hewston said.

They also lack the technology which allows farmers in northwestern Europe and North America to monitor temperature and even the chlorophyll in plants to decide when to plant, harvest or water their crops.

Agriculture comprises 31 percent of the economy in east Africa and 22 percent of the west African economy - both regions rated “high risk”, according to Verisk Maplecroft.

Central America is another region where farmers are at great risk of the impacts of climate change, but these economies are less dependent on agriculture.

Globally, countries categorised as “high” or “extreme” risk in the index derive on average 16.7 percent of their economic output from agriculture. This figure is almost twice that of countries categorised as “medium” or “low” risk (8.9 percent).

Presenting Roasted Suckling Pig Every Birth

There are always unique and interesting things in Bali. Gumang Temple at Bugbug, Karangasem, for instance, will hold a ritual to be thronged by thousands of Hindu pilgrims from all over Bali. Among the thousands of the pilgrims, the majority will climb to the hill top to the Gumang Temple with offerings including roasted suckling pig. Apparently, every birth of resident, especially at Bugbug customary village, it must include a roasted suckling pig. This offering should not be performed as soon as the baby was born, but can also be done after it grows adult.

To get to the Gumang Temple is indeed not easy. Pilgrims have to walk about three kilometers with uphill terrain. Moreover, the pilgrims do not only bring themselves, but must also bring the offerings and roasted suckling pig.

This unique spectacle can be seen on Thursday (Oct. 13) after the sanctified effigy of Ida Bhatara of Bebandem, Ngis, Jasri and Bugbug customary village is enthroned at Gumang Temple.

According to chief of Bugbug customary village, Jero Wayan Mas Suyasa, the offering of roasted suckling pig implies a sincere offering of local residents to the deity.

“The offering of roasted suckling pig serves as an expression of devotion. Other than presenting this offering of every birth, many pilgrims also present roasted suckling pig to pay a vow after getting success in economy or recovery of diseases,” he said.

Such offerings of roasted suckling pig can reach thousands of pieces. These offerings are not only

from residents of Bugbug, but also from other villages in Bali. It is also done by diaspora of Bugbug mostly living in Buleleng. Besides, there are also from residents of Bugbug married outside the village.

Psychically, they still remember to devoted deities at their home birthplace.

In order not to become a burden, this offering can be paid any time when the people are ready. Moreover, it can be done after the child grows adult,” said Mas Suyasa, recently.

This tradition has lasted for generations. Every implementation of the usaba gumang is believed by all residents of Bugbug as the opportunity to gain blessing of salvation and wellbeing for the descendants.

Bugbug residents have confidence in the safety of their children after

presenting this offering. If they have son, their roasted suckling pig are hogs, while if they have daughter their offerings will be of sows.

This tradition does not only involve the residents of Bugbug. However, it is also believed by residents of Bugbug getting married outside the village where they should practice the tradition until now.

In the procession of usaba gumang taking place from around 13:00, thousands of residents that will be presenting the offerings have thronged the road access to Gumang Temple while carrying roasted suckling pig, rice cone and other offerings. This usaba gumang is always welcomed vivaciously by the residents of Bugbug as the most densely populated village in Karangasem with about 3,000 families and other villages.

It is inseparable from the quite high awareness of paying devotional services and holy sacrifices of the local community because it has been instilled early by their elders. (kmb)

Polish leaders try to defuse media row on third day of protests

WARSAW - Street protests and a sit-in by opposition lawmakers against Poland’s ruling Law and Justice (PiS) party over its proposals to curb media access to parliament extended to a third day on Sunday as leading politicians scrambled to defuse the row.

Since coming to power in late 2015, Poland’s PiS-led government has repeatedly come under fire at home and from Brussels for what critics say are undemocratic moves designed to tighten its grip on power, including taking greater control of state media and changes to the constitutional court.

But proposed new rules restricting the media’s access to parliament have triggered the biggest political standoff between the conservative PiS and the more liberal opposition yet. Efforts to find a compromise, including those by powerful PiS leader Jaroslaw Kaczynski, have not been successful.

PiS ally President Andrzej Duda met several opposition leaders on Sunday in a bid to find a resolution and was due to meet the head of the Civil Platform (PO), Poland’s largest opposition party, later on in the day, his spokesman said at a news conference.

At a pro-PiS rally in Warsaw, First Deputy Prime Minister Piotr Glinski told supporters the party would not heed calls by some opposition members to concede on the new rules.

“Let us not get provoked,” Glinski said. “The primary weapon of the opposition is urging emotional conflict, hatred. That’s what happened in parliament, it was a build-up of negative emotions.”

The speaker of the upper house of parliament, Stanislaw Karczewski, is due to meet media representatives on Monday to discuss concrete proposals, he was cited as telling media late on Saturday, after an initial meeting ordered by Kaczynski failed to produce results.

In Warsaw, thousands of protesters gathered first in front of constitutional court before moving on to parliament. The constitutional court has been the target of some of the PiS’ most disputed moves, including changes to its sitting judges and to its operating rules.

The crowd carried banners expressing support for the outgoing head of the court, Andrzej Rzeplinski, whose term is ending on Tuesday.

Meanwhile a crowd of PiS supporters gathered in front of the presidential palace, carrying Polish white and red flags and chanting “God, honour and motherland”. The PiS government remains popular with many Poles keen on its promises of higher welfare, more Catholic values in public life and a tougher stance towards Brussels and Russia. (rtr)

CARACAS - Security forces have arrested more than 300 people during protests and lootings over the elimination of Venezuela’s largest currency bill, President Nicolas Maduro said on Sunday.

The socialist leader pulled the 100 bolivar note this week before new bills were in circulation, creating a national cash shortage on top of the brutal economic crisis overshadowing Venezuelans’ Christmas and New Year holidays.

After two days of unrest over the measure - including one death and dozens of shops ransacked - Maduro on Saturday postponed the measure until Jan. 2.

That helped stem violence, though there were still reports of more lootings in southern Ciudad Bolivar on Sunday.

The detainees include leaders and members of the opposition Popular Will and Justice First parties, Maduro said on state TV, accusing them of following U.S. instructions to incite chaos.

“Don’t come and tell me they are political prisoners ... They are the two parties of the ‘gringos’ in Venezuela,” he added, accusing President Barack Obama of wanting to engineer a coup against socialism in Venezuela before leaving office.

From Venezuela’s southern jungle and savannah to the Andean highlands in the west, groups of hundreds of protesters have been burning bolivar notes, cursing Maduro and decrying scarcities of food and medicines.

The worst looting was on Friday and Saturday, especially in El Callao and Ciudad Bolivar in the southern state of Bolivar, and police have used teargas to control crowds in some places.

Chinese-run shops have been particularly targeted, witnesses say,

and a 14-year-old boy was shot dead in El Callao on Friday.

The governor of Bolivar state said there were 262 arrests there, with lootings from food shops to science laboratories. The local business group said 350 businesses had been ransacked in Ciudad Bolivar, including 90 percent of food outlets.

In Santa Elena de Uairen, near the border with Brazil, shopkeepers and inhabitants formed vigilante groups to join police and soldiers after six shops were ransacked on Saturday.

“We’re not lowering our guard, we’re forming protection brigades,” said local business group leader Gilmer Poma.

Indonesia police: Edict against Christmas attire isn’t law

JAKARTA — Indonesian police said Monday that they will take action against groups that use violence to enforce an edict from the country’s leading Islamic body forbidding Muslims from wearing Christmas attire.

National police chief Gen. Tito Karnavian said the edict is not a law in Indonesia and that he has reprimanded police who circulated leaflets based on the edict from the Indonesian Ulema Council.

Karnavian’s remarks came after reports that members of the Islamic Defenders Front, a vigilante group, went to shopping malls in Surabaya, East Java province’s capital, to remind businesses not to require Muslim employees to wear Christmas attire such as Santa hats. They were accompanied by about 200 police officers.

Surabaya police chief Col. Muhammad Iqbal said they escorted the group in order to prevent any violence.

“Although it is a peaceful action, we keep guard to anticipate

undesired things,” Iqbal said Sunday. “They are not allowed to go inside because the malls are public areas.”

The Ulema Council issued an edict on Wednesday forbidding the use of non-Muslim attire such as Santa hats and called on companies to guarantee the rights of Muslims to practice their religion in accordance with their beliefs.

Muslim-majority Indonesia recognizes six religions and has a large Christian minority.

Christmas decorations are commonplace in shopping malls and offices during the festive season.

Karnavian said Islamic groups can use social media to promote understanding of the edict.

Indonesia central bank looks to slash zeroes off its currency notes

JAKARTA - Indonesia’s central bank governor said on Monday the bank is seeking to slash three zeroes off the face value of rupiah notes in a move to simplify it currency system.

Bank Indonesia (BI) Governor Agus Martowardojo said he has asked President Joko Widodo to revive a previously shelved plan to redenominate the rupiah to make it “more efficient and simpler”.

A draft law backing redenomination was submitted to parliament in 2013 under the previous government. However, the draft was put aside due to instability in Indonesia’s financial markets at the time.

If parliament approves a revived bill next year, the central bank would need two more years to prepare new notes. It would then need another sevenyears of transition before it could fully remove three zeroes from the currency, he said.

have to also be simplified. Because of the transition period, in which people can use both the old and new rupiah denominations, we are sure it wouldn’t affect inflation,” Martowardojo said at the launch of a new series of designs for the physical currency.

The largest rupiah denomination is currently 100,000 and the smallest note is 1,000. The central bank’s new currency designs will be for notes that use the current denomination system and will feature images of historic Indonesian figures.

Indonesian Finance Minister Sri Mulyani Indrawati said the rupiah’s many zeroes reflected the currency’s inflation history and that she would discuss the proposal with parliament with a view to introducing it next year.

“A redenomination would strengthen assurance in Indonesia’s currency, but it does not affect anything nominally,” she told reporters at a separate event on Monday.(rtr)

LONDON - Britain’s world number one men’s tennis player Andy Murray won a record third BBC Sports Personality of the Year award on Sunday after claiming his second Wimbledon title and first ATP World Tour crown in a stellar 2016 season.

Mertens’ emergence has eased the pain caused by Higuain’s departure in the off-season. Not content with bagging a hat trick last weekend, the diminutive forward netted four on Sunday to help Napoli to a 5-3 win over Torino.

Mertens completed a hat trick in nine first-half minutes and then saved the best until last — a sublime chip into the far corner in the 80th minute.

Mertens’ emergence has eased the pain caused by Higuain’s departure in the off-season. Not content with bagging a hat trick last weekend, the diminutive forward netted four on Sunday to help Napoli to a 5-3 win over Torino.

LONDON - Britain’s world number one men’s tennis player Andy Murray won a record third BBC Sports Personality of the Year award on Sunday after claiming his second Wimbledon title and first ATP World Tour crown in a stellar 2016 season.

Murray, who also retained his Olympic men’s singles title in Rio de Janeiro, picked up the BBC trophy again after claiming it in 2013, when he won Wimbledon for the first time, and in 2015.

“It’s been a great year for British sport and I am so proud to have been a part of it,” Murray, who led Britain to the Davis Cup semi-finals after their first triumph for 79 years in 2015, said via a video link from his training camp in Miami.

Polish leaders try to defuse media row on third day of protests

WARSAW - Street protests and a sit-in by opposition lawmakers against Poland’s ruling Law and Justice (PiS) party over its proposals to curb media access to parliament extended to a third day on Sunday as leading politicians scrambled to defuse the row.

Since coming to power in late 2015, Poland’s PiS-led government has repeatedly come under fire at home and from Brussels for what critics say are undemocratic moves designed to tighten its grip on power, including taking greater control of state media and changes to the constitutional court.

But proposed new rules restricting the media’s access to parliament have triggered the biggest political standoff between the conservative PiS and the more liberal opposition yet. Efforts to find a compromise, including those by powerful PiS leader Jaroslaw Kaczynski, have not been successful.

PiS ally President Andrzej Duda met several opposition leaders on Sunday in a bid to find a resolution and was due to meet the head of the Civil Platform (PO), Poland’s largest opposition party, later on in the day, his spokesman said at a news conference.

At a pro-PiS rally in Warsaw, First Deputy Prime Minister Piotr Glinski told supporters the party would not heed calls by some opposition members to concede on the new rules.

“Let us not get provoked,” Glinski said. “The primary weapon of the opposition is urging emotional conflict, hatred. That’s what happened in parliament, it was a build-up of negative emotions.”

The speaker of the upper house of parliament, Stanislaw Karczewski, is due to meet media representatives on Monday to discuss concrete proposals, he was cited as telling media late on Saturday, after an initial meeting ordered by Kaczynski failed to produce results.

In Warsaw, thousands of protesters gathered first in front of constitutional court before moving on to parliament. The constitutional court has been the target of some of the PiS’ most disputed moves, including changes to its sitting judges and to its operating rules.

The crowd carried banners expressing support for the outgoing head of the court, Andrzej Rzeplinski, whose term is ending on Tuesday.

Meanwhile a crowd of PiS supporters gathered in front of the presidential palace, carrying Polish white and red flags and chanting “God, honour and motherland”. The PiS government remains popular with many Poles keen on its promises of higher welfare, more Catholic values in public life and a tougher stance towards Brussels and Russia. (rtr)

CARACAS - Security forces have arrested more than 300 people during protests and lootings over the elimination of Venezuela’s largest currency bill, President Nicolas Maduro said on Sunday.

The socialist leader pulled the 100 bolivar note this week before new bills were in circulation, creating a national cash shortage on top of the brutal economic crisis overshadowing Venezuelans’ Christmas and New Year holidays.

After two days of unrest over the measure - including one death and dozens of shops ransacked - Maduro on Saturday postponed the measure until Jan. 2.

That helped stem violence, though there were still reports of more lootings in southern Ciudad Bolivar on Sunday.

The detainees include leaders and members of the opposition Popular Will and Justice First parties, Maduro said on state TV, accusing them of following U.S. instructions to incite chaos.

“Don’t come and tell me they are political prisoners ... They are the two parties of the ‘gringos’ in Venezuela,” he added, accusing President Barack Obama of wanting to engineer a coup against socialism in Venezuela before leaving office.

From Venezuela’s southern jungle and savannah to the Andean highlands in the west, groups of hundreds of protesters have been burning bolivar notes, cursing Maduro and decrying scarcities of food and medicines.

The worst looting was on Friday and Saturday, especially in El Callao and Ciudad Bolivar in the southern state of Bolivar, and police have used teargas to control crowds in some places.

Chinese-run shops have been particularly targeted, witnesses say,

and a 14-year-old boy was shot dead in El Callao on Friday.

The governor of Bolivar state said there were 262 arrests there, with lootings from food shops to science laboratories. The local business group said 350 businesses had been ransacked in Ciudad Bolivar, including 90 percent of food outlets.

In Santa Elena de Uairen, near the border with Brazil, shopkeepers and inhabitants formed vigilante groups to join police and soldiers after six shops were ransacked on Saturday.

“We’re not lowering our guard, we’re forming protection brigades,” said local business group leader Gilmer Poma.

Food prices were reduced in some establishments in Santa Elena as a way to defuse tensions. (rtr)

Indonesia police: Edict against Christmas attire isn’t law

JAKARTA — Indonesian police said Monday that they will take action against groups that use violence to enforce an edict from the country’s leading Islamic body forbidding Muslims from wearing Christmas attire.

National police chief Gen. Tito Karnavian said the edict is not a law in Indonesia and that he has reprimanded police who circulated leaflets based on the edict from the Indonesian Ulema Council.

Karnavian’s remarks came after reports that members of the Islamic Defenders Front, a vigilante group, went to shopping malls in Surabaya, East Java province’s capital, to remind businesses not to require Muslim employees to wear Christmas attire such as Santa hats. They were accompanied by about 200 police officers.

Surabaya police chief Col. Muhammad Iqbal said they escorted the group in order to prevent any violence.

“Although it is a peaceful action, we keep guard to anticipate

undesired things,” Iqbal said Sunday. “They are not allowed to go inside because the malls are public areas.”

The Ulema Council issued an edict on Wednesday forbidding the use of non-Muslim attire such as Santa hats and called on companies to guarantee the rights of Muslims to practice their religion in accordance with their beliefs.

Muslim-majority Indonesia recognizes six religions and has a large Christian minority.

Christmas decorations are commonplace in shopping malls and offices during the festive season.

Karnavian said Islamic groups can use social media to promote understanding of the edict.

Indonesia central bank looks to slash zeroes off its currency notes

JAKARTA - Indonesia’s central bank governor said on Monday the bank is seeking to slash three zeroes off the face value of rupiah notes in a move to simplify it currency system.

Bank Indonesia (BI) Governor Agus Martowardojo said he has asked President Joko Widodo to revive a previously shelved plan to redenominate the rupiah to make it “more efficient and simpler”.

A draft law backing redenomination was submitted to parliament in 2013 under the previous government. However, the draft was put aside due to instability in Indonesia’s financial markets at the time.

If parliament approves a revived bill next year, the central bank would need two more years to prepare new notes. It would then need another sevenyears of transition before it could fully remove three zeroes from the currency, he said.

have to also be simplified. Because of the transition period, in which people can use both the old and new rupiah denominations, we are sure it wouldn’t affect inflation,” Martowardojo said at the launch of a new series of designs for the physical currency.

The largest rupiah denomination is currently 100,000 and the smallest note is 1,000. The central bank’s new currency designs will be for notes that use the current denomination system and will feature images of historic Indonesian figures.

Indonesian Finance Minister Sri Mulyani Indrawati said the rupiah’s many zeroes reflected the currency’s inflation history and that she would discuss the proposal with parliament with a view to introducing it next year.

The upbeat reading was welcomed by economists as a sign of economic resilience in the face of uncertainties that are clouding the outlook for Germany, including Britain’s decision to leave the European Union, unpredictable U.S. policy under president-elect Donald Trump, and financial concerns over Greece and Italy.

The Munich-based Ifo economic institute said on Monday its business climate index, based on a monthly survey of some 7,000 firms, rose to 111.0 after from 110.4 in November. The December reading compared with a Reuters consensus forecast for a value of 110.7.

“The German economy is making a strong finish to the year,” Ifo chief Clemens Fuest said in a statement. He added that both the manufacturing and wholesaling indices rose and manufacturers were

planning to ramp up production in the months ahead.

The upbeat reading came after Ifo said on Friday the German economy will rebound more strongly than previously expected in the fourth quarter and this growth momentum will carry through into 2017.

ING economist Carsten Brzeski said growth next year will be weaker than in 2016, as the three main economic drivers - construction, consumption and government spending - will lose momentum because interest rates are unlikely to drop further, inflation will edge up and the unemployment rate stagnate.

“Unfortunately, as with so many good things, the current positive growth cycle is also coming to an end. Gradually, not abruptly,” he wrote in a note to clients.

He added: “Real risks to the German outlook mainly seem to stem from the outside. The still unknown impact from President-elect Trump on trade and economic policies, the ongoing Brexit uncertainty and renewed political tensions in Europe due to several elections or a new flaring up of the Greek crisis are in our view the biggest risks for 2017.” The economy has been sending mixed signals.

A jump in industrial orders and upbeat sentiment surveys have indicated a rebound in the last three months of the year. Ifo’s current business situation index reached its highest level since February 2012.

But exports and industrial output rose less than expected in October, tapering expectations for a strong rebound in the fourth quarter after the growth pace halved to 0.2 percent over the summer months.

Africa at highest risk of major economic blow from future climate threats ROME - Countries most dependent on agriculture are also at high risk of experiencing changes in climate over the next 30 years and face the biggest costs in dealing with the effects of extreme weather, according to a global climate index published on Monday.

Sub-Saharan Africa is home to 17 of the 20 countries most economically reliant on agriculture in the world.

Of the 17, all but two are at “high” or “extreme” risk of experiencing changes in temperature and rainfall, and extremes such as drought and floods, according to the Climate Change Exposure Index.

These are typically countries whose governments lack the financial or technical resources to plan 20 or 30 years in advance, said Richard Hewston, principal environmental analyst at Verisk Maplecroft, a UK-based risk management company which compiled the index.

“They’re dealing with droughts now, they’re dealing with food security issues now, they don’t have that capacity to be looking 30 years down the line,” he told the Thomson Reuters Foundation in a telephone interview.

The majority of farmers in these countries are smallholders using traditional farming methods, who do not have the financial safety nets to invest in new crops which may improve yields in years to come, Hewston said.

They also lack the technology which allows farmers in northwestern Europe and North America to monitor temperature and even the chlorophyll in plants to decide when to plant, harvest or water their crops.

Agriculture comprises 31 percent of the economy in east Africa and 22 percent of the west African economy - both regions rated “high risk”, according to Verisk Maplecroft.

Central America is another region where farmers are at great risk of the impacts of climate change, but these economies are less dependent on agriculture.

Globally, countries categorised as “high” or “extreme” risk in the index derive on average 16.7 percent of their economic output from agriculture. This figure is almost twice that of countries categorised as “medium” or “low” risk (8.9 percent).

Presenting Roasted Suckling Pig Every Birth

There are always unique and interesting things in Bali. Gumang Temple at Bugbug, Karangasem, for instance, will hold a ritual to be thronged by thousands of Hindu pilgrims from all over Bali. Among the thousands of the pilgrims, the majority will climb to the hill top to the Gumang Temple with offerings including roasted suckling pig. Apparently, every birth of resident, especially at Bugbug customary village, it must include a roasted suckling pig. This offering should not be performed as soon as the baby was born, but can also be done after it grows adult.

To get to the Gumang Temple is indeed not easy. Pilgrims have to walk about three kilometers with uphill terrain. Moreover, the pilgrims do not only bring themselves, but must also bring the offerings and roasted suckling pig.

This unique spectacle can be seen on Thursday (Oct. 13) after the sanctified effigy of Ida Bhatara of Bebandem, Ngis, Jasri and Bugbug customary village is enthroned at Gumang Temple.

According to chief of Bugbug customary village, Jero Wayan Mas Suyasa, the offering of roasted suckling pig implies a sincere offering of local residents to the deity.

“The offering of roasted suckling pig serves as an expression of devotion. Other than presenting this offering of every birth, many pilgrims also present roasted suckling pig to pay a vow after getting success in economy or recovery of diseases,” he said.

Such offerings of roasted suckling pig can reach thousands of pieces. These offerings are not only

from residents of Bugbug, but also from other villages in Bali. It is also done by diaspora of Bugbug mostly living in Buleleng. Besides, there are also from residents of Bugbug married outside the village.

Psychically, they still remember to devoted deities at their home birthplace.

This tradition has lasted for generations. Every implementation of the usaba gumang is believed by all residents of Bugbug as the opportunity to gain blessing of salvation and wellbeing for the descendants.

Bugbug residents have confidence in the safety of their children after

presenting this offering. If they have son, their roasted suckling pig are hogs, while if they have daughter their offerings will be of sows.

This tradition does not only involve the residents of Bugbug. However, it is also believed by residents of Bugbug getting married outside the village where they should practice the tradition until now.

In the procession of usaba gumang taking place from around 13:00, thousands of residents that will be presenting the offerings have thronged the road access to Gumang Temple while carrying roasted suckling pig, rice cone and other offerings. This usaba gumang is always welcomed vivaciously by the residents of Bugbug as the most densely populated village in Karangasem with about 3,000 families and other villages.

It is inseparable from the quite high awareness of paying devotional services and holy sacrifices of the local community because it has been instilled early by their elders. (kmb)

After the water with spices is boiling, put the meatballs into the gravy until they are floating. It means that it has cooked, and then add some salt to taste. NEGARA - Hundreds of fishermen in Jembrana have been reluctant to go to sea since the past month due to bad weather.

Rain accompanied with wind and high waves caused fishermen in Jembrana not to catch fish. Hundreds of traditional fishing boats at Air Kuning village to Perancak looked to be parked neatly on the edge of the beach, Friday afternoon (Dec. 16).

For the sake of their safety, fishermen in Jembrana preferred to repair their fishing boats or fishing gear having been damaged.

Ketut Lendra, a local fisherman, said that in recent months the west wind becomes an obstacle. “These months, the west wind becomes our constraint. If the waves are high and strong winds overwhelm, I am worried when going to sea due to bad weather,” he explained.

Other than causing the fishermen of Jembrana to be reluctant to go to sea, the bad weather also led fish catches to decline. Fishermen admitted if the weather is friendly

they can catch fish approximately 50 kg a day.

MANGUPURA - In a series of the Kartika Day of Fighting 2016, the soldiers of the IX/Udayana Military Region and 163/Wira Satya Military Resort cleaned up marine debris piling up on Kuta Beach, Saturday (Dec.17). Thousands of personnel of the Indonesian military with relevant agencies immediately collected marine debris along the famous beach in the world.

Moreover, Kuta Beach is the main tourist destination for foreign travelers and the New Year 2017. Recently, Kuta Beach got abundant washed-up waste so that it is dirty and unsightly. Besides, there was unpleasant smell generated by pieces of wood, twigs, bamboo and plastic. It also included the carcasses of fish and turtles.

Commander of the IX/Udayana Military Region, Kustanto Widiatmoko, was concerned to see it and immediately ordered the Commander of the 163/Wira Satya Military Resort, I Nyoman Cantiasa, to deploy troops and other units as well as local stakeholders to combat against the rubbish.

On Saturday morning, the personnel of the military region, the ranks of Bali Police and the government of Badung amounted to 5,000 people thronging the coastal area. With high vivacity, they cleaned up marine debris by deploying dozens of garbage trucks and six heavy

equipments.

On that occasion, the commander of the military resort representing the commander of military region led the clean-up action. Essentially, the speech of the commander of military region read by commander of the military resort expressed his gratitude to all the elements that have been present and participating in the joint clean-up activities in the neighborhood of Kuta Beach.

Furthermore, he conveyed that ahead of the New Year the visit of domestic and foreign travelers will definitely increase to Kuta Beach. On that account, Kuta Beach as one of the flagship tourist attraction should be always in clean condition.

Jordan declares end of castle siege, says four gunmen killed

AMMAN - Jordanian security forces said they killed four “terrorist outlaws” after flushing them out of a castle in the southern city of Karak where they had holed up after a shootout that killed nine people.

An official statement said the four assailants, who shot at police targets in the town before heading to the Crusader-era castle, carried automatic weapons. Large quantities of explosives, weapons and suicide belts were seized in a hideout, the statement said.

It made no mention of their identity or whether they belonged to any militant group, raising speculation they could have been tribal outlaws with a vengeance against the state rather than Islamic State fighters, who control parts of neighbouring Syria and Iraq.

A Canadian woman, three other civilians and five police officers were among the nine killed during the exchange of gunfire between the assailants and security forces.

At least 29 people were hospital-

ised, some with serious injuries.

Earlier, government spokesman Mohammad al-Momani said a manhunt to “eliminate” the gunmen had entered its final phase.

Jordan’s position made it vulnerable to spillover of violence, Momani said.

“When we are in a region engulfed with fire from every side you expect that such events happen,” the official said.

Witnesses said exchanges of fire continued for several hours between the gunmen and security forces. Police said earlier they had rescued 10 tourists and trapped inside the historic site when the gunmen went into the castle.

A former government minister from Karak city, Sameeh Maaytah, said there were signs Islamist

militants may have been behind the attack.

“This was a group that was plotting certain operations inside Jordan,” Maaytah told pan-Arab news channel al-Hadath.

Video footage on social media showed security forces taking groups of young Asian tourists up the castle’s steep steps to its main entrance as gunshots were heard overhead.

The castle is one of Jordan’s most popular tourist attractions.

Prime Minister Hani al Mulki told parliament “a number of security personnel” had been killed and that security forces were laying siege to the castle. The Canadian government confirmed one of its nationals had been killed.

Police and witnesses said gunmen had earlier gone on a shooting spree aimed at officers patrolling the town before entering the castle, perched on top of a hill. They used one of the castle’s towers to fire at a nearby police station. (rtr)

SEOUL - A friend of South Korean President Park Geun-hye at the centre of a corruption scandal that led to Park’s impeachment in parliament denied charges of fraud and abuse of power on Monday on the first day of her trial.

The friend, Choi Soon-sil, 60, is charged with pressuring big businesses to pay money to foundations that backed Park’s policy initiatives.

Prosecutors have named Park as an accomplice, although she has immunity from prosecution while in office.

Park’s powers have been suspended since the Dec. 9 vote by parliament to impeach her, giving the Constitutional Court up to 180 days to uphold or overturn the decision.

In a brief court hearing, Choi denied all charges brought against her by prosecutors. Her lawyer argued that Choi did not collude with Park or other defendants in the case, and also denied the fraud charge.

“I need to clarify the facts now,” Choi was quoted as telling the court

by Yonhap News Agency.

Two former presidential aides who have been indicted along with Choi did not attend the hearing, but

their lawyers told the court that they had been following Park’s orders.

Choi also said she did not want a jury trial. South Korean courts normally hold criminal trials presided over by a panel of judges, who deliver a verdict and sentence, while defendants in select cases are given the choice of a jury trial.

Her lead lawyer, Lee Kyungjae, rejected the charge that Choi colluded with Park and one of the former aides to the president, An Chong-bum, to exert pressure on various “chaebol” conglomerates.

“We stressed that there was no collusion between Choi and An Chong-bum and the president, and we look forward to having an intense examination over this point,” Lee told reporters after the hearing.

Choi, who had not appeared in public since arriving at a prosecutors’ office on Oct. 31, was led into court by two correctional officers, her head down, wearing a bulky grey prison suit with a number across the chest.

She spoke softly and was barely audible in a brief comment to the court. The next hearing is set for Dec. 29. (rtr)

Dwarf planet Ceres is flush with ice, NASA studies show

SAN FRANCISCO - The dwarf planet Ceres, an enigmatic rocky body inhabiting the main asteroid belt between Mars and Jupiter, is rich with ice just beneath its dark surface, scientists said on Thursday in research that may shed light on the early history of the solar system.

The discovery, reported in a pair of studies published in the journals Science and Nature Astronomy, could bolster fledgling commercial endeavors to mine asteroids for water and other resources for robotic and eventual human expeditions beyond the moon.

NASA’s Dawn spacecraft has been orbiting Ceres, the largest of thousands of rocky bodies located in the main asteroid belt, since March 2015 following 14-month study of Vesta, the second-largest object in the asteroid belt.

The studies show that Ceres is about 10 percent water, now frozen into ice, according to physicist Thomas Prettyman of the Planetary Science Institute in Tucson, Arizona, one of the researchers.

Examining the makeup of solar system objects like Ceres provides insight into how the solar system formed. Compared to dry Vesta, Ceres is more like Enceladus and Europa, icy moons of the giant gas planets Saturn and Jupiter respectively, than Earth and the other terrestrial planets Mercury, Venus and Mars, Prettyman added.

Scientists are debating if Ceres hides a briny liquid ocean, a prospect that may put the dwarf planet on the growing list of worlds beyond the solar system that may be suitable for life, said Dawn deputy lead scientist Carol Raymond of NASA’s Jet Propulsion Laboratory in Pasadena, California.

“By finding bodies that were water-rich in the distant past, we can discover clues as to where life may have existed in the early solar system,” Raymond said in a statement.

The finding strengthens the case for the presence of nearsurface water ice on other bodies in the main asteroid belt, Prettyman said.

Information collected by Dawn showed that Ceres, unlike Vesta, has been using water to create minerals. Scientists combine mineralogical data with computer models to learn about its interior. (rtr)

The satellites, which are about the size of small suitcase and weigh about 64 pounds (30 kg) apiece, are basically GPS receivers that have been modified so they can not only detect radio waves coming from the spacecraft, but also the radio signals that bounce back off the surface of the ocean.

Rougher seas will produce greater distortion in the reflected signal, which can be used to measure wind speeds.

Taking advantage of the GPS radio signals, which are commonly used for navigation, allowed scientists to build the CYGNSS hurricane network for $157 million, a fraction of the cost of standard weather satellites.

The CYGNSS satellites were manufactured by the Southwest Research Institute in San Antonio and the University of Michigan in Ann Arbor.

Eight small satellites, designed to improve hurricane forecasts by detecting the wind speeds within storms, blasted off on Thursday aboard an air-launched Pegasus rocket, a NASA TV broadcast showed.

From a vantage point 317 miles (510 km) above Earth, the satellites will use radio signals from the Global Positioning System network to measure wind speeds as storms churn over the ocean.

Current weather satellites cannot penetrate heavy rain to measure the winds inside a hurricane’s core. This leaves forecasters relying on instruments aboard specialized aircraft, known as Hurricane Hunters, to detect wind speed, which is key for determining the intensity of a storm.

“Our ability to forecast how strong the hurricane is going to be when it does make landfall will get much better,” the University of Michigan’s Chris Ruf, lead researcher for the Cyclone Global Navigation Satellite System, or CYGNSS, told reporters before

At first, she observed the emergence of red bumps on hands and face. Then, she went to consult a physician of private practice and was then recommended to Sanglah Hospital. She did not understand why she could have leprosy even though her family has no history of such illness. After treatment for ten months, the bumps disappeared and leave scars. Thus, she just needs to control for next two months.

Leprosy still becomes a scourge in Bali because the case always emerges. Moreover, Indonesia is ranked third as the highest contributor to the quota with the

most bacteria, while East Java is the most in Indonesia. In the meantime, the distance of Bali to East Java is near so that the transmission of bacteria can occur easily.

“In Bali, the case emerges every day and the percentage of cases with more bacteria reaches 68 percent when compared to the little bacteria,” said Dr. Luh Made Mas Rusyati, a specialist in skin and venereal diseases at Sanglah Hospital, Friday (Dec. 16) in the coaching and early detection of leprosy and provision of aids.

At the skin and venereal polyclinic of Sanglah Hospital were found 143 new leprosy cases during the period of 2013 to 2015.

The high figures indicate that leprosy remains a major problem in developing countries. It means

that the elimination launched in 2000 has failed.

Supposedly, the socioeconomic status of Indonesia has been developed and the sanitation is clean enough. According to her, the figure of leprosy bacteria existing in Indonesia is not supposed to be like that. So, she presumed there is something and cause from outside considering that Bali is an open area.

Until now, the leprosy case still emerges because there remains a stigma in society against leprosy patients, where they are ashamed of checking up themselves so that the disease is not treated. Besides, the family also often rejects their members to be examined and treated whereas they are sick and infected due to fear of the disease, et cetera.

Leprosy drugs are relatively expensive at IDR 40,000 each taken daily for a year, so that it is costly for the treatment of leprosy. However, the government has provided free medicine for patients. WHO also continues to provide drugs to reduce patient. On that account, in 2019, the WHO is planning to do leprosy eradication.

Prof. Dr. I Made Swastika Adiguna, the Head of Skin and Venereal Department, Medical Faculty of Udayana University / Sanglah Hospital, said that leprosy is the most contagious infectious disease. It is evident that after the drugs were found, the volunteers of leprosy who often associate with lepers do not die from leprosy and never suffer from leprosy.

Total cases of leprosy in Bali in 2016 reached 71 people with a distribution in Buleleng as many as 10 people, Jembrana (4 people), Tabanan (5 people), Badung (6 people), Gianyar (2 people), Klungkung (8 people), Bangli (3 people), Karangasem (8 people), Denpasar (5 people), Sanglah Hospital (13 people) and Indra Hospital (7 people). Children that cannot go to senior high school reach 17 people, and dropping out of high school one person. It is not a new condition to the region, but has become a regular occurrence every year. “Dropout children remain to go on today.

There are children having not gone to school for three years,” he said, Sunday (Dec. 18).

Especially for the elementary school dropout, he said that previously they were of third and fifth grade. Such condition happened due to the economic problems where they are mostly from underprivileged families. All this time, families of these children just

work as handyman. “Their parents are mostly working in Denpasar becoming a laborer. Finally, their children also follow theirs. Thus, they can no longer attend school,” he explained.

The road leading to their school is also estimated to have share in their dropout. To get to the nearest elementary and junior high school, students have to walk approximately 3 km.

The terrain passed through is also quite steep. It will be even getting more difficult during rainy season.

“To get to school, they must pass through a river. When it rains, the water flow is very swift. It makes them difficult go to school. If, for example, going through Tianyar (Karangasem—Ed) they need a vehicle,” he explained.

He added that to minimize the number of dropout, in truth special education aid has been disbursed by

the government. However, it is still very limited. Parents of students still meet the sideline needs. “If possible, the government is expected to find another way to resolve the problem.

NEGARA — The Denpasar-Gilimanuk highway is back to be damaged. As observation on Sunday (Dec. 18), the Denpasar-Gilimanuk highway is damaged at right and left side accompanied with potholes. The worst occurred in the area of Klatakan Melaya, Sumbersari Melaya, Tembles Penyaringan Mendoyo, Yeh Embang Mendoyo and Pulukan Pekutatan.

Until now, the damages and potholes of the road section have not received any repair so that falling down road users frequently occurred.

Feeling frustrated due to the damaged roads and potholes having not got treatment local residents put up a sign with tree branch containing a red plastic bag right over the mounds of asphalt on the road section of Sumbersari Melaya.

The sign is meant to remind road users so they are more careful because of damaged roads and potholes frequently claim casualties.

“Along the road section of Sumbersari, road users frequently fall down because the road is heavily damaged and perforated so that it is marked with caution sign,” said one of the residents, Nurhakim, Sunday afternoon (Dec. 18).

The road is expected to get a handling and can be repaired immediately.

He also expected the repair should not only be patchy but really addressed seriously so that it will not be quickly broken again. “It should be dismantled first and compacted with limestone so that the soil and asphalt will not move again that can result in potholes,” he explained. (kmb)

SINGARAJA — Competition of media is increasingly fierce in recent times.

Amid the competition, the press is demanded to establish its integrity. This demand is meant to gain community trust for the work of the press that puts reality of truth in the field.

This was revealed in the yearend discussion held by the Buleleng Journalist Community (KJB) last weekend in the wantilan hall of the ex-Buleleng Harbor. The discussion featured the members of the press in Bali such as Agung Kayika from the Indonesia Television Journalists Association (IJTI) Bali, Haris Puspita from the Alliance of Independent Journalists (AJI) Denpasar, Made Adnyana from the Indonesia Journalists’ Association (PWI) Bali and academician Gede Made Metera.

Made Adnyana explained that a journalist is demanded to be honest with the data obtained to be processed into a press product.

Additionally, the journalists must verify other than confirming to the speaker. “Data are the most honest speaker, unless the data are made by dishonest people. If we do not believe in the data, we must verify again. What makes us honest is the examination against ourselves. Afterwards, if we are not sure, the tools we use to make sure is verification,” he said.

An academician from the University of Panji Sakti Singaraja, Gede Made Metera, said that if the press does not have integrity it will be abandoned by consumers themselves. Public is able to provide an assessment to the results conducted by seeing the conditions in the field. In addition, the role of journalists in upholding the integrity will collide with the policy pursued in each media.

“If the press has no integrity, public confidence will fade. Public can punish the press by not consuming the press products. If the integrity is good, public confidence will increase and the press must uphold the integrity so that it can present in corresponding to reality,” he said.

Agung Kayika from the IJTI Bali saw the role and interests of the capital owners in a work of journalism. On that account, reporters will be faced with two choices to take sides in realizing the integrity of the press. (kmb38)

“If you are tracking back to the first day of this episode, you can see that the layer of the smog (in Beijing) is moving slowly from the south to the urban area in Beijing and then to the north,” said Dong Liansai, a climate campaigner with Greenpeace in Beijing. “You can easily find the large deployment (of smog) in the regions south of Beijing.”

Dong said emissions from factories in nearby provinces were the main cause of the smog choking the capital.

The smog had earlier grounded flights in some cities and closed highways due to low visibility.
