Ed Sheeran ‘bruised and broken’ after accident, tour uncertain

LONDON - Singer Ed Sheeran said he was “a bit bruised and broken” on Wednesday as he recovered from a bicycle accident that left him with a broken wrist, elbow and rib and led to the cancellation of shows on the Asia leg of his tour.

Sheeran, 26, sported a full cast on one arm and a sling on the other arm as he walked down the red carpet at London’s Q Awards for music.

“I am a bit bruised and broken but I am fine,” the singer told Reuters. “It was a bike

accident and I broke my wrist, broke my elbow, broke a rib ... I’ll be alright though.”

Sheeran added that the future of his “Divide” world tour was “up to (my) manager and agent.”

As well as the items associated with Rowling and the book series, the exhibition also features historic artefacts from the library’s collection, including alchemists’ scrolls from the 1500s and Chinese oracle bones from the 12th century.

“Our exhibition explores the history, mythology and folklore behind the Harry Potter stories,” Julian Harrison, the exhibition’s lead curator, told Reuters.

“We investigate broomsticks and cauldrons and unicorns and dragons. We’ve organised the exhibition around some of the subjects that students would study at Hogwarts School of Witchcraft and Wizardry, from potions to charms to astronomy and divination.”

The seven Harry Potter books have been translated into 68 languages and have sold more than 400 million copies worldwide, Rowling’s publishers say.

The final book in the series was published in 2007, but the series spawned a series of hit films, a U.S. theme park and a hit stage play that have kept the franchise in the public eye.

UN says still determining if Myanmar crisis is genocide

GENEVA - The United Nations has yet to determine whether violence against Rohingya Muslims in Myanmar meets the legal definition of genocide, Jyoti Sanghera, Asia Pacific chief at the Office of the High Commissioner for Human Rights said on Wednesday. U.N. High Commissioner for Human Rights Zeid Ra’ad al-Hussein has called the situation “a textbook example of ethnic cleansing”, but he has not used the word genocide.

“We are yet looking at the legal boundaries of that,” Sanghera said.

“It could meet the boundaries, but we haven’t yet made that legal determination at OHCHR.” A U.N. team took witness statements from Rohingya refugees last month, and another human rights mission is currently on the ground, gathering evidence from some of the 582,000 Rohingya who have fled into Bangladesh in the last two months.

religious leaders that aimed to “diminish Rohingya history, culture and knowledge”, she said.

Imams had their beards shaved or burnt off, and women and girls were raped inside mosques. Some refugees said their non-Rohingya neighbours had been given weapons and uniforms and worked in concert with the security forces.

“Unsettled post-colonial questions and tensions fuelled by colonial powers of the past have been exploited by the military junta in

Myanmar to keep ethnic rivalries simmering,” Sanghera said.

“Systematic and acute discrimination of the Rohingya Muslims continues to be kept alive by the democratically elected government of Aung San Suu Kyi, to a point referred to recently by the High Commissioner for Human Rights as ‘ethnic cleansing’ of an entire people.”

Designating the Rohingya as victims of genocide under a 1948 U.N. convention would increase pressure on the international community to take action to protect them, and could expose Myanmar officials to a greater threat of international justice.

in the wake of the Nazi holocaust, requires countries to act to prevent and punish genocide, which it defines as any of a number of acts committed with the “intent to destroy, in whole or in part” a national, ethnic, racial or religious group. When asked related to the addition of attendants considering the tourist attraction has repeatedly claimed casualties, Gusti Made Raka said that such addition has not been done.

Defacing of Bali police’s website

Three young hackers sued one year and six months in prison DENPASAR - Three hackers were sentenced respectively to one-year and six months in prison having been declared guilty of breaking into the website of Bali police. The lawsuit was read by prosecutor Eddy Arta Wijaya in the hearing at the Denpasar District Court on Tuesday (Oct. 17). The three young hackers are Muhamad Rizki Faturrohman, 18, Eka Aprianto, 21, and Yudie Krisnamukti, 19.

The prosecutor said they were proved to have committed criminal breaking the law on the Information and Electronic Transactions (ITE). The acts are in the form of committing, commanding and participating in the deeds of knowingly and without the right or unlawfully accessing the computer and / or other electronic systems in any way. This is in accordance with the first indictment, namely Article 30, paragraphs 1, 2, 3, in conjunction with Article 46 paragraph (1) of the Law Number 19/2016 concerning the amendment to Law No. 11/2008 on Information and Electronic Transactions (ITE) in conjunction with Article 55 paragraph (1) of the first point

of the Criminal Code.

Before the panel of judges led by I Ketut Tirta, other than punishing physically, the prosecutor also sued the perpetrators with physical punishment, the three defendants are also imposed with a fine of IDR 3 million each. If unable to afford, the defendants can replace them with six months’ imprisonment. In the indictment, the prosecutor said the defendants had committed deliberately and unlawfully accessed the computers and electronic systems of others in any way.

The acts of the three perpetrators were known after receiving a report from Bali Police spokesperson that the website with the address: http // polda-bali.com was hacked by unknown people on March 5. Having been investigated by personnel of Bali Police, in fact, all the sub-domains of the website have also been hacked namely the http://denpasar. polda-bali.com, http: //gianyar.polda-Bali.com, http: //tabanan.polda-bali.com, http: //badung.polda-bali.com, http:// bangli.polda-bali.com, http: //buleleng.polda-bali.com, http://

jembrana.polda-bali.com, http: // klungkung.polda-bali.com and http: // karengasem.polda-bali.com.

All the three perpetrators defaced the site by changing the appearance and replace it with a picture that reads GrooSecSquad and writing “The three eagles are injured again by the provocation of wicked creature when the slogan of Bhinneka Tunggal Ika is again neglected due to the actions of the persons on behalf of religion, and the three scriptures become the subject of debate by people considering to have a heaven, when the struggle of the heroes of the independence is forgotten by those considering if they are the most meritorious,” explained prosecutor when reading a message written on the hacked website.

Results of the investigation told if the great young men were arrested at different location, where the defendant Muhamad Rizki Faturrohman was arrested in Bandung, Yudie Krisnamukti in Subang, and Eka Aprianto in Mataram, West Nusa Tenggara. (kmb37)

Israel targets fashion industry over underweight models

TEL AVIV - Israeli lawmakers want to tighten a ban on the employment of underweight models and on the undeclared digital slimming-down of fashion images, amid concern that the measures are being routinely flouted even as they are adopted abroad.

The fashion industry’s use of wafer-thin models has long been the subject of heated debate worldwide. Critics say the practice promotes an unhealthy body image among women, which can contribute to triggering anorexia and other eating disorders and a preoccupation with unrealistic measures of perfection.

Israel in 2012 became the first country to pass a law requiring advertisers explicitly to identify pictures with photoshopped people and prohibiting the use of models below a certain body mass index (BMI), a measure which expresses a ratio of weight to height.

Other countries including France, a hub of the fashion industry, have since followed Israel’s lead. But unlike Israel’s so-called ‘anti-photoshop’ law, French legislation that takes effect this month imposes fines and jail sentences on those who fail to comply.

“The problem with the Israeli law is that there’s no punishment,” said Israeli photographer Adi Barkan, who was consulted on both the Israeli and French legislation.

“So you continue using skinny girls and no one cares,” he said, in comments reinforced by a recent Israeli parliamentary report that revealed the ineffectiveness of the existing law.

“A LOT OF PRESSURE”

Israeli lawmaker Nurit Koran, with the backing of 42 other members of the Knesset, the country’s parliament, has now prepared a draft bill she hopes will

rectify the shortcomings.

“The fashion industry needs to know (it can no longer ignore the law),” said Koran, who said she took up the cause after watching the daughter of a close friend struggle with anorexia.

The 2012 law, which prohibits the hiring of women and men for modeling jobs with a BMI of less than 18.5, says models must obtain a medical certificate confirming a normal BMI. Adverts shown in Israel must also clearly state whether they have used computer-editing techniques to airbrush or slim down models.

Under Koran’s proposed changes, state authorities would for the first time be able to fine agencies and others who flout the law and would require a doctor to see an applicant in person, not just “approve” their application over the telephone.

Her move coincides with an announcement by major global fashion firms, including Christian Dior and Gucci, that they will stop hiring underweight models for catwalks.

Getty Images, a major international photo agency, also recently issued new guidelines barring photos with slimmed-down models, even if labeled.

Yael Latzer, an eating disorder expert at Haifa University in northern Israel, said images of skinny and photoshopped models alone do not cause eating disorders. “(But) young (people) always feel that something is wrong with them,” she said, adding that the media was “pulling the trigger” for those already genetically predisposed to eating disorder diseases such as anorexia.

Former Israeli supermodel Maayan Keret said she had developed an eating disorder after she “felt a lot of pressure from everyone” to continually lose weight.

Now, having overcome the disease, she works to promote positive body images. (rtr)

Italy’s Gucci bans fur, joining others in seeking alternatives

PARIS - Italy’s Gucci will stop using fur in its designs from next year, joining a growing number of fashion houses looking at alternatives after coming under pressure from animal rights activists and changing consumer tastes.

Gucci, part of Paris-based luxury group Kering, has paraded models down the catwalk in luxurious fur coats in the past and creative director Alessandro Michele brought in loafers and sling-backs lined with kangaroo-fur two years ago.

But the brand said it would now join an alliance of fur-free companies, adding it would sell off remaining accessories and clothing made with animal fur in a charity auction.

Gucci has sold some of its mink fur coats for over $40,000.

Marco Bizzarri, Gucci’s chief executive, said the brand would drop fur starting from its spring and summer 2018 collection and that its new approach had been agreed on with Michele.

Gucci has enjoyed a revival under Michele, whose flamboyant, colourful designs have fuelled sales over the past two years.

Animal rights campaigners said they hoped the move by the Italian fashion house could have a knock-on effect, although it is far from the first label to stop using fur.

“Gucci’s decision will radically change the future of fashion,” Simone Pavesi, manager of animal-free fashion at Italian campaign group LAV. “As fashion becomes more and more ethical, supply chains that revolve around animals will be a thing of the past.”

In June, Yoox Net-A-Porter, a multi-brand online luxury retailer, adopted a fur-free policy on accessories and clothing sold on the site.

Italy’s Giorgio Armani last year committed to stop using fur, saying technological progress meant there was no longer any justification for cruelty to animals, while U.S. brand Calvin Klein took the plunge in 1994.

Anti-fur protesters have been known to demonstrate outside catwalk shows at fashion weeks around the world to call for an end to practices many see as cruel to animals, and luxury goods buyers - especially younger generations - have become more sensitive to environmental issues, too.

Many labels and other luxury groups such as LVMH - owner of Louis Vuitton - are tightening their policies on how leather is sourced from tanneries and how they obtain furs, after a series of scandals over how animals are treated in breeding farms.

France’s Hermes was caught in a storm two years ago when a crocodile farm used to supply leather for one of its best-selling handbags was accused of cruel slaughter practices. (rtr)

MANGUPURA — Indonesia through the National Agency for Search and Rescue (Basarnas) as a member of INSARAG has the opportunity to host the INSARAG Team Leaders Meeting 2017. Featuring the theme of ‘Strengthening the Effectiveness and Coordination of International Urban Search and Rescue Assistance,’ the event was attended by 56 countries or organizations of INSARAG. The meeting lasted for two days, namely October 18 to 20 at Padma Resort Legian.

Director of Operations of SAR Basarnas, Ivan Ahmad Rizki Titus, at the opening on Wednesday (Oct. 18) said that Basarnas plays an important role in emergency response during disaster. It is in accordance with the law No. 29/2014 stating the vision of succeeding the efficient and credible SAR operations and mission to run an effective and safe SAR operation.

“Basarnas is committed to being a leader in disaster management and

natural disasters to save human and minimize risks,” he said.

He said the event is meant to improve the operating capability of URBAN SAR team worldwide in providing international URBAN SAR assistance. Similarly, it serves as a forum for discussion on technical issues through best practices and training based on previous USAR training materials. He hoped it could find solutions to problems related to operations and education and training based on experience in the field.

The International Search and Rescue Advisory Group (INSARAG) is a global network with members from over 80 countries and organizations under the United Nations. INSARAG handles activities in the field of search and rescue in urban disaster or better known as Urban SAR. The organization aims to provide guidelines, standards and methodologies for disaster management on a massive scale, especially in densely populated

Refugees return home, but still worried about subsequent floods

NEGARA — Several residents of Samblong hamlet, Sangkaragung, who had evacuated to subak hall on Thursday (Oct. 18) already returned home. They immediately cleaned up their flooded home. Although having been at home, they are still worried about a similar incident that will occur.

Every time it rains for whole day or river water overflows, dozens of families whose home is prone to floods are worried. As seen on Wednesday morning (Oct. 18), the subak hall used to take refuge was empty.

At least, seven families have returned home. The water inundating the settlements and paddy fields has subsided. In addition to houses, the plants belonging to residents such as crops are already damaged.

Some of the agricultural commodities of the residents such as peanuts are damaged due to flooded by mud.

However, farmers are threatened with crop failures because most of the crops are damaged.

The rain intensity in Jembrana remains high and there is still possibility for flooding to occur. Gede Indrawan, 37, admitted that he is forced to return home because of doing regular activities and having a ceremony. With the current weather condition, there is possibility for flood to happen again.

Having got accustomed, the residents are ready to put their valuables in a higher place. Not to mention their motorcycle have been raised to the top. They believe the flood is caused by stagnant water because the river passing through Air Kuning village is getting narrower.

Headman of Sangkaragung, Nyoman Gede Suardana, admitted that there could be another flood. Residents are urged to remain vigilant. When the water rises again, they should immediately evacuate.

Buddhism, Thailand’s dominant religion, is followed by more than 90 percent of the population.

But its image has suffered over sex scandals involving monks and allegations of money laundering by a former abbot of Thailand’s biggest temple. The scandals have prompted calls for tighter checks on the finances of thousands of temples across the country that are among Thailand’s popular tourist attractions. Since September, senior monks have issued orders to enforce stronger discipline for Thailand’s more than 300,000 monks and some 40,000 temples.

The orders come at a sensitive time as Thailand prepares to cremate the late King Bhumibol Adulyadej next week and the formal coronation of his only son, King Maha Vajiralongkorn, likely taking place at the end of the year.

COMMERCIALISING RELIGION The written instructions, seen by Reuters, tell monks to stop asking for donations and temples to stop selling holy objects inside temple grounds. The instructions appear to be aimed at making temple finances

more transparent and to counter criticism about the commercialisation of religion in the Southeast Asian nation. Other orders instruct senior monks to tightly control “inappropriate use of social media” by monks to prevent “criticism from the public.”

The orders were endorsed by the Sangha Supreme Council, the body that governs Buddhist monks in Thailand and performs a similar role to the Roman Catholic church’s College of Cardinals.

“These rules already existed for monks but their implementation may have been lax,” Phra Phrom Moli, a member of the Sangha Supreme Council told Reuters.

Many Thais believe generous donations to temples can bring good karma - the principle that good deeds will lead to a good future - something temples and monks have exploited, groups lobbying for reform say.

Phra Phrom Moli welcomed the new orders.

“We must examine ourselves, listen to the people and see what is and is not appropriate for the sake of the public’s faith in the religion,” he said.

INVESTIGATING TEMPLES One order given in September by a group of temples in Thailand’s northeast region asked monks to police each other and report any behaviour that might go against Buddhist teachings.

“Please take care of any monks who are not practicing discipline,” the order read.

The junta has been trying to reform Thai Buddhism since it came to power in a 2014 coup.

Last month, it reinstated a former senior police official, Pongporn Pramsaneh, as head of the National Buddhism Office, who soon afterward asked police to investigate temples where state funds were allegedly misappropriated. Reuters was unable to reach Pongporn for comment.

Police say they are focusing on 35 temples and 29 individuals, including five abbots and a former Buddhism chief, who were allegedly involved in misappropriating funds. All five abbots have been formally charged for abusing state authority and colluding to do wrong, among other charges.

The government allocated 5.32 billion baht($160.77 million)to support Buddhism last year, 4.67 billion baht of which was earmarked for temples and monks across the country.(rtr)

MADRID - Spain’s political showdown with Catalonia is set to reach a new level on Thursday when political leaders in Madrid and Barcelona are expected to make good on pledges made to their supporters to stick to their tough positions over the region’s future.

In an unprecedented move since Spain returned to democracy in the late 1970s, Prime Minister Mariano Rajoy will impose direct rule in Catalonia unless the region’s leader Carles Puigdemont retracts by 10 a.m. (0800 GMT) an ambiguous declaration of independence he made last week.

Puigdemont told members of his Catalan Democratic Party on Wednesday night that not only he would not back down but that he would press ahead with a more formal declaration of independence if Rajoy suspends Catalonia’s political autonomy.

It is not yet clear how and when this declaration would take place and whether it would be endorsed by the regional assembly, though many pro-independence lawmakers have openly said they wanted to hold a vote in the Catalan parliament to make it more solemn.

If Rajoy invokes Article 155 of the 1978 constitution, which allows him to take control of a region if it breaks the law, it would not be fully effective until at least early next week as it needs previous parliamentary approval, offering some

last minute leeway for secessionists to split unilaterally.

This prospect has raised fears of social unrest, led the euro zone’s fourth-largest economy to cut its growth forecasts and rattled the euro.

Puigdemont has already defied Rajoy once this week, when he ignored a first deadline to drop the independence campaign and instead called for talks.

Both sides have traded blame for the stand-off for more than a month.

Rajoy says the Catalan government has repeatedly broken the law, including when it held a banned vote on independence on Oct. 1 and made a symbolic declaration of independence on Oct. 10, only to suspend it seconds later.

Puigdemont says a violent police crackdown on the referendum and arrests of pro-independence leaders on charges of sedition show the Spanish state has become authoritarian.

Some further uncertainty could come from the terms of Article 155, which are vague.

Madrid can in theory sack the local administration and install a new team, take control of police and finances, and call a snap election.

But some members of the Catalan government have already questioned this interpretation of the constitution, suggesting the stand-off could extend for at least several more days. (rtr)

At the same time, there are concerns about the state’s growing role in the economy: the acceleration in year-onyear state investment growth outstripped private investment growth in September.

Analysts and global economic bodies such as the International Monetary Fund warn Beijing is still too reliant on debt-fuelled stimulus to meet fixed growth targets. Rating agencies estimate the overall debt burden at almost three times economic output. On the sidelines of a key, twice-a-decade Communist Party Congress on Thursday, central bank governor Zhou said excessive optimism could lead to a “Minsky Moment”.

He was referring to a theory named after economist Hyman Minsky in which debt or currency pressures trigger a collapse in asset prices after long periods of growth. His comments come on the 30th anniversary of the Black Monday Wall Street crash.

“China’s high debt burden is an area where reform is most urgently needed but progress has been the slowest,” said Chi Lo, senior economist at BNP Paribas Asset Management. “The rapid growing debt level is mainly due to misallocation of capital to benefit the state-owned enterprises at the expense of the private sector.” In the opening speech of congress this week, President Xi Jinping said China will deepen economic and financial reforms and further open its markets to foreign investors as it looks to move from high-speed to high-quality growth. However, while expressing support for market reform and private firms, Xi also called for stronger, bigger state firms.

ROOM FOR REFORMS While policymakers’ efforts to curb property market speculation and cut debt are hurting growth in some parts of the economy, activity has been supported by better-thanexpected expansion in trade and bank lending. Beijing has set a modest growth target

of around 6.5 percent for 2017, theoretically allowing policymakers more room for structural reforms.

China’s factory output grew 6.6 percent year-on-year in September, beating expectations, while fixed-asset investment expanded 7.5 percent in January-September, missing forecasts. Retail sales rose 10.3 percent in September from a year earlier, beating expectations. Disposable income grew 7.5 percent in the first nine months of the year, the fastest rate in two years.

Data last week showed China’s import and export growth accelerated in September, suggesting healthy momentum in trade.

China’s banks also extended more loans than expected last month, buoyed by demand from home buyers and companies.

“Given that the growth outcome is above the government’s target, there is room for some more reforms and it might come after the politburo meeting,” said Besa Deda, chief economist at St George Bank in Sydney. (rtr)

BEIJING - China’s economic growth looked set to accelerate for the first time in seven years this year, after hardly skipping a beat in the third quarter, but efforts to cut risks in property and debt are beginning to weigh on parts of the world’s secondlargest economy. Beijing’s push to consolidate and restructure its industrial sector have paid dividends as factory output beat expectations, while strong fiscal spending and sustained public investment helped boost domestic demand.

But concerns remain that much of the growth is debt-driven, with central bank governor Zhou Xiaochuan on Thursday warning about household and corporate leverage. A crackdown on rising financial risks and measures to cool he property market, which some expect to accelerate after the congress, has already started to bite.

Growth in new construction slowed and property sales dropped for the first time in more than two-and-half years in September.

In all, the economy was solid and expected to comfortably beat the government’s target of around 6.5 percent for this year and 2016’s growth rate of 6.7 percent, which was a 26-year low.

“The data show that some deleveraging is continuing and government reforms are working but growth is still being supported at a reasonable rate,” said Kaori Yamato, senior economist at the Mizuho Research Institute in Tokyo. The economy grew 6.8 percent in the third quarter from a year earlier, in line with the estimate in a Reuters poll and down from 6.9 percent in the second quarter, the National Bureau of Statistics said on Thursday.

While the numbers met economist expectations, they raise questions about the more optimistic forecast flagged by the country’s central bank chief this week. Zhou on Sunday said gross domestic product (GDP) could grow 7 percent in the second half. Analysts had penciled in a gradual GDP slowdown due to an expected softening in property investment and construction as more cities try to cool surging housing prices, while a government campaign against riskier lending pushes up borrowing costs. “Unequivocally, the property boom has peaked,” said Rosealea Yao, a property analyst at Gavekal Dragonomics. “Given how fast the sale numbers are declining, we expect no big rebound this time.”

Accompanied by baleganjur gamelan music and 33 torches, the participants of lukat geni headed for central intersection to start the procession. Here, dozens of youths taking part in the tradition of lukat geni hit their respective opponents in turns by means of fire set in palm leaves. No revenge is seen among the participants.

According to senior figure of Satria Kawan Palace, A.A. Gde Agung Rimawan, the lukat geni is a tradition having existed at Satria Kawan Palace since long time ago. This tradition is held every year to welcome the Caka New Year. It poses a form of purification of macrocosm and microcosm. “Hopefully, with this lukat geni we can be bestowed with safety, both for ourselves and the surrounding environment,” said Rimawan.

He explained the lukat geni tradition uses fire of 36 pieces of dried palm leaves tied together or summed into nine (9) located in the nine points of the compass or Dewata Nawa Sanga. In addition, the use of 33 torches represents the strength of 33 gods abiding in five places, namely the Eastern or White (5), South or Red (9), West or Yellow (7), North or Black (4) and Central or multicolor (8).

“These signify the invocation of protection or safety for ritual processions in progress,” he explained.

A participant of the lukat geni procession, A.A. Gde Agung Aris Pratama, stated that he participated in the lukat geni to preserve the tradition and cultural heritage from their ancestors. “Through this lukat geni tradition, we muffled the anger inside,” said a teenager that regularly participates in this annual tradition.

Another participant, A.A. Gde Bagus Alit Putra, claimed to be proud to help preserve this tradition. It is the first time for him to participate in the tradition and claimed not to feel hot when being hit by his opponent using a fire of palm leaves. “There is no feeling of heat. It is meant to preserve the traditions and cultural heritages,” he said. (kmb)

Mapinton, a Tradition of Self-Notification at Temple Many traditions are carried out

by Hindu communities in Bali.

Moreover, such traditions are closely related to religion. One of the traditions remaining to be practiced by the people until now is mintonang toddlers / children that are newly invited to say prayers, both in merajan, clan temple and village trinity temple. Mapinton is one of the traditions that Balinese society possesses, chiefly those remaining to undertake it. The tradition is carried out in relation to family members that have toddlers that are newly invited to say prayers.

“Mapinton tradition is carried out as a form of self-notification on the existence of new family members, especially newborn toddlers and are first invited to say prayers to the temple,” said Ida Rsi Bhagawan Smerti Kusuma Wijaya Sebali.

tees should do mapinton for the newborn toddlers at clan temple (kawitan) or at village trinity temple. It is meant to notify that there is a new family member by mentioning the name of the toddlers to Ida Bhatara abiding in the temple and expressing gratitude because they have been endowed with the offspring. In addition, mapinton also states that the newborn toddlers will be bound by the rules contained in the temple, especially related to the implementation of Hindu religious ceremonies.

Mapinton is not only implemented for the newborn toddlers, but also by dancers that will dance having just held the initiation process (mediksa) at their spiritual teacher. “It has similar meaning namely as notification in the holy place, clan temple, village trinity temple or other sanctums,” said Ida Rsi.

Actually, the mapinton means the initiation of self-notification regarding what will be done. Even though the implementation is different, the most important thing is the purpose of implementing the mapinton tradition.

Regarding the age of the toddlers that can carry out the tradition in the temple, Ida said that it can be carried out after 42 days or in accordance with location, time and condition (desa, kala, patra). In one region, toddlers are allowed to do mapinton tradition just after three months old. “By and large, the toddlers having been one month and seven days old (42 days) can be invited to say prayers, starting with mapinton.”

Regarding the course of mapinton tradition, the procedures must be implemented in outermost courtyard first, in representative shrine, and then resumed to the innermost

courtyard of the temple (uttama mandala). The ritual paraphernalia in use usually consists of banten pejati.

Is the mapinton tradition only held in clan temple or village trin-

ity temple? Ida asserted if possible, mapinton is also carried out in all the temples visited, such as the Kahyangan Jagat (universal temple) and Dang Kahyangan (tribute temple to ancient sages).(kmb)

Trying to unlock Brexit, Britain’s May to make offer on EU citizens

BRUSSELS - British Prime Minister Theresa May will promise on Thursday to make it as easy as possible for European Union citizens living in Britain to stay after Brexit, trying to unlock stalled talks that have spurred calls for her to walk away.

Weakened by losing her Conservative Party’s majority in a June election and failing to rally support at an ill-fated party conference, May had initially hoped she would regain some ground by persuading EU leaders at a two-day summit starting on Thursday to let Brexit talks move beyond matters of the divorce.

But EU leaders have ruled that out, saying London must agree to pay more as part of an exit settlement than May has said is acceptable. So she will instead try to change the focus, by offering more concessions for those EU citizens increasingly anxious about their rights in Britain after it leaves the bloc.

This is unlikely to alter the outcome of the Brussels summit. Continental leaders have been assuming for weeks that a deal can be struck on this issue. But it indicates British officials are pursuing a new course adopting a softer approach to try to win over the bloc’s negotiators, if not all its governments.

In a direct appeal to 100,000 EU nationals who have asked to receive updates on citizens’ rights, May will say: “We are in touching distance of agreement” of securing the rights of the around 3 million people

from other EU countries in Britain.

“EU citizens who have made their lives in the UK have made a huge contribution to our country. And we want them and their families to stay. I couldn’t be clearer: EU citizens living lawfully in the UK today will be able to stay,” she will write on her Facebook page, according to an advance text.

She was to add that she will set up a group of those affected and digital, technical and legal experts to make sure the process to remain is smooth.

“I know both sides will consider each other’s proposals for finalising the agreement with an open mind.

And with flexibility and creativity on both sides, I am confident that we can conclude discussions on citizens’ rights in the coming weeks.”

Offering concessions, May will say that EU citizens settling in Britain will no longer need to demonstrate Comprehensive Sickness Insurance, as they currently have to under EU rules.

A senior government official said the aim was to get clear commitments to “swift progress on both sides for an ambitious plan to be set out for what should be achieved in the weeks ahead and particularly a shared urgency in ... reaching an agreement on citizens’ rights.”

EU negotiators have, however, so far been wary of British offers that London refuses to back up by giving people a right to ask the EU court to enforce if British courts do not. (rtr)

‘We’re not Catalonia’: Italy’s separatists tread softly toward autonomy MILAN - As nervous investors retreat from Catalonia, afraid the wealthy region may secede from Spain, another European region whose politicians once campaigned for independence is looking to attract some of them -- by talking of autonomy, not secession.

The Italian region of Lombardy, the country’s industrial engine and home to its financial capital Milan, is holding a referendum on Sunday for more autonomy, an outcome its onceproudly secessionist leader hopes will lure more investment.

That could come at the expense of Catalonia, which is a rival to Lombardy in the race to attract employers fleeing another painful European divorce, Brexit. The two regions are competing to host Europe’s drugs regulator which must leave the UK and find a new home inside the European Union.

“We are not Catalonia,” said Lombardy President Roberto Maroni, overlooking Milan from his glass-walled office on the 36th floor of the region’s recently built headquarters.

“We remain inside the Italian nation with more autonomy while Catalonia wants to become the 29th state of the European Union. We, no. Not for now.”

He speaks of Catalonia as a competitor in some respects but says he is not deliberately courting its firms. “We are not cheering because firms are fleeing Catalonia. We will see what happens but I haven’t had any requests yet from Catalan firms.”

Maroni is a leading member of Lega Nord, which began in the 1990s to campaign for an independent state of Padania, stretching across Italy’s north, roughly following the Po river from around Lombardy in the west to Venice in the east.

Lega Nord no longer actively campaigns for secession but as the ruling party in Lombardy and in the Veneto region around Venice, it is holding referendums in both for greater autonomy, including a better financial deal from the central government.

A ‘yes’ vote would not be binding on Rome, but Maroni said it would give him a strong mandate to negotiate a better deal.

“It’s obvious that the more negotiating power I have, the more money I can manage to bring home,” he said.

Rome says the referendum is unnecessary, though permitted under Italy’s constitution, which allows regions to open talks for more autonomy. Italy’s ruling Democratic Party is also neutral on the issue, though at least one of the party’s mayors in Lombardy is calling for a “yes” vote.

Like Catalonia, Lombardy makes up a fifth of the national economy and complains that the centre is draining its finances.

But unlike Catalonia, where hundreds of firms have shifted headquarters to other regions of Spain since an Oct. 1 independence referendum there, Lombardy’s boss is taking a softer line and using his autonomy push as an investment pitch.

Maroni says Lombardy pays 54 billion euros ($64 billion) more in taxes to Rome each year than it receives from the centre.

He wants to reduce that difference by half.

Maroni says he would spend some of that money on research and development, nurturing family-owned businesses and start-ups -- and tax holidays to attract big international firms.

For example, he said, he could tell big multinationals looking to invest in Europe: “You know that if you come to Milan, for two or three years I won’t make you pay taxes.”

Rome, though, is in no position to allow its most economically powerful region such a windfall without risking economic collapse in the already-poor south, experts say.

“It’s a zero-sum game,” said Professor Luca Ricolfi, an expert on federalism at the University of Turin. (rtr)

U.S. knew of Indonesian anticommunist massacre as it unfolded

JAKARTA - The U.S. government had intimate knowledge of the mass killing of alleged communists in Indonesia in the mid 1960s even as it failed to publicly reveal the slaughter, newly declassified U.S. documents show. The documents also reveal that Indonesian army intermediaries told Western embassies they were considering toppling

then president Sukarno less than a fortnight after the killing of six generals by rebel military personnel that sparked the bloodletting.

The murder of the generals on Sept. 30, 1965, is still widely depicted as an attempted communist coup against Sukarno. The murders were used as a pretext for an anticommunist pogrom by Indonesia’s

military and Islamic groups that led to at least 500,000 deaths. One of the worst massacres of the 20th century, the killings in 1965 and 1966 have never been officially investigated and perpetrators have never faced justice.

Indonesia, the world’s largest Muslim-majority country, still has periodic bouts of anti-communist hysteria. Last month, a meeting by human rights activists and victims of the anti-communist purge was shut down after Islamists and nationalists rioted outside the venue.

One cable from the U.S. embassy in Jakarta to the Department of State, written three months after members of the communist party, the PKI, were first targeted, said there were “an estimated 100,000 PKI deaths”. In Medan, on the island of Sumatra, clerics from the Muslim group Muhammadiyah urged members to kill communists, according to a telegram from the U.S. consul. “‘Conscious’ PKI members are classified as lowest order of infidel, the shedding of whose blood is comparable to killing chicken,” the consul said in one report. Muhammadiyah youth group chairman Dahnil Anzar said the documents showed “nothing new” but such conflict should not happen again.

A U.S. consular officer in the city of Surabaya, in East Java,

said in a telegram members of Ansor, the youth wing of the Nahdlatul Ulama Islamic organisation, were responsible for “widespread slaughter” and they thought killing communists was a “ticket to heaven”. “Army is quietly releasing nightly 10 to 15 prisoners to Muslims for execution,” the official in Surabaya said in another dispatch.

Abdul Rochman, secretary general of Ansor, told Reuters that the group’s involvement in the killings of 1965 was a “form of selfdefence”. “(The PKI) carried out provocative activities like aggressive recruitment and went further by insulting our imams, poisoning and killing our members, burning mosques,” he said. “We believe the NU’s reaction was relatively measured and not disproportionate.” Indonesia’s chief security minister, Wiranto, declined to answer questions. Army deputy chief of staff, H Siburian, said he had not seen the documents so could not comment.

Rochman, from NU’s Ansor, said he supported any move for dialogue and reconciliation. “We must make sure all voices are heard - NU’s voice, the victims’ voices, the children of suspected communists.” Phelim Kine, deputy Asia

director of Human Rights Watch, said redress for victims was “long overdue”.

The U.S. embassy did not respond to requests for comment.

While the documents do not solve the mystery of why the six generals were killed on Sept. 30, they do show that the United States and its Indonesian military allies were deeply concerned about Sukarno’s left-wing policies and ties to the communists.

Then U.S. ambassador Marshall Green wrote on Oct. 12, 1965, that the army had approached western embassies through an “intermediary” and said they were considering a “quick move” to overthrow Sukarno, although no final decision was made. In the event of such a coup, Green says the United States could help with “anything from covert operations and assistance transport, money, communications equipment, or arms”.

In January 1967, Major General Sjarif Thajeb told a U.S. embassy official Sukarno planned to accuse foreigners and their “little army friends” of orchestrating the Sept. 30 killings. The president’s plan had galvanized the military “hawks” to oust Sukarno “by March”. Army general Suharto became acting president in March, ushering in three decades of military dictatorship. (rtr)

The chances of Mercedes, 145 points clear of Ferrari with four races remaining, wrapping things up in Austin appear to be overwhelming.

Everything is also stacking up for Hamilton to become only the fifth driver to win more than three championships since the first in 1950, with British bookmakers offering odds of 1/50 on him taking the title.

That compares to 14/1 for Ferrari’s Sebastian Vettel, Hamilton’s closest rival, and 300/1 on Mercedes’ Valtteri Bottas.

While the team may be celebrating on Sunday night, Hamilton may find he has to wait, however.

To do it in Austin, the Briton must finish in the top two and then see where Vettel ends up.

Hamilton currently enjoys a hefty 59-point advantage, with 100 still to be won. He must score 16 more than his German rival on

Sunday to prevent the title battle continuing to Mexico City’s Autodromo Hermanos Rodriguez on the following weekend.

Third place is worth 15 points and will not be enough.

Even if Hamilton wins in Austin, he will be champion only if Vettel finishes no higher than sixth. If the Briton comes second, then Vettel has to finish eighth or higher to stay in the game.

Reliability, or lack of it, will be a key concern on both sides.

Vettel has failed to finish two of the last three races in Asia, one due to a first lap collision and the other a spark plug problem, and cannot afford any further unreliability on Ferrari’s part.

However, before his nightmare run the German had not finished lower than seventh since Malaysia in Oct. 2016, when he retired with damaged suspension after a collision.

He was fourth in Austin last year, when Mercedes had a onetwo finish.

This year Vettel has finished all but six races on the podium and three of those outside the top three were fourth places.

Hamilton has won eight times and finished second three times in 16 races.

Austin has also been particularly good to him with four wins in five years including the last three. Vettel won with Red Bull in 2013.

Even if Mercedes dominate onetwo, and Red Bull’s Daniel Ricciardo and Max Verstappen prove to be the closest rivals, the chances are that Vettel will still finish in the top five in a race without incident.

In the constructors’ championship, Ferrari need to outscore Mercedes by 17 points to prevent them retaining the title in Austin.

The only occasion Ferrari have done that this season was in Monaco in May when Vettel and Kimi Raikkonen finished one-two while Hamilton was seventh and team mate Valtteri Bottas ended up fourth. (rtr)

BOSTON - After suffering a devastating ankle fracture just five minutes into his debut as a Boston Celtic on Tuesday, forward Gordon Hayward received encouragement from NBA players who overcame gruesome injuries of their own before returning to the league.

Hayward, who signed a blockbuster four-year, $128 million contract with the Celtics during the offseason, snapped the left ankle during the team’s season opener in Cleveland after landing awkwardly while trying to catch a pass at the rim.

“It brought me back to Vegas and when it happened to me,” Oklahoma City forward Paul George, who suffered a compound leg fracture in 2014 while playing in a scrimmage for Team USA in Las Vegas, told reporters on Wednesday.

“Immediately I felt devastated and nauseous. It took me back to that place.”

George, who returned to lead the Indiana Pacers to the playoffs during the 2016 and 2017 seasons, said he spoke to Hayward by phone on Tuesday night.

“I tried to give him words of encouragement and tried to be there for him,” he said.

George said the injury forced him to take a new approach to the game after it robbed him of some of his explosiveness and bounce.

“I have a bump on my leg for the

rest of my life now so I’ll always think about it. It’s always there,” he said.

“It’s something I’ve got to live with now.”

Hayward also received support from Golden State Warriors guard Shaun Livingston, who as a member of the Los Angeles Clippers in 2007 broke his leg and dislocated his left knee cap in what is regarded as one of the most horrific injuries in NBA history.

Doctors even considered amputating the leg of the then 21year-old but ultimately decided against it.

“Only God has ALL the answers,” Livingston wrote in a Twitter message to Hayward that included three prayer emojis.

Livingston, who had to relearn to walk as part of his recovery, ultimately returned to the league and has since won two championships as a key reserve for the Warriors.

Five-time NBA champion Kobe Bryant, who tore his Achilles tendon in 2013 only to return to the hardcourt before retiring in 2016, also gave Hayward a pep talk on Wednesday in the form of an Instagram post.

“It’s a long journey but if you focus on the mini milestones along the way you will find beauty in the struggle of doing simple things that prior to this injury were taken for granted,” Bryant said. (rtr)

BARCELONA - Lionel Messi scored his 100th goal in European competition as Barcelona moved close to qualifying for the Champions League knockout stages by outclassing Olympiakos 3-1 on Wednesday despite playing the second half with 10 men. Gerard Pique was sent off two minutes before halftime for two bookings, one for tugging an opponent’s shirt and the other for slapping the ball into the net, but Barca were barely threatened by a hapless Olympiakos side who are badly underperforming in their Greek title defence.

The Athens club, who won three league titles and two domestic Cups under current Barca coach Ernesto Valverde, are fifth in the standings in the Greek top flight and have lost all their games in the Champions League.

“I hope he can get to 200 by the end of this season,” joked Valverde after the Argentine took his tally to 15 goals in all competitions less than two months into the campaign. “His numbers validate what we see from him every day. He is constantly breaking down barriers.” Barca president Josep Maria Bartomeu also paid tribute to Messi. “I would give him every prize in the world, he has been the best player of all time for many years now,” he said.

“He has made this era sublime. We see him as the leader of our team, he contributes so much and we all never tire of enjoying him.” Messi then carved his way through the hapless visiting defence moments later to tee up France left back Lucas Digne to score his first goal in the Champions League for Barca. Greek defender Nikolaou, 19, scored for a second time but first for his side when he headed home from a corner to give Olympiakos a scantly-deserved consolation goal in the 89th minute.

The unbeaten Barca top Champions League Group D with nine points. A win at Olympiakos in two weeks will seal their place in the last 16. “We are feeling very good in the league and Champions League and we have to keep going like this,” Barca’s Sergi Roberto told reporters after his side recorded a 10th victory in 11 games. “We are frustrated to have conceded a goal although by then the game was almost over.” (rtr)

LONDON - It would appear to be difficult for any team to find a more daunting examination in European football at present than a visit to the Etihad Stadium where Pep Guardiola’s Manchester City have come into full bloom. City’s kaleidoscopic movement and rare skill executed at breakneck speed have made Guardiola’s latest creation a familiar delight to behold but a nightmare to play against as Burnley may become the latest Premier League side to discover this weekend.

City’s 7-2 demolition of Stoke City last Saturday to move them two points clear of neighbours Manchester United was followed by Guardiola’s delight at seeing off “one of Europe’s best teams” Napoli in the Champions League in midweek.

That was City’s 10th successive win in all competitions and now to complete their perfect week at the Etihad on Saturday, they are out to add to the 22 goals they have scored there in six matches in all competitions this term.

Burnley themselves have progressed admirably under manager Sean Dyche, having gone six league matches unbeaten, but he recognises that visiting a stadium where City have won their last three league games by five-goal margins is the acid test. Guardiola was lavished with praise for his side’s brilliance last weekend as his old rival Jose Mourinho, in contrast, suffered some equally familiar criticism for his safety-first approach in Manchester United’s goalless draw at Liverpool.

Not that Mourinho ever appears to worry about such barbs but on Saturday he will expect his men to get back to being flat-track bullies against a struggling Huddersfield Town who are without a win in six matches.

WEMBLEY WOBBLES

The match of the weekend sees Tottenham Hotspur and Liverpool meet at Wembley on Sunday with both sides buoyed by superb awaydays in the Champions League -- Spurs earning a draw at champions Real Madrid while the Reds put seven past Maribor. There feels a lot riding on the match with Spurs yet to convince their fans they are over their Wembley wobbles while Juergen Klopp knows his eighth-placed Liverpool cannot afford to drift further behind in the title race.

Neither can champions Chelsea, currently nine points adrift of Man City, as they seek to bring Watford down to earth after the unfashionable Hornets surged into the top four last weekend with a win over Arsenal.

Stung by their loss to rock-bottom Crystal Palace, Chelsea will be grateful for the return of their striking ace Alvaro Morata.

Watford, whose own totemic striker Troy Deeney had taken delight in pointing out how Arsenal seemed to lack fight, can expect Chelsea to be more combative on Saturday, especially as they are smarting at losing consecutive Premier League games for only the second time under Antonio Conte.

Arsenal, also nine behind City, need to rebound quickly at Everton, who are in even more urgent need of a win as manager Ronald Koeman, languishing in 16th, is now having to assert warily: “Until now it’s full, total support from the board.”

Palace will hope to continue their baby steps under Roy Hodgson at Newcastle United, who could be under new ownership by Christmas if Mike Ashley can find a buyer. It is a time of flux at Leicester City, too.

Chelsea and Roma share spoils in six-goal thriller

LONDON - Chelsea and AS Roma served up a rip-roaring 3-3 draw at Stamford Bridge on Wednesday as both clubs stayed firmly on course for a place in the last 16 of the Champions League.

Edin Dzeko scored twice on his 100th appearance for Roma in an enthralling contest as the Italians stormed back from 2-0 down to lead 3-2 with 20 minutes remaining, only for Eden Hazard to salvage a point for Group C leaders Chelsea with a header.

The goal flow began in the 11th minute when David Luiz’s curler put Chelsea ahead and when Hazard doubled the home side’s advantage in the 36th, it looked like being a routine night for Antonio Conte’s side.

Aleksandar Kolarov fired Roma back into contention before the interval though and Dzeko’s double in the space of six minutes, the first a scorching volley, looked to have earned Roma only their second win in 16 attempts on English soil.

Hazard’s equaliser kept Chelsea top with seven points from three games with Roma on five -- three ahead of

Atletico Madrid who were surprisingly held to a 0-0 draw by Qarabag.

“It is a good result for both teams but when you are 2-0 up at home you must win the game,” Hazard said. “Now we have to play in Rome but we will try to win the game. After two defeats it’s not easy to bounce back.” Chelsea, reeling from successive Premier League defeats, spent much of the first half on the back foot but were clinical when it mattered as they moved into a 2-0 lead.

The hosts went ahead when Luiz, playing in central midfield in place of the injured N’Golo Kante, produced a stunning curler from 25 metres past Roma keeper Alisson Becker. Radja Nainggolan and Diego Perotti wasted gilt-edged chances for Roma and those misses looked terminal for Roma’s hopes when Chelsea struck again with a 36th-minute counter-attack.

Alvaro Morata and Hazard combined before Morata’s cross spun off a Roma defender and into the path of Hazard who rammed home his side’s second. Conte said he never felt his side were “in

control” and the tide began to turn Roma’s way when Kolarov was allowed to burst into the area before firing a shot that nicked off Andreas Christensen on its way past Thibaut Courtois and into the net.

Roma began the second half full of purpose and Dzeko looked poised to tap-in Kolarov’s low cut back only to see the ball diverted off his toes by the alert Courtois.

by Pedro but Roma had taken a stranglehold and levelled in stunning fashion as Dzeko belted an unstoppable left-foot volley beyond Courtois. Six minutes later Dzeko took his tally for the season to 12 goals in all competitions for club and country, the Bosnian hitman left unmarked to head in Kolarov’s free kick.

Roma’s lead lasted only four minutes though as Hazard glanced in Pedro’s cross with a superb header. There was still time for both sides to win a classic encounter, the best falling to Dzeko who inexplicably headed wide from point blank range.

Former soccer star Kaladze runs for mayor in Georgia’s capital

TBILISI - Kakha Kaladze climbed to the top of world soccer as a defender for Italian club AC Milan, and now his career is taking another turn: he wants to become the mayor of the capital city in his native country of Georgia.

Kaladze, now 39 and running as a candidate for the ruling Georgian Dream party, has an advantage over the other seven candidates in the field as one of ex-Soviet Georgia’s most recognisable public figures.

He told Reuters after a campaign event he considered his career in sport was good preparation for politics. It taught him about teamwork. “Every time when I talk about success in politics or in sport, I stress how important it is to have a team of professionals,” he said.

Kaladze has more than 30 percent support among likely voters, the National Democratic Institute said in a report this month -- more than any other candidates. His closest competitor is likely to be Zaal Udumashvili, a well-known former television anchor who is representing the United National Movement, an opposition party. The result may have to be decided in a second round run-off.

Some voters see Kaladze as the favourite, in part because he has the backing of Bidzina Ivanishvili, the founder of the Georgian Dream party and Georgia’s richest man. “I’m sure Kaladze will be elected as a mayor,”

said Nugzar Malkhazashvili, a 47-year-old doctor and resident of the Georgian capital, Tbilisi.

Kaladze’s soccer career included a spell at Ukrainian club Dynamo Kyiv, then a period at AC Milan during which the club were Italian league champions once and won the UEFA Champions League twice. He finished his career at another Italian club, Genoa, before retiring in 2011. Kaladze was also a successful businessman, owning a handful of investments in Georgia, Ukraine, Italy and Kazakhstan.

He entered politics in the year he retired, becoming an active supporter of Ivanishvili. He has served as energy minister and deputy prime minister in governments dominated by Ivanishvili’s allies. In the race for mayor of the Georgian capital he has promised to solve problems with traffic by building new roads and overpasses, improve ecology by constructing new parks and green zones and to address education and healthcare problems. He said he was already looking beyond the election, and focusing on how he will fulfil his promises.

“I don’t see October 21 (the election day) as a problem.

I anticipate difficulties after October 21. We will have serious challenges, but I hope that we will overcome all difficult barriers,” Kaladze told Reuters. (rtr)

Messi joins 100-goal club in Europe in Barca stroll

BARCELONA - Lionel Messi scored his 100th goal in European competition as Barcelona moved close to qualifying for the Champions League knockout stages by outclassing Olympiakos 3-1 on Wednesday despite playing the second half with 10 men. Gerard Pique was sent off two minutes before halftime for two bookings, one for tugging an opponent’s shirt and the other for slapping the ball into the net, but Barca were barely threatened by a hapless Olympiakos side who are badly underperforming in their Greek title defence.

The Athens club, who won three league titles and two domestic Cups under current Barca coach Ernesto Valverde, are fifth in the standings in the Greek top flight and have lost all their games in the Champions League.

Barca took the lead in the 18th minute at a rainswept and sparsely attended Nou Camp when visiting defender Dimitrios Nikolaou turned Gerard Deulofeu’s cross into his own net. It was the fifth own goal Barca have benefited from this season in all competitions.

Messi struck his landmark goal in Europe from a free kick in the 61st minute to double Barca’s lead. It was his 97th goal in the Champions League. His other three came in the UEFA Super Cup.

“I hope he can get to 200 by the end of this season,” joked Valverde after the Argentine took his tally to 15 goals in all competitions less than two months into the campaign. “His numbers validate what we see from him every day. He is constantly breaking down barriers.” Barca president Josep Maria Bartomeu also paid tribute to Messi. “I would give him every prize in the world, he has been the best player of all time for many years now,” he said.

“He has made this era sublime. We see him as the leader of our team, he contributes so much and we all never tire of enjoying him.” Messi then carved his way through the hapless visiting defence moments later to tee up France left back Lucas Digne to score his first goal in the Champions League for Barca. Greek defender Nikolaou, 19, scored for a second time but first for his side when he headed home from a corner to give Olympiakos a scantly-deserved consolation goal in the 89th minute.

The unbeaten Barca top Champions League Group D with nine points. A win at Olympiakos in two weeks will seal their place in the last 16. “We are feeling very good in the league and Champions League and we have to keep going like this,” Barca’s Sergi Roberto told reporters after his side recorded a 10th victory in 11 games. “We are frustrated to have conceded a goal although by then the game was almost over.” (rtr)

LONDON - It would appear to be difficult for any team to find a more daunting examination in European football at present than a visit to the Etihad Stadium where Pep Guardiola’s Manchester City have come into full bloom. City’s kaleidoscopic movement and rare skill executed at breakneck speed have made Guardiola’s latest creation a familiar delight to behold but a nightmare to play against as Burnley may become the latest Premier League side to discover this weekend.

City’s 7-2 demolition of Stoke City last Saturday to move them two points clear of neighbours Manchester United was followed by Guardiola’s delight at seeing off “one of Europe’s best teams” Napoli in the Champions League in midweek.

That was City’s 10th successive win in all competitions and now to complete their perfect week at the Etihad on Saturday, they are out to add to the 22 goals they have scored there in six matches in all competitions this term.

Burnley themselves have progressed admirably under manager Sean Dyche, having gone six league matches unbeaten, but he recognises that visiting a stadium where City have won their last three league games by five-goal margins is the acid test. Guardiola was lavished with praise for his side’s brilliance last weekend as his old rival Jose Mourinho, in contrast, suffered some equally familiar criticism for his safety-first approach in Manchester United’s goalless draw at Liverpool.

Not that Mourinho ever appears to worry about such barbs but on Saturday he will expect his men to get back to being flat-track bullies against a struggling Huddersfield Town who are without a win in six matches.

WEMBLEY WOBBLES

The match of the weekend sees Tottenham Hotspur and Liverpool meet at Wembley on Sunday with both sides buoyed by superb awaydays in the Champions League -- Spurs earning a draw at champions Real Madrid while the Reds put seven past Maribor. There feels a lot riding on the match with Spurs yet to convince their fans they are over their Wembley wobbles while Juergen Klopp knows his eighth-placed Liverpool cannot afford to drift further behind in the title race.

Neither can champions Chelsea, currently nine points adrift of Man City, as they seek to bring Watford down to earth after the unfashionable Hornets surged into the top four last weekend with a win over Arsenal.

Stung by their loss to rock-bottom Crystal Palace, Chelsea will be grateful for the return of their striking ace Alvaro Morata.

Watford, whose own totemic striker Troy Deeney had taken delight in pointing out how Arsenal seemed to lack fight, can expect Chelsea to be more combative on Saturday, especially as they are smarting at losing consecutive Premier League games for only the second time under Antonio Conte.

Arsenal, also nine behind City, need to rebound quickly at Everton, who are in even more urgent need of a win as manager Ronald Koeman, languishing in 16th, is now having to assert warily: “Until now it’s full, total support from the board.”

Palace will hope to continue their baby steps under Roy Hodgson at Newcastle United, who could be under new ownership by Christmas if Mike Ashley can find a buyer. It is a time of flux at Leicester City, too.

Chelsea and Roma share spoils in six-goal thriller

LONDON - Chelsea and AS Roma served up a rip-roaring 3-3 draw at Stamford Bridge on Wednesday as both clubs stayed firmly on course for a place in the last 16 of the Champions League.

Edin Dzeko scored twice on his 100th appearance for Roma in an enthralling contest as the Italians stormed back from 2-0 down to lead 3-2 with 20 minutes remaining, only for Eden Hazard to salvage a point for Group C leaders Chelsea with a header.

The goal flow began in the 11th minute when David Luiz’s curler put Chelsea ahead and when Hazard doubled the home side’s advantage in the 36th, it looked like being a routine night for Antonio Conte’s side.

Aleksandar Kolarov fired Roma back into contention before the interval though and Dzeko’s double in the space of six minutes, the first a scorching volley, looked to have earned Roma only their second win in 16 attempts on English soil.

Hazard’s equaliser kept Chelsea top with seven points from three games with Roma on five -- three ahead of

Atletico Madrid who were surprisingly held to a 0-0 draw by Qarabag.

“It is a good result for both teams but when you are 2-0 up at home you must win the game,” Hazard said. “Now we have to play in Rome but we will try to win the game. After two defeats it’s not easy to bounce back.” Chelsea, reeling from successive Premier League defeats, spent much of the first half on the back foot but were clinical when it mattered as they moved into a 2-0 lead.

The hosts went ahead when Luiz, playing in central midfield in place of the injured N’Golo Kante, produced a stunning curler from 25 metres past Roma keeper Alisson Becker. Radja Nainggolan and Diego Perotti wasted gilt-edged chances for Roma and those misses looked terminal for Roma’s hopes when Chelsea struck again with a 36th-minute counter-attack.

Alvaro Morata and Hazard combined before Morata’s cross spun off a Roma defender and into the path of Hazard who rammed home his side’s second. Conte said he never felt his side were “in

control” and the tide began to turn Roma’s way when Kolarov was allowed to burst into the area before firing a shot that nicked off Andreas Christensen on its way past Thibaut Courtois and into the net.

Roma began the second half full of purpose and Dzeko looked poised to tap-in Kolarov’s low cut back only to see the ball diverted off his toes by the alert Courtois.

by Pedro but Roma had taken a stranglehold and levelled in stunning fashion as Dzeko belted an unstoppable left-foot volley beyond Courtois. Six minutes later Dzeko took his tally for the season to 12 goals in all competitions for club and country, the Bosnian hitman left unmarked to head in Kolarov’s free kick.

Roma’s lead lasted only four minutes though as Hazard glanced in Pedro’s cross with a superb header. There was still time for both sides to win a classic encounter, the best falling to Dzeko who inexplicably headed wide from point blank range.

Former soccer star Kaladze runs for mayor in Georgia’s capital

TBILISI - Kakha Kaladze climbed to the top of world soccer as a defender for Italian club AC Milan, and now his career is taking another turn: he wants to become the mayor of the capital city in his native country of Georgia.

Kaladze, now 39 and running as a candidate for the ruling Georgian Dream party, has an advantage over the other seven candidates in the field as one of ex-Soviet Georgia’s most recognisable public figures.

He told Reuters after a campaign event he considered his career in sport was good preparation for politics. It taught him about teamwork. “Every time when I talk about success in politics or in sport, I stress how important it is to have a team of professionals,” he said.

Kaladze has more than 30 percent support among likely voters, the National Democratic Institute said in a report this month -- more than any other candidates. His closest competitor is likely to be Zaal Udumashvili, a well-known former television anchor who is representing the United National Movement, an opposition party. The result may have to be decided in a second round run-off.

Some voters see Kaladze as the favourite, in part because he has the backing of Bidzina Ivanishvili, the founder of the Georgian Dream party and Georgia’s richest man. “I’m sure Kaladze will be elected as a mayor,”

said Nugzar Malkhazashvili, a 47-year-old doctor and resident of the Georgian capital, Tbilisi.

Kaladze’s soccer career included a spell at Ukrainian club Dynamo Kyiv, then a period at AC Milan during which the club were Italian league champions once and won the UEFA Champions League twice. He finished his career at another Italian club, Genoa, before retiring in 2011. Kaladze was also a successful businessman, owning a handful of investments in Georgia, Ukraine, Italy and Kazakhstan.

He entered politics in the year he retired, becoming an active supporter of Ivanishvili. He has served as energy minister and deputy prime minister in governments dominated by Ivanishvili’s allies. In the race for mayor of the Georgian capital he has promised to solve problems with traffic by building new roads and overpasses, improve ecology by constructing new parks and green zones and to address education and healthcare problems. He said he was already looking beyond the election, and focusing on how he will fulfil his promises.

“I don’t see October 21 (the election day) as a problem.

I anticipate difficulties after October 21. We will have serious challenges, but I hope that we will overcome all difficult barriers,” Kaladze told Reuters. (rtr)

The chances of Mercedes, 145 points clear of Ferrari with four races remaining, wrapping things up in Austin appear to be overwhelming.

Everything is also stacking up for Hamilton to become only the fifth driver to win more than three championships since the first in 1950, with British bookmakers offering odds of 1/50 on him taking the title.

That compares to 14/1 for Ferrari’s Sebastian Vettel, Hamilton’s closest rival, and 300/1 on Mercedes’ Valtteri Bottas.

While the team may be celebrating on Sunday night, Hamilton may find he has to wait, however.

To do it in Austin, the Briton must finish in the top two and then see where Vettel ends up.

Hamilton currently enjoys a hefty 59-point advantage, with 100 still to be won. He must score 16 more than his German rival on

Sunday to prevent the title battle continuing to Mexico City’s Autodromo Hermanos Rodriguez on the following weekend.

Third place is worth 15 points and will not be enough.

Even if Hamilton wins in Austin, he will be champion only if Vettel finishes no higher than sixth. If the Briton comes second, then Vettel has to finish eighth or higher to stay in the game.

Reliability, or lack of it, will be a key concern on both sides.

Vettel has failed to finish two of the last three races in Asia, one due to a first lap collision and the other a spark plug problem, and cannot afford any further unreliability on Ferrari’s part.

However, before his nightmare run the German had not finished lower than seventh since Malaysia in Oct. 2016, when he retired with damaged suspension after a collision.

He was fourth in Austin last year, when Mercedes had a onetwo finish.

This year Vettel has finished all but six races on the podium and three of those outside the top three were fourth places.

Hamilton has won eight times and finished second three times in 16 races.

Austin has also been particularly good to him with four wins in five years including the last three. Vettel won with Red Bull in 2013.

Even if Mercedes dominate onetwo, and Red Bull’s Daniel Ricciardo and Max Verstappen prove to be the closest rivals, the chances are that Vettel will still finish in the top five in a race without incident.

In the constructors’ championship, Ferrari need to outscore Mercedes by 17 points to prevent them retaining the title in Austin.

The only occasion Ferrari have done that this season was in Monaco in May when Vettel and Kimi Raikkonen finished one-two while Hamilton was seventh and team mate Valtteri Bottas ended up fourth. (rtr)

BOSTON - After suffering a devastating ankle fracture just five minutes into his debut as a Boston Celtic on Tuesday, forward Gordon Hayward received encouragement from NBA players who overcame gruesome injuries of their own before returning to the league.

Hayward, who signed a blockbuster four-year, $128 million contract with the Celtics during the offseason, snapped the left ankle during the team’s season opener in Cleveland after landing awkwardly while trying to catch a pass at the rim.

“It brought me back to Vegas and when it happened to me,” Oklahoma City forward Paul George, who suffered a compound leg fracture in 2014 while playing in a scrimmage for Team USA in Las Vegas, told reporters on Wednesday.

“Immediately I felt devastated and nauseous. It took me back to that place.”

George, who returned to lead the Indiana Pacers to the playoffs during the 2016 and 2017 seasons, said he spoke to Hayward by phone on Tuesday night.

“I tried to give him words of encouragement and tried to be there for him,” he said.

George said the injury forced him to take a new approach to the game after it robbed him of some of his explosiveness and bounce.

“I have a bump on my leg for the

rest of my life now so I’ll always think about it. It’s always there,” he said.

“It’s something I’ve got to live with now.”

Hayward also received support from Golden State Warriors guard Shaun Livingston, who as a member of the Los Angeles Clippers in 2007 broke his leg and dislocated his left knee cap in what is regarded as one of the most horrific injuries in NBA history.

Doctors even considered amputating the leg of the then 21year-old but ultimately decided against it.

“Only God has ALL the answers,” Livingston wrote in a Twitter message to Hayward that included three prayer emojis.

Livingston, who had to relearn to walk as part of his recovery, ultimately returned to the league and has since won two championships as a key reserve for the Warriors.

Five-time NBA champion Kobe Bryant, who tore his Achilles tendon in 2013 only to return to the hardcourt before retiring in 2016, also gave Hayward a pep talk on Wednesday in the form of an Instagram post.

“It’s a long journey but if you focus on the mini milestones along the way you will find beauty in the struggle of doing simple things that prior to this injury were taken for granted,” Bryant said. (rtr)

Trying to unlock Brexit, Britain’s May to make offer on EU citizens

BRUSSELS - British Prime Minister Theresa May will promise on Thursday to make it as easy as possible for European Union citizens living in Britain to stay after Brexit, trying to unlock stalled talks that have spurred calls for her to walk away.

Weakened by losing her Conservative Party’s majority in a June election and failing to rally support at an ill-fated party conference, May had initially hoped she would regain some ground by persuading EU leaders at a two-day summit starting on Thursday to let Brexit talks move beyond matters of the divorce.

But EU leaders have ruled that out, saying London must agree to pay more as part of an exit settlement than May has said is acceptable. So she will instead try to change the focus, by offering more concessions for those EU citizens increasingly anxious about their rights in Britain after it leaves the bloc.

This is unlikely to alter the outcome of the Brussels summit. Continental leaders have been assuming for weeks that a deal can be struck on this issue. But it indicates British officials are pursuing a new course adopting a softer approach to try to win over the bloc’s negotiators, if not all its governments.

In a direct appeal to 100,000 EU nationals who have asked to receive updates on citizens’ rights, May will say: “We are in touching distance of agreement” of securing the rights of the around 3 million people

from other EU countries in Britain.

“EU citizens who have made their lives in the UK have made a huge contribution to our country. And we want them and their families to stay. I couldn’t be clearer: EU citizens living lawfully in the UK today will be able to stay,” she will write on her Facebook page, according to an advance text.

She was to add that she will set up a group of those affected and digital, technical and legal experts to make sure the process to remain is smooth.

“I know both sides will consider each other’s proposals for finalising the agreement with an open mind.

And with flexibility and creativity on both sides, I am confident that we can conclude discussions on citizens’ rights in the coming weeks.”

Offering concessions, May will say that EU citizens settling in Britain will no longer need to demonstrate Comprehensive Sickness Insurance, as they currently have to under EU rules.

A senior government official said the aim was to get clear commitments to “swift progress on both sides for an ambitious plan to be set out for what should be achieved in the weeks ahead and particularly a shared urgency in ... reaching an agreement on citizens’ rights.”

EU negotiators have, however, so far been wary of British offers that London refuses to back up by giving people a right to ask the EU court to enforce if British courts do not. (rtr)

‘We’re not Catalonia’: Italy’s separatists tread softly toward autonomy MILAN - As nervous investors retreat from Catalonia, afraid the wealthy region may secede from Spain, another European region whose politicians once campaigned for independence is looking to attract some of them -- by talking of autonomy, not secession.

The Italian region of Lombardy, the country’s industrial engine and home to its financial capital Milan, is holding a referendum on Sunday for more autonomy, an outcome its onceproudly secessionist leader hopes will lure more investment.

That could come at the expense of Catalonia, which is a rival to Lombardy in the race to attract employers fleeing another painful European divorce, Brexit. The two regions are competing to host Europe’s drugs regulator which must leave the UK and find a new home inside the European Union.

“We are not Catalonia,” said Lombardy President Roberto Maroni, overlooking Milan from his glass-walled office on the 36th floor of the region’s recently built headquarters.

“We remain inside the Italian nation with more autonomy while Catalonia wants to become the 29th state of the European Union. We, no. Not for now.”

He speaks of Catalonia as a competitor in some respects but says he is not deliberately courting its firms. “We are not cheering because firms are fleeing Catalonia. We will see what happens but I haven’t had any requests yet from Catalan firms.”

Maroni is a leading member of Lega Nord, which began in the 1990s to campaign for an independent state of Padania, stretching across Italy’s north, roughly following the Po river from around Lombardy in the west to Venice in the east.

Lega Nord no longer actively campaigns for secession but as the ruling party in Lombardy and in the Veneto region around Venice, it is holding referendums in both for greater autonomy, including a better financial deal from the central government.

MONEY MATTERS

A ‘yes’ vote would not be binding on Rome, but Maroni said it would give him a strong mandate to negotiate a better deal.

“It’s obvious that the more negotiating power I have, the more money I can manage to bring home,” he said.

Rome says the referendum is unnecessary, though permitted under Italy’s constitution, which allows regions to open talks for more autonomy. Italy’s ruling Democratic Party is also neutral on the issue, though at least one of the party’s mayors in Lombardy is calling for a “yes” vote.

Like Catalonia, Lombardy makes up a fifth of the national economy and complains that the centre is draining its finances.

But unlike Catalonia, where hundreds of firms have shifted headquarters to other regions of Spain since an Oct. 1 independence referendum there, Lombardy’s boss is taking a softer line and using his autonomy push as an investment pitch.

Maroni says Lombardy pays 54 billion euros ($64 billion) more in taxes to Rome each year than it receives from the centre.

He wants to reduce that difference by half.

Maroni says he would spend some of that money on research and development, nurturing family-owned businesses and start-ups -- and tax holidays to attract big international firms.

For example, he said, he could tell big multinationals looking to invest in Europe: “You know that if you come to Milan, for two or three years I won’t make you pay taxes.”

Rome, though, is in no position to allow its most economically powerful region such a windfall without risking economic collapse in the already-poor south, experts say.

“It’s a zero-sum game,” said Professor Luca Ricolfi, an expert on federalism at the University of Turin. (rtr)

JAKARTA - The U.S. government had intimate knowledge of the mass killing of alleged communists in Indonesia in the mid 1960s even as it failed to publicly reveal the slaughter, newly declassified U.S. documents show. The documents also reveal that Indonesian army intermediaries told Western embassies they were considering toppling

then president Sukarno less than a fortnight after the killing of six generals by rebel military personnel that sparked the bloodletting.

The murder of the generals on Sept. 30, 1965, is still widely depicted as an attempted communist coup against Sukarno. The murders were used as a pretext for an anticommunist pogrom by Indonesia’s

military and Islamic groups that led to at least 500,000 deaths. One of the worst massacres of the 20th century, the killings in 1965 and 1966 have never been officially investigated and perpetrators have never faced justice.

Indonesia, the world’s largest Muslim-majority country, still has periodic bouts of anti-communist hysteria. Last month, a meeting by human rights activists and victims of the anti-communist purge was shut down after Islamists and nationalists rioted outside the venue.

One cable from the U.S. embassy in Jakarta to the Department of State, written three months after members of the communist party, the PKI, were first targeted, said there were “an estimated 100,000 PKI deaths”. In Medan, on the island of Sumatra, clerics from the Muslim group Muhammadiyah urged members to kill communists, according to a telegram from the U.S. consul. “‘Conscious’ PKI members are classified as lowest order of infidel, the shedding of whose blood is comparable to killing chicken,” the consul said in one report. Muhammadiyah youth group chairman Dahnil Anzar said the documents showed “nothing new” but such conflict should not happen again.

said in a telegram members of Ansor, the youth wing of the Nahdlatul Ulama Islamic organisation, were responsible for “widespread slaughter” and they thought killing communists was a “ticket to heaven”. “Army is quietly releasing nightly 10 to 15 prisoners to Muslims for execution,” the official in Surabaya said in another dispatch.

Abdul Rochman, secretary general of Ansor, told Reuters that the group’s involvement in the killings of 1965 was a “form of selfdefence”. “(The PKI) carried out provocative activities like aggressive recruitment and went further by insulting our imams, poisoning and killing our members, burning mosques,” he said. “We believe the NU’s reaction was relatively measured and not disproportionate.” Indonesia’s chief security minister, Wiranto, declined to answer questions. Army deputy chief of staff, H Siburian, said he had not seen the documents so could not comment.

CONCERN ABOUT LEFT-WING POLICIES

Rochman, from NU’s Ansor, said he supported any move for dialogue and reconciliation. “We must make sure all voices are heard - NU’s voice, the victims’ voices, the children of suspected communists.” Phelim Kine, deputy Asia

director of Human Rights Watch, said redress for victims was “long overdue”.

The U.S. embassy did not respond to requests for comment.

While the documents do not solve the mystery of why the six generals were killed on Sept. 30, they do show that the United States and its Indonesian military allies were deeply concerned about Sukarno’s left-wing policies and ties to the communists.

Then U.S. ambassador Marshall Green wrote on Oct. 12, 1965, that the army had approached western embassies through an “intermediary” and said they were considering a “quick move” to overthrow Sukarno, although no final decision was made. In the event of such a coup, Green says the United States could help with “anything from covert operations and assistance transport, money, communications equipment, or arms”.

In January 1967, Major General Sjarif Thajeb told a U.S. embassy official Sukarno planned to accuse foreigners and their “little army friends” of orchestrating the Sept. 30 killings. The president’s plan had galvanized the military “hawks” to oust Sukarno “by March”. Army general Suharto became acting president in March, ushering in three decades of military dictatorship. (rtr)

At the same time, there are concerns about the state’s growing role in the economy: the acceleration in year-onyear state investment growth outstripped private investment growth in September.

Analysts and global economic bodies such as the International Monetary Fund warn Beijing is still too reliant on debt-fuelled stimulus to meet fixed growth targets. Rating agencies estimate the overall debt burden at almost three times economic output. On the sidelines of a key, twice-a-decade Communist Party Congress on Thursday, central bank governor Zhou said excessive optimism could lead to a “Minsky Moment”.

He was referring to a theory named after economist Hyman Minsky in which debt or currency pressures trigger a collapse in asset prices after long periods of growth. His comments come on the 30th anniversary of the Black Monday Wall Street crash.

“China’s high debt burden is an area where reform is most urgently needed but progress has been the slowest,” said Chi Lo, senior economist at BNP Paribas Asset Management. “The rapid growing debt level is mainly due to misallocation of capital to benefit the state-owned enterprises at the expense of the private sector.” In the opening speech of congress this week, President Xi Jinping said China will deepen economic and financial reforms and further open its markets to foreign investors as it looks to move from high-speed to high-quality growth. However, while expressing support for market reform and private firms, Xi also called for stronger, bigger state firms.

ROOM FOR REFORMS While policymakers’ efforts to curb property market speculation and cut debt are hurting growth in some parts of the economy, activity has been supported by better-thanexpected expansion in trade and bank lending. Beijing has set a modest growth target

of around 6.5 percent for 2017, theoretically allowing policymakers more room for structural reforms.

China’s factory output grew 6.6 percent year-on-year in September, beating expectations, while fixed-asset investment expanded 7.5 percent in January-September, missing forecasts. Retail sales rose 10.3 percent in September from a year earlier, beating expectations. Disposable income grew 7.5 percent in the first nine months of the year, the fastest rate in two years.

Data last week showed China’s import and export growth accelerated in September, suggesting healthy momentum in trade.

China’s banks also extended more loans than expected last month, buoyed by demand from home buyers and companies.

“Given that the growth outcome is above the government’s target, there is room for some more reforms and it might come after the politburo meeting,” said Besa Deda, chief economist at St George Bank in Sydney. (rtr)

BEIJING - China’s economic growth looked set to accelerate for the first time in seven years this year, after hardly skipping a beat in the third quarter, but efforts to cut risks in property and debt are beginning to weigh on parts of the world’s secondlargest economy. Beijing’s push to consolidate and restructure its industrial sector have paid dividends as factory output beat expectations, while strong fiscal spending and sustained public investment helped boost domestic demand.

But concerns remain that much of the growth is debt-driven, with central bank governor Zhou Xiaochuan on Thursday warning about household and corporate leverage. A crackdown on rising financial risks and measures to cool he property market, which some expect to accelerate after the congress, has already started to bite.

Growth in new construction slowed and property sales dropped for the first time in more than two-and-half years in September.

In all, the economy was solid and expected to comfortably beat the government’s target of around 6.5 percent for this year and 2016’s growth rate of 6.7 percent, which was a 26-year low.

“The data show that some deleveraging is continuing and government reforms are working but growth is still being supported at a reasonable rate,” said Kaori Yamato, senior economist at the Mizuho Research Institute in Tokyo. The economy grew 6.8 percent in the third quarter from a year earlier, in line with the estimate in a Reuters poll and down from 6.9 percent in the second quarter, the National Bureau of Statistics said on Thursday.

While the numbers met economist expectations, they raise questions about the more optimistic forecast flagged by the country’s central bank chief this week. Zhou on Sunday said gross domestic product (GDP) could grow 7 percent in the second half. Analysts had penciled in a gradual GDP slowdown due to an expected softening in property investment and construction as more cities try to cool surging housing prices, while a government campaign against riskier lending pushes up borrowing costs. “Unequivocally, the property boom has peaked,” said Rosealea Yao, a property analyst at Gavekal Dragonomics. “Given how fast the sale numbers are declining, we expect no big rebound this time.”

Lukat geni tradition is started with a selfpurification at sacred spring and performing joint worship at family temple. Accompanied by baleganjur gamelan music and 33 torches, the participants of lukat geni headed for central intersection to start the procession. Here, dozens of youths taking part in the tradition of lukat geni hit their respective opponents in turns by means of fire set in palm leaves. No revenge is seen among the participants.

According to senior figure of Satria Kawan Palace, A.A. Gde Agung Rimawan, the lukat geni is a tradition having existed at Satria Kawan Palace since long time ago. This tradition is held every year to welcome the Caka New Year. It poses a form of purification of macrocosm and microcosm. “Hopefully, with this lukat geni we can be bestowed with safety, both for ourselves and the surrounding environment,” said Rimawan.

He explained the lukat geni tradition uses fire of 36 pieces of dried palm leaves tied together or summed into nine (9) located in the nine points of the compass or Dewata Nawa Sanga. In addition, the use of 33 torches represents the strength of 33 gods abiding in five places, namely the Eastern or White (5), South or Red (9), West or Yellow (7), North or Black (4) and Central or multicolor (8).

“These signify the invocation of protection or safety for ritual processions in progress,” he explained.

A participant of the lukat geni procession, A.A. Gde Agung Aris Pratama, stated that he participated in the lukat geni to preserve the tradition and cultural heritage from their ancestors. “Through this lukat geni tradition, we muffled the anger inside,” said a teenager that regularly participates in this annual tradition.

Another participant, A.A. Gde Bagus Alit Putra, claimed to be proud to help preserve this tradition. It is the first time for him to participate in the tradition and claimed not to feel hot when being hit by his opponent using a fire of palm leaves. “There is no feeling of heat. It is meant to preserve the traditions and cultural heritages,” he said. (kmb)

Mapinton, a Tradition of Self-Notification at Temple Many traditions are carried out

by Hindu communities in Bali.

Moreover, such traditions are closely related to religion. One of the traditions remaining to be practiced by the people until now is mintonang toddlers / children that are newly invited to say prayers, both in merajan, clan temple and village trinity temple. Mapinton is one of the traditions that Balinese society possesses, chiefly those remaining to undertake it. The tradition is carried out in relation to family members that have toddlers that are newly invited to say prayers.

“Mapinton tradition is carried out as a form of self-notification on the existence of new family members, especially newborn toddlers and are first invited to say prayers to the temple,” said Ida Rsi Bhagawan Smerti Kusuma Wijaya Sebali.

tees should do mapinton for the newborn toddlers at clan temple (kawitan) or at village trinity temple. In addition, mapinton also states that the newborn toddlers will be bound by the rules contained in the temple, especially related to the implementation of Hindu religious ceremonies.

Mapinton is not only implemented for the newborn toddlers, but also by dancers that will dance having just held the initiation process (mediksa) at their spiritual teacher. “It has similar meaning namely as notification in the holy place, clan temple, village trinity temple or other sanctums,” said Ida Rsi.

Actually, the mapinton means the initiation of self-notification regarding what will be done. Even though the implementation is different, the most important thing is the purpose of implementing the mapinton tradition.

Regarding the age of the toddlers that can carry out the tradition in the temple, Ida said that it can be carried out after 42 days or in accordance with location, time and condition (desa, kala, patra). In one region, toddlers are allowed to do mapinton tradition just after three months old. “By and large, the toddlers having been one month and seven days old (42 days) can be invited to say prayers, starting with mapinton.”

Regarding the course of mapinton tradition, the procedures must be implemented in outermost courtyard first, in representative shrine, and then resumed to the innermost

courtyard of the temple (uttama mandala). The ritual paraphernalia in use usually consists of banten pejati.

Is the mapinton tradition only held in clan temple or village trin-

ity temple? Ida asserted if possible, mapinton is also carried out in all the temples visited, such as the Kahyangan Jagat (universal temple) and Dang Kahyangan (tribute temple to ancient sages).(kmb)

Refugees return home, but still worried about subsequent floods

NEGARA — Several residents of Samblong hamlet, Sangkaragung, who had evacuated to subak hall on Thursday (Oct. 18) already returned home. They immediately cleaned up their flooded home. Although having been at home, they are still worried about a similar incident that will occur.

Every time it rains for whole day or river water overflows, dozens of families whose home is prone to floods are worried. As seen on Wednesday morning (Oct. 18), the subak hall used to take refuge was empty.

At least, seven families have returned home. The water inundating the settlements and paddy fields has subsided. In addition to houses, the plants belonging to residents such as crops are already damaged.

Some of the agricultural commodities of the residents such as peanuts are damaged due to flooded by mud.

However, farmers are threatened with crop failures because most of the crops are damaged.

The rain intensity in Jembrana remains high and there is still possibility for flooding to occur. Gede Indrawan, 37, admitted that he is forced to return home because of doing regular activities and having a ceremony. With the current weather condition, there is possibility for flood to happen again.

Having got accustomed, the residents are ready to put their valuables in a higher place. Not to mention their motorcycle have been raised to the top. They believe the flood is caused by stagnant water because the river passing through Air Kuning village is getting narrower.

Headman of Sangkaragung, Nyoman Gede Suardana, admitted that there could be another flood. Residents are urged to remain vigilant. When the water rises again, they should immediately evacuate.

Buddhism, Thailand’s dominant religion, is followed by more than 90 percent of the population.

But its image has suffered over sex scandals involving monks and allegations of money laundering by a former abbot of Thailand’s biggest temple. The scandals have prompted calls for tighter checks on the finances of thousands of temples across the country that are among Thailand’s popular tourist attractions. Since September, senior monks have issued orders to enforce stronger discipline for Thailand’s more than 300,000 monks and some 40,000 temples.

The orders come at a sensitive time as Thailand prepares to cremate the late King Bhumibol Adulyadej next week and the formal coronation of his only son, King Maha Vajiralongkorn, likely taking place at the end of the year.

COMMERCIALISING RELIGION The written instructions, seen by Reuters, tell monks to stop asking for donations and temples to stop selling holy objects inside temple grounds. The instructions appear to be aimed at making temple finances

more transparent and to counter criticism about the commercialisation of religion in the Southeast Asian nation. Other orders instruct senior monks to tightly control “inappropriate use of social media” by monks to prevent “criticism from the public.”

The orders were endorsed by the Sangha Supreme Council, the body that governs Buddhist monks in Thailand and performs a similar role to the Roman Catholic church’s College of Cardinals.

“These rules already existed for monks but their implementation may have been lax,” Phra Phrom Moli, a member of the Sangha Supreme Council told Reuters.

Many Thais believe generous donations to temples can bring good karma - the principle that good deeds will lead to a good future - something temples and monks have exploited, groups lobbying for reform say.

Phra Phrom Moli welcomed the new orders.

“We must examine ourselves, listen to the people and see what is and is not appropriate for the sake of the public’s faith in the religion,” he said.

INVESTIGATING TEMPLES One order given in September by a group of temples in Thailand’s northeast region asked monks to police each other and report any behaviour that might go against Buddhist teachings.

“Please take care of any monks who are not practicing discipline,” the order read.

The junta has been trying to reform Thai Buddhism since it came to power in a 2014 coup.

Last month, it reinstated a former senior police official, Pongporn Pramsaneh, as head of the National Buddhism Office, who soon afterward asked police to investigate temples where state funds were allegedly misappropriated. Reuters was unable to reach Pongporn for comment.

Police say they are focusing on 35 temples and 29 individuals, including five abbots and a former Buddhism chief, who were allegedly involved in misappropriating funds. All five abbots have been formally charged for abusing state authority and colluding to do wrong, among other charges.

The government allocated 5.32 billion baht($160.77 million)to support Buddhism last year, 4.67 billion baht of which was earmarked for temples and monks across the country.(rtr)

MADRID - Spain’s political showdown with Catalonia is set to reach a new level on Thursday when political leaders in Madrid and Barcelona are expected to make good on pledges made to their supporters to stick to their tough positions over the region’s future.

In an unprecedented move since Spain returned to democracy in the late 1970s, Prime Minister Mariano Rajoy will impose direct rule in Catalonia unless the region’s leader Carles Puigdemont retracts by 10 a.m. (0800 GMT) an ambiguous declaration of independence he made last week.

Puigdemont told members of his Catalan Democratic Party on Wednesday night that not only he would not back down but that he would press ahead with a more formal declaration of independence if Rajoy suspends Catalonia’s political autonomy.

It is not yet clear how and when this declaration would take place and whether it would be endorsed by the regional assembly, though many pro-independence lawmakers have openly said they wanted to hold a vote in the Catalan parliament to make it more solemn.

If Rajoy invokes Article 155 of the 1978 constitution, which allows him to take control of a region if it breaks the law, it would not be fully effective until at least early next week as it needs previous parliamentary approval, offering some

last minute leeway for secessionists to split unilaterally.

This prospect has raised fears of social unrest, led the euro zone’s fourth-largest economy to cut its growth forecasts and rattled the euro.

Puigdemont has already defied Rajoy once this week, when he ignored a first deadline to drop the independence campaign and instead called for talks.

Both sides have traded blame for the stand-off for more than a month.

Rajoy says the Catalan government has repeatedly broken the law, including when it held a banned vote on independence on Oct. 1 and made a symbolic declaration of independence on Oct. 10, only to suspend it seconds later.

Puigdemont says a violent police crackdown on the referendum and arrests of pro-independence leaders on charges of sedition show the Spanish state has become authoritarian.

Some further uncertainty could come from the terms of Article 155, which are vague.

Madrid can in theory sack the local administration and install a new team, take control of police and finances, and call a snap election.

But some members of the Catalan government have already questioned this interpretation of the constitution, suggesting the stand-off could extend for at least several more days. (rtr)

Israel targets fashion industry over underweight models

TEL AVIV - Israeli lawmakers want to tighten a ban on the employment of underweight models and on the undeclared digital slimming-down of fashion images, amid concern that the measures are being routinely flouted even as they are adopted abroad.

The fashion industry’s use of wafer-thin models has long been the subject of heated debate worldwide. Critics say the practice promotes an unhealthy body image among women, which can contribute to triggering anorexia and other eating disorders and a preoccupation with unrealistic measures of perfection.

Israel in 2012 became the first country to pass a law requiring advertisers explicitly to identify pictures with photoshopped people and prohibiting the use of models below a certain body mass index (BMI), a measure which expresses a ratio of weight to height.

Other countries including France, a hub of the fashion industry, have since followed Israel’s lead. But unlike Israel’s so-called ‘anti-photoshop’ law, French legislation that takes effect this month imposes fines and jail sentences on those who fail to comply.

“The problem with the Israeli law is that there’s no punishment,” said Israeli photographer Adi Barkan, who was consulted on both the Israeli and French legislation.

“So you continue using skinny girls and no one cares,” he said, in comments reinforced by a recent Israeli parliamentary report that revealed the ineffectiveness of the existing law.

“A LOT OF PRESSURE”

Israeli lawmaker Nurit Koran, with the backing of 42 other members of the Knesset, the country’s parliament, has now prepared a draft bill she hopes will

rectify the shortcomings.

“The fashion industry needs to know (it can no longer ignore the law),” said Koran, who said she took up the cause after watching the daughter of a close friend struggle with anorexia.

The 2012 law, which prohibits the hiring of women and men for modeling jobs with a BMI of less than 18.5, says models must obtain a medical certificate confirming a normal BMI. Adverts shown in Israel must also clearly state whether they have used computer-editing techniques to airbrush or slim down models.

Under Koran’s proposed changes, state authorities would for the first time be able to fine agencies and others who flout the law and would require a doctor to see an applicant in person, not just “approve” their application over the telephone.

Her move coincides with an announcement by major global fashion firms, including Christian Dior and Gucci, that they will stop hiring underweight models for catwalks.

Getty Images, a major international photo agency, also recently issued new guidelines barring photos with slimmed-down models, even if labeled.

Yael Latzer, an eating disorder expert at Haifa University in northern Israel, said images of skinny and photoshopped models alone do not cause eating disorders. “(But) young (people) always feel that something is wrong with them,” she said, adding that the media was “pulling the trigger” for those already genetically predisposed to eating disorder diseases such as anorexia.

Former Israeli supermodel Maayan Keret said she had developed an eating disorder after she “felt a lot of pressure from everyone” to continually lose weight.

Now, having overcome the disease, she works to promote positive body images. (rtr)

Italy’s Gucci bans fur, joining others in seeking alternatives

PARIS - Italy’s Gucci will stop using fur in its designs from next year, joining a growing number of fashion houses looking at alternatives after coming under pressure from animal rights activists and changing consumer tastes.

Gucci, part of Paris-based luxury group Kering, has paraded models down the catwalk in luxurious fur coats in the past and creative director Alessandro Michele brought in loafers and sling-backs lined with kangaroo-fur two years ago.

But the brand said it would now join an alliance of fur-free companies, adding it would sell off remaining accessories and clothing made with animal fur in a charity auction.

Gucci has sold some of its mink fur coats for over $40,000.

Marco Bizzarri, Gucci’s chief executive, said the brand would drop fur starting from its spring and summer 2018 collection and that its new approach had been agreed on with Michele.

Gucci has enjoyed a revival under Michele, whose flamboyant, colourful designs have fuelled sales over the past two years.

Animal rights campaigners said they hoped the move by the Italian fashion house could have a knock-on effect, although it is far from the first label to stop using fur.

“Gucci’s decision will radically change the future of fashion,” Simone Pavesi, manager of animal-free fashion at Italian campaign group LAV. “As fashion becomes more and more ethical, supply chains that revolve around animals will be a thing of the past.”

In June, Yoox Net-A-Porter, a multi-brand online luxury retailer, adopted a fur-free policy on accessories and clothing sold on the site.

Italy’s Giorgio Armani last year committed to stop using fur, saying technological progress meant there was no longer any justification for cruelty to animals, while U.S. brand Calvin Klein took the plunge in 1994.

Anti-fur protesters have been known to demonstrate outside catwalk shows at fashion weeks around the world to call for an end to practices many see as cruel to animals, and luxury goods buyers - especially younger generations - have become more sensitive to environmental issues, too.

Many labels and other luxury groups such as LVMH - owner of Louis Vuitton - are tightening their policies on how leather is sourced from tanneries and how they obtain furs, after a series of scandals over how animals are treated in breeding farms.

France’s Hermes was caught in a storm two years ago when a crocodile farm used to supply leather for one of its best-selling handbags was accused of cruel slaughter practices. (rtr)

Chief of Klungkung Water Police, Nyoman Arnawa, said the condition has been regularly disseminated to public places

such as ports or beach tourism. In addition to tourists, this is also targeting local people working in the field of tourism.

“The people working in Jungutbatu traditional port had been informed about this,” he said on Wednesday (Oct. 18).

Such measure is also intended to anticipate bad things, such as radicalism and terrorism and smuggling of illicit goods because Klungkung district is a large coastal beach and has many traditional ports.

“Currently, Klungkung water police personnel have intensively conducted surveillance in the traditional ports in Klungkung region such as in the area of Kusamba, Nusa Penida and Lembongan by urging people to join together with police to safeguard and secure the territory. MANGUPURA — Indonesia through the National Agency for Search and Rescue (Basarnas) as a member of INSARAG has the opportunity to host the INSARAG Team Leaders Meeting 2017. Featuring the theme of ‘Strengthening the Effectiveness and Coordination of International Urban Search and Rescue Assistance,’ the event was attended by 56 countries or organizations of INSARAG. The meeting lasted for two days, namely October 18 to 20 at Padma Resort Legian.

Director of Operations of SAR Basarnas, Ivan Ahmad Rizki Titus, at the opening on Wednesday (Oct. 18) said that Basarnas plays an important role in emergency response during disaster. It is in accordance with the law No. 29/2014 stating the vision of succeeding the efficient and credible SAR operations and mission to run an effective and safe SAR operation.

“Basarnas is committed to being a leader in disaster management and

natural disasters to save human and minimize risks,” he said.

He said the event is meant to improve the operating capability of URBAN SAR team worldwide in providing international URBAN SAR assistance. Similarly, it serves as a forum for discussion on technical issues through best practices and training based on previous USAR training materials. He hoped it could find solutions to problems related to operations and education and training based on experience in the field.

The International Search and Rescue Advisory Group (INSARAG) is a global network with members from over 80 countries and organizations under the United Nations. INSARAG handles activities in the field of search and rescue in urban disaster or better known as Urban SAR. The organization aims to provide guidelines, standards and methodologies for disaster management on a massive scale, especially in densely populated

When asked related to the addition of attendants considering the tourist attraction has repeatedly claimed casualties, Gusti Made Raka said that such addition has not been done.

Defacing of Bali police’s website

Three young hackers sued one year and six months in prison DENPASAR - Three hackers were sentenced respectively to one-year and six months in prison having been declared guilty of breaking into the website of Bali police. The lawsuit was read by prosecutor Eddy Arta Wijaya in the hearing at the Denpasar District Court on Tuesday (Oct. 17). The three young hackers are Muhamad Rizki Faturrohman, 18, Eka Aprianto, 21, and Yudie Krisnamukti, 19.

The prosecutor said they were proved to have committed criminal breaking the law on the Information and Electronic Transactions (ITE). The acts are in the form of committing, commanding and participating in the deeds of knowingly and without the right or unlawfully accessing the computer and / or other electronic systems in any way. This is in accordance with the first indictment, namely Article 30, paragraphs 1, 2, 3, in conjunction with Article 46 paragraph (1) of the Law Number 19/2016 concerning the amendment to Law No. 11/2008 on Information and Electronic Transactions (ITE) in conjunction with Article 55 paragraph (1) of the first point

of the Criminal Code.

Before the panel of judges led by I Ketut Tirta, other than punishing physically, the prosecutor also sued the perpetrators with physical punishment, the three defendants are also imposed with a fine of IDR 3 million each. If unable to afford, the defendants can replace them with six months’ imprisonment. In the indictment, the prosecutor said the defendants had committed deliberately and unlawfully accessed the computers and electronic systems of others in any way.

The acts of the three perpetrators were known after receiving a report from Bali Police spokesperson that the website with the address: http // polda-bali.com was hacked by unknown people on March 5. Having been investigated by personnel of Bali Police, in fact, all the sub-domains of the website have also been hacked namely the http://denpasar. polda-bali.com, http: //gianyar.polda-Bali.com, http: //tabanan.polda-bali.com, http: //badung.polda-bali.com, http:// bangli.polda-bali.com, http: //buleleng.polda-bali.com, http://

Ed Sheeran ‘bruised and broken’ after accident, tour uncertain

LONDON - Singer Ed Sheeran said he was “a bit bruised and broken” on Wednesday as he recovered from a bicycle accident that left him with a broken wrist, elbow and rib and led to the cancellation of shows on the Asia leg of his tour.

Sheeran, 26, sported a full cast on one arm and a sling on the other arm as he walked down the red carpet at London’s Q Awards for music.

“I am a bit bruised and broken but I am fine,” the singer told Reuters. “It was a bike

accident and I broke my wrist, broke my elbow, broke a rib ... I’ll be alright though.”

Sheeran added that the future of his “Divide” world tour was “up to (my) manager and agent.”

“Our exhibition explores the history, mythology and folklore behind the Harry Potter stories,” Julian Harrison, the exhibition’s lead curator, told Reuters.

“We investigate broomsticks and cauldrons and unicorns and dragons. We’ve organised the exhibition around some of the subjects that students would study at Hogwarts School of Witchcraft and Wizardry, from potions to charms to astronomy and divination.”

The seven Harry Potter books have been translated into 68 languages and have sold more than 400 million copies worldwide, Rowling’s publishers say.

The final book in the series was published in 2007, but the series spawned a series of hit films, a U.S. theme park and a hit stage play that have kept the franchise in the public eye.

UN says still determining if Myanmar crisis is genocide

GENEVA - The United Nations has yet to determine whether violence against Rohingya Muslims in Myanmar meets the legal definition of genocide, Jyoti Sanghera, Asia Pacific chief at the Office of the High Commissioner for Human Rights said on Wednesday. religious leaders that aimed to “diminish Rohingya history, culture and knowledge”, she said.

Imams had their beards shaved or burnt off, and women and girls were raped inside mosques. Some refugees said their non-Rohingya neighbours had been given weapons and uniforms and worked in concert with the security forces.

“Unsettled post-colonial questions and tensions fuelled by colonial powers of the past have been exploited by the military junta in

Myanmar to keep ethnic rivalries simmering,” Sanghera said.

“Systematic and acute discrimination of the Rohingya Muslims continues to be kept alive by the democratically elected government of Aung San Suu Kyi, to a point referred to recently by the High Commissioner for Human Rights as ‘ethnic cleansing’ of an entire people.”

Designating the Rohingya as victims of genocide under a 1948 U.N. convention would increase pressure on the international community to take action to protect them, and could expose Myanmar officials to a greater threat of international justice.

in the wake of the Nazi holocaust, requires countries to act to prevent and punish genocide, which it defines as any of a number of acts committed with the “intent to destroy, in whole or in part” a national, ethnic, racial or religious group.
