Lionel Richie named 2016 MusiCares person of the year

NASHVILLE, Tenn. — Singer-songwriter Lionel Richie has been named the 2016 MusiCares person of the year.

The Recording Academy on Tuesday named the four-time Grammy winner as the honoree of its annual MusiCares benefit gala, to be held Feb. 13 in Los Angeles, two days before the annual Grammy Awards.

Performers at the gala will include Pharrell Williams, Luke Bryan and Lady Antebellum.

More performers will be announced later.

As the lead singer of the Commodores, Richie wrote soulful songs such as “Three Times a Lady,” ‘’Still” and “Easy” that spanned across musical genres. As a solo artist, he became an international success with his diamond certified album “Can’t Slow Down,” which spawned the hit “All Night Long (All Night).” (ap)

Ed Sheeran leads Spotify’s top young artists NEW YORK — British singer Ed Sheeran topped Spotify’s list of the top 25 most influential artists under the age of 25 as the company’s most streamed artist of 2014.

In the list released Tuesday by the music streaming service, Ariana Grande, Sam Smith, Miley Cyrus and One Direction rounded out the top five young artists. The list is based on total streams, but also on No. 1 hits, volume and growth of streams over the past year and Spotify’s viral chart.

The 24-year-old Sheeran also has Spotify’s most streamed song ever with “Thinking out Loud,” streamed 450 million times. Pop music dominated with artists like Demi Lovato, Selena Gomez, Meghan Trainor and Justin Bieber. NEW YORK — Jennifer Lopez and Pitbull will headline the iHeartRadio Fiesta Latina concert in Miami this November, which will be streamed live online.

Other performers joining Lopez and Pitbull at the AmericanAirlines Arena in Miami include Don Omar, Wisin, Prince Royce, Marco Antonio Solis, Camila, Becky G., Fonseca and Voz de Mando.

The Nov. 7 event will be streamed live on Yahoo Live. iHeartMedia Spanish-language stations will also broadcast the event and Telemundo will have a special re-broadcast on Nov. 15. Tickets go on sale to the general public on Saturday.

Impact of moratorium, billboard tax slumps

DENPASAR - Moratorium policy of billboard conducted in Denpasar city has a significant impact on the tax acquisition.

As evidence, there is a decline in substantial tax in 2015. Moreover, the draft of the regional budget amendment indicates a decrease as much as IDR 4.4 billion compared to main budget designed at IDR 6.10 billion. In other words, in the amendment of regional budget 2015 the billboard tax revenue is designed at IDR 1.6 billion.

Financial memorandum of the budget amendment presented in a plenary session of the Bali House some time ago showed a decline in billboard tax having happened since 2014. From the target of IDR 5.7 billion in 2014, realization can only reach IDR 1.6 billion. In ad-

dition to billboard tax, other taxes such as the acquisition of fee of land and building (BPHTB) also decrease. Currently, the BPHTB tax of inheritance land is set at zero percent.

Last year the BPHTB tax target was set at IDR 145 billion but could

only be achieved at IDR 141.2 billion. The BPHTB tax cannot be entirely realized due to a decrease in the number of transaction compared to in 2013. Transactions in 2013 reached 10,800 times, while in 2014 only reached 8,000 transactions.

Responding to this fact, the PDI-P Faction in the Denpasar House through it spokesman A.A. Putu Gede Wibawa looked realistic. PDI-P saw the decline due to the billboard tax moratorium since 2013 ago. As for the BPHTB tax, he said, is very aware because there are changes

in the tax of heritage land. For this case, a transfer of title from parent to their children will not be charged. It is meant to prevent the heritage land from being sold.

In the meantime, the Division Head of Spatial Planning and Housing, Cipta Sudewa, said that the moratorium policy is taken to beautify the look of the city. At least the moratorium of billboard installation is applied to 24 points at main roads pursuant to the Mayoral Regulation No. 3/2014. DENPASAR - On Tuesday (Aug. 18), the Bali Chapter of Indonesia Environmental Forum (WALHI) sent a letter to the Regent of East Lombok and it forwarded to the Corruption Eradication Commission (KPK), Minister of Environment and Forestry, Minister of Maritime Affairs and Fisheries, Minister of Energy and Mineral Resources, Directorate General of Forestry Planning and Environmental Management, Ministry of Environment and Forestry, Director General of the Maritime, Coastal and Small Islands, Ministry of Maritime Affairs and Fisheries, Deputy Prevention Commission, and the Governor of NTB, protesting a permit that was issued for the mining of sea and sand.

According to Suriadi Darmoko, Executive Director of WALHI Bali, permit No. 473/503 / PPT.I/2015 that was issued by the Regent of East Lombok on on January 31, 2015 upon request from PT Dinamika Atria Raya on November 19, 2014 to mine sea and sand from the waters of East Lombok, was not in fact within his authoritative jurisdiction to issue.

“The location for which the permit was issued falls within a radius of 12 miles from the shore. According to Law No. 23/2014 on Regional Governments, ocean areas that are located within 12 miles from the shore fall under the authority of the provincial government, therefore the regent of East Lombok is not allowed to issue permits for the utilization of this area, given that it is beyond his authority,” explained Suriadi who added that this amounts to an unlawful act on the part of the regent of East Lombok as the authority who issued the permit, and one which could be imposed with legal sanctions.

“It is illegal for an official to issue a permit for something that is beyond his authority and any permit thus issued is not legally recognized,” affirmed Suriadi.

The Executive Director of Walhi also mentioned that the the permit that the regent of Lombok issued to PT Dinamika Atria Raya did not follow standard procedures in that the application for the permit itself was the only grounds on which the permit was issued, thus resulting in legal uncertainty.

“The first paragraph of the permit that the regent approved states that it is a recommendation for PT Dinamika Atria Raya,” continued Suriadi.

According to Suriadi, the word ‘recommendation’ implies legal uncertainty as to whether the permit is a principle permit or a recommendation for the issuance of a permit. The vagueness of the intent and purpose of the permit issuance also opens a powerful legal loophole that could potentially be abused. Suriadi suspects that the principle permit is also being used PT Tirta Wahana Bali Internasiona, as the basis for preparing the environmental impact assessment (Amdal) for the Benoa Bay reclamation plan.

“Obviously this principle permit is in violation of the law. If it is used as the basis for preparing the Amdal, then arrangements of the Benoa Bay reclamation plan also violate the law,” said Suriadi.

As a result of this permit having been issued, he continued, the waters of Benoa Bay region are under threat, assuming that the marine sand to be mined from the waters of East Lombok - estimated at approximately 15 million cubic meters, would be used to reclaim Benoa Bay. This could potentially damage Benoa Bay waters and causes environmental disasters in Bali.

“On that account, Walhi Bali is asking the regent of East Lombok to immediately revoke the principle permit and to refrain from issuing any new permits associated with sea sand mining. We are also asking the Minister of the Environment to immediately stop the Amdal process that is currently under process with the Central Appraisal Commission of the Amdal,” said Suriadi. (kmb32)

Regent of East Lombok asks investor to meet four conditions

DENPASAR - The Bali Chapter of the Indonesia Environmental Forum (Walhi) , not only send a letter of protest, but also attached a copy of the principle permit issued by the Regent of East Lombok. The top of the permit reads: “Principle Permit Number: 473/503/PPT.I/2015” and further down it says that, in principle the government of East Lombok approves a request made by the Director of PT Dinamika Atria Raya, to make an investment in the mining sector.

However, in the second paragraph, the permit states that PT Dinamika Atria Raya is required to meet four conditions. The first condition is that PT Dinamika Atria Raya is required to

disseminate information about their plan to mine sea sand in the waters of East Lombok and that they must involve local communities, including coordinating with all related parties down to

the lowest levels of government so as to avoid any undesirable things from happening. Secondly, PT Dinamika Atria Raya must comply with all applicable laws and regulations in the conducting business operations.

Thirdly, there must be no overlap in designating third parties nor involve the interests of third parties. Fourthly, that this recommendation for a permit is not being bestowed to PT Dinamika Atria Raya as an operational license, but that it is however meant to be used for

the consideration of the issuance of further permits. Also that is cannot be used as collateral for other purposes and that management cannot be transferred to any other party.

At the bottom of the permit, the place and date of the issuance of the principle permit is recorded as; Selong on January 31, 2015. The document was signed by the Regent of East Lombok, Moch. Ali Bin Dachlan and is stamped with the official stamp of the regent of East Lombok. (kmb32)

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

FDA approves first pill aimed at boosting female libido

WASHINGTON — The Food and Drug Administration has approved the first prescription drug designed to boost sexual desire in women, a milestone long sought by a pharmaceutical industry eager to replicate the blockbuster success of impotence drugs for men.

The Food and Drug Administration on Tuesday, Aug. 18, 2015, approved the first prescription drug designed to boost sexual desire in women, a milestone long sought by a pharmaceutical industry eager to replicate the blockbuster success of impotence drugs for men.

But stringent safety measures on the daily pill called Addyi mean it will probably never achieve the sales of Viagra, which has generated billions of dollars since the late 1990s.

The drug’s label will bear a boxed warning — the most serious type — alerting doctors and patients to the risks of dangerously low blood pressure and fainting, especially when the pill is combined with alcohol. The same problems can occur when taking the drug with other commonly prescribed medications, including antifungals used to treat yeast infections.

“Patients and prescribers should fully understand the risks associated with the use of Addyi before considering treatment,” said Dr. Janet Woodcock, director of the FDA’s drug center, in a statement announcing the approval Tuesday.

Under an FDA-imposed safety plan, doctors will only be able to prescribe Addyi after completing an online certification process that requires counseling patients about Addyi’s risks. Pharmacists will also need certification and will be required to remind patients not to drink alcohol while taking the drug.

Opponents of the drug say it’s not worth the side effects, which also include nausea, drowsiness and dizziness. They point out that the FDA rejected the drug twice, in 2010 and 2013, due to these risks.

“This is not a drug you take an hour before you have sex. You have to take it for weeks and months in order to see any benefit at all,” said Leonore Tiefer, a psychologist and sex therapist who organized a petition last month calling on the FDA to reject the drug.

Patients should stop taking the

drug after eight weeks if they do not see any improvement, notes the FDA release.

Sprout Pharmaceutical’s drug is intended to treat women who report emotional stress due to a lack of libido. Its approval marks a turnaround for the FDA, which previously rejected the drug twice due to lackluster effectiveness and side effects. The decision represents a compromise of sorts between two camps that have publicly feuded over the drug for years.

On one side, Sprout and its supporters have argued that women desperately need FDA-approved medicines to treat sexual problems.

On the other side, safety advocates and pharmaceutical critics warn that Addyi is a problem-prone drug for a questionable medical condition.

Beginning with the drug’s launch in mid-October, doctors who see patients complaining about a loss of sexual appetite will have a new option.

“Women are grasping, and I feel like we need to offer them something that acknowledges that, and that we can feel safe and comfortable with,” said Dr. Cheryl Iglesia, a surgeon and official with the American Congress of Obstetricians and Gynecologists.

The search for a pill to treat women’s sexual difficulties has been something of a holy grail for the pharmaceutical industry. It was pursued and later abandoned

by Pfizer, Bayer and Procter & Gamble, among others. But drugs that act on blood flow, hormones and other biological functions all proved ineffective.

Addyi, known generically as flibanserin, is the first drug that acts on brain chemicals that affect mood and appetite. (ap)

LONDON - E-cigarettes should be prescribed to smokers to help them quit the habit, British public health experts recommended in a study on Wednesday.

The study commissioned by health authority Public Health England (PHE) found that so-called “vaping” electronic cigarettes was 95 percent less dangerous than smoking traditional tobacco cigarettes.

But the study found that contrary to public perceptions, e-cigarettes did not endanger health in the same way as traditional tobacco cigarettes.

poses to their health,” said Professor Peter Hajek of Queen Mary University, another co-author.

The experts also said that there was no evidence so far that e-cigarettes were a route into smoking for children or non-smokers.

However, a US study of California high school students released Tuesday found those who tried e-cigarettes were more likely to also try traditional cigarettes or cigars. (afp)

Doctors should prescribe e-cigarettes to smokers which simulate the feeling of smoking but with nicotine inhaled in a vapour, could be a “game changer in public health”, according to study co-author Professor Ann McNeill of King’s College London.

Smoking is the leading cause of preventable deaths in England, accounting for over 80,000 a year, according to the National Health Service. Just under one in five of Britain’s population smoke.

“Smoking remains England’s number one killer and the best thing a smoker can do is to quit completely,” said Professor Kevin Fenton, director of health and wellbeing at PHE. “E-cigarettes are not completely risk-free but when compared to smoking, evidence shows they carry just a fraction of the harm.”

Hotel Kempinski allegedly violates cliff border designation

MANGUPURA - The ranks of the people’s representatives of Commission II of the Badung House made a site inspection to Hotels Kempinski’s development project in Sawangan, on Tuesday (Aug. 18). The inspection team found that the designated borderline of the cliff had been violated and that the height of the building was also potentially in violation of the rules and regulations governing such projects.

“At first glance the height of the building indeed appears to exceed the regulated height for buildings.

KUTA - The National Disaster Mitigation Board (BNPB) has provided ten helicopters, which will be used to help extinguish forest and land fires in a number of regions in Indonesia, an official stated.

“We have conducted water bombing by allocating 10 helicopters, six of them have been operational,” BNPB spokesman Sutopo Purwo Nugroho said on Tuesday.

According to him, of the six helicopters, two had been used in Riau, two in South Kalimantan, one in West Kalimantan and the rest in Central Kalimantan.

In addition, in a bid to overcome forest and land fires in the midst of the prolonged drought, BNPB had also conducted cloud seeding in a number of areas among other things, in Riau, South Sumatra, West Kalim-

antan and Central Kalimantan.

Nugroho further said that two Air Force Hercules aircraft, one CN-295 aircraft and two Cassa 212 aircraft were used to conduct the cloud seeding.

The government had allocated Rp385 billion to overcome forest and land fires cases until September this year.

But if forest and land fires continue

to break out between October and December 2015, BNPB would need more funds, Nugroho pointed out.

In the meantime, forest fires have been reported in parts of the Sumatra Island, particularly Riau Province and Kalimantan Island.

BANGKOK — Police in Thailand released a sketch Wednesday of the man they believe carried out this week’s deadly Bangkok bombing, and offered a 1 million baht ($28,000) reward for help leading to his arrest. But apart from a rough portrait, authorities have few solid leads — they don’t know the bomber’s motive, where he’s from or if he’s still in the country.

According to Kotio, the elimination is performed per hamlet as it will be easier than doing it simultaneously at one village. “When carried out per hamlet, it will be easier to find land to bury the eliminated dogs, while if made simultaneously at a village, it will be difficult to find land,” explained Kotio.

The sketch was released after grainy security video footage showed the man leaving behind a backpack just 15 minutes before the blast at a popular downtown shrine. Police said the picture was also partly based on a description provided by a motorcycle taxi driver believed to have given him a ride on the night of the Monday blast.

Two days after the attack, which authorities have called the worst in Thai history, the open-air Erawan Shrine reopened to the public. But little is known about who carried out the blast that left 20 people dead and more than 120 injured, and no one has claimed responsibility.

Police chief Somyot Poompanmoung said authorities didn’t know if the suspect seen in the video was still in the country, whether he was Thai or a foreigner and were wondering if he wore a disguise to mask his identity. The sketch released Wednesday showed a young man in eyeglasses with bushy, dark hair that is cropped at the sides.

“If citizens or anyone can give us information or clues that leads to the arrest of this man I have set a reward of 1 million baht,” Somyot told reporters, adding that police believe the bomber

worked with accomplices.

“He didn’t do it alone, for sure. It’s a network,” Somyot said. Police spokesman Lt. Gen. Prawut Thavornsiri said the security footage appears to show two possible accomplices who are also considered suspects.

On Tuesday, police released still photos of the man seen in the video, wearing a yellow Tshirt and shorts. His hair appears shaggier in the video than the police sketch. The photographs show him both with and without a large, black backpack. A video posted separately on Thai media showed the same man sitting on a bench at the shrine, taking off the backpack and leaving it behind as he stood up to fiddle with his phone and then walked away. Time stamps on the footage show that he left the shrine 15 minutes before the Monday night explosion, which struck just before 7 p.m.

The attack has raised concerns about safety in a city that draws millions of tourists and had never experienced an attack of this magnitude.

SEOUL, South Korea — A Chinese-led consortium began preliminary work Wednesday to salvage a South Korean ferry that sank last year, killing more than 300 people, officials said.

South Korea awarded a $73 million contract earlier this month to the consortium led by China’s state-owned Shanghai Salvage Co. to raise the ferry Sewol. The company was involved in raising a cruise ship that sank in China’s Yangtze River in June, killing more than 400 people.

The consortium has sent a barge and a tug to the area to

be used as a base where about 150 divers, engineers and other workers will stay for the salvage project.

A diver worked underwater on Wednesday to examine conditions at the site, South Korea’s Ministry of Oceans and Fisheries said. Divers plan to do more underwater work such as photographing the ship in the next 10 days or so to help develop a salvage plan, ministry officials said.

Most of the victims were high school students who were on a field trip to a southern resort island. The bodies of 295 people have been

recovered but nine others are still missing.

Raising the ship is a key demand by bereaved families, who hope it will help locate the missing bodies and revel more details about the sinking. South Korean officials said they want the ship to be raised by next July.

The sinking was South Korea’s deadliest maritime disaster in decades and caused a rare bout of national soul-searching on public safety. The disaster was blamed on overloaded cargo, improper storage, botched rescue efforts and other negligence.(ap)

Japan trade deficit widens as export growth slows

TOKYO — Japan’s trade deficit widened to its largest level in five months in July, adding to worries over the recovery amid weakening demand in China for chemicals, machinery and electronics.

Though exports rose 7.6 percent from a year earlier, imports fell just 3.2 percent, less than forecast. The resulting 268.1 billion yen ($2.2 billion) deficit reported Wednesday compared with a deficit of 70.5 billion yen ($566 million) in June and was the biggest since Feburary.

Japan’s economy contracted at a 1.6 percent annual pace in April-June after a 4.5 percent expansion in the first three months of the year, sapped mainly by weaker than expected consumer spending, though exports also were a drag on growth, falling at a 16.5 percent annual pace.

“The trade deficit widened in July, and should continue to rise in coming months as the weaker yen pushes up import costs,” Marcel Thieliant of Capital Economics said in a research note.

Lower costs for imports of oil and gas thanks to the drop in crude oil prices have reduced Japan’s trade deficit in recent months.

The deficit in July was therefore 72 percent lower than in the same month a year earlier.

China’s recent move to devalue the yuan, making its own products more price competitive in overseas markets, has further deepened unease over the trade outlook.

The Japan External Trade Organization, or JETRO, issued a report Tuesday showing declining exports in the first half of the year to China, Japan’s biggest trading partner.

Measured in dollar terms, demand for imports of electronic devices — a mainstay of Japanese manufacturing — was nearly flat while exports of machinery fell 12.3 percent and exports of chemicals fell nearly 11 percent, it said.

Alit Putra said that based on information obtained by police, the youth at Penyabangan makes the T-shirt after getting inspiration from a movie entitled Jack the Ripper. They did not realize if the hammer and sickle image has been banned from use in any form. They designed the T-shirts to give support to Penyabangan youth when representing the Gerokgak subdistrict in the 45 km hike in 2010. Although there was no summons at that time, they are now aware that the hammer and sickle image has been banned from use.

“The dozens of T-shirts were made in 2010, while the word ‘Predator’ is the name of their group. There are no political elements in this case, and they did not know about the meaning of hammer and sickle image they have made,” he said.

Few — if any — want to stay in Greece, which is reeling from a financial crisis of its own and has an unemployment rate of more than 26 percent. Instead, they head to Greece’s northern border with Macedonia and from there cross the Balkans, heading to the more prosperous European countries of the north, particularly Germany and the Scandinavian countries.

Short-staffed and cash-strapped authorities on islands have been overwhelmed with the sheer numbers of daily arrivals and have struggled to cope with registering the new arrivals.

With the tourist season at its peak, another problem has arisen — regular ferries are fully booked with holidaymakers heading to and from the islands, meaning thousands of

migrants have been unable to find tickets to get to the Greek mainland and continue their journeys.

Hundreds of migrants have been camping out for days at the port of the island of Lesbos, which for months saw the largest numbers of arrivals in Greece. Similar scenes have appeared in other islands.

Authorities chartered a ferry they sent to Kos earlier this week, one of the most severely affected islands, where it acted as an accommodation and registration center for migrants.

The ferry set sail from Kos Wednesday morning with 1,308 migrants on board, the coast guard said, and headed to the nearby small islands of Kalymnos and Leros to pick up hundreds more before heading to the northern Greek port city of Thessaloniki. Hackers claim to have exposed Ashley Madison users on Web

LONDON — Hackers claim to have leaked a massive list of users from Ashley Madison, a matchmaking website for cheating spouses, saying its owners had refused to bow to their demands to close the site. A message posted online said “Time’s Up!” and accused parent company Avid Life Media of deceit and incompetence.

“Now everyone gets to see their data,” the statement said. Torontobased Avid Life Media, Inc. said in a statement Tuesday that it was aware of the claim and was investigating.

“The criminal, or criminals, involved in this act have appointed themselves as the moral judge, juror, and executioner,” the company said.

The Associated Press wasn’t immediately able to determine the authenticity of the leaked documents, but several security analysts who have scanned the data say they believe the dump is genuine.

One of them, TrustedSec CEO Dave Kennedy, said the dump included full names, passwords, street addresses, credit card information and “an extensive amount of internal data.” In a blog post, he said it seemed the hackers had access to Ashley Madison “for a long period of time.”

Errata Security CEO Rob Graham said he had counted more than 36 million accounts, although many appeared to be bogus. The overwhelming majority of the users were male, he said in a separate blog post.

The hackers’ motives aren’t entirely clear, although they have accused Ashley Madison of faking female profiles to keep male users interested. In its statement, Avid Life Media accused the hackers of seeking to impose “a personal notion of virtue on all of society.”

Saudi closes emergency ward after spike in MERS virus cases

RIYADH, Saudi Arabia — Saudi authorities closed an emergency ward in one of the kingdom’s largest hospitals after at least 46 people, including hospital staff, contracted the potentially fatal Middle East respiratory syndrome, also known as MERS, a health official said Wednesday.

Dr. Hanan Balkhi of the Health Ministry’s department for infectious diseases said that of the 46 people infected at King Abdulaziz Medical City in the capital, Riyadh, 15 were medical staff.

Another 20 people showing symptoms are currently being tested to see if they have contracted the

virus, she added. The patients from the ward, which is to remain closed for two weeks, are being transferred to other hospitals, she said.

Indonesia sinks 34 foreign boats to stop illegal fishing

ATHENS, Greece — Greece’s coast guard rescued hundreds of migrants in more than a dozen search and rescue operations, including one in which a toddler was found unconscious in one of the overcrowded dinghies, authorities said Wednesday.

The coast guard said picked up 534 migrants in 14 incidents off the coasts of the eastern Aegean islands of Lesbos, Chios, Agathonissi, Samos, Farmakonissi and Kos from Tuesday morning to Wednesday morning. Those numbers do not include the hundreds more who managed to reach the islands in overcrowded dinghies.

Separately, it said a child of about 2 or 3 years old was found unconscious in a dinghy spotted by a patrol helicopter and carrying 54 migrants off Samos. A coast guard vessel picked up the group and the child was taken to a hospital.

Greece seen record numbers of migrant arrivals this year, most fleeing conflict in Syria and Afghanistan. About 160,000 migrants have reached Greece so far since January, compared to 43,500 in all of 2014, according to figures from the United Nations refugee agency,

JAYAPURA - Bad weather on Wednesday hampered efforts to recover the bodies of 54 passengers and crew killed when a plane crashed in remote eastern Indonesia, an official said.

The plane operated by Indonesian carrier Trigana Air went down Sunday during a short flight in bad weather in Papua province, killing everyone on board.

Rescuers finally reached the crash site, near the settlement of Oksibil that had been the plane’s destination, two days later after initial efforts were hindered by the rough terrain, thick fog and heavy rain.

They found the ATR 42-300 twin-turboprop aircraft in pieces scattered across a fire-blackened clearing, and the bodies of those who had been aboard. They also recovered the plane’s black box flight data recorders.

It was just the latest air accident in Indonesia, which has a poor aviation safety record and has suffered major disasters in recent months, including the crash of an AirAsia plane in December with the loss of 162 lives.

Authorities planned to airlift the dead from the site but continuing bad weather Wednesday had so far made this impossible, said Captain Beni Sumaryanto,

Trigana Air’s service director of operations.

“The weather is not good today, only 500 metres (1,600 feet) visibility,” he told AFP from Jayapura, Papua’s capital. “It’s terrible.”

Two helicopters were ready to help with the recovery, he said.

About 75 people stayed overnight near the crash site expecting to begin the recovery on Wednesday.

A team of three investigators from France’s BEA agency, which probes air accidents, has headed to Indonesia along with four technical advisors from ATR, a European plane maker based in France, to look into the accident.

The plane was also carrying 6.5 billion rupiah ($470,000) in social assistance funds that were to be distributed to poor families. Some of the money has been found, although some of it is burnt.

The plane had set off from Jayapura on what was supposed to be a 45-minute flight to Oksibil, but lost contact 10 minutes before landing as it sought to descend in heavy cloud and rain.

The airline has said the accident was likely caused by bad weather.

Small aircraft are commonly used for transport in rugged Papua, one of the most remote corners of the sprawling Indonesian archipelago, and bad weather has caused

several accidents in recent years.

Federer wins opener in Cincy, Venus Williams & Sharapova out

MASON, Ohio — Roger Federer took a first step toward a seventh Cincinnati title on Tuesday night, beating Roberto Bautista Agut 6-4, 6-4 in his opening match. The Swiss star won the Western & Southern Open last year for his unprecedented sixth title at the longtime ATP Tour stop. He got a good start by easily handling the Spaniard, whom he has beaten in straight sets in all four of their matches.

On the women’s side, Maria Sharapova and Venus Williams dropped out of the tournament.

Sharapova is still bothered by an injured right leg, and Williams came down with a virus.

Federer worked out at his home in Switzerland instead of playing in the Rogers Cup last week. He was a little rusty at the outset on Tuesday, but got into a rhythm as the match went along. He didn’t face a break point during the 1-hour, 9-minute match, and lost only three points off his serve in the second set.

“It’s been a while since I’ve had a match,” Federer said. “So that’s what gets you in a different mood, different thinking. You know, I can switch it on very quickly. I only need literally like 10 minutes to really get ready for the match.”

John Isner’s summer surge ended with an opening-round loss to friend and doubles partner Sam Querrey, leaving the top-ranked American with some things to work out before the U.S. Open. Querrey was steady throughout a 6-3, 7-6 (3) win over the 11th-seeded Isner, the first upset on the men’s side.

Isner had won 11 of 13 matches on hard courts this summer, winning the title in Atlanta, reaching the final in Washington and advancing to the quarterfinals in Montreal.

He’ll rest heading into the Open.

Isner was worn down from the stretch of matches in those three tournaments.

“I have definitely felt better,” Isner said. “That’s the thing: You put some good weeks together, it can put you in a bit of a deficit the following week. Renault can make similar gains to those found by Ferrari with its Formula 1 engine, according to Toro Rosso technical director James Key. The French manufacturer has taken a verbal pounding from Red Bull this year, and its team principal Christian Horner in particular, due to the performance and reliability of its engines.

With Renault currently weighing up its options as to its future beyond 2017 - and a takeover of Lotus a strong possibility - Key believes it is “in their blood” to be able to turn things around.

“They’re very honest people to work with, they’ll acknowledge the fact there is a bit of work to do, but they’re working very hard to try and solve it, and I think they can,” Key told AUTOSPORT. “There’s a bit

to do, a bit of a gap, but Ferrari has made a massive step, and I’m sure Renault are capable of that too.

“We shouldn’t forget they’ve been around and had enormous success, both as a company and as an engine supplier in F1, and it’s in their blood to turn this thing around.

“With the progress they’re looking at for next year there is a much more confident atmosphere than there was this time last year.

“Last season there was still shock at how everything had unfolded, and it was a case of ‘Woah! OK, there’s some work to do here’. “And the beginning of this season they’ve had some reliability issues that have also caught them out.

“But going into next year there has been a perfect step back by a lot of the guys there, a few new

faces and a feeling of ‘we’ve got to nail it this time, so let’s not get too distracted and move along’.”

Key said he can appreciate the dissatisfaction felt by Red Bull over the past 18 months coming on the back of the team’s four-year titlewinning run from 2010-13.

“I don’t blame Red Bull for getting frustrated with the situation because these guys are used to winning championships, and they’re kitted up and funded to do so,” he added.

“There are two teams that make their own engine [Mercedes and Ferrari] and they are positioned first and second in the championship.

Stoke City’s new signing Xherdan Shaqiri has impressed all at training and the Premier League club cannot wait for the Swiss midfielder to make his debut against newly promoted Norwich City this weekend, assistant manager Mark Bowen has said.

Shaqiri, 23, joined Stoke for a club record fee of 12 million pounds ($18.82 million) but was forced to sit out the 2-2 draw against Tottenham Hotspur on Saturday as he was serving a one-match ban he picked up during his time at Inter Milan.

“Sadly, it wasn’t to be, but if you look at the positives from it then it’s great that he’s got a full week’s training with his new teammates before going into a Premier League game,” Bowen told the club’s website (www. stokecityfc.com).

“He’s worked well with the group this week and he’s certainly opened a

MADRID — Real Madrid acquired Mateo Kovacic from Inter Milan on Tuesday in an effort to strengthen its already talented midfield with the Spanish league season about to start.

The Spanish club said Kovacic had agreed to sign a six-year contract. He will be presented at the Santiago Bernabeu Stadium on Wednesday.

The 21-year-old Kovacic played for Inter for the past two seasons, scoring eight goals last year. He will join an already crowded squad and be united with Croatia teammate Luka Modric.

ROME — Lazio beat Bayer Leverkusen 1-0 in the first leg of their Champions League playoff on Tuesday, with halftime substitute Keita scoring the only goal of an entertaining match.

The 20-year-old Keita, who had added more bite to the Lazio attack after replacing Miroslav Klose, struck in the 77th minute.

Tim Sherwood looking to trim Villa squad

Manager Tim Sherwood said he wants to offload some members of his Aston Villa squad before the transfer window closes on Sept. 1, the Birmingham Mail reported. Villa currently have 29 players in their 25-man senior squad, but that number includes several under-21 players who do not count towards their total under Premier League rules.

“There are still some players here who know they can find other clubs,” the British daily quoted the manager as saying.

“But I think the balance of the squad is getting a lot better.

“There are some encouraging signs but it’s very early days,” Sherwood added.

Villa could allow the likes of Philippe Senderos, Charles

N’Zogbia and Kieran Richardson to leave before deadline day, the Mail said.

The club were boosted by the return of midfielder Jack Grealish, who returned from a hamstring injury to play the full 90 minutes and score for the U21s in a 1-0 win at Derby County on Monday.

The 19-year-old could be available for Villa’s league trip to Crystal Palace on Saturday. Midfielder Carles Gil also featured in the game but went off in the second half with a tight groin.

“The Derby match was a good workout for the boys. I thought Jack was very good. He played to the last minute,” Sherwood said. “He looked fit enough to maybe be up for selection this weekend,” the manager added.

Sherwood is also confident that midfielder Ashley Westwood, who recently signed a new five-year contract with the club, will play for England this season.

“I will be very surprised if Ashley doesn’t play for England this season. I am not sure they have found a replacement for him yet,” the manager added.

Stoke City’s new signing Xherdan Shaqiri has impressed all at training and the Premier League club cannot wait for the Swiss midfielder to make his debut against newly promoted Norwich City this weekend, assistant manager Mark Bowen has said.

Shaqiri, 23, joined Stoke for a club record fee of 12 million pounds ($18.82 million) but was forced to sit out the 2-2 draw against Tottenham Hotspur on Saturday as he was serving a one-match ban he picked up during his time at Inter Milan.

Real Madrid signs Mateo Kovacic from Inter Milan

MADRID — Real Madrid acquired Mateo Kovacic from Inter Milan on Tuesday in an effort to strengthen its already talented midfield with the Spanish league season about to start.

The Spanish club said Kovacic had agreed to sign a six-year contract. He will be presented at the Santiago Bernabeu Stadium on Wednesday.

The 21-year-old Kovacic played for Inter for the past two seasons, scoring eight goals last year. He will join an already crowded squad and be united with Croatia teammate Luka Modric.

ROME — Lazio beat Bayer Leverkusen 1-0 in the first leg of their Champions League playoff on Tuesday, with halftime substitute Keita scoring the only goal of an entertaining match.

The 20-year-old Keita, who had added more bite to the Lazio attack after replacing Miroslav Klose, struck in the 77th minute.

He raced from the halfway line before firing across into the bottom left corner to leave the Italian side with real hope of ending an eight-year absence from Europe’s premier competition.

Federer wins opener in Cincy, Venus Williams & Sharapova out

MASON, Ohio — Roger Federer took a first step toward a seventh Cincinnati title on Tuesday night, beating Roberto Bautista Agut 6-4, 6-4 in his opening match. The Swiss star won the Western & Southern Open last year for his unprecedented sixth title at the longtime ATP Tour stop. He got a good start by easily handling the Spaniard, whom he has beaten in straight sets in all four of their matches.

On the women’s side, Maria Sharapova and Venus Williams dropped out of the tournament.

Sharapova is still bothered by an injured right leg, and Williams came down with a virus.

Federer worked out at his home in Switzerland instead of playing in the Rogers Cup last week. He was a little rusty at the outset on Tuesday, but got into a rhythm as the match went along. He didn’t face a break point during the 1-hour, 9-minute match, and lost only three points off his serve in the second set.

“It’s been a while since I’ve had a match,” Federer said. “So that’s what gets you in a different mood, different thinking. You know, I can switch it on very quickly. I only need literally like 10 minutes to really get ready for the match.”

John Isner’s summer surge ended with an opening-round loss to friend and doubles partner Sam Querrey, leaving the top-ranked American with some things to work out before the U.S. Open. Querrey was steady throughout a 6-3, 7-6 (3) win over the 11th-seeded Isner, the first upset on the men’s side.

Isner had won 11 of 13 matches on hard courts this summer, winning the title in Atlanta, reaching the final in Washington and advancing to the quarterfinals in Montreal.

He’ll rest heading into the Open.

Isner was worn down from the stretch of matches in those three tournaments.

“I have definitely felt better,” Isner said. “That’s the thing: You put some good weeks together, it can put you in a bit of a deficit the following week. But regardless, it’s disappointing to lose.” Querrey improved to 4-1 against Isner. He also beat him in straight sets in the quarterfinals at Memphis this year.

Renault can make similar gains to those found by Ferrari with its Formula 1 engine, according to Toro Rosso technical director James Key. The French manufacturer has taken a verbal pounding from Red Bull this year, and its team principal Christian Horner in particular, due to the performance and reliability of its engines.

With Renault currently weighing up its options as to its future beyond 2017 - and a takeover of Lotus a strong possibility - Key believes it is “in their blood” to be able to turn things around.

“They’re very honest people to work with, they’ll acknowledge the fact there is a bit of work to do, but they’re working very hard to try and solve it, and I think they can,” Key told AUTOSPORT. “There’s a bit

to do, a bit of a gap, but Ferrari has made a massive step, and I’m sure Renault are capable of that too.

“We shouldn’t forget they’ve been around and had enormous success, both as a company and as an engine supplier in F1, and it’s in their blood to turn this thing around.

“With the progress they’re looking at for next year there is a much more confident atmosphere than there was this time last year.

“Last season there was still shock at how everything had unfolded, and it was a case of ‘Woah! OK, there’s some work to do here’. “And the beginning of this season they’ve had some reliability issues that have also caught them out.

“But going into next year there has been a perfect step back by a lot of the guys there, a few new

faces and a feeling of ‘we’ve got to nail it this time, so let’s not get too distracted and move along’.”

Key said he can appreciate the dissatisfaction felt by Red Bull over the past 18 months coming on the back of the team’s four-year titlewinning run from 2010-13.

“I don’t blame Red Bull for getting frustrated with the situation because these guys are used to winning championships, and they’re kitted up and funded to do so,” he added.

“There are two teams that make their own engine [Mercedes and Ferrari] and they are positioned first and second in the championship.

Greek coast guard rescues hundreds off Aegean islands the UNHCR. More than four-fifths are from Syria, and 14 percent from Afghanistan.

Few — if any — want to stay in Greece, which is reeling from a financial crisis of its own and has an unemployment rate of more than 26 percent. Instead, they head to Greece’s northern border with Macedonia and from there cross the Balkans, heading to the more prosperous European countries of the north, particularly Germany and the Scandinavian countries.

Short-staffed and cash-strapped authorities on islands have been overwhelmed with the sheer numbers of daily arrivals and have struggled to cope with registering the new arrivals.

With the tourist season at its peak, another problem has arisen — regular ferries are fully booked with holidaymakers heading to and from the islands, meaning thousands of

migrants have been unable to find tickets to get to the Greek mainland and continue their journeys.

Hundreds of migrants have been camping out for days at the port of the island of Lesbos, which for months saw the largest numbers of arrivals in Greece. Similar scenes have appeared in other islands.

Authorities chartered a ferry they sent to Kos earlier this week, one of the most severely affected islands, where it acted as an accommodation and registration center for migrants.

The ferry set sail from Kos Wednesday morning with 1,308 migrants on board, the coast guard said, and headed to the nearby small islands of Kalymnos and Leros to pick up hundreds more before heading to the northern Greek port city of Thessaloniki. The ship was expected to arrive there early Thursday. (ap)

Hackers claim to have exposed Ashley Madison users on Web

LONDON — Hackers claim to have leaked a massive list of users from Ashley Madison, a matchmaking website for cheating spouses, saying its owners had refused to bow to their demands to close the site. A message posted online said “Time’s Up!” and accused parent company Avid Life Media of deceit and incompetence.

“Now everyone gets to see their data,” the statement said. Torontobased Avid Life Media, Inc. said in a statement Tuesday that it was aware of the claim and was investigating.

“The criminal, or criminals, involved in this act have appointed themselves as the moral judge, juror, and executioner,” the company said.

The Associated Press wasn’t immediately able to determine the authenticity of the leaked documents, but several security analysts who have scanned the data say they believe the dump is genuine.

One of them, TrustedSec CEO Dave Kennedy, said the dump included full names, passwords, street addresses, credit card information and “an extensive amount of internal data.” In a blog post, he said it seemed the hackers had access to Ashley Madison “for a long period of time.”

Errata Security CEO Rob Graham said he had counted more than 36 million accounts, although many appeared to be bogus. The overwhelming majority of the users were male, he said in a separate blog post.

Saudi closes emergency ward after spike in MERS virus cases

RIYADH, Saudi Arabia — Saudi authorities closed an emergency ward in one of the kingdom’s largest hospitals after at least 46 people, including hospital staff, contracted the potentially fatal Middle East respiratory syndrome, also known as MERS, a health official said Wednesday.

Dr. Hanan Balkhi of the Health Ministry’s department for infectious diseases said that of the 46 people infected at King Abdulaziz Medical City in the capital, Riyadh, 15 were medical staff.

Another 20 people showing symptoms are currently being tested to see if they have contracted the

virus, she added. The patients from the ward, which is to remain closed for two weeks, are being transferred to other hospitals, she said.

Indonesia sinks 34 foreign boats to stop illegal fishing

ATHENS, Greece — Greece’s coast guard rescued hundreds of migrants in more than a dozen search and rescue operations, including one in which a toddler was found unconscious in one of the overcrowded dinghies, authorities said Wednesday.

The coast guard said picked up 534 migrants in 14 incidents off the coasts of the eastern Aegean islands of Lesbos, Chios, Agathonissi, Samos, Farmakonissi and Kos from Tuesday morning to Wednesday morning. Those numbers do not include the hundreds more who managed to reach the islands in overcrowded dinghies.

The plane operated by Indonesian carrier Trigana Air went down Sunday during a short flight in bad weather in Papua province, killing everyone on board.

Rescuers finally reached the crash site, near the settlement of Oksibil that had been the plane’s destination, two days later after initial efforts were hindered by the rough terrain, thick fog and heavy rain.

They found the ATR 42-300 twin-turboprop aircraft in pieces scattered across a fire-blackened clearing, and the bodies of those who had been aboard. They also recovered the plane’s black box flight data recorders.

It was just the latest air accident in Indonesia, which has a poor aviation safety record and has suffered major disasters in recent months, including the crash of an AirAsia plane in December with the loss of 162 lives.

Authorities planned to airlift the dead from the site but continuing bad weather Wednesday had so far made this impossible, said Captain Beni Sumaryanto,

Trigana Air’s service director of operations.

“The weather is not good today, only 500 metres (1,600 feet) visibility,” he told AFP from Jayapura, Papua’s capital. “It’s terrible.”

Two helicopters were ready to help with the recovery, he said.

About 75 people stayed overnight near the crash site expecting to begin the recovery on Wednesday.

A team of three investigators from France’s BEA agency, which probes air accidents, has headed to Indonesia along with four technical advisors from ATR, a European plane maker based in France, to look into the accident.

The plane was also carrying 6.5 billion rupiah ($470,000) in social assistance funds that were to be distributed to poor families. Some of the money has been found, although some of it is burnt.

The plane had set off from Jayapura on what was supposed to be a 45-minute flight to Oksibil, but lost contact 10 minutes before landing as it sought to descend in heavy cloud and rain.

The airline has said the accident was likely caused by bad weather.

Japan trade deficit widens as export growth slows

TOKYO — Japan’s trade deficit widened to its largest level in five months in July, adding to worries over the recovery amid weakening demand in China for chemicals, machinery and electronics.

Though exports rose 7.6 percent from a year earlier, imports fell just 3.2 percent, less than forecast. The resulting 268.1 billion yen ($2.2 billion) deficit reported Wednesday compared with a deficit of 70.5 billion yen ($566 million) in June and was the biggest since Feburary.

Japan’s economy contracted at a 1.6 percent annual pace in April-June after a 4.5 percent expansion in the first three months of the year, sapped mainly by weaker than expected consumer spending, though exports also were a drag on growth, falling at a 16.5 percent annual pace.

“The trade deficit widened in July, and should continue to rise in coming months as the weaker yen pushes up import costs,” Marcel Thieliant of Capital Economics said in a research note.

Lower costs for imports of oil and gas thanks to the drop in crude oil prices have reduced Japan’s trade deficit in recent months.

The deficit in July was therefore 72 percent lower than in the same month a year earlier.

China’s recent move to devalue the yuan, making its own products more price competitive in overseas markets, has further deepened unease over the trade outlook.

The Japan External Trade Organization, or JETRO, issued a report Tuesday showing declining exports in the first half of the year to China, Japan’s biggest trading partner.

Measured in dollar terms, demand for imports of electronic devices — a mainstay of Japanese manufacturing — was nearly flat while exports of machinery fell 12.3 percent and exports of chemicals fell nearly 11 percent, it said.

Alit Putra said that based on information obtained by police, the youth at Penyabangan makes the T-shirt after getting inspiration from a movie entitled Jack the Ripper. They did not realize if the hammer and sickle image has been banned from use in any form. They designed the T-shirts to give support to Penyabangan youth when representing the Gerokgak subdistrict in the 45 km hike in 2010. Although there was no summons at that time, they are now aware that the hammer and sickle image has been banned from use.

“The dozens of T-shirts were made in 2010, while the word ‘Predator’ is the name of their group. There are no political elements in this case, and they did not know about the meaning of hammer and sickle image they have made,” he said.

Police release sketch of Bangkok bomb suspect, offer reward

Dog elimination is done to prevent the spread of rabies in Bali

BANGKOK — Police in Thailand released a sketch Wednesday of the man they believe carried out this week’s deadly Bangkok bombing, and offered a 1 million baht ($28,000) reward for help leading to his arrest. But apart from a rough portrait, authorities have few solid leads — they don’t know the bomber’s motive, where he’s from or if he’s still in the country.

The Head of the Tabanan Livestock Agency, Wayan Kotio, explained that the making of bullets is quite expensive around IDR 10,000 each. For this reason, his party admitted to be unable to perform mass elimination so that it is conducted selectively. “Elimination will be still being done selectively. It can only be done after

the budget has been disbursed,” said Kotio.

Throughout 2015, a total of 23 dogs are found positive to rabies where 10 of them are found in Tabanan subdistrict. So far, the number of dogs having been eliminated reaches 1,932 heads where they are mostly conducted in Penebel subdistrict (585 heads), Selema-

deg (285 heads) and Tabanan (138 heads). Kotio further added that all this time the elimination is done on request of each hamlet. In doing the dog elimination, it is done through coordination with local authorities and customary officers. Before the elimination, it is preceded with dissemination so that when the elimination takes place no pet dogs of residents become the target of elimination. “So, the elimination is only targeting wild dogs,” he said.

In the process of elimination, the cooperation with village officials is very important, especially

in terms of performing spiritual notification (ngatur piuning) at village temple to ask for permission to eliminate dogs as well as the determination of land for the burial site of the dead dogs. According to Kotio, the elimination is performed per hamlet as it will be easier than doing it simultaneously at one village. “When carried out per hamlet, it will be easier to find land to bury the eliminated dogs, while if made simultaneously at a village, it will be difficult to find land,” explained Kotio.

Elimination is the last option

for the handling after rabies vaccination. According to Kotio, so far the vaccination has been made to approximately 28,175 heads. It is only half of the estimated dog population in Tabanan reaching 48,000 heads. Kotio explained that the vaccinated dogs are generally breed one.

“Vaccination is carried out to a pet dog that can be held and has the owner. Conversely, it is difficult to vaccinate wild dogs,” explained Kotio. In other words, half of the estimated dog population in Tabanan is stray dogs. (kmb24)

The sketch was released after grainy security video footage showed the man leaving behind a backpack just 15 minutes before the blast at a popular downtown shrine. Police said the picture was also partly based on a description provided by a motorcycle taxi driver believed to have given him a ride on the night of the Monday blast.

Two days after the attack, which authorities have called the worst in Thai history, the open-air Erawan Shrine reopened to the public. But little is known about who carried out the blast that left 20 people dead and more than 120 injured, and no one has claimed responsibility.

Police chief Somyot Poompanmoung said authorities didn’t know if the suspect seen in the video was still in the country, whether he was Thai or a foreigner and were wondering if he wore a disguise to mask his identity. The sketch released Wednesday showed a young man in eyeglasses with bushy, dark hair that is cropped at the sides.

“If citizens or anyone can give us information or clues that leads to the arrest of this man I have set a reward of 1 million baht,” Somyot told reporters, adding that police believe the bomber

worked with accomplices.

“He didn’t do it alone, for sure. It’s a network,” Somyot said. Police spokesman Lt. Gen. Prawut Thavornsiri said the security footage appears to show two possible accomplices who are also considered suspects.

On Tuesday, police released still photos of the man seen in the video, wearing a yellow Tshirt and shorts. His hair appears shaggier in the video than the police sketch. The photographs show him both with and without a large, black backpack. A video posted separately on Thai media showed the same man sitting on a bench at the shrine, taking off the backpack and leaving it behind as he stood up to fiddle with his phone and then walked away. Time stamps on the footage show that he left the shrine 15 minutes before the Monday night explosion, which struck just before 7 p.m.

The attack has raised concerns about safety in a city that draws millions of tourists and had never experienced an attack of this magnitude.

SEOUL, South Korea — A Chinese-led consortium began preliminary work Wednesday to salvage a South Korean ferry that sank last year, killing more than 300 people, officials said.

South Korea awarded a $73 million contract earlier this month to the consortium led by China’s state-owned Shanghai Salvage Co. to raise the ferry Sewol. The company was involved in raising a cruise ship that sank in China’s Yangtze River in June, killing more than 400 people.

The consortium has sent a barge and a tug to the area to

be used as a base where about 150 divers, engineers and other workers will stay for the salvage project.

A diver worked underwater on Wednesday to examine conditions at the site, South Korea’s Ministry of Oceans and Fisheries said. Divers plan to do more underwater work such as photographing the ship in the next 10 days or so to help develop a salvage plan, ministry officials said.

Most of the victims were high school students who were on a field trip to a southern resort island. The bodies of 295 people have been

recovered but nine others are still missing.

Raising the ship is a key demand by bereaved families, who hope it will help locate the missing bodies and revel more details about the sinking. South Korean officials said they want the ship to be raised by next July.

The sinking was South Korea’s deadliest maritime disaster in decades and caused a rare bout of national soul-searching on public safety. The disaster was blamed on overloaded cargo, improper storage, botched rescue efforts and other negligence.(ap)

FDA approves first pill aimed at boosting female libido

WASHINGTON — The Food and Drug Administration has approved the first prescription drug designed to boost sexual desire in women, a milestone long sought by a pharmaceutical industry eager to replicate the blockbuster success of impotence drugs for men.

The Food and Drug Administration on Tuesday, Aug. 18, 2015, approved the first prescription drug designed to boost sexual desire in women, a milestone long sought by a pharmaceutical industry eager to replicate the blockbuster success of impotence drugs for men.

But stringent safety measures on the daily pill called Addyi mean it will probably never achieve the sales of Viagra, which has generated billions of dollars since the late 1990s.

The drug’s label will bear a boxed warning — the most serious type — alerting doctors and patients to the risks of dangerously low blood pressure and fainting, especially when the pill is combined with alcohol. The same problems can occur when taking the drug with other commonly prescribed medications, including antifungals used to treat yeast infections.

“Patients and prescribers should fully understand the risks associated with the use of Addyi before considering treatment,” said Dr. Janet Woodcock, director of the FDA’s drug center, in a statement announcing the approval Tuesday.

Under an FDA-imposed safety plan, doctors will only be able to prescribe Addyi after completing an online certification process that requires counseling patients about Addyi’s risks. Pharmacists will also need certification and will be required to remind patients not to drink alcohol while taking the drug.

Opponents of the drug say it’s not worth the side effects, which also include nausea, drowsiness and dizziness. They point out that the FDA rejected the drug twice, in 2010 and 2013, due to these risks.

“This is not a drug you take an hour before you have sex. You have to take it for weeks and months in order to see any benefit at all,” said Leonore Tiefer, a psychologist and sex therapist who organized a petition last month calling on the FDA to reject the drug.

Patients should stop taking the

drug after eight weeks if they do not see any improvement, notes the FDA release.

Sprout Pharmaceutical’s drug is intended to treat women who report emotional stress due to a lack of libido. Its approval marks a turnaround for the FDA, which previously rejected the drug twice due to lackluster effectiveness and side effects. The decision represents a compromise of sorts between two camps that have publicly feuded over the drug for years.

On one side, Sprout and its supporters have argued that women desperately need FDA-approved medicines to treat sexual problems.

On the other side, safety advocates and pharmaceutical critics warn that Addyi is a problem-prone drug for a questionable medical condition.

Beginning with the drug’s launch in mid-October, doctors who see patients complaining about a loss of sexual appetite will have a new option.

“Women are grasping, and I feel like we need to offer them something that acknowledges that, and that we can feel safe and comfortable with,” said Dr. Cheryl Iglesia, a surgeon and official with the American Congress of Obstetricians and Gynecologists.

The search for a pill to treat women’s sexual difficulties has been something of a holy grail for the pharmaceutical industry. It was pursued and later abandoned

by Pfizer, Bayer and Procter & Gamble, among others. But drugs that act on blood flow, hormones and other biological functions all proved ineffective.

Addyi, known generically as flibanserin, is the first drug that acts on brain chemicals that affect mood and appetite. (ap)

LONDON - E-cigarettes should be prescribed to smokers to help them quit the habit, British public health experts recommended in a study on Wednesday.

The study commissioned by health authority Public Health England (PHE) found that so-called “vaping” electronic cigarettes was 95 percent less dangerous than smoking traditional tobacco cigarettes.

But the study found that contrary to public perceptions, e-cigarettes did not endanger health in the same way as traditional tobacco cigarettes.

poses to their health,” said Professor Peter Hajek of Queen Mary University, another co-author.

The experts also said that there was no evidence so far that e-cigarettes were a route into smoking for children or non-smokers.

However, a US study of California high school students released Tuesday found those who tried e-cigarettes were more likely to also try traditional cigarettes or cigars. (afp)

Smoking is the leading cause of preventable deaths in England, accounting for over 80,000 a year, according to the National Health Service. Just under one in five of Britain’s population smoke.

“Smoking remains England’s number one killer and the best thing a smoker can do is to quit completely,” said Professor Kevin Fenton, director of health and wellbeing at PHE. “E-cigarettes are not completely risk-free but when compared to smoking, evidence shows they carry just a fraction of the harm.”

Hotel Kempinski allegedly violates cliff border designation

MANGUPURA - The ranks of the people’s representatives of Commission II of the Badung House made a site inspection to Hotels Kempinski’s development project in Sawangan, on Tuesday (Aug. 18). The inspection team found that the designated borderline of the cliff had been violated and that the height of the building was also potentially in violation of the rules and regulations governing such projects.

“At first glance the height of the building indeed appears to exceed the regulated height for buildings.

Because the building has sloping contours, a point zero must be determined from which the height can be measured,” explained Chairman of Commission II of the Badung House, I Nyoman Dirga Yusa, during the inspection.

Dirga Yusa, said that since the building is terraced on several levels, a zero point must be determined in order to measure the height of the building. As for allegation stat the cliff borderline is being infringed, it appears to be fairly obvious given the proximity of the building to the ravine.

“Buildings must be located twice as far as the height of the cliff,” he

explained.

After performing the inspection, a hearing was organized between The Badung House, the Human Settlement Agency and Municipal Police. “The facts that were encountered in the field will be looked at together, so as to come to an agreement about how to proceed,” he said.

Spokesman of Badung, A.A. Gede Raka Yuda stated that acting Regent of Badung, Nyoman Harry Yudha Saka, had requested a field inspection to assess allegations of infringements on the part of Hotel Kempinski.

“The acting regent is not required to conduct the inspection himself.

BNPB provides 10 helicopters to overcome forest fires

KUTA - The National Disaster Mitigation Board (BNPB) has provided ten helicopters, which will be used to help extinguish forest and land fires in a number of regions in Indonesia, an official stated.

“We have conducted water bombing by allocating 10 helicopters, six of them have been operational,” BNPB spokesman Sutopo Purwo Nugroho said on Tuesday.

According to him, of the six helicopters, two had been used in Riau, two in South Kalimantan, one in West Kalimantan and the rest in Central Kalimantan.

In addition, in a bid to overcome forest and land fires in the midst of the prolonged drought, BNPB had also conducted cloud seeding in a number of areas among other things, in Riau, South Sumatra, West Kalim-

antan and Central Kalimantan.

Nugroho further said that two Air Force Hercules aircraft, one CN-295 aircraft and two Cassa 212 aircraft were used to conduct the cloud seeding.

The government had allocated Rp385 billion to overcome forest and land fires cases until September this year.

But if forest and land fires continue

to break out between October and December 2015, BNPB would need more funds, Nugroho pointed out.

In the meantime, forest fires have been reported in parts of the Sumatra Island, particularly Riau Province and Kalimantan Island.

“The location for which the permit was issued falls within a radius of 12 miles from the shore. According to Law No. 23/2014 on Regional Governments, ocean areas that are located within 12 miles from the shore fall under the authority of the provincial government, therefore the regent of East Lombok is not allowed to issue permits for the utilization of this area, given that it is beyond his authority,” explained Suriadi who added that this amounts to an unlawful act on the part of the regent of East Lombok as the authority who issued the permit, and one which could be imposed with legal sanctions.

“It is illegal for an official to issue a permit for something that is beyond his authority and any permit thus issued is not legally recognized,” affirmed Suriadi.

The Executive Director of Walhi also mentioned that the the permit that the regent of Lombok issued to PT Dinamika Atria Raya did not follow standard procedures in that the application for the permit itself was the only grounds on which the permit was issued, thus resulting in legal uncertainty.

“The first paragraph of the permit that the regent approved states that it is a recommendation for PT Dinamika Atria Raya,” continued Suriadi.

According to Suriadi, the word ‘recommendation’ implies legal uncertainty as to whether the permit is a principle permit or a recommendation for the issuance of a permit. The vagueness of the intent and purpose of the permit issuance also opens a powerful legal loophole that could potentially be abused. Suriadi suspects that the principle permit is also being used PT Tirta Wahana Bali Internasiona, as the basis for preparing the environmental impact assessment (Amdal) for the Benoa Bay reclamation plan.

“Obviously this principle permit is in violation of the law. If it is used as the basis for preparing the Amdal, then arrangements of the Benoa Bay reclamation plan also violate the law,” said Suriadi.

As a result of this permit having been issued, he continued, the waters of Benoa Bay region are under threat, assuming that the marine sand to be mined from the waters of East Lombok - estimated at approximately 15 million cubic meters, would be used to reclaim Benoa Bay. This could potentially damage Benoa Bay waters and causes environmental disasters in Bali.

“On that account, Walhi Bali is asking the regent of East Lombok to immediately revoke the principle permit and to refrain from issuing any new permits associated with sea sand mining. We are also asking the Minister of the Environment to immediately stop the Amdal process that is currently under process with the Central Appraisal Commission of the Amdal,” said Suriadi. (kmb32)

Regent of East Lombok asks investor to meet four conditions

DENPASAR - The Bali Chapter of the Indonesia Environmental Forum (Walhi) , not only send a letter of protest, but also attached a copy of the principle permit issued by the Regent of East Lombok. The top of the permit reads: “Principle Permit Number: 473/503/PPT.I/2015” and further down it says that, in principle the government of East Lombok approves a request made by the Director of PT Dinamika Atria Raya, to make an investment in the mining sector.

However, in the second paragraph, the permit states that PT Dinamika Atria Raya is required to meet four conditions. The first condition is that PT Dinamika Atria Raya is required to

disseminate information about their plan to mine sea sand in the waters of East Lombok and that they must involve local communities, including coordinating with all related parties down to

the lowest levels of government so as to avoid any undesirable things from happening. Secondly, PT Dinamika Atria Raya must comply with all applicable laws and regulations in the conducting business operations.

Thirdly, there must be no overlap in designating third parties nor involve the interests of third parties. Fourthly, that this recommendation for a permit is not being bestowed to PT Dinamika Atria Raya as an operational license, but that it is however meant to be used for

the consideration of the issuance of further permits. Also that is cannot be used as collateral for other purposes and that management cannot be transferred to any other party.

At the bottom of the permit, the place and date of the issuance of the principle permit is recorded as; Selong on January 31, 2015. The document was signed by the Regent of East Lombok, Moch. Ali Bin Dachlan and is stamped with the official stamp of the regent of East Lombok. (kmb32)

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Lionel Richie named 2016 MusiCares person of the year

NASHVILLE, Tenn. — Singer-songwriter Lionel Richie has been named the 2016 MusiCares person of the year.

The Recording Academy on Tuesday named the four-time Grammy winner as the honoree of its annual MusiCares benefit gala, to be held Feb. 13 in Los Angeles, two days before the annual Grammy Awards.

Performers at the gala will include Pharrell Williams, Luke Bryan and Lady Antebellum.

More performers will be announced later.

Impact of moratorium, billboard tax slumps

DENPASAR - Moratorium policy of billboard conducted in Denpasar city has a significant impact on the tax acquisition.

As evidence, there is a decline in substantial tax in 2015. Moreover, the draft of the regional budget amendment indicates a decrease as much as IDR 4.4 billion compared to main budget designed at IDR 6.10 billion. In other words, in the amendment of regional budget 2015 the billboard tax revenue is designed at IDR 1.6 billion.

Financial memorandum of the budget amendment presented in a plenary session of the Bali House some time ago showed a decline in billboard tax having happened since 2014. From the target of IDR 5.7 billion in 2014, realization can only reach IDR 1.6 billion. In ad-

dition to billboard tax, other taxes such as the acquisition of fee of land and building (BPHTB) also decrease. Currently, the BPHTB tax of inheritance land is set at zero percent.

Last year the BPHTB tax target was set at IDR 145 billion but could

only be achieved at IDR 141.2 billion. The BPHTB tax cannot be entirely realized due to a decrease in the number of transaction compared to in 2013. Transactions in 2013 reached 10,800 times, while in 2014 only reached 8,000 transactions.

Responding to this fact, the PDI-P Faction in the Denpasar House through it spokesman A.A. Putu Gede Wibawa looked realistic. PDI-P saw the decline due to the billboard tax moratorium since 2013 ago. As for the BPHTB tax, he said, is very aware because there are changes

in the tax of heritage land. For this case, a transfer of title from parent to their children will not be charged. It is meant to prevent the heritage land from being sold.

In the meantime, the Division Head of Spatial Planning and Housing, Cipta Sudewa, said that the moratorium policy is taken to beautify the look of the city. At least the moratorium of billboard installation is applied to 24 points at main roads pursuant to the Mayoral Regulation No. 3/2014. The moratorium has been revoked as per May 15, 2014 with Mayoral Decree No.

568/2014.

Currently, the number of installed billboard on the 24 main road sections only amounts to 204 pieces while previously reached 700 units before the moratorium. DENPASAR - On Tuesday (Aug. 18), the Bali Chapter of Indonesia Environmental Forum (WALHI) sent a letter to the Regent of East Lombok and it forwarded to the Corruption Eradication Commission (KPK), Minister of Environment and Forestry, Minister of Maritime Affairs and Fisheries, Minister of Energy and Mineral Resources, Directorate General of Forestry Planning and Environmental Management, Ministry of Environment and Forestry, Director General of the Maritime, Coastal and Small Islands, Ministry of Maritime Affairs and Fisheries, Deputy Prevention Commission, and the Governor of NTB, protesting a permit that was issued for the mining of sea and sand.

According to Suriadi Darmoko, Executive Director of WALHI Bali, permit No. 473/503 / PPT.I/2015 that was issued by the Regent of East Lombok on on January 31, 2015 upon request from PT Dinamika Atria Raya on November 19, 2014 to mine sea and sand from the waters of East Lombok, was not in fact within his authoritative jurisdiction to issue.
