Carrie Fisher’s death caused by sleep apnea, other factors -coroner LOS ANGELES - The death last year of actor Carrie Fisher, best known for her role as Princess Leia in the “Star Wars” franchise, was due to sleep apnea and other causes, the Los Angeles County Coroner’s Office said in a statement on Friday. Fisher died aged 60 on Dec. 27, four days after she became unresponsive on a flight from London to Los Angeles and was rushed to a hospital. Fisher was a mental health advocate who spoke about her struggles with bipolar disorder and cocaine addiction. Aside from her film work, she was also popular as a writer and humorist and her memoir “The Princess Diarist” was released a few weeks before she died. The Los Angeles County Coroner’s Office conducted an examination of her body on Dec. 30 and has since found she died of sleep apnea and “other undetermined factors,” the coroner’s statement said. Fisher also had atherosclerotic heart disease and had used drugs, the statement said, but noted the significance of these factors in relation to her demise had not been ascertained. A watch commander for the coroner’s office declined to provide additional details on the findings, referring questions to a representative who was not immediately available. Carrie Fisher came from a Hollywood family, as the daughter of actor Debbie Reynolds and singer Eddie Fisher. The day after Carrie Fisher died, Reynolds, who starred in Hollywood musicals such as “Singin’ in the Rain,” suffered a stroke and died, aged 84. Eddie Fisher died in 2010. Born in Beverly Hills, Carrie Fisher got her show business start at age 12 in her mother’s Las Vegas nightclub act. She made her film debut as a teenager in 1975 comedy “Shampoo,” two years before her breakthrough in the first “Star Wars” movie. Fisher reprised the role in later “Star Wars” sequels, gaining sex symbol status in “Return of the Jedi” in 1983 when her Leia character wore a metallic gold bikini while enslaved by the diabolical Jabba the Hutt. In the 2015 film “Star Wars: The Force Awakens,” also known as “Episode VII” of the franchise, she appeared again as Leia, who by then had become an astute military general. (rtr)

Beyonce, 35, and rapper and music producer Jay Z, already have a five-year-old daughter, Blue Ivy. E! News, citing multiple unidentified sources, reported the birth and that Jay Z and Blue Ivy were seen at a Los Angeles area hospital on Thursday. Us Weekly, also citing multiple unidentified sources, reported that the couple welcomed twins earlier this week. “Bey and Jay are thrilled and have started sharing the news with their family and closest friends,” one unidentified source told PEOPLE. Reuters could not verify the reports. A representative for Beyonce did not respond immediately to a request for comment. The celebrity news websites did not provide additional details, such as the date and time the twins were born or the sex of the infants. The “Lemonade” singer, one of the most powerful women in the music business, announced the pregnancy on her Instagram account in February along with an image of her posed in lingerie and caressing a noticeable baby bump. The announcement got more than 8 million “likes” in the first 24 hours to become the “most-liked” Instagram ever. The R&B singer performed live at the Grammy awards in Los Angeles two weeks later, proudly displaying her swelling belly in a motherhood-themed show. She has since posted numerous pictures of her bare baby bump on her social media accounts. The birth of Blue Ivy caused a paparazzi storm in 2012, with New York’s Lenox Hill hospital shutting down part of its maternity wing to accommodate music’s royal couple. News of the pregnancy came less than a year after the release of Beyonce’s 2016 album “Lemonade,” in which she appeared to address long-standing rumors of trouble in her eight-year marriage. AVELAR — Raging forest fires in central Portugal killed at least 58 people, many of them trapped in their cars as flames swept over a road, in what the prime minister on Sunday called “the biggest tragedy of human life that we have known in years.” Nearly 60 other people were injured, including four firefighters and a seriously injured minor, Interior Ministry official Jorge Gomes told state broadcaster RTP. A lightning strike is believed to have sparked the blaze in the Pedrogao Grande area after investigators found a tree that was hit during a “dry thunderstorm,” the head of the national judicial police told Portuguese media. Dry thunderstorms are frequent when falling water evaporates before reaching the ground because of high temperatures. Portugal, like most southern European countries, is prone to forest fires in the dry summer months. “This is a region that has had fires because of its forests, but we cannot remember a tragedy of these proportions,” said Valdemar Alves, mayor of Pedrogao Grande. “I am completely stunned by the number

of deaths.” Authorities had previously said that 40 C (104 F) heat in recent days might have played a part in the inferno about 150 kilometers (95 miles) northeast of Lisbon. About 700 firefighters have been trying to put out the fires since Saturday, Gomes said. A huge wall of thick smoke and bright red flames towered over the top of trees near houses in the wooded region. Local resident Isabel Brandao told The Associated Press that she had feared for her life. “Yesterday we saw the fire but thought it was very far. I never thought it would come to this side,” she said. “At 3:30 a.m., my mother-

in-law woke me up quickly and we never went to sleep again. We were afraid the fire would reach us.” RTP showed terrifying images of several people on a road trying to escape the intense smoke that had reduced visibility to a question of a few meters (yards). A young man shared a bottle of water with a distraught woman as she stumbled down the road. Gomes said that at least 30 people were killed when their vehicles were engulfed by flames on a road between the towns of Figueiro dos Vinhos and Castanheira de Pera, and three others died from smoke inhalation in Figueiro dos Vinhos. The rest of the bodies were found outside of the cars or in the forest, the official said. The official also said that firefighting crews were having difficulties in battling the fire, which was “very violent” in at least two of its four fronts. The European Union said it had activated its civil protection efforts responding to a call for assistance by Portuguese

authorities. EU Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides expressed his condolences for the victims in a statement, saying the “EU is fully ready to help.” As a result, a Spanish firefighting aircraft was already assisting on Sunday morning and another one was expected to arrive later in the day. France was also sending three aircraft. Prime Minister Antonio Costa said that firefighting crews were having difficulties in approaching the area because the fire was “very intense.” On Sunday, Costa also tweeted his “deepest regret for the victims... and a word of encouragement and strength for all who help combat this scourge. The loss of life due to forest fire was the biggest in memory in Portugal. It has been over 50 years since 25 Portuguese soldiers perished fighting wildfires in 1966. Last August, an outbreak of fires across Portugal killed four people, including three on the island of

Madeira, and destroyed huge areas of forest. Portugal’s civil protection agency, which coordinates firefighting efforts, issued a warning of the increased risk for forest fires in Friday. Citing the high temperatures, it said that all outdoor fires were prohibited. Many world leaders, including French President Emmanuel Macron, Pope Francis and Indian Prime Minister Narendra Modi, expressed solidarity with Portugal. Spanish Prime Minister Mariano Rajoy tweeted that he is “overwhelmed by the tragedy at Pedrogao Grande. Migrant population needs to be well managed

Bali’s increasing population is not solely due to birth rates. Migrant populations are growing in urban areas as well as in the most remote villages. After the holiday of Lebaran when people return to their place of origin, the backflow into Bali has been increasing. Chairman of the Hindu Dharma Council of Indonesia (PHDI) Bali, Prof. Dr. IGN Sudiana, recently said that Balinese people need to be ready to respond to future challenges including the growing number of migrants looking for job opportunities in Bali. Balinese people need to be selective and dare to become guarantors of those who actually have a real job in Bali.

Sudiana added that Balinese culture is based on tolerance, so guest residents are generally welcomed and seldom seen as something that needs special attention.The government needs to be able to take firm action in the case of migrants who violate local rules, but this he said should be done in a suitable manner. The migrant population, said Sudiana needs to be well managed and Balinese people need to improve their competences and entrepreneurial spirit.

The government, he said is expected to be able to create job opportunities everywhere, including villages where tourism should be better developed. “If tourism serves as the locomotive of development and economic growth, the government should be smart and spread development efforts into the countryside. According to applicable laws, there should be no charge for TDUP submissions, but in this case the applicant was asked for a levy. Based on the report, an investigation was carried out and the two suspects were arrested in ‘operation red-handed’. “The modus operandi committed by the agency head includes writing the numbers 15, 50 and 75 on a piece of paper in reference to the IDR 15 million, IDR 50 million and IDR 75 million that the permit applicant was asked to pay”, said this former Badung police chief. How Berlin celebrates multiculturalism BERLIN - In times of growing nationalism and populism, the Karneval der Kulturen, an annual multicultural festival in Berlin, appears to be more necessary than ever. It has been celebrating tolerance and diversity since 1996. “In its 22nd year, [our festival] is more than ever for openness and cooperation, for courage and tolerance, for joy and human kindness,” explains the office of the Karneval der Kulturen, or Carnival of Cultures, on its website. This spirit has kept the festival running through some trying times. Until May 2017, the Karneval der Kulturen, which has been held every year since 1996, was struggling to attract the necessary financing. New federal requirements, which include hiring security services, meant that the festival needed an additional 185,000 euros ($207,500) to cover the event costs. At the last minute, the Senate Department for Integration, Labor and Social Affairs, as well as the Department for Culture and Europe, agreed to support the event, saving this year’s Karneval der Kulturen. Secretary of State for Integration, Daniel Tietze, was also relieved, pointing out how “important and essential” the major event was in the current political and social context.

GIANYAR — Alleged to have been caused by the revoked permit, the Gianyar Youth Festival held in the Astina Square of Gianyar was dissolved on Saturday (Jun. 17). Udiyana, said that the gubernatorial regulation is to be discussed by the executive branch of the house. The parliament is only in charge of making regional regulations. The parliament also is in charge of supervising the application of regional bylaws and gubernatorial regulations. “The stages of licensing for mining businesses including exploration mining businesses, production mining operations or people’s mining are entirely and technically set forth in the regulation. The regulation also includes the amount references for post-mining reclamation guarantee funds”, he said. According to Udiyana, the amount of the reclamation guarantee fund correlates to the permits and coverage of mining areas. However, he emphasized that this regional bylaw and the technical matters set forth in the regulation are not solely for mining licenses. “Pre-mining, implementation, and post-mining activities will be refereed to in the regulation. It can be seen in the joged bumbung parade by Giri Swara Ulangun from Lemukih village, Sawan, Buleleng, at Madya Mandala of the Denpasar Art Center on Saturday (Jun. 17). There was invited dancer who showcased the contents of his wallet for tipping while others were wearing wig.

The invited dancer wearing white wig is named Made Suardana. This man from Buleleng who is living in Denpasar admitted to often become invited dancer in the Joged Bumbung Parade. In this year’s Bali Arts Festival (BAF), he already danced as invited dancer for two times in the performance of the art envoy from Jembrana and Buleleng. “Ngibing is my hobby. Every year, one month before the BAF, I have prepared some properties like this wig,” he said. Suardana admitted that he liked to be different and weird. Venezuela’s Maduro slams Twitter after accounts blocked

CARACAS - Venezuela’s President Nicolas Maduro on Saturday said Twitter was an “expression of fascism” after accounts linked to his government were suspended, accusing the U.S. company of persecuting his followers. One of the Twitter accounts suspended belonged to Radio Miraflores, a station set up by Maduro that broadcasts from the presidential palace, including a salsa music program the president hosts. “Twitter in Venezuela today deactivated thousands of people’s accounts,” Maduro said at televised rally. “Simply for being ‘Chavistas,’” he said, using the term for followers of his predecessor, late socialist leader Hugo Chavez. Chavez was a pioneer among politicians in the use of Twitter, gathering millions of followers and frequently announcing news on the platform. Even today, Chavez’s 4 million followers beat Maduro’s 3 million.

Maduro encouraged a progovernment journalist to publish photos of the head of Twitter in Venezuela, to show people “who was responsible for the manipulation.” It was not immediately clear if Twitter has employees in Venezuela. Media contacts listed on Twitter’s corporate website did not return email requests for comment. The company does not list Caracas among the cities where it has international offices. It was not clear why the accounts were suspended, or how many had been affected. Earlier, Information Minister Ernesto Villegas said 180 accounts were hit. Villegas said the last tweet from one of the accounts @miraflores_ TV, reported comments by Maduro against U.S. Vice-President Mike Pence, made on Thursday. Tax overhaul in trouble as opposition to import tax grows

WASHINGTON — A key part of House Republicans’ plan to overhaul the way corporations pay taxes is on life support, leaving lawmakers scrambling to save one of President Donald Trump’s biggest priorities and increasing the chances the GOP will simply pass a tax cut instead of overhauling the tax code. A proposed tax on imports is central to the GOP plan to lower the overall corporate tax rate. It would generate about $1 trillion over the next decade to finance the lower rates without adding to the deficit. It would also provide strong incentives for U.S.-based companies to keep their operations in the United States and perhaps persuade companies to move overseas operations to the U.S. But the tax faces strong opposition from retailers, automakers and the oil industry, and a growing number of congressional Republicans have come out against it. They worry that it will increase the cost of imports, raising consumer prices. Majority Leader Mitch McConnell, R-Ky., says there probably aren’t enough votes to pass the import tax in the Senate — not a single Republican senator has publicly endorsed it. And a powerful group of House conservatives says it’s time to dump the idea. “The sooner we acknowledge that and get on with a plan that actually works and actually can build consensus, the better off we will be,” said Rep. Mark Meadows, R-N.C., chairman of the conserva-

tive Freedom Caucus. Even one of the biggest backers of the new tax says he is open to other ideas. Rep. Kevin Brady, R-Texas, has pushed the tax as chairman of the powerful House Ways and Means Committee. He still says it’s the best way to promote economic growth and domestic jobs, but he has softened his stance on alternatives. “I’m still confident that we’re going to stay at the table until we solve that problem, which is how do we stop U.S. jobs from continuing to leave the United States,” Brady said. “We’re going to remain open to the best ideas on how we do that.” On Tuesday, Brady proposed gradually phasing in the tax over five years to give corporations time to adjust. It wasn’t received well by opponents.

“Forcing consumers to pay more so that some profitable companies can operate tax-free is no better of an idea in five years than it is today,” said Brian Dodge of the Retail Industry Leaders Association. But if the import tax is dead, then what? “I would never declare anything dead until there was a fully formed alternative,” said Rohit Kumar, a former tax counsel to McConnell who now heads PwC’s Washington tax office. “I think that’s one of the big challenges that Republicans are struggling with right now.” Thirty-one years after the last tax overhaul, there is widespread agreement that the current system is too complicated and picks winners and losers, compelling companies to make decisions based on tax

implications instead of sound business reasons. The goal — for now — is to simplify the tax code and make it more efficient in a way that does not add to the federal government’s mounting debt. That means some would pay more and some would pay less, a heavy political lift among politicians who have deep political and practical disagreements. Lawmakers also are trying to overhaul taxes on individuals, which raises another set of big challenges. “It’s easier to get a coalition to cut taxes,” said Mark Mazur, a former Treasury official under President Barack Obama. “And if the conversation is, ‘how long do they last and how deep are the tax cuts,’ each party knows how to do that conversation. It’s not like you’re asking for a huge lift.” The new import tax, which is called a border adjustment tax, would radically change the way corporations are taxed. Under current law, corporations pay a top tax rate of 35 percent on their profits. But the tax code is filled with so many exemptions, deductions and credits

that most corporations pay a much lower rate. Under the proposed system, American companies that produce and sell their products in the U.S. would pay a new 20 percent tax on the profits from these sales. However, if a company exports a product, the profits from that sale would not be taxed by the U.S. Foreign companies that import goods to the U.S. would also have to pay the tax, and they would not be able to deduct the cost of the imported good as a business expense. Republicans in Congress and at the White House have been meeting behind closed doors for weeks to come up with viable alternatives. Democrats have been largely excluded from the talks, leaving Republicans with little room for error. “I still think that Republicans, out of pure political necessity, if nothing else, are likely to find a way to get some sort of tax bill to the president’s desk for his signature,” Kumar said. Whether it’s genuine tax reform or simply a tax cut “is still very much in question right now,” he added.(ap)

Tektekan, Used to Overcome Plague, Now Becomes Cultural Attraction

Each year ahead of the Nyepi (Day of Silence) celebration, there will a different atmosphere, especially at Kediri customary village, Tabanan. In other regions, ahead of the celebration may be graced with the making and parade of ogoh-ogoh (papier mâché demon) or bamboo cannon, but Kediri precisely holds cultural event in the form of Tektekan. It is named the Tektekan Kediri-Nangluk Merana. This event will take place for eleven days starting from March 17 through March 27, 2017 or on the Pengerupukan Day. The annual event will be packaged in a parade. Moreover, on March 25 and 26 this special event will be held in front of the Desa and Puseh Temple of Kediri customary village. In the meantime, the road closure will take place on March 27, 2017 where the route will reach the Kediri roundabout. Chief of Kediri customary village, AAG Ngurah Panji Wisnu, explained that during the eleven days, the entire customary villagers of Kediri ranging from children to adults will go around the village while playing the sounds from a variety of sources. They are ranging from kulkul (bamboo split drum), gong or okokan (large cow bell). Some have even been modified with the accompaniment of bleganjur. “In total, there are seven hamlets at Kediri customary village that will take turns to go round from one

hamlet to another hamlet existing is at our village,” he explained. Further, he said that tektekan tradition in the area of Kediri customary village is inherited from generation to generation. So far, there is no any record on the history of its origin. According to his ancestors, the tradition came together with the outbreaks in Kediri. “At that time, many residents were experiencing sickness to death and they also faced harvest failure because their paddy fields were attacked by pests,” he said. Due to concerns over the calamity occurred at that time, community leaders and temple priests agreed to invoke guidance by praying at local Puseh Temple. At that time, they got a clue if the pandemic could be eliminated by means of sounds. Armed with this clue, the residents of Kediri came down and went around the village

while playing tektekan for few days. Finally, it was proved that the plague attacking the customary village disappeared. Since then, the tektekan tradition has psychical function to dismiss plague. Its implementation cannot be predicted because it depends on the incidence of outbreak at the village. With the changing of time or more precisely from 2014 the tektekan tradition began to be transformed into an entertainment art. Moreover, local villagers agreed to hold this tradition as annual attraction coinciding with the Hindus celebrating Nyepi. During the execution of tektekan tradition at local customary village, the officials suggest road users to find alternative road section. “We’ve made coordination with police authority, especially on the security and traffic diversion,” he concluded. In addition to use very easy materials, the process of making it is also very simple. It doesn’t need a big machine or factory. Everything can be done at home. To make it, first the cassava must be pealed and cut into smaller pieces and then boiled. The red sugar chopped into smaller pieces so it can dissolved with the cassava. The sugar can also bolied along with the cassava to make a better taste. After finish, the cassava is crushed using traditional tool called Luhu which is a big stick made from wood. U.S. destroyer almost foundered after collision, bodies found - Seventh Fleet

YOKOSUKA - The bodies of missing sailors were found in flooded compartments of the USS Fitzgerald, which came close to sinking after a collision with a container ship off Japan tore a gash under the warship’s waterline, the U.S. Navy’s Seventh Fleet commander said on Sunday. An earlier Navy statement had said the bodies of several sailors were found in the berthing compartments inside the guided missile destroyer but U.S. Seventh fleet Commander Vice Admiral Joseph Aucoin declined to say how many. The search at sea has been called off, he told a news conference at Yokosuka naval base. Aucoin said the USS Fitzgerald could have foundered, or even sunk, but for the crew’s desperate efforts to save the ship. “The damage was significant. There was a big gash under the water,” Aucoin said. “A significant portion of the crew was sleeping” when the destroyer collided with the Philippineflagged container ship, destroying the commander’s cabin, he said. The Fitzgerald is salvageable, he said, but repairs will likely take months. “Hopefully less than a year. You will see the USS Fitzgerald back,” Aucoin said. Aucoin was asked if damage on the starboard side indicated the U.S. ship could have been at fault but he declined to speculate on the cause of the collision. Maritime rules suggest vessels are supposed to give way to ships on their starboard. NOTIFYING FAMILIES

Japanese media said all seven of the sailors who had been reported missing were found dead. The U.S. Seventh Fleet said in a statement earlier on Sunday: “Divers were able to access the space and found a number of bodies.” They were transferred to a U.S. naval hospital for identification, it said. “The families are being notified and being provided the support they need during this difficult time,” it said. The Fitzgerald collided with the merchant vessel

more than three times its size some 56 nautical miles southwest of Yokosuka early on Saturday. Three people were medically evacuated to the U.S. Naval Hospital in Yokosuka after the collision, including the ship’s commanding officer, Commander Bryce Benson, who was reported to be in stable condition, the Navy said. The other two were being treated for lacerations and bruises. The USS Fitzgerald sailed into port on Saturday evening, listing around 5 degrees, a U.S. Navy spokesman in Yokosuka said. The flooding was in two berthing compartments, the radio room and auxiliary machine room, he said. There were 285 crew onboard, the spokesman said. Benson took command of the Fitzgerald on May 13. He had previously commanded a minesweeper based in Sasebo in western Japan.

At least 58 feared dead in London tower fire, PM May admits failings LONDON - At least 58 people are feared to have died in the fire that engulfed a London tower block this week, police said on Saturday, as Prime Minister Theresa May admitted that the response from the authorities had not been good enough. With anger mounting over the government’s handling of the blaze, May met residents from the Grenfell Tower and vowed to personally oversee the recovery as protesters gathered to demonstrate in the streets around her residence for a second day. ing and presumed dead from a fire which ripped through the 24-storey social housing block as residents slept in the early hours of Wednesday morning. “Sadly at this time, there are 58 people who we have been told were in Grenfell Tower on the night that are missing and therefore sadly I have to assume that they are dead,” he said. If the number is confirmed, it would make the Grenfell Tower blaze the deadliest in London since World War Two. The toll had previously been put at 30. Government to build 60 suspension bridges in 2017

TEMANGGUNG - The Indonesian government would build some 60 small suspension bridges in 2017 to facilitate local residents and to expedite logistic distribution, President Joko Widodo said. The president made the statement after the inaugurating the Galeh River suspension bridge in Bulu, Temanggung district of Central Java. The plan has reflected the governments commitment to develop infrastructure equally in all regions throughout the country, he stated. “I have inaugurated big bridges, but such small bridges are also

important for infrastructure. With this suspension bridge, there will

be acceleration of logistic distribution, mobility of goods, and transportation of people,” Jokowi noted. Despite its small size, suspension bridges would bring huge benefit for goods and people movement, as well as commodity, to improve its cost and time efficiency, he added. “Suspension bridge is needed, especially between villages and sub districts. Without the bridge, residents would have to take longer routes, and this will be costly,” he remarked. Another reason for the government to build more suspension bridges is the countrys topographic condition. Since 2015, the government has begun to build 10 suspension bridges in Banten and four others in Magelang, Central Java. Papua and Sulawesi are regions that need suspension bridges mostly. Jokowi said that the 90-meter-long Galeh River bridge would be beneficial to local residents, especially school children. “It would be dangerous for children to cross this river or to transport commodities. When the river

overflows, they will have to take a very long route,” he remarked. The budget to construct a bridge is expected to range between Rp3 billion to Rp6 billion. “I have told the Minister of Public Work to give priority to the development of such bridges,” he

asserted, saying that this year the government would build some 60 suspension bridges. The bridge could be crossed by people, bicycles, and motorbikes. “Motorbike is important to transport tobacco, oil palm, cabbage, and chili,” Jokowi explained.(ant)

TARAKAN - Indonesia has deployed Sukhoi fighters at a base in northern Borneo to beef up security in case Islamist militants who overran a town in the Philippines try to flee southwards, an air force colonel told the Antara news agency. The head of the air base in Tarakan, a town in the Indonesian province of North Kalimantan on Borneo, said three Sukhoi jets that arrived on Friday would remain for a month in case radicals fighting the Philippine military in Marawi City sought to escape to Indonesia. “The militants might flee the Philippines and be forced to cross the border to Indonesia,” the Indonesian state news agency cited Colonel Didik Krisyanto as saying. The Philippine military said on Friday that some of the Islamist militants who stormed Marawi City in the south of the country last month may have mingled with evacuees to slip away during the battle that has raged for almost four weeks. The military says that up to 200 fighters, most of them from local insurgent groups that have pledged allegiance to Islamic State but also some foreign fighters, are holding out, using civilians as human shields and mosques as safe havens. The devastating collapse in security has alarmed neighbours such as Indonesia and Malaysia, and defence and army chiefs from the three countries are due

BEIJING - Former National Basketball Association star Dennis Rodman arrived in Beijing on Saturday after what he said was a “really good” 5-day trip to North Korea. Rodman, 56, said last week before departing for Pyongyang that he was trying to bring sports to the increasingly isolated nuclear-armed country, where he has previously met leader Kim Jong Un. “Everybody’s going to be happy. It was a good day. It was a good trip. A really good trip,” Rodman said. Wearing black clothing with the PotCoin logo - a crypto-currency used by the legal marijuana industry - Rodman fended off questions from dozens of journalists at the arrival gate. Asked repeatedly if he had met Kim, Rodman said: “You’ll find out.” He also declined to answer ques-

tions about whether he had played a role in the release of Otto Warmbier, an American student who was returned home on the day of Rodman’s arrival suffering from brain damage and in a state of unresponsive wakefulness, after more than a year in detention in North Korea. Tensions have escalated on the Korean peninsula over North Korea’s nuclear and missile tests and its vow to develop a nuclear-tipped missile capable of hitting the U.S. mainland, presenting U.S. President Donald Trump with perhaps his most pressing security worry. Rodman’s North Korea visits over the years have fuelled speculation that he could somehow facilitate a diplomatic breakthrough between Pyongyang and Washington. The U.S. State Department has said Rodman was travelling as a private citizen.

Rodman has faced ridicule and criticism for his trips to North Korea, which some U.S. politicians and activists view as serving only as fodder for North Korean propaganda. Rural Indian girls get discrimination-fighting tool: soccer

HUTUP — The aging bus meanders through the narrow streets of a tiny village in the eastern Indian state of Jharkhand, the smell of manure wafting through the air. A thick darkness blankets the neighborhood ahead of the early morning sunrise. It’s 5 a.m., and the young girls hop on the bus, one by one. They range in age from slightly older than toddlers to young women approaching their 20s. Some carry soccer balls.

They are heading to an immense empty field where they will hold their daily soccer practice, the younger ones eager to perfect their ball-handling skills while the teenagers act as coaches, earning money to pay for their education. For all of the girls, soccer — or football, as they call it — is an opportunity for them to overcome deeply entrenched discrimination in their rural villages. “We like to play football because there are only girls, some boys, but the teachers say if I have a problem, I can solve it with them,” says 13-year-old Pratibha Kumari as she walks to her home after practice. Pratibha was alluding to the biased views toward gender in India, particularly in rural areas like her village in Jharkhand. In India, 12 million adolescent girls — almost one in five — have experienced physical violence since the age of 15, and 2.6 million of girls aged 15-19 have experienced forced sexual intercourse or a forced sexual act, according to statistics from UNICEF. In Jharkhand, six in 10 girls marry before the legal age of 18. “This is the part of India no one in the cities of India really sees. But this is India — this is the norm,” says Franz Gastler, founder of Yuwa, a non-profit organization teaching girls soccer. Gastler, who originally hails from

Minnesota, started Yuwa in 2009 and added a school for girls in 2015. “Boys just harass girls here — it’s the norm and older women have grown up being abused, so they are used to it.” Yuwa seeks to empower the girls by showing them they have the right to focus on their education instead of getting married and starting a family, and the right to choose their life path. For several of the girls, Yuwa has allowed them to travel outside of the area around their village for the first time. Some have taken trips around India or even to Spain for a tournament. Around 300 girls participate in the Yuwa soccer program and about 80 of those girls attend the Yuwa School for Girls, Gastler, says. The organization, which has received a Nike Game Changers’ award, also hosts workshops to educate about health and life skills, such as menstruation, and parent meetings. Yuwa received more than $200,000 in monetary donations and grants and in-kind donations in 2016 from public and private sponsors, according to the organization’s financial records. Before the soccer drills start at the early morning practice, the girls laugh, cheer and gossip to each other. Here, on the soccer field, their backgrounds don’t define them. But as they share their stories, it’s easy to see the obstacles they face. Neeta Kumari, 17, is one of six children, five girls and one boy (The vast majority of girls in Jharkhand State have the title of kumari, which means unmarried girl, until they are married and it changes.) Her parents kept having children until they finally had a boy. Her three older sisters got married at 16 and 17, she says, and never finished their education. Now they are mothers with little hope for their future. But they support Neeta’s dream to become a journalist and her enthusiasm for soccer. “I feel very good because my sisters are supporting me,” she says. Having changed out of their soccer shorts, cleats and

striped socks, the girls arrive at the small cement school on the Yuwa campus in groups. Some arrive just as morning assembly starts, their hair still wet from washing it after practice. An assembly features skits performed by some of the girls in the language of Sadri, one of several languages spoken in Jharkhand. The state is home to 32 indigenous tribes, each with its own unique culture. About one-quarter to one-third of the girls at Yuwa are indigenous, but most speak Sadri at home, says Rose Thomson, education director at Yuwa. Though the school teaches English and Hindi, Thomson says it’s important for the girls to speak Sadri. “They have this idea that there is a hierarchy of languages: English, Hindi and then Sadri. They’ll get embarrassed to speak their own language. We talk about it quite a bit about how they should be proud of it and should speak their own language.” Radha Kumari was taunted for playing football. “Why are you playing a boy’s sport?” her family would ask her. She, instead, was supposed to be doing her chores and grazing cattle. Though she was 12, she had never attended school. Then she heard about Yuwa and the other girls attending a tournament in Spain. Radha, now 14, decided she should do the same thing. She joined the soccer group, traveled to Spain for a tournament and has now become a coach, teaching the younger girls drills and exercises and earning money to attend school. Older girls like Radha train to become coaches and earn money to pay for their education, teaching them that they can be self-reliant and earn their own money. She now dreams of becoming a mechanical engineer. “When I see my world, when I look at nature, bridges, airplanes and I think about it, it’s so creative and beautifully made and I want to do something like that,” she says. “I have a desire to learn something new.” (ap)

ST PETERSBURG - Russia breathed a sigh of relief on Saturday after its soccer team won the opening match of the Confederations Cup and the country demonstrated that one of its most problematic World Cup pitches was fit for international matches. Russia convincingly beat New Zealand 2-0 at the St Petersburg stadium in front of 50,251 people, including President Vladimir Putin and FIFA president Gianni Infantino, who addressed the crowd before kickoff. Putin welcomed fans to what he called a “big football festival” and thanked Infantino and FIFA for the faith they had shown in Russia. “The fact the leader of the country came to the match is on the one hand an additional positive, but it is also an additional responsibility,” Russia manager Stanislav Cherchesov, whose team face Portugal on Wednesday, told reporters. “We coped with the task before us,” Cherchesov said. Although Russia were under pressure to perform well on home soil after slipping to a record low 63rd in FIFA’s world rankings this month, the country faced even more scrutiny over issues off the pitch in the run-up to the two-week tournament. The 68,000-seat St Petersburg stadium will be a flagship venue at the 2018 World Cup and the home of Russian soccer powerhouse Zenit, but its decade-long construction marred by corruption allegations and delays has so far caused more disappointment than satisfaction. A new pitch had to be hastily laid before Saturday’s kickoff after uprooted chunks of grass and bare spots on the field spoiled the first match held at the new venue in April. Before the problems with the grass, issues with the stadium’s retractable pitch technology made the playing surface vibrate and rendered it unfit for matches. But on Saturday the pitch survived without noticeable damage. “I don’t know how it was to play on, but judging by the game it seemed the quality (of the pitch) was rather good. It allowed us to play,” Cherchesov said.

marred last year’s European Championship, Putin adopted legislation toughening punishments for stadium violence as part of a broader crackdown on hooliganism. The Russian interior ministry has since blacklisted 292 fans, effectively banning them from attending official sporting events. Russian fan leader Alexander Shprygin, who was deported from France during Euro 2016, told Reuters on Saturday that he had been barred from attending his country’s match against New Zealand just a few hours before kickoff. He said Confederations Cup organisers had notified him that his fan-ID, needed to attend matches, had been cancelled in what appeared to be a further attempt to curb violence. Russian authorities insist that the Confederations Cup’s ticketing system, which requires ticket holders to apply for a personalised fan-ID, ensures that all fans are screened and troublemakers are kept away. “The chances of losing the right to attend Confederations Cup and World Cup matches are significantly increased for people who are known to have committed serious violations,” the organising committee said in comments e-mailed to Reuters. FIFA has for the first time implemented a three-step procedure at the Confederations Cup that allows referees to stop matches in the event of racist or discriminatory incidents. At Saturday’s game there were two pre-game stadium announcements warning fans against discriminatory behaviour. FIFA general secretary Fatma Samoura said on Friday that the estimated attendance for the tournament would be 65 percent, and that Russia’s match against European champions Portugal had been sold out for weeks. But empty seats remain a concern, with Russia’s Sport Express reporting that some tickets were being handed out to state workers for free in a bid to fill the stands at an upcoming Confederations Cup match in Kazan. The tournament’s organising committee told Reuters it had launched a programme allowing “underprivileged Russian fans” to attend matches for free and that local authorities were in charge of distributing those tickets. Parma climb back into Serie B MILAN - Parma, demoted to the fourth tier of Italian football after being declared bankrupt two years ago, will play in Serie B next season after winning promotion for the second time in a row on Saturday. The former UEFA Cup winners beat Alessandria 2-0 in the playoff final of Lega Pro, the third tier of Italian football. “We fought tooth and nail to win this promotion,” said Parma captain Alessandro Lucarelli, who played for the team when they were in Serie A. “Only we in the dressing-room know what we have been through.”

Parma finished bottom of Serie A in 2014-15 after a chaotic season during which the club twice changed hands. Neeta Kumari, 17, is one of six children, five girls and one boy (The vast majority of girls in Jharkhand State have the title of kumari, which means unmarried girl, until they are married and it changes.) Her parents kept having children until they finally had a boy. Her three older sisters got married at 16 and 17, she says, and never finished their education. Now they are mothers with little hope for their future. But they support Neeta’s dream to become a journalist and her enthusiasm for soccer. “I feel very good because my sisters are supporting me,” she says. Having changed out of their soccer shorts, cleats and

striped socks, the girls arrive at the small cement school on the Yuwa campus in groups. Some arrive just as morning assembly starts, their hair still wet from washing it after practice. An assembly features skits performed by some of the girls in the language of Sadri, one of several languages spoken in Jharkhand. The state is home to 32 indigenous tribes, each with its own unique culture. About one-quarter to one-third of the girls at Yuwa are indigenous, but most speak Sadri at home, says Rose Thomson, education director at Yuwa. Though the school teaches English and Hindi, Thomson says it’s important for the girls to speak Sadri. “They have this idea that there is a hierarchy of languages: English, Hindi and then Sadri. They’ll get embarrassed to speak their own language. We talk about it quite a bit about how they should be proud of it and should speak their own language.” Radha Kumari was taunted for playing football. “Why are you playing a boy’s sport?” her family would ask her. She, instead, was supposed to be doing her chores and grazing cattle. Though she was 12, she had never attended school. Then she heard about Yuwa and the other girls attending a tournament in Spain. Radha, now 14, decided she should do the same thing. She joined the soccer group, traveled to Spain for a tournament and has now become a coach, teaching the younger girls drills and exercises and earning money to attend school. Older girls like Radha train to become coaches and earn money to pay for their education, teaching them that they can be self-reliant and earn their own money. She now dreams of becoming a mechanical engineer. “When I see my world, when I look at nature, bridges, airplanes and I think about it, it’s so creative and beautifully made and I want to do something like that,” she says. “I have a desire to learn something new.” (ap)

ST PETERSBURG - Russia breathed a sigh of relief on Saturday after its soccer team won the opening match of the Confederations Cup and the country demonstrated that one of its most problematic World Cup pitches was fit for international matches. Russia convincingly beat New Zealand 2-0 at the St Petersburg stadium in front of 50,251 people, including President Vladimir Putin and FIFA president Gianni Infantino, who addressed the crowd before kickoff. Putin welcomed fans to what he called a “big football festival” and thanked Infantino and FIFA for the faith they had shown in Russia. “The fact the leader of the country came to the match is on the one hand an additional positive, but it is also an additional responsibility,” Russia manager Stanislav Cherchesov, whose team face Portugal on Wednesday, told reporters. “We coped with the task before us,” Cherchesov said. Although Russia were under pressure to perform well on home soil after slipping to a record low 63rd in FIFA’s world rankings this month, the country faced even more scrutiny over issues off the pitch in the run-up to the two-week tournament. FIFA has for the first time implemented a three-step procedure at the Confederations Cup that allows referees to stop matches in the event of racist or discriminatory incidents. Rodman, 56, said last week before departing for Pyongyang that he was trying to bring sports to the increasingly isolated nuclear-armed country, where he has previously met leader Kim Jong Un. “Everybody’s going to be happy. It was a good day. It was a good trip. A really good trip,” Rodman said. Asked repeatedly if he had met Kim, Rodman said: “You’ll find out.” He also declined to answer ques-

tions about whether he had played a role in the release of Otto Warmbier, an American student who was returned home on the day of Rodman’s arrival suffering from brain damage and in a state of unresponsive wakefulness, after more than a year in detention in North Korea. Tensions have escalated on the Korean peninsula over North Korea’s nuclear and missile tests and its vow to develop a nuclear-tipped missile capable of hitting the U.S. mainland, presenting U.S. President Donald Trump with perhaps his most pressing security worry. Rodman’s North Korea visits over the years have fuelled speculation that he could somehow facilitate a diplomatic breakthrough between Pyongyang and Washington. The U.S. State Department has said Rodman was travelling as a private citizen.

Rodman has faced ridicule and criticism for his trips to North Korea, which some U.S. politicians and activists view as serving only as fodder for North Korean propaganda. His earlier visits to North Korea in 2013 and 2014 included a basketball game that he organised, an event chronicled in the documentary film “Big Bang in Pyongyang”, which featured Rodman singing “Happy Birthday” to Kim. U.S. destroyer almost foundered after collision, bodies found - Seventh Fleet

YOKOSUKA - The bodies of missing sailors were found in flooded compartments of the USS Fitzgerald, which came close to sinking after a collision with a container ship off Japan tore a gash under the warship’s waterline, the U.S. Navy’s Seventh Fleet commander said on Sunday. An earlier Navy statement had said the bodies of several sailors were found in the berthing compartments inside the guided missile destroyer but U.S. Seventh fleet Commander Vice Admiral Joseph Aucoin declined to say how many. The search at sea has been called off, he told a news conference at Yokosuka naval base. Aucoin said the USS Fitzgerald could have foundered, or even sunk, but for the crew’s desperate efforts to save the ship. “The damage was significant. There was a big gash under the water,” Aucoin said. “A significant portion of the crew was sleeping” when the destroyer collided with the Philippineflagged container ship, destroying the commander’s cabin, he said. The Fitzgerald is salvageable, he said, but repairs will likely take months. “Hopefully less than a year. You will see the USS Fitzgerald back,” Aucoin said. Aucoin was asked if damage on the starboard side indicated the U.S. ship could have been at fault but he declined to speculate on the cause of the collision. Maritime rules suggest vessels are supposed to give way to ships on their starboard. NOTIFYING FAMILIES

Japanese media said all seven of the sailors who had been reported missing were found dead. The U.S. Seventh Fleet said in a statement earlier on Sunday: “Divers were able to access the space and found a number of bodies.” They were transferred to a U.S. naval hospital for identification, it said. “The families are being notified and being provided the support they need during this difficult time,” it said. The Fitzgerald collided with the merchant vessel

more than three times its size some 56 nautical miles southwest of Yokosuka early on Saturday. Three people were medically evacuated to the U.S. Naval Hospital in Yokosuka after the collision, including the ship’s commanding officer, Commander Bryce Benson, who was reported to be in stable condition, the Navy said. The other two were being treated for lacerations and bruises. The USS Fitzgerald sailed into port on Saturday evening, listing around 5 degrees, a U.S. Navy spokesman in Yokosuka said. The flooding was in two berthing compartments, the radio room and auxiliary machine room, he said. There were 285 crew onboard, the spokesman said. Benson took command of the Fitzgerald on May 13. He had previously commanded a minesweeper based in Sasebo in western Japan.

At least 58 feared dead in London tower fire, PM May admits failings LONDON - At least 58 people are feared to have died in the fire that engulfed a London tower block this week, police said on Saturday, as Prime Minister Theresa May admitted that the response from the authorities had not been good enough. With anger mounting over the government’s handling of the blaze, May met residents from the Grenfell Tower and vowed to personally oversee the recovery as protesters gathered to demonstrate in the streets around her residence for a second day. Weakened by a botched election gamble last week, May has been criticised for her muted response to the fire and had to be rushed away from a meeting with residents on Friday under heavy police guard as protesters shouted “Shame on you”. “The response of the emergency services, National Health Service, and the community has been heroic,” May said in a statement. “But, frankly, the support on the ground for families who needed help or basic information in the initial hours after this appalling disaster was not good enough.” London Police Commander Stuart Cundy said the toll of 58 represented those who were miss-

ing and presumed dead from a fire which ripped through the 24-storey social housing block as residents slept in the early hours of Wednesday morning. “Sadly at this time, there are 58 people who we have been told were in Grenfell Tower on the night that are missing and therefore sadly I have to assume that they are dead,” he said. If the number is confirmed, it would make the Grenfell Tower blaze the deadliest in London since World War Two. The toll had previously been put at 30. While the blaze has prompted an outpouring of generosity, with many people donating provisions and clothes, it has also unleashed rage at the authorities as the charred tower was cast as a deadly symbol of a deeply divided society. On Friday angry protesters chanting “We want justice” stormed their way into the Kensington and Chelsea town hall to try to confront the leaders of the local council. Residents of the destroyed tower said May was far too slow to visit the stricken community, that the building had been unsafe and that officials have failed to give enough information and support to those who have lost relatives and their homes. Government to build 60 suspension bridges in 2017

TEMANGGUNG - The Indonesian government would build some 60 small suspension bridges in 2017 to facilitate local residents and to expedite logistic distribution, President Joko Widodo said. The president made the statement after the inaugurating the Galeh River suspension bridge in Bulu, Temanggung district of Central Java. The plan has reflected the governments commitment to develop infrastructure equally in all regions throughout the country, he stated. “I have inaugurated big bridges, but such small bridges are also

important for infrastructure. With this suspension bridge, there will

be acceleration of logistic distribution, mobility of goods, and transportation of people,” Jokowi noted. Despite its small size, suspension bridges would bring huge benefit for goods and people movement, as well as commodity, to improve its cost and time efficiency, he added. “Suspension bridge is needed, especially between villages and sub districts. Without the bridge, residents would have to take longer routes, and this will be costly,” he remarked. Another reason for the government to build more suspension bridges is the countrys topographic condition. Since 2015, the government has begun to build 10 suspension bridges in Banten and four others in Magelang, Central Java. Papua and Sulawesi are regions that need suspension bridges mostly. Jokowi said that the 90-meter-long Galeh River bridge would be beneficial to local residents, especially school children. “It would be dangerous for children to cross this river or to transport commodities. When the river

overflows, they will have to take a very long route,” he remarked. The budget to construct a bridge is expected to range between Rp3 billion to Rp6 billion. “I have told the Minister of Public Work to give priority to the development of such bridges,” he

asserted, saying that this year the government would build some 60 suspension bridges. The bridge could be crossed by people, bicycles, and motorbikes. “Motorbike is important to transport tobacco, oil palm, cabbage, and chili,” Jokowi explained.(ant)

TARAKAN - Indonesia has deployed Sukhoi fighters at a base in northern Borneo to beef up security in case Islamist militants who overran a town in the Philippines try to flee southwards, an air force colonel told the Antara news agency. The head of the air base in Tarakan, a town in the Indonesian province of North Kalimantan on Borneo, said three Sukhoi jets that arrived on Friday would remain for a month in case radicals fighting the Philippine military in Marawi City sought to escape to Indonesia. “The militants might flee the Philippines and be forced to cross the border to Indonesia,” the Indonesian state news agency cited Colonel Didik Krisyanto as saying. The Philippine military said on Friday that some of the Islamist militants who stormed Marawi City in the south of the country last month may have mingled with evacuees to slip away during the battle that has raged for almost four weeks. The military says that up to 200 fighters, most of them from local insurgent groups that have pledged allegiance to Islamic State but also some foreign fighters, are holding out, using civilians as human shields and mosques as safe havens. The devastating collapse in security has alarmed neighbours such as Indonesia and Malaysia, and defence and army chiefs from the three countries are due

Lawmakers also are trying to overhaul taxes on individuals, which raises another set of big challenges. “It’s easier to get a coalition to cut taxes,” said Mark Mazur, a former Treasury official under President Barack Obama. “And if the conversation is, ‘how long do they last and how deep are the tax cuts,’ each party knows how to do that conversation. It’s not like you’re asking for a huge lift.” The new import tax, which is called a border adjustment tax, would radically change the way corporations are taxed. Under current law, corporations pay a top tax rate of 35 percent on their profits. But the tax code is filled with so many exemptions, deductions and credits

that most corporations pay a much lower rate. Under the proposed system, American companies that produce and sell their products in the U.S. would pay a new 20 percent tax on the profits from these sales. However, if a company exports a product, the profits from that sale would not be taxed by the U.S. Foreign companies that import goods to the U.S. would also have to pay the tax, and they would not be able to deduct the cost of the imported good as a business expense. Republicans in Congress and at the White House have been meeting behind closed doors for weeks to come up with viable alternatives. Democrats have been largely excluded from the talks, leaving Republicans with little room for error. “I still think that Republicans, out of pure political necessity, if nothing else, are likely to find a way to get some sort of tax bill to the president’s desk for his signature,” Kumar said. Tektekan, Used to Overcome Plague, Now Becomes Cultural Attraction

Each year ahead of the Nyepi (Day of Silence) celebration, there will a different atmosphere, especially at Kediri customary village, Tabanan. In other regions, ahead of the celebration may be graced with the making and parade of ogoh-ogoh (papier mâché demon) or bamboo cannon, but Kediri precisely holds cultural event in the form of Tektekan. It is named the Tektekan Kediri-Nangluk Merana. This event will take place for eleven days starting from March 17 through March 27, 2017 or on the Pengerupukan Day. The annual event will be packaged in a parade. Moreover, on March 25 and 26 this special event will be held in front of the Desa and Puseh Temple of Kediri customary village. In the meantime, the road closure will take place on March 27, 2017 where the route will reach the Kediri roundabout. Chief of Kediri customary village, AAG Ngurah Panji Wisnu, explained that during the eleven days, the entire customary villagers of Kediri ranging from children to adults will go around the village while playing the sounds from a variety of sources. They are ranging from kulkul (bamboo split drum), gong or okokan (large cow bell). Some have even been modified with the accompaniment of bleganjur. “In total, there are seven hamlets at Kediri customary village that will take turns to go round from one

hamlet to another hamlet existing is at our village,” he explained. Further, he said that tektekan tradition in the area of Kediri customary village is inherited from generation to generation. So far, there is no any record on the history of its origin. According to his ancestors, the tradition came together with the outbreaks in Kediri. “At that time, many residents were experiencing sickness to death and they also faced harvest failure because their paddy fields were attacked by pests,” he said. Due to concerns over the calamity occurred at that time, community leaders and temple priests agreed to invoke guidance by praying at local Puseh Temple. At that time, they got a clue if the pandemic could be eliminated by means of sounds. Armed with this clue, the residents of Kediri came down and went around the village

while playing tektekan for few days. Finally, it was proved that the plague attacking the customary village disappeared. Since then, the tektekan tradition has psychical function to dismiss plague. Its implementation cannot be predicted because it depends on the incidence of outbreak at the village. With the changing of time or more precisely from 2014 the tektekan tradition began to be transformed into an entertainment art. Moreover, local villagers agreed to hold this tradition as annual attraction coinciding with the Hindus celebrating Nyepi. During the execution of tektekan tradition at local customary village, the officials suggest road users to find alternative road section. “We’ve made coordination with police authority, especially on the security and traffic diversion,” he concluded. In addition to use very easy materials, the process of making it is also very simple. It doesn’t need a big machine or factory. Everything can be done at home. To make it, first the cassava must be pealed and cut into smaller pieces and then boiled. The red sugar chopped into smaller pieces so it can dissolved with the cassava. The sugar can also bolied along with the cassava to make a better taste. After finish, the cassava is crushed using traditional tool called Luhu which is a big stick made from wood. During the process, the sugar is put so it can blend perfectly. Salt is also added in the process. After it is smooth enough, the dough is cut into small pieces and ready to be served. Every year, one month before the BAF, I have prepared some properties like this wig,” he said. Suardana admitted that he liked to be different and weird. Venezuela’s Maduro slams Twitter after accounts blocked

CARACAS - Venezuela’s President Nicolas Maduro on Saturday said Twitter was an “expression of fascism” after accounts linked to his government were suspended, accusing the U.S. company of persecuting his followers. One of the Twitter accounts suspended belonged to Radio Miraflores, a station set up by Maduro that broadcasts from the presidential palace, including a salsa music program the president hosts. “Twitter in Venezuela today deactivated thousands of people’s accounts,” Maduro said at televised rally. “Simply for being ‘Chavistas,’” he said, using the term for followers of his predecessor, late socialist leader Hugo Chavez. Chavez was a pioneer among politicians in the use of Twitter, gathering millions of followers and frequently announcing news on the platform. Even today, Chavez’s 4 million followers beat Maduro’s 3 million.

Maduro encouraged a progovernment journalist to publish photos of the head of Twitter in Venezuela, to show people “who was responsible for the manipulation.” It was not immediately clear if Twitter has employees in Venezuela. Media contacts listed on Twitter’s corporate website did not return email requests for comment. The company does not list Caracas among the cities where it has international offices. It was not clear why the accounts were suspended, or how many had been affected. Earlier, Information Minister Ernesto Villegas said 180 accounts were hit. How Berlin celebrates multiculturalism BERLIN - In times of growing nationalism and populism, the Karneval der Kulturen, an annual multicultural festival in Berlin, appears to be more necessary than ever. It has been celebrating tolerance and diversity since 1996. “In its 22nd year, [our festival] is more than ever for openness and cooperation, for courage and tolerance, for joy and human kindness,” explains the office of the Karneval der Kulturen, or Carnival of Cultures, on its website. This spirit has kept the festival running through some trying times. Until May 2017, the Karneval der Kulturen, which has been held every year since 1996, was struggling to attract the necessary financing. New federal requirements, which include hiring security services, meant that the festival needed an additional 185,000 euros ($207,500) to cover the event costs. At the last minute, the Senate Department for Integration, Labor and Social Affairs, as well as the Department for Culture and Europe, agreed to support the event, saving this year’s Karneval der Kulturen. Secretary of State for Integration, Daniel Tietze, was also relieved, pointing out how “important and essential” the major event was in the current political and social context.

The Karneval der Kulturen will therefore take place for the 22nd time from June 2-5, and will reflect again on Berlin’s diversity, with people from more than 180 countries living in the German capital. The highlight of the four-day festival is the street parade through Berlin’s multicultural district, Kreuzberg, held on June 4. Over 60 participating groups, including samba dancers, drummers and stilt walkers, will be performing. The street festival also boasts over 300 stands with food and art crafts from different cultures. Four stages will be welcoming numerous international bands and DJs. Eight additional “Music Corners” will offer a stage for more intimate performances.

DENPASAR — A regional bylaw (Perda) on Non-metallic Mineral and Stone Mining having been passed was immediately set forth in a gubernatorial regulation (Pergub) and the Minsitry of Home Affairs has already issued a registration number for the by-law.

“Actually, there was already gubernatorial regulation, namely Pergub No.6/2016, meaning that even before this bylaw was passed, the governor had anticipated quarrying activities. However, it will be further adjusted with regards to things like the high of excavations and such”, said Legal and Human Rights Bureau of the Bali Regional Secretariat, I Wayan Sugiada, when contacted on Wednesday (Jun. 14). Although the regional bylaw does not include height limits, continued Sugiada, non-metallic mineral and rock mining must still adhere to the district/municipal and provincial spatial plans, including regulations in other technical areas. For example, Law No.41/1999 on Forestry is described as lex specialis or the law governing a specific subject matter. “Quarrying activities must not be allowed to take place in Forestry areas as there are mechanisms and procedures that need to be undertaken It is for example prohibited to conduct any mining in both protected and production forests. This prohibition has been set forth in Article 38 of Law No. 41/1999 on Forestry”, he explained. Sugiada added that mining should not be done in protected the cliff areas either. According to Article 50 paragraph 3 of the Law on Forestry it is prohibited to mine in the area twice the height of a given cliff. “This is so that cliffs can be maintained as conservation areas” he added. According to Sugiada, the new gubernatorial regulation will also regulate a reclamation guarantee fund. Such a guarantee fund is mentioned in Gubernatorial Regulation No.6/2016. Calculations for the guarantee funds are to be prepared by the manpower agency as well as the energy and mineral resources agency as the leading sector and will also involve other related agencies. “This involved many other agencies, such as public works, the environment

agency, forest services, and the maritime and fisheries agency”, he concluded. Chairman of the Mining Bill Committee of the Bali House of Representatives, I.B. Udiyana, said that the gubernatorial regulation is to be discussed by the executive branch of the house. The parliament is only in charge of making regional regulations. The parliament also is in charge of supervising the application of regional bylaws and gubernatorial regulations. “The stages of licensing for mining businesses including exploration mining businesses, production mining operations or people’s mining are entirely and technically set forth in the regulation. The regulation also includes the amount references for post-mining reclamation guarantee funds”, he said. According to Udiyana, the amount of the reclamation guarantee fund correlates to the permits and coverage of mining areas. However, he emphasized that this regional bylaw and the technical matters set forth in the regulation are not solely for mining licenses. “Pre-mining, implementation, and post-mining activities will be refereed to in the regulation. Migrant population needs to be well managed

Bali’s increasing population is not solely due to birth rates. Migrant populations are growing in urban areas as well as in the most remote villages. After the holiday of Lebaran when people return to their place of origin, the backflow into Bali has been increasing. Chairman of the Hindu Dharma Council of Indonesia (PHDI) Bali, Prof. Dr. IGN Sudiana, recently said that Balinese people need to be ready to respond to future challenges including the growing number of migrants looking for job opportunities in Bali. Balinese people need to be selective and dare to become guarantors of those who actually have a real job in Bali.

Sudiana added that Balinese culture is based on tolerance, so guest residents are generally welcomed and seldom seen as something that needs special attention.The government needs to be able to take firm action in the case of migrants who violate local rules, but this he said should be done in a suitable manner. The migrant population, said Sudiana needs to be well managed and Balinese people need to improve their competences and entrepreneurial spirit.

Carrie Fisher’s death caused by sleep apnea, other factors -coroner LOS ANGELES - The death last year of actor Carrie Fisher, best known for her role as Princess Leia in the “Star Wars” franchise, was due to sleep apnea and other causes, the Los Angeles County Coroner’s Office said in a statement on Friday. Fisher died aged 60 on Dec. 27, four days after she became unresponsive on a flight from London to Los Angeles and was rushed to a hospital. Fisher was a mental health advocate who spoke about her struggles with bipolar disorder and cocaine addiction. Aside from her film work, she was also popular as a writer and humorist and her memoir “The Princess Diarist” was released a few weeks before she died. The Los Angeles County Coroner’s Office conducted an examination of her body on Dec. 30 and has since found she died of sleep apnea and “other undetermined factors,” the coroner’s statement said. Fisher also had atherosclerotic heart disease and had used drugs, the statement said, but noted the significance of these factors in relation to her demise had not been ascertained. A watch commander for the coroner’s office declined to provide additional details on the findings, referring questions to a representative who was not immediately available. Carrie Fisher came from a Hollywood family, as the daughter of actor Debbie Reynolds and singer Eddie Fisher. The day after Carrie Fisher died, Reynolds, who starred in Hollywood musicals such as “Singin’ in the Rain,” suffered a stroke and died, aged 84. Eddie Fisher died in 2010. Born in Beverly Hills, Carrie Fisher got her show business start at age 12 in her mother’s Las Vegas nightclub act. She made her film debut as a teenager in 1975 comedy “Shampoo,” two years before her breakthrough in the first “Star Wars” movie. Fisher reprised the role in later “Star Wars” sequels, gaining sex symbol status in “Return of the Jedi” in 1983 when her Leia character wore a metallic gold bikini while enslaved by the diabolical Jabba the Hutt. AVELAR — Raging forest fires in central Portugal killed at least 58 people, many of them trapped in their cars as flames swept over a road, in what the prime minister on Sunday called “the biggest tragedy of human life that we have known in years.” Nearly 60 other people were injured, including four firefighters and a seriously injured minor, Interior Ministry official Jorge Gomes told state broadcaster RTP. A lightning strike is believed to have sparked the blaze in the Pedrogao Grande area after investigators found a tree that was hit during a “dry thunderstorm,” the head of the national judicial police told Portuguese media. Dry thunderstorms are frequent when falling water evaporates before reaching the ground because of high temperatures. Portugal, like most southern European countries, is prone to forest fires in the dry summer months. “This is a region that has had fires because of its forests, but we cannot remember a tragedy of these proportions,” said Valdemar Alves, mayor of Pedrogao Grande. “I am completely stunned by the number

of deaths.” Authorities had previously said that 40 C (104 F) heat in recent days might have played a part in the inferno about 150 kilometers (95 miles) northeast of Lisbon. About 700 firefighters have been trying to put out the fires since Saturday, Gomes said. A huge wall of thick smoke and bright red flames towered over the top of trees near houses in the wooded region. Local resident Isabel Brandao told The Associated Press that she had feared for her life. “Yesterday we saw the fire but thought it was very far. I never thought it would come to this side,” she said. “At 3:30 a.m., my mother-

The official also said that firefighting crews were having difficulties in battling the fire, which was “very violent” in at least two of its four fronts. EU Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides expressed his condolences for the victims in a statement, saying the “EU is fully ready to help.” As a result, a Spanish firefighting aircraft was already assisting on Sunday morning and another one was expected to arrive later in the day. France was also sending three aircraft. Prime Minister Antonio Costa said that firefighting crews were having difficulties in approaching the area because the fire was “very intense.” On Sunday, Costa also tweeted his “deepest regret for the victims... and a word of encouragement and strength for all who help combat this scourge. The loss of life due to forest fire was the biggest in memory in Portugal. It has been over 50 years since 25 Portuguese soldiers perished fighting wildfires in 1966. Madeira, and destroyed huge areas of forest. Portugal’s civil protection agency, which coordinates firefighting efforts, issued a warning of the increased risk for forest fires in Friday. Citing the high temperatures, it said that all outdoor fires were prohibited. Many world leaders, including French President Emmanuel Macron, Pope Francis and Indian Prime Minister Narendra Modi, expressed solidarity with Portugal.
