Ben Affleck’s ‘The Accountant’ Dominates with $24.7 Million

LOS ANGELES - Underlining Ben Affleck’s star power, “The Accountant” dominated moviegoing with a solid $24.7 million opening weekend at 3,222 North American sites.

Sunday’s estimate came in significantly above expectations, which had ranged from $18 million to $20 million at the start of the weekend. Comedy concert film “Kevin Hart: What Now?” delivered about half of “The Accountant” total with $12 million at 2,568 locations. But the debut of sci-fi adventure “Max Steel” was ignored by moviegoers with $2.1 million at 2,034 screens for a dismal $1,049 per-screen average.

A resident uploaded if the collapse of the bridge with the length of 120 meters and width of one meter claimed many casualties. Some victims were injured, while others were dead. However, it is unclear yet how many people died. Obviously, at the time of incident tens of people were crossing the bridge. Some people rode motorcycle, while others walked. Many people crossed the bridge because it was piodalan or temple anniversary of the Bakung Temple located around the bridge.

The incident also happened to coincide with the tradition of Nyepi Segara (day of silence at sea) in Nusa Penida. On that day, all the activities in the sea or in the waters of Nusa Penida are stopped for the whole day as it has something to do with the Ngusaba ritual at Batumedau Temple.

The officers were still searching for the victims at the scene until Sunday night. As information compiled in the field, seven people were killed and 18 others suffered injuries. They were successfully evacuated and immediately taken to the Nusa Penida health center II. Regent of Klungkung, I Nyoman Su-

wirta, when asked for his confirmation recognized the Ceningan Bridge collapse.

According to Regent Suwirta, he actually already worried about the bridge condition because the cable had broken. So, he along with related agencies and headman of Lembongan already come down to check and request the installation of warning signs recently. “Our worries are proved, just now the bridge was reported to break up,” said Regent Suwirta.

He estimated the break of the bridge happened because it was no longer able to hold the burden of many people. Additionally, at the time of incident was temple anniversary at the Bakung Temple around the bridge. Many people came down and crossed the bridge.

Four five-star hotels besiege Nusa Penida Construction hampered by water and power availability

SEMAARAPURA - Interest of hoteliers to invest in Nusa Penida is very high. This is evident from the number of five-star hotel investors that has planned to invest in Nusa Penida. At least, four five-star hotels have stated their confirmation to do the construction soon. However, limited water and electricity make the classy hotels difficult to perform construction and operation.

An expert team member of the government of Klungkung, I Nyoman Sudipa, explained that at least four five-star hotels are stated to invest in Nusa Penida. Their investment averagely reaches IDR 1 trillion. According to Sudipa, the four investors are not experiencing difficulties to realize the development in Nusa Penida considering the points selected to build classy hotel are located in the tourism effective area (KEP), namely PT Cavendish at Semaya hamlet, Suana; Hotel Conrad at Karangdawa hamlet, Bunga Mekar; Hotel Manta at Karang hamlet, Pejukutan; and another five-star hotel in the area of Pasih Uug, Sompang hamlet,

Bunga Mekar.

Nyoman Sudipa delivered that the four hotels are located in the tourism effective area that is not influenced by the rules on coastal borderline. So the four hotels can freely focus on placing their hotel in order to get the most beautiful beach view of Nusa Penida. Other than having a beautiful view, the status of Nusa Penida becoming a tourism area makes investors interested in developing their business on the island famous for marine tourism and marine conservation.

Chief of the Klungkung Investment Office, I.B. Jumpung Gede Oka Wedhana, admitted that so far there are a number of five-star

hotel investors having submitted their principle permit. The very first incoming investor in 2015 is PT Cavendish. I.B. Jumpung conveyed that Klungkung district is now intensively promoting Nusa Penida to investors. Such promotion got good responses from investors considering that Nusa Penida has been famous for its marine tourism.

However, the government of Klungkung still has homework to resolve the shortage of water and electricity supply in Nusa Penida.

He also recognized that water and electricity become a major problem in investing. To support the construction, the water supply should be ensured. Likewise, when in operation, the water as well as electricity pose major requirement. “Our problem remains in the difficulty of water supply, so this becomes a consideration of the investors along with electricity and limited road access,” said I.B. China launches longest manned space mission

SHANGHAI - China launched its longest manned space mission on Monday, sending two astronauts into orbit to spend a month aboard a space laboratory that is part of a broader plan to have a permanent manned space station in service around 2022.

The Shenzhou 11 blasted off on a Long March rocket at 7:30 am (2330 GMT) from the remote launch site in Jiuquan, in the Gobi desert, in images carried live on state television.

The astronauts will dock with the Tiangong 2 space laboratory, or “Heavenly Palace 2”, which was sent into space last month. It will be the longest stay in space by Chinese astronauts, state media reported.

Early on Monday, Fan Changlong, a vice chairman of China’s powerful Central Military Commission, met astronauts Jing Haipeng and Chen Dong and wished them well, state news agency Xinhua reported.

“You are going to travel in space

to pursue the space dream of the Chinese nation,” Fan said.

“With all the scientific and rigorous training, discreet preparation, and rich experience accumulated from previous missions, you will accomplish the glorious and tough task... We wish you success and look forward to your triumphant return.”

Shenzhou 11 is the third space voyage for Jing, who will command the mission and celebrate his 50th birthday in orbit.

In a manned space mission in 2013, three Chinese astronauts spent 15 days in orbit and docked with a space laboratory, the Tiangong 1.

Advancing China’s space pro-

gramme is a priority for Beijing, with President Xi Jinping calling for the country to establish itself as a space power.

China insists its space programme is for peaceful purposes.

Shenzhou 11, whose name translates as “Divine Vessel”, will also carry three experiments designed

by Hong Kong middle school students and selected in a science competition, including one that will take silk worms into space.

The U.S. Defense Department has highlighted China’s increasing space capabilities, saying it was pursuing activities aimed at preventing other nations using spacebased assets in a crisis.

China has been working to develop its space program for military, commercial and scientific purposes, but is still playing catch-up to established space powers the United States and Russia. (rtr)

European-led Mars lander to start descent to red planet

FRANKFURT - A Mars lander is due to leave its mothership on Sunday and head toward the red planet’s surface to test technologies for Europe’s planned first Mars rover, which will search for signs of past and present life.

After a seven-month journey from Earth as part of the EuropeanRussian ExoMars programme, the Schiaparelli lander is expected to separate from spacecraft Trace Gas Orbiter (TGO) at 1442 GMT and start a three-day descent to the surface.

Schiaparelli represents only the second European attempt to land a craft on Mars, after a failed mission by the British landing craft Beagle 2 in 2003.

Landing on Mars, Earth’s neighbour some 35 million miles (56 million km) away, is a notoriously difficult task that has bedevilled most Russian efforts and given NASA trouble as well. The United States currently has two operational rovers on Mars, Curiosity and Opportunity.

But a seemingly hostile environment has not detracted from the allure of Mars, with U.S. President Barack Obama recently highlighting his pledge to send people to the planet by the 2030s.

Elon Musk’s SpaceX is developing a massive rocket and capsule to transport large numbers of people and cargo to Mars with the ultimate goal of colonizing the planet,

with Musk saying he would like to launch the first crew as early as 2024.

The primary goal of ExoMars is to find out whether life has ever existed on Mars. The current spacecraft carries an atmospheric probe to study trace gases such as methane, around the planet.

Scientists believe that methane, a chemical that on Earth is strongly tied to life, could stem from microorganisms that either became extinct millions of years ago and left gas frozen below the planet’s surface, or that some methaneproducing organisms still survive.

The second part of the ExoMars mission, delayed to 2020 from 2018, will deliver a European rover to the surface of Mars. It will be the first with the ability to both move across the planet’s surface and drill into the ground to collect and analyse samples.

The ExoMars 2016 mission is led by the European Space Agency (ESA), with Russia’s Roscosmos supplying the launcher and two of the four scientific instruments on the trace gas orbiter. The prime contractor is Thales Alenia Space, a joint venture between Thales and Finmeccanica.

The cost of the ExoMars mission to ESA, including the second part due in 2020, is expected to be about 1.3 billion euros ($1.4 billion). Russia’s contribution comes on top of that. (rtr)

Chief of Bangli Police, Beny Danang Kusprihandono, while monitoring the evacuation process explained that the traveler is named Daniel David, 26. tragic. He got severe injuries on head, a broken left arm, injuries on body parts and bloody wounds.

As a follow up, the victim’s body was rushed to Sanglah Hospital to be commended while waiting for confirmation from the embassy.

“We are still trying to contact his embassy. Temporarily, the body is commended to Sanglah Hospital.

We are still asking for information from a number of witnesses to know about the causes of his death,” said police chief.

Such conditions caused the beach in the border of Bali and Java to look slovenly. In addition to scattered on the beach, the marine debris was also seen to pile up. Pieces of wood and twigs appeared to get stranded on the black sand. According to local residents, the marine debris was seen last Sunday morning. It was carried by the ocean currents during the night.

“Last night, it was carried by

100 subak groups in Tabanan set rules to ban farmland sale into buildings

TABANAN - Tabanan has a total of 229 subak (irrigation cooperative) groups with the area of about 21,000 hectares.

This area has shrunk each year. Then, to prevent the shrinkage and conversion of farmland into building, the government of Tabanan encourages the subak organizations to set forth an awig-awig or bylaw on the prohibition of converting wetland into building both for residential and business premises. As a result, currently there are 100 subak organizations having implemented the bylaw to prevent farmland from being used for building.

Resources Development Division Head of the Tabanan Agriculture, Food Crops and Horticulture Agency, I Gusti Nyoman Indrayana, said on Sunday (Oct. 16) that currently of the 229 subak groups, a total of 100 subak groups have applied the bylaw on the prohibition from selling their paddy field to be converted into building. “We have disseminated so that the clause can be included in the subak bylaw,” he said.

Of the 100 subak groups having applied the prohibition of farmland conversion into building, they are mostly applied by subak in the subdistrict of Penebel, Kerambitan, Marga, Selemadeg Raya and Pupuan. Apart from dissemination, the subak has been encouraged to include the clause prohibiting the sale of paddy fields to be functioned into building and this becomes the main requirement in the subak competition held annually by the government of Tabanan. So, a subak wishing to participate in the competition should have a bylaw prohibiting the sales of farmland

into building.

The winning subak in the competition is entitled to get cash prize, government assistance and represent Tabanan to provincial level. Every year, there will be 10 irrigated and 10 non-irrigated subak groups participating in the competition of district level.

In addition to the award of the competition, the subak groups carrying the prohibition of farmland conversion into building in their bylaw will get priority in the provision of agricultural assistance from the government, assistance in the issuance of paddy field certification at reasonable cost and be included in the paddy farming insurance (AUTP) where the premium is subsidized by the government.

“We demand the Slovak side clearly recognise the anti-Chinese separatist nature of the Dalai Lama clique and earnestly respect China’s core interests and major concerns.”

Slovakia should take steps to eliminate the negative impact of this meeting, she added.

China also expressed anger last month and threatened countermeasures after the Dalai Lama spoke at the European Parliament in the French city of Strasbourg and met its president, Martin Schulz.

Hamlet chief of Pesanggaran governing the Suwung landfill, Wayan Widiada, said that the activities of people raising cattle and pigs around the landfill actually happen due to the presence of the landfill. Approximately 60 families living in the area have no other choice of livelihood. Then, raising cattle and pigs becomes an option because it is no longer possible for them to take other activities.

BANGKOK - The death of Thai King Bhumibol Adulyadej will not affect plans to hold a general election in 2017, media reported on Monday, dismissing speculation that the military government would delay the poll as the country enters a year of mourning.

Thais continued to flock from across the country to the Grand Palace in Bangkok to pay their respects to the king, a beloved father figure who died on Thursday after seven decades on the throne.

Officials said they expected tens of thousands every day at the palace and, with so many arriving in Bangkok from the provinces, the city administration has ordered youth centres and public gyms to provide free accommodations.

The death of the world’s longestreigning monarch had raised questions over whether the junta would delay elections paving the way for a return to civilian rule. However, the Bangkok Post newspaper reported the poll would proceed as planned.

“The government has reaffirmed its commitment to following the roadmap for general elections scheduled for late

next year,” the newspaper said.

Weerachon Sukondhapatipak, a spokesman for the military government, declined to comment.

“This is not the time to discuss politics,” he told Reuters.

The government has stressed since the king’s death that the economy and government will work as normal, and it has sought to dispel uncertainty over the succession.

Thais voted overwhelmingly in August to accept a military-backed constitution, which critics say could enshrine military power for years to come.

Deputy Prime Minister Wissanu Krea-ngam told reporters the constitution would be sent to the palace for approval - considered a formality - no later than early November.

“The crown will have 90 days to consider it,” Wissanu said.

King Bhumibol earned the devotion of Thais for his efforts to help the rural poor, including agricultural development projects. He was also seen as a stabilising figure in a country often racked by political turmoil. (rtr)

BUSINESS As India’s “granary” exhausts groundwater, farmers eye new crops

CHANDIGARH - It is hailed as India’s granary, but the northwestern state of Punjab faces a drastic decline in agricultural output unless it halts the rapid depletion of its groundwater, experts warn.

Groundwater irrigates almost three-quarters of Punjab’s agricultural land, but groundwater levels are dropping by 40 to 50 cm (16 to 20 inches) a year, according to Rajan Aggarwal, head of the soil and water engineering department at Punjab Agricultural University (PAU). That has left farmers like Ajmir Singh struggling as their irrigation wells dry up.

“We are not able to find water even if we go down to 200 feet (61 m) or more at some places,” said Singh, who has farmed for 35 years in Jalandhar, 150km (95 miles) north of Chandigarh, the state capital.

His neighbour, Pawanjeet Singh, said lack of irrigation water has forced him to sell part of the land that has been in his family for generations to a large-scale farmer who has the resources to drill for water at much deeper levels.

“I took this decision with a heavy heart after I realised that drawing water for all my land is beyond my means,” Singh said.

According to Aggarwal, groundwater has been overexploited in 110 of the state’s 138 administrative blocks.

“This is alarming given that more than 73 percent of irrigation is taken care of by groundwater,” he said.

Experts say dealing with the problem, in the region that led India’s Green Revolution in the 1970s, will require a rapid shift away from crops that require large amounts of water, such as rice and wheat, to less-thirsty pulses, maize, vegetables and sugarcane to safeguard the state’s agricultural economy.

LOW RAINFALL According to Sunil Jain, regional director of the Central Ground Water Board for northwest India, groundwater started dropping in 1985 in Punjab, and has sunk to alarming levels in recent years.

Thirty years ago farmers in most parts of the state could draw water at a depth of 10 metres (32 ft), but by 2015 this was 20 metres, while farmers in some central parts of the state are unable to find water even at 30 metres or deeper, he said.

“There has been a substantial rise in groundwater utilisation, which has mainly happened because of the fact that Punjab gets less rainfall. Since paddy (rice) requires a lot of water, the farmers resort to heavy usage of groundwater for irrigating the paddy fields,” he said.

Jain added that Punjab gets less than 700mm of rainfall annually.

This compares to a national average of 1,083mm, according to the World Bank.

Amit Kar, an economist at the

Indian Council of Agricultural Research, attributed the groundwater shortage to government policies such as free electricity for irrigation, credit facilities and subsidies for digging wells and buying pumping equipment, as well as heavily subsidised diesel fuel for pumps.

The PAU report said annual demand for irrigation in Punjab is 4.76 million hectare metres (mhm) against a total annual supply of 3.48 mhm from canal and groundwater resources.

The deficit is met by overexploitation of deeper groundwater by farmers using nearly 1.4 million tube wells, which exacerbates the loss of more accessible groundwater.

According to the PAU report, 3.5 million of Punjab’s 9.1 million workers make a living from agriculture or associated activities. Jain said the statistics suggest Punjab’s agricultural success may not be sustainable.

“Punjab’s exports of rice and wheat to other regions literally mean the export of its groundwater to those regions,” he said.

Amitabh Kant, chief executive officer of the government’s National Institution for Transforming India (NITI Aayog), predicted “the present rate of withdrawal will lead to complete exhaustion of groundwater within a decade” in the region. Kant said India, already water-stressed, is rapidly moving towards becoming waterscarce.

TIME TO SWITCH? Switching to new crops is one way to ease the problem in Punjab, said PAU’s Aggarwal. Rice requires about four times as much water as maize, pulses or oilseeds, for instance.

Vinod Kumar Singh, a scientist at the Indian Agricultural Research Institute, said Punjab must make the shift at any cost.

“The government has to make some policy decisions like assuring the farmers it will procure their produce other than paddy (rice) and wheat. Only then will they be convinced to switch over to these crops,” he said.

Under India’s state-sponsored

Public Distribution System, the national government buys staple foods like rice, wheat and sugar from farmers and sells them to citizens at fair or cheaper prices.

Commodities worth $2.25 billion, including rice and wheat, are sold annually to about 160 million families.

Jasbir Singh Bains, Punjab’s director of agriculture, said that system makes farmers reluctant to cultivate other crops.

“We have started making efforts to popularise the cultivation of pulses, maize, vegetables and oilseeds,” Bains said. “For example, we have appealed to the central government to increase the procurement of pulses and are urging the farmers to grow vegetables, which also have a good market.”

Farmers like Shamsher Singh, in Nokdar-Jalandhar, said they would switch to less thirsty crops with government help.

“We are ready for this, but the government should give the guarantee that it will procure our products like it is doing in the case of wheat and rice,” he said.(rtr)

Sangging, a Person Officiating in Tooth Filling Ritual

One of the obligatory ceremonies to be implemented by the Hindus in Bali is mapandes or tooth filing ceremony. The ceremony is conducted by a sangging or tooth filer symbolically chiseling the four upper incisors and two canines. Then, it is resumed with filing the teeth by using a saw filer, so that they become flat and neat.

Dr. I Made Surada, a lecturer of State Hindu Dharma Institute (IHDN) Denpasar, said that sangging is person who has certain ability in the ceremony, such as making the offerings, bade tower, shrine building, sculpture, painting and others. People having the profession as sangging have already owned the skills. “To become a sangging, people have to go through a pawintenan or initiation rite according to the level of ceremony performed,” he said.

Britain, France seek EU condemnation of Russia over Syria LUXEMBOURG - Britain and France sought to persuade the European Union on Monday to condemn Russia’s devastating air campaign in Syria and pave the way for imposing more sanctions on President Bashar al-Assad’s government.

After a weekend of U.S.-led diplomacy that failed to find a breakthrough, EU foreign ministers met in Luxembourg to call for an end to the bombing of rebel-held east Aleppo, where 275,000 people are trapped, and to rush humanitarian aid into the city.

“The pressure (on Russia) must be strong,” France’s Foreign Minister Jean-Marc Ayrault said. “The more the European Union shows unity and determination, the more we can move forward in what is a moral obligation: to stop the massacre of the population of Aleppo,” he told reporters.

But the bloc is split over strategy towards Russia, its biggest energy supplier, with divisions about how harsh any criticism of Moscow should be and whether there was ground for also putting Russians under sanctions.

Britain and France want to put another 20 Syrians under travel bans and asset freezes, suspecting them of directing attacks on civilians in Aleppo, in addition to the EU’s existing sanctions list and its oil and arms embargo.

Paris and London have also

raised the prospect of sanctions on 12 Russians involved in the Syrian conflict, adding them to the EU’s list of some 200 people that also includes three Iranians, diplomats told Reuters.

British Foreign Secretary Boris Johnson, who held talks with U.S. Secretary of State John Kerry on Sunday in London, said Russia’s Aleppo bombing “shames humanity” and called Russia the Syrian government’s “puppeteers.”

On Sunday in London, Britain and the United States said they were considering imposing additional sanctions on Assad and his supporters, without naming Russia.

Chairing the Luxembourg meeting, EU foreign policy chief Federica Mogherini said there was a chance that ministers would agree to put more Syrians on the EU’s list of people blocked from travelling to Europe or accessing money there.

European Union leaders are expected to discuss Russia and possible new sanctions at a summit in Brussels on Thursday but Russia’s closest EU allies such as Greece, Cyprus and Hungary are against.

Austria also voiced its opposition on Monday.

“The idea to have additional sanctions against Russia would be wrong,” Austria’s Foreign Minister Sebastian Kurz told reporters. “We do not need a further escalation,” he said. (rtr)

JAKARTA- Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan on Monday urged all officers in the energy and mineral resources ministry to be professional and said the newly appointed energy minister has his full support.

Pandjaitan said he would support the new Energy and Mineral Resources Minister Ignatius Jonan and his deputy Arcandra Tahar in carrying out their duties and called on Commission VII of House of Representatives to assist them. “The two of them are competent professionals who can develop the countrys energy and mineral resources”.

Jonan and Tahar took their oaths in front of the president at the State Palace on Friday, before he left for a

work visit to West Kalimantan Province. Jonan was installed as the energy minister for the remaining term of office, till 2019, through Presidential Decree No. 114/P/2016, concerning the appointment of a working cabinet minister. Tahar was ordained through Presidential Decree No. 115/P/2016.

On Friday, after the swearingin ceremony, House Speaker Ade Komarudin hailed the appointment.

“This is a pleasant surprise,” he said at the presidential palace grounds, appreciating Jonan’s capability and performance as a transportation minister earlier. He said he had noticed Jonans track record while he was president director of state railway company, PT Kereta Api. “His legacy will never wane and will last a lifetime. PT KA made progress under his watch. Now he has been entrusted to lead the field of energy”.

Komarudin said Jonan had the right partner in his deputy. “Taher is an intellectual and has a good grasp of technical matters. I am optimistic that the energy sector will be managed very well under the two”. (ant)

SURAKARTA - President Joko Widodo (Jokowi) reiterated his resolve to fight illegal levies here on Sunday saying that he would even fight an illegal levy which is worth merely Rp10,000. “I will fight Rp500,000 or Rp1 million and even Rp10,000 worth of illegal levies,” he said when he handed over 3,515 land certificates under the 2016 strategic program.

President Jokowi made the statement in response to criticisms over his involvement in the handling of illegal levies uncovered at the ministry of transportation recently.

“It is not the money that matters. Many told me (why should the President) bother about mere million worth illegal levies at the ministry of transportation recently. I will deal with such a case even it was a small one, even I would deal with the smaller one,” he said.

President Jokowi said it was the small levies that have even been irritating and frustrating and so good culture must quickly be built.

“It might be small but if it happens from Sabang to Merauke at offices, ports and roads it could total tens of trillions,” he said.

President Jokowi said he would check, control and monitor to assure

that public services would go well and be free from illegal levies even small ones. “Let KPK (Corruption Eradication Commission) deal with big cases worth trillions and let me deal with the small ones even worth merely Rp10,000,” he said.

He said he wished to assure that Indonesia will be free of illegal levies such in driving license, ID, land certification and other licensing services.

“Illegal levies must be stopped.

People must only pay the official ones. If they have to pay Rp50,000 officially they have to do it. But if it is free they must never be ordered to pay,” he said. President Jokowi said efforts to eradicate illegal levies were made so that people had a peace of mind and services in all government offices went well and their processes could be done quickly.

“That is all what I wish for. I have no other motives,” he said. He said that was why “Saber Team” (sweep cleaning team) had been set up.

“We have set up Saber Team to eradicate illegal levies and so no community member must be given any problem. People must be given easy and quick services despite steps and time they have to take,” he said. (ant)

Indonesia tracking President reaffirms resolve dozens of militants to fight illegal levies returned from Syria - police chief JAKARTA - Dozens of Indonesians who joined Islamic State in Syria have returned home with combat experience and pose a major threat to the world’s biggest Muslim-majority nation, the police chief said on Monday.

Authorities are closely monitoring about 40 returnees and are concerned they could be linking up with existing networks to equip a new generation of radicals with the skills and equipment required to launch a major attack.

“We are getting in touch with them but they can evade our detection. We believe they are organising secretly and building interactions with other (radical) networks,” police chief Tito Karnavian told Reuters in an interview.

About 10 were in custody for questioning and the rest remained free, Karnavian said, adding there was no evidence of an imminent attack.

The vast majority of Indonesia’s 250 million people practise a moderate form of Islam. Small extremist groups that have periodically mounted attacks against the state

and foreigners in the country have been largely disbanded or driven underground.

But the country has seen a recent resurgence in militancy, inspired in part by Islamic State. Authorities believe Islamic State has more than 1,200 followers in Indonesia and nearly 400 Indonesians have left to join the group in Syria.

Indonesia suffered its first militant attack in years in January, when four pro-Islamic State militants launched a gun and bomb attack in the heart of the capital Jakarta.

Eight people were killed, including the attackers themselves. Authorities said the assault was poorly planned and executed.

Karnavian also said a worrying new trend was emerging of teens being radicalised online and lured into carrying out small-scale at-

tacks.

A 16-year-old in August tried but failed to detonate a homemade bomb in a church in the northern city of Medan. The teen also tried to stab the priest leading the service but was subdued by members of the congregation. Authorities said the teen was obsessed with Islamic State leader Abu Bakr al-Baghdadi and had researched his ideology online.

“This is a new trend. It’s more difficult (to track them) than existing networks...because they are what are called lone wolves that are being radicalised online,” Karnavian said, adding police were aware of at least 10 such cases.

Under anti-terrorism laws, police can detain suspects for questioning for up to seven days. The government has called for preventive detention and the stripping of known militants of their citizenship if they fight for extremist groups overseas.

Revisions to the anti-terrorism bill are pending parliamentary approval. (rtr)

Olympic sprinter Tyson Gay’s teen daughter killed in Kentucky crossfire

After the shooting in Lexington at about 4 a.m.

EDT (0800 GMT), Trinity Gay was taken in a private vehicle to a local hospital where she was pronounced dead, the Lexington Police Department said in a statement.

Police said they have detained two people for questioning in connection with the incident. A homicide investigation is underway.

“She didn’t make it. I’m so confused,” Gay told the sports editor with NBC-affiliate Lex 18 television. “She was just here last week for fall break. It’s so crazy.”

Gay, 34, was born in Lexington and lives in a suburb of Orlando, Florida. He could not be reached for further comment.

In 2007, he won three gold medals at the World Championships in Osaka, Japan, taking titles in the 100 meter, 200 meter and 4x100m relay. He set the U.S. record in the 100-meter sprint two years later.

Gay, who made his Olympic debut in 2008, won a silver medal with the 4x100 meters relay team at the 2012 Games in London. But he lost the medal after testing positive for a banned substance in 2013.

Condolences from the track and field world poured in on social media.

“Sending our thoughts and prayers to (Tyson Gay) and his loved ones as they mourn the tragic & senseless loss of his daughter, Trinity,” USA Track & Field, the sport’s national governing body, wrote on Twitter.

American Olympic hurdler Lolo Jones echoed the sentiment. “Heavy heart today for Tyson Gay and his family,” Jones, 34, wrote on Twitter. “Lord please ease their pain and give them strength during this time.”

Trinity was a rising star on the track team at Lafayette High School in Lexington, her father’s alma mater, Sports Illustrated reported. (rtr)

HONG KONG - Former world number one Caroline Wozniacki captured her 25th career Tour title when she beat unseeded Frenchwoman Kristina Mladenovic 6-1 6-7(4) 6-2 in the Hong Kong Open final on Sunday.

The 26-year-old Wozniacki, who will now move back into the world’s top 20, has been in fine form, winning 19 of her last 22 matches, but was pushed to her limits by Mladenovic during an intense twohour-40-minute final.

Despite a strong start from the Dane, Mladenovic, who underwent lengthy treatment after the opening set, refused to back down as she produced a spirited performance to win the second set, the only one Wozniacki dropped during the tournament.

Wozniacki, who won the Pan Pacific Open last month, held her nerve as she showcased her years of experience to clinch the third set and claim her second Tour title of the year.

“I’m really pleased with my week, there was

some good tennis and long battles,” Wozniacki told reporters.

Wozniacki said it was difficult psychologically as she did not know the extent of Mladenovic’s injury in what became a gruelling match.

“It wasn’t easy mentally because sometimes she would look like she couldn’t play, and then she would run like Speedy Gonzalez -- clearly it’s not that bad if you can run side to side,” she added.

“There was definitely a mental game. I just happened to win it.”

Mladenovic said she had struggled with exhaustion due to the intense heat and humidity in Hong Kong and sustained a hamstring injury during the final.

“I was not coming out fresh and when you play someone like Caroline, who is running down every point, you have to fight,” said Mladenovic, who is yet to win a Tour title following her third loss in a singles’ final. (rtr)

MILAN — Inter Milan captain Mauro Icardi can do no right, it seems, and a missed penalty in a 2-1 defeat by Cagliari in Serie A on Sunday won’t help at all.

Icardi had a fantastic start to the season, with six goals in seven matches, but angered a section of fans known as “Ultras” at Inter with comments in his autobiography, which the supporters called “lies” in a lengthy statement.

The Argentina forward attempted to placate the fans with a statement of his own on social media but he was jeered as he walked out ahead of the match, and was greeted in the San Siro by banners insulting the player. A threatening banner was also left outside Icardi’s house.

Inter vice-president and club great Javier Zanetti has hinted Icardi could even lose the captaincy.

The situation has got so bad that Inter fans even cheered after Icardi sent his penalty woefully wide of the right post in the 26th minute after he had been pushed over by Bruno Alves.

“We’ll talk about it tomorrow, calmly, with respect to the footballer and respect to the fans,” Inter coach Frank De Boer said. “We have to find a solution because this situation is not good.

“It’s the most difficult moment since I’ve been in Italy. It’s not a question of bad luck. I didn’t expect this defeat. In the first 70 minutes we controlled the match. Then, after scoring, we forgot to play.

With respect to Cagliari, we have to win against teams like them.

Today instead I saw a team which didn’t want to win and I think it’s a mental matter.”

Joao Mario gave Inter the lead 10 minutes after halftime, finding Ivan Perisic and then racing into the box to collect the return pass.

Cagliari goalkeeper Marco Storari saved his initial effort but Joao Mario tapped in the rebound.

However, Federico Melchiorri equalized in the 71st and had a hand in the second, five minutes from time, as his deflected cross was turned in by Inter goalkeeper Samir Handanovic.

Premier League champions Leicester City must pick themselves up to rediscover the winning habit and get their season back on track, winger Marc Albrighton has said. Leicester have not been able to replicate last season’s fairytale run under manager Claudio Ranieri, who led the 5,000-1 outsiders to the title against all the odds.

They sit 13th in the standings after eight games. “Last year, we had the rub of the green on many occasions which I feel we created ourselves. We were working hard all over the pitch and things started going for us,” Albrighton told the club’s website (www. lcfc.com).

Prandelli off to winning start with Valencia in Spain MADRID — Former Italy manager Cesare Prandelli got off to a winning start in his coaching debut in Spain.Prandelli led Valencia to a 2-1 victory at Sporting Gijon on Sunday, which lifted the club out of the relegation zone.

Playing smart football with quick transitions and efficient ball possession, Valencia topped Sporting with two goals by striker Mario Suarez at El Molinon Stadium.

It was the team’s third win in eight rounds as Valencia reached 14th place with nine points, two more than Sporting, now in the relegation zone after its fifth straight loss.

“What I liked the most was the attitude of the team,” Prandelli said.

“I’m very happy, but we still have a lot to improve, we still need to work on many things. The three points gives the team confidence to keep working.”

7 goals in 6 games for Southampton’s bargain striker Austin

LONDON — As the goals have dried up for Jamie Vardy at Leicester, another former nonleague striker has embarked on a hot scoring streak for a Premier League club.

Charlie Austin made it seven goals in six games in all competitions for Southampton with a double in Sunday’s 3-1 victory over Burnley that took the southcoast club up to eighth in the standings.

In a career that began outside England’s four professional leagues, Burnley provided the 27-year-old Austin with one of his stepping stones to the world’s richest soccer competition.

Austin was a bricklayer working a full day on a building site before playing on a part-time basis for Poole Town in the ninth tier until 2009. It took third-tier club Swindon to pluck Austin from obscurity, for Burnley to take him up another league and then QPR to give him a shot at the Premier League.

Still, doubts persisted around Austin’s fitness. Southampton was able to snap him up for 4 million pounds (then $6 million) in January. What a bargain that now seems.

The case looks increasingly compelling for Austin to return to

the England squad for the first time since 2015 when he failed to make his international debut. Particularly if England interim manager Gareth Southgate is comparing Austin’s form with Vardy’s for Leicester when it comes to selecting players to face Scotland and Spain next month.

After a 24-goal haul last season, Vardy has only scored twice this campaign and his goal drought reached seven matches on Saturday as Leicester’s feeble title defense continued with a loss at Chelsea.

Like Southampton on Sunday, Leicester also put three past Burnley a month ago but Austin — unlike Vardy — seized on the opportunity to punish the struggling Premier League newcomer’s defense.

Austin’s first goal, in the 52nd minute, was down to persistence rather than finesse. Virgil van Dijk met Dusan Tadic’s corner with a header across the face of goal to Austin. The first shot was blocked on the line by Sam Vokes, but Austin followed up by poking the ball into the net.

Icardi misses penalty as Inter loses 2-1 to Cagliari

MILAN — Inter Milan captain Mauro Icardi can do no right, it seems, and a missed penalty in a 2-1 defeat by Cagliari in Serie A on Sunday won’t help at all.

Icardi had a fantastic start to the season, with six goals in seven matches, but angered a section of fans known as “Ultras” at Inter with comments in his autobiography, which the supporters called “lies” in a lengthy statement.

The Argentina forward attempted to placate the fans with a statement of his own on social media but he was jeered as he walked out ahead of the match, and was greeted in the San Siro by banners insulting the player. A threatening banner was also left outside Icardi’s house.

Inter vice-president and club great Javier Zanetti has hinted Icardi could even lose the captaincy.

The situation has got so bad that Inter fans even cheered after Icardi sent his penalty woefully wide of the right post in the 26th minute after he had been pushed over by Bruno Alves.

“We’ll talk about it tomorrow, calmly, with respect to the footballer and respect to the fans,” Inter coach Frank De Boer said. “We have to find a solution because this situation is not good.

“It’s the most difficult moment since I’ve been in Italy. It’s not a question of bad luck. I didn’t expect this defeat. In the first 70 minutes we controlled the match. Then, after scoring, we forgot to play.

With respect to Cagliari, we have to win against teams like them.

Prandelli off to winning start with Valencia in Spain MADRID — Former Italy manager Cesare Prandelli got off to a winning start in his coaching debut in Spain.Prandelli led Valencia to a 2-1 victory at Sporting Gijon on Sunday, which lifted the club out of the relegation zone.

Playing smart football with quick transitions and efficient ball possession, Valencia topped Sporting with two goals by striker Mario Suarez at El Molinon Stadium.

It was the team’s third win in eight rounds as Valencia reached 14th place with nine points, two more than Sporting, now in the relegation zone after its fifth straight loss.

“What I liked the most was the attitude of the team,” Prandelli said.

“I’m very happy, but we still have a lot to improve, we still need to work on many things. The three points gives the team confidence to keep working.”

LONDON — As the goals have dried up for Jamie Vardy at Leicester, another former nonleague striker has embarked on a hot scoring streak for a Premier League club.

Charlie Austin made it seven goals in six games in all competitions for Southampton with a double in Sunday’s 3-1 victory over Burnley that took the southcoast club up to eighth in the standings.

In a career that began outside England’s four professional leagues, Burnley provided the 27-year-old Austin with one of his stepping stones to the world’s richest soccer competition.

Austin was a bricklayer working a full day on a building site before playing on a part-time basis for Poole Town in the ninth tier until 2009. It took third-tier club Swindon to pluck Austin from obscurity, for Burnley to take him up another league and then QPR to give him a shot at the Premier League.

Still, doubts persisted around Austin’s fitness. Southampton was able to snap him up for 4 million pounds (then $6 million) in January. What a bargain that now seems.

The case looks increasingly compelling for Austin to return to

the England squad for the first time since 2015 when he failed to make his international debut. Particularly if England interim manager Gareth Southgate is comparing Austin’s form with Vardy’s for Leicester when it comes to selecting players to face Scotland and Spain next month.

After a 24-goal haul last season, Vardy has only scored twice this campaign and his goal drought reached seven matches on Saturday as Leicester’s feeble title defense continued with a loss at Chelsea.

Like Southampton on Sunday, Leicester also put three past Burnley a month ago but Austin — unlike Vardy — seized on the opportunity to punish the struggling Premier League newcomer’s defense.

Austin’s first goal, in the 52nd minute, was down to persistence rather than finesse. Virgil van Dijk met Dusan Tadic’s corner with a header across the face of goal to Austin. The first shot was blocked on the line by Sam Vokes, but Austin followed up by poking the ball into the net.

Olympic sprinter Tyson Gay’s teen daughter killed in Kentucky crossfire

After the shooting in Lexington at about 4 a.m.

EDT (0800 GMT), Trinity Gay was taken in a private vehicle to a local hospital where she was pronounced dead, the Lexington Police Department said in a statement.

Police said they have detained two people for questioning in connection with the incident. A homicide investigation is underway.

“She didn’t make it. I’m so confused,” Gay told the sports editor with NBC-affiliate Lex 18 television. “She was just here last week for fall break. It’s so crazy.”

Gay, 34, was born in Lexington and lives in a suburb of Orlando, Florida. He could not be reached for further comment.

In 2007, he won three gold medals at the World Championships in Osaka, Japan, taking titles in the 100 meter, 200 meter and 4x100m relay. He set the U.S. record in the 100-meter sprint two years later.

Gay, who made his Olympic debut in 2008, won a silver medal with the 4x100 meters relay team at the 2012 Games in London. But he lost the medal after testing positive for a banned substance in 2013.

Condolences from the track and field world poured in on social media.

“Sending our thoughts and prayers to (Tyson Gay) and his loved ones as they mourn the tragic & senseless loss of his daughter, Trinity,” USA Track & Field, the sport’s national governing body, wrote on Twitter.

American Olympic hurdler Lolo Jones echoed the sentiment. “Heavy heart today for Tyson Gay and his family,” Jones, 34, wrote on Twitter. “Lord please ease their pain and give them strength during this time.”

Trinity was a rising star on the track team at Lafayette High School in Lexington, her father’s alma mater, Sports Illustrated reported. (rtr)

HONG KONG - Former world number one Caroline Wozniacki captured her 25th career Tour title when she beat unseeded Frenchwoman Kristina Mladenovic 6-1 6-7(4) 6-2 in the Hong Kong Open final on Sunday.

The 26-year-old Wozniacki, who will now move back into the world’s top 20, has been in fine form, winning 19 of her last 22 matches, but was pushed to her limits by Mladenovic during an intense twohour-40-minute final.

Despite a strong start from the Dane, Mladenovic, who underwent lengthy treatment after the opening set, refused to back down as she produced a spirited performance to win the second set, the only one Wozniacki dropped during the tournament.

Wozniacki, who won the Pan Pacific Open last month, held her nerve as she showcased her years of experience to clinch the third set and claim her second Tour title of the year.

“I’m really pleased with my week, there was

some good tennis and long battles,” Wozniacki told reporters.

Wozniacki said it was difficult psychologically as she did not know the extent of Mladenovic’s injury in what became a gruelling match.

“It wasn’t easy mentally because sometimes she would look like she couldn’t play, and then she would run like Speedy Gonzalez -- clearly it’s not that bad if you can run side to side,” she added.

“There was definitely a mental game. I just happened to win it.”

Mladenovic said she had struggled with exhaustion due to the intense heat and humidity in Hong Kong and sustained a hamstring injury during the final.

“I was not coming out fresh and when you play someone like Caroline, who is running down every point, you have to fight,” said Mladenovic, who is yet to win a Tour title following her third loss in a singles’ final. (rtr)

Trump charges U.S. election results being rigged ‘at many polling places’

WASHINGTON - Republican presidential nominee Donald Trump dug deeper in his efforts to cast doubt on the legitimacy of the U.S. election, saying on Twitter on Sunday that he believed the results were being “rigged” at many polling places.

His tweet came hours after his vice presidential running mate, Mike Pence, said Republicans would accept the outcome of the Nov. 8 contest between Trump and his Democratic rival, Hillary Clinton.

“The election is absolutely being rigged by the dishonest and distorted media pushing Crooked Hillary - but also at many polling places - SAD,” Trump wrote on Twitter, in the latest of a series of comments he has made over the past several days calling into question the fairness of the election.

Trump, who is trailing Clinton in opinion polls, did not provide any evidence to back his allegations of impropriety at the voting booth. Early voting and voting by mail have begun in many states.

Britain, France seek EU condemnation of Russia over Syria LUXEMBOURG - Britain and France sought to persuade the European Union on Monday to condemn Russia’s devastating air campaign in Syria and pave the way for imposing more sanctions on President Bashar al-Assad’s government.

After a weekend of U.S.-led diplomacy that failed to find a breakthrough, EU foreign ministers met in Luxembourg to call for an end to the bombing of rebel-held east Aleppo, where 275,000 people are trapped, and to rush humanitarian aid into the city.

“The pressure (on Russia) must be strong,” France’s Foreign Minister Jean-Marc Ayrault said. “The more the European Union shows unity and determination, the more we can move forward in what is a moral obligation: to stop the massacre of the population of Aleppo,” he told reporters.

But the bloc is split over strategy towards Russia, its biggest energy supplier, with divisions about how harsh any criticism of Moscow should be and whether there was ground for also putting Russians under sanctions.

Britain and France want to put another 20 Syrians under travel bans and asset freezes, suspecting them of directing attacks on civilians in Aleppo, in addition to the EU’s existing sanctions list and its oil and arms embargo.

Paris and London have also

raised the prospect of sanctions on 12 Russians involved in the Syrian conflict, adding them to the EU’s list of some 200 people that also includes three Iranians, diplomats told Reuters.

British Foreign Secretary Boris Johnson, who held talks with U.S. Secretary of State John Kerry on Sunday in London, said Russia’s Aleppo bombing “shames humanity” and called Russia the Syrian government’s “puppeteers.”

On Sunday in London, Britain and the United States said they were considering imposing additional sanctions on Assad and his supporters, without naming Russia.

Chairing the Luxembourg meeting, EU foreign policy chief Federica Mogherini said there was a chance that ministers would agree to put more Syrians on the EU’s list of people blocked from travelling to Europe or accessing money there.

European Union leaders are expected to discuss Russia and possible new sanctions at a summit in Brussels on Thursday but Russia’s closest EU allies such as Greece, Cyprus and Hungary are against.

Austria also voiced its opposition on Monday.

JAKARTA- Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan on Monday urged all officers in the energy and mineral resources ministry to be professional and said the newly appointed energy minister has his full support.

Jonan and Tahar took their oaths in front of the president at the State Palace on Friday, before he left for a

work visit to West Kalimantan Province. Jonan was installed as the energy minister for the remaining term of office, till 2019, through Presidential Decree No. 114/P/2016, concerning the appointment of a working cabinet minister. Tahar was ordained through Presidential Decree No. 115/P/2016.

On Friday, after the swearingin ceremony, House Speaker Ade Komarudin hailed the appointment.

“This is a pleasant surprise,” he said at the presidential palace grounds, appreciating Jonan’s capability and performance as a transportation minister earlier. He said he had noticed Jonans track record while he was president director of state railway company, PT Kereta Api. “His legacy will never wane and will last a lifetime. SURAKARTA - President Joko Widodo (Jokowi) reiterated his resolve to fight illegal levies here on Sunday saying that he would even fight an illegal levy which is worth merely Rp10,000. “I will fight Rp500,000 or Rp1 million and even Rp10,000 worth of illegal levies,” he said when he handed over 3,515 land certificates under the 2016 strategic program.

President Jokowi made the statement in response to criticisms over his involvement in the handling of illegal levies uncovered at the ministry of transportation recently.

“It is not the money that matters. Many told me (why should the President) bother about mere million worth illegal levies at the ministry of transportation recently. I will deal with such a case even it was a small one, even I would deal with the smaller one,” he said.

“It might be small but if it happens from Sabang to Merauke at offices, ports and roads it could total tens of trillions,” he said.

that public services would go well and be free from illegal levies even small ones. “Let KPK (Corruption Eradication Commission) deal with big cases worth trillions and let me deal with the small ones even worth merely Rp10,000,” he said.

He said he wished to assure that Indonesia will be free of illegal levies such in driving license, ID, land certification and other licensing services.

“Illegal levies must be stopped.

People must only pay the official ones. If they have to pay Rp50,000 officially they have to do it. But if it is free they must never be ordered to pay,” he said. President Jokowi said efforts to eradicate illegal levies were made so that people had a peace of mind and services in all government offices went well and their processes could be done quickly.

“That is all what I wish for. I have no other motives,” he said. He said that was why “Saber Team” (sweep cleaning team) had been set up.

“We have set up Saber Team to eradicate illegal levies and so no community member must be given any problem. People must be given easy and quick services despite steps and time they have to take,” he said. (ant)

Indonesia tracking President reaffirms resolve dozens of militants to fight illegal levies returned from Syria - police chief JAKARTA - Dozens of Indonesians who joined Islamic State in Syria have returned home with combat experience and pose a major threat to the world’s biggest Muslim-majority nation, the police chief said on Monday.

Authorities are closely monitoring about 40 returnees and are concerned they could be linking up with existing networks to equip a new generation of radicals with the skills and equipment required to launch a major attack.

“We are getting in touch with them but they can evade our detection. We believe they are organising secretly and building interactions with other (radical) networks,” police chief Tito Karnavian told Reuters in an interview.

About 10 were in custody for questioning and the rest remained free, Karnavian said, adding there was no evidence of an imminent attack.

The vast majority of Indonesia’s 250 million people practise a moderate form of Islam. Small extremist groups that have periodically mounted attacks against the state

and foreigners in the country have been largely disbanded or driven underground.

But the country has seen a recent resurgence in militancy, inspired in part by Islamic State. Authorities believe Islamic State has more than 1,200 followers in Indonesia and nearly 400 Indonesians have left to join the group in Syria.

Indonesia suffered its first militant attack in years in January, when four pro-Islamic State militants launched a gun and bomb attack in the heart of the capital Jakarta.

Eight people were killed, including the attackers themselves. Authorities said the assault was poorly planned and executed.

Karnavian also said a worrying new trend was emerging of teens being radicalised online and lured into carrying out small-scale at-

tacks.

A 16-year-old in August tried but failed to detonate a homemade bomb in a church in the northern city of Medan. The teen also tried to stab the priest leading the service but was subdued by members of the congregation. Authorities said the teen was obsessed with Islamic State leader Abu Bakr al-Baghdadi and had researched his ideology online.

“This is a new trend. It’s more difficult (to track them) than existing networks...because they are what are called lone wolves that are being radicalised online,” Karnavian said, adding police were aware of at least 10 such cases.

Under anti-terrorism laws, police can detain suspects for questioning for up to seven days. The government has called for preventive detention and the stripping of known militants of their citizenship if they fight for extremist groups overseas.

BUSINESS As India’s “granary” exhausts groundwater, farmers eye new crops

CHANDIGARH - It is hailed as India’s granary, but the northwestern state of Punjab faces a drastic decline in agricultural output unless it halts the rapid depletion of its groundwater, experts warn.

Groundwater irrigates almost three-quarters of Punjab’s agricultural land, but groundwater levels are dropping by 40 to 50 cm (16 to 20 inches) a year, according to Rajan Aggarwal, head of the soil and water engineering department at Punjab Agricultural University (PAU). That has left farmers like Ajmir Singh struggling as their irrigation wells dry up.

“We are not able to find water even if we go down to 200 feet (61 m) or more at some places,” said Singh, who has farmed for 35 years in Jalandhar, 150km (95 miles) north of Chandigarh, the state capital.

His neighbour, Pawanjeet Singh, said lack of irrigation water has forced him to sell part of the land that has been in his family for generations to a large-scale farmer who has the resources to drill for water at much deeper levels.

“I took this decision with a heavy heart after I realised that drawing water for all my land is beyond my means,” Singh said.

According to Aggarwal, groundwater has been overexploited in 110 of the state’s 138 administrative blocks.

“This is alarming given that more than 73 percent of irrigation is taken care of by groundwater,” he said.

Experts say dealing with the problem, in the region that led India’s Green Revolution in the 1970s, will require a rapid shift away from crops that require large amounts of water, such as rice and wheat, to less-thirsty pulses, maize, vegetables and sugarcane to safeguard the state’s agricultural economy.

LOW RAINFALL According to Sunil Jain, regional director of the Central Ground Water Board for northwest India, groundwater started dropping in 1985 in Punjab, and has sunk to alarming levels in recent years.

Thirty years ago farmers in most parts of the state could draw water at a depth of 10 metres (32 ft), but by 2015 this was 20 metres, while farmers in some central parts of the state are unable to find water even at 30 metres or deeper, he said.

“There has been a substantial rise in groundwater utilisation, which has mainly happened because of the fact that Punjab gets less rainfall. Since paddy (rice) requires a lot of water, the farmers resort to heavy usage of groundwater for irrigating the paddy fields,” he said.

Jain added that Punjab gets less than 700mm of rainfall annually.

This compares to a national average of 1,083mm, according to the World Bank.

Amit Kar, an economist at the

Indian Council of Agricultural Research, attributed the groundwater shortage to government policies such as free electricity for irrigation, credit facilities and subsidies for digging wells and buying pumping equipment, as well as heavily subsidised diesel fuel for pumps.

The PAU report said annual demand for irrigation in Punjab is 4.76 million hectare metres (mhm) against a total annual supply of 3.48 mhm from canal and groundwater resources.

The deficit is met by overexploitation of deeper groundwater by farmers using nearly 1.4 million tube wells, which exacerbates the loss of more accessible groundwater.

According to the PAU report, 3.5 million of Punjab’s 9.1 million workers make a living from agriculture or associated activities. Jain said the statistics suggest Punjab’s agricultural success may not be sustainable.

“Punjab’s exports of rice and wheat to other regions literally mean the export of its groundwater to those regions,” he said.

Amitabh Kant, chief executive officer of the government’s National Institution for Transforming India (NITI Aayog), predicted “the present rate of withdrawal will lead to complete exhaustion of groundwater within a decade” in the region. Kant said India, already water-stressed, is rapidly moving towards becoming waterscarce.

TIME TO SWITCH? Switching to new crops is one way to ease the problem in Punjab, said PAU’s Aggarwal. Rice requires about four times as much water as maize, pulses or oilseeds, for instance.

Vinod Kumar Singh, a scientist at the Indian Agricultural Research Institute, said Punjab must make the shift at any cost.

“The government has to make some policy decisions like assuring the farmers it will procure their produce other than paddy (rice) and wheat. Only then will they be convinced to switch over to these crops,” he said.

Under India’s state-sponsored

Public Distribution System, the national government buys staple foods like rice, wheat and sugar from farmers and sells them to citizens at fair or cheaper prices.

Commodities worth $2.25 billion, including rice and wheat, are sold annually to about 160 million families.

Jasbir Singh Bains, Punjab’s director of agriculture, said that system makes farmers reluctant to cultivate other crops.

“We have started making efforts to popularise the cultivation of pulses, maize, vegetables and oilseeds,” Bains said. “For example, we have appealed to the central government to increase the procurement of pulses and are urging the farmers to grow vegetables, which also have a good market.”

Farmers like Shamsher Singh, in Nokdar-Jalandhar, said they would switch to less thirsty crops with government help.

“We are ready for this, but the government should give the guarantee that it will procure our products like it is doing in the case of wheat and rice,” he said.(rtr)

Sangging, a Person Officiating in Tooth Filling Ritual

One of the obligatory ceremonies to be implemented by the Hindus in Bali is mapandes or tooth filing ceremony. The ceremony is conducted by a sangging or tooth filer symbolically chiseling the four upper incisors and two canines. Then, it is resumed with filing the teeth by using a saw filer, so that they become flat and neat.

Dr. I Made Surada, a lecturer of State Hindu Dharma Institute (IHDN) Denpasar, said that sangging is person who has certain ability in the ceremony, such as making the offerings, bade tower, shrine building, sculpture, painting and others. People having the profession as sangging have already owned the skills. “To become a sangging, people have to go through a pawintenan or initiation rite according to the level of ceremony performed,” he said.

Sangging is not only able to officiate over physically (sekala), but also psychically (niskala). “Sangging has to be able to chant mantra so that a sangging should have undergone a pawintenan at its spiritual teacher,” he said.

Temple priest and high priest usually also serve as sangging.

In certain case, the sangging can also be assisted in the process of ceremony. At first, he consecrates the chisel, filer and gem with the meaning that the tooth to be filed will become brilliant. The tool used to file the teeth is rice knife commonly used in earlier times. Bali Declaration to be adopted as official UN document NUSA DUA - The Bali Declaration, released at the recently concluded World Culture Forum 2016 (WCF 2016), will be sent to UNESCO to be adopted as an official document of the United Nations (UN).

“We will improve the Bali Declaration in terms of language and then send it to UNESCO, possibly next month, to be adopted as an official document of the UN,” WCF 2016 Steering Committee chairman Ananto Kusuma Seta said. The WCF 2016 was held at Nusa Dua, Bali, and came to a close on Thursday.

100 subak groups in Tabanan set rules to ban farmland sale into buildings

TABANAN - Tabanan has a total of 229 subak (irrigation cooperative) groups with the area of about 21,000 hectares.

This area has shrunk each year. Then, to prevent the shrinkage and conversion of farmland into building, the government of Tabanan encourages the subak organizations to set forth an awig-awig or bylaw on the prohibition of converting wetland into building both for residential and business premises. As a result, currently there are 100 subak organizations having implemented the bylaw to prevent farmland from being used for building.

Resources Development Division Head of the Tabanan Agriculture, Food Crops and Horticulture Agency, I Gusti Nyoman Indrayana, said on Sunday (Oct. 16) that currently of the 229 subak groups, a total of 100 subak groups have applied the bylaw on the prohibition from selling their paddy field to be converted into building. “We have disseminated so that the clause can be included in the subak bylaw,” he said.

Of the 100 subak groups having applied the prohibition of farmland conversion into building, they are mostly applied by subak in the subdistrict of Penebel, Kerambitan, Marga, Selemadeg Raya and Pupuan. Apart from dissemination, the subak has been encouraged to include the clause prohibiting the sale of paddy fields to be functioned into building and this becomes the main requirement in the subak competition held annually by the government of Tabanan. So, a subak wishing to participate in the competition should have a bylaw prohibiting the sales of farmland

into building.

The winning subak in the competition is entitled to get cash prize, government assistance and represent Tabanan to provincial level. Every year, there will be 10 irrigated and 10 non-irrigated subak groups participating in the competition of district level.

In addition to the award of the competition, the subak groups carrying the prohibition of farmland conversion into building in their bylaw will get priority in the provision of agricultural assistance from the government, assistance in the issuance of paddy field certification at reasonable cost and be included in the paddy farming insurance (AUTP) where the premium is subsidized by the government.

Chinese Foreign Ministry spokeswoman Hua Chunying said Kiska had ignored China’s “strong opposition” to the meeting, which was contrary to the “one China” policy the Slovak government has promised to uphold.

“China is resolutely opposed to this and will make a corresponding response,” Hua told a daily news briefing in Beijing, without giving details.

A posting on the Slovak president’s Facebook page on Oct. 16 carried pictures of the meeting with the Dalai Lama, and a note from President Kiska describing it as “a

privilege”.

Chinese Foreign Ministry spokeswoman Hua said the Dalai Lama has long tried to separate Tibet from China and the government opposes any foreign official having any form of contact with him. The meeting has “broken the political basis of China-Slovak relations”, Hua said.

“We demand the Slovak side clearly recognise the anti-Chinese separatist nature of the Dalai Lama clique and earnestly respect China’s core interests and major concerns.”

Slovakia should take steps to eliminate the negative impact of this meeting, she added.

China also expressed anger last month and threatened countermeasures after the Dalai Lama spoke at the European Parliament in the French city of Strasbourg and met its president, Martin Schulz.

Few foreign leaders are willing to meet the Dalai Lama these days, fearful of provoking a strong reaction from China, the world’s second-largest economy. (rtr)

Thus, the incoming rubbish will be just piled.

Fortunately, in the landfill area there are some people coming to earn a livelihood by scavenging.

Their presence helps reduce plastic waste they are taking up for sale.

Some plastic waste thrown away can still be used again.

Other than scavenging, the prominent activity in the landfill is raising cattle. Hundreds of cattle are released freely in an area of 30 hectares so that they find their

own food. Although located in the landfill, which is not overgrown with grasses, the cattle roaming around at the location look pretty meaty.

Hamlet chief of Pesanggaran governing the Suwung landfill, Wayan Widiada, said that the activities of people raising cattle and pigs around the landfill actually happen due to the presence of the landfill. Approximately 60 families living in the area have no other choice of livelihood. Then, raising cattle and pigs becomes an option because it is no longer possible for them to take other activities.

“We are still lucky there are still people that can do activities around the landfill,” he said while receiving the visit of the PDI-P Faction of the Denpasar House of Representatives, some time ago. (ara)

BANGKOK - The death of Thai King Bhumibol Adulyadej will not affect plans to hold a general election in 2017, media reported on Monday, dismissing speculation that the military government would delay the poll as the country enters a year of mourning.

Thais continued to flock from across the country to the Grand Palace in Bangkok to pay their respects to the king, a beloved father figure who died on Thursday after seven decades on the throne.

Officials said they expected tens of thousands every day at the palace and, with so many arriving in Bangkok from the provinces, the city administration has ordered youth centres and public gyms to provide free accommodations.

The death of the world’s longestreigning monarch had raised questions over whether the junta would delay elections paving the way for a return to civilian rule. However, the Bangkok Post newspaper reported the poll would proceed as planned.

“The government has reaffirmed its commitment to following the roadmap for general elections scheduled for late

next year,” the newspaper said.

Weerachon Sukondhapatipak, a spokesman for the military government, declined to comment.

“This is not the time to discuss politics,” he told Reuters.

The government has stressed since the king’s death that the economy and government will work as normal, and it has sought to dispel uncertainty over the succession.

Thais voted overwhelmingly in August to accept a military-backed constitution, which critics say could enshrine military power for years to come.

Deputy Prime Minister Wissanu Krea-ngam told reporters the constitution would be sent to the palace for approval - considered a formality - no later than early November.

“The crown will have 90 days to consider it,” Wissanu said.

King Bhumibol earned the devotion of Thais for his efforts to help the rural poor, including agricultural development projects. He was also seen as a stabilising figure in a country often racked by political turmoil. (rtr)

China launches longest manned space mission

SHANGHAI - China launched its longest manned space mission on Monday, sending two astronauts into orbit to spend a month aboard a space laboratory that is part of a broader plan to have a permanent manned space station in service around 2022.

The Shenzhou 11 blasted off on a Long March rocket at 7:30 am (2330 GMT) from the remote launch site in Jiuquan, in the Gobi desert, in images carried live on state television.

The astronauts will dock with the Tiangong 2 space laboratory, or “Heavenly Palace 2”, which was sent into space last month. It will be the longest stay in space by Chinese astronauts, state media reported.

Early on Monday, Fan Changlong, a vice chairman of China’s powerful Central Military Commission, met astronauts Jing Haipeng and Chen Dong and wished them well, state news agency Xinhua reported.

“You are going to travel in space

to pursue the space dream of the Chinese nation,” Fan said.

“With all the scientific and rigorous training, discreet preparation, and rich experience accumulated from previous missions, you will accomplish the glorious and tough task... We wish you success and look forward to your triumphant return.”

Shenzhou 11 is the third space voyage for Jing, who will command the mission and celebrate his 50th birthday in orbit.

In a manned space mission in 2013, three Chinese astronauts spent 15 days in orbit and docked with a space laboratory, the Tiangong 1.

gramme is a priority for Beijing, with President Xi Jinping calling for the country to establish itself as a space power.

China insists its space programme is for peaceful purposes.

Shenzhou 11, whose name translates as “Divine Vessel”, will also carry three experiments designed

by Hong Kong middle school students and selected in a science competition, including one that will take silk worms into space.

The U.S. Defense Department has highlighted China’s increasing space capabilities, saying it was pursuing activities aimed at preventing other nations using spacebased assets in a crisis.

China has been working to develop its space program for military, commercial and scientific purposes, but is still playing catch-up to established space powers the United States and Russia. (rtr)

European-led Mars lander to start descent to red planet

FRANKFURT - A Mars lander is due to leave its mothership on Sunday and head toward the red planet’s surface to test technologies for Europe’s planned first Mars rover, which will search for signs of past and present life.

After a seven-month journey from Earth as part of the EuropeanRussian ExoMars programme, the Schiaparelli lander is expected to separate from spacecraft Trace Gas Orbiter (TGO) at 1442 GMT and start a three-day descent to the surface.

Schiaparelli represents only the second European attempt to land a craft on Mars, after a failed mission by the British landing craft Beagle 2 in 2003.

Landing on Mars, Earth’s neighbour some 35 million miles (56 million km) away, is a notoriously difficult task that has bedevilled most Russian efforts and given NASA trouble as well. The United States currently has two operational rovers on Mars, Curiosity and Opportunity.

Elon Musk’s SpaceX is developing a massive rocket and capsule to transport large numbers of people and cargo to Mars with the ultimate goal of colonizing the planet,

with Musk saying he would like to launch the first crew as early as 2024.

The primary goal of ExoMars is to find out whether life has ever existed on Mars. The current spacecraft carries an atmospheric probe to study trace gases such as methane, around the planet.

Scientists believe that methane, a chemical that on Earth is strongly tied to life, could stem from microorganisms that either became extinct millions of years ago and left gas frozen below the planet’s surface, or that some methaneproducing organisms still survive.

The second part of the ExoMars mission, delayed to 2020 from 2018, will deliver a European rover to the surface of Mars. It will be the first with the ability to both move across the planet’s surface and drill into the ground to collect and analyse samples.

The ExoMars 2016 mission is led by the European Space Agency (ESA), with Russia’s Roscosmos supplying the launcher and two of the four scientific instruments on the trace gas orbiter. The prime contractor is Thales Alenia Space, a joint venture between Thales and Finmeccanica.

The cost of the ExoMars mission to ESA, including the second part due in 2020, is expected to be about 1.3 billion euros ($1.4 billion). Russia’s contribution comes on top of that. (rtr)

BANGLI - A foreign traveler was found dead at the base of cliff as deep as 250 meters at Dukuh hamlet, Abang Batudinding, Kintamani, Sunday (Oct. 16). Condition of the victim is very pathetic with injuries throughout the body. Allegedly, this British traveler has fallen because of a slip when climbing.

Chief of Bangli Police, Beny Danang Kusprihandono, while monitoring the evacuation process explained that the traveler is named Daniel David, 26. Based on field information from residents of Dukuh hamlet, before the traveler is known to have died, on Saturday (Oct. 15) around 19:00, some villagers attending funeral saw flashlight in the middle of the hill. As considered the person getting lost, the residents then replied with flashlight as well.

“After that, they saw the flashlight on the hill falling. This morning (Sunday—Ed) the residents along with the owner of motorcycle hired by the traveler ensured the loss of the flashlight. In fact, it was coming from the flashlight of the traveler who was found dead,” he said while mentioning that the victim is allegedly to get foundered due to slipping.

When found, condition of the traveler born in 1990 was very

tragic. He got severe injuries on head, a broken left arm, injuries on body parts and bloody wounds.

As a follow up, the victim’s body was rushed to Sanglah Hospital to be commended while waiting for confirmation from the embassy.

“We are still trying to contact his embassy. Temporarily, the body is commended to Sanglah Hospital.

We are still asking for information from a number of witnesses to know about the causes of his death,” said police chief.

In the meantime, I Putu Dana, a resident of Buahan village, Kintamani, the owner of motorcycle rented by the victim told that he climbed alone. He did not know where he stayed in Bali. “He rented a motorcycle to travel around the lake. In fact, he climbed while the motorcycle was parked at Terunyan,” he said.

Other than police personnel, the evacuation process was also helped by military personnel, provincial and district disaster mitigation agency (BPBD), National SAR Agency of Denpasar and nearby residents. Let’s Make a Trip to Malet Kuta Mesir Waterfall

FOR those having a hobby in nature recreation, there is an interesting object to visit. It is the waterfall in Bangli that can be found at some locations. However, a few has not been well-known to the public. One of them is the Malet Kuta Mesir waterfall located at Malet Kuta Mesir hamlet, Tiga, Susut.

Other than exuding beauty, around the waterfall also sits a mud puddle believed to be good for health.

It is located about 400 meters from village settlement. This seven-meter high waterfall is located in the middle of valley and has a thin stream of water. Around the waterfall also sits a large number of springs known as patirtaan.

Habitually, the water looking very clear and free from contamination is often used by residents for ceremonial purposes. Nearby, there is a Taman Temple supported by surrounding communities.

Besides, at this location also sits a mud puddle with an area of ??about 1 x 1 meter. It is believed to have the capability of curing various diseases. “The water at the patirtaan often used for purificatory ritual, while the mud is taken advantage as a scrub. It is believed to cure various kinds of diseases,”

In addition to surrounding residents, the efficacy offered by the springs and mud is also able to draw the attention of people from other regions such as Denpasar, Gianyar and Badung. NEGARA - Marine debris from the Bali Strait flooded Gilimanuk Beach, Sunday (Oct. 16). The waste mostly consisted of food and drink wrappers were carried away during high tides coinciding with full moon on Saturday night (Oct. 15).

Such conditions caused the beach in the border of Bali and Java to look slovenly. In addition to scattered on the beach, the marine debris was also seen to pile up. Pieces of wood and twigs appeared to get stranded on the black sand. According to local residents, the marine debris was seen last Sunday morning. It was carried by the ocean currents during the night.

“Last night, it was carried by

the tides. In the next morning when low tide occurred, the marine debris was dumped off on the beach,” said Agus, a local resident.

However, not all the waste is littering and useless. Some woods and twigs mixed with other rubbish are collected by the locals.

The collected items are then sold as firewood. Before collected, the wood is dried in the sunlight near the shore. Other than residents collecting wood, there are also many

scavengers amassing rubbish such as food wrappers and bottles that can be resold.

Headman of Gilimanuk, I Gede Ngurah Widiada, said that beaches at Gilimanuk are indeed often filled with marine debris, especially after high tides. Floating rubbish in the sea will be carried away by waves and dumped off at Gilimanuk. Local residents clean up the beach while collecting the marine debris that can be resold with the help of fishermen group and communities in mutual cooperation. At least, four five-star hotels have stated their confirmation to do the construction soon. An expert team member of the government of Klungkung, I Nyoman Sudipa, explained that at least four five-star hotels are stated to invest in Nusa Penida. Their investment averagely reaches IDR 1 trillion. According to Sudipa, the four investors are not experiencing difficulties to realize the development in Nusa Penida considering the points selected to build classy hotel are located in the tourism effective area (KEP), namely PT Cavendish at Semaya hamlet, Suana; Hotel Conrad at Karangdawa hamlet, Bunga Mekar; Hotel Manta at Karang hamlet, Pejukutan; and another five-star hotel in the area of Pasih Uug, Sompang hamlet,

Bunga Mekar.

Nyoman Sudipa delivered that the four hotels are located in the tourism effective area that is not influenced by the rules on coastal borderline. So the four hotels can freely focus on placing their hotel in order to get the most beautiful beach view of Nusa Penida. Other than having a beautiful view, the status of Nusa Penida becoming a tourism area makes investors interested in developing their business on the island famous for marine tourism and marine conservation.

Chief of the Klungkung Investment Office, I.B. Jumpung Gede Oka Wedhana, admitted that so far there are a number of five-star

hotel investors having submitted their principle permit. The very first incoming investor in 2015 is PT Cavendish. I.B. Jumpung conveyed that Klungkung district is now intensively promoting Nusa Penida to investors. Such promotion got good responses from investors considering that Nusa Penida has been famous for its marine tourism.

However, the government of Klungkung still has homework to resolve the shortage of water and electricity supply in Nusa Penida.

He also recognized that water and electricity become a major problem in investing. To support the construction, the water supply should be ensured. Likewise, when in operation, the water as well as electricity pose major requirement. “Our problem remains in the difficulty of water supply, so this becomes a consideration of the investors along with electricity and limited road access,” said I.B.
