LOS ANGELES - Tom Cruise broke his ankle on the set of the upcoming “Mission: Impossible 6,” causing a halt in filming while the action star known for performing many of his own stunts recovers, Paramount Pictures said on Wednesday.

Paramount said the movie, one of the Viacom unit’s biggest franchises, remained on schedule to open on July 27, 2018 despite the setback.

Cruise, 55, was seen in a video on celebrity news website TMZ trying to jump between the roofs of two high-rise buildings and landing hard against a wall during filming in London over the weekend. He was later seen limping off the set.

“During production on the latest ‘Mission: Impossible’ film, Tom Cruise broke his ankle while performing a stunt. Production will go on hiatus while Tom makes a full recovery,” Paramount said in a statement. “Tom wants to thank you all for your concern and support and can’t wait to share the film with everyone next summer.”

Paramount did not say how long

production would be delayed. Hollywood trade paper Variety said filming could be halted anywhere from six weeks to three months while Cruise recovers. Variety said the actor also injured his hip.

“Mission: Impossible – Rogue Nation,” in which Cruise reprised his role as agent Ethan Hunt, made more than $680 million at the worldwide box office in 2015, according to movie tracker BoxOfficeMojo.com Cruise has carved a career as one of Hollywood’s top-earning and longest-running action stars, much of it built on his reputation for doing his own stunts, including swinging around a Dubai skyscraper and hanging off the outside of a cargo plane as takes off.

while promoting “Mission: Impossible – Rogue Nation.”

“Mission: Impossible 6” director Christopher McQuarrie told Britain’s Empire magazine in an interview posted on Wednesday that Cruise was in “very good spirits” after his injury.

McQuarrie said Cruise was performing a stunt over numerous takes where he was meant to hit the wall of the building hard, climb onto the roof and sink to his knees.

On his fourth try, McQuarrie said Cruise “hit the building at a slightly different angle” and broke his right ankle.

“He was always supposed to slam into the side of the building.

That’s what gives the stunt its energy,” the director said. “He knew the instant that he hit the building that his ankle was broken.” (rtr)

In Aceh Province on Sumatra Island, the people who attended the flag-raising ceremony at Blangpadang field were entertained with a colossal drama depicting the heroic struggle of Cut Nyak Dien, an Acehnese national figure.

Independence Day was not merely celebrated by the central and regional governments as well as people in the country but also by representatives of the Indonesian government abroad. Indonesian Ambassador to Malaysia Rusdi Kirana, for instance, led the flagraising ceremony at the embassy area.

Provincial govt uses grants to strengthen people’s economy DENPASAR - Public aid grants are being used by the government of Bali to strengthen the economy.

For instance, this is being done through the home refurbishment program, the integrated agricultural system (Simantri), the integrated rural development movement (Gerbangsadu) and the regional credit insurance (Jamkrida). Although these are forms of indirect spending, the grant is said to have been entirely used for the benefit of the people.

“Gerbangsadu, Jamkrida and Simantri are means to strengthen the local economy. These have made Bali’s unemployment rate go down, and even if people are not making large amounts of money, everyone is working”, said Governor of Bali,

Made Mangku Pastika, when contacted on Tuesday (Aug. 15).

Governor Pastika admited that the grant has made indirect expenditure much larger than direct expenditures, but he added that overall grants and special financial assistance amount to more than IDR 1 trillion. These include the grants for the simultaneous regional leader election 2018 and the school operating assistance (BOS) grant as well as additional grants for institutions and community groups.

“If we want to count again, like grants to the community for temple improvement, they are all actually included in development. However, the title of the expenditure is under the grant and BKK. However, all

of the Province’s obligations such as maintaining provincial roads and irrigation – that are usually included in direct spending have been attended to”, he explained.

Regent Suwrita who had previously been involved in the cooperative sector, added that the district government is also committed to improving the economic conditions of the agricultural sector, as it has a lot of potential for growth.

He admitted that this sector is currently not looking very promising especially given that so few yong people are interesting in pursuing agricultural work. Building up community-based economy continues to be encouraged by the government as these micro-economies are expected to become the backbone of the nation’s economic growth. However in order for this to happen issues related to human resources and capital need to be resolved.

Klungkung’s district government under Regent I Nyoman Suwirta is determined to find solutions to overcome these two major issues.

In order to address the lack of capital that potential entrepreneurs may be facing, the government is encouraging the cooperatives that are scattered throughout Klungkung. Supporting facilities such as markets have also been made available on a considerably large scale. The particular potential that different villages have to develop community-based economy also continues to be explored.

“Making improvement to community-based economy is our focus and we have taken several steps including encouraging the very important role that cooperatives play”, explained Suwirta.

Nusa Ceningan born Regent Suwirta also affirmed that his government is dedicated to improving the skills and attitude of Klungkung’s human resources. Apart from the programs that are running through the Joint Business Group (KUBE), his government is also aiming to change people’s attitudes about becoming entrepreneurs, particularly among young people. “We now have some young entrepreneurs in our villages and we will continue to encourage them to be an example to others”, he said.

Measures are also beeing taken to empower people in Klungkung though differtn programs, though he admitted that they do not have the exact data on how many people are eligible to follow this program. “So far the published data only shows normative figures, it is still not clear how we are to measure how many people are being targeted for these community empowerment programs, we have some figures but they are not comlete”, he explained.

Opioid overdoses leading to more ICU admissions and deaths

BOSTON - A growing number of Americans are needing intensive care for opioid overdoses and dying after receiving treatment for serious complications, a U.S. study suggests.

Opioid-related overdose deaths have doubled since 2000 amid a worsening epidemic of addiction to both prescription painkillers like oxycodone and illegal drugs like heroin, researchers note in the American Journal of Respiratory and Critical Care Medicine.

Alongside this worsening trend, opioid overdose admissions requiring treatment in hospital intensive care units (ICUs) surged 34 percent from 2009 to 2015, the study found. During this same period, the death rate for these ICU patients climbed from 7.3 percent to 9.8 percent.

“There are growing numbers of people who are so sick from their opioid overdose that they need ICUlevel care, and despite everything we can do in the ICU more patients are dying in the ICU with complications from their overdose than ever before,” said lead study author Dr. Jennifer Stevens of Harvard Medical School and Beth Israel Deaconess Medical Center in Boston.

“So when we think of overdoses, we need not to just think about whether people died or survived, but also about the tremendous personal and societal costs of the serious medical problems that can come from overdoses for people who didn’t die, or didn’t die immediately,” Stevens said by email.

She and her colleagues examined data on more than 4.1 million patients admitted to ICUs in 162 hospitals in 44 states, including 21,705 with opioid overdoses, usually from heroin.

During the seven-year study period, the cost of caring for ICU patients who had opioid overdoses increased from $58,517 to $92,408 in 2015 dollars.

Among the opioid overdose patients, 25 percent experienced aspiration pneumonia, bacterial infections that happen when food, saliva or vomit is breathed into

the lungs instead of remaining in the digestive tract.

The second most common complication was rhabdomyolysis, or the release of dead muscle fiber into the bloodstream, which occurred with 15 percent of the overdose patients in the ICU. Eight percent of the patients had brain injuries and 6 percent had septic shock, a life-threatening response to infections that can cause serious organ damage.

One in ten people treated in the ICU after overdoses needed mechanical ventilation machines to help them breathe.

The study wasn’t designed to explain why more overdoses are being treated in ICUs. It’s possible that heightened awareness about overdoses is helping more people survive long enough to be admitted to the hospital. It’s also possible that people are having worse overdoses today than they did in the past, the researchers note.

Most likely, both possibilities are behind the surge in overdose patients in the ICU, said Dr. Marc LaRochelle, a researcher at Boston Medical Center’s Grayken Center for Addiction Medicine who wasn’t involved in the study.

“It likely reflects some contributions from at least two factors: one is increasing potency of opioid supply with a spike in illicit fentanyl in recent years,” LaRochelle said by email, referring to a fast-acting, highly potent prescription opioid that’s become a common recreational drug.

“A second would be more widespread overdose education and naloxone distribution programs,” LaRochelle added. Naloxone can block the effect of opioids and rapidly reverse the effects of an overdose.

“People who use injection drugs should obtain naloxone, the overdose reversal drug, and use drugs with partners who can help them,” said Brendan Saloner, a researcher at the Johns Hopkins Bloomberg School of Public Health in Baltimore who wasn’t involved in the study. (rtr)

Chinese tour guide arrested for smuggling drugs

‘Liquid biopsy’ spots early-stage cancers in blood -U.S. study CHICAGO - A test that scans blood for tumor-specific DNA identified early-stage cancer in more than half of 138 patients with the disease, U.S. researchers reported on Wednesday, marking a new milestone in the rush for so-called “liquid biopsies.”

Several companies already offer tests that can detect cancer DNA in the blood of patients with late-stage cancers. Such tests are used to help guide treatment or identify whether cancers have returned after surgery.

Researchers behind the earlystage test hope it could be used to identify cancers at a stage when patients have a better chance at survival.

“To our knowledge, this is one of the first studies that has looked directly at early-stage cancers,” said Dr Victor Velculescu, professor of oncology at Johns Hopkins Kimmel Cancer Center, whose study was published in the journal Science Translational Medicine.

In making the test, the challenge was to identify rare DNA from real cancers while ignoring other types of genetic alterations that can occur as blood cells divide or genetic alterations that people are born with.

For the study, the team screened blood samples from patients with breast, lung, ovarian and colorectal cancers, looking for 58 genes typically linked with these cancers.

Overall, they were able to detect

86 out of 138 stage I and stage II cancers. They also sequenced mutations in tumors from 100 of the patients studied, and found that in 82 patients, the same mutations found in the blood corresponded with those found in the tumor tissue.

They also tried the test on 44 healthy patients, and showed it did not detect any cancer-derived mutations.

Velculescu said more studies would be needed in much larger populations to prove the test can safely and accurately identify earlystage cancers, a process that could take up to five years.

The hope, he said, is that it would identify cancers at a stage when patients have a better chance at survival. First uses of the technology would be in patients at high risk for developing cancer, such as heavy smokers, he said.

In addition to being a researcher at Johns Hopkins, Velculescu is a co-founder of Personal Genome Diagnostics, a private liquid biopsy company. The study was done by Johns Hopkins researchers, he said.

In June, Grail, a spinoff from gene sequencer maker Illumina , presented a feasibility study for its liquid biopsy test at American Society of Clinical Oncology meeting in Chicago. In that study, researchers analyzed tissue and blood from patients with advanced cancers.

Grail is also pursuing early-stage cancer detection. (rtr)

DENPASAR - A joint team of the National Narcotic Agency (BNNP) Bali and Ngurah Rai Airport Customs and Excise arrested a foreign tourist found carrying drugs. On Friday (Aug. 11), officers arrested 33 year old tour guide from China named Tiecheng, when arrived at Ngurah Rai Airport terminal, Tuban, fro trying to smuggle in crystal meth.

“Previously our personnel also arrested an American tourist.

This proves that the airport is still being taken advantage of by drug syndicates”, said Chief of BNNP Bali, Putu Gede Suastawa, on Sunday (Aug. 13).

Cooperation between the BNNP Bali and Customs and Excise, continued Suastawa, has been more intensified as various attempts are being committed by drug mafia to smuggle illicit goods in to Bali.

Suastawa affirmed that in the case the usual supervision and monitoring of passengers landing at the domestic and international terminal was conducted by this joint team. On Friday (Aug. 11) at 00:00, Citilink aircraft with flight number QG 8839 on route from Ningbo China landed in Denpasar..

As usual, the passengers’ luggage was checked using the X-ray scanner. The officers suspected something suspicious was inside the suspect’s backpack. After searching the bag, the officers found a package of crystal meth weighing 0.40 grams net.

“The suspect, along with the evidence were then taken to the office of BNNP Bali for further investigation. According to the initial allegation, the evidence was intended for personal use”, said Suastawa accompanied by Eradication Division Head, Ketut Arta.

The case, he said is still being investigated as there is the possibility that the suspect is involved in an international narcotics syndicate. This case is still being processed according to procedures and the BNNP will coordinate with Consulate General of the People’s Republic of China in Indonesia. (kmb36)

“The event will be staged on the Indonesia’s Independence Day to commemorate the 350th anniversary of the covenant that helped the Dutch in colonizing Indonesia.

Tampaksiring rice fields, school kids and Independence day

Waiting for our guide to arrive for our walk through the rice fields near Tampaksiring, small groups of elementary school students marched passed us one after another. Each ‘battalion’ was dressed in its own style of red and white uniforms, accompanied by Indonesian flags and either singing or chanting different patriotic slogans. They were all focused on maintaining their decorum and keeping step with their formation in a manner I found most impressive for such young kids.

At first, I kind of smiled at their seriousness thinking how cute they looked. But soon I felt quite moved as I thought of the history they represented. I was swept back in time to when there might have been Dutch soldiers walking in formation on the main road of Tampaksiring I thought how these children’s the grand-parents or great-grandparents had fought with nothing but bamboo spears and sheer determination to free themselves from colonial rule.

Then, looking at the strong posture and serious faces of the young students, I thought about how they must have been taught about this history and wondered how they felt marching past the odd tourists who looked so much like the Dutch who had once ruled here.

In a flash I thought about the Balinese in particular who are so often confronted with foreigners who look like the Dutch -albeit in a different context. I could not help but wonder if my very presence on the side of the road that morning evoked in any of these youngsters a feeling of pride for how their families had turned things around, but perhaps also a feeling that they still had to defend themselves from the cultural influence i represent.

Quite possibly these elementary school children were far more concerned about the task at hand and whether their parents were watching as they marched passed (i did not ask). The last ‘battalion’ to pass us

before our guide arrived was a group of girls who were about 10 years old. I did not hear the first part of the chant but just as they passed us they chanted in unison: “we are the best, we are the best, we are the best” - in English.

I was of course a little taken aback and imagined that this use of English was partly a way to encourage enthusiasm in the young students. Young people in particular are increasingly exposed to English through the internet and in Bali, through tourism. Many English expressions have made their way into common speech here, and are often associated with being aware of and connected to the broader world and to being young and with it.

But this phrase in particular struck me as especially significant as an acknowledgement of how these young people placed themselves in this broader world, as if to say: ‘we know there are other ways of doing things but we choose to do things this way because this is who we are - we are Indonesian, we are Balinese and “we are the best” at being who we are’.

As we walked throughout the rice fields near the Presidential Palace where Indonesia’s first President Sukarno used to stay when he was in Bali, I thought how glad he would feel knowing that that these school children felt proud to be Indonesian and showed their strength marching down the main road of town in celebration of Indonesia’s Independence day - Hari Kermerdekaan (freedom day).

I suddenly felt even more honoured and grateful than usual to be a guest in this country and for being able to witness the beauty of this enchanted island and its people. I felt also felt relieved that nowadays when Dutch-looking foreigners walk throughout the rice fields, they are doing so as visitors rather than conquerors. I believe that Sukarno would have been glad about this change of role too, and hope that the ‘battalions’ of young children grow up to keep things that way. (kmb)

e-ticketing at Tanah Lot to be implemented in 2018

TABANAN - The implementation of electronic ticketing (e-ticket) at the Tanah Lot Tourist Attraction is schedule to start in 2018. The plan that has been discussed since 2016 is aimed at increasing the revenue from ticket sales at the Tanah Lot Tourist Attraction.

Development and Promotion Coordinator of the Tanah Lot Management Board, Ida Bagus Wiratmaja, said recently that the budget for the e-ticketing system amounts to approximately IDR 15 billion. The budget will be allocated for the procurement of electronic ticket machines, development and promotion.

Head of the Tanah Lot Management Board who is also the Regent of Tabanan, Ni Putu Eka Wiryastuti, explained Wiratmaja met with the provider of the Tanah Lot electronic ticket system on Tuesday (Aug. 8) for a meeting to review the system being proposed. “An agreement has not been reached yet as the project has

not been auctioned. We are still reviewing the system” he said.

According to Wiratmaja, the management board of Tanah Lot will soon formulate the best way to apply an electronic ticket system. After implementing the system, there will be an auction process. “E-tickets may take the form of a bracelet that will be scanned wen entering the grounds”, he said.

Tanah Lot’s management aims to have eticketing implemented in 2018. The period form August to December will be spent finding an appropriate e-ticketing system and partner so that by January 2018 e-ticketing will be in effect. (kmb24)

DENPASAR - The officers of the national narcotic agency (BNN) and police are working intensively to eradicate drugs in this country following a government call to deal with the serious threat that Indonesia is currently facing with regards to narcotics. Chief of the Bali Police, Petrus Reinhard Golose, even threatened to shoot any of his personnel found to be involved in illicit drug trafficking. Cooperation is also being made with related parties such as indicting prosecutors and judges who sentence punishments for drug related crimes.

Both the BNN and the police have often stated that the handling of narcotics cases cannot be done by these two parties alone. The courts as wel as the public have an equally important role to play in eradicating such harmful substances. The courts in particular are in fact the spearhead for eradicating illegal drugs given that prosecutors as litigants and judges as decision makers decide on the extent of punishment fro defendants involved in drug cases.

Related to the rise in the number of narcotics cases, lawyer Wayan Sumardika expressed his deep appreciation for the attitude of the police chief and his staff who are so focused on eradicating drugs. In order to reduce the amount of space where drug dealers, inter-provincial and international drug syndicates can operate in, requires that all three law enforcement agencies –the police, prosecutors and judges apply standard procedures and hand out maximum sentences.

“Since Indonesia is facing a serious threat at the moment, it is urgent that the three law enforcement agencies of our nation come to an agreement

on the standards for criminal punishment for drug offenders,”, he said on Tuesday (Aug. 15).

According to Sumardika, handing out maximum penalties is very effective and should be applied without compromise to the law enforcement officers. Criminals belonging to international drug syndicates should also be imposed with maximum penalties as they are poisoning the next generation of this nation.

He pointed out that if in a trial where the accused belongs to an international syndicate and is charged with a maximum penalty of 10 years, there is no opportunity for the prosecutor or judge to be involved in corruption and demanding instead a the lightest sentence possible.. “For example, if the prosecutor demands a 3-year sentence, the indictment can be 1.5 years. Necessarily, it is firmly charged with and indicted with a maximum sentence of 10 years, and it is applied as a standard”, said Sumardika.

Moreover, he continued, if the perpetrators are public officials, they should be charged with aggravation. There have in fact been recent cases of officials being involved in inter-provincial and international syndicates. The judges and prosecutors participating in the government’s drug eradication program should not make any compromises when there is insistence by certain parties to alleviate the punishment of given drug dealers. Offenders should be charged with maximal punishment.

“Application of the law for distributors and dealers, and even more so for producers, should be adapted to the breached articles, and certainly with the heaviest standard of punishment”, he emphasised. (kmb37)

DENPASAR - Consumers of LPG have been complaining to Bali’s consumer protection agency (YLPK) about the 3-kg LPG tanks that have been sold with less that 3kg of gas in them.

Between May and August 2017 there have been a total of 57 complaints from Denpasar, Badung, Buleleng, Tabanan and Negara. “Probably, there are many more unreported cases”, said I Putu Armaya, Director of the YLPK Bali, on Monday (Aug.14).

The complaints were all with regards to the 3 kg tanks of LPG “Once installed, the flow gauge regulator indicates that the tank is not full and in some cases only half full. In Pedawa village, Banjar, Buleleng, many people complain to YLPK Bali because the content is less than 3 kg,” he explained. This discrepancies in content mean that after having bought a new tank, consumers run out of gas in just a few days.

Armaya suspects that many 3-kg LPG tanks being used by consumers in Bali are not filled to capacity when sold and is therefor asking the public to immediately return the gas tanks to the retailer from whom they purchased it.

Armaya is also asking that 3-kg LPG retailers provide scales so that consumers can be assured that they are not being ripped off. In the case of retailers selling non full tanks, consum-

ers can report such a crime under article 8 and article 62 of Law No. 8/1999 on Consumer Protection with sanctions that include 5 years imprisonment or a fine of up to IDR 2 billion.

The local government and Pertamina are expected to monitor LPG tanks being sold – especially the 3-kg sized tanks that have been complained about.

“Police officers in Bali are expected to act decisively if they find retailer committed such deceitful practices as it is harmful to the community”, he said.

Consumers are being strongly urged not to hesitate in reporting any case of an LPG tank be sold with less than it’s stated contents.

When contacted separately, Marketing Branch Manager of Pertamina for Bali and NTB Region, I Ketut Permadi Aryakuumara, explained that Pertamina’s refilling station and LPG bulk distribution (SPPBE) always fill LPG tanks according to the specified size (3 kg). Each SPPBE has gone through an inspection process (for Quality and Quantity) with each refilling machine in the SPPBEs having been regularly re-calibrated by the metrology service.

Aryakuumara therefore suggested that people buy directly from Pertamina LPG Base stations such as Pertamina gas stations where accuracy of content is guaranteed. (kmb32)

HONG KONG - The democracy movement in Chinese-ruled Hong Kong is facing a dark era, student protest leader Joshua Wong said on Wednesday, a day before an appeal court decides whether to send him and two other activists to jail.

The former British colony, which last month celebrated 20 years under Communist Party rule, was gridlocked by nearly three months of street protests in 2014 that failed to convince Beijing to allow full democracy in densely populated city.

The protest cemented the then 17-year-old Wong’s role at the forefront of the democracy movement, which has been on a roller coaster over the past year. The ride peaked with young candidates being elected on to the local legislature, before crashing down with a series of government-initiated lawsuits that ended with several being stripped of their seats.

Wong, now 20, who was sentenced to 80 hours of community service for illegal assembly connected to the 2014 protests before prosecutors sought a jail term, said the legal challenges had hit morale hard.

“It is the darkest era of the Hong Kong democratic movement,” Wong said.

“Hong Kong is not Hong Kong anymore and now we’re suffering from a serious threat because I guess in the next few years there will be nearly a hundred youth activists who will be sent to prison.”

Hong Kong became a “special administrative region” of China in 1997, since when it has been governed under a “one country, two systems” formula that guarantees a range of freedoms not enjoyed on the Chinese mainland, including a direct vote for half of the 70-seat Legislative Council.

But activists say those freedoms have come under serious threat.

In recent months, dozens of protesters, mostly young people, have been jailed for their roles in various protests, including a violent demonstration that the government called a riot in early 2016.

This week, 13 mostly young activists were jailed for storming the Legislative Council in a separate incident, again after prosecutors pushed for harsher sentences than those handed

down by lower courts.

Many activists have condemned the Department of Justice for its pursuit of jail terms for activists who have only recently become adults.

Wong is due to be sentenced on Thursday alongside former student leader Alex Chow and Nathan Law, 24, the youngest ever democratically elected lawmaker. He was expelled from office last month after a court ruled his oath of office, taken nearly a year ago, was invalid because he added words and adopted a tone of voice that “disrespected” China as the sovereign power.

They face a maximum three years in jail.

“The outlandish application seeking jail time is not about public order but is instead a craven political move to keep the trio out of the Legislative Council, as well as deter future protests,” China director at Human Rights Watch, Sophie Richardson, said in a statement.

Wong, who said he wants to run for a seat in the Legislative Council and pursue a political career, could be banned from running for five years if he were to be jailed for more than three months. (rtr)

Suu Kyi’s man in Yangon under fire over transit deal with China YANGON - Aung San Suu Kyi’s first major infrastructure project could hardly be more visible - hundreds of new yellow buses now plying the streets of Yangon in what her ruling party hopes will be a potent symbol of how it is transforming peoples’ lives.

But two deals to import 2,000 buses from China estimated at more than $100 million have caused an unusual rift within her National League for Democracy (NLD), with regional lawmakers accusing Yangon’s chief minister Phyo Min Thein, a Suu Kyi protégé, of doing a deal with a businessman he’s close to and showing a lack of transparency.

Yangon Bus Public Company (YBPC), a public-private joint venture majority-owned by the city government, bought 1,000 buses from two Chinese suppliers picked by Beijing’s ambassador to Myanmar, Hong Liang. Another 1,000 buses were bought from a third Chinese company in a private deal by businessman Kyaw Ne Win, a grandson of former junta leader Ne Win. There was no public tender or debate in the regional legislature before the deals were agreed. Parliamentary records show the planning and finance minister in the Yangon region government, Myint Thaung, told the chamber in April that “Yangon region government has arranged to buy brand new city buses,” from two Chinese suppliers “prearranged by the Chinese ambassador to Myanmar through a government-to-government agreement.”

This led to the signing of a memorandum of understanding between the two sides on March 16, the minister said.

Several NLD MPs and an executive member of the party, Nyan Win, told Reuters that Phyo Min Thein’s handling of the bus deal had confused the public. Nyan Win said that while he understood that in some cases a tender was not required, in his view all deals concerning the public interest should have an open bidding process. When regional MPs approved 70 billion kyat ($51.5 million) for the project in December, they could only vote for “money for transportation” rather than anything more specific.

“It needs to be transparent,” Nyan Win said. “We need to work according to due process, meaning that we have to work systematically according to rules and regulations.”

Kyaw Zay Ya, a Yangon NLD lawmaker who also expressed concerns about the opaque nature of the bus deal, said that “the image of the government will be damaged if he (Phyo Min Thein) doesn’t change.”

Phyo Min Thein declined several interview requests from Reuters.

He and other ministers have previously defended the deal, saying the agreement between the two governments offered a discount price and express delivery. (rtr)

U.S. talks tough on trade deficit as NAFTA discussions begin

WASHINGTON - The United States drew a hard line for renegotiating the North American Free Trade Agreement on Wednesday, demanding major concessions aimed at slashing trade deficits with Mexico and Canada and boosting U.S. content for autos.

At the start of talks in Washington, U.S. President Donald Trump’s top trade adviser, Robert Lighthizer, said Trump was not interested in “a mere tweaking” of the 23-year-old pact, which Trump has threatened to scrap without major changes.

“We feel that NAFTA has fundamentally failed many, many Americans and needs major improvement,” Lighthizer, the U.S. trade representative, said at the start of the talks, which reflected Trump’s relentless criticism that NAFTA has caused massive U.S. manufacturing job losses.

Lighthizer put Mexico and Canada on notice that the United States would use its clout as their biggest export customer to wring concessions, saying the United States wanted substantially tougher rules of origin, including a requirement of “substantial U.S. content” for autos.

He also signaled a fight over NAFTA’s trade dispute settlement system for changes that would allow more anti-dumping duties against Canada and Mexico, saying this provision should “respect our national sovereignty.”

Canadian Foreign Minister Chrystia Freeland suggested earlier this week that her country could walk away if the United States insisted on scrapping the “Chapter 19” trade dispute settlement system that requires the use of binational panels.

In her opening statement, Freeland took a swipe at the U.S. fixation on cutting its trade deficits, saying: “Canada does not view trade surpluses or deficits as a primary measure of whether a trading relationship works. U.S.-CanadaMexico trade has quadrupled since NAFTA took effect in 1994, surpassing $1 trillion in 2015.

Corporate chief executives have been sounding “do no harm” warnings on NAFTA for months.

Trump’s relationship with business executives became a high-profile issue this week as he disbanded two business advisory councils after several CEOs quit in protest over his remarks blaming weekend violence at a rally in Virginia on the protesters who opposed white nationalists as well as the white nationalists themselves. Canadian and Mexican officials at the NAFTA talks on Wednesday declined to weigh in.

Asked if there was concern that the political upheaval around Trump could impact the NAFTA

talks, Mexico’s finance ministry undersecretary, Vanessa Rubio, said: “These are internal issues of the United States.” Freeland refused to be drawn into the U.S. political furor during a news conference before she returned to Ottawa.

The first round of NAFTA talks, which will last until Sunday, are expected to focus on consolidating the proposals and demands from all three countries. The long list of U.S. demands could make it difficult for negotiators to reach agreement on modernization plans that also are expected to include new chapters on digital and energy trade, and environmental, labor and currency standards.

Both Freeland and Mexican Economy Minister Ildefonso Guajardo pushed back at the U.S. demands and defended NAFTA.

Guajardo said NAFTA should be modernized to produce more trade among its participants, not less, and needed more than one winner.

“For a deal to be successful, it has to work for all parties involved.

Otherwise, it is not a deal,” Guajardo said.

Guajardo later told a news conference that it was “too soon” for the three countries to begin narrowing their differences. He said it was not a good idea to add countryspecific content requirements to the agreement.

Mexico is keen to maintain preferential access for its goods and services to the United States and Canada, where nearly 85 percent of its exports are shipped. Its NAFTA priorities also include greater integration of the continent’s labor markets and energy sectors. (rtr)

TENGGULUN - Fifteen years since they were members of a radical Islamist group that killed 202 people on Indonesia’s tourist island of Bali, Ali Fauzi and Sumarno are building peace instead of bombs. The former devotees of the Jemaah Islamiah militant group are counselling ex-militants, educating their children, and employing their wives as teachers - part of Fauzi’s Peace Circle initiative launched this year to combat extremism.

At the Lingkar Perdamaian school in Tenggulun village in East Java on Thursday, they celebrated Indonesia’s Independence Day with a flag raising ceremony.

Among those attending were 50 ex-combatants and militants.

In front of the local police commander and military chief, with students and former combatants arranged in formation looking on, the Indonesian flag was raised by three ex-militants in crisp white uniforms as the national anthem played. “This came from the deepest part of our heart. It showed that we want to become good citizens,” he said.

Fauzi admitted some of the former radicals refused to stand and salute the flag, a hated symbol for militants who want Indonesia to abandon its secular constitution and become an Islamic caliphate. “It’s a process. Radicalisation needs a process and so does deradicalisation,” he told Reuters. “I understand some

of them did not want to be exposed, still shy, still worried about their old community,” he said. “They were not ready to go to public.”

Indonesia, the world’s largest Muslim-majority country, has grappled with a small but virulent minority of Islamist militants since it emerged from authoritarian rule in 1998. The government promotes deradicalisation - its self-styled “soft approach” to the problem - as a crucial weapon. As the ceremony was underway in Tenggulun, a similar event was being held in a nearby prison, where the militant Umar Patek, sentenced for his role in the Bali bombings, carried the flag.

‘MESSED UP’ Fauzi is the brother of the executed ringleaders of the 2002 Bali attacks Amrozi and Mukhlas.

Another brother, Ali Imron, is serving a life sentence for the same attack on a club packed with tourists

just over a year after the Sept. 11, 2001, attacks in the United States.

Trained by Hambali, the Indonesian al Qaeda leader imprisoned in Guantanamo Bay, he taught Amrozi and Sumarno, along with about 80 others in East Java, to build bombs.

Sumarno drove a minivan packed with explosives from East Java to Bali. The vehicle was later parked outside the Sari Club and detonated with devastating results.

Sumarno - who says he believed the bomb ingredients were going to a conflict between Christians and Muslims on a remote island in Indonesia’s far east - was imprisoned for his role.

“I was really messed up,” he said. “Bali was a peaceful place, not a combat zone.” Fauzi was later imprisoned in the Philippines for terrorism offences unrelated to the Bali attack.

Britain seeks Brexit without borders for Northern Ireland

LONDON - Britain has said there should be no border posts or immigration checks between Ireland and the British province of Northern Ireland after Brexit, in a paper that attempts to resolve one of the most complex aspects of its departure from the European Union.

Some 30,000 people cross the 500-km (300-mile) border every day without customs or immigration controls; negotiators must work out new arrangements without inflaming tensions in a region that suffered decades of bloody turmoil before a peace deal in 1998.

As part of a series of papers that Prime Minister Theresa May hopes will push forward talks with the EU, the government on Tuesday outlined its vision for a “frictionless” customs system, which one EU

politician described as ‘fantasy’.

Wednesday’s publication drew heavily on those proposals as a solution for Northern Ireland that would not involve “physical border infrastructure and border posts”, or electronic surveillance. Reaching agreement with the EU on this was top of Britain’s list of Brexit priorities, the government said.

The aim is “to find a practical solution that recognizes the unique economic, social and cultural context of the land border with Ireland, without creating any new obstacles to trade within the UK,” Northern Ireland minister James Brokenshire said.

May also said Britain would consider stepping in to replace some EU funding for peace projects in Northern Ireland after it leaves the bloc in March 2019, to prevent a resurgence of violence between pro-British Protestants and Catholic Irish nationalists. (rtr)

Grace Mugabe seeks diplomatic immunity in South African assault case

JOHANNESBURG - Zimbabwe’s first lady Grace Mugabe has sought diplomatic immunity in South Africa, where she is under investigation over the assault of a 20-year-old model in an upmarket hotel, South African police said on Wednesday.

Police also confirmed that Mugabe, the 52-year-old wife of Zimbabwe’s leader Robert, had failed to appear at a court hearing on Tuesday relating to allegations she attacked Gabriella Engels with an electric extension chord.

Engels’ mother Debbie told Reuters her daughter had received 14 stitches on her head from Sunday’s assault - which the mother did not witness - and demanded Mugabe face justice.

She also showed Reuters photographs taken in the hours after the incident showing gashes on Gabriella’s forehead and back of the head. Another picture, taken on Wednesday, showed a large, livid bruise on her right thigh.

“I just want justice for my daughter. It’s not about money. It’s about justice. She attacked my child

for no reason,” she said.

The police statement said Harare had sought diplomatic immunity for Mugabe - which if granted would exempt her from prosecution - but said she would be “processed through the legal system”.

Reuters has not been able to verify key aspects of the assault allegations independently, and multiple requests for comment from Mugabe’s spokesman in Harare and from Information Minister Chris Mushowe went unanswered.

Mugabe, a potential successor to her 93-year-old husband, was in South Africa to receive treatment to an injured foot, according to local media reports. A Zimbabwean intelligence source told Reuters she was not travelling on a diplomatic passport.

Criminal attorney Riaan Louw said diplomatic immunity would not apply if Mugabe had indeed entered on private business.

“If she wasn’t here on official business, that rules out the possibility of diplomatic immunity,” Louw said. (rtr)

Thirty-seven inmates killed in government raid on Venezuelan prison

PUERTO ORDAZ - Thirtyseven inmates were killed during an overnight raid by government security forces on a prison in Venezuela’s southern jungle state of Amazonas, the governor said on Wednesday.

Human rights advocates have long complained that violent gangs exercise de facto control

over many of the chaotic country’s prisons and have ready access to automatic weapons and even hand grenades.

The government seeks to reassert control over understaffed prison facilities by sending in special forces from time to time, but deadly confrontations often ensue.

“There was a massacre,” tweeted Liborio Guarulla, the Amazonas governor, who said 37 prisoners had been killed.

“The morgue is totally overwhelmed,” he said later in an interview, adding that the raid on the prison in the state capital Puerto Ayacucho started around midnight.

Venezuela’s state prosecutor’s

office said later on Wednesday that it was investigating 37 deaths in Amazonas. It added 14 officials had been injured Venezuela’s Information Ministry, which processes media requests for the government, did not immediately respond to a request for comment.

But a city council member, Jose

Mejias, said gunshots were heard all night.

“The government went in to try to regain control of the jail. The prisoners resisted,” Mejías told Reuters.

Government lays greater focus on equitable economic distribution: President

JAKARTA - The government, in the third year of the Working Cabinet, will be more focused on equitable economic distribution for Indonesians across the country, President Joko Widodo (Jokowi) has stated.

“I am convinced that only through economic equality will we become more united,” President Jokowi remarked in his speech during the Peoples Consultative Assembly annual session in 2017 here on Wednesday.

The president asserted that the government wants the Indonesian people living in the suburbs, border areas, forefront islands, and isolated areas to be able to witness the fruits of development and feel a sense of pride on being a citizen of the Unitary State of the Republic of Indonesia (NKRI).

He noted that social justice should be able to manifest itself in the lives of all people of Indonesia.

“People in Aceh should be able to witness the services of education, health, sanitation, clean water,

transportation, as well as sense the feelings of other brothers in all corners of the country. We also want the people living in the border of Papua to be proud of their homeland, as the border areas are the forefront of the Republic,” the president noted.

President Jokowi also highlighted the governments keenness to ensure that the Papuan people residing in the mountains are able to avail the same price of fuel and staple items as their counterparts in other parts of Indonesia.

Moreover, he said, the government is also committed to ensuring that the people of Miangas Island are able to avail programs, such as the Healthy Indonesia Cards and Smart Indonesia Cards, and the residents of Rote Island are able to

benefit from infrastructure development, smooth connectivity, and reduced logistics costs.

“Fair development will make us stronger in the face of global competition. No one will feel like second-class or third-class citizens, as all of them are citizens of the Republic of Indonesia and are equals to benefit from development,” he explained.

The president said the government is also keen to cooperate not only to ensure equitable economic equality but also for ideological, political, social, and cultural development.

President Jokowi has also invited the community to continue to strengthen the national consensus to maintain Pancasila, the 1945 Constitution, NKRI, and Bhineka Tunggal Ika, or Unity in Diversity. (ant)

One-price fuel program for just equitable economic development

JAKARTA - The Joko Widodo (Jokowi) Administration has a strong political will to implement just and equitable economic development across Indonesia, including in remote and outermost regions.

Development is not only for Java Island, or to cities, but to every region in the country, such as in the hinterland areas located in Indonesias eastern most province of Papua.

“I believe that only by implementing just and equitable economic development, we can increasingly become stronger to face global competition,” the president said in his address to the annual session of the Peoples Consultative Assembly (MPR) on Aug 16, one day prior to the 72nd anniversary of Indonesias Independence.

He hoped that by doing so, nobody will feel they are second-and third-class citizens. “We are all Indonesian citizens,” he stated.

All Indonesian citizens should receive equal benefits from developmental gains and be responsible to implement national development, he noted.

The Head of State particularly wanted the prices of fuel oil and other essential goods in the mountains and border areas of Papua to be the same as in other regions of the country.

“We want the people in Papuas border area to be proud of their country as the border areas have been developed as a front verandah of the country,” Jokowi remarked.

In Oct last year, the president launched the program to set the fuel oil price in Papua to be the same as in the rest of the country. Previously, prices in Papua were much higher than in other regions of the country.

At that time, fuel oil price in Papua was as high as Rp100 thousand per liter as against only Rp7 thousand per liter in Java.

In accordance with the governments one-price fuel pro-

gram, Jokowi has instructed Energy and Mineral Resources Minister Ignasius Jonan to issue a ministerial regulation on the one-price policy for RON 88 premium and 48 Diesel.

According to Jonan, Until mid-Aug 2017, not only Papua, but a total of 22 districts across Indonesia have applied the one-price fuel policy.

The one-price fuel program was the governments strong commitment, the minister noted in a statement on Aug 16.

The 22 districts include Puncak, Duga, Yalimo, Mamberamo Raya, Central Mamberamo, Tolikara, Intan Jaya, and Paniai Districts in Papua; Pegunungan Arafak and South Sorong Districts in West Papua Province; and Morotai District in North Maluku Province. (ant)

Another fine example of outside influence is the requirement for their young men to travel through lowland Bali for a period of time, to live there as beggars. This little known practice can be traced back to practices of the monks of Thailand, and is derived from a strong Buddhist tradition of about a thousand years ago.

Prestige consciousness, which is so very much present everywhere in Bali, also plays an dominant role in Trunyanese society. The hosting of any major ceremony is the time when a family can raise prestige within the community.

Instead, after a ritual cleansing with rain water, the body of the deceased is placed in a bamboo cage under the taru menyan tree until the forces of nature, in particular the wind, has dissolved the body tissues until only the skeleton remains. Then the skull is placed on a stairs-shaped stone altar which is located some 500 meter north of the banjar Kuban, a special place which can only be reached by boat.

This ancient practice traces back to the neolithic Agama Bayu sekt, one of the six most important

religious-spiritual sekts that dominated Bali during pre-Hindu times.

This Agama Bayu sekt mainly worshipped the stars and the wind (angin ngelinus). Taru Menyan means ‘nice smelling tree’. This tree eminates a typical scent which neutralizes the smell of rotting bodies. It is also this tree from which the name Trunyan is derived.

Furthermore typical for the funeral rites of Trunyan is that only the bodies of married people are allowed to be placed in bamboo cages; if the deceased is unmarried, the body is normally buried at the cemetry. Also typical is that women are not allowed to attend the Pengiriman ceremonies, the bringing of the body to the taru menyan tree or to the cemetry. The reason for this is the belief that otherwise the village will be struck by disaster, such as an earthquake, a volcanic eruption, or a land slide. Lighter gloves spell quick end of Mayweather, says McGregor

CINCINNATI - Rafa Nadal extended his spotless record against Richard Gasquet, while unseeded American teenager Frances Tiafoe upset Alexander Zverev to reach the third round of the Cincinnati Open on Wednesday.

It must have felt like deja vu for the Frenchman, who fell 6-3 6-4 to drop to 0-15 against Nadal. Gasquet last won a set against the Spaniard in 2008.

Nadal, who repelled the only break point he faced in the match, served out the match at love in the 10th game, firing in three aces, including the finishing point.

“I work every day to play better.

It’s obvious that was an important start for me, a good one,” said French Open champion Nadal, who will claim the world number one spot on Monday.

“Now I have another opportunity tomorrow to go on court and play.”

CALIFORNIA - Mixed martial arts champion Conor McGregor is happy about the switch to lighter gloves for his Aug. 26 fight against undefeated boxer Floyd Mayweather and says his opponent will now struggle to make it past the second round.

The Nevada State Athletic Commission on Wednesday, just 10 days before the hotly anticipated Las Vegas fight, approved requests from Mayweather and McGregor to wear eight-ounce gloves rather than 10-ounce ones.

“That was a good thing for me.

I’m very happy with it,” McGregor told reporters on a conference call.

Mayweather had nearly all of his 49 professional wins using eight-ounce gloves, which may accentuate one of his advantages - his hand speed.

McGregor preferred the lighter gloves since he is used to the fingerless, four-ounce gloves typically worn in MMA. “That’s it in a nutshell, you’ve got pros and cons on both sides,” he said. “Favours us both in certain ways.

“I believe now that the gloves are eight ounces, I don’t believe he

makes it out of the second round,” McGregor added.

“Part of me ... kind of wants to show some skills and dismantle him that way. (But) I do not foresee him absorbing the blows in the first two rounds.”

While most pundits have McGregor, who has never boxed professionally, as a heavy underdog, the Dubliner said he was determined to prove the doubters wrong.

“I’m just looking forward to Aug. 26, going in and proving what I’m saying and educating the world on what martial arts is,” he said.

“And earning my respect in this game also.”

The Irishman said his gruelling preparations for the fight would enable him to triumph no matter how the fight develops.

“There is no way in hell that I am not ready to fight in the deepest of

trenches in this contest,” McGregor added.

“The training sessions and the practice that we’ve been putting in has been through hell and back.

We are ready for absolutely every scenario.

“I’m ready to go to war for the full 12 rounds and I am ready to put him away in the first 10 seconds.

Sp rt Big-spending AC Milan throw down the gauntlet to Juventus

MILAN - After years of midtable mediocrity, AC Milan have thrown down the gauntlet to Juventus by assembling a team which supporters believe can end the Turin side’s run of six successive Serie A titles.

Under new Chinese owners, the seven-times European champions have splurged 190 million euros ($222.30 million) on transfers and, for a change, the money has gone on players who appear to have their best years ahead of them.

Milan, the last team to win Serie A before Juve’s era of dominance began, have endured a decline which coincided with Serie A’s own fall from grace.

For most of former Italy Prime Minister Silvio Berlusconi’s three decades as club president, they had enjoyed a golden era but his last few years became a story of unsuccessful transfers and musical chairs in the coach’s seat.

As the world’s top players eschewed Serie A, Berlusconi promised that his club would concentrate on developing its own young talents instead - but ended up signing players who were past their best.

The likes of Kaka, in his second spell, Fernando Torres, Michael Essien, Kevin-Prince Boateng, Alessio Cerci, Mario Balotelli and Mattia Destro all came and went without making an impact.

Inevitably, the coach paid the price with Clarence Seedorf, Filippo Inzaghi, Sinisa Mihajlovic and Cristian Brocchi occupying the hot seat between Massimiliano Allegri’s dismissal in January 2014 and Vincenzo Montella’s arrival in June last year.

But there has been a dramatic change of direction since Berlusconi agreed to sell the club to a Chineseled consortium in a 740 million-euro deal in April and the new owners installed Marco Fassone, an experienced business executive, as general manager.

New signings have included striker Andre Silva (21) from Porto who has scored eight goals in 13 appearances for Portugal; right back Andrea Conti (23), a product of Atalanta’s impressive youth scheme; Ri-

cardo Rodriguez (24), a Swiss international regarded as one of Europe’s most accomplished left backs; and Turkish midfielder and free-kick specialist Hakan Calhanoglu (23).

The latter two were signed from Bundesliga clubs VfL Wolfsburg and Bayer Leverkusen respectively.

The biggest coup was landing Italy defender Leonardo Bonucci from Juventus, ending the Turin club’s so-called BBC defence that also featured Andrea Barzagli and Giorgio Chiellini and which had been together since 2010.

“We have chosen players who are ready to go and can give a great deal, who are top players for our level and for Italian football,” said Montella. “The potential is there and it is only a matter of time.” Milan were still hoping to add a big-money striker to the squad before the end of the transfer window.

Juve were left to spend the summer contemplating their 4-1 defeat to Real Madrid in the Champions League final and they started the season by losing 3-2 to Lazio in the Italian Supercup final.

But they still have the top four outstanding players in Serie A - goalkeeper Gianluigi Buffon, Chiellini and Argentine forwards Paulo Dybala and Gonzalo Higuain -- and remain favourites.

Napoli, widely acclaimed as playing the best football on their way to third place last season, have kept their squad intact and once again pose a threat.

AS Roma, last season’s runners-up, have seen the departure of several key players including defender Antonio Ruediger and winger Mohamed Salah, while Franceso Totti retired after a remarkable 25 seasons at the club.

Inter Milan, also under Chinese ownership, have not matched their neighbours’ spending in the transfer market but have hired coach Luciano Spalletti after he also left Roma.

Last season, they employed three coaches and finished seventh despite having arguably one of the strongest squads in Serie A. It will now be up to the shaven-headed Spalletti to get the best from them. (rtr)

Guendogan keen to make City return in Liverpool encounter Manchester City midfielder Ilkay Guendogan has set his sights on making a return to first-team action in the Premier League encounter against Liverpool on Sept. 9 as he nears full fitness following an extended injury layoff.

MADRID - Barcelona sporting manager Pep Segura has said the club are “close” to signing Liverpool’s Philippe Coutinho and Ousmane Dembele from Borussia Dortmund.

Speaking after Wednesday’s 2-0 defeat to Real Madrid in the second leg of the Spanish Super Cup gave their arch rivals a 5-1 aggregate victory, Segura said Barcelona were discussing terms with the attacking duo.

“We are close to Coutinho and Dembele, we are discussing their conditions but we do not know when they will be sealed,” Segura told Spanish television station TV3. “We hope they will be Barcelona players this season.”

Barcelona, who said on Monday they had agreed a deal to sign Brazilian midfielder Paulinho for 40 million euros ($47.19 million), are looking to fill the void left by Neymar after his world record 222 million euros transfer to Paris St Germain.

According to reports in British media, Coutinho has submitted a transfer request after Liverpool rejected a second bid worth 100 million euros from the La Liga club.

Barcelona’s other reported target, Dembele, has been suspended

by Borussia Dortmund after the 20-year-old France international skipped training amid speculation of a possible move to Spain.

An initial Barca offer was rejected by Dortmund, with club bosses saying it was too low. German media have estimated the price of a move at more than 100 million euros.

Southampton’s recent takeover has not altered the Premier League club’s strategy of trying to hold on to their best players, chairman Ralph Krueger has said, while reiterating that defender Virgil van Dijk will not be sold in this window.

Chinese businessman Jisheng Gao purchased an 80 percent stake in the club for around 210 million pounds ($271 million) this week and Krueger said the sale would not have any immediate impact on the club’s business strategy.

“This partnership gives us an opportunity to move differently

into the global arena,” the chairman told local newspaper the Southern Daily Echo.

“Great football teams are not built by permanent change. They are built by holding groups together, by building on it.”

Dutch international Van Dijk has been forced to train on his own after putting in a transfer request amid interest from Liverpool, Chelsea and Manchester City, but Krueger said Southampton were still hopeful of reintegrating him.

Sp rt Big-spending AC Milan throw down the gauntlet to Juventus

MILAN - After years of midtable mediocrity, AC Milan have thrown down the gauntlet to Juventus by assembling a team which supporters believe can end the Turin side’s run of six successive Serie A titles.

Under new Chinese owners, the seven-times European champions have splurged 190 million euros ($222.30 million) on transfers and, for a change, the money has gone on players who appear to have their best years ahead of them.

Milan, the last team to win Serie A before Juve’s era of dominance began, have endured a decline which coincided with Serie A’s own fall from grace.

For most of former Italy Prime Minister Silvio Berlusconi’s three decades as club president, they had enjoyed a golden era but his last few years became a story of unsuccessful transfers and musical chairs in the coach’s seat.

As the world’s top players eschewed Serie A, Berlusconi promised that his club would concentrate on developing its own young talents instead - but ended up signing players who were past their best.

The likes of Kaka, in his second spell, Fernando Torres, Michael Essien, Kevin-Prince Boateng, Alessio Cerci, Mario Balotelli and Mattia Destro all came and went without making an impact.

Inevitably, the coach paid the price with Clarence Seedorf, Filippo Inzaghi, Sinisa Mihajlovic and Cristian Brocchi occupying the hot seat between Massimiliano Allegri’s dismissal in January 2014 and Vincenzo Montella’s arrival in June last year.

But there has been a dramatic change of direction since Berlusconi agreed to sell the club to a Chineseled consortium in a 740 million-euro deal in April and the new owners installed Marco Fassone, an experienced business executive, as general manager.

New signings have included striker Andre Silva (21) from Porto who has scored eight goals in 13 appearances for Portugal; right back Andrea Conti (23), a product of Atalanta’s impressive youth scheme; Ri-

cardo Rodriguez (24), a Swiss international regarded as one of Europe’s most accomplished left backs; and Turkish midfielder and free-kick specialist Hakan Calhanoglu (23).

The latter two were signed from Bundesliga clubs VfL Wolfsburg and Bayer Leverkusen respectively.

The biggest coup was landing Italy defender Leonardo Bonucci from Juventus, ending the Turin club’s so-called BBC defence that also featured Andrea Barzagli and Giorgio Chiellini and which had been together since 2010.

“We have chosen players who are ready to go and can give a great deal, who are top players for our level and for Italian football,” said Montella. “The potential is there and it is only a matter of time.” Milan were still hoping to add a big-money striker to the squad before the end of the transfer window.

Juve were left to spend the summer contemplating their 4-1 defeat to Real Madrid in the Champions League final and they started the season by losing 3-2 to Lazio in the Italian Supercup final.

But they still have the top four outstanding players in Serie A - goalkeeper Gianluigi Buffon, Chiellini and Argentine forwards Paulo Dybala and Gonzalo Higuain -- and remain favourites.

Napoli, widely acclaimed as playing the best football on their way to third place last season, have kept their squad intact and once again pose a threat.

AS Roma, last season’s runners-up, have seen the departure of several key players including defender Antonio Ruediger and winger Mohamed Salah, while Franceso Totti retired after a remarkable 25 seasons at the club.

Inter Milan, also under Chinese ownership, have not matched their neighbours’ spending in the transfer market but have hired coach Luciano Spalletti after he also left Roma.

Last season, they employed three coaches and finished seventh despite having arguably one of the strongest squads in Serie A. It will now be up to the shaven-headed Spalletti to get the best from them. (rtr)

Guendogan keen to make City return in Liverpool encounter Manchester City midfielder Ilkay Guendogan has set his sights on making a return to first-team action in the Premier League encounter against Liverpool on Sept. 9 as he nears full fitness following an extended injury layoff.

The Germany international, who injured his knee in December, played 20 minutes of City’s 1-0 friendly loss to Girona in Spain on Tuesday but said there remained a long way to go to get fully match fit.

“I was out for eight months so there is no reason to rush now. When I feel good, ready and safe, I’m

Another fine example of outside influence is the requirement for their young men to travel through lowland Bali for a period of time, to live there as beggars. Instead, after a ritual cleansing with rain water, the body of the deceased is placed in a bamboo cage under the taru menyan tree until the forces of nature, in particular the wind, has dissolved the body tissues until only the skeleton remains. Then the skull is placed on a stairs-shaped stone altar which is located some 500 meter north of the banjar Kuban, a special place which can only be reached by boat.

This ancient practice traces back to the neolithic Agama Bayu sekt, one of the six most important

religious-spiritual sekts that dominated Bali during pre-Hindu times.

This Agama Bayu sekt mainly worshipped the stars and the wind (angin ngelinus). Taru Menyan means ‘nice smelling tree’. This tree eminates a typical scent which neutralizes the smell of rotting bodies. It is also this tree from which the name Trunyan is derived.

Furthermore typical for the funeral rites of Trunyan is that only the bodies of married people are allowed to be placed in bamboo cages; if the deceased is unmarried, the body is normally buried at the cemetry. Also typical is that women are not allowed to attend the Pengiriman ceremonies, the bringing of the body to the taru menyan tree or to the cemetry. The reason for this is the belief that otherwise the village will be struck by disaster, such as an earthquake, a volcanic eruption, or a land slide. Lighter gloves spell quick end of Mayweather, says McGregor

CINCINNATI - Rafa Nadal extended his spotless record against Richard Gasquet, while unseeded American teenager Frances Tiafoe upset Alexander Zverev to reach the third round of the Cincinnati Open on Wednesday.

It must have felt like deja vu for the Frenchman, who fell 6-3 6-4 to drop to 0-15 against Nadal. Gasquet last won a set against the Spaniard in 2008.

Nadal, who repelled the only break point he faced in the match, served out the match at love in the 10th game, firing in three aces, including the finishing point.

“I work every day to play better.

It’s obvious that was an important start for me, a good one,” said French Open champion Nadal, who will claim the world number one spot on Monday.

“Now I have another opportunity tomorrow to go on court and play.”

The 15-times grand slam winner will next face fellow Spaniard Albert Ramos-Vinolas, who eliminated Nadal’s Wimbledon conqueror, 16th seed Gilles Muller of Luxembourg, 5-7 6-4 6-4.

CALIFORNIA - Mixed martial arts champion Conor McGregor is happy about the switch to lighter gloves for his Aug. 26 fight against undefeated boxer Floyd Mayweather and says his opponent will now struggle to make it past the second round.

The Nevada State Athletic Commission on Wednesday, just 10 days before the hotly anticipated Las Vegas fight, approved requests from Mayweather and McGregor to wear eight-ounce gloves rather than 10-ounce ones.

“That was a good thing for me.

I’m very happy with it,” McGregor told reporters on a conference call.

Mayweather had nearly all of his 49 professional wins using eight-ounce gloves, which may accentuate one of his advantages - his hand speed.

McGregor preferred the lighter gloves since he is used to the fingerless, four-ounce gloves typically worn in MMA. “That’s it in a nutshell, you’ve got pros and cons on both sides,” he said. “Favours us both in certain ways.

“I believe now that the gloves are eight ounces, I don’t believe he

makes it out of the second round,” McGregor added.

“Part of me ... kind of wants to show some skills and dismantle him that way. (But) I do not foresee him absorbing the blows in the first two rounds.”

While most pundits have McGregor, who has never boxed professionally, as a heavy underdog, the Dubliner said he was determined to prove the doubters wrong.

“I’m just looking forward to Aug. 26, going in and proving what I’m saying and educating the world on what martial arts is,” he said.

“And earning my respect in this game also.”

The Irishman said his gruelling preparations for the fight would enable him to triumph no matter how the fight develops.

“There is no way in hell that I am not ready to fight in the deepest of

trenches in this contest,” McGregor added.

“The training sessions and the practice that we’ve been putting in has been through hell and back.

We are ready for absolutely every scenario.

“I’m ready to go to war for the full 12 rounds and I am ready to put him away in the first 10 seconds.

That’s where my head’s at.”

Dana White, president of the Ultimate Fighting Championship (UFC), followed McGregor on the conference call and predicted the fight could even threaten the reported $600 million haul from the Mayweather-Manny Pacquiao 2015 showdown.

Britain seeks Brexit without borders for Northern Ireland

LONDON - Britain has said there should be no border posts or immigration checks between Ireland and the British province of Northern Ireland after Brexit, in a paper that attempts to resolve one of the most complex aspects of its departure from the European Union.

Some 30,000 people cross the 500-km (300-mile) border every day without customs or immigration controls; negotiators must work out new arrangements without inflaming tensions in a region that suffered decades of bloody turmoil before a peace deal in 1998.

As part of a series of papers that Prime Minister Theresa May hopes will push forward talks with the EU, the government on Tuesday outlined its vision for a “frictionless” customs system, which one EU

politician described as ‘fantasy’.

Wednesday’s publication drew heavily on those proposals as a solution for Northern Ireland that would not involve “physical border infrastructure and border posts”, or electronic surveillance. Reaching agreement with the EU on this was top of Britain’s list of Brexit priorities, the government said.

The aim is “to find a practical solution that recognizes the unique economic, social and cultural context of the land border with Ireland, without creating any new obstacles to trade within the UK,” Northern Ireland minister James Brokenshire said.

May also said Britain would consider stepping in to replace some EU funding for peace projects in Northern Ireland after it leaves the bloc in March 2019, to prevent a resurgence of violence between pro-British Protestants and Catholic Irish nationalists. (rtr)

Grace Mugabe seeks diplomatic immunity in South African assault case

JOHANNESBURG - Zimbabwe’s first lady Grace Mugabe has sought diplomatic immunity in South Africa, where she is under investigation over the assault of a 20-year-old model in an upmarket hotel, South African police said on Wednesday.

Police also confirmed that Mugabe, the 52-year-old wife of Zimbabwe’s leader Robert, had failed to appear at a court hearing on Tuesday relating to allegations she attacked Gabriella Engels with an electric extension chord.

Engels’ mother Debbie told Reuters her daughter had received 14 stitches on her head from Sunday’s assault - which the mother did not witness - and demanded Mugabe face justice.

She also showed Reuters photographs taken in the hours after the incident showing gashes on Gabriella’s forehead and back of the head. Another picture, taken on Wednesday, showed a large, livid bruise on her right thigh.

“I just want justice for my daughter. It’s not about money. It’s about justice. She attacked my child

for no reason,” she said.

The police statement said Harare had sought diplomatic immunity for Mugabe - which if granted would exempt her from prosecution - but said she would be “processed through the legal system”.

Reuters has not been able to verify key aspects of the assault allegations independently, and multiple requests for comment from Mugabe’s spokesman in Harare and from Information Minister Chris Mushowe went unanswered.

Mugabe, a potential successor to her 93-year-old husband, was in South Africa to receive treatment to an injured foot, according to local media reports. A Zimbabwean intelligence source told Reuters she was not travelling on a diplomatic passport.

Criminal attorney Riaan Louw said diplomatic immunity would not apply if Mugabe had indeed entered on private business.

“If she wasn’t here on official business, that rules out the possibility of diplomatic immunity,” Louw said. (rtr)

Thirty-seven inmates killed in government raid on Venezuelan prison

PUERTO ORDAZ - Thirtyseven inmates were killed during an overnight raid by government security forces on a prison in Venezuela’s southern jungle state of Amazonas, the governor said on Wednesday.

Human rights advocates have long complained that violent gangs exercise de facto control

over many of the chaotic country’s prisons and have ready access to automatic weapons and even hand grenades.

The government seeks to reassert control over understaffed prison facilities by sending in special forces from time to time, but deadly confrontations often ensue.

Government lays greater focus on equitable economic distribution: President

JAKARTA - The government, in the third year of the Working Cabinet, will be more focused on equitable economic distribution for Indonesians across the country, President Joko Widodo (Jokowi) has stated.

“I am convinced that only through economic equality will we become more united,” President Jokowi remarked in his speech during the Peoples Consultative Assembly annual session in 2017 here on Wednesday.

The president asserted that the government wants the Indonesian people living in the suburbs, border areas, forefront islands, and isolated areas to be able to witness the fruits of development and feel a sense of pride on being a citizen of the Unitary State of the Republic of Indonesia (NKRI).

He noted that social justice should be able to manifest itself in the lives of all people of Indonesia.

“People in Aceh should be able to witness the services of education, health, sanitation, clean water,

transportation, as well as sense the feelings of other brothers in all corners of the country. We also want the people living in the border of Papua to be proud of their homeland, as the border areas are the forefront of the Republic,” the president noted.

President Jokowi also highlighted the governments keenness to ensure that the Papuan people residing in the mountains are able to avail the same price of fuel and staple items as their counterparts in other parts of Indonesia.

Moreover, he said, the government is also committed to ensuring that the people of Miangas Island are able to avail programs, such as the Healthy Indonesia Cards and Smart Indonesia Cards, and the residents of Rote Island are able to

benefit from infrastructure development, smooth connectivity, and reduced logistics costs.

“Fair development will make us stronger in the face of global competition. No one will feel like second-class or third-class citizens, as all of them are citizens of the Republic of Indonesia and are equals to benefit from development,” he explained.

The president said the government is also keen to cooperate not only to ensure equitable economic equality but also for ideological, political, social, and cultural development.

President Jokowi has also invited the community to continue to strengthen the national consensus to maintain Pancasila, the 1945 Constitution, NKRI, and Bhineka Tunggal Ika, or Unity in Diversity. (ant)

One-price fuel program for just equitable economic development

JAKARTA - The Joko Widodo (Jokowi) Administration has a strong political will to implement just and equitable economic development across Indonesia, including in remote and outermost regions.

Development is not only for Java Island, or to cities, but to every region in the country, such as in the hinterland areas located in Indonesias eastern most province of Papua.

“I believe that only by implementing just and equitable economic development, we can increasingly become stronger to face global competition,” the president said in his address to the annual session of the Peoples Consultative Assembly (MPR) on Aug 16, one day prior to the 72nd anniversary of Indonesias Independence.

He hoped that by doing so, nobody will feel they are second-and third-class citizens. “We are all Indonesian citizens,” he stated.

All Indonesian citizens should receive equal benefits from developmental gains and be responsible to implement national development, he noted.

The Head of State particularly wanted the prices of fuel oil and other essential goods in the mountains and border areas of Papua to be the same as in other regions of the country.

“We want the people in Papuas border area to be proud of their country as the border areas have been developed as a front verandah of the country,” Jokowi remarked.

In Oct last year, the president launched the program to set the fuel oil price in Papua to be the same as in the rest of the country. Previously, prices in Papua were much higher than in other regions of the country.

At that time, fuel oil price in Papua was as high as Rp100 thousand per liter as against only Rp7 thousand per liter in Java.

In accordance with the governments one-price fuel pro-

gram, Jokowi has instructed Energy and Mineral Resources Minister Ignasius Jonan to issue a ministerial regulation on the one-price policy for RON 88 premium and 48 Diesel.

According to Jonan, Until mid-Aug 2017, not only Papua, but a total of 22 districts across Indonesia have applied the one-price fuel policy.

The one-price fuel program was the governments strong commitment, the minister noted in a statement on Aug 16.

The 22 districts include Puncak, Duga, Yalimo, Mamberamo Raya, Central Mamberamo, Tolikara, Intan Jaya, and Paniai Districts in Papua; Pegunungan Arafak and South Sorong Districts in West Papua Province; and Morotai District in North Maluku Province. (ant)

U.S. talks tough on trade deficit as NAFTA discussions begin

WASHINGTON - The United States drew a hard line for renegotiating the North American Free Trade Agreement on Wednesday, demanding major concessions aimed at slashing trade deficits with Mexico and Canada and boosting U.S. content for autos.

At the start of talks in Washington, U.S. President Donald Trump’s top trade adviser, Robert Lighthizer, said Trump was not interested in “a mere tweaking” of the 23-year-old pact, which Trump has threatened to scrap without major changes.

“We feel that NAFTA has fundamentally failed many, many Americans and needs major improvement,” Lighthizer, the U.S. trade representative, said at the start of the talks, which reflected Trump’s relentless criticism that NAFTA has caused massive U.S. manufacturing job losses.

Lighthizer put Mexico and Canada on notice that the United States would use its clout as their biggest export customer to wring concessions, saying the United States wanted substantially tougher rules of origin, including a requirement of “substantial U.S. content” for autos.

He also signaled a fight over NAFTA’s trade dispute settlement system for changes that would allow more anti-dumping duties against Canada and Mexico, saying this provision should “respect our national sovereignty.”

Canadian Foreign Minister Chrystia Freeland suggested earlier this week that her country could walk away if the United States insisted on scrapping the “Chapter 19” trade dispute settlement system that requires the use of binational panels.

In her opening statement, Freeland took a swipe at the U.S. fixation on cutting its trade deficits, saying: “Canada does not view trade surpluses or deficits as a primary measure of whether a trading relationship works. U.S.-CanadaMexico trade has quadrupled since NAFTA took effect in 1994, surpassing $1 trillion in 2015.

Canadian and Mexican officials at the NAFTA talks on Wednesday declined to weigh in.

Asked if there was concern that the political upheaval around Trump could impact the NAFTA

talks, Mexico’s finance ministry undersecretary, Vanessa Rubio, said: “These are internal issues of the United States.” Freeland refused to be drawn into the U.S. political furor during a news conference before she returned to Ottawa.

The first round of NAFTA talks, which will last until Sunday, are expected to focus on consolidating the proposals and demands from all three countries. The long list of U.S. demands could make it difficult for negotiators to reach agreement on modernization plans that also are expected to include new chapters on digital and energy trade, and environmental, labor and currency standards.

Both Freeland and Mexican Economy Minister Ildefonso Guajardo pushed back at the U.S. demands and defended NAFTA.

Guajardo said NAFTA should be modernized to produce more trade among its participants, not less, and needed more than one winner.

“For a deal to be successful, it has to work for all parties involved.

Otherwise, it is not a deal,” Guajardo said.

Guajardo later told a news conference that it was “too soon” for the three countries to begin narrowing their differences. He said it was not a good idea to add countryspecific content requirements to the agreement.

Mexico is keen to maintain preferential access for its goods and services to the United States and Canada, where nearly 85 percent of its exports are shipped. Its NAFTA priorities also include greater integration of the continent’s labor markets and energy sectors. (rtr)

TENGGULUN - Fifteen years since they were members of a radical Islamist group that killed 202 people on Indonesia’s tourist island of Bali, Ali Fauzi and Sumarno are building peace instead of bombs. The former devotees of the Jemaah Islamiah militant group are counselling ex-militants, educating their children, and employing their wives as teachers - part of Fauzi’s Peace Circle initiative launched this year to combat extremism.

At the Lingkar Perdamaian school in Tenggulun village in East Java on Thursday, they celebrated Indonesia’s Independence Day with a flag raising ceremony.

Among those attending were 50 ex-combatants and militants.

In front of the local police commander and military chief, with students and former combatants arranged in formation looking on, the Indonesian flag was raised by three ex-militants in crisp white uniforms as the national anthem played. “This came from the deepest part of our heart. It showed that we want to become good citizens,” he said.

Fauzi admitted some of the former radicals refused to stand and salute the flag, a hated symbol for militants who want Indonesia to abandon its secular constitution and become an Islamic caliphate. “It’s a process. Radicalisation needs a process and so does deradicalisation,” he told Reuters. “I understand some

of them did not want to be exposed, still shy, still worried about their old community,” he said. “They were not ready to go to public.”

Indonesia, the world’s largest Muslim-majority country, has grappled with a small but virulent minority of Islamist militants since it emerged from authoritarian rule in 1998. The government promotes deradicalisation - its self-styled “soft approach” to the problem - as a crucial weapon. As the ceremony was underway in Tenggulun, a similar event was being held in a nearby prison, where the militant Umar Patek, sentenced for his role in the Bali bombings, carried the flag.

‘MESSED UP’ Fauzi is the brother of the executed ringleaders of the 2002 Bali attacks Amrozi and Mukhlas.

Another brother, Ali Imron, is serving a life sentence for the same attack on a club packed with tourists

just over a year after the Sept. 11, 2001, attacks in the United States.

Trained by Hambali, the Indonesian al Qaeda leader imprisoned in Guantanamo Bay, he taught Amrozi and Sumarno, along with about 80 others in East Java, to build bombs.

Sumarno drove a minivan packed with explosives from East Java to Bali. The vehicle was later parked outside the Sari Club and detonated with devastating results.

Sumarno - who says he believed the bomb ingredients were going to a conflict between Christians and Muslims on a remote island in Indonesia’s far east - was imprisoned for his role.

“I was really messed up,” he said. “Bali was a peaceful place, not a combat zone.” Fauzi was later imprisoned in the Philippines for terrorism offences unrelated to the Bali attack.

TABANAN - The implementation of electronic ticketing (e-ticket) at the Tanah Lot Tourist Attraction is schedule to start in 2018. The plan that has been discussed since 2016 is aimed at increasing the revenue from ticket sales at the Tanah Lot Tourist Attraction.

Development and Promotion Coordinator of the Tanah Lot Management Board, Ida Bagus Wiratmaja, said recently that the budget for the e-ticketing system amounts to approximately IDR 15 billion. The budget will be allocated for the procurement of electronic ticket machines, development and promotion.

Head of the Tanah Lot Management Board who is also the Regent of Tabanan, Ni Putu Eka Wiryastuti, explained Wiratmaja met with the provider of the Tanah Lot electronic ticket system on Tuesday (Aug. 8) for a meeting to review the system being proposed. “An agreement has not been reached yet as the project has

not been auctioned. We are still reviewing the system” he said.

According to Wiratmaja, the management board of Tanah Lot will soon formulate the best way to apply an electronic ticket system. After implementing the system, there will be an auction process. “E-tickets may take the form of a bracelet that will be scanned wen entering the grounds”, he said.

Tanah Lot’s management aims to have eticketing implemented in 2018. The period form August to December will be spent finding an appropriate e-ticketing system and partner so that by January 2018 e-ticketing will be in effect. (kmb24)

DENPASAR - The officers of the national narcotic agency (BNN) and police are working intensively to eradicate drugs in this country following a government call to deal with the serious threat that Indonesia is currently facing with regards to narcotics. Chief of the Bali Police, Petrus Reinhard Golose, even threatened to shoot any of his personnel found to be involved in illicit drug trafficking. Cooperation is also being made with related parties such as indicting prosecutors and judges who sentence punishments for drug related crimes.

Both the BNN and the police have often stated that the handling of narcotics cases cannot be done by these two parties alone. The courts as wel as the public have an equally important role to play in eradicating such harmful substances. The courts in particular are in fact the spearhead for eradicating illegal drugs given that prosecutors as litigants and judges as decision makers decide on the extent of punishment fro defendants involved in drug cases.

Related to the rise in the number of narcotics cases, lawyer Wayan Sumardika expressed his deep appreciation for the attitude of the police chief and his staff who are so focused on eradicating drugs. In order to reduce the amount of space where drug dealers, inter-provincial and international drug syndicates can operate in, requires that all three law enforcement agencies –the police, prosecutors and judges apply standard procedures and hand out maximum sentences.

“Since Indonesia is facing a serious threat at the moment, it is urgent that the three law enforcement agencies of our nation come to an agreement

on the standards for criminal punishment for drug offenders,”, he said on Tuesday (Aug. 15).

According to Sumardika, handing out maximum penalties is very effective and should be applied without compromise to the law enforcement officers. Criminals belonging to international drug syndicates should also be imposed with maximum penalties as they are poisoning the next generation of this nation.

He pointed out that if in a trial where the accused belongs to an international syndicate and is charged with a maximum penalty of 10 years, there is no opportunity for the prosecutor or judge to be involved in corruption and demanding instead a the lightest sentence possible.. “For example, if the prosecutor demands a 3-year sentence, the indictment can be 1.5 years. Necessarily, it is firmly charged with and indicted with a maximum sentence of 10 years, and it is applied as a standard”, said Sumardika.

Moreover, he continued, if the perpetrators are public officials, they should be charged with aggravation. There have in fact been recent cases of officials being involved in inter-provincial and international syndicates. The judges and prosecutors participating in the government’s drug eradication program should not make any compromises when there is insistence by certain parties to alleviate the punishment of given drug dealers. Offenders should be charged with maximal punishment.

“Application of the law for distributors and dealers, and even more so for producers, should be adapted to the breached articles, and certainly with the heaviest standard of punishment”, he emphasised. (kmb37)

DENPASAR - Consumers of LPG have been complaining to Bali’s consumer protection agency (YLPK) about the 3-kg LPG tanks that have been sold with less that 3kg of gas in them.

Between May and August 2017 there have been a total of 57 complaints from Denpasar, Badung, Buleleng, Tabanan and Negara. “Probably, there are many more unreported cases”, said I Putu Armaya, Director of the YLPK Bali, on Monday (Aug.14).

The complaints were all with regards to the 3 kg tanks of LPG “Once installed, the flow gauge regulator indicates that the tank is not full and in some cases only half full. In Pedawa village, Banjar, Buleleng, many people complain to YLPK Bali because the content is less than 3 kg,” he explained. This discrepancies in content mean that after having bought a new tank, consumers run out of gas in just a few days.

Armaya suspects that many 3-kg LPG tanks being used by consumers in Bali are not filled to capacity when sold and is therefor asking the public to immediately return the gas tanks to the retailer from whom they purchased it.

Armaya is also asking that 3-kg LPG retailers provide scales so that consumers can be assured that they are not being ripped off. In the case of retailers selling non full tanks, consum-

ers can report such a crime under article 8 and article 62 of Law No. 8/1999 on Consumer Protection with sanctions that include 5 years imprisonment or a fine of up to IDR 2 billion.

The local government and Pertamina are expected to monitor LPG tanks being sold – especially the 3-kg sized tanks that have been complained about.

“Police officers in Bali are expected to act decisively if they find retailer committed such deceitful practices as it is harmful to the community”, he said.

Consumers are being strongly urged not to hesitate in reporting any case of an LPG tank be sold with less than it’s stated contents.

When contacted separately, Marketing Branch Manager of Pertamina for Bali and NTB Region, I Ketut Permadi Aryakuumara, explained that Pertamina’s refilling station and LPG bulk distribution (SPPBE) always fill LPG tanks according to the specified size (3 kg). Each SPPBE has gone through an inspection process (for Quality and Quantity) with each refilling machine in the SPPBEs having been regularly re-calibrated by the metrology service.

Aryakuumara therefore suggested that people buy directly from Pertamina LPG Base stations such as Pertamina gas stations where accuracy of content is guaranteed. (kmb32)

HONG KONG - The democracy movement in Chinese-ruled Hong Kong is facing a dark era, student protest leader Joshua Wong said on Wednesday, a day before an appeal court decides whether to send him and two other activists to jail.

The former British colony, which last month celebrated 20 years under Communist Party rule, was gridlocked by nearly three months of street protests in 2014 that failed to convince Beijing to allow full democracy in densely populated city.

The protest cemented the then 17-year-old Wong’s role at the forefront of the democracy movement, which has been on a roller coaster over the past year. The ride peaked with young candidates being elected on to the local legislature, before crashing down with a series of government-initiated lawsuits that ended with several being stripped of their seats.

Wong, now 20, who was sentenced to 80 hours of community service for illegal assembly connected to the 2014 protests before prosecutors sought a jail term, said the legal challenges had hit morale hard.

“It is the darkest era of the Hong Kong democratic movement,” Wong said.

“Hong Kong is not Hong Kong anymore and now we’re suffering from a serious threat because I guess in the next few years there will be nearly a hundred youth activists who will be sent to prison.”

Hong Kong became a “special administrative region” of China in 1997, since when it has been governed under a “one country, two systems” formula that guarantees a range of freedoms not enjoyed on the Chinese mainland, including a direct vote for half of the 70-seat Legislative Council.

But activists say those freedoms have come under serious threat.

In recent months, dozens of protesters, mostly young people, have been jailed for their roles in various protests, including a violent demonstration that the government called a riot in early 2016.

This week, 13 mostly young activists were jailed for storming the Legislative Council in a separate incident, again after prosecutors pushed for harsher sentences than those handed

down by lower courts.

Many activists have condemned the Department of Justice for its pursuit of jail terms for activists who have only recently become adults.

Wong is due to be sentenced on Thursday alongside former student leader Alex Chow and Nathan Law, 24, the youngest ever democratically elected lawmaker. He was expelled from office last month after a court ruled his oath of office, taken nearly a year ago, was invalid because he added words and adopted a tone of voice that “disrespected” China as the sovereign power.

They face a maximum three years in jail.

“The outlandish application seeking jail time is not about public order but is instead a craven political move to keep the trio out of the Legislative Council, as well as deter future protests,” China director at Human Rights Watch, Sophie Richardson, said in a statement.

Wong, who said he wants to run for a seat in the Legislative Council and pursue a political career, could be banned from running for five years if he were to be jailed for more than three months. (rtr)

Suu Kyi’s man in Yangon under fire over transit deal with China YANGON - Aung San Suu Kyi’s first major infrastructure project could hardly be more visible - hundreds of new yellow buses now plying the streets of Yangon in what her ruling party hopes will be a potent symbol of how it is transforming peoples’ lives.

But two deals to import 2,000 buses from China estimated at more than $100 million have caused an unusual rift within her National League for Democracy (NLD), with regional lawmakers accusing Yangon’s chief minister Phyo Min Thein, a Suu Kyi protégé, of doing a deal with a businessman he’s close to and showing a lack of transparency.

Yangon Bus Public Company (YBPC), a public-private joint venture majority-owned by the city government, bought 1,000 buses from two Chinese suppliers picked by Beijing’s ambassador to Myanmar, Hong Liang. Another 1,000 buses were bought from a third Chinese company in a private deal by businessman Kyaw Ne Win, a grandson of former junta leader Ne Win. There was no public tender or debate in the regional legislature before the deals were agreed. Parliamentary records show the planning and finance minister in the Yangon region government, Myint Thaung, told the chamber in April that “Yangon region government has arranged to buy brand new city buses,” from two Chinese suppliers “prearranged by the Chinese ambassador to Myanmar through a government-to-government agreement.”

This led to the signing of a memorandum of understanding between the two sides on March 16, the minister said.

Several NLD MPs and an executive member of the party, Nyan Win, told Reuters that Phyo Min Thein’s handling of the bus deal had confused the public. Nyan Win said that while he understood that in some cases a tender was not required, in his view all deals concerning the public interest should have an open bidding process. When regional MPs approved 70 billion kyat ($51.5 million) for the project in December, they could only vote for “money for transportation” rather than anything more specific.

“It needs to be transparent,” Nyan Win said. “We need to work according to due process, meaning that we have to work systematically according to rules and regulations.”

Kyaw Zay Ya, a Yangon NLD lawmaker who also expressed concerns about the opaque nature of the bus deal, said that “the image of the government will be damaged if he (Phyo Min Thein) doesn’t change.”

Phyo Min Thein declined several interview requests from Reuters.

Opioid overdoses leading to more ICU admissions and deaths

BOSTON - A growing number of Americans are needing intensive care for opioid overdoses and dying after receiving treatment for serious complications, a U.S. study suggests.

Opioid-related overdose deaths have doubled since 2000 amid a worsening epidemic of addiction to both prescription painkillers like oxycodone and illegal drugs like heroin, researchers note in the American Journal of Respiratory and Critical Care Medicine.

Alongside this worsening trend, opioid overdose admissions requiring treatment in hospital intensive care units (ICUs) surged 34 percent from 2009 to 2015, the study found. During this same period, the death rate for these ICU patients climbed from 7.3 percent to 9.8 percent.

“There are growing numbers of people who are so sick from their opioid overdose that they need ICUlevel care, and despite everything we can do in the ICU more patients are dying in the ICU with complications from their overdose than ever before,” said lead study author Dr. Jennifer Stevens of Harvard Medical School and Beth Israel Deaconess Medical Center in Boston.

“So when we think of overdoses, we need not to just think about whether people died or survived, but also about the tremendous personal and societal costs of the serious medical problems that can come from overdoses for people who didn’t die, or didn’t die immediately,” Stevens said by email.

She and her colleagues examined data on more than 4.1 million patients admitted to ICUs in 162 hospitals in 44 states, including 21,705 with opioid overdoses, usually from heroin.

During the seven-year study period, the cost of caring for ICU patients who had opioid overdoses increased from $58,517 to $92,408 in 2015 dollars.

Among the opioid overdose patients, 25 percent experienced aspiration pneumonia, bacterial infections that happen when food, saliva or vomit is breathed into

the lungs instead of remaining in the digestive tract.

The second most common complication was rhabdomyolysis, or the release of dead muscle fiber into the bloodstream, which occurred with 15 percent of the overdose patients in the ICU. Eight percent of the patients had brain injuries and 6 percent had septic shock, a life-threatening response to infections that can cause serious organ damage.

One in ten people treated in the ICU after overdoses needed mechanical ventilation machines to help them breathe.

The study wasn’t designed to explain why more overdoses are being treated in ICUs. It’s possible that heightened awareness about overdoses is helping more people survive long enough to be admitted to the hospital. It’s also possible that people are having worse overdoses today than they did in the past, the researchers note.

Most likely, both possibilities are behind the surge in overdose patients in the ICU, said Dr. Marc LaRochelle, a researcher at Boston Medical Center’s Grayken Center for Addiction Medicine who wasn’t involved in the study.

“It likely reflects some contributions from at least two factors: one is increasing potency of opioid supply with a spike in illicit fentanyl in recent years,” LaRochelle said by email, referring to a fast-acting, highly potent prescription opioid that’s become a common recreational drug.

“A second would be more widespread overdose education and naloxone distribution programs,” LaRochelle added. Naloxone can block the effect of opioids and rapidly reverse the effects of an overdose.

“People who use injection drugs should obtain naloxone, the overdose reversal drug, and use drugs with partners who can help them,” said Brendan Saloner, a researcher at the Johns Hopkins Bloomberg School of Public Health in Baltimore who wasn’t involved in the study. (rtr)

Chinese tour guide arrested for smuggling drugs

Several companies already offer tests that can detect cancer DNA in the blood of patients with late-stage cancers. Such tests are used to help guide treatment or identify whether cancers have returned after surgery.

‘Liquid biopsy’ spots early-stage cancers in blood -U.S. study CHICAGO - A test that scans blood for tumor-specific DNA identified early-stage cancer in more than half of 138 patients with the disease, U.S. researchers reported on Wednesday, marking a new milestone in the rush for so-called “liquid biopsies.”

Several companies already offer tests that can detect cancer DNA in the blood of patients with late-stage cancers. Such tests are used to help guide treatment or identify whether cancers have returned after surgery.

Researchers behind the earlystage test hope it could be used to identify cancers at a stage when patients have a better chance at survival.

“To our knowledge, this is one of the first studies that has looked directly at early-stage cancers,” said Dr Victor Velculescu, professor of oncology at Johns Hopkins Kimmel Cancer Center, whose study was published in the journal Science Translational Medicine.

In making the test, the challenge was to identify rare DNA from real cancers while ignoring other types of genetic alterations that can occur as blood cells divide or genetic alterations that people are born with.

For the study, the team screened blood samples from patients with breast, lung, ovarian and colorectal cancers, looking for 58 genes typically linked with these cancers.

Overall, they were able to detect

86 out of 138 stage I and stage II cancers. They also sequenced mutations in tumors from 100 of the patients studied, and found that in 82 patients, the same mutations found in the blood corresponded with those found in the tumor tissue.

They also tried the test on 44 healthy patients, and showed it did not detect any cancer-derived mutations.

Velculescu said more studies would be needed in much larger populations to prove the test can safely and accurately identify earlystage cancers, a process that could take up to five years.

The hope, he said, is that it would identify cancers at a stage when patients have a better chance at survival. First uses of the technology would be in patients at high risk for developing cancer, such as heavy smokers, he said.

In addition to being a researcher at Johns Hopkins, Velculescu is a co-founder of Personal Genome Diagnostics, a private liquid biopsy company. The study was done by Johns Hopkins researchers, he said.

In June, Grail, a spinoff from gene sequencer maker Illumina , presented a feasibility study for its liquid biopsy test at American Society of Clinical Oncology meeting in Chicago. In that study, researchers analyzed tissue and blood from patients with advanced cancers.

Grail is also pursuing early-stage cancer detection. (rtr)

DENPASAR - A joint team of the National Narcotic Agency (BNNP) Bali and Ngurah Rai Airport Customs and Excise arrested a foreign tourist found carrying drugs. On Friday (Aug. 11), officers arrested 33 year old tour guide from China named Tiecheng, when arrived at Ngurah Rai Airport terminal, Tuban, fro trying to smuggle in crystal meth.

“Previously our personnel also arrested an American tourist.

This proves that the airport is still being taken advantage of by drug syndicates”, said Chief of BNNP Bali, Putu Gede Suastawa, on Sunday (Aug. 13).

Cooperation between the BNNP Bali and Customs and Excise, continued Suastawa, has been more intensified as various attempts are being committed by drug mafia to smuggle illicit goods in to Bali.

Suastawa affirmed that in the case the usual supervision and monitoring of passengers landing at the domestic and international terminal was conducted by this joint team. On Friday (Aug. 11) at 00:00, Citilink aircraft with flight number QG 8839 on route from Ningbo China landed in Denpasar..

As usual, the passengers’ luggage was checked using the X-ray scanner. The officers suspected something suspicious was inside the suspect’s backpack. After searching the bag, the officers found a package of crystal meth weighing 0.40 grams net.

“The suspect, along with the evidence were then taken to the office of BNNP Bali for further investigation. According to the initial allegation, the evidence was intended for personal use”, said Suastawa accompanied by Eradication Division Head, Ketut Arta.

The case, he said is still being investigated as there is the possibility that the suspect is involved in an international narcotics syndicate. This case is still being processed according to procedures and the BNNP will coordinate with Consulate General of the People’s Republic of China in Indonesia. (kmb36)

Tampaksiring rice fields, school kids and Independence day

Waiting for our guide to arrive for our walk through the rice fields near Tampaksiring, small groups of elementary school students marched passed us one after another. Each ‘battalion’ was dressed in its own style of red and white uniforms, accompanied by Indonesian flags and either singing or chanting different patriotic slogans. They were all focused on maintaining their decorum and keeping step with their formation in a manner I found most impressive for such young kids.

At first, I kind of smiled at their seriousness thinking how cute they looked. But soon I felt quite moved as I thought of the history they represented. I was swept back in time to when there might have been Dutch soldiers walking in formation on the main road of Tampaksiring I thought how these children’s the grand-parents or great-grandparents had fought with nothing but bamboo spears and sheer determination to free themselves from colonial rule.

Then, looking at the strong posture and serious faces of the young students, I thought about how they must have been taught about this history and wondered how they felt marching past the odd tourists who looked so much like the Dutch who had once ruled here.

In a flash I thought about the Balinese in particular who are so often confronted with foreigners who look like the Dutch -albeit in a different context. I could not help but wonder if my very presence on the side of the road that morning evoked in any of these youngsters a feeling of pride for how their families had turned things around, but perhaps also a feeling that they still had to defend themselves from the cultural influence i represent.

Quite possibly these elementary school children were far more concerned about the task at hand and whether their parents were watching as they marched passed (i did not ask). The last ‘battalion’ to pass us

before our guide arrived was a group of girls who were about 10 years old. I did not hear the first part of the chant but just as they passed us they chanted in unison: “we are the best, we are the best, we are the best” - in English.

I was of course a little taken aback and imagined that this use of English was partly a way to encourage enthusiasm in the young students. Young people in particular are increasingly exposed to English through the internet and in Bali, through tourism. Many English expressions have made their way into common speech here, and are often associated with being aware of and connected to the broader world and to being young and with it.

But this phrase in particular struck me as especially significant as an acknowledgement of how these young people placed themselves in this broader world, as if to say: ‘we know there are other ways of doing things but we choose to do things this way because this is who we are - we are Indonesian, we are Balinese and “we are the best” at being who we are’.

As we walked throughout the rice fields near the Presidential Palace where Indonesia’s first President Sukarno used to stay when he was in Bali, I thought how glad he would feel knowing that that these school children felt proud to be Indonesian and showed their strength marching down the main road of town in celebration of Indonesia’s Independence day - Hari Kermerdekaan (freedom day).

I suddenly felt even more honoured and grateful than usual to be a guest in this country and for being able to witness the beauty of this enchanted island and its people. I felt also felt relieved that nowadays when Dutch-looking foreigners walk throughout the rice fields, they are doing so as visitors rather than conquerors. I believe that Sukarno would have been glad about this change of role too, and hope that the ‘battalions’ of young children grow up to keep things that way. (kmb)

Provincial govt uses grants to strengthen people’s economy DENPASAR - Public aid grants are being used by the government of Bali to strengthen the economy.

For instance, this is being done through the home refurbishment program, the integrated agricultural system (Simantri), the integrated rural development movement (Gerbangsadu) and the regional credit insurance (Jamkrida). Although these are forms of indirect spending, the grant is said to have been entirely used for the benefit of the people.

“Gerbangsadu, Jamkrida and Simantri are means to strengthen the local economy. These have made Bali’s unemployment rate go down, and even if people are not making large amounts of money, everyone is working”, said Governor of Bali,

Made Mangku Pastika, when contacted on Tuesday (Aug. 15).

Governor Pastika admited that the grant has made indirect expenditure much larger than direct expenditures, but he added that overall grants and special financial assistance amount to more than IDR 1 trillion. These include the grants for the simultaneous regional leader election 2018 and the school operating assistance (BOS) grant as well as additional grants for institutions and community groups.

“If we want to count again, like grants to the community for temple improvement, they are all actually included in development. However, the title of the expenditure is under the grant and BKK. However, all

of the Province’s obligations such as maintaining provincial roads and irrigation – that are usually included in direct spending have been attended to”, he explained.

Member of Commission II of the Bali House of Representatives, A.A. Ngurah Adhi Ardhana, expressed his appreciation for the provision of grants to the people.

He added however that it is important for grants to be used to get products to their markets. It is not enough to use grants to develp potential if this potential does not have a market.

Regent Suwrita who had previously been involved in the cooperative sector, added that the district government is also committed to improving the economic conditions of the agricultural sector, as it has a lot of potential for growth.

He admitted that this sector is currently not looking very promising especially given that so few yong people are interesting in pursuing agricultural work. The only ones farming, he said are old people. To remedy this situation Klunglung’s district government in cooperation with the central government, is providing incentive in the form of agricultural tools, seeds and fertilizer so as to reduce operating costs. .

He explained that the confusing name of his program can be explained. Involving a number of cooperatives, they buy grain from farmers at a higher price than that set by the government and then sell it to the public for cheaper than the market price.

“For example, rice that has a market price of IDR 3,700 per kilogram is bought by the village cooperatives (KUD) for IDR 4,200 which they then sell for IDR 9,600 per kilo – slightly lower than the market price of IDR 10,000. Building up community-based economy continues to be encouraged by the government as these micro-economies are expected to become the backbone of the nation’s economic growth. However in order for this to happen issues related to human resources and capital need to be resolved.

Klungkung’s district government under Regent I Nyoman Suwirta is determined to find solutions to overcome these two major issues.

In order to address the lack of capital that potential entrepreneurs may be facing, the government is encouraging the cooperatives that are scattered throughout Klungkung. Supporting facilities such as markets have also been made available on a considerably large scale. The particular potential that different villages have to develop community-based economy also continues to be explored.

“Making improvement to community-based economy is our focus and we have taken several steps including encouraging the very important role that cooperatives play”, explained Suwirta.

Nusa Ceningan born Regent Suwirta also affirmed that his government is dedicated to improving the skills and attitude of Klungkung’s human resources. Apart from the programs that are running through the Joint Business Group (KUBE), his government is also aiming to change people’s attitudes about becoming entrepreneurs, particularly among young people. “We now have some young entrepreneurs in our villages and we will continue to encourage them to be an example to others”, he said.

Measures are also beeing taken to empower people in Klungkung though differtn programs, though he admitted that they do not have the exact data on how many people are eligible to follow this program. “So far the published data only shows normative figures, it is still not clear how we are to measure how many people are being targeted for these community empowerment programs, we have some figures but they are not comlete”, he explained.

LOS ANGELES - Tom Cruise broke his ankle on the set of the upcoming “Mission: Impossible 6,” causing a halt in filming while the action star known for performing many of his own stunts recovers, Paramount Pictures said on Wednesday.

Paramount said the movie, one of the Viacom unit’s biggest franchises, remained on schedule to open on July 27, 2018 despite the setback.

Cruise, 55, was seen in a video on celebrity news website TMZ trying to jump between the roofs of two high-rise buildings and landing hard against a wall during filming in London over the weekend. He was later seen limping off the set.

“During production on the latest ‘Mission: Impossible’ film, Tom Cruise broke his ankle while performing a stunt. Production will go on hiatus while Tom makes a full recovery,” Paramount said in a statement. “Tom wants to thank you all for your concern and support and can’t wait to share the film with everyone next summer.”

Paramount did not say how long

On his fourth try, McQuarrie said Cruise “hit the building at a slightly different angle” and broke his right ankle.

“He was always supposed to slam into the side of the building.

That’s what gives the stunt its energy,” the director said. “He knew the instant that he hit the building that his ankle was broken.” (rtr)

JAKARTA - The commemoration of Indonesias 72nd Independence Day on Thursday was held throughout the country with a strong message of upholding the spirit of unity in diversity.

In Jakarta, the central government again organized a procession of carrying the decades-old national flag on a gold-decorated chariot Ki Jaga Raksa from the National Monument square to the State Palace.

The procession, joined by armed guards and civilians wearing traditional clothes of different kingdoms and sultanates across the archipelago, drew the attention of the crowds of people. They thronged the National Monument square to witness the procession, which was held for the second time after the one at last years Independence Day celebration.

President Joko Widodo, who led a flag-raising ceremony at the State Palace, also looked different as he wore the traditional cap and shirt of the South Kalimantan area of
