Actress Jovovich premieres latest “Resident Evil” film in Taipei

TAIPEI - Film writer-director Paul W.S. Anderson and his actress wife Milla Jovovich premiered the latest instalment in the “Resident Evil” action horror series in Taipei on Monday.

“Resident Evil: The Final Chapter” is the sixth movie in the videogame-turned-film franchise, with Jovovich reprising her role as the protagonist Alice. The first “Resident Evil” film came out in 2002.

On the red carpet, Jovovich posed for pictures with fans and

watched a traditional lion dance, performed to live music.

Based on Capcom’s hugely popular video game series comes the final installment in the most successful video game film franchise ever, which has grossed over $1 billion worldwide to date.

The search for MH370

Hunt for missing Malaysia Airlines flight MH370 is called off

SIDNEY - The search for the missing Malaysia Airlines flight MH370 has been called off, nearly three years after the plane disappeared with more than 200 people on board.Crews have finished their deep-sea search of a stretch of the Indian Ocean without finding a single trace of the Boeing 777, which was travelling from Kuala Lumpur to Beijing in March 2014 when it disappeared.

There were 239 people on board, including 12 members of crew.

Most of the passengers were from China. The Joint Agency Coordination Centre said the £133m search had been officially suspended after crews finished their fruitless trawl of the 46,000-square mile zone west of Australia.

In a joint statement the transport ministers of Malaysia, Australia and China said: “Despite every effort using the best science available, cutting edge technology, as

well as modelling and advice from highly skilled professionals who are the best in their field, unfortunately, the search has not been able to locate the aircraft.

“Accordingly, the underwater search for MH370 has been suspended. The decision to suspend the underwater search has not been taken lightly nor without sadness.”

The end of the hunt means the world’s greatest aviation mystery may never be solved.

In July 2015 part of the aero-

plane’s wing was found on Reunion Island, and so far more than 20 objects either confirmed or believed to be from the jet have washed ashore on beaches in Mauritius, Mozambique, Madagascar and Tanzania.

But while the debris confirms the plane went down in the Indian Ocean, the location of the main wreckage and what happened to MH370 remain a mystery.

A number of theories have been put forward, including a fire on board, hijacking or terror plot, rogue pilot action and mechanical or structural failure.

The Australian Transport Safety Bureau found the flight was likely out of control when it hit the ocean with its wing flaps not prepared for landing. This finding has cast doubts on theories a pilot was still

in charge.

Some outlandish theories have also been put forward.

These include that the plane was commandeered to be used as a “flying bomb” headed for the US military installation on Diego Garcia - and was shot down by the Americans - or that it was flown to a Russian facility in Kazakhstan.

The families of those on board have expressed their dismay at the decision, and called on the authorities to reconsider. They also want the search area to be extended to a new area identified in a recent analysis as a possible crash site, north of the search zone.

But the Australian government has always rejected this idea, saying the analysis was not precise enough. Last year, Australia,

Malaysia and China - which have helped fund the search - agreed the hunt would be suspended once the search zone was exhausted unless new evidence emerged that pinpointed MH370’s specific location.

As often causing congestion, illegal parking cracked down on

DENPASAR - Controlling of traffic continues to be undertaken by Bali police. After finalizing the traffic direction change in Kuta, Directorate of Traffic Affairs will crack down on illegal parking in Denpasar. At first, the enforcement will be conducted along Jalan WR Supratman, East Denpasar.

“Dissemination of the enforcement is started today (Monday) until next week. After that, the violators of parking at street side will be cracked down on,” said Director of the Bali Police Traffic Affairs, A.A. Made Sudana, on Monday (Jan. 16). Sudana asserted that the illegal parking enforcement will be undertaken gradually throughout Denpasar. It is intended to crack down on the violations that frequently happen so far.

“We try to educate the communities so that they comply with the rules. From now on, we appeal to the vehicle drivers or riders to obey traffic rules, including parking regulations,” said Sudana accompanied by Deputy Director Bonaparte Silalahi. Careless parking is one of the causes of traffic congestion occurred all this time. Moreover, car drivers or motorcycle riders frequently violated, especially in the area of traditional markets.

“In the future we will take action against the violators. We hope the owners of store or other business premises to prepare parking space. We urge people no to park by taking the road body,” said Bonaparte.

To that end, he deployed hundreds of its personnel to the field for dissemination of disciplining illegal parking. Other than caused by incomparable number of vehicles and road section, congestion also occurs due to illegal parking taking advantage of the road body.

On that account, police also attempt to awaken public awareness of building a more orderly traffic.

Directorate of Traffic Affairs with the ranks was also deployed to the field to manage the traffic. Sudana directly arranged traffic at the intersection of Jalan Nakula and Jalan Imam Bonjol, Denpasar, while

Bonaparte regulated traffic at the intersection of Dewa Ruci, Kuta.

Moreover, chief of Highway Patrol at Directorate of Traffic Affairs, Nyoman Wirawan, secured two Suzuki APV cars parked for several days on Jalan Surapati, Denpasar. When asked to local residents, no one knows about the owner of the car. After that, the car was secured at Directorate of Traffic Affairs, Bali police.

Previously, Directorate of Traffic Affairs held a coordination meeting with the Badung transportation agency, Badung municipal police and Badung public works. Result of the meeting included the traffic changes that will be tested from two ways to one way namely on Jalan Dewi Sartika, Jalan Raya Kuta, Jalan Patih Jelantik and Jalan Majapahit, Kuta.

On Jalan Dewi Sartika will be applied one way namely from the south. While on Jalan Raya Kuta, one way is applied from the north at the four-way intersection of Jalan Patih Jelantik to Jalan Raya Kuta to four-way intersection of Jalan Majapahit--Jalan Temacun. Traffic on Jalan Patih Jelantik is applied one way from the west and on Jalan Majapahit is one way from the south.

In the meantime, the traffic on Jalan Legian from the north is changed. As planned, the traffic from Bemo Corner intersection is leading to the north to the intersection of Jalan Legian--Jalan Melasti.

Traffic on Jalan Raya Kerobokan starting from the intersection of Kerobokan Prison to the intersection of West Sunset Road will be changed. From the north to Jalan Kayu Aya is diverted eastwardly through the intersection of Jalan Mertanadi.

In the meantime, the traffic on Jalan Kayu Aya, right from Seminyak Square intersection precisely from the intersection of Jalan Drupadi is applied for one way from the west. Then, from the intersection of Jalan Braban to the Seminyak Square intersection is applied one way from the east. (kmb36)

NEGARA - Hectares of paddy plants owned by farmers at Subak Kedua Lelateng, Negara, have turned red and gradually died since the past week. It is not known for sure what causes the paddy plants to be in such condition. Actually the paddy plants are just 25 days old.

Allegedly the paddy plants of farmers are attacked by pests, while some others said that the soil is too acidic. There are also people saying that the plants were attacked by leafhoppers. Besides, paddy plants of some other farmers are disturbed by weeds.

A sharecropper, Nyoman Sunantra, 55, from Lelateng encountered at paddy field on Monday (Jan. 16) said that he did not know what had caused the paddy to turn red.

“Here, there is indeed a surplus of water because paddy fields are lower than the river. I see the roots do not develop and we do not know how to address it. We do hope the extension officer could come down to give us solutions and support,” hoped Sunantra while showing off the roots of undeveloped paddy plants.

According to him, if the lands of paddy fields are dried out, the grass is feared to grow flourishingly as what happens to paddy plants in the south of the road.

He said that of the one hectare of paddy field cultivated, 0.5 hectare already turned red and almost died. He was worried and if unable to overcome he will suffer losses.

Other than his, paddy plants of other farmers also experienced the same condition. “Approximately,

they are totally 6 hectares,” he said.

In addition to the allegation of too acidic soil pH, it also happened due to the attack of leafhoppers and pests. Similarly, he has long complained about the tempeh plant in the upstream area that causes the irrigation water to often blacken.

“In the past, before the presence of tempeh plant and housing complex, the paddy plants here were good,” he explained.

He said to have reported such condition to headman of Lelateng.

However, until now there has been no improvement to these conditions.

Mansuri, a sharecropper at Subak Kedua, Budeng and Tegalcangkring, admitted that previously their paddy fields turned red. Then, he dried out the soil and now it is overgrown with grass. “As planned, I will spray to eliminate the grass.

Indeed, the drainage here is not good. To handle the paddy plants turning red must dare to make sacrifices by purchasing dolomite or the like to raise the soil pH,” he said.

Similar conditions also occurred at Subak Benel. A local farmer also said that he did not know for sure why his paddy plants become red.

In the meantime, the Head of the Jembrana Agriculture and Plantation Agency, Ketut Wiratma, when asked for his confirmation claimed to have not received any report yet. “Later our official will immediately check it. After that, we will know the cause and prevention or the treatment to take,” he explained. (kmb)

Detecting methane leaks with infrared cameras: They’re fast, but are they effective?

METHANE is the major component of natural gas, which heats our homes and recently surpassed coal as the top fuel for generating electricity in the United States. But methane is also a powerful greenhouse gas that contributes to global warming. And because methane is highly flammable, gas leaks pose a significant safety hazard, as we saw in fatal explosions in 2010 in San Bruno, California and 2015 in New York City. The massive gas leak from the Aliso Canyon storage facility in Southern California in October 2015 led to evacuations of over 8,000 families after reports of serious health issues.

The United States, Canada and Mexico are working together to reduce methane emissions from the oil and gas sector through the North American Climate, Clean Energy and Environment Partnership. As one step, the U.S. Environmental Protection Agency (EPA) recently finalized rules that require oil and gas companies to adopt leak detection and repair programs.

EPA recommends that gas companies use infrared cameras, one of the most commonly available leak detection technologies. These cameras enable gas leaks to be detected rapidly and safely. Although other detection technologies are available, they’re either expensive, slow or unsuitable.

My research focuses on evaluating leak detection technologies and using those insights to inform emissions mitigation policy. In our most recent work, we analyzed the limits of infrared cameras in effectively detecting methane leaks. Some of these limitations have important policy implications.

Cameras work better in some conditions than others Infrared cameras work much like an iPhone camera, with a key difference. While an iPhone camera is sensitive to visible light, infrared cameras are sensitive to infrared light, the portion of the sun’s light that is invisible to the naked eye and has wavelengths longer than red. Since methane is sensitive to infrared light, infrared cameras can detect it. Indeed many production facility operators use them routinely for leak detection and repair procedures, with anecdotal success.

Despite such evidence, there were no systematic studies on the effectiveness of these cameras. And because all objects emit infrared light, we suspected that environmental conditions might play an important role in how the camera works. In the study I coauthored, we analyzed how environmental factors like temperature, wind, humidity and background conditions affected what the camera “sees.”

We developed a model to predict whether the camera will detect a leak of given size under different measurement conditions. In order to verify that this model is accurate, we intentionally released methane and compared the corresponding camera images with model results.

We found that the cameras’ effectiveness in detecting leaks was highly variable based on weather conditions. Also, the camera operator’s expertise and even properties of the facility, such as its location and gas composition, affected the readings. Under ideal conditions, the cameras detected over 80 percent of the total leakage at the facility.

But such a high success rate is possible if and only if the camera is operated during periods of low wind, warm weather, clear skies and leaks are imaged from distances of about 30 feet. Under nonideal conditions (high wind, cold days or viewing distance greater than 100 feet), they detected as little as 10 percent of the total leakage.

Recent EPA regulations do not specify many crucial parameters. For example, an operator decides maximum viewing distance and acceptable wind conditions for testing leaks; and there are no requirements on temperature or cloud cover conditions.

With such latitude in determining testing protocols, an operator can perform a leak detection survey, without actually finding any leaks. This can be done by searching for leaks on cold or humid days or measuring from distances farther than about 100 feet. In order to consistently find leaks using this technology, we concluded that EPA’s rules need to be more specific, or use a different metric to track progress. (ap)

Facebook moves to head off tougher regulation in Germany

BERLIN - Facebook is stepping up efforts to head off tougher regulation by Germany, a fierce critic of the social media network operator, with top managers visiting Germany and saying they would do more to combat fake news and hate speech.

Top German lawmakers are planning legislation this year to force Facebook to remove incitements to hate crimes from its web pages within 24 hours or face fines, a push that could force the social media giant to bear more responsibility for content posted by users.

Chancellor Angel Merkel, who is running for a fourth term this year, has warned that the Internet is not “a space that is free from the law”.

Facebook’s COO Sheryl Sandberg visited Berlin on Sunday to meet with German government officials considering new regulations on Facebook, according to a Berlin-based source at a rival Internet company.

In an interview with Germany’s top-selling daily paper Bild published on Tuesday, she said Facebook could not single-handedly deal with hate speech and fake news posted on the network but had to work with third parties.

Facebook on Sunday announced a partnership with German thirdparty fact-checking organisation Correctiv, promising to update its

social media platforms in Germany “within weeks” to reduce the dissemination of fake news.

“We don’t want to decide what the truth is, and I don’t believe anyone wants us to do that,” said Sandberg, Facebook’s second-most powerful executive after founder and Chief Executive Mark Zuckerberg.

“When we say that we can’t take it on ourselves, that doesn’t mean that we don’t want to take any responsibility. We do take responsibility.”

The issue has taken on more urgency amid concern by Germany’s political establishment that a proliferation of fake news and racist content, particularly about the 900,000 refugees that arrived here last year, could sway public opinion in the election campaign.

Dan Rose, who is in charge of partnerships for Facebook, on Monday acknowledged that it was no longer a simple communications platform.

“There is no question we play an important role in the media landscape,” Rose told the DLD technology conference in Munich.

“There are people who are discovering their news and consuming their video and other media types on Facebook ... We take that role seriously.”

Rose said it aimed to expand that model to other countries. (rtr)

While waiting for the village leaders to complete the ritual, dozens of children participating in the mejurag tipat procession have lined up across a pile of rice bag suspended by using a piece of bamboo. After given a cue by customary village apparatus and pecalang (customary security guard), dozens of children originally lining up then ran and scrambled for the rice bags.

Other than for rice bags, they also scrambled for eggs tied together with the pile of rice bags.

Chief of Sekardadi customary village, Nengah Madria, when met on Sunday afternoon explained that mejurag tipat procession is a part of the nangluk merana procession that is regularly held once a year.

Usually this procession is organized by Sekardadi residents in December (sixth month in Balinese calendar) falling on new moon or kajeng kliwon.

However, since there was an obstacle for this time, the ritual procession was delayed after December. “We got an obstacle last December where one of our residents gave birth to twin babies so that all kinds of ceremonies could not be implemented at that time,” he explained.

He told the procession is meant to neutralize any negative effects which occur on agricultural land of residents. He added the current procession belongs to the highest level because it uses ritual paraphernalia in the form of a cow and a pig.

Madria explained that sequence of the procession was begun with the making of oblation at the border of Sekardadi and Pengotan village. Then, most of the oblations were presented in a ritual officiated over by village leader. After the ritual ended, it was resumed with mejurag tipat procession. “The ritual is implemented at two venues, namely at Mangkalan and central intersection of local village,” he said.

He admitted that mejurag tipat procession was very eagerly awaited by children at the local village. Pursuant to the tradition inherited over the years, mejurag tipat procession can only be followed by children of local customary village aged about 10 years. Approximately one hundred pieces of rice bag are used in the procession.

“Each family is obliged to bring six pieces (akelan) of rice bag. At local village, there are totally 104 nuclear families. On that account, the total number of rice bag to be scrambled amounts to 104 x 6 pieces,” he explained. (kmb40)

Yellow Bridge to be completed on Jan. 22

SEMARAPURA - Construction of Yellow Bridge costing about IDR 3.4 billion from the Central National Road Agency for Region VIII, the Ministry of Public Works and Housing, is still in finishing process.

Nevertheless, it needs several more days to complete the bridge connecting Nusa Ceningan to Nusa Lembongan, Nusa Penida. The bridge estimated to accomplish on January 22 will be ritually inaugurated first before used.

Head of the Klungkung Public Works Agency, Gusti Nyoman Supartana, conveyed that currently the Yellow Bridge project is almost completed. According to him, the workers just need to install frame and paint it yellow. “From direct inspection, the bridge will be completed on January 22. After ritually inaugurated, the bridge can be used directly,” he said when contacted on Sunday (Jan. 14).

Related to the original plan where it should have been completed by late 2016, Gusti Supartana admitted to have faced a problem chiefly during high tides.

The bridge construction process done manually cannot be carried out during high tides. The new bridge has a length of 140 meters and width of 1.6 meters. It can be passed through by motorcycles and pedestrians.

A resident of Nusa Lembongan who is also local tourism player, Ketut Surianta, said that many problems occurred after the bridge collapsed chiefly the access of residents, students and travelers. “This is a tourism-supporting infrastructure for both islands.

Without this, we cannot do much,” said the husband to Ni Komang Ayu Utami.

He hoped that after the construction is completed and the bridge comes into operation, there will be comprehensive supervision accompanied with regular maintenance from the officer and the customary village

that manages the bridge as a pre-wedding object. “I see the workers are quite vivacious even though there are many obstacles in the field. Without sophisticated equipment, the bridge can still be completed soon,” he said.

Abrasion at Ketapang Lampu increasingly severe

NEGARA — Residents at Ketapang Lampu, Pengambengan, are so far still unsettled due to abrasion that collapsed their home. The residents mostly consisting of fishermen admitted to resign to the onslaught of waves to their homes. “Where else should we complain? Our home is adjacent to seawater,” explained Husaeni, one of the residents.

Over the past week, residents are increasingly alarmed because of tidal waves. They mostly feared of condition occurred at night.

It is ironic to see the condition of settlements located adjacent to the fish factory. Due to cost constrains, they are unable to install a sturdy revetment as the factory did. The worst conditions happened to the mainland’s end.

Several years ago, at the location also sat a Navy Station building and several houses. However, they only leave debris.

All the residents have been relocated. Now, there are dozens of homes under the threat of disappearing due to the abrasion. One of them is the house of Husaeni, 25. Since the abrasion braved in the last few years, many houses have disappeared. It has often been submitted to village government. However, it gets constraint as the repair is the authority of central government.

Moreover, some time ago the victims

of abrasion coalesced into the Society of Lampu Coastal Communities (PMPL) installed banner around the location of abrasion. They hoped there is attention from the government because the abrasion is increasingly severe.

Turkish cargo jet crashes into Kyrgyz village, 37 killed

BISHKEK - A Turkish cargo jet smashed into a village in Kyrgyzstan on Monday as it tried to land at a nearby airport in dense fog, killing at least 37 people, Kyrgyz officials and the airline said.

According to airport officials, the Boeing 747 was supposed to make a stopover at Manas airport, near the capital Bishkek, on its way from Hong Kong to Istanbul, airport officials said, but it crashed in poor visibility at 7:31 a.m.

The plane ploughed on for a few hundred metres (yards) through the Dachi Suu village, home to hundreds of families, sheering into mangled pieces and damaging dozens of buildings.

Four crew members on board were killed. The rest of the dead were villagers.

Kyrgyzstan’s Emergencies Ministry put the initial toll at 37. The Healthcare Ministry said 13 children and teenagers were among the dead.

“I am alone now, all of my neighbours are dead,” said Anarkan Kozhoyeva, 65, a pensioner. “Our house was just 20 metres away (from the destroyed area).”

A area the size of a football pitch was completely levelled and covered with wreckage. The plane’s tale section was left upside down on top of a shed, next to the empty space where a house had been entirely obliterated.

RIO DE JANEIRO - Police put down a new uprising at a prison in northeastern Brazil where 26 inmates were killed by a rival gang faction over the weekend and questioned five drug gang leaders they think ordered the bloodshed, authorities said on Monday.

A SWAT team entered the prison before midday “to get control of the situation,” said Major Eduardo Franco, spokesman for police in the state of Rio Grande do Norte, where the prison is located.

Yet for most of the afternoon, television images showed inmates on the roofs of at least two wings of the Alcaçuz prison, wielding large knives, waving banners with gang acronyms and yelling death threats to rivals.

By evening, police said the SWAT team gained control of the

wing housing members of Brazil’s most powerful drug gang, who until nightfall had refused to hand over their weapons and allow police to enter their area.

The officers located and questioned five of the prisoners who they think led the weekend killing spree of members of a rival drug gang. The five will be transferred to other prisons, the locations of which were not disclosed.

It was in the same prison, located about 25 km (15.5 miles) south of the state capital Natal, that members of the powerful drug gang the First Capital Command (PCC) slaughtered 26 other inmates from a rival gang in a riot that began late Saturday and was not halted until Sunday.

As in a series of other prison uprisings in recent weeks, many

of those killed had their heads cut off and were badly mutilated or burned.

At least 140 inmates have died in Brazil’s prisons in just over two weeks.

The intense violence is the result of a split between the PCC and Brazil’s second-most powerful gang, the Red Command.

For more than two decades the two gangs maintained an uneasy working relationship, ensuring that a steady flow of drugs and arms easily made its way over Brazil’s porous borders with the world’s biggest cocaine-producing nations.

But about six months ago, security officials and experts say, the PCC moved to fully take over trafficking routes and tried to push the Red Command aside. (rtr)

DAVOS, Switzerland - In 2014, Arnold Kamler, CEO of New Jerseybased Kent International, took a big step: he resumed making bicycles in the United States, 23 years after uprooting production to China. This year, he hopes to sell half a million U.S.-made bikes.

For business and political leaders gathered in the Swiss Alps town of Davos for this year’s World Economic Forum, Kamler’s experience - part of a process Morgan Stanley once dubbed the “re-industrialisation” of America - is a cause for some anxiety.

If a mix of accelerating automation and trade protectionism is the defining economic climate of the moment, globalisation may well be in decline, and developing nations that failed to capitalise on the past two decades of economic integration - notably those in Africa - may have missed the boat altogether.

It is an issue with profound consequences - for emerging economies that have built their fortunes on exports, and for richer nations that hope a “reshoring” of industrial production will appease disgruntled bluecollar workers at home and re-ignite stagnant wage growth.

Global trade likely grew last year at just 1.7 percent, lagging world economic growth for the first time in 15 years and for only the second time since 1982, according to the World Trade Organisation which expects a further slowdown in 2017.

While there are complex reasons behind the slowdown, it’s hard to ignore the rising popularity of trade protectionism and antiglobalisation. U.S. President-elect Donald Trump’s campaign pledges and plans for “a very large border tax” on firms producing overseas fall into this category.

But perhaps even more influential is businesses’ push towards automation, digitisation, robotics and innovations such as 3-D printing that undermine low-wage countries’ biggest comparative advantage. That contributed to the return of 250,000 manufacturing jobs to the United States between 2010 and 2015, according to data from Reshoring Initiative, a group that advises U.S. businesses.

Kamler’s state-of-the-art plant, for instance, will soon be able to produce bicycles with just 12 employees per shift. “Most of those people will be sitting looking at computer screens. The same operation in China would need 60 people,” he said.

LAGGARDS “Reshoring” is bad news for emerging economies transformed by the manufacturing-for-export boom and now suffering from its reversal. But for countries only now getting in on the manufacturing act, things are worse, says Hung Tran, managing director of the Washington DC-based Institute for International Finance (IIF).

“The conclusion to reach is that the business and growth model which worked for many countries, especially in Asia, won’t provide the same growth opportunities as before,” Tran said. “That’s the big challenge for emerging economies that are only just trying to take off ... it’s much harder to do than 20 years ago when all you needed to do was attract investment, produce and export,” Tran said.

Laggards include swathes of Africa and also India, the world’s fastest growing economy. With a 1.2 billion population, it accounts for just 2 percent of global trade but needs desperately to create jobs for the 10 million youth entering the workplace each year.

The fear is that as low-level factory

jobs for unskilled workers become scarcer, workers in these countries, unlike in early birds such as China or Malaysia, will be illprepared for the higher-tech manufacturing of the future. Against that backdrop, India may struggle to meet its goal of raising manufacturing’s share of the economy to 25 percent. That share is currently 16 percent, half of China’s level.

Others are even worse off - manufacturing comprises 10 percent of Nigeria’s economy and 6 percent in Tanzania, according to the World Bank. The picture is mirrored across Africa where the population could double by 2050 to 2.5 billion.

“There is a missed-boat aspect for industrial output especially for Africa,” said Marion Amiot at Oxford Economics, whose report on the impact of digitisation concluded that upfront costs of technology and training would pose significant entry barriers for poorer economies.

Not everyone is pessimistic. India for instance may be able to capture the burgeoning trade in services. It and peers such as Indonesia are moving to reform their economies, unlocking faster growth and making exports less important.

LOSERS EVERYWHERE It could eventually prove a game in which everyone loses. Take Trump’s tirades against Mexico. U.S. firms have invested more than $200 billion in Mexico, employing over a million people, but are now under pressure to shutter factories producing for U.S. markets.

Yet reshoring may not deliver the kind of benefits Trump and U.S. unions hope for.

The new high-tech plants will likely create far fewer jobs than expected.

Second, the loss of manufacturing jobs - and failure to create them in countries with huge populations - may trigger more migration to rich countries, exacerbating the tensions that are fuelling the lurch towards right-wing parties.

Migration patterns already suggest people’s movement is increasingly dictated by “push” from poorer areas of the world, rather than by “pull” from richer countries, UBS said in a note.

As former Mexican president Felipe Calderon warned Trump in a tweet: “The more jobs you destroy in México, the more immigrants the American people will have.”(rtr)

Boasting more than a million followers on Twitter, three popular television channels and a newly minted political party, Hary Tanoesoedibjo says he has had enough success in business and now wants power of the political kind. Tanoesoedibjo, better known as Tanoe, is like Trump a freetrade critic. He’s making his pitch to tens of millions of Indonesians left behind by a lopsided economy that favors a few major cities.

“I think under today’s environment, with the complexity, we need a businessman to run a country,” Tanoe said in an interview Saturday at his South Jakarta home, a small palace with a statue of a giant eagle looming over an immaculate driveway. “What I see is that (Trump) will give a lot of benefit to the American people, like his intention to bring back factories to the U.S.” Tanoe and his wife will attend Trump’s inauguration Friday and the official inauguration ball. Aside from business, the two men share similar diagnoses of what ails their respective countries. Tanoe bemoans what

he says is Indonesia’s fading competitiveness, lack of investment in manufacturing, widespread poverty and the risk it won’t provide enough good jobs for its burgeoning youth population. Despite his presidential ambitions, Tanoe does not have any particular affection for Indonesia’s young democracy. “I have to tell you, in a society where a supermajority of the people is still left behind in terms of their education, and in terms of their welfare, democracy may create another problem,” Tanoe said.

“Because those who really rule the country are those who sit with money and power. The supermajority of the people, they don’t understand anything. They just follow,” he said.

“Maybe democracy is a good way for a developed country, in a country where the level of the playing field is the same.”

Tanoe, like Trump, exults in his business success, pointing to the 37,000 people working in his property and media conglomerate, MNC. Forbes estimates his net worth at $1.11 billion. He built his

company from scratch, though he began with advantages not available to most Indonesians: His father was a businessman and Tanoe attended Canada’s Carleton University and the University of Ottawa.

His association with Trump began about three years ago when MNC was looking for an operator for sprawling “six star” resorts, one to be built on the tourist island of Bali and the other near Jakarta.

In exchange for a cut of revenue, the Trump Organization will manage hotels, golf courses and country clubs that will cost about $700 million for MNC to build. The projects are to form the core of larger developments the company plans.

Tanoe said after the inauguration his business dealings with the Trump Organization will only be through Trump’s sons Don Jr. and Eric. He is one of the very few Indonesians with a personal relationship with Trump, and he said he is open to being a conduit between the incoming president and Indonesia.

“If I am asked to help facilitate anything for the benefit of the countries I am more than happy to help.

That is my position. Basically I don’t want to initiate, to do anything with the official relationship between Indonesia and the United States,”

he said.

Such a role appears unlikely, since Tanoe is not aligned with President Joko “Jokowi” Widodo.

Indeed, in 2014, Tanoe was the vice-presidential running mate of Wiranto, a retired military chief and current government minister linked to human rights abuses in East Timor.

That campaign faltered and Tanoe switched his support to another former general, Prabowo, who was eventually defeated by Jokowi, a maverick candidate. Prabowo, however, remains highly popular in the countryside.

Tanoe’s United Indonesia Party, founded in 2015, could play some role in the 2019 presidential election, but it’s far from clear whether he might be able to satisfy his political ambitions.

“Indonesia needs a leader which is strong, with integrity,” Tanoe said.

“So if I know someone strong enough and with the ability to provide solutions to Indonesia, to bring Indonesia to become a developed nation, I would rather be in the position to support him or her. But if there is none I’m convinced of, then I may run myself.”

His ties to Trump could be both an asset and a liability in the world’s most populous Muslim nation and

fourth-largest democracy, a country where military dictatorship was the norm until the ouster of President Suharto in 1998. Though Trump is notorious in Indonesia for proposing a ban on Muslim immigration, there is also a reservoir of admiration for the U.S. superpower.

A greater obstacle may be that Tanoe is an ethnic Chinese and Christian. Indonesia’s historical antipathy to its Chinese minority has intensified recently, and hard-line Muslim groups, supported by a marriage of convenience with mainstream political opponents of Jokowi, have seized the political initiative.

Protests against Jakarta’s ethnic Chinese and Christian governor, a Jokowi ally, drew hundreds of thousands to the capital’s streets late last year, demanding his arrest for alleged blasphemy. Gov. Basuki “Ahok” Tjahaja Purnama, who is campaigning for re-election next month, is being tried on charges of insulting Islam and desecrating the Quran.

Tanoe blames a pattern of weak law enforcement responses to provocations by hard-liners for the recent success of their movement, which he doesn’t believe represents mainstream opinion.”The majority of the Indonesian people are still moderate, that’s for sure,” he said.(ap)

The comments by the children of King, who championed racial justice until he was assassinated in 1968 at the age of 39, punctuated an imbroglio involving Donald Trump and African-American congressman John Lewis that broke out over the weekend.

The dispute started when Lewis, 76, a contemporary of King’s who endured beatings and jail time in the civil rights movement of the 1960s, said in a televised interview that he saw Trump’s election as illegitimate because of Russian interference in the campaign. That drew a scornful response from Trump.

Bernice King, King’s youngest daughter, told a gathering at Ebenezer Baptist Church in Atlanta not to give up hope and “Don’t be afraid of who sits in the White House.”

“God can triumph over Trump,” she said, drawing a standing ovation, one of several times she was interrupted by thunderous applause.

The service at the church where King once preached takes place every year on Martin Luther King Jr Day, a federal holiday honoring his life. This year the holiday fell days before Barack Obama ends his second term as the country’s first African-American president. Trump takes the oath of office as his successor on Friday.

Trump, who won only 8 percent of the black vote, offered praise for King in a Twitter post on Monday, a few hours before meeting King’s oldest son, Martin Luther King III, at his Trump Tower offices in New York.

“Celebrate Martin Luther King Day and all of the many wonderful things that he stood for. Honor him for being the great man that he was!” Trump tweeted.

Trump and King III emerged from an elevator together, shaking hands. Trump said goodbye to King, then returned to the elevator without answering questions.

King said they had a constructive meeting to discuss how to improve the U.S. voting system, which King considers broken, but he skirted questions about whether he was offended by Trump’s comments on Lewis.

“First of all I think that in the heat of emotion a lot of things get said on both sides. I think at some point I bridge-build. The goal is to bring America together,” King told reporters.

Lewis did not mention Trump in a speech in Miami about the civil rights struggle to honor King, who would have turned 88 on Sunday, but he urged young black Americans to consider voting a “sacred” act.

“We all must become participants in the democratic process. When you get old enough to register to vote, go and register and vote,” Lewis said in a half-hour address.

Gunfire during Miami holiday festivities wounded eight people ages 11 to 30 at Martin Luther King Jr Memorial Park, police said. Two people were detained and two weapons seized, and the cause of the shooting is under investigation. (rtr)

Turkey says New Year’s nightclub attacker captured in Istanbul

ISTANBUL - Turkish police have captured the gunman who killed 39 people in an Istanbul nightclub on New Year’s Day after a two-week manhunt, authorities said on Tuesday, seizing him with four other suspects at a hideout in an outlying suburb of the city.

Istanbul Governor Vasip Sahin named the man as Abdulgadir Masharipov and said he was born in 1983 in Uzbekistan and received training in Afghanistan. He had admitted his guilt and his fingerprints matched those at the scene, Sahin said.

“He knew four languages and was well-educated,” Sahin told a news conference after Masharipov’s capture overnight.

There were strong indications he entered Turkey illegally through its eastern borders in January 2016 and it was clear the attack was carried out on behalf of Islamic State, Sahin said.

Masharipov was seized with an Iraqi man and three women from Africa, one of them from Egypt, in the Esenyurt district on Istanbul’s western outskirts.

“I congratulate our police who caught the perpetrator of the Ortakoy massacre,” Deputy Prime Minister Numan Kurtulmus, who is also the government spokesman, said on social network Twitter.

“Our war with terror and the powers behind it will continue to the end,” he added.

ously been detained in connection with the attack for which Islamic State has claimed responsibility, saying it was revenge for Turkish military involvement in Syria.

On Jan. 1, the attacker shot his way into the Reina nightclub then opened fire with an automatic rifle, reloading his weapon half a dozen times and shooting the wounded as they lay on the ground.

Turks as well as visitors from several Arab nations, India and Canada were among those killed in the attack.

Masharipov was caught in an apartment at a housing complex in Esenyurt at around 11 pm (2000 GMT) on Monday.

Dogan news agency published a photo of the alleged attacker with a black eye, a cut above his eyebrow and bloodstains on his face and t-shirt. It broadcast footage showing plain-clothes police leading a man in a white t-shirt to a waiting car.

The suspect was being questioned at Istanbul police headquarters, while other people were detained in raids across the city targeting Uzbek Islamic State cells, Anadolu said.

The shooting in Istanbul’s Ortakoy neighbourhood, an upscale district on the Bosphorus shore, came after a year in which NATO member Turkey was shaken by a series of attacks by radical Islamist and Kurdish militants and by a failed coup. (rtr)

TURIN — Italy forward Andrea Belotti has three goals in three matches against AC Milan this season but his Torino club can’t beat the Rossoneri. Milan came back from two goals down to draw at Torino 2-2 in Serie A on Monday, four days after eliminating the “Granata” from the Italian Cup. Belotti and Marco Benassi put Torino ahead 2-0 at halftime but Andrea Bertolacci and Carlos Bacca responded for Milan. Milan, which has a game in hand, remained fifth, three points behind Lazio, while Torino dropped to ninth, seven points further back.

British newspapers said Costa is subject to interest from China where Oscar is earning a reported 500,000 pounds ($600,000) per week having signed for Shanghai SIPG this month. Fellow Brazilian Ramirez left London a year ago to join Jiangsu Suning.

“If it’s financial and he wants to move to China, then I don’t quite understand it to be perfectly honest,” Wilkins, who also served as assistant manager at Chelsea under Carlo Ancelotti, told Sky Sports.

“I think as a footballer if you’re going to go to China, now at 28 years of age, you’re basically saying, like Oscar, your career is finished.

“You’re going there for the finance. Aren’t these young men

earning enough in this country to enjoy playing their football?”

Martin Luther King’s daughter says ‘God can triumph over Trump’

ATLANTA - Martin Luther King’s daughter said on Monday that “God can triumph over Trump,” but the slain civil rights leader’s son struck a conciliatory tone after meeting with the president-elect on the U.S. holiday that honors their father.

The comments by the children of King, who championed racial justice until he was assassinated in 1968 at the age of 39, punctuated an imbroglio involving Donald Trump and African-American congressman John Lewis that broke out over the weekend.

The dispute started when Lewis, 76, a contemporary of King’s who endured beatings and jail time in the civil rights movement of the 1960s, said in a televised interview that he saw Trump’s election as illegitimate because of Russian interference in the campaign. That drew a scornful response from Trump.

Bernice King, King’s youngest daughter, told a gathering at Ebenezer Baptist Church in Atlanta not to give up hope and “Don’t be afraid of who sits in the White House.”

“God can triumph over Trump,” she said, drawing a standing ovation, one of several times she was interrupted by thunderous applause.

The service at the church where King once preached takes place every year on Martin Luther King Jr Day, a federal holiday honoring his life. This year the holiday fell days before Barack Obama ends his second term as the country’s first African-American president. Trump takes the oath of office as his successor on Friday.

“Celebrate Martin Luther King Day and all of the many wonderful things that he stood for. Honor him for being the great man that he was!” Trump tweeted.

Trump and King III emerged from an elevator together, shaking hands. Trump said goodbye to King, then returned to the elevator without answering questions.

King said they had a constructive meeting to discuss how to improve the U.S. voting system, which King considers broken, but he skirted questions about whether he was offended by Trump’s comments on Lewis.

“First of all I think that in the heat of emotion a lot of things get said on both sides. I think at some point I bridge-build. The goal is to bring America together,” King told reporters.

Lewis did not mention Trump in a speech in Miami about the civil rights struggle to honor King, who would have turned 88 on Sunday, but he urged young black Americans to consider voting a “sacred” act.

“We all must become participants in the democratic process. When you get old enough to register to vote, go and register and vote,” Lewis said in a half-hour address.

Gunfire during Miami holiday festivities wounded eight people ages 11 to 30 at Martin Luther King Jr Memorial Park, police said. Two people were detained and two weapons seized, and the cause of the shooting is under investigation. (rtr)

Turkey says New Year’s nightclub attacker captured in Istanbul

ISTANBUL - Turkish police have captured the gunman who killed 39 people in an Istanbul nightclub on New Year’s Day after a two-week manhunt, authorities said on Tuesday, seizing him with four other suspects at a hideout in an outlying suburb of the city.

Istanbul Governor Vasip Sahin named the man as Abdulgadir Masharipov and said he was born in 1983 in Uzbekistan and received training in Afghanistan. He had admitted his guilt and his fingerprints matched those at the scene, Sahin said.

“He knew four languages and was well-educated,” Sahin told a news conference after Masharipov’s capture overnight.

There were strong indications he entered Turkey illegally through its eastern borders in January 2016 and it was clear the attack was carried out on behalf of Islamic State, Sahin said.

Masharipov was seized with an Iraqi man and three women from Africa, one of them from Egypt, in the Esenyurt district on Istanbul’s western outskirts.

“I congratulate our police who caught the perpetrator of the Ortakoy massacre,” Deputy Prime Minister Numan Kurtulmus, who is also the government spokesman, said on social network Twitter.

“Our war with terror and the powers behind it will continue to the end,” he added.

Dozens of people have previ-

ously been detained in connection with the attack for which Islamic State has claimed responsibility, saying it was revenge for Turkish military involvement in Syria.

On Jan. 1, the attacker shot his way into the Reina nightclub then opened fire with an automatic rifle, reloading his weapon half a dozen times and shooting the wounded as they lay on the ground.

Turks as well as visitors from several Arab nations, India and Canada were among those killed in the attack.

Masharipov was caught in an apartment at a housing complex in Esenyurt at around 11 pm (2000 GMT) on Monday.

Dogan news agency published a photo of the alleged attacker with a black eye, a cut above his eyebrow and bloodstains on his face and t-shirt. It broadcast footage showing plain-clothes police leading a man in a white t-shirt to a waiting car.

The suspect was being questioned at Istanbul police headquarters, while other people were detained in raids across the city targeting Uzbek Islamic State cells, Anadolu said.

The shooting in Istanbul’s Ortakoy neighbourhood, an upscale district on the Bosphorus shore, came after a year in which NATO member Turkey was shaken by a series of attacks by radical Islamist and Kurdish militants and by a failed coup. (rtr)

DAVOS, Switzerland - In 2014, Arnold Kamler, CEO of New Jerseybased Kent International, took a big step: he resumed making bicycles in the United States, 23 years after uprooting production to China. This year, he hopes to sell half a million U.S.-made bikes.

For business and political leaders gathered in the Swiss Alps town of Davos for this year’s World Economic Forum, Kamler’s experience - part of a process Morgan Stanley once dubbed the “re-industrialisation” of America - is a cause for some anxiety.

If a mix of accelerating automation and trade protectionism is the defining economic climate of the moment, globalisation may well be in decline, and developing nations that failed to capitalise on the past two decades of economic integration - notably those in Africa - may have missed the boat altogether.

It is an issue with profound consequences - for emerging economies that have built their fortunes on exports, and for richer nations that hope a “reshoring” of industrial production will appease disgruntled bluecollar workers at home and re-ignite stagnant wage growth.

Global trade likely grew last year at just 1.7 percent, lagging world economic growth for the first time in 15 years and for only the second time since 1982, according to the World Trade Organisation which expects a further slowdown in 2017.

While there are complex reasons behind the slowdown, it’s hard to ignore the rising popularity of trade protectionism and antiglobalisation. U.S. President-elect Donald Trump’s campaign pledges and plans for “a very large border tax” on firms producing overseas fall into this category.

But perhaps even more influential is businesses’ push towards automation, digitisation, robotics and innovations such as 3-D printing that undermine low-wage countries’ biggest comparative advantage. That contributed to the return of 250,000 manufacturing jobs to the United States between 2010 and 2015, according to data from Reshoring Initiative, a group that advises U.S. businesses.

Kamler’s state-of-the-art plant, for instance, will soon be able to produce bicycles with just 12 employees per shift. “Most of those people will be sitting looking at computer screens. The same operation in China would need 60 people,” he said.

LAGGARDS “Reshoring” is bad news for emerging economies transformed by the manufacturing-for-export boom and now suffering from its reversal. But for countries only now getting in on the manufacturing act, things are worse, says Hung Tran, managing director of the Washington DC-based Institute for International Finance (IIF).

“The conclusion to reach is that the business and growth model which worked for many countries, especially in Asia, won’t provide the same growth opportunities as before,” Tran said. “That’s the big challenge for emerging economies that are only just trying to take off ... it’s much harder to do than 20 years ago when all you needed to do was attract investment, produce and export,” Tran said.

Laggards include swathes of Africa and also India, the world’s fastest growing economy. With a 1.2 billion population, it accounts for just 2 percent of global trade but needs desperately to create jobs for the 10 million youth entering the workplace each year.

The fear is that as low-level factory

jobs for unskilled workers become scarcer, workers in these countries, unlike in early birds such as China or Malaysia, will be illprepared for the higher-tech manufacturing of the future. Against that backdrop, India may struggle to meet its goal of raising manufacturing’s share of the economy to 25 percent. That share is currently 16 percent, half of China’s level.

Others are even worse off - manufacturing comprises 10 percent of Nigeria’s economy and 6 percent in Tanzania, according to the World Bank. The picture is mirrored across Africa where the population could double by 2050 to 2.5 billion.

“There is a missed-boat aspect for industrial output especially for Africa,” said Marion Amiot at Oxford Economics, whose report on the impact of digitisation concluded that upfront costs of technology and training would pose significant entry barriers for poorer economies.

Not everyone is pessimistic. India for instance may be able to capture the burgeoning trade in services. It and peers such as Indonesia are moving to reform their economies, unlocking faster growth and making exports less important.

LOSERS EVERYWHERE It could eventually prove a game in which everyone loses. Take Trump’s tirades against Mexico. U.S. firms have invested more than $200 billion in Mexico, employing over a million people, but are now under pressure to shutter factories producing for U.S. markets.

Yet reshoring may not deliver the kind of benefits Trump and U.S. unions hope for.

The new high-tech plants will likely create far fewer jobs than expected.

Second, the loss of manufacturing jobs - and failure to create them in countries with huge populations - may trigger more migration to rich countries, exacerbating the tensions that are fuelling the lurch towards right-wing parties.

Migration patterns already suggest people’s movement is increasingly dictated by “push” from poorer areas of the world, rather than by “pull” from richer countries, UBS said in a note.

As former Mexican president Felipe Calderon warned Trump in a tweet: “The more jobs you destroy in México, the more immigrants the American people will have.”(rtr)

JAKARTA — President-elect Donald Trump’s billionaire business partner and possible political proxy in Indonesia nurses big leadership ambitions in the vast but perennially lagging Southeast Asian nation, which he says isn’t developed enough to have a successful democracy and needs strong leadership.

Boasting more than a million followers on Twitter, three popular television channels and a newly minted political party, Hary Tanoesoedibjo says he has had enough success in business and now wants power of the political kind. Tanoesoedibjo, better known as Tanoe, is like Trump a freetrade critic. He’s making his pitch to tens of millions of Indonesians left behind by a lopsided economy that favors a few major cities.

“I think under today’s environment, with the complexity, we need a businessman to run a country,” Tanoe said in an interview Saturday at his South Jakarta home, a small palace with a statue of a giant eagle looming over an immaculate driveway. “What I see is that (Trump) will give a lot of benefit to the American people, like his intention to bring back factories to the U.S.” Tanoe and his wife will attend Trump’s inauguration Friday and the official inauguration ball. Aside from business, the two men share similar diagnoses of what ails their respective countries. Tanoe bemoans what

he says is Indonesia’s fading competitiveness, lack of investment in manufacturing, widespread poverty and the risk it won’t provide enough good jobs for its burgeoning youth population. Despite his presidential ambitions, Tanoe does not have any particular affection for Indonesia’s young democracy. “I have to tell you, in a society where a supermajority of the people is still left behind in terms of their education, and in terms of their welfare, democracy may create another problem,” Tanoe said.

“Because those who really rule the country are those who sit with money and power. The supermajority of the people, they don’t understand anything. They just follow,” he said.

“Maybe democracy is a good way for a developed country, in a country where the level of the playing field is the same.”

Tanoe, like Trump, exults in his business success, pointing to the 37,000 people working in his property and media conglomerate, MNC. Forbes estimates his net worth at $1.11 billion. He built his

company from scratch, though he began with advantages not available to most Indonesians: His father was a businessman and Tanoe attended Canada’s Carleton University and the University of Ottawa.

His association with Trump began about three years ago when MNC was looking for an operator for sprawling “six star” resorts, one to be built on the tourist island of Bali and the other near Jakarta.

In exchange for a cut of revenue, the Trump Organization will manage hotels, golf courses and country clubs that will cost about $700 million for MNC to build. The projects are to form the core of larger developments the company plans.

Tanoe said after the inauguration his business dealings with the Trump Organization will only be through Trump’s sons Don Jr. and Eric. He is one of the very few Indonesians with a personal relationship with Trump, and he said he is open to being a conduit between the incoming president and Indonesia.

“If I am asked to help facilitate anything for the benefit of the countries I am more than happy to help.

That is my position. Basically I don’t want to initiate, to do anything with the official relationship between Indonesia and the United States,”

he said.

Such a role appears unlikely, since Tanoe is not aligned with President Joko “Jokowi” Widodo.

Indeed, in 2014, Tanoe was the vice-presidential running mate of Wiranto, a retired military chief and current government minister linked to human rights abuses in East Timor.

That campaign faltered and Tanoe switched his support to another former general, Prabowo, who was eventually defeated by Jokowi, a maverick candidate. Prabowo, however, remains highly popular in the countryside.

Tanoe’s United Indonesia Party, founded in 2015, could play some role in the 2019 presidential election, but it’s far from clear whether he might be able to satisfy his political ambitions.

“Indonesia needs a leader which is strong, with integrity,” Tanoe said.

“So if I know someone strong enough and with the ability to provide solutions to Indonesia, to bring Indonesia to become a developed nation, I would rather be in the position to support him or her. But if there is none I’m convinced of, then I may run myself.”

His ties to Trump could be both an asset and a liability in the world’s most populous Muslim nation and

fourth-largest democracy, a country where military dictatorship was the norm until the ouster of President Suharto in 1998. Though Trump is notorious in Indonesia for proposing a ban on Muslim immigration, there is also a reservoir of admiration for the U.S. superpower.

A greater obstacle may be that Tanoe is an ethnic Chinese and Christian. Indonesia’s historical antipathy to its Chinese minority has intensified recently, and hard-line Muslim groups, supported by a marriage of convenience with mainstream political opponents of Jokowi, have seized the political initiative.

Abrasion at Ketapang Lampu increasingly severe

NEGARA — Residents at Ketapang Lampu, Pengambengan, are so far still unsettled due to abrasion that collapsed their home. The residents mostly consisting of fishermen admitted to resign to the onslaught of waves to their homes. “Where else should we complain? Our home is adjacent to seawater,” explained Husaeni, one of the residents.

Over the past week, residents are increasingly alarmed because of tidal waves. They mostly feared of condition occurred at night.

At that time, the waves strike the mainland even to get into people’s house. Currently, many houses at costal area of Ketapang Lampu have gone damaged. It is ironic to see the condition of settlements located adjacent to the fish factory. Due to cost constrains, they are unable to install a sturdy revetment as the factory did. The worst conditions happened to the mainland’s end.

Several years ago, at the location also sat a Navy Station building and several houses. However, they only leave debris.

All the residents have been relocated. Now, there are dozens of homes under the threat of disappearing due to the abrasion. One of them is the house of Husaeni, 25. Since the abrasion braved in the last few years, many houses have disappeared. It has often been submitted to village government. However, it gets constraint as the repair is the authority of central government.

Turkish cargo jet crashes into Kyrgyz village, 37 killed

BISHKEK - A Turkish cargo jet smashed into a village in Kyrgyzstan on Monday as it tried to land at a nearby airport in dense fog, killing at least 37 people, Kyrgyz officials and the airline said.

According to airport officials, the Boeing 747 was supposed to make a stopover at Manas airport, near the capital Bishkek, on its way from Hong Kong to Istanbul, airport officials said, but it crashed in poor visibility at 7:31 a.m.

The plane ploughed on for a few hundred metres (yards) through the Dachi Suu village, home to hundreds of families, sheering into mangled pieces and damaging dozens of buildings.

Four crew members on board were killed. The rest of the dead were villagers.

Kyrgyzstan’s Emergencies Ministry put the initial toll at 37. The Healthcare Ministry said 13 children and teenagers were among the dead.

“I am alone now, all of my neighbours are dead,” said Anarkan Kozhoyeva, 65, a pensioner. “Our house was just 20 metres away (from the destroyed area).”

A area the size of a football pitch was completely levelled and covered with wreckage. The plane’s tale section was left upside down on top of a shed, next to the empty space where a house had been entirely obliterated.

RIO DE JANEIRO - Police put down a new uprising at a prison in northeastern Brazil where 26 inmates were killed by a rival gang faction over the weekend and questioned five drug gang leaders they think ordered the bloodshed, authorities said on Monday.

A SWAT team entered the prison before midday “to get control of the situation,” said Major Eduardo Franco, spokesman for police in the state of Rio Grande do Norte, where the prison is located.

Yet for most of the afternoon, television images showed inmates on the roofs of at least two wings of the Alcaçuz prison, wielding large knives, waving banners with gang acronyms and yelling death threats to rivals.

By evening, police said the SWAT team gained control of the

wing housing members of Brazil’s most powerful drug gang, who until nightfall had refused to hand over their weapons and allow police to enter their area.

The officers located and questioned five of the prisoners who they think led the weekend killing spree of members of a rival drug gang. The five will be transferred to other prisons, the locations of which were not disclosed.

It was in the same prison, located about 25 km (15.5 miles) south of the state capital Natal, that members of the powerful drug gang the First Capital Command (PCC) slaughtered 26 other inmates from a rival gang in a riot that began late Saturday and was not halted until Sunday.

As in a series of other prison uprisings in recent weeks, many

of those killed had their heads cut off and were badly mutilated or burned.

At least 140 inmates have died in Brazil’s prisons in just over two weeks.

The intense violence is the result of a split between the PCC and Brazil’s second-most powerful gang, the Red Command.

For more than two decades the two gangs maintained an uneasy working relationship, ensuring that a steady flow of drugs and arms easily made its way over Brazil’s porous borders with the world’s biggest cocaine-producing nations.

But about six months ago, security officials and experts say, the PCC moved to fully take over trafficking routes and tried to push the Red Command aside. (rtr)

Detecting methane leaks with infrared cameras: They’re fast, but are they effective?

METHANE is the major component of natural gas, which heats our homes and recently surpassed coal as the top fuel for generating electricity in the United States. But methane is also a powerful greenhouse gas that contributes to global warming. And because methane is highly flammable, gas leaks pose a significant safety hazard, as we saw in fatal explosions in 2010 in San Bruno, California and 2015 in New York City. The massive gas leak from the Aliso Canyon storage facility in Southern California in October 2015 led to evacuations of over 8,000 families after reports of serious health issues.

The United States, Canada and Mexico are working together to reduce methane emissions from the oil and gas sector through the North American Climate, Clean Energy and Environment Partnership. As one step, the U.S. Environmental Protection Agency (EPA) recently finalized rules that require oil and gas companies to adopt leak detection and repair programs.

EPA recommends that gas companies use infrared cameras, one of the most commonly available leak detection technologies. These cameras enable gas leaks to be detected rapidly and safely. Although other detection technologies are available, they’re either expensive, slow or unsuitable.

My research focuses on evaluating leak detection technologies and using those insights to inform emissions mitigation policy. In our most recent work, we analyzed the limits of infrared cameras in effectively detecting methane leaks. Some of these limitations have important policy implications.

Cameras work better in some conditions than others Infrared cameras work much like an iPhone camera, with a key difference. While an iPhone camera is sensitive to visible light, infrared cameras are sensitive to infrared light, the portion of the sun’s light that is invisible to the naked eye and has wavelengths longer than red. Since methane is sensitive to infrared light, infrared cameras can detect it. Indeed many production facility operators use them routinely for leak detection and repair procedures, with anecdotal success.

Despite such evidence, there were no systematic studies on the effectiveness of these cameras. And because all objects emit infrared light, we suspected that environmental conditions might play an important role in how the camera works. In the study I coauthored, we analyzed how environmental factors like temperature, wind, humidity and background conditions affected what the camera “sees.”

We developed a model to predict whether the camera will detect a leak of given size under different measurement conditions. In order to verify that this model is accurate, we intentionally released methane and compared the corresponding camera images with model results.

We found that the cameras’ effectiveness in detecting leaks was highly variable based on weather conditions. Also, the camera operator’s expertise and even properties of the facility, such as its location and gas composition, affected the readings. Under ideal conditions, the cameras detected over 80 percent of the total leakage at the facility.

But such a high success rate is possible if and only if the camera is operated during periods of low wind, warm weather, clear skies and leaks are imaged from distances of about 30 feet. Under nonideal conditions (high wind, cold days or viewing distance greater than 100 feet), they detected as little as 10 percent of the total leakage.

Recent EPA regulations do not specify many crucial parameters. For example, an operator decides maximum viewing distance and acceptable wind conditions for testing leaks; and there are no requirements on temperature or cloud cover conditions.

With such latitude in determining testing protocols, an operator can perform a leak detection survey, without actually finding any leaks. This can be done by searching for leaks on cold or humid days or measuring from distances farther than about 100 feet. In order to consistently find leaks using this technology, we concluded that EPA’s rules need to be more specific, or use a different metric to track progress. (ap)

Facebook moves to head off tougher regulation in Germany

BERLIN - Facebook is stepping up efforts to head off tougher regulation by Germany, a fierce critic of the social media network operator, with top managers visiting Germany and saying they would do more to combat fake news and hate speech.

Top German lawmakers are planning legislation this year to force Facebook to remove incitements to hate crimes from its web pages within 24 hours or face fines, a push that could force the social media giant to bear more responsibility for content posted by users.

Chancellor Angel Merkel, who is running for a fourth term this year, has warned that the Internet is not “a space that is free from the law”.

Facebook’s COO Sheryl Sandberg visited Berlin on Sunday to meet with German government officials considering new regulations on Facebook, according to a Berlin-based source at a rival Internet company.

In an interview with Germany’s top-selling daily paper Bild published on Tuesday, she said Facebook could not single-handedly deal with hate speech and fake news posted on the network but had to work with third parties.

Facebook on Sunday announced a partnership with German thirdparty fact-checking organisation Correctiv, promising to update its

social media platforms in Germany “within weeks” to reduce the dissemination of fake news.

“We don’t want to decide what the truth is, and I don’t believe anyone wants us to do that,” said Sandberg, Facebook’s second-most powerful executive after founder and Chief Executive Mark Zuckerberg.

“When we say that we can’t take it on ourselves, that doesn’t mean that we don’t want to take any responsibility. We do take responsibility.”

The issue has taken on more urgency amid concern by Germany’s political establishment that a proliferation of fake news and racist content, particularly about the 900,000 refugees that arrived here last year, could sway public opinion in the election campaign.

Dan Rose, who is in charge of partnerships for Facebook, on Monday acknowledged that it was no longer a simple communications platform.

“There is no question we play an important role in the media landscape,” Rose told the DLD technology conference in Munich.

“There are people who are discovering their news and consuming their video and other media types on Facebook ... We take that role seriously.”

Rose said it aimed to expand that model to other countries. (rtr)

As seen last Sunday, the mejurag tipat procession was held at street side right in front of the office of Sekardadi’s headman. Prior to the procession, a number village figures first held a ritual at the intersection of the local village.

While waiting for the village leaders to complete the ritual, dozens of children participating in the mejurag tipat procession have lined up across a pile of rice bag suspended by using a piece of bamboo. After given a cue by customary village apparatus and pecalang (customary security guard), dozens of children originally lining up then ran and scrambled for the rice bags.

Other than for rice bags, they also scrambled for eggs tied together with the pile of rice bags.

Chief of Sekardadi customary village, Nengah Madria, when met on Sunday afternoon explained that mejurag tipat procession is a part of the nangluk merana procession that is regularly held once a year.

Usually this procession is organized by Sekardadi residents in December (sixth month in Balinese calendar) falling on new moon or kajeng kliwon.

However, since there was an obstacle for this time, the ritual procession was delayed after December. “We got an obstacle last December where one of our residents gave birth to twin babies so that all kinds of ceremonies could not be implemented at that time,” he explained.

He told the procession is meant to neutralize any negative effects which occur on agricultural land of residents. He added the current procession belongs to the highest level because it uses ritual paraphernalia in the form of a cow and a pig.

Madria explained that sequence of the procession was begun with the making of oblation at the border of Sekardadi and Pengotan village. Then, most of the oblations were presented in a ritual officiated over by village leader. After the ritual ended, it was resumed with mejurag tipat procession. “The ritual is implemented at two venues, namely at Mangkalan and central intersection of local village,” he said.

He admitted that mejurag tipat procession was very eagerly awaited by children at the local village. Pursuant to the tradition inherited over the years, mejurag tipat procession can only be followed by children of local customary village aged about 10 years. Approximately one hundred pieces of rice bag are used in the procession.

“Each family is obliged to bring six pieces (akelan) of rice bag. At local village, there are totally 104 nuclear families. On that account, the total number of rice bag to be scrambled amounts to 104 x 6 pieces,” he explained. (kmb40)

SEMARAPURA - Construction of Yellow Bridge costing about IDR 3.4 billion from the Central National Road Agency for Region VIII, the Ministry of Public Works and Housing, is still in finishing process.

Nevertheless, it needs several more days to complete the bridge connecting Nusa Ceningan to Nusa Lembongan, Nusa Penida. The bridge estimated to accomplish on January 22 will be ritually inaugurated first before used.

Head of the Klungkung Public Works Agency, Gusti Nyoman Supartana, conveyed that currently the Yellow Bridge project is almost completed. According to him, the workers just need to install frame and paint it yellow. “From direct inspection, the bridge will be completed on January 22. After ritually inaugurated, the bridge can be used directly,” he said when contacted on Sunday (Jan. 14).

Related to the original plan where it should have been completed by late 2016, Gusti Supartana admitted to have faced a problem chiefly during high tides.

The bridge construction process done manually cannot be carried out during high tides. The new bridge has a length of 140 meters and width of 1.6 meters. It can be passed through by motorcycles and pedestrians.

A resident of Nusa Lembongan who is also local tourism player, Ketut Surianta, said that many problems occurred after the bridge collapsed chiefly the access of residents, students and travelers. “This is a tourism-supporting infrastructure for both islands.

Without this, we cannot do much,” said the husband to Ni Komang Ayu Utami.

He hoped that after the construction is completed and the bridge comes into operation, there will be comprehensive supervision accompanied with regular maintenance from the officer and the customary village

that manages the bridge as a pre-wedding object. “I see the workers are quite vivacious even though there are many obstacles in the field. Without sophisticated equipment, the bridge can still be completed soon,” he said.

This father of three daughters is optimistic that the new bridge is able to operate. Thus, the sectors of economy, tourism and education will be running normally again. He also expected to increase the number of tourists visit. (dwa)

As often causing congestion, illegal parking cracked down on

DENPASAR - Controlling of traffic continues to be undertaken by Bali police. After finalizing the traffic direction change in Kuta, Directorate of Traffic Affairs will crack down on illegal parking in Denpasar. At first, the enforcement will be conducted along Jalan WR Supratman, East Denpasar.

“Dissemination of the enforcement is started today (Monday) until next week. After that, the violators of parking at street side will be cracked down on,” said Director of the Bali Police Traffic Affairs, A.A. Made Sudana, on Monday (Jan. 16). Sudana asserted that the illegal parking enforcement will be undertaken gradually throughout Denpasar. It is intended to crack down on the violations that frequently happen so far.

“We try to educate the communities so that they comply with the rules. From now on, we appeal to the vehicle drivers or riders to obey traffic rules, including parking regulations,” said Sudana accompanied by Deputy Director Bonaparte Silalahi. Careless parking is one of the causes of traffic congestion occurred all this time. Moreover, car drivers or motorcycle riders frequently violated, especially in the area of traditional markets.

“In the future we will take action against the violators. We hope the owners of store or other business premises to prepare parking space. We urge people no to park by taking the road body,” said Bonaparte.

On Jalan Dewi Sartika will be applied one way namely from the south. While on Jalan Raya Kuta, one way is applied from the north at the four-way intersection of Jalan Patih Jelantik to Jalan Raya Kuta to four-way intersection of Jalan Majapahit--Jalan Temacun. Traffic on Jalan Patih Jelantik is applied one way from the west and on Jalan Majapahit is one way from the south.

In the meantime, the traffic on Jalan Legian from the north is changed. As planned, the traffic from Bemo Corner intersection is leading to the north to the intersection of Jalan Legian--Jalan Melasti.

Traffic on Jalan Raya Kerobokan starting from the intersection of Kerobokan Prison to the intersection of West Sunset Road will be changed. From the north to Jalan Kayu Aya is diverted eastwardly through the intersection of Jalan Mertanadi.

Allegedly the paddy plants of farmers are attacked by pests, while some others said that the soil is too acidic. There are also people saying that the plants were attacked by leafhoppers. Besides, paddy plants of some other farmers are disturbed by weeds.

A sharecropper, Nyoman Sunantra, 55, from Lelateng encountered at paddy field on Monday (Jan. 16) said that he did not know what had caused the paddy to turn red.

“Here, there is indeed a surplus of water because paddy fields are lower than the river. I see the roots do not develop and we do not know how to address it. We do hope the extension officer could come down to give us solutions and support,” hoped Sunantra while showing off the roots of undeveloped paddy plants.

According to him, if the lands of paddy fields are dried out, the grass is feared to grow flourishingly as what happens to paddy plants in the south of the road.

He said that of the one hectare of paddy field cultivated, 0.5 hectare already turned red and almost died. He was worried and if unable to overcome he will suffer losses.

Other than his, paddy plants of other farmers also experienced the same condition. “Approximately,

they are totally 6 hectares,” he said.

In addition to the allegation of too acidic soil pH, it also happened due to the attack of leafhoppers and pests. Similarly, he has long complained about the tempeh plant in the upstream area that causes the irrigation water to often blacken.

“In the past, before the presence of tempeh plant and housing complex, the paddy plants here were good,” he explained.

He said to have reported such condition to headman of Lelateng.

However, until now there has been no improvement to these conditions.

Mansuri, a sharecropper at Subak Kedua, Budeng and Tegalcangkring, admitted that previously their paddy fields turned red. Then, he dried out the soil and now it is overgrown with grass. “As planned, I will spray to eliminate the grass.

Indeed, the drainage here is not good. To handle the paddy plants turning red must dare to make sacrifices by purchasing dolomite or the like to raise the soil pH,” he said.

Similar conditions also occurred at Subak Benel. A local farmer also said that he did not know for sure why his paddy plants become red.

In the meantime, the Head of the Jembrana Agriculture and Plantation Agency, Ketut Wiratma, when asked for his confirmation claimed to have not received any report yet. “Later our official will immediately check it. After that, we will know the cause and prevention or the treatment to take,” he explained. (kmb)

Actress Jovovich premieres latest “Resident Evil” film in Taipei

TAIPEI - Film writer-director Paul W.S. Anderson and his actress wife Milla Jovovich premiered the latest instalment in the “Resident Evil” action horror series in Taipei on Monday.

“Resident Evil: The Final Chapter” is the sixth movie in the videogame-turned-film franchise, with Jovovich reprising her role as the protagonist Alice. The first “Resident Evil” film came out in 2002.

On the red carpet, Jovovich posed for pictures with fans and

watched a traditional lion dance, performed to live music.

Based on Capcom’s hugely popular video game series comes the final installment in the most successful video game film franchise ever, which has grossed over $1 billion worldwide to date.

Hunt for missing Malaysia Airlines flight MH370 is called off

SIDNEY - The search for the missing Malaysia Airlines flight MH370 has been called off, nearly three years after the plane disappeared with more than 200 people on board.Crews have finished their deep-sea search of a stretch of the Indian Ocean without finding a single trace of the Boeing 777, which was travelling from Kuala Lumpur to Beijing in March 2014 when it disappeared.

There were 239 people on board, including 12 members of crew.

Most of the passengers were from China. The Joint Agency Coordination Centre said the £133m search had been officially suspended after crews finished their fruitless trawl of the 46,000-square mile zone west of Australia.

In a joint statement the transport ministers of Malaysia, Australia and China said: “Despite every effort using the best science available, cutting edge technology, as

well as modelling and advice from highly skilled professionals who are the best in their field, unfortunately, the search has not been able to locate the aircraft.

“Accordingly, the underwater search for MH370 has been suspended. The decision to suspend the underwater search has not been taken lightly nor without sadness.”

The end of the hunt means the world’s greatest aviation mystery may never be solved.

In July 2015 part of the aero-

plane’s wing was found on Reunion Island, and so far more than 20 objects either confirmed or believed to be from the jet have washed ashore on beaches in Mauritius, Mozambique, Madagascar and Tanzania.

But while the debris confirms the plane went down in the Indian Ocean, the location of the main wreckage and what happened to MH370 remain a mystery.

A number of theories have been put forward, including a fire on board, hijacking or terror plot, rogue pilot action and mechanical or structural failure.

The Australian Transport Safety Bureau found the flight was likely out of control when it hit the ocean with its wing flaps not prepared for landing. This finding has cast doubts on theories a pilot was still

in charge.

Some outlandish theories have also been put forward.

These include that the plane was commandeered to be used as a “flying bomb” headed for the US military installation on Diego Garcia - and was shot down by the Americans - or that it was flown to a Russian facility in Kazakhstan.

The families of those on board have expressed their dismay at the decision, and called on the authorities to reconsider. They also want the search area to be extended to a new area identified in a recent analysis as a possible crash site, north of the search zone.

But the Australian government has always rejected this idea, saying the analysis was not precise enough. Last year, Australia,

Malaysia and China - which have helped fund the search - agreed the hunt would be suspended once the search zone was exhausted unless new evidence emerged that pinpointed MH370’s specific location.
