The arrival of the U.S. President, Barack Obama, will certainly make dozens of flights at the Ngurah Rai Airport undergo an expected delay (ED) for approximately 45 minutes.

Guests of this country will arrive via Ngurah Rai International Airport, Bali, so it will cause a delay to the aircraft when the aircraft carrying the state guests and delegates arrives.

The Administrator of Ngurah Rai Airport, Yuli Sudoso, when contacted on Tuesday (Nov 15) said though it caused a delay there was no rescheduling of the aircraft that would depart or arrive at Ngurah Rai Airport. “It does not cause any rescheduling, or more precisely it’s an expected delay,” he said.

He said such a delay would happen to commercial or chartered flights both of foreign and domestic flight.

Probably, the estimated flight delay would last for approximately 45 minutes to the arrival and departure flight.

In accordance with the procedures of the arrival flight of the head of state, the flight activities would be stopped temporarily.

“But, we will apply it flexibly, not totally be closed like when the president first came.

ASEAN urged to accomplish regulations on business competition Mangupura (Bali Post)—

All ASEAN countries are targeted to have regulations regarding the business competition in 2014. Such measure was revealed by the Chairman of the Commission for the Supervision of Business Competition (KPPU), Nawir Messi, in the ASEAN Competition Conference (ACC) in the effort to prepare every country in the region to face the ASEAN Economic Community in 2015. “So far, among the whole ASEAN countries, only six countries that had owned the regulations on business competition, namely Indonesia, Singapore, Malaysia, Thailand, Vietnam and Cambodia. At the latest, by the end of 2014 all ASEAN countries should have the regulation on business competition,� said Nawir Messi in the press conference held in the Padma Resort Legian, Tuesday (Nov 15).

Nawir said that within one year to come, the Commission (KPPU) was appointed as chairman of the ASEAN Experts Group on Competition (AEGC).

As chairman of the AEGC, he explained, the Commission would encourage the four ASEAN countries that had not owned the policy on business competition to make the regulation.

He mentioned the countries that currently did not have the regulations on business competition were the Philippines, Myanmar, Brunei Darussalam and Laos. “So far, the Philippines and

Laos had established the law on business competition. Hopefully, it could be accomplished soon, while we hope Brunei and Myanmar could form their regulation,� he said.

Explained, when all the ASEAN countries had owned the regulation on business competition it would be followed up with harmonization efforts to the policy that would be used as a reference to resolve any transnational disputes on the business competition. However, he continued, the harmonization of these policies was estimated to be carried out after 2015.“Now, it is impossible to perform the harmonization of policies, but the discourse on this harmonization has set to be discussed. However, our focus today is to encourage the countries that have not had the policy to make their regulations regarding the business competition,� he explained.

As an illustration, added Nawir, the formation of the ASEAN Economic Community would enable the countries in the region to freely conduct transnational businesses. In this regard, he added, harmonization of policies was required considering the possibility of disputes in the transnational business competition. “The authority of KPPU is limited to business perpetrators domiciling and operating in Indonesia. In other words, the commission will have no authority to reach out the disputes of transnational business competition,� he said. (par)

Skin disease currently often emerging is chickenpox. The presence of the diseases caused by Varisella zooster virus is rarely found in the community. But now the disease typically marked with the HPHUJHQFH RI ÀXLG ¿OOHG EOLVWHUV RQ WKH skin begins to appear more frequently than usual.

Dermatologist and Venereal of Wangaya Hospital, Tjok Dalem Pemayun, described that Wangaya Hospital frequently received the chickenpox patients lately. “Previously, this disease was rarely found. But lately we received one patient a week,� said Tjok when met in Wangaya Hospital on Tuesday (Nov 15).

Chickenpox, continued Tjok, easily transmitted through the air and was very risky for those who had not been affected by this disease. Age range of the

sufferers was very broad, from children to adults, depending on whether they were ever exposed to this disease. “This disease only infects once and thereafter the patient will gain immunity against the virus causing the chickenpox. If one is exposed to chickenpox, it will spread rapidly through the air and people who never get sick of this disease can be affected, too,� explained Tjok.

Since it was caused by virus, the chickenpox could essentially recover by itself as long as the sufferers had good endurance.

However, if left unchecked, the disease was quite hazardous because it could lead to complications to the brain or lungs.

Initial symptoms of chickenpox disease were fever and then followed by the emergence of watery blisters spreading throughout the body. By and large, when the watery blisters had appeared, the temperature would decrease.(kmb24)

There were also properties owned by local residents, such as Linda Bungalow owned by Putu Kristi and others.

The water of Lake Tamblingan at Munduk Village, Banjar Subdistrict, has receded since a few months. Local residents, who previously left their home on the lakeside DQG ÀHG WR KLJKHU ORFDWLRQ KDYH recently begun to re-occupy their previous home.

Observation at location on Tuesday (Nov 15) indicated if the lake ZDWHU RYHUĂ€RZLQJ GXULQJ WKH SUHvious rainy season and soaked the homes had now started to recede as far as 50 meters. Meanwhile, the lakeside temple previously submerged in water had now been back to condition as ever before.

Likewise, the activities of local residents around the lake had

ROME — Prime Minister-designate Mario Monti of Italy said Tuesday he is ready to present his new government to the president after winning wide backing — and important pledges of sacrifices — from political, business and union leaders during two days of intense consultations.

Monti said he still has to put the final touches on his Cabinet and economic program, which he will outline to President Giorgio Napolitano on Wednesday.

His government must receive votes of confidence in both houses of Parliament, expected this week, to take office and begin the task of steering the eurozone’s thirdlargest economy through its debt crisis.

Monti expressed his “serenity” and “conviction” in Italy’s ability to overcome the difficult phase in its history.

“I was impressed by the sense of responsibility and willingness to back social growth,” Monti said. “Everyone offered concrete contributions of possible partial

sacrifices in exchange for a more general positive outcome.”

Monti, a respected economist and former European commissioner, is under pressure to quickly reassure financial markets that Italy will avoid a default that could tear apart the 17 countries that use the euro currency and push the global economy back into recession. The European Union and the European Central Bank have outlined measures Italy must take — many of them reforms blocked in the past by special interests.

Monti, 68, has already shown his determination to press through deep reforms by making it clear he intends to serve until

regularly scheduled elections in 2013, rejecting calls for an early vote.

On Tuesday, after rounds of meetings, Monti garnered support from the centerleft Democratic Party, former premier Silvio Berlusconi’s People of Freedom party and the Confindustria, a powerful business lobby.

“We strongly support the birth of this government because for us it is the last chance to regain credibility,” Confindustria leader Emma Marcegaglia said.

Union leader Raffaele Bonanni said Monti was close to completing his Cabinet at the time of their meeting Tuesday afternoon.

“Monti told us that he has reached an agreement with the main political forces that will give him a consistent parliamentary majority that will support him and he will very quickly be in a position to present the list of ministers,” said Bonanni, leader of the powerful CISL union.

NEW YORK - A senior Iranian official said Tuesday he did not believe an Israeli military strike on Iran was imminent despite fresh Israeli media speculation the Jewish state might be considering one.

Israel has long refused to rule out a military response to Iran’s nuclear program, which it believes aims at producing an atomic weapon.

Tehran says the program is simply intended to generate nuclear power.

Israel attacked a suspected Syrian nuclear site in 2007 and, in 1981, destroyed a nuclear reactor in Iraq before it was set to start operating.

Tension has risen since last week, when the U.N. nuclear watchdog reported Tehran appeared to have worked on designing a bomb and may still be conducting secret research to that end.

Asked if he was concerned about a possible Israeli strike, Mohammad Javad Larijani, a foreign affairs adviser to Supreme Leader Ali Khamenei,

said: “If you mean that I think (a) military attack on Iran is imminent, definitely no.”

“If you mean that we should be on guard against any ... possible military attack on our land, yes,” he told Reuters in an interview.

Iran “learned that ... the hard way” after being invaded by Saddam Hussein’s Iraq in 1980, Larijani said, adding it was the duty of Iranians to be ready.

“But if you are asking me ... if any military action against Iran is imminent from ... any side, I don’t anticipate that,” he said.

Larijani, also head of Iran’s High Council for Human Rights, is visiting New York before a planned vote by a U.N. General Assembly committee on a resolution condemning the human rights situation in Iran.

US Secretary of State Hillary Clinton plans Wednesday to announce efforts to support the Philippine military and economy, seeking to step up ties with a historic ally that is wary of a rising China.

In a show of solidarity with the Philippines, Clinton will tour a visiting US Navy destroyer, the USS Fitzgerald, to mark the 60th anniversary of a US security treaty with its former colony, officials said.

Clinton will later Wednesday head to Thailand -- the only other treaty-bound US ally in Southeast Asia -- to offer US assistance as the politically divided country copes with massive flooding that is threatening the capital Bangkok.

The trip comes just as US President Barack Obama pays a long-awaited visit

to Australia where he is expected to announce greater military cooperation, part of what the administration calls a renewed focus on Asia.

Clinton, speaking last week in Hawaii where Obama welcomed leaders of 20 other Pacific Rim economies, said that the United States had reached a “pivot point” as it winds down its costly decade of war in Iraq and Afghanistan.

“We now can redirect some of those investments to opportunities and obligations elsewhere. And Asia stands out as a region where opportunities abound,” Clinton said in a speech at the East-West Center.

The US military presence is sensitive in the Philippines and in recent years cooperation has largely been kept low-profile with a focus on fighting Islamic extremists in its southern Mindanao region.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

MANILA, Philippines The Philippine government blocked former President Gloria Macapagal Arroyo and her husband from leaving the country on Tuesday and said it will appeal a Supreme Court order that allowed them to travel abroad for medical treatment despite corruption allegations.

JAKARTA - Human Rights Watch on Wednesday urged US President Barack Obama to tackle Indonesiaâ&#x20AC;&#x2122;s leaders during his visit this week on issues including outbreaks of mob violence against religious minorities.

The New York-based watchdog said that despite warming ties with Indonesia, Obama should be forthright when he meets President Susilo Bambang Yudhoyono during this weekâ&#x20AC;&#x2122;s East Asia Summit held on the resort island of Bali.

Local and international human rights groups have expressed outrage over light sentences handed out to members of a religious lynch mob who killed three members of the Ahmadiyah minority sect in February.

The same court on Java island in August jailed one of the Ahmadiyah survivors of the attack, a man who almost lost his hand in the violence, for six months for defending him-

Speaking to newsmen on the sidelines of an ASEAN ministerial meeting here Tuesday, Marty declined to name the countries but said some of the ASEAN foreign ministers had a positive sentiment about Myanmar s bid.

“I have to say that there was a positive sentiment . We all without exception have seen positive developments happening in Myanmar in the past few months and I think developments have been taking place since July,” he said.

In view of that Marty hoped Myanmar could maintain the good momentum. “I think Myanmar has seriously created conducive conditions to support its request (to become the chair of ASEAN in 2014),” he said.

Marty however said he could not confirm the ASEAN decision on it. He said that the decision would be made at the level of ASEAN heads of state not foreign ministers.

“The issue will also be discussed more formally by the ASEAN Board of Coordination that would meet tomorrow,” he said.

In the earlier round of ASEAN rotating leadership Myanmar has to let its turn be taken by others because it was considered not ready yet for it.

At the time Myanmar was still under the military junta that has arrested thousands of opposition figures including pro-democracy leader Aung San Suu Kyi. ASEAN efforts to engage Myanmar and ask it to leave the style of government that ignores human rights have come to fruition in the past few years after various efforts by the west through sanctions.

Myanmar then made a peaceful road map towards democracy and in stages met the targets it had set by themselves from writing a new constitution to general elections rules and implementing the general elections.

Although the West thinks what Myanmar has done is a mere act as a lot of military general still sat in the civilian government but what Myanmar has done is a way towards a change that it has chosen by itself.

A dramatic change certainly is almost impossible to happen in Myanmar but after efforts to stop Aung San Suu Kyi from participating in the general elections WKH 0\DQPDUDVH JRYHUQPHQW ¿QDOO\ UHOHDVHG KHU DQG her party had an opportunity to return to the political arena.

“Each time there is a conflict between two countries in ASEAN, it must be solved by ASEAN alone,” Djoko said on Tuesday at Bali Nusa Dua Convention Center (BNDCC), the venue of the 19th ASEAN Summit.

The Indonesian security minister made the statement when he

was asked about ASEAN s attitude to issues related to border conflict between Thailand and Cambodia over an area around the ancient Preah Vihear temple.

According to the minister, the mechanism for the solution of ASEAN internal conflict was a good thing, because the United Nations and International Court also suggested the same thing.

“It is a good thing in the context of ASEAN to overcome its internal issues,” Djoko said.

But he said that in the 19th ASEAN Summit the internal issues among ASEAN member

countries would probably not be discussed specifically in detail.

According to him, interstate conflict especially related to border issue, would be discussed in detail in the bilateral meeting of the countries concerned.

Djoko was in Nusa Dua to accompany Vice President Boediono, who inspected the preparation for the summit.

Speaking about the security during the summit, Djoko said there was no other choice besides ensuring that all activities in the event would run well and smoothly.

Defense ministers discuss plan to establish joint peacekeeping network Antara

NU A UA - ASEAN defense ministers during the sixth regional meeting of the organization s Political Security Community Council in Nusa Dua here on Wednesday discussed a plan to establish a joint peacekeeping network, an Indonesian official said. â&#x20AC;&#x153;ASEAN defense ministers discussed the possibility of establishing a joint peacekeeping network through which ASEAN is expected to contribute to peacekeeping efforts in the world,â&#x20AC;? said Defense Minister Purnomo Yusgiantoro.

The discourse on establishment of a joint peacekeeping network was actually already discussed by ASEAN defense ministers last May during their 5th annual meeting.

At the meeting, all ministers agreed to work more closely in five areas of cooperation based on future regional and global patterns and challenges. The five areas of cooperation were maritime security, peacekeeping operations, defense industry, disaster mitigation and humanitarian assistance.

To carry out the peacekeeping operation, the ASEAN defense ministers agreed to form an ASEAN Peacekeeping Centres Network which would facilitate cooperation among ASEAN member states in peacekeeping operations, Purnomo Yusgiantoro said.

“Breaking Dawn” sees its stars looking to new horizons Reuters

LOS ANGELES - As “Twilight” fans gear up for the emotional rollercoaster of weddings, babies and battles that is “Breaking Dawn - Part 1”, the movie’s three stars are beginning to look to new horizons.

“The Twilight Saga: Breaking Dawn Part 1”, opening in U.S. theaters on Friday, sees young lovers Bella Swan (Kristen Stewart) and vampire Edward Cullen (Robert Pattinson) finally marry in a wedding that has the “Twilight” fan-verse in a frenzy.

But wedded bliss doesn’t last long for the young couple after Bella finds herself pregnant with a vampire baby that is slowly killing her. Back home, werewolf Jacob Black, played by Taylor Lautner, faces conflict within his own tribe as he chooses to protect Bella and her unborn child.

“Lots of milestones are crammed into this one and there’s a very accelerated bit of life lived in this movie,” said Stewart.

At issue is a 2009 agreement to develop an ESA-US ExoMars Mission in 2016 and 2018 which would measure methane in the Martian atmosphere and collect rock and soil samples to eventually return to Earth for the first time.

The project has been named as a top priority flagship mission by the US National Academy of Sciences’ Decadal Survey, which sets out a plan for NASA space exploration even as lawmakers bicker over federal budget details year by year. “It can only be done, as the Decadal Survey states, if NASA is able to reduce the cost to less than 2.5 billion dollars,” said Jim Green, Planetary Science Division Director at NASA before

a House subcommittee.

“We recognize in this environment of -- difficult budget situation that we are in, that compromises have to be made, decisions have to be executed that are based on the Administration’s priority,” he added.

“Currently OMB (Office of Management and Budget) has not officially notified NASA of cancelling Mars 16 or 18. So those discus-

sions are ongoing. Of course, we are eagerly awaiting what the ultimate priorities will be and whether we will be able to proceed.”

According to Steve Squyres, chairman of the NASA Advisory Council, the budget guidelines set forth by OMB are adequate for the mission to go forward. “To date, however, the Administration has not committed to this partnership,” he said.

“The designs of the missions are being revamped so that the Decadal recommendations can be followed and yet there is no commitment being made. I am perplexed.” Asked by a lawmaker if European space colleagues were frustrated with the US failure to commit to the project, Squyres said he felt that was true.

ANCHORAGE, Alaska — A research team is attempting to discover the origin of a cast bronze artifact excavated from an Inupiat Eskimo home site believed to be about 1,000 years old. The artifact resembles a small buckle, researchers from the University of Colorado Boulder said in an announcement. How it got to Alaska remains a mystery.

“The object appears to be older than the house we were excavating by at least a few hundred years,” research assistant John Hoffecker said in the release. Hoffecker led excavating at Cape Espenberg on Alaska’s Seward Peninsula. The object has a rectangular bar connected to a broken circular ring.

It’s about 2 inches long and 1 inch wide. It was found in August at a home site dug into a beach ridge.

The excavations are part of a project paid for by the National Science Foundation to study human response to climate change at Cape Espenberg from A.D. 800 to A.D. 1400. Archaeologist Owen

Mason, a research affiliate with the university based in Anchorage, says six or seven home sites were excavated.

“The whole plan was to look at how subsistence and social practices changed over about 500 years in time,” he told The Associated Press.

The work in summer 2011 was the third and final complete season for the project. Analysis of animal bones and wood objects including boat parts will follow.

“We’re trying to figure out if the people were whaling,” Mason said Monday. “That’s a big topic. The wood is a big story. We have to get more radiocarbon dates, more tree ring dates. We’re going to figure out the climate story from the wood.”

The bronze artifact was found in 3 feet of sediment near the entryway to the house by a University of California, Davis, doctoral student, Jeremy Foin, as he used a sifting screen. Beveling on one side of the bronze and the concave shape of its other side indicated the item had been cast in a mold.

The team from London’s King’s College Hospital treated eight-month old Iyaad Syed by injecting him with a group of cells, which acted as a temporary liver while his real organ recovered from damage caused by a virus, BBC reported.

“This is the first time this treatment has been used to treat a child with acute liver failure,” said professor Anil Dhawan, a liver specialist at the hospital. “It’s only a few

months back when I first saw this child who was so sick requiring support on dialysis and a breathing machine.

“We think we have given him another chance of life and seeing him now six months down the road with nearly normal liver function is remarkable.” Syed would normally have been put on the transplant waiting list when his liver began to fail, but the hope now is that more cases will be cured using the new technique rather than relying on a scarce supply of donor organs.

Doctors injected liver cells which then processed toxins and produced proteins, fulfilling the role of a temporary liver while his own began to

recover two weeks later. The cells were treated with a chemical to prevent them from being destroyed by the youngster’s immune system.

Iyaad’s father, Jahangeer, called his son “a miracle boy”, adding “it is brilliant and we are very proud of him.” The treatment’s development now depends on an extensive clinical trial.

Andrew Langford, Chief Executive of the British Liver Trust, told the BBC: “The principle of this new technique is certainly groundbreaking and we would welcome the results of further clinical trials to see if it could become a standard treatment for both adults and children.

Pirelli say debris may have caused Vettel puncture

LONDON - Pirelli have ruled out a structural failure of their tyre as the cause of Sebastian Vettel’s sudden puncture at last weekend’s Abu Dhabi Grand Prix. The Italian company, Formula one’s sole tyre provider, suggested in a statement on Wednesday that debris on the track could be to blame for the double world champion’s first race retirement in more than a year.

“Having subjected the tyre to minute analysis, structural failure of the tyre or valve has been ruled out as a cause of the incident. Track debris or other outside circumstances cannot be excluded as a possible

cause,” it said. Motorsport director Paul Hembery added, however, that a close inspection of the track had provided no direct evidence to support the debris theory.

Pirelli said the right rear tyre was

part of a set of softs that the Red Bull driver had used on the day before to take a record-equalling 14th pole of the season.

The tyre was largely shredded as Vettel nursed his car back to the pits after the puncture in the opening seconds of the first lap. The damage caused by the flailing rubber, and the car running on a rim, forced Vettel to retire in the pits.

The race was won by McLaren’s Lewis Hamilton, while the puncture ended Vettel’s hopes of equalling Michael Schumacher’s record of 13 wins in a single season.

The 38-year-old Italian brought his riding career to a close this season after over two decades at world championship level. Capirossi won the 1990 and ‘91 125cc titles, the 1998 250cc crown, and nine 500cc/MotoGP races, with best MotoGP championship results of third in 2001 and ‘06.

An official MotoGP statement said Capirossi’s experience will be invaluable to the series and future riders, as he assists with both safety and regulatory matters.

“With an exciting new chapter in the history of the world championship commencing with the introduction of the 1000cc capacity machines, the new CRT rules and the new Moto3 category for the 2012 season, Capirossi’s insight will provide highly valuable input as MotoGP welcomes important and significant changes to the sport.

“Calling upon his understanding of the needs and requirements of riders and his vast experience of a range of different machines, Loris Capirossi will offer the MotoGP World Championship advice on matters relating to safety, the new regulations, the competition in general and the homologation of new tracks.”

It was also announced that Capirossi’s traditional #65 would be retired from MotoGP use “in recognition of Capirossi’s outstanding contribution to the sport throughout his career.”
