Bali News Urban market crowded and slums, rural market jams up TRADITIONAL markets in Karangasem seem to have not received serious attention from Karangasem Regency. Traditional markets taken advantage by mid-lower social class or the poor give impression if they have not given priority amid the onslaught of modern markets opened around the clock and penetrating to subdistrict area of Kubu. An apprehensive sight, for instance, happens to Amlapura Timur market serving as general market and Amlapura Barat market merged with the market of pot, poultry, pig and goat. The Amlapura Timur market has a market day held once every three days. In Balinese calendar, it is called Beteng—second day in a three-week day—and on this day the market is usually crowded by abundant visitors or shoppers. As the hallway is very narrow, the market visitors sometimes should jostle to pass. Such situation will be more difficult when shoppers should share space with the passing market porters carrying various commodities. Few days before major Hindu holidays such as Galungan and Kuningan, visitors will overwhelm the market so the situation is even getting worse. The market will be extremely crowded. In rainy season or when it rains, floor condition of the market is muddy and dirty. Control against traders peddling their merchandise on sidewalk is held by the public order officers (Satpol PP) on particular days, such as before the assessment of Adipura competition. Indeed, they have been often given debriefing and controlled. Even, their merchandises were once seized and taken to the office of Satpol PP. How-

ever, those traders are still peddling their merchandises on the sidewalk. They argue there is no space left inside in the market to peddle their merchandise, so they choose to the sidewalk or shop patio. Meanwhile, they do not want to peddle in the new market located in the Karangsokong Terminal, Subagan, because it is still quiet. “The market at Karangsokong Terminal is quiet because its development came to a standstill. If persisting on peddling there, we will not earn a living because it lack of visitors and shoppers,” said a trader of canang oblation, Luh Kerti, when found peddling on sidewalk of Jalan Ksatrian, Amlapura, Wednesday (Jun 15). Meanwhile, the market in Amlapura City is crowded and shabby. It is often muddy when it rains because the zinc roof of the market stalls has leaked. In addition, buildings of the market are old enough and have rusted and leaked. No restoration plan is made for the market, though the market levies are continuously collected and increased. Due to overcrowding, the Amlapura Timur traditional market is prone to pickpockets. Every market day is always crowded, especially before holidays. The victims are usually older women. They often burst into tears because their money or purse is taken away by pickpockets. (bud)

The use of credit card in Indonesia is quite fantastic as stated by Head of Indonesia Credit Card Publisher, Dodit W. Probojakti, last Wednesday (15/6). There are 7 million Indonesian who uses it with 14 million credit cards used (minimal one person two credit cards) from private and public banks with the transaction volume reaching IDR 16 billion every month from JanuaryMay 2011. According to Dodit the increase of transaction value every year could reach 15 to 20 percent as for year 2010 it increased 18 percent compared to

2009 and it is hoped this year would reach 20-25 percent. BNI Bank CEO for Denpasar area, Johnny R Tampubolon, also admitted credit cards user in Indonesia is very high. Based on the January-May 2011 recapitulation the users of BNI credit card reached 6,000 and until coming August it will add up to 50 percent of the target of 13,500 customers from Bali and Nusa Tenggara (West and East) by the end of year 2011. For that, BNI will target universities and young entrepreneurs. “We are optimistic about this looking at the wide market here,” he stated. (par)

Tabanan Regency seems to think about the condition of road section leading to tourist objects, especially the roads located in rural areas. Some complaints arising at a number of tourist objects related to poor road facilities. These conditions trigger numerous tour guides and drivers distraught because they must expend more for vehicle maintenance. Additionally, many foreign guests are reluctant if they are taken to pass through poor and stony roads. Such condition also occurs to road section leading to Angseri hot springs, Baturiti. Roads along this area are completely out of order, even the asphalt has been broken and stony. Tourists have no choice but should get out of the vehicle to reach the natural attraction. “The road is really bad. Ideally, the region like this should be

made convenient,” said one of the tour guides who asked his name unpublished, Wednesday (Jun 15). One of the local residents said the damaged road to hot springs tourist object had occurred since more than a year ago. However, there was no improvement whereas the public bathing object was visited by many domestic and foreign tourists every day. “We really do not understand, why the road is left damaged,” he said. Based on observation of Bali Post on site, it happened because eroded by water as its position was on steep slope. When it rained, the water from the upper area dragged on the asphalt. Therefore, the asphalt turned brittle and had potholes. All passing vehicles had to be very careful to avoid sinking. Numerous damaged road sections were justified by Deputy Regent of Tabanan, Komang Gede Sanjaya. He asserted that damages

happened due to lack of maintenance. Moreover, the road infrastructure had also been quite old. “Within eight months we serve as regional leader, infrastructure gets the most complaints,” he said. Though many infrastructures were damaged, the Deputy Regent added his party could not do much because the regional budget of Tabanan was considered still minimal. It was caused by expenditure of personnel and service operations. Such small amount of budget was divided into 40 working units (SKPD). “As consequence, our budget is really restricted,” he said. Nevertheless, he along with the Regent promised to save the use of budget. At the same time, they would lobby the province and central government to get financial assistance for infrastructural development in Tabanan. (udi)

Construction on Open Green Zone

Spatial Planning and Housing Agency Warning Ignored Denpasar (Bali Post) –

As seen at Suradipa Street, Peguyangan, North Denpasar, an open green zone was still filled with ongoing building constructions despite a warning letter sent by Spatial Planning and Housing Agency (DTRP). Head of Denpasar DTRP, Ir. I Made Kusuma Diputra, last Wednesday (15/6) stated his side will do a surveillance on this and give another letter to those still seen violating. “We even prepared a third warning letter,” he explained. It was stated the owner of the building was called to clarify in person yet didn’t come. And so DTRP sent a second warning letter. If still violating, it will be followed up by Peac and Order Agency also Police Civil Service. Meanwhile Head of Denpasar City Permit Agency, A.A. Gede Ray Soryawan stated his agency never given out a permit to that building at Suradipa Street. “That means it is violating moreover its building power coefficient (KDB) is zero percent (alias green zone area), we never published its permit,” he concluded. Even though the toll way plan from Nusa Dua – Benoa has been approved by Central Government including Economy Coordinator Minister support also with the upcoming tender process, Badung Regent AA Gde Agung is still unsure of when the project will be starting as stated after a general assembly at Badung House of Representatives last Wednesday (15/6). It was stated there are some documents that hasn’t been finished also Agung couldn’t confirm yet if the investment plan with State Owned Enterprises (BUMN) consortium. “It’s too early to discuss investment, for sure it has to be discussed together with House of Representatives,” he explained. Meanwhile, the support for Badung Government to invest comes again from the representatives. Commision C member, I Wayan Puspa Negara, stated from regional finance wise, Badung can invest yet it needs to wait for BUMN to join in a consortium with Badung Government under Letter of Intense (LOI). “How much of it will be seen from the agreement. Yet for us, Badung can share quarter of the toll way investment,” Negara explained. Looking back to history, Badung never joined an investment on paid public facility like in Jakarta and this investment not only positive for regional finance but also creating a sense of belonging for the public in guarding their public utility. Rubbish at tourist objects complained by visitors Singaraja (Bali Post)—

Though has been repeatedly complained by residents, the rubbishes littering around tourist beaches in Buleleng remain to get no serious handling. Even, the rubbishes causing the beach to look slums still reap complaints from tourists. Chairman of the Indonesian Hotels and Restaurants Association (PHRI) of Buleleng Chapter, Dewa Suardipa, Wednesday (Jun 16), said that his party received many complaints from tourists about shabby beaches in Buleleng. For example, the beach at Buleleng Harbor, which is now visited by many tourists, was not free from rubbish problems. Disturbingly, no trash can was provided in Buleleng Harbor area so many visitors discarded their rubbishes to the beach. “Apparently, the officials of local government do not manage the rubbish problem seriously, especially at tourist objects,” he said. Another beach that was not free from rubbish problem is Lovina.

Traffic congestion always occurs at Pesangkan, Abang, Rubaya and Tukad Deling on market days and it lasts for hours. As a result, it causes road users upset, moreover, if they want to arrive at destination in a hurry. A number of traders in traditional markets such as in Amlapura were complaining when met last Wednesday. Other than finding difficulty to shop as the market was crowded, the number of visitors was decreasing, primarily those of middle-upper social class because they began turning to modern market or stores providing a variety of modern goods and opened for 24 hours. In response to that condition, the Head of Karangasem House, I Gede Dana, said his party had often complained to the executive, including to the Regent of Karangasem, I Wayan Geredeg, in the parliamentary sessions. Additionally, in the general views of the House, especially the PDI-P faction always emphasized to take side to small communities. It included the attention given to pub-

lic facilities such as traditional markets. It was the rendezvous, as well as shopping and peddling place of mid-lower social class. However, the renovation could not be ascertained yet because it had to wait the availability of budget. “There are many priorities of development and all sectors request to come first. It is required a patience in the midst of difficulties due to limited budget of regency government,” he appealed. According to him, in terms of market sanitation, the Amlapura Timur Market was good. He proved this year that small town Amlapura having a number of traditional markets such as the market of Karangsokong at Subagan as well as Amlapura Barat and Timur Market was capable of winning the Adipura trophy as the cleanest small town for three times in succession. Actually, traditional market was one of the most critical components in the assessment held by Adipura team. “If our traditional markets in Amlapura are not clean, of course it was unable to achieve the Adipura trophy for three times successively,” said Adnyana Mulyadi. US senators press Obama on Afghan withdrawal Agence France Presse

WASHINGTON – A group of 25 US senators, almost all Democrats, released a letter urging President Barack Obama to carry out a “sizable and sustained reduction” of US forces in Afghanistan in July. Obama promised 18 months ago — when he announced a troop surge to push back the Taliban and buy time for Afghan political and security development — that in July 2011 US troops “will begin to come home.” The senators, including a leftist political independent and two “Tea Party” conservative Republicans, said they believe that the US mission in Afghanistan is complete, especially after US commandos killed Al-Qaeda chief Osama bin Laden in early May. Widespread corruption in Afghanistan has also undermined development goals, and staying there no longer justifies risking US lives or spending US funds. “We write to express our strong support for a shift in strategy and the beginning of a sizable and sustained reduction of US military forces in Afghanistan, beginning in July 2011,” wrote the senators. US forces “rightfully and successfully intervened in Afghanistan” in 2001 to destroy a safe ha-

ven for the Al-Qaeda terror network, “removing the Taliban government that sheltered Al-Qaeda, and pursuing those who planned the September 11 attacks on the United States. “Those original goals have been largely met,” the letter read. “Given our successes, it is the right moment to initiate a sizable and sustained reduction in forces, with the goal of steadily redeploying all regular combat troops,” the letter read. While building new civic institutions in Afghanistan “is a laudable objective,” this goal “does not justify the loss of American lives or the investment of hundreds of billions of taxpayer dollars.” The United States “will never be able to secure and police every town and village in Afghanistan. Nor will we be able to build Afghanistan from the ground up into a Western-style democracy.” The cost of prolonging the war “far outweigh the benefits. It is time for the United States to shift course in Afghanistan. “We urge you to follow through on the pledge you made to the American people to begin the redeployment of US forces from Afghanistan this summer, and to do so in a manner that is sizable and sustained, and includes combat troops as well as logistical and support forces.” There are some 100,000 US military personnel currently deployed in Afghanistan.

Britain silent on prince’s possible return to frontline Agence France Presse

LONDON – Britain’s Ministry of Defence (MoD) refused to confirm press reports that Prince Harry had been given the green light to return to action in Afghanistan. The Sun and The Mirror tabloids reported Thursday that the 26-year-old Apache helicopter pilot had been cleared for redeployment to the country in which he served as a forward air controller for 10 weeks in 2007-2008.

The MoD would not comment “on the deployment of individual service personnel” and the prince’s office also refused to confirm the report. “Harry is an army pilot and will deploy wherever the army chooses to send him,” a spokesman for the prince said. Harry’s first tour of duty in Afghanistan, in which he directed jets bombing Taliban fighters, was cut short when foreign websites broke a media ban on the reporting of the prince’s involvement.

The third-in-line to the British throne made it clear he wanted to return as soon as possible. The Sun claimed defence bosses and the queen had given their assent for Harry’s return to frontline action. A final decision, which will remain secret, is expected early next year. Harry completed the first stage of

training to fly the Apache in April and was promoted to captain. At the time, the prince said it would be pointless for him to train as a pilot if the army did not intend to deploy him. He has completed five years in the army, which entitles him to the title of Captain Harry Wales.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

SYDNEY – Asian and African night owls were treated to a lunar eclipse, and ash in the atmosphere from a Chilean volcano turned it blood red for some viewers. The Sydney Observatory said the eclipse was to begin at 3:25 a.m. Thursday (1:25 p.m. EDT, 5:25 p.m. GMT Wednesday) and last until after 5 a.m. Scientists said the specific phenomenon happening Thursday — known as a “deep lunar eclipse” — often exudes a coppery color. But the intensity of the color depends on the amount of ash and dust in the atmosphere. Luckily for moon-gazers, there was plenty of ash in the air so the moon appeared orange or red, especially in Asia. Air travelers haven’t been so lucky: The ash has grounded hundreds of flights around the region. Scientists said the eclipse could be safely observed with the naked eye.

VANCOUVER – Riot police fired tear gas to control a mob that burned cars and looted shops in downtown Vancouver on Wednesday after the Canucks lost the Stanley Cup final to the Boston Bruins. Thousands of people had jammed into the heart of downtown Vancouver in the hopes of celebrating the Canucks’ first Stanley Cup but the party scene descended into violence after the Bruins emerged with a 4-0 victory. The ugly scenes brought back memories of a riot that erupted when Vancouver also lost the Stanley Cup in 1994 as groups of mostly young men threw bottles, attacking parked cars and smashed store windows. “There was a group of people fully intending to make this into a 1994 event,” Mayor Gregor Robertson told reporters, saying a group of “angry young men” had decided to disrupt an otherwise peaceful event. Hospital officials said several people had been treated for stab

wounds and many more for exposure to tear gas or pepper spray. Police have not released any information on how many people had been arrested. A Reuters reporter saw at least a half dozen cars burning or destroyed by fire, including two police cars. Many more had been overturned or had their windows smashed. Several stores had also been looted or damaged. While many fans were in a party mood, others, clearly fueled by alcohol, were furious at their team’s defeat to the Bruins. One man yelled: “I hate you, Boston!” while others shouted insults at the police. Others watched the chaos in disbelief. “I don’t understand why people would trash their own city,” said another.

The crowd thinned by the early hours of Thursday morning but some continued to try to destroy property as police in riot gear attempted to contain them in a small area of downtown. The scenes were in sharp contrast to those after the 2010 Winter Olympics, when a massive street party erupted in the same area after Canada beat the United States to win the men’s ice hockey gold medal. Mayor Robertson did not think the violence would destroy the favorable international image the Pacific coast city had built in hosting the Games. “I think people will understand that this is a small group of troublemakers who have trashed our party,” Robertson said.

MOGADISHU, Somalia – A Somali pirate says a fire is tearing through a hijacked ship that pirates are holding off the country’s coast. The pirate, who gave his name as Hassan Abdi, said an undis-

closed number of pirates and hostages were forced to abandon the bulk cargo carrier MV Orna. Abdi said it is believed the fire was caused by an electrical problem in the ship’s kitchen. Abdi said that plumes of smoke were rising over the ship as the fire moved through it.

Cmdr. Paddy O’Kennedy of the European Union Naval Force said he had heard reports of the fire from a credible source but that the EU Naval Force hadn’t independently confirmed the information. The MV Orna was seized in December about 400 miles (640 kilometers) northeast of Seychelles.

Police say the so-called AlQaeda in Aceh group, which was discovered in February last year, was planning assassinations and Mumbai-style attacks by highly trained suicide gunmen. Bashir had been facing the death penalty for providing illegal weapons to the group but authorities dropped those charges early in the proceedings. The court also acquitted him of a charge of possessing illegal weapons. He rejects all allegations of materially supporting terrorists, while publicly exhorting his followers to wage jihad or “holy war” against the West and Indonesia’s form of secular, democratic government. For decades the frail but pugnacious preacher has agitated in mosques, Islamic schools and through radical groups such as JAT, which he established in 2008, for the creation of an Islamic state under strict sharia law. Several JAT members are under

arrest and have implicated Bashir in the Aceh cell, which was operationally led by Dulmatin, one of Southeast Asia’s most wanted men until he was killed in a police raid in March last year. Bashir told reporters before the sentencing session began that he was being framed by Australia and the United States, a claim he has repeated throughout his trial. “They want me to disappear from Indonesia... JAKARTA - The World Trade Organization (WTO) cannot interfere in Australia‘s decision to halt its cattle exports to Indonesia, a WTO official said. “The WTO cannot influence the decision of a country to restrict its exports. If Indonesia and Australia have a problem, they should discuss it bilaterally,” WTO Director General Pascal Lamy said here on Tuesday. He said WTO could not meddle in the suspension of Australian livestock exports to Indonesia, a move made on the grounds that Indonesia had violated animal welfare principles. WTO would help settle a problem only if one of the parties felt it was disadvantaged and had applied

to the WTO Dispute Settlement Body for help to settle the problem. “If one party feels its interest has been harmed by unfair treatment, it can use the WTO dispute settlement system,” the WTO director general said. Australia last week decided to suspend its exports of live cattle and young cows for six months to Indonesia following reports that Australian cattle were tortured at Indonesian abattoirs before they were slaughtered. Footage aired on ABC1‘s Four Corners recently showed the animals were kicked, thrashed and beaten, their throats were hacked at, eyes gouged and tails broken. Yet some quarters in Indonesia considered the allegation a trick to boost Australian meat exports to Indonesia.

EU hopes for increased investment in Indonesia Antara

JAKARTA - The European Union (UE) hoped a comprehensive economic cooperation with Indonesia under the Comprehensive Economic Partnership Agreement (CEPA) could raise the investment opportunities for European companies in Indonesia. “In the short run, we hope to raise investments here,” head of an EU delegation/ambassador Julian Wilson said following an Indonesian-EU vision group recommendation in Jakarta Wednesday. He said under the cooperation, the EU wished for conducive climate for its business players in Indonesia. He said while the EU is still the second biggest investor in Indonesia after Singapore, direct EU investment to Indonesia was still

small than that of the entire Asia. “Investment in Indonesia accounted for only 1.4 pct of EU`s direct investment in Asia,” he said. UE relations under the CEPA were started from a meeting between President Susilo Bambang Yudhoyono and European Commission President Jose Manuel Barroso by the end of 2009. The two sides agreed to increase trade and investment, and assigned a joint vision group to study the potentials of the cooperation. For six months the vision group discussed issues on the planned partnership and made some recommendations, including bilateral agreement between the two sides covering a rate of nil percent of 95 pct of the rates of at least 95 pct of the trade value in not more than nine years. JAKARTA - The Indonesian government, through its diplomatic representative in Canberra, Australia, will try to lobby local authorities for the transfer of three Indonesian boys currently being detained in an adult jail to a more appropriate facility, an Indonesian official said. “We will try to persuade the local authorities to move the boys to a prison for children,” Indonesian Ambassador to Australia Primo Alui Joelianto said here on Thursday. Ose Lani (15 years old), Ako Lani and John Ndolu (16) were seized by Australian water police last January 2010 in a boat carrying illegal immigrants. According to a report, the three boys n were put in an adult jail because an x-ray wrist checking

system had categorized them as adults. The boys are facing a jail sentence of five to six years. Meanwhile, the boys‘ lawyer, citing a number of studies and judicial rulings, said the Xray checks are unreliable and inadequate to determine the ages of children. “While trying to relocate the boys to a juvenile prison, we also plan to bring in an Indonesian chiropractor to give their professional opinion about the case,” said the ambassador. He said the boys‘ lawyer had already obtained the birth certificate of his clients and would use it to prove that the boys are underage. “However the process of verification with Australian authorities will take a long time. Therefore, we suggest the boys be relocated to a prison for children,” he said.

NEW YORK – US banking giant Citigroup had told its clients that about 360,000 credit cards were affected by a computer hacking attack last month — nearly twice the number previously acknowledged. Citigroup said late Wednesday that the security breach had compromised a total of 360,083 North America Citi-branded credit cards, after earlier saying the attack impacted around 210,000 credit card customer accounts — roughly one percent of its US clientele. “Citi has implemented enhanced procedures to prevent a recurrence

of this type of event. We have also notified law enforcement and government officials,” the banking group said in a statement to “our customers.” “We continue to monitor customer service and communication channels and take every necessary action to ensure our customers are cared for.”

It declined to provide further details of the breach, citing the ongoing investigation and its customers’ security. The company has come under scrutiny from US lawmakers for its handling of the attack. Citi did not inform its clients of the May 10 attack until nearly a month later. Citi said it has replaced the cards

of 217,657 customer accounts, while others were not re-issued cards because their accounts were closed or they were already receiving new cards for other reasons. Citi is one of the world’s largest providers of credit cards, with more than 21 million accounts and is owed more than $77 billion in North America, according to its 2010 annual report. The announcement came as the public website of the US Central Intelligence Agency (CIA) on Wednesday joined a growing list of hacker targets that has included

Sony, The International Monetary Fund, and Citibank. The CIA told AFP it was looking into reports that cia.gov was knocked offline temporarily by a hacker group calling itself Lulz Security. Lulz has claimed in recent weeks to have cracked into Sony, Nintendo, the US Senate, the Public Broadcasting System news organization, and an Infragard company that works with the FBI. The group is flaunting its notoriety with a telephone hotline for people to call and suggest targets for cyberattacks.

LONDON – The rich-world’s economic prospects have darkened slightly, a Reuters poll of economists showed, with new signs of a slowdown in the United States compounding fears about the poor fiscal health of Western economies. Since last month’s regular survey of around 250 analysts in May, recent events have only underlined the increasingly disjointed nature of the global economic recovery. While China and India took new steps to calm fervent and inflationary economic expansions, Western powers have been preoccupied with attempts to defuse fiscal timebombs in Greece and possibly the United States against a backdrop of tepid growth. Economists in Wednesday’s poll took an axe to the outlook for U.S. economic growth following a raft of dire jobs and industrial data this month, while keeping their longheld view for weak euro zone and UK growth until the end of next year. Only the Japan saw an upgraded outlook in the latest poll thanks to reconstruction efforts that have gained pace since the March 11 earthquake and tsunami. “Two key downside risks have increased over the past few months — the risk of a disruptive default in Greece and of a significant slowdown in the U.S.,” said Kurt Karl, chief U.S. economist at Swiss Re in New York, in a research note. He expressed hope the U.S. slowdown may be nearing an end, since oil prices are no longer rising and the supply bottlenecks caused by the Japanese disasters should be resolved later in the year. The consensus forecast for U.S. second-quarter gross domestic product was slashed to an annualized 2.5 percent from 3.3 percent in last month’s poll, following a weak 1.8 percent rate of growth recorded in the first quarter. Such a rate of expansion would still place the U.S. top among its euro zone, UK and Japanese peers, but well behind major emerging market powers that themselves are showing signs of slowing growth. India and China saw accelerating inflation in May, according to data on Tuesday, prompting the Beijing to lift bank reserve requirements and putting pressure on India to hike interest rates further.

Rates of growth and inflation have been far greater in these developing powers, but the dilemma of keeping inflation in check without sacrificing growth has preoccupied policymakers everywhere. The latest batch of Reuters surveys showed inflation pressures are still on the rise in the West too — with CPI forecasts in the U.S. and especially Britain being bumped up. Indeed, over the course of this year, inflation estimates in the U.S., UK and euro zone for Q2, Q3 and Q4 2011 have doubled — and in some cases more than doubled — owing to the surge in crude and commodity prices. Perhaps reflecting expectations for higher inflation in the U.S., the poll showed only a median 15 percent chance the Federal Reserve will embark of a third round of

money supply-boosting quantitative easing. Unlike in major emerging powers, which have managed a sustained and forthright policy of tightening interest rates to counter high inflation, Western central banks have shown no such coordination. A Reuters poll on Wednesday showed the People’s Bank of China will yet take more measures to curb price pressures, currently at threeyear highs. In the West, only the European Central Bank has so far acted against above target inflation among the four biggest central banks — also including the Fed, Bank of England and Bank of Japan — after raising interest rates from a record low 1.0 percent in April. But pressure is mounting on the Fed and BoE to follow suit. “A significant pick-up in infla-

tion, with sluggish growth, will leave Fed policy in a bind,” said Stephen Lewis, economist at Monument Securities in London. “By Q2 2012, the Fed’s credibility is likely to be under so much strain that it will start the process of normalizing interest rates.” Indeed, a survey published earlier this month suggested high inflation has already dealt a heavy blow to the BoE’s credibility since the start of the year. Inflation there hit 4.5 percent in May, far beyond the BoE’s 2 percent target. UK economic growth, in common with the neighboring euro zone, will struggle to exceed 0.5 percent in any quarter from now until the end of next year. While France and Germany have led the recovery among the euro area’s 17 nations, debt-laden strugglers like Greece, Spain and Portugal have dragged badly on growth. Even so, the bloc looks like it will avoid a direct hit from the festering sovereign debt crisis that has enveloped Greece. Even before the March 11 earthquake and tsunami off Japan’s east coast, the world’s third largest economy was struggling to generate meaningful growth. But economists upgraded the outlook for Japan’s recovery for the third successive month. “The recovery will gather pace in July-September and the economy is expected to achieve a V-shaped recovery,” said Shinichiro Kobayashi, a senior economist at Mitsubishi UFJ Research and Consulting. While poll respondents expect the Japanese economy to contract 0.7 percent in the second quarter, they see it rebounding 1.0 percent in the third.

NEW YORK – These days, Noah Wyle occupies a world devastated by alien invaders. On his new TNT sci-fi series “Falling Skies,” he plays Tom Mason, a Boston University history professor whose wife was killed and one of his three sons taken captive in the alien attack. Tom is second-in-command of a ragtag regiment of survivors in a ravaged Boston suburb. The odds against them seem insurmountable. But they are fighting back. In his new role, Wyle is facing even more challenges than, years ago, in that Chicago emergency room. On “Falling Skies” (which premieres Sunday at 9 p.m. EDT) there are threats aplenty from the mysterious, multi-legged aliens (nicknamed “skitters” by the humans) and the killing-machine robots they sic on the Earthlings. “But there are larger themes,” Wyle says. “Beyond surviving, the human characters will need to create the template for the next civilization, which probably won’t even be realized in their own lifetimes.” In short, Tom Mason is a history professor helping create new history by looking to the past. “History is full of inferior forces creating so much trouble that the invading army leaves,” Tom tries to reassure his comrades as he reels off several encouraging examples, including a modern case: “Red

Socks, Yankees, `04.” Wyle says he wasn’t looking to do another series and, while he isn’t the first TV star to have said that, he makes it sound convincing. After all, his 11-year weekly hitch as Dr. John Carter on NBC’s “ER,” which ended in 2005, established him as a mainstay of the last blockbuster drama viewers may ever see. What followup series could measure up? “After `ER,’ I wanted to be a stayat-home dad for a while,” Wyle says. (Divorced last year, he has a son, Owen, now 8, and a 5-year-old daughter, Auden.) “The game plan, such as it was, was to stay away from episodic television, and try to rebuild my career in a post-’ER’ world.” But the persistence of TNT (for which Wyle made three films in the “Librarian” adventure franchise) wore him down with offers for pilot deals, he says. So a couple of years ago, he sought out the advice of a trusted counselor. He presented his son, Owen, with three series options: He could be a lawyer or a police detective or an alien fighter.

On Thursday, the Rock and Roll Hall of Fame unveil the singer’s infamous raw-meat dress to the public. The dress — made of layers of Argentinian beef — was kept in a meat locker, placed in a vat of chemicals and then dried out by taxidermists in California before being transported to the museum. Hall of Fame spokeswoman Margaret Thresher says the dress took on a “dark, beef-jerky” look while dehydrating, so it was painted to look “fresh” afterwards. The entire process took several months to complete. The dress is being displayed as part of the “Women Who Rock: Vision, Passion, Power” exhibit, which runs until February 2012.

2 men in court over plot to target Joss Stone Associated Press Writer

LONDON – Two men are due in court to face charges of plotting to rob and assault British soul singer Joss Stone. Junior Bradshaw, 30, and 33year-old Kevin Liverpool were arrested Monday morning near Stone’s house in the town of Cullompton, 175 miles (280 kilometers) southwest of London, after residents reported a suspicious-looking vehicle. News reports said the men had swords, rope, a body bag and plans of the singer’s secluded house. They are due in court Thursday on charges of conspiracy to rob and conspiracy to commit grievous bodily harm. The 24-year-old singer said in a statement that she was “absolutely fine and getting on with life as normal.” The Grammy-winning singer is due to start a European tour next month.

DHAKA – The number of households in electricity-starved Bangladesh using solar panels has crossed the one million mark — the fastest expansion of solar use in the world, officials said Wednesday. In 2002, just 7,000 households were using solar panels but now more than a million households — or some five million people — gather solar energy, said Nazmul Haq of the Infrastructure Development Company (IDCOL). “It’s the fastest expansion of solar energy anywhere in the world,” said Haq, who heads the state-run IDCOL, which provides financing for clean energy projects.

“We crossed the one million threshold more than 18 months ahead of schedule (and) we have set a new target to cross 2.5 million by 2014,” he said. Rural households in Bangladesh are frequently not on the state electrical grid and so have embraced solar power, helped by NGOs providing panels which can be paid for

in small monthly instalments. Some 60 percent of Bangladesh’s 150 million people have no access to mains electricity, with many relying on costly kerosene lamps for lighting. Years of under-investment in infrastructure means state-owned power plants generate only around 4,700 megawatts of electricity a day against demand of 6,000 megawatts — which is growing by 500 megawatts a year. A World Bank report last month said solar panels had “changed the face of the remote, rural areas of Bangladesh,” by providing cheap, reliable electricity.

NEW YORK - Older people who include olive oil in their diet may have a lower risk of stroke, a French study said, raising the possibility that the well-known connection between olive oil and heart disease may extend to strokes as well. The study, which followed older French adults for five years, found that people who regularly used olive oil were 41 percent less likely to have a stroke than those who never used it. “These results suggest a protective role for high olive oil consumption on the risk of stroke in older subjects,” wrote study leader Cecilia Samieri of the French national research institute INSERM, in Neurology. The study included 7,625 adults age 65 and older who reported on their diets and other lifestyle factors. People who said they used olive oil for both cooking and as a dressing were considered “intensive users.” After analysis, with adjustment for other diet habits, exercise levels and major risk factors for stroke, heavy olive oil use was tied to 41 percent reduction in the odds of stroke. Samieri’s team also took blood samples from another 1,245 older adults, measuring their levels of oleic acid — an acid found in olive oil, as well as oil made from a number of nuts. The one-third of participants with the highest oleic acid levels were 73 percent less likely to suffer a stroke than the one-third with the lowest levels. Further research is needed, said Nikolaos Scarmeas,

with Columbia University in New York, who wrote an editorial published with the study. “We need to remember that this is an observational study,” he told Reuters Health, warning that while the research showed a correlation between olive oil and stroke risk, that doesn’t necessarily translate into cause-and-effect. “People who eat a lot of olive oil may be very different from people who don’t,” he said, adding that they may have higher incomes, eat better overall or exercise more often. Samieri’s team tried to adjust for those differences. But still, olive oil was still linked to a lower stroke risk. Scarmeas said that it’s impossible to fully account for all those variables outside of a randomized trial, and called for more study into olive oil’s potential health benefits. Previous studies have found that a so-called “Mediterranean diet” — one that includes lots of fruits and vegetables, nuts, vegetable oils such as olive oil, whole grains, legumes, and fish — can shield people from heart disease and help heart patients stay healthy.

the respected Field Museum of Natural History in Chicago in its May 2011 journal, showcases the country’s vast, but threatened biodiversity, the department said in a statement. The mice were found in heavilyforested mountain ranges on the main Philippine island of Luzon.

A picture released by the Department of Environment and Natural Resources in Manila shows six of the seven new species of mice that have been found by local and American scientists in the mountains of the Philippines, the government’s environment department said.

Lawrence Heaney, lead author of the 2011 journal, was quoted as saying they were “wonderful little mice that... actively avoid humans and rarely cause any harm. “They prefer to eat earthworms and seeds on the forest floor.” The date of the expedition was not disclosed. Scientists from Philippine and US universities and museums took part, the department said. The department warned the habitats of many of the new species were not protected areas, making them vulnerable to logging and illegal mining.

Britain’s Daily Telegraph reported Wednesday that Libyan leader Moammar Gadhafi’s son, who heads the country’s national Olympic committee, had received hundreds of passes to the games from London’s organizing committee, or LOCOG. The International Olympic Committee says Wednesday that “no tickets have been printed or paid for.” It says “the IOC decided along with LOCOG that no tickets will be handed over to the Libyan National Olympic Committee until the current situation becomes clearer.” Gadhafi and his sons are among 13 people from his regime who are barred from entering Britain, which is taking part in the NATO military action against Libya.

MIAMI - LeBron James said he does not care about the legions of people across the country delighted to see him fail to win an NBA championship. “Absolutely not,” James said when asked if it bothered him that so many people were rooting against him. “At the end of the day, all the people that was rooting on me to fail, they have to wake up tomorrow and have the same life that they had before they woke up today,” he said. “They have the same personal problems they had today. Renault in ‘red zone’ over 2013 engines Renault will not back down in its desire to ensure that new engine rules go ahead in 2013, with the French car manufacturer admitting that its Formula 1 future is in the ‘red zone’ because of uncertainty over the issue. The Formula 1 Commission is due to meet next week to discuss the plans for 2013, with the FIA stating that it is open to a move to delay the change to 1.6-litre turbo engines if it is decided that the sport’s main stakeholders want that to happen. Although a postponement would likely need unanimous approval of teams and engine makers, Renault insists that the FIA’s offer is of no interest. Renault Sport managing director Jean-Francois Caubet said he respected the concerns that Ferrari, Mercedes-Benz and Cosworth have over the 2013 switch, but says that Renault has no desire to see a delay. “Today we have not changed our mind,” Caubet told AUTOSPORT about the latest situation regarding the 2013 engine discussions. “We have told Jean Todt and Bernie [Ecclestone] that we are pushing for the new engine because when we decided not to stop in F1, the three conditions were very clear for the Board. “The first one was to change the technology of the engine to make

it more relevant, to find a link between Formula 1 and the product. Secondly to reduce the costs, and thirdly to perform. “We have halved the costs, we have performed with Red Bull Racing and with Renault, but the problem of the road relevance is a key point for us. We know the story about Ferrari, Mercedes-Benz and Cosworth and we have a lot of meetings with the car makers, but for Renault today we not want to change our position. “I told Bernie and Jean Todt that today we are in the ‘red zone’ because we have no idea what will be the future for Renault.” Caubet claims that as well as the road car relevance issue with the move to four-cylinder 1.6-litre engines, any alteration to the rule change plans will lead to credibility issues for Renault’s senior management. “We don’t want to lose the capability to manage F1, but if we do not stick with the new regulations or if the regulations change, we are losing control of the situation - and then

it becomes a problem with the board. Things are more difficult. “We want to understand who is managing the sport. The cost of Renault in F1 is around 100 million Euros and you cannot change direction just like that. We told Nissan what the future of F1 is like and we opened the door for Nissan and Infiniti to be in F1. “[For them] it is a long term strategy it is not only branding for this year, but long term strategy. They were following Renault for the new engine and today we don’t know where we are. “We don’t want to have an open conflict. We don’t want to use the media to open the conflict, but today we are in the red zone.” While Ferrari is wholly opposed to the concept of a 1.6-litre turbo engine, both Mercedes-Benz and Cosworth are open to the idea of the new power units but are worried about the cost implications and making it commercially viable. When asked if Renault would pull out of F1 as an engine manufacturer if the 2013 rules are delayed, Caubet said: “The problem to delay is that in Renault if you say, okay, the new engine will arrive in 2015, then the credibility will be zero. That is a key point.

Marc VDS has already begun testing a 2012 MotoGP-spec SuterBMW. “Applications from new manufacturers wishing to participate in MotoGP continue to be evaluated,” said a statement from the governing body. “Further information will be provided when a decision has been taken on such applications.”
