LOS ANGELES — In her bad girl days, Angelina Jolie’s body was a billboard for tattoos that said such things as “Billy Bob.” Now she’s sharing intimate details of her anatomy to help women at risk, going public with her preventive double mastectomy to greatly reduce her high odds of breast cancer.

It’s the latest peak in Jolie’s turn-around from hedonist to humanitarian, party girl to inspirational poster girl. The way she went public with her medical story on her own terms, in her own time — with a New York Times op-ed piece Tuesday that caught the media fishbowl of Hollywood completely by surprise — reveals a woman who once seemed out of control to be one of Hollywood’s most forceful and compassionate stars, using her fame with surgical precision to promote matters dear to her.

“I’m in awe of her. She remains one of the most inspiring women that I’ve ever encountered,” said former Paramount Pictures boss Sherry Lansing, who heads the Sherry Lansing Foundation for cancer research. “By letting people know about her personal issue, she is touching countless women who have the same genetic mutations, and she is showing them that they have choices and they can be empowered and can take care of their own health.

And by doing so, I believe she is going to save countless lives.”

Jolie’s come a long way from her wild-child days of 10 or 12 years ago. She was branded a homewrecker when she took up with Billy Bob Thornton, who broke up with Laura Dern and married Jolie. Thornton and Jolie were a tabloid writer’s dream team, an odd couple who wore lockets with a drop of each other’s blood.

“The election is running so it is proving that both of the candidates agreed on the letter. All of us must aware of this and so the elected Governor and Vice Governor can be established without any problem,” he added.

However different statement was said by Muhammad Al Hamid. He

still thinks that the vote letter is not suitable with the rules because according to the rule, on the letter only can be put photo, names and number.

“It doesn’t mean that we will not process this violation but we think that the election must be carried out,” he added. He also gave the possibility that one candidate may put in a law suit regarding the vote letter. “We certainly don’t hope that to happen because it will give huge political and social impact,’ Al Hamid said. The blind provided with Braille ballots In order to give equal rights to vote in the gubernatorial election 2013 on Wednesday (May 15), the Bali Electoral Commission has prepared special ballots for the blind in Bali. The ballot is specially designed using Braille so that voters can distinguish one candidate from the other.

“For the blind, we’ve prepared a tool.

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Ice melt, sea level rise, to be less severe than feared: study Reuters

OSLO - A melt of ice on Greenland and Antarctica is likely to be less severe than expected this century, limiting sea level rise to a maximum of 69 cm (27 inches), an international study said on Tuesday. Even so, such a rise could dramatically change coastal environments in the lifetimes of people born today with ever more severe storm surges and erosion, according to the ice2sea project by 24, mostly European, scientific institutions.

Some scientific studies have projected sea level rise of up to 2 meters by 2100, a figure that U.N. SecretaryGeneral Ban Ki-moon has called a worst case that would swamp large tracts of land from Bangladesh to Florida. Ice2sea, a four-year project to narrow down uncertainties of how melting ice will pour water into the oceans, found that sea levels would rise by between 16.5 and 69 cm under a scenario of moderate global warming this century.

“This is good news” for those who have feared sharper rises, David Vaughan, of the British Antarctic Survey who led the ice2sea project, told Reuters in a telephone interview.

“But 69 cm is a very real impact ... it changes the frequency of floods significantly,” he said. And seas would keep rising for centuries beyond 2100, in a threat to coastal cities and low-lying islands such as the Maldives or Tuvalu.

Ice2sea said a thaw of Antarctica, Greenland and glaciers from the Alps to the Andes would contribute between

3.5 and 36.8 cm to sea level rise this century. The fact that water expands as it warms would add another 13 to 32 cm, Vaughan said. Some other scientists disputed ice2sea’s projections.

“I think the numbers are too low,” Dorthe Dahl-Jensen, an ice expert and professor at the Niels Bohr Institute in Copenhagen, told Reuters.

She said ice2sea wrongly assumed a slowdown in the rate of ice discharge from Greenland.

ANTARCTIC SNOW Sea levels rose by 17 cm last century and the rate has accelerated to more than 3 mm a year. A third of the current rise is from Antarctica and Greenland - equivalent to emptying 138 million Olympic-sized pools into the sea every year.

One factor likely to offset sea level rise, ice2sea said, is that warmer temperatures will result in more snow, especially over Antarctica, locking in the moisture on land. It also played down worries of a runaway melt of

Greenland, and of the breakup of major Antarctic ice shelves.

Governments want to know future sea levels to plan sea barriers and regulations for everything from vacation homes to nuclear power plants by the coast. And every extra centimeter means big costs. A Dutch commission planning to bolster sea defenses, for instance, has advised spending more than 100 billion euros ($130 billion) by 2100 to strengthen dykes and other barriers for a worst case scenario of a 1.2 meter North Sea rise by 2100.

The ice2sea study also said that a survey of experts’ opinions showed there was a less than one-in-20 risk that melting ice sheets would contribute more than 84 cm to sea level rise this century. Taken with thermal expansion, that would mean a sea level gain of just over a meter, Vaughan said.

Almost 200 governments have agreed to work out a U.N. deal, by the end of 2015, to combat global warming that would help limit temperature rises and rising seas.

Dogs and Humans Evolved Together, Study Suggests

It isn’t clear precisely when wolves were tamed and transformed into man’s best friend, and the date has been hotly debated. An ancient, doglike skull uncovered

in the Siberian Mountains suggested that the first dogs were domesticated around 33,000 years ago from gray wolves. But genetic analysis suggested dogs in China were domesticated only about 16,000 years ago.

In any case, most researchers agree that by about 10,000 years ago, dogs were firmly ensconced in human society. Some studies show that the wild dogs of South China may have been the first domesticated canines.

To understand this domestication, Guodong Wang, a genetics researcher at the Chinese Academy of Sciences, and his colleagues analyzed the DNA of four gray wolves, three indigenous Chinese dogs and a German shepherd, a Belgian Malinois and a Tibetan mastiff.

The DNA suggests that the gray wolves split off from the indigenous dogs about 32,000 years ago, the researchers said.

“Chinese indigenous dogs might represent the missing link in dog domestication,” the researchers write in the paper.

Since then, dogs’ evolution has been gradual, and there were no sharp decreases in the dog population over time, suggesting dogs gradually became domesticated, after many years of scavenging from humans.

The Head of Badung Transportation, Communications and Informatics Agency, Wayan Weda Dharmaja, said the assignment of personnel to oversee the traffic for 24 hours was aimed at addressing the traffic crowdedness in Kuta tourist area. According to him, the strong growth at the beginning of the year in Bali was supported by favorable economic condition as well as good business situation.

“Compared to national growth, the Bali’s economy remains to grow high. Conducive climate and good business situation are very supportive to this achievement,” he said.

Furthermore, Aidil said that in early 2013 the banking sector in Bali was still capable of undertaking a strong expansion. Some banking performance indicators still grew high. “Indicators of the banking are still growing high,” he said.

In terms of the demand, Aidil said that investment was still the main support to the economic growth in harmony with the rampant development of the multi-year infrastructure undertaken in the first quarter of 2013 as the preparation for the APEC Summit.

Additionally, in terms of consumption also showed an increase.

Information from the Electoral Commission (KPU) to exclude polling station at hospital resulted in confusion for patients and their attendants to vote on the election of Governor of Bali on Wednesday (May 15). Sanglah Hospital, for example, according to the Spokesperson on Tuesday (May 14) got some calls from treatment room asking if there would be a roving polling station at Sanglah Hospital so that patient and their attendants could vote at hospital.

“If there is no polling station, they (patient attendants—Ed) will be going home to vote,” said the officer. If the patients being treated at Sanglah Hospital could not vote, then about 500 votes would be being lost in vain excluding the patient attendants.

Estimated, a total of more than 1,000 votes could not be distributed on the Election Day. Spokesperson of Sanglah Hospital, Kadek Nariyantha, explained there was no letter or further information from the Electoral Commission regarding the availability of roving polling station to Sanglah Hospital.

“Until now, there has been no letter or information regarding the roving polling station,” he said.

Some patient attendants preferred watching their ill family to going home to vote. As described by Fendy Sulistiawan, 25, a resident living on Jalan Raya Sesetan. He said he could

not go home to vote because he preferred to wait for his father who was in comma as suffering from diabetic.

“If I go home, nobody will be waiting my father,” he said.

Similar expression was revealed

by Wayan Sudiani and Wayan Merta.

These residents of Bebandem, Karangasem, did not know for sure whether they would go home to vote or not.

“We prefer to give priority to our family being treated at Sanglah Hospital,” said Merta. They hoped there would be a polling station at the hospital so that they could vote with family.

Another opinion was given by Nengah Sutama, 40, a patient treated in Angsoka Room. Due to undergoing surgery on the neck, Sutama from Bangli should get treatment on the Election Day. “I actually want to vote.

But with this condition, of course, I cannot go home,” he said. Sutama hoped there would be roving polling

station to Sanglah Hospital, so that he could vote.

Different opinion was presented

by Ratna, a resident from Bajera, Tabanan. She was more concerned with her recovery than thinking about voting or not. “If there is roving polling station, I’ll surely vote. Otherwise, it does not matter and I’ll just focus on my recovery,” she said.

If Sanglah Hospital had not got information from the Electoral Commission, the Wangaya Hospital had made coordination with the Denpasar Electoral Commission regarding the election for patients on the gubernatorial election. Deputy Director in charge of General Administration, I Made Maja Winaya, explained that based on information from the Denpasar Electoral Commission the patient attendants could vote at the nearest polling station by presenting a C6 letter. “Patients will be provided with roving polling station coming to the hospital after 12:00 noon provided that the patients can present a C6 letter. Otherwise, patients cannot vote,” said Winaya.

The roving polling station coming to Wangaya Hospital was from the nearest polling station. Its arrival would also depend on the availability of residual ballots at the polling station. (san)

Bali gubernatorial election, all schools dismissed

On Wednesday (May 15), all the people of Bali having met the requirements to use their voting right elected one of the two candidate pairs of the governor and deputy governor of Bali which would lead Bali next five years. So, all the schools are dismissed,” he asserted.

In this regard, the Head of the Education Agency of all counties/municipality across Bali had notified the principals.

Furthermore, the principals informed their students. “We have announced it to all the principals. Coinciding with the voting day, all schools are dismissed,” said the Head of Denpasar Education Agency, IGN Eddy Mulya.

According to Eddy Mulya, his party had received a circular sent by Bali Province on Monday afternoon (May 13). After receiving the letter, his party immediately contacted the principals throughout Denpasar. “So, we have contacted all the schools yesterday,” he said.

Separately, Spokesperson of Denpasar Municipality, Ida Bagus Rahoela, said that other than dismissing the educational institutions, almost all the government agencies were also given time off to vote the candidates of Bali leader they supported. “Based on the circular of Bali government, tomorrow (Wednesday—Ed) is indeed established as a holiday,” he said.

Rahoela added the circular had been notified to relevant Regional Working Units (SKPD) in the municipal government of Denpasar. In the appeal, he said, the Denpasar Mayor Ida Bagus Rai Dharmawijaya Mantra asked the entire community to maintain the security conduciveness of Denpasar City. “Let’s maintain together so that the implementation of this regional leader election can take place safely and smoothly. Prince Harry tours storm-damaged NJ shore

Drainage work on a road at Tegal Badeng Barat has been complained by road users as the project materials have been just placed on the road creating mud. The 900 meter project was in two banjar, Banjar Anyar and Banjar Tengah. When met last Tuesday (14/5), locals hoped the project materials will be placed much closer to the roadside and not to disadvantage public priorities.

The project is part of the National Program for Village Supply (PNPM-PD) with budget IDR 213 million.

Head of the Activity Management Team of the PNPM, Komang Deermen, stated that the team has socialized it to the locals and they are obliged to maintain the road. Head of the Village, Ketut Wetrem, stated his side will try find a solution so the materials won’t block any road users.

Head of the Village Development Board also Supervisor Head, Sukirman, stated the space for materials have been hard to find.

This road has no alternative road and this project has been facing several problem such as shortage on rocks. The project should have been completed 70 percent and only 50-60 percent is done.

BEIJING - China is trying to strengthen its claim on tiny, uninhabited, Japanese-controlled islands by raising questions about the much larger Okinawa chain that is home to more than a million Japanese along with major U.S. military installations. The tactic, however, appears to have done little but harden Tokyo’s stance.

Japan refuses to offer any concessions to China over Tokyo’s control of the uninhabited East China Sea islands, which are called Diaoyu by China and Senkaku by Japan. Tokyo issued a formal protest to Beijing over the comments about Okinawa, made last week in the ruling Communist Party’s flagship newspaper, the People’s Daily.

Scholars in Japan and elsewhere, meanwhile, warn Beijing may be shooting itself in the foot by arousing fears of a creeping campaign to nibble away at Japanese territory.

“If China’s goal is to hold talks with Japan over the Senkakus, articles

like these are counterproductive,” said M. Taylor Fravel, a Chinese foreign policy expert at the Massachusetts Institute of Technology.

“As a result, Japan has an even stronger incentive now to stand firm with China and not hold talks.”

The Diaoyu issue has rarely been out of the headlines in China since Japan’s government bought the islands in September to preempt Tokyo’s pugnacious former mayor from doing so.

Although the Japanese government purchase was ostensibly aimed reducing tensions, the move was seen in China as an attempt to so-

lidify Tokyo’s sovereignty over the islets. Outraged Chinese staged violent street protests and attacked Japanese property, while the government backed up its objections by dispatching patrol boats to confront Japanese ships and sending a surveillance plane into Japanese airspace. While the sides have avoided clashes, the situation remains tense and neither side has backed down.

The comments about Okinawa appeared in a scholarly editorial in People’s Daily, in an apparent attempt to weaken the historical basis of Japan’s claim to the Senkaku islands by questioning the legitimacy of its control over the entire Okinawa chain. Its authors, Li Guoqiang and Zhang Haipeng, are prominent academics at the government’s Chinese Academy of Social Sciences and the editorial is believed to have received high-level approval.

US diplomat ordered to leave Russia in spy case

MOSCOW - A U.S. diplomat was ordered Tuesday to leave the country after the Kremlin’s security services said he tried to recruit a Russian agent, and they displayed tradecraft tools that seemed straight from a cheap spy thriller: wigs, packets of cash, a knife, map and compass, and a letter promising millions for “longterm cooperation.”

The FSB, the successor agency to the Soviet-era KGB, identified the diplomat as Ryan Fogle, a third

secretary at the U.S. Embassy in Moscow, detaining him briefly overnight.

It alleged that Fogle was a CIA officer trying to recruit a Russian counterterrorism officer who specializes in the volatile Caucasus region in southern Russia, where the two Boston Marathon bombing suspects had their ethnic roots.

Fogle was handed over to U.S. Embassy officials, declared persona non grata and ordered to leave Russia immediately. He has diplomatic immunity, which protects him from arrest.

The State Department would only confirm that Fogle worked as an embassy employee, but wouldn’t give any details about his employment record or responsibilities in Russia. Some officials also referred inquiries to the CIA, which declined comment.

Fogle was the first American diplomat to be publicly accused of spying in Russia in about a decade. While relations between the two countries have been strained, officials in both Washington and Moscow sought to play down the incident.

The Russian Foreign Ministry summoned U.S. Ambassador Michael McFaul to appear Wednesday in connection with the case. McFaul said he would not comment on the spying allegation.

Russian officials expressed indignation the U.S. would carry out an espionage operation at a time when the two countries have been working to improve counterterrorism cooperation. “Such provocative actions in the spirit of the Cold War do nothing to strengthen mutual trust,” the Foreign Ministry said.

Russia’s Caucasus region includes the provinces of Chechnya and Dagestan. The suspects in the April 15 Boston Marathon bombings - Dzhokhar Tsarnaev and his elder brother, Tamerlan, who was killed in a manhunt - are ethnic Chechens.

Tamerlan spent six months last year in Dagestan, now the center of an Islamic insurgency.

U.S. investigators have been working with the Russians to try to determine whether Tamerlan Tsarnaev had established any contacts with militants in Dagestan.

WELLINGTON - New Zealand on Wednesday gave the green light to an alliance between Qantas and Emirates, saying it will increase competition on the busy trans-Tasman route between Australia and New Zealand.

Transport Minister Gerry Brownlee said he had no objection to a deal, unveiled earlier this year, allowing the airlines to cooperate on passenger and cargo operations for an initial period of five years.

“There will be more sustainable competition and cost savings as a result of the alliance, as well as a commitment that the two airline applicants will maintain the number of seats that are operated across the Tasman,” he said.

“This should allow the low fares that passengers enjoy to be maintained.”

Brownlee said the link-up, which has already been approved

by Australia’s competition watch-

dog, was likely to boost tourist numbers to Wellington and Queenstown.

The deal will see Qantas switch its hub for European flights from Singapore to Emirates’ Dubai base as it attempts to turn around its struggling international business.

The Australian flag carrier and Emirates welcomed Brownlee’s decision, with Qantas chief executive Alan Joyce saying it would allow travelers to “connect more seamlessly” over the Tasman.

“This decision means that New Zealand consumers can tap into the lounges, frequent flyer benefits and destinations available under the joint Qantas and Emirates network,” he said.

Air New Zealand and Virgin Australia already have a transTasman alliance which was established in late 2010 and is set to be reviewed by regulators in Wellington and Canberra later this year.

PARIS - Global economies are on the mend, but growth is likely to remain below trend in India, the OECD said on Tuesday.

Looking at major global economies, an OECD statement said that “growth is returning to trend” in China, while in the United States the OECD’s composite leading indicator (CLI) “continues to point to economic growth firming.”

In the 17-nation eurozone, the CLI indicated “a gain in momentum,” although no detailed growth forecasts were issued.

The Organisation for Economic Cooperation and Development encouraged Portugal meanwhile to pursue “ambitious and courageous reforms to restore the sustainability of public finances, reduce external imbalances, and put its economy back on a path of strong, jobs-rich growth.”

The OECD’s leading indicators are mainly designed to point to turning points in economic activity.

“In Japan, it indicates that growth should remain above trend,” the OECD said, while in Germany, the biggest European economy, growth was tipped to return to its trend rate.

One less favourable outlook was issued for India, where the CLI “continues to indicate growth below trend.”

In Italy, the third biggest eurozone economy, the data indicated a positive change in momentum.

A separate statement said: “Despite the hardships brought about by the crisis, Portugal is now faced with a unique opportunity to modernise its economy, as well as building a fairer, more cohesive society and a more efficient, dynamic public administration.”

The OECD noted that the country has “recorded one of the sharpest re-

ductions in fiscal and external imbalances in the OECD since 2009.”

That has come at a cost however, with unemployment hitting a record 17.7 percent in the first quarter of 2013 amid widespread public discontent with political leadership in Lisbon.

After suffering an economic contraction of 3.2 percent in 2012 and faced with a forecast decline of 2.3 percent this year, Portugal could nonetheless benefit from an expansion of business activity on the order of 3.5 percent by 2020, the OECD estimated.

“Further reforms could bring even higher gains,” it added.

BANGLI has a unique temple showing a strong Chinese influence known as Dalem Balingkang Temple. Structure of the temple is unique because it was formerly said to serve as a palace to avoid the attack from other kings. Formerly, the Dalem Balingkang Temple belonged to the temple complex of Tanggun Titi—standing for the end of bridge and had a spring. In this temple complex lie some shrines dedicated to Ratu Ngurah Sakti Tanggun Titi, Ratu Mas Melanting, Ratu Sakti Gede Penyarikan and Sang Hyang Haji Saraswati.

The second complex after passing a square occurs a cangapit building, namely an entrance equipped with a monarchic sitting when the king watched the Jro Gede mepada surrounding the temple. The middle courtyard only has a few buildings, only consisting of a meeting hall, the abode of all deities and a shrine of Ratu Ayu Subandar.

The shrine is used to worship Kang Ci Wi and is highly believed

by Chinese descendant community to bring in blessings. In the main complex or innermost courtyard lies the worship place of Petak Grand Palace comprising the eleven and

nine-tiered meru shrines. Similarly, there is also ancestral worship of Dalem Balingkang in the form of brick chamber and seven-tiered meru shrine to remind of the Seven Deities. Besides, there are long pavilion with 24 columns and 20 columns as well as mundar-mundar pavilion with 16 columns.

History of the temple is much revealed in the Sukawana Inscription (Goris, 1954).

It said that Sukawana village was hit by storms and the palace of Jaya Pangus wa s b a d l y damaged, so that Jong Les moved to Balingkang.

Balingkang itself is derived from two words Bali + ingkang. Orally

Rwanda building collapse kills 6, injures 30 Associated Press Writer

KAMPALA, Uganda - A four-story building under construction collapsed, killing at least six workers and injuring dozens more people, Rwandan police said Wednesday. Authorities were searching for survivors after the building collapsed late Tuesday afternoon in the eastern Rwanda district of Nyagatare, in what police called an “unfolding tragedy.”

At least 30 workers injured in the collapse are now being treated at a nearby hospital, said Christophe Semuhungu, the police spokesman for Rwanda’s Eastern Province.

It was yet clear what caused the collapse or even how many people are feared buried under the rubble.

In recent years, building collapses have become frequent in East and Central African countries as some property developers bypass regulations to cut costs.

In March, a building collapsed in the Tanzanian city of Dar es Salaam, killing at least 30 people.

Eviction fears haunt Haiti camps after attacks Associated Press Writer

PORT-AU-PRINCE, Haiti — Attorney Reynold Georges showed up with a judge and a police officer on a recent afternoon at Camp Acra, a cluster of tents and plywood shelters scattered across rocky hills dotted with trees in the heart of the Haitian capital.

The lawyer told the camp of some 30,000 people that they were squatting on his land and had to leave, witnesses said. If they didn’t vacate, he said he’d have the place burned down and leveled by bulldozers. Camp leader Elie Joseph Jean-Louis said other angry residents, who had lost their homes in a catastrophic 2010 earthquake, fought back by lobbing rocks at Georges and the people he had come with.

The camp residents managed to protect their homes that day but they also brought to life a far-reaching problem.

In the few weeks since the mid-April confrontation, their plight has become a symbol for what many say is the growing use of threats and sometimes outright violence to clear out sprawling displaced person camps, where some 320,000 Haitians still live.

The standoff set off a chain of events that left several shelters burned and a camp resident dead. It occurred a little more than a week before the human rights group Amnesty International issued a report on the jump in camp evictions in Haiti over the past year.

“This terrible event is proof of the consequences of continuing forced evictions in Haiti,” Javier Zuniga, a special adviser to Amnesty International, said in a statement about the

standoff. “They have been living in camps with appalling living conditions.

As if this were not enough, they are threatened with forced evictions and, eventually, made homeless again.”

Georges tells a different story. The former senator, whose most famous law client is former dictator JeanClaude “Baby Doc” Duvalier, denied that he had threatened residents, saying he was only there to show officials what he said was his land. “If they said that, they are crooks and liars,” Georges said of camp residents.

After Amnesty released its report, Haitian Prime Minister Laurent Lamonthe told The Associated Press that the government of President Michel Martelly was in fact trying to stop the evictions.

The government does not “believe in forced evictions,” Lamonthe said.

“There are some private owners that do it, but the government itself does not condone that.”

Haitians displaced by the earthquake are entitled to special legal protection under the UN Guiding Principles on Internal Displacement, which prohibit forced evictions unless necessary to protect the safety and health of those affected. National authorities are responsible for protecting and providing humanitarian assistance to those displaced people.

By all accounts, clearing the camps in a humane way reflects the epic challenge that Haiti still faces more than three years after one of the worst natural disasters in modern history.

The earthquake killed more than 200,000 people and displaced as many as 1.5 million others, a staggering number in a country of 10 million.

In its aftermath, settlements such as Acra sprang up around the crowded capital where land runs scarce, with people building shelters with debris, tree branches, salvaged timber, tarps from aid groups and bed sheets. The camps eventually became miniature cities with their own stores, barber shops, bars and churches. About 385 of the settlements are still standing.

Aid groups and officials from Martelly’s government say fewer visible encampments and a smaller number of displaced residents are proof Haiti is recovering. But housing advocates worry that many people are actually being evicted with no place to go, at the hands of authorities or people such as Georges who claim to own the land.

Evictions were far more common just after the quake, with the International Organization for Migration calculating that 6,650 people were forced from informal camps during the last six months of 2010.

Christian teacher to be tried in Egypt for insulting Islam Reuters

CAIRO - Egypt’s prosecutors on Tuesday referred a Christian schoolteacher to trial on charges of insulting Islam, judicial sources said.

Dimiana Abdel-Nour, who was arrested on Wednesday, was accused by her Muslim students’ parents of insulting Islam and comparing it to Christianity by saying that the late Coptic Pope Shenouda was better than the Prophet Mohammad.

Alongside the political and economic turmoil Egypt has endured since Hosni Mubarak was overthrown in February 2011, tensions have risen between Muslims and Christians, especially since the election of Islamist President Mohamed Mursi in June.

Christians make up about 10 percent of Egypt’s 84 million people and have complained that the authorities have failed to protect them since Mubarak was ousted, giving radical Islamists a free hand.

Last year, an Egyptian court sentenced a 17-year-old Christian to three years in jail for publishing cartoons on his Facebook page that mocked Islam and the Prophet, triggering sectarian violence.

Government extends logging ban to protect rainforest Agence France-Presse

JAKARTA - Indonesia has extended a logging ban to protect rainforests despite fierce industry pressure, the government said Wednesday, but green campaigners slammed the move as inadequate.

Vast tracts of the sprawling Indonesian archipelago are covered in trees, including some of the world’s most biodiverse tropical rainforest that is home to endangered animals such as orangutans, tigers and elephants.

But huge swathes have been chopped down by palm oil, mining and timber companies in Southeast Asia’s top economy, which has become the world’s third-biggest carbon emitter as a result.

Under a $1 billion conservation deal with Norway, President Susilo Bambang Yudhoyono two years ago signed the moratorium, which bans new logging permits for primary, or virgin, forest -- defined as forest not logged in recent history.

On Wednesday the government confirmed Yudhoyono had signed a two-year extension and the moratorium would remain in its original form.

“The extension on the moratorium of new permits will be in place for two years from when the presidential instruction is issued,” said a statement

from the cabinet secretariat.

Yudhoyono signed the extension on Monday, it said.

The ban applies to new permits for primary forest and peatland with the exception of projects already approved by the forestry minister and others considered vital, such as for power production, it said.

But Greenpeace criticised the government for not taking the opportunity to strengthen the ban.

“That is what’s really needed if we want to save Indonesia’s remaining tigers and orangutans, which are under threat from relentless palm oil and pulp and paper expansion,” said the group’s forests campaigner Yuyun Indradi.

Indonesia, the world’s top producer of palm oil that is used in many everyday items from soap to biscuits, has faced fierce industry pressure over the ban.

“The moratorium has already had negative effects on the economy, not just in the palm oil industry but the timber industry as well,” said Fadhil

Hasan, from the Indonesian Palm Oil Association.

The government says the moratorium has drastically reduced logging in a country with the world’s third largest amount of tropical forest.

Senior forestry ministry official Hadi Daryanto said that between 2000 and 2010, Indonesia lost around 1.125 million hectares (2.8 million acres) of forest each year.

But he said that at the end of 2011 this figure had been reduced to the equivalent of 450,000 hectares annually.

However, green groups say local authorities are using a murky web of local laws to open up new areas for exploitation despite the national ban, and much logging has continued illegally.

A glaring example is a plan in the province of Aceh on Sumatra island, supported by Jakarta, which activists say could open up a million hectares of protected forest for exploitation despite the moratorium.

TIMIKA - Rescuers struggled Wednesday to reach 25 workers trapped underground at a US-owned mine in remote eastern Indonesia after a tunnel caved in, with four others confirmed dead.

They cleared debris blocking the tunnel at Freeport-McMoRan’s Grasberg gold and copper mine with saws and wheelbarrows, but cramped conditions prevented them from using heavy earth-moving equipment.

Ten people were hauled out alive during overnight rescue efforts. But those still underground have been trapped for more than 24 hours since the accident early Tuesday high in the mountains of rugged Papua province.

The tunnel collapse is just the latest problem to hit the mine, where a major strike in 2011 crippled production.

“Rescuers worked throughout the night and managed to evacuate 10 survivors and four fatalities by this morning,” said Freeport Indonesia, the local subsidiary of the US firm, in a statement.Police said all 14 were Indonesians.

“A total of 25 workers are believed to be still trapped in the debris and rescue and recovery work is continuing,” said Freeport.

Those rescued were taken to a company hospital and were all in a stable condition, said Freeport.

The company previously said 37 people had been trapped when the tunnel collapsed as workers took part in a training exercise, but on Wednesday revised that figure up to 39.

“This is a very sad day for us,” said Freeport Indonesia president Rozik B. Soetjipto.

“Our thoughts and prayers go out to all the victims and their families and we will continue to do our best to evacuate the remaining workers.”

Neither Freeport nor police have given any indication of what caused the accident. The firm has said it does not expect the accident to affect production.

The 2011 strike by thousands of workers lasted three months and badly hit production. It was only ended when the firm agreed to a major pay rise.

The industrial action sparked a wave of deadly clashes between police and gunmen around the mine, with at least 11 people, all Indonesians, killed.

ABOARD THE USS GEORGE H.W. BUSH -- The Navy for the first time Tuesday launched an unmanned aircraft the size of a fighter jet from a warship in the Atlantic Ocean, as it wades deeper into America’s drone program amid growing concerns over the legality of its escalating surveillance and lethal strikes.

The drone, called the X-47B, is considered particularly valuable because it’s the first that is designed specifically to take off and land on an aircraft carrier, allowing it to be used around the world without needing the permission of other countries to serve as a home base.

There has been increasing pushback against the use of drones from some nations that say the strikes cause widespread civilian deaths and operate with only limited oversight, eroding the U.S. image overseas. Navy officials say the drone will provide around-the-clock intelligence, surveillance and targeting capabilities.

The X-47B took off successfully Tuesday morning and made two low approaches to the ship before heading back toward land. The test aircraft isn’t intended for operational use; instead, the military is using the information it gathers during these demonstrations to develop the drone program. The Navy already operates two other unmanned aircraft, the small, low cost ScanEagle, which does not carry weapons, and the armed Fire Scout which is built more like a helicopter.

JAKARTA - President Susilo Bambang Yudhoyono has convinced the industrialists that Indonesia remained attractive to oil and gas investment.

The head of state made the statement when he opened the 37th Indonesia Petroleum Association (IPA) convention and exhibition at Jakarta Convention Center here on Wednesday.

“I would like to convince you that Indonesia remains an attractive country for both domestic and foreign investors to invest in oil and gas upstream sectors which are full of risk, solid in capital and technology,” President Yudhoyono told hundreds of participants of the IPA convention and exhibition.

The 37th IPA convention and exhibition 2013 from May 15 to 17 was themed “Promoting Investment in Challenging Environment”.

“The theme of the IPA convention and exhibition this year is very relevant with the intention of Indonesian

Government to push investment in oil and gas sectors,” the president said, adding that the oil and gas sectors were the national economic backbones and therefore its contributions should be sustained and increased.

Yudhoyono noted that geopolitically, there has been a shift in the area of energy use.

He said Europe was the biggest energy consumer in the past but now it has shifted to Asian region whose economic growth continued to develop.

The president added that the government also continued to improve investment climate in oil and gas sector through the Presidential Instruction (Inpres) No.2/2012 on the national increase in oil production.

Further, he added that the government in the long term has had a blue print to speed up oil and gas industrial development through the implementation of the Masterplan for Acceleration and Expansion of Indonesia’s Economic Development (MP3EI).

SAN ANTONIO — San Antonio held the Golden State Warriors’ vaunted backcourt to a miserly 13 points, laying the foundation for a 109-91 victory on Tuesday that gave the Spurs a 3-2 lead in the NBA Western Conference semifinals.

The Indiana Pacers also moved within one win of a place in the conference finals by beating the New York Knicks, taking a 3-1 lead. San Antonio’s Tony Parker had 25 points and 10 assists, Kawhi Leonard added 17 points, Danny Green scored 16 and Tim Duncan had 14 points and 11 rebounds for the Spurs.

But the story of the game was who didn’t score, much. Described by coach Mark Jackson as the “greatest shooting backcourt” in NBA history, Stephen Curry and Klay Thompson were held to 6-for22 shooting.

Curry finished with nine points, going 1 for 7 on 3-pointers, and Thompson was held to four points

while not even attempting a 3.

Curry has not missed any time since turning his right ankle late in Game 3, but the injury seemed to limit his explosiveness.

Leonard stripped Curry and then outran him to the ball midway through the first quarter, feeding Parker for an uncontested layup.

LONDON - Wigan is going to be relegated to the League Championship, while Arsenal seemingly is heading back to the Champions League. OLYMPIA, Washington - A man less than two weeks into a planned journey to dribble a soccer ball from his home city of Seattle to Brazil, the host nation for the 2014 World Cup, died on Tuesday after being struck by a car in Oregon, police and the man’s supporters said.

Richard Swanson, 42, was struck as he walked on the shoulder of a road on the outskirts of Lincoln City just east of the Oregon coast, said Lincoln City Police Sergeant Randy Weaver. Swanson’s soccer ball was found nearby, Weaver said.

Swanson’s death was mourned in a post on the Facebook page titled “Breakaway Brazil,” which he had used to document his planned journey. It was supposed to culminate with his arrival in Brazil in time for the World Cup, which begins in June 2014.

“It is with a heavy heart to notify you that Richard Swanson passed on this morning,” said the post, signed “Team Richard.” “His team, family, friends, and loved ones will miss him and love him dearly. You made it to Brazil in our hearts, Richard.”

Swanson wrote on his Facebook page that he planned to dribble the ball from Seattle to Brazil and sought donations for the trip, which would take him through countries such as Mexico, Nicaragua and Colombia.

He is survived by two sons, aged 22 and 18, whom he mentioned in a YouTube video he uploaded in March.

LONDON — The Premier League could go into extra time. After the final round of matches on Sunday, Arsenal and Chelsea could have to contest a playoff to determine who finishes third and claims an automatic Champions League qualification place.

Chelsea currently has a two-point lead over Arsenal. But if Arsenal beats Newcastle 2-1 and Chelsea draws 0-0 with Everton on Sunday, the teams would be level on points and have the same number of goals scored and conceded.

Premier League rules state that the teams would have to meet in a playoff on a neutral venue to decide third place.

The fourth-place finisher, which could still be Arsenal, Chelsea or Tottenham, would then have to play a Champions League qualifier in August to reach the group stage.

Drained after winning the FA Cup for the first time on Saturday, Wigan crashed back to earth with a 4-1 loss at Arsenal on Tuesday to be relegated after eight seasons in the Premier League.

“The FA Cup is an achievement we will never lose as a club. It is our first silverware, but it is a real shame it happens in the same season as relegation,” Wigan manager Roberto Mancini said. “You don’t normally get teams good enough to win the cup going down.”

Top-ranked Djokovic quickly overcame an early break to cruise past Spanish qualifier Albert Montanes 6-2, 6-3 and second-seeded Federer routed Italian wild card Potito Starace 6-1, 6-2 Tuesday to reach the third round of the Italian Open.

In the women’s tournament, the top-ranked Williams brushed aside Laura Robson 6-2, 6-2 a day after the rising British player had beaten her sister, Venus Williams.

Djokovic dropped his serve to fall behind 2-1 in the opening set but broke back immediately and took control from there against his 32-year-old opponent.

SAN ANTONIO — San Antonio held the Golden State Warriors’ vaunted backcourt to a miserly 13 points, laying the foundation for a 109-91 victory on Tuesday that gave the Spurs a 3-2 lead in the NBA Western Conference semifinals.

The Indiana Pacers also moved within one win of a place in the conference finals by beating the New York Knicks, taking a 3-1 lead. San Antonio’s Tony Parker had 25 points and 10 assists, Kawhi Leonard added 17 points, Danny Green scored 16 and Tim Duncan had 14 points and 11 rebounds for the Spurs.

But the story of the game was who didn’t score, much. Described by coach Mark Jackson as the “greatest shooting backcourt” in NBA history, Stephen Curry and Klay Thompson were held to 6-for22 shooting.

Curry finished with nine points, going 1 for 7 on 3-pointers, and Thompson was held to four points

while not even attempting a 3.

Curry has not missed any time since turning his right ankle late in Game 3, but the injury seemed to limit his explosiveness.

Leonard stripped Curry and then outran him to the ball midway through the first quarter, feeding Parker for an uncontested layup.

Rwanda building collapse kills 6, injures 30 Associated Press Writer

KAMPALA, Uganda - A four-story building under construction collapsed, killing at least six workers and injuring dozens more people, Rwandan police said Wednesday. Authorities were searching for survivors after the building collapsed late Tuesday afternoon in the eastern Rwanda district of Nyagatare, in what police called an “unfolding tragedy.”

At least 30 workers injured in the collapse are now being treated at a nearby hospital, said Christophe Semuhungu, the police spokesman for Rwanda’s Eastern Province.

It was yet clear what caused the collapse or even how many people are feared buried under the rubble.

In recent years, building collapses have become frequent in East and Central African countries as some property developers bypass regulations to cut costs.

In March, a building collapsed in the Tanzanian city of Dar es Salaam, killing at least 30 people.

PORT-AU-PRINCE, Haiti — Attorney Reynold Georges showed up with a judge and a police officer on a recent afternoon at Camp Acra, a cluster of tents and plywood shelters scattered across rocky hills dotted with trees in the heart of the Haitian capital.

The lawyer told the camp of some 30,000 people that they were squatting on his land and had to leave, witnesses said. If they didn’t vacate, he said he’d have the place burned down and leveled by bulldozers. Camp leader Elie Joseph Jean-Louis said other angry residents, who had lost their homes in a catastrophic 2010 earthquake, fought back by lobbing rocks at Georges and the people he had come with.

The camp residents managed to protect their homes that day but they also brought to life a far-reaching problem.

In the few weeks since the mid-April confrontation, their plight has become a symbol for what many say is the growing use of threats and sometimes outright violence to clear out sprawling displaced person camps, where some 320,000 Haitians still live.

The standoff set off a chain of events that left several shelters burned and a camp resident dead. It occurred a little more than a week before the human rights group Amnesty International issued a report on the jump in camp evictions in Haiti over the past year.

“This terrible event is proof of the consequences of continuing forced evictions in Haiti,” Javier Zuniga, a special adviser to Amnesty International, said in a statement about the

standoff. “They have been living in camps with appalling living conditions.

As if this were not enough, they are threatened with forced evictions and, eventually, made homeless again.”

Georges tells a different story. The former senator, whose most famous law client is former dictator JeanClaude “Baby Doc” Duvalier, denied that he had threatened residents, saying he was only there to show officials what he said was his land. “If they said that, they are crooks and liars,” Georges said of camp residents.

After Amnesty released its report, Haitian Prime Minister Laurent Lamonthe told The Associated Press that the government of President Michel Martelly was in fact trying to stop the evictions.

The government does not “believe in forced evictions,” Lamonthe said.

“There are some private owners that do it, but the government itself does not condone that.”

Haitians displaced by the earthquake are entitled to special legal protection under the UN Guiding Principles on Internal Displacement, which prohibit forced evictions unless necessary to protect the safety and health of those affected. National authorities are responsible for protecting and providing humanitarian assistance to those displaced people.

By all accounts, clearing the camps in a humane way reflects the epic challenge that Haiti still faces more than three years after one of the worst natural disasters in modern history.

The earthquake killed more than 200,000 people and displaced as many as 1.5 million others, a staggering number in a country of 10 million.

In its aftermath, settlements such as Acra sprang up around the crowded capital where land runs scarce, with people building shelters with debris, tree branches, salvaged timber, tarps from aid groups and bed sheets. The camps eventually became miniature cities with their own stores, barber shops, bars and churches. About 385 of the settlements are still standing.

Aid groups and officials from Martelly’s government say fewer visible encampments and a smaller number of displaced residents are proof Haiti is recovering. But housing advocates worry that many people are actually being evicted with no place to go, at the hands of authorities or people such as Georges who claim to own the land.

Evictions were far more common just after the quake, with the International Organization for Migration calculating that 6,650 people were forced from informal camps during the last six months of 2010.

Christian teacher to be tried in Egypt for insulting Islam Reuters

CAIRO - Egypt’s prosecutors on Tuesday referred a Christian schoolteacher to trial on charges of insulting Islam, judicial sources said.

Dimiana Abdel-Nour, who was arrested on Wednesday, was accused by her Muslim students’ parents of insulting Islam and comparing it to Christianity by saying that the late Coptic Pope Shenouda was better than the Prophet Mohammad.

Alongside the political and economic turmoil Egypt has endured since Hosni Mubarak was overthrown in February 2011, tensions have risen between Muslims and Christians, especially since the election of Islamist President Mohamed Mursi in June.

Christians make up about 10 percent of Egypt’s 84 million people and have complained that the authorities have failed to protect them since Mubarak was ousted, giving radical Islamists a free hand.

Last year, an Egyptian court sentenced a 17-year-old Christian to three years in jail for publishing cartoons on his Facebook page that mocked Islam and the Prophet, triggering sectarian violence.

Government extends logging ban to protect rainforest Agence France-Presse

JAKARTA - Indonesia has extended a logging ban to protect rainforests despite fierce industry pressure, the government said Wednesday, but green campaigners slammed the move as inadequate.

Vast tracts of the sprawling Indonesian archipelago are covered in trees, including some of the world’s most biodiverse tropical rainforest that is home to endangered animals such as orangutans, tigers and elephants.

But huge swathes have been chopped down by palm oil, mining and timber companies in Southeast Asia’s top economy, which has become the world’s third-biggest carbon emitter as a result.

Under a $1 billion conservation deal with Norway, President Susilo Bambang Yudhoyono two years ago signed the moratorium, which bans new logging permits for primary, or virgin, forest -- defined as forest not logged in recent history.

On Wednesday the government confirmed Yudhoyono had signed a two-year extension and the moratorium would remain in its original form.

“The extension on the moratorium of new permits will be in place for two years from when the presidential instruction is issued,” said a statement

from the cabinet secretariat.

Yudhoyono signed the extension on Monday, it said.

The ban applies to new permits for primary forest and peatland with the exception of projects already approved by the forestry minister and others considered vital, such as for power production, it said.

But Greenpeace criticised the government for not taking the opportunity to strengthen the ban.

“That is what’s really needed if we want to save Indonesia’s remaining tigers and orangutans, which are under threat from relentless palm oil and pulp and paper expansion,” said the group’s forests campaigner Yuyun Indradi.

Indonesia, the world’s top producer of palm oil that is used in many everyday items from soap to biscuits, has faced fierce industry pressure over the ban.

“The moratorium has already had negative effects on the economy, not just in the palm oil industry but the timber industry as well,” said Fadhil

Hasan, from the Indonesian Palm Oil Association.

The government says the moratorium has drastically reduced logging in a country with the world’s third largest amount of tropical forest.

Senior forestry ministry official Hadi Daryanto said that between 2000 and 2010, Indonesia lost around 1.125 million hectares (2.8 million acres) of forest each year.

But he said that at the end of 2011 this figure had been reduced to the equivalent of 450,000 hectares annually.

However, green groups say local authorities are using a murky web of local laws to open up new areas for exploitation despite the national ban, and much logging has continued illegally.

A glaring example is a plan in the province of Aceh on Sumatra island, supported by Jakarta, which activists say could open up a million hectares of protected forest for exploitation despite the moratorium.

TIMIKA - Rescuers struggled Wednesday to reach 25 workers trapped underground at a US-owned mine in remote eastern Indonesia after a tunnel caved in, with four others confirmed dead.

They cleared debris blocking the tunnel at Freeport-McMoRan’s Grasberg gold and copper mine with saws and wheelbarrows, but cramped conditions prevented them from using heavy earth-moving equipment.

Ten people were hauled out alive during overnight rescue efforts. But those still underground have been trapped for more than 24 hours since the accident early Tuesday high in the mountains of rugged Papua province.

The tunnel collapse is just the latest problem to hit the mine, where a major strike in 2011 crippled production.

“Rescuers worked throughout the night and managed to evacuate 10 survivors and four fatalities by this morning,” said Freeport Indonesia, the local subsidiary of the US firm, in a statement.Police said all 14 were Indonesians.

“A total of 25 workers are believed to be still trapped in the debris and rescue and recovery work is continuing,” said Freeport.

Those rescued were taken to a company hospital and were all in a stable condition, said Freeport.

The company previously said 37 people had been trapped when the tunnel collapsed as workers took part in a training exercise, but on Wednesday revised that figure up to 39.

ABOARD THE USS GEORGE H.W. BUSH -- The Navy for the first time Tuesday launched an unmanned aircraft the size of a fighter jet from a warship in the Atlantic Ocean, as it wades deeper into America’s drone program amid growing concerns over the legality of its escalating surveillance and lethal strikes.

The drone, called the X-47B, is considered particularly valuable because it’s the first that is designed specifically to take off and land on an aircraft carrier, allowing it to be used around the world without needing the permission of other countries to serve as a home base.

There has been increasing pushback against the use of drones from some nations that say the strikes cause widespread civilian deaths and operate with only limited oversight, eroding the U.S. image overseas. Navy officials say the drone will provide around-the-clock intelligence, surveillance and targeting capabilities.

The X-47B took off successfully Tuesday morning and made two low approaches to the ship before heading back toward land. The test aircraft isn’t intended for operational use; instead, the military is using the information it gathers during these demonstrations to develop the drone program. The Navy already operates two other unmanned aircraft, the small, low cost ScanEagle, which does not carry weapons, and the armed Fire Scout which is built more like a helicopter.

JAKARTA - President Susilo Bambang Yudhoyono has convinced the industrialists that Indonesia remained attractive to oil and gas investment.

The head of state made the statement when he opened the 37th Indonesia Petroleum Association (IPA) convention and exhibition at Jakarta Convention Center here on Wednesday.

“I would like to convince you that Indonesia remains an attractive country for both domestic and foreign investors to invest in oil and gas upstream sectors which are full of risk, solid in capital and technology,” President Yudhoyono told hundreds of participants of the IPA convention and exhibition.

The 37th IPA convention and exhibition 2013 from May 15 to 17 was themed “Promoting Investment in Challenging Environment”.

“The theme of the IPA convention and exhibition this year is very relevant with the intention of Indonesian

Government to push investment in oil and gas sectors,” the president said, adding that the oil and gas sectors were the national economic backbones and therefore its contributions should be sustained and increased.

Yudhoyono noted that geopolitically, there has been a shift in the area of energy use.

He said Europe was the biggest energy consumer in the past but now it has shifted to Asian region whose economic growth continued to develop.

The president added that the government also continued to improve investment climate in oil and gas sector through the Presidential Instruction (Inpres) No.2/2012 on the national increase in oil production.

Further, he added that the government in the long term has had a blue print to speed up oil and gas industrial development through the implementation of the Masterplan for Acceleration and Expansion of Indonesia’s Economic Development (MP3EI).

WELLINGTON - New Zealand on Wednesday gave the green light to an alliance between Qantas and Emirates, saying it will increase competition on the busy trans-Tasman route between Australia and New Zealand.

Transport Minister Gerry Brownlee said he had no objection to a deal, unveiled earlier this year, allowing the airlines to cooperate on passenger and cargo operations for an initial period of five years.

“There will be more sustainable competition and cost savings as a result of the alliance, as well as a commitment that the two airline applicants will maintain the number of seats that are operated across the Tasman,” he said.

“This should allow the low fares that passengers enjoy to be maintained.”

Brownlee said the link-up, which has already been approved

by Australia’s competition watch-

dog, was likely to boost tourist numbers to Wellington and Queenstown.

The deal will see Qantas switch its hub for European flights from Singapore to Emirates’ Dubai base as it attempts to turn around its struggling international business.

The Australian flag carrier and Emirates welcomed Brownlee’s decision, with Qantas chief executive Alan Joyce saying it would allow travelers to “connect more seamlessly” over the Tasman.

“This decision means that New Zealand consumers can tap into the lounges, frequent flyer benefits and destinations available under the joint Qantas and Emirates network,” he said.

Air New Zealand and Virgin Australia already have a transTasman alliance which was established in late 2010 and is set to be reviewed by regulators in Wellington and Canberra later this year.

PARIS - Global economies are on the mend, but growth is likely to remain below trend in India, the OECD said on Tuesday.

Looking at major global economies, an OECD statement said that “growth is returning to trend” in China, while in the United States the OECD’s composite leading indicator (CLI) “continues to point to economic growth firming.”

In the 17-nation eurozone, the CLI indicated “a gain in momentum,” although no detailed growth forecasts were issued.

The Organisation for Economic Cooperation and Development encouraged Portugal meanwhile to pursue “ambitious and courageous reforms to restore the sustainability of public finances, reduce external imbalances, and put its economy back on a path of strong, jobs-rich growth.”

The OECD’s leading indicators are mainly designed to point to turning points in economic activity.

“In Japan, it indicates that growth should remain above trend,” the OECD said, while in Germany, the biggest European economy, growth was tipped to return to its trend rate.

One less favourable outlook was issued for India, where the CLI “continues to indicate growth below trend.”

In Italy, the third biggest eurozone economy, the data indicated a positive change in momentum.

A separate statement said: “Despite the hardships brought about by the crisis, Portugal is now faced with a unique opportunity to modernise its economy, as well as building a fairer, more cohesive society and a more efficient, dynamic public administration.”

The OECD noted that the country has “recorded one of the sharpest re-

ductions in fiscal and external imbalances in the OECD since 2009.”

That has come at a cost however, with unemployment hitting a record 17.7 percent in the first quarter of 2013 amid widespread public discontent with political leadership in Lisbon.

After suffering an economic contraction of 3.2 percent in 2012 and faced with a forecast decline of 2.3 percent this year, Portugal could nonetheless benefit from an expansion of business activity on the order of 3.5 percent by 2020, the OECD estimated.

“Further reforms could bring even higher gains,” it added.

BANGLI has a unique temple showing a strong Chinese influence known as Dalem Balingkang Temple. Structure of the temple is unique because it was formerly said to serve as a palace to avoid the attack from other kings. Formerly, the Dalem Balingkang Temple belonged to the temple complex of Tanggun Titi—standing for the end of bridge and had a spring. In this temple complex lie some shrines dedicated to Ratu Ngurah Sakti Tanggun Titi, Ratu Mas Melanting, Ratu Sakti Gede Penyarikan and Sang Hyang Haji Saraswati.

The second complex after passing a square occurs a cangapit building, namely an entrance equipped with a monarchic sitting when the king watched the Jro Gede mepada surrounding the temple. The middle courtyard only has a few buildings, only consisting of a meeting hall, the abode of all deities and a shrine of Ratu Ayu Subandar.

The shrine is used to worship Kang Ci Wi and is highly believed

by Chinese descendant community to bring in blessings. In the main complex or innermost courtyard lies the worship place of Petak Grand Palace comprising the eleven and

nine-tiered meru shrines. Similarly, there is also ancestral worship of Dalem Balingkang in the form of brick chamber and seven-tiered meru shrine to remind of the Seven Deities. Besides, there are long pavilion with 24 columns and 20 columns as well as mundar-mundar pavilion with 16 columns.

History of the temple is much revealed in the Sukawana Inscription (Goris, 1954).

It said that Sukawana village was hit by storms and the palace of Jaya Pangus wa s b a d l y damaged, so that Jong Les moved to Balingkang.

Balingkang itself is derived from two words Bali + ingkang. Orally

and based on written evidence, it is associated with the wedding of King Jaya Pangus Harkajalancana who ruled during the period of Caka Year 1103-1191 or 1181-1269 AD. King Jaya Pangus had two queens, Paduka Bhatari Sri Parameswari Indujaketana and Paduka Sri Mahadewi Cacangkaja Cihna. In the existing

folklore, his Chinese wife was named Kang Ci Wi, namely a daughter of trader from China.

Then, the words Bali-Ing-Kang were combined into Balingkang. In the chronicle of Ulun Danu Batur Temple (Batur Temple) of Kintamani is mentioned about Ida Ratu Gede Ngurah Subandar or Kongco Cong Po Kong, where Empu Liem became the prominent assistant to teach war strategy and governed with principles of Asta Brata.

One of the war strategy relics is immortalized in the dance of Baris Dadap, Baris Tumbak, Baris Perisi or Baris Tamiang, Baris Bajra to Baris Cina.

Chinese influence is evidenced at a number of villages in Kintamani having geographical names derived from Mandarin words.

For example, the name of Pingan village is actually derived from the word Ping An meaning safety. Songan village comes from the Song An, Siakin village from the Sia In and Paketan village from Paket An. Early Chinese settlers also got farmland at Payangan and they gave litchi seedlings to the King of Bali.

The tradition of gallivanting show (ngelawang) is also similar to the tradition of Chinese Lion Dance coming from one house to another.

Many kinds of ornamental styles used to embellish the house and furniture in Bali are also adopted from Chinese arts.

Such diverse influences have been widely recognized as native culture to Bali. Even, Balinese traders believe that Kongco Cong Po Kong or Ida Ratu Gede Ngurah Subandar in Kintamani is a protector that gives blessing to their trade.

Likewise, the couple of deities called Rambut Sedana symbolized with the effigies made of perforated coins are believed to give a blessing to family. (puj)

The crowded patients and families in Sanglah Hospital is not given the chance to give their votes becuase there is no polling station there.

No polling station at Sanglah Hospital Denpasar (Bali Post)—

Information from the Electoral Commission (KPU) to exclude polling station at hospital resulted in confusion for patients and their attendants to vote on the election of Governor of Bali on Wednesday (May 15). Sanglah Hospital, for example, according to the Spokesperson on Tuesday (May 14) got some calls from treatment room asking if there would be a roving polling station at Sanglah Hospital so that patient and their attendants could vote at hospital.

“If there is no polling station, they (patient attendants—Ed) will be going home to vote,” said the officer. If the patients being treated at Sanglah Hospital could not vote, then about 500 votes would be being lost in vain excluding the patient attendants.

Estimated, a total of more than 1,000 votes could not be distributed on the Election Day. Spokesperson of Sanglah Hospital, Kadek Nariyantha, explained there was no letter or further information from the Electoral Commission regarding the availability of roving polling station to Sanglah Hospital.

“Until now, there has been no letter or information regarding the roving polling station,” he said.

Some patient attendants preferred watching their ill family to going home to vote. As described by Fendy Sulistiawan, 25, a resident living on Jalan Raya Sesetan. He said he could

not go home to vote because he preferred to wait for his father who was in comma as suffering from diabetic.

“If I go home, nobody will be waiting my father,” he said.

Similar expression was revealed

by Wayan Sudiani and Wayan Merta.

These residents of Bebandem, Karangasem, did not know for sure whether they would go home to vote or not.

“We prefer to give priority to our family being treated at Sanglah Hospital,” said Merta. They hoped there would be a polling station at the hospital so that they could vote with family.

Another opinion was given by Nengah Sutama, 40, a patient treated in Angsoka Room. Due to undergoing surgery on the neck, Sutama from Bangli should get treatment on the Election Day. “I actually want to vote.

But with this condition, of course, I cannot go home,” he said. Sutama hoped there would be roving polling

station to Sanglah Hospital, so that he could vote.

Different opinion was presented

by Ratna, a resident from Bajera, Tabanan. She was more concerned with her recovery than thinking about voting or not. “If there is roving polling station, I’ll surely vote. Otherwise, it does not matter and I’ll just focus on my recovery,” she said.

If Sanglah Hospital had not got information from the Electoral Commission, the Wangaya Hospital had made coordination with the Denpasar Electoral Commission regarding the election for patients on the gubernatorial election. Deputy Director in charge of General Administration, I Made Maja Winaya, explained that based on information from the Denpasar Electoral Commission the patient attendants could vote at the nearest polling station by presenting a C6 letter. “Patients will be provided with roving polling station coming to the hospital after 12:00 noon provided that the patients can present a C6 letter. Otherwise, patients cannot vote,” said Winaya.

The roving polling station coming to Wangaya Hospital was from the nearest polling station. Its arrival would also depend on the availability of residual ballots at the polling station. (san)

Bali gubernatorial election, all schools dismissed

On Wednesday (May 15), all the people of Bali having met the requirements to use their voting right elected one of the two candidate pairs of the governor and deputy governor of Bali which would lead Bali next five years. In connection with the Bali gubernatorial election, all schools in Bali were dismissed.

Aside from schools, the government offices were also given time off to vote. Community was asked to keep conduciveness during the implementation of the election so that it could run safely, orderly and peacefully.

When contacted on Tuesday (May 14), the Head of Bali Education Agency, AA Gede Ngurah Sujaya, said the policy to dismiss the entire schools in Bali was based on the circular from the Ministry of Home Affairs. When the voting took place, all the students were given the opportunity to study at home or dismissed. “This policy is in accordance with the circular of the Minister of Home Affairs related to regional leader election. So, all the schools are dismissed,” he asserted.

In this regard, the Head of the Education Agency of all counties/municipality across Bali had notified the principals.

Furthermore, the principals informed their students. “We have announced it to all the principals. Coinciding with the voting day, all schools are dismissed,” said the Head of Denpasar Education Agency, IGN Eddy Mulya.

According to Eddy Mulya, his party had received a circular sent by Bali Province on Monday afternoon (May 13). After receiving the letter, his party immediately contacted the principals throughout Denpasar. “So, we have contacted all the schools yesterday,” he said.

Drainage work on a road at Tegal Badeng Barat has been complained by road users as the project materials have been just placed on the road creating mud. The 900 meter project was in two banjar, Banjar Anyar and Banjar Tengah. When met last Tuesday (14/5), locals hoped the project materials will be placed much closer to the roadside and not to disadvantage public priorities.

The project is part of the National Program for Village Supply (PNPM-PD) with budget IDR 213 million.

Head of the Activity Management Team of the PNPM, Komang Deermen, stated that the team has socialized it to the locals and they are obliged to maintain the road. Head of the Village, Ketut Wetrem, stated his side will try find a solution so the materials won’t block any road users.

Head of the Village Development Board also Supervisor Head, Sukirman, stated the space for materials have been hard to find.

This road has no alternative road and this project has been facing several problem such as shortage on rocks. The project should have been completed 70 percent and only 50-60 percent is done.

BEIJING - China is trying to strengthen its claim on tiny, uninhabited, Japanese-controlled islands by raising questions about the much larger Okinawa chain that is home to more than a million Japanese along with major U.S. military installations. The tactic, however, appears to have done little but harden Tokyo’s stance.

Japan refuses to offer any concessions to China over Tokyo’s control of the uninhabited East China Sea islands, which are called Diaoyu by China and Senkaku by Japan. Tokyo issued a formal protest to Beijing over the comments about Okinawa, made last week in the ruling Communist Party’s flagship newspaper, the People’s Daily.

Scholars in Japan and elsewhere, meanwhile, warn Beijing may be shooting itself in the foot by arousing fears of a creeping campaign to nibble away at Japanese territory.

“If China’s goal is to hold talks with Japan over the Senkakus, articles

like these are counterproductive,” said M. Taylor Fravel, a Chinese foreign policy expert at the Massachusetts Institute of Technology.

“As a result, Japan has an even stronger incentive now to stand firm with China and not hold talks.”

The Diaoyu issue has rarely been out of the headlines in China since Japan’s government bought the islands in September to preempt Tokyo’s pugnacious former mayor from doing so.

Although the Japanese government purchase was ostensibly aimed reducing tensions, the move was seen in China as an attempt to so-

lidify Tokyo’s sovereignty over the islets. Outraged Chinese staged violent street protests and attacked Japanese property, while the government backed up its objections by dispatching patrol boats to confront Japanese ships and sending a surveillance plane into Japanese airspace. While the sides have avoided clashes, the situation remains tense and neither side has backed down.

The comments about Okinawa appeared in a scholarly editorial in People’s Daily, in an apparent attempt to weaken the historical basis of Japan’s claim to the Senkaku islands by questioning the legitimacy of its control over the entire Okinawa chain. Its authors, Li Guoqiang and Zhang Haipeng, are prominent academics at the government’s Chinese Academy of Social Sciences and the editorial is believed to have received high-level approval.

US diplomat ordered to leave Russia in spy case

MOSCOW - A U.S. diplomat was ordered Tuesday to leave the country after the Kremlin’s security services said he tried to recruit a Russian agent, and they displayed tradecraft tools that seemed straight from a cheap spy thriller: wigs, packets of cash, a knife, map and compass, and a letter promising millions for “longterm cooperation.”

The FSB, the successor agency to the Soviet-era KGB, identified the diplomat as Ryan Fogle, a third

secretary at the U.S. Embassy in Moscow, detaining him briefly overnight.

It alleged that Fogle was a CIA officer trying to recruit a Russian counterterrorism officer who specializes in the volatile Caucasus region in southern Russia, where the two Boston Marathon bombing suspects had their ethnic roots.

Fogle was handed over to U.S. Embassy officials, declared persona non grata and ordered to leave Russia immediately. He has diplomatic immunity, which protects him from arrest.

The State Department would only confirm that Fogle worked as an embassy employee, but wouldn’t give any details about his employment record or responsibilities in Russia. Some officials also referred inquiries to the CIA, which declined comment.

Fogle was the first American diplomat to be publicly accused of spying in Russia in about a decade. While relations between the two countries have been strained, officials in both Washington and Moscow sought to play down the incident.

The Russian Foreign Ministry summoned U.S. Ambassador Michael McFaul to appear Wednesday in connection with the case. McFaul said he would not comment on the spying allegation.

Russian officials expressed indignation the U.S. would carry out an espionage operation at a time when the two countries have been working to improve counterterrorism cooperation. “Such provocative actions in the spirit of the Cold War do nothing to strengthen mutual trust,” the Foreign Ministry said.

Russia’s Caucasus region includes the provinces of Chechnya and Dagestan. The suspects in the April 15 Boston Marathon bombings - Dzhokhar Tsarnaev and his elder brother, Tamerlan, who was killed in a manhunt - are ethnic Chechens.

Tamerlan spent six months last year in Dagestan, now the center of an Islamic insurgency.

U.S. investigators have been working with the Russians to try to determine whether Tamerlan Tsarnaev had established any contacts with militants in Dagestan.

Ice melt, sea level rise, to be less severe than feared: study Reuters

OSLO - A melt of ice on Greenland and Antarctica is likely to be less severe than expected this century, limiting sea level rise to a maximum of 69 cm (27 inches), an international study said on Tuesday. Even so, such a rise could dramatically change coastal environments in the lifetimes of people born today with ever more severe storm surges and erosion, according to the ice2sea project by 24, mostly European, scientific institutions.

Some scientific studies have projected sea level rise of up to 2 meters by 2100, a figure that U.N. SecretaryGeneral Ban Ki-moon has called a worst case that would swamp large tracts of land from Bangladesh to Florida. Ice2sea, a four-year project to narrow down uncertainties of how melting ice will pour water into the oceans, found that sea levels would rise by between 16.5 and 69 cm under a scenario of moderate global warming this century.

“This is good news” for those who have feared sharper rises, David Vaughan, of the British Antarctic Survey who led the ice2sea project, told Reuters in a telephone interview.

“But 69 cm is a very real impact ... it changes the frequency of floods significantly,” he said. And seas would keep rising for centuries beyond 2100, in a threat to coastal cities and low-lying islands such as the Maldives or Tuvalu.

Ice2sea said a thaw of Antarctica, Greenland and glaciers from the Alps to the Andes would contribute between

3.5 and 36.8 cm to sea level rise this century. The fact that water expands as it warms would add another 13 to 32 cm, Vaughan said. Some other scientists disputed ice2sea’s projections.

“I think the numbers are too low,” Dorthe Dahl-Jensen, an ice expert and professor at the Niels Bohr Institute in Copenhagen, told Reuters.

She said ice2sea wrongly assumed a slowdown in the rate of ice discharge from Greenland.

ANTARCTIC SNOW Sea levels rose by 17 cm last century and the rate has accelerated to more than 3 mm a year. A third of the current rise is from Antarctica and Greenland - equivalent to emptying 138 million Olympic-sized pools into the sea every year.

One factor likely to offset sea level rise, ice2sea said, is that warmer temperatures will result in more snow, especially over Antarctica, locking in the moisture on land. It also played down worries of a runaway melt of

Greenland, and of the breakup of major Antarctic ice shelves.

Governments want to know future sea levels to plan sea barriers and regulations for everything from vacation homes to nuclear power plants by the coast. And every extra centimeter means big costs. A Dutch commission planning to bolster sea defenses, for instance, has advised spending more than 100 billion euros ($130 billion) by 2100 to strengthen dykes and other barriers for a worst case scenario of a 1.2 meter North Sea rise by 2100.

The ice2sea study also said that a survey of experts’ opinions showed there was a less than one-in-20 risk that melting ice sheets would contribute more than 84 cm to sea level rise this century. Taken with thermal expansion, that would mean a sea level gain of just over a meter, Vaughan said.

Almost 200 governments have agreed to work out a U.N. deal, by the end of 2015, to combat global warming that would help limit temperature rises and rising seas.

Dogs and Humans Evolved Together, Study Suggests

It isn’t clear precisely when wolves were tamed and transformed into man’s best friend, and the date has been hotly debated. An ancient, doglike skull uncovered

in the Siberian Mountains suggested that the first dogs were domesticated around 33,000 years ago from gray wolves. But genetic analysis suggested dogs in China were domesticated only about 16,000 years ago.

In any case, most researchers agree that by about 10,000 years ago, dogs were firmly ensconced in human society. Some studies show that the wild dogs of South China may have been the first domesticated canines.

To understand this domestication, Guodong Wang, a genetics researcher at the Chinese Academy of Sciences, and his colleagues analyzed the DNA of four gray wolves, three indigenous Chinese dogs and a German shepherd, a Belgian Malinois and a Tibetan mastiff.

The DNA suggests that the gray wolves split off from the indigenous dogs about 32,000 years ago, the researchers said.

“Chinese indigenous dogs might represent the missing link in dog domestication,” the researchers write in the paper.

Since then, dogs’ evolution has been gradual, and there were no sharp decreases in the dog population over time, suggesting dogs gradually became domesticated, after many years of scavenging from humans.

Furthermore, Aidil said that in early 2013 the banking sector in Bali was still capable of undertaking a strong expansion. Some banking performance indicators still grew high. “Indicators of the banking are still growing high,” he said.

In terms of the demand, Aidil said that investment was still the main support to the economic growth in harmony with the rampant development of the multi-year infrastructure undertaken in the first quarter of 2013 as the preparation for the APEC Summit.

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

LOS ANGELES — In her bad girl days, Angelina Jolie’s body was a billboard for tattoos that said such things as “Billy Bob.” Now she’s sharing intimate details of her anatomy to help women at risk, going public with her preventive double mastectomy to greatly reduce her high odds of breast cancer.

It’s the latest peak in Jolie’s turn-around from hedonist to humanitarian, party girl to inspirational poster girl. The way she went public with her medical story on her own terms, in her own time — with a New York Times op-ed piece Tuesday that caught the media fishbowl of Hollywood completely by surprise — reveals a woman who once seemed out of control to be one of Hollywood’s most forceful and compassionate stars, using her fame with surgical precision to promote matters dear to her.

“I’m in awe of her. She remains one of the most inspiring women that I’ve ever encountered,” said former Paramount Pictures boss Sherry Lansing, who heads the Sherry Lansing Foundation for cancer research. “By letting people know about her personal issue, she is touching countless women who have the same genetic mutations, and she is showing them that they have choices and they can be empowered and can take care of their own health.

And by doing so, I believe she is going to save countless lives.”

Jolie’s come a long way from her wild-child days of 10 or 12 years ago. She was branded a homewrecker when she took up with Billy Bob Thornton, who broke up with Laura Dern and married Jolie. Thornton and Jolie were a tabloid writer’s dream team, an odd couple who wore lockets with a drop of each other’s blood.

CANNES, France — The Cannes Film Festival is getting under way with a blockbuster day of Steven Spielberg and Baz Luhrmann’s “The Great Gatsby.”

The French Riviera extravaganza began on a rainy Wednesday, where the prestigious festival was to open with the 3-D adaptation of F. Scott Fitzgerald’s novel. Spielberg is serving as jury president of this year’s Cannes, presiding over a particularly starry group including Nicole Kidman, Ang Lee and Christoph Waltz.

“Gatsby” is making its European premiere Wednesday night, nearly a week after opening in North America. Such timing is atypical for Cannes, but the glamorous, flashy film is otherwise perfectly in line with the glitzy festival. It also returns Leonardo DiCaprio to Cannes’ famous red carpet.

Kamil Malik said that the election in Bali has been cone according to the national standard starting from the schedule, data, campaign

until the election. “In Bali there is uniqueness where all of the officers in the election polls using the traditional Balinese costume as well as

the voters,” he added.

He also explained that the level of participation of the voters were very high. Since early in the morning, the people were queuing to give their votes. “I see that they were not only gave their votes but also interact with each other. There were no strange things happened though,” Kamil added.

Vote Letter During his visit to the election poll, Kamil also gave his explanation about the vote letter in Bali

which was causing some problem earlier. This is because the first candidate put the logo of his party there. However, he was strictly stated that it is not violation.

“The election is running so it is proving that both of the candidates agreed on the letter. All of us must aware of this and so the elected Governor and Vice Governor can be established without any problem,” he added.

However different statement was said by Muhammad Al Hamid. He

still thinks that the vote letter is not suitable with the rules because according to the rule, on the letter only can be put photo, names and number.

“It doesn’t mean that we will not process this violation but we think that the election must be carried out,” he added. He also gave the possibility that one candidate may put in a law suit regarding the vote letter. “We certainly don’t hope that to happen because it will give huge political and social impact,’ Al Hamid said.
