U.S. authorities said they had found no direct links between Islamic State and Mateen, the U.S.born son of Afghan immigrants who killed 49 people at a gay nightclub in Orlando on Sunday. Mateen, 29, was shot dead by police who stormed the Pulse club with armored cars after a threehour siege. In 911 calls during his rampage, the killer expressed allegiance to Islamic State leader Abu Bakr al-Baghdadi. But Federal Bureau of Investigation Director James Comey said Mateen had made comments favorable to multiple armed Islamist movements and people, which “adds a little bit to the confusion about his motives.” President Barack Obama said Mateen was likely a homegrown extremist. “So far, we see no indication that this was a plot directed from outside the United States and we see no indication that he was part of any kind of network,” Comey told reporters in Washington. “We’re highly confident this killer was radicalized at least in some part through the internet.” Islamic State, which controls territory in Iraq and Syria, reiterated on Monday a claim of responsibil-
ity, although it offered no signs to indicate coordination with the gunman. In calls to authorities on Sunday, Mateen also mentioned support for the Boston Marathon bombers and a Florida man who became a Nusra Front suicide bomber in Syria, Comey said. Nusra is an al Qaeda offshoot which is at odds with Islamic State in Syria’s civil war. Co-workers reported Mateen to the FBI in 2013 after he had made “inflammatory and contradictory” statements, including a claim that he had family connections to al Qaeda and membership of Shi’ite militant group Hezbollah, a bitter rival. The FBI’s Miami office investigated Mateen for 10 months and interviewed him twice but found no evidence of a crime or connection with a militant group. Prof. I Nyoman Darma Putra, Director of the Tourism Graduate Program at the Udayana University, assessed the determination of Balinese classical dance as intangible cultural heritage by the UNESCO provides many advantages. Such international recognition shows that tourism in Bali is developed and the culture remains sustainable.
“In the past, a lot of people said that tourism disrupted culture where dances would be commercialized. But the acknowledgment of the UNESCO has showed that tourism is also advanced in harmony with the sustainability of culture chiefly the dance,” he explained, Monday (Jun. 13). Additionally, the inclusion of Balinese classical dance in the world cultural heritage shows that Balinese people have got an achievement in the arts, in the preservation of cultural heritage. It is time make the predicate of the UNESCO a benchmark to continuously develop the Balinese classical dance and other growing arts so that they are becoming stronger evidence that tourism in Bali develops, while culture is still sustainable. Determination of Balinese classical dance will also make the image of Bali increasingly brilliant as a cultural tourist destination. The development of Bali tourism is determined by many things. Thus, it is certainly difficult if the determination as world cultural heritage by the UNESCO will have a direct impact on tourism business. “Tourism business is something complex, either due to transportation, many flights, accommodation, facilities and the attraction of Balinese arts. Obviously if the Bali tourism increases, one of which giving the contribution is the culture including the Balinese

SINGARAJA - Lately domestic travelers in Buleleng are increasingly interested in visiting coral reef garden on Penimbangan Beach, Singaraja. It is inseparable from the ‘word of mouth’ promotion carried out by members of fishermen group on the local beach, so that travelers are getting interested in watching coral reef garden on this beach. According to Agus, so far the visitors to Penimbangan Beach are mostly family groups. To that end,
the marine tourism on offer tends to be used as a medium of learning for children or elderly people spending holiday on Penimbangan Beach by providing direct information related to marine life ranging from coral reef to fish species being endemic on Penimbangan Beach. “Since most visitors are children and some adults, then I am trying to develop it into a direct medium of learning related to coral reef or ornamental fish here,” he explained. On the other hand, Agus revealed that a few years before the coral reef on the beach suffered severe damages. It happened due to catching fish was not carried out in an eco-friendly way. In addition, waste pollution or stream flooding in rainy season coming down on the beach also aggravated the condition
of this beach. Currently, fishermen with third parties including local government vigorously preserve the coral reef on Penimbangan Beach. The preservation includes the prevention of marine debris that can disturb coral reef and supervision against non-eco-friendly fishing. Moreover, transplantation of coral reef by third parties together with the government has also been done within the past few years. As a result, the coral reef garden can now grow back to normal. “Fisherman have owned awareness and they also jointly preserve the coral reef from contaminating marine debris, so that the coral reef garden on the coast is well preserved and increase the tourist attraction in our region,” said Agus. Scientific robots to swim in Bay of Bengal in monsoon study
NEW DELHI — To better understand and predict South Asia’s seasonal monsoon, scientists are getting ready to release robots in the Bay of Bengal in a study of how ocean conditions might affect rainfall patterns. The monsoon, which hits between June and September, delivers more than 70 percent of India’s annual rainfall. Its arrival is eagerly awaited by hundreds of millions of subsistence farmers, and delays can ruin crops or exacerbate drought. Yet, the rains are hard to predict and depend on the complex interplay between global atmospheric and oceanic movements in ways not yet fully understood. They can be affected by weather phenomena such as El Nino, and could become even more erratic with climate change and even air pollution. “It’s such a complex system,” said oceanographer Ben Webber at the University of East Anglia’s School of Environmental Sciences, the UK university leading the $11 million project. Still, “the processes that occur in the Bay of Bengal are not well understood.” One of the biggest mysteries is how the water currents work, with colder and fresher water streaming into the northern part of the bay, while warmer and saltier water flows in further south from the Arabian Sea. The colder water tends to stay at the surface, while warmer saline
water swirls in below. But as the two masses mix, the warmer water moves toward the surface and releases heat and moisture, which then powers atmospheric storms. While scientists have known that small changes in the water’s surface temperatures can have a big impact, they have never thoroughly studied those temperature changes during the monsoon season — partly because working from a ship during severe weather involves navigating strong winds and high waves. “We don’t know what we’re going to find. There’s been so little observation,” Webber said. “We may confirm what we think theoretically. But we really don’t know. It’s quite exciting.” Working from an Indian research ship departing the southern port city of Chennai later this month, the British scientists will spend a month at sea releasing seven underwater robots across a 400-kilometer (250mile) stretch of water. The torpedoshaped robots are programed to navigate up and down through the water to a depth of 1,000 meters (3,280 feet), measuring the water salinity, temperature and current
and transmitting the data to a satellite. At the same time, scientists from the University of Reading and the Indian government in a related study will take atmospheric measurements. By comparing the two sets of data, scientists hope to better understand how ocean conditions affect monsoon patterns. This year’s monsoon arrived at the southernmost tip of the subcontinent on June 8 — a week later than usual — and has been slow in moving north and relieving a drought devastating wide swathes of central, eastern and northern India. On Tuesday, Indian Meteorological Department officials advised farmers in Maharashtra to delay planting seeds for their next crops until the rains reached the parched central state, which they said would likely happen after Thursday. About 18 percent of the country’s economy comes from agriculture. “Do not undertake sowing operations till the onset of monsoon,” the deputy head of the department’s agricultural meteorology division N. Chattopadhyay told reporters in order to convey the advice to farmers. “It is necessary to have good monsoon rainfall consistently for a few days for the seeds to grow into a good crop.” (ap)

Apple makes Siri smarter, rolls out software improvements SAN FRANCISCO — Apple is working to make its iPhone and other gadgets smarter, responding to competitors’ recent moves by building more artificial intelligence into its Siri digital assistant, photos, maps and other online services. The tech giant kicked off its annual software conference by announcing new software features for the Apple Watch and Apple TV, as well, while unveiling a new design for the Apple Music service. It’s also extending Apple Pay to the web, so users can pay for purchases made on their Mac computers using the fingerprint authorization on their iPhone or Apple Watch. Most of these new features won’t arrive until this fall. At a time when sales of its flagship iPhone are slowing, Apple seemed determined to show that it can make its gadgets indispensable, or at least as useful as its competitors’ products. Still, the tech giant is taking a cautious approach to integrating computer intelligence into its online services. While Apple is opening its text messaging service to outside app-builders, for instance, Apple made no mention of adding the kind of intelligent programs, or “chatbots ,” that competitors are all rushing to build into their messaging platforms. Apple executives also stressed their efforts to safeguard users’ privacy even while providing recommendations and suggestions based on individual user information. The company says it’s committed to keeping most
user data encrypted on individual iPhones or other devices, rather than uploading information to process on Apple’s servers. Experts say that can make it more difficult to analyze information and provide useful services, but Apple says its software can still be helpful. Apple’s oncemaligned Maps service, for example, will offer traffic information, location-based restaurants for things like restaurants, and let users connect with outside apps to do things like make a reservation or call a car service. For some features, however, Apple says it’s starting to upload some user data to analyze for broader trends or patterns, but it vowed that information will be “anonymized.” “We believe you should have great features and great privacy,” said senior vice president Craig Federighi. Apple’s wisecracking digital assistant will play a larger role in the company’s products. On Monday, Apple announced that Siri will be coming to Mac desktop and laptop computers, where it can locate files and perform other feats. Siri will also gain new capabilities with Apple TV, where it will let you launch live TV viewing with voice command and search YouTube and the iTunes store for videos. Perhaps more important, Apple is letting Siri work with applications made by other companies. The change will open up new ways for Siri to help iPhone owners get things done more quickly. (ap)

Based on official data in the Klungkung Tourism Office in 2015, the tourist visit reached 372,051 foreign travelers. Of this number, the destinations visited include the Kertagosa (43,683 people), Goa Lawah (57,550 people), Bakas Levi Rafting (6,110
people) and Nusa Penida (264,708 people). “This figure increased by about 10 percent from the previous year,” said I.B. Buana. In the meantime, until May 2016, the tourist visit to Nusa Penida is also the highest compared to other tourist destination in mainland Klungkung. The figure includes the visit to Kertagosa (12,779 people), Goa Lawah (19,758 people), Bakas Levi Rafting (3,094 people) and Nusa Penida (97,833 people).
“Tourist visit remains stable and probably it exceeds the visit in 2015,” he explained. NEGARA - Coastal safety levee of Yehembang village, Mendoyo, Jembrana, was broken down due to continuously battered by tidal waves with the height of up to five meters. The coastal safety levee using concrete stones has been broken down at three points since last week and the length even reached more than five meters. The broken down coastal safety levee established in 2013 now threatens the existence of cemetery of Yeh Embang customary village and the Rambut Siwi Temple, especially the Goa Tirta Temple. Jero Mangku Suardana said on
Monday (Jun. 13) that the collapse of the levee about four days ago happened because it was constantly battered by tidal waves. He hoped that the levee can be repaired immediately so that the breakdown will not be widespread. If it does not get immediate handling, the existence of Goa Tirta Temple will be threatened. In the meantime, the headman of Yehembang, Made Semadi, when asked for his confirmation justified if the coastal safety levee of Yeh Embang has been broken down at three points. He has already checked the breakdown located at three points.
Two points are located in the south of local cemetery and another point is located in the south of the Goa Tirta Temple of Rambut Siwi. Other than reporting to local government, he has backfilled the breakdown by means of soil and the levee by using gravels. For the time being, his authority can only overcome the location in the south of local cemetery because the broken down is not too severe. “Together with people, we conduct mutual cooperation. According to him, farmers of Subak Bekukih are curious because they originally suspected if the flow of springs from the cave or tunnel was blocked due to possibility that the cave bed collapsed. However, there is no blockage. “The springs are indeed shrinking,” said Dipta, the former headman of the territory of Tirtagangga Park. Dipta said that local residents at Ababi do not know exactly why all the springs continue to shrink. However, one of the causes is the rainfall continuing to decline with increasingly short rainy season. In addition, the slope of Mount Agung as the
source of catchment and infiltration of rainwater has experienced denudation. He added that in the future Ababi will no longer be willing if their springs are shared to be flowed to other villages, including as the raw water for the municipality waterworks (PDAM). It is based on consideration that residents and farmers of Ababi village have lacked of water. All this time, many springs of the village have been streamed and shared by the PDAM. “Most paddy fields at our village are in drought. As a result, farmers must switch to cultivate corn, sweet potatoes or other horticultural plants such as marigold and garden balsam. The commu-
nity of being proud to be farmers (Bajatani) of Ababi village led by Ketut Semadiyasa continuously provide dissemination and training as well as encourage farmers to remain proud of farming,” said Dipta. Seeing the aspirations of villagers and farmers, Dipta asked that no more parties will be allowed to tamper with the springs at the Ababi village. He got information if the springs at Tirtagangga will be shared again by the PDAM Karangasem in cooperation with the management of Tirtagangga Park. PARIS - Hundreds of buses carried protesters from all over France into Paris on Tuesday for a demonstration against planned changes to labour laws that would make hiring and firing easier. Police have clashed repeatedly with violent youths on the fringes of rallies over the last few weeks and although public-sector strikes are waning, the CGT labour union said the Paris march would be the biggest show of strength for three months. “This is not the end,” CGT leader Philippe Martinez said. “The struggle is far from over.” The CGT, backed by smaller unions in a campaign of strikes and protests, is sparring for pole position with another big union that backs the reform that would also devolve setting of pay and working conditions more extensively to company level.

With economic view hazy, a waitand-see Fed message expected
WASHINGTON — It’s all about the data. For months, the Federal Reserve has said that once economic data showed a consistently healthy economy, it would be time to resume raising interest rates. And for almost as long, the data has shown improvement and suggested that a rate hike was likely this summer. That was then. This month, when the government issued a surprisingly bleak hiring report for May, it suddenly raised doubts about the health of the job market. And it caused most Fed-watchers to put off their predictions for the next Fed rate hike into the fall. So when the Fed issues a statement after a policy meeting ends Wednesday and Chair Janet Yellen holds a news conference, a wait-and-see tone is expected. The Fed will likely echo the message Yellen sent in a speech last week: That while the U.S. economy looks fundamentally solid and higher rates will come eventually, too many uncertainties exist to say when the Fed might raise rates again. Among the uncertainties Yellen highlighted is a June 23 referendum in Britain over whether to leave the European Union. A yes vote could roil financial markets, and the Fed wouldn’t likely want to further unnerve investors with a rate hike just a week before that vote. Economists who foresee no rate hike before September say the Fed won’t have a clear enough picture of the economy before then to raise rates and make borrowing more expensive. The biggest uncertainty is whether the job market has succumbed to a prolonged slump or is merely enduring a brief pause. The government’s May jobs report showed that employers added just 38,000 — the
weakest monthly gain in five years — and that job growth has averaged only 116,000 the past three months, down from an average of 230,000 in the 12 months ending in April. Other economic barometers have also sowed doubts — from tepid consumer spending and business investment to a slowdown in worker productivity to stresses from China other major economies. And inflation has remained persistently below the Fed’s 2 percent target. “While the global economy has stabilized in the sense that it is not dropping like a rock, global economic growth remains anemic at best,” said Sung Won Sohn, an economics professor at California State University, Channel Islands. “Given all the uncertainties on economic growth and continued low inflation, there is no need to rush to hike interest rates.” Sohn foresees just one Fed rate hike this year, probably in September, with the central bank then moving to the sidelines in the closing weeks of the presidential race. But Diane Swonk, chief economist at DS Economics in Chicago, said she thinks the Fed could raise rates in July if the June jobs report shows a robust rebound and financial markets remain calm after Britain’s vote on leaving the EU. “ I think there would be enough people on the Fed who would be ready to move,”

NGO urges government to Castration executor to be governed be transparent on scrapping by government regulation: Minister regional regulations JAKARTA - The government should release details on 3,143 regional regulations scrapped by the Interior Ministry, according to Research Director of Setara Institute Ismail Hasani. “Details should be furnished whether the revoked regional regulations include those that are intolerant and discriminatory in nature,” he noted in a statement here, Tuesday. The National Commission for Anti-Violence against Women had conducted a study that found 365 discriminatory regional regulations, while the Interior Ministry found only 21 such regulations. “The Setara Institute has recorded that 53 regional regulations are discriminatory in nature and concern religious matters,” he revealed. President Joko Widodo recently announced
that the Interior Ministry had scrapped 3,143 regional regulations as they were believed to hinder regional economic growth and lengthen the bureaucratic process. The regulations were also viewed as having complicated the investment and business licensing process or having contradicted with higher laws. The number of scrapped regulations was the highest since the implementation of regional autonomy. During the 2002-2009 period, a total of 2,246 regional regulations were scrapped, 1,501 regulations in 2010-2014, and 139 from November 2015 to May 2016. Hence, in total, the government has scrapped 7,029 regional regulations since 2002.(ant)
JAKARTA - The executor of the chemical castration punishment for convicted child sex offenders will be governed by a government regulation, according to Law and Human Rights Minister Yasonna Laoly. Laoly made the statement in response to the Indonesian Physician Associations (IDIs) rejection of chemical castration and its refusal to be the executor of the punishment as it runs counter to the medical code of ethics. “If the IDI refuses to be the executor, we will find other doctors who are ready to mete out the punishment since it will be imposed based on the order of the law,” the minister remarked after the launch of a book on “Digital Bureaucracy” here on Monday night.
However, Laoly affirmed that he respected the decision and the stance taken by the IDI since he believed that any professional organization had the right to voice its rejection. On May 25, 2016, President Joko Widodo had signed the Government Regulation in Lieu of Law (Perppu) No.1 of 2016 on protection of children, according to which, perpetrators of sexual abuse on children are liable for punishment in the form of chemical castration. However, the law and human rights minister explained that Perppu No.1 of 2016 will not impose castration penalty on a child sex offender immediately as its provisions will be set later through a government regulation.(ant)

PARIS - A suspected Islamist attacker stabbed a French police commander to death outside his home and later killed his companion, a policewoman, in an attack claimed by Islamic State and denounced by the government as “an abject act of terrorism”. The assailant, a 25-year-old Frenchman of Moroccan origin, was jailed in 2013 for helping Islamist militants go to Pakistan and had been under security service surveillance, including wiretaps, at the time of the attack, police sources said. The attacker filmed part of the assault live on the social network Facebook, according to David Thomson,
a journalist specialised in radical Islamists. In his Facebook message, he linked the attack to the Euro 2016 soccer tournament now under way in France, saying: “The Euros will be a graveyard.” The attacker, named by police and justice sources as Larossi Abballa, knifed the 42-year-old commander repeatedly in the stomach on Monday evening.

Philippines condemns execution of Canadian by al Qaeda-linked group
TORONTO - The Philippines confirmed on Tuesday the execution of a Canadian who had been held hostage by the al Qaeda-linked Abu Sayyaf Islamist militant group on a remote southern island with three other people since September 2015. Canadian Prime Minister Justin Trudeau said in Toronto on Monday that it appeared the second execution of a Canadian hostage by Abu Sayyaf in recent months had taken place. That was later confirmed in Manila. “We strongly condemn the brutal and senseless murder of Mr. Robert Hall, a Canadian national, after being held captive by the Abu Sayyaf group in Sulu for the past nine months,” outgoing Philippines President Benigno Aquino said in a statement. A Philippines military spokesman said earlier a severed head had been found near a Catholic cathedral on a remote southern island late on Monday. No identification had been made yet. Hall was taken captive by the militants with three others from an upscale resort on Samal island, hundreds of miles east of Jolo. Another Canadian who was held captive, former mining executive John Ridsdel, was executed by the group in April. A Norwegian man and a Filipina are still being held. PRETORIA - Oscar Pistorius must pay for murdering his girlfriend Reeva Steenkamp, her father told a South African court on Tuesday, adding that forgiving the Paralympian runner for his crime was very hard. The 29-year-old gold medallist faces a minimum 15-year jail term after his manslaughter conviction for the 2013 killing, for which he originally received a five-year sentence, was upgraded on appeal. Called to testify by the lead state prosecutor in Pistorius’s sentencing hearing, a tearful and trembling Barry Steenkamp said his daughter’s death had devastated her family. “I ended up having a stroke and so many things since then have happened... I just don’t wish that to anybody in this world,” he told the court. “He has to pay for his crime,” Steenkamp, 73, said of Pistorius, who he found it very difficult to forgive. Steenkamp said he and wife June had relied financially on their daughter, and he had “jabbed (himself)... with needles” to try to relive the pain that she went through. Prosecutor Gerrie Nel told the court on Monday, the first day of the hearing, that Pistorius has shown no remorse for shooting and killing Steenkamp when he fired four shots through a locked toilet door in his Pretoria home. Nel disputed a claim by Jonathan Scholtz, a psychologist called by Pistorius’ lawyer that Pistorius was “a broken man” who should be hospitalised and not jailed, saying the track star had been violent while serving his sentence. The case has prompted a fierce debate in a country beset by high levels of violent crime against women. Some rights groups have said the white athlete has received preferential treatment. Earlier on Tuesday Ebba Gudny Gudmundsdottir, from Iceland, described the athlete as an inspiration to her 11-year-old son, who has a similar disability to Pistorius. The 29-year-old center back did it all on Monday, excelling both in defense and attack to lead Italy to a 2-0 victory over Belgium as he and his two partners at the back hit a milestone. “We showed some typical Italian qualities,” said Bonucci. “Sacrifice, humility, physical fitness, desire.” Bonucci and Juventus teammates Giorgio Chiellini and Andrea Barzagli reached a combined 200 appearances for the Italian national team, and they did so by keeping in check the world’s second-ranked team famous for its attacking flare. PRETORIA - Oscar Pistorius must pay for murdering his girlfriend Reeva Steenkamp, her father told a South African court on Tuesday, adding that forgiving the Paralympian runner for his crime was very hard. The 29-year-old gold medallist faces a minimum 15-year jail term after his manslaughter conviction for the 2013 killing, for which he originally received a five-year sentence, was upgraded on appeal. Called to testify by the lead state prosecutor in Pistorius’s sentencing hearing, a tearful and trembling Barry Steenkamp said his daughter’s death had devastated her family. “I ended up having a stroke and so many things since then have happened... I just don’t wish that to anybody in this world,” he told the court. “He has to pay for his crime,” Steenkamp, 73, said of Pistorius, who he found it very difficult to forgive. Steenkamp said he and wife June had relied financially on their daughter, and he had “jabbed (himself)... with needles” to try to relive the pain that she went through. Prosecutor Gerrie Nel told the court on Monday, the first day of the hearing, that Pistorius has shown no remorse for shooting and killing Steenkamp when he fired four shots through a locked toilet door in his Pretoria home. Nel disputed a claim by Jonathan Scholtz, a psychologist called by Pistorius’ lawyer that Pistorius was “a broken man” who should be hospitalised and not jailed, saying the track star had been violent while serving his sentence. The case has prompted a fierce debate in a country beset by high levels of violent crime against women. Some rights groups have said the white athlete has received preferential treatment. Earlier on Tuesday Ebba Gudny Gudmundsdottir, from Iceland, described the athlete as an inspiration to her 11-year-old son, who has a similar disability to Pistorius. The lower part of the athlete’s legs were amputated when he was a baby, and he is known as “Blade Runner” for the carbon-fibre prosthetics he wore when racing. Two French police killed in attack claimed by Islamic State
PARIS - A suspected Islamist attacker stabbed a French police commander to death outside his home and later killed his companion, a policewoman, in an attack claimed by Islamic State and denounced by the government as “an abject act of terrorism”. The assailant, a 25-year-old Frenchman of Moroccan origin, was jailed in 2013 for helping Islamist militants go to Pakistan and had been under security service surveillance, including wiretaps, at the time of the attack, police sources said. The attacker filmed part of the assault live on the social network Facebook, according to David Thomson,
a journalist specialised in radical Islamists. In his Facebook message, he linked the attack to the Euro 2016 soccer tournament now under way in France, saying: “The Euros will be a graveyard.” The attacker, named by police and justice sources as Larossi Abballa, knifed the 42-year-old commander repeatedly in the stomach on Monday evening.

Philippines condemns execution of Canadian by al Qaeda-linked group
TORONTO - The Philippines confirmed on Tuesday the execution of a Canadian who had been held hostage by the al Qaeda-linked Abu Sayyaf Islamist militant group on a remote southern island with three other people since September 2015. Canadian Prime Minister Justin Trudeau said in Toronto on Monday that it appeared the second execution of a Canadian hostage by Abu Sayyaf in recent months had taken place. That was later confirmed in Manila. “We strongly condemn the brutal and senseless murder of Mr. Robert Hall, a Canadian national, after being held captive by the Abu Sayyaf group in Sulu for the past nine months,” outgoing Philippines President Benigno Aquino said in a statement. A Philippines military spokesman said earlier a severed head had been found near a Catholic cathedral on a remote southern island late on Monday. No identification had been made yet. Hall was taken captive by the militants with three others from an upscale resort on Samal island, hundreds of miles east of Jolo. Another Canadian who was held captive, former mining executive John Ridsdel, was executed by the group in April. A Norwegian man and a Filipina are still being held. Trudeau told reporters that “Canada holds the terrorist group who took Mr. Hall hostage fully responsible for this cold-blooded and senseless murder”.
He said Sunday’s attack on a gay nightclub in Orlando, Florida, and the killing of Hall “serve as devastating reminders for all of us, the vicious acts of hatred and violence cannot be tolerated in any form”. With economic view hazy, a waitand-see Fed message expected
WASHINGTON — It’s all about the data. For months, the Federal Reserve has said that once economic data showed a consistently healthy economy, it would be time to resume raising interest rates. And for almost as long, the data has shown improvement and suggested that a rate hike was likely this summer. That was then. This month, when the government issued a surprisingly bleak hiring report for May, it suddenly raised doubts about the health of the job market. And it caused most Fed-watchers to put off their predictions for the next Fed rate hike into the fall. So when the Fed issues a statement after a policy meeting ends Wednesday and Chair Janet Yellen holds a news conference, a wait-and-see tone is expected. The Fed will likely echo the message Yellen sent in a speech last week: That while the U.S. economy looks fundamentally solid and higher rates will come eventually, too many uncertainties exist to say when the Fed might raise rates again. Among the uncertainties Yellen highlighted is a June 23 referendum in Britain over whether to leave the European Union. A yes vote could roil financial markets, and the Fed wouldn’t likely want to further unnerve investors with a rate hike just a week before that vote. Economists who foresee no rate hike before September say the Fed won’t have a clear enough picture of the economy before then to raise rates and make borrowing more expensive. The biggest uncertainty is whether the job market has succumbed to a prolonged slump or is merely enduring a brief pause. The government’s May jobs report showed that employers added just 38,000 — the
weakest monthly gain in five years — and that job growth has averaged only 116,000 the past three months, down from an average of 230,000 in the 12 months ending in April. Other economic barometers have also sowed doubts — from tepid consumer spending and business investment to a slowdown in worker productivity to stresses from China other major economies. And inflation has remained persistently below the Fed’s 2 percent target. “While the global economy has stabilized in the sense that it is not dropping like a rock, global economic growth remains anemic at best,” said Sung Won Sohn, an economics professor at California State University, Channel Islands. “Given all the uncertainties on economic growth and continued low inflation, there is no need to rush to hike interest rates.” Sohn foresees just one Fed rate hike this year, probably in September, with the central bank then moving to the sidelines in the closing weeks of the presidential race. But Diane Swonk, chief economist at DS Economics in Chicago, said she thinks the Fed could raise rates in July if the June jobs report shows a robust rebound and financial markets remain calm after Britain’s vote on leaving the EU. “ I think there would be enough people on the Fed who would be ready to move,”

Fed officials keep stressing that their policymaking is “data dependent.” That is, only when the data shows the economy edging consis-
tently toward full health will they resume raising rates. Conversely, the Fed also wants to take care not to lead investors to inflate the prices of stocks and other assets out of a mistaken belief that it will keep rates ultra-low well into the future. The need to discourage such excessive risk-taking is why even analysts who think the economy still faces challenges predict that the Fed will nevertheless raise rates at least once this year.(ap)

NGO urges government to Castration executor to be governed be transparent on scrapping by government regulation: Minister regional regulations JAKARTA - The government should release details on 3,143 regional regulations scrapped by the Interior Ministry, according to Research Director of Setara Institute Ismail Hasani. “Details should be furnished whether the revoked regional regulations include those that are intolerant and discriminatory in nature,” he noted in a statement here, Tuesday. The National Commission for Anti-Violence against Women had conducted a study that found 365 discriminatory regional regulations, while the Interior Ministry found only 21 such regulations. “The Setara Institute has recorded that 53 regional regulations are discriminatory in nature and concern religious matters,” he revealed. President Joko Widodo recently announced
that the Interior Ministry had scrapped 3,143 regional regulations as they were believed to hinder regional economic growth and lengthen the bureaucratic process. The regulations were also viewed as having complicated the investment and business licensing process or having contradicted with higher laws. The number of scrapped regulations was the highest since the implementation of regional autonomy. During the 2002-2009 period, a total of 2,246 regional regulations were scrapped, 1,501 regulations in 2010-2014, and 139 from November 2015 to May 2016. Hence, in total, the government has scrapped 7,029 regional regulations since 2002.(ant)

Laoly made the statement in response to the Indonesian Physician Associations (IDIs) rejection of chemical castration and its refusal to be the executor of the punishment as it runs counter to the medical code of ethics. “If the IDI refuses to be the executor, we will find other doctors who are ready to mete out the punishment since it will be imposed based on the order of the law,” the minister remarked after the launch of a book on “Digital Bureaucracy” here on Monday night.
However, Laoly affirmed that he respected the decision and the stance taken by the IDI since he believed that any professional organization had the right to voice its rejection. On May 25, 2016, President Joko Widodo had signed the Government Regulation in Lieu of Law (Perppu) No.1 of 2016 on protection of children, according to which, perpetrators of sexual abuse on children are liable for punishment in the form of chemical castration. However, the law and human rights minister explained that Perppu No.1 of 2016 will not impose castration penalty on a child sex offender immediately as its provisions will be set later through a government regulation.(ant)

According to him, farmers of Subak Bekukih are curious because they originally suspected if the flow of springs from the cave or tunnel was blocked due to possibility that the cave bed collapsed. However, there is no blockage. “The springs are indeed shrinking,” said Dipta, the former headman of the territory of Tirtagangga Park. Dipta said that local residents at Ababi do not know exactly why all the springs continue to shrink. However, one of the causes is the rainfall continuing to decline with increasingly short rainy season. In addition, the slope of Mount Agung as the
source of catchment and infiltration of rainwater has experienced denudation. He added that in the future Ababi will no longer be willing if their springs are shared to be flowed to other villages, including as the raw water for the municipality waterworks (PDAM). It is based on consideration that residents and farmers of Ababi village have lacked of water. All this time, many springs of the village have been streamed and shared by the PDAM. “Most paddy fields at our village are in drought. PARIS - Hundreds of buses carried protesters from all over France into Paris on Tuesday for a demonstration against planned changes to labour laws that would make hiring and firing easier. Scientific robots to swim in Bay of Bengal in monsoon study
NEW DELHI — To better understand and predict South Asia’s seasonal monsoon, scientists are getting ready to release robots in the Bay of Bengal in a study of how ocean conditions might affect rainfall patterns. The monsoon, which hits between June and September, delivers more than 70 percent of India’s annual rainfall. Its arrival is eagerly awaited by hundreds of millions of subsistence farmers, and delays can ruin crops or exacerbate drought. Yet, the rains are hard to predict and depend on the complex interplay between global atmospheric and oceanic movements in ways not yet fully understood. They can be affected by weather phenomena such as El Nino, and could become even more erratic with climate change and even air pollution. “It’s such a complex system,” said oceanographer Ben Webber at the University of East Anglia’s School of Environmental Sciences, the UK university leading the $11 million project. Still, “the processes that occur in the Bay of Bengal are not well understood.” One of the biggest mysteries is how the water currents work, with colder and fresher water streaming into the northern part of the bay, while warmer and saltier water flows in further south from the Arabian Sea. The colder water tends to stay at the surface, while warmer saline
water swirls in below. But as the two masses mix, the warmer water moves toward the surface and releases heat and moisture, which then powers atmospheric storms. While scientists have known that small changes in the water’s surface temperatures can have a big impact, they have never thoroughly studied those temperature changes during the monsoon season — partly because working from a ship during severe weather involves navigating strong winds and high waves. “We don’t know what we’re going to find. There’s been so little observation,” Webber said. “We may confirm what we think theoretically. But we really don’t know. It’s quite exciting.” Working from an Indian research ship departing the southern port city of Chennai later this month, the British scientists will spend a month at sea releasing seven underwater robots across a 400-kilometer (250mile) stretch of water. The torpedoshaped robots are programed to navigate up and down through the water to a depth of 1,000 meters (3,280 feet), measuring the water salinity, temperature and current
and transmitting the data to a satellite. At the same time, scientists from the University of Reading and the Indian government in a related study will take atmospheric measurements. By comparing the two sets of data, scientists hope to better understand how ocean conditions affect monsoon patterns. This year’s monsoon arrived at the southernmost tip of the subcontinent on June 8 — a week later than usual — and has been slow in moving north and relieving a drought devastating wide swathes of central, eastern and northern India. On Tuesday, Indian Meteorological Department officials advised farmers in Maharashtra to delay planting seeds for their next crops until the rains reached the parched central state, which they said would likely happen after Thursday. About 18 percent of the country’s economy comes from agriculture. “Do not undertake sowing operations till the onset of monsoon,” the deputy head of the department’s agricultural meteorology division N. Chattopadhyay told reporters in order to convey the advice to farmers. “It is necessary to have good monsoon rainfall consistently for a few days for the seeds to grow into a good crop.” (ap)

Apple makes Siri smarter, rolls out software improvements SAN FRANCISCO — Apple is working to make its iPhone and other gadgets smarter, responding to competitors’ recent moves by building more artificial intelligence into its Siri digital assistant, photos, maps and other online services. The tech giant kicked off its annual software conference by announcing new software features for the Apple Watch and Apple TV, as well, while unveiling a new design for the Apple Music service. It’s also extending Apple Pay to the web, so users can pay for purchases made on their Mac computers using the fingerprint authorization on their iPhone or Apple Watch. Most of these new features won’t arrive until this fall. Apple’s wisecracking digital assistant will play a larger role in the company’s products. On Monday, Apple announced that Siri will be coming to Mac desktop and laptop computers, where it can locate files and perform other feats. Siri will also gain new capabilities with Apple TV, where it will let you launch live TV viewing with voice command and search YouTube and the iTunes store for videos. Based on official data in the Klungkung Tourism Office in 2015, the tourist visit reached 372,051 foreign travelers. Of this number, the destinations visited include the Kertagosa (43,683 people), Goa Lawah (57,550 people), Bakas Levi Rafting (6,110
people) and Nusa Penida (264,708 people). “This figure increased by about 10 percent from the previous year,” said I.B. Buana. In the meantime, until May 2016, the tourist visit to Nusa Penida is also the highest compared to other tourist destination in mainland Klungkung. The figure includes the visit to Kertagosa (12,779 people), Goa Lawah (19,758 people), Bakas Levi Rafting (3,094 people) and Nusa Penida (97,833 people).
“Tourist visit remains stable and probably it exceeds the visit in 2015,” he explained. NEGARA - Coastal safety levee of Yehembang village, Mendoyo, Jembrana, was broken down due to continuously battered by tidal waves with the height of up to five meters. The coastal safety levee using concrete stones has been broken down at three points since last week and the length even reached more than five meters. The broken down coastal safety levee established in 2013 now threatens the existence of cemetery of Yeh Embang customary village and the Rambut Siwi Temple, especially the Goa Tirta Temple. Jero Mangku Suardana said on
Monday (Jun. 13) that the collapse of the levee about four days ago happened because it was constantly battered by tidal waves. He hoped that the levee can be repaired immediately so that the breakdown will not be widespread. If it does not get immediate handling, the existence of Goa Tirta Temple will be threatened. In the meantime, the headman of Yehembang, Made Semadi, when asked for his confirmation justified if the coastal safety levee of Yeh Embang has been broken down at three points. He has already checked the breakdown located at three points.
Two points are located in the south of local cemetery and another point is located in the south of the Goa Tirta Temple of Rambut Siwi. Other than reporting to local government, he has backfilled the breakdown by means of soil and the levee by using gravels. For the time being, his authority can only overcome the location in the south of local cemetery because the broken down is not too severe. “Together with people, we conduct mutual cooperation. As a result, the coral reef garden can now grow back to normal. “Fisherman have owned awareness and they also jointly preserve the coral reef from contaminating marine debris, so that the coral reef garden on the coast is well preserved and increase the tourist attraction in our region,” said Agus. U.S. authorities said they had found no direct links between Islamic State and Mateen, the U.S.born son of Afghan immigrants who killed 49 people at a gay nightclub in Orlando on Sunday. Mateen, 29, was shot dead by police who stormed the Pulse club with armored cars after a threehour siege. In 911 calls during his rampage, the killer expressed allegiance to Islamic State leader Abu Bakr al-Baghdadi. But Federal Bureau of Investigation Director James Comey said Mateen had made comments favorable to multiple armed Islamist movements and people, which “adds a little bit to the confusion about his motives.” President Barack Obama said Mateen was likely a homegrown extremist. “So far, we see no indication that this was a plot directed from outside the United States and we see no indication that he was part of any kind of network,” Comey told reporters in Washington. “We’re highly confident this killer was radicalized at least in some part through the internet.” Islamic State, which controls territory in Iraq and Syria, reiterated on Monday a claim of responsibil-
ity, although it offered no signs to indicate coordination with the gunman. In calls to authorities on Sunday, Mateen also mentioned support for the Boston Marathon bombers and a Florida man who became a Nusra Front suicide bomber in Syria, Comey said. Nusra is an al Qaeda offshoot which is at odds with Islamic State in Syria’s civil war. Co-workers reported Mateen to the FBI in 2013 after he had made “inflammatory and contradictory” statements, including a claim that he had family connections to al Qaeda and membership of Shi’ite militant group Hezbollah, a bitter rival. The FBI’s Miami office investigated Mateen for 10 months and interviewed him twice but found no evidence of a crime or connection with a militant group.
