He is backed by the Democrat Party and some Islamic parties. Yuhoyono’s campaign has focused on improving the lives of Jakarta’s poor and he has promised cash handouts to low-income families.

The incumbent governor took over running Jakarta in 2014 when his then boss, Joko Widodo, won the presidency. He has denied wrongdoing, but is on trial for blasphemy in a case that some view as politically motivated. The Indonesian young entrepreneurs association (HIPMI) Bali held a regional deliberation on Monday (Feb. 13) at the Inna Grand Bali Beach. Such deliberation is a part of the organizational consolidation. It was filled with the election of chairman of the HIPMI Bali for the period of 2017-2020. Chairman will have to draft a program decided in the regional deliberation. “Good programs should be resumed, while the poor programs should be improved,” said Chairman of the central executive of the HIPMI, Bahlil Lahadalia, on Monday (Feb. 13). Waste and silting of river can cause floods

TABANAN — Apart from heavy rainfall, another factor contributing to floods and avalanche in the region of Candikuning village, Baturiti, some time ago is waste and silting of river. The waste dumped out of place and not managed properly will drift along the stream. Eventually, it clog the flow and trigger floods and avalanche. As observation of Bali Post, the avalanche sweeping away some houses was caused by the water of watershed. Remaining materials of the disaster, other than wood and bamboo, there are also piles of rubbish mostly comprising plastic dumped by communities. A resident of Candikuning hamlet II, Candikuning, Sriani, 25, admitted on Saturday (Feb. 11) that people still dump their waste individually. On the other hand, there is no landfill so that people dispose of theirs haphazardly. “Most people dump their waste roadside leading to botanical garden. Sometimes, a pick-up truck of waste was dumped there,” he said. As resident, the availability of landfill is very important. Sriani claimed that she did not mind paying monthly levies as long as there is a regular garbage truck transporting their waste every day. Headman of Candikuning, Made Mudita, admitted that waste can potentially cause floods. According to him, in addition to silting of river and the lack of land absorbability to water, waste also contributes to the cause of floods. Nevertheless, some residents of Candikuning village have been processing and sorting their own waste. “There has been a waste sorting and processing. The organic waste is processed into fertilizer,” he said. He admitted that currently Candikuning village has not owned a landfill. The only existing landfill is to accommodate the waste of Ulundanu Beratan tourist attraction. Moreover, it is not wide enough. On that account, Mudita hoped there will be landfill used to accommodate waste in Baturiti. “Candikuning area is not good for the making of landfill because it is concave. It should be made outside the village,” he said. Other than waste, added Mudita, silting of river also causes water to spill into residential areas. It is supported by reduction of water absorption by soil because the plantation areas in Baturiti that formerly consisted of long term plants like coffee have been replaced with vegetable crops. In the meantime, the Head of the Tabanan Environment Agency (DLH), A.A. Ngurah Raka Icwara, said on Sunday (Feb. 12) that Baturiti areas served by the DLH in matter of waste transportation on a regular basis include the Baturiti vegetable market, Baturiti market and Candikuning market. “Meanwhile, the DLH just signed MoU with the governing body of Bedugul,” he said. Currently, the DLH service is indeed optimized for urban areas of Tabanan. The areas having not been covered by the services are expected to provide self-service by local community, especially in terms of providing landfill. “It depends on the will of community facilitated by customary village and other agencies. We very much support if there is land property owned by customary village to be functioned as landfill,” he hoped. (kmb24)

On that account, Indonesia requires 5.8 million entrepreneurs, while currently it only amounts to 1.6 percent. “Other than HIPMI, there is no organization aiming to create young entrepreneurs,” he added. Former chairperson of the HIPMI Bali, Indha Trimafo Yudha, said that during her leadership in the 13th period with the ranks has engaged in activities that strengthen entrepreneurship. “So, we are trying to strengthen the entrepreneurial productivity. At first, we open networking among young entrepreneurs across Bali,” she said. During her tenure, she also established relations with central HIPMI to strengthen network and some international organizations. “We also conduct the HIPMI Festival on regular basis and social activities,” she explained. In addition, she started to motivate HIPMI entrepreneurs, one of which is through the activities carried out amid the regional deliberation yesterday. During her leadership, she said that many new entrepreneurs emerged. At least, there are 100200 active members of the HIPMI. However, at least there are 1,000members scattered throughout Bali. Senators try to speed up deployment of self-driving cars

WASHINGTON — In the first major congressional attempt to address the advent of self-driving cars, two senators said Monday they’re launching a bipartisan effort to help to speed up the deployment of the vehicles on the nation’s roads. Republican John Thune of South Dakota, the chairman of the Senate Commerce, Science and Transportation Committee, and Democrat Gary Peters of Michigan, said they’re exploring legislation that “clears hurdles and advances innovation in self-driving vehicle technology.” The senators’ counterparts in the House are also gearing up to address the new technology, with a hearing scheduled for Tuesday. Automakers cite federal requirements that all vehicles must have steering wheels and brake pedals as examples of regulations that presume there will be a human driver and might inhibit the introduction of self-driving cars. Congressional action may be needed to make changes. “Without changes to those regulations, it may be years before the promise of today’s technology can be realized and thousands of preventable deaths that could have been avoided will happen,” Michael Ableson, General Motors’ vice president of global strategy, plans to tell the House Energy and Commerce Committee, according to prepared testimony. Proponents of self-driving cars say they hold the potential to dramatically reduce traffic deaths by eliminating human error, which the National Highway Traffic Safety Administration says is a factor in 94 percent of all fatal crashes. More than 35,000 people were killed on the nation’s roads in 2015, up over 7 percent from the previous year. Traffic deaths surged an additional 8 percent in the first nine months of last year. Automakers also complain that states are moving ahead with their own regulations, creating the potential for a confusing “patchwork” of laws. “Our effort will also include a discussion on the existing patchwork of laws and regulations and the traditional roles of federal and state regulators,” Thune and Peters said in a joint statement. Safety advocates have urged the government to set standards that specifically address the safety of self-driving cars. The Obama administration last year issued a voluntary set of safety goals for makers of self-driving cars to meet with the understanding that enforceable regulations could follow. The Trump administration hasn’t yet indicated what approach it will take to the technology. (ap)

The arrival of the Chinese-made EHang 184 — which already has had its flying debut over Dubai’s iconic, sail-shaped Burj al-Arab skyscraper hotel — comes as the Emirati city also has partnered with other cutting-edge technology companies, including Hyperloop One. The question is whether the egg-shaped, four-legged craft will really take off as a transportation alternative in this car-clogged city already home to the world’s longest driverless metro line. Mattar al-Tayer, the head of Dubai’s Roads & Transportation Agency, announced plans to have the craft regularly flying at the World Government Summit. Before his remarks on Monday, most treated the four-legged, eight-propeller craft as just another curiosity at an event that views itself as a desert Davos. “This is not only a model,” al-Tayer said. “We have actually experimented with this vehicle flying in Dubai’s skies.” The craft can carry a pas-

senger weighing up to 100 kilograms (220 pounds) and a small suitcase. After buckling into its race-car-style seat, the craft’s sole passenger selects a destination on a touch-screen pad in front of the seat and the drone flies there automatically. The drone, which has a battery allowing for a half-hour flight time and a range of up to 50 kilometers (31 miles), will be monitored remotely by a control room on the ground. It has a top speed of 160 kph (100 mph), but authorities say it will be operated typically at 100 kph (62 mph). Al-Tayer said the drone would begin regular operations in July. He did not elaborate. The Road and Transportation Agency later issued a statement saying the drone had been examined by the Dubai Civil Aviation Authority and was controlled through 4G mobile internet. The agency did not immediately respond to further questions from The Associated Press.

The United Arab Emirates already requires drone hobbyists to register their aircraft. However, drone intrusions at Dubai International Airport, the world’s busiest for international travel, has seen it shut down for hours at a time in recent months. EHang did not respond to a request for comment. In May, authorities in Nevada announced they would partner with EHang to test the 184 to possibly be cleared by the U.S. Federal Aviation Administration. The drone may be a techno curiosity for now but Dubai — the commercial capital of the oil-rich UAE and home to the long-haul carrier Emirates — has bold visions for the future and the 184 fits right into its plans. Dubai’s ruler, Sheikh Mohammed bin Rashid Al Maktoum, announced in April he wanted 25 percent of all passenger trips in the city to be done by driverless vehicles in 2030. To that end, Dubai already has had the boxshaped driverless EZ10, built by France’s EasyMile, cruise nearby the Burj Khalifa, the world’s tallest building. (ap)

Then, those who were on duty at the second scene, Sekaan three-way intersection, consist of I Nyoman Muliada, 46, I Nyoman Litawan, 47, I Gede Adhi Ariyana, 49, and I Ketut Kampiun, 58. Police chief explained that the red-handed operation was conducted by the taskforce on Sunday at 14:00. The arrest was made based on the results of investigation by the anti-extortion taskforce of Bangli since the past few days. When arrested, the taskforce found the ticket attendants collecting tourism levies inappropriate with provisions. Police chief said there are three modes committed by the offenders in their act all this time. They include receiving money but do not give the ticket to tour guides, drivers or visiting guests. Secondly, the ticket attendant gives the ticket but does not match the amount of visiting guests in the entourage. For instance, eight visiting guests are only issued six tickets. “Another mode is by issuing ticket of domestic visitors for foreign visitors. However, it is charged at the price of ticket for foreign visitors. For instance, the ticket attendant issued local or domestic ticket at IDR 16,000, but the money collected is IDR 31,000,” he explained. In committing their fraudulent acts, the attendants get personal benefit in moderate amount. One ticket booth, at Katung for instance, at least the profit obtained can reach approximately IDR 4.5 million. The profit of whole post is usually collected first and then distributed to all the ticket attendants. Police chief added that other than arresting ten ticket attendants in the red-handed operation, the antiextortion taskforce also secured some evidences. At the first scene, the taskforce secured cash worth IDR 21.9 million, hundreds of pieces of admission ticket for foreign visitors (adults and children), hundreds of pieces of admission ticket for domestic visitors (adults and children), hundreds of pieces of admission ticket for car, buses, motorcycle, a calculator, a daily report book and a bag. Then, in the second scene, the taskforce secured the evidences in the form of cash worth IDR 11.478 million, hundreds of pieces of admission ticket for foreign visitors (adults and children), hundreds of pieces of admission tickets for domestic visitors (adults and children), hundreds of pieces of admission ticket for car, bus, motorcycle, calculator, a daily report book and blue bag. “Surely we will further develop the results of this arrest, so that the problem having become a complaint of tourism players all this time can be resolved,” he said. SINGARAJA - Dozens of villages in Buleleng face clean water crisis due to broken pipelines after hit by avalanche and flash floods. After chairing a meeting, Regional Secretary of Buleleng, Dewa Ketut Puspaka, recognized that the disaster, especially that occurred three days before, left quite significant impact for the community. To face it, last Monday the district

government immediately established the status of the emergency response. To follow it up, one of the solutions taken is supplying water by tank truck. Meanwhile, relevant agency is asked to collect data on the losses as accurately as possible for the handling of broken pipelines. Similar measure should also be done on any other damages, such as infrastructure and settlements. It is considered important to find out which disaster is worth fighting to get aids from the provincial and central government. “Now, we must take action, action to work and action to make a report. Zimbabwe’s street vendors use card payments, cars to stay ahead

HARARE - Clutching a payment terminal in one hand and a customer’s debit card in the other, 34-year-old street vendor Melisa Mbiza stands on the roadside by her truck loaded with mangoes, touting for business in central Harare. “I’m in a hurry - please can you be quick,” said her client, one of a sizeable queue forming as Mbiza swiped the card and packed the fruit into a plastic bag. Mbiza hummed jovially while taking debit cards from her waiting customers and doling out mangoes. “There is very little hard cash circulating these days and if I relax, I risk going broke in business - so I have had to embrace electronic payments on the streets,” she said. Business has been good since she started using the point-of-sale machine last April, she added. With Zimbabwe’s economy struggling and a shortage of cash as people hoard U.S. dollars, the main currency, some 230 companies shut up shop in the first half of 2016, according to the Zimbabwe Congress of Trade Unions, pushing more people into an already bulging informal economy. But even in a high-tech form like Mbiza’s, street vending is illegal in Zimbabwe, as stipulated in local bylaws. That doesn’t put off the vendors, who have found their own ways to

cope with tough conditions, including what they describe as “harassment” by the police if they set up on pavements. “We now often choose to come into town at night when city council police have finished work for the day,” said Mbiza. Street vendors get some help to deal with daily challenges, thanks to civil society groups like the Zimbabwe Informal Sector Organisation (ZISO). It helps traders whose goods are seized by police to restock so they can stay in business. “We source money from good Samaritans and the donor community, which we use to compensate vendors who lose their goods to city council police,” said ZISO executive director Promise Mkwananzi. ‘VOICELESS’ 1 MILLION The National Vendors Union of Zimbabwe (NAVUZ), founded in

2008, also represents street traders, who have become a common feature in towns and cities across the southern African nation in recent years. There are more than 1 million informal vendors in Zimbabwe, with over 100,000 operating in Harare, of whom some 20,000 peddle their wares on pavements in the Central Business District, according to NAVUZ statistics. The number of Zimbabweans classed by government data as employed was 6.3 million in 2015, with the vast majority working in the informal sector which includes small-scale farmers. NAVUZ Chair Sten Zvorwadza pointed to a “huge disconnect” between the government and the informal economy, highlighting the union’s role as “the voice of the voiceless”, given that many of the street vendors are women, children and young people. “NAVUZ has mobilised vendors to seek redress on issues that have a bearing on the welfare of vendors’ rights, policy formulation and raising awareness to push the government to recognise the informal economy,” said Zvorwadza. It has, for example, led street protests calling for an end to the harassment of vendors, and says

its efforts have helped reduce the daily battles between traders and police. Further help for the struggling vendors has come from democracy lobby groups, such as Occupy Africa Unity Square. “Where else can the vendors earn a living if they don’t descend on the streets?” said Elvis Mugari, a member of the anti-government group. It has launched a series of legal challenges against city council police for violating the rights of street vendors, which have yet to be heard in court, he added. NAVUZ says little or no help has been offered by the Zimbabwean government itself. “Despite the hard work and innovative methods being displayed by vendors plying the streets, no support has come from the government to encourage growth in the informal sector or to create conducive working environments,” said Zvorwadza.

RESTAURANT ON WHEELS The government, however, says it is doing its best for the growing ranks of vendors. “We have come up with designated points where we have erected proper and modern market stalls around towns and cities to enable vendors to conduct their

business in an orderly fashion,” said an official from the Ministry of Local Government, who spoke on condition of anonymity as he was not authorised to talk to the media. But for millions of vendors here, any government assistance has been far less than what they need. “The market stalls the government brags about are far away from town where we have many customers - plus the stalls are too few,” said Charlene Chauke, a vendor and NAVUZ member. Many traders like her and Mbiza say they have not benefited from any government help. “Only vendors who are known to be loyal supporters of the ruling party ZANU-PF here may be getting favours from government,” she said. For vendors like Miriam Ngulube, aged 27, it is survival of the fittest as she sells cooked food from her car boot on Harare’s streets, while trying to evade detection. “My car has become my restaurant, as I try to move on with my business without attracting the attention of the council police,” she said. “I can’t afford to rent a proper restaurant and so I just prepare food at home and bring it in my car to sell here on the streets.”(rtr)

Foreigners take part in Mejaya-Jaya Ritual

Foreign travelers learning yoga at Shanti Toya Ashram in Penarungan village, Mengwi, Badung, were invited to start their program with a mejaya-jaya ritual. They took part in a melukat (purificatory rite) and cleansed themselves physically and psychically through a ceremony officiated over by Ida Panditha Mpu Putra Yoga Parama Dhaksa, at Geria Agung Batur Sari, Mengwi. A total of 15 foreigners from various countries including the Philippines, Malaysia, the USA, Korea joined in the mejaya-jaya ritual. EVENthough the participants had only just met, there was a

familiar atmosphere as if everyone was part of one big family. Some of the them had visited Bali many times before, others were here for the first time and they all followed the the mejaya-jaya ritual piously.

Pradnya Wati, founder and owner of Shanti Toya Ashram, yoga teacher at Fivelements and yoga assistant at Gokul Yoga Bali, said the mejaya-jaya is obligatory for anyone who studies yoga at Shanti Toya Ashram. All the participants in this program will become yoga trainers who will be able to guide those wishing to practice yoga. “The ritual is intended to expedite the process of learning yoga”, said Pradnya while added that he also enjoys

Trump national security aide Flynn resigns over Russian contacts WASHINGTON - President Donald Trump’s national security adviser, Michael Flynn, resigned late on Monday after revelations that he had discussed U.S. sanctions on Russia with the Russian ambassador to the United States before Trump took office and misled Vice President Mike Pence about the conversations. Flynn’s resignation came hours after it was reported that the Justice Department had warned the White House weeks ago that Flynn could be vulnerable to blackmail for contacts with Russian ambassador Sergey Kislyak before Trump took power on Jan. 20. Flynn’s departure was a sobering development in Trump’s young presidency, a 24-day period during which his White House has been repeatedly distracted by miscues and internal dramas. The departure could slow Trump’s bid to warm up relations with Russian President Vladimir Putin. Flynn submitted his resignation hours after Trump, through a spokesman, pointedly declined to publicly back Flynn, saying he was reviewing the situation and talking to Pence.

Flynn had promised Pence he had not discussed U.S. sanctions with the Russians, but transcripts of intercepted communications, described by U.S. officials, showed that the subject had come up in conversations between him and the Russian ambassador. Such contacts could potentially be in violation of a law banning private citizens from engaging in foreign policy, known as the Logan Act. Pence had defended Flynn in television interviews and was described by administration officials as upset about being misled. “Unfortunately, because of the fast pace of events, I inadvertently briefed the vice president-elect and others with incomplete information regarding my phone calls with the Russian ambassador. I have sincerely apologized to the president and the vice president, and they have accepted

my apology,” Flynn said in his resignation letter. Retired General Keith Kellogg, who has been chief of staff of the White House National Security Council, was named the acting national security adviser while Trump determines who should fill the position. Kellogg, retired General David Petraeus, a former CIA director, and Robert Harward, a former deputy commander of U.S. Central Command, are under consideration for the position, a White House official said. Harward was described by officials as the leading candidate. A U.S. official confirmed a Washington Post report that Sally Yates, the then-acting U.S. attorney general, told the White House late last month that she believed Flynn had misled them about the nature of his communications with the Russian ambassador. She said Flynn might have put himself in a compromising position, possibly leaving himself vulnerable to blackmail, the official said. JAKARTA - Indonesian authorities in parts of the Muslimmajority nation have confiscated condoms and banned students from celebrating Valentine’s Day, saying the romantic tradition encourages casual sex and runs counter to cultural norms. In the city of Makassar on Sulawesi island, police raided minimarts and seized condoms that were readily available in most parts of Indonesia, a secular country whose state ideology enshrines religious diversity. “These raids were done after we received reports from residents that the minimarts were selling condoms in an unregulated way, especially on Valentine’s Day,” Makassar police official Jufri was quoted as saying in a media report. He added employees of the minimarts were told not to sell contraceptives to teenagers, the report said. West Java is the country’s most populous province. Rosberg warns Bottas about Hamilton rivalry

MONACO - Retired Formula One world champion Nico Rosberg has warned his Mercedes replacement Valtteri Bottas not to expect an “easy ride” from team mate Lewis Hamilton. Speaking ahead of the Laureus World Sport Awards on Tuesday, the 31-year old said he would be happy to give the Finn some advice ahead of the seasonopening Australian Grand Prix in March. “I would tell him don’t expect an easy ride, that’s for sure,” Rosberg told reporters in Monaco. “It’s going to be challenging coming into a new team with Lewis having been there for so many years and with the new regulations. “Lewis is one of the best out there so the level is extremely high. At the same time Valtteri is very talented. He can achieve great things as well, as long as the team give him a good car. “He (Bottas) has asked if we can have a chat soon and I am happy to do that, of course - but I will stay very, very neutral. I won’t give away any Lewis secrets for example, I’ll just help him in a way to integrate better into the team.” Rosberg beat Hamilton to the 2016 drivers’ title only to announce his shock retirement days later, walking away from a contract reported to be worth around 18 million pounds ($22.48 million) a year.

Bottas, 27, has joined the champions after spending the five previous seasons at Williams. This week Rosberg suggested his own longstanding rivalry with Hamilton, which started when they were teenagers in karting, had added friction and he would often feel even more angry when the Briton did “something that crosses the line”. But the German, whose tense relationship with Hamilton on and off the track has been well documented, did not rule out a reconciliation with the three-times world champion. “The competition has gone completely, sadly. We’ve already had some nice, relaxed moments and who knows, I am open to having a better relationship with him again in the future,” he said. “We were best friends after all, 15 years ago.” Rosberg has been nominated in the World Breakthrough Of The Year category at the 2017 Laureus World Sport for securing his first F1 crown last year. WASHINGTON - A federal judge on Monday cleared the way for a U.S. government lawsuit seeking nearly $100 million in damages from former professional cyclist Lance Armstrong to go to trial, court papers showed. The U.S. Justice Department has accused Armstrong of defrauding the government by accepting millions of dollars in sponsorship money from the U.S. Postal Service (USPS) as he led the team to a string of Tour de France victories while doping. Armstrong was stripped of his seven Tour titles and banned for life from bicycle racing in 2012 by the U.S. Anti-Doping Agency after it accused him in a report of engineering one of the most sophisticated doping schemes in sports. Nicole Navas, a spokeswoman from the Department of Justice, declined to comment on the case. Eliot Peters, an attorney for Arm-

strong, did not respond to a request for comment. Armstrong, who had long denied using performanceenhancing drugs (PEDs), admitted to doping in January 2013. Armstrong’s former teammate, Floyd Landis, originally brought the lawsuit in 2010 under a federal law, the False Claims Act, that lets whistle-blowers pursue fraud cases on behalf of the government, and obtain rewards if successful. The Justice Department joined the case in February 2013. Armstrong, who contends that the USPS benefits outweighed the sponsorship costs, sought to have the case decided by summary judgment in April 2016. “Because the government has offered evidence that Armstrong withheld information about the team’s doping and use of PEDs and that the anti-doping provisions of the sponsorship agreements were material to USPS’s decision to continue

the sponsorship and make payments under the agreements, the Court must deny Armstrong’s motion for summary judgment on this issue,” Judge Christopher Cooper of the U.S. District Court for the District of Columbia wrote in a 37-page ruling on Monday. The USPS paid around $32.3 million to Armstrong’s cycling team, the now-defunct Tailwind Sports Corp, from 2000 to 2004, looking to capitalize on Armstrong’s Tour de France victories, as well as his “compelling personal story,” Cooper said in his ruling. The government has calculated damages at three times this amount. Landis stands to gain up to 25 percent of whatever sum the government recovers. Maradona to try to give Napoli a boost against Real Madrid

MADRID — Diego Maradona couldn’t do much on the field to keep Napoli from being eliminated by Real Madrid the last time the teams met in a European competition. Almost 30 years later, though, he will be at the Santiago Bernabeu Stadium trying to cheer the Italian club to its greatest Champions League achievement.

Maradona was Napoli’s biggest star in that European Cup encounter in 1987, when Madrid won 3-1 on aggregate. On Wednesday, he will be the team’s symbolic No. 1 fan. Maradona and about 10,000 Napoli supporters made the trip to Madrid for what could be a historic moment for the club i n E u r o p e ’s t o p team competition. Napoli has a chance to advance to the Champions League quarterfinals for the first time in its history. “If I was a prophet, I wouldn’t need to be a player,” Maradona said when asked about his prediction for the first leg as he arrived in the Spanish capital. It is only the second time that Napoli is playing the last 16 of the Champions League. It also reached this stage in 2011-12, when it was eliminated by CHELSEA. The 56-year-old Maradona was invited by Napoli president Aurelio de Laurentiis to watch the game against the defending Euro-

pean champions in Madrid. He is staying at the team’s hotel and reportedly will be giving a pep talk to the players ahead of Wednesday’s match.
