LOS ANGELES - U.S. pop singer Halsey scored her first No.1 album on the Billboard 200 chart with “Hopeless Fountain Kingdom,” making her the first solo female artist to top the album chart in 2017, according to data on Monday from Nielsen SoundScan.

Halsey, 22, who shot to international fame last year as the featured singer on The Chainsmokers’ hit summer single “Closer,” sold 105,000 units of her second studio album.

The last woman to top the Billboard 200 was Lady Gaga in November 2016 with “Joanne,” Billboard said. Sales for Katy Perry’s heavilypromoted new album “Witness” will be tallied next week.

Kendrick Lamar’s “Damn.” held onto second place on the Billboard 200 with 72,000 more units sold in its eighth week, while The Halsey performs “Now or Never.”

Beatles extended their chart comeback with a further 44,000 sales for 50th anniversary remastered “Sgt. Pepper’s Lonely Hearts Club Band”, which dipped from 3rd to the No.4 spot.

The Billboard 200 album chart tallies units from album sales, song sales (10 songs equal one album) and streaming activity (1,500 streams equal one album).

On the digital songs chart, which measures online single sales, Puerto Rican singer Luis Fonsi’s “Despacito” featuring Justin Bieber held onto the top spot for a fifth week with another 140,0000 copies sold. (rtr)

Sean Combs ousts Taylor Swift as highest-paid global entertainer LOS ANGELES - Rapper and music producer Sean “Diddy” Combs was named the world’s highest-paid entertainer on Monday, ousting pop singer Taylor Swift who fell to 49th place on the Forbes annual list.

Beyonce moved into the second spot with $105 million, courtesy of her best-selling “Lemonade” album and world tour, while British author J.K. Rowling ($95 million) moved back into the top three thanks largely to her “Harry Potter” spinoff movie franchise “Fantastic Beasts and Where to Find Them.”

Combs, 47, earned an estimated $130 million in the 12 months

ended June 1, 2017, Forbes said.

It attributed the big payout to his Bad Boy Family Reunion Tour, earnings from his Sean John clothing line, and his partnership with Ciroc vodka.

To reduce queue, Sanglah Hospital gets innovative

DENPASAR - Every day Sanglah Hospital serves approximately 900 patients in its outpatient polyclinic. This large number of patients mean that there are long line-ups everyday. Sometimes patients can wait up to three hours just to register not to mention the wait in the respective clinic that they are assigned to. Obviously such large numbers of patients also mean that lots of room is needed for parking as well. Sanglah Hospital has come with a few innovations in order to reduce wait times, improve services and make people more comfortable.

Director of General Affairs and Operations of Sanglah Hospital, Nining Setiawati, explained that they have for example opened an early registration service as well as online registration, made improvements to their computerized medical records system as well as their system for admission services.

She admitted that some polyclinics still have quite long queues, but added that wait times have gone down. “Before, registration opened at 7:30 or 8:00 but by 10:00 many people would still not have registered.

Now registration is done much faster and there are less line-ups”, she said.

Wait times at the polyclinics also used to be much longer as doctors would only arrive at around 9:00, whereas now they are ready to serve patients at 7:30”.

“Doctors are now better prepared as the medical records also arrive earlier than they used to “, she added, explaining that this has been facilitated by the online registration. Now patients who register from home can have their medical records pulled the day, so when the patients arrive at the hospital the next day, their records are already at the polyclinic.

Also, BPJS invoices are printed before the patient arrives as the hospital’s management information system is directly connected to BPJS Kesehatan. Invoices are preferentially printed for outpatients with appointments as their arrival is more certain. This way pharmacy and parking services also run more smoothly.

Outpatients are not the only ones who have faces long wait times at the hospital. Inpatients and those requiring surgery or various therapies also face long wait times.

Wait times for surgeries are determined by the operation schedule while queues for radiotherapy are quite long as the hospital has one one device for this treatment and many people in need of this service. (kmb42)

To avoid traffic congestion, kites must use knockdown system

DENPASAR - In Bali, the holiday season in June and July is enlivened with kite competitions.

This also means frequent disruptions to the flow of traffic as crowds of youth carry their giant kites to the site of these competitions.

In order to avoid complaints about this type of disruption, the kites brought to these competitions are expected to made so that they can be “knocked-down” and reassembled on site, so that the transportation of kites does not disturb other road users.The kite competition to be held in Sanur this July is expected to apply this method.

Chairman of the kite competition committee, Kadek Suprapta Meranggi, when met after the meeting with Denpasar Mayor, I.B. Rai Dharmawijaya Mantra, at the Sewaka Dharma Building on Monday (Jun 12), revealed that the committee will use technology, starting from registration to the assessment of the kites. All the kites should apply a knockdown system, he said. This, order to avoid potential traffic conges-

tion, and to dispel the perception that the kite competition is to blame for traffic jams, he added.

The kite competition being held on July 22-23 must also be ecofriendly.

The kite contest assessments are to be based not only on the kites themselves but also on the care for the environment that each participant demonstrates “Keeping the environment clean has to start with our own actions” he said.

Mayor of Denpasar, I.B. Rai Dharmawijaya Mantra, said that he welcomes the kite competition to be held this July. He added that he hopes that this annual event can become both a tourist attraction as well as a form of cultural preservation. “We hope that this long standing tradition can also serve as an attraction”, he said.

Researchers: We’ve discovered power grid-wrecking software PARIS — Researchers have found a troubling new form of power grid-wrecking software, tying the discovery to a recent Ukrainian blackout in tworeports published Monday.

The malicious software has the ability to remotely sabotage circuit breakers, switches and protection relays, the reports say, a nightmare scenario for those charged with keeping the lights on.

“The potential impact of malware like this is huge,” said Robert Lipovsky, a researcher with Slovakian anti-virus firm ESET, which first obtained the rogue program. “It’s not restricted to Ukraine. The industrial hardware that the malware communicates with is used in critical infrastructure worldwide.”

Policymakers have long worried over programs that can remotely sabotage industrial systems because of their potential to deal catastrophic damage across the internet. Examples of hackers being able to turn off the lights were once confined to the movie screens, but that is slowly changing. In 2010 researchers discovered Stuxnet, a groundbreaking piece of malware apparently designed to sabotage Iran’s nuclear program by sending its centrifuge machines spinning out of control. In 2015, a cyberattack left upward of 200,000 people without power in Ukraine.

ESET’s report deals with malware tied to a more modest outage reported to have hit a transmission facility outside in Kiev on the night of Dec. 17, 2016. Ukrainian officials have previous described the incident as a cyberattack, but ESET’s report — along with another write-up by the respected Maryland-based industrial cybersecurity firm Dragos — add a wealth technical details, showing how the malware could flip circuit breakers on and off with a string of code before mass-deleting data in a bid to cover its tracks.

The level of sophistication needed to write code for the generally obscure industrial controllers that operate the world’s electrical grids suggests a group of hackers wellversed in the field and with the resources to test their creations in the lab, ESET said.

SYDNEY - Officials from the United States, Britain, Canada, Australia and New Zealand will meet next month to discuss plans to press technology firms to share encrypted data with security agencies, Australia’s prime minister said on Tuesday.

The meeting of the so-called Five Eyes intelligence-sharing coalition in Canada would focus on how to ensure “terrorists and organised criminals are not able to operate with impunity in ungoverned digital spaces online”, Malcolm Turnbull said.

“The privacy of a terrorist can never be more important than public safety - never,” he said in parliament.

Technology companies like Facebook Inc and Apple Inc have come under growing pressure to share encrypted information to prevent terror attacks.

Apple and Facebook did not

immediately respond to requests for comment, but both companies have previously resisted sharing such information citing privacy concerns.

Turnbull’s comments echo that of British Prime Minister Theresa May who said on June 4 that international cooperation and regulation was needed to remove the “safe space” that allowed extremists to thrive online.

“We need to work with allied democratic governments to reach international agreements that regulate cyberspace,” she said.

Australia has seen a series of lone-wolf Islamist-inspired attacks recently, prompting a review of police tactics.

Turnbull last week signalled a drive to reform parole laws, including a ban on parole for violent offenders with links to militancy, following a deadly siege claimed by the Islamic State group. (rtr)

AMLAPURA — The Karangasem tourism office has come up with a new way of ensuring quality tourism in the area. After gaining autonomy from the Culture Agency, they decided to asses the feasibility of all tourist attractions in Karangasem including both those that are recognized by the regent decree and those that are just developing. This assessment process is intended to ensure that every tourist attraction meets certain standards, so that tourists are not dissapointed when they visit these attractions.

Head of the Karangasem Tourism Office, Wayan Astika, recently said that currently there are 15 tourist attractions in Karagasem that are recognized by the local government as stated in Regent Decree No. 395/1999. This decree however does not ensure that these attractions are up to date. “A tourist attraction needs to meet a number of requirements and criteria and because the decree was issued in 1999 it is no longer relevant to current conditions” said Astika who added that there are several new attractions emerging in Karagasem.

Undayana University will also be invited to conduct a study that would serve to set appropriate terms and criteria for Karangasem’s tourism conditions so that not just any location can claim itself to be a tourist attraction. It is not enough, he said, that a place be beautiful and have potential, it must also have things like public facilities and security. Such factors are very important and determine whether such a place is worth visiting or not.

“We have discussed the matter with Udayana University and we will start the process shortly. Once the study is complete, we will create a new decree”, he said.

This assessment does not only pertain to famous attractions but also to tourism villages. The tour-

ism agency will be assessing all tourism villages in Karangasem to to determine whether they qualify as tourist destinations or not. According to Karangasem’s 2004 decree, there are a total of 20 tourism in the district however only a few are active. Many of them do not have adequate public facilities and have not been thoroughly reviewed in terms of security and feasibility.

Any villages that want to be acknowledged as tourism villages by the local government must meet all the criteria set forth. Astika added that previously when the 20 tourism villages were first established, it was based on a central government program known as PNPM Pariwisata but was doen without careful consideration. With the new criteria a new rural development program will also be created that will combine the potential of villages located next to one and other.

“Once the assessment is done, we will immediately make known what the new criteria for tourist attractions is, particularly for tourism villages, so that any village that wants to can seek to meet the criteria” explained Astika.

Aside from the tourist attraction assessment program, the tourism office is also preparing a regional bylaw on the regional tourism development master plan (Ripparda) of Karangasem. Astika said that he had had several meeting with the team to discuss the master plan that can later be included in the regional legislation program (Prolegda) for 2018. The discussions with the team were aimed at finalizing the assessment that has been going on since 2015. Astika asserted that the regulation governing the master plan will not be much different from the results of previous studies known as the Ripparda Karangasem that is divided into three clusters: the mountain, the coast and old villages. Before started his salted duck egg business, Tantra worked for a state owned company, but because he was worried about being assigned outside of Bali, he decided to resign..“Eventually I started my duck egg business” said Wayan Tantra from his workplace on Thursday (Jun 8).

The 600 eggs that are collected daily are then sorted and the best eggs are then salted. “ Once they are sorted, we wish them. If the eggs are cracked or are too oval, we sell then to the traditional markets”, he explained. Ducks lay eggs between the ages of 4 and 12 months and when they stop being productive the ducks are sold to the market.

His workers must be careful not to break the eggs when they are washing the eggs that are then coated in a simple paste made of salt, husk and ash and left to ripen for 15 days. “After soaking for 15 days, the paste is removed and boiled for 4 hours,” explained Tantra.

During the boiling, the fire must be constant so that the eggs do not break. After four hours of boiling, the eggs are cooled down and washed again thoroughly.

“The process is very simple. After being cleaned the eggs are given a stamped label and then packed” he explained.

Packaging process, he said is also very simple and includes adding a expiration date of 10 days after packing. Tantra’s salted eggs are sold in supermarkets such as

Hardy’s, Tiara and Clandy’s and added that he is currently overwhelmed with orders local shops and traditional markets.

Intan Sari salted eggs are likely preferred by customers become Tantra maintains a high quality, a good quantity and continuity of production as well as mutual benefit for him and those who sell his eggs.

“Usually, salted egg makers cannot produce continually because of the fluctuating availability of duck eggs, But we raise our own ducks so we don’t have tht problem” he explained. Intan Sari has five employees who handle the livestock, sort the eggs pack and deliver. The salted egg is sold for IDR 3,500 each, whereas the raw duck egg today costs about IDR 1,700 each. (dwa)

SDN 2 Duda students suffer from food poisoning AMLAPURA The graduation celebrations for students from SDN 2 Duda elementary school, Selat, Karangasem, were not as joyful as hoped. A total of 18 students suffered food poisoning after eating the take-out rice, with two students even requiring hospital caea at the Selat Public Health Center. Although the food poisoning incident occurred in the afternoon of Friday June 9th, the 52 year old aschool principle, I Wayan Berata only reported the incident on Monday (June 12).

According to the report, 173 portions of take-away rice dishes were ordered from 40 year old food seller Ni Nyoman Berata for the students graduating from SDN 2 Duda, located in Peringsari Tengah hamlet, Duda. The take-away rice dishes, wrapped in wax paper were served to the students at around 11:30, just after the graduation ceremony. No signs of trouble appeared that afternoon. It was not until after nightfall, when the students were already in their respective homes, that some of them began to feel symptoms of food poisoning.

One of the victims, 12 year old I Kadek Adi Suputra was hospitalized over the weekend. He first began to not feel well at around 20:00 and soon after his father brought Saputra to the Selat Public Health Clinic. “It was immediately suggested that the young man be hospitalized”, said Principal Wayan Berata.

Saputra reported to the doctors at the health clinic that he ws experiences symptoms such as fever, headache, vomiting and diarrhea. Later that night, the public health center got in touch with school authorities so that data could be collected about other students who might be experiencing similar symptoms. It turns out that a total of 18 students had suffered food poisining including 11 year old I Keadek Sukra who was hospitalized on Monday (June 12).

The Selat Public Health Center has not been able to confirm the cause of the mass poisoning, though many suspect the take-away rice as being the culprit. By the time the health clinic was aware of the possible cause, none of the potentially offensive rice was left.

Chief of Selat Police, Made Sudiarta, admitted that it was possible that the cause of the poisoning that the students had suffered was food that was less than hygienic but added that other factors could also be to blame such as the mud and rain that were present during the gradation party. “It is possible that children did not wash their hands before eating. We are still waiting for results from the health center’s investigations at the school and the location where the take-away rice was prepared”, he concluded.(117)

Central ASITA ready to bring in 200 buyers AMLAPURA —

Celebrations for the 377th anniversary of the Town of Amlapura, Karangasem include numerous events and wil be ongoing until September. One of the major events that is getting a lot of attention is the the Karangasem Travel Mart that will be held from September 14-17. The event that will bring together buyers and sellers of travel products and services is also receiving support from the central executive board of the Association of the Indonesian Tours and Travel Agencies (ASITA). Because this event is being held in cooperation with the Ministry of Tourism, at least 200 buyers are expected to partake, including foreign buyers.

During a meeting with the Regent of Karangasem, I Gusti Ayu Mas Sumatri at the Ujung Water Park recently, Chairman of Central Executive Board of ASITA, Asnawi Bahar, said that Bali is the spearhead of Indonesian tourism. Tourists with large groups must organise their trips using travel agencies under the coordination of ASITA Indonesia. ASITA has more than 7,000 travel agencies throughout Indonesia with approximately 450 agencies that operate in Bali. Given Bali’S strategic position in terms of tourism in Indonesia’ ASITA is ready to fully support this event.

This support includes ASITA promoting Karangasem and its package tours that will will be promoted by ASITA members to potential buyers. Bahar, therefor hopes that sellers and travel agencies from Bali – especially Karangasems wil come to the event. “Events supported by the ministry usually have about 200 buyers come, including many foreign buyers. Buyers from the Jakarta Travel Fair will also likely come after the event in Jakarta” he added.

Event organizer of the Karangasem Travel Mart, Raja Santosa, explained that registration for sellers is open from June 1 until August 30. Given the market value of Karangasem’s tourism, Santosa said that he is confident that the event will take place smoothly and will be a success. The event, he said must be well

prepared as it is a first for Karangasem.

“We have already similar events with success in other districts including Gianyar, Buleleng and Klungkung” he said.

Regent of Karangasem, I Gusti Ayu Mas Sumatri, said that this event could represent a starting point for introducing Karangasem tourism in a new way. In order to be able to compete with other regions and for the tremendous potential of Karangasem to become known to a broader public, unusual methode for promotion are required, said the Regent Sumatri. She also said that she hopes that this event can help Karangsem reach its goal of having 1 million visitors per year.

“What I often hear from travel agencies in Bali is that tourists are reluctant to visit Karangasem because it is so far from the airport. This attitude needs to be countered by emphasising that some 10 of Bali’S most iconic attractions are located in Karangasem. Today we receive about 500,000 visitors per year, but we are aiming for 1 million per year” said the regent enthusiastically, Now that Karangasem can no longer contribute to the regionally generated revenue through quarrying activities, the tourism sector is to become the cornerstone of Karangasem’s economy, she said. We are still investigating MD’s fake IMEI supplier” he said. The suspect MD also allegedly hired his friend who is an IT expert to unlock three stolen iPhone 7 and iPhone 7 Plus. All of the phones that these bandits allegedly stole were, apparently loked.

Sinar added that the stated motivation for these four suspects to get

involved in this criminal activity was to provide for the necessities of life.

Singapore detains first woman citizen suspected of Islamist radicalism

SINGAPORE - Singapore said on Monday it has detained an assistant child-care worker suspected of trying to join Islamic State and to find a militant husband in Syria, and was holding her under a tough security law that allows for detention without trial.

The detention of the first Singaporean woman for suspected Islamist radicalism comes as concern is growing about the spread of Islamic State in the region. Singapore and its neighbours recently began intelligence cooperation aimed at stemming the movement of militants across their borders.

Singapore has reiterated over the past year that it is a target of Islamist groups and has urged the public to be alert.

The suspect, Syaikhah Izzah Zahrah Al Ansari, 22, was detained this month for intending to make her way to Syria to join Islamic State of Iraq and Syria with her child, the Ministry of Home Affairs said in a statement.

“She supported ISIS’s use of violence to establish and defend its self-declared ‘caliphate’, and aspired to live in it,” the ministry said, referring to Islamic State.

Izzah, a contract assistant at an infant care centre, was radicalised as early as 2013 by online propaganda with links to Islamic State and she shared pro-Islamic State material on social media.

She had also sought a militant husband in Syria, the ministry said, adding that her family had tried to talk her out of her plans but had not handed her in, and had even destroyed evidence against her.

“She said that since 2015, she was looking for ‘a Salafi or an ISIS supporter’ to marry and settle down with him and her child in Syria,” the ministry said.

“She said she would support her husband if he fought for ISIS in Syria as she believed she would reap ‘heavenly rewards’ if he died in battle. With her ‘elevated status’ as a ‘martyr’s widow’, she felt she could easily marry another ISIS fighter in Syria.”

Her parents, both Quranic teachers, and sister came to know of her radical postings in 2015.

After she was placed under investigation, important evidence was destroyed by a family member relating to her plans to join Islamic State, in order to try to cover up her acts, it said.

“They tried on their own to dissuade her but they were unsuccessful. Izzah continued down the path of radicalism. In April 2017, she boasted to a contact that the Singapore authorities had not detected her,” the ministry said.

The ministry said the authorities were looking into taking action against the family member who destroyed evidence.

“The government takes a serious view of the withholding of information that is pertinent to the safety and security of Singapore and Singaporeans,” it said in a statement to Reuters. (rtr)

PANAMA CITY - Panama has established diplomatic ties with China and broken with Taiwan in a major victory for Beijing, which continues to lure away the dwindling number of countries that have formal relations with the self-ruled island.

Panamanian President Juan Carlos Varela said in a televised address on Monday that Panama was upgrading its commercial ties with China and establishing full diplomatic links with the second most important customer of its key shipping canal.

“I’m convinced that this is the correct path for our country,” Varela said.

Taiwan’s government said it was sorry and angry over Panama’s decision, and said it would not compete with China in what it described as a “diplomatic money game”.

“Our government expresses serious objections and strong condemnation in response to China enticing Panama to cut ties with us, confining our international space and offending the people of Taiwan,” David Lee, Taiwan’s minister of foreign affairs, told a briefing in Taipei.

Taiwan would immediately end cooperation with and assistance for Panama, and evacuate embassy and technical personnel “in order to safeguard our national sovereignty and dignity”, Lee said.

China is deeply suspicious of Taiwan President Tsai Ing-wen, who it thinks wants to push for the island’s formal independence, although she says she wants to maintain peace with

Beijing.

China and Taiwan have tried to poach each other ’s allies over the years, often dangling generous aid packages in front of developing nations, although Taipei struggles to compete with an increasingly powerful China.

Panama is the second country to switch its recognition to Beijing since Tsai took office last year, following a similar move

by Sao Tome and Principe in December, trimming to 20 the number of countries that formally recognise Taiwan.

Taiwan had as many as 30 diplomatic allies in the mid1990s, and its remaining formal ties are with mostly smaller and poorer nations in Latin America and the Pacific.

China’s Foreign Minister Wang Yi met his counterpart from Panama, Isabel de Saint Malo, in Beijing on Tuesday and signed a joint communiqué establishing ties.

“This is a historic moment.

China-Panama relations have opened a new chapter,” Wang said, describing Panama’s decision as in “complete accordance” with its people’s interests and “in keeping with the times”.

“The two countries’ governments agreed to develop good friendly relations on the principles of mutual respecting sovereignty and territorial integrity, non-aggression, mutual noninterference in internal affairs, mutual benefit, and peaceful coexistence,” China’s Foreign Ministry said in a statement on its website. India calls for middle-income country coalition to revive globalisation

NEW DELHI - India called on Thursday for a coalition of middle-income countries to drum up support for globalisation as a political backlash in the United States and parts of Europe against free trade and investment imperils its growth aspirations. Arvind Subramanian, the finance ministry’s chief economic adviser, suggested Indian could lead a coalition of countries with open economies to promote free trade.

“We, in India, now have a much bigger growing stake in ensuring that the world markets remain open, that we continue to see globalisation,” Subramanian told a conference on the world’s 20 biggest economies (G20). “A coalition of middle-income countries led by India or at least where India is taking charge, would be some-

thing we should seriously explore.”

It is intended for holy activities such as invoking holy water for ngaben (cremation) ceremony or temple festival activities. “Before doing purificatory rite, at the outermost courtyard of the Ayu Taman Temple, the pilgrims must say prayers first,” said Mangku.

Gebug Ende, from Karangasem to Buleleng, A Dance to Invoke Rain

Various unique and interesting traditions can be found in North Bali.

One of them is a tradition characterized by vivacious heroism remaining to exist in the community until these days. The ‘War of Rattan’ or better known as gebug ende can be found at Patas village, Gerokgak subdistrict.

Actually, this tradition comes from the lava land (nickname of Karangasem, precisely from Seraya village).

By and large, this tradition is played when dry season arrives. At that time, people of Seraya have a religious cultural tradition to beg for rain. This tradition is played by two men, where the player hits each other with a rattan whip of two meters long.

It is accompanied with a piece of shield with a diameter of 60 cm made of dry cowhide tied to wooden frame.

Other than the players, in the arena of the game there are also two people serving as referee or pakembar.

Even though their body is hit by rattan, they are still happy and dance with joy. Meanwhile, the sound of the

baleganjur gamelan music is played as a companion to heat up the atmosphere of “the war.” At the same time, the audience keeps cheering to give support to the one on one fight.

This gebug ende attraction is generally performed on the sidelines of breaks in the fields at noon or evening. It is commonly held prior to the planting season in the field. A coach of gebug ende for children Wayan Nadi said that during dry season the tradition is held to appeal to God in order to bring down a rain. “This tradition is habitually held during dry seasons. If the rain late long in the season, gebug ende will be held.

Originally this tradition comes from the Seraya village, Karangasem,” he said.

A senior figure of Patas village, Ketut Koroh, said that if one of the players bleeds due to the blow of rattan stick, there is a possibility to rain. In short, according to the belief of Seraya people, the gebug game is held at this village to appeal to God

for rain for the sake of agricultural purposes.

Apparently this tradition is not just to beg for rain. “If something bad happens, this gebug tradition can be held.

For example, there is uncontrollable pest attack, this gebug is the repellent.

After holding the gebug, by degrees the bad things will disappear and be back to normal as before. Whatever bad things are, if neutralized by this gebug game then it will certainly be destroyed. It is according to public belief,” he said.

This attraction usually takes place in public places by inviting opponents at the village. Gebug game is played by two small children, adults and parents. Amid the current advancement of technology, the gebug tradition having existed in the Bali Aga era is already almost extinct. So, we as the heir of the culture should duly boast and preserve its existence. It is the cultural journey of Gebug Ende from lava land to Panji Sakti land (the nickname of Buleleng district). (kmb)

Another U.S. appeals court refuses to revive Trump travel ban

SAN FRANCISCO - President Donald Trump suffered another legal setback on Monday as a second federal appeals court refused to revive his travel ban on people entering the United States from six Muslim-majority nations in a dispute headed to the U.S. Supreme Court.

The San Francisco-based 9th U.S. Circuit Court of Appeals used narrow grounds to reject the Trump administration’s bid to undo a Hawaii federal judge’s decision blocking the temporary ban. It said the Republican president’s March 6 order violated existing immigration law.

But the three-judge panel - all Democratic appointees - did not address whether it was unconstitutional discrimination against Muslims.

A second court, the Richmond, Virginia-based 4th U.S. Circuit Court of Appeals, on May 25 upheld a Maryland judge’s ruling that also blocked Trump’s 90-day ban on travelers from Libya, Iran, Somalia, Sudan, Syria and Yemen. The 4th Circuit had ruled that the ban, which replaced an earlier Jan. 27 one also blocked by the courts, “drips with religious intolerance, animus and discrimination” aimed at Muslims.

The 9th Circuit largely left in place a nationwide injunction by Judge Derrick Watson that stopped parts of the order, which Trump said was urgently needed to prevent terrorism in the United States. That ruling came in a lawsuit challenging the order brought by the state of Hawaii, which stated the ban would harm its universities and tourism industry.

Even before Monday’s ruling, the case was on the fast track to the Supreme Court, where the administration on June 1 filed an emergency request seeking to reinstate the order and hear its appeal of the 4th Circuit ruling. The Supreme Court could act on the administration’s request as soon as this week.

Qatar “extremely comfortable” despite sanctions, markets stabilise

DOHA - Qatar’s financial markets stabilised on Monday after a week of losses as the government showed it could keep the economy running in the face of sanctions by its neighbours.

The finance minister of the world’s richest country per capita played down the economic toll of the confrontation, and said the government was “extremely comfortable” with its financial position, with the resources to endure the pressure.

Saudi Arabia, the United Arab Emirates, Bahrain and Egypt cut diplomatic and transport ties with Qatar a week ago, accusing it of fomenting regional unrest, supporting terrorism and getting too close to Iran, all of which Doha denies.

The biggest diplomatic rift in years among the rich states of the Gulf has disrupted Qatar’s imports of food and other materials and caused some foreign banks to scale back business.

On Monday, it was becoming clear that Qatar could keep the economic damage from becoming critical. Some of its food factories were working extra shifts to process imports from nations outside the Gulf, such as Brazil. Shipping lines have re-routed container traffic via Oman instead of the UAE. Such measures may involve delays and raise costs for Qatar; on Monday Fitch put Qatar’s AA credit rating on Rating Watch Negative, saying a sustained crisis could hurt its credit outlook. But they are unlikely to prevent the economy from functioning in any fundamental way, economists say.

The diplomatic confrontation has become a major test for the United States, which is closely allied to the countries on both sides. Qatar hosts the Middle East headquarters for U.S. air forces; Bahrain hosts the

main base for the U.S. Navy.

As the world’s leading exporter of liquefied natural gas, Qatar’s wealth has allowed it to crown its small Gulf peninsula with skyscrapers. It has also given the government the means to take an outsized role in regional affairs, sponsoring factions in revolts and civil wars and brokering peace deals across the Middle East. Several neighbours have been furious for years.

“STARVE THE BEAST”

In Washington, U.S. President Donald Trump, who has strongly backed the countries imposing sanctions on Qatar despite a more neutral stance taken by the State Department and Pentagon, said the measures were helping to stop terrorism funding.

“One of the big things that we did and you are seeing it now is Qatar and all of the things that are actually going on in a very positive fashion. We are stopping the funding of terrorism,” he said during a photo call with cabinet officials.

“We are going to starve the beast.”

Qatari Foreign Minister Sheikh Abdulrahman al-Thani told a news conference in France that Qatar “still had no clue” why the nations cut ties. He denied that Qatar supported groups like the Muslim Brotherhood that its neighbours oppose, or had warm ties with their enemy Iran.

So far, the measures do not seem to have caused a serious shortages of supplies in shops. Some people have even joked about being “blockaded” inside the world’s richest country: a Twitter page called “Doha under siege” pokes fun at the prospect of readying “escape yachts”, stocking up on caviar and trading Rolex watches for espresso. JAKARTA - Terrorism is an extraordinary crime that could threaten Indonesias sovereignty, therefore the fight against it needs participation of every possible stakeholder, particularly police and military.

In Indonesia, the National Police (Polri) is indeed the main law enforcement institution that has carried out the fight against terrorism so far, through their counterterrorism special squad Densus 88, and

CounterTerrorism Agency (BNPT).

The Indonesian Defense Forces (TNI), however, has frequently supported the Police in operation to fight terrorists in several cases so far.

But, the government wishes to

see a bigger role of the military in eradicating terrorism.

Currently, a special committee of the Indonesian House of Representatives (DPR RI) is in the process of revising Law No. 15 Year 2003 on Counterterrorism.

President Joko Widodo (Jokowi) has expressed his hope that the DPR could conclude the revision as soon as possible and the revised law could clearly describe the role of TNI in the counterterrorism efforts in this country.

“I would like the anti-terror bill to immediately be pursued in the house and with the minister of political, legal, and security affairs, and I would like the discussion related to the bill to be completed as soon as possible,” President Jokowi said recently.

The president also wants the revised law to mention the involvement of the Indonesian military in fighting terrorism.

“Give the TNI the authority under the law. Certainly with reasons, which I think the Coordinating Minister for Political, Legal and Security Affairs has prepared,” he said.

The bill to revise the Law No 15 Year 2003 proposed by the government stipulates that the Indonesian military should act as one of the assisting parties to the National Police, the authorized institution to maintain domestic security, in

thwarting terrorist acts.

The Parliament has responded positively to the Presidents hope by ensuring that the involvement of the TNI is final in the fight against terrorism.

M. Syafii, the special committees chairman and a legislator of the Gerindra Party, revealed recently that the team is keen to synchronize the authorities of the TNI, police, and the Agency for Protection of Witnesses and Victims (LPSK), which is in accordance with the Law on Counterterrorism.

Terrorism is also a threat to the country, hence the TNI has the authority to deal with it, he remarked.

Vice President Jusuf Kalla recently said that the involvement of the military in fighting terrorism would depend upon needs and would also need better coordination with other security agencies.

“Yes, it would depend upon the needs. TNI also has superiorities and we need more of them, but there must be good coordination,” he said.

Regarding criticism that the militarys involvement would increase the risk of human rights violations, the vice president stated that terrorism was a cruel criminal act, and security forces would respond for the sake of the safety of citizens and state interests. (ant)

Obama to give speech in Indonesian diaspora network in Jakarta

JAKARTA - Former president of the United States, Barack Obama, is scheduled to deliver a keynote speech at the opening session of the 4th Congress of Indonesian Diaspora in Jakarta on July 1, 2017.

“We are very happy as we know that Obama has a special relation with Indonesia and has become an inspiring figure for the Indonesian people and diaspora,” Dino Patti Djalal, Chairman of the Board of Trustees of Indonesian Diaspora Network Global (IDNG), said in a press conference on Monday.

Obamas speech in the congress opening session will be his first speech in Asia after he left the White House last Jan. However, Dino stated that Obamas speech will be in a closed session, which can only be attended by about 3.5 thousand participants consisting of Indonesian diaspora, invited guests, and selected public participants.

According to him, Obama was invited to Indonesia

by President Joko Widodo to enjoy his holiday in the country.

Despite refusing to mention the arrival date and the overall agenda of Obama during his stay in the country, Dino asserted that all the process regarding the visit has been coordinated by the government and the Ministry of Foreign Affairs.

“He (Obama) will have his holiday first before giving his speech in the congress. But I cannot disclose the arrival date and the places he will be visiting as it is beyond my authority,” he explained.

The former deputy foreign minister has proposed the theme of globalization and pluralism to be delivered by Obama in his speech, as those two aspects are the integral part of the diaspora phenomenon.

With a theme of “Bersinergi Bangun Negeri” (Synergize to Develop the Country), the 4th Indonesian Diaspora Congress will feature 42 speakers in 12 different sessions.

Hamilton says Mercedes can see the goalposts again

STUTTGART - Sticking to a limited schedule has helped Roger Federer enjoy a renaissance late in his career but the Swiss says rest time is now over and he is looking forward to returning to action at the Mercedes Cup in Stuttgart.

The 35-year-old was ruled out for six months last year as he recovered from a knee injury but made a winning return this season at the Australian Open, Indian Wells and Miami before opting out of the entire clay-court season.

The former world number one is eager to get back to competition in 2017 after a 10-week layoff.

“There are no more breaks now,” Federer told the ATP’s official website (atpworldtour.com) “I’ve had enough breaks. I’m a practice world champion now and that’s not who I want to be. I want to be a champ on the match courts.

“So I’m going to be playing a regular schedule for the second part of the season... And this is the

beginning here at the Mercedes Cup in Stuttgart.”

During Federer’s absence, Rafa Nadal won four clay tournaments, culminating in Sunday’s French Open victory, and Federer said the Spaniard could finish the year on top of the world rankings.

“Obviously Rafa is in great position to finish World No. 1.

For him it’s going to be all about staying injury free,” he added.

“For me it’s about getting back to winning ways, where I left off in Miami.”

Federer said he expected Andy Murray, Novak Djokovic, Kei Nishikori and Stan Wawrinka to step up their game in the second half of the season.

“It’s going to be an epic finish to the end of the season. Quite exciting actually for the ATP Tour.”

Federer will play either Frenchman Pierre-Hugues Herbert or German Tommy Haas in the second round at Stuttgart on Wednesday. (rtr)

MONTREAL - The goalposts may have moved in Formula One this season but, after a dominant one-two in Canada on Sunday, triple world champion Lewis Hamilton feels Mercedes are back on target. The champions looked their old selves in Montreal as Hamilton led team mate Valtteri Bottas to their first one-two since the Finn joined in January as replacement for retired champion Nico Rosberg. The Briton’s 56th career victory was his sixth in Canada and third in a row, and he turned the tables on Ferrari with a peerless performance.

Hamilton qualified on pole, the 65th of his career to equal the tally of his late Brazilian boyhood idol Ayrton Senna, led from start to finish and also set the fastest lap to complete the ‘grand slam’. Coming two weeks after Monaco, where he had qualified badly and finished seventh as Ferrari enjoyed their first one-two since 2010, it was the perfect weekend.

“I think for us, we really solidified our strength, we’ve got a better understanding of the car and hope we can put it in the same spot in the following races,” he told Sky Sports television. “Also we know now, after the last race, where to develop this car moving forwards which I think is really going to make a difference in winning this

championship.” Hamilton warned, however, that there was still much to do and it would take time. “I don’t think we’ve completely got rid of all the issues we have,” he said. “We’ve understood the tyres, utilized the tyres a lot better this weekend, but I think there’s still things we’ve understood but that you can’t just fix in two weeks.

“So in terms of where we direct the development, the guys now in the factory have a much better goal.

The goalposts have moved, but they know where it is and now they can work full steam ahead towards that.”

Ferrari’s Sebastian Vettel, a four times champion, finished fourth on Sunday and saw his lead over Hamilton cut to 12 points with 13 races remaining. The German and

Hamilton now have three wins each, with Bottas taking the other.

Vettel had also qualified on the front row in Montreal but the expected battle between the two title contenders failed to materialise with the German having to fight through the field after his car’s front wing was broken on the opening lap. Hamilton had no doubt Ferrari would be back to speed immediately.

“They are still very, very quick.

They’ve been so consistent all year. This is the only weekend they’ve had not the greatest result but they’ve not had a seventh or something like we’ve had,” he said.

“So they are still very much there, they are still going to be very hard to beat.” (rtr)

TEHRAN — Iran became the second team to qualify for the 2018 World Cup by beating Uzbekistan 2-0 late Monday, sparking celebrations in the streets. The team is unbeaten from eight games and eight points clear of third-placed Uzbekistan with two qualifiers remaining, so cannot be denied a top-two finish and an automatic spot in Russia next year. South Korea is in second place, a point ahead of Uzbekistan with a game in hand.

Iran has yet to concede a goal in qualifying in a run which has renewed the confidence with fans. Vicepresident Eshaq Jahangiri was present at the stadium for the game, among the almost 60,000 supporters celebrating when the referee blew full-time. The Iranian players celebrated with the national flag, broadcast live on TV with a rousing soundtrack. Men, woman and

children spilled into the streets with flags and chants and motorists honked their horns.

In the main streets and squares Tehrani residents gathered and chanted “Queiroz, we love you,” and “Queiroz, thank you.” Ashkan Kasraeian drove with his wife and friends to be part of the celebrations. “I came out to join this national celebration,” he said.

“I am proud of my national football team and I love Carlos Queiroz.”

He said he hopes Iran will retain Queiroz has head coach even after the World Cup. Brazil was the first team to qualify for next year’s World Cup in Russia, and Iran represents the first of four automatic qualifiers from Asia. Asian Football Confederation president Sheikh Salman bin Ebrahim Al Khalifa praised the consistency of the Iran team. “I hope their qualification for the FIFA World Cup will inspire the team to do Asia proud next year in Russia,” Sheikh Salman said.

The top two teams in both Asian groups will qualify automatically for Russia, and the two third-place teams going into a series of playoffs for another spot. Man United target Griezmann signs new Atletico deal

MADRID - Atletico Madrid forward Antoine Griezmann has signed a year’s extension to his contract, the club president said, keeping him at Atletico through to 2022 and seemingly ending what was shaping to be one of the transfer sagas of the summer.

Griezmann, third in the 2016 Ballon d’Or behind Cristiano Ronaldo and Lionel Messi, had been heavily linked to Europa League winners Manchester United in recent weeks.

The 26-year-old last month told television programme Quotidien in his native France that a move to United was “possible”, before stating there was a “six out of 10 chance” it would happen.

However, Atletico president Enrique Cerezo said on Spanish radio on Tuesday that the forward had agreed a new deal. “I always said Griezmann was going to stay.

We’ve kept his release clause the same and given him a pay rise,”

Cerezo said.

Spanish media said the French forward’s new contract made him the highest-paid player in the club’s history, with an annual salary of around 14 million euros ($15.7 million).

While Cerezo has confirmed the extension, the club have made no immediate comment on the contract or Griezmann pay.

The Court of Arbitration for Sport’s decision to uphold a transfer ban on Atletico for signing minors has prevented them from registering new players until January 2018. That appears to have played a big part in Griezmann’s decision to remain with the club he joined for 30 million euros in 2014.

“It’s a tough time for the club and it would be a dirty move to leave now,” Griezmann said when the ban was upheld this month, before tweeting “Now more than ever #Atleti” in a pledge of loyalty. (rtr)

MADRID — A Spanish state prosecutor accused Real Madrid forward Cristiano Ronaldo of defrauding Spain’s tax office of 14.7 million euros ($16.5 million) in unpaid taxes on Tuesday. In a statement, Madrid’s regional state prosecutor accused Ronaldo of four accounts of tax fraud from 2011-14. It said the Portugal forward “took advantage of a business structure created in 2010 to hide from fiscal authorities income generated in Spain from image rights.”

The statement said Ronaldo used what it deems a shell company in the Virgin Islands to “create a screen in order to hide his total income from Spain’s Tax Office.” The prosecutor also said that Ronaldo “intentionally” did not declare income of 28.4 million euros ($31.8 million) made from the cession of image rights from 2015-20 to another company located in Spain.

Additionally, the prosecutor accused Ronaldo of declaring 11.5 million euros ($12.8 million) earned from 2011-14 in a tax return filed in 2014, when the prosecutor said Ronaldo’s real income during that period was almost 43 million euros ($48 million). It added that Ronaldo falsely claimed the income as coming from real estate, which “greatly” reduced his tax rate. Ronaldo’s agency had previously said he was up to date on his taxes. Last month, tax officials said Ronaldo adjusted his tax declarations and paid an extra 6 million euros ($6.7 million) in 2014.

A four-time Ballon d’Or winner, the 32-year-old Ronaldo is Europe’s leading soccer player. He has led Madrid to back-to-back Champions League titles and its first Spanish league in five seasons, and helped Portugal to win last year’s European Championship. Ronaldo is the latest high-profile soccer player to run afoul of Spain’s tax man. Barcelona forward Lionel Messi was convicted of tax fraud for unpaid income from image rights last year, but he is not expected to serve prison time since it was his first offense. On Tuesday, the state prosecutor cited the verdict against Messi as precedent for the case against Ronaldo. (ap)

The Court of Arbitration for Sport’s decision to uphold a transfer ban on Atletico for signing minors has prevented them from registering new players until January 2018. That appears to have played a big part in Griezmann’s decision to remain with the club he joined for 30 million euros in 2014.

MADRID — A Spanish state prosecutor accused Real Madrid forward Cristiano Ronaldo of defrauding Spain’s tax office of 14.7 million euros ($16.5 million) in unpaid taxes on Tuesday. In a statement, Madrid’s regional state prosecutor accused Ronaldo of four accounts of tax fraud from 2011-14. It said the Portugal forward “took advantage of a business structure created in 2010 to hide from fiscal authorities income generated in Spain from image rights.”

The statement said Ronaldo used what it deems a shell company in the Virgin Islands to “create a screen in order to hide his total income from Spain’s Tax Office.” The prosecutor also said that Ronaldo “intentionally” did not declare income of 28.4 million euros ($31.8 million) made from the cession of image rights from 2015-20 to another company located in Spain.

Additionally, the prosecutor accused Ronaldo of declaring 11.5 million euros ($12.8 million) earned from 2011-14 in a tax return filed in 2014, when the prosecutor said Ronaldo’s real income during that period was almost 43 million euros ($48 million). It added that Ronaldo falsely claimed the income as coming from real estate, which “greatly” reduced his tax rate. Ronaldo’s agency had previously said he was up to date on his taxes. Last month, tax officials said Ronaldo adjusted his tax declarations and paid an extra 6 million euros ($6.7 million) in 2014.

A four-time Ballon d’Or winner, the 32-year-old Ronaldo is Europe’s leading soccer player. He has led Madrid to back-to-back Champions League titles and its first Spanish league in five seasons, and helped Portugal to win last year’s European Championship. Ronaldo is the latest high-profile soccer player to run afoul of Spain’s tax man. Barcelona forward Lionel Messi was convicted of tax fraud for unpaid income from image rights last year, but he is not expected to serve prison time since it was his first offense. Hamilton says Mercedes can see the goalposts again

STUTTGART - Sticking to a limited schedule has helped Roger Federer enjoy a renaissance late in his career but the Swiss says rest time is now over and he is looking forward to returning to action at the Mercedes Cup in Stuttgart.

The 35-year-old was ruled out for six months last year as he recovered from a knee injury but made a winning return this season at the Australian Open, Indian Wells and Miami before opting out of the entire clay-court season.

The former world number one is eager to get back to competition in 2017 after a 10-week layoff.

“There are no more breaks now,” Federer told the ATP’s official website (atpworldtour.com) “I’ve had enough breaks. I’m a practice world champion now and that’s not who I want to be. I want to be a champ on the match courts.

“So I’m going to be playing a regular schedule for the second part of the season... And this is the

beginning here at the Mercedes Cup in Stuttgart.”

During Federer’s absence, Rafa Nadal won four clay tournaments, culminating in Sunday’s French Open victory, and Federer said the Spaniard could finish the year on top of the world rankings.

“Obviously Rafa is in great position to finish World No. 1.

For him it’s going to be all about staying injury free,” he added.

“For me it’s about getting back to winning ways, where I left off in Miami.”

Federer said he expected Andy Murray, Novak Djokovic, Kei Nishikori and Stan Wawrinka to step up their game in the second half of the season.

“It’s going to be an epic finish to the end of the season. Quite exciting actually for the ATP Tour.”

Federer will play either Frenchman Pierre-Hugues Herbert or German Tommy Haas in the second round at Stuttgart on Wednesday. (rtr)

MONTREAL - The goalposts may have moved in Formula One this season but, after a dominant one-two in Canada on Sunday, triple world champion Lewis Hamilton feels Mercedes are back on target. The champions looked their old selves in Montreal as Hamilton led team mate Valtteri Bottas to their first one-two since the Finn joined in January as replacement for retired champion Nico Rosberg. The Briton’s 56th career victory was his sixth in Canada and third in a row, and he turned the tables on Ferrari with a peerless performance.

Hamilton qualified on pole, the 65th of his career to equal the tally of his late Brazilian boyhood idol Ayrton Senna, led from start to finish and also set the fastest lap to complete the ‘grand slam’. Coming two weeks after Monaco, where he had qualified badly and finished seventh as Ferrari enjoyed their first one-two since 2010, it was the perfect weekend.

“I think for us, we really solidified our strength, we’ve got a better understanding of the car and hope we can put it in the same spot in the following races,” he told Sky Sports television. “Also we know now, after the last race, where to develop this car moving forwards which I think is really going to make a difference in winning this

championship.” Hamilton warned, however, that there was still much to do and it would take time. “I don’t think we’ve completely got rid of all the issues we have,” he said. “We’ve understood the tyres, utilized the tyres a lot better this weekend, but I think there’s still things we’ve understood but that you can’t just fix in two weeks.

“So in terms of where we direct the development, the guys now in the factory have a much better goal.

The goalposts have moved, but they know where it is and now they can work full steam ahead towards that.”

Ferrari’s Sebastian Vettel, a four times champion, finished fourth on Sunday and saw his lead over Hamilton cut to 12 points with 13 races remaining. The German and

Hamilton now have three wins each, with Bottas taking the other.

Vettel had also qualified on the front row in Montreal but the expected battle between the two title contenders failed to materialise with the German having to fight through the field after his car’s front wing was broken on the opening lap. Hamilton had no doubt Ferrari would be back to speed immediately.

“They are still very, very quick.

They’ve been so consistent all year. This is the only weekend they’ve had not the greatest result but they’ve not had a seventh or something like we’ve had,” he said.

Another U.S. appeals court refuses to revive Trump travel ban

SAN FRANCISCO - President Donald Trump suffered another legal setback on Monday as a second federal appeals court refused to revive his travel ban on people entering the United States from six Muslim-majority nations in a dispute headed to the U.S. Supreme Court.

The San Francisco-based 9th U.S. Circuit Court of Appeals used narrow grounds to reject the Trump administration’s bid to undo a Hawaii federal judge’s decision blocking the temporary ban. It said the Republican president’s March 6 order violated existing immigration law.

But the three-judge panel - all Democratic appointees - did not address whether it was unconstitutional discrimination against Muslims.

A second court, the Richmond, Virginia-based 4th U.S. Circuit Court of Appeals, on May 25 upheld a Maryland judge’s ruling that also blocked Trump’s 90-day ban on travelers from Libya, Iran, Somalia, Sudan, Syria and Yemen. The 4th Circuit had ruled that the ban, which replaced an earlier Jan. 27 one also blocked by the courts, “drips with religious intolerance, animus and discrimination” aimed at Muslims.

The 9th Circuit largely left in place a nationwide injunction by Judge Derrick Watson that stopped parts of the order, which Trump said was urgently needed to prevent terrorism in the United States. That ruling came in a lawsuit challenging the order brought by the state of Hawaii, which stated the ban would harm its universities and tourism industry.

Even before Monday’s ruling, the case was on the fast track to the Supreme Court, where the administration on June 1 filed an emergency request seeking to reinstate the order and hear its appeal of the 4th Circuit ruling. The Supreme Court could act on the administration’s request as soon as this week.

Indonesian military to play bigger role in counterterrorism

Qatar “extremely comfortable” despite sanctions, markets stabilise

DOHA - Qatar’s financial markets stabilised on Monday after a week of losses as the government showed it could keep the economy running in the face of sanctions by its neighbours.

The finance minister of the world’s richest country per capita played down the economic toll of the confrontation, and said the government was “extremely comfortable” with its financial position, with the resources to endure the pressure.

Saudi Arabia, the United Arab Emirates, Bahrain and Egypt cut diplomatic and transport ties with Qatar a week ago, accusing it of fomenting regional unrest, supporting terrorism and getting too close to Iran, all of which Doha denies.

The biggest diplomatic rift in years among the rich states of the Gulf has disrupted Qatar’s imports of food and other materials and caused some foreign banks to scale back business.

On Monday, it was becoming clear that Qatar could keep the economic damage from becoming critical. Some of its food factories were working extra shifts to process imports from nations outside the Gulf, such as Brazil. Shipping lines have re-routed container traffic via Oman instead of the UAE. Such measures may involve delays and raise costs for Qatar; on Monday Fitch put Qatar’s AA credit rating on Rating Watch Negative, saying a sustained crisis could hurt its credit outlook. But they are unlikely to prevent the economy from functioning in any fundamental way, economists say.

The diplomatic confrontation has become a major test for the United States, which is closely allied to the countries on both sides. Qatar hosts the Middle East headquarters for U.S. air forces; Bahrain hosts the

main base for the U.S. Navy.

As the world’s leading exporter of liquefied natural gas, Qatar’s wealth has allowed it to crown its small Gulf peninsula with skyscrapers. It has also given the government the means to take an outsized role in regional affairs, sponsoring factions in revolts and civil wars and brokering peace deals across the Middle East. Several neighbours have been furious for years.

“STARVE THE BEAST”

In Washington, U.S. President Donald Trump, who has strongly backed the countries imposing sanctions on Qatar despite a more neutral stance taken by the State Department and Pentagon, said the measures were helping to stop terrorism funding.

“One of the big things that we did and you are seeing it now is Qatar and all of the things that are actually going on in a very positive fashion. We are stopping the funding of terrorism,” he said during a photo call with cabinet officials.

“We are going to starve the beast.”

Qatari Foreign Minister Sheikh Abdulrahman al-Thani told a news conference in France that Qatar “still had no clue” why the nations cut ties. He denied that Qatar supported groups like the Muslim Brotherhood that its neighbours oppose, or had warm ties with their enemy Iran.

So far, the measures do not seem to have caused a serious shortages of supplies in shops. Some people have even joked about being “blockaded” inside the world’s richest country: a Twitter page called “Doha under siege” pokes fun at the prospect of readying “escape yachts”, stocking up on caviar and trading Rolex watches for espresso. JAKARTA - Terrorism is an extraordinary crime that could threaten Indonesias sovereignty, therefore the fight against it needs participation of every possible stakeholder, particularly police and military.

In Indonesia, the National Police (Polri) is indeed the main law enforcement institution that has carried out the fight against terrorism so far, through their counterterrorism special squad Densus 88, and

CounterTerrorism Agency (BNPT).

The Indonesian Defense Forces (TNI), however, has frequently supported the Police in operation to fight terrorists in several cases so far.

But, the government wishes to

see a bigger role of the military in eradicating terrorism.

Currently, a special committee of the Indonesian House of Representatives (DPR RI) is in the process of revising Law No. 15 Year 2003 on Counterterrorism.

President Joko Widodo (Jokowi) has expressed his hope that the DPR could conclude the revision as soon as possible and the revised law could clearly describe the role of TNI in the counterterrorism efforts in this country.

“I would like the anti-terror bill to immediately be pursued in the house and with the minister of political, legal, and security affairs, and I would like the discussion related to the bill to be completed as soon as possible,” President Jokowi said recently.

The president also wants the revised law to mention the involvement of the Indonesian military in fighting terrorism.

“Give the TNI the authority under the law. Certainly with reasons, which I think the Coordinating Minister for Political, Legal and Security Affairs has prepared,” he said.

The bill to revise the Law No 15 Year 2003 proposed by the government stipulates that the Indonesian military should act as one of the assisting parties to the National Police, the authorized institution to maintain domestic security, in

thwarting terrorist acts.

The Parliament has responded positively to the Presidents hope by ensuring that the involvement of the TNI is final in the fight against terrorism.

M. Syafii, the special committees chairman and a legislator of the Gerindra Party, revealed recently that the team is keen to synchronize the authorities of the TNI, police, and the Agency for Protection of Witnesses and Victims (LPSK), which is in accordance with the Law on Counterterrorism.

Terrorism is also a threat to the country, hence the TNI has the authority to deal with it, he remarked.

Vice President Jusuf Kalla recently said that the involvement of the military in fighting terrorism would depend upon needs and would also need better coordination with other security agencies.

“Yes, it would depend upon the needs. TNI also has superiorities and we need more of them, but there must be good coordination,” he said.

Regarding criticism that the militarys involvement would increase the risk of human rights violations, the vice president stated that terrorism was a cruel criminal act, and security forces would respond for the sake of the safety of citizens and state interests. (ant)

India calls for middle-income country coalition to revive globalisation

NEW DELHI - India called on Thursday for a coalition of middle-income countries to drum up support for globalisation as a political backlash in the United States and parts of Europe against free trade and investment imperils its growth aspirations. Arvind Subramanian, the finance ministry’s chief economic adviser, suggested Indian could lead a coalition of countries with open economies to promote free trade.

“We, in India, now have a much bigger growing stake in ensuring that the world markets remain open, that we continue to see globalisation,” Subramanian told a conference on the world’s 20 biggest economies (G20). “A coalition of middle-income countries led by India or at least where India is taking charge, would be some-

thing we should seriously explore.”

The proposal comes as frustration with persistently low growth, stagnant wages and diminishing job security has sparked opposition in Europe and the United States to free movement of capital, goods and services, which critics blame for eroding incomes and worsening inequality.

Gebug Ende, from Karangasem to Buleleng, A Dance to Invoke Rain

Various unique and interesting traditions can be found in North Bali.

One of them is a tradition characterized by vivacious heroism remaining to exist in the community until these days. The ‘War of Rattan’ or better known as gebug ende can be found at Patas village, Gerokgak subdistrict.

Actually, this tradition comes from the lava land (nickname of Karangasem, precisely from Seraya village).

By and large, this tradition is played when dry season arrives. At that time, people of Seraya have a religious cultural tradition to beg for rain. This tradition is played by two men, where the player hits each other with a rattan whip of two meters long.

It is accompanied with a piece of shield with a diameter of 60 cm made of dry cowhide tied to wooden frame.

Other than the players, in the arena of the game there are also two people serving as referee or pakembar.

Even though their body is hit by rattan, they are still happy and dance with joy. Meanwhile, the sound of the

baleganjur gamelan music is played as a companion to heat up the atmosphere of “the war.” At the same time, the audience keeps cheering to give support to the one on one fight.

This gebug ende attraction is generally performed on the sidelines of breaks in the fields at noon or evening. It is commonly held prior to the planting season in the field. A coach of gebug ende for children Wayan Nadi said that during dry season the tradition is held to appeal to God in order to bring down a rain. “This tradition is habitually held during dry seasons. If the rain late long in the season, gebug ende will be held.

Originally this tradition comes from the Seraya village, Karangasem,” he said.

A senior figure of Patas village, Ketut Koroh, said that if one of the players bleeds due to the blow of rattan stick, there is a possibility to rain. In short, according to the belief of Seraya people, the gebug game is held at this village to appeal to God

for rain for the sake of agricultural purposes.

Apparently this tradition is not just to beg for rain. “If something bad happens, this gebug tradition can be held.

For example, there is uncontrollable pest attack, this gebug is the repellent.

After holding the gebug, by degrees the bad things will disappear and be back to normal as before. Whatever bad things are, if neutralized by this gebug game then it will certainly be destroyed. It is according to public belief,” he said.

This attraction usually takes place in public places by inviting opponents at the village. Gebug game is played by two small children, adults and parents. Amid the current advancement of technology, the gebug tradition having existed in the Bali Aga era is already almost extinct. So, we as the heir of the culture should duly boast and preserve its existence. It is the cultural journey of Gebug Ende from lava land to Panji Sakti land (the nickname of Buleleng district). (kmb)

SDN 2 Duda students suffer from food poisoning AMLAPURA The graduation celebrations for students from SDN 2 Duda elementary school, Selat, Karangasem, were not as joyful as hoped. A total of 18 students suffered food poisoning after eating the take-out rice, with two students even requiring hospital caea at the Selat Public Health Center. Although the food poisoning incident occurred in the afternoon of Friday June 9th, the 52 year old aschool principle, I Wayan Berata only reported the incident on Monday (June 12).

According to the report, 173 portions of take-away rice dishes were ordered from 40 year old food seller Ni Nyoman Berata for the students graduating from SDN 2 Duda, located in Peringsari Tengah hamlet, Duda. The take-away rice dishes, wrapped in wax paper were served to the students at around 11:30, just after the graduation ceremony. No signs of trouble appeared that afternoon. It was not until after nightfall, when the students were already in their respective homes, that some of them began to feel symptoms of food poisoning.

One of the victims, 12 year old I Kadek Adi Suputra was hospitalized over the weekend. He first began to not feel well at around 20:00 and soon after his father brought Saputra to the Selat Public Health Clinic. “It was immediately suggested that the young man be hospitalized”, said Principal Wayan Berata.

Saputra reported to the doctors at the health clinic that he ws experiences symptoms such as fever, headache, vomiting and diarrhea. Later that night, the public health center got in touch with school authorities so that data could be collected about other students who might be experiencing similar symptoms. It turns out that a total of 18 students had suffered food poisining including 11 year old I Keadek Sukra who was hospitalized on Monday (June 12).

The Selat Public Health Center has not been able to confirm the cause of the mass poisoning, though many suspect the take-away rice as being the culprit. By the time the health clinic was aware of the possible cause, none of the potentially offensive rice was left.

Chief of Selat Police, Made Sudiarta, admitted that it was possible that the cause of the poisoning that the students had suffered was food that was less than hygienic but added that other factors could also be to blame such as the mud and rain that were present during the gradation party. “It is possible that children did not wash their hands before eating. We are still waiting for results from the health center’s investigations at the school and the location where the take-away rice was prepared”, he concluded.(117)

Central ASITA ready to bring in 200 buyers AMLAPURA —

Celebrations for the 377th anniversary of the Town of Amlapura, Karangasem include numerous events and wil be ongoing until September. One of the major events that is getting a lot of attention is the the Karangasem Travel Mart that will be held from September 14-17. The event that will bring together buyers and sellers of travel products and services is also receiving support from the central executive board of the Association of the Indonesian Tours and Travel Agencies (ASITA). Because this event is being held in cooperation with the Ministry of Tourism, at least 200 buyers are expected to partake, including foreign buyers.

During a meeting with the Regent of Karangasem, I Gusti Ayu Mas Sumatri at the Ujung Water Park recently, Chairman of Central Executive Board of ASITA, Asnawi Bahar, said that Bali is the spearhead of Indonesian tourism. Tourists with large groups must organise their trips using travel agencies under the coordination of ASITA Indonesia. ASITA has more than 7,000 travel agencies throughout Indonesia with approximately 450 agencies that operate in Bali. Given Bali’S strategic position in terms of tourism in Indonesia’ ASITA is ready to fully support this event.

This support includes ASITA promoting Karangasem and its package tours that will will be promoted by ASITA members to potential buyers. Bahar, therefor hopes that sellers and travel agencies from Bali – especially Karangasems wil come to the event. “Events supported by the ministry usually have about 200 buyers come, including many foreign buyers. Buyers from the Jakarta Travel Fair will also likely come after the event in Jakarta” he added.

Event organizer of the Karangasem Travel Mart, Raja Santosa, explained that registration for sellers is open from June 1 until August 30. Given the market value of Karangasem’s tourism, Santosa said that he is confident that the event will take place smoothly and will be a success. The event, he said must be well

prepared as it is a first for Karangasem.

“We have already similar events with success in other districts including Gianyar, Buleleng and Klungkung” he said.

Regent of Karangasem, I Gusti Ayu Mas Sumatri, said that this event could represent a starting point for introducing Karangasem tourism in a new way. In order to be able to compete with other regions and for the tremendous potential of Karangasem to become known to a broader public, unusual methode for promotion are required, said the Regent Sumatri. She also said that she hopes that this event can help Karangsem reach its goal of having 1 million visitors per year.

“What I often hear from travel agencies in Bali is that tourists are reluctant to visit Karangasem because it is so far from the airport. This attitude needs to be countered by emphasising that some 10 of Bali’S most iconic attractions are located in Karangasem. Today we receive about 500,000 visitors per year, but we are aiming for 1 million per year” said the regent enthusiastically, Now that Karangasem can no longer contribute to the regionally generated revenue through quarrying activities, the tourism sector is to become the cornerstone of Karangasem’s economy, she said. We are still investigating MD’s fake IMEI supplier” he said. The suspect MD also allegedly hired his friend who is an IT expert to unlock three stolen iPhone 7 and iPhone 7 Plus. All of the phones that these bandits allegedly stole were, apparently loked.

Sinar added that the stated motivation for these four suspects to get

involved in this criminal activity was to provide for the necessities of life.

Singapore detains first woman citizen suspected of Islamist radicalism

SINGAPORE - Singapore said on Monday it has detained an assistant child-care worker suspected of trying to join Islamic State and to find a militant husband in Syria, and was holding her under a tough security law that allows for detention without trial.

The detention of the first Singaporean woman for suspected Islamist radicalism comes as concern is growing about the spread of Islamic State in the region. Singapore and its neighbours recently began intelligence cooperation aimed at stemming the movement of militants across their borders.

Singapore has reiterated over the past year that it is a target of Islamist groups and has urged the public to be alert.

The suspect, Syaikhah Izzah Zahrah Al Ansari, 22, was detained this month for intending to make her way to Syria to join Islamic State of Iraq and Syria with her child, the Ministry of Home Affairs said in a statement.

“She supported ISIS’s use of violence to establish and defend its self-declared ‘caliphate’, and aspired to live in it,” the ministry said, referring to Islamic State.

Izzah, a contract assistant at an infant care centre, was radicalised as early as 2013 by online propaganda with links to Islamic State and she shared pro-Islamic State material on social media.

She had also sought a militant husband in Syria, the ministry said, adding that her family had tried to talk her out of her plans but had not handed her in, and had even destroyed evidence against her.

“She said that since 2015, she was looking for ‘a Salafi or an ISIS supporter’ to marry and settle down with him and her child in Syria,” the ministry said.

“She said she would support her husband if he fought for ISIS in Syria as she believed she would reap ‘heavenly rewards’ if he died in battle. With her ‘elevated status’ as a ‘martyr’s widow’, she felt she could easily marry another ISIS fighter in Syria.”

Her parents, both Quranic teachers, and sister came to know of her radical postings in 2015.

After she was placed under investigation, important evidence was destroyed by a family member relating to her plans to join Islamic State, in order to try to cover up her acts, it said.

“They tried on their own to dissuade her but they were unsuccessful. Izzah continued down the path of radicalism. In April 2017, she boasted to a contact that the Singapore authorities had not detected her,” the ministry said.

The ministry said the authorities were looking into taking action against the family member who destroyed evidence.

“The government takes a serious view of the withholding of information that is pertinent to the safety and security of Singapore and Singaporeans,” it said in a statement to Reuters. (rtr)

PANAMA CITY - Panama has established diplomatic ties with China and broken with Taiwan in a major victory for Beijing, which continues to lure away the dwindling number of countries that have formal relations with the self-ruled island.

Panamanian President Juan Carlos Varela said in a televised address on Monday that Panama was upgrading its commercial ties with China and establishing full diplomatic links with the second most important customer of its key shipping canal.

“I’m convinced that this is the correct path for our country,” Varela said.

Taiwan’s government said it was sorry and angry over Panama’s decision, and said it would not compete with China in what it described as a “diplomatic money game”.

“Our government expresses serious objections and strong condemnation in response to China enticing Panama to cut ties with us, confining our international space and offending the people of Taiwan,” David Lee, Taiwan’s minister of foreign affairs, told a briefing in Taipei.

Taiwan would immediately end cooperation with and assistance for Panama, and evacuate embassy and technical personnel “in order to safeguard our national sovereignty and dignity”, Lee said.

China is deeply suspicious of Taiwan President Tsai Ing-wen, who it thinks wants to push for the island’s formal independence, although she says she wants to maintain peace with

Beijing.

China and Taiwan have tried to poach each other ’s allies over the years, often dangling generous aid packages in front of developing nations, although Taipei struggles to compete with an increasingly powerful China.

Panama is the second country to switch its recognition to Beijing since Tsai took office last year, following a similar move

by Sao Tome and Principe in December, trimming to 20 the number of countries that formally recognise Taiwan.

Taiwan had as many as 30 diplomatic allies in the mid1990s, and its remaining formal ties are with mostly smaller and poorer nations in Latin America and the Pacific.

China’s Foreign Minister Wang Yi met his counterpart from Panama, Isabel de Saint Malo, in Beijing on Tuesday and signed a joint communiqué establishing ties.

“This is a historic moment.

China-Panama relations have opened a new chapter,” Wang said, describing Panama’s decision as in “complete accordance” with its people’s interests and “in keeping with the times”.

“The two countries’ governments agreed to develop good friendly relations on the principles of mutual respecting sovereignty and territorial integrity, non-aggression, mutual noninterference in internal affairs, mutual benefit, and peaceful coexistence,” China’s Foreign Ministry said in a statement on its website. Researchers: We’ve discovered power grid-wrecking software PARIS — Researchers have found a troubling new form of power grid-wrecking software, tying the discovery to a recent Ukrainian blackout in tworeports published Monday.

The malicious software has the ability to remotely sabotage circuit breakers, switches and protection relays, the reports say, a nightmare scenario for those charged with keeping the lights on.

“The potential impact of malware like this is huge,” said Robert Lipovsky, a researcher with Slovakian anti-virus firm ESET, which first obtained the rogue program. “It’s not restricted to Ukraine. The industrial hardware that the malware communicates with is used in critical infrastructure worldwide.”

Policymakers have long worried over programs that can remotely sabotage industrial systems because of their potential to deal catastrophic damage across the internet. Examples of hackers being able to turn off the lights were once confined to the movie screens, but that is slowly changing. In 2010 researchers discovered Stuxnet, a groundbreaking piece of malware apparently designed to sabotage Iran’s nuclear program by sending its centrifuge machines spinning out of control. In 2015, a cyberattack left upward of 200,000 people without power in Ukraine.

ESET’s report deals with malware tied to a more modest outage reported to have hit a transmission facility outside in Kiev on the night of Dec. 17, 2016. Ukrainian officials have previous described the incident as a cyberattack, but ESET’s report — along with another write-up by the respected Maryland-based industrial cybersecurity firm Dragos — add a wealth technical details, showing how the malware could flip circuit breakers on and off with a string of code before mass-deleting data in a bid to cover its tracks.

The level of sophistication needed to write code for the generally obscure industrial controllers that operate the world’s electrical grids suggests a group of hackers wellversed in the field and with the resources to test their creations in the lab, ESET said.

SYDNEY - Officials from the United States, Britain, Canada, Australia and New Zealand will meet next month to discuss plans to press technology firms to share encrypted data with security agencies, Australia’s prime minister said on Tuesday.

The meeting of the so-called Five Eyes intelligence-sharing coalition in Canada would focus on how to ensure “terrorists and organised criminals are not able to operate with impunity in ungoverned digital spaces online”, Malcolm Turnbull said.

“The privacy of a terrorist can never be more important than public safety - never,” he said in parliament.

Technology companies like Facebook Inc and Apple Inc have come under growing pressure to share encrypted information to prevent terror attacks.

Apple and Facebook did not

immediately respond to requests for comment, but both companies have previously resisted sharing such information citing privacy concerns.

Turnbull’s comments echo that of British Prime Minister Theresa May who said on June 4 that international cooperation and regulation was needed to remove the “safe space” that allowed extremists to thrive online.

“We need to work with allied democratic governments to reach international agreements that regulate cyberspace,” she said.

Australia has seen a series of lone-wolf Islamist-inspired attacks recently, prompting a review of police tactics.

Turnbull last week signalled a drive to reform parole laws, including a ban on parole for violent offenders with links to militancy, following a deadly siege claimed by the Islamic State group. (rtr)

AMLAPURA — The Karangasem tourism office has come up with a new way of ensuring quality tourism in the area. After gaining autonomy from the Culture Agency, they decided to asses the feasibility of all tourist attractions in Karangasem including both those that are recognized by the regent decree and those that are just developing. This assessment process is intended to ensure that every tourist attraction meets certain standards, so that tourists are not dissapointed when they visit these attractions.

Head of the Karangasem Tourism Office, Wayan Astika, recently said that currently there are 15 tourist attractions in Karagasem that are recognized by the local government as stated in Regent Decree No. 395/1999. This decree however does not ensure that these attractions are up to date. “A tourist attraction needs to meet a number of requirements and criteria and because the decree was issued in 1999 it is no longer relevant to current conditions” said Astika who added that there are several new attractions emerging in Karagasem.

Undayana University will also be invited to conduct a study that would serve to set appropriate terms and criteria for Karangasem’s tourism conditions so that not just any location can claim itself to be a tourist attraction. It is not enough, he said, that a place be beautiful and have potential, it must also have things like public facilities and security. Such factors are very important and determine whether such a place is worth visiting or not.

“We have discussed the matter with Udayana University and we will start the process shortly. Once the study is complete, we will create a new decree”, he said.

This assessment does not only pertain to famous attractions but also to tourism villages. The tour-

ism agency will be assessing all tourism villages in Karangasem to to determine whether they qualify as tourist destinations or not. According to Karangasem’s 2004 decree, there are a total of 20 tourism in the district however only a few are active. Many of them do not have adequate public facilities and have not been thoroughly reviewed in terms of security and feasibility.

Any villages that want to be acknowledged as tourism villages by the local government must meet all the criteria set forth. Astika added that previously when the 20 tourism villages were first established, it was based on a central government program known as PNPM Pariwisata but was doen without careful consideration. With the new criteria a new rural development program will also be created that will combine the potential of villages located next to one and other.

“Once the assessment is done, we will immediately make known what the new criteria for tourist attractions is, particularly for tourism villages, so that any village that wants to can seek to meet the criteria” explained Astika.

Aside from the tourist attraction assessment program, the tourism office is also preparing a regional bylaw on the regional tourism development master plan (Ripparda) of Karangasem. Astika said that he had had several meeting with the team to discuss the master plan that can later be included in the regional legislation program (Prolegda) for 2018. The discussions with the team were aimed at finalizing the assessment that has been going on since 2015. Astika asserted that the regulation governing the master plan will not be much different from the results of previous studies known as the Ripparda Karangasem that is divided into three clusters: the mountain, the coast and old villages. Before started his salted duck egg business, Tantra worked for a state owned company, but because he was worried about being assigned outside of Bali, he decided to resign..“Eventually I started my duck egg business” said Wayan Tantra from his workplace on Thursday (Jun 8).

The 600 eggs that are collected daily are then sorted and the best eggs are then salted. “ Once they are sorted, we wish them. If the eggs are cracked or are too oval, we sell then to the traditional markets”, he explained. Ducks lay eggs between the ages of 4 and 12 months and when they stop being productive the ducks are sold to the market.

His workers must be careful not to break the eggs when they are washing the eggs that are then coated in a simple paste made of salt, husk and ash and left to ripen for 15 days. “After soaking for 15 days, the paste is removed and boiled for 4 hours,” explained Tantra.

During the boiling, the fire must be constant so that the eggs do not break. After four hours of boiling, the eggs are cooled down and washed again thoroughly.

“The process is very simple. After being cleaned the eggs are given a stamped label and then packed” he explained.

Packaging process, he said is also very simple and includes adding a expiration date of 10 days after packing. Tantra’s salted eggs are sold in supermarkets such as

Hardy’s, Tiara and Clandy’s and added that he is currently overwhelmed with orders local shops and traditional markets.

Intan Sari salted eggs are likely preferred by customers become Tantra maintains a high quality, a good quantity and continuity of production as well as mutual benefit for him and those who sell his eggs.

“Usually, salted egg makers cannot produce continually because of the fluctuating availability of duck eggs, But we raise our own ducks so we don’t have tht problem” he explained. Intan Sari has five employees who handle the livestock, sort the eggs pack and deliver. The salted egg is sold for IDR 3,500 each, whereas the raw duck egg today costs about IDR 1,700 each. (dwa)

To reduce queue, Sanglah Hospital gets innovative

DENPASAR - Every day Sanglah Hospital serves approximately 900 patients in its outpatient polyclinic. This large number of patients mean that there are long line-ups everyday. Sometimes patients can wait up to three hours just to register not to mention the wait in the respective clinic that they are assigned to. Obviously such large numbers of patients also mean that lots of room is needed for parking as well. Sanglah Hospital has come with a few innovations in order to reduce wait times, improve services and make people more comfortable.

Director of General Affairs and Operations of Sanglah Hospital, Nining Setiawati, explained that they have for example opened an early registration service as well as online registration, made improvements to their computerized medical records system as well as their system for admission services.

She admitted that some polyclinics still have quite long queues, but added that wait times have gone down. “Before, registration opened at 7:30 or 8:00 but by 10:00 many people would still not have registered.

Now registration is done much faster and there are less line-ups”, she said.

Wait times at the polyclinics also used to be much longer as doctors would only arrive at around 9:00, whereas now they are ready to serve patients at 7:30”.

“Doctors are now better prepared as the medical records also arrive earlier than they used to “, she added, explaining that this has been facilitated by the online registration. Now patients who register from home can have their medical records pulled the day, so when the patients arrive at the hospital the next day, their records are already at the polyclinic.

Also, BPJS invoices are printed before the patient arrives as the hospital’s management information system is directly connected to BPJS Kesehatan. Invoices are preferentially printed for outpatients with appointments as their arrival is more certain. This way pharmacy and parking services also run more smoothly.

Outpatients are not the only ones who have faces long wait times at the hospital. Inpatients and those requiring surgery or various therapies also face long wait times.

Wait times for surgeries are determined by the operation schedule while queues for radiotherapy are quite long as the hospital has one one device for this treatment and many people in need of this service. (kmb42)

To avoid traffic congestion, kites must use knockdown system

DENPASAR - In Bali, the holiday season in June and July is enlivened with kite competitions.

This also means frequent disruptions to the flow of traffic as crowds of youth carry their giant kites to the site of these competitions.

In order to avoid complaints about this type of disruption, the kites brought to these competitions are expected to made so that they can be “knocked-down” and reassembled on site, so that the transportation of kites does not disturb other road users.The kite competition to be held in Sanur this July is expected to apply this method.

Chairman of the kite competition committee, Kadek Suprapta Meranggi, when met after the meeting with Denpasar Mayor, I.B. Rai Dharmawijaya Mantra, at the Sewaka Dharma Building on Monday (Jun 12), revealed that the committee will use technology, starting from registration to the assessment of the kites. All the kites should apply a knockdown system, he said. This, order to avoid potential traffic conges-

tion, and to dispel the perception that the kite competition is to blame for traffic jams, he added.

The kite competition being held on July 22-23 must also be ecofriendly.

The kite contest assessments are to be based not only on the kites themselves but also on the care for the environment that each participant demonstrates “Keeping the environment clean has to start with our own actions” he said.

Mayor of Denpasar, I.B. Rai Dharmawijaya Mantra, said that he welcomes the kite competition to be held this July. He added that he hopes that this annual event can become both a tourist attraction as well as a form of cultural preservation. “We hope that this long standing tradition can also serve as an attraction”, he said.

Rai Mantra also emphasized to the committee that attention should be paid to keeping the environment litter-free especially considering the large number of people involved in the competition who can have a impact on the environment. (kmb12)

LOS ANGELES - U.S. pop singer Halsey scored her first No.1 album on the Billboard 200 chart with “Hopeless Fountain Kingdom,” making her the first solo female artist to top the album chart in 2017, according to data on Monday from Nielsen SoundScan.

Halsey, 22, who shot to international fame last year as the featured singer on The Chainsmokers’ hit summer single “Closer,” sold 105,000 units of her second studio album.

The last woman to top the Billboard 200 was Lady Gaga in November 2016 with “Joanne,” Billboard said. Sales for Katy Perry’s heavilypromoted new album “Witness” will be tallied next week.

Kendrick Lamar’s “Damn.” held onto second place on the Billboard 200 with 72,000 more units sold in its eighth week, while The Halsey performs “Now or Never.”

Beatles extended their chart comeback with a further 44,000 sales for 50th anniversary remastered “Sgt. Pepper’s Lonely Hearts Club Band”, which dipped from 3rd to the No.4 spot.

The Billboard 200 album chart tallies units from album sales, song sales (10 songs equal one album) and streaming activity (1,500 streams equal one album).
