LONDON - American music producer David Gest, the former husband of entertainer Liza Minnelli, died in London on Tuesday.

Gest, who was aged 62, was found in the Four Seasons hotel in the Canary Wharf business district of the city.

The producer, whose credits included a TV musical special about pop star Michael Jackson, married actress and singer Minnelli in 2002.

They separated the following year.

Gest appeared in the 2006 series of British reality TV show “I’m a Celebrity ... Get Me Out of Here”, and his popularity with viewers led to other television work, including his own show called “This Is David Gest”.

He returned to reality television at the start of the year, entering the “Celebrity Big Brother” house in January but he left the house 13 days later on medical grounds.

London police said in a statement: “Police were called at 10:17 on Tuesday 12 April to the Four Seasons hotel in Westferry Circus to reports of an unexplained death of a man in his 60s.

“A post-mortem will be held in due course. Next of kin are in the process of being informed.”

Police said the death was not being treated as suspicious. (rtr)

Cosby’s wife to face another day of questioning in lawsuit -judge WORCESTER - Bill Cosby’s wife of 52 years will have to submit to another day of questioning by lawyers for seven women who claim the comedian sexually assaulted them, but need not reveal intimate details of their marriage, a U.S. judge ruled on Tuesday.

In rejecting Camille Cosby’s request not have to have to participate in another deposition, U.S. Magistrate Judge David Hennessy told a lawyer for the seven women to limit his questioning to relevant topics, castigating him for crossing that line in a February deposition.

Hennessy ruled that the new deposition will be limited to five hours and 45 minutes, with the two sides agreeing to hold it at a Boston hotel on Feb. 19.

“We’re not going to have a repeat of some things that happened, I can assure you. That applies to both sides,” Hennessy said during a hearing at U.S. District Court in Worcester, Massachusetts. “We’re not going to have questions like, ‘Were you asleep when you had sex with Mr. Cosby?’”

More than 50 women have accused Cosby, best known for his role as the father character in the 1980s television hit “The Cosby Show,” of sexually assault, often after plying them with drugs and alcohol.

The allegations, many of which date back decades, have toppled Cosby from his position as one of the United States’ best-loved

entertainers.

Most of the alleged crimes are too old to be criminally prosecuted. But authorities in Pennsylvania charged the 78-year-old actor with sexually assaulting a woman in 2005.

Cosby, who is out on bail, has repeatedly denied wrongdoing.

The seven women involved in the Massachusetts suit charge that Cosby lied when he denied sexually assaulting them.

Attorneys for Camille Cosby, 72, who also serves as her husband’s business manager, had argued that a second deposition would only serve to embarrass their client.

“The plaintiff cannot, under rule, abuse or harass a witness with questions that are obviously embarrassing and obviously not relevant,” said Daniel Small.

An attorney for the women, Joseph Cammarata argued personal matters are relevant given the nature of the allegations.

“The intent and the effect was not to be harassing or abusive,” Cammarata said.

“The intent was to gather information.”

Tamara Green filed the Massachusetts lawsuit in December 2014. She was later joined by six other women who say Cosby sexually assaulted them and defamed them by calling them liars.

Cosby has countersued, accusing the women of defaming him. Neither Cosby nor his wife were present in court. (rtr)

Alas Kedaton trekking path hampered by maintenance TABANAN - A new breakthrough to increase the tourist attraction especially in Tabanan district continues to be developed. As the latest, the area of Alas Kedaton tourist attraction makes a trekking path penetrating paddy fields and settlement of Kukuh village. Unfortunately, after completed early 2015, the connecting line of Tatag hamlet to Menalun Tatag is constrained by maintenance matters.

“Our difficulty lies in terms of maintenance, especially in rainy season. The edge of the trek is prone to be crushed by water. Moreover, some revetments broke down,” said the headman of Kukuh, Ketut Budiarta, Tuesday (Apr. 12).

Related to maintenance of the trekking path, Budiarta hoped for budgetary assistance from relevant agencies because in general the pathway is utilized by people of Kukuh and farmers as well as connecting between hamlets, and alternative path when traffic jammed occurs. “When congestion occurs at the main line, this path can be used as an alternative for motorcycle,” he said.

Then, the workmanship from Tatag to Menalun hamlet was conducted independently by the community of Kukuh. “Workmanship of the project is made in three stages in accordance with the disbursement of funds, reaching more than 250 million,” he said.

He admitted that until March the Karangasem Hospital reported the dengue patient has reached 725 people. It is only for three months, so that it is much more than last year’s number totally reaching 799 people.

“Within the past three months, most dengue fever cases happened in March, reaching 421 people. Until mid-April, we’ve got many reports,” he said.

of Representatives, Ida Ayu Sutejawati, said that many residents at Bunutan village suffered dengue fever. Approximately more than 60 people were admitted to have come to hospital in turn. She said that a housewife of 28 years old was alleged to have died due to dengue fever. She died on the way when being rushed to Karangasem Hospital some time ago.

In the meantime, a legislator from Besakih, Ni Putu Sriani, said that so far she did not hear any report on dengue case at Besakih. Nevertheless, she asked the executive to anticipate the dengue attacks from spreading to all villages.

On the other hand, related to the death of the housewife from Kecicang Bali hamlet recently alleged to suffer dengue will be audited in Karangasem Hospital, Wednesday (Apr. 13). The meeting is related to the joint audit by medical committee and will be attended by the Association of Obstetrics and Gynecology (POGI) Denpasar.

“A few days before giving birth she had fever. Many people at the village indeed suffered dengue. From the beginning, the midwife handling her childbirth has suggested referring her to hospital, but the family rejected. Apparently after getting more severe, she was ready to be referred to Karangasem Hospital and died,” said Tirtayana.

China says 202 detained in vaccine scandal

BEIJING - A total of 202 people have been detained in connection with a scandal over an illegal black market vaccine ring, the Chinese government said on Wednesday, as it vowed to improve supervision of the market.

The case, involving millions of illegal trades of vaccines through a black market drugs ring, has ignited public ire and underscored regulatory weaknesses in the world’s second largest pharmaceuticals market.

The State Council, or cabinet, said in a report 202 people had now been detained, with 357 health and regulatory officials receiving administrative punishments.

“Vaccine quality and safety are to do with people’s lives and health, especially children, and is a red line

that cannot be crossed,” the council said in the report, released on the central government’s website.

While China’s vaccine system is generally safe, the case has exposed serious failings and their must be lessons learned, it added.

The supervision and regulatory system would be tightened, the State Council said, with better record keeping for the production, storing and transport of vaccines and tougher punishments for lawbreakers.

The scandal has stirred angry

debate, casting a shadow over government ambitions to bolster the domestic drug industry and underlining the challenge it faces to regulate a widespread and fragmented medicine supply chain.

It has also angered senior leaders, prompting regulators to point to a lack of resources.

The vaccines, including ones against meningitis, rabies and other illnesses, are suspected of being sold in dozens of provinces around China since 2011.

The government says it has not found any spike in abnormal reactions to inoculations and that the vaccines themselves were real, though traded illegally and improperly stored. (rtr)

Every street at the tourist village has even been filled with the art shops and restaurants. Unfortunately, only a few tourist facilities remain to preserve the style of Balinese culture like Cafe Lotus.

SILICON VALLEY - A $250 million grant from Silicon Valley billionaire Sean Parker, announced on Wednesday, aims to speed development of more effective cancer treatments by fostering collaboration among leading researchers in the field.

The Parker Institute for Cancer Immunotherapy will include over 40 laboratories and more than 300 researchers from six key cancer centers: New York’s Memorial Sloan Kettering, Stanford Medicine, the University of California, Los Angeles, the University of California, San Francisco, Houston’s University of Texas MD Anderson and the University of Pennsylvania in Philadelphia.

“Any breakthrough made at one center is immediately available to another center without any kind of IP (intellectual property) entanglements or bureaucracy,” Parker, the co-founder of music-sharing website Napster and the first president of Facebook, told Reuters in an interview.

The institute will focus on the emerging field of cancer immunotherapy, which harnesses the body’s immune system to fight cancer cells.

Recently approved drugs such as Yervoy and Opdivo from Bristol Myers Squibb Co and Merck & Co Inc’s Keytruda have helped some patients sustain remission.

But those first-generation therapies do not work for everyone, and scientists are trying to understand how to make them more effective.

“Very little progress has been made over the last several decades,” Parker said, referring to cancer drug research. “Average life expectancy has only increased three to six months with some of these drugs that cost billions to develop.”

The institute has identified three key areas of research - modifying a patient’s own immune system T-cells to target a tumor; studying ways to boost patient response to current immunotherapy drugs; and research to identify other novel targets to attack a tumor.

Parker said the current system of cancer drug development discouraged the kinds of risk-taking that could lead to a major breakthrough.

The new institute “is paradigm shifting,” said Dr. Jedd Wolchok, chief of the melanoma and immunotherapeutics unit at Memorial Sloan Kettering Cancer Center.

He said it would alleviate the need for scientists to secure grants, which he said took up at least 30 percent of his time, foster collaboration among accomplished scientists and provide access to the newest information processing and data technology.

“I have no doubt this will allow us to make progress, and to make it much more quickly,” Wolchok said.

The Parker Institute aims to ensure members can easily share research discoveries and tools, as well as jointly conduct clinical trials with standardized data collection and operations. (rtr)

As for the existence of Cafe Lotus itself, Cok Wah admitted that it has been initially developed by his parents since 1983 where at that time was collaborated with a partner from Sumatra. “At that time, it was named Warung Teratai and then it has been renamed into English language becoming Cafe Lotus,” he explained.

During the passage of Cafe Lotus, Cok Wah was also engulfed by

uncertainty when the shares of partner were transferred to an Italian investor. But since 2007 the share of Cafe Lotus has been wholly owned by this bespectacled man.

When asked about the most frequently guests visiting the Cafe Lotus, he said it is averagely visited by foreign travelers. “Well, they are mixed travelers. They are including European, American, Asian, Australian and local travelers. Probably it happens because we do not have any special cuisine. 60 percent of childbirths assisted by midwives

DENPASAR - Based on the results of the Indonesia Demographic and Health Survey (SDKI) for 2012, 60 percent of childbirth are assisted by midwives with the remaining 40 percent are assisted by obstetrician and gynecologist in hospitals. “Mothers who give birth with the help of midwives or in health clinics are covered by BPJS and JKBM but if there are complications, or if the childbirth is considered high risk, they may be refered to a hospital” said Kadek Iwan Darmawan, Section Head of Family Health for the Bali Health

Agency on Monday (Apr. 11).

The “one midwife per village” government program is expected to help reduce the maternal and infant mortality rate, considered to be one of the indicators of a country’s level of development, explained I Made Bagus Dwi Aryana, who trains health personnel through the National Network for Reproductive Health Clinic Training (JNPKKR).

Maternal mortality rates are calculated based on the number of mothers who die anytime from when they become pregnant until

42 days after giving birth. “No pregnancy is zero risk, which means that as soon a woman is pregnant she is at risk, but there is low risk and high risk”, he explained.

Because pregnancy necessarily presents a risk to the mother, it is recommended that women delay pregnancy through family planning, in order to reduce the risk of maternal mortality. Family planning can be mean anything form abstinence to using contraception such as injections, implants, IUDs, the pill, using condoms et cetera.

Considering that midwives are

on the front lines of health services, they are now being expected to be able to provide contraceptives and guidance about family planning given their expertise in this field.

“We just need to give them some added training”, he added.

Family planning services, normal childbirth and even high-risk childbirth can all be performed by midwives, though high risk births should be performed in hospitals, said Aryana. “Mothers facing highrisk childbirths requiring close monitoring to determine the state of the fetus and uterus, that can

only be done using special devices are expected to consult a medical specialist” he added.

There should also be a kind of agreement that pregnant women will make at least one visit to a general practitioner at a health clinic in order to have their blood type, HB, urine protein, diabetes mellitus checked and also to prevent motherto-child transmission of HIV/AIDS (PPIA).

Gilimanuk Harbor looks vile

NEGARA - For the past week, Gilimanuk harbour has been besieged by garbage at a number of its quays.

As a result, on Tuesday (Apr 12), many ferry passengers complained about the vile view. The harbor that is a vital point of transit is expected to be safe and comfortable.

Massive piles of waste were seen floating near the pontoon and dock for Landing Craft Machines (LCM). Most of the garbage is piled up around the LCM all the way along the collapsed revetment for Gilimanuk’s Segara Temple. Both organic and inorganic waste was seen floating around the docks.

Business Manager of PT ASDP Indonesia Ferry (Persero) for Gilimanuk Harbor Branch, Sugeng Purwono, when asked for his confirmation admitted that there were piles of garbage all around the harbor. According to Purwono the so-called ‘marinedebris’ was swept in by streams or wind and then got stuck in the harbour.

A total of 36 personnel have been summoned to clean up the trash with 12 personnel per 12 hour shift. (kmb)

It has become all too common for people who find themselves far from garbage dumps to simply toss their garbage into the gutters causing the drains to clog. Head of the Tabanan Sanitation and Landscaping Agency (DKP), Wayan Sugatra, said the government of Tabanan already has regional bylaw No.6/ 2013 on the management of household waste and household-like waste, as well as particular sanctions imposed on those who violate this bylaw. Anyone who is proven to have disposed of garbage illegally is subject to three-month in jail or a fine of up to IDR 50 million.

With regards to the clogged drains in Seandan Village, Sugarta conceded that DKP Tabanan does not servive gabage transportation from this village yet. Currently this service is only provided in Kediri and at Penebel market and Baturiti market. Tabanan generates an average of 200-3000 cubic meters of garbage daily, that is handled by 513 personnel.

Head of the Tabanan Health Agency, Nyoman Suratmika, is keen on reminding people that garbage dumped into sewers can cause many different diseases including dengue. “Garbage can clog waterways causing puddles to form – these are ideal breeding grounds for mosquitoes”, he said.

Although heavy rains do wash away a lot of garbage, the problem remains. At some point this garbage will clog drains and cause flooding, and once it is washed to sea it can cause silting and many other problems besides.

Suratmika added that in order to avoid flooding and diseases the district government through the regent of Tabanan has sent a circular to promote the eradication of mosquito nests. Remote areas need 42,000 paramedics: Health minister

KUTA - Health Minister Nila Djuwita F. Moeloek said additional 42,000 health workers are need to serve in remote areas in the country.

“Few medical doctors, nurses, sanitation workers and nutritionists and dentists are willing to serve in remote areas,” the minister said here on Wednesday.

She suggested that health workers in remote areas should be installed civil servants immediately to encourage them to serve in isolated areas.

After opening a workshop and a national working meeting of the Indonesian Association of Sanitarians (HAKLI), the minister said there are 9,532 units of health centers all over Indonesia.

Inventory would be made of the number of their paramedics, she added.

Brazil’s Rousseff decries conspiracy as impeachment advances

BRASILIA - Brazilian President Dilma Rousseff said on Tuesday her vice president was orchestrating a conspiracy to topple her, as efforts to impeach the leftist leader gained momentum in Congress.

Aided by her mentor and predecessor, Luiz Inacio Lula da Silva, Rousseff scrambled to secure enough support from a dwindling array of allies to block impeachment in a lower house vote due on Sunday that analysts project she will lose.

A congressional committee voted on Monday by a larger-thanexpected margin to recommend that Rousseff be impeached for breaking budget laws to support her re-election in 2014, a charge Rousseff says was trumped up to remove her from office.

Political risk consultancies estimate at 60 to 65 percent the odds of impeachment clearing the lower house, since the committee vote was expected to sway undecided lawmakers to join the opposition.

While Rousseff fights for her political survival, her government is largely paralyzed as Brazil, the world’s seventh-largest economy, struggles with a deep recession and its biggest-ever corruption

scandal.

“They now are conspiring openly, in the light of day, to destabilize a legitimately elected president,” Rousseff said in a speech on Tuesday, referring to an audio message sent by Vice President Michel Temer to his supporters on Monday in which he called for a government of national unity to overcome Brazil’s political crisis.

The congressional committee’s 38-27 decision was backed by Temer’s PMDB party, formerly her main coalition ally. The party’s defection last month greatly increased the likelihood the lower house will send her impeachment to the Senate.

Temer would take over if the Senate agrees to suspend Rousseff and proceed with a trial against her.

The rift between Rousseff and Temer reached breaking point on Monday after the audio message was released, which Temer said was unintentional.

“The conspirators have been unmasked,” Rousseff said in her speech. She did not mention Temer by name but cited the message as evidence of what she called an attempted “coup.”

In an interview broadcast on Globo News late on Tuesday, Temer responded to Rousseff’s remarks saying he was ready to take the presidency. “If destiny takes me to that position... I will be ready.”

Looking relaxed and smiling, the vice president denied he’d been plotting against Rousseff and said he did not plan to resign if the lower house votes against impeachment.

Aides say he has been preparing in case he has to replace her, so that he can restore confidence with a business-friendly agenda aimed at pulling the economy out of a tailspin.

Finance Minister Nelson Barbosa canceled a trip to the International Monetary Fund’s spring meetings in Washington to remain in Brasilia for Sunday’s impeachment vote.

BEIRUT - The case presented by the Iranian judiciary was simple: In the southern province of Fars, Fatemeh Salbehi suffocated her husband after drugging him, a capital crime in the Islamic Republic.

What made the case controversial is that Salbehi was only 17, a minor by international legal standards, when she allegedly committed the crime. Her alleged confession also came during a series of interrogations where there was no lawyer present.

The case was retried but Salbehi was hanged in the Adel Abad prison in Shiraz last October.

The issue has come under scrutiny because of a scathing U.N. report on human rights in Iran last month which highlighted what it called the “alarmingly high” rate of executions in the country, including juveniles.

That report, along with an Amnesty International report in January, spurred commentary from ordinary Iranians on social media at least some of which criticised President Hassan Rouhani for not doing more to stop the juvenile executions.

Iran has the highest rate of juvenile executions in the world, despite being a signatory to the Convention on the Rights of the Child, an international human rights treaty that forbids capital punishment for anyone under 18.

Only a week before Salbehi’s execution, another juvenile offender was executed.

“The fact that there were two executions in less than two weeks just shows how indifferent and contemptuous the Iranian authorities are of their obligations,” said Raha Bahreini, the Iran researcher for Amnesty International.

In the past decade, Iran has executed at least 73 juvenile offenders, according to the January Amnesty report.

The juvenile executions have continued despite campaign promises made by Rouhani in 2013 to reform human rights. Since coming to office, Rouhani has been focused on foreign policy, such as the nuclear deal sealed with world powers last summer, and domestic issues like juvenile execution have been largely ignored, observers say.

“The administration can’t just keep hiding behind the nuclear issue,” said Hadi Ghaemi, the executive director for the International Campaign for Human Rights in Iran. “Rouhani doesn’t seem at all interested to push for it, fight the battle and improve the human rights situation. And that’s a problem because we’re now into the third year of his term.” (rtr)

HONG KONG — Chinese exports have risen for the first time in nine months, in a sign that the outlook may be improving for the world’s No. 2 economy. Customs data posted online Wednesday show that China’s exports rose 11.5 percent in March compared with a year earlier, to $160.8 billion, after slumping by 25 percent in February.

It’s the first year-on-year gain in exports since June. However, the performance also reflects an unusually large contraction in exports in March 2015.

“A dramatic turnaround in (year-on-year) growth was always likely,” Marcel Thieliant and Mark Williams of Capital Economics said, also because of the effects of the Lunar New Year holiday, which “extended into early March last year but was confined to February this year.”

Chinese economic data in the first months of the year are distorted because many businesses close during the weeklong holiday,

which falls at different times in January and February. Imports fell 13.8 percent in March to $131 billion.

In the first three months of this year, total exports and imports fell 11.3 percent.

China’s economy expanded by 6.9 percent in 2015, its slowest rate in a quarter century, and is expected to slow further this year as leaders engineer a transition away from unsustainable growth based on investment and export manufacturing.

Beijing forecasts growth of 6.5 to 7 percent this year.

An update on the state of the economy is expected Friday when officials are set to release first-quarter GDP data.

The trade report follows other recent data that point to possible stabilization in China’s economy, including an official monthly survey released earlier this week of factory purchasing managers that showed a strong rebound in activity.(ap)

JAKARTA — Ride-hailing app Uber on Wednesday launched a motorbike taxi service in the Indonesian capital where Southeast Asian rivals Go-Jek and Grab are already battling for dominance.

Jakarta is one of the world’s most congested cities and motorbike taxis ordered from a smartphone app have exploded in popularity in the past 18 months as a way to beat snarled traffic.

Uber said that its “UberMotor” service would provide cheap and reliable transportation for hundreds of thousands of people.

The company used a local social media and YouTube star Arief Muhammad to launch its service, saying he was the first person in Jakarta to use an Uber motorcycle taxi. Both Go-Jek, an Indonesian startup, and Grab, which operates in several Southeast Asian countries, claim to be the biggest provider of motorbike taxi rides in Indonesia.

LONDON — The eurozone’s industrial sector looks set to be a major contributor to first quarter economic growth across the 19-country region even after official figures Wednesday showed its production fell by a monthly 0.8 percent in February.

The decline reported by Eurostat was in line with expectations and largely due to a sharp decline in production of non-durable consumer goods and energy. All four of the eurozone’s top economies — Germany, France, Italy and Spain — recorded monthly output falls.

Despite the drop, eurozone industrial output remains sharply higher this year following the 1.9 percent increase reported in January. If output doesn’t fall dramatically in March, the sector, which accounts for around 20 percent of eurozone economic output, will make a positive contribution to first-quarter economic growth across the region.

Research firm Capital Economics estimates that eurozone industrial output will have risen by 1 percent in the first quarter overall if March comes in flat. That would represent the sector’s best performance in five years and would provide further evidence that lower oil prices and a relatively weak euro have helped the sector, particularly

Indonesia-Japan cooperates to reduce disaster risks in Bengkulu BENGKULU - The Indonesian Red Cross (PMI) is cooperating with the Japan Red Cross Society (JRCS) to improve community-based disaster risk reduction in three districts in the province of Bengkulu.

“This program is focused on reducing the risks of earthquake and tsunami disasters,” PMI Bengkulu spokesman Syukur Alwi stated while launching the PMI-JRCS cooperation program here on Tuesday.

Themed “Integrated Disaster Risk Reduction,” the community-based

program will be implemented for four years, with nine intervention regions in the districts of Seluma and Kaur as well as in the city of Bengkulu.

Alwi noted that the National Disaster Management Agency had declared Bengkulu Province a natural disasterprone area in Indonesia.

Bengkulu is not only prone to earthquakes but also tsunamis in case an earthquake measuring more than 6 on the Richter scale occurs.

S.Koreans vote for new parliament amid discontent over sluggish economy

SEOUL - South Koreans voted on Wednesday to elect a new parliament, with the ruling conservatives expected to regain a majority despite a sluggish economy and a four-year term considered one of the least productive ever.

Early voter turnout was low compared to four years ago, according to the National Election Commission, a trend if it continues is likely to work to the advantage of President Park Geun-hye’s Saenuri Party.

Saenuri holds half of the 292 seats in the National Assembly.

MANCHESTER - Manchester City’s season began to unravel when Kevin de Bruyne missed 10 matches with a knee injury but as he showed when he scored against Paris St Germain on Tuesday, anything is possible with him back in the team.

PANAMA CITY - Panama’s attorney general late on Tuesday raided the offices of the Mossack Fonseca law firm to search for any evidence of illegal activities, authorities said in a statement.

The Panama-based law firm is at the center of the “Panama Papers” leaks scandal that has embarrassed several world leaders and shone a spotlight on the shadowy world of offshore companies.

The national police, in an earlier statement, said they were searching for documentation that “would establish the possible use of the firm for illicit activities.” The firm has been accused of tax evasion and fraud.

S.Koreans vote for new parliament amid discontent over sluggish economy

SEOUL - South Koreans voted on Wednesday to elect a new parliament, with the ruling conservatives expected to regain a majority despite a sluggish economy and a four-year term considered one of the least productive ever.

Early voter turnout was low compared to four years ago, according to the National Election Commission, a trend if it continues is likely to work to the advantage of President Park Geun-hye’s Saenuri Party.

Saenuri holds half of the 292 seats in the National Assembly.

Before recent defections, it held a majority with 157 seats in the 300seat unicameral parliament.

Voters expressed frustration that parliament has neglected real issues such as jobs and national security in Asia’s fourth largest economy and focused more on protecting political interests.

“I hope that parliament will be more mature to mirror the maturity of the voters and that politics can be used for the welfare of children and young people,” Kim Jeong-yeon, 46, said after casting her vote in Seoul.

HONG KONG — Chinese exports have risen for the first time in nine months, in a sign that the outlook may be improving for the world’s No. 2 economy. Customs data posted online Wednesday show that China’s exports rose 11.5 percent in March compared with a year earlier, to $160.8 billion, after slumping by 25 percent in February.

It’s the first year-on-year gain in exports since June. However, the performance also reflects an unusually large contraction in exports in March 2015.

“A dramatic turnaround in (year-on-year) growth was always likely,” Marcel Thieliant and Mark Williams of Capital Economics said, also because of the effects of the Lunar New Year holiday, which “extended into early March last year but was confined to February this year.”

Chinese economic data in the first months of the year are distorted because many businesses close during the weeklong holiday,

which falls at different times in January and February. Imports fell 13.8 percent in March to $131 billion.

In the first three months of this year, total exports and imports fell 11.3 percent.

China’s economy expanded by 6.9 percent in 2015, its slowest rate in a quarter century, and is expected to slow further this year as leaders engineer a transition away from unsustainable growth based on investment and export manufacturing.

Beijing forecasts growth of 6.5 to 7 percent this year.

An update on the state of the economy is expected Friday when officials are set to release first-quarter GDP data.

The trade report follows other recent data that point to possible stabilization in China’s economy, including an official monthly survey released earlier this week of factory purchasing managers that showed a strong rebound in activity.(ap)

JAKARTA — Ride-hailing app Uber on Wednesday launched a motorbike taxi service in the Indonesian capital where Southeast Asian rivals Go-Jek and Grab are already battling for dominance.

Jakarta is one of the world’s most congested cities and motorbike taxis ordered from a smartphone app have exploded in popularity in the past 18 months as a way to beat snarled traffic.

Uber said that its “UberMotor” service would provide cheap and reliable transportation for hundreds of thousands of people.

The company used a local social media and YouTube star Arief Muhammad to launch its service, saying he was the first person in Jakarta to use an Uber motorcycle taxi. Both Go-Jek, an Indonesian startup, and Grab, which operates in several Southeast Asian countries, claim to be the biggest provider of motorbike taxi rides in Indonesia.

LONDON — The eurozone’s industrial sector looks set to be a major contributor to first quarter economic growth across the 19-country region even after official figures Wednesday showed its production fell by a monthly 0.8 percent in February.

The decline reported by Eurostat was in line with expectations and largely due to a sharp decline in production of non-durable consumer goods and energy. All four of the eurozone’s top economies — Germany, France, Italy and Spain — recorded monthly output falls.

Despite the drop, eurozone industrial output remains sharply higher this year following the 1.9 percent increase reported in January. If output doesn’t fall dramatically in March, the sector, which accounts for around 20 percent of eurozone economic output, will make a positive contribution to first-quarter economic growth across the region.

Research firm Capital Economics estimates that eurozone industrial output will have risen by 1 percent in the first quarter overall if March comes in flat. That would represent the sector’s best performance in five years and would provide further evidence that lower oil prices and a relatively weak euro have helped the sector, particularly

Indonesia-Japan cooperates to reduce disaster risks in Bengkulu BENGKULU - The Indonesian Red Cross (PMI) is cooperating with the Japan Red Cross Society (JRCS) to improve community-based disaster risk reduction in three districts in the province of Bengkulu.

“This program is focused on reducing the risks of earthquake and tsunami disasters,” PMI Bengkulu spokesman Syukur Alwi stated while launching the PMI-JRCS cooperation program here on Tuesday.

Themed “Integrated Disaster Risk Reduction,” the community-based

program will be implemented for four years, with nine intervention regions in the districts of Seluma and Kaur as well as in the city of Bengkulu.

Alwi noted that the National Disaster Management Agency had declared Bengkulu Province a natural disasterprone area in Indonesia.

Bengkulu is not only prone to earthquakes but also tsunamis in case an earthquake measuring more than 6 on the Richter scale occurs.

Blake affirmed that relations between his country and Jakarta were getting better. “Since the past few years, relations between the United States and Indonesia are at the best level,” Blake remarked onboard the P-8 Poseidon aircraft on Tuesday.

He explained that the sound relations between the United States and Indonesia were apparent from the various war exercises conducted jointly, including the Komodo exercise in Padang, West Sumatra, from April 12 to 16, 2016.

Blake noted that the United States had sent its warship USS Stockdale and P-8 Poseidon aircraft to support the MNEK 2016 in Padang.

“The exercise is viewed not only from the aspect of how frequently it is held but also from its level of difficulty and complexity,” the US envoy noted.

Blake expressed pride that Indonesia had involved the United States as a key partner in the MNEK 2016.

Gilimanuk Harbor looks vile

Iran president under scrutiny over juvenile executions

NEGARA - For the past week, Gilimanuk harbour has been besieged by garbage at a number of its quays.

As a result, on Tuesday (Apr 12), many ferry passengers complained about the vile view. The harbor that is a vital point of transit is expected to be safe and comfortable.

Massive piles of waste were seen floating near the pontoon and dock for Landing Craft Machines (LCM). Most of the garbage is piled up around the LCM all the way along the collapsed revetment for Gilimanuk’s Segara Temple. Both organic and inorganic waste was seen floating around the docks.

Business Manager of PT ASDP Indonesia Ferry (Persero) for Gilimanuk Harbor Branch, Sugeng Purwono, when asked for his confirmation admitted that there were piles of garbage all around the harbor. According to Purwono the so-called ‘marinedebris’ was swept in by streams or wind and then got stuck in the harbour.

A total of 36 personnel have been summoned to clean up the trash with 12 personnel per 12 hour shift. (kmb)

District govt to impose sanctions on litter bugs

TABANAN - Some area in Tabanan were recently flooded even though there was not a significant amount rain fall. Although there are in fact no catchements in this area, the main reason for the flooding is clogged drains.

It has become all too common for people who find themselves far from garbage dumps to simply toss their garbage into the gutters causing the drains to clog. In Sandan Lebah Hamlet for example, heavy rains recently swept away large amount sof garbage that had been carelessly dumped by local residents.

Regarding this matter, Chief of Tabanan

Municipal Police, Wayan Sarba, explained on Tuesday (Apr. 12) that the police are planning to start monitoring residents of Tabanan with an eye for catching people who dispose of their garbage in inappropriate ways and enforcing Tabanan’s regional by-laws related to garbage disposal.

“We are looking out for people who litter. Those ho are caught red handed will be penalized according to the regional bylaw”, he said. For the moment, the police are monitoring urban areas but plan to move into rural areas as well.

The police are planning to start monitoring residents of Tabanan with an eye for catching people who dispose of their garbage in inappropriate ways and enforcing Tabanan’s regional by-laws related to garbage disposal.

Head of the Tabanan Sanitation and Landscaping Agency (DKP), Wayan Sugatra, said the government of Tabanan already has regional bylaw No.6/ 2013 on the management of household waste and household-like waste, as well as particular sanctions imposed on those who violate this bylaw. Anyone who is proven to have disposed of garbage illegally is subject to three-month in jail or a fine of up to IDR 50 million.

With regards to the clogged drains in Seandan Village, Sugarta conceded that DKP Tabanan does not servive gabage transportation from this village yet. Currently this service is only provided in Kediri and at Penebel market and Baturiti market. Tabanan generates an average of 200-3000 cubic meters of garbage daily, that is handled by 513 personnel.

Head of the Tabanan Health Agency, Nyoman Suratmika, is keen on reminding people that garbage dumped into sewers can cause many different diseases including dengue. “Garbage can clog waterways causing puddles to form – these are ideal breeding grounds for mosquitoes”, he said.

Although heavy rains do wash away a lot of garbage, the problem remains. At some point this garbage will clog drains and cause flooding, and once it is washed to sea it can cause silting and many other problems besides.

Suratmika added that in order to avoid flooding and diseases the district government through the regent of Tabanan has sent a circular to promote the eradication of mosquito nests. The letter instructs all the officials to urge people to regularly eradicate mosquito nests in their respective environment. (kmb24)

Remote areas need 42,000 paramedics: Health minister

KUTA - Health Minister Nila Djuwita F. Moeloek said additional 42,000 health workers are need to serve in remote areas in the country.

“Few medical doctors, nurses, sanitation workers and nutritionists and dentists are willing to serve in remote areas,” the minister said here on Wednesday.

She suggested that health workers in remote areas should be installed civil servants immediately to encourage them to serve in isolated areas.

After opening a workshop and a national working meeting of the Indonesian Association of Sanitarians (HAKLI), the minister said there are 9,532 units of health centers all over Indonesia.

Inventory would be made of the number of their paramedics, she added.

Brazil’s Rousseff decries conspiracy as impeachment advances

BRASILIA - Brazilian President Dilma Rousseff said on Tuesday her vice president was orchestrating a conspiracy to topple her, as efforts to impeach the leftist leader gained momentum in Congress.

Aided by her mentor and predecessor, Luiz Inacio Lula da Silva, Rousseff scrambled to secure enough support from a dwindling array of allies to block impeachment in a lower house vote due on Sunday that analysts project she will lose.

A congressional committee voted on Monday by a larger-thanexpected margin to recommend that Rousseff be impeached for breaking budget laws to support her re-election in 2014, a charge Rousseff says was trumped up to remove her from office.

Political risk consultancies estimate at 60 to 65 percent the odds of impeachment clearing the lower house, since the committee vote was expected to sway undecided lawmakers to join the opposition.

While Rousseff fights for her political survival, her government is largely paralyzed as Brazil, the world’s seventh-largest economy, struggles with a deep recession and its biggest-ever corruption

scandal.

“They now are conspiring openly, in the light of day, to destabilize a legitimately elected president,” Rousseff said in a speech on Tuesday, referring to an audio message sent by Vice President Michel Temer to his supporters on Monday in which he called for a government of national unity to overcome Brazil’s political crisis.

The congressional committee’s 38-27 decision was backed by Temer’s PMDB party, formerly her main coalition ally. The party’s defection last month greatly increased the likelihood the lower house will send her impeachment to the Senate.

Temer would take over if the Senate agrees to suspend Rousseff and proceed with a trial against her.

The rift between Rousseff and Temer reached breaking point on Monday after the audio message was released, which Temer said was unintentional.

“The conspirators have been unmasked,” Rousseff said in her speech. She did not mention Temer by name but cited the message as evidence of what she called an attempted “coup.”

In an interview broadcast on Globo News late on Tuesday, Temer responded to Rousseff’s remarks saying he was ready to take the presidency. “If destiny takes me to that position... I will be ready.”

Looking relaxed and smiling, the vice president denied he’d been plotting against Rousseff and said he did not plan to resign if the lower house votes against impeachment.

BEIRUT - The case presented by the Iranian judiciary was simple: In the southern province of Fars, Fatemeh Salbehi suffocated her husband after drugging him, a capital crime in the Islamic Republic.

What made the case controversial is that Salbehi was only 17, a minor by international legal standards, when she allegedly committed the crime. Her alleged confession also came during a series of interrogations where there was no lawyer present.

The case was retried but Salbehi was hanged in the Adel Abad prison in Shiraz last October.

The issue has come under scrutiny because of a scathing U.N. report on human rights in Iran last month which highlighted what it called the “alarmingly high” rate of executions in the country, including juveniles.

That report, along with an Amnesty International report in January, spurred commentary from ordinary Iranians on social media at least some of which criticised President Hassan Rouhani for not doing more to stop the juvenile executions.

Iran has the highest rate of juvenile executions in the world, despite being a signatory to the Convention on the Rights of the Child, an international human rights treaty that forbids capital punishment for anyone under 18.

Only a week before Salbehi’s execution, another juvenile offender was executed.

“The fact that there were two executions in less than two weeks just shows how indifferent and contemptuous the Iranian authorities are of their obligations,” said Raha Bahreini, the Iran researcher for Amnesty International.

In the past decade, Iran has executed at least 73 juvenile offenders, according to the January Amnesty report.

The juvenile executions have continued despite campaign promises made by Rouhani in 2013 to reform human rights. Since coming to office, Rouhani has been focused on foreign policy, such as the nuclear deal sealed with world powers last summer, and domestic issues like juvenile execution have been largely ignored, observers say.

“The administration can’t just keep hiding behind the nuclear issue,” said Hadi Ghaemi, the executive director for the International Campaign for Human Rights in Iran. “Rouhani doesn’t seem at all interested to push for it, fight the battle and improve the human rights situation. And that’s a problem because we’re now into the third year of his term.” (rtr)

China says 202 detained in vaccine scandal

BEIJING - A total of 202 people have been detained in connection with a scandal over an illegal black market vaccine ring, the Chinese government said on Wednesday, as it vowed to improve supervision of the market.

The case, involving millions of illegal trades of vaccines through a black market drugs ring, has ignited public ire and underscored regulatory weaknesses in the world’s second largest pharmaceuticals market.

The State Council, or cabinet, said in a report 202 people had now been detained, with 357 health and regulatory officials receiving administrative punishments.

“Vaccine quality and safety are to do with people’s lives and health, especially children, and is a red line

that cannot be crossed,” the council said in the report, released on the central government’s website.

While China’s vaccine system is generally safe, the case has exposed serious failings and their must be lessons learned, it added.

The supervision and regulatory system would be tightened, the State Council said, with better record keeping for the production, storing and transport of vaccines and tougher punishments for lawbreakers.

The scandal has stirred angry

debate, casting a shadow over government ambitions to bolster the domestic drug industry and underlining the challenge it faces to regulate a widespread and fragmented medicine supply chain.

It has also angered senior leaders, prompting regulators to point to a lack of resources.

The vaccines, including ones against meningitis, rabies and other illnesses, are suspected of being sold in dozens of provinces around China since 2011.

The government says it has not found any spike in abnormal reactions to inoculations and that the vaccines themselves were real, though traded illegally and improperly stored. (rtr)

Every street at the tourist village has even been filled with the art shops and restaurants. Unfortunately, only a few tourist facilities remain to preserve the style of Balinese culture like Cafe Lotus.

SILICON VALLEY - A $250 million grant from Silicon Valley billionaire Sean Parker, announced on Wednesday, aims to speed development of more effective cancer treatments by fostering collaboration among leading researchers in the field.

The Parker Institute for Cancer Immunotherapy will include over 40 laboratories and more than 300 researchers from six key cancer centers: New York’s Memorial Sloan Kettering, Stanford Medicine, the University of California, Los Angeles, the University of California, San Francisco, Houston’s University of Texas MD Anderson and the University of Pennsylvania in Philadelphia.

“Any breakthrough made at one center is immediately available to another center without any kind of IP (intellectual property) entanglements or bureaucracy,” Parker, the co-founder of music-sharing website Napster and the first president of Facebook, told Reuters in an interview.

The institute will focus on the emerging field of cancer immunotherapy, which harnesses the body’s immune system to fight cancer cells.

Recently approved drugs such as Yervoy and Opdivo from Bristol Myers Squibb Co and Merck & Co Inc’s Keytruda have helped some patients sustain remission.

But those first-generation therapies do not work for everyone, and scientists are trying to understand how to make them more effective.

“Very little progress has been made over the last several decades,” Parker said, referring to cancer drug research. “Average life expectancy has only increased three to six months with some of these drugs that cost billions to develop.”

The institute has identified three key areas of research - modifying a patient’s own immune system T-cells to target a tumor; studying ways to boost patient response to current immunotherapy drugs; and research to identify other novel targets to attack a tumor.

Parker said the current system of cancer drug development discouraged the kinds of risk-taking that could lead to a major breakthrough.

The new institute “is paradigm shifting,” said Dr. Jedd Wolchok, chief of the melanoma and immunotherapeutics unit at Memorial Sloan Kettering Cancer Center.

He said it would alleviate the need for scientists to secure grants, which he said took up at least 30 percent of his time, foster collaboration among accomplished scientists and provide access to the newest information processing and data technology.

“I have no doubt this will allow us to make progress, and to make it much more quickly,” Wolchok said.

The Parker Institute aims to ensure members can easily share research discoveries and tools, as well as jointly conduct clinical trials with standardized data collection and operations. (rtr)

During the passage of Cafe Lotus, Cok Wah was also engulfed by

uncertainty when the shares of partner were transferred to an Italian investor. But since 2007 the share of Cafe Lotus has been wholly owned by this bespectacled man.

When asked about the most frequently guests visiting the Cafe Lotus, he said it is averagely visited by foreign travelers. “Well, they are mixed travelers. They are including European, American, Asian, Australian and local travelers. Probably it happens because we do not have any special cuisine. 60 percent of childbirths assisted by midwives

DENPASAR - Based on the results of the Indonesia Demographic and Health Survey (SDKI) for 2012, 60 percent of childbirth are assisted by midwives with the remaining 40 percent are assisted by obstetrician and gynecologist in hospitals. “Mothers who give birth with the help of midwives or in health clinics are covered by BPJS and JKBM but if there are complications, or if the childbirth is considered high risk, they may be refered to a hospital” said Kadek Iwan Darmawan, Section Head of Family Health for the Bali Health

The “one midwife per village” government program is expected to help reduce the maternal and infant mortality rate, considered to be one of the indicators of a country’s level of development, explained I Made Bagus Dwi Aryana, who trains health personnel through the National Network for Reproductive Health Clinic Training (JNPKKR).

Maternal mortality rates are calculated based on the number of mothers who die anytime from when they become pregnant until

42 days after giving birth. “No pregnancy is zero risk, which means that as soon a woman is pregnant she is at risk, but there is low risk and high risk”, he explained.

Because pregnancy necessarily presents a risk to the mother, it is recommended that women delay pregnancy through family planning, in order to reduce the risk of maternal mortality. Family planning can be mean anything form abstinence to using contraception such as injections, implants, IUDs, the pill, using condoms et cetera.

Considering that midwives are

on the front lines of health services, they are now being expected to be able to provide contraceptives and guidance about family planning given their expertise in this field.

“We just need to give them some added training”, he added.

Family planning services, normal childbirth and even high-risk childbirth can all be performed by midwives, though high risk births should be performed in hospitals, said Aryana. “Mothers facing highrisk childbirths requiring close monitoring to determine the state of the fetus and uterus, that can

only be done using special devices are expected to consult a medical specialist” he added.

There should also be a kind of agreement that pregnant women will make at least one visit to a general practitioner at a health clinic in order to have their blood type, HB, urine protein, diabetes mellitus checked and also to prevent motherto-child transmission of HIV/AIDS (PPIA).

It is only for three months, so that it is much more than last year’s number totally reaching 799 people.

“Within the past three months, most dengue fever cases happened in March, reaching 421 people. Until mid-April, we’ve got many reports,” he said.

In the meantime, a legislator from Besakih, Ni Putu Sriani, said that so far she did not hear any report on dengue case at Besakih. Nevertheless, she asked the executive to anticipate the dengue attacks from spreading to all villages.

On the other hand, related to the death of the housewife from Kecicang Bali hamlet recently alleged to suffer dengue will be audited in Karangasem Hospital, Wednesday (Apr. 13). The meeting is related to the joint audit by medical committee and will be attended by the Association of Obstetrics and Gynecology (POGI) Denpasar.

“A few days before giving birth she had fever. Many people at the village indeed suffered dengue. From the beginning, the midwife handling her childbirth has suggested referring her to hospital, but the family rejected. Apparently after getting more severe, she was ready to be referred to Karangasem Hospital and died,” said Tirtayana.

LONDON - American music producer David Gest, the former husband of entertainer Liza Minnelli, died in London on Tuesday.

Gest, who was aged 62, was found in the Four Seasons hotel in the Canary Wharf business district of the city.

The producer, whose credits included a TV musical special about pop star Michael Jackson, married actress and singer Minnelli in 2002.

They separated the following year.

Gest appeared in the 2006 series of British reality TV show “I’m a Celebrity ... Get Me Out of Here”, and his popularity with viewers led to other television work, including his own show called “This Is David Gest”.

He returned to reality television at the start of the year, entering the “Celebrity Big Brother” house in January but he left the house 13 days later on medical grounds.

London police said in a statement: “Police were called at 10:17 on Tuesday 12 April to the Four Seasons hotel in Westferry Circus to reports of an unexplained death of a man in his 60s.

“A post-mortem will be held in due course. Next of kin are in the process of being informed.”

Cosby’s wife to face another day of questioning in lawsuit -judge WORCESTER - Bill Cosby’s wife of 52 years will have to submit to another day of questioning by lawyers for seven women who claim the comedian sexually assaulted them, but need not reveal intimate details of their marriage, a U.S. judge ruled on Tuesday.

In rejecting Camille Cosby’s request not have to have to participate in another deposition, U.S. Magistrate Judge David Hennessy told a lawyer for the seven women to limit his questioning to relevant topics, castigating him for crossing that line in a February deposition.

Hennessy ruled that the new deposition will be limited to five hours and 45 minutes, with the two sides agreeing to hold it at a Boston hotel on Feb. 19.

“We’re not going to have a repeat of some things that happened, I can assure you. That applies to both sides,” Hennessy said during a hearing at U.S. District Court in Worcester, Massachusetts. “We’re not going to have questions like, ‘Were you asleep when you had sex with Mr. Cosby?’”

More than 50 women have accused Cosby, best known for his role as the father character in the 1980s television hit “The Cosby Show,” of sexually assault, often after plying them with drugs and alcohol.

The allegations, many of which date back decades, have toppled Cosby from his position as one of the United States’ best-loved

entertainers.

Most of the alleged crimes are too old to be criminally prosecuted. But authorities in Pennsylvania charged the 78-year-old actor with sexually assaulting a woman in 2005.

Cosby, who is out on bail, has repeatedly denied wrongdoing.

The seven women involved in the Massachusetts suit charge that Cosby lied when he denied sexually assaulting them.

Attorneys for Camille Cosby, 72, who also serves as her husband’s business manager, had argued that a second deposition would only serve to embarrass their client.

“The plaintiff cannot, under rule, abuse or harass a witness with questions that are obviously embarrassing and obviously not relevant,” said Daniel Small.

An attorney for the women, Joseph Cammarata argued personal matters are relevant given the nature of the allegations.

“The intent and the effect was not to be harassing or abusive,” Cammarata said.

“The intent was to gather information.”

Tamara Green filed the Massachusetts lawsuit in December 2014. She was later joined by six other women who say Cosby sexually assaulted them and defamed them by calling them liars.

Cosby has countersued, accusing the women of defaming him. Neither Cosby nor his wife were present in court. (rtr)

Alas Kedaton trekking path hampered by maintenance TABANAN - A new breakthrough to increase the tourist attraction especially in Tabanan district continues to be developed. As the latest, the area of Alas Kedaton tourist attraction makes a trekking path penetrating paddy fields and settlement of Kukuh village. Unfortunately, after completed early 2015, the connecting line of Tatag hamlet to Menalun Tatag is constrained by maintenance matters.

“Our difficulty lies in terms of maintenance, especially in rainy season. The edge of the trek is prone to be crushed by water. Moreover, some revetments broke down,” said the headman of Kukuh, Ketut Budiarta, Tuesday (Apr. 12).

Related to maintenance of the trekking path, Budiarta hoped for budgetary assistance from relevant agencies because in general the pathway is utilized by people of Kukuh and farmers as well as connecting between hamlets, and alternative path when traffic jammed occurs. “When congestion occurs at the main line, this path can be used as an alternative for motorcycle,” he said.
