‘Captain Marvel’ holds her own in N. American opening

LOS ANGELES - “Captain Marvel,” the first Marvel superhero film with a female character in top billing, soared atop North American box offices in its debut weekend, with ticket sales of $153.4 million, industry watcher Exhibitor Relations said on Monday. Added to the $302 million taken in internationally, the film’s total of $455 million for the three-day weekend makes it the biggest opening ever for a female-fronted superhero film, the Hollywood Reporter said. Education Agency reviews procurement of security guard at school

MANGUPURA - The Badung Education Agency will review the need for security personnel on duty at each school. This measure is taken considering the frequent theft cases occurred at schools. At least 271 security personnel are needed according to the number of state elementary and junior high schools in Badung. Head of the Badung Education Agency, I Ketut Widia Astika, admitted that currently there are still

many schools in Badung that do not have special security personnel. In the future, it will maximize the

existing human resources (HR). “Indeed, some schools have been equipped with security per-

sonnel. They are in charge of supervising school environment for 24 hours, starting from the morning when teaching and learning activities take place until the night. But some schools haven’t,” said Widia Astika on Tuesday (Mar. 12). According to him, it is not enough if the security in the school environment is entrusted to security personnel only. Schools also need to coordinate with the surrounding environment, especially the customary village authority. “While studying the addition of security personnel at each school, security personnel at the village can help patrol, day or night,” he said. The use of CCTV or surveillance cameras is also considered important. Astika stated although it is not necessarily making the perpetrators of theft afraid and deterred, it is an effort to prevent theft cases from happening. “Of course, we will also review the use of CCTV,” he said. Previously, Chairman of Commission IV at the Badung House of Representatives, AAN Ketut Nadi Putra, estimated the budget for security personnel is not too large compared to other budgets.

“If there are totally 271 elementary and junior high schools in Badung, at least 271 school security personnel are required and one security will be in charge at each school,” he said. According to him, if calculated the total budget needed to realize the program in the regional budget or APBD reaches around IDR 9.7 billion. This figure is obtained if one security officer is paid at IDR 3 million per month. “We also had the opportunity to give input after the provision of laptops so that the government also prepared school security personnel. They will be responsible for security at schools,” he said. This politician from Kerobokan, North Kuta, admitted that public schools do not have security personnel even though there are initiatives from their respective school. “I think the salary does not comply with the standard. Number of foreigners indicated to be included in DPT increases

GIANYAR - The number of foreigners indicated to have been included in the Permanent Voters List (DPT) in Gianyar district showed an increase. Based on searches by the Electoral Supervisory Board (Bawaslu) of Gianyar, there were 13 foreigners indicated to get included in DPT in this region until Tuesday (Mar. 12). Such number increased from the previously 7 foreigners. Chairman of Gianyar Electoral Supervisory Board (Bawaslu), I Wayan Hartawan, when confirmed on Tuesday stated that his rank constantly cross-checked the list indicating the inclusion of foreigners, even though the election process remains a month away. This caused the data to continuously increase in harmony with the screening carried out by the Bawaslu at the lowest level. “We continuously comb,

and here there are some additions,” he said. In addition, the exact numbers of foreign citizens included in the DPT are still being verified. Previously, three citizens were confirmed to have been included in the DPT. Right now, they are estimated to increase again. “Increasing number of foreign citizen in the DPT is more than three,” he said. However, for certainty in numbers, Hartawan stated to still wait for a report from the relevant officers. recommendation is for the removal of DPT having been confirmed to include foreigners. “We recommend crossing out the name of foreign citizens from the DPT, or not to give invitation form to the polling station,” he explained. Regarding this error, Bawaslu cannot do much because it has already happened. In accordance with the rules, the Bawaslu urges relevant parties to evaluate the errors. “For this error, there is no specific sanction, but only performance evaluation,” he said. Previously, Commissioner of KPU Gianyar in charge for Measurement, Planning and Data Division, A.A Gde Agung Eka Putra, said that when referring to the data of Central KPU, there are no data of foreigners included in the DPT of Gianyar. However, based on checking carried out by electoral supervi-

sors at the sub-district level, there are indeed a number of foreigners having been included in the DPT. “After checking into the field, there are two (foreigners included in the DPT—Ed). They are no longer in Gianyar. One has been in Australia while another already moved to other country because based on field checking the two people are not in place,” he said. In addition to that number, he admitted there are still voters indicated to be foreigners. But after being checked, it turned out they are Indonesian citizens and had electronic identity card or E-KTP. Meanwhile, the others are still being checked to make sure the DPT indicated to have included foreign citizens. “So, we are still checking the data to make sure whether the names in the DPT are Indonesian citizen or foreign citizen,” he said.

The commissioner familiarly addressed as Gung Eka emphasized that for the DPT having been confirmed as foreign citizen will definitely be crossed out. Besides, they will be marked so that later on they do not receive C6 form or notification letter to vote. “The DPT having been confirmed to have included foreigners will definitely be crossed out,” he said. When asked about the cause of foreigners to get included in the DPT, Gung Eka estimated it is the mistake occurred in the verification process. “Maybe it happens due to human error because our verification officers did not do it carefully or maybe the data are from previous elections. In other words, in terms of process, the problem is human error. Nevertheless, this is a separate note for the KPU to maintain the voter data as well as possible,” he said. (kmb35)

Air pollution raises diabetes risk in China: study provinces, estimating their exposure to PM2.5 based on satellite data from 2004 to 2015. PM2.5 includes toxins like sulfate and black carbon, which can penetrate deep into the lungs or cardiovascular system, and have been linked to higher rates of lung cancer, chronic bronchitis and heart disease. While similar studies in North America, Europe, Hong Kong and Taiwan have linked air pollution with diabetes, researchers say this is the largest study of its kind in mainland China. “Due to high levels of PM2.5, different exposure pattern and population susceptibility, results from developed countries with low PM2.5 levels were not applicable in China,” Lu said. His team adjusted for factors such as age, body mass index, smoking status, family history of diabetes and work-related physical activity levels, but did not directly factor in dietary habits and other

types of pollutants. Ho Kin-fai, a professor at the Chinese University in Hong Kong who studies air pollutants and is not involved in the study, told AFP the study shows air pollution is a factor in the diabetes epidemic “that we cannot ignore”. But scientists still need to find evidence showing how PM2.5 particles work in the human body to increase risk of the disease,” Ho said. Ho said the study excludes “some other factors in the environment that maybe we haven’t considered ... so that’s why we need to have more evidence from the biological mechanism to prove it’s true.” Diabetes is a growing public health problem throughout the world, killing an estimated 1.6 million people in 2016, according to the WHO, which says the problem is increasing more rapidly in low and middle-income countries. HONG KONG - Long-term exposure to harmful smog particles increases the risk of diabetes, a new study in China has shown, providing evidence for a link between the country’s air pollution and the disease. China is facing the largest diabetes problem in the world with around 11 percent of its population suffering from the metabolic illness, according to a United States study published in 2017. Increased prosperity has brought changing diets and lifestyles, along with an air pollution crisis that the World Health Organization estimates causes over a million premature deaths every year. The risk of diabetes rose by about 16 percent for an increase of 10 microgrammes per cubic metre in long-term PM2.5 particle exposure, researchers from Fuwai Hospital in Beijing and Emory University in the US found in a study published online by Environment International last week. “Sustained improvement of air quality will help decrease the diabetes epidemic in China,” Lu Xiangfeng, one of the study’s authors, told AFP in an email. FOR years experts have touted moderate alcohol consumption as protective against heart disease. But a new study finds that just seven to 13 drinks a week can drive up blood pressure. The study, which examined the health records of more than 17,000 U.S. adults, found that people who consumed moderate amounts of alcohol were more than twice as likely as nondrinkers to develop a more severe form of hypertension. “If you are drinking moderately you should probably ask your physician or provider to check your blood pressure at each visit,” said the study’s lead author, Dr. Amer Aladin, a cardiovascular medicine fellow at Wake Forest Baptist Health. “If your drinking is moderate or heavy you should ask your provider to help you cut back.” lleagues did not calculate risks for women and men separately. That is something the researchers plan to do in the future, he said. In general, women are already advised to consume less because they’re more vulnerable to the effects of alcohol than than men.

To look at the impact of alcohol on blood pressure, the Wake Forest researchers turned to the Third National Health and Nutrition Examination Survey (NHANES III), a large decades long study led by the Centers for Disease Control and Prevention. The researchers analyzed data from 17,059 U.S. adults who signed on to NHANES between 1988 and 1994. Participants were divided into five groups, which depended on the level of alcohol consumption: abstainers; former drinkers; those who consumed one to six drinks a week; those who consumed seven to 13 drinks a week; and heavy drinkers who consumed 14 or more drinks a week. After accounting for factors such as age, sex, race, smoking status, physical activity BMI, cholesterol, and diabetes, the researchers found that compared to nondrinkers, moderate drinkers were 1.5 times more likely to develop stage 1 hypertension and twice as likely to develop stage 2 hypertension. Heavy drinkers were 2.5 times more likely to develop severe hypertension than nondrinkers. (net)

SEMARAPURA — In order to ease the burden of people carrying out the cremation (pengabenan) ceremony, the Klungkung district government drafted mass ngaben ceremony. The district government and related institutions are starting to prepare themselves for the next year’s implementation with a series of manusa yadnya rituals. To realize the mass cremation and manusa yadnya ceremony in 2020, Regent of Klungkung, I Nyoman Suwirta, gathered a team consisting of the customary village middle assembly (MMDP), PHDI Klungkung and Klungkung Education Agency in his office on Tuesday (Mar. 12). On that occasion, the Klungkung district government is drafting a program to give donation to a group of citizens that organize the mass cremation ceremony. Other than using donation from customary villagers, the ceremony will also get assistance from the Klungkung district government. “We want to organize the ceremony by mutual assistance and realize the satwika yadnya or sincere sacrifice enlightening spiritually,” said Regent Suwirta. To the Chairman of the MMDP, Dewa Tirta, Regent Suwirta asked to immediately make a definition of the donation recipient group. The group starts from household chief, hamlet to customary village. Data of the group will be very useful in determining the provision of donation. Meanwhile, the district government will make a study in determining the number of dona-

tion. In addition to efficiency or reducing the cost of citizens, the mass ritual is also intended to unite and enhance the sense of kinship and community togetherness in carrying out both ceremonies. Meanwhile, Chairman of MMDP Klungkung, I Dewa Made Tirta, explained the period of June to early September is auspicious time for Hindus. Initially, the group of Ngaben ceremony scheduled for a certain period of time was called Ngaben Ngemasa. In the mass cremation program, donation from the Klungkung district government will be budgeted from the parent regional budget. The donation is worth a maximum of 50 percent of the value specified in the proposal submitted. As for the manusa yadnya ceremony program (such as nelu bulan, metatah, otonan and metik rambut), the funding will be fully supported by the Klungkung district government. Regent PAS offers restoration for Bale Agung area

SINGARAJA — Bale Agung neighborhood, Buleleng sub-district, is inseparable from the history of the nation. This area posing the forerunner of the Unitary State of the Republic of Indonesia (NKRI) needs to be taken into account. It happens because Bale Agung itself is the birthplace of the Founding Father of the NKRI, Soekarno. Historically, Bale Agung is the birthplace of the mother of the first President of the Republic of Indonesia, Rai Srimben. If Rai Srimben was not paired with Raden Soekemi, Sukarno would not be born, or possibly there is no NKRI. From this perspective, Bale Agung is called one of the places as the forerunner to the birth of the NKRI. Raden Soekemi was a teacher who taught at the elementary school (SR) in Singaraja. This school remains to exist and now it is known as the SDN 1 Paket Agung located on Jalan Veteran, Singaraja. Raden Soekemi married to Rai Srimben with full stories of emotion because they did not get approval from the Rai Srimben’s family. However, Raden Soekemi was determined to marry his idol girl to the birth of Sukarno. To preserve the historical evidence in harmony with the passage of modern times as it is today, Regent of Buleleng, Putu Agus Suradnyana (PAS), emphasized the need to restore the Bale Agung area. MOSCOW - With their honour codes, elaborate tattoos and fearsome reputation, Russia’s crime bosses have for decades enjoyed a mythical status. The “Vory v Zakone”, or Thieves in Law, have been an untouchable mobster elite, accumulating vast fortunes with little fear of retribution. But a new Kremlin-sponsored bill, approved in its crucial second reading on Tuesday, is looking to put an end to their reigns. “We must end this state within a state, and with it this romantic image that sometimes surrounds these ‘godfathers’ and presents them as heroes,” said Otari Arshba, a lawmaker with the pro-Kremlin United Russia party and the main supporter of the bill amending Russia’s criminal code. Arshba, a Soviet-era KGB officer who worked organised crime cases, said the key change in the law will be a provision making “the simple fact of being in charge of a criminal organisation enough” to convict crime bosses. The ‘Thieves in Law’ emerged in the Soviet-era gulags, controlling the criminal underworld in Stalin’s prison camps. They developed their own subculture and jargon, similar to Italy’s Cosa Nostra or the Yakuza in Japan, and were both lionised and feared. They flourished in the chaos that followed the 1991 collapse of the Soviet Union, building huge criminal empires and branching out across Europe, the Middle East and North America. They came under pressure after Vladimir Putin took power in 1999 promising an end to the lawlessness of the previous decade. But they continued to operate

behind the scenes, protected by corruption but also by the law, which did not make heading a crime organisation illegal in itself. By limiting their direct involvement in criminal acts, mob bosses were able to avoid prosecution. Under their own code, they could not even deny being members of criminal groups, but there was nothing the police could do about it. - ‘Shock in criminal circles’ The amendment, which is expected to sail through a final reading later this week, allows the prosecution of criminals if they admit to their status or are informed on by others, with punishments of up to 15 years in prison. Experts say that after years of operating with impunity, the ‘Thieves in Law’ are reeling. “The president’s initiative has caused a shock in criminal circles. Some are already thinking of leaving the country,” Viktoria Gefter, the editor of the Prime Crime website, told Lenta.ru. “The underworld is asking questions,” said Mikhail Orsky, a retired crime figure who has written two books about his gangster career. Orsky, 58, has said that in the 1990s he managed a gang of 50 exathletes and Afghan war veterans who engaged in extortion of the taxi business. Speaking to AFP at his country house outside Moscow, Orsky said he believed some 400 Russian crime bosses will not simply accept either leaving the country or “going like lambs to the slaughter”. “They will think of something,” he said. BUSINESS Hong Kong’s Cathay Pacific back to profit after two years in red Hong Kong flag carrier Cathay Pacific on Wednesday announced a net profit of HK$2.35 billion ($299 million) last year, ending two successive annual losses after a massive overhaul. The recovery, which compares with a $160 million loss in 2017, also came in a year that saw it suffer an embarrassing data breach that dented its reputation and could prove costly. The result was in line with a preliminary announcement last month that the airline was back in the black as investors took comfort in the turnaround after two grim years for Asia’s largest carrier. “Overcapacity in passenger markets resulted in intense competition with other airlines, particularly those from mainland China,” said chairman John Slosar in a statement with the latest report. “But the passenger business benefited from capacity growth, a focus on customer service and improved revenue management,” he said, also citing “strong” cargo business. Shares in the firm jumped 1.8 percent in Hong Kong after the announcement. Cathay has been overhauling its business after posting its first losses for eight years in 2016, firing more than 600 workers and paring overseas offices and crew stations as it faced stiff competition from budget rivals in China. It also added international routes and better on-board services in a bid to compete with well-heeled Middle Eastern long-distance carriers. Slosar said “the forecast strength of the US dollar and uncertainty due to geopolitical discord and global trade tensions” are expected to dampen passenger and cargo demand in the coming year. However, he added the company remained “confident” in its transformation programme. The Austrian capital was one of eight European cities in the top 10 in the survey by Mercer, a humanresources consultancy. In second place was Zurich, followed in joint third place by Munich, Vancouver and Auckland, New Zealand. Duesseldorf in Germany took sixth followed by Frankfurt, Copenhagen, Geneva and Basel. London was ranked 41st and Paris was 39th, although the study, carried out between September and

November 2018, did not take into account France’s ‘yellow vest’ antigovernment protests. The survey, designed as a tool to help international organisations determine salary levels for expatriate employees, is based on 39 criteria. These include housing, political stability, crime, leisure, air pollution, infrastructure, the health system, education and the economy. Mercer said all US cities covered in the analysis fell in the rankings this year, with the exception of

New York, which rose one place to 44 as crime rates there continue to fall. San Fransisco was the topranked US city at 34. In Asia, Singapore has the highest quality of living at 25th place, followed by Tokyo and Kobe (joint 49th). Hong Kong was ranked 71st and Seoul 77nd. He is one of the first residents of a “beehive”-style housing project, inspired by those in Japan or Hong Kong, which has opened in Barcelona despite not having a permit from the city authorities. The initiative by the Spanish start-up company Haibu is made up of around 20 tiny living pods, which include a bed and nightstand. They are housed side by side in a building with a shared kitchen, bathroom and terrace -- all for 200 euros ($225) a month, at least in Kajevic’s case. Furniture is sparse, limited in the communal area to a few tables, chairs and a wardrobe for each resident which is too big for the rooms. Haibu, which means beehive in Japanese, argues that the project is a solution to a shortage of affordable housing in the Spanish city. But Barcelona’s left-wing city hall says that such tiny accommodation is unfit for humans and violates local building laws. “For me, this is decent housing. I go out into the streets clean and fed, I rest when I sleep,” said Kajevic, a 42-year-old burly Austrian truck driver, who just moved back to Barcelona after a previous period in the city. Faced with the opposition of city hall, which forced Haibu to close its showroom, the project’s promoters are cautious. For fear of being spotted, entry to Haibu’s first “beehive” is through a shop. PARIS - Vienna has been named the city with the best quality of life for a 10th consecutive year in a survey published Wednesday. The Austrian capital was one of eight European cities in the top 10 in the survey by Mercer, a humanresources consultancy. In second place was Zurich, followed in joint third place by Munich, Vancouver and Auckland, New Zealand. Duesseldorf in Germany took sixth followed by Frankfurt, Copenhagen, Geneva and Basel. London was ranked 41st and Paris was 39th, although the study, carried out between September and

November 2018, did not take into account France’s ‘yellow vest’ antigovernment protests. The survey, designed as a tool to help international organisations determine salary levels for expatriate employees, is based on 39 criteria. These include housing, political stability, crime, leisure, air pollution, infrastructure, the health system, education and the economy. Mercer said all US cities covered in the analysis fell in the rankings this year, with the exception of

New York, which rose one place to 44 as crime rates there continue to fall. San Fransisco was the topranked US city at 34. In Asia, Singapore has the highest quality of living at 25th place, followed by Tokyo and Kobe (joint 49th). Hong Kong was ranked 71st and Seoul 77nd. Contested ‘beehive’ housing arrives in Barcelona on the sly

BARCELONA - For the past few weeks Harry Kajevic has been sleeping in a 2.4-square-metre capsule flat in a clandestine location. He is one of the first residents of a “beehive”-style housing project, inspired by those in Japan or Hong Kong, which has opened in Barcelona despite not having a permit from the city authorities. The initiative by the Spanish start-up company Haibu is made up of around 20 tiny living pods, which include a bed and nightstand. They are housed side by side in a building with a shared kitchen, bathroom and terrace -- all for 200 euros ($225) a month, at least in Kajevic’s case. Furniture is sparse, limited in the communal area to a few tables, chairs and a wardrobe for each resident which is too big for the rooms. Haibu, which means beehive in Japanese, argues that the project is a solution to a shortage of affordable housing in the Spanish city. But Barcelona’s left-wing city hall says that such tiny accommodation is unfit for humans and violates local building laws. “For me, this is decent housing. I go out into the streets clean and fed, I rest when I sleep,” said Kajevic, a 42-year-old burly Austrian truck driver, who just moved back to Barcelona after a previous period in the city. Faced with the opposition of city hall, which forced Haibu to close its showroom, the project’s promoters are cautious. For fear of being spotted, entry to Haibu’s first “beehive” is through a shop. The blinds of the building, which is still undergoing work, are drawn to hide the tenants’ presence. And promoters of the housing

BUSINESS Hong Kong’s Cathay Pacific back to profit after two years in red Hong Kong flag carrier Cathay Pacific on Wednesday announced a net profit of HK$2.35 billion ($299 million) last year, ending two successive annual losses after a massive overhaul. The recovery, which compares with a $160 million loss in 2017, also came in a year that saw it suffer an embarrassing data breach that dented its reputation and could prove costly. The result was in line with a preliminary announcement last month that the airline was back in the black as investors took comfort in the turnaround after two grim years for Asia’s largest carrier. “Overcapacity in passenger markets resulted in intense competition with other airlines, particularly those from mainland China,” said chairman John Slosar in a statement with the latest report. “But the passenger business benefited from capacity growth, a focus on customer service and improved revenue management,” he said, also citing “strong” cargo business. Shares in the firm jumped 1.8 percent in Hong Kong after the announcement. Cathay has been overhauling its business after posting its first losses for eight years in 2016, firing more than 600 workers and paring overseas offices and crew stations as it faced stiff competition from budget rivals in China. It also added international routes and better on-board services in a bid to compete with well-heeled Middle Eastern long-distance carriers. Slosar said “the forecast strength of the US dollar and uncertainty due to geopolitical discord and global trade tensions” are expected to dampen passenger and cargo demand in the coming year. However, he added the company remained “confident” in its transformation programme. MOSCOW - With their honour codes, elaborate tattoos and fearsome reputation, Russia’s crime bosses have for decades enjoyed a mythical status. The “Vory v Zakone”, or Thieves in Law, have been an untouchable mobster elite, accumulating vast fortunes with little fear of retribution. But a new Kremlin-sponsored bill, approved in its crucial second reading on Tuesday, is looking to put an end to their reigns. “We must end this state within a state, and with it this romantic image that sometimes surrounds these ‘godfathers’ and presents them as heroes,” said Otari Arshba, a lawmaker with the pro-Kremlin United Russia party and the main supporter of the bill amending Russia’s criminal code. Arshba, a Soviet-era KGB officer who worked organised crime cases, said the key change in the law will be a provision making “the simple fact of being in charge of a criminal organisation enough” to convict crime bosses. The ‘Thieves in Law’ emerged in the Soviet-era gulags, controlling the criminal underworld in Stalin’s prison camps. They developed their own subculture and jargon, similar to Italy’s Cosa Nostra or the Yakuza in Japan, and were both lionised and feared. They flourished in the chaos that followed the 1991 collapse of the Soviet Union, building huge criminal empires and branching out across Europe, the Middle East and North America. They came under pressure after Vladimir Putin took power in 1999 promising an end to the lawlessness of the previous decade. But they continued to operate

Air pollution raises diabetes risk in China: study provinces, estimating their exposure to PM2.5 based on satellite data from 2004 to 2015. PM2.5 includes toxins like sulfate and black carbon, which can penetrate deep into the lungs or cardiovascular system, and have been linked to higher rates of lung cancer, chronic bronchitis and heart disease. While similar studies in North America, Europe, Hong Kong and Taiwan have linked air pollution with diabetes, researchers say this is the largest study of its kind in mainland China. “Due to high levels of PM2.5, different exposure pattern and population susceptibility, results from developed countries with low PM2.5 levels were not applicable in China,” Lu said. His team adjusted for factors such as age, body mass index, smoking status, family history of diabetes and work-related physical activity levels, but did not directly factor in dietary habits and other

types of pollutants. Ho Kin-fai, a professor at the Chinese University in Hong Kong who studies air pollutants and is not involved in the study, told AFP the study shows air pollution is a factor in the diabetes epidemic “that we cannot ignore”. But scientists still need to find evidence showing how PM2.5 particles work in the human body to increase risk of the disease,” Ho said. China is facing the largest diabetes problem in the world with around 11 percent of its population suffering from the metabolic illness, according to a United States study published in 2017. Increased prosperity has brought changing diets and lifestyles, along with an air pollution crisis that the World Health Organization estimates causes over a million premature deaths every year. The risk of diabetes rose by about 16 percent for an increase of 10 microgrammes per cubic metre in long-term PM2.5 particle exposure, researchers from Fuwai Hospital in Beijing and Emory University in the US found in a study published online by Environment International last week. “Sustained improvement of air quality will help decrease the diabetes epidemic in China,” Lu Xiangfeng, one of the study’s authors, told AFP in an email. FOR years experts have touted moderate alcohol consumption as protective against heart disease. But a new study finds that just seven to 13 drinks a week can drive up blood pressure. The study, which examined the health records of more than 17,000 U.S. adults, found that people who consumed moderate amounts of alcohol were more than twice as likely as nondrinkers to develop a more severe form of hypertension. “If you are drinking moderately you should probably ask your physician or provider to check your blood pressure at each visit,” said the study’s lead author, Dr. Amer Aladin, a cardiovascular medicine fellow at Wake Forest Baptist Health. “If your drinking is moderate or heavy you should ask your provider to help you cut back.” lleagues did not calculate risks for women and men separately. That is something the researchers plan to do in the future, he said. In general, women are already advised to consume less because they’re more vulnerable to the effects of alcohol than than men.

To look at the impact of alcohol on blood pressure, the Wake Forest researchers turned to the Third National Health and Nutrition Examination Survey (NHANES III), a large decades long study led by the Centers for Disease Control and Prevention. The researchers analyzed data from 17,059 U.S. adults who signed on to NHANES between 1988 and 1994. Participants were divided into five groups, which depended on the level of alcohol consumption: abstainers; former drinkers; those who consumed one to six drinks a week; those who consumed seven to 13 drinks a week; and heavy drinkers who consumed 14 or more drinks a week. After accounting for factors such as age, sex, race, smoking status, physical activity BMI, cholesterol, and diabetes, the researchers found that compared to nondrinkers, moderate drinkers were 1.5 times more likely to develop stage 1 hypertension and twice as likely to develop stage 2 hypertension. Heavy drinkers were 2.5 times more likely to develop severe hypertension than nondrinkers. (net)

SEMARAPURA — In order to ease the burden of people carrying out the cremation (pengabenan) ceremony, the Klungkung district government drafted mass ngaben ceremony. The district government and related institutions are starting to prepare themselves for the next year’s implementation with a series of manusa yadnya rituals. To realize the mass cremation and manusa yadnya ceremony in 2020, Regent of Klungkung, I Nyoman Suwirta, gathered a team consisting of the customary village middle assembly (MMDP), PHDI Klungkung and Klungkung Education Agency in his office on Tuesday (Mar. 12). On that occasion, the Klungkung district government is drafting a program to give donation to a group of citizens that organize the mass cremation ceremony. Other than using donation from customary villagers, the ceremony will also get assistance from the Klungkung district government. “We want to organize the ceremony by mutual assistance and realize the satwika yadnya or sincere sacrifice enlightening spiritually,” said Regent Suwirta. To the Chairman of the MMDP, Dewa Tirta, Regent Suwirta asked to immediately make a definition of the donation recipient group. The group starts from household chief, hamlet to customary village. Data of the group will be very useful in determining the provision of donation. Meanwhile, the district government will make a study in determining the number of dona-

Regent PAS offers restoration for Bale Agung area

SINGARAJA — Bale Agung neighborhood, Buleleng sub-district, is inseparable from the history of the nation. This area posing the forerunner of the Unitary State of the Republic of Indonesia (NKRI) needs to be taken into account. It happens because Bale Agung itself is the birthplace of the Founding Father of the NKRI, Soekarno. Historically, Bale Agung is the birthplace of the mother of the first President of the Republic of Indonesia, Rai Srimben. If Rai Srimben was not paired with Raden Soekemi, Sukarno would not be born, or possibly there is no NKRI. From this perspective, Bale Agung is called one of the places as the forerunner to the birth of the NKRI. Raden Soekemi was a teacher who taught at the elementary school (SR) in Singaraja. This school remains to exist and now it is known as the SDN 1 Paket Agung located on Jalan Veteran, Singaraja. Raden Soekemi married to Rai Srimben with full stories of emotion because they did not get approval from the Rai Srimben’s family. However, Raden Soekemi was determined to marry his idol girl to the birth of Sukarno. To preserve the historical evidence in harmony with the passage of modern times as it is today, Regent of Buleleng, Putu Agus Suradnyana (PAS), emphasized the need to restore the Bale Agung area. With his idea, the regent planned to make Bale Agung a historical site without losing its

original characteristics. When met recently, the regent said that as the forerunner of the history of the NKRI posing the birth place of Soekarno’s mother, Bale Agung has the potential to become a historical tourism site. Education Agency reviews procurement of security guard at school

MANGUPURA - The Badung Education Agency will review the need for security personnel on duty at each school. This measure is taken considering the frequent theft cases occurred at schools. At least 271 security personnel are needed according to the number of state elementary and junior high schools in Badung. Head of the Badung Education Agency, I Ketut Widia Astika, admitted that currently there are still

many schools in Badung that do not have special security personnel. In the future, it will maximize the

existing human resources (HR). “Indeed, some schools have been equipped with security per-

sonnel. They are in charge of supervising school environment for 24 hours, starting from the morning when teaching and learning activities take place until the night. But some schools haven’t,” said Widia Astika on Tuesday (Mar. 12). According to him, it is not enough if the security in the school environment is entrusted to security personnel only. Schools also need to coordinate with the surrounding environment, especially the customary village authority. “While studying the addition of security personnel at each school, security personnel at the village can help patrol, day or night,” he said. The use of CCTV or surveillance cameras is also considered important. GIANYAR - The number of foreigners indicated to have been included in the Permanent Voters List (DPT) in Gianyar district showed an increase. But after being checked, it turned out they are Indonesian citizens and had electronic identity card or E-KTP. Meanwhile, the others are still being checked to make sure the DPT indicated to have included foreign citizens. “So, we are still checking the data to make sure whether the names in the DPT are Indonesian citizen or foreign citizen,” he said.

The commissioner familiarly addressed as Gung Eka emphasized that for the DPT having been confirmed as foreign citizen will definitely be crossed out. Besides, they will be marked so that later on they do not receive C6 form or notification letter to vote. “The DPT having been confirmed to have included foreigners will definitely be crossed out,” he said. When asked about the cause of foreigners to get included in the DPT, Gung Eka estimated it is the mistake occurred in the verification process. “Maybe it happens due to human error because our verification officers did not do it carefully or maybe the data are from previous elections. ‘Captain Marvel’ holds her own in N. American opening

LOS ANGELES - “Captain Marvel,” the first Marvel superhero film with a female character in top billing, soared atop North American box offices in its debut weekend, with ticket sales of $153.4 million, industry watcher Exhibitor Relations said on Monday. Added to the $302 million taken in internationally, the film’s total of $455 million for the three-day weekend makes it the biggest opening ever for a female-fronted superhero film, the Hollywood Reporter said.
