LOS ANGELES - “Transformers” actor Shia LaBeouf, known for quirky stunts in the name of art, on Monday live streamed his wedding to actress Mia Goth in a ceremony officiated by an Elvis Presley impersonator.

The unconventional wedding was live streamed by celebrity website TMZ, which reported that it was performed at the Viva Las Vegas Wedding Chapel, which hosts Elvis-themed weddings.

Representatives for both actors did not respond to Reuters for comment. British actress Goth, 23, who met LaBeouf, 30, while they filmed Lars Von Trier’s 2013 film “Nymphomaniac,” wore a simple white

dress with a veil. LaBeouf opted for a suit paired with sneakers.

An Elvis impersonator wearing a black rhinestone-studded jumpsuit and sunglasses officiated the short ceremony, quipping “This is a great trip to Vegas” as the pair exchanged rings and vows.

“Mia, Shia, do you both agree to be each other’s hound dogs? Not to wear your blue suede shoes in the rain, to always be each other’s

teddy bear and to give each other a hunk, a hunk of burning love?,” the impersonator asked, using lyrics from some of Presley’s most famous songs.

The ceremony ended with the couple’s first kiss as newlyweds while Bruce Springsteen’s “Hungry Heart” played in the background.

LaBeouf, who rose to fame as a fast-talking child star in the Disney Channel comedy “Even Stevens” and became a franchise leading man with the “Transformers” films, has transitioned into more artistic fare, such as this year’s indie film “American Honey.” (rtr)

BANGKOK - About 300 people gathered at Bangkok’s Siriraj hospital on Wednesday to pray for King Bhumibol Adulyadej, three days after the palace said he was in an unstable condition, as the prime minister prepared for an audience with the crown prince.

King Bhumibol, 88, the world’s longest reigning monarch, is widely revered in Thailand. During his seven decades on the throne the king, who is also seen as a unifying force, has intervened when events threatened to plunge Thailand into crisis.

On Sunday, the palace said the king’s health was “not stable” with doctors recommending that he sus-

pend all royal duties. The palace has not issued a statement on the king’s health since then.

The king has been treated for various ailments over the past year at Siriraj Hospital and was last seen in public on Jan. 11, when he spent several hours visiting his palace in the capital, Bangkok.

A Reuters reporter at the hospital said three of the king’s four

children, including Crown Prince Maha Vajiralongkorn, arrived at the hospital on Wednesday afternoon.

Prime Minister Prayuth Chanocha, who is also head of the ruling junta, cancelled an official engagement in the eastern province of Chonburi on Wednesday morning.

“The prime minister did not undertake his official duties in Chonburi province today in order to prepare for an audience with His Royal Highness the Crown Prince for a routine presentation on the government’s work in progress,” the foreign ministry said in a state-

ment.

“The government spokesman has urged for the Thai public to rely on official announcements for an update on situations, rather than uncorroborated information in social media circles,” the ministry said, without referring to the king’s health.

The Stock Exchange of Thailand closed down 2.5 percent, its lowest since the end of May, after falling as much as 6.9 percent at one point to its lowest since March 1, led by shares in the aviation and tourism industries.

Sunday’s statement was the

second health bulletin this month after the palace said on Oct. 1 that the king was recovering after a respiratory infection.

According to Suparta, actually there has been legislation governing the protection of farmers and land use. However, no regulation works well. So far, there are not even clear rules regarding which that land can and cannot be built.

Actually, the matter of inadequate land also causes people, especially young generation, to be uninterested in pursuing agriculture.

“When farmers already received certainty about the land, purchasing of raw materials, marketing channels and price, they will get moved. Aside from technology and willpower, it is required a holistic effort where regulations or rules should be clear and available,” said Chairman of the Indonesia farmers association (HKTI) Bali.

Suparta added that it has been frequently echoed about the immortal paddy field policy. This has been repeatedly questioned to local government. Unfortunately, it is still unanswered clearly and definitely. Nevertheless, the government is not enough to merely prohibit agricultural land from being converted into building function. The arrangement should reach the role of human resources that can manage the land.

“The points needed to be set forth in regional bylaw include the prohibition of land conversion and selling. Then, what is the compensation and what about the acreage.

Having owned the acreage, what about the facility in managing the farm, what about the aid in the physical form or coaching, guidance and so on, and then how to help their marketing,” he said.

An academician from the Faculty of Agriculture, Udayana University, I Ketut Suamba, said that subak (irrigation cooperative) in Bali must be maintained in order to be sustainable. For instance, the Center for Subak Studies at the Udayana University makes a pilot project of sustainable subak in Denpasar. This effort is expected to result in the issuance of the regional bylaw (Perda) related to it.

“We study what is needed by farmers to set their farmland as sustainable subak,” he said.

Suamba said that there are rights and obligations for farmers related to it. They are obliged to maintain the farmland and prevent from occurrence of land conversion.

Then, their rights include the incentive of property tax, insurance

incentives, assurance of irrigation water as well as price incentives for the products yielded.

“Property tax, if possible, must be exempted. Farmers do not pay taxes because the taxes based on the tax object selling price are very burdensome to farmers,” he explained.

In the meantime, an academician of the Faculty of Animal Husbandry, Udayana University, Prof. I Gede Mahardika, said that the agricultural sector is not just about producing crops. However, the agriculture also plays a role in environmental conservation.

This role is not much exposed to the surface. For example, no one ever calculates how much oxygen is generated by the overlay of paddy fields.

“Besides, agriculture also retains the use of water and so forth.

Well, I think this is our duty to see that agriculture is not only the matter of food, but also of many other aspects,” he said.

Related to the development of agriculture, added Mahardika, there should be a role of academicians, businessmen, government and farmers. If all the components have played their role and work together, the agriculture will be able to run well. As academician, the Udayana University has yielded products of research that can be developed to improve the agriculture itself. This research should be facilitated so as not to be useless but should be taken advantage to bring in benefits for agriculture.

“Mindset and behavior of farmers should be educated so that they are able and willing to love their products. In my opinion, these are things needed to be developed. We start from the small, do not need from the big ones but how to make our farmers realize to produce and when to produce and there will be units or the media being able to distribute their products so that farmers can enjoy the benefits of the business,” he explained.

Mahardika continued that commitment of the government related to the making of regulations and provision of aids to farmers is needed. The government should be able to prepare a program appropriate for the community mostly consisting of farmers. “If the local authority does not want to (commit), well ... it is difficult, too. Thus, we need to convey an appropriate development program for the community mostly consisting of farmers so that it can be enjoyed by them,” he said. (kmb32)

Tax sugary drinks to fight obesity, WHO urges governments

GENEVA - Governments should tax sugary drinks to fight the global epidemics of obesity and diabetes, the World Health Organization said on Tuesday, recommendations industry swiftly branded “discriminatory” and “unproven”.

A 20 percent price increase could reduce consumption of sweet drinks by the same proportion, the WHO said in “Fiscal Policies for Diet and Prevention of Noncommunicable Diseases”, a report issued on World Obesity Day. Drinking fewer calorific sweet drinks is the best way to curb excessive weight and prevent chronic diseases such as diabetes, although fat and salt in processed foods are also at fault, WHO officials said.

“We are now in a place where we can say there is enough evidence to move on this and we encourage countries to implement effective tax on sugar-sweetened beverages to prevent obesity,” Temo Waqanivalu, of WHO’s department of Noncommunicable Diseases and Health Promotion, told a briefing.

Obesity more than doubled worldwide between 1980 and 2014, with 11 percent of men and 15 percent of women classified as obese - more than 500 million people, the report said.

“Smart policies can help to turn the tides on this deadly epidemic, especially those aimed at reducing consumption of sugary drinks, which is fuelling obesity rates,” former New York mayor Michael Bloomberg, a WHO ambassador for oncommunicable diseases, said in a statement.

The global soft drink market is worth nearly $870 billion in annual sales. 2016 could be the year of the sugar tax, as several large nations consider levies on sweetened food and drinks to battle obesity and fatten government coffers.

The U.S.-based soft drinks industry’s lobbying arm whose members include Coca-Cola Co, Pepsico Inc and Red Bull - strongly disagreed with what it called “discriminatory taxation”.

“It is an unproven idea that has not been shown to improve public health based on global experiences to date,” the Washington-based International Council of Beverages Associations said in a statement. A comprehensive approach based on the whole diet was needed for a lasting solution to obesity, it said.

The non-alcoholic beverage industry was making available more options with fewer calories and reformulating existing drinks to reduce calories significantly, the group said. (rtr)

Teen OCD may trace back to environment at birth and even before

OBSESSIVE-compulsive disorder that surfaces during adolescence or early adulthood may actually have origins in the circumstances surrounding pregnancy and infancy, a Swedish study suggests.

Smoking during pregnancy, cesarean section delivery, preterm birth, unusually low or high weight at birth and breech presentation at labor were all associated with an increased risk of obsessivecompulsive disorder (OCD) later in life, the study found.

“Children who were born prematurely and to mothers who experienced serious problems with labor and delivery were at increased risk to develop OCD many, many years later,” Dr. James Leckman, author of an accompanying editorial, said by email.

Although OCD runs in families and is one of the most inherited psychiatric disorders, no one gene is responsible, added Leckman, a psychiatry researcher at Yale University School of Medicine in New Haven, Connecticut.

The current study sheds new light on potential environmental risk factors for OCD, Leckman said.

Researchers examined data from a population-based birth cohort of 2.4 million Swedish children born from 1973 to 1996 and followed up through 2013.

This group included about 17,000 people diagnosed with OCD, on average when they were around 23 years old.

Within the birth cohort, researchers also looked at about 11,500 families with siblings that included

at least one child with OCD and one without the diagnosis.

By doing this, researchers could look at differences among kids with similar genetic makeup and family circumstances that might help explain the development of OCD later in life.

When mothers smoked at least 10 cigarettes a day during pregnancy, the risk of OCD in their child increased by 27 percent, researchers report in JAMA Psychiatry.

A low Apgar score, which measures things like respiration, pulse and movements after birth, was linked to a 50 percent greater risk of OCD. Breech babies, who are positioned feet down instead of head down in the uterus, had a 35 percent increased risk of OCD, while cesarean deliveries were associated with

a 17 percent greater risk.

Overall, almost half of the people diagnosed with OCD during the study period had at least one risk factor from pregnancy or infancy, and many of them had more than one. The more of these perinatal risk factors a person had, the higher their risk of OCD. The mechanism linking OCD to factors around the time of birth remains unknown, the authors point out. They note that adverse conditions during fetal development may subtly alter brain development and that some of the same risk factors emerging in this study, like low birthweight and being small for gestational age, have also been linked to increased risk for autism and ADHD. One limitation of the study is that it focused more on severe cases

of OCD that may not represent the entire population of people with this condition, they note in their report. The data only includes people who saw specialists for OCD, and not patients diagnosed by general practitioners.

Even so, the findings bring scientists one step closer to understanding the biological underpinnings of OCD and may eventually lead to treatments to prevent the debilitating effects of this common disorder, Leckman said.

“These findings have real public health significance,” Leckman added. “This is especially true of the increased risk associated with heavy maternal smoking during pregnancy, but it is also clear that as a society we need to make sure that all mothers and newborns have optimal medical care.” (rtr)

Some grab the opportunities as lucrative business by selling various types of trees being ready to be transformed into the probable bonsai or selling established bonsai to be subsequently maintained by buyers. Remember, bonsai is a never-ending work of art.

In other words, as long as the tree still lives, a bonsai requires special maintenance and refinement process to form.

According to Gede Merta, an artist of bonsai in Bali, bonsai is a dwarf plant commonly grown in shallow pot. In the art of bonsai, harmony between the pot and the plant is one of the main elements alongside other elements such as large trunk, tree height, spread of the roots, branches, twigs, large leaves, fruits or flowers.

“Overall, a good bonsai is the one successfully reflecting the stately old trees in the wild enhanced in the bijou form or miniature,” he said.

As other art fields, said Merta, bonsai art also continues to provide additional space for creators

to explore ideas and imagination to develop creation. So, lately emerged free style bonsai with strong character, uniqueness, artistic expression and an impression posing very personal nature of the creator remaining to refer to the existing basic bonsai styles as the primary basis of creativity. Any style, a nice bonsai should be able to present the beauty and grandeur of old trees like those growing in the wild.

Gede Merta added that Indonesia with its tropical climate has so many types of trees with strong character to be transformed into bonsai.

Moreover, many of the trees can be dwarfed by the planting medium combined with chunks of rock to make bonsai with dramatic impression while providing added value to the bonsai.

Some types of trees commonly used as probable bonsai in Indonesia include the red huckleberry (Gautheria nummularioides D. Don) and maritime pemphis (Pemphis acidula), various types of banyan (Ficus sp) such as rubber banyan (Ficus retusa), Korean banyan (Ficus koreana) and banyan (Ficus benjamina).

Other trees having an interesting character to be dwarfed are toothbrush tree (Streblus asper), tamarind (Tamarundus indica), Manila tamarind (Pithecellobium dulce) and feronia (Feronia lucida). Of course, there are many other kinds of tree species having interesting characters to be dwarfed. (ian)

At Batu Gede valley, 20 hectares of snakefruit devoured by monkeys

Farming residents living at Batu Gede hamlet, East Duda, Karangasem, are apparently faced with difficulties as the proverb says misfortunes never come singly.

After their snakefruit orchard and other plants were devoured by a herd of monkeys, during heavy rains last week, the valley of hills even avalanched.

A total of nine families had fled to their family’s home to look for safer place from avalanche. In the meantime, their home is known to be prone to avalanche during heavy rains. Pasucian Temple of Ida Bhatara Batursari has collapsed as hit by an avalanched cliff.

Arimbawa, said that their settlement is prone to avalanche because it is located on the hills with unstable land. During heavy rain last week, about two kilometers of the cliff avalanched. “From the hills, the scenery southwards is very beautiful. This hill scenery and heavily wooded expanse of valleys look so beautiful, while in the south sit the spread of paddy field, beach of Manggis subdistrict and fuel depot of Pertamina,” said Arimbawa.

On the other hand, headman of East Duda, I Gede Pawana, when met on Monday (Oct. 10) in Karangasem said that other than being prone to avalanche, the crops of people at Batu Gede are often marred by a herd of monkeys.

Population of the monkeys inhabiting the dense forest in the gorge and valley of Batu Gede hills is estimated to reach hundreds of heads.

“During dry season when there is no food in the forest, the flock of monkeys attacks the garden of local community,” said Pawana.

Approximately 20 hectares of snakefruit orchards at Batu Gede can never be harvested. It happens because as soon as the fruit is coming out of its socket, it is devoured by monkeys. Banana and any other fruits are not escaped from the stealing of the monkey. Moreover, they also devour coconut flower and young coconut. “Branches of durian tree whose fruits are still small are shaken, so that the ovary or the young fruits turn damaged

and fall out,” said Pawana.

Some farmers at Batu Gede, met at Abian Canang hamlet hall when accompanying their paralyzingnerves child to receive assistance recently, said that the monkeys do not only devour young coconuts.

When a herd of monkeys are hungry, they also devour old coconuts.

Coconut husk is peeled and when the husk is already thin, the coconut will be slammed. “When broken, the coconut water will be drunk and the flesh is devoured. Behavior of the violent monkey is smart like a human being,” said a farmer.

Impersonate as motor taxi drivers, pickpockets target travelers

MANGUPURA - Kuta Police arrested some pickpockets under the guise of illegal motorcycle taxi driver.

This time police arrested two perpetrators namely Wayan Buyar, 19, and Ketut Aget, 18, from Karangasem.

They were arrested after stealing the iPhone of Stefan Gronenefeld from the Netherlands staying on Jalan Poppies II, Kuta, Monday (Oct. 10).

According to Chief of Kuta Police, Wayan Sumara, it happened at 03:00, Tuesday (Oct. 11). At that time, the victim was after clubbing

in one of the nightclubs on Jalan Legian. Subsequently he walked to his accommodation on Jalan Poppies II. On arriving in front of the Bagus Pub, the two suspects riding Kawasaki KLX motorcycle approached the victim.

“The suspect offered motorcycle taxi service, whereas they were riding a motorcycle. This kind of mode becomes a trend in Kuta.

They pretend to offer motorcycle taxi service,” said Sumara.

However, the victim refused

because his accommodation is not far from the scene. The victim was continuously seduced by the suspect Buyar, while the suspect Aget grabbed the iPhone 6 in the front pocket of the victim’s pants.

Fortunately, their action was known to the victim and asked the iPhone to be returned.

“The suspect did not admit, and a commotion occurred. The incident was then heard by customary security guard of Kuta and our members alerted around the Ground Zero

According to the police chief, the suspect was beaten by residents.

Stubborn, modern stores threatened to be closed

GIANYAR - The Gianyar integrated licensing office (BPPT) together with the Gianyar Commerce and Industry Agency and municipal police made a raid to modern stores in Gianyar, Tuesday (Oct. 11). As a result, a number of modern stores being unable to show off their permit are threatened to be closed.

The raid has been carried out from Tuesday morning about 09:00 at Mas village in Ubud, Peliatan village, Pengosekan village and Bedulu village. All the modern stores visited by the inspection team were unable to demonstrate their business permit and building permit. Seeing such conditions, the officers immediately issued a reprimand letter.

The Division Head of Licensing and Non-Licensing of the BPPT Gianyar, Gusti Ngurah Suwastika, said the raid is done to follow up the Regional Bylaw No.5/2013 on the existence of modern stores. Based on the data, the area has ideally 79 units of modern stores, but in fact the modern stores in Gianyar have reached 154 units. “We are

still searching again in the field because the number of modern stores is possibly more than 154 units,” he said.

Although there are no written data specifically in inscriptions as historical evidence of this art, people believe this art has existed from time immemorial. Moreover, it was long before the arrival of Aan residents to Kedisan, Gambuh already existed. Residents of Aan even joined the gambuh art and settled at Kedisan.

In the palm-leaf manuscript of Arya Wang Bang Sidemen is stated that Ki Pasek Katrangan and other companions left Aan in Caka year 1450 or 1528 AD to accompany the departure of I Gusti Kacang Dawa.

At that time the Aan residents were carrying the headdress of Panji which is a magic sign of Ki Pasek Katrangan. Until now the headdress remains to be stored at Kedisan.

It is made sacred and placed at clan temple of Aan residents. This inscription states if the Gambuh art at Kedisan has existed since the days of empire whose written evidence can be found in the chronogram telling about the formation of Kedisan village.

Local villagers believe that historically gambuh of Kedisan has nothing to do with and palaces in other areas, except for Kedisan Palace. Kedisan palace is the home to senior figures (royal figures)

coming to Kedisan while carrying the Panji art headdress with Ki Pasek Katrangan.

Gambuh of Kedisan was not established in the royal territory, but was autodidactically grew and developed by the people who did like the gambuh art of Kedisan. This gambuh always paid devotional performance at Gianyar Palace, Ubud Palace, and other community activities when there is a religious ceremony. Therefore, the gambuh of Kedisan becomes famous and known as the gambuh Kedisan.

Gambuh Kedisan has its own characteristics. One of the most prominent characteristics is in terms of the dancer, in which all the dancers are men, so that the gambuh Kedisan is also referred to as gambuh lanang or male gambuh. So, it gives a slightly rigid impression as danced by men. But it makes a distinctive feature.

It is said, gambuh Kedisan had experienced dormancy due to small number of dancer generations. To raise it up, there was an initiative to bring in a gambuh instructor from Batuan village. But due strong style owned by gambuh of Kedisan and has been applied from ancient times, it is difficult to receive the dance style of Batuan. Ultimately it returns to the use of Kedisan style having been practiced from ancient times.(kmb)

Public health campaigners who have long battled against the country’s hefty tobacco lobby welcomed the push to end smoking in public places and said they believed Duterte, with his tough anti-vice record, was the man to do it.

She was quoted by newspapers as saying that no smoking would be allowed in public places, whether indoor or outdoor.

BEIJING - Parents and guardians in China’s heavily Muslim region of Xinjiang who encourage or force their children into religious activities will be reported to the police, the government said on Wednesday while unveiling new education rules.

Hundreds of people have died in recent years in Xinjiang, the far western home to the Muslim Uighur people, in unrest blamed by Beijing on Islamist militants and separatists, though rights groups say the violence is more a reaction to repressive Chinese policies.

The government strongly denies committing any abuses in Xinjiang and insists the legal, cultural and religious rights of the Uighur people are fully protected.

While China officially guarantees freedom of religion, minors are not supposed to participate in religious activity and authorities have cracked down on underground Muslim religious schools, or madrassas, in Xinjiang in recent years.

New education rules, to come into effect

on Nov. 1 and carried by the official Xinjiang Daily, say parents or guardians cannot “organise, lure or force minors into attending religious activities”.

Neither should they promote extremist beliefs in children, nor force them to dress in extremist clothing or other symbols, the newspaper said, echoing the tone of previous rules against beards for men or head coverings for women.

“Any group or person has the right to stop these kinds of behaviours and report them to the public security authorities,” the government said in the rules.

The rules also ban any form of religious activity in schools.

If parents are unable to properly guide their children away from harmful extremist or terrorist ways and they cannot continue to study at their existing schools, they can apply to have their children sent to specialist schools to “receive rectification”, the rules state. (rtr)

The Japanese government published a 15-page report in September warning of the impact Brexit could have on its financial institutions and companies headquartered in Britain.

The report noted nearly half of Japan’s investment into the EU in 2015 flowed to Britain, and requested clarity as to how negotiations with the EU would unfold.

“What Japanese businesses in Europe most wish to avoid is the situation in which they are unable to discern clearly the way the Brexit negotiations are going, only grasping the whole picture at the last minute,” the report said.

The CEO of Japanese automaker Nissan asked Britain last month to promise compensation for any tax barriers resulting from the decision to leave the EU before it invested further in its plant in Sunderland, northeast England.

The British government announced last week it would trigger the formal legal process of exiting the EU by the end of March 2017, giving some further clarity to businesses affected by the vote.

But Prime Minister Theresa May has said she would not reveal her hand ahead of time in negotiations with European counterparts. (rtr)

Bitung ready to play role of Asia Pacific gate

Fujitsu’s 1,800 British job cuts “not linked to Brexit” LONDON - Japanese electronics giant Fujitsu Ltd said on Tuesday it was cutting 1,800 jobs in Britain as part of a “transformation programme” but that the move was not linked to the country’s vote to leave the European Union.

Japanese companies had warned in the run-up to the June referendum that a vote to leave could damage jobs and prospects in Britain.

But Fujitsu said in a statement that the job cuts, which amount to 18 percent of its UK workforce, were part of a transformation programme across its Europe, Middle East, India and Africa unit.

“These changes are in no way linked to the decision by the UK to leave the EU,” it said. “Fujitsu is committed to the UK and is confident in the continued growth of the UK economy.”

The job cuts, which the company said would make it more competitive, would affect Fujitsu’s major UK sites including Belfast, Bracknell, Crewe, Manchester, Stevenage, Wakefield and Warrington. The Unite union condemned the cuts.

“This is a hammer blow for these hardworking employees who have given their all to make the UK subsidiary highly profitable,” said Unite’s IT officer Ian Tonks.

Top bankers warn of risk of 2017 exodus from Britain

LONDON - Top bankers warned on Tuesday they could start moving staff abroad as early as next year if there is no clarity on whether Britain will retain access to the European single market when it leaves the EU. Senior executives from European divisions of some of the world’s biggest financial institutions told a conference in London they felt the government’s tougher rhetoric on immigration risked harming the economy.

James Bardrick, the UK head of U.S. bank Citi, said the main dilemma facing the finance industry was how urgently it needed to act on contingency plans aimed at protecting their businesses, following Britain’s vote in June to leave the European Union.

“How do we and when do we start making decisions ... knowing the plan is ready to go ... it could be in the first quarter of 2017,” he told a conference in London.

British Prime Minister Theresa May has said she would trigger the two-year process to leave the EU

by the end of March and last week appeared to prioritise capping immigration over retaining access to the single market.

The future of London as Europe’s financial centre is expected to be a major negotiating point in May’s talks with EU partners, with banks keen to retain the “passporting” rights which allow them to sell financial services across the bloc.

Getting the best deal for the City of London will be an “absolute priority” in Brexit trade talks with the EU, financial services minister Simon Kirby told the conference.

Rob Rooney, CEO of Morgan Stanley international joined the chorus of bankers concerned about passporting, and said his bank would also have to move parts of their operations from London if Britain were shut out of the single

market.

“It really isn’t terribly complicated. If we are outside the EU and we don’t have what would be a stable and long-term commitment to access the single market then a lot of the things we do today in London, we’d have to do inside the EU 27,” he said.

Separately, Jacob Rees-Mogg, a Conservative lawmaker and member of the Treasury Select Committee who campaigned for Brexit, told Reuters that banks needed to take responsibility for their own affairs in line with their contingency plans.

“If the City has to do anything, it needs to do it now. I don’t think it needs to do much but it needs to get on and do it,” Rees-Mogg said, when asked about the threat of a major bank exodus from Britain.

“Bank lobbyists are going down the wrong route on Brexit. They just seem to be whingeing. I don’t see what they’re moaning about.” (rtr)

Jakarta-Surabaya rapid train to use existing track

JAKARTA - Coordinating Minister for Maritime Affairs and Acting Minister of Energy and Mineral Resources Luhut Binsar Panjaitan has said the development of the Jakarta-Surabaya rapid train will use the existing track.

“For the rapid train, we will use the existing network. We will strengthen the bearing pads and make the crossings run over or under, so there will not be any gates that can harm anyone,” stated the minister at the State Palace complex in Jakarta, Tuesday.

He mentioned that there are a thousand crossing points on the Jakarta-Surabaya railway network.

The minister hoped the project survey, due to be conducted in partnership with Japanese representatives, could be done in the first quarter of 2017.

“The Jakarta-Surabaya rapid train, which runs up to 200 kilometers per hour, will have an immense impact on the nations economy,” he remarked.

The projects investment value is considerably large, reaching US$2.5 to 3 million.

Minister Panjaitan explained that the agenda of his meeting with President Joko Widodo today includes reporting the results of his trip to Japan, which was a follow-up to the presidents agreement with Japans Prime Minister Shinzo Abe.

“I met the prime minister along with his ministers and other officials,” he reiterated.

He pointed out that the notions agreed upon by both country leaders included the Maritime Economic Cooperation, which was initiated last year.

“We are now pursuing cooperation in a number of locations, including oil explorations in Natuna, economic development in Sabang, Patimbang harbor development in West Java, and farming advances in Merauke, Papua,” he remarked.

He also mentioned cooperation in the education sector, where Japan will help with vocational training, while sending their professors to a number of technology corporations in Indonesia. (ant)

The city could play the role of Asian Pacific gate for Indonesia, Lomban said at a meeting on the occasion of the 26th anniversary of the port city here on Tuesday.

The port city is strategically located on the Pacific rim in North Sulawesi, he said at the meeting attended by the city leaders.

Trump assails U.S. House speaker Ryan, McCain as ‘disloyal’

WASHINGTON - Republican presidential nominee Donald Trump lashed out at U.S. House Speaker Paul Ryan and other “disloyal” Republicans on Tuesday and vowed to campaign in whatever style he wants now that the party establishment has largely abandoned him.

Trump, in a barrage of stinging Twitter posts, condemned the Republicans who have backed away from his White House run, deepening a dramatic rift in the party over his struggling campaign for the Nov. 8 election.

“It is so nice that the shackles have been taken off me and I can now fight for America the way I want to,” Trump said on Twitter, adding he would engage Democratic rival Hillary Clinton on his own terms.

Describing “disloyal” Republicans as more difficult than Clinton, he said: “They come at you from all sides. They don’t know how to

win - I will teach them!”

A string of Republican officials and officeholders have distanced themselves from Trump since a 2005 video surfaced on Friday showing him bragging crudely to a reporter about groping women and making unwanted sexual advances.

Trump slammed Ryan as a “very weak and ineffective leader” and complained in another tweet that it was hard to do well with “zero support” from Ryan and others. He later said in an interview with Fox News host Bill O’Reilly he neither wanted nor needed Ryan’s support.

Ryan’s spokesman, Brendan Buck, said on Tuesday that the speaker “is focusing the next month on defeating Democrats, and all Republicans running for office should probably do the same.”

Trump also took aim at U.S. Senator John McCain of Arizona, the 2008 Republican presidential nominee, who said on Saturday that he could not vote for Trump.

“The very foul mouthed Sen. John McCain begged for my support during his primary (I gave, he won), then dropped me over locker room remarks,” Trump said. There was no immediate reaction from McCain, who secured his primary election win in August.

BAGHDAD - Nuri al-Maliki is once again positioning himself as Iraq’s most powerful man, poised to return as kingmaker in a fight for influence that could decide Iraq’s fate as a unified country after the coming battle to recapture Mosul from Islamic State.

Two years after he was pressured to leave office by both the United States and Iran for failing to stop Islamic State fighters from sweeping across the country, the former prime minister still leads a powerful Shi’ite parliamentary bloc.

In recent weeks his followers have been using their authority in parliament to dismantle the cabinet of his successor, Haidar al-Abadi.

They have held corruption hearings, forcing out the government’s leading Sunni and Kurdish figures, Defence Minister Khaled al-Obeidi and Finance Minister Hoshiyar Zebari, who both deny corruption and say they were pushed out to hurt Abadi.

Maliki’s office denies that he has

any plans to return to the premiership, and his allies say he is more likely to try to name an ally as the next prime minister rather than take back the role for himself.

But there is now little doubt that his aim is to sideline Abadi and restore the power of his own Iran-backed Shi’ite faction, which minority Sunni and Kurdish politicians say could put Iraq’s future at risk even if it vanquishes Islamic State.

Zebari, who served as foreign minister for more than a decade and was Baghdad’s most senior Kurdish politician until he was forced out of the finance ministry last month, said Maliki was deliberately undermining the government on the eve of the campaign to recapture Islamic State’s last major stronghold.

TORONTO - Colin Kaepernick, who has caused controversy by kneeling during the U.S. national anthem, has been named the starting quarterback for the National Football League’s San Francisco 49ers, the team said on Tuesday.

Kaepernick, whose protest against injustice and police brutality has been defended by U.S. President Barack Obama and since spread to other players and sports, will take over for a 49ers team that is 1-4 after losing four consecutive games.

“I think people are realizing the injustices and the oppression that’s taking place in this country and it’s something that needs to be addressed.”

Kaepernick, 28, told a news conference after being named the team’s starter.

“I think it’d have a huge impact on a lot of people’s lives and that’s ultimately what the goal is to affect this country and those people positively.”

By refusing to stand for “The Star-Spangled Banner” during the NFL’s 2016 season, Kaepernick has made headlines and set off a national debate about race relations, policing and the mixing of politics and sports.

Many other athletes in the NFL and some in the National Basketball Association have since copied the gesture and the silent protests have angered some fans who call it disrespectful to the U.S. flag.

Kaepernick, drafted in the second round by San Francisco in 2011, burst upon the NFL midway through his second season in 2012 when he took over from an injured Alex Smith and led the 49ers to a berth in the Super Bowl.

He was once considered a franchise player and his ability to either throw or run the ball effectively led many to feel he could help redefine what it meant to be great at the position.

A stretch of poor play, however, cost Kaepernick his starting role.

While most backup NFL quarterbacks rarely make headlines, Kaepernick commanded the national spotlight starting in the preseason when he first chose to stay seated and then later opted to kneel during the playing of the anthem ahead of his team’s games.

Since his protest began in August, Kaepernick’s jersey has become a top-seller and fans at the 49ers’ home stadium, have often chanted “We want Kaep” during games.

Kaepernick went 2-6 last season with a 59 percent completion rate, six touchdowns and five interceptions. (rtr)

Sp rt For England, problems run deeper than Wayne Rooney

MANCHESTER - So, it turns out dropping Wayne Rooney isn’t the simple cure to England’s problems. They run much deeper than that. “We have taken over a mess, really,” interim manager Gareth Southgate said after seeing his team stutter to a scarcely deserved 0-0 draw at Slovenia in World Cup qualifying on Tuesday.

Southgate has been in charge for two weeks after coming in as an emergency replacement for Sam Allardyce and clearly understands the challenge facing him and the national team, which possibly reached an all-time low in losing to Iceland in the last 16 of the European Championship in June.

Given four matches in a caretaker role before the Football Association decides on a permanent successor to Allardyce, Southgate

has presided over a tedious 2-0 home win over Malta and then the draw in Ljubljana. The mid-term report on Southgate? That pretty much nothing has changed.

In fairness to Southgate, he has had little time to implement his own ideas and he was brave enough to make a call many England managers wouldn’t have taken — dropping the out-of-form Rooney. But the two games highlighted many of the failings that have blighted

England’s players for years. Poor technique under pressure. No confidence. No identity. No plan.

Some of that might be understandable at this point in time, given that the team has had three coaches — and therefore three different managerial approaches to take in — in the past five months.

England has a young side, especially in attack, and it showed in a frantic, error-strewn display against Slovenia.

“We’re very much a work in progress, as far as I can see,” Southgate said. “It is difficult to judge how hard to go in when you’ve only had them for such a short period of time and a lot of them are as inexperienced as they are. I’ve got to balance setting the challenge right for them as a team, demanding as much as possible, but also being realistic about how quickly we can adapt to a style of play.”

England has been criticized in recent years for the ponderous nature of its build-up play and Southgate is clearly urging his players to get the ball forward quicker and sharper. Hence, the decision to drop Rooney.

But it simply made England’s players look panicky as they launched attacks. There were also some basic errors in technique and passing, not forgetting the two woeful back-passes — by Eric Dier and Jordan Henderson — that led to one-on-one chances for Slovenia.

Goalkeeper Joe Hart saved England on those occasions, as he did a few other times. Without him, England, which had only three shots on target, would have lost. As it is, the draw left the team top of Group F by two points after three games.

Put simply, England’s players are still failing to perform in a national jersey at the same level they do for their clubs in the Premier League. Rectifying that is the challenge for the next permanent England manager, whether it’s Southgate or someone else. For now, after a whirlwind fortnight, Southgate just wants a break.

Asked about his chances of getting the job fulltime, he laughed and said: “I’m going to have a couple of days to go and sleep.” (ap)

Germany beats Northern Ireland 2-0 in World Cup qualifying HANNOVER — Two quick-fire goals earned Germany a 2-0 win over Northern Ireland to put the defending champions in control of World Cup qualifying Group C on Tuesday.

Early goals from Julian Draxler and then Sami Khedira maintained Germany’s perfect start after three games with no goals conceded and moved it two points clear of Azerbaijan, which settled for a scoreless draw against the Czech Republic in Ostrava.

“We completed the job,” said Joachim Loew, who equaled Sepp Herberger’s record of 94 wins as Germany coach. “It wasn’t quite so easy because they defended deep and made space scarce.”

Only the group winners automatically qualify for the 2018 World Cup in Russia and Loew kept faith with the same starters from Saturday’s 3-0 win over the Czech Republic, forcing Ilkay Gundogan to be patient with Khedira preferred to partner Toni Kroos in the center.

“It went so well against the Czech Republic that I thought we’d play a half like that again. I figured we’d score one or two goals and then we could give players a rest,” Loew said.

The national soccer team’s second loss in five days leaves China with only the slimmest chance of qualifying for the next World Cup. The perennial underachievers have under-performed against a backdrop of massive investment in the domestic league, which is luring star players in record-breaking transfers and coaches from around the world. The imported talent doesn’t appear to be improving the vast pool of local players.

Gao Hongbo quit after the 2-0 loss to Uzbekistan on Tuesday night left his team with just one point from four games in Asia’s last round of World Cup qualifying. Gao spoke to the Chinese Football Association after last week’s 1-0 home loss to wartorn Syria — a result that reportedly sparked angry protests from fans — and indicated he’d stand aside if there was a loss in Tashkent.

“As a result of this defeat, I bring an end to my time in charge of the

China national team,” he said. “I hope the China national team will be better in the future and we will meet in football again.”

Critics questioned his team selections and tactical decisions, but an editorial in the Communist Party flagship People’s Daily on Wednesday said the analysis was ultimately meaningless.

The newspaper bemoaned the fact that, despite some early signs of hope, China was the weakest of the 12 teams still in contention in Asia.

“With such a team and such players, what would it matter whether they were coached by Ferguson, Mourinho or Guardiola?” the editorial said. “The midfield was in constant flux and the power of the attack was virtually nil. TORONTO - Colin Kaepernick, who has caused controversy by kneeling during the U.S. national anthem, has been named the starting quarterback for the National Football League’s San Francisco 49ers, the team said on Tuesday.

Kaepernick, whose protest against injustice and police brutality has been defended by U.S. President Barack Obama and since spread to other players and sports, will take over for a 49ers team that is 1-4 after losing four consecutive games.

“I think people are realizing the injustices and the oppression that’s taking place in this country and it’s something that needs to be addressed.”

Kaepernick, 28, told a news conference after being named the team’s starter.

“I think it’d have a huge impact on a lot of people’s lives and that’s ultimately what the goal is to affect this country and those people positively.”

By refusing to stand for “The Star-Spangled Banner” during the NFL’s 2016 season, Kaepernick has made headlines and set off a national debate about race relations, policing and the mixing of politics and sports.

Many other athletes in the NFL and some in the National Basketball Association have since copied the gesture and the silent protests have angered some fans who call it disrespectful to the U.S. flag.

Kaepernick, drafted in the second round by San Francisco in 2011, burst upon the NFL midway through his second season in 2012 when he took over from an injured Alex Smith and led the 49ers to a berth in the Super Bowl.

He was once considered a franchise player and his ability to either throw or run the ball effectively led many to feel he could help redefine what it meant to be great at the position.

A stretch of poor play, however, cost Kaepernick his starting role.

While most backup NFL quarterbacks rarely make headlines, Kaepernick commanded the national spotlight starting in the preseason when he first chose to stay seated and then later opted to kneel during the playing of the anthem ahead of his team’s games.

Since his protest began in August, Kaepernick’s jersey has become a top-seller and fans at the 49ers’ home stadium, have often chanted “We want Kaep” during games.

Kaepernick went 2-6 last season with a 59 percent completion rate, six touchdowns and five interceptions. (rtr)

Trump assails U.S. House speaker Ryan, McCain as ‘disloyal’

WASHINGTON - Republican presidential nominee Donald Trump lashed out at U.S. House Speaker Paul Ryan and other “disloyal” Republicans on Tuesday and vowed to campaign in whatever style he wants now that the party establishment has largely abandoned him.

Trump, in a barrage of stinging Twitter posts, condemned the Republicans who have backed away from his White House run, deepening a dramatic rift in the party over his struggling campaign for the Nov. 8 election.

“It is so nice that the shackles have been taken off me and I can now fight for America the way I want to,” Trump said on Twitter, adding he would engage Democratic rival Hillary Clinton on his own terms.

Describing “disloyal” Republicans as more difficult than Clinton, he said: “They come at you from all sides. They don’t know how to

win - I will teach them!”

A string of Republican officials and officeholders have distanced themselves from Trump since a 2005 video surfaced on Friday showing him bragging crudely to a reporter about groping women and making unwanted sexual advances.

Despite the turn away from Trump by some elected Republicans, a Reuters/Ipsos poll of likely voters, released on Tuesday, found 58 percent of Republicans wanted Trump to stay atop their party’s ticket and 68 percent said the Republican leadership should

The poll, which was conducted after the second presidential debate on Sunday, showed Clinton’s lead over Trump widening to 8 points from 5 points last week, before the release of the video.

Ryan, the top Republican in Congress, told party lawmakers on Monday he was breaking with Trump and would not campaign for him, all but conceding Clinton would win the presidency. The move angered some Trump supporters, although Ryan said he would not withdraw his endorsement of the New York businessman.

Trump slammed Ryan as a “very weak and ineffective leader” and complained in another tweet that it was hard to do well with “zero support” from Ryan and others. He later said in an interview with Fox News host Bill O’Reilly he neither wanted nor needed Ryan’s support.

Ryan’s spokesman, Brendan Buck, said on Tuesday that the speaker “is focusing the next month on defeating Democrats, and all Republicans running for office should probably do the same.”

Trump also took aim at U.S. Senator John McCain of Arizona, the 2008 Republican presidential nominee, who said on Saturday that he could not vote for Trump.

“The very foul mouthed Sen. John McCain begged for my support during his primary (I gave, he won), then dropped me over locker room remarks,” Trump said. There was no immediate reaction from McCain, who secured his primary election win in August.

Many Republicans worry that Trump’s chaotic campaign could hurt their chances of holding majorities in the House of Representatives and Senate in next month’s election, and will inflict long-term damage on the party. (rtr)

BAGHDAD - Nuri al-Maliki is once again positioning himself as Iraq’s most powerful man, poised to return as kingmaker in a fight for influence that could decide Iraq’s fate as a unified country after the coming battle to recapture Mosul from Islamic State.

Two years after he was pressured to leave office by both the United States and Iran for failing to stop Islamic State fighters from sweeping across the country, the former prime minister still leads a powerful Shi’ite parliamentary bloc.

In recent weeks his followers have been using their authority in parliament to dismantle the cabinet of his successor, Haidar al-Abadi.

They have held corruption hearings, forcing out the government’s leading Sunni and Kurdish figures, Defence Minister Khaled al-Obeidi and Finance Minister Hoshiyar Zebari, who both deny corruption and say they were pushed out to hurt Abadi.

Maliki’s office denies that he has

any plans to return to the premiership, and his allies say he is more likely to try to name an ally as the next prime minister rather than take back the role for himself.

But there is now little doubt that his aim is to sideline Abadi and restore the power of his own Iran-backed Shi’ite faction, which minority Sunni and Kurdish politicians say could put Iraq’s future at risk even if it vanquishes Islamic State.

Zebari, who served as foreign minister for more than a decade and was Baghdad’s most senior Kurdish politician until he was forced out of the finance ministry last month, said Maliki was deliberately undermining the government on the eve of the campaign to recapture Islamic State’s last major stronghold.

US expects ‘significant’ progress on tougher N.Korea sanctions -diplomat

WASHINGTON - The top U.S. diplomat for East Asia said on Tuesday he was confident the United Nations would make “significant” progress on tougher sanctions against North Korea over its nuclear program, despite apparent differences with China over targeting coal exports.

China appears to have pushed back on a bid by Washington to

close a U.N. loophole that allows North Korea to export coal for “livelihood purposes,” saying the well-being of North Koreans is a priority in negotiations on possible new sanctions.

Asked about China’s stance in the U.N. Security Council on a response to North Korea’s fifth and largest nuclear test on Sept. 9, Daniel Russel, the U.S. assistant

secretary of state for East Asia, told reporters: “It’s very important to get progress; We are determined to get progress.

“When it comes to negotiations, and particularly on negotiations in the first instance with China in New York at the U.N. Security Council, but more broadly with the 15 members, I will invoke the wisdom

of that great sage Yogi Berra, who said, ‘it ain’t over ‘til it’s over.’”

“We won’t know how far we will get ... but we know there will be a new Security Council resolution and I have great confidence that it will represent a significant ratcheting forward of the sanctions and the constraints on North Korea.”

In March, the 15-member Security Council imposed tough

new sanctions on North Korea following its fourth nuclear test in January.

The Japanese government published a 15-page report in September warning of the impact Brexit could have on its financial institutions and companies headquartered in Britain.

The report noted nearly half of Japan’s investment into the EU in 2015 flowed to Britain, and requested clarity as to how negotiations with the EU would unfold.

“What Japanese businesses in Europe most wish to avoid is the situation in which they are unable to discern clearly the way the Brexit negotiations are going, only grasping the whole picture at the last minute,” the report said.

The CEO of Japanese automaker Nissan asked Britain last month to promise compensation for any tax barriers resulting from the decision to leave the EU before it invested further in its plant in Sunderland, northeast England.

The British government announced last week it would trigger the formal legal process of exiting the EU by the end of March 2017, giving some further clarity to businesses affected by the vote.

But Prime Minister Theresa May has said she would not reveal her hand ahead of time in negotiations with European counterparts. (rtr)

Bitung ready to play role of Asia Pacific gate

Fujitsu’s 1,800 British job cuts “not linked to Brexit” LONDON - Japanese electronics giant Fujitsu Ltd said on Tuesday it was cutting 1,800 jobs in Britain as part of a “transformation programme” but that the move was not linked to the country’s vote to leave the European Union.

Japanese companies had warned in the run-up to the June referendum that a vote to leave could damage jobs and prospects in Britain.

But Fujitsu said in a statement that the job cuts, which amount to 18 percent of its UK workforce, were part of a transformation programme across its Europe, Middle East, India and Africa unit.

“These changes are in no way linked to the decision by the UK to leave the EU,” it said. “Fujitsu is committed to the UK and is confident in the continued growth of the UK economy.”

The job cuts, which the company said would make it more competitive, would affect Fujitsu’s major UK sites including Belfast, Bracknell, Crewe, Manchester, Stevenage, Wakefield and Warrington. The Unite union condemned the cuts.

“This is a hammer blow for these hardworking employees who have given their all to make the UK subsidiary highly profitable,” said Unite’s IT officer Ian Tonks.

Top bankers warn of risk of 2017 exodus from Britain

LONDON - Top bankers warned on Tuesday they could start moving staff abroad as early as next year if there is no clarity on whether Britain will retain access to the European single market when it leaves the EU. Senior executives from European divisions of some of the world’s biggest financial institutions told a conference in London they felt the government’s tougher rhetoric on immigration risked harming the economy.

James Bardrick, the UK head of U.S. bank Citi, said the main dilemma facing the finance industry was how urgently it needed to act on contingency plans aimed at protecting their businesses, following Britain’s vote in June to leave the European Union.

“How do we and when do we start making decisions ... knowing the plan is ready to go ... it could be in the first quarter of 2017,” he told a conference in London.

British Prime Minister Theresa May has said she would trigger the two-year process to leave the EU

by the end of March and last week appeared to prioritise capping immigration over retaining access to the single market.

The future of London as Europe’s financial centre is expected to be a major negotiating point in May’s talks with EU partners, with banks keen to retain the “passporting” rights which allow them to sell financial services across the bloc.

Getting the best deal for the City of London will be an “absolute priority” in Brexit trade talks with the EU, financial services minister Simon Kirby told the conference.

Rob Rooney, CEO of Morgan Stanley international joined the chorus of bankers concerned about passporting, and said his bank would also have to move parts of their operations from London if Britain were shut out of the single

market.

“It really isn’t terribly complicated. If we are outside the EU and we don’t have what would be a stable and long-term commitment to access the single market then a lot of the things we do today in London, we’d have to do inside the EU 27,” he said.

Separately, Jacob Rees-Mogg, a Conservative lawmaker and member of the Treasury Select Committee who campaigned for Brexit, told Reuters that banks needed to take responsibility for their own affairs in line with their contingency plans.

“If the City has to do anything, it needs to do it now. I don’t think it needs to do much but it needs to get on and do it,” Rees-Mogg said, when asked about the threat of a major bank exodus from Britain.

“Bank lobbyists are going down the wrong route on Brexit. They just seem to be whingeing. I don’t see what they’re moaning about.” (rtr)

Jakarta-Surabaya rapid train to use existing track

JAKARTA - Coordinating Minister for Maritime Affairs and Acting Minister of Energy and Mineral Resources Luhut Binsar Panjaitan has said the development of the Jakarta-Surabaya rapid train will use the existing track.

“For the rapid train, we will use the existing network. We will strengthen the bearing pads and make the crossings run over or under, so there will not be any gates that can harm anyone,” stated the minister at the State Palace complex in Jakarta, Tuesday.

He mentioned that there are a thousand crossing points on the Jakarta-Surabaya railway network.

The minister hoped the project survey, due to be conducted in partnership with Japanese representatives, could be done in the first quarter of 2017.

“The Jakarta-Surabaya rapid train, which runs up to 200 kilometers per hour, will have an immense impact on the nations economy,” he remarked.

The projects investment value is considerably large, reaching US$2.5 to 3 million.

Minister Panjaitan explained that the agenda of his meeting with President Joko Widodo today includes reporting the results of his trip to Japan, which was a follow-up to the presidents agreement with Japans Prime Minister Shinzo Abe.

“I met the prime minister along with his ministers and other officials,” he reiterated.

He pointed out that the notions agreed upon by both country leaders included the Maritime Economic Cooperation, which was initiated last year.

“We are now pursuing cooperation in a number of locations, including oil explorations in Natuna, economic development in Sabang, Patimbang harbor development in West Java, and farming advances in Merauke, Papua,” he remarked.

He also mentioned cooperation in the education sector, where Japan will help with vocational training, while sending their professors to a number of technology corporations in Indonesia. (ant)

Stubborn, modern stores threatened to be closed

GIANYAR - The Gianyar integrated licensing office (BPPT) together with the Gianyar Commerce and Industry Agency and municipal police made a raid to modern stores in Gianyar, Tuesday (Oct. 11). As a result, a number of modern stores being unable to show off their permit are threatened to be closed.

The raid has been carried out from Tuesday morning about 09:00 at Mas village in Ubud, Peliatan village, Pengosekan village and Bedulu village. All the modern stores visited by the inspection team were unable to demonstrate their business permit and building permit. Seeing such conditions, the officers immediately issued a reprimand letter.

The Division Head of Licensing and Non-Licensing of the BPPT Gianyar, Gusti Ngurah Suwastika, said the raid is done to follow up the Regional Bylaw No.5/2013 on the existence of modern stores. Based on the data, the area has ideally 79 units of modern stores, but in fact the modern stores in Gianyar have reached 154 units. “We are

still searching again in the field because the number of modern stores is possibly more than 154 units,” he said.

Ironically, some of the moderns stores operating around Gianyar and Ubud cannot present their permit. “After we raid them, in fact, they cannot show off their permit, so that we issue the first reprimand letter,” he explained.

Although there are no written data specifically in inscriptions as historical evidence of this art, people believe this art has existed from time immemorial. Moreover, it was long before the arrival of Aan residents to Kedisan, Gambuh already existed. Residents of Aan even joined the gambuh art and settled at Kedisan.

In the palm-leaf manuscript of Arya Wang Bang Sidemen is stated that Ki Pasek Katrangan and other companions left Aan in Caka year 1450 or 1528 AD to accompany the departure of I Gusti Kacang Dawa.

At that time the Aan residents were carrying the headdress of Panji which is a magic sign of Ki Pasek Katrangan. Until now the headdress remains to be stored at Kedisan.

It is made sacred and placed at clan temple of Aan residents. This inscription states if the Gambuh art at Kedisan has existed since the days of empire whose written evidence can be found in the chronogram telling about the formation of Kedisan village.

Local villagers believe that historically gambuh of Kedisan has nothing to do with and palaces in other areas, except for Kedisan Palace. Kedisan palace is the home to senior figures (royal figures)

coming to Kedisan while carrying the Panji art headdress with Ki Pasek Katrangan.

Gambuh of Kedisan was not established in the royal territory, but was autodidactically grew and developed by the people who did like the gambuh art of Kedisan. This gambuh always paid devotional performance at Gianyar Palace, Ubud Palace, and other community activities when there is a religious ceremony. Therefore, the gambuh of Kedisan becomes famous and known as the gambuh Kedisan.

Gambuh Kedisan has its own characteristics. One of the most prominent characteristics is in terms of the dancer, in which all the dancers are men, so that the gambuh Kedisan is also referred to as gambuh lanang or male gambuh. So, it gives a slightly rigid impression as danced by men. But it makes a distinctive feature.

It is said, gambuh Kedisan had experienced dormancy due to small number of dancer generations. To raise it up, there was an initiative to bring in a gambuh instructor from Batuan village. But due strong style owned by gambuh of Kedisan and has been applied from ancient times, it is difficult to receive the dance style of Batuan. Ultimately it returns to the use of Kedisan style having been practiced from ancient times.(kmb)

Public health campaigners who have long battled against the country’s hefty tobacco lobby welcomed the push to end smoking in public places and said they believed Duterte, with his tough anti-vice record, was the man to do it.

Health Secretary Paulyn Jean RosellUbial told Reuters on Tuesday she hoped the president would sign the ban, which expands the definition of public places, into law before the end of October and that it would come into effect next month.

She was quoted by newspapers as saying that no smoking would be allowed in public places, whether indoor or outdoor.

“Parks, bus stations, and even in vehicles.

All these are considered public places,” she said, according to media. She later clarified the law would apply only to public vehicles.

Designated smoking areas will be set up, at least 10 meters (33 feet) outside buildings, according to a draft of the executive order seen by Reuters.

BEIJING - Parents and guardians in China’s heavily Muslim region of Xinjiang who encourage or force their children into religious activities will be reported to the police, the government said on Wednesday while unveiling new education rules.

Hundreds of people have died in recent years in Xinjiang, the far western home to the Muslim Uighur people, in unrest blamed by Beijing on Islamist militants and separatists, though rights groups say the violence is more a reaction to repressive Chinese policies.

The government strongly denies committing any abuses in Xinjiang and insists the legal, cultural and religious rights of the Uighur people are fully protected.

While China officially guarantees freedom of religion, minors are not supposed to participate in religious activity and authorities have cracked down on underground Muslim religious schools, or madrassas, in Xinjiang in recent years.

New education rules, to come into effect

on Nov. 1 and carried by the official Xinjiang Daily, say parents or guardians cannot “organise, lure or force minors into attending religious activities”.

Neither should they promote extremist beliefs in children, nor force them to dress in extremist clothing or other symbols, the newspaper said, echoing the tone of previous rules against beards for men or head coverings for women.

“Any group or person has the right to stop these kinds of behaviours and report them to the public security authorities,” the government said in the rules.

The rules also ban any form of religious activity in schools.

If parents are unable to properly guide their children away from harmful extremist or terrorist ways and they cannot continue to study at their existing schools, they can apply to have their children sent to specialist schools to “receive rectification”, the rules state. (rtr)

Tax sugary drinks to fight obesity, WHO urges governments

GENEVA - Governments should tax sugary drinks to fight the global epidemics of obesity and diabetes, the World Health Organization said on Tuesday, recommendations industry swiftly branded “discriminatory” and “unproven”.

A 20 percent price increase could reduce consumption of sweet drinks by the same proportion, the WHO said in “Fiscal Policies for Diet and Prevention of Noncommunicable Diseases”, a report issued on World Obesity Day. Drinking fewer calorific sweet drinks is the best way to curb excessive weight and prevent chronic diseases such as diabetes, although fat and salt in processed foods are also at fault, WHO officials said.

“We are now in a place where we can say there is enough evidence to move on this and we encourage countries to implement effective tax on sugar-sweetened beverages to prevent obesity,” Temo Waqanivalu, of WHO’s department of Noncommunicable Diseases and Health Promotion, told a briefing.

Obesity more than doubled worldwide between 1980 and 2014, with 11 percent of men and 15 percent of women classified as obese - more than 500 million people, the report said.

“Smart policies can help to turn the tides on this deadly epidemic, especially those aimed at reducing consumption of sugary drinks, which is fuelling obesity rates,” former New York mayor Michael Bloomberg, a WHO ambassador for oncommunicable diseases, said in a statement.

The global soft drink market is worth nearly $870 billion in annual sales. 2016 could be the year of the sugar tax, as several large nations consider levies on sweetened food and drinks to battle obesity and fatten government coffers.

The U.S.-based soft drinks industry’s lobbying arm whose members include Coca-Cola Co, Pepsico Inc and Red Bull - strongly disagreed with what it called “discriminatory taxation”.

“It is an unproven idea that has not been shown to improve public health based on global experiences to date,” the Washington-based International Council of Beverages Associations said in a statement. A comprehensive approach based on the whole diet was needed for a lasting solution to obesity, it said.

The non-alcoholic beverage industry was making available more options with fewer calories and reformulating existing drinks to reduce calories significantly, the group said. (rtr)

Teen OCD may trace back to environment at birth and even before

OBSESSIVE-compulsive disorder that surfaces during adolescence or early adulthood may actually have origins in the circumstances surrounding pregnancy and infancy, a Swedish study suggests.

Smoking during pregnancy, cesarean section delivery, preterm birth, unusually low or high weight at birth and breech presentation at labor were all associated with an increased risk of obsessivecompulsive disorder (OCD) later in life, the study found.

“Children who were born prematurely and to mothers who experienced serious problems with labor and delivery were at increased risk to develop OCD many, many years later,” Dr. James Leckman, author of an accompanying editorial, said by email.

Although OCD runs in families and is one of the most inherited psychiatric disorders, no one gene is responsible, added Leckman, a psychiatry researcher at Yale University School of Medicine in New Haven, Connecticut.

The current study sheds new light on potential environmental risk factors for OCD, Leckman said.

Researchers examined data from a population-based birth cohort of 2.4 million Swedish children born from 1973 to 1996 and followed up through 2013.

This group included about 17,000 people diagnosed with OCD, on average when they were around 23 years old.

Within the birth cohort, researchers also looked at about 11,500 families with siblings that included

at least one child with OCD and one without the diagnosis.

By doing this, researchers could look at differences among kids with similar genetic makeup and family circumstances that might help explain the development of OCD later in life.

When mothers smoked at least 10 cigarettes a day during pregnancy, the risk of OCD in their child increased by 27 percent, researchers report in JAMA Psychiatry.

A low Apgar score, which measures things like respiration, pulse and movements after birth, was linked to a 50 percent greater risk of OCD. Breech babies, who are positioned feet down instead of head down in the uterus, had a 35 percent increased risk of OCD, while cesarean deliveries were associated with

a 17 percent greater risk.

Overall, almost half of the people diagnosed with OCD during the study period had at least one risk factor from pregnancy or infancy, and many of them had more than one. The more of these perinatal risk factors a person had, the higher their risk of OCD. The mechanism linking OCD to factors around the time of birth remains unknown, the authors point out. They note that adverse conditions during fetal development may subtly alter brain development and that some of the same risk factors emerging in this study, like low birthweight and being small for gestational age, have also been linked to increased risk for autism and ADHD. One limitation of the study is that it focused more on severe cases

of OCD that may not represent the entire population of people with this condition, they note in their report. The data only includes people who saw specialists for OCD, and not patients diagnosed by general practitioners.

Even so, the findings bring scientists one step closer to understanding the biological underpinnings of OCD and may eventually lead to treatments to prevent the debilitating effects of this common disorder, Leckman said.

“These findings have real public health significance,” Leckman added. “This is especially true of the increased risk associated with heavy maternal smoking during pregnancy, but it is also clear that as a society we need to make sure that all mothers and newborns have optimal medical care.” (rtr)

Gede Merta added that Indonesia with its tropical climate has so many types of trees with strong character to be transformed into bonsai.

Moreover, many of the trees can be dwarfed by the planting medium combined with chunks of rock to make bonsai with dramatic impression while providing added value to the bonsai.

Some types of trees commonly used as probable bonsai in Indonesia include the red huckleberry (Gautheria nummularioides D. Don) and maritime pemphis (Pemphis acidula), various types of banyan (Ficus sp) such as rubber banyan (Ficus retusa), Korean banyan (Ficus koreana) and banyan (Ficus benjamina).

Other trees having an interesting character to be dwarfed are toothbrush tree (Streblus asper), tamarind (Tamarundus indica), Manila tamarind (Pithecellobium dulce) and feronia (Feronia lucida). Of course, there are many other kinds of tree species having interesting characters to be dwarfed. (ian)

At Batu Gede valley, 20 hectares of snakefruit devoured by monkeys

Farming residents living at Batu Gede hamlet, East Duda, Karangasem, are apparently faced with difficulties as the proverb says misfortunes never come singly.

After their snakefruit orchard and other plants were devoured by a herd of monkeys, during heavy rains last week, the valley of hills even avalanched.

A total of nine families had fled to their family’s home to look for safer place from avalanche. In the meantime, their home is known to be prone to avalanche during heavy rains. Pasucian Temple of Ida Bhatara Batursari has collapsed as hit by an avalanched cliff.

Arimbawa, said that their settlement is prone to avalanche because it is located on the hills with unstable land. During heavy rain last week, about two kilometers of the cliff avalanched. “From the hills, the scenery southwards is very beautiful. This hill scenery and heavily wooded expanse of valleys look so beautiful, while in the south sit the spread of paddy field, beach of Manggis subdistrict and fuel depot of Pertamina,” said Arimbawa.

On the other hand, headman of East Duda, I Gede Pawana, when met on Monday (Oct. 10) in Karangasem said that other than being prone to avalanche, the crops of people at Batu Gede are often marred by a herd of monkeys.

Population of the monkeys inhabiting the dense forest in the gorge and valley of Batu Gede hills is estimated to reach hundreds of heads.

“During dry season when there is no food in the forest, the flock of monkeys attacks the garden of local community,” said Pawana.

Approximately 20 hectares of snakefruit orchards at Batu Gede can never be harvested. It happens because as soon as the fruit is coming out of its socket, it is devoured by monkeys. Banana and any other fruits are not escaped from the stealing of the monkey. Moreover, they also devour coconut flower and young coconut. “Branches of durian tree whose fruits are still small are shaken, so that the ovary or the young fruits turn damaged

and fall out,” said Pawana.

Some farmers at Batu Gede, met at Abian Canang hamlet hall when accompanying their paralyzingnerves child to receive assistance recently, said that the monkeys do not only devour young coconuts.

When a herd of monkeys are hungry, they also devour old coconuts.

Impersonate as motor taxi drivers, pickpockets target travelers

MANGUPURA - Kuta Police arrested some pickpockets under the guise of illegal motorcycle taxi driver.

This time police arrested two perpetrators namely Wayan Buyar, 19, and Ketut Aget, 18, from Karangasem.

They were arrested after stealing the iPhone of Stefan Gronenefeld from the Netherlands staying on Jalan Poppies II, Kuta, Monday (Oct. 10).

According to Chief of Kuta Police, Wayan Sumara, it happened at 03:00, Tuesday (Oct. 11). At that time, the victim was after clubbing

in one of the nightclubs on Jalan Legian. Subsequently he walked to his accommodation on Jalan Poppies II. On arriving in front of the Bagus Pub, the two suspects riding Kawasaki KLX motorcycle approached the victim.

“The suspect offered motorcycle taxi service, whereas they were riding a motorcycle. This kind of mode becomes a trend in Kuta.

They pretend to offer motorcycle taxi service,” said Sumara.

However, the victim refused

because his accommodation is not far from the scene. The victim was continuously seduced by the suspect Buyar, while the suspect Aget grabbed the iPhone 6 in the front pocket of the victim’s pants.

Fortunately, their action was known to the victim and asked the iPhone to be returned.

“The suspect did not admit, and a commotion occurred. The incident was then heard by customary security guard of Kuta and our members alerted around the Ground Zero

“They are targeting travelers coming back from nightclubs in drunken condition. They offer motorcycle taxi service, whereas they target the victim’s valuables.

Therefore, we appeal to domestic and foreign travelers to be vigilant.

According to Suparta, actually there has been legislation governing the protection of farmers and land use. However, no regulation works well. So far, there are not even clear rules regarding which that land can and cannot be built.

Actually, the matter of inadequate land also causes people, especially young generation, to be uninterested in pursuing agriculture.

“When farmers already received certainty about the land, purchasing of raw materials, marketing channels and price, they will get moved. Aside from technology and willpower, it is required a holistic effort where regulations or rules should be clear and available,” said Chairman of the Indonesia farmers association (HKTI) Bali.

Suparta added that it has been frequently echoed about the immortal paddy field policy. This has been repeatedly questioned to local government. Unfortunately, it is still unanswered clearly and definitely. Nevertheless, the government is not enough to merely prohibit agricultural land from being converted into building function. The arrangement should reach the role of human resources that can manage the land.

“The points needed to be set forth in regional bylaw include the prohibition of land conversion and selling. Then, what is the compensation and what about the acreage.

Having owned the acreage, what about the facility in managing the farm, what about the aid in the physical form or coaching, guidance and so on, and then how to help their marketing,” he said.

An academician from the Faculty of Agriculture, Udayana University, I Ketut Suamba, said that subak (irrigation cooperative) in Bali must be maintained in order to be sustainable. For instance, the Center for Subak Studies at the Udayana University makes a pilot project of sustainable subak in Denpasar. This effort is expected to result in the issuance of the regional bylaw (Perda) related to it.

“We study what is needed by farmers to set their farmland as sustainable subak,” he said.

Suamba said that there are rights and obligations for farmers related to it. They are obliged to maintain the farmland and prevent from occurrence of land conversion.

Then, their rights include the incentive of property tax, insurance

incentives, assurance of irrigation water as well as price incentives for the products yielded.

“Property tax, if possible, must be exempted. Farmers do not pay taxes because the taxes based on the tax object selling price are very burdensome to farmers,” he explained.

In the meantime, an academician of the Faculty of Animal Husbandry, Udayana University, Prof. I Gede Mahardika, said that the agricultural sector is not just about producing crops. However, the agriculture also plays a role in environmental conservation.

This role is not much exposed to the surface. For example, no one ever calculates how much oxygen is generated by the overlay of paddy fields.

“Besides, agriculture also retains the use of water and so forth.

Well, I think this is our duty to see that agriculture is not only the matter of food, but also of many other aspects,” he said.

Related to the development of agriculture, added Mahardika, there should be a role of academicians, businessmen, government and farmers. If all the components have played their role and work together, the agriculture will be able to run well. As academician, the Udayana University has yielded products of research that can be developed to improve the agriculture itself. This research should be facilitated so as not to be useless but should be taken advantage to bring in benefits for agriculture.

“Mindset and behavior of farmers should be educated so that they are able and willing to love their products. In my opinion, these are things needed to be developed. We start from the small, do not need from the big ones but how to make our farmers realize to produce and when to produce and there will be units or the media being able to distribute their products so that farmers can enjoy the benefits of the business,” he explained.

Mahardika continued that commitment of the government related to the making of regulations and provision of aids to farmers is needed. The government should be able to prepare a program appropriate for the community mostly consisting of farmers. “If the local authority does not want to (commit), well ... it is difficult, too. Thus, we need to convey an appropriate development program for the community mostly consisting of farmers so that it can be enjoyed by them,” he said. (kmb32)

LOS ANGELES - “Transformers” actor Shia LaBeouf, known for quirky stunts in the name of art, on Monday live streamed his wedding to actress Mia Goth in a ceremony officiated by an Elvis Presley impersonator.

The unconventional wedding was live streamed by celebrity website TMZ, which reported that it was performed at the Viva Las Vegas Wedding Chapel, which hosts Elvis-themed weddings.

Representatives for both actors did not respond to Reuters for comment. British actress Goth, 23, who met LaBeouf, 30, while they filmed Lars Von Trier’s 2013 film “Nymphomaniac,” wore a simple white

dress with a veil. LaBeouf opted for a suit paired with sneakers.

An Elvis impersonator wearing a black rhinestone-studded jumpsuit and sunglasses officiated the short ceremony, quipping “This is a great trip to Vegas” as the pair exchanged rings and vows.

“Mia, Shia, do you both agree to be each other’s hound dogs? Not to wear your blue suede shoes in the rain, to always be each other’s

teddy bear and to give each other a hunk, a hunk of burning love?,” the impersonator asked, using lyrics from some of Presley’s most famous songs.

The ceremony ended with the couple’s first kiss as newlyweds while Bruce Springsteen’s “Hungry Heart” played in the background.

LaBeouf, who rose to fame as a fast-talking child star in the Disney Channel comedy “Even Stevens” and became a franchise leading man with the “Transformers” films, has transitioned into more artistic fare, such as this year’s indie film “American Honey.” (rtr)

BANGKOK - About 300 people gathered at Bangkok’s Siriraj hospital on Wednesday to pray for King Bhumibol Adulyadej, three days after the palace said he was in an unstable condition, as the prime minister prepared for an audience with the crown prince.

King Bhumibol, 88, the world’s longest reigning monarch, is widely revered in Thailand. During his seven decades on the throne the king, who is also seen as a unifying force, has intervened when events threatened to plunge Thailand into crisis.

On Sunday, the palace said the king’s health was “not stable” with doctors recommending that he sus-

pend all royal duties. The palace has not issued a statement on the king’s health since then.

The king has been treated for various ailments over the past year at Siriraj Hospital and was last seen in public on Jan. 11, when he spent several hours visiting his palace in the capital, Bangkok.

A Reuters reporter at the hospital said three of the king’s four

children, including Crown Prince Maha Vajiralongkorn, arrived at the hospital on Wednesday afternoon.

Prime Minister Prayuth Chanocha, who is also head of the ruling junta, cancelled an official engagement in the eastern province of Chonburi on Wednesday morning.

“The prime minister did not undertake his official duties in Chonburi province today in order to prepare for an audience with His Royal Highness the Crown Prince for a routine presentation on the government’s work in progress,” the foreign ministry said in a state-

ment.

“The government spokesman has urged for the Thai public to rely on official announcements for an update on situations, rather than uncorroborated information in social media circles,” the ministry said, without referring to the king’s health.

The Stock Exchange of Thailand closed down 2.5 percent, its lowest since the end of May, after falling as much as 6.9 percent at one point to its lowest since March 1, led by shares in the aviation and tourism industries.

Sunday’s statement was the

second health bulletin this month after the palace said on Oct. 1 that the king was recovering after a respiratory infection.
