Algeria suffered its deadliest ever air catastrophe Wednesday when a military plane crashed after takeoff, killing 257 people on board, mostly army personnel and their family members. An AFP photographer at the scene saw the charred wreckage of the plane after it caught fire in a field near the Boufarik airbase, 30 kilometres (19 miles) south of Algiers.

Hundreds of ambulances and dozens of fire trucks with sirens wailing rushed to the scene of the crash, in an uninhabited area where one person was injured on the ground by debris. Firefighters extinguished the blaze and security forces set up a cordon to prevent journalists and onlookers from approaching. Witnesses who had been working in nearby fields told AFP that the plane had burst into flames before it hit the ground. The defence ministry said in a statement that 247 passengers and 10 crew were killed without mentioning any survivors. Most of those on board were army members and their families, it said. There was no immediate word

on the cause of the crash. Deputy Defence Minister General Ahmed Gaid Salah visited the site and ordered an investigation, the defence ministry said. Algerian President Abdelaziz Bouteflika declared three days of national mourning over the crash starting Wednesday. The veteran leader also ordered that a special prayer be said for the victims after weekly Muslim prayers on Friday, a decree published by state press agency APS said. The Ilyushin IL-76 transport plane was bound for Tindouf in southwest Algeria near the borders with Morocco and Western Sahara. The Tindouf region is home to refugees

from Western Sahara and houses the administrative offices of the Sahrawi Arab Democratic Republic declared in 1976 by the Algiers-backed Polisario Front which seeks independence for the disputed region. Among the victims of the plane crash were 30 Sahrawis, “the sick and their companions, men, women and children, who had been returning from treatment in Algeria”, said the Polisario. Rabat considers Western Sahara an integral part of Morocco and proposes autonomy for the resource-rich territory. According to the plane manufacturer’s website, the IL-76, a fourengine plane built in the Soviet Union and then Russia, can transport between 126 and 225 passengers

depending on the model and configuration. The North African country has suffered a string of military and civilian aviation disasters but Wednesday’s was Algeria’s deadliest ever plane crash and the world’s fourth costliest in human lives in 20 years.

Volcanic ash from latest eruption of Mount Agung avoids Besakih

AMLAPURA Mount Agung had another small eruption on Wednesday (Apr. 11). In contrast to the previous eruption a few days early, this time there wee bursts of volcanic ash that blew to the west and southwest. Oddly, the volcanic ash was reported to reach the sub-district of Susut in Bangli but did not touch down in the area of Besakih Temple. “According to information we received from volunteers there was a thin layer of ash in areas west of Besakih such as Keboh and Keladian”, explained Secretary of the Mount Agung Jagabaya Brotherhood (Pasebaya), I Wayan Suara Arsana. Headman of Amerta Bhuana, Selat, said that the Pasebaya command post at East Duda village was in contact with volunteers in Besakih who reported that there was no volcanic ash there. The worship activities related to the Ida Batara Turun Kabeh (IBTK) ritual continued to run smoothly. Headman Arsana said a number of Pasebaya volunteers said that their heard what sounded like a speedy car during the last eruption. This rumble that was pnly felt in the upper areas occurred three time. Arsana who used to work as a journalist added that residents of Temukus hamlet located within 4 km of the crater of Mount Agung continued their activities as usual. “At the time of the eruption, the area of Temukus was swept by strong winds to the west. There was no ash fall nor any panic”, he explained. The eruption that emitted a 500 meter high grey and white ash

cloud occurred at 9:04. With a clear sky the eruption was clearly visible though it went unnoticed by most people. Around 12:00, the volcanic ash fall that was reported in some areas stopped. After the initial eruption there were several blasts throughout the day. IN the Center for Volcanology and Geological Hazard Mitigation (PVMBG)’s press release, Nurul Husaeni from the Rendang Observation Post stated that the alert status for Mount Agung remains at “alert”. The PVMBG release also stated that the ash columns was blown westerly by the prevailing winds. I Nengah Sunidia, a volunteer from Dukuh village in the subdistrict of Kubu said that the ash column was clearly visible from the headman of Dukuh’s office that is located 7 km form the summit of Moutn Agung, but there were no reports of ash fall in the area of Kubu. Chief of Besakih customary village who also serves as Chairman of the IBTK Ritual Committee, Jro Mangku Widiartha, said the volcanic activities of Mount Agung did not dampen people’s enthusiasm for praying. The nganyarin procession conducted by the Bali provincial government also ran smoothly. .Jro Mangku Widiartha added that he hopes that people will not respond to this natural phenomenon with panic. He invites people to instead feel connect more strongly with Creator. During the IBTK rituals, people pray that Ida Batara Giri Tohlangkir bestows grace and security on all people. (117)

The Badung Environment and Sanitation Agency (DLHK) took swift action to handle this seasonal garbage invasion by deploying the sanitation quick response team (URC) and the Kuta Beach team to clean up the seaweed and plastic garbage from the beach. Head of the DLHK Badung, Putu Eka Merthawan, confirmed that Beano Beach and Nusa Beach are their biggest challenges this year as these two beaches located on the Southern tip of Badung will be visited by participants of the IMF Annual Meeting in October. The DLHK Badung is thus using all available resources to handle the

problem. “We have also contacted several agencies and tourism businesses about taking concrete action together”, he concluded. The onslaught of what is politely referred to as marine debris, occurs every year around this time of year. April to November is considered “marine debris season”. Unlike Kuta Beach which receives enormous amounts of plastic garbage, Tanjung Benoa hosts more seaweed than anything else, although plastic garbage is becoming a more common sight every year. “The largest amount of marine debris tends to wash ashore during the east monsoon in November”, he said.

Admittedly, the amount of garbage drift is considerably less than on other beaches such as Kuta Beach and other nearby beaches. Although mostly made up of seaweed this debris still needs to be cleaned up as otherwise it rots leaving a foul odore. “We are addressing this issue so that everything will be cleaned up in time for the IMF event”, said Merthawan. ON Wednesday (APR 11) the DLHK Badung deployed 50 officers along with 100 people form the tourism sector to do a clean up that resulted in two large truck loads of wet garbage being brought off to the Suwung landfill. SEMARAPURA — Nusa Penida Islands become the mainstay of Klungkung district as a source of revenue from tourism sector. This year, the number of tourist visits is targeted to reach around 470,000 people, both domestic and foreign. However behind it, the existence is still imbalanced with the condition of infrastructure. Some roads are still damaged. Similarly, tourism facilities are not yet adequate. Based on the data, the target of tourist visit to the islands of the blue paradise this year amounts to 478,169 people. It increases from the target in 2017 whose realization

reached 423,726 people from the target of 333,000 people. To support this, promotion continues to be encouraged, either through social media or websites or events of Nusa Penida and Semarapura Festival having been going on for several times and this year remains to be scheduled. Fishermen encounter hawksbill stuck in nets

SINGARAJA — A hawksbill was found caught in the net on the coastal border between Baktiseraga village and Pemaron village, Buleleng subdistrict on Tuesday (Apr. 10). The turtle was found in a limp condition. It is suspected of running out of oxygen when caught in the net. On its fins were found a number of injuries suspected to happen due to the net attached to the coral boulders at a depth of about two meters. The turtle was first found to get netted by fisherman Ketut Budiartana. At that time, he dived to shoot fish. Around 10:00, Budiartana found a turtle caught in a net. At first, he tried to remove the net ensnaring the body of the turtle. Due to equipment difficulties, he then reported his findings to other fishermen on Penimbangan Beach, including turtle conservation team, that immediately came down to the location using a boat. Budiartana with the save turtle activist Putu Dedy Yastika then dived and evacuated the unfortunate turtle. Not long after, the turtle was successfully released from the mesh. The turtle was then transported by boat to undergo treatment in the captivity. Putu Dedy Yastika said when the turtle was found its body had been limp allegedly due to running out of oxygen when stuck in the nets. In addition, some parts of its body were injured due to meshes accidentally snagged around the boulders at a depth of about three meters. The position of the turtle finding from the land is about 300 meters northward right from the bridge between Baktiseraga village and Pemaron village. “I happened to be with the conservation team in the location of captivity. After getting the information, we came down to dive and rescue the turtle. At that time, the turtle was limp. Probably, it happened due to running out of oxygen. It is estimated to have been there for three hours where it could not release itself from the meshes and possibly it is a used net stuck in the coral reef,” he explained. Meanwhile, I Made Oka Ri-

awan, a lecturer of Biological Studies at Undiksha University said that based on external examination of the turtle found to get stuck in the net with the length of about 57 centimeters, width of 38 centimeters, and a fin length of about 25 centimeters. From the data, this rare turtle has entered adulthood and weighs about 20 kilograms. In addition, Oka found some injuries on the fins to fracture and a number of injuries but not too deep on the body part. The injuries are alleged to have been caused by getting stuck in the nets. Meanwhile, the weakness of the body happened due to running out of oxygen when in the sea and trying to break the meshes of the net. “Thankfully, the turtle can be quickly helped and has survived about 3 hours, so it ran out of oxygen. Its injury is possibly caused by the scratch of meshes. When attempting to release, the fins were broken. There are other injuries but not too severe,” he said. In the meantime, Oka and the save turtle activists take care of the turtle body in the breeding site until the injuries can be cured. In addition, the quarantine period of the next few days is used to ensure another injury. If the condition is recovered, the turtle will be rereleased into its natural habitat. “Together with the save turtle activists here, we cure the injuries and ensure the turtle condition is healthy. After that, we will release it,” he added. When asked about the hawksbill turtle population on Penimbangan Beach and its surroundings, Oka mentioned they are not too much nesting to lay eggs on the land of Penimbangan Beach. This happens because sand conditions are not suitable for hawksbill species. However, these turtles often cross the waters of North Bali for food. (kmb38)

A fruit merchant in the Anyar Sari Market, Jiono, 40, said that papaya and dragon fruit he sells are brought in from Banyuwangi and Lumajang. Every day he brings in two L300 pickup trucks or approximately 2 tons of papaya. The fruits are then purchased by retailers from other markets such as Kreneng Market, Badung Market, et cetera. Rudi, 38, another fruit merchant chimed in. Except mangosteen and oranges as Bali local fruits, he brought in other fruits such as watermelon, pineapple, mango and dragon fruit from outside Bali namely Banyuwangi, Jember and other region in Java. A watermelon merchant, Komang Indah, 41, admitted to indeed purchasing more watermelons from Banyuwangi and Jember. However, she prefers to sell products from Bali. According to her, the quality is better, more durable and the price is cheaper. Though the price of fruits from Java is cheaper, the cost of delivery makes the price to compete against local fruits of Bali. If the fruits are available in Bali, she usually purchases in Negara, Gianyar and Tabanan. “More supplies come from Banyuwangi and Jember, so that I purchase them from there,” she said when met on Tuesday (Apr. 11). Every day, a truck of watermelon is dropped off in front of her stall. One truck

contains about seven tons of watermelon. Previously, an economic observer from Udayana University, Prof. Wayan Ramantha, said that Bali’s dependency on products from outside Bali makes Bali’s economic growth not qualified. BANGLI — The volume of garbage entering the Bangli regional landfill has declined over the past two years. According to the Bangli Environment Agency (DLH) this reduction in waste volume is thanks to the Adipura Desa competition program that they launched in 2014. Head of the DLH Bangli, Ida Ayu Yudi Sutha, said on Wednesday (Apr. 11) currently there are 150 cubic tons of garbage entering the Bangli Regional Landfill every day, which is 30 percent less than it was 2 years ago. “There used to be 180 cubic meters of garbage being dumped their everyday”, she said. The Adipura Desa competition that was launched in 2014, requires every village in Bangli to process

their own garbage and to sell what they can to waste banks and participating villages are encouraged to separate their organic garbage (which can be turned composted and turned into fertilizer) from their non-organic garbage (some of which can be sold to waste banks. “The decrease in the volume of waste going to landfill shows that the Adipura Desa program has been quite successful”, she explained. Despite their success in reduce the volume of garbage being brought to landfill, the DLK still faces another challenge. One of the conditions for winning the central government’s Adipura Kencana award is that garbage prodded methane gas be processed. “We do not have enough garbage to process

methane gas, but we are pursuing different options”, explained Sutha. The Landih regional landfill, she added that is managed by the DLH uses a sanitary landfill system and the garbage dumped there is collected form the town of Bangli. When asked about the landfill utilization plan that neighbouring districts have been discussing, Sutha said that it cannot be implemented in Landih because some of the neighbouring villages have rejected the plan as the area of the landfill is considered too small to accommodate the garbage of other districts. RIYADH — Saudi Arabia faced a flurry of attempted attacks by Yemen’s rebels on Wednesday, with the kingdom’s defense forces saying they intercepted missiles that targeted Riyadh and another city, and drones targeting an airport and an Aramco oil facility in the country’s south. The attacks underscore how the Shiite rebels, known as Houthis, continue to retain a range of potentially lethal and disruptive ways to hit the kingdom, despite more than three years of devastating Saudi airstrikes on Yemen to try and roll back Houthi control of the Yemeni capital, Sanaa, and other northern strongholds. The strikes by the rebels in neighboring Yemen came just days before Saudi Arabia is to host heads of state and dignitaries for the annual Arab League summit, which will be held this year in the eastern Saudi city of Dammam. The location may have been selected by the kingdom to

avoid Houthi missile strikes during Sunday’s summit. Saudi state-run TV channel alEkhbariya carried an official statement saying the kingdom’s defense forces intercepted missiles fired at Riyadh and the southern city of Jizan. Syrian stranded at Malaysian airport for a month A Syrian man who’s been living in a Malaysian airport for more than a month told Sky News he fears he could be stranded there for years. Hassan al Kontar, 36, says he risks being arrested by Syrian authorities if he returns home after refusing to do military service. For the past 37 days he has been stuck in Kuala Lumpur airport, living on airline food and sleeping in the terminal. “I don’t know how long I will be here. I know of some Syrian

people who were stuck in the airport for a year,” he explained. “For the first seven days I was trying to clean myself somehow using the toilet facilities. “It’s so small and cold. “I can’t take a shower, I can’t dry my clothes if I’m going to wash them because it is an airport and there is no privacy.” He then tried to go to Cambodia but access was also denied. He first arrived in Malaysia in January 2017, overstaying his initial three-month visa, after

being deported from the United Arab Emirates. In UAE, he had been working in marketing and energy until the start of the Syrian war in 2011. From that point, he claims, as for many of his countrymen, his fortunes changed. “Since 2011, no-one wants us,” he said. “We are rejected, lonely, hated. “People look at us now as terrorists.” Stranded and with little money, he decided to try to get help by publishing online video

Chemical watchdog OPCW backs UK findings as it confirms novichok poisoned Sergei Skripal

Independent chemical weapons scientists have confirmed that “high purity” novichok was used in the attempted murder of former Russian spy Sergei Skripal and his daughter Yulia. Tests carried out by experts from the Organisation for the Prohibition of Chemical Weapons (OPCW) showed the nerve agent was found in environmental samples collected in Salisbury. Blood tests also revealed that the chemical was found in blood samples taken from the Skripals and Detective Sergeant Nick Bailey, the police officer who first attended the scene. The report from the OPCW says the chemical was “high purity” with a complete absence of contaminants. Foreign Secretary Boris Johnson described the results as “conclusive”. Vladimir Uglev and he told Sky News he was willing to talk about his role in the novichok programme. “There can be no doubt what was used and there remains no alternative explanation about who was responsible - only Russia has the means, motive and record,” he said. The tests were carried out by

four independent laboratories affiliated with OPCW and samples were transported under a “full chain of custody”, the report said. It did not name novichok directly but said: “The results of the analysis by the OPCW designated laboratories of environmental and biomedical samples collected by the OPCW team confirms the findings of the United Kingdom relating to the identity of the toxic chemical that was used in Salisbury and severely injured three people.” Previous tests by military experts at the Porton Down laboratories in Wiltshire found that novichok, one of a group of deadly chemical compounds developed by the Soviet government in the 1970s and 1980s, was used in the poisoning.

FLORIDA - The alleged gunman in the Valentine’s Day massacre at Marjory Stoneman Douglas High School in Florida wants to give any inheritance due him from his late mother’s estate to the victims’ families or an organization that will help the community heal, his attorneys said Wednesday.

Nikolas Cruz, 19, appeared at a hearing in Broward County Circuit Court in Fort Lauderdale to determine whether he is truly indigent or if he stands to collect up to $800,000 from his late mother’s estate and various other financial accounts in his name. It was previously determined that Cruz could not afford his own attorney and the Broward County Public Defender’s Office was appointed to represent him. Judge Elizabeth Scherer is attempting to determine if the public defender’s office should be dismissed from representing Cruz if

he has the means to afford a private attorney. Since his arrest on Feb. 14 in the killing of 17 people at the Parkland, Florida, high school, information has surfaced that Cruz might stand to inherit a small fortune. “Just so the court is aware, Mr. Cruz does not want those funds,” his attorney, Melissa McNiell of the public defenders office, told Judge Scherer during the hearing. “He would like that money donated to an organization that the victims families believe would be able to facilitate the healing in our community.” (net)

Finally Prabowo decides to contest presidential election

BOGOR - General Chairman of the Gerindra Party Prabowo Subianto finally announced his decision to run for the presidency in 2019 ending long speculation that he had decided to be a king maker. “In his speech, Prabowo said he accepted the mandate as a presidential candidate and asked for the formation of a coalition,” General Secretary of Gerindra, Ahmad Muzani, said in a written statement issued on Wednesday. Gerindra needs a coalition with other parties to meet requirement that a candidate needs to be backed up by at least 20 seats at the parliament. The Islamic Justice Prosperous Party (PKS) already agreed to coalesce with Gerindra to nominate Prabowo as a candidate to contest the presidential election. Together two parties have seats in the Parliament more than enough to meet the requirement. Ahmad Muzani said in the statement issued in Hambalang, West Java, Prabowo accepted the nomination on strong request of Gerindra cadres. “The National Meeting of the party on Tuesday determined the direction of national policy on recruitment and selection of candidates for legislator,” he said. JAYAPURA - President Joko Widodo (Jokowi) has observed the distribution of 3,331 land certificates to people in Jayapura, Papua Province, as the legal ownership letter of the land. “Let me count all the certificates. The certificate is a legal land ownership proof owned by the public. I have asked the minister to accelerate the land certification program in all regions of Indonesia,” the president said here on Wednesday. Jokowi attended the land certificates distribution in Jayapura Head District Office of Gunung Merah Sentani during his working visit to Papua Province. According to Minister of Agrarian and Spatial Sector Sofyan Djalil, 2,058 people attended the certificate distribution. From 3,331 certificates that were distributed, 767 certificates were for Kerom District, 768 certificates were for Jayapura District, and 463 certificates were distributed to the people of Jayapura City.

Meanwhile, the government also distributed certificates to other districts, such as Sarmi, Biak Numfor, Merauke, Jayawijaya, Yapen Islands, Nabire, and Mimika. The president also reminded people to maintain the condition of the certificates. He also reminded the owners to calculate the payment when the people wanted to use the certificate as the collateral to a bank to gather venture capital. During his speech, Jokowi also asked people to maintain peace and calm ahead of the head regional election in 2018 and the general election year in 2019. In 2017, the government had distributed 70 thousand land certificates to the people of Papua. The ministry targets to add another 20 thousand certificates in 2018. Jokowi will conduct a working visit to Papua from April 11 to 13, 2018. He also plans to visit a remote area in Asmat District to observe the recovery efforts of malnutrition and measles cases in the area. (ant)

Syrian stranded at Malaysian airport for a month A Syrian man who’s been living in a Malaysian airport for more than a month told Sky News he fears he could be stranded there for years. Hassan al Kontar, 36, says he risks being arrested by Syrian authorities if he returns home after refusing to do military service. For the past 37 days he has been stuck in Kuala Lumpur airport, living on airline food and sleeping in the terminal. “I don’t know how long I will be here. I know of some Syrian

people who were stuck in the airport for a year,” he explained. “For the first seven days I was trying to clean myself somehow using the toilet facilities. “It’s so small and cold. “I can’t take a shower, I can’t dry my clothes if I’m going to wash them because it is an airport and there is no privacy.” He then tried to go to Cambodia but access was also denied. Chemical watchdog OPCW backs UK findings as it confirms novichok poisoned Sergei Skripal

Independent chemical weapons scientists have confirmed that “high purity” novichok was used in the attempted murder of former Russian spy Sergei Skripal and his daughter Yulia. Tests carried out by experts from the Organisation for the Prohibition of Chemical Weapons (OPCW) showed the nerve agent was found in environmental samples collected in Salisbury. Blood tests also revealed that the chemical was found in blood samples taken from the Skripals and Detective Sergeant Nick Bailey, the police officer who first attended the scene. The report from the OPCW says the chemical was “high purity” with a complete absence of contaminants. Foreign Secretary Boris Johnson described the results as “conclusive”. Vladimir Uglev and he told Sky News he was willing to talk about his role in the novichok programme. “There can be no doubt what was used and there remains no alternative explanation about who was responsible - only Russia has the means, motive and record,” he said. The tests were carried out by

four independent laboratories affiliated with OPCW and samples were transported under a “full chain of custody”, the report said. It did not name novichok directly but said: “The results of the analysis by the OPCW designated laboratories of environmental and biomedical samples collected by the OPCW team confirms the findings of the United Kingdom relating to the identity of the toxic chemical that was used in Salisbury and severely injured three people.” Previous tests by military experts at the Porton Down laboratories in Wiltshire found that novichok, one of a group of deadly chemical compounds developed by the Soviet government in the 1970s and 1980s, was used in the poisoning.

BOGOR - General Chairman of the Gerindra Party Prabowo Subianto finally announced his decision to run for the presidency in 2019 ending long speculation that he had decided to be a king maker. “In his speech, Prabowo said he accepted the mandate as a presidential candidate and asked for the formation of a coalition,” General Secretary of Gerindra, Ahmad Muzani, said in a written statement issued on Wednesday. Gerindra needs a coalition with other parties to meet requirement that a candidate needs to be backed up by at least 20 seats at the parliament. The Islamic Justice Prosperous Party (PKS) already agreed to coalesce with Gerindra to nominate Prabowo as a candidate to contest the presidential election. Together two parties have seats in the Parliament more than enough to meet the requirement. Ahmad Muzani said in the statement issued in Hambalang, West Java, Prabowo accepted the nomination on strong request of Gerindra cadres. “The National Meeting of the party on Tuesday determined the direction of national policy on recruitment and selection of candidates for legislator,” he said. JAYAPURA - President Joko Widodo (Jokowi) has observed the distribution of 3,331 land certificates to people in Jayapura, Papua Province, as the legal ownership letter of the land. “Let me count all the certificates. The certificate is a legal land ownership proof owned by the public. I have asked the minister to accelerate the land certification program in all regions of Indonesia,” the president said here on Wednesday. Jokowi attended the land certificates distribution in Jayapura Head District Office of Gunung Merah Sentani during his working visit to Papua Province. According to Minister of Agrarian and Spatial Sector Sofyan Djalil, 2,058 people attended the certificate distribution. From 3,331 certificates that were distributed, 767 certificates were for Kerom District, 768 certificates were for Jayapura District, and 463 certificates were distributed to the people of Jayapura City.

Meanwhile, the government also distributed certificates to other districts, such as Sarmi, Biak Numfor, Merauke, Jayawijaya, Yapen Islands, Nabire, and Mimika. The president also reminded people to maintain the condition of the certificates. He also reminded the owners to calculate the payment when the people wanted to use the certificate as the collateral to a bank to gather venture capital. During his speech, Jokowi also asked people to maintain peace and calm ahead of the head regional election in 2018 and the general election year in 2019. In 2017, the government had distributed 70 thousand land certificates to the people of Papua. The ministry targets to add another 20 thousand certificates in 2018. Jokowi will conduct a working visit to Papua from April 11 to 13, 2018. Trucks, pickups and L300 vehicles are often seen dropping off fruits in the morning. A fruit merchant in the Anyar Sari Market, Jiono, 40, said that papaya and dragon fruit he sells are brought in from Banyuwangi and Lumajang. Every day he brings in two L300 pickup trucks or approximately 2 tons of papaya. The fruits are then purchased by retailers from other markets such as Kreneng Market, Badung Market, et cetera. Rudi, 38, another fruit merchant chimed in. Except mangosteen and oranges as Bali local fruits, he brought in other fruits such as watermelon, pineapple, mango and dragon fruit from outside Bali namely Banyuwangi, Jember and other region in Java. A watermelon merchant, Komang Indah, 41, admitted to indeed purchasing more watermelons from Banyuwangi and Jember. However, she prefers to sell products from Bali. According to her, the quality is better, more durable and the price is cheaper. Though the price of fruits from Java is cheaper, the cost of delivery makes the price to compete against local fruits of Bali. If the fruits are available in Bali, she usually purchases in Negara, Gianyar and Tabanan. “More supplies come from Banyuwangi and Jember, so that I purchase them from there,” she said when met on Tuesday (Apr. 11). BANGLI — The volume of garbage entering the Bangli regional landfill has declined over the past two years. According to the Bangli Environment Agency (DLH) this reduction in waste volume is thanks to the Adipura Desa competition program that they launched in 2014. Head of the DLH Bangli, Ida Ayu Yudi Sutha, said on Wednesday (Apr. 11) currently there are 150 cubic tons of garbage entering the Bangli Regional Landfill every day, which is 30 percent less than it was 2 years ago. “There used to be 180 cubic meters of garbage being dumped their everyday”, she said. The Adipura Desa competition that was launched in 2014, requires every village in Bangli to process

their own garbage and to sell what they can to waste banks and participating villages are encouraged to separate their organic garbage (which can be turned composted and turned into fertilizer) from their non-organic garbage (some of which can be sold to waste banks. “The decrease in the volume of waste going to landfill shows that the Adipura Desa program has been quite successful”, she explained. Despite their success in reduce the volume of garbage being brought to landfill, the DLK still faces another challenge. One of the conditions for winning the central government’s Adipura Kencana award is that garbage prodded methane gas be processed. “We do not have enough garbage to process

methane gas, but we are pursuing different options”, explained Sutha. The Landih regional landfill, she added that is managed by the DLH uses a sanitary landfill system and the garbage dumped there is collected form the town of Bangli. When asked about the landfill utilization plan that neighbouring districts have been discussing, Sutha said that it cannot be implemented in Landih because some of the neighbouring villages have rejected the plan as the area of the landfill is considered too small to accommodate the garbage of other districts. Ideally, she said, a multidistrict landfill should be at least 10-1 hectares. “The regional landfill in Bangli is only 4 hectares”, she said. (kmb40)

RIYADH — Saudi Arabia faced a flurry of attempted attacks by Yemen’s rebels on Wednesday, with the kingdom’s defense forces saying they intercepted missiles that targeted Riyadh and another city, and drones targeting an airport and an Aramco oil facility in the country’s south. The strikes by the rebels in neighboring Yemen came just days before Saudi Arabia is to host heads of state and dignitaries for the annual Arab League summit, which will be held this year in the eastern Saudi city of Dammam. Saudi state-run TV channel alEkhbariya carried an official statement saying the kingdom’s defense forces intercepted missiles fired at Riyadh and the southern city of Jizan. Fishermen encounter hawksbill stuck in nets

SINGARAJA — A hawksbill was found caught in the net on the coastal border between Baktiseraga village and Pemaron village, Buleleng subdistrict on Tuesday (Apr. 10). The turtle was found in a limp condition. It is suspected of running out of oxygen when caught in the net. On its fins were found a number of injuries suspected to happen due to the net attached to the coral boulders at a depth of about two meters. The turtle was first found to get netted by fisherman Ketut Budiartana. At that time, he dived to shoot fish. Around 10:00, Budiartana found a turtle caught in a net. At first, he tried to remove the net ensnaring the body of the turtle. Due to equipment difficulties, he then reported his findings to other fishermen on Penimbangan Beach, including turtle conservation team, that immediately came down to the location using a boat. Budiartana with the save turtle activist Putu Dedy Yastika then dived and evacuated the unfortunate turtle. Not long after, the turtle was successfully released from the mesh. The turtle was then transported by boat to undergo treatment in the captivity. Putu Dedy Yastika said when the turtle was found its body had been limp allegedly due to running out of oxygen when stuck in the nets. In addition, some parts of its body were injured due to meshes accidentally snagged around the boulders at a depth of about three meters. The position of the turtle finding from the land is about 300 meters northward right from the bridge between Baktiseraga village and Pemaron village. “I happened to be with the conservation team in the location of captivity. After getting the information, we came down to dive and rescue the turtle. At that time, the turtle was limp. Probably, it happened due to running out of oxygen. It is estimated to have been there for three hours where it could not release itself from the meshes and possibly it is a used net stuck in the coral reef,” he explained. Meanwhile, I Made Oka Ri-

awan, a lecturer of Biological Studies at Undiksha University said that based on external examination of the turtle found to get stuck in the net with the length of about 57 centimeters, width of 38 centimeters, and a fin length of about 25 centimeters. From the data, this rare turtle has entered adulthood and weighs about 20 kilograms. In addition, Oka found some injuries on the fins to fracture and a number of injuries but not too deep on the body part. The injuries are alleged to have been caused by getting stuck in the nets. Meanwhile, the weakness of the body happened due to running out of oxygen when in the sea and trying to break the meshes of the net. “Thankfully, the turtle can be quickly helped and has survived about 3 hours, so it ran out of oxygen. Its injury is possibly caused by the scratch of meshes. When attempting to release, the fins were broken. There are other injuries but not too severe,” he said. In the meantime, Oka and the save turtle activists take care of the turtle body in the breeding site until the injuries can be cured. In addition, the quarantine period of the next few days is used to ensure another injury. If the condition is recovered, the turtle will be rereleased into its natural habitat. “Together with the save turtle activists here, we cure the injuries and ensure the turtle condition is healthy. After that, we will release it,” he added. When asked about the hawksbill turtle population on Penimbangan Beach and its surroundings, Oka mentioned they are not too much nesting to lay eggs on the land of Penimbangan Beach. Volcanic ash from latest eruption of Mount Agung avoids Besakih

AMLAPURA Mount Agung had another small eruption on Wednesday (Apr. 11). In contrast to the previous eruption a few days early, this time there wee bursts of volcanic ash that blew to the west and southwest. Oddly, the volcanic ash was reported to reach the sub-district of Susut in Bangli but did not touch down in the area of Besakih Temple. “According to information we received from volunteers there was a thin layer of ash in areas west of Besakih such as Keboh and Keladian”, explained Secretary of the Mount Agung Jagabaya Brotherhood (Pasebaya), I Wayan Suara Arsana. Headman of Amerta Bhuana, Selat, said that the Pasebaya command post at East Duda village was in contact with volunteers in Besakih who reported that there was no volcanic ash there. The worship activities related to the Ida Batara Turun Kabeh (IBTK) ritual continued to run smoothly. Headman Arsana said a number of Pasebaya volunteers said that their heard what sounded like a speedy car during the last eruption. This rumble that was pnly felt in the upper areas occurred three time. Arsana who used to work as a journalist added that residents of Temukus hamlet located within 4 km of the crater of Mount Agung continued their activities as usual. “At the time of the eruption, the area of Temukus was swept by strong winds to the west. There was no ash fall nor any panic”, he explained. The eruption that emitted a 500 meter high grey and white ash

cloud occurred at 9:04. With a clear sky the eruption was clearly visible though it went unnoticed by most people. Around 12:00, the volcanic ash fall that was reported in some areas stopped. After the initial eruption there were several blasts throughout the day. IN the Center for Volcanology and Geological Hazard Mitigation (PVMBG)’s press release, Nurul Husaeni from the Rendang Observation Post stated that the alert status for Mount Agung remains at “alert”. The PVMBG release also stated that the ash columns was blown westerly by the prevailing winds. I Nengah Sunidia, a volunteer from Dukuh village in the subdistrict of Kubu said that the ash column was clearly visible from the headman of Dukuh’s office that is located 7 km form the summit of Moutn Agung, but there were no reports of ash fall in the area of Kubu. Chief of Besakih customary village who also serves as Chairman of the IBTK Ritual Committee, Jro Mangku Widiartha, said the volcanic activities of Mount Agung did not dampen people’s enthusiasm for praying. The nganyarin procession conducted by the Bali provincial government also ran smoothly. .Jro Mangku Widiartha added that he hopes that people will not respond to this natural phenomenon with panic. He invites people to instead feel connect more strongly with Creator. During the IBTK rituals, people pray that Ida Batara Giri Tohlangkir bestows grace and security on all people. (117)

The Badung Environment and Sanitation Agency (DLHK) took swift action to handle this seasonal garbage invasion by deploying the sanitation quick response team (URC) and the Kuta Beach team to clean up the seaweed and plastic garbage from the beach. Head of the DLHK Badung, Putu Eka Merthawan, confirmed that Beano Beach and Nusa Beach are their biggest challenges this year as these two beaches located on the Southern tip of Badung will be visited by participants of the IMF Annual Meeting in October. The DLHK Badung is thus using all available resources to handle the

problem. “We have also contacted several agencies and tourism businesses about taking concrete action together”, he concluded. The onslaught of what is politely referred to as marine debris, occurs every year around this time of year. April to November is considered “marine debris season”. Unlike Kuta Beach which receives enormous amounts of plastic garbage, Tanjung Benoa hosts more seaweed than anything else, although plastic garbage is becoming a more common sight every year. “The largest amount of marine debris tends to wash ashore during the east monsoon in November”, he said.

Admittedly, the amount of garbage drift is considerably less than on other beaches such as Kuta Beach and other nearby beaches. Although mostly made up of seaweed this debris still needs to be cleaned up as otherwise it rots leaving a foul odore. “We are addressing this issue so that everything will be cleaned up in time for the IMF event”, said Merthawan. ON Wednesday (APR 11) the DLHK Badung deployed 50 officers along with 100 people form the tourism sector to do a clean up that resulted in two large truck loads of wet garbage being brought off to the Suwung landfill. Hundreds of ambulances and dozens of fire trucks with sirens wailing rushed to the scene of the crash, in an uninhabited area where one person was injured on the ground by debris. Firefighters extinguished the blaze and security forces set up a cordon to prevent journalists and onlookers from approaching. Witnesses who had been working in nearby fields told AFP that the plane had burst into flames before it hit the ground. The defence ministry said in a statement that 247 passengers and 10 crew were killed without mentioning any survivors. Most of those on board were army members and their families, it said. on the cause of the crash. Deputy Defence Minister General Ahmed Gaid Salah visited the site and ordered an investigation, the defence ministry said. Algerian President Abdelaziz Bouteflika declared three days of national mourning over the crash starting Wednesday. The veteran leader also ordered that a special prayer be said for the victims after weekly Muslim prayers on Friday, a decree published by state press agency APS said. The Ilyushin IL-76 transport plane was bound for Tindouf in southwest Algeria near the borders with Morocco and Western Sahara. The Tindouf region is home to refugees

from Western Sahara and houses the administrative offices of the Sahrawi Arab Democratic Republic declared in 1976 by the Algiers-backed Polisario Front which seeks independence for the disputed region. Among the victims of the plane crash were 30 Sahrawis, “the sick and their companions, men, women and children, who had been returning from treatment in Algeria”, said the Polisario. Rabat considers Western Sahara an integral part of Morocco and proposes autonomy for the resource-rich territory. According to the plane manufacturer’s website, the IL-76, a fourengine plane built in the Soviet Union and then Russia, can transport between 126 and 225 passengers

depending on the model and configuration. The North African country has suffered a string of military and civilian aviation disasters but Wednesday’s was Algeria’s deadliest ever plane crash and the world’s fourth costliest in human lives in 20 years.

- History of disasters Two Algerian military planes collided mid-flight in December 2012 during a training exercise in Tlemcen, in the far west of the country, killing the pilots of both planes. In February 2014, 77 people died when a military plane carrying army personnel and family members crashed between Tamanrasset in southern Algeria and the eastern city of Constantine. Only one person survived after the C-130 Hercules transport aircraft came down in the mountainous Oum El Bouaghi region. The defence ministry blamed that crash on bad

weather. An Air Algerie passenger plane flying from Burkina Faso to Algiers crashed in northern Mali in July 2014, killing all 116 people on board including 54 French nationals. In October the same year, a military plane crashed in the south of the country during a training exercise, killing the two men on board. That came more than a decade after all but one of the 103 people on an Air Algerie Boeing 737-200 died in March 2003 when it crashed on takeoff in the country’s south after an engine caught fire.
