Rare pink diamond aims to make $50 million

GENEVA - The Pink Legacy, an exceptionally large pink diamond, is set to go under the hammer at Christie’s in Geneva next week, when it is expected to bring in up to $50 million.

At nearly 19 carats, the vividly coloured gem is extraordinary, Jean-Marc Lunel, an international jewellery specialist at Christie’s, told AFP. “If you consider that most pink diamonds weigh less than a carat, it is really something,” he said.

The gem, which on November 13 will be offered at auction for the first time, has been estimated at between $30 million and $50 million (26.5-44.1 million euros), and Lunel suggested it could hit the high end of that range.

“It is probably the most beautiful (specimen) ever presented at public auction,” he said, insisting there was good reason to expect the rock to snatch an extraordinary price.

The rectangular-cut diamond has been graded “fancy vivid” -- the highest possible grade of colour intensity.

Christie’s pointed out that in the salesroom, fancy vivid pink diamonds over 10 carats are “virtually unheard of” and that only four vivid pink diamonds or over 10 carats have ever been offered for sale at auction.

One of them, the nearly 15carat Pink Promise, was sold last November at a Christie’s auction in Hong Kong for $32.5 million.

That amounts to $2.176 million per carat, which remains the world

auction record price per carat for any pink diamond.

And in 2013, a huge pink diamond weighing 59.60 carats meanwhile went under the hammer at Sotheby’s for $83 million, or $1.39 million per carat.

The Pink Legacy, set to headline Christie’s annual Magnificent Jewels auction on Tuesday, used to belong to the Oppenheimer family, which for decades ran the De Beers diamond mining company, but Christie’s refused to say who the current owner was.

It was discovered in a South African mine around a century ago, Lunel said.

“It was probably cut in the 1920s,” he said, adding that it had not been altered since.

The classic rectangular cut is traditionally used for white stones, but is rare for pink diamonds.

“Imagine a domino that you have cut the corners off of,” Lunel said, pointing out that the cut is a “classical so-called emerald cut”, which stands out from the typical, more rounded, multi-facetted cuts used today.

Rahul Kadakia, Christie’s international head of jewellery, meanwhile said in a statement in September that he expected The Pink Legacy to “cause immense excitement with collectors and connoisseurs of diamonds around the world”.

“Its exceptional provenance will no doubt propel it into a class of its own as one of the world’s greatest diamonds.” (afp)

NEW YORK - Rap legend Ice Cube on Friday released a new politically charged song with President Donald Trump squarely in the crosshairs.

A cut from the gangsta rap pioneer’s album set for a December 7 release, the song “Arrest the President” does not explicitly mention Trump but touches on some of his administration’s scandals including its controversial immigration policies and the probe into collusion with Russia.

“Arrest the president, you got the evidence/That n***a is Russian intelligence/When it rains it pours,” Ice Cube raps.

“Did you know the new white was orange?

Boy, you’re showing your horns,” the rapper continues, referring to Trump’s oft-mocked skin tone.

“Let’s meet at the White House/Run in and turn the lights out.”

The West Coast rapper had teased the new track on Tuesday as American voters cast ballots in the heated midterm election seen as a test of Trump’s presidency.

“Cuffs are ready,” the rapper tweeted, posting a video clip previewing the song. “Get out there and vote.”

Ice Cube, 49, frequently infuses his raps with blunt sociopolitical commentary.

“Fuck tha Police” -- which became an anthem for people who felt maltreated by law enforcement when Ice Cube’s former group N.W.A. released it in 1988 -- has remained a rallying cry for activists protesting police brutality and racism.

In 2017, Ice Cube reissued his 1991 album “Death Certificate” with several new tracks including “Good Cop Bad Cop,” which paid homage to the Black Lives Matter movement that evolved in response to a spate of killings of unarmed black men at the hands of police.

The rapper’s latest single will be part of his forthcoming album “Everythang’s Corrupt,” his first solo studio album since 2010’s “I Am the West.” (afp)

California fire death toll rises to 23

Firefighters battled raging blazes at both ends of drought-stricken California on Sunday, with the death toll rising to at least 23 and strong winds and dry conditions in the forecast.

The largest fires were in Butte County, a scenic area in the foothills of the Sierra Nevada mountains north of Sacramento, and in the Los Angeles area, where two deaths possibly related to a fire were reported.

Acrid smoke from the fire covered the sky for miles, the sun barely visible. On the ground, cars caught in the flames were reduced to metal carcasses, while power lines were gnawed by the flames.

Butte County Sheriff Kory Honea said at a late Saturday news conference that 14 more bodies had been found, bringing the number of fatalities of a blaze known as the “Camp Fire” to 23. Mandatory evacuation orders were issued for more than 52,000 people in the area.

In the town of Paradise more than 6,700 buildings -- including a

hospital, a gas station, and several restaurants -- have been consumed by the fire.

Rescuers removed human remains over several hours in Paradise and placed them in a black hearse. Charred body parts were transported by bucket, while intact remains were carried in body bags.

At the Holly Hills Mobile Estate the mobile homes had been reduced to smoldering piles of debris. Yellow police tape marked spots that were tagged “Doe C” and “Doe D,” suggesting that bodies were found there.

Locals fled the danger, but police told AFP some farmers returned to check on their cattle. Fanned by strong winds, the blaze has so far scorched 100,000 acres (40,500 hectares) and is 20 percent contained, the California Department

of Forestry and Fire Protection (Cal Fire) said. So far, three of the more than 3,200 firefighters deployed have been injured.

They estimate they will need three weeks to fully contain the blaze. Local power authorities told state officials that an outage occurred near the spot where the fire erupted, The Sacramento Bee reported, but there is no official cause of the Camp Fire blaze.

- “No more Fed payments!” President Donald Trump, in France for World War I commemorations, drew criticism for an unsympathetic reaction to the devastation. “There is no reason for these massive, deadly and costly forest fires in California except that forest management is so poor,” Trump tweeted.

“Billions of dollars are given

each year, with so many lives lost, all because of gross mismanagement of the forests. Remedy now, or no more Fed payments!”

Brian Rice, the head of the California Professional Firefighters, slammed the tweet as “ill-informed, ill-timed and demeaning to those who are suffering as well as the men and women on the front lines.”

He said the president’s claim that forest policies were mismanaged “is dangerously wrong.”

Trump later showed more sympathy. “Our hearts are with those fighting the fires,” as well as the evacuees and families of the victims, he tweeted. “God Bless them all.”

But then he doubled-down on Sunday, tweeting: “With proper Forest Management, we can stop the devastation constantly going on in California. Get Smart!”

Customary villages commit no violations

DENPASAR - Awig-awig (customary bylaw) and prerarem (its appendix) are frequently used as the basis for customary villages to collect levy. This is the weakness of customary villages because the perarem and awig-awig are not part of the national legal products even though customary villages and their traditional rights have been recognized and respected by the state.

“That’s why I will make the rules later on, whether the Gubernatorial Regulation or Regional Regulation because we are currently revising the Customary Village Regulation,” said Governor of Bali, Wayan Koster, in Denpasar on Saturday (Nov.10).

Koster added that Bali provincial government will give authority to customary villages to organize certain programs such as the authority to explore income.

Similarly, it will include getting financial assistance from the state budget and regional budget as well as the allocation mechanism.

“With such provision, the customary village can explore the source of income by using the perarem.

Currently, the customary villages apply prerarem and awig-awig, but there are no rules above it,” he explained.

The absence of this legal instrument, continued Koster, eventually causes distortion. Actually, the efforts to explore income from customary villages are not deviations. In other words, the money obtained as part of the levy or contribution to traditional village is not misused. Instead, the money is utilized for the benefit of the customary village itself.

“Customary villages do that surely on the basis of community forums in the customary villages. Actually, it is not a levy in my opinion, but an ordinary contribution. However, it has not owned the rules yet,” he explained.

Koster asked the people in the customary village to be patient. After completing the discussion of the Parent Regional Budget 2019, he will immediately make the arrangements, namely preparing the legal instrument for the authority of customary village. On

the other hand, the former member of the Indonesian House of Representatives dismissed if the prosecution efforts by the Illegal Levy Eradication Taskforce touch the realm of customary villages as a form of weakness towards the customary village itself.

“It is not in the context of weakening. However, there are regulations having not been coherent, that’s all. I think this should be synchronized. The perarem and awig-awig should be protected so they can be applied effectively. The legal instrument that can be a Regional Regulation or Gubernatorial Regulation does not intervene,” he concluded.

Meanwhile, Chief of Customary Village General Assembly (MUDP), Jero Gede Suwena Putus Upadesa, said that until now there has been no memorandum of understanding (MoU) between the Illegal Levy Eradication Taskforce and the MUDP. This MoU is meant to avoid misinterpretation of the duties of customary village. It is in accordance with the results of agreements from various meetings conducted, both facilitated by the Bali House of Representatives and the Regional Consultative Assembly (DPD RI). In essence, it has been mentioned that Illegal Levy Eradication Taskforce will not touch the realm of customary village. However, the MUDP allowed the prosecution committed by the parties on behalf of pecalang or customary village without any clear rules.

“If it is indeed true and not based on customary village rules, whether it is perarem or awig-awig to do such action, a legal action can be made to them.

“If there is, for example, from customary village doing so with its perarem, do not blame on the perarem,” he confirmed, last Friday (Nov. 9).

Spokesperson of Bali Regional Secretariat, I Dewa Gede Mahendra Putra, did not dismiss if there is no continuation from the results of previous agreement.

In the meantime, there needs to be a legal instrument recognized nationally. “The governor has also provided an explanation on the needs of such regulation. It is true and there is an example in the Greater Jakarta in the form of Gubernatorial Regulations concerning with flat levies,” he said. (kmb32)

Appendix to bylaw must be based on legislation DENPASAR - Rampant cases of Red Handed Operations (OTT) carried out by the Illegal Levy Eradication Taskforce (Saber Pungli) of Bali Police made many customary village officials in Bali, such as chief of customary village and pecalang or customary security guard fearful in carrying out their duties.

Moreover, the customary village apparatus is dilemmatic in collecting levies of local migrants through Seasonal Occupant Identity Card (Kipem) as they are afraid to be claimed to collect illegal levy. Actually, in the appendix to customary village bylaw (perarem) having been made and agreed upon, in the future the levies are intended for the goodness of the migrant population itself if things go wrong such as they die at the village where they live at that time.

Many people consider the red handed operation case targeting customary village apparatus is an attempt to weaken customary villages in Bali. An academician from the Hindu University of Indonesia, I Kadek Satria, stated that everything in the customary village should be properly managed by itself.

Everything is arranged through the issuance of the appendix to the customary bylaw. Moreover, the perarem made has been considered legitimate due to the result of the decision of the customary village meeting and as a canal in the implementation of the customary village bylaw (awig-awig).

In Bali, he said that customary village is a stronghold of Balinese culture inspired by Hinduism. So, if the customary village is ignored, it will be a problem related to the sustainability of Balinese culture in the future. “If the perarem becomes one of the illegal ones for the legal apparatus, it means to also weaken customary village in the eyes of the law,” said Kadek Satria, on Saturday (Nov. 10).

Meanwhile, a legal academician, Dr. Ida Bagus Radendra Suastama, stated that legally, village regulations whether in the form of perarem or others still cannot go up against the laws and regulations. Even though the perarem has good intention, if the good intentions are carried out not in accordance with applicable laws, of course it has legal consequences. Moreover, legally the intention only is not enough because the law deals with actions so that it must be carried out with a legal basis and an adequate legal instrument.

“If wishing to collect levies (contributions) to anyone or local migrants, even with good intentions, it must comply with the applicable laws. The meetings in the hamlet and the village need to examine the legal aspects of the agreement to be made.

For example, it is by asking for the opinion to legal experts at local hamlet or village. Surely, they must really understand about the laws, pursuant to the terms and philosophy, not anyone claiming to know about the law but he or she does not necessarily understand about the philosophy,” said Radendra.

In order the levies collected not to violate the law, there are some solutions that must be done by customary village officials.

Among other things, it is by giving statement to migrant residents, if they agree, they can sign. The content, for example, is for the sake of anticipation in the event of an undesirable thing happen to them as well as security and peace aspects. Besides, it poses the intention to participate in developing the village or hamlet where they are currently living.

Collection of the levies is done voluntarily without pressure or compulsion. If they are not willing, surely it becomes the authority of village or hamlet apparatus whether to serve or not to serve their population administration as the basis of consideration to local authorities. They have the potential to bring up future social problems or burdens for the hamlet or village. “It is a legitimate and reasonable authority owned by the village apparatus as far as the basics are clear,” he added. Val Gardena trekking routes: The Crown of Gardena four day circular hike

LYING in the north eastern corner of Italy, next to the border with Austria, the Dolomite mountains are a paradise for walkers, with views of their thrusting pale spires changing at every turn. A four day circuit, starting and ending in Ortisei, in Val Gardena, is a great taster for the Alta Via long distance trails that straddle the region.

It’s no accident that I make my way to the mountains from Innsbruck in Austria, as this region, until the end of WW1, belonged to the Hapsburg Empire. Despite the efforts of Mussolini who pursued a policy of forced Italianisation, Sudtirol still feels very Austrian. German is widely spoken here and dumplings and goulash dominate the menus. Ortisei in Val Gardena is one of a handful of villages where the locals still speak Ladin, an ancient Latin language, and they’re fiercely proud of it.

The Crown of Gardena four day circular hike

I’m planning a four day circular hike, listed as “demanding” on the Val Gardena website and it says that it can only be done by “well trained hikers”. Bearing that in mind, I decide to spend a couple of days limbering up, with a pleasant one day hike, starting and ending with cable car transport and then a more demanding e-bike tour. I survive both and even have time to fit in a Sky Dinner, a novel multi-course meal served in the Mont Sëuc cable car as it goes up and down.

My route will take me to heights of over 2000m where there’s no hope of comfortable hotels. Instead I’ll be staying in rifugios, mountain huts where there’s only dormitory accommodation, and I’ll have to carry everything on my back. Previous experience prompts me to pack earplugs, a precaution against noisy snorers and I take the funicular up to Resciesa where I start my walk.

Day 1: 17.2 km, 1178m of ascent

It’s a beautiful day, sunny and clear, as I cross the flat mountain pastures of Resciesa di Dentro to Rifugio Brogles.

It’s too early to stop so I climb steeply up to the Forcella Pana, at 2447m, a narrow gap on the ridge above. At certain points there are cables to cling on to and iron rungs hammered into the rock face but, even with my fear of heights, there’s no problem here.

From the top I descend to green pastures, dotted with what they call gastronomic mountain huts, where day trippers are taking their lunch. I leave the last one, Rifugio Firenze, behind and enter a huge scree lined valley as I climb above the tree line. It’s hot and there’s no cover as I toil upwards to Forces de Siëles at 2505m. Here I meet Alta Via 2 which I will follow for a couple of days. Remarkably, even though it’s a Sunday I meet few people and I’m soon descending to Rifugio Puez at 2475m, my overnight stop.

Customer service is rather brusque here but the food is filling and I meet a couple of English girls who’ve just arrived from Venice. Unfortunately my dormitory is stacked with snorers who even manage to penetrate my earplugs and I have a fitful night’s sleep. It’s not helped by a torrential downpour in the middle of the night but next morning it

dawns bright and clear.

Day 2: 10.45 km, 1020 m of ascent

It’s slightly chilly as I take a level stony path before descending to a short gully, then pass Lake Crespëina on my climb up to a couple of wind gaps, Forcella Crespëina and Passo Cir. It’s a sharp downhill from here to Passo Gardena at 2137m, dominated by the awesome Sella massif. This is tourist central, crammed with coaches, motor bikes and cars where they charge you a euro to use the toilet. A biting cold wind whistles up the valley and I get out away from the pass as quickly as I can.

Ahead of me looks like an impenetrable wall of rock, but I skirt soaring cliffs and then turn right into the wild Val Setus – this is a ravine of scree and rubble which gets narrower as I climb. I’d been warned that this was going to be tough and soon I’m clinging onto cables, using iron rung toeholds and generally fretting for my life. Part of the problem is that I’ve left my gloves behind and the metal makes my fingers freeze.

It’s a great relief to emerge on a spectacular 2610m terrace, beneath Sass da Lech, and I pause to enjoy the spectacular views. Now I realise I’m only ten minutes away from Rifugio Pisciadù, my overnight stop, overlooking a glacial lake. Service couldn’t be more different from the previous mountain hut, with welcoming staff and excellent food. I even get a dormitory to myself as the only other guests are a couple who value their privacy.

Day 3: 12.44 km, 1228m of ascent

There’s ice underfoot as I skirt the lake and then start to climb under the flank of Cima Pisciadu. I’m under the impression that I’ve put the difficult bits behind me but soon enough the cables are back again. One particular traverse across a vertical rock face makes me grit my teeth but there’s no going back. At 2900m the terrain levels out and there are sweeping views over the vast stone desert of Altipiano delle Meisules. There’s a long descent along the Val Lasties, apparently the haunt of witches, before following a fragrant path through pine forest.

A tarmac ribbon of road below me has been evident for a while and my map tells me I have to follow it for a few kms to Passo Sella. I don’t like road walking at the best of times and there’s some sort of rally going on, with noisy sports cars zipping past me. Fortunately I manage to find a rough track veering off into the forest, which seems to be going in the right direction. It climbs above the road, away from the cars, and, although it’s not signed, leads me to the pass, another place filled with souvenir shops and expensive cafes.

From here I can’t avoid the tarmac but it’s only around ten minutes downhill before I reach the Forcella del Sas-

solungo. From here there are glorious views of Mount Sassolungo, at 3181 m, the highest peak, and I take a steep cable car ride up to my day’s destination, Rifugio Toni Demetz. Apparently Toni was a mountain guide killed by a lightning strike in 1954 so his father decided to build a refuge. His younger brother, Enrico, still runs the hut and is the perfect host.

Day 4: 15 km, 700m of ascent

I wake early hoping to catch the sunrise, but it’s hidden behind the mountains. Still the flaming glow that illuminates the surrounding craggy peaks is worth getting up for. I say my goodbyes to Enrico Demetz and he gives me chocolate for the road. It’s a steep descent on a scree covered path and I follow a regimented group of German walkers though a magnificent amphitheatre down past the Rifugio Sasso Piatto and then into the forest to the Zallinger hut at 2037 m.

As I cross the Alpe de Suisi plateau I begin to get views of the Odle Group of mountains. I can make out the crags that I climbed on the first day and realise that I’ve almost come full circle. At Saltria, I’m almost back in civilisation, the walkers kitted out for a weekend ramble, and there’s even a bus stop.

I press on across the pastures before finally climbing to the Mont Sëuc gondola station. This is the scheduled end of my journey and it’s a pleasant descent back to Ortisei.

Walking in the Dolomites in good weather is a joy and the trails are well signed and well used so there’s no danger of getting lost. The Crown of Gardena is a magnificent circular walk, dominated by spiky peaks, sheer scree and towering cliffs with never a dull moment. The technical sections, with chains and steel rungs, shouldn’t worry most people, but there are alternatives if you suffer from vertigo. The most important piece of advice is to carry only the essentials, so you’re not loaded down. Nobody dresses for dinner in the mountain huts. (IBP/net)

Indonesian immigration denies allegations that Maria Ozawa was raided in Bali

Japanese adult star Maria Ozawa is livid that immigration pulled her out of a friend’s birthday party in Bali for what she believes was an orchestrated opportunity just so officers could get a selfie with her.

But Indonesian Immigration is denying allegations that officers brought Ozawa in for questioning for a selfie set up and claims that the examination of the 32-year-old was following standard operating procedure.

Ozawa, also known as Miyabi, took to Instagram on Wednesday to express her disgust over the whole situation.

She says she had been at the birthday party of her “good friend Barbie Nouva” on Tuesday evening when towards the end of the party, immigration officers came up and took her passport.

The party got cancelled as she went into questioning and Ozawa says officers told her that someone from the party tipped them off that she was doing “something bad or business or whatever”.

“After talking about NONSENSE for 2hrs in the office, they printed out some papers for me to sign.. gave me back my passport, told me over and over how FAMOUS I am in Indonesia and as I was walking out from the office,they asked me to take a selfie with them,” Ozawa wrote in an Instagram caption on Wednesday.

“So did the immigration people make up stories and snoop around, gathered Information, track me down take my passport ( knowing I will come get it) JUST TO TAKE A SELFIE WITH ME!?,” she continued.

There’s no formal accusation or evidence, so it didn’t happen, says Directorate General of Immigration spokesman, Teodorus Simarmata.

“This is our response to the allegations. At the time of the investigation, until it was finished, there was no statement, meaning that there is no accusation or evidence,” Teodorus said on Wednesday night, as quoted by Detik.

“So, the information we received was that Maria Ozawa first arrived in Bali on November 5 to attend her friend’s birthday. The second piece of information turned out to be that her friend advertised the birthday event while stating the arrival of Maria Ozawa. Based on that information, from one thing or another, immigration dropped a team on November 6 to the location of the party. Upon checking, it turned out that Maria Ozawa did no activities in violation of her visa,” Teodorus explained.

Immigration wanted to check if the mature audience entertainer was coming to do a tour or activity, but she was found to have zero violations, the spokesman stressed.

Office. This was in line with SOP, according to Teodorus.

“In accordance with standard procedure, after conducting the supervision, officers introduced themselves and asked for documents. After the documents were given, the officers stated that Maria Ozawa should make an official report at the office. But because Maria Ozawa was catching a flight home that day, she forced immigration officers to complete it that night too,” he said.

“After the examination was completed, she was released by the Denpasar Immigration Officer to continue her plans or go home. That’s the chronology,” he added. Ozawa has certainly been left with a bitter taste in her mouth after the whole experience.

“This is so wrong in so many ways .. I’m glad I’m well known but this country needs to change, these people are erasing the ‘good”’people out there,” she wrote on her Instagram.

“Stop harassing me every time I visit Indonesia .. Clearly I need more privacy. Wake up Indonesia I know you guys are better.”

Miyabi really is well known in the country. She has a huge following in Indonesia and ironically, fantasies of her getting kidnapped have hit the silver screen before–a (comedy) movie about kidnapping her was made locally back in 2010. (kmb)

GIANYAR - Dozens of residents complained about the presence of tourism vehicle, namely the All Terrain Vehicle (ATV) at Penginyahan hamlet, Puhu, Payangan. Following up on the complaint, the residents sent a written protest to the regent of Gianyar. The complaint letter to the regent was filed last October 8, sent to the Chairperson of the Gianyar House of Representatives, Regional Secretary, Licensing Office, Municipal Police and NGOs. The letter also included the signatures of 12 residents.

One of the complained residents, Made Arta, admitted that his field had been used as the ATV route. He also had time to reprimand the ATV users to leave the location. Shortly thereafter, the ATV crossed behind his house. “The sound of their vehicles is disturbing. It passes every day,” complained Made Arta on Friday (Nov. 9).

Another resident, Wayan Sardika, claimed to have stopped the ATV vehicles passing with tourists. “I asked who permit you to pass here. Finally, the guests passed through another route,” he said.

Through the complaint letter, both Sardika and Arta appealed to the regent of Gianyar to follow it up.

“Of course, it is meant to avoid undesirable things,” said Suardika.

These dozens of residents have been accompanied by a lawyer, I Wayan Koplogantara. This lawyer familiarly addressed as Koplog is going to sue a number of agencies. They consist of the businessman and related agency as first defendant, while the agency issuing the principle permits as the second defendant.

They also sued the Gianyar Integrated Investment and Licensing Office for issuing the principle permits.

“Actually, there are people objecting. We will prove it later in court for this matter,” explained this lawyer from the Batubulan.

Responding to the complaint letter from residents, the Acting Head of the Gianyar Investment and Licensing Office, I Wayan Sudamia, confirmed that he had received the complaint letter from the residents.

Regarding the problems, Sudamia admitted that permission for the ATV tourist vehicle protested is under process. “Of course, we suspend the permission. It is under the process of obtaining permission and must pass many steps. We’ll also investigate this case,” he explained.

When asked about the existence of the unlicensed ATV, but desperate to operate, Sudamia claimed that it is the authority of the Gianyar Municipal Police. “This matter does not belong to our authority,” he said.

Separately, the Head of the Gianyar Municipal Police, Cokorda Agusnawa, claimed to have reprimanded the unlicensed ATV at the Penginyahan hamlet. Moreover, his office has sent the first reprimand letter. “We’ve already given it a reprimand letter,” he explained.

On the other hand, the owner of ATV Kuber Bali Adventure, Jero Kubayan, whose company already has complete licenses, feels to have been aggrieved.

“They have not licensed yet, but already operated. It means they are operating comfortably without paying taxes,” he complained.

Jero Kubayan stated that in the ATV he manages visitors pay IDR 600,000, while at the illegal ATV guests only pay IDR 200,000. “They are quite easy because they don’t pay 10-percent taxes. So, the competition for the ATVs is unfair,” he explained. As a licensed ATV businessman, he encouraged the government to move and follow up on this issue. (kmb35)

Political parties representing a majority of members in the 225-member parliament closed ranks to denounce the Friday night dissolution as illegal and unconstitutional.

Shortly before sacking the legislature, Sirisena took over the police department by attaching it to his defence ministry. He also took control of the state printer, a crucial institution that publishes decrees and proclamations.

He had already taken control of all state media outlets soon after dismissing Prime Minister Ranil Wickremesinghe on October 26.

Sirisena set elections for January 5, almost two years ahead of schedule, after it became clear that his designated prime minister -- former president Mahinda Rajapakse -- could not prove his majority when the assembly was set to reconvene on Wednesday.

Rajapakse, 72, was prime minister for two weeks without ever stepping into parliament.

He would now continue as a caretaker premier until a new parliament meets on January 17.

A leader of Rajapakse’s party, Susil Premajayantha, said Sirisena sacked the legislature to end the power struggle and allow people to elect a new parliament.

“Now we have a caretaker government with limited functions,” Premajayantha said. “We will conduct a free and fair election.”

He accused sacked premier Wickremesinghe of causing instability by refusing to vacate his official residence, a charge rejected by him as well as several other parties who together command a majority in parliament.

- Power struggle Rajapakse and ousted Wickremesinghe

have been battling for power for two weeks as international concern grew over the mounting turmoil in the strategically important island nation.

Sirisena signed a decree dismissing the legislature in a bid to head off any revolt against his actions which included suspending parliament for nearly three weeks.

Wickremesinghe’s finance minister Mangala Samaraweera described the parliament sacking as a desperate move by Sirisena.

“A desperate president without a majority, now resorts to more desperate measures by illegally dissolving parliament,” Samaraweera said.

“All those who cherish democracy, decency and rule of law, must now rally around and defeat the emerging tyranny.”

Rajapakse was yet address the nation after his disputed elevation, but early Saturday attempted to justify the dissolution. “... A general election will truly establish the will of the people and make way for a stable country,” he said on Twitter.

There was no immediate comment from Wickremesinghe, but his United National Party (UNP) said it will challenge Sirisena’s sacking while several civil society groups were also planning to petition the Supreme Court against what they see as an illegal action of the executive. (afp)

560 woman register to enter flashpoint Indian temple

DENPASAR - Coinciding with the Hero’s Day, the Padarakan Rumeksa Gardapati Statue was inaugurated in front of the Bajra Sandi Monument at Renon, Denpasar, on Saturday (Nov. 10). The statue inauguration with the initiation of the Bali Police Chief was commenced with the melaspas (ritual inauguration) ceremony officiated over by 88 temple priests. The statue has the size of nearly middle-aged man symbolizing the resistance against thuggery and drugs.

Golose explained, the middle-aged man statue depicting the old and formerly oppressed Balinese people. However, the quality has declined because many

When separately interviewed, Chairman of the Bali House of Representatives, I Nyoman Adi Wiryatama, personally claimed to be very prepared when proposed to be an anti-thuggery figure. As representatives of Balinese people, he supports what initiated by the Chief of Bali Police in combating thuggery and drugs. As Balinese community, he also wanted to jointly secure the Island of the Gods.

NEW DELHI - A new standoff between Hindu traditionalists and Indian police over a flashpoint shrine is looming next week, with 560 women reportedly registering to visit the side when it reopens on November 17.

India’s Supreme Court in September ruled that all females should be allowed into the Sabarimala hilltop temple in the southern state of Kerala, and not just those under 10 or over 50 as before.

But when the temple reopened in mid-October, a handful of women who wanted to go were prevented by hardliners, who also threw stones at police and assaulted journalists.

Police later detained around 2,000 people. The protesters’ anger reflected an old but still prevalent view in some areas of India that connects menstruation with impurity.

The temple opens again on November 17 for a Hindu festival period lasting 41 days, and some 300,000 people have registrated to visit -- including some 560 woman, media reports said. Police said that several thousand extra officers would be deployed and that tighter restrictions will be in place in an attempt to avoid clashes.

“Now, private vehicles will only be able to get to Nilackal, the first base camp, after getting prior passes (permission) from the local

police,” Pramod Kumar, Kerala police spokesman told AFP. The people will have to board government buses from there to Pamba, the next base camp around 20 kilometres (12 miles) away, before they start their on-foot climb to the top of the hill.

The Hindu daily said that Kerala police are considering using a military helicopter to take women to the hilltop site. In October women could not even begin ascending because of the protests.

Before the re-opening, on Tuesday the Supreme Court is due to hear review challenges against its earlier verdict. More than a dozen complaints have been filed. (afp)

BUSINESS Ex-Goldman Sachs CEO met key figure in 1MDB scandal NEW YORK - Former Goldman Sachs chief Lloyd Blankfein met with a man at the center of the 1MDB corruption scandal involving former Malaysia Prime Minister Najib Razak, a person close to the matter confirmed to AFP. The US Justice Department charged three people in the case last week, two of them former Goldman bankers, and said a “high-ranking executive” of the bank was present at a November 2009 meeting with Low Taek Jho -- an alleged mastermind and intermediary to the Malaysian fund.

The source, who asked to remain anonymous, confirmed news reports that Blankfein, who stepped down as CEO last month after 12 years, is the executive named in the court documents. A Goldman Sachs spokesman declined an AFP request for comment.

The source told AFP that Blankfein and Low attended a meeting in November 2009 hosted by Najib at his hotel in New York while visiting the United States.

The private reception, which was described as an outreach effort, was held a few weeks after Najib created Malaysian public investment fund 1Malaysia Development Berhad (1MDB) to modernize Malaysia.

That meeting laid the foundation for a commercial relationship between the prestigious investment bank and Kuala Lumpur, the source said.

- Low no show The United States charged Low Taek Jho, also known as Jho Low, with working with two former Goldman bankers -- Tim Leissner and Ng Chong Hwa -- to launder billions of dollars allegedly skimmed from 1MDB. Low remains at large.

Leissner and Ng are charged with conspiring to launder billions of dollars from the sovereign wealth fund and for conspiring to bribe officials in Malaysia and Abu Dhabi to hire Goldman for lucrative consulting contracts.

US authorities said the scam allowed the men to divert $2.7 billion from 1MDB in the form of commissions on three bond issues in 2012 and 2013, underwritten by Goldman Sachs.

Goldman earned $600 million in commissions as a result.

However, Blankfein did not know Low and did not know he would attend the November 2009 meeting, which also was attended by other Goldman Sachs bankers and Najib’s entourage, according to the source.

The discussion covered a broad range of topics.

Another source told AFP that Blankfein also was scheduled to meet Low at a conference in New York on September 25, 2013 but Low did not attend, which contradicts news reports that the two met twice. Conference participants also included private equity firms such as Bain Capital and TPG to discuss “Investing in Malaysia.”

David Solomon, who took over Goldman Sachs after Blankfein retired in September, said Wednesday he was alarmed by the charges of corruption against the two former Goldman bankers.

The bank has said it is cooperating with the US Justice Department’s criminal investigation and Goldman lawyers are due to meet with investigators next week in Washington, a source close to the investigation told AFP. (afp)

PARIS - Dozens of nations will convene this week to decide the fate of one of the planet’s most valuable fish: the bigeye tuna, backbone of a billion dollar business that is severely overfished.

Scientists shocked many in the industry last month when they warned that unless catch levels are sharply reduced, stocks of the fatty, fastswimming predator could crash within a decade or two.

Less iconic than Atlantic bluefin but more valuable as an industry, bigeye (Thunnus obesus) -- one of several so-called tropical tunas -- is prized for sashimi in Japan and canned for supermarket sales worldwide. It is not farmed.

An internal report by 40-odd scientists working under the intergovernmental International Commission for the Conservation of Atlantic Tunas (ICCAT) showed in October that populations have fallen to less than 20 percent of historic levels.

“This species is in the red,” said Daniel Gaertner, specialist in tropical tunas at France’s Institute for Research and Development, which helps track bigeye stocks.

States are due to decide at the summit, which begins Monday in the Croatian seaside city of Dubrovnik, whether to renew bigeye quotas or revise them downward. Three years ago, ICCAT introduced a 65,000tonne catch limit for the seven largest fishers of bigeye, and a moratorium in certain areas of ocean.

But other countries are not bound

by the quotas, and bigeye hauls last year topped 80,000 tonnes -- far too high to begin replenishing stocks.

- ‘Urgent action’ Some experts have calculated that cutting the total catch to 50,000 tonnes per year would give bigeye a 70 percent probability of recovery by 2028.

“Bottom line, there are simply too many boats in the water chasing too few fish,” said Paulus Tak, a senior officer for the Pew Charitable Trusts, and an official observer at the ICCAT meeting. The European Union -- the second largest bigeye fisher after Japan -- is set to propose an as-yet unnamed quota for all nations that catch more than 500 tonnes per year.

For Adam Baske of the International Pole and Line Federation, which advocates sustainable tuna fishing, a drop in quotas must be accompanied by “shared access to resources for small operators and developing nations.”

Many communities in the Azores, Madeira, and parts of Brazil and Senegal are dependent on bluefin for most of their income, Baske said.

ICCAT, which struggles to balance commercial and conservation goals, has been here before.

A decade ago, the industry -- led

by Spain, France and Japan -- fished Atlantic eastern bluefin to the brink of collapse, triggering a motion at the UN body governing trade in endangered species to ban international trade outright.

The motion failed, but jolted the industry into lowering quotas and cracking down on illegal fishing.

Stocks recovered fairly quickly.

Environmentalists have watched anxiously as quotas have once again climbed, set to reach 36,000 tonnes by 2020. The 50 ICCAT member nations -- as well as scientists, conservation groups and representatives of the fishing industry -- will look at eastern bluefin this time around, as well as the Atlantic blue marlin.

Another issue topping their agenda will be illegal fishing.

European crime agency Europol last month dismantled a network spanning four Mediterranean nations suspected of hauling in a whopping 2,500 tonnes of illegal bluefin.

Sonja Fordham, of Shark Advocates International said she hoped ICCAT would address the issue of shark fishing, the continued rise of which has alarmed conservationists.

“The catch needs to come down, and very drastically, having historically not been a priority,” she said. (afp)

Philosophical Messages in Kertha Gosa Paintings

Kertha Gosa in Klungkung has been known as a heritage of the royal period.

Until now it remains well maintained.

The building features a classic atmosphere. There are a number of stories contained in the paintings mounted on the ceiling. What are they? The name of Kertha Gosa has been very famous not only in Balinese society, but also overseas. The historical heritage located in the south of Puputan Klungkung Monument becomes one of the tourist destinations in Klungkung.

When coming in, the classic atmosphere can be felt intensely. The Kertha Gosa building in the northeast corner still shows its taksu or divine vibration. Its foundation is made from hard sand stone. The poles of the building with a palm fiber roof covered with carvings give the impression of the past time. Gold leaf color of some painting has looked to fade but still looks beautiful. They are no less beautiful when compared to the carvings of today.

In the center of the building, there are carved table and chairs. According to the story, during the kingdom era it is believed to be the venue for discussion on everything related to security situation, prosperity and justice of kingdom region in Bali. Besides, this pavilion served as a venue of meeting for the subordinate kings throughout Bali held every full moon of the fourth month in Balinese calendar (October). Here the royal officials provided direction and decisions based on considerations of the circumstances and needs.

When observed further, the ceiling of this building is filled with paintings. They have very distinctive colors. Additionally, they look natural with a touch of color of the rocks. Aside from offering very classic nuance, it contains meaningful philosophy. All of them are displayed in plots. Its beauty and

uniqueness can draw the attention of many visiting tourists. They are quite curious about the meaning contained therein.

A tour guide, I Putu Gede Alex Sanjaya Putra, said the paintings have existed since the beginning of the building. One by one is explained based on the existing references.

At the bottom plot, the story tells about Tantri Kandaka, the 1001-night stories whose essence is about all the deceit in society. The second and third plots carry about the Atma Presangsa, depicting the suffering of the souls in Hell found by Bima Sena (second son of the Pandavas) on his way to find out the souls of his father and mother.

The fourth plot is about the eagle seeking amrita (holy water of life), taken from Adi Parwa, a story that illustrates how difficult it

is to earn a living in the world. Meanwhile, the fifth plot tells about palelindon (forecast and meaning of earthquakes). The sixth and seventh plots tell about Bima Sena when meeting with divine and celestial deities and fighting to save the souls of his father and mother.

Meanwhile, the eighth plot tells about the heaven of the souls and the ninth plot about the god who serves as the keeper of the balance of the four points of the compass of the world. “This painting becomes one of the tourist attractions,” explained Sanjaya Putra, not long ago.

Right in the middle of this building area is the Taman Gili. Local community is more familiar with the name of Balai Kambang (literally means ‘the floating pavilion’) sur-

rounded by a fish pond with water lilies. To get there, visitors should explore some steps that also show the old impression. This building has many poles. The carving is similar to the ones in the Kertha Gosa. This also draws the attention of visitors as intrigued by the story of the paintings on the ceiling.

Near the brick-using foundation building, there is a small note explaining the meaning of the paintings. The first plot from below tells the story about the destiny of a person predetermined by the day of birth. The second plot depicts the story of Pan Berayut, a fairy tale about the couple having 18 children. As for the third to sixth plot tell about the story of Sutasoma, the work of renowned poet, Mpu Tantular during the reign of King Hayam Wuruk in Majapahit in 1365. (kmb)

material is increasingly popular because it offers uniqueness and high selling prices. However, the use of skin of rare animals such as crocodiles, snakes and cows starts to be limited. That is why he then creates a fashion trend of leather from processed fish skin. “Utilizing fish skin is a way to overcome the poaching,” he added.

He utilizes fish skin waste such as that of red snapper, barramundi, mahi-mahi, tuna, lizard, stingray and rooster claw into unique products. Skin of all types of fish can be processed, but particular type of fish is very influential on quality.

“The most popular type is stingray skin,” he added.

Stingrays, he said, belong to exotic leather as having a unique texture and motif so that it turns good if applied to shoes or bags.

However, the decreasing stingray population has limited the export of this type of fish. “We have production every year but now it is starting to be limited,” he said.

To overcome the scarcity, Arnaya switched to using snapper skin, either the red snapper or white snapper. Besides, snapper also has a unique texture and motif so that the goods produced have a distinctive characteristic. “Snapper has a very unique motif and a strong skin texture so that it can withstand heat and cold,” he added.

According to Arnaya, in order to be able to process fish skin waste as the basic material in the making of shoes and bags, we must go through several stages of process starting from taking fish skin waste at Benoa Harbor. Then, the skin must be cleaned from meat, scales

and water content so that it only leaves the fiber. Then, it is mixed with various chemicals to remove the skin odor and get flexibility and strength. “This is called tanning in order to produce tanned leather.

More or less the process takes ten days,” he said.

The man living at the Jawa neighborhood claimed to be only able to produce processed semifinished leather while the production of shoes and bags is assisted by other parties. “We cannot directly produce shoes because the tanning process alone takes a lot of time and thoughts while we are very short of workers,” he said while adding that in the future he is going to provide short course on fish skin waste processing for Buleleng residents in cooperation with relevant agencies. Even from jail, ‘El Chapo’ looms large in Mexican home state

CULIACAN - He has lost weight in his New York jail cell, and some of his larger-than-life aura, but Joaquin “El Chapo” Guzman still looms large over Mexico’s Sinaloa, where he launched his narcotics empire.

With his head and trademark mustache shaved, held in solitary confinement 23 hours a day when he is not in court, Guzman is a far cry from the brazen billionaire capo whose Sinaloa cartel brought this lawless western state to world fame.

But even as he goes on trial Tuesday in US federal court, charged with smuggling 155 tons of cocaine into the United States, “El Chapo” remains a constant presence on the streets of Sinaloa’s capital, Culiacan, where he was feared and beloved in equal measure during his days as the world’s most-wanted drug lord.

Street vendors still sell figurines of a gun-toting Guzman, and hats stamped with the number 701 -- the spot he once held on Forbes magazine’s list of the world’s richest people, with an estimated fortune of $1 billion.

There is an avid fan base here for the different movies and television series inspired by his life, surely one of the most colorful to come from this region known for its outlaws.

Guzman, 61 -- whose nickname means “Shorty” -- grew up dirtpoor in the town of Badiraguato, where he sold fruit on the street as a boy and started growing marijuana and opium poppies at age 15.

Recruited into the powerful Guadalajara cartel, he then struck out on his own, eventually turning his home-grown cartel into a multibillion-dollar empire with ruthless efficiency.

Later came his two audacious jailbreaks -- once in a laundry cart, in 2001, and once through a tunnel outfitted with a motorcycle on rails, in 2015.

Less legendary -- though still laced with a hint of Hollywood glamor -- was the humiliation of being recaptured, six months later, after the Mexican authorities picked up his trail when he gave an interview to the actor Sean Penn that was published in Rolling Stone magazine.

“El Chapo was a media star. He had a theatrical streak, and that put the spotlight on him even more,” says Tomas Guevara, a sociologist at the University of Sinaloa.

Sinaloa is home to some of Mexico’s most famous drug barons, including the men who dominated the game in the 1980s, Ernesto Fonseca and Rafael Caro Quintero.

That has given rise to a local “narco culture,” visible in the ballads that local musicians dedicate to drug traffickers and the fashion sense sometimes found on the streets of Culiacan, a unique blend of Country Western and bling.

It is also visible in the Jardines de Humaya cemetery, where late kingpins repose in luxurious tombs outfitted with bullet-proof glass, soaring domes and air-conditioning.

Nearby, there is a chapel dedicated to Jesus Malverde, the socalled “narco saint” -- a folk hero who, according to legend, stole from the rich to give to the poor in early 20th-century Sinaloa.

Malverde is not an actual Catholic saint, but that does not stop his followers from packing the chapel, whose walls are covered with dollar bills and messages of prayer and thanks.

Guadalupe Bustamente, 35, started coming when she was diagnosed with cancer, and says she is sure she will be blessed, narco-style.

“I imagine (drug traffickers’) faith must be great indeed, because it’s gotten them through very big, serious problems. Matters of life and death, because that’s the reality here,” she says, before kneeling to pray.

Others in Sinaloa are more reluctant to talk about the role drug trafficking plays in the region. But it is a large one, according to those who have studied it.

“The narcos’ original idea -- and this is how they won people’s hearts -- is that they built roads to the villages, installed electricity, gave them money to build a church,” says Guevara.

“They did the things the state was supposed to do and didn’t.”

More recently, their role driving the economy can be seen in things like the giant Barbie-themed birthday bash Guzman’s beauty-queen wife threw for their twin sevenyear-old daughters in September. (afp)

Khashoggi corpse went down the drains: report ANKARA - The killers of Saudi journalist Jamal Khashoggi poured his remains down the drain after dissolving him in acid, a Turkish newspaper reported Saturday.

Samples taken from the drains at the Saudi consulate in Istanbul showed traces of acid, pro-government daily Sabah said, without quoting sources.

One of the investment opportunities offered by the governor is the Mandalika Special Economic Zone in Central Lombok District, as he believes Mandalika is not only a project for Indonesia but also for the world.

Governor Zulkieflimansyah conveyed the invitation at the Gala Dinner with several ambassadors of friendly countries at the West Nusa Tenggara Governor Hall on Friday night.

Alcacer fires Dortmund past beleaguered Bayern to maintain Bundesliga lead

Paco Alcacer scored the winner as Bundesliga leaders Borussia Dortmund twice came from behind to beat defending champions Bayern Munich 3-2 on Saturday and move seven points clear of their third-placed rivals.

The result piles added pressure on Bayern head coach Niko Kovac, as his side’s chances of winning a seventh straight title in his first season in charge took another blow. “We allowed ourselves to be beaten twice on the counter, that shouldn’t have happened,” said Kovac.

“We should have been more compact and unfortunately we lost a game which should have been a draw,” he added after Robert Lewandowski had two secondhalf goals disallowed for offside.

Bayern have now been beaten in three of their last six Bundesliga games after defeats by Hertha Berlin and Borussia Moenchengladbach, managing just eight points from the last 21 available.

Mauricio Pochettino insisted he never had any doubt goalkeeper Hugo Lloris would repay his faith after the French number one kept Crystal Palace at bay as Tottenham ground out a 1-0 win at Selhurst Park.

Argentine centre-back Juan Foyth’s first senior goal 24 minutes from time was the difference between the sides as a torrential downpour affected conditions.

But Spurs needed their captain to produce a big save as the game entered stoppage time from Alexander Sorloth to secure a fifth straight Premier League away win to move just two points behind leaders Manchester City.

Lloris has been much-criticised this season as he admitted to a drinkdriving charge in September and a series of errors in the Champions League have also cost Spurs on the field. However, Pochettino has stood by the man who lifted the World Cup for France this summer.

“I am happy with him. (Players) are not machines, they can have an up or down,” said Pochettino.

“Hugo is one of the best, there is no doubt.” Foyth, 20, also showed impressive character to bounce back after conceding two penalties on his Premier League debut last weekend at Wolves.

“I was a centre-back and you are involved in this type of situations,

but the confidence in him from the club, from us and his team-mates is massive,” added Pochettino. “Today he showed great character, great personality to do so well.

“He’s so mature, (he) is a player for me that has all the potential to be one of the best centre-backs in Europe.”

At the end of a gruelling run of five games in 12 days, Spurs were again far from their best.

Alcacer fires Dortmund past beleaguered Bayern to maintain Bundesliga lead

Paco Alcacer scored the winner as Bundesliga leaders Borussia Dortmund twice came from behind to beat defending champions Bayern Munich 3-2 on Saturday and move seven points clear of their third-placed rivals.

The result piles added pressure on Bayern head coach Niko Kovac, as his side’s chances of winning a seventh straight title in his first season in charge took another blow. “We allowed ourselves to be beaten twice on the counter, that shouldn’t have happened,” said Kovac.

“We should have been more compact and unfortunately we lost a game which should have been a draw,” he added after Robert Lewandowski had two secondhalf goals disallowed for offside.

Bayern have now been beaten in three of their last six Bundesliga games after defeats by Hertha Berlin and Borussia Moenchengladbach, managing just eight points from the last 21 available.

They will drop to fourth in the table on Sunday if RB Leipzig beat Bayer Leverkusen at home. Lucien Favre’s Dortmund remain unbeaten and four points clear of second-placed Gladbach at the top of the table.

After Lewandowski twice gave Bayern the lead at Signal Iduna Park against his former club, Dortmund captain Marco Reus hit two equalisers before substitute Alcacer struck in the 73rd minute.

Bayern took a deserved lead when Serge Gnabry curled in a cross for Lewandowski to power a header past stand-in Dortmund goalkeeper Marwin Hitz on 26 minutes. Spanish midfielder Fabian Ruiz and a late Davide Biraschi own goal rescued a 2-1 win for title-chasing Napoli in a rain-hit Serie A game at Genoa on Saturday.

Ivorian Christian Kouame had shocked Carlo Ancelotti’s side by opening the scoring after 20 minutes in a match which was suspended for 13 minutes around the hour mark because of torrential rain.

But substitute Ruiz pulled Napoli level immediately after play resumed, with defender Biraschi piling the misery on the hosts by turning into his own net three minutes from time.

Napoli move up into second place, three points behind champions Juventus who travel to AC Milan on Sunday, and three ahead of third-placed Inter Milan who play at Bergamo side Atalanta.

“This success is worth even more than three points, because it was achieved on a difficult pitch made heavy by the rain,” said Brazilian midfielder Allan. “We won and that’s what is important.

It gives us peace of mind before the (international) break.”

Even from jail, ‘El Chapo’ looms large in Mexican home state

CULIACAN - He has lost weight in his New York jail cell, and some of his larger-than-life aura, but Joaquin “El Chapo” Guzman still looms large over Mexico’s Sinaloa, where he launched his narcotics empire.

With his head and trademark mustache shaved, held in solitary confinement 23 hours a day when he is not in court, Guzman is a far cry from the brazen billionaire capo whose Sinaloa cartel brought this lawless western state to world fame.

But even as he goes on trial Tuesday in US federal court, charged with smuggling 155 tons of cocaine into the United States, “El Chapo” remains a constant presence on the streets of Sinaloa’s capital, Culiacan, where he was feared and beloved in equal measure during his days as the world’s most-wanted drug lord.

Street vendors still sell figurines of a gun-toting Guzman, and hats stamped with the number 701 -- the spot he once held on Forbes magazine’s list of the world’s richest people, with an estimated fortune of $1 billion.

There is an avid fan base here for the different movies and television series inspired by his life, surely one of the most colorful to come from this region known for its outlaws.

Guzman, 61 -- whose nickname means “Shorty” -- grew up dirtpoor in the town of Badiraguato, where he sold fruit on the street as a boy and started growing marijuana and opium poppies at age 15.

Recruited into the powerful Guadalajara cartel, he then struck out on his own, eventually turning his home-grown cartel into a multibillion-dollar empire with ruthless efficiency.

Later came his two audacious jailbreaks -- once in a laundry cart, in 2001, and once through a tunnel outfitted with a motorcycle on rails, in 2015.

Less legendary -- though still laced with a hint of Hollywood glamor -- was the humiliation of being recaptured, six months later, after the Mexican authorities picked up his trail when he gave an interview to the actor Sean Penn that was published in Rolling Stone magazine.

“El Chapo was a media star. He had a theatrical streak, and that put the spotlight on him even more,” says Tomas Guevara, a sociologist at the University of Sinaloa.

- ‘Narco culture’ Guzman may be behind bars, but the Sinaloa cartel remains a massive business, now led by his right-hand man, Ismael “El Mayo” Zambada.

Sinaloa is home to some of Mexico’s most famous drug barons, including the men who dominated the game in the 1980s, Ernesto Fonseca and Rafael Caro Quintero.

That has given rise to a local “narco culture,” visible in the ballads that local musicians dedicate to drug traffickers and the fashion sense sometimes found on the streets of Culiacan, a unique blend of Country Western and bling.

It is also visible in the Jardines de Humaya cemetery, where late kingpins repose in luxurious tombs outfitted with bullet-proof glass, soaring domes and air-conditioning.

Nearby, there is a chapel dedicated to Jesus Malverde, the socalled “narco saint” -- a folk hero who, according to legend, stole from the rich to give to the poor in early 20th-century Sinaloa.

Malverde is not an actual Catholic saint, but that does not stop his followers from packing the chapel, whose walls are covered with dollar bills and messages of prayer and thanks.

Guadalupe Bustamente, 35, started coming when she was diagnosed with cancer, and says she is sure she will be blessed, narco-style.

“I imagine (drug traffickers’) faith must be great indeed, because it’s gotten them through very big, serious problems. Matters of life and death, because that’s the reality here,” she says, before kneeling to pray.

Others in Sinaloa are more reluctant to talk about the role drug trafficking plays in the region. But it is a large one, according to those who have studied it.

“The narcos’ original idea -- and this is how they won people’s hearts -- is that they built roads to the villages, installed electricity, gave them money to build a church,” says Guevara.

“They did the things the state was supposed to do and didn’t.”

More recently, their role driving the economy can be seen in things like the giant Barbie-themed birthday bash Guzman’s beauty-queen wife threw for their twin sevenyear-old daughters in September. (afp)

Khashoggi corpse went down the drains: report ANKARA - The killers of Saudi journalist Jamal Khashoggi poured his remains down the drain after dissolving him in acid, a Turkish newspaper reported Saturday.

Samples taken from the drains at the Saudi consulate in Istanbul showed traces of acid, pro-government daily Sabah said, without quoting sources.

This led investigators to believe the dead body of the insider-turned-critic of the Riyadh regime was disposed of through the drains as liquid, the paper said.

Khashoggi was last seen entering the consulate on October 2 to obtain documents for his forthcoming marriage. His body has never been found.

After repeated denials, Saudi Arabia finally admitted the 59-year-old had been murdered at the mission in a “rogue” operation.

Governor Zulkieflimansyah conveyed the invitation at the Gala Dinner with several ambassadors of friendly countries at the West Nusa Tenggara Governor Hall on Friday night.

BUSINESS Ex-Goldman Sachs CEO met key figure in 1MDB scandal NEW YORK - Former Goldman Sachs chief Lloyd Blankfein met with a man at the center of the 1MDB corruption scandal involving former Malaysia Prime Minister Najib Razak, a person close to the matter confirmed to AFP. The US Justice Department charged three people in the case last week, two of them former Goldman bankers, and said a “high-ranking executive” of the bank was present at a November 2009 meeting with Low Taek Jho -- an alleged mastermind and intermediary to the Malaysian fund.

The source, who asked to remain anonymous, confirmed news reports that Blankfein, who stepped down as CEO last month after 12 years, is the executive named in the court documents. A Goldman Sachs spokesman declined an AFP request for comment.

The source told AFP that Blankfein and Low attended a meeting in November 2009 hosted by Najib at his hotel in New York while visiting the United States.

The private reception, which was described as an outreach effort, was held a few weeks after Najib created Malaysian public investment fund 1Malaysia Development Berhad (1MDB) to modernize Malaysia.

That meeting laid the foundation for a commercial relationship between the prestigious investment bank and Kuala Lumpur, the source said.

- Low no show The United States charged Low Taek Jho, also known as Jho Low, with working with two former Goldman bankers -- Tim Leissner and Ng Chong Hwa -- to launder billions of dollars allegedly skimmed from 1MDB. Low remains at large.

Leissner and Ng are charged with conspiring to launder billions of dollars from the sovereign wealth fund and for conspiring to bribe officials in Malaysia and Abu Dhabi to hire Goldman for lucrative consulting contracts.

US authorities said the scam allowed the men to divert $2.7 billion from 1MDB in the form of commissions on three bond issues in 2012 and 2013, underwritten by Goldman Sachs.

Goldman earned $600 million in commissions as a result.

However, Blankfein did not know Low and did not know he would attend the November 2009 meeting, which also was attended by other Goldman Sachs bankers and Najib’s entourage, according to the source.

The discussion covered a broad range of topics.

Another source told AFP that Blankfein also was scheduled to meet Low at a conference in New York on September 25, 2013 but Low did not attend, which contradicts news reports that the two met twice. Conference participants also included private equity firms such as Bain Capital and TPG to discuss “Investing in Malaysia.”

David Solomon, who took over Goldman Sachs after Blankfein retired in September, said Wednesday he was alarmed by the charges of corruption against the two former Goldman bankers.

The bank has said it is cooperating with the US Justice Department’s criminal investigation and Goldman lawyers are due to meet with investigators next week in Washington, a source close to the investigation told AFP. (afp)

PARIS - Dozens of nations will convene this week to decide the fate of one of the planet’s most valuable fish: the bigeye tuna, backbone of a billion dollar business that is severely overfished.

Scientists shocked many in the industry last month when they warned that unless catch levels are sharply reduced, stocks of the fatty, fastswimming predator could crash within a decade or two.

Less iconic than Atlantic bluefin but more valuable as an industry, bigeye (Thunnus obesus) -- one of several so-called tropical tunas -- is prized for sashimi in Japan and canned for supermarket sales worldwide. It is not farmed.

An internal report by 40-odd scientists working under the intergovernmental International Commission for the Conservation of Atlantic Tunas (ICCAT) showed in October that populations have fallen to less than 20 percent of historic levels.

“This species is in the red,” said Daniel Gaertner, specialist in tropical tunas at France’s Institute for Research and Development, which helps track bigeye stocks.

States are due to decide at the summit, which begins Monday in the Croatian seaside city of Dubrovnik, whether to renew bigeye quotas or revise them downward. Three years ago, ICCAT introduced a 65,000tonne catch limit for the seven largest fishers of bigeye, and a moratorium in certain areas of ocean.

But other countries are not bound

by the quotas, and bigeye hauls last year topped 80,000 tonnes -- far too high to begin replenishing stocks.

- ‘Urgent action’ Some experts have calculated that cutting the total catch to 50,000 tonnes per year would give bigeye a 70 percent probability of recovery by 2028.

“Bottom line, there are simply too many boats in the water chasing too few fish,” said Paulus Tak, a senior officer for the Pew Charitable Trusts, and an official observer at the ICCAT meeting. The European Union -- the second largest bigeye fisher after Japan -- is set to propose an as-yet unnamed quota for all nations that catch more than 500 tonnes per year.

For Adam Baske of the International Pole and Line Federation, which advocates sustainable tuna fishing, a drop in quotas must be accompanied by “shared access to resources for small operators and developing nations.”

Many communities in the Azores, Madeira, and parts of Brazil and Senegal are dependent on bluefin for most of their income, Baske said.

ICCAT, which struggles to balance commercial and conservation goals, has been here before.

A decade ago, the industry -- led

by Spain, France and Japan -- fished Atlantic eastern bluefin to the brink of collapse, triggering a motion at the UN body governing trade in endangered species to ban international trade outright.

The motion failed, but jolted the industry into lowering quotas and cracking down on illegal fishing.

Stocks recovered fairly quickly.

Environmentalists have watched anxiously as quotas have once again climbed, set to reach 36,000 tonnes by 2020. The 50 ICCAT member nations -- as well as scientists, conservation groups and representatives of the fishing industry -- will look at eastern bluefin this time around, as well as the Atlantic blue marlin.

Another issue topping their agenda will be illegal fishing.

European crime agency Europol last month dismantled a network spanning four Mediterranean nations suspected of hauling in a whopping 2,500 tonnes of illegal bluefin.

Sonja Fordham, of Shark Advocates International said she hoped ICCAT would address the issue of shark fishing, the continued rise of which has alarmed conservationists.

“The catch needs to come down, and very drastically, having historically not been a priority,” she said. (afp)

Philosophical Messages in Kertha Gosa Paintings

Kertha Gosa in Klungkung has been known as a heritage of the royal period.

Until now it remains well maintained.

The building features a classic atmosphere. There are a number of stories contained in the paintings mounted on the ceiling. What are they? The name of Kertha Gosa has been very famous not only in Balinese society, but also overseas. The historical heritage located in the south of Puputan Klungkung Monument becomes one of the tourist destinations in Klungkung.

When coming in, the classic atmosphere can be felt intensely. The Kertha Gosa building in the northeast corner still shows its taksu or divine vibration. Its foundation is made from hard sand stone. The poles of the building with a palm fiber roof covered with carvings give the impression of the past time. Gold leaf color of some painting has looked to fade but still looks beautiful. They are no less beautiful when compared to the carvings of today.

In the center of the building, there are carved table and chairs. According to the story, during the kingdom era it is believed to be the venue for discussion on everything related to security situation, prosperity and justice of kingdom region in Bali. Besides, this pavilion served as a venue of meeting for the subordinate kings throughout Bali held every full moon of the fourth month in Balinese calendar (October). Here the royal officials provided direction and decisions based on considerations of the circumstances and needs.

When observed further, the ceiling of this building is filled with paintings. They have very distinctive colors. Additionally, they look natural with a touch of color of the rocks. Aside from offering very classic nuance, it contains meaningful philosophy. All of them are displayed in plots. Its beauty and

uniqueness can draw the attention of many visiting tourists. They are quite curious about the meaning contained therein.

A tour guide, I Putu Gede Alex Sanjaya Putra, said the paintings have existed since the beginning of the building. One by one is explained based on the existing references.

At the bottom plot, the story tells about Tantri Kandaka, the 1001-night stories whose essence is about all the deceit in society. The second and third plots carry about the Atma Presangsa, depicting the suffering of the souls in Hell found by Bima Sena (second son of the Pandavas) on his way to find out the souls of his father and mother.

The fourth plot is about the eagle seeking amrita (holy water of life), taken from Adi Parwa, a story that illustrates how difficult it

is to earn a living in the world. Meanwhile, the fifth plot tells about palelindon (forecast and meaning of earthquakes). The sixth and seventh plots tell about Bima Sena when meeting with divine and celestial deities and fighting to save the souls of his father and mother.

Meanwhile, the eighth plot tells about the heaven of the souls and the ninth plot about the god who serves as the keeper of the balance of the four points of the compass of the world. “This painting becomes one of the tourist attractions,” explained Sanjaya Putra, not long ago.

Right in the middle of this building area is the Taman Gili. Local community is more familiar with the name of Balai Kambang (literally means ‘the floating pavilion’) sur-

rounded by a fish pond with water lilies. To get there, visitors should explore some steps that also show the old impression. This building has many poles. The carving is similar to the ones in the Kertha Gosa. This also draws the attention of visitors as intrigued by the story of the paintings on the ceiling.

Near the brick-using foundation building, there is a small note explaining the meaning of the paintings. The first plot from below tells the story about the destiny of a person predetermined by the day of birth. The second plot depicts the story of Pan Berayut, a fairy tale about the couple having 18 children. As for the third to sixth plot tell about the story of Sutasoma, the work of renowned poet, Mpu Tantular during the reign of King Hayam Wuruk in Majapahit in 1365. (kmb)

based items seems to have become a lifestyle for the community. “The rarer the animal skin used, the more classy it will look,” he said.

Adi Arnaya acknowledged that currently fashion with leather-based

material is increasingly popular because it offers uniqueness and high selling prices. However, the use of skin of rare animals such as crocodiles, snakes and cows starts to be limited. That is why he then creates a fashion trend of leather from processed fish skin. “Utilizing fish skin is a way to overcome the poaching,” he added.

He utilizes fish skin waste such as that of red snapper, barramundi, mahi-mahi, tuna, lizard, stingray and rooster claw into unique products. Skin of all types of fish can be processed, but particular type of fish is very influential on quality.

“The most popular type is stingray skin,” he added.

Stingrays, he said, belong to exotic leather as having a unique texture and motif so that it turns good if applied to shoes or bags.

However, the decreasing stingray population has limited the export of this type of fish. “We have production every year but now it is starting to be limited,” he said.

To overcome the scarcity, Arnaya switched to using snapper skin, either the red snapper or white snapper. Besides, snapper also has a unique texture and motif so that the goods produced have a distinctive characteristic. “Snapper has a very unique motif and a strong skin texture so that it can withstand heat and cold,” he added.

According to Arnaya, in order to be able to process fish skin waste as the basic material in the making of shoes and bags, we must go through several stages of process starting from taking fish skin waste at Benoa Harbor. Then, the skin must be cleaned from meat, scales

and water content so that it only leaves the fiber. Then, it is mixed with various chemicals to remove the skin odor and get flexibility and strength. “This is called tanning in order to produce tanned leather.

More or less the process takes ten days,” he said.

The man living at the Jawa neighborhood claimed to be only able to produce processed semifinished leather while the production of shoes and bags is assisted by other parties. “We cannot directly produce shoes because the tanning process alone takes a lot of time and thoughts while we are very short of workers,” he said while adding that in the future he is going to provide short course on fish skin waste processing for Buleleng residents in cooperation with relevant agencies. GIANYAR - Dozens of residents complained about the presence of tourism vehicle, namely the All Terrain Vehicle (ATV) at Penginyahan hamlet, Puhu, Payangan. Following up on the complaint, the residents sent a written protest to the regent of Gianyar. The complaint letter to the regent was filed last October 8, sent to the Chairperson of the Gianyar House of Representatives, Regional Secretary, Licensing Office, Municipal Police and NGOs. The letter also included the signatures of 12 residents.

One of the complained residents, Made Arta, admitted that his field had been used as the ATV route. He also had time to reprimand the ATV users to leave the location. Shortly thereafter, the ATV crossed behind his house. “The sound of their vehicles is disturbing. It passes every day,” complained Made Arta on Friday (Nov. 9).

Another resident, Wayan Sardika, claimed to have stopped the ATV vehicles passing with tourists. “I asked who permit you to pass here. Finally, the guests passed through another route,” he said.

Through the complaint letter, both Sardika and Arta appealed to the regent of Gianyar to follow it up.

“Of course, it is meant to avoid undesirable things,” said Suardika.

These dozens of residents have been accompanied by a lawyer, I Wayan Koplogantara. This lawyer familiarly addressed as Koplog is going to sue a number of agencies. They consist of the businessman and related agency as first defendant, while the agency issuing the principle permits as the second defendant.

They also sued the Gianyar Integrated Investment and Licensing Office for issuing the principle permits.

“Actually, there are people objecting. We will prove it later in court for this matter,” explained this lawyer from the Batubulan.

Responding to the complaint letter from residents, the Acting Head of the Gianyar Investment and Licensing Office, I Wayan Sudamia, confirmed that he had received the complaint letter from the residents.

Regarding the problems, Sudamia admitted that permission for the ATV tourist vehicle protested is under process. “Of course, we suspend the permission. It is under the process of obtaining permission and must pass many steps. We’ll also investigate this case,” he explained.

When asked about the existence of the unlicensed ATV, but desperate to operate, Sudamia claimed that it is the authority of the Gianyar Municipal Police. “This matter does not belong to our authority,” he said.

Separately, the Head of the Gianyar Municipal Police, Cokorda Agusnawa, claimed to have reprimanded the unlicensed ATV at the Penginyahan hamlet. Moreover, his office has sent the first reprimand letter. “We’ve already given it a reprimand letter,” he explained.

On the other hand, the owner of ATV Kuber Bali Adventure, Jero Kubayan, whose company already has complete licenses, feels to have been aggrieved.

“They have not licensed yet, but already operated. It means they are operating comfortably without paying taxes,” he complained.

Jero Kubayan stated that in the ATV he manages visitors pay IDR 600,000, while at the illegal ATV guests only pay IDR 200,000. “They are quite easy because they don’t pay 10-percent taxes. So, the competition for the ATVs is unfair,” he explained. As a licensed ATV businessman, he encouraged the government to move and follow up on this issue. (kmb35)

Political parties representing a majority of members in the 225-member parliament closed ranks to denounce the Friday night dissolution as illegal and unconstitutional.

Shortly before sacking the legislature, Sirisena took over the police department by attaching it to his defence ministry. He also took control of the state printer, a crucial institution that publishes decrees and proclamations.

He had already taken control of all state media outlets soon after dismissing Prime Minister Ranil Wickremesinghe on October 26.

Sirisena set elections for January 5, almost two years ahead of schedule, after it became clear that his designated prime minister -- former president Mahinda Rajapakse -- could not prove his majority when the assembly was set to reconvene on Wednesday.

Rajapakse, 72, was prime minister for two weeks without ever stepping into parliament.

He would now continue as a caretaker premier until a new parliament meets on January 17.

A leader of Rajapakse’s party, Susil Premajayantha, said Sirisena sacked the legislature to end the power struggle and allow people to elect a new parliament.

“Now we have a caretaker government with limited functions,” Premajayantha said. “We will conduct a free and fair election.”

He accused sacked premier Wickremesinghe of causing instability by refusing to vacate his official residence, a charge rejected by him as well as several other parties who together command a majority in parliament.

- Power struggle Rajapakse and ousted Wickremesinghe

have been battling for power for two weeks as international concern grew over the mounting turmoil in the strategically important island nation.

Sirisena signed a decree dismissing the legislature in a bid to head off any revolt against his actions which included suspending parliament for nearly three weeks.

Wickremesinghe’s finance minister Mangala Samaraweera described the parliament sacking as a desperate move by Sirisena.

“A desperate president without a majority, now resorts to more desperate measures by illegally dissolving parliament,” Samaraweera said.

“All those who cherish democracy, decency and rule of law, must now rally around and defeat the emerging tyranny.”

Rajapakse was yet address the nation after his disputed elevation, but early Saturday attempted to justify the dissolution. “... A general election will truly establish the will of the people and make way for a stable country,” he said on Twitter.

There was no immediate comment from Wickremesinghe, but his United National Party (UNP) said it will challenge Sirisena’s sacking while several civil society groups were also planning to petition the Supreme Court against what they see as an illegal action of the executive. (afp)

560 woman register to enter flashpoint Indian temple

DENPASAR - Coinciding with the Hero’s Day, the Padarakan Rumeksa Gardapati Statue was inaugurated in front of the Bajra Sandi Monument at Renon, Denpasar, on Saturday (Nov. 10). The statue inauguration with the initiation of the Bali Police Chief was commenced with the melaspas (ritual inauguration) ceremony officiated over by 88 temple priests. The statue has the size of nearly middle-aged man symbolizing the resistance against thuggery and drugs.

NEW DELHI - A new standoff between Hindu traditionalists and Indian police over a flashpoint shrine is looming next week, with 560 women reportedly registering to visit the side when it reopens on November 17.

India’s Supreme Court in September ruled that all females should be allowed into the Sabarimala hilltop temple in the southern state of Kerala, and not just those under 10 or over 50 as before.

But when the temple reopened in mid-October, a handful of women who wanted to go were prevented by hardliners, who also threw stones at police and assaulted journalists.

Police later detained around 2,000 people. The protesters’ anger reflected an old but still prevalent view in some areas of India that connects menstruation with impurity.

The temple opens again on November 17 for a Hindu festival period lasting 41 days, and some 300,000 people have registrated to visit -- including some 560 woman, media reports said. Police said that several thousand extra officers would be deployed and that tighter restrictions will be in place in an attempt to avoid clashes.

“Now, private vehicles will only be able to get to Nilackal, the first base camp, after getting prior passes (permission) from the local

police,” Pramod Kumar, Kerala police spokesman told AFP. The people will have to board government buses from there to Pamba, the next base camp around 20 kilometres (12 miles) away, before they start their on-foot climb to the top of the hill.

The Hindu daily said that Kerala police are considering using a military helicopter to take women to the hilltop site. In October women could not even begin ascending because of the protests.

Before the re-opening, on Tuesday the Supreme Court is due to hear review challenges against its earlier verdict. More than a dozen complaints have been filed. (afp)

Val Gardena trekking routes: The Crown of Gardena four day circular hike

LYING in the north eastern corner of Italy, next to the border with Austria, the Dolomite mountains are a paradise for walkers, with views of their thrusting pale spires changing at every turn. A four day circuit, starting and ending in Ortisei, in Val Gardena, is a great taster for the Alta Via long distance trails that straddle the region.

It’s no accident that I make my way to the mountains from Innsbruck in Austria, as this region, until the end of WW1, belonged to the Hapsburg Empire. Despite the efforts of Mussolini who pursued a policy of forced Italianisation, Sudtirol still feels very Austrian. German is widely spoken here and dumplings and goulash dominate the menus. Ortisei in Val Gardena is one of a handful of villages where the locals still speak Ladin, an ancient Latin language, and they’re fiercely proud of it.

The Crown of Gardena four day circular hike

I’m planning a four day circular hike, listed as “demanding” on the Val Gardena website and it says that it can only be done by “well trained hikers”. Bearing that in mind, I decide to spend a couple of days limbering up, with a pleasant one day hike, starting and ending with cable car transport and then a more demanding e-bike tour. I survive both and even have time to fit in a Sky Dinner, a novel multi-course meal served in the Mont Sëuc cable car as it goes up and down.

My route will take me to heights of over 2000m where there’s no hope of comfortable hotels. Instead I’ll be staying in rifugios, mountain huts where there’s only dormitory accommodation, and I’ll have to carry everything on my back. Previous experience prompts me to pack earplugs, a precaution against noisy snorers and I take the funicular up to Resciesa where I start my walk.

Day 1: 17.2 km, 1178m of ascent

It’s a beautiful day, sunny and clear, as I cross the flat mountain pastures of Resciesa di Dentro to Rifugio Brogles.

It’s too early to stop so I climb steeply up to the Forcella Pana, at 2447m, a narrow gap on the ridge above. At certain points there are cables to cling on to and iron rungs hammered into the rock face but, even with my fear of heights, there’s no problem here.

From the top I descend to green pastures, dotted with what they call gastronomic mountain huts, where day trippers are taking their lunch. I leave the last one, Rifugio Firenze, behind and enter a huge scree lined valley as I climb above the tree line. It’s hot and there’s no cover as I toil upwards to Forces de Siëles at 2505m. Here I meet Alta Via 2 which I will follow for a couple of days. Remarkably, even though it’s a Sunday I meet few people and I’m soon descending to Rifugio Puez at 2475m, my overnight stop.

Customer service is rather brusque here but the food is filling and I meet a couple of English girls who’ve just arrived from Venice. Unfortunately my dormitory is stacked with snorers who even manage to penetrate my earplugs and I have a fitful night’s sleep. It’s not helped by a torrential downpour in the middle of the night but next morning it

dawns bright and clear.

Day 2: 10.45 km, 1020 m of ascent

It’s slightly chilly as I take a level stony path before descending to a short gully, then pass Lake Crespëina on my climb up to a couple of wind gaps, Forcella Crespëina and Passo Cir. It’s a sharp downhill from here to Passo Gardena at 2137m, dominated by the awesome Sella massif. This is tourist central, crammed with coaches, motor bikes and cars where they charge you a euro to use the toilet. A biting cold wind whistles up the valley and I get out away from the pass as quickly as I can.

Ahead of me looks like an impenetrable wall of rock, but I skirt soaring cliffs and then turn right into the wild Val Setus – this is a ravine of scree and rubble which gets narrower as I climb. I’d been warned that this was going to be tough and soon I’m clinging onto cables, using iron rung toeholds and generally fretting for my life. Part of the problem is that I’ve left my gloves behind and the metal makes my fingers freeze.

It’s a great relief to emerge on a spectacular 2610m terrace, beneath Sass da Lech, and I pause to enjoy the spectacular views. Now I realise I’m only ten minutes away from Rifugio Pisciadù, my overnight stop, overlooking a glacial lake. Service couldn’t be more different from the previous mountain hut, with welcoming staff and excellent food. I even get a dormitory to myself as the only other guests are a couple who value their privacy.

Day 3: 12.44 km, 1228m of ascent

There’s ice underfoot as I skirt the lake and then start to climb under the flank of Cima Pisciadu. I’m under the impression that I’ve put the difficult bits behind me but soon enough the cables are back again. One particular traverse across a vertical rock face makes me grit my teeth but there’s no going back. At 2900m the terrain levels out and there are sweeping views over the vast stone desert of Altipiano delle Meisules. There’s a long descent along the Val Lasties, apparently the haunt of witches, before following a fragrant path through pine forest.

A tarmac ribbon of road below me has been evident for a while and my map tells me I have to follow it for a few kms to Passo Sella. I don’t like road walking at the best of times and there’s some sort of rally going on, with noisy sports cars zipping past me. Fortunately I manage to find a rough track veering off into the forest, which seems to be going in the right direction. It climbs above the road, away from the cars, and, although it’s not signed, leads me to the pass, another place filled with souvenir shops and expensive cafes.

From here I can’t avoid the tarmac but it’s only around ten minutes downhill before I reach the Forcella del Sas-

solungo. From here there are glorious views of Mount Sassolungo, at 3181 m, the highest peak, and I take a steep cable car ride up to my day’s destination, Rifugio Toni Demetz. Apparently Toni was a mountain guide killed by a lightning strike in 1954 so his father decided to build a refuge. His younger brother, Enrico, still runs the hut and is the perfect host.

Day 4: 15 km, 700m of ascent

I wake early hoping to catch the sunrise, but it’s hidden behind the mountains. Still the flaming glow that illuminates the surrounding craggy peaks is worth getting up for. I say my goodbyes to Enrico Demetz and he gives me chocolate for the road. It’s a steep descent on a scree covered path and I follow a regimented group of German walkers though a magnificent amphitheatre down past the Rifugio Sasso Piatto and then into the forest to the Zallinger hut at 2037 m.

As I cross the Alpe de Suisi plateau I begin to get views of the Odle Group of mountains. I can make out the crags that I climbed on the first day and realise that I’ve almost come full circle. At Saltria, I’m almost back in civilisation, the walkers kitted out for a weekend ramble, and there’s even a bus stop.

I press on across the pastures before finally climbing to the Mont Sëuc gondola station. This is the scheduled end of my journey and it’s a pleasant descent back to Ortisei.

Walking in the Dolomites in good weather is a joy and the trails are well signed and well used so there’s no danger of getting lost. The Crown of Gardena is a magnificent circular walk, dominated by spiky peaks, sheer scree and towering cliffs with never a dull moment. The technical sections, with chains and steel rungs, shouldn’t worry most people, but there are alternatives if you suffer from vertigo. The most important piece of advice is to carry only the essentials, so you’re not loaded down. Nobody dresses for dinner in the mountain huts. (IBP/net)

Indonesian immigration denies allegations that Maria Ozawa was raided in Bali

Japanese adult star Maria Ozawa is livid that immigration pulled her out of a friend’s birthday party in Bali for what she believes was an orchestrated opportunity just so officers could get a selfie with her.

But Indonesian Immigration is denying allegations that officers brought Ozawa in for questioning for a selfie set up and claims that the examination of the 32-year-old was following standard operating procedure.

Ozawa, also known as Miyabi, took to Instagram on Wednesday to express her disgust over the whole situation.

She says she had been at the birthday party of her “good friend Barbie Nouva” on Tuesday evening when towards the end of the party, immigration officers came up and took her passport.

The party got cancelled as she went into questioning and Ozawa says officers told her that someone from the party tipped them off that she was doing “something bad or business or whatever”.

“After talking about NONSENSE for 2hrs in the office, they printed out some papers for me to sign.. gave me back my passport, told me over and over how FAMOUS I am in Indonesia and as I was walking out from the office,they asked me to take a selfie with them,” Ozawa wrote in an Instagram caption on Wednesday.

“So did the immigration people make up stories and snoop around, gathered Information, track me down take my passport ( knowing I will come get it) JUST TO TAKE A SELFIE WITH ME!?,” she continued.

There’s no formal accusation or evidence, so it didn’t happen, says Directorate General of Immigration spokesman, Teodorus Simarmata.

“This is our response to the allegations. At the time of the investigation, until it was finished, there was no statement, meaning that there is no accusation or evidence,” Teodorus said on Wednesday night, as quoted by Detik.

“So, the information we received was that Maria Ozawa first arrived in Bali on November 5 to attend her friend’s birthday. The second piece of information turned out to be that her friend advertised the birthday event while stating the arrival of Maria Ozawa. Based on that information, from one thing or another, immigration dropped a team on November 6 to the location of the party. Upon checking, it turned out that Maria Ozawa did no activities in violation of her visa,” Teodorus explained.

Immigration wanted to check if the mature audience entertainer was coming to do a tour or activity, but she was found to have zero violations, the spokesman stressed.

From the party on Nov. 6, Ozawa was brought for nearly three hours of examination at the Denpasar Immigration

Office. This was in line with SOP, according to Teodorus.

“In accordance with standard procedure, after conducting the supervision, officers introduced themselves and asked for documents. After the documents were given, the officers stated that Maria Ozawa should make an official report at the office. But because Maria Ozawa was catching a flight home that day, she forced immigration officers to complete it that night too,” he said.

“After the examination was completed, she was released by the Denpasar Immigration Officer to continue her plans or go home. That’s the chronology,” he added. Ozawa has certainly been left with a bitter taste in her mouth after the whole experience.

“This is so wrong in so many ways .. I’m glad I’m well known but this country needs to change, these people are erasing the ‘good”’people out there,” she wrote on her Instagram.

“Stop harassing me every time I visit Indonesia .. Clearly I need more privacy. Wake up Indonesia I know you guys are better.”

Miyabi really is well known in the country. She has a huge following in Indonesia and ironically, fantasies of her getting kidnapped have hit the silver screen before–a (comedy) movie about kidnapping her was made locally back in 2010. (kmb)

Customary villages commit no violations

DENPASAR - Awig-awig (customary bylaw) and prerarem (its appendix) are frequently used as the basis for customary villages to collect levy. This is the weakness of customary villages because the perarem and awig-awig are not part of the national legal products even though customary villages and their traditional rights have been recognized and respected by the state.

“That’s why I will make the rules later on, whether the Gubernatorial Regulation or Regional Regulation because we are currently revising the Customary Village Regulation,” said Governor of Bali, Wayan Koster, in Denpasar on Saturday (Nov.10).

Koster added that Bali provincial government will give authority to customary villages to organize certain programs such as the authority to explore income.

Similarly, it will include getting financial assistance from the state budget and regional budget as well as the allocation mechanism.

“With such provision, the customary village can explore the source of income by using the perarem.

Currently, the customary villages apply prerarem and awig-awig, but there are no rules above it,” he explained.

The absence of this legal instrument, continued Koster, eventually causes distortion. Actually, the efforts to explore income from customary villages are not deviations. In other words, the money obtained as part of the levy or contribution to traditional village is not misused. Instead, the money is utilized for the benefit of the customary village itself.

“Customary villages do that surely on the basis of community forums in the customary villages. Actually, it is not a levy in my opinion, but an ordinary contribution. However, it has not owned the rules yet,” he explained.

Koster asked the people in the customary village to be patient. After completing the discussion of the Parent Regional Budget 2019, he will immediately make the arrangements, namely preparing the legal instrument for the authority of customary village. On

the other hand, the former member of the Indonesian House of Representatives dismissed if the prosecution efforts by the Illegal Levy Eradication Taskforce touch the realm of customary villages as a form of weakness towards the customary village itself.

“It is not in the context of weakening. However, there are regulations having not been coherent, that’s all. I think this should be synchronized. The perarem and awig-awig should be protected so they can be applied effectively. The legal instrument that can be a Regional Regulation or Gubernatorial Regulation does not intervene,” he concluded.

Meanwhile, Chief of Customary Village General Assembly (MUDP), Jero Gede Suwena Putus Upadesa, said that until now there has been no memorandum of understanding (MoU) between the Illegal Levy Eradication Taskforce and the MUDP. This MoU is meant to avoid misinterpretation of the duties of customary village. It is in accordance with the results of agreements from various meetings conducted, both facilitated by the Bali House of Representatives and the Regional Consultative Assembly (DPD RI). In essence, it has been mentioned that Illegal Levy Eradication Taskforce will not touch the realm of customary village. However, the MUDP allowed the prosecution committed by the parties on behalf of pecalang or customary village without any clear rules.

“If it is indeed true and not based on customary village rules, whether it is perarem or awig-awig to do such action, a legal action can be made to them.

“If there is, for example, from customary village doing so with its perarem, do not blame on the perarem,” he confirmed, last Friday (Nov. 9).

Spokesperson of Bali Regional Secretariat, I Dewa Gede Mahendra Putra, did not dismiss if there is no continuation from the results of previous agreement.

In the meantime, there needs to be a legal instrument recognized nationally. “The governor has also provided an explanation on the needs of such regulation. It is true and there is an example in the Greater Jakarta in the form of Gubernatorial Regulations concerning with flat levies,” he said. (kmb32)

Appendix to bylaw must be based on legislation DENPASAR - Rampant cases of Red Handed Operations (OTT) carried out by the Illegal Levy Eradication Taskforce (Saber Pungli) of Bali Police made many customary village officials in Bali, such as chief of customary village and pecalang or customary security guard fearful in carrying out their duties.

Moreover, the customary village apparatus is dilemmatic in collecting levies of local migrants through Seasonal Occupant Identity Card (Kipem) as they are afraid to be claimed to collect illegal levy. Actually, in the appendix to customary village bylaw (perarem) having been made and agreed upon, in the future the levies are intended for the goodness of the migrant population itself if things go wrong such as they die at the village where they live at that time.

Many people consider the red handed operation case targeting customary village apparatus is an attempt to weaken customary villages in Bali. An academician from the Hindu University of Indonesia, I Kadek Satria, stated that everything in the customary village should be properly managed by itself.

Everything is arranged through the issuance of the appendix to the customary bylaw. Moreover, the perarem made has been considered legitimate due to the result of the decision of the customary village meeting and as a canal in the implementation of the customary village bylaw (awig-awig).

In Bali, he said that customary village is a stronghold of Balinese culture inspired by Hinduism. So, if the customary village is ignored, it will be a problem related to the sustainability of Balinese culture in the future. “If the perarem becomes one of the illegal ones for the legal apparatus, it means to also weaken customary village in the eyes of the law,” said Kadek Satria, on Saturday (Nov. 10).

Meanwhile, a legal academician, Dr. Ida Bagus Radendra Suastama, stated that legally, village regulations whether in the form of perarem or others still cannot go up against the laws and regulations. Even though the perarem has good intention, if the good intentions are carried out not in accordance with applicable laws, of course it has legal consequences. Moreover, legally the intention only is not enough because the law deals with actions so that it must be carried out with a legal basis and an adequate legal instrument.

“If wishing to collect levies (contributions) to anyone or local migrants, even with good intentions, it must comply with the applicable laws. The meetings in the hamlet and the village need to examine the legal aspects of the agreement to be made.

For example, it is by asking for the opinion to legal experts at local hamlet or village. Surely, they must really understand about the laws, pursuant to the terms and philosophy, not anyone claiming to know about the law but he or she does not necessarily understand about the philosophy,” said Radendra.

In order the levies collected not to violate the law, there are some solutions that must be done by customary village officials.

Among other things, it is by giving statement to migrant residents, if they agree, they can sign. The content, for example, is for the sake of anticipation in the event of an undesirable thing happen to them as well as security and peace aspects. Besides, it poses the intention to participate in developing the village or hamlet where they are currently living.

Collection of the levies is done voluntarily without pressure or compulsion. If they are not willing, surely it becomes the authority of village or hamlet apparatus whether to serve or not to serve their population administration as the basis of consideration to local authorities. They have the potential to bring up future social problems or burdens for the hamlet or village. “It is a legitimate and reasonable authority owned by the village apparatus as far as the basics are clear,” he added. Rare pink diamond aims to make $50 million

GENEVA - The Pink Legacy, an exceptionally large pink diamond, is set to go under the hammer at Christie’s in Geneva next week, when it is expected to bring in up to $50 million.

At nearly 19 carats, the vividly coloured gem is extraordinary, Jean-Marc Lunel, an international jewellery specialist at Christie’s, told AFP. “If you consider that most pink diamonds weigh less than a carat, it is really something,” he said.

The gem, which on November 13 will be offered at auction for the first time, has been estimated at between $30 million and $50 million (26.5-44.1 million euros), and Lunel suggested it could hit the high end of that range.

“It is probably the most beautiful (specimen) ever presented at public auction,” he said, insisting there was good reason to expect the rock to snatch an extraordinary price.

The rectangular-cut diamond has been graded “fancy vivid” -- the highest possible grade of colour intensity.

Christie’s pointed out that in the salesroom, fancy vivid pink diamonds over 10 carats are “virtually unheard of” and that only four vivid pink diamonds or over 10 carats have ever been offered for sale at auction.

One of them, the nearly 15carat Pink Promise, was sold last November at a Christie’s auction in Hong Kong for $32.5 million.

That amounts to $2.176 million per carat, which remains the world

auction record price per carat for any pink diamond.

And in 2013, a huge pink diamond weighing 59.60 carats meanwhile went under the hammer at Sotheby’s for $83 million, or $1.39 million per carat.

The Pink Legacy, set to headline Christie’s annual Magnificent Jewels auction on Tuesday, used to belong to the Oppenheimer family, which for decades ran the De Beers diamond mining company, but Christie’s refused to say who the current owner was.

It was discovered in a South African mine around a century ago, Lunel said.

“It was probably cut in the 1920s,” he said, adding that it had not been altered since.

The classic rectangular cut is traditionally used for white stones, but is rare for pink diamonds.

“Imagine a domino that you have cut the corners off of,” Lunel said, pointing out that the cut is a “classical so-called emerald cut”, which stands out from the typical, more rounded, multi-facetted cuts used today.

Rahul Kadakia, Christie’s international head of jewellery, meanwhile said in a statement in September that he expected The Pink Legacy to “cause immense excitement with collectors and connoisseurs of diamonds around the world”.

“Its exceptional provenance will no doubt propel it into a class of its own as one of the world’s greatest diamonds.” (afp)

NEW YORK - Rap legend Ice Cube on Friday released a new politically charged song with President Donald Trump squarely in the crosshairs.

A cut from the gangsta rap pioneer’s album set for a December 7 release, the song “Arrest the President” does not explicitly mention Trump but touches on some of his administration’s scandals including its controversial immigration policies and the probe into collusion with Russia.

“Arrest the president, you got the evidence/That n***a is Russian intelligence/When it rains it pours,” Ice Cube raps.

“Did you know the new white was orange?

Boy, you’re showing your horns,” the rapper continues, referring to Trump’s oft-mocked skin tone.

“Let’s meet at the White House/Run in and turn the lights out.”

The West Coast rapper had teased the new track on Tuesday as American voters cast ballots in the heated midterm election seen as a test of Trump’s presidency.

“Cuffs are ready,” the rapper tweeted, posting a video clip previewing the song. “Get out there and vote.”

Ice Cube, 49, frequently infuses his raps with blunt sociopolitical commentary.

“Fuck tha Police” -- which became an anthem for people who felt maltreated by law enforcement when Ice Cube’s former group N.W.A. released it in 1988 -- has remained a rallying cry for activists protesting police brutality and racism.

In 2017, Ice Cube reissued his 1991 album “Death Certificate” with several new tracks including “Good Cop Bad Cop,” which paid homage to the Black Lives Matter movement that evolved in response to a spate of killings of unarmed black men at the hands of police.

The rapper’s latest single will be part of his forthcoming album “Everythang’s Corrupt,” his first solo studio album since 2010’s “I Am the West.” (afp)

California fire death toll rises to 23

Firefighters battled raging blazes at both ends of drought-stricken California on Sunday, with the death toll rising to at least 23 and strong winds and dry conditions in the forecast.

The largest fires were in Butte County, a scenic area in the foothills of the Sierra Nevada mountains north of Sacramento, and in the Los Angeles area, where two deaths possibly related to a fire were reported.

Acrid smoke from the fire covered the sky for miles, the sun barely visible. On the ground, cars caught in the flames were reduced to metal carcasses, while power lines were gnawed by the flames.

Butte County Sheriff Kory Honea said at a late Saturday news conference that 14 more bodies had been found, bringing the number of fatalities of a blaze known as the “Camp Fire” to 23. Mandatory evacuation orders were issued for more than 52,000 people in the area.

In the town of Paradise more than 6,700 buildings -- including a

hospital, a gas station, and several restaurants -- have been consumed by the fire.

Rescuers removed human remains over several hours in Paradise and placed them in a black hearse. Charred body parts were transported by bucket, while intact remains were carried in body bags.

At the Holly Hills Mobile Estate the mobile homes had been reduced to smoldering piles of debris. Yellow police tape marked spots that were tagged “Doe C” and “Doe D,” suggesting that bodies were found there.

Locals fled the danger, but police told AFP some farmers returned to check on their cattle. Fanned by strong winds, the blaze has so far scorched 100,000 acres (40,500 hectares) and is 20 percent contained, the California Department

of Forestry and Fire Protection (Cal Fire) said. So far, three of the more than 3,200 firefighters deployed have been injured.

They estimate they will need three weeks to fully contain the blaze. Local power authorities told state officials that an outage occurred near the spot where the fire erupted, The Sacramento Bee reported, but there is no official cause of the Camp Fire blaze.

- “No more Fed payments!” President Donald Trump, in France for World War I commemorations, drew criticism for an unsympathetic reaction to the devastation. “There is no reason for these massive, deadly and costly forest fires in California except that forest management is so poor,” Trump tweeted.

“Billions of dollars are given

each year, with so many lives lost, all because of gross mismanagement of the forests. Remedy now, or no more Fed payments!”

Brian Rice, the head of the California Professional Firefighters, slammed the tweet as “ill-informed, ill-timed and demeaning to those who are suffering as well as the men and women on the front lines.”

He said the president’s claim that forest policies were mismanaged “is dangerously wrong.”

Trump later showed more sympathy. “Our hearts are with those fighting the fires,” as well as the evacuees and families of the victims, he tweeted. “God Bless them all.”

But then he doubled-down on Sunday, tweeting: “With proper Forest Management, we can stop the devastation constantly going on in California. Get Smart!”

wildfires burned, including one just north of Los Angeles and another in Ventura County near Thousand Oaks, where a Marine Corps veteran shot dead 12 people in a country music bar on Wednesday.

Two bodies were found in Malibu -- one of the most coveted locations in California and home to a bevy of Hollywood stars -- in an area where the “Woolsey Fire” swept through, the Los Angeles County Sheriff Department said.
