Actress Shailene Woodley arrested at North Dakota pipeline protest

NORTH DAKOTA - Actress Shailene Woodley was arrested in North Dakota on Monday while protesting a planned pipeline that Native Americans say will desecrate sacred land and damage the environment, an incident that was live streamed on Facebook.

The 24-year-old actress was taken into custody shortly after noon local time with 27 other people on misdemeanor charges of criminal trespass and engaging in a riot, said Rob Keller, spokesman for the Morton County Sheriff’s Office.

He said it was unclear if Woodley remained in custody later on Monday afternoon or had been released on bond. The protests were taking place at a construction site for the pipeline about 2 miles (3.2 km) south of the town of St. Anthony.

Woodley, who had been broadcasting the event on Facebook Live, was seen being taken into custody and narrated her own arrest, saying she had been heading peacefully back to her vehicle when “they grabbed me by my jacket and said that I wasn’t allowed to continue ... and they have giant guns and batons and zip ties and they are not letting me go.”

As she was led away in handcuffs, Woodley said on the video she was among hundreds of protesters but was singled out “because I’m well known, because I have

MANILA — Philippine President Rodrigo Duterte said Tuesday he will not abrogate a defense treaty with the United States but questioned its importance and that of joint combat exercises, which he says only benefit America.

Duterte pressed his criticism of the United States and his country’s engagement with the American military in a speech as U.S. Marines and their Philippine counterparts ended combat drills a day early in a separate ceremony. A U.S. general, in contrast, underscored the need for the joint drills to brace for potential crises.

Duterte, who labels himself a socialist, has had an uneasy relationship with the U.S. and a falling out with President Barack Obama, whom he has lambasted for criticizing his deadly anti-drug fight.

Despite his constant anti-U.S. pronouncements, Duterte said he would not abrogate the mutual defense treaty with the U.S. but questioned the need for it.

“I do not mean to cancel or abrogate the military alliances,” Duterte said in a speech before new government officials at the presidential palace. “But let me ask you ... do you really think we need it?”

He did not clearly specify his reason for questioning the treaty alliance but said if a conflict pitting the world’s most powerful nations breaks out, “there will be no more American aid to talk of.” He added that when Russia annexed Crimea, “America wasn’t able to do anything.”

Duterte has announced he will end the joint combat exercises, which China has opposed. His defense secretary, Delfin Lorenzana, said he has asked Duterte for a reconsideration, and has explained to the president the importance of the approximately 28 annual joint military exercises, including three major ones that involve thousands of troops, in preparing for natural disasters and other contingencies.

media as well as the executives. Good agriculture must indeed be built up through holistic synergies. Each component may not feel superior to or more important than other components, but needs one another.

“Agribusiness and agro-industry player, one of them here is the Chamber of Commerce and Industry, should calculate the percentage of the members pursuing in the agribusiness and agro-industry.

Afterward, calculate the percentage of investment having entered into the farmers,” he added.

In the meantime, Rai added that work ethic of farmers needs to be improved so that they will not often ask for help. In addition, farmers in Bali cannot read the agribusiness opportunities. Then, the non-gov-

ernmental organization of farmers includes the HKTI, subak (irrigation cooperative) and associations of agriculture. Everyone claimed to have worked to the maximum, but the agriculture still stagnates.

“There is something needing to be seen from inside. Then, there are mass media, and the last is the executive. The executive has real power and money as well as can ‘force’ people to engage in it.

This should move to embrace all other system components. It does not even feel the most needed because of the power and the budget owned,” he explained.

Gede Wira from Kadin Bali said that his organization seeks to synergize the seven components to build the agricultural sector, particularly through tourism. There should be a concrete movement to bring together the seven components, namely farmer, academician in technology development and facilitation, and government as regulator or policy maker with the entrepreneurs engaged in tourism.

education system of agriculture ranging from elementary, middle to higher education.

“It would be better if the education system of agriculture can be started with the basics. When children start attending school in early childhood, they are learning to write and draw. At first they paint

scenery including plants. There, we never educate how the story of agriculture, how the history goes.

It is mainly for those loving agriculture,” he said.

AMLAPURA - Villagers of Seraya Tengah, Karangasem, regularly face clean water crisis during dry season. In order to meet the need for clean water, especially residents in the upper region located away from water pipeline of the Municipality Waterworks (PDAM), they buy clean water.

Pertu admitted to be amazed. The southern region of Karangasem continues to rain during this October. Moreover, it results in flooding and avalanche. Different climate affects the villages in Seraya. “At Seraya, mainly Seraya Timur, it has never rained at all within the past five months.

The condition is dry. Our residents living on upper land have been long hit by water crisis. Residents at lower location can still get water from the PDAM connections, although they sometimes have to take it in turns or the water just runs few times a week,” said Pertu.

Similar condition was delivered by Nyoman Suardana, a former legislator of Karangasem. The water flow of PDAM also often stops. It happens because the discharge of springs at Ababi village too much decreases. As a result, residents at the height of the four hamlets namely the Kecag Balung, Taman, Peninggaran and Kayu Wit keep screaming due to the water crisis. Location of people’s settlement is slightly high so that it cannot be reached

by PDAM pipeline. “During dry season or it does not rain for long time, there is no seepage of water from the mountain. If

there is no heavy rain for two months, our residents will scream due to water crisis,” said Suardana.

When there is no water, residents are forced to buy water from water seller coming with truck loaded with two tanks of water. At upper area of Seraya, two tubs of water are sold for IDR 500,000.

Each tank contains 2,200 liter. Such water will be used for toilet, cooking and drinking needs of their animals. When raising more than three cattle, the two tanks of water can be used for about two weeks.

After running out, people must buy again.

“The water flow from the springs at Ababi village often stops at South Kecag Balung, Belubuh and Ijo Gading hamlet. At lower land of my hamlet like the Yeh Kali, Tenggang and Pejongan the water flow in pipelines is relatively safe and smooth,” said Suardana.

Both headmen having barren territory hoped there is a policy of the government because Seraya residents regularly face the water crisis since long time ago. According to them, the government can builds a large-sized reservoir to supply the clean water. (013)

Samsung scraps Galaxy Note 7 over fire concerns

SEOUL - Samsung Electronics Co Ltd scrapped its flagship Galaxy Note 7 smartphone on Tuesday less than two months after its launch, dealing a huge blow to its reputation and outlook after failing to resolve safety concerns.

Samsung announced the recall of 2.5 million Note 7s in early September following numerous reports of the phones catching fire and on Tuesday it finally pulled the plug on the $882 device in what could be one of the costliest product safety failures in tech history.

The decision to scrap the Note 7 came after fresh reports of fires in replacement devices prompted new warnings from regulators, phone carriers and airlines. “(We) have decided to halt production and sales of the Galaxy Note 7 in order to consider our consumers’ safety first and foremost,” the South Korean firm said in a filing to the Seoul stock exchange.

Samsung said earlier it asked

all global carriers to stop sales of the Note 7s and the exchange of original devices for replacements, while it worked with regulators to investigate the problem. The company is offering to exchange Note 7s for other products or refund them.

Samsung’s decision to pull Note 7s off the shelves not only raises fresh doubts about the firm’s quality control but could result in huge financial and reputational costs.

Analysts say a permanent end to Note 7 sales could cost Samsung up to $17 billion and tarnish its other phone products in the minds of consumers and carriers.

Investors wiped nearly $20 billion off Samsung Electronics’

market value on Tuesday as its shares closed down 8 percent, their biggest daily percentage decline since 2008.

The premium device, launched in August, was supposed to compete with Apple Inc’s latest iPhone for supremacy in the smartphone market. Well received by critics, its first problem was a shortage as pre-orders overwhelmed supply.

But within days of the launch images of charred Note 7s began appearing on social media, in the first sign that something was seriously amiss with the gadget.

“This has probably killed the Note 7 brand name - who knows if they’ll even be allowed to re-release it,” Edward Snyder, managing director of Charter Equity Research, said before Samsung announced it was halting sales and production of the smartphone. (rtr)

Driverless vehicle to be tested on UK streets for the first time LONDON - A driverless vehicle carrying passengers will take to Britain’s public roads for the first time on Tuesday, as part of trials aimed at paving the way for autonomous cars to hit the highways by the end of the decade.

The government is encouraging technology companies, carmakers and start-ups to develop and test their autonomous driving technologies in Britain, aiming to build an industry to serve a worldwide market which it forecasts could be worth around 900 billion pounds ($1.1 trillion) by 2025.

Earlier this year, it launched a consultation on changes to insurance rules and motoring regulations to allow driverless cars to be used by 2020 and said it would allow such vehicles to be tested on motorways from next year.

A pod - like a small two-seater car - developed by a company spun out from Oxford University will be tested in the southern English town of Milton Keynes on Tuesday, with organisers hoping the trials will feed vital information on how the vehicle interacts with pedestrians and other road-users.

“Today’s first public trials of driverless vehicles in our towns is a ground-breaking moment,” Britain’s business minister Greg Clark said.

“The global market for autonomous vehicles present huge opportunities for our automotive and

technology firms and the research that underpins the technology and software will have applications way beyond autonomous vehicles,” he said.

The pod will operate fully without human control, using data from cameras and radars to move around pedestrianised areas. It was made

by Oxford University spin-out Oxbotica, with software developed by the university’s Oxford Robotics Institute.

Carmakers Jaguar Land Rover and Ford are both part of driverless car projects in Britain, as major carmakers seek to head off the challenge from technology firms such as Alphabet Inc’s Google, which is also developing autonomous vehicles.

But all parties still need to overcome technological and legal obstacles including determining who would be responsible in the event of an accident, with recent accidents involving driving assistance systems raising safety concerns.

Organisers in Milton Keynes ran a number of exercises ahead of the trial including mapping the town and conducting safety planning with the local council ahead of Tuesday’s trial.

The city, around 45 miles (70 km) north of London, was selected alongside three other locations for autonomous technology projects partly due to its wide pavements and cycle path network. (rtr)

BANGLI - The Kintamani Festival ever held by the government of Bangli in 2015 to promote tourism particularly Kintamani is ensured to no longer be held this year. The government deliberately nullifies the Kintamani Festival this year because it remains to focus on fixing destinations. As planned, similar festival will be held back in 2017.

The Head of the Bangli Culture and Tourism Agency, I Wayan Adnyana, when contacted on Monday (Oct. 10) admitted that his agency will not hold the Kintamani Festival this year. It is nullified because his agency still focuses on fixing the existing tourist destinations.

In addition, travelers’ accessibility to a number of tourist attractions, especially in the area of Batur caldera, has now been easy. “It is not nullified due to having no fund. But we are still focusing on repairing the destinations,” he explained.

Adnyana further added that as having been planned by his agency, the festival claimed to be an effective means to promote Kintamani tourism in terms of beautiful view as well as local culture will be held again in 2017. Since the cur-

rent tourism access to the area of Batur Caldera is smooth and no longer hampered by a passing quarry truck, his agency planned to hold the festival centered near Lake Batur.

“When our destinations have been well arranged, we will design back the promotional activities in the form of festival. As planned, we will draft the Lake Batur festival at Kedisan pier in 2017 like what we ever organized a few years earlier.

Later in the festival we will feature the culture and wisdom of the local community,” he said.

As is known, in 2015 the Bangli Culture and Tourism Agency held the Kintamani Festival in the area of Batur Geopark Museum. The Kintamani Festival in lieu of the Lake Batur Festival is held for about four days. The festival is filled with a number of activities including seminars on tourism, craft fairs, agricultural shows and cultural attractions. To hold the Kintamani Festival, a total of 725 million has been prepared. The funding is derived from the Bangli regional budget of IDR 400 million, and the rest sources from the assistance of the Ministry of Tourism. (kmb40)

DENPASAR - Waste management is one Denpasar’S more complicated problems. The large volume of waste generated by residents every day has become a burden for city officers. The government is therfore intensifying various programs in efforts to address this challenge. One way they are doing this is by increasing the role of neighbourhoods in the disposal and management of waste so that it can be done more efficiently.

The intensified role of neighbourhoods dealing with waste, was annouced during the launching of the district of South Denpasar’s “Clean Densel Movement” which took place at the wantilan hall of the Dalem Temple of Renon on Sunday (Oct. 9). The Clean Densel event, led by Regional Secretary of Denpasar AAN Rai Iswara event was commenced with the release of birds, tree planting and the inauguration of the LPM board of Renon. The event was attended by Head of the Denpasar community empowerment board (BPM) Made Mertajaya, subdistrict head of A.A. Gde Risnawan and several parties such as the police, military, LPM South Denpasar, schools and vil-

lage youth club in South Denpasar subdistrict.

The neighborhood-based clean Densel (South Denpasar) movement is expected to build cooperative ties between the headman, the chief of customary village, LPM and village youth club and other members of society who will all work to celan up their respective environments.

Rai Iswara said that this movement aids to encourage people to become more concerned about hteir environment. Those caught littering will be arrested in oder to provide a deterrent effect.

Subdistrict head of South Denpasar, Gde Risnawan, said that the implementation of the clean Densel movement is meant to implement LPM South Denpasar forum’s mission to maintain the sanitation and beauty of the city of Denpasar.

This neighborhood-based movement has been scheduled to clean up the streets, alleys, river and sacred area.

BANGLI - After welcoming Ida Bathara followed by thousands of Balinese residents on Friday (Oct. 7), the series of Panca Wali Krama ritual at the Hulundanu Batur, Songan customary village, Monday (Oct. 10) organized pakelem ritual at two locations serving as the purusa and pradana namely the peak of Mount Batur and Lake Batur.

Ritual committee, Jro Lanang accompanied by Jro Kubayan and Jro Mangku Gede Hulundanu of Songan customary village said that the pakelem ritual in series of the Panca Wali Krama is held every ten years. “It aims at invoking wellbeing, welfare of the universe and prosperity of the Hindus and Indonesian fellows,” said Jro Lanang.

Series of the pakelem ritual attended by thousands of Hindu people from various regions was officiated over by eight high priests at different locations. Ida Pedanda Gede Jelantik Dwaja from Griya Budakeling and Ida Pedanda Gede Ari Arimbawa from Griya Tegal Sari Segara Denpasar officiated over the ritual at Segara Danu. Then, bhakti pakelem ritual on Mount Batur is officiated over by three high priests namely Ida Rsi Alit from Griya Tanggahan, Susut Bangli, Ida Sri Mpu Reka Adnyana Sidhanta from

Griya Batur Sari Songan and Ida Sri Nila Mpu Wreksa from Griya Goa Song, Songan.

In the meantime, the memasar ritual was officiated over by Ida Pedanda Gede Temuku Sidemen (Bangli) and the pamendak agung ritual was officiated over by Ida Sri Mpu Parama Dharma from Griya Giri Go Lateng (Kintamani) along with Ida Dalem Surya Darma Sogata from Saren Kaler Palace.

According to ritual committee, the sacrificial animals used in the ritual in Lake Batur include buffalo, cow, goat, pig, goose, duck and chicken. Then, the animals used in the pakelem ritual at the summit of Mount Batur are the same namely buffalo, cow, goat, pig, goose, duck and chicken. “In essence, this series of ritual activities are intended for welfare of the universe, so that we expect the public participation across Indonesia to smooth this

Other than the pakelem, on the previous day was carried out the melasti procession of Ida Bhatara Sakti Dewi Danu accompanied by her three sons namely Ida Bhatara Tiga, Bhatara Manca and other deities as well as Ratu Sakti from Payangan, Gianyar.

In addition to the pekelem and melasti to the shore of Lake Batur, precisely in the area of Petirtaan Hulundanu, on Wednesday (Oct. 12) will be resumed with mapepada in the area of Hulundanu Batur Temple at Songan. In the meantime, on Thursday (Oct. 13) is the peak of Tawur Panca Wali Krama that will also be attended by thousands of Hindu devotees of Indonesia officiated over by 13 high priests. “We will also carry out pecaruan agung by means of seven buffaloes,” said Jro Lanang.

Gogo rice is endangered as tangerines take over

South Korea vows greater force against China fishing boats

THE cultivation of the gogo variety of rice is still done in the district of Bangli. Malet Kuta Mesir hamlet, in Tiga, Susut is one of the places where this dry or rain fed variety of rice is still cultivated both for human consumption as well as for ritual purposes. Amidst the many agricultural commondities that have promising prosepects, many wonder how sustainable the cultivaiton of gogo rice is and whether it will suffer the same fate as Bali rice.

Gogo rice is very similar to indigensou Balinese rice with high stalks and dense fruiting and is also harvested every six months.

Cultivation of gogo rice does not require the paddy ponds that other varieties of rice are grown in but instead relies solely on rain water. In Malet Kuta Hamlet, gogo rice is an important part of every major ceremony.

Chief of Malet Kuta Mesir customary village, I Wayan Rana, said that despite its many benefits, the cultivation of gogo rice has declined sharply over the last 5 years and is now almost only ever grown for ritual purposes, whereas in the recent past it was largely grown for eating. “In the past, nearly 80 percent of our farmers cultivated this variety, in one hectoare plots. Now, farmers only plant a very samll area with gogo rice and often only use the harvest for ritual purposes”, explained Chief Rana on Sunday (Oct. 9).

The reason so many farmers have stopped planting gogo rice is that they have switched to planting tangerines, that are considered to be a more profitable crop and one that is easier to maintain. “Actually the quality of this rice is very good. However, farmers tend to look at how profitable their crops are”, he said.

Head of the Bangli Agriculture and Forestry Agency, I Wayan Sujana Tagel, Malet Kuta Mesir, is one of a few areas in this sub district where gogo rice is still cultivated, but Susut is where most of it grows. He confirmed that gogo rice cultivation has been largely replaced by tangerine plantations and that this variety of rice is facing the same fate as Bali rice that is no longer cultivated in Bangli at all. “Production of gogo rice has slumps by 75 percent. Currently farmers

want to cultivate the more promising commodities, such as tangerines” he said.

In general, the environmental condition of Bangli are perfect for rice cultivation. Pest attacks are minimal and the quality of the crops is very good. Also when compared to most of the rice that is cultivated today, gogo rice is also more expensive on the markereaches a higher price on the market. It even tastes better, he added and even tastes much better. “Actually, in terms of price, the gogo rice is quite expen-

sive. However, farmers tend to favor crops that can be harvested more frequently. Tangerines for example can bear large quatities of gruit throughout the year” explained Tegal.

He aadded that the mass cultivation of tangerines has also caused a 30 percent decline in the production of tubers such as cassava and sweet potatoes “However, we cannot prohibit farmers from developing commodities that they considered to be more promising,” he concluded. (sos)

Australian parliament rejects bill for samesex marriage vote

SYDNEY - Same-sex marriage will likely be delayed for at least three years in Australia after the opposition Labor party said on Tuesday it would not support a national vote, dealing another potential blow to Prime Minister Malcolm Turnbull.

Australia’s centre-right coalition government introduced legislation to parliament last month to hold a public vote in February 2017 on whether to legalise same-sex unions.

The bill required the support of some opposition lawmakers because Prime Minister Malcolm Turnbull’s Liberal-National coalition has only a one-vote majority in the lower house of parliament and does not have a majority in the upper house.

The rejection is a blow to Turnbull, who has seen his popularity wane amid frustration that he has failed to live up to his progressive reputation.

Same-sex marriage is supported by 61 percent of Australians, a Gallop poll in August found, and

Turnbull’s inability to deliver the legislation could further damage his support.

Several independent MPs had already ruled out supporting the national plebiscite on same-sex marriage. The rejection by the centre-left Labor party, which wants same-sex marriages legalised by parliament, ended any hope the plebiscite bill could pass.

“Why should gay Australians be subjected to a different lawmaking process than any other Australians?” said Labor leader Bill Shorten.

“Why should a couple in a committed relationship have to knock on the doors of 15 million of their fellow Australians and see if they agree with it? The easiest way is the way which this parliament has done

for a hundred years - legislate.”

Advocates of same-sex marriage are also concerned public debate around the vote would prove harmful, sparking homophobic rhetoric against same-sex unions.

Turnbull has said that, should the legislation proposing a national vote be rejected, the issue of same-sex marriage would not be reintroduced into parliament until after the next election, which is due in or before November 2019.

Waning political support threatens Turnbull’s position, analysts have said, in a country that has seen five prime ministers in nine years.

SEOUL - South Korea said on Tuesday it would use greater force, including firearms, against Chinese boats fishing illegally in its waters and summoned China’s ambassador to protest against a clash between a Chinese vessel and a coast guard boat.

South Korean coast guard vessels regularly chase Chinese boats for fishing illegally off its coast, at times resulting in violent confrontations.

The disputes are an irritant in relations between China and U.S. ally South Korea, even as their economic relations grow close and they share concerns about North Korea’s nuclear weapons and missile programmes.

South Korea’s coast guard said on Tuesday that its officers would be authorised to use firearms, including handguns and onboard cannon, against illegal Chinese fishing vessels if deemed threatening.

“We will actively respond to Chinese fishing boats that obstruct justice by using all possible means if needed such as directly hitting and gaining control of those Chinese fishing boats as well as firing common weapons,” Lee Choon-jae, deputy chief of South Korea’s coast guard, told a news conference.

lic Safety and Security, which oversees the coast guard, said one of its patrol boats sank last week during an operation to crack down on a group of Chinese vessels fishing illegally off the Korean peninsula’s west coast.

The Chinese vessel fled the scene and returned to its home port, the South Korean coast guard said.

Qiu Guohong, China’s ambassador to South Korea, did not comment to reporters as he arrived at the foreign ministry.

A South Korean deputy foreign minister told the Chinese ambassador that the incident was “a challenge to public power”, said Cho June-hyuck, spokesman for the ministry.

China’s Foreign Ministry said China was still verifying the details of the incident and maintaining contact with the South Korean side.

“We hope South Korea can start from the perspective of the broader situation in bilateral relations and calmly and rationally handle the relevant issue,” spokesman Geng Shuang told a regular press briefing in Beijing. (rtr)

BUSINESS Cheap loans fuel Czech housing market, put central bank on alert

PRAGUE - When Zuzana Benesova advertised her Prague apartment on Airbnb, the online vacation home rental marketplace, she had no idea it could become a burgeoning business.

Four years later, she owns three such rental properties and runs a company which services another two dozen vacation apartments.

She also advises others who want to make use of record low mortgages to snap up properties and rent them out to holidaymakers at hefty returns.

Record low interest rates, as well as an increase in services like Airbnb, are feeding a housing frenzy in the Czech Republic, as elsewhere in Europe.

But the Czech National Bank (CNB), which wants to maintain its ultra loose monetary policy of a weak crown currency and near-zero rates until at least next year, is worried and wants more powers to keep lending from getting out of control.

Analysts and brokers, though, see little chance of the market cooling any time soon.

Newly built apartment prices in Prague rose 19 percent yearon-year to around 66,000 Czech crowns ($2,740) per square metre on average in the second quarter, according to a survey by construction and development firms Trigema, Skanska Reality and Central Group.

In Prague’s sought-after Letna neighbourhood, old apartments are selling before listing. The central bank estimates Prague property prices may be 5-10 percent overvalued.

Benesova just helped her uncle get a mortgage to buy a 60-squaremetre apartment in Prague’s historic centre and estimates rental income could be as much as twice the loan payments. “It still pays off,” she said.

“Low rates helped us get a larger loan than we might normally afford,” he said.

“STRIKING” MORTGAGES The central bank is seeking more legal powers to enable it to limit mortgage lending if needed, but has issued repeated recommendations on mortgage limits to banks.

Earlier this year, the central bank asked banks not to offer loans covering 100 percent of property values, and on Oct. 1, tightened this to 95 percent. From April this will shrink to mortgages at 90 percent of property value. For buy-to-let the ceiling is 60 percent.

Jan Frait, head of the CNB’s financial stability department, said the main fear is that people will take on more than they can afford and struggle with payments, forcing many to curb spending when the economy slows.

“Some households take a loan that consumes more than one third of their monthly income, which is quite striking in the situation of historical low interest rates,” he said.

The housing market has soared in much of central Europe, and the National Bank of Slovakia has put in place similar measures to curb mortgages. Regulators in Hungary had already imposed such limits when foreign-currency loans soared as national currencies dropped during the global financial crisis.

Czech banks emerged relatively

unscathed from the global crunch, backed by low loan-to-deposit ratios. Deep interest rate cuts have helped the Czech economy to grow 4.6 percent in 2015 when a record flow of EU subsidies also boosted growth. Growth is expected to slow to over 2 percent growth this year before accelerating next year again.

Eva Zamrazilova, the Czech Banking Association’s chief economist and former central banker, said only higher rates could tame the housing market. “The longer (CNB) rates remain at technical zero, the longer the boom will continue,” she said.

Anti-gay sentiment seen threatening Indonesia’s goal to end AIDS by 2030

JAKARTA - Growing antigay sentiment in Indonesia could hamper efforts to combat fast-rising HIV infections among one of the most at-risk groups, threatening the country’s target to end an AIDS epidemic by 2030, a senior official has warned.

Although new infections have been falling globally, Indonesia is one country where they are on the rise as the disease spreads rapidly among gay men and other men who have had sex with men (MSM) over the past decade.

HIV prevalence among the group jumped to 25.8 percent in 2015 from 5.4 percent in 2007, according to Indonesia’s National AIDS Commission. “In terms of number, MSM is the fastest growing (group),” the commission’s secretary Kemal Siregar told the Thomson Reuters Foundation.

Asia Pacific is home to the second highest number of people living with HIV in the world, with India, Indonesia and China accounting for around three quarters of new infections in 2015, according to the U.N’s AIDS agency UNAIDS. South Africa has the highest number of people living with HIV in the world. UNAIDS estimates there are around 690,000 people living with HIV in Indonesia.

Siregar said there was now “uncertainty” over meeting Indonesia’s target to end an AIDS epidemic by 2030 as efforts to reach out to the MSM group - who he described as “hidden population” - had become harder due to increasing social stigma.

The rally against gay is carried out in West Java.

This follows a backlash against Indonesia’s lesbian, gay, bisexual and transgender (LGBT) community earlier this year. This was also exacerbated by a drop in foreign funding as Indonesia’s economy grew and international donors withdrew. External funding was a key resource for HIV prevention work.

“If the funding is not there, it’s very hard to reach this group

because the government’s funding is mostly for treatment, for medicines, not for prevention,” the official said.

The LGBT community had long been tolerated in Indonesia, especially in urban areas but a backlash suddenly began in January after a minister said the community was banned from university campuses.

“They would do anything to stop the fight against illegal fishing. They have approached state officials or parties they believe have the power to do this, but I believe President Jokowi (Joko Widodo) has resolved to crack down on illegal fishing activities,” she added.(ant)

JAYAPURA - A border liaison meeting between Indonesia and Papua New Guinea (PNG) will be organized in Port Moresby, PNG, on Nov. 7-8, 2016. The meeting will discuss, among other things, peopleto-people cooperation, Suzanna Wanggai, head of the Papua provincial border and foreign affairs office, said here, Tuesday.

The people-to-people cooperation is expected to strengthen the relations between the peoples of both nations to encourage them to live side-by-side peacefully, she noted.

Escalation in Syria means EU less likely to soften stance on Russia

BRUSSELS - Outraged by Russia’s intensified air strikes on rebels in Syria, the European Union is now less likely to ease sanctions on Moscow over Ukraine, diplomats say, and some in the bloc are raising the prospect of more punitive steps against the Kremlin.

While the EU says conflicts in Syria and Ukraine need to be kept separate, the latest military offensive

by Damascus and its ally Moscow on rebel-held eastern Aleppo further clouds the strained ties between Moscow and the bloc.

That weakens the hand of Italy, Hungary and others who have steadily increased pressure for easing sanctions, returning to doing business and reengaging with Moscow after first hitting it with punitive measures for annexing Crimea in March 2014.

“It’s clear that the assault on Aleppo has changed the mindset of some. It will be impossible to back an easing of sanctions on Ukraine

in the current context,” said one EU foreign minister.

A French diplomatic source echoed the view, saying: “The prospect of the Russian sanctions over Ukraine being lifted are practically nil after Aleppo.”

France says the Aleppo attacks amount to war crimes and wants Syria and Russia investigated. EU and NATO officials on Monday said the Ukraine sanctions on Russia should be kept in place.

Top U.S. Republican Ryan distances himself from Trump White House bid

WASHINGTON - Paul Ryan, the top Republican in the U.S. Congress, took the extraordinary step on Monday of distancing himself from Donald Trump, stirring a backlash from some lawmakers and deepening a crisis over his party’s struggling presidential nominee.

In a conference call with congressional Republicans, Ryan all but conceded that Democrat Hillary Clinton was likely to win the White House on Nov. 8 and said he would put his full energy into preserving Republican majorities in Congress so as not to give her a “blank check.”

Ryan, the speaker of the House of Representatives, said he would not defend Trump or campaign for him after the uproar over the New York businessman’s sexually aggressive comments that surfaced on Friday.

Ryan’s announcement added to the party’s worst turmoil in decades and reinforced the growing sense of isolation around Trump, who has never previously run for public office.

Clinton has led Trump in most national opinion polls for months and Trump’s poll numbers have begun to drop further since the emergence on Friday of a video from 2005 showing the former reality TV star bragging crudely about groping women and making unwanted sexual advances.

Trump hit back at Ryan, the Republican vice presidential candidate in 2012, who has frequently been critical of him.

“Paul Ryan should spend more time on balancing the budget, jobs and illegal immigration and not waste his time on fighting Republican nominee,” Trump wrote on Twitter.

Ryan, who had expressed disgust over the tape and canceled a campaign event with Trump over

the weekend, did not completely cut ties to Trump. The speaker went back on the Republican conference call later to clarify he was not withdrawing his endorsement.

Many Republican members of Congress are concerned that Trump’s chaotic campaign could ruin their chances of holding their majorities in the House of Representatives and Senate in the November election and could inflict long-term damage on the party.

During a weekend dominated by criticism of Trump over the lewd remarks, a string of members of Congress, governors and other prominent Republicans called on him to drop out of the race.

House Republicans gave Ryan a rough ride on the call, according to some participants.

“There was an undeniable opposition to the speaker’s tepid support of our nominee,” said U.S. Representative Scott DesJarlais, a Trump supporter, in a comment passed on by an aide.

Many other lawmakers, some of whom did not want to be named publicly criticizing the speaker, said members frequently told Ryan on the call to stand by Trump.

Nonetheless, nearly half of all 331 incumbent Republican senators, Congress members and governors have condemned Trump’s remarks, and roughly one in 10 has called on him to drop out of the race, according to a Reuters review of official statements and local news coverage.

Republican National Committee Chairman Reince Priebus used an afternoon conference call with RNC members to emphasize there was no rift with Trump and that the committee, the party’s leadership and fundraising arm, still backed the nominee, two RNC members who spoke on condition of anonymity said. Edmund has been Murray’s training partner during the off-season, with the three-times grand slam champion inviting him to training blocks in Miami and most recently Dubai.

“Kyle really deserves what he is now achieving because he has never shirked from the hard work,” Murray told British media. “Being selfish, I would be delighted if he continues to link up with me in my winter training block.

NORTH CAROLINA - Tiger Woods’ decision to postpone his tournament golf comeback has raised more questions about his future with some former players wondering if he will ever successfully return to regular competition.

Former PGA Tour winner Brandel Chamblee greeted Monday’s news of Woods’ withdrawal from this week’s Safeway Open by comparing the player’s plight with the late-career struggles of Spanish fivetimes major winner Seve Ballesteros.

Twice major champion Johnny Miller said Woods was “not ever going to be the old Tiger,” although stopping short of writing off the 40-year-old completely.

Chamblee described a “perfect storm” of issues that have simultaneously beset 14-times major champion Woods.

“What has happened to Tiger Woods is really the perfect storm of destruction for an athlete,” Chamblee said on Golf Channel.

“We’ve seen Tiger Woods’ golf swing decay, his body decay and then his chipping decay.

“Once you’ve been visited upon by the yips, when you’re chipping it just never goes away.

“There’s nothing more exciting in golf, maybe in sports, than watching Tiger Woods, but there are too many hurdles to overcome.

“I just don’t see (Woods) overcoming the yips.”

Chamblee also explained his comparison of Woods to the late Ballesteros, who was a pale shadow of his former self once his confidence ebbed.

“On many levels, there are parallels to Seve. Seve Ballesteros was a genius, an artist.

“That’s what golf is, it’s more of an abstract game, and Seve tried to make it later in his career a linear game, and every single person that I’ve seen in professional golf who tried to make it a linear game, either becomes so frustrated they no longer can play or sooner or later they quit.”

Woods was scheduled to play at the PGA Tour event in Napa, California, starting on Thursday, returning from a 14-month break after back surgeries.

But his decision to pull out, three days after confirming his participation, was puzzling.

Woods, who announced his withdrawal on his website (www.tigerwoods.com), has not revealed what happened over the weekend that prompted a change of mind.

AMSTERDAM - France midfielder Paul Pogba, the world’s most expensive player, scored with a swirling long-range shot after 30 minutes to secure a vital 1-0 win away to the Netherlands in World Cup qualifying on Monday.

The victory at the Amsterdam Arena elevated the Euro 2016 runners-up to overwhelming favourites to finish top of Group A and qualify for the finals in Russia in 2018.

France lead on seven points along with Sweden, who won 3-0 against Bulgaria, while Netherlands are third on four points.

WASHINGTON — Jurgen Klinsmann rejects Bob Bradley’s claims the former German star angled in 2010 to succeed him as U.S. coach.

Bradley was fired soon after a 4-2 loss to Mexico in the 2011 CONCACAF Gold Cup final and replaced by Klinsmann, a former German national team star player and coach. Bradley made the claim Friday when he was introduced as Swansea, the first American head coach in England’s Premier League.

“No. I mean it’s simply not true,” Klinsmann said Monday ahead of his team’s exhibition against New Zealand. “I could have taken the job in 2006. I could have taken it in 2010. And then we got together in 2011 to finally figure out a way to make this happen. So I was not jockeying anything.”

Perhaps most amazing was that Gibraltar had the kickoff. Passing back, Benteke robbed the ball immediately after two touches, drove forward and scored with a crossgoal drive.

“The most important thing was to score early,” said Benteke, who went on to score two more goals

in a 6-0 win which kept Belgium perfect atop Group H with nine points.

It was not the fastest goal in all competitions since some clubs have scored right at the kickoff with a huge high drive which caught a goalkeeper off his line.

NORTH CAROLINA - Tiger Woods’ decision to postpone his tournament golf comeback has raised more questions about his future with some former players wondering if he will ever successfully return to regular competition.

Former PGA Tour winner Brandel Chamblee greeted Monday’s news of Woods’ withdrawal from this week’s Safeway Open by comparing the player’s plight with the late-career struggles of Spanish fivetimes major winner Seve Ballesteros.

Twice major champion Johnny Miller said Woods was “not ever going to be the old Tiger,” although stopping short of writing off the 40-year-old completely.

Chamblee described a “perfect storm” of issues that have simultaneously beset 14-times major champion Woods.

“What has happened to Tiger Woods is really the perfect storm of destruction for an athlete,” Chamblee said on Golf Channel.

“We’ve seen Tiger Woods’ golf swing decay, his body decay and then his chipping decay.

“Once you’ve been visited upon by the yips, when you’re chipping it just never goes away.

“There’s nothing more exciting in golf, maybe in sports, than watching Tiger Woods, but there are too many hurdles to overcome.

“I just don’t see (Woods) overcoming the yips.”

Chamblee also explained his comparison of Woods to the late Ballesteros, who was a pale shadow of his former self once his confidence ebbed.

“On many levels, there are parallels to Seve. Seve Ballesteros was a genius, an artist.

“That’s what golf is, it’s more of an abstract game, and Seve tried to make it later in his career a linear game, and every single person that I’ve seen in professional golf who tried to make it a linear game, either becomes so frustrated they no longer can play or sooner or later they quit.”

Woods was scheduled to play at the PGA Tour event in Napa, California, starting on Thursday, returning from a 14-month break after back surgeries.

But his decision to pull out, three days after confirming his participation, was puzzling.

Woods, who announced his withdrawal on his website (www.tigerwoods.com), has not revealed what happened over the weekend that prompted a change of mind.

Escalation in Syria means EU less likely to soften stance on Russia

BRUSSELS - Outraged by Russia’s intensified air strikes on rebels in Syria, the European Union is now less likely to ease sanctions on Moscow over Ukraine, diplomats say, and some in the bloc are raising the prospect of more punitive steps against the Kremlin.

While the EU says conflicts in Syria and Ukraine need to be kept separate, the latest military offensive

by Damascus and its ally Moscow on rebel-held eastern Aleppo further clouds the strained ties between Moscow and the bloc.

That weakens the hand of Italy, Hungary and others who have steadily increased pressure for easing sanctions, returning to doing business and reengaging with Moscow after first hitting it with punitive measures for annexing Crimea in March 2014.

“It’s clear that the assault on Aleppo has changed the mindset of some. It will be impossible to back an easing of sanctions on Ukraine

in the current context,” said one EU foreign minister.

A French diplomatic source echoed the view, saying: “The prospect of the Russian sanctions over Ukraine being lifted are practically nil after Aleppo.”

France says the Aleppo attacks amount to war crimes and wants Syria and Russia investigated. EU and NATO officials on Monday said the Ukraine sanctions on Russia should be kept in place.

Top U.S. Republican Ryan distances himself from Trump White House bid

WASHINGTON - Paul Ryan, the top Republican in the U.S. Congress, took the extraordinary step on Monday of distancing himself from Donald Trump, stirring a backlash from some lawmakers and deepening a crisis over his party’s struggling presidential nominee.

In a conference call with congressional Republicans, Ryan all but conceded that Democrat Hillary Clinton was likely to win the White House on Nov. 8 and said he would put his full energy into preserving Republican majorities in Congress so as not to give her a “blank check.”

Ryan, the speaker of the House of Representatives, said he would not defend Trump or campaign for him after the uproar over the New York businessman’s sexually aggressive comments that surfaced on Friday.

Ryan’s announcement added to the party’s worst turmoil in decades and reinforced the growing sense of isolation around Trump, who has never previously run for public office.

Clinton has led Trump in most national opinion polls for months and Trump’s poll numbers have begun to drop further since the emergence on Friday of a video from 2005 showing the former reality TV star bragging crudely about groping women and making unwanted sexual advances.

Trump hit back at Ryan, the Republican vice presidential candidate in 2012, who has frequently been critical of him.

“Paul Ryan should spend more time on balancing the budget, jobs and illegal immigration and not waste his time on fighting Republican nominee,” Trump wrote on Twitter.

Ryan, who had expressed disgust over the tape and canceled a campaign event with Trump over

the weekend, did not completely cut ties to Trump. The speaker went back on the Republican conference call later to clarify he was not withdrawing his endorsement.

Many Republican members of Congress are concerned that Trump’s chaotic campaign could ruin their chances of holding their majorities in the House of Representatives and Senate in the November election and could inflict long-term damage on the party.

During a weekend dominated by criticism of Trump over the lewd remarks, a string of members of Congress, governors and other prominent Republicans called on him to drop out of the race.

House Republicans gave Ryan a rough ride on the call, according to some participants.

“There was an undeniable opposition to the speaker’s tepid support of our nominee,” said U.S. Representative Scott DesJarlais, a Trump supporter, in a comment passed on by an aide.

Many other lawmakers, some of whom did not want to be named publicly criticizing the speaker, said members frequently told Ryan on the call to stand by Trump.

Nonetheless, nearly half of all 331 incumbent Republican senators, Congress members and governors have condemned Trump’s remarks, and roughly one in 10 has called on him to drop out of the race, according to a Reuters review of official statements and local news coverage.

BUSINESS Cheap loans fuel Czech housing market, put central bank on alert

PRAGUE - When Zuzana Benesova advertised her Prague apartment on Airbnb, the online vacation home rental marketplace, she had no idea it could become a burgeoning business.

Four years later, she owns three such rental properties and runs a company which services another two dozen vacation apartments.

She also advises others who want to make use of record low mortgages to snap up properties and rent them out to holidaymakers at hefty returns.

Record low interest rates, as well as an increase in services like Airbnb, are feeding a housing frenzy in the Czech Republic, as elsewhere in Europe.

But the Czech National Bank (CNB), which wants to maintain its ultra loose monetary policy of a weak crown currency and near-zero rates until at least next year, is worried and wants more powers to keep lending from getting out of control.

Analysts and brokers, though, see little chance of the market cooling any time soon.

Newly built apartment prices in Prague rose 19 percent yearon-year to around 66,000 Czech crowns ($2,740) per square metre on average in the second quarter, according to a survey by construction and development firms Trigema, Skanska Reality and Central Group.

In Prague’s sought-after Letna neighbourhood, old apartments are selling before listing. The central bank estimates Prague property prices may be 5-10 percent overvalued.

Benesova just helped her uncle get a mortgage to buy a 60-squaremetre apartment in Prague’s historic centre and estimates rental income could be as much as twice the loan payments. “It still pays off,” she said.

IT consultant Matej Fryba said he bought a 120-square-metre apartment, bigger than he expected.

“Low rates helped us get a larger loan than we might normally afford,” he said.

“STRIKING” MORTGAGES The central bank is seeking more legal powers to enable it to limit mortgage lending if needed, but has issued repeated recommendations on mortgage limits to banks.

Earlier this year, the central bank asked banks not to offer loans covering 100 percent of property values, and on Oct. 1, tightened this to 95 percent. From April this will shrink to mortgages at 90 percent of property value. For buy-to-let the ceiling is 60 percent.

Jan Frait, head of the CNB’s financial stability department, said the main fear is that people will take on more than they can afford and struggle with payments, forcing many to curb spending when the economy slows.

“Some households take a loan that consumes more than one third of their monthly income, which is quite striking in the situation of historical low interest rates,” he said.

The housing market has soared in much of central Europe, and the National Bank of Slovakia has put in place similar measures to curb mortgages. Regulators in Hungary had already imposed such limits when foreign-currency loans soared as national currencies dropped during the global financial crisis.

Czech banks emerged relatively

unscathed from the global crunch, backed by low loan-to-deposit ratios. Deep interest rate cuts have helped the Czech economy to grow 4.6 percent in 2015 when a record flow of EU subsidies also boosted growth. Growth is expected to slow to over 2 percent growth this year before accelerating next year again.

Eva Zamrazilova, the Czech Banking Association’s chief economist and former central banker, said only higher rates could tame the housing market. “The longer (CNB) rates remain at technical zero, the longer the boom will continue,” she said.

Anti-gay sentiment seen threatening Indonesia’s goal to end AIDS by 2030

JAKARTA - Growing antigay sentiment in Indonesia could hamper efforts to combat fast-rising HIV infections among one of the most at-risk groups, threatening the country’s target to end an AIDS epidemic by 2030, a senior official has warned.

Although new infections have been falling globally, Indonesia is one country where they are on the rise as the disease spreads rapidly among gay men and other men who have had sex with men (MSM) over the past decade.

HIV prevalence among the group jumped to 25.8 percent in 2015 from 5.4 percent in 2007, according to Indonesia’s National AIDS Commission. “In terms of number, MSM is the fastest growing (group),” the commission’s secretary Kemal Siregar told the Thomson Reuters Foundation.

Asia Pacific is home to the second highest number of people living with HIV in the world, with India, Indonesia and China accounting for around three quarters of new infections in 2015, according to the U.N’s AIDS agency UNAIDS. South Africa has the highest number of people living with HIV in the world. UNAIDS estimates there are around 690,000 people living with HIV in Indonesia.

Siregar said there was now “uncertainty” over meeting Indonesia’s target to end an AIDS epidemic by 2030 as efforts to reach out to the MSM group - who he described as “hidden population” - had become harder due to increasing social stigma.

The rally against gay is carried out in West Java.

This follows a backlash against Indonesia’s lesbian, gay, bisexual and transgender (LGBT) community earlier this year. This was also exacerbated by a drop in foreign funding as Indonesia’s economy grew and international donors withdrew. External funding was a key resource for HIV prevention work.

“If the funding is not there, it’s very hard to reach this group

because the government’s funding is mostly for treatment, for medicines, not for prevention,” the official said.

The LGBT community had long been tolerated in Indonesia, especially in urban areas but a backlash suddenly began in January after a minister said the community was banned from university campuses.

JAYAPURA - A border liaison meeting between Indonesia and Papua New Guinea (PNG) will be organized in Port Moresby, PNG, on Nov. 7-8, 2016. Gogo rice is endangered as tangerines take over

South Korea vows greater force against China fishing boats

THE cultivation of the gogo variety of rice is still done in the district of Bangli. Malet Kuta Mesir hamlet, in Tiga, Susut is one of the places where this dry or rain fed variety of rice is still cultivated both for human consumption as well as for ritual purposes. Amidst the many agricultural commondities that have promising prosepects, many wonder how sustainable the cultivaiton of gogo rice is and whether it will suffer the same fate as Bali rice.

Gogo rice is very similar to indigensou Balinese rice with high stalks and dense fruiting and is also harvested every six months.

Cultivation of gogo rice does not require the paddy ponds that other varieties of rice are grown in but instead relies solely on rain water. In Malet Kuta Hamlet, gogo rice is an important part of every major ceremony.

Chief of Malet Kuta Mesir customary village, I Wayan Rana, said that despite its many benefits, the cultivation of gogo rice has declined sharply over the last 5 years and is now almost only ever grown for ritual purposes, whereas in the recent past it was largely grown for eating. “In the past, nearly 80 percent of our farmers cultivated this variety, in one hectoare plots. Now, farmers only plant a very samll area with gogo rice and often only use the harvest for ritual purposes”, explained Chief Rana on Sunday (Oct. 9).

The reason so many farmers have stopped planting gogo rice is that they have switched to planting tangerines, that are considered to be a more profitable crop and one that is easier to maintain. “Actually the quality of this rice is very good. However, farmers tend to look at how profitable their crops are”, he said.

He confirmed that gogo rice cultivation has been largely replaced by tangerine plantations and that this variety of rice is facing the same fate as Bali rice that is no longer cultivated in Bangli at all. “Production of gogo rice has slumps by 75 percent. Currently farmers

want to cultivate the more promising commodities, such as tangerines” he said.

In general, the environmental condition of Bangli are perfect for rice cultivation. Pest attacks are minimal and the quality of the crops is very good. Australian parliament rejects bill for samesex marriage vote

SYDNEY - Same-sex marriage will likely be delayed for at least three years in Australia after the opposition Labor party said on Tuesday it would not support a national vote, dealing another potential blow to Prime Minister Malcolm Turnbull.

Australia’s centre-right coalition government introduced legislation to parliament last month to hold a public vote in February 2017 on whether to legalise same-sex unions.

The bill required the support of some opposition lawmakers because Prime Minister Malcolm Turnbull’s Liberal-National coalition has only a one-vote majority in the lower house of parliament and does not have a majority in the upper house.

The rejection is a blow to Turnbull, who has seen his popularity wane amid frustration that he has failed to live up to his progressive reputation.

Same-sex marriage is supported by 61 percent of Australians, a Gallop poll in August found, and

Turnbull’s inability to deliver the legislation could further damage his support.

Several independent MPs had already ruled out supporting the national plebiscite on same-sex marriage. The rejection by the centre-left Labor party, which wants same-sex marriages legalised by parliament, ended any hope the plebiscite bill could pass.

“Why should gay Australians be subjected to a different lawmaking process than any other Australians?” said Labor leader Bill Shorten.

“Why should a couple in a committed relationship have to knock on the doors of 15 million of their fellow Australians and see if they agree with it? The easiest way is the way which this parliament has done

for a hundred years - legislate.”

Advocates of same-sex marriage are also concerned public debate around the vote would prove harmful, sparking homophobic rhetoric against same-sex unions.

Turnbull has said that, should the legislation proposing a national vote be rejected, the issue of same-sex marriage would not be reintroduced into parliament until after the next election, which is due in or before November 2019.

Waning political support threatens Turnbull’s position, analysts have said, in a country that has seen five prime ministers in nine years.

SEOUL - South Korea said on Tuesday it would use greater force, including firearms, against Chinese boats fishing illegally in its waters and summoned China’s ambassador to protest against a clash between a Chinese vessel and a coast guard boat.

South Korean coast guard vessels regularly chase Chinese boats for fishing illegally off its coast, at times resulting in violent confrontations.

The disputes are an irritant in relations between China and U.S. ally South Korea, even as their economic relations grow close and they share concerns about North Korea’s nuclear weapons and missile programmes.

South Korea’s coast guard said on Tuesday that its officers would be authorised to use firearms, including handguns and onboard cannon, against illegal Chinese fishing vessels if deemed threatening.

“We will actively respond to Chinese fishing boats that obstruct justice by using all possible means if needed such as directly hitting and gaining control of those Chinese fishing boats as well as firing common weapons,” Lee Choon-jae, deputy chief of South Korea’s coast guard, told a news conference.

lic Safety and Security, which oversees the coast guard, said one of its patrol boats sank last week during an operation to crack down on a group of Chinese vessels fishing illegally off the Korean peninsula’s west coast.

The Chinese vessel fled the scene and returned to its home port, the South Korean coast guard said.

Qiu Guohong, China’s ambassador to South Korea, did not comment to reporters as he arrived at the foreign ministry.

A South Korean deputy foreign minister told the Chinese ambassador that the incident was “a challenge to public power”, said Cho June-hyuck, spokesman for the ministry.

China’s Foreign Ministry said China was still verifying the details of the incident and maintaining contact with the South Korean side.

“We hope South Korea can start from the perspective of the broader situation in bilateral relations and calmly and rationally handle the relevant issue,” spokesman Geng Shuang told a regular press briefing in Beijing. (rtr)

Samsung scraps Galaxy Note 7 over fire concerns

SEOUL - Samsung Electronics Co Ltd scrapped its flagship Galaxy Note 7 smartphone on Tuesday less than two months after its launch, dealing a huge blow to its reputation and outlook after failing to resolve safety concerns.

Samsung announced the recall of 2.5 million Note 7s in early September following numerous reports of the phones catching fire and on Tuesday it finally pulled the plug on the $882 device in what could be one of the costliest product safety failures in tech history.

The decision to scrap the Note 7 came after fresh reports of fires in replacement devices prompted new warnings from regulators, phone carriers and airlines. “(We) have decided to halt production and sales of the Galaxy Note 7 in order to consider our consumers’ safety first and foremost,” the South Korean firm said in a filing to the Seoul stock exchange.

Samsung said earlier it asked

all global carriers to stop sales of the Note 7s and the exchange of original devices for replacements, while it worked with regulators to investigate the problem. The company is offering to exchange Note 7s for other products or refund them.

Samsung’s decision to pull Note 7s off the shelves not only raises fresh doubts about the firm’s quality control but could result in huge financial and reputational costs.

Analysts say a permanent end to Note 7 sales could cost Samsung up to $17 billion and tarnish its other phone products in the minds of consumers and carriers.

Investors wiped nearly $20 billion off Samsung Electronics’

market value on Tuesday as its shares closed down 8 percent, their biggest daily percentage decline since 2008.

The premium device, launched in August, was supposed to compete with Apple Inc’s latest iPhone for supremacy in the smartphone market. Well received by critics, its first problem was a shortage as pre-orders overwhelmed supply.

But within days of the launch images of charred Note 7s began appearing on social media, in the first sign that something was seriously amiss with the gadget.

“This has probably killed the Note 7 brand name - who knows if they’ll even be allowed to re-release it,” Edward Snyder, managing director of Charter Equity Research, said before Samsung announced it was halting sales and production of the smartphone. (rtr)

Driverless vehicle to be tested on UK streets for the first time LONDON - A driverless vehicle carrying passengers will take to Britain’s public roads for the first time on Tuesday, as part of trials aimed at paving the way for autonomous cars to hit the highways by the end of the decade.

The government is encouraging technology companies, carmakers and start-ups to develop and test their autonomous driving technologies in Britain, aiming to build an industry to serve a worldwide market which it forecasts could be worth around 900 billion pounds ($1.1 trillion) by 2025.

Earlier this year, it launched a consultation on changes to insurance rules and motoring regulations to allow driverless cars to be used by 2020 and said it would allow such vehicles to be tested on motorways from next year.

A pod - like a small two-seater car - developed by a company spun out from Oxford University will be tested in the southern English town of Milton Keynes on Tuesday, with organisers hoping the trials will feed vital information on how the vehicle interacts with pedestrians and other road-users.

“Today’s first public trials of driverless vehicles in our towns is a ground-breaking moment,” Britain’s business minister Greg Clark said.

“The global market for autonomous vehicles present huge opportunities for our automotive and

technology firms and the research that underpins the technology and software will have applications way beyond autonomous vehicles,” he said.

The pod will operate fully without human control, using data from cameras and radars to move around pedestrianised areas. It was made

by Oxford University spin-out Oxbotica, with software developed by the university’s Oxford Robotics Institute.

Carmakers Jaguar Land Rover and Ford are both part of driverless car projects in Britain, as major carmakers seek to head off the challenge from technology firms such as Alphabet Inc’s Google, which is also developing autonomous vehicles.

But all parties still need to overcome technological and legal obstacles including determining who would be responsible in the event of an accident, with recent accidents involving driving assistance systems raising safety concerns.

Organisers in Milton Keynes ran a number of exercises ahead of the trial including mapping the town and conducting safety planning with the local council ahead of Tuesday’s trial.

The city, around 45 miles (70 km) north of London, was selected alongside three other locations for autonomous technology projects partly due to its wide pavements and cycle path network. (rtr)

BANGLI - The Kintamani Festival ever held by the government of Bangli in 2015 to promote tourism particularly Kintamani is ensured to no longer be held this year. The government deliberately nullifies the Kintamani Festival this year because it remains to focus on fixing destinations. As planned, similar festival will be held back in 2017.

The Head of the Bangli Culture and Tourism Agency, I Wayan Adnyana, when contacted on Monday (Oct. 10) admitted that his agency will not hold the Kintamani Festival this year. It is nullified because his agency still focuses on fixing the existing tourist destinations.

In addition, travelers’ accessibility to a number of tourist attractions, especially in the area of Batur caldera, has now been easy. “It is not nullified due to having no fund. But we are still focusing on repairing the destinations,” he explained.

Adnyana further added that as having been planned by his agency, the festival claimed to be an effective means to promote Kintamani tourism in terms of beautiful view as well as local culture will be held again in 2017. Since the cur-

rent tourism access to the area of Batur Caldera is smooth and no longer hampered by a passing quarry truck, his agency planned to hold the festival centered near Lake Batur.

The Kintamani Festival in lieu of the Lake Batur Festival is held for about four days. The festival is filled with a number of activities including seminars on tourism, craft fairs, agricultural shows and cultural attractions. To hold the Kintamani Festival, a total of 725 million has been prepared. The funding is derived from the Bangli regional budget of IDR 400 million, and the rest sources from the assistance of the Ministry of Tourism. (kmb40)

DENPASAR - Waste management is one Denpasar’S more complicated problems. The large volume of waste generated by residents every day has become a burden for city officers. The government is therfore intensifying various programs in efforts to address this challenge. One way they are doing this is by increasing the role of neighbourhoods in the disposal and management of waste so that it can be done more efficiently.

The intensified role of neighbourhoods dealing with waste, was annouced during the launching of the district of South Denpasar’s “Clean Densel Movement” which took place at the wantilan hall of the Dalem Temple of Renon on Sunday (Oct. 9). The Clean Densel event, led by Regional Secretary of Denpasar AAN Rai Iswara event was commenced with the release of birds, tree planting and the inauguration of the LPM board of Renon. The event was attended by Head of the Denpasar community empowerment board (BPM) Made Mertajaya, subdistrict head of A.A. Gde Risnawan and several parties such as the police, military, LPM South Denpasar, schools and vil-

lage youth club in South Denpasar subdistrict.

The neighborhood-based clean Densel (South Denpasar) movement is expected to build cooperative ties between the headman, the chief of customary village, LPM and village youth club and other members of society who will all work to celan up their respective environments.

Rai Iswara said that this movement aids to encourage people to become more concerned about hteir environment. Those caught littering will be arrested in oder to provide a deterrent effect.

Subdistrict head of South Denpasar, Gde Risnawan, said that the implementation of the clean Densel movement is meant to implement LPM South Denpasar forum’s mission to maintain the sanitation and beauty of the city of Denpasar.

This neighborhood-based movement has been scheduled to clean up the streets, alleys, river and sacred area.

Ritual committee, Jro Lanang accompanied by Jro Kubayan and Jro Mangku Gede Hulundanu of Songan customary village said that the pakelem ritual in series of the Panca Wali Krama is held every ten years. “It aims at invoking wellbeing, welfare of the universe and prosperity of the Hindus and Indonesian fellows,” said Jro Lanang.

Series of the pakelem ritual attended by thousands of Hindu people from various regions was officiated over by eight high priests at different locations. Ida Pedanda Gede Jelantik Dwaja from Griya Budakeling and Ida Pedanda Gede Ari Arimbawa from Griya Tegal Sari Segara Denpasar officiated over the ritual at Segara Danu. Then, bhakti pakelem ritual on Mount Batur is officiated over by three high priests namely Ida Rsi Alit from Griya Tanggahan, Susut Bangli, Ida Sri Mpu Reka Adnyana Sidhanta from

Griya Batur Sari Songan and Ida Sri Nila Mpu Wreksa from Griya Goa Song, Songan.

According to ritual committee, the sacrificial animals used in the ritual in Lake Batur include buffalo, cow, goat, pig, goose, duck and chicken. There should be a concrete movement to bring together the seven components, namely farmer, academician in technology development and facilitation, and government as regulator or policy maker with the entrepreneurs engaged in tourism.

The condition is dry. Our residents living on upper land have been long hit by water crisis. Residents at lower location can still get water from the PDAM connections, although they sometimes have to take it in turns or the water just runs few times a week,” said Pertu.

Similar condition was delivered by Nyoman Suardana, a former legislator of Karangasem. The water flow of PDAM also often stops. It happens because the discharge of springs at Ababi village too much decreases. As a result, residents at the height of the four hamlets namely the Kecag Balung, Taman, Peninggaran and Kayu Wit keep screaming due to the water crisis. Location of people’s settlement is slightly high so that it cannot be reached

by PDAM pipeline. “During dry season or it does not rain for long time, there is no seepage of water from the mountain. If

there is no heavy rain for two months, our residents will scream due to water crisis,” said Suardana.

When there is no water, residents are forced to buy water from water seller coming with truck loaded with two tanks of water. At upper area of Seraya, two tubs of water are sold for IDR 500,000.

Each tank contains 2,200 liter. Such water will be used for toilet, cooking and drinking needs of their animals. When raising more than three cattle, the two tanks of water can be used for about two weeks.

After running out, people must buy again.

“The water flow from the springs at Ababi village often stops at South Kecag Balung, Belubuh and Ijo Gading hamlet. At lower land of my hamlet like the Yeh Kali, Tenggang and Pejongan the water flow in pipelines is relatively safe and smooth,” said Suardana.

Both headmen having barren territory hoped there is a policy of the government because Seraya residents regularly face the water crisis since long time ago. According to them, the government can builds a large-sized reservoir to supply the clean water. (013)

Actress Shailene Woodley arrested at North Dakota pipeline protest

NORTH DAKOTA - Actress Shailene Woodley was arrested in North Dakota on Monday while protesting a planned pipeline that Native Americans say will desecrate sacred land and damage the environment, an incident that was live streamed on Facebook.

The 24-year-old actress was taken into custody shortly after noon local time with 27 other people on misdemeanor charges of criminal trespass and engaging in a riot, said Rob Keller, spokesman for the Morton County Sheriff’s Office.

He said it was unclear if Woodley remained in custody later on Monday afternoon or had been released on bond. The protests were taking place at a construction site for the pipeline about 2 miles (3.2 km) south of the town of St. Anthony.

Woodley, who had been broadcasting the event on Facebook Live, was seen being taken into custody and narrated her own arrest, saying she had been heading peacefully back to her vehicle when “they grabbed me by my jacket and said that I wasn’t allowed to continue ... and they have giant guns and batons and zip ties and they are not letting me go.”

Duterte on US alliance: ‘Do you really think we need it?’

MANILA — Philippine President Rodrigo Duterte said Tuesday he will not abrogate a defense treaty with the United States but questioned its importance and that of joint combat exercises, which he says only benefit America.

Duterte pressed his criticism of the United States and his country’s engagement with the American military in a speech as U.S. Marines and their Philippine counterparts ended combat drills a day early in a separate ceremony. A U.S. general, in contrast, underscored the need for the joint drills to brace for potential crises.

Duterte, who labels himself a socialist, has had an uneasy relationship with the U.S. and a falling out with President Barack Obama, whom he has lambasted for criticizing his deadly anti-drug fight.

Despite his constant anti-U.S. pronouncements, Duterte said he would not abrogate the mutual defense treaty with the U.S. but questioned the need for it.

“I do not mean to cancel or abrogate the military alliances,” Duterte said in a speech before new government officials at the presidential palace. “But let me ask you ... do you really think we need it?”

He did not clearly specify his reason for questioning the treaty alliance but said if a conflict pitting the world’s most powerful nations breaks out, “there will be no more American aid to talk of.” He added that when Russia annexed Crimea, “America wasn’t able to do anything.”

Duterte has announced he will end the joint combat exercises, which China has opposed. His defense secretary, Delfin Lorenzana, said he has asked Duterte for a reconsideration, and has explained to the president the importance of the approximately 28 annual joint military exercises, including three major ones that involve thousands of troops, in preparing for natural disasters and other contingencies.

U.S. military officials want to continue the joint maneuvers, Lorenzana said Friday.

Keller said that Woodley was among the last arrested and was taken into custody after she left the private property.

Woodley, who aside from her acting is known for her environmental activism, has previously joined members of North Dakota’s Standing Rock Sioux Tribe to protest against the proposed construction of the $3.7 billion project.

Earlier this year she co-starred in the film “Snowden” as Lindsay Mills, girlfriend of the former National Security Agency contractor who leaked details about the U.S.

government’s massive surveillance programs and was granted asylum in Russia after fleeing the United States in 2013.

The 1,100-mile (1770-km) pipeline, being built by a group of companies led by Energy Transfer Partners LP, would be the first to bring Bakken shale from North Dakota directly to refineries on the U.S. Gulf Coast.

The group behind the pipeline, called Dakota Access, had planned to start operations in the fourth quarter of this year, but construction has been hampered by demonstrations. (rtr)
