The Monterey County Herald reports the petition also indicated the couple had a premarital agreement. The Eastwoods have been married since 1996 and lived in Carmel. NEW YORK — A onetime roommate and friend of Lady Gaga who claimed after serving as her personal assistant for more than a year that the pop singer cheated her out of overtime wages can tell her story to a jury in November, a judge said Tuesday.

A jury can decide whether Gaga’s demands left Jennifer O’Neill any personal time or whether she was on call 24 hours a day, seven days a week, as she claimed in her 2011 lawsuit, U.S. District Judge Paul Gardephe said. A trial is set for Nov. 4.

O’Neill worked for the singer for one to two months in early 2009 and for 13 months beginning in February 2010, and the judge said both sides agree she

was expected to be available as needed throughout each hour of each day.

Gardephe ruled that O’Neill’s “oncall” time potentially qualifies for overtime compensation.

O’Neill said she was paid at a flat rate of about $50,000 annually when she was first hired and $75,000 annually the second time by the pop singer, who is estimated in a list published by Forbes

magazine to have earned $80 million in the first six months of this year. Lawyers did not immediately comment.

In his written decision, Gardephe noted that lawyers said Lady Gaga, listed in the litigation under her birth name — Stefani Germanotta — and O’Neill frequently slept in the same bed because O’Neill never had her own hotel room while on tour and was required to address Lady Gaga’s needs throughout the night.

O’Neill had testified in a deposition that if Lady Gaga was watching a DVD in the middle of the night and grew tired of it, she woke her up to take out and replace the DVD.

LOS ANGELES — The fourth installment of “Jurassic Park” has a name: “Jurassic World.” Universal Pictures announced the film’s new title and release date Tuesday. The sequel will hatch in 3-D on June 12, 2015.

The studio has already said “Safety Not Guaranteed” filmmaker Colin Trevorrow will direct the film and Steven Spielberg will serve as producer.

Spielberg directed the first two “Jurassic Park” films, while “Captain America” director Joe Johnston helmed the third installment. The dinosaur franchise has grossed $1.9 billion at the box office worldwide since the first film was released in 1993.

CUPERTINO - Apple on Tuesday unveiled two new iPhones, fielding a slick new top-end model along with one aimed at budget-conscious smartphone shoppers around the world.

“The business has become so large that this year we are going to replace the iPhone 5 and we are going to replace it with two new designs,” Apple chief Tim Cook announced at the company’s Silicon Valley headquarters.

Apple will begin taking orders on Friday, and on September 20 the two devices will go on sale in the United States, Australia, Britain, China, France, Germany, Japan and Singapore.

The iPhone 5C is part of Apple’s bid to counter the flood of low-cost smartphones from rivals, most of which use the Google Android operating system.

Apple designer Jony Ive said that despite the lower cost, the polycarbonate iPhone 5C with a steel frame “is beautiful.”

The iPhone 5C with 16 gigabytes of memory will start at $99 with a two-year US carrier contract and $549 without a contract -- $100 less

than previous iPhone base models.

“The 5C is a no-compromise device,” Gartner analyst Van Baker told AFP after trying out Apple’s new phones. “It is just in a plastic case instead of a metal case, and they basically reduce the price by the cost of materials.”

But Baker said it was an “open question” whether the price cut for the iPhone 5C would be enough to attract customers in emerging markets.

“Anyone expecting Apple to come truly down-market with the iPhone 5C was fooling themselves,” said Ovum analyst Tony Cripps.

“The day that happens is the day the company signals that it has run out of headroom for expansion.”

Apple would not name its China telecom launch partners, who might step in with subsidies to help push down iPhone prices there. Apple planned a separate press event in China on Wednesday.

The top-line iPhone 5S, which starts at $199 with a contract for US buyers and $649 without one, “is the most forward thinking phone we have ever created,” said Apple vice president Phil Schiller.

“It is the gold standard in smartphones.”

Schiller said the 5S model includes a speedier chip which puts computing performance on par with desktop machines.

“It has over a billion transistors

in it,” he said, adding that the device will be a mobile game lover’s delight with blazing smooth, rich graphics.

The 5S will also have some 10 hours of talk time, or 40 hours of music listening, Schiller added. Apple introduced a fingerprint sensor for the iPhone 5S as a new security measure in place of passwords.

“You can just press the home button to unlock your phone,” Schiller said. “You can use it to authenticate iTunes purchases.”

Schiller added: “We have so much of our personal data on these devices, and they are with us almost everyplace we go, so we have to protect them.”

Approximately 60 percent of clove trees in Buleleng County is estimated to be attacked by white root fungus or Rigidopurus lignosus that has begun proliferating since the past few months.

Without immediate handling, the clove trees becoming the leading commodity of Buleleng are feared to run out without a trace. lately. To that end, his party would disseminate a letter containing the message of awareness to the clove farmer groups and extension officers, while a more formal letter would be sent to all headmen whose village had clove plantation. “We have disseminated the letter to the extension officers, while the letter to headmen is still being requested a signature to the Regional Secretary,” he said.

Many farmers think their cloves flourish because the leaf is dense, but it can actually be attacked by white root fungus,” he said.

When attacked by white root fungus, said Nerda, farmers were required to take steps to eliminate the attacked root. Firstly, farmers could spray fungicide on the stems and roots. Three months later, it should be fertilized with organic fertilizers or manure mixed with Trichoderma or a kind of killer fungus to white root fungus. “These steps should be done

immediately,” he said.

Meanwhile, Nerda said that his party had made preventive efforts against the white root fungus since last January with a variety of programs funded by the state and local budget.

In the main budget 2013, his party got a fund of IDR 325 million and filed a proposal of additional fund in the amended budget of some IDR 191 million. The fund was used for programs such as the Integrated Pest Management Field School (SLPHT) having been conducted at Pegadungan, Pedawa, Mengening and Tinggarsari village. Besides, it was also accompanied by pest control program with the procurement of pesticides to cope with the white root fungus to 150 hectares of clove plantations at Unggahan village, Seririt subdistrict. Hundreds of farmers vie to plant soybeans

Soaring price of soybean in Indonesia indeed makes some tofu and tempeh-based businesses in some regions begin to get restless. However, different condition happened to the circles of farmers. They even vied to cultivate soybeans in order to get the impact of the soaring price of soybean in the market.

As happened in Klungkung County, a number of farmers looked busy cleaning hundreds of square meters of their cultivated land. A farmer of Subak Taman Sari, Kusamba, Dawan, Tuesday (Sep 10), admitted he intentionally did the cleanup against the weeds in the area of their soybean so that it could quickly grow and gave maximal results. Such bustles virtually happened in most plots of the land belonged to farmers at Subak Sukahati with hundreds of members. Since the price of soybean skyrocketed, people had started planting soybeans.

On average, the soybean plant had been 20 days old. “Soybean can be harvested at the age of 95 days, and

it only gives once harvest. Hopefully, we can enjoy the high price after the harvest,” he said.

Kereng said that under normal conditions, every 3,000 square meters of soybean crop could produce 400 kg of soybean in once harvest. Thus, one hectare of land could produce more than one ton of soybean. However, amidst their efforts to boost the production of soybeans, the plants even begin to be attacked by pest like beetles and weevils. The attack caused the soybean leaves and shoots damaged. Ultimately the soybean plants slowly died. The effort to replant was complicated by the rare supplies of soybean seed because only the Anjasmoro variety that was appropriate to be planted in Klungkung.

Similar experience was revealed by another farmer, Nyoman Luab. The resident from Prisatria I hamlet told if such condition almost happened to every stem. However, he remained optimistic that soybean plants could grow up. He would immediately spray it with pesticides so that more and

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Study: 1 in 4 men in parts of Asia have raped Associated Press Writer

LONDON — About one in four men in some parts of Asia admitted raping a woman, according to the first large studies of rape and sexual violence. About one in 10 admitted raping a woman who was not their partner.

International researchers said their startling finding should change perceptions about how common violence against women is and prompt major campaigns to prevent it. Still, the results were based on a survey of only six Asian countries and the authors said it was uncertain what rates were like elsewhere in the region and beyond. They said engrained sexist attitudes contributed, but that other factors like poverty or being emotionally and physically abused as children were major risk factors for men’s violent behavior.

A previous report from the World Health Organization found one-third of women worldwide say they have been victims of domestic or sexual violence.

“It’s clear violence against women is far more widespread in the general population than we thought,” said Rachel Jewkes of South Africa’s Medical Research Council, who led the two studies. The research was paid for by several United Nations

agencies and Australia, Britain, Norway and Sweden. The papers were published online Tuesday in the journal, Lancet Global Health.

In the new research, male interviewers surveyed more than 10,000 men in Bangladesh, China, Cambodia, Indonesia, Sri Lanka and Papua New Guinea. The word “rape” was not used in the questions, but the men were asked if they had ever forced a woman to have sex when she wasn’t willing or if they had ever forced sex on someone who was too drunk or drugged to consent.

In most places, scientists concluded between 6 to 8 percent of men raped a woman who wasn’t their partner. When they included wives and girlfriends, the figures were mostly between 30 to 57 percent. The lowest rates were in Bangladesh and Indonesia and the highest were in Papa New Guinea. Previous studies of rape have been done in South Africa, where nearly 40 percent of men are believed to have raped a woman.

NEGARA - Bali cattle population in Jembrana County within the past two years has dropped dramatically. Data of the agricultural census obtained in 2013 indicated if the population has dropped up to tens of thousands. Allegedly, it happened because many cattle were sold when the price fell and breeders had low interest in raising cattle. though it had been skyrocketing at the moment. Some of them could not afford to buy because the price was high.

In addition, the provincial government had allowed the shipping of calf on the demand from outside Bali. “Previously, the selling was only allowed for broodstock, but now restricted calf is also allowed with certain qualifications determined by the province,” he added.

Allegedly, most of the cattle sold or shipped to outside Bali were slaughtered. It was believed to have caused the decrease in the cattle population in Jembrana within the past two years.

Today, the price of cattle in the market is good enough making the cattle raisers smile. It is much better from the condition two years ago.

However, the problem to be faced by smallholder farmers in particular is the difficulty to look for fodder when entering the dry season. (kmb26)

DENVER — A federal team has arrived in Colorado to help investigate hospital reports that synthetic marijuana is to blame for scores of recent illnesses and possibly three fatalities in the state.

“The deaths are suspect, they’re being investigated,” Mark Salley, spokesman for the Colorado Department of Public Health and Environment, said Tuesday. The five-member federal team from the Centers for Disease Control and Prevention includes experts trained in epidemiology and toxicology.

Salley said they will join investigators from the state and Tri-County Health Department trying to determine the source of synthetic pot — also known as “spice” — that apparently has sickened an estimated 75 people since late August. The effort may take weeks, Salley said. He urged people not to ingest synthetic pot.

The outbreak in Colorado followed a case in North Carolina, where the U.S. Drug Enforcement Administration charged 30 people in July with conspiracy to distribute synthetic marijuana and other drugs.

“The rise of synthetic drug use in the United States alone has reached epidemic proportions and has resulted in a sustained

rise in emergency room visits, deaths, and violence among teens and young adults,” Harry S. Sommers, special agent in charge of the Atlanta field division of the CDC, said in July.

Wyoming last year saw a number of illnesses associated with synthetic marijuana.

That outbreak sparked a CDC probe that found 16 people in six states had suffered kidney damage from the drug.

Wyoming authorities said more than a dozen people were sickened in the Casper area and several were hospitalized with kidney failure following exposure to synthetic marijuana. Two women were recently sentenced to federal prison in Wyoming for distributing the drug and causing serious injury.

Dr. Tracy Murphy, Wyoming state epidemiologist, said Tuesday that the cases came to light last year after an unusual number of patients went to hospitals with kidney failure, back pain, abdominal pain and vomiting.

Murphy said substances sold as synthetic marijuana are unpredictable in terms of ingredients and physical reactions.

“There’s probably lots of illnesses and harmful effects that we probably just don’t know about yet,” he said. “The best thing is that people just need to not put that stuff in their bodies.”

Central and local government should dare to give more incentives to the surviving MSMEs in the face of economic pressures. It was revealed by the banking and MSMEs observer of Bali, Ida Bagus Kade Perdana, in Denpasar.

According to him, the MSMEs posed a major driver of the economy. To that end, the government naturally provided a relief to thousands of MSMEs in Bali. “Surging inflation in recent months has made the production costs of the MSMEs experience a surge. He mentioned that almost 98 percent of business in Bali belonged to the MSMEs. Approximately 80 percent of the 362,000 MSMEs in Bali ran the business in micro-enterprises, so that they needed the help of the government in order they could develop. “Aside from requiring the help of the government, various international events held in Bali should also involve more MSMEs to introduce their products to the global market. The MSMEs must not only become a spectator,” he said.

An economic analyst from the Warmadewa University, I Wayan Arjana, also said that so far the government had not maximally mentored the overall MSME entrepreneurs. The government should help the absorption of the MSME products, so that they could survive and did not only thrive around the sector. “Hopefully, the government could pay attention from the smallest businesses, namely from the raw material producers, manufacturers to the distribution of products to the hands of customers, so that they can survive,” he said. Putu Alit Suarsawan, a resident of Kapal village, mentioned the rice fields in the area of Kapal, Penarungan and Abianbase had faced drought for months. Water supply suddenly stopped as the aqueduct was closed during the project took place. He said it was the first time experienced by local rice fields. As a result, farmers could not cultivate their land.

Farmers strongly deplored the attitude of the government. He accused the government did not care about the fate of farmers considering the irrigation improvement project was never socialized before. He was confused where to complain and could only hope the government to find out a solution to the problem, chiefly the matter of income loss during their farmland was affected by the drought.

Corresponding comment was also expressed by Agus, a farmer from Dalung. He admitted to be confused how to deal with the eco-

nomic problem of his family. Even, he was seemingly frustrated to work back as farmer. Other than facing the problem of water supply, the acreage of rice field had shrunk as well.

When confirmed this matter to the Head of Badung Agriculture, Plantation and Forestry Agency, I GAK Sudaratmaja, he justified if the agricultural area in Badung faced water crisis. He stated the drought was not caused by seasonal factor, but by the impact of aqueduct improvement in the area of Penarungan. It was the project of the Bali government that would last for the next few months. He argued if the project had been disseminated to all chiefs of subak or pekaseh.

TOKYO - Japan has increased security around a group of disputed islands it nationalized one year ago Wednesday amid strong protests from China, which also claims them and has been stepping up patrols of its own.

Tokyo and Beijing are at odds over the uninhabited islands in the East China Sea, called Senkaku in Japanese and Diaoyutai in Chinese.

Wednesday marks the first anniversary of Japan’s purchase of several of the islands from their private owners - a sale China says was invalid. Both countries have since regularly sent coast guard vessels and aircraft to the area to assert their competing claims.

Japanese Defense Minister Itsunori Onodera said surveillance had been in-

creased in the area for the anniversary, but did provide details. No incidents were reported as of early Wednesday afternoon.

The standoff, which shows no sign of abating, has deeply damaged diplomatic relations between the two Asian powers and heightened concerns of a possible military clash.

In addition, the regulation on advertising or billboard master plan in Badung should be completed so that there would be standard guidelines on the arrangement of the advertisement. Besides, the master plan also posed the follow-up of the study on the billboard arrangement that had been accomplished.

Putin to offer Iran ‘arms, nuclear deal’ at summit

Russian President Vladimir Putin meets Iran’s new president for the first time this week, reportedly armed with an offer to supply missile systems and build a second nuclear power reactor that is likely to gladden Tehran and trouble the United States.

President Hassan Rowhani is set to meet Putin on the sidelines of a summit of the Shanghai Cooperation Organisation held in Kyrgyzstan on Friday, in the newly-elected centrist cleric’s first meeting with a major world leader. The Kommersant business daily reported Wednesday that Putin will offer to supply Iran S-300 air defence missile systems as well as build a second reactor at the Bushehr nuclear plant.

The S-300 offer would be a particularly contentious development given it would essentially revive a contract for similar missile systems that Russia cancelled in 2010 after heavy Israeli and US pressure.

Putin’s spokesman Dmitry Peskov told

Kommersant that Putin and Rowhani were expected to discuss “working together in the nuclear energy sphere” and “questions of military technical cooperation” at the summit in Bishkek.

Putin’s meeting with the leader of Moscow’s long-standing regional ally comes shortly after he hosted Western powers for a G20 summit focused on Syria in Saint Petersburg this month.

Putin will make significant concessions to Iran by offering to supply Tehran with five sophisticated S-300 ground-to-air missile systems, Kommersant reported, quoting a source close to the Kremlin.

The source also said that Russia would

offer to build a second reactor for the Bushehr nuclear plant, Iran’s only functioning nuclear power station whose construction was completed by Russia, as a political gesture. Putin took the decisions last Thursday, the source said.

Russia in 2007 signed a contract to deliver five of the advanced S-300 groundto-air weapons systems -- which can take out aircraft or guided missiles -- to Iran at a cost of $800 million.

In 2010 then-president Dmitry Medvedev cancelled the contract after coming under strong US and Israeli pressure not to go ahead with the sale of the weapons system, drawing vehement protests from Tehran.

Kommersant cited a source as saying that Russia’s offer would depend on Iran’s withdrawing a $4 billion lawsuit that it has lodged at an international court in Geneva against Russia’s arms export agency.

ZAMBOANGA, Philippines - Muslim rebels holding scores of hostages in the southern Philippines are demanding international mediation, an official said Wednesday, as fresh rounds of fire broke out between government troops and the guerrillas on the third day of the standoff.

The rebels, enraged by a broken peace deal with the government, are holding the civilian hostages as human shields near the port city of Zamboanga. Troops have surrounded the Moro National Liberation Front guerrillas and their hostages in four coastal villages. At least nine people have been killed since the standoff began Monday.

On Tuesday, the rebels fired two mortar rounds near the main port, prompting authorities to order vessels to dock elsewhere. The government rushed more troops and police to the city, and there were sporadic exchanges of fire. Some houses went up in flames in rebelheld villages, forcing more residents to flee.

Zamboanga was virtually shut down, with most air flights and ferry services suspended.

Communities near the clashes resembled a war zone, with armored troop carriers lining streets, troops massing at a school and snipers taking positions atop buildings. A mosque and its minaret were pockmarked with bullet holes.

Zamboanga City Mayor Maria Isabelle Climaco said the rebels were demanding international mediation. She said a former governor from the rebels’ stronghold of Sulu province tried to talk to the gunmen Tuesday, but “they refuse to listen to anybody locally.”

“They say that it’s an international problem, and no less than the international community, the U.N., should come in,” she told television network ABS-CBN. Shots rang out as she spoke from the city hall. There were no immediate reports of anyone hurt in Wednesday’s sporadic trading of fire.

Two Koreas agree to re-open Kaesong industrial zone Agence France-Presse

SEOUL - North and South Korea agreed Wednesday to reopen the jointly-run Kaesong industrial park on a trial basis from next Monday, five months after it was shut during soaring military tensions.

The reopening date was settled after a marathon, 20-hour negotiating session, and marks a tangible step forward for recent efforts to improve cross-border relations.

“The institutional foundation has now been laid for Kaesong to develop into an internationally competitive and stable industrial complex,” the South’s Unification Ministry said in a statement.

The two sides agreed that operations at the South-funded complex that lies 10 kilometres (six miles) over the border in North Korea would “resume on a trial basis from September 16,” it said.

Born out of the “sunshine” reconciliation policy initiated in the late 1990s by then-South Korean president Kim Dae-Jung, Kaesong was established in 2004 as a rare symbol of inter-Korean cooperation.

It provided an important hard currency source for the impoverished North through taxes, other revenues, and its cut of workers’ wages.

It had appeared immune to previous downward spirals in North-South relations, but finally fell victim to two months of intense military tensions that followed the North’s nuclear test in February.

Pyongyang initially barred South Korean entry to the park in early April and shortly afterwards withdrew its entire 53,000-strong workforce -- effectively closing down the complex, which houses production lines for 123 South Korean firms.

Each side blamed the other, with the North insisting its hand was forced by hostile South Korean actions -- in particular, a series of joint military exercises with the United States.

As military tensions eased, the two Koreas agreed last month to work together to resume operations at the zone.

As part of the deal, the North accepted the South’s demand that Kaesong be opened to foreign investors -- a move seen by Seoul

as a guarantee against the North shutting the complex down again in the future.

Wednesday’s agreement, which followed talks that began Tuesday morning and continued through the night, includes plans to host a road show for foreign investors at Kaesong in October.

Seoul had pushed for compensation for the companies hit by the closure, and the two sides appeared to reach a compromise -- agreeing to waive taxes for the firms this year.

Pyongyang’s official Korean Central News Agency confirmed an agreement had been reached but offered no details beyond the September 16 re-opening date.

Analysts stressed that Kaesong would remain a vulnerable project whatever safeguards are reached.

“This agreement offers no real guarantee that Kaesong will be insulated from political upheavals and military tensions in the future,” said Yang Moon-Jin, a professor at the University of North Korean Studies in Seoul.

“Even the 1953 armistice is easily violated -- that’s the reality on the Korean peninsula,” Yang said.

South Korea’s chief delegate at the Kaesong talks, Kim Ki-Woong, said the two sides had also agreed to set up an arbitration panel to handle any industrial disputes at the complex.

And further talks will be held on the South’s request for improving the communications infrastructure in Kaesong, including Internet access, Kim said.

Once Kaesong is reopened, observers say Pyongyang is likely to step up pressure on Seoul to revive another cross-border project -South Korean tours to the North’s Mount Kumgang resort.

The South suspended the tours -- another important source of hard currency for the North -after a North Korean soldier in 2008 shot dead a female tourist from the South who strayed into a restricted zone.

BEIJING - The number of dollar billionaires in China has passed 300 for the first time, an annual ranking of wealth in the world’s second-largest economy showed Wednesday.

The Hurun Report, a luxury magazine publisher, named property tycoon Wang Jianlin as China’s new richest person, saying he had more than doubled his worth to $22 billion.

There were a total of 315 dollar billionaires in the country, it said, up 64 from a year ago.

The average fortune of the top 1,000 stood at $1.04 billion -- more than double their $440 million during the global financial crisis five years ago.

But some were dogged by

scandal.

Three of last year’s 10 richest people in Chengdu, the capital of Sichuan, have been detained amid a corruption crackdown in the province.

Two others on the list are in prison, while Xu Ming, who joined this year at No 676 with $490 million, was a key witness against Bo Xilai last month in China’s biggest political corruption trial in decades.

According to court transcripts, Xu said he gave the former senior politician 21 million yuan ($3.4 million) in bribes, including purchasing a villa in the French resort of Cannes for Bo’s wife.

Farmers only regarded during campaign season

CULTIVATING the agricultural sector is indeed full of challenges ranging from the threat of pests, weather, lacking of the touch of technology to uncertain market prices. Such conditions are exacerbated by the unclear direction of the agricultural policy reform.

According to I.B. Raka Wiryanatha as an agricultural actor and Advisory Board to the Indonesia Farmers Union (HKTI) of Bali, the conditions of the agriculture and farmers in Bali today were very much marginalized. Even, the government seemed to have not paid serious attention to farming.

“Commitment to raise the agriculture from the past to date is only limited to discourse and campaign promises. The fate of farmers was at stake and sometimes just a political commodity. In other words, farmers will be given attention during the campaign period only and after that they will be abandoned,” he said in a discussion with the theme “Analyzing the Results of the Agricultural Census 2013,’ in Denpasar, not long ago.

Though many programs had been echoed by provincial government, he said, they had not fully meet the farmers’ need. “So far, many government assistances provided for farmers are wasteful. For instance, when farmers need seeds and fertilizers, they were even provided with the assistance of machine that cannot be used directly and eventually turns rusty. What farmers needed is sustainable support, so that it can be rolled out to other farmers, not just a momentary relief or sweeteners,” he said.

Similar opinion was disclosed by Dr. I Ketut Arnawa, a lecturer at the Faculty of Agriculture of Mahasaraswati University, Denpasar. He also asked the government to give more attention to change the mindset on the agriculture. All this time, young people were reluctant to engage in the agricultural sector because it was considered less promising. On the contrary, they were more interested in the other fields beyond the agriculture. Actually their role was very important because the agricultural sector required their thinking. Such lacking of interest in the sector was evidenced by the decrease in the number of students attending the Faculty of Agriculture at a number of universities in Bali.

Meanwhile, the lecturer at the Department of Agro Technology, Faculty of Agriculture, Warmadewa University, Yohanes P Situmeang, said the agricultural product should show a quality improvement. Similarly, the matter of marketing of the agricultural products should be given more serious attention. The market was then getting more competitive so that only those with good quality could win the market competition.

Yohanes said that so far the life of farmers still had no future assurance.

Erratic commodity prices made people reluctant to get involved in the farming profession. “If the government can guarantee the price of each agricultural commodity, we can surely reduce the imports of goods to exploit and develop the agriculture so that the product has a high selling price. If their complaints are not responded, their fate will be not much different from previous years where they did not get worthy income,” Yohanes affirmed. (dgk/kmb28)

Foreign investors show low interest to invest in the agricultural sector. Of the total realization of the domestic investment (PMDN) and foreign investment (PMA) reaching IDR 2.05 trillion in the first quarter of 2013, none of the foreign investors showed their interest in the agriculture. They were more interested to invest in the trade, hotel and restaurant than in the sector that has been most widely involved by the community of the Island of the Gods.

“Most investments occur in the tertiary sector such as trade, hotel and restaurant, housing, transportation and others. During the period of January-March, we reported that there were 68 projects in the sector, 10 projects in secondary sector, while no project in the primary sector,” said the Data Division Head at the Bali Investment and Licensing Office, IB Adi Laksana, in Denpasar.

According to him, the realization of foreign investment in the period was IDR 1.9 trillion and domestic investment reached USD11.14 million. They were spread across the nine counties and municipality

in Bali. The investors investing in Bali came from Denmark, Singapore, Australia, Spain, Belgium, PRC, Germany, Japan, the United States, Taiwan, India, England, Italy, Poland, the Netherlands, South Korea and France. “There are also investors from the combined countries investing in Bali. A total of 25 projects are generated with an investment value of USD 2.3 million during the first quarter,” he explained.

Related to the growth of investment in Bali in 2014, it was targeted to reach IDR 11.16 trillion with the total number of projects made by foreign investment and domestic in-

vestment reached 4,180 investors.

On the other hand, the high growth of investment in Bali, according to economic analyst of Bali, Prof. Dr. Ketut Rahyuda, was still dominated by investors from outside Bali and overseas. Consequently, the economic growth of Bali averagely reaching six percent was dominantly enjoyed by the outsiders. “The presence of foreign investors in Bali should have a clear contribution to the environment, village and villagers, but the provincial, county and municipal government has not set it. On that account, their presence is without generating any multiplier effect,” he said. (kmb27)

PARIS - Tense negotiations have begun on a proposed U.N. resolution that would put Syria’s chemical weapons under international control and end a diplomatic stalemate over a deadly Aug. 21 poison gas attack, a French official said Wednesday.

The plan for Syria to relinquish its chemical weapons, initiated by Russia, appeared to ease the crisis over looming Western strikes against Bashar Assad’s regime in Damascus, only to open up new potential for impasse as Moscow rejected U.S. and French demands for a binding U.N. resolution with “very severe consequences” for non-compliance.

The French official close to the president, who spoke on condition of anonymity because negotiations remained sensitive, said Russia objected not only to making the resolution militarily enforceable, but also to blaming the Aug. 21 attack on the Syrian government and demanding that those responsible be taken before an international criminal court.

Wary of falling into what the French foreign minister called “a trap,” Paris and Washington are pushing for a U.N. Security Council resolution to verify Syria’s disarmament. Russia, a close ally of Syrian leader Bashar Assad and the regime’s chief patron on the international stage, dismissed France’s proposal on Tuesday.

Alexandre Orlov, Russia’s ambassador to France, did not answer directly when asked Wednesday about specific Russian objections.

“We think that the proposal came together quickly, in haste,” Orlov told France Inter radio. “It’s sure there are chemical weapons on both sides. The important thing is to forbid them, put them under international control. Then we will see who uses them.”

The diplomatic maneuvering threatened growing momentum toward a plan that would allow President Barack Obama to back away from military action. Domestic support for a strike is uncertain in the United States, even as Obama seeks congressional backing for action - and there has been little international appetite to join forces against Assad.

In a nationally televised speech Tuesday night, Obama told Americans that diplomacy suddenly holds “the potential to remove the threat of chemical weapons” in Syria without use of force, but he declared that the U.S. military will “be ready to respond” against Assad if other measures fail.

Obama said he had asked congressional leaders to postpone a vote he has been seeking to authorize the use of military force against Syria. The president pledged that any military action wouldn’t involve deploying ground combat troops or waging a prolonged air campaign.

Alexei Pushkov, a Kremlinconnected senior Russian lawmaker, said that Russia could expand arms sales to Iran and revise terms of U.S. military transit to Afghanistan if Washington launches a strike on Syria.

For many in the Syrian opposition who held out hopes that Western strikes against Assad would tip the civil war in the rebellion’s favor, Obama’s decision to seek a diplomatic resolution was a disappointment.

“We believe the regime is just buying more time, is just trying to fool the international community, is just trying to get out of this situation,” said Loay al-Mikdad, spokesman for the Free Syrian Army, a loose-knit alliance of rebel factions that is backed by the West.

MOSCOW - A Soyuz capsule carrying three astronauts touched down to Earth early on Wednesday morning after undocking from the International Space Station following 166 days in space.

American Chris Cassidy and Russians Pavel Vinogradov and Alexander Misurkin emerged from the capsule in smiles on an unusually sunny day in Kazakhstan.

Live coverage from NASA, the U.S. space agency, first showed the shuttle parachuting to a safe and punctual landing. Helicopters were then flown to the landing site, where medical and flight crews helped the three men disembark.

The capsule undocked from the space station for a flight to Earth that took just over three hours. The three men blasted off from the Baikonur cosmodrome on March 29.

Each of the men was carried to reclining chairs, where they spent several minutes in order to acclimatize to Earth’s gravity.

A NASA TV commentator said that crew members Misurkin and Cassidy would be taken to a medical center, where they will undergo various tests that could provide information for future flights. Vinogradov, at 60 the oldest human ever to land in a Soyuz vehicle, would not take part in the same experiments.

Coca-Cola slams Mexico’s soda tax plan

Coca-Cola and other soda makers criticized Mexico’s plans to impose a tax on sugary drinks while consumer watchdogs warned it was urgently needed to combat soaring obesity and diabetes.

President Enrique Pena Nieto wants Mexicans to pay an extra peso (almost 8 US cents) for every liter of sweetened drink in a country that guzzles more soft drinks than any other and competes with the United States for the dubious title of world’s fattest nation.

Pena Nieto says the tax would contribute to help Mexicans reduce their consumption and fight obesity, which is also affecting many children. If Congress approves the tax, Mexico would join France in introducing a special levy on sodas.

But Coca-Cola de Mexico argued in a statement that “a tax on beverages is ineffective to combat a problem as complex as obesity.”

“To change behaviors effectively, we need to ensure people understand that all calories count, regardless of the source -- and that includes our caloric beverages too,” the company said.

Coca-Cola said studies show that soft drinks account for between 5.5 percent and 6.6 percent of calories in the average Mexican diet, “so it is difficult to understand why beverages are viewed by some as the primary cause of weight gain.”

Pena Nieto’s plan, part of a wider fiscal reform he announced Sunday to improve tax collection, cites statistics showing that Mexico leads the world in soda consumption with 163 liters (43 gallons) per capita per year compared to 118 liters in the United States.

But the National Association of Soda and Carbonated Water Makers argued that the special tax would “not resolve the obesity problem” and would harm sugar cane producers as well as the poorest consumers in a country where 45 percent of its 118 million people live in poverty.

The tax would, at best, reduce the calorie intake of Mexicans by just 1.1 percent on average, said the association, which represents bottlers of Coca-Cola, Pepsi and other brands.

Emilio Herrera, the association’s president, told AFP the industry would present its arguments to the government and lawmakers.

“We are confident that our reasons back the fact that (the tax) is not feasible,” he said.

JAKARTA - Motorcycle gunmen have shot dead a policeman as he escorted a convoy in downtown Jakarta, an official said Wednesday, the latest brazen assault on an officer in the capital.

It was the fourth fatal shooting of a policeman in or around the city in recent weeks and the most high-profile yet, as it was in central Jakarta and right by the headquarters of a powerful law enforcement agency.

Police said the shooting late Tuesday followed the pattern of previous attacks, and they suspected the same terror group was behind the killings.

In the latest attack, the policeman was on a motorcycle escorting six trucks carrying elevator parts on a busy main road when four gunmen riding motorbikes opened fire on him, police said.

The officer, identified as Sukardi, was passing the offices of the Corruption Eradication Commission when the attack happened at 10:15 pm (1515 GMT).

“The policeman died instantly after being shot three times in his chest and stomach,” said Jakarta police spokesman Rikwanto, who like many Indonesians goes by one name.

Police launched a massive manhunt after the killing, setting up road blocks and questioning motorists.

The attack came after three policemen were shot dead in two separate attacks in Tangerang district on Jakarta’s

western outskirts in August.

While Indonesian security forces have been targeted by terror groups in recent years, the upsurge of attacks in the capital is a new development.

Most previous attacks had taken place in the district of Poso on Sulawesi island in central Indonesia, where terror groups hide out in the jungles.

Indonesia launched a crackdown on Islamist militant networks a decade ago after attacks on Western targets, which has successfully dismantled some of the deadliest groups.assault on an officer in the capital.

JAKARTA - Information and communication technology (ICT) should be further developed to increase employment opportunities, the World Bank has stated.

“The application of ICT has had a major impact on the job market by empowering workers to access new kinds of work in more flexible ways,” said the head of the World Bank’s Global ICT Innovation Development Chris Vein in a written statement received here on Wednesday.

Vein noted the importance of creating employment opportunities through ICT since many countries are now actively seeking ways to create better jobs that have a positive impact, both economically and socially, for the workers and the public.

The World Bank has also issued a policy statement titled “Connecting to Work: How Information and Communication Technologies Could Help Expand Employment Opportunities,” which identifies three global drivers for increasing ICT-related jobs.

One of these driving factors is the increased connectivity around the world, with more than 120 countries showing cellular penetration rates of up to 80 percent in their domestic markets.

Another driving factor is the digitization of various aspects of the job and the emergence of job skills with a universal appeal.

The World Bank has also pointed out that ICT can help to address the problem of global unemployment through the

development of the mobile applications industry, which could create new opportunities for SMEs. ICT can also help the unemployed to find work.

However, despite the advantage of creating better job opportunities, ICT also creates new challenges such as changes to the employment structure, the need for career development, and changes in how a job is performed.

Earlier, Indonesia’s Minister for Cooperatives and Small and Medium Enterprises Syarifuddin Hasan had remarked that the competitiveness of the country’s SMEs was increasing due to their efforts to take full advantage of ICT. “One way to improve the SMEs’ competitiveness is through the use of technology to improve their performance in terms of quality and quantity,” said Syarifuddin at the APEC Small and Medium Enterprises (SMEs) Exhibition in Nusa Dua, Bali, on Friday, Sept. 9.

SMEs need to improve their ICT utilization to face the challenges posed by growing competition, especially in the free market system utilized by entities such as the ASEAN Economic Community (AEC).

According to Syarifuddin, government collaboration with the private sector to enhance the utilization of ICT at micro, small, and medium enterprises had triggered a rise in competitiveness amongst Indonesian SMEs. The latest data from the World Economic Forum cites an increase in the competitiveness of Indonesia’s SMEs, rising from a rank of 52 to 38 in 2013, he added.

McIlroy, Donald try to salvage a season

LAKE FOREST, Illinois - Down to his last chance, Rory McIlroy knew this was no time to be riding the brakes. “I have to be aggressive,” he said Tuesday.

McIlroy wasn’t gripping a golf club. He was behind the wheel of an electric BMW i3 in a vacant parking lot at an amusement park north of Chicago, racing against the clock and against Gary Woodland in a charity event.

They each had four attempts around a makeshift track of straightaways and hairpin turns. McIlroy needed to shave 4 seconds off his best time for a $100,000 scholarship to be awarded in his name through the Evans Scholars Foundation. Hitting a cone added 2 seconds to the time.

Dust kicked up when he took the car down the straightaway. Tires screeched around the turns. Cones went flying.

“I lost track of how many I hit,” McIlroy said with a laugh when he got out of the car. It wasn’t much different from how his golf has gone this year.

McIlroy left the racing behind and drove at a more reasonable speed to Conway Farms Golf Club to get ready for the BMW Championship, the third FedEx Cup playoff event and perhaps the last tournament. That’s surprising for a guy who started the year at No. 1 in the world.

He is No. 41 in the FedEx Cup standings. McIlroy figures he needs to finish among the top seven against a 70-man field to be among the 30 players who advance to the Tour Championship with a shot at the $10 million prize. That doesn’t sound so hard, except it would be his best finish in five months. McIlroy doesn’t have the market cornered in disappointment.

Before he travels to Asia, Nadal will return to Davis Cup action for the first time since 2011 to help Spain in their World Group playoff at home to Ukraine starting on Friday.

“Given the fatigue I am feeling, what I would like to do is rest and recuperate well physically and mentally for the Asian tour,” Nadal said in an interview published in Spanish sports daily Marca on Wednesday.

“It’s the final sprint of the year and I am fighting for something as special as finishing as number one,” added the 27-year-old, who last held the top ranking in June 2011 and slipped to five before his return from injury in February.

“The Davis Cup won’t help me in that goal because to be prepared for what I have left it’s not good to change surfaces. “But I said I would go already a few months ago, I committed myself and I will be in Madrid.

“I feel duty bound to go to Madrid and I feel duty bound to help the team so we stay in the World Group. “I believe Spain deserves to

be among best for what it represents and has represented in the world of tennis for so many years.”

Spain’s Davis Cup captain Alex Corretja said he would wait and see what state Nadal was in when he arrived in the capital on Wednesday before deciding whether he should feature in Friday’s opening singles.

He may opt to rest him and play in-form Tommy Robredo and Fernando Verdasco, keeping his best player in reserve for Saturday’s doubles or Sunday’s reverse singles in case the unfancied Ukrainians spring a surprise.

“More than swamped, right now I feel empty, a little tired of everything,” Nadal told Marca. “In emotional terms, when you have been playing for a month and winning all your matches and then you put the cherry on the cake here you have a slump and that’s logical.

“It’s nothing strange and I hope to be fine in a few days.” Spain are in the Davis Cup playoffs after losing away to Milos Raonic’s Canada in the first round in February.

New IOC leader to be tested quickly by Sochi, Rio Associated Press Writer

BUENOS AIRES, Argentina - New IOC President Thomas Bach will be tested quickly by two troublesome Olympics: the Winter Games less than five months away in the southern Russian resort of Sochi, and the Summer Olympics in Rio de Janeiro - still three years away but setting off alarms.

Bach was elected to the top job on Tuesday, replacing Jacques Rogge as head of the International Olympic Committee. One of the first phone calls he received was from Russian President Vladimir Putin, who is staking some of his prestige on the Sochi Games.

“He congratulated me and (said) there would be close cooperation to make (sure of) the success of the Sochi Games,” Bach said.

The buildup to the Feb. 7-23 games has been overshadowed by concerns with cost overruns, human rights, a budget topping $50 billion, security threats and a Western backlash against a Russian law against gay “propaganda.”

Bach and the IOC have been told by the Russians there would be no discrimination against anyone in Sochi, and that Russia would abide by the Olympic Charter. “We have the assurances of the highest authorities in Russia that we trust,” Bach told The Associated Press.

It remains unclear what would hap-

pen if athletes or spectators demonstrate against the anti-gay law. Rogge said this week the IOC would send a reminder to athletes that, under the Olympic Charter, they are prohibited from making any political gestures.

At his first news conference as president, Bach was asked about how the IOC would deal with human rights issues in host countries. The IOC has been criticized for not speaking out against abuses in countries like China and Russia.

“The IOC cannot be apolitical,” Bach said. “We have to realize that our decisions at events like Olympic Games, they have political implications. And when taking these decisions we have to, of course, consider political implications.” Then he hedged.

“But in order to fulfill our role to make sure that in the Olympic Games and for the participants the Charter is respected, we have to be strictly politically neutral. And there we also have to protect the athletes.”

COLUMBUS, Ohio — The United States and Costa Rica qualified for the World Cup by getting the results they needed in Tuesday’s CONCACAF regional qualifying. The U.S. won 2-0 at home against Mexico while Costa Rica drew 1-1 at Jamaica. Their berths in the 2014 tournament were confirmed when Honduras drew 2-2 against Panama later Tuesday.

Eddie Johnson and Landon Donovan scored in the second half for the Americans, which will be playing in a seventh-straight World Cup. “I’m proud of this team. I’m proud to be a part of it,” Donovan said. “These guys put in a lot of hard work over the last two years and to have an opportunity in front of a crowd like this to qualify is pretty special.”

Mexico slipped to fifth in the sixteam group and its chances of even taking the fourth place, which yields

a further intercontinental playoff, are in jeopardy.

“This a team that could and should play better,” said Luis Fernando Tena, who replaced ‘Chepo’ de la Torre as Mexico’s coach following Friday’s home loss to Honduras. “It has to take a step forward if we want to make it to the World Cup.” Costa Rica also had to wait on the late result to know it had booked its World Cup berth. SAO PAULO - Brazil coach Luiz Felipe Scolari confirmed goalkeeper Julio Cesar will definitely be going to the World Cup next year but said there are still four or five places up for grabs in his 23man squad.

Speaking after Brazil beat Portugal 3-1 in a friendly international in Boston, Scolari said he had between 70 and 80 percent of his squad already picked, with the QPR goalkeeper having guaranteed a ticket to the finals in his homeland.

But there is still room for new faces, even though Brazil have scored nine goals in their last two friendlies against Portugal and Australia, and lost just once since destroying Spain to win the Confederations Cup in June.

“In the games against Australia and then again today I’ve seen there are one or two players I can add to the 17 or 18 I already have on my list,” Scolari told reporters after the game.

The early selection of Julio Cesar was interesting because he had fallen out of favour after making a mistake that led to Brazil’s elimination at the last World Cup against the Netherlands.

The keeper was marginalised by previous manager Mano Menezes and left Internazionale to play with the unheralded Queens Park Rangers. Scolari drafted him back in after taking over as coach in December.

“I was as surprised as you,” a smiling Julio Cesar told reporters when asked about the announcement.

“I think he wanted to protect me, so many people were asking about my position. Now I need to keep working hard and maintain my form over the next eight months.”

Lionel Messi converted two penalties, while Sergio Aguero, Angel di Maria and Maxi Rodriguez also scored for Argentina, which sealed its World Cup berth with two games to spare in South American qualifying.

Ariel Nunez and Roque Santa Cruz netted for Paraguay, which knew going into the game that its World Cup hopes had been ended by results earlier in the day.

Uruguay had a 2-0 home win over Colombia to move into fifth place, behind fourth-placed Ecuador on goal difference. The top four teams qualify directly for the World Cup while the fifth team reaches a further intercontinental playoff.

Edinson Cavani scored in the 77th for Uruguay, and Cristian Stuani added another three minutes later Colombia’s defeat prevented it from sealing its World Cup berth and it remains second, three points behind Argentina.

Colombia is assured of finishing no lower than fifth, as is third-placed Chile, which did not play on Tuesday.

Venezuela won 3-2 at home over Peru, keeping alive its qualification hopes, sitting three points behind fifth-placed Uruguay.

Peru took the lead in the 20th minute through Paolo Hurtado but Salomon Rondon equalized for Venezuela in the 37th.

Cesar Gonzalez gave Venzuela the lead with a 62nd minute penalty, and Romulo Otero made it 3-1 to the hosts in the 77th. Carlos Zambrano pulled a goal back for Peru in the 87th but Venezuela held on for a vital win.

Tuesday’s results meant Peru was also eliminated from World Cup calculations, as was Bolivia, which frustrated Ecuador by securing a 1-1 home draw.

South American qualifying now goes into a hiatus for a month, and upon resumption the key games will be Colombia vs. Chile and Ecuador at home against Uruguay.

ROME - Four-times World Cup winners Italy clinched a place at the 2014 finals in Brazil after coming from a goal down to beat Czech Republic 2-1 and win Group B on Tuesday. A Giorgio Chiellini header and Mario Balotelli’s penalty early in the second half cancelled out Libor Kozak’s 19th minute opener for the visitors and moved the Italians on to 20 points, seven ahead of second-placed Bulgaria with two games to play.

Balotelli’s 54th-minute winner capped a typically eventful night for the striker, who missed three easy first-half chances and was lucky not to get sent off for a foul on Tomas Sivok. “I’ve never missed two such easy chances before, I was unlucky but I kept going until the end,” Balotelli said.

“The easier one was the second one that (keeper Petr) Cech dropped to me.

I shot high because I thought that if I shot low he would have saved it but I ended up hitting it too high.”

Michal Bilek’s spirited Czech side were unlucky not to get at least a point against Cesare Prandelli’s unconvincing Italy and their night finished on a sour note when Daniel Kolar was sent off for a silly foul on Balotelli in the last minute.

COLUMBUS, Ohio — The United States and Costa Rica qualified for the World Cup by getting the results they needed in Tuesday’s CONCACAF regional qualifying. The U.S. won 2-0 at home against Mexico while Costa Rica drew 1-1 at Jamaica. Their berths in the 2014 tournament were confirmed when Honduras drew 2-2 against Panama later Tuesday.

The keeper was marginalised by previous manager Mano Menezes and left Internazionale to play with the unheralded Queens Park Rangers. Scolari drafted him back in after taking over as coach in December.

“I was as surprised as you,” a smiling Julio Cesar told reporters when asked about the announcement.

“I think he wanted to protect me, so many people were asking about my position. Now I need to keep working hard and maintain my form over the next eight months.”

Venezuela won 3-2 at home over Peru, keeping alive its qualification hopes, sitting three points behind fifth-placed Uruguay.

Peru took the lead in the 20th minute through Paolo Hurtado but Salomon Rondon equalized for Venezuela in the 37th.

ROME - Four-times World Cup winners Italy clinched a place at the 2014 finals in Brazil after coming from a goal down to beat Czech Republic 2-1 and win Group B on Tuesday. A Giorgio Chiellini header and Mario Balotelli’s penalty early in the second half cancelled out Libor Kozak’s 19th minute opener for the visitors and moved the Italians on to 20 points, seven ahead of second-placed Bulgaria with two games to play.

Balotelli’s 54th-minute winner capped a typically eventful night for the striker, who missed three easy first-half chances and was lucky not to get sent off for a foul on Tomas Sivok. “I’ve never missed two such easy chances before, I was unlucky but I kept going until the end,” Balotelli said.

McIlroy, Donald try to salvage a season

LAKE FOREST, Illinois - Down to his last chance, Rory McIlroy knew this was no time to be riding the brakes. “I have to be aggressive,” he said Tuesday.

McIlroy wasn’t gripping a golf club. He was behind the wheel of an electric BMW i3 in a vacant parking lot at an amusement park north of Chicago, racing against the clock and against Gary Woodland in a charity event.

They each had four attempts around a makeshift track of straightaways and hairpin turns. McIlroy needed to shave 4 seconds off his best time for a $100,000 scholarship to be awarded in his name through the Evans Scholars Foundation. Hitting a cone added 2 seconds to the time.

Dust kicked up when he took the car down the straightaway. Tires screeched around the turns. Cones went flying.

“I lost track of how many I hit,” McIlroy said with a laugh when he got out of the car. It wasn’t much different from how his golf has gone this year.

McIlroy left the racing behind and drove at a more reasonable speed to Conway Farms Golf Club to get ready for the BMW Championship, the third FedEx Cup playoff event and perhaps the last tournament. That’s surprising for a guy who started the year at No. 1 in the world.

He is No. 41 in the FedEx Cup standings. McIlroy figures he needs to finish among the top seven against a 70-man field to be among the 30 players who advance to the Tour Championship with a shot at the $10 million prize. That doesn’t sound so hard, except it would be his best finish in five months. McIlroy doesn’t have the market cornered in disappointment.

Before he travels to Asia, Nadal will return to Davis Cup action for the first time since 2011 to help Spain in their World Group playoff at home to Ukraine starting on Friday.

“Given the fatigue I am feeling, what I would like to do is rest and recuperate well physically and mentally for the Asian tour,” Nadal said in an interview published in Spanish sports daily Marca on Wednesday.

“It’s the final sprint of the year and I am fighting for something as special as finishing as number one,” added the 27-year-old, who last held the top ranking in June 2011 and slipped to five before his return from injury in February.

“The Davis Cup won’t help me in that goal because to be prepared for what I have left it’s not good to change surfaces. “But I said I would go already a few months ago, I committed myself and I will be in Madrid.

“I feel duty bound to go to Madrid and I feel duty bound to help the team so we stay in the World Group. “I believe Spain deserves to

be among best for what it represents and has represented in the world of tennis for so many years.”

Spain’s Davis Cup captain Alex Corretja said he would wait and see what state Nadal was in when he arrived in the capital on Wednesday before deciding whether he should feature in Friday’s opening singles.

He may opt to rest him and play in-form Tommy Robredo and Fernando Verdasco, keeping his best player in reserve for Saturday’s doubles or Sunday’s reverse singles in case the unfancied Ukrainians spring a surprise.

“More than swamped, right now I feel empty, a little tired of everything,” Nadal told Marca. “In emotional terms, when you have been playing for a month and winning all your matches and then you put the cherry on the cake here you have a slump and that’s logical.

BUENOS AIRES, Argentina - New IOC President Thomas Bach will be tested quickly by two troublesome Olympics: the Winter Games less than five months away in the southern Russian resort of Sochi, and the Summer Olympics in Rio de Janeiro - still three years away but setting off alarms.

Bach was elected to the top job on Tuesday, replacing Jacques Rogge as head of the International Olympic Committee. One of the first phone calls he received was from Russian President Vladimir Putin, who is staking some of his prestige on the Sochi Games.

“He congratulated me and (said) there would be close cooperation to make (sure of) the success of the Sochi Games,” Bach said.

The buildup to the Feb. 7-23 games has been overshadowed by concerns with cost overruns, human rights, a budget topping $50 billion, security threats and a Western backlash against a Russian law against gay “propaganda.”

Bach and the IOC have been told by the Russians there would be no discrimination against anyone in Sochi, and that Russia would abide by the Olympic Charter. “We have the assurances of the highest authorities in Russia that we trust,” Bach told The Associated Press.

It remains unclear what would hap-

pen if athletes or spectators demonstrate against the anti-gay law. Rogge said this week the IOC would send a reminder to athletes that, under the Olympic Charter, they are prohibited from making any political gestures.

At his first news conference as president, Bach was asked about how the IOC would deal with human rights issues in host countries. The IOC has been criticized for not speaking out against abuses in countries like China and Russia.

“The IOC cannot be apolitical,” Bach said. “We have to realize that our decisions at events like Olympic Games, they have political implications. And when taking these decisions we have to, of course, consider political implications.” Then he hedged.

“But in order to fulfill our role to make sure that in the Olympic Games and for the participants the Charter is respected, we have to be strictly politically neutral. And there we also have to protect the athletes.”

PARIS - Tense negotiations have begun on a proposed U.N. resolution that would put Syria’s chemical weapons under international control and end a diplomatic stalemate over a deadly Aug. 21 poison gas attack, a French official said Wednesday.

The plan for Syria to relinquish its chemical weapons, initiated by Russia, appeared to ease the crisis over looming Western strikes against Bashar Assad’s regime in Damascus, only to open up new potential for impasse as Moscow rejected U.S. and French demands for a binding U.N. resolution with “very severe consequences” for non-compliance.

The French official close to the president, who spoke on condition of anonymity because negotiations remained sensitive, said Russia objected not only to making the resolution militarily enforceable, but also to blaming the Aug. 21 attack on the Syrian government and demanding that those responsible be taken before an international criminal court.

Wary of falling into what the French foreign minister called “a trap,” Paris and Washington are pushing for a U.N. Security Council resolution to verify Syria’s disarmament. Russia, a close ally of Syrian leader Bashar Assad and the regime’s chief patron on the international stage, dismissed France’s proposal on Tuesday.

Alexandre Orlov, Russia’s ambassador to France, did not answer directly when asked Wednesday about specific Russian objections.

“We think that the proposal came together quickly, in haste,” Orlov told France Inter radio. “It’s sure there are chemical weapons on both sides. The important thing is to forbid them, put them under international control. Then we will see who uses them.”

The diplomatic maneuvering threatened growing momentum toward a plan that would allow President Barack Obama to back away from military action. Domestic support for a strike is uncertain in the United States, even as Obama seeks congressional backing for action - and there has been little international appetite to join forces against Assad.

In a nationally televised speech Tuesday night, Obama told Americans that diplomacy suddenly holds “the potential to remove the threat of chemical weapons” in Syria without use of force, but he declared that the U.S. military will “be ready to respond” against Assad if other measures fail.

Obama said he had asked congressional leaders to postpone a vote he has been seeking to authorize the use of military force against Syria. The president pledged that any military action wouldn’t involve deploying ground combat troops or waging a prolonged air campaign.

Alexei Pushkov, a Kremlinconnected senior Russian lawmaker, said that Russia could expand arms sales to Iran and revise terms of U.S. military transit to Afghanistan if Washington launches a strike on Syria.

For many in the Syrian opposition who held out hopes that Western strikes against Assad would tip the civil war in the rebellion’s favor, Obama’s decision to seek a diplomatic resolution was a disappointment.

“We believe the regime is just buying more time, is just trying to fool the international community, is just trying to get out of this situation,” said Loay al-Mikdad, spokesman for the Free Syrian Army, a loose-knit alliance of rebel factions that is backed by the West.

MOSCOW - A Soyuz capsule carrying three astronauts touched down to Earth early on Wednesday morning after undocking from the International Space Station following 166 days in space.

American Chris Cassidy and Russians Pavel Vinogradov and Alexander Misurkin emerged from the capsule in smiles on an unusually sunny day in Kazakhstan.

Live coverage from NASA, the U.S. space agency, first showed the shuttle parachuting to a safe and punctual landing. Helicopters were then flown to the landing site, where medical and flight crews helped the three men disembark.

The capsule undocked from the space station for a flight to Earth that took just over three hours. The three men blasted off from the Baikonur cosmodrome on March 29.

Each of the men was carried to reclining chairs, where they spent several minutes in order to acclimatize to Earth’s gravity.

A NASA TV commentator said that crew members Misurkin and Cassidy would be taken to a medical center, where they will undergo various tests that could provide information for future flights. Vinogradov, at 60 the oldest human ever to land in a Soyuz vehicle, would not take part in the same experiments.

Coca-Cola slams Mexico’s soda tax plan

Coca-Cola and other soda makers criticized Mexico’s plans to impose a tax on sugary drinks while consumer watchdogs warned it was urgently needed to combat soaring obesity and diabetes.

President Enrique Pena Nieto wants Mexicans to pay an extra peso (almost 8 US cents) for every liter of sweetened drink in a country that guzzles more soft drinks than any other and competes with the United States for the dubious title of world’s fattest nation.

Pena Nieto says the tax would contribute to help Mexicans reduce their consumption and fight obesity, which is also affecting many children. If Congress approves the tax, Mexico would join France in introducing a special levy on sodas.

But Coca-Cola de Mexico argued in a statement that “a tax on beverages is ineffective to combat a problem as complex as obesity.”

“To change behaviors effectively, we need to ensure people understand that all calories count, regardless of the source -- and that includes our caloric beverages too,” the company said.

Coca-Cola said studies show that soft drinks account for between 5.5 percent and 6.6 percent of calories in the average Mexican diet, “so it is difficult to understand why beverages are viewed by some as the primary cause of weight gain.”

Pena Nieto’s plan, part of a wider fiscal reform he announced Sunday to improve tax collection, cites statistics showing that Mexico leads the world in soda consumption with 163 liters (43 gallons) per capita per year compared to 118 liters in the United States.

But the National Association of Soda and Carbonated Water Makers argued that the special tax would “not resolve the obesity problem” and would harm sugar cane producers as well as the poorest consumers in a country where 45 percent of its 118 million people live in poverty.

The tax would, at best, reduce the calorie intake of Mexicans by just 1.1 percent on average, said the association, which represents bottlers of Coca-Cola, Pepsi and other brands.

Emilio Herrera, the association’s president, told AFP the industry would present its arguments to the government and lawmakers.

“We are confident that our reasons back the fact that (the tax) is not feasible,” he said.

JAKARTA - Motorcycle gunmen have shot dead a policeman as he escorted a convoy in downtown Jakarta, an official said Wednesday, the latest brazen assault on an officer in the capital.

It was the fourth fatal shooting of a policeman in or around the city in recent weeks and the most high-profile yet, as it was in central Jakarta and right by the headquarters of a powerful law enforcement agency.

Police said the shooting late Tuesday followed the pattern of previous attacks, and they suspected the same terror group was behind the killings.

In the latest attack, the policeman was on a motorcycle escorting six trucks carrying elevator parts on a busy main road when four gunmen riding motorbikes opened fire on him, police said.

The officer, identified as Sukardi, was passing the offices of the Corruption Eradication Commission when the attack happened at 10:15 pm (1515 GMT).

“The policeman died instantly after being shot three times in his chest and stomach,” said Jakarta police spokesman Rikwanto, who like many Indonesians goes by one name.

Police launched a massive manhunt after the killing, setting up road blocks and questioning motorists.

The attack came after three policemen were shot dead in two separate attacks in Tangerang district on Jakarta’s

western outskirts in August.

While Indonesian security forces have been targeted by terror groups in recent years, the upsurge of attacks in the capital is a new development.

Most previous attacks had taken place in the district of Poso on Sulawesi island in central Indonesia, where terror groups hide out in the jungles.

JAKARTA - Information and communication technology (ICT) should be further developed to increase employment opportunities, the World Bank has stated.

“The application of ICT has had a major impact on the job market by empowering workers to access new kinds of work in more flexible ways,” said the head of the World Bank’s Global ICT Innovation Development Chris Vein in a written statement received here on Wednesday.

Vein noted the importance of creating employment opportunities through ICT since many countries are now actively seeking ways to create better jobs that have a positive impact, both economically and socially, for the workers and the public.

The World Bank has also issued a policy statement titled “Connecting to Work: How Information and Communication Technologies Could Help Expand Employment Opportunities,” which identifies three global drivers for increasing ICT-related jobs.

One of these driving factors is the increased connectivity around the world, with more than 120 countries showing cellular penetration rates of up to 80 percent in their domestic markets.

Another driving factor is the digitization of various aspects of the job and the emergence of job skills with a universal appeal.

The World Bank has also pointed out that ICT can help to address the problem of global unemployment through the

development of the mobile applications industry, which could create new opportunities for SMEs. ICT can also help the unemployed to find work.

However, despite the advantage of creating better job opportunities, ICT also creates new challenges such as changes to the employment structure, the need for career development, and changes in how a job is performed.

Earlier, Indonesia’s Minister for Cooperatives and Small and Medium Enterprises Syarifuddin Hasan had remarked that the competitiveness of the country’s SMEs was increasing due to their efforts to take full advantage of ICT. “One way to improve the SMEs’ competitiveness is through the use of technology to improve their performance in terms of quality and quantity,” said Syarifuddin at the APEC Small and Medium Enterprises (SMEs) Exhibition in Nusa Dua, Bali, on Friday, Sept. 9.

SMEs need to improve their ICT utilization to face the challenges posed by growing competition, especially in the free market system utilized by entities such as the ASEAN Economic Community (AEC).

According to Syarifuddin, government collaboration with the private sector to enhance the utilization of ICT at micro, small, and medium enterprises had triggered a rise in competitiveness amongst Indonesian SMEs. The latest data from the World Economic Forum cites an increase in the competitiveness of Indonesia’s SMEs, rising from a rank of 52 to 38 in 2013, he added.

“The concept of blue economy is expected to improve efficiency in the exploitation of natural resources with minimum waste but could multiply economic gains, open more jobs, improve the people’s welfare while protecting the environment,” he said.

The maritime and fishery ministry has cooperated with counterparts from a number of countries such as Poland, which has the same system in the management of the fishery sector, he said.

Two Koreas agree to re-open Kaesong industrial zone Agence France-Presse

SEOUL - North and South Korea agreed Wednesday to reopen the jointly-run Kaesong industrial park on a trial basis from next Monday, five months after it was shut during soaring military tensions.

The reopening date was settled after a marathon, 20-hour negotiating session, and marks a tangible step forward for recent efforts to improve cross-border relations.

“The institutional foundation has now been laid for Kaesong to develop into an internationally competitive and stable industrial complex,” the South’s Unification Ministry said in a statement.

The two sides agreed that operations at the South-funded complex that lies 10 kilometres (six miles) over the border in North Korea would “resume on a trial basis from September 16,” it said.

Born out of the “sunshine” reconciliation policy initiated in the late 1990s by then-South Korean president Kim Dae-Jung, Kaesong was established in 2004 as a rare symbol of inter-Korean cooperation.

It provided an important hard currency source for the impoverished North through taxes, other revenues, and its cut of workers’ wages.

It had appeared immune to previous downward spirals in North-South relations, but finally fell victim to two months of intense military tensions that followed the North’s nuclear test in February.

Pyongyang initially barred South Korean entry to the park in early April and shortly afterwards withdrew its entire 53,000-strong workforce -- effectively closing down the complex, which houses production lines for 123 South Korean firms.

Each side blamed the other, with the North insisting its hand was forced by hostile South Korean actions -- in particular, a series of joint military exercises with the United States.

As military tensions eased, the two Koreas agreed last month to work together to resume operations at the zone.

As part of the deal, the North accepted the South’s demand that Kaesong be opened to foreign investors -- a move seen by Seoul

as a guarantee against the North shutting the complex down again in the future.

Wednesday’s agreement, which followed talks that began Tuesday morning and continued through the night, includes plans to host a road show for foreign investors at Kaesong in October.

Seoul had pushed for compensation for the companies hit by the closure, and the two sides appeared to reach a compromise -- agreeing to waive taxes for the firms this year.

Pyongyang’s official Korean Central News Agency confirmed an agreement had been reached but offered no details beyond the September 16 re-opening date.

Analysts stressed that Kaesong would remain a vulnerable project whatever safeguards are reached.

“This agreement offers no real guarantee that Kaesong will be insulated from political upheavals and military tensions in the future,” said Yang Moon-Jin, a professor at the University of North Korean Studies in Seoul.

“Even the 1953 armistice is easily violated -- that’s the reality on the Korean peninsula,” Yang said.

South Korea’s chief delegate at the Kaesong talks, Kim Ki-Woong, said the two sides had also agreed to set up an arbitration panel to handle any industrial disputes at the complex.

And further talks will be held on the South’s request for improving the communications infrastructure in Kaesong, including Internet access, Kim said.

Once Kaesong is reopened, observers say Pyongyang is likely to step up pressure on Seoul to revive another cross-border project -South Korean tours to the North’s Mount Kumgang resort.

The South suspended the tours -- another important source of hard currency for the North -after a North Korean soldier in 2008 shot dead a female tourist from the South who strayed into a restricted zone.

BEIJING - The number of dollar billionaires in China has passed 300 for the first time, an annual ranking of wealth in the world’s second-largest economy showed Wednesday.

The Hurun Report, a luxury magazine publisher, named property tycoon Wang Jianlin as China’s new richest person, saying he had more than doubled his worth to $22 billion.

There were a total of 315 dollar billionaires in the country, it said, up 64 from a year ago.

The average fortune of the top 1,000 stood at $1.04 billion -- more than double their $440 million during the global financial crisis five years ago.

Three of last year’s 10 richest people in Chengdu, the capital of Sichuan, have been detained amid a corruption crackdown in the province.

Farmers only regarded during campaign season

CULTIVATING the agricultural sector is indeed full of challenges ranging from the threat of pests, weather, lacking of the touch of technology to uncertain market prices. Such conditions are exacerbated by the unclear direction of the agricultural policy reform.

According to I.B. Raka Wiryanatha as an agricultural actor and Advisory Board to the Indonesia Farmers Union (HKTI) of Bali, the conditions of the agriculture and farmers in Bali today were very much marginalized. Even, the government seemed to have not paid serious attention to farming.

“Commitment to raise the agriculture from the past to date is only limited to discourse and campaign promises. The fate of farmers was at stake and sometimes just a political commodity. In other words, farmers will be given attention during the campaign period only and after that they will be abandoned,” he said in a discussion with the theme “Analyzing the Results of the Agricultural Census 2013,’ in Denpasar, not long ago.

Though many programs had been echoed by provincial government, he said, they had not fully meet the farmers’ need. “So far, many government assistances provided for farmers are wasteful. For instance, when farmers need seeds and fertilizers, they were even provided with the assistance of machine that cannot be used directly and eventually turns rusty. What farmers needed is sustainable support, so that it can be rolled out to other farmers, not just a momentary relief or sweeteners,” he said.

Similar opinion was disclosed by Dr. I Ketut Arnawa, a lecturer at the Faculty of Agriculture of Mahasaraswati University, Denpasar. He also asked the government to give more attention to change the mindset on the agriculture. All this time, young people were reluctant to engage in the agricultural sector because it was considered less promising. On the contrary, they were more interested in the other fields beyond the agriculture. Actually their role was very important because the agricultural sector required their thinking. Such lacking of interest in the sector was evidenced by the decrease in the number of students attending the Faculty of Agriculture at a number of universities in Bali.

Meanwhile, the lecturer at the Department of Agro Technology, Faculty of Agriculture, Warmadewa University, Yohanes P Situmeang, said the agricultural product should show a quality improvement. Similarly, the matter of marketing of the agricultural products should be given more serious attention. The market was then getting more competitive so that only those with good quality could win the market competition.

Yohanes said that so far the life of farmers still had no future assurance.

Erratic commodity prices made people reluctant to get involved in the farming profession. “If the government can guarantee the price of each agricultural commodity, we can surely reduce the imports of goods to exploit and develop the agriculture so that the product has a high selling price. If their complaints are not responded, their fate will be not much different from previous years where they did not get worthy income,” Yohanes affirmed. (dgk/kmb28)

Foreign investors show low interest to invest in the agricultural sector. Of the total realization of the domestic investment (PMDN) and foreign investment (PMA) reaching IDR 2.05 trillion in the first quarter of 2013, none of the foreign investors showed their interest in the agriculture. They were more interested to invest in the trade, hotel and restaurant than in the sector that has been most widely involved by the community of the Island of the Gods.

“Most investments occur in the tertiary sector such as trade, hotel and restaurant, housing, transportation and others. During the period of January-March, we reported that there were 68 projects in the sector, 10 projects in secondary sector, while no project in the primary sector,” said the Data Division Head at the Bali Investment and Licensing Office, IB Adi Laksana, in Denpasar.

According to him, the realization of foreign investment in the period was IDR 1.9 trillion and domestic investment reached USD11.14 million. They were spread across the nine counties and municipality

in Bali. The investors investing in Bali came from Denmark, Singapore, Australia, Spain, Belgium, PRC, Germany, Japan, the United States, Taiwan, India, England, Italy, Poland, the Netherlands, South Korea and France. “There are also investors from the combined countries investing in Bali. A total of 25 projects are generated with an investment value of USD 2.3 million during the first quarter,” he explained.

Related to the growth of investment in Bali in 2014, it was targeted to reach IDR 11.16 trillion with the total number of projects made by foreign investment and domestic in-

vestment reached 4,180 investors.

On the other hand, the high growth of investment in Bali, according to economic analyst of Bali, Prof. Dr. Ketut Rahyuda, was still dominated by investors from outside Bali and overseas. Consequently, the economic growth of Bali averagely reaching six percent was dominantly enjoyed by the outsiders. “The presence of foreign investors in Bali should have a clear contribution to the environment, village and villagers, but the provincial, county and municipal government has not set it. The drought overwhelms a number of rice fields in Badung County, especially in Abiansemal, Northern Kuta and Mengwi subdistrict.

It has been going on for months and caused farmers to suffer many losses. More sadly, the drought is not caused by seasonal factor, but by the aqueduct improvement project made by Bali government.

Putu Alit Suarsawan, a resident of Kapal village, mentioned the rice fields in the area of Kapal, Penarungan and Abianbase had faced drought for months. Water supply suddenly stopped as the aqueduct was closed during the project took place. He said it was the first time experienced by local rice fields. As a result, farmers could not cultivate their land.

Farmers strongly deplored the attitude of the government. He accused the government did not care about the fate of farmers considering the irrigation improvement project was never socialized before. He was confused where to complain and could only hope the government to find out a solution to the problem, chiefly the matter of income loss during their farmland was affected by the drought.

Corresponding comment was also expressed by Agus, a farmer from Dalung. He admitted to be confused how to deal with the eco-

nomic problem of his family. Even, he was seemingly frustrated to work back as farmer. Other than facing the problem of water supply, the acreage of rice field had shrunk as well.

When confirmed this matter to the Head of Badung Agriculture, Plantation and Forestry Agency, I GAK Sudaratmaja, he justified if the agricultural area in Badung faced water crisis. He stated the drought was not caused by seasonal factor, but by the impact of aqueduct improvement in the area of Penarungan. It was the project of the Bali government that would last for the next few months. He argued if the project had been disseminated to all chiefs of subak or pekaseh.

Sudaratmaja said that his party could not do much to help the economy of farmers during the drought period. He added that Badung County could only provide subsidies in the form of fertilizer or seeds with the realization targeted next year. (kmb25)

Japan boosts security near isles in China dispute

TOKYO - Japan has increased security around a group of disputed islands it nationalized one year ago Wednesday amid strong protests from China, which also claims them and has been stepping up patrols of its own.

Tokyo and Beijing are at odds over the uninhabited islands in the East China Sea, called Senkaku in Japanese and Diaoyutai in Chinese.

Wednesday marks the first anniversary of Japan’s purchase of several of the islands from their private owners - a sale China says was invalid. Both countries have since regularly sent coast guard vessels and aircraft to the area to assert their competing claims.

Japanese Defense Minister Itsunori Onodera said surveillance had been in-

creased in the area for the anniversary, but did provide details. No incidents were reported as of early Wednesday afternoon.

The standoff, which shows no sign of abating, has deeply damaged diplomatic relations between the two Asian powers and heightened concerns of a possible military clash.

He said the poorly organized billboards in Badung were feared to undermine the image of the region, especially during the implementation of the APEC Summit.

Therefore, his party urged to handle the illegal billboards issues immediately before the international event. In addition, the regulation on advertising or billboard master plan in Badung should be completed so that there would be standard guidelines on the arrangement of the advertisement. Besides, the master plan also posed the follow-up of the study on the billboard arrangement that had been accomplished.

Putin to offer Iran ‘arms, nuclear deal’ at summit

Russian President Vladimir Putin meets Iran’s new president for the first time this week, reportedly armed with an offer to supply missile systems and build a second nuclear power reactor that is likely to gladden Tehran and trouble the United States.

President Hassan Rowhani is set to meet Putin on the sidelines of a summit of the Shanghai Cooperation Organisation held in Kyrgyzstan on Friday, in the newly-elected centrist cleric’s first meeting with a major world leader. The Kommersant business daily reported Wednesday that Putin will offer to supply Iran S-300 air defence missile systems as well as build a second reactor at the Bushehr nuclear plant.

The S-300 offer would be a particularly contentious development given it would essentially revive a contract for similar missile systems that Russia cancelled in 2010 after heavy Israeli and US pressure.

Kommersant that Putin and Rowhani were expected to discuss “working together in the nuclear energy sphere” and “questions of military technical cooperation” at the summit in Bishkek.

Putin’s meeting with the leader of Moscow’s long-standing regional ally comes shortly after he hosted Western powers for a G20 summit focused on Syria in Saint Petersburg this month.

Putin will make significant concessions to Iran by offering to supply Tehran with five sophisticated S-300 ground-to-air missile systems, Kommersant reported, quoting a source close to the Kremlin.

The source also said that Russia would

offer to build a second reactor for the Bushehr nuclear plant, Iran’s only functioning nuclear power station whose construction was completed by Russia, as a political gesture. Putin took the decisions last Thursday, the source said.

Russia in 2007 signed a contract to deliver five of the advanced S-300 groundto-air weapons systems -- which can take out aircraft or guided missiles -- to Iran at a cost of $800 million.

In 2010 then-president Dmitry Medvedev cancelled the contract after coming under strong US and Israeli pressure not to go ahead with the sale of the weapons system, drawing vehement protests from Tehran.

Kommersant cited a source as saying that Russia’s offer would depend on Iran’s withdrawing a $4 billion lawsuit that it has lodged at an international court in Geneva against Russia’s arms export agency.

ZAMBOANGA, Philippines - Muslim rebels holding scores of hostages in the southern Philippines are demanding international mediation, an official said Wednesday, as fresh rounds of fire broke out between government troops and the guerrillas on the third day of the standoff.

The rebels, enraged by a broken peace deal with the government, are holding the civilian hostages as human shields near the port city of Zamboanga. Troops have surrounded the Moro National Liberation Front guerrillas and their hostages in four coastal villages. At least nine people have been killed since the standoff began Monday.

On Tuesday, the rebels fired two mortar rounds near the main port, prompting authorities to order vessels to dock elsewhere. The government rushed more troops and police to the city, and there were sporadic exchanges of fire. Some houses went up in flames in rebelheld villages, forcing more residents to flee.

Zamboanga was virtually shut down, with most air flights and ferry services suspended.

Communities near the clashes resembled a war zone, with armored troop carriers lining streets, troops massing at a school and snipers taking positions atop buildings. A mosque and its minaret were pockmarked with bullet holes.

Zamboanga City Mayor Maria Isabelle Climaco said the rebels were demanding international mediation. She said a former governor from the rebels’ stronghold of Sulu province tried to talk to the gunmen Tuesday, but “they refuse to listen to anybody locally.”

“They say that it’s an international problem, and no less than the international community, the U.N., should come in,” she told television network ABS-CBN. Shots rang out as she spoke from the city hall. There were no immediate reports of anyone hurt in Wednesday’s sporadic trading of fire.

International researchers said their startling finding should change perceptions about how common violence against women is and prompt major campaigns to prevent it. Still, the results were based on a survey of only six Asian countries and the authors said it was uncertain what rates were like elsewhere in the region and beyond. They said engrained sexist attitudes contributed, but that other factors like poverty or being emotionally and physically abused as children were major risk factors for men’s violent behavior.

A previous report from the World Health Organization found one-third of women worldwide say they have been victims of domestic or sexual violence.

“It’s clear violence against women is far more widespread in the general population than we thought,” said Rachel Jewkes of South Africa’s Medical Research Council, who led the two studies. The research was paid for by several United Nations

agencies and Australia, Britain, Norway and Sweden. The papers were published online Tuesday in the journal, Lancet Global Health.

In the new research, male interviewers surveyed more than 10,000 men in Bangladesh, China, Cambodia, Indonesia, Sri Lanka and Papua New Guinea. The word “rape” was not used in the questions, but the men were asked if they had ever forced a woman to have sex when she wasn’t willing or if they had ever forced sex on someone who was too drunk or drugged to consent.

In most places, scientists concluded between 6 to 8 percent of men raped a woman who wasn’t their partner. When they included wives and girlfriends, the figures were mostly between 30 to 57 percent. The lowest rates were in Bangladesh and Indonesia and the highest were in Papa New Guinea. Previous studies of rape have been done in South Africa, where nearly 40 percent of men are believed to have raped a woman.

NEGARA - Bali cattle population in Jembrana County within the past two years has dropped dramatically. Data of the agricultural census obtained in 2013 indicated if the population has dropped up to tens of thousands. Allegedly, it happened because many cattle were sold when the price fell and breeders had low interest in raising cattle. though it had been skyrocketing at the moment. Some of them could not afford to buy because the price was high.

In addition, the provincial government had allowed the shipping of calf on the demand from outside Bali. “Previously, the selling was only allowed for broodstock, but now restricted calf is also allowed with certain qualifications determined by the province,” he added.

Allegedly, most of the cattle sold or shipped to outside Bali were slaughtered. It was believed to have caused the decrease in the cattle population in Jembrana within the past two years.

Today, the price of cattle in the market is good enough making the cattle raisers smile. It is much better from the condition two years ago.

DENVER — A federal team has arrived in Colorado to help investigate hospital reports that synthetic marijuana is to blame for scores of recent illnesses and possibly three fatalities in the state.

“The deaths are suspect, they’re being investigated,” Mark Salley, spokesman for the Colorado Department of Public Health and Environment, said Tuesday. The five-member federal team from the Centers for Disease Control and Prevention includes experts trained in epidemiology and toxicology.

Salley said they will join investigators from the state and Tri-County Health Department trying to determine the source of synthetic pot — also known as “spice” — that apparently has sickened an estimated 75 people since late August. The effort may take weeks, Salley said. He urged people not to ingest synthetic pot.

The outbreak in Colorado followed a case in North Carolina, where the U.S. Drug Enforcement Administration charged 30 people in July with conspiracy to distribute synthetic marijuana and other drugs.

“The rise of synthetic drug use in the United States alone has reached epidemic proportions and has resulted in a sustained

rise in emergency room visits, deaths, and violence among teens and young adults,” Harry S. Sommers, special agent in charge of the Atlanta field division of the CDC, said in July.

Wyoming last year saw a number of illnesses associated with synthetic marijuana.

That outbreak sparked a CDC probe that found 16 people in six states had suffered kidney damage from the drug.

Wyoming authorities said more than a dozen people were sickened in the Casper area and several were hospitalized with kidney failure following exposure to synthetic marijuana. Two women were recently sentenced to federal prison in Wyoming for distributing the drug and causing serious injury.

Dr. Tracy Murphy, Wyoming state epidemiologist, said Tuesday that the cases came to light last year after an unusual number of patients went to hospitals with kidney failure, back pain, abdominal pain and vomiting.

Murphy said substances sold as synthetic marijuana are unpredictable in terms of ingredients and physical reactions.

“There’s probably lots of illnesses and harmful effects that we probably just don’t know about yet,” he said. “The best thing is that people just need to not put that stuff in their bodies.”

DENPASAR - Condition of the Micro, Small and Medium Enterprises (MSMEs) in Bali is increasingly depressed by the weakening economic condition in Indonesia, especially in Bali.

Central and local government should dare to give more incentives to the surviving MSMEs in the face of economic pressures. It was revealed by the banking and MSMEs observer of Bali, Ida Bagus Kade Perdana, in Denpasar.

According to him, the MSMEs posed a major driver of the economy. The MSMEs must not only become a spectator,” he said.

An economic analyst from the Warmadewa University, I Wayan Arjana, also said that so far the government had not maximally mentored the overall MSME entrepreneurs. The government should help the absorption of the MSME products, so that they could survive and did not only thrive around the sector. “Hopefully, the government could pay attention from the smallest businesses, namely from the raw material producers, manufacturers to the distribution of products to the hands of customers, so that they can survive,” he said. Approximately 60 percent of clove trees in Buleleng County is estimated to be attacked by white root fungus or Rigidopurus lignosus that has begun proliferating since the past few months.

Without immediate handling, the clove trees becoming the leading commodity of Buleleng are feared to run out without a trace. lately. Three months later, it should be fertilized with organic fertilizers or manure mixed with Trichoderma or a kind of killer fungus to white root fungus. “These steps should be done

immediately,” he said.

Meanwhile, Nerda said that his party had made preventive efforts against the white root fungus since last January with a variety of programs funded by the state and local budget.

In the main budget 2013, his party got a fund of IDR 325 million and filed a proposal of additional fund in the amended budget of some IDR 191 million. The fund was used for programs such as the Integrated Pest Management Field School (SLPHT) having been conducted at Pegadungan, Pedawa, Mengening and Tinggarsari village. Besides, it was also accompanied by pest control program with the procurement of pesticides to cope with the white root fungus to 150 hectares of clove plantations at Unggahan village, Seririt subdistrict. Soaring price of soybean in Indonesia indeed makes some tofu and tempeh-based businesses in some regions begin to get restless. However, different condition happened to the circles of farmers. They even vied to cultivate soybeans in order to get the impact of the soaring price of soybean in the market.

As happened in Klungkung County, a number of farmers looked busy cleaning hundreds of square meters of their cultivated land. A farmer of Subak Taman Sari, Kusamba, Dawan, Tuesday (Sep 10), admitted he intentionally did the cleanup against the weeds in the area of their soybean so that it could quickly grow and gave maximal results. Kereng said that under normal conditions, every 3,000 square meters of soybean crop could produce 400 kg of soybean in once harvest. Thus, one hectare of land could produce more than one ton of soybean. However, amidst their efforts to boost the production of soybeans, the plants even begin to be attacked by pest like beetles and weevils. The attack caused the soybean leaves and shoots damaged. Ultimately the soybean plants slowly died. The effort to replant was complicated by the rare supplies of soybean seed because only the Anjasmoro variety that was appropriate to be planted in Klungkung.

Similar experience was revealed by another farmer, Nyoman Luab. The resident from Prisatria I hamlet told if such condition almost happened to every stem. However, he remained optimistic that soybean plants could grow up. He would immediately spray it with pesticides so that more and

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

O’Neill had testified in a deposition that if Lady Gaga was watching a DVD in the middle of the night and grew tired of it, she woke her up to take out and replace the DVD.

LOS ANGELES — The fourth installment of “Jurassic Park” has a name: “Jurassic World.” Universal Pictures announced the film’s new title and release date Tuesday. The sequel will hatch in 3-D on June 12, 2015.

The studio has already said “Safety Not Guaranteed” filmmaker Colin Trevorrow will direct the film and Steven Spielberg will serve as producer.

Spielberg directed the first two “Jurassic Park” films, while “Captain America” director Joe Johnston helmed the third installment. The dinosaur franchise has grossed $1.9 billion at the box office worldwide since the first film was released in 1993.

CUPERTINO - Apple on Tuesday unveiled two new iPhones, fielding a slick new top-end model along with one aimed at budget-conscious smartphone shoppers around the world.

“The business has become so large that this year we are going to replace the iPhone 5 and we are going to replace it with two new designs,” Apple chief Tim Cook announced at the company’s Silicon Valley headquarters.

Apple will begin taking orders on Friday, and on September 20 the two devices will go on sale in the United States, Australia, Britain, China, France, Germany, Japan and Singapore.

The iPhone 5C is part of Apple’s bid to counter the flood of low-cost smartphones from rivals, most of which use the Google Android operating system.

Apple designer Jony Ive said that despite the lower cost, the polycarbonate iPhone 5C with a steel frame “is beautiful.”

The iPhone 5C with 16 gigabytes of memory will start at $99 with a two-year US carrier contract and $549 without a contract -- $100 less

than previous iPhone base models.

“The 5C is a no-compromise device,” Gartner analyst Van Baker told AFP after trying out Apple’s new phones. “It is just in a plastic case instead of a metal case, and they basically reduce the price by the cost of materials.”

But Baker said it was an “open question” whether the price cut for the iPhone 5C would be enough to attract customers in emerging markets.

“Anyone expecting Apple to come truly down-market with the iPhone 5C was fooling themselves,” said Ovum analyst Tony Cripps.

“The day that happens is the day the company signals that it has run out of headroom for expansion.”

Apple would not name its China telecom launch partners, who might step in with subsidies to help push down iPhone prices there. Apple planned a separate press event in China on Wednesday.

The top-line iPhone 5S, which starts at $199 with a contract for US buyers and $649 without one, “is the most forward thinking phone we have ever created,” said Apple vice president Phil Schiller.

“It is the gold standard in smartphones.”

Schiller said the 5S model includes a speedier chip which puts computing performance on par with desktop machines.

“It has over a billion transistors

in it,” he said, adding that the device will be a mobile game lover’s delight with blazing smooth, rich graphics.

The 5S will also have some 10 hours of talk time, or 40 hours of music listening, Schiller added. Apple introduced a fingerprint sensor for the iPhone 5S as a new security measure in place of passwords.

“You can just press the home button to unlock your phone,” Schiller said. “You can use it to authenticate iTunes purchases.”

Schiller added: “We have so much of our personal data on these devices, and they are with us almost everyplace we go, so we have to protect them.”
