Jay Z’s ‘4:44’ goes platinum but absent from Billboard chart LOS ANGELES - Jay Z’s latest album “4:44” may already be certified platinum but it was noticeably absent from Monday’s Billboard 200 album chart because the rapper’s own streaming platform Tidal did not report numbers to Nielsen Music.

The album, on which the Jay Z addresses cheating on his wife Beyonce and the birth of their twins, was released on June 30 as an exclusive to members of Tidal and customers of wireless carrier Sprint Corp, who were offered a free six-month subscription to Tidal to listen to the album.

The Billboard 200 album chart is based on retailers and streaming platforms reporting sales and streaming figures to Nielsen SoundScan. Tidal did not report first week streaming figures of “4:44” to Nielsen, David Bakula of Nielsen Music said.

Representatives for Tidal and Jay Z did not immediately respond to Reuters’ request for comment on the album’s exclusion from this week’s Billboard chart, but this is not the first time the streaming platform’s exclusive releases have not charted on Billboard.

Kanye West’s “Life of Pablo” did not enter the Billboard charts during its exclusive Tidal release in February 2016. It only debuted on the Billboard 200 chart, at No. 1, after West made it available widely in April last year on platforms including iTunes, Apple Music and Spotify.

Just six days after “4:44” was released, the Recording Industry Association of America certified the album as platinum, meaning one million U.S. consumers had already downloaded the album.

But instead of featuring Jay Z, DJ Khaled’s “Grateful” topped the Billboard 200 chart for a second consecutive week on Monday with another 70,000 album units sold.

“4:44” was made available to purchase and stream widely on July 7, which will count toward next week’s Billboard chart. The album has been praised by critics for Jay Z’s raw self-examination and socially conscious themes.

Jay Z announced a “4:44” tour on Monday and will play 31 shows across North America and Canada from October to December. (rtr)

ITTA BENA — A U.S. military plane used for refueling crashed into a soybean field in rural Mississippi, killing at least 16 people aboard in a fiery wreckage and spreading debris for miles, officials said. Leflore County Emergency Management Agency Director Frank Randle told reporters at a briefing late Monday that 16 bodies had been recovered after the KC-130 spiraled into the ground about 85 miles (135 kilometers) north of Jackson in the Mississippi Delta. A witness said some bodies were found more than a mile from the crash site.

Set in a post-apocalyptic world, the film depicts an epic battle between a band of intelligent apes led by a chimpanzee called Caesar, played by Serkis, and an army led by a ruthless colonel, who is played by Woody Harrelson.

“It’s (about) the perils of lack of empathy, and we live in a world that is sadly getting closer to reaching a tipping point of not being able to empathize with

other cultures, other people,” said Serkis.

Matt Reeves, director of the second and third films in the current trilogy, called his five years of immersion in the tale a “great journey”, adding, “It’s very bittersweet because now this chapter is over.”

The “Planet of the Apes” science fiction franchise began with French author Pierre Boulle’s

1963 novel of the same name, which spawned a five-film series that ran from 1968 to 1973.

The first movie, starring Charlton Heston, won an Oscar for its prosthetic make-up effects, and was a critical and commercial hit that led to sequels, television series and other related releases.

“The War for the Planet of the Apes” hits U.S. cinemas on July 14. (rtr)

Marine Corps spokeswoman Capt. Sarah Burns said in a statement that a KC-130 “experienced a mishap” Monday evening but provided no details. The KC-130 is used as a refueling tanker. U.S. Sen. Thom Tillis, who represents North Carolina, said the plane was from the Marine Corps Air Station Cherry Point, North Carolina. Tillis, who is chairman of the Senate Armed Services Subcommittee on Personnel, said in a statement Tuesday morning that he and his wife were extending their deepest condolences to the families of the Marines killed, as well as to the Cherry Point station.

Andy Jones said he was working on his family’s catfish farm just before 4 p.m. when he heard a boom and looked up to see the plane corkscrewing downward with one engine smoking. “You looked up and you saw the plane twirling around,” he said. “It was spinning down.” Jones said the plane hit the ground behind trees in the soybean field, and by the time he and other reached the crash site, fires were burning too intensely to approach the wreckage. The force of the crash nearly flattened the plane, Jones said.

“Beans are about waist-high, and there wasn’t much sticking out above the beans,” he said. Jones said a man borrowed his cellphone to report to authorities that there were bodies across U.S. Highway 82, more than a mile from the crash site. Greenwood Fire Chief Marcus Banks told the Greenwood Commonwealth that debris from the plane was scattered in a radius of about 5 miles (8 kilometers).

Jones said firefighters tried to put out the fire at the main crash site but withdrew after an explosion forced them back. The fire produced towering plumes of black smoke visible for miles across the flat region and continued to burn after dusk, more than four hours after the crash. DENPASAR - The 71st celebration of Bhayangkara (national police) Day took place very lively in Bajra Sandhi Monument, Renon, East Denpasar, on Monday (Jul. 10). In short, it targets street crimes caused by motorcycle gangs, and other crimes will be taken a firm action so as not to develop.

“On this occasion, I would like to form a special team of the anti-riot unit to handle street crimes in addition to existing special force. They are not equipped with sharp bullet weapons, but special shock weapons,” said Bali Police Chief, Dr. Peter Reinhard Golose.

In specific visit of the central House of Representatives, chiefly the Commission III, it deeply appreciated to the measure taken by Bali police and supported the eradication of narcotics in Bali region. DENPASAR - Realization of rabies vaccination conducted at the seventh stage this year has not been completed yet. There are still about 13 percent of rabies carrier animals (HPR) that have not been touched by vaccination. On that account, the agriculture agency is now reconduct animal sweeping that has not been vaccinated from door to door. At least, 50 vaccinators are deployed to all subdistricts to complete the overall vaccination goal.

This was affirmed by the Head of Denpasar Agriculture Agency, I Gede Ambara Putra, when met at the parliament session room on Monday (Jul. 10). Completion of the rabies vaccination is carried out because when doing the vaccination the animal owners possibly were absent. Therefore, when sweeping this time, the officers will come directly to their homes.

Ambara Putra said the total rabies carrier animals that having got no vaccination reached 61,514 heads.

For dog, the officers have vaccinated 57,530 heads followed by 72 heads of monkeys and 3,912 heads of cat. This number spread across all the subdistricts in Denpasar.

In the vaccination this time, people who have rabies carrier animals do not need to spend any penny as all the vaccine costs are borne by the government. Other than the officers coming to people’s home, the animal owners can also bring their own animals to the agency office. “We are ready to accept all the animals brought by villagers to

be vaccinated,” he said.

In 2016, the population reached approximately 70,688 heads. This number spreads in four subdistricts, namely East Denpasar (15,911 heads), West Denpasar (18,404 heads), South Denpasar (17,478 heads) and North Denpasar (18,895 heads).

Previously, the agricultural agency already prepared 74,000 rabies vaccines for pets and rabies carrier animals. Implementation of the rabies vaccination in 2017 in Denpasar city took place from May to June 2017. “In addition, we have also disseminated by establishing vaccine donors and provided training for village-based police and military officers and some village officers trained to be vaccinator,” he said.

Denpasar city received rabies vaccine from the State Budget (APBN) as much as 52,000 vaccines that arrived at the end of April 2017, while the remaining 22,000 vaccines are financed by Denpasar Regional Budget (APBD).

People are expected to report in case there is information on pets suffering from rabies. This is obliged to be reported to the agriculture agency so that relevant agency can arrest or eliminate the animal in accordance with applicable provisions. If after observation carried out for less than two weeks, it turns out the animal remains alive, the animal will be handed back to the owner after getting vaccination. (kmb12)

Tech companies wage war on disease-carrying mosquitoes

CHICAGO - American technology companies are bringing automation and robotics to the age-old task of battling mosquitoes in a bid to halt the spread of Zika and other mosquito-borne maladies worldwide.

Firms including Microsoft Corp and California life sciences company Verily are forming partnerships with public health officials in several U.S. states to test new high-tech tools.

In Texas, Microsoft is testing a smart trap to isolate and capture Aedes aegypti mosquitoes, known Zika carriers, for study by entomologists to give them a jump on predicting outbreaks.

Verily, Alphabet’s life sciences division based in Mountain View, California, is speeding the process for creating sterile male mosquitoes to mate with females in the wild, offering a form of birth control for the species.

While it may take years for these advances to become widely available, public health experts say new players brings fresh thinking to vector control, which still relies heavily on traditional defenses such as larvicides and insecticides.

“It’s exciting when technology companies come on board,” said Anandasankar Ray, an associate professor of entomology at the University of California, Riverside. “Their approach to a biological challenge is to engineer a solution.”

SMART TRAPS

The Zika epidemic that emerged in Brazil in 2015 and left thousands of babies suffering from birth defects has added urgency to the effort.

While cases there have slowed markedly, mosquitoes capable of carrying the virus - Aedes aegypti and Aedes albopictus - are spreading in the Americas, including large swaths of the southern United States.

The vast majority of the 5,365 Zika cases reported in the United States so far are from travelers who contracted the virus elsewhere. Still, two states – Texas and Florida – have recorded cases transmitted by local mosquitoes, making them

prime testing grounds for new technology.

In Texas, 10 mosquito traps made by Microsoft are operating in Harris County, which includes the city of Houston.

Roughly the size of large birdhouses, the devices use robotics, infrared sensors, machine learning and cloud computing to help health officials keep tabs on potential disease carriers.

Texas recorded six cases of local mosquito transmission of Zika in November and December of last year. Experts believe the actual number is likely higher because most infected people do not develop symptoms.

Pregnant women are at high risk because they can pass the virus to their fetuses, resulting in a variety of birth defects.

Those include microcephaly, a condition in which infants are born with undersized skulls and brains. The World Health Organization declared Zika a global health emergency in February 2016.

Most conventional mosquito traps capture all comers - moths, flies, other mosquito varieties - leaving a pile of specimens for entomologists to sort through. The Microsoft machines differentiate insects by measuring a feature unique to each species: the shadows cast by their beating wings.

When a trap detects an Aedes aegypti in one of its 64 chambers, the door slams shut.

The machine “makes a decision about whether to trap it,” said Ethan Jackson, a Microsoft engineer who is developing the device.

The Houston tests, begun last summer, showed the traps could detect Aedes aegypti and other medically important mosquitoes with 85 percent accuracy, Jackson said.

The machines also record shadows made by other insects as well as environmental conditions such as temperature and humidity. The data can be used to build models to predict where and when mosquitoes are active.

Mustapha Debboun, director of Harris County’s mosquito and vector control division, said the traps save time and give researchers more insight into mosquito behavior. “For science and research, this is a dream come true,” he said.

The traps are prototypes now. But Microsoft’s Jackson said the company eventually hopes to sell them for a few hundred dollars each, roughly the price of conventional traps.

The goal is to spur wide adoption, particularly in developing countries, to detect potential epidemics before they start.

“What we hope is (the traps) will allow us to bring more precision to public health,” Jackson said. SORTING MOSQUITOES WITH ROBOTS Other companies, meanwhile, are developing technology to shrink mosquito populations by rendering male Aedes aegypti mosquitoes sterile. When these sterile males mate with females in the wild, their eggs don’t hatch.

The strategy offers an alternative to chemical pesticides.

But it requires the release of millions of laboratory-bred mosquitoes into the outdoors. Males don’t bite, which has made this an easier sell to places now hosting tests.

Oxitec, an Oxford, England-based division of Germantown, Maryland-based Intrexon Corp, is creating male mosquitoes genetically modified to be sterile. It has already deployed them in Brazil, and is seeking regulatory approval for tests in Florida and Texas.

MosquitoMate Inc, a startup formed by researchers at the University of Kentucky, is using a naturally occurring bacterium called Wolbachia to render male mosquitoes sterile.

One of the biggest challenges is sorting the sexes.

At MosquitoMate’s labs in Lexington, immature mosquitoes are forced through a sieve-like mechanism that separates the smaller males from the females. These mosquitoes are then hand sorted to weed out any stray females that slip through.

“That’s basically done using eyeballs,” said Stephen Dobson, MosquitoMate’s chief executive.

Enter Verily. The company is automating mosquito sorting with robots to make it faster and more affordable. Company officials declined to be interviewed. But on its website, Verily says it’s combining sensors, algorithms and “novel engineering” to speed the process.

Verily and MosquitoMate have teamed up to test their technology in Fresno, California, where Aedes aegypti arrived in 2013.

Officials worry that residents who contract Zika elsewhere could spread it in Fresno if they’re bitten by local mosquitoes that could pass the virus to others.

“That is very much of a concern because it is the primary vector for diseases such as dengue, chikungunya and obviously Zika,” said Steve Mulligan, manager of the Consolidated Mosquito Abatement District in Fresno County.

The study, which still needs state and federal approval, is slated for later this summer. (rtr)

By soft opening next week

Infrastructure to Gianyar Botanical Garden incomplete yet

GIANYAR — Regarding the soft opening of the Gianyar Botanical Garden at Pilan village, Payangan, that will be held next Monday (Jul. 17), the invitation has already been spread to several ministries. However until Monday (Jul. 10), a number of supporting infrastructures of the object have not certainly completed.

Head of the Gianyar Development Planning Board (Bappeda), Gde Widarma Suharto, stated that in preparing the soft opening, in the botanical garden there are a number of completed works, such as the construction of thematic park, the provision of tree identification to the planting of ritual plant has been totally completed. “The first stage of planting has been completed, but later on there will be another arrangement of this plant,” he said.

As for the logo of the botanical garden, he has prepared the logo using the image of Bali ancient shrine found at Pilan hamlet, Pilan.

Dozens of students of SDN 4 Bondalem learn at hamlet hall

SINGARAJA — Teaching and learning process (PBM) at the SDN 4 Bondalem elementary school, Tejakula subdistrict, has to be done outside the school building. Dozens of students on their first school day on Monday (Jul. 10) were forced to occupy the hamlet hall building at local village. This effort is taken because of having to wait for the completion of building construction project estimated to accomplish next three months.

Pursuant to the data collected in the field, there are 22 students of first grade at SDN 4 Bondalem learning in hall of Celagi Bantas hamlet. There, a blackboard along with a number of desk and bench has been prepared. Dozens of students have come to the hamlet hall since 07:00. They are accompanied by their parents.

All this time, the SDN 4 Bondalem does not have its own building. They learn at the SDN 3 Bondalem.

SDN 4 Bondalem has only three classrooms and the three rooms are used for first and third grade students.

Other students must learn in SDN 3 Bondalem. The students of SDN 3 Bondalem and SDN 4 Bondalem must study in the same classroom. Their teachers also use the same space as well as the principal’s room.

The Buleleng education agency should relocate the SDN 4 Bondalem from the village center to Lemo Sari hamlet considering that population in this area

continues to grow.

Principal of the SDN 4 Bondalem, Putu Sila Dermawasih, said that teaching-learning process in the hamlet hall is only done temporarily. On the advice of community leader, the students are not combined in the SDN 3 Bondalem to make them get used. In addition, the school has been crowded so students are not free to play. Since it was opened in 1969, this school has no adequate classroom.

This was later reported to the education agency. It decided that the school should be relocated elsewhere.

Consequently, the Buleleng education agency established a new school building that must be completed in November. “Two schools are merged into one. They become overcrowded as one classroom is taken advantage by two elementary schools. Village leader also suggested they should not be combined. As a result, children must learn in hamlet hall temporarily,” he said.

In the meantime, Head of the Buleleng Education Agency, Gede Suyasa, said the students of SDN 4 Bondalem attend school there are based on community agreement. Besides, it is also intended for first grade students.

It is based on consideration of school hours remaining to be short. Another consideration is that the building will also be completed in the upcoming November.

Before the conclusion phase, the prosecutor had time to submit a number of considerations. As the incriminating factor, the defendant illegally brought in narcotics belonging to hashish type to Indonesia. He carried

a large amount of hashish, namely 3 kg, which is certainly going up against the government program, and the defendant’s action could affect the life of the next generation. While the alleviating factor, the defendant is young and did not convolute in providing information.

As described in his letter of indictment, the 30-year-old defendant was arrested at Ngurah Rai International Airport in December 2016. Initially, the defendant Roman made air travel from Kathamadu (Nepal) using Malindo Air. His flight had time to transit

in Kuala Lumpur (Malaysia) before continuing to Denpasar (Ngurah Rai).

As soon as he got off the plane at Ngurah Rai Airport and picked up his purple luggage in luggage rack, he rushed to the Ngurah Rai Customs and Excise checkpoint. The witness Putu Jeffry Casanova, a local officer, found the defendant’s suspicious behavior where he showed off a restless attitude. On that basis, the defendant was directed to examination area by using X-ray device. Assisted by his colleague, the witness also searched

the defendant’s suitcase, including putting off the defendant’s clothes.

In the inspection, the officers finally found a type of hashish weighing 2,999.15 grams gross or 2,956.00 grams net on Sunday (Dec. 11, 2016).

Such illicit goods were found by the witness hidden in 27 packs of tooth paste of Dant Kanti brand stored in the suitcase. Now, the defendant is just waiting for the verdict from the panel of judges. Before the verdict, the defendant is given the opportunity to file a defense next week. (kmb37)

Canada wildfires disrupt industry, force 14,000 from homes

SEOUL- South Korea’s intelligence agency does not believe North Korea has secured re-entry capabilities for its intercontinental ballistic missile (ICBM) programme, a South Korean lawmaker said on Tuesday, disputing Pyongyang’s account.

North Korea launched what was said to be a nuclear-capable ICBM last week as it presses on with its nuclear and missile programmes in defiance of United Nations sanctions.

Pyongyang’s state media said last week’s test successfully verified the atmospheric re-entry of the warhead loaded on the test-launched missile, which experts say may be able to reach the U.S. state of Alaska.

However, Yi Wan-young, who is also a member of South Korean parliament’s intelligence committee, told reporters during a televised briefing that South Korea’s National Intelligence Service has not been able to confirm that re-entry was successful.

“Considering how North Korea does not have any testing facilities (for re-entry technology), the agency believes (North Korea) has not yet secured that technology,” he said.

Yi said the agency believed the missile launched last week was a modified version of the KN-17 intermediate range missile that was tested in May. He also said the agency had not detected any unusual activity at North Korea’s Punggye-ri nuclear test site. (rtr)

CALGARY - Rapidly spreading wildfires in Western Canada’s British Columbia on Monday disrupted timber and mining operations, damaged equipment at a regional electric utility and forced thousands from homes in the interior of the province.

Authorities said at least 10 of more than 200 fires burning across the province were close to residential communities. Some 38,000 hectares (93,900 acres) had been ravaged as of midday on Monday. No deaths or serious injuries have been reported, but some 14,000 people have been forced from their homes.

West Fraser Timber Co said it had temporarily suspended operations at 100 Mile House, Williams Lake and Chasm. It said the sites have total annual production capacity of 800 million board feet of lumber and 270 million square feet of plywood.

“The fire situation in the Interior of British Columbia is volatile and the situation is evolving,” said West Fraser, one of several Canadian

lumber producers targeted by new U.S. tariffs in April as a long-running trade dispute escalated.

Vancouver-based EnGold Mines Ltd said it had suspended exploration in British Columbia, home to all of its operations.

Imperial Metals Corp said activity at its Mount Polley copper mine was “significantly reduced” because some employees had been evacuated from their homes, many roads had been closed and a local airport had been shut down.

“Should critical supplies, such as fuel, not be available due to road closures, the mine may be forced to suspend operations,” the company said.

Taseko Mines Ltd, which operates a mine near some of the fires, said

some employees had been affected by evacuation alerts, but the facility was still running at capacity.

The province’s main electricity distributor BC Hydro and Power Authority said more than 170 power poles and 29 transformers had been damaged, and it expected the damage to increase.

British Columbia on Friday declared its first state of emergency since 2003 and deployed some 1,600 personnel over the weekend as electrical storms and brisk winds passed through the interior of the bone-dry province.

Seven Hindu pilgrims killed in militant attack in Indian Kashmir

SRINAGAR - Seven Hindu pilgrims, most of them women, were killed in a gunbattle that erupted in Indian Kashmir on Monday following two militant attacks on police, stoking outrage and protests nationwide.

The pilgrims were on their way back from the Amarnath shrine deep in the Himalayas when their bus got caught up in the crossfire near the town of Anantnag, police said.

Twelve pilgrims were wounded

in the fighting triggered after the militants attacked a police bunker and another police party at a checkpoint.

The attack has stirred the ire of hardline Hindu groups tied to Prime Minister Narendra Modi’s ruling party who have long sought tough action against militants fighting Indian rule in Muslim-majority Kashmir.

Workers in Britain’s “gig economy” deserve more rights- government review

LONDON - Britons working in the “gig economy” for firms such as taxi app Uber and takeaway food courier Deliveroo deserve more rights, a government-commissioned report said on Tuesday. It added, however, that government should avoid adding to regulations. Last year, Prime Minister Theresa May set up a review into modern employment practices after an outcry over the increasing use of zerohour contracts and the rising number of self-employed people working for apps in fast-growing sectors such as takeaway delivery and taxi services.

May will use the publication of the report as a chance to relaunch her

leadership and appeal for opposition lawmakers to back her domestic reforms after a botched election cost her party its majority in parliament. “While avoiding overbearing regulation, we will make sure people have the rights and protections they need,” May will say.

at Uber, who had argued that they deserve workers’ rights such as the minimum wage, in a move which would add to the San Francisco-based firm’s costs, prompting it to appeal.

In Britain, the self-employed have no entitlement to employment rights beyond basic health and safety and anti-discrimination laws. Regular workers, by contrast, receive entitlements such as annual leave, rest breaks and the minimum wage.

The report suggested an employment category be created known as “dependent contractors” with an eye on those working for platforms such as apps.

“We need to provide additional protections for this group and stronger incentives for firms to treat them fairly,” according to the report, compiled for the government by Chief Executive of The Royal Society of Arts Matthew Taylor. “The best way to achieve better work is not national regulation but responsible corporate governance, good management and strong employment relations within the organisation.”

Firms will also be made to prove that a person working for them is able to earn at least 1.2 times the national living wage, which stands at 7.50 pounds ($9.65) an hour for the over-

25s, the BBC reported on Monday.

May’s speech forms part of her efforts since becoming prime minister last year to attract more working class voters and those who she has called the “just about managing” to back her ruling Conservative Party. But in advance of the report’s release, Britain’s biggest union Unite said it was up to businesses to enforce workers’ rights and the government needed to make sure entitlements were upheld.

Meetings of local hamlet and villages agreed to build this place independently. The building stands on the edge of a cliff with a length of 60 meters and 10 meters high.

Above it is also built a building similar to gazebo as well as three long chairs enabling visitors to take pictures. Green Cliff is intentionally built rather high and elongated so that people can more freely watch

the scenery of Yehembang Hills.

CUSTOMARY village of Asak, Pertima, Karangasem, is one of the ancient villages in Karangasem. Customs and traditions carried out through generations at this village are well maintained and preserved. For instance, on the Usaba Kaulu, Thursday (Jan. 14), the local customary youth club held a pecaruan agung or animal sacrifice by using a cow. This ritual took place tensely because after being given ritual the cow is released and then pursued by all the apparatuses of customary youth club.

Chief of Asak customary village, Jero Dukuh Ketut Suta, delivered that the ritual is purely performed by local customary youth club. The preparation has been made since two weeks before the main event where they prepared the means of caru in the form of a bull. It was handed over to the secretary of customary youth club and placed in the area of the Patokan Truna and bathed every day at the Beji Yeh Inem spring. Every night, the bull is guarded by its apparatuses.

When arriving at the peak of ritual on penanggal ping 6 Sasih Kaulu nuju Beteng, the bull of caru ritual is decorated with white and yellow fabric. Then, right in the forehead of the bull is marked with swastika image by whiting. Before the peak of the ritual takes place, the bull must be consecrated. Likewise, the entire apparatus of customary youth club do worship. “Before the peak of ritual, secretary of the customary youth club announces the rules of cutting down the bull. If cutting down in front of meeting hall, they will be imposed with a fine of IDR 250,000, while at village area they are fined at IDR 150,000,” said the chief.

The cow is then paraded around the Patokan Temple in the form of small shrine in the area of Kanginan customary hamlet. The shrine symbolizes the lingam of Lord Shiva. “For the first cutting down is given the opportunity to the eldest of youth club to mark the cow,” said Wayan Segara, spiritual section head of the Asak customary village.

After that, the cow was released out of the Patokan Temple.

The whole apparatus of the customary youth club attempt to cut it down. In wounded and bleeding condition, the cow continues to be pursued around the village and cut together by using special knife of the customary youth. Blood sheds in the area of customary village are intended as a mark if the great pecaruan has been implemented. When the cow dies, it is believed to bring in fertility and blessing. In this process, the customary youth club is prohibited from striking the tail and head of the cow. If the tail of the cow cuts off, it will be considered to have been faulty. Any youth club members daring do it, they will be imposed to pay compensation for the cow.

This tradition is carried out to neutralize the bhuta kala or evil spirit in order to create a natural balance at Asak customary village in particular and Bali in general. Direction where the cow runs to even has its own significance. When running eastward, it is a sign of fertility and prosperity. When running southward, it is a sign of wisdom, eastward symbolizes a bright light avoiding them from all dangers and westward indicates a bad sign in the form of darkness. When the cow is running southward, local people hope their villages to be filled in with wisdom. (kmb)

Trump Jr. was told of Russian effort to help father’s campaign - NY Times

NEW YORK - Donald Trump Jr. was told in an email before meeting a Russian lawyer who he thought had material damaging to Hillary Clinton that it was part of a Russian government bid to aid his father’s presidential campaign, the New York Times said on Monday.

Citing three people with knowledge of the email, the paper said publicist Rob Goldstone indicated in the message to U.S. President Donald Trump’s eldest son that the Russian government was the source of the potentially damaging information.

Trump Jr did not indicate in a statement on Sunday that he had been told the lawyer might be a proxy for the Kremlin.

The email is likely to be of interest to investigators examining whether any Trump associates colluded with the Russian government to sway last year’s election, the Times said.

Trump Jr. hired a lawyer on Monday to represent him in the Russia-related investigations as prominent Republicans voiced concern about the meeting between the president’s son and a Russian.

Allegations of the Trump campaign’s ties to Russia have cast a shadow over the Republican president’s first months in office and sparked investigations by congressional committees and a federal special counsel, Robert Mueller, into whether Russia interfered in the election and colluded with the Trump campaign.

Moscow denies interfering and Trump, who became president on Jan. 20, says there was no collusion.

“It’s a very serious development,” Representative Adam Schiff, the top Democrat on the House Intelligence Committee, told MSNBC of the Times report. “It

all warrants thorough investigation. Everyone who was in that meeting ought to come before our committee.”

Trump Jr. hired New York lawyer Alan Futerfas, who specializes in criminal defense and whose clients have included alleged organized crime figures, a Russian computer hacker and white-collar criminals.

“I look forward to assisting Donald Jr. and, quite frankly, there is nothing to all of the media buzz about the June 9th, 2016 meeting,” Futerfas told Reuters.

“That will be proven to be the case.”

Futerfas would not say when he was retained or whether he played any part in the statements Trump Jr. made during the weekend about his June 2016 meeting at Trump Tower in New York with a Russian lawyer, Natalia Veselnitskaya, during the presidential election campaign.

Trump Jr. said he agreed to meet Veselnitskaya, described by the New York Times as having links to the Kremlin, after being promised damaging information about Democratic presidential candidate Hillary Clinton.

Trump’s son-in-law, Jared Kushner, and Trump’s then-campaign chairman, Paul Manafort, also attended, the Times said. It called the encounter the first confirmed private meeting of members of Donald Trump’s inner circle with a Russian national during the campaign.

A Republican member of the U.S. Senate Intelligence Committee, Susan Collins, called on Trump Jr. to testify before the panel, which is looking into accusations of Russian meddling in the election.

“Our intelligence committee needs to interview him and others who attended the meeting,” she told reporters at the U.S. Capitol. (rtr)

Iraqi PM declares victory over Islamic State in Mosul

MOSUL - Iraq’s prime minister declared victory over Islamic State in Mosul on Monday, three years after the militants seized the city and made it the stronghold of a “caliphate” they said would take over the world.

“I announce from here the end and the failure and the collapse of the terrorist state of falsehood and terrorism which the terrorist Daesh announced from Mosul,” Haider al-Abadi said in a speech shown on state television, using an Arabic acronym for Islamic State.

A 100,000-strong alliance of Iraqi government units, Kurdish Peshmerga fighters and Shi’ite militias launched the offensive to recapture the northern city from the militants in October, with key air and ground support from a U.S.led coalition.

Abadi, wearing a black military uniform and flanked by commanders from the security forces, thanked troops and the coalition.

But he warned that more challenges lay ahead.

“We have another mission ahead of us, to create stability, to build and clear Daesh cells, and that requires an intelligence and security effort, and the unity which enabled us to fight Daesh,” he said before raising an Iraqi flag.

Iraq declared a week-long holiday to mark the victory. People celebrated in the streets of the capital Baghdad and southern cities.

Abadi arrived in Mosul on Sunday to congratulate military commanders who have waged a nearly nine-month battle to recapture the city, many parts of which were

reduced to rubble.

Gunfire and explosions could be heard earlier in the day as the last few Islamic State positions were pounded.

The coalition said in a statement Iraqi forces were in “firm control” of Mosul, but some areas still needed to be cleared of explosive devices and possible Islamic State fighters in hiding.

Around the time of Abadi’s announcement, Islamic State released a statement claiming to have mounted an attack on Iraqi forces in Mosul. Reuters could not immediately verify the report.

Abadi had been meeting military and political officials in Mosul in an atmosphere of celebration that contrasts with the fear that spread after a few hundred Islamic State militants seized the city and the Iraqi army crumbled in July 2014.

Islamic State leader Abu Bakr al-Baghdadi shocked the Middle East and Western powers three years ago by appearing at the pulpit of Mosul’s Grand al-Nuri Mosque to declare the caliphate and himself the leader of the world’s Muslims.

A reign of terror followed which eventually alienated even many of those Sunni Muslims who had supported the group as allies against Iraq’s Shi’ite majority. Opponents of Islamic State were executed and such crimes as smoking a cigarette were punishable by public whipping.

Since the 2003 U.S.-led invasion that toppled Saddam Hussein, the Shi’ites have been politically dominant in Iraq but the country has been racked by ethnic conflict. (rtr)

JAKARTA - Budget for the police has been increased by Presudent Joko Widodo to make the force able to modernize its equipment, improve means and facilities as well as infrastructure. “Under your leadership budget for the police which stood at Rp44 trillion in 2014 has now reached Rp84 trillion in 2017 meaning it has doubled,” Indonesia Police Chief General Tito Karnavian said at a ceremony to mark the 71st police anniversary at Monas Square on Monday.

Due to the budget hikes “construction of the Jakarta Metropolitan Police Building that has been started in 2004 and hampered for 13 years is, under your leadership, expected to be finished by the end of this year”, he said. Besides that construction of the 17 stories Crime Investigation Department building is now under construction and God willing is expected to be finished next year, he said.

General Karnavian expressed thanks to President Joko Widodo for his decision to increase remuneration for the police. He said remuneration hike in 2015 was only 33 percent while other institutions had reached 100 percent but in 2016 it already reached 53.4 percent.

“Thank God in 2016 you raised the performance allowance for members to 53.4 percent,” he said.

On the occasion General Karnavian reaffirmed the polices com-

mitment to continue improving the forces professionalism and media management. He said the success in the police improvement so far has been recognized as seen in various surveys by polling institutions revealing improvement in the public trust to the police.

“Polri (Indonesia Police) does not exvlusively belong to Polri.

Polri belongs to us all including the government and the people. In view of that support from all parties are needed to meet the expectations of the government and the people,” he said. President Joko Widodo who led the ceremony had praised the success of the police in carrying out their tasks with support from all community elements.

“Challenges in the future will be heavier especially in the current global era. The success of the police is inseparable from the support of all national elements and the community,” he said. On the occasion President Joko Widodo called on the police to increase their performance in dealing with primordial issues, transnational crimes, terrorism, narcotic drugs and cyber crimes.

He also called on the police to prepare themselves for regional elections in 2018 and presidential election in 2019. He hoped the police could really give their best service to the people, the nation and the state. (ant)

JAKARTA - Bogor Institute of Agricultural (IPB) has established the Regional Fire Management Resource Center in the South East Asia Region (RFMRC-SEA), which provides accurate information and data on forest fire.

Head of RFMRC-SEA, Professor Bambang Hero Saharjo from the Forestry Faculty, said here on Monday that the data center presents information based on accurate research that can be used in stepping up efforts to control forest fires in Southeast Asia.

“Our researches indicate that one of the factors for unsuccessful forest fire control is the lack of scientificbased information,” Bambang added.

According to him, a lot of confusing information on forest fires have been mentioned by the government or companies during the time.

The RFMRC-SEA can be a scientific source of information on forest and land fire, including its causes and impacts.

“For example, smoke from forest fires in Central Kalimantan consists of 90 gases, of which there are 50 toxic gases, hydrogen cyanide, furan, and others. These data have not been disseminated well,” he stated.

In addition to conducting research, the institute will also establish research cooperation with Southeast Asia countries.

Bambang noted that the Minister of Environment and Forestry supported the RFMRC-SEA to assist the government in seeking forest fire control.

The institute receives support from the Global Fire Monitoring Center (GFMC) and funding from Germany until 2019. (ant)

Police: Indonesia bomb maker wanted to join Philippine fight

JAKARTA — Indonesian police said Monday that a man whose home-made bomb accidentally exploded in the West Java city of Bandung was obsessed with the idea of joining Islamic State group-affiliated militants who’ve occupied parts of a city in the southern Philippines since mid-May. West Java police spokesman Yusri Yunus said that Agus Wiguna, 21, was arrested following the explosion on Saturday at his rented house and was probably acting alone.

Yunus said a written document found in the house showed Agus’ pledge of allegiance to IS leader Abu Bakr al-Baghdadi. He said that Wiguna learned about IS and how to assemble a bomb from the internet.

The pressure cooker bomb allegedly prepared by Wiguna exploded unintentionally but caused no casualties. It was the second terror-related incident in Bandung since February, when police shot a suspected militant after his bomb exploded in a vacant lot and he

fled into a municipal building and set it alight. Police said Wiguna planned to begin his attack on July 16 at a cafe, then a restaurant and a church, all in Bandung.

He also admitted to wanting to join IS militants fighting in the Philippine city of Marawi after carrying out his planned attacks. “That is his confession, but we still need a deeper investigation,” Yunus said.

Indonesian police have arrested more than 40 suspected militants following a twin suicide bombing on May 24 in Jakarta that killed three officers and injured 11 other people, including five civilians, in the deadliest militant attack in the capital in a year. The Jakarta attack was blamed on members of Jemaah Anshorut Daulah, a network of Indonesian extremist groups that has pledged allegiance to the Islamic State group.

Southeast Asian neighbors Indonesia, Malaysia and the Philippines have agreed to intensify their fight against violent Islamic militants. Analysts say the southern Philippines is at risk of becoming a new IS base as territory it controls in Syria and Iraq is captured by an international coalition seeking to defeat the group. (ap)

Nadal beaten by relentless Muller in fourth-round epic LONDON - Rafael Nadal’s hopes of a third Wimbledon crown sank with the setting sun as Luxembourg’s Gilles Muller returned to haunt the Spaniard with a nerve-jangling 6-3 6-4 3-6 4-6 15-13 victory in a fourthround classic on Monday.

Twelve years after first getting the better of Nadal on the All England Club lawns -- since when his career has trundled along in unspectacular fashion -- 16th seed Muller stood firm in 135-minute fifth set of interminable tension.

Nine times in that heart-pounding decider, 31-year-old French Open champion Nadal served to stay alive.

Men of lesser resolve than the 34-year-old Muller would have cracked -- but the left-handed serve-and-volleyer was relentless in pursuit of victory and it was 15-times grand slam champion Nadal who succumbed when asked to walk the tightrope for the 10th time at 13-14.

A miss-hit forehand gave Muller two more match points and this time there was no escape for Nadal as another error off his trusty weapon ballooned over the baseline.

Muller stood motionless for a few seconds, taking in the enormity of his victory as the Court One crowd which has spent the past two hours on the edge of their seats, rose as one.

There was little doubt he deserved the ovation.

He outplayed Nadal in the opening two sets and then, after weathering a ferocious fightback, made the running in the fifth when his baseline craft matched Nadal’s.

A number of public figures and officials have been to the temple to perform purification rites (malukat) and to ask for be blessed with offspring. Geger Temple is supported by two hamlets in Peminge village, South Kuta. However, many people from beyind these hamlets also come to pray a Geger Temple, including people from Java.

Not far from Geger Temple, down the stairs and over some rocks, visitors arrive at the temple spring or beji ,that is located on Geger Beach behind a huge rock. The temple has several shrines, including a phallus or lingam where pilgrims do their purification rites. “During the full moon, new moon or on Kajeng Kliwon, there are eopel doing purification rites 24 hours a day” explained said Nyoman Romi, a merchant who sells his wares near the temple. Mayweather filed a tax court petition on July 5, asking the IRS to grant him a reprieve and allow him to pay his taxes after he is paid for next month’s bout vs. Mixed martial arts star Conor McGregor.

The 40-year-old Mayweather is coming out of retirement to face McGregor on Aug. 26 that could net the boxer a nine-figure payday.

The IRS wants Mayweather (49-0) to pay his taxes for 2015.

Mayweather has earned an esti-

mated $700 million in his career, Forbes magazine reported, including a staggering $220 million from his much-hyped fight against Manny Pacquiao in May 2015.

“Although the taxpayer has substantial assets, those assets are restricted and primarily illiquid,” the petition by Mayweather said in a filing posting on Law360.com.

“The taxpayer has a significant liquidity event scheduled in about 60 days from which he intends to pay

the balance of the 2015 tax liability due and outstanding.”

According to the IRS website, the penalty for failure to pay taxes is typically 0.5 percent of owed taxes for each month.

Mayweather retired from professional boxing after defeating Andre Berto in September 2015.

Sp rt Ambitious Everton gaining momentum on field, in boardroom

LIVERPOOL — Wayne Rooney’s sentimental return to Everton after 13 years away fits the image of a club often criticized for living in the past amid the fast-evolving world of English soccer. The past 18 months have shown, however, that something exciting is brewing in the blue half of Merseyside: A newfound ambition and a determination to make up for lost time after falling behind the Premier League’s elite.

There’s a new 300-million-pound ($385-million) stadium on the horizon on the Mersey waterfront, replacing the atmospheric but cramped Goodison Park. There’s a wealthy majority shareholder in place in Farhad Moshiri, an Iranian-British businessman who sold his share in Arsenal to get a stake in Everton in early 2016. There’s a highly regarded manager in Ronald Koeman, who holds a fine global reputation from his time as a player with Barcelona and the Netherlands, and a director of football in Steve Walsh, a super scout who was one of the unheralded architects behind Leicester’s improbable Premier League title triumph in 2015-16.

And — arguably most important to Everton’s success-starved fans — there’s a team filled with a growing number of bright, bold and talented youngsters from England and abroad. The arrival of Rooney is the signature moment of a busy summer at Everton, a fact underscored by the lines outside the gates of Goodison Park on Monday to welcome home the club’s so-called “prodigal son.”

But he’s a blast from the past at a club looking forward, with momentum on the field and in the boardroom.

“We hit a level, and now we’re going places,” said Michael Graham, a 52-year-old Everton supporter who was outside the stadium waiting for a glimpse of Rooney. Everton’s fans have been starved of success since the club’s heyday in the mid-1980s, when it rivaled Merseyside rival Liverpool as England’s most successful team. The last of Everton’s nine top-flight titles came in 1987, its highest finish since the Premier League’s inception in 1992 is fourth, and its last major trophy was the 1995 FA Cup. A nine-year-old Rooney was at the old Wembley Stadium for that cup final against Manchester United, a big Everton follower just like his father and now his kids. They were the most pleased to see Rooney return to Everton after 13 trophyladen years at United. Rooney, a free transfer, is one of six players signed for a total of around 90 million pounds ($115 million) this offseason. There are sure to be more, although Everton has recouped 75 million ($97 million) in selling striker Romelu Lukaku to United. Koeman also oversaw the spending of 70 million pounds last season.

Fans are thrilled Everton is making its transfer moves early in the summer, instead of in the last days of the window as usual. Credit for that must go to Walsh for identifying the players and acting quickly, and also to Moshiri. Everton finally has a financial backer willing to spend big.

“I know from speaking to fans, my family, how excited

they are,” Rooney said about Everton’s ambition on Monday.

“It is great for everyone when a club makes new signings.

There is a good feeling around Everton Football Club at the moment. “We don’t just want to limp around this season.”

Sitting alongside Rooney at his presentation on Monday, Koeman acknowledged the pressure was on Everton in his second season at Goodison.

“The first season was to play good football and get good results,” he said, “but now you need to make the next step.”

The recent spending spree will not guarantee that improvement, though, as Liverpool and Tottenham know.

Both clubs used money gained from a high-price player move (Luis Suarez at Liverpool in 2014 and Gareth Bale at Spurs in 2013) to strengthen the rest of the squad, but initially struggled to manage without their former star player. Koeman has to decide where Rooney fits into his team and also how many of the club’s youngsters, such as Ademola Lookman, Tom Davies, Dominic Calvert-Lewin and Mason Holgate, to start.

Still, there’s optimism that Everton will bridge the gap to the top six by the end of the coming season, with Rooney providing the kind of leadership and experience — if not necessarily the goals — that Koeman’s young team requires.

“Everybody knows that there was one really big reason for me to sign for Everton,” Koeman said. “It was all about this project, and the club is now showing the ambition that everybody likes to have and that is really great . exciting times for the football club.” (ap)

HONG KONG - Barcelona target Paulinho has been told by his Chinese Super League side Guangzhou Evergrande that he will not be allowed to leave until the end of the season. Paulinho helped Guangzhou to their second Asian Champions League crown in 2015 and has won two CSL titles as well as reclaiming his place in the Brazil national team since moving to Evergrande from the English Premier League.

Barcelona have reportedly offered 20 million euros ($22.79 million) for the 28-year-old former Tottenham Hotspur midfielder. “Regarding Paulinho, there is

nothing to discuss until the end of the season,” Chinese media quoted Evergrande chairman Xi Jiayin as saying. “We completely understand his feelings, however, we hope he can understand the club’s situation. We can’t just let a core player go in the middle of a tough season.

“It is indeed a once-in-a-lifetime opportunity for Paulinho and there has been lots of attention on it. However, in midseason it is impossible.” The CSL wraps up on Nov. 4 but Guangzhou’s season could run until Nov. 25 if they reach the Asian Champions League final. Despite the uncer-

The Bundesliga club says the 20-year-old Harit has signed a four-year deal.

There’s a wealthy majority shareholder in place in Farhad Moshiri, an Iranian-British businessman who sold his share in Arsenal to get a stake in Everton in early 2016. There’s a highly regarded manager in Ronald Koeman, who holds a fine global reputation from his time as a player with Barcelona and the Netherlands, and a director of football in Steve Walsh, a super scout who was one of the unheralded architects behind Leicester’s improbable Premier League title triumph in 2015-16.

And — arguably most important to Everton’s success-starved fans — there’s a team filled with a growing number of bright, bold and talented youngsters from England and abroad. The arrival of Rooney is the signature moment of a busy summer at Everton, a fact underscored by the lines outside the gates of Goodison Park on Monday to welcome home the club’s so-called “prodigal son.”

But he’s a blast from the past at a club looking forward, with momentum on the field and in the boardroom.

“We hit a level, and now we’re going places,” said Michael Graham, a 52-year-old Everton supporter who was outside the stadium waiting for a glimpse of Rooney. Everton’s fans have been starved of success since the club’s heyday in the mid-1980s, when it rivaled Merseyside rival Liverpool as England’s most successful team. The last of Everton’s nine top-flight titles came in 1987, its highest finish since the Premier League’s inception in 1992 is fourth, and its last major trophy was the 1995 FA Cup. A nine-year-old Rooney was at the old Wembley Stadium for that cup final against Manchester United, a big Everton follower just like his father and now his kids. They were the most pleased to see Rooney return to Everton after 13 trophyladen years at United. Rooney, a free transfer, is one of six players signed for a total of around 90 million pounds ($115 million) this offseason. There are sure to be more, although Everton has recouped 75 million ($97 million) in selling striker Romelu Lukaku to United. Koeman also oversaw the spending of 70 million pounds last season.

Fans are thrilled Everton is making its transfer moves early in the summer, instead of in the last days of the window as usual. Credit for that must go to Walsh for identifying the players and acting quickly, and also to Moshiri. Everton finally has a financial backer willing to spend big.

“I know from speaking to fans, my family, how excited

they are,” Rooney said about Everton’s ambition on Monday.

“It is great for everyone when a club makes new signings.

There is a good feeling around Everton Football Club at the moment. “We don’t just want to limp around this season.”

Sitting alongside Rooney at his presentation on Monday, Koeman acknowledged the pressure was on Everton in his second season at Goodison.

“The first season was to play good football and get good results,” he said, “but now you need to make the next step.”

The recent spending spree will not guarantee that improvement, though, as Liverpool and Tottenham know.

Both clubs used money gained from a high-price player move (Luis Suarez at Liverpool in 2014 and Gareth Bale at Spurs in 2013) to strengthen the rest of the squad, but initially struggled to manage without their former star player. Koeman has to decide where Rooney fits into his team and also how many of the club’s youngsters, such as Ademola Lookman, Tom Davies, Dominic Calvert-Lewin and Mason Holgate, to start.

Still, there’s optimism that Everton will bridge the gap to the top six by the end of the coming season, with Rooney providing the kind of leadership and experience — if not necessarily the goals — that Koeman’s young team requires.

“Everybody knows that there was one really big reason for me to sign for Everton,” Koeman said. “It was all about this project, and the club is now showing the ambition that everybody likes to have and that is really great . exciting times for the football club.” (ap)

HONG KONG - Barcelona target Paulinho has been told by his Chinese Super League side Guangzhou Evergrande that he will not be allowed to leave until the end of the season. Paulinho helped Guangzhou to their second Asian Champions League crown in 2015 and has won two CSL titles as well as reclaiming his place in the Brazil national team since moving to Evergrande from the English Premier League.

Barcelona have reportedly offered 20 million euros ($22.79 million) for the 28-year-old former Tottenham Hotspur midfielder. “Regarding Paulinho, there is

nothing to discuss until the end of the season,” Chinese media quoted Evergrande chairman Xi Jiayin as saying. “We completely understand his feelings, however, we hope he can understand the club’s situation. We can’t just let a core player go in the middle of a tough season.

“It is indeed a once-in-a-lifetime opportunity for Paulinho and there has been lots of attention on it. However, in midseason it is impossible.” The CSL wraps up on Nov. 4 but Guangzhou’s season could run until Nov. 25 if they reach the Asian Champions League final. Despite the uncer-

Nadal beaten by relentless Muller in fourth-round epic LONDON - Rafael Nadal’s hopes of a third Wimbledon crown sank with the setting sun as Luxembourg’s Gilles Muller returned to haunt the Spaniard with a nerve-jangling 6-3 6-4 3-6 4-6 15-13 victory in a fourthround classic on Monday.

Twelve years after first getting the better of Nadal on the All England Club lawns -- since when his career has trundled along in unspectacular fashion -- 16th seed Muller stood firm in 135-minute fifth set of interminable tension.

Nine times in that heart-pounding decider, 31-year-old French Open champion Nadal served to stay alive.

Men of lesser resolve than the 34-year-old Muller would have cracked -- but the left-handed serve-and-volleyer was relentless in pursuit of victory and it was 15-times grand slam champion Nadal who succumbed when asked to walk the tightrope for the 10th time at 13-14.

A miss-hit forehand gave Muller two more match points and this time there was no escape for Nadal as another error off his trusty weapon ballooned over the baseline.

Muller stood motionless for a few seconds, taking in the enormity of his victory as the Court One crowd which has spent the past two hours on the edge of their seats, rose as one.

There was little doubt he deserved the ovation.

He outplayed Nadal in the opening two sets and then, after weathering a ferocious fightback, made the running in the fifth when his baseline craft matched Nadal’s.

A number of public figures and officials have been to the temple to perform purification rites (malukat) and to ask for be blessed with offspring. Geger Temple is supported by two hamlets in Peminge village, South Kuta. However, many people from beyind these hamlets also come to pray a Geger Temple, including people from Java.

Not far from Geger Temple, down the stairs and over some rocks, visitors arrive at the temple spring or beji ,that is located on Geger Beach behind a huge rock. The temple has several shrines, including a phallus or lingam where pilgrims do their purification rites. “During the full moon, new moon or on Kajeng Kliwon, there are eopel doing purification rites 24 hours a day” explained said Nyoman Romi, a merchant who sells his wares near the temple. Mayweather filed a tax court petition on July 5, asking the IRS to grant him a reprieve and allow him to pay his taxes after he is paid for next month’s bout vs. Mixed martial arts star Conor McGregor.

The 40-year-old Mayweather is coming out of retirement to face McGregor on Aug. 26 that could net the boxer a nine-figure payday.

The IRS wants Mayweather (49-0) to pay his taxes for 2015.

Mayweather has earned an esti-

mated $700 million in his career, Forbes magazine reported, including a staggering $220 million from his much-hyped fight against Manny Pacquiao in May 2015.

“Although the taxpayer has substantial assets, those assets are restricted and primarily illiquid,” the petition by Mayweather said in a filing posting on Law360.com.

“The taxpayer has a significant liquidity event scheduled in about 60 days from which he intends to pay

the balance of the 2015 tax liability due and outstanding.”

According to the IRS website, the penalty for failure to pay taxes is typically 0.5 percent of owed taxes for each month.

Mayweather retired from professional boxing after defeating Andre Berto in September 2015.

Trump Jr. was told of Russian effort to help father’s campaign - NY Times

NEW YORK - Donald Trump Jr. was told in an email before meeting a Russian lawyer who he thought had material damaging to Hillary Clinton that it was part of a Russian government bid to aid his father’s presidential campaign, the New York Times said on Monday.

Citing three people with knowledge of the email, the paper said publicist Rob Goldstone indicated in the message to U.S. President Donald Trump’s eldest son that the Russian government was the source of the potentially damaging information.

Trump Jr did not indicate in a statement on Sunday that he had been told the lawyer might be a proxy for the Kremlin.

The email is likely to be of interest to investigators examining whether any Trump associates colluded with the Russian government to sway last year’s election, the Times said.

Trump Jr. hired a lawyer on Monday to represent him in the Russia-related investigations as prominent Republicans voiced concern about the meeting between the president’s son and a Russian.

Allegations of the Trump campaign’s ties to Russia have cast a shadow over the Republican president’s first months in office and sparked investigations by congressional committees and a federal special counsel, Robert Mueller, into whether Russia interfered in the election and colluded with the Trump campaign.

Moscow denies interfering and Trump, who became president on Jan. 20, says there was no collusion.

“It’s a very serious development,” Representative Adam Schiff, the top Democrat on the House Intelligence Committee, told MSNBC of the Times report. “It

all warrants thorough investigation. Everyone who was in that meeting ought to come before our committee.”

Trump Jr. hired New York lawyer Alan Futerfas, who specializes in criminal defense and whose clients have included alleged organized crime figures, a Russian computer hacker and white-collar criminals.

“I look forward to assisting Donald Jr. and, quite frankly, there is nothing to all of the media buzz about the June 9th, 2016 meeting,” Futerfas told Reuters.

“That will be proven to be the case.”

Futerfas would not say when he was retained or whether he played any part in the statements Trump Jr. made during the weekend about his June 2016 meeting at Trump Tower in New York with a Russian lawyer, Natalia Veselnitskaya, during the presidential election campaign.

Trump Jr. said he agreed to meet Veselnitskaya, described by the New York Times as having links to the Kremlin, after being promised damaging information about Democratic presidential candidate Hillary Clinton.

Trump’s son-in-law, Jared Kushner, and Trump’s then-campaign chairman, Paul Manafort, also attended, the Times said. It called the encounter the first confirmed private meeting of members of Donald Trump’s inner circle with a Russian national during the campaign.

A Republican member of the U.S. Senate Intelligence Committee, Susan Collins, called on Trump Jr. to testify before the panel, which is looking into accusations of Russian meddling in the election.

“Our intelligence committee needs to interview him and others who attended the meeting,” she told reporters at the U.S. Capitol. (rtr)

Iraqi PM declares victory over Islamic State in Mosul

MOSUL - Iraq’s prime minister declared victory over Islamic State in Mosul on Monday, three years after the militants seized the city and made it the stronghold of a “caliphate” they said would take over the world.

“I announce from here the end and the failure and the collapse of the terrorist state of falsehood and terrorism which the terrorist Daesh announced from Mosul,” Haider al-Abadi said in a speech shown on state television, using an Arabic acronym for Islamic State.

A 100,000-strong alliance of Iraqi government units, Kurdish Peshmerga fighters and Shi’ite militias launched the offensive to recapture the northern city from the militants in October, with key air and ground support from a U.S.led coalition.

Abadi, wearing a black military uniform and flanked by commanders from the security forces, thanked troops and the coalition.

But he warned that more challenges lay ahead.

“We have another mission ahead of us, to create stability, to build and clear Daesh cells, and that requires an intelligence and security effort, and the unity which enabled us to fight Daesh,” he said before raising an Iraqi flag.

Iraq declared a week-long holiday to mark the victory. People celebrated in the streets of the capital Baghdad and southern cities.

Abadi arrived in Mosul on Sunday to congratulate military commanders who have waged a nearly nine-month battle to recapture the city, many parts of which were

reduced to rubble.

Gunfire and explosions could be heard earlier in the day as the last few Islamic State positions were pounded.

The coalition said in a statement Iraqi forces were in “firm control” of Mosul, but some areas still needed to be cleared of explosive devices and possible Islamic State fighters in hiding.

Around the time of Abadi’s announcement, Islamic State released a statement claiming to have mounted an attack on Iraqi forces in Mosul. Reuters could not immediately verify the report.

Abadi had been meeting military and political officials in Mosul in an atmosphere of celebration that contrasts with the fear that spread after a few hundred Islamic State militants seized the city and the Iraqi army crumbled in July 2014.

Islamic State leader Abu Bakr al-Baghdadi shocked the Middle East and Western powers three years ago by appearing at the pulpit of Mosul’s Grand al-Nuri Mosque to declare the caliphate and himself the leader of the world’s Muslims.

A reign of terror followed which eventually alienated even many of those Sunni Muslims who had supported the group as allies against Iraq’s Shi’ite majority. Opponents of Islamic State were executed and such crimes as smoking a cigarette were punishable by public whipping.

Since the 2003 U.S.-led invasion that toppled Saddam Hussein, the Shi’ites have been politically dominant in Iraq but the country has been racked by ethnic conflict. (rtr)

JAKARTA - Budget for the police has been increased by Presudent Joko Widodo to make the force able to modernize its equipment, improve means and facilities as well as infrastructure. “Under your leadership budget for the police which stood at Rp44 trillion in 2014 has now reached Rp84 trillion in 2017 meaning it has doubled,” Indonesia Police Chief General Tito Karnavian said at a ceremony to mark the 71st police anniversary at Monas Square on Monday.

Due to the budget hikes “construction of the Jakarta Metropolitan Police Building that has been started in 2004 and hampered for 13 years is, under your leadership, expected to be finished by the end of this year”, he said. Besides that construction of the 17 stories Crime Investigation Department building is now under construction and God willing is expected to be finished next year, he said.

General Karnavian expressed thanks to President Joko Widodo for his decision to increase remuneration for the police. He said remuneration hike in 2015 was only 33 percent while other institutions had reached 100 percent but in 2016 it already reached 53.4 percent.

“Thank God in 2016 you raised the performance allowance for members to 53.4 percent,” he said.

On the occasion General Karnavian reaffirmed the polices com-

mitment to continue improving the forces professionalism and media management. He said the success in the police improvement so far has been recognized as seen in various surveys by polling institutions revealing improvement in the public trust to the police.

“Polri (Indonesia Police) does not exvlusively belong to Polri.

Polri belongs to us all including the government and the people. In view of that support from all parties are needed to meet the expectations of the government and the people,” he said. President Joko Widodo who led the ceremony had praised the success of the police in carrying out their tasks with support from all community elements.

“Challenges in the future will be heavier especially in the current global era. The success of the police is inseparable from the support of all national elements and the community,” he said. On the occasion President Joko Widodo called on the police to increase their performance in dealing with primordial issues, transnational crimes, terrorism, narcotic drugs and cyber crimes.

He also called on the police to prepare themselves for regional elections in 2018 and presidential election in 2019. He hoped the police could really give their best service to the people, the nation and the state. (ant)

JAKARTA - Bogor Institute of Agricultural (IPB) has established the Regional Fire Management Resource Center in the South East Asia Region (RFMRC-SEA), which provides accurate information and data on forest fire.

Head of RFMRC-SEA, Professor Bambang Hero Saharjo from the Forestry Faculty, said here on Monday that the data center presents information based on accurate research that can be used in stepping up efforts to control forest fires in Southeast Asia.

“Our researches indicate that one of the factors for unsuccessful forest fire control is the lack of scientificbased information,” Bambang added.

According to him, a lot of confusing information on forest fires have been mentioned by the government or companies during the time.

The RFMRC-SEA can be a scientific source of information on forest and land fire, including its causes and impacts.

“For example, smoke from forest fires in Central Kalimantan consists of 90 gases, of which there are 50 toxic gases, hydrogen cyanide, furan, and others. These data have not been disseminated well,” he stated.

In addition to conducting research, the institute will also establish research cooperation with Southeast Asia countries.

Bambang noted that the Minister of Environment and Forestry supported the RFMRC-SEA to assist the government in seeking forest fire control.

The institute receives support from the Global Fire Monitoring Center (GFMC) and funding from Germany until 2019. (ant)

Police: Indonesia bomb maker wanted to join Philippine fight

JAKARTA — Indonesian police said Monday that a man whose home-made bomb accidentally exploded in the West Java city of Bandung was obsessed with the idea of joining Islamic State group-affiliated militants who’ve occupied parts of a city in the southern Philippines since mid-May. West Java police spokesman Yusri Yunus said that Agus Wiguna, 21, was arrested following the explosion on Saturday at his rented house and was probably acting alone.

Yunus said a written document found in the house showed Agus’ pledge of allegiance to IS leader Abu Bakr al-Baghdadi. He said that Wiguna learned about IS and how to assemble a bomb from the internet.

The pressure cooker bomb allegedly prepared by Wiguna exploded unintentionally but caused no casualties. It was the second terror-related incident in Bandung since February, when police shot a suspected militant after his bomb exploded in a vacant lot and he

fled into a municipal building and set it alight. Police said Wiguna planned to begin his attack on July 16 at a cafe, then a restaurant and a church, all in Bandung.

He also admitted to wanting to join IS militants fighting in the Philippine city of Marawi after carrying out his planned attacks. “That is his confession, but we still need a deeper investigation,” Yunus said.

Indonesian police have arrested more than 40 suspected militants following a twin suicide bombing on May 24 in Jakarta that killed three officers and injured 11 other people, including five civilians, in the deadliest militant attack in the capital in a year. The Jakarta attack was blamed on members of Jemaah Anshorut Daulah, a network of Indonesian extremist groups that has pledged allegiance to the Islamic State group.

Southeast Asian neighbors Indonesia, Malaysia and the Philippines have agreed to intensify their fight against violent Islamic militants. The administration of President Barack Obama helped lead the

five-year effort that yielded a TPP agreement in 2015. The deal has to be restructured since as originally agreed it can only take effect after it is ratified by six countries that account for 85 percent of its original members’ combined gross domestic product. The U.S.

made up 60 percent of the TPP’s combined GDP, so it could not be implemented as it stands now.

Japanese officials say they are hoping the TPP talks will get a boost from the Economic Partnership Agreement reached with the EU, which dismantles trade barriers and eases tariffs on a wide range of products for the two markets accounting for almost a third of world economic activity. The other TPP member countries are Australia, Brunei, Canada, Chile, Malaysia,

Mexico, New Zealand, Peru, Singapore and Vietnam.

Supporters of the TPP say it would set high standards for modern trade rules, labor, environmental and intellectual property protections. Critics say it puts corporate interests ahead of the public good and national sovereignty. Workers in Britain’s “gig economy” deserve more rights- government review

LONDON - Britons working in the “gig economy” for firms such as taxi app Uber and takeaway food courier Deliveroo deserve more rights, a government-commissioned report said on Tuesday. It added, however, that government should avoid adding to regulations. Last year, Prime Minister Theresa May set up a review into modern employment practices after an outcry over the increasing use of zerohour contracts and the rising number of self-employed people working for apps in fast-growing sectors such as takeaway delivery and taxi services.

at Uber, who had argued that they deserve workers’ rights such as the minimum wage, in a move which would add to the San Francisco-based firm’s costs, prompting it to appeal.

In Britain, the self-employed have no entitlement to employment rights beyond basic health and safety and anti-discrimination laws. Regular workers, by contrast, receive entitlements such as annual leave, rest breaks and the minimum wage.

The report suggested an employment category be created known as “dependent contractors” with an eye on those working for platforms such as apps.

“We need to provide additional protections for this group and stronger incentives for firms to treat them fairly,” according to the report, compiled for the government by Chief Executive of The Royal Society of Arts Matthew Taylor. “The best way to achieve better work is not national regulation but responsible corporate governance, good management and strong employment relations within the organisation.”

Firms will also be made to prove that a person working for them is able to earn at least 1.2 times the national living wage, which stands at 7.50 pounds ($9.65) an hour for the over-

25s, the BBC reported on Monday.

May’s speech forms part of her efforts since becoming prime minister last year to attract more working class voters and those who she has called the “just about managing” to back her ruling Conservative Party. But in advance of the report’s release, Britain’s biggest union Unite said it was up to businesses to enforce workers’ rights and the government needed to make sure entitlements were upheld.

“The onus must be on employers, not employees, to prove that the employment status is legitimately selfemployed, for example, and we call again for this country to do as New Zealand does and ban abusive zero hours contracts,” it said. “Without fully resourced enforcement then all we have from Taylor and the government is a dog that is all bark and no bite.” (rtr)

Meetings of local hamlet and villages agreed to build this place independently. The building stands on the edge of a cliff with a length of 60 meters and 10 meters high.

Above it is also built a building similar to gazebo as well as three long chairs enabling visitors to take pictures. Green Cliff is intentionally built rather high and elongated so that people can more freely watch

the scenery of Yehembang Hills.

In addition, to beautify the atmosphere at night, the Green Cliff spot is already equipped with lights. CUSTOMARY village of Asak, Pertima, Karangasem, is one of the ancient villages in Karangasem. Customs and traditions carried out through generations at this village are well maintained and preserved. For instance, on the Usaba Kaulu, Thursday (Jan. 14), the local customary youth club held a pecaruan agung or animal sacrifice by using a cow. This ritual took place tensely because after being given ritual the cow is released and then pursued by all the apparatuses of customary youth club.

Chief of Asak customary village, Jero Dukuh Ketut Suta, delivered that the ritual is purely performed by local customary youth club. The preparation has been made since two weeks before the main event where they prepared the means of caru in the form of a bull. It was handed over to the secretary of customary youth club and placed in the area of the Patokan Truna and bathed every day at the Beji Yeh Inem spring. Every night, the bull is guarded by its apparatuses.

When arriving at the peak of ritual on penanggal ping 6 Sasih Kaulu nuju Beteng, the bull of caru ritual is decorated with white and yellow fabric. Then, right in the forehead of the bull is marked with swastika image by whiting. Before the peak of the ritual takes place, the bull must be consecrated. Likewise, the entire apparatus of customary youth club do worship. “Before the peak of ritual, secretary of the customary youth club announces the rules of cutting down the bull. If cutting down in front of meeting hall, they will be imposed with a fine of IDR 250,000, while at village area they are fined at IDR 150,000,” said the chief.

The cow is then paraded around the Patokan Temple in the form of small shrine in the area of Kanginan customary hamlet. The shrine symbolizes the lingam of Lord Shiva. “For the first cutting down is given the opportunity to the eldest of youth club to mark the cow,” said Wayan Segara, spiritual section head of the Asak customary village.

After that, the cow was released out of the Patokan Temple.

The whole apparatus of the customary youth club attempt to cut it down. In wounded and bleeding condition, the cow continues to be pursued around the village and cut together by using special knife of the customary youth. Blood sheds in the area of customary village are intended as a mark if the great pecaruan has been implemented. When the cow dies, it is believed to bring in fertility and blessing. In this process, the customary youth club is prohibited from striking the tail and head of the cow. If the tail of the cow cuts off, it will be considered to have been faulty. Any youth club members daring do it, they will be imposed to pay compensation for the cow.

This tradition is carried out to neutralize the bhuta kala or evil spirit in order to create a natural balance at Asak customary village in particular and Bali in general. Direction where the cow runs to even has its own significance. When running eastward, it is a sign of fertility and prosperity. When running southward, it is a sign of wisdom, eastward symbolizes a bright light avoiding them from all dangers and westward indicates a bad sign in the form of darkness. When the cow is running southward, local people hope their villages to be filled in with wisdom. (kmb)

MANGUPURA — After the arrangement of Tukad Mati estuary, Patasari previously intended to overcome floods in the area of Kuta, now the arrangement will be resumed. Sustainability of Tukad Mati arrangement along the 14.2 km from the upstream to downstream is planned to be implemented later this year or early 2018.

Head of the Water Utilization Network in the Bali-Penida River Agency, Putu Edi Purnawijaya, when contacted on Monday (Jul. 10) said the arrangement process is still under progress of collecting budget and contract formulation. “It can be said to remain in prequalification, now it is July and hopefully the end of this year or the beginning of next year it

can have been started,” he said.

He said that total funds prepared for the arrangement reaches IDR 450 billion. The workmanship will not only include the making of a dike and damming of water, but also dredging of sedimentation and the making of inspection road on the right and left side of Tukad Mati. Furthermore, Edi said that ar-

rangement of Tukad Mati from the upstream to downstream is likely to be divided into two segments namely continuation of Patasari long storage to the upstream along the 13 km and downstream long storage along the 1.2 km.

When confirmed separately, Chief of the Bali-Penida River Agency, I Ketut Jayada, explained

that regarding the arrangement plan it is now made coordination with the forestry agency. So far, the forestry agency has given permission for the follow-up arrangement. Besides, it has also been attempted to approach the community related to the making of inspection road. Obviously, the inspection road is to be passed through by cars or motorcycles and only for waste inspection and maintenance. “Later on, the downstream area is going to be adjusted to the long storage built by the government of Badung and to the upstream

DENPASAR — As declared to have been guilty of smuggling around 3 kg of hashish from Nepal, the defendant from Russia Roman Kalashnikov was prosecuted 20 years in prison on Monday (Jul. 10). In the trial at the Denpasar District Court, prosecutor Made Tangkas explained that defendant’s action is proved legally and convincingly to have committed a crime. Unlawfully the defendant imported first class narcotics in the form of crops exceeding 1 kg, as threatened and regulated in Article 113 paragraph 2 of the Indo-

nesian Law No. 35/2009.

“The defendant is sentenced to 20 years in prison minus the time of the defendant while in detention,” demanded prosecutor from the Bali Prosecutor’s Office. In addition, the defendant is also required to pay a fine as much as IDR 2 billion, with subsidiary punishment of six months.

Before the conclusion phase, the prosecutor had time to submit a number of considerations. As the incriminating factor, the defendant illegally brought in narcotics belonging to hashish type to Indonesia. He carried

a large amount of hashish, namely 3 kg, which is certainly going up against the government program, and the defendant’s action could affect the life of the next generation. While the alleviating factor, the defendant is young and did not convolute in providing information.

As described in his letter of indictment, the 30-year-old defendant was arrested at Ngurah Rai International Airport in December 2016. Initially, the defendant Roman made air travel from Kathamadu (Nepal) using Malindo Air. His flight had time to transit

in Kuala Lumpur (Malaysia) before continuing to Denpasar (Ngurah Rai).

As soon as he got off the plane at Ngurah Rai Airport and picked up his purple luggage in luggage rack, he rushed to the Ngurah Rai Customs and Excise checkpoint. The witness Putu Jeffry Casanova, a local officer, found the defendant’s suspicious behavior where he showed off a restless attitude. On that basis, the defendant was directed to examination area by using X-ray device. Assisted by his colleague, the witness also searched

the defendant’s suitcase, including putting off the defendant’s clothes.

In the inspection, the officers finally found a type of hashish weighing 2,999.15 grams gross or 2,956.00 grams net on Sunday (Dec. 11, 2016).

Such illicit goods were found by the witness hidden in 27 packs of tooth paste of Dant Kanti brand stored in the suitcase. Now, the defendant is just waiting for the verdict from the panel of judges. Before the verdict, the defendant is given the opportunity to file a defense next week. (kmb37)

Canada wildfires disrupt industry, force 14,000 from homes

SEOUL- South Korea’s intelligence agency does not believe North Korea has secured re-entry capabilities for its intercontinental ballistic missile (ICBM) programme, a South Korean lawmaker said on Tuesday, disputing Pyongyang’s account.

North Korea launched what was said to be a nuclear-capable ICBM last week as it presses on with its nuclear and missile programmes in defiance of United Nations sanctions.

Pyongyang’s state media said last week’s test successfully verified the atmospheric re-entry of the warhead loaded on the test-launched missile, which experts say may be able to reach the U.S. state of Alaska.

However, Yi Wan-young, who is also a member of South Korean parliament’s intelligence committee, told reporters during a televised briefing that South Korea’s National Intelligence Service has not been able to confirm that re-entry was successful.

“Considering how North Korea does not have any testing facilities (for re-entry technology), the agency believes (North Korea) has not yet secured that technology,” he said.

Yi said the agency believed the missile launched last week was a modified version of the KN-17 intermediate range missile that was tested in May. He also said the agency had not detected any unusual activity at North Korea’s Punggye-ri nuclear test site. (rtr)

CALGARY - Rapidly spreading wildfires in Western Canada’s British Columbia on Monday disrupted timber and mining operations, damaged equipment at a regional electric utility and forced thousands from homes in the interior of the province.

Authorities said at least 10 of more than 200 fires burning across the province were close to residential communities. Some 38,000 hectares (93,900 acres) had been ravaged as of midday on Monday. No deaths or serious injuries have been reported, but some 14,000 people have been forced from their homes.

West Fraser Timber Co said it had temporarily suspended operations at 100 Mile House, Williams Lake and Chasm. It said the sites have total annual production capacity of 800 million board feet of lumber and 270 million square feet of plywood.

“The fire situation in the Interior of British Columbia is volatile and the situation is evolving,” said West Fraser, one of several Canadian

lumber producers targeted by new U.S. tariffs in April as a long-running trade dispute escalated.

Vancouver-based EnGold Mines Ltd said it had suspended exploration in British Columbia, home to all of its operations.

Imperial Metals Corp said activity at its Mount Polley copper mine was “significantly reduced” because some employees had been evacuated from their homes, many roads had been closed and a local airport had been shut down.

“Should critical supplies, such as fuel, not be available due to road closures, the mine may be forced to suspend operations,” the company said.

Taseko Mines Ltd, which operates a mine near some of the fires, said

some employees had been affected by evacuation alerts, but the facility was still running at capacity.

The province’s main electricity distributor BC Hydro and Power Authority said more than 170 power poles and 29 transformers had been damaged, and it expected the damage to increase.

British Columbia on Friday declared its first state of emergency since 2003 and deployed some 1,600 personnel over the weekend as electrical storms and brisk winds passed through the interior of the bone-dry province.

The fires broke out just over a year after a wildfire in Fort McMurray in neighboring Alberta province displaced 88,000 people and burned 590,000 hectares. (rtr)

Seven Hindu pilgrims killed in militant attack in Indian Kashmir

SRINAGAR - Seven Hindu pilgrims, most of them women, were killed in a gunbattle that erupted in Indian Kashmir on Monday following two militant attacks on police, stoking outrage and protests nationwide.

The pilgrims were on their way back from the Amarnath shrine deep in the Himalayas when their bus got caught up in the crossfire near the town of Anantnag, police said.

Twelve pilgrims were wounded

in the fighting triggered after the militants attacked a police bunker and another police party at a checkpoint.

The attack has stirred the ire of hardline Hindu groups tied to Prime Minister Narendra Modi’s ruling party who have long sought tough action against militants fighting Indian rule in Muslim-majority Kashmir.

In the Hindu-dominated Jammu region of the Indian state, saffron-clad members of the right-wing Bajrang

Dal group stopped cars to enforce a strike in memory of the pilgrims.

Protests also took place in the country’s financial capital of Mumbai and the industrial city of Ahmedabad in the west.

“Pained beyond words on the dastardly attack on peaceful Amarnath pilgrims in Jammu and Kashmir,” Modi said on social network Twitter.

“The attack deserves strongest

condemnation from everyone,” he added, saying he had spoken to the state’s governor and chief minister to assure them of all possible help.

Hundreds of thousands of Hindus visit the Amarnath cave, 12,000 feet (3,658 m) above sea level in the picturesque Lidder Valley, in the months of July and August every year.

Tech companies wage war on disease-carrying mosquitoes

CHICAGO - American technology companies are bringing automation and robotics to the age-old task of battling mosquitoes in a bid to halt the spread of Zika and other mosquito-borne maladies worldwide.

Firms including Microsoft Corp and California life sciences company Verily are forming partnerships with public health officials in several U.S. states to test new high-tech tools.

In Texas, Microsoft is testing a smart trap to isolate and capture Aedes aegypti mosquitoes, known Zika carriers, for study by entomologists to give them a jump on predicting outbreaks.

Verily, Alphabet’s life sciences division based in Mountain View, California, is speeding the process for creating sterile male mosquitoes to mate with females in the wild, offering a form of birth control for the species.

While it may take years for these advances to become widely available, public health experts say new players brings fresh thinking to vector control, which still relies heavily on traditional defenses such as larvicides and insecticides.

“It’s exciting when technology companies come on board,” said Anandasankar Ray, an associate professor of entomology at the University of California, Riverside. “Their approach to a biological challenge is to engineer a solution.”

SMART TRAPS

The Zika epidemic that emerged in Brazil in 2015 and left thousands of babies suffering from birth defects has added urgency to the effort.

While cases there have slowed markedly, mosquitoes capable of carrying the virus - Aedes aegypti and Aedes albopictus - are spreading in the Americas, including large swaths of the southern United States.

The vast majority of the 5,365 Zika cases reported in the United States so far are from travelers who contracted the virus elsewhere. Still, two states – Texas and Florida – have recorded cases transmitted by local mosquitoes, making them

prime testing grounds for new technology.

In Texas, 10 mosquito traps made by Microsoft are operating in Harris County, which includes the city of Houston.

Roughly the size of large birdhouses, the devices use robotics, infrared sensors, machine learning and cloud computing to help health officials keep tabs on potential disease carriers.

Texas recorded six cases of local mosquito transmission of Zika in November and December of last year. Experts believe the actual number is likely higher because most infected people do not develop symptoms.

Pregnant women are at high risk because they can pass the virus to their fetuses, resulting in a variety of birth defects.

Those include microcephaly, a condition in which infants are born with undersized skulls and brains. The World Health Organization declared Zika a global health emergency in February 2016.

Most conventional mosquito traps capture all comers - moths, flies, other mosquito varieties - leaving a pile of specimens for entomologists to sort through. The Microsoft machines differentiate insects by measuring a feature unique to each species: the shadows cast by their beating wings.

When a trap detects an Aedes aegypti in one of its 64 chambers, the door slams shut.

The machine “makes a decision about whether to trap it,” said Ethan Jackson, a Microsoft engineer who is developing the device.

The Houston tests, begun last summer, showed the traps could detect Aedes aegypti and other medically important mosquitoes with 85 percent accuracy, Jackson said.

The machines also record shadows made by other insects as well as environmental conditions such as temperature and humidity. The data can be used to build models to predict where and when mosquitoes are active.

Mustapha Debboun, director of Harris County’s mosquito and vector control division, said the traps save time and give researchers more insight into mosquito behavior. “For science and research, this is a dream come true,” he said.

The traps are prototypes now. But Microsoft’s Jackson said the company eventually hopes to sell them for a few hundred dollars each, roughly the price of conventional traps.

The goal is to spur wide adoption, particularly in developing countries, to detect potential epidemics before they start.

“What we hope is (the traps) will allow us to bring more precision to public health,” Jackson said. SORTING MOSQUITOES WITH ROBOTS Other companies, meanwhile, are developing technology to shrink mosquito populations by rendering male Aedes aegypti mosquitoes sterile. When these sterile males mate with females in the wild, their eggs don’t hatch.

The strategy offers an alternative to chemical pesticides.

But it requires the release of millions of laboratory-bred mosquitoes into the outdoors. Males don’t bite, which has made this an easier sell to places now hosting tests.

Oxitec, an Oxford, England-based division of Germantown, Maryland-based Intrexon Corp, is creating male mosquitoes genetically modified to be sterile. It has already deployed them in Brazil, and is seeking regulatory approval for tests in Florida and Texas.

MosquitoMate Inc, a startup formed by researchers at the University of Kentucky, is using a naturally occurring bacterium called Wolbachia to render male mosquitoes sterile.

One of the biggest challenges is sorting the sexes.

At MosquitoMate’s labs in Lexington, immature mosquitoes are forced through a sieve-like mechanism that separates the smaller males from the females. These mosquitoes are then hand sorted to weed out any stray females that slip through.

“That’s basically done using eyeballs,” said Stephen Dobson, MosquitoMate’s chief executive.

Enter Verily. The company is automating mosquito sorting with robots to make it faster and more affordable. Company officials declined to be interviewed. But on its website, Verily says it’s combining sensors, algorithms and “novel engineering” to speed the process.

Verily and MosquitoMate have teamed up to test their technology in Fresno, California, where Aedes aegypti arrived in 2013.

Officials worry that residents who contract Zika elsewhere could spread it in Fresno if they’re bitten by local mosquitoes that could pass the virus to others.

“That is very much of a concern because it is the primary vector for diseases such as dengue, chikungunya and obviously Zika,” said Steve Mulligan, manager of the Consolidated Mosquito Abatement District in Fresno County.

The study, which still needs state and federal approval, is slated for later this summer. (rtr)

By soft opening next week

Infrastructure to Gianyar Botanical Garden incomplete yet

GIANYAR — Regarding the soft opening of the Gianyar Botanical Garden at Pilan village, Payangan, that will be held next Monday (Jul. 17), the invitation has already been spread to several ministries. However until Monday (Jul. 10), a number of supporting infrastructures of the object have not certainly completed.

Head of the Gianyar Development Planning Board (Bappeda), Gde Widarma Suharto, stated that in preparing the soft opening, in the botanical garden there are a number of completed works, such as the construction of thematic park, the provision of tree identification to the planting of ritual plant has been totally completed. “The first stage of planting has been completed, but later on there will be another arrangement of this plant,” he said.

As for the logo of the botanical garden, he has prepared the logo using the image of Bali ancient shrine found at Pilan hamlet, Pilan.

“The logo takes a high-rise shrine like a chamber model, along with a symbol of the leaves of nyabah (Pinanga arinasaensis J.R. Witono) tree,” he explained.

But Widarma acknowledged that some infrastructures heading

for the Gianyar Botanical Garden have not finished ahead of the soft opening scheduled next week such as road construction until now is still in progress, and only completed 80 percent. In addition, there is a new gate only completed of 50 percent. “The soft opening is not yet fully completed. This is only the initial opening and it will be continued again. Next year, it will be improved,” he explained.

Although a number of important infrastructures leading to the Botanical Gardens have not been completed yet, the Head of Bappeda revealed that his authority has sent invitations to several ministries to attend the soft opening on Monday (Jul. 17). They include Megawati Soekarno Putri as Chairperson of the Indonesian Botanical Foundation invited with the agenda to inaugurate the Gianyar Botanical Garden.

“Well, as planned it will be inaugurated by Mrs. Megawati,” he said.

He said after the soft opening, the workmanship of the Gianyar Botanical Garden will be continued to the grand opening scheduled to be held in 2018. “Probably, in the grand opening will be continued by the next elected regent,” he added. (kmb35)

Dozens of students of SDN 4 Bondalem learn at hamlet hall

SINGARAJA — Teaching and learning process (PBM) at the SDN 4 Bondalem elementary school, Tejakula subdistrict, has to be done outside the school building. Dozens of students on their first school day on Monday (Jul. 10) were forced to occupy the hamlet hall building at local village. This effort is taken because of having to wait for the completion of building construction project estimated to accomplish next three months.

Pursuant to the data collected in the field, there are 22 students of first grade at SDN 4 Bondalem learning in hall of Celagi Bantas hamlet. There, a blackboard along with a number of desk and bench has been prepared. Dozens of students have come to the hamlet hall since 07:00. They are accompanied by their parents.

All this time, the SDN 4 Bondalem does not have its own building. They learn at the SDN 3 Bondalem.

SDN 4 Bondalem has only three classrooms and the three rooms are used for first and third grade students.

Other students must learn in SDN 3 Bondalem. The students of SDN 3 Bondalem and SDN 4 Bondalem must study in the same classroom. Their teachers also use the same space as well as the principal’s room.

The Buleleng education agency should relocate the SDN 4 Bondalem from the village center to Lemo Sari hamlet considering that population in this area

continues to grow.

Principal of the SDN 4 Bondalem, Putu Sila Dermawasih, said that teaching-learning process in the hamlet hall is only done temporarily. On the advice of community leader, the students are not combined in the SDN 3 Bondalem to make them get used. In addition, the school has been crowded so students are not free to play. Since it was opened in 1969, this school has no adequate classroom.

This was later reported to the education agency. It decided that the school should be relocated elsewhere.

Consequently, the Buleleng education agency established a new school building that must be completed in November. “Two schools are merged into one. They become overcrowded as one classroom is taken advantage by two elementary schools. Village leader also suggested they should not be combined. As a result, children must learn in hamlet hall temporarily,” he said.

In the meantime, Head of the Buleleng Education Agency, Gede Suyasa, said the students of SDN 4 Bondalem attend school there are based on community agreement. Besides, it is also intended for first grade students.

It is based on consideration of school hours remaining to be short. Another consideration is that the building will also be completed in the upcoming November.

“According to target, next November the building of SDN 4 Bondalem will be completed, and as the agreement made, the children will temporarily learn in the hamlet hall,” he said. (kmb38)

DENPASAR - Realization of rabies vaccination conducted at the seventh stage this year has not been completed yet. There are still about 13 percent of rabies carrier animals (HPR) that have not been touched by vaccination. On that account, the agriculture agency is now reconduct animal sweeping that has not been vaccinated from door to door. At least, 50 vaccinators are deployed to all subdistricts to complete the overall vaccination goal.

This was affirmed by the Head of Denpasar Agriculture Agency, I Gede Ambara Putra, when met at the parliament session room on Monday (Jul. 10). Completion of the rabies vaccination is carried out because when doing the vaccination the animal owners possibly were absent. Therefore, when sweeping this time, the officers will come directly to their homes.

Ambara Putra said the total rabies carrier animals that having got no vaccination reached 61,514 heads.

For dog, the officers have vaccinated 57,530 heads followed by 72 heads of monkeys and 3,912 heads of cat. This number spread across all the subdistricts in Denpasar.

In the vaccination this time, people who have rabies carrier animals do not need to spend any penny as all the vaccine costs are borne by the government. Other than the officers coming to people’s home, the animal owners can also bring their own animals to the agency office. “We are ready to accept all the animals brought by villagers to

be vaccinated,” he said.

In 2016, the population reached approximately 70,688 heads. This number spreads in four subdistricts, namely East Denpasar (15,911 heads), West Denpasar (18,404 heads), South Denpasar (17,478 heads) and North Denpasar (18,895 heads).

Previously, the agricultural agency already prepared 74,000 rabies vaccines for pets and rabies carrier animals. Implementation of the rabies vaccination in 2017 in Denpasar city took place from May to June 2017. “In addition, we have also disseminated by establishing vaccine donors and provided training for village-based police and military officers and some village officers trained to be vaccinator,” he said.

Denpasar city received rabies vaccine from the State Budget (APBN) as much as 52,000 vaccines that arrived at the end of April 2017, while the remaining 22,000 vaccines are financed by Denpasar Regional Budget (APBD).

People are expected to report in case there is information on pets suffering from rabies. This is obliged to be reported to the agriculture agency so that relevant agency can arrest or eliminate the animal in accordance with applicable provisions. If after observation carried out for less than two weeks, it turns out the animal remains alive, the animal will be handed back to the owner after getting vaccination. (kmb12)

Jay Z’s ‘4:44’ goes platinum but absent from Billboard chart LOS ANGELES - Jay Z’s latest album “4:44” may already be certified platinum but it was noticeably absent from Monday’s Billboard 200 album chart because the rapper’s own streaming platform Tidal did not report numbers to Nielsen Music.

The album, on which the Jay Z addresses cheating on his wife Beyonce and the birth of their twins, was released on June 30 as an exclusive to members of Tidal and customers of wireless carrier Sprint Corp, who were offered a free six-month subscription to Tidal to listen to the album.

The Billboard 200 album chart is based on retailers and streaming platforms reporting sales and streaming figures to Nielsen SoundScan. Tidal did not report first week streaming figures of “4:44” to Nielsen, David Bakula of Nielsen Music said.

Representatives for Tidal and Jay Z did not immediately respond to Reuters’ request for comment on the album’s exclusion from this week’s Billboard chart, but this is not the first time the streaming platform’s exclusive releases have not charted on Billboard.

Kanye West’s “Life of Pablo” did not enter the Billboard charts during its exclusive Tidal release in February 2016. It only debuted on the Billboard 200 chart, at No. 1, after West made it available widely in April last year on platforms including iTunes, Apple Music and Spotify.

Just six days after “4:44” was released, the Recording Industry Association of America certified the album as platinum, meaning one million U.S. consumers had already downloaded the album.

But instead of featuring Jay Z, DJ Khaled’s “Grateful” topped the Billboard 200 chart for a second consecutive week on Monday with another 70,000 album units sold.

“4:44” was made available to purchase and stream widely on July 7, which will count toward next week’s Billboard chart. The album has been praised by critics for Jay Z’s raw self-examination and socially conscious themes.

Jay Z announced a “4:44” tour on Monday and will play 31 shows across North America and Canada from October to December. (rtr)

The “Planet of the Apes” science fiction franchise began with French author Pierre Boulle’s

1963 novel of the same name, which spawned a five-film series that ran from 1968 to 1973.

The first movie, starring Charlton Heston, won an Oscar for its prosthetic make-up effects, and was a critical and commercial hit that led to sequels, television series and other related releases.

Marine Corps spokeswoman Capt. Sarah Burns said in a statement that a KC-130 “experienced a mishap” Monday evening but provided no details. The KC-130 is used as a refueling tanker. U.S. Sen. Thom Tillis, who represents North Carolina, said the plane was from the Marine Corps Air Station Cherry Point, North Carolina. Tillis, who is chairman of the Senate Armed Services Subcommittee on Personnel, said in a statement Tuesday morning that he and his wife were extending their deepest condolences to the families of the Marines killed, as well as to the Cherry Point station.

Andy Jones said he was working on his family’s catfish farm just before 4 p.m. when he heard a boom and looked up to see the plane corkscrewing downward with one engine smoking. “You looked up and you saw the plane twirling around,” he said. “It was spinning down.” Jones said the plane hit the ground behind trees in the soybean field, and by the time he and other reached the crash site, fires were burning too intensely to approach the wreckage. The force of the crash nearly flattened the plane, Jones said.

“Beans are about waist-high, and there wasn’t much sticking out above the beans,” he said. Jones said a man borrowed his cellphone to report to authorities that there were bodies across U.S. Highway 82, more than a mile from the crash site. Greenwood Fire Chief Marcus Banks told the Greenwood Commonwealth that debris from the plane was scattered in a radius of about 5 miles (8 kilometers).

Jones said firefighters tried to put out the fire at the main crash site but withdrew after an explosion forced them back. The fire produced towering plumes of black smoke visible for miles across the flat region and continued to burn after dusk, more than four hours after the crash.
