“Based on the travel and tourism index, we are ranked 70th. Our main weakness lies in the tourism infrastructure where we are dependent on transportation,” said the

On the occasion, he also revealed that the number of travelers visiting Indonesia in general was much less compared to the visit to the neighboring countries such as Malaysia and Thailand. Indonesia was only visited by about 8 million, while Malaysia was visited by 26 million,

Singapore (15 million) and Thailand (28 million). He disclosed the bordercrossing foreign travelers in Malaysia reached 60-80 percent. “As a far more interesting country, we should also enjoy this border-crossing visit.

Farmers of hydrangea still face drought Bali Post

SINGARAJA – The scarcity of rain has made a number of hydrangea gardens dry. Such conditions are especially dire at Asah hamlet, Gobleg village, Sukasada subdistrict, for the last six months.

Farmers did not expect the extended drought to kill the hydrangea plants and cause the economic problems for the locals.

According to Wayan Janji, 60, his hydrangea garden could produce flowers in large quantities during rainy season. Unfortunately, this prolonged dry season had caused the production of hydrangea flower to decrease due to limited irrigation.

He said that the production of flowers at Gobleg was famous throughout Bali. Understandably, the village had been known as the central producer of hydrangea often used by collectors or traders to fill their canang offerings. Most local residents grow hydrangea, which have been sold all over Bali. “Our harvest yields here are usually sold to collectors. Moreover, this village is the central producer of hydrangea in Bali. Unfortunately, the recent drought has made the flowers dry

and easily withered,” said Wayan Janji, Sunday (Nov 9).

He added that during the dry season, an area of 2,500 square meters could produce a maximum of 5 kg per harvest. In past month, he still had not harvested, because there was not enough water. On average, in one harvest he could get 100 kg a week during rainy season. The price of hydrangea is IDR 15,000 per kg, while during dry season the price range was from IDR 5,000 to IDR 7,000 per kilogram. “Our flower plants actually lack water, which decrease the quality of the harvest and thus their market value” she said.

Furthermore, to overcome the impact of the drought on flower production, water from the Municipality Waterworks (PDAM) sourcing from the area of Lake

Tamblingan is used. Although it did not run so smoothly, the water was still used at particular times. In anticipation of this problem, Wayan Janji immediately bought one cubic of water at IDR 50,000. She used the water for cooking, bathing and drinking every day.

Meanwhile, another farmer, Wayan Darmawan, added that hydrangea production at Gobleg village has become the main source of livelihood for many villagers.

Residents use the profits from flower sales buy groceries and as capital for taking care of their hydrangea plants. “So far, it has only rained in the town of Singaraja, sir.

SEMARAPURA - Realization of the road access construction plan to Gunaksa Pier is becoming increasingly unclear.

Throughout 2014, there, has been no indication of physical work. Previously, the central government had said that the construction process would begin this year once the government of Klungkung’s application had received a response from the central government. The first phase of the budget disbursement reached tens of billions.

The Head of Transportation, Communications and Informatics Agency, Nengah Sukasta, when contacted on Sunday (Nov 9) said the project was still in the bidding process. So, he did not know exactly when the physical work would begin. He also claimed to be embarrassed at to ask the same question over and over again to the central government because the response of the central government said that the project was still being process. “When we checked with the Directorate General of Land Transportation, the central government he said they remained firm on their original commitment. It was not canceled,” he said.

When asked about the stagnant realization of the assistance due to the Gunaksa Pier project case being under law enforcement, Sukasta also claimed not to know. He said it was entirely up to them to central government to deal with. As planned, the central government through the Ministry of Transportation, in this case the Directorate General of Land Transportation, helped to build the road access along 1.77 kilometers. Similarly, Sukasta claimed not to know about the exact budget disbursed by the central government. Previously, the government of Klungkung g through the Governor of Bali had applied for assistance in the construction of road access worth IDR 124 billion.

Prior to disbursing the budget, the representatives of the central government such as the National Development Planning Board (Bappenas), Director General of Land, Regional Development Planning Board (Bappeda), the Transportation Agency and Public Works Agency as well as the Bali-Penida River Agency had visited the location. Currently, the local government was asked to review the detailed engineering design (DED) to keep costs as efficient as possible. Among the changes, the width of the road was narrowed from 20 meters to 14-15 meters. However, after the visit, the budget disbursed by central government only reached IDR 40 billion even though the budget required after reviewing the DED was IDR 92 billion from IDR 124 billion in the proposal. The workmanship would have begun in 2014 with the budget being gradually disbursed.

Ketut Janapria, Regional Secretary of the government of Klungkung, when contacted again regarding this issue on Sunday, was not prepared to comment. His party did not respond after being contacted for several times. According to rumors, the assistance was not realized because the land where the access road would be built was involved in a case currently handled by the Klungkung Prosecutor’s Office. This allegation has been revealed several times by Klungkung legislators.

Sukasta added that related to the construction of the road access to Gunaksa Pier, the Transportation Agency in the main budget 2015 was said to have proposed the land acquisition with an extent of 900 square meters to be further discussed with the legislatives. As planned, the land was used for the construction of an intersection. However, the last survey in August indicated that the cost of land compensation set by landowners already skyrocketed to IDR 215 million per 100 square meters. Before drafting the definite budget, his party said they would conduct another survey of the land price. (kmb31)

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Science lifts veil on comets

PARIS - For millennia, the sight of a comet filled humans with awe or dread. The birth of Jesus, the assassination of Julius Caesar, the Great Plague of London, the coming of war or peace, bountiful harvests or famine... all thought to be portended by cosmic herald.

Bit by bit, mysticism about comets has been replaced by fact as scientists discover more about these epic and ancient travellers of the skies.

As it turns out, comets may be more extraordinary than even the deepest superstition could imagine.

They may even have brought life to our planet, according to some theories.

For decades, astrophysicists have debated whether, at the dawn of our Solar System, comets peppered Earth with some of the chemical essentials for life as we know it.

The answer may be within reach.

On Wednesday, a European robot lab, Philae, will make the

first-ever landing on a comet.

It will carry out experiments on the comet’s back as the pair hurtle toward the Sun, escorted

by Philae’s mother ship, Rosetta, in orbit.

“Comets are the most ancient objects in the Solar System,” Francis Rocard of France’s National Centre for Space Studies (CNES), told AFP. “We want to know if comets played a part in providing Earth with water and carbon. There is no doubt that the results from Rosetta and Philae will shake up what we know.”

Dubbed “dirty snowballs” by US astronomer Fred Whipple, comets are deemed to be clusters of primeval carbon and ice, typically

a few kilometres (miles) across.

Blacker than coal, they were formed shortly after the Sun flared into life in a halo of dust and gas -- the stuff that eventually formed the planets and other bodies.

Today, the Solar System is considered a pretty quiet place compared to 4.6 billion years ago, when it was a shooting gallery.

The nascent Earth would have been whacked over and over again by comets and asteroids, swelling the planet in size and depositing ice, which on some theories became today’s oceans.

“This would have created a wonderful culture medium -- a liquid enabling highly rich carbon material to react and create prebiotic chemistry,” said Rocard.

The landing event will be streamed on the space agency’s website.

“It would have led to the first membranes and ultimately the first cells -- life itself,” he said.

The key to confirming this theory lies in the ratio of hydrogen and deuterium on the comet, which Rosetta and Philae will measure with their instruments, to be compared to the chemical make-up of water on Earth.

Feed price soars, fish farmers in Lake Batur worried

As one of the floating cage owners at Purajati hamlet, North Batur village, Kintamani, Wayan Kapal, recently said, a 50 kg sack of fish feed now costs IDR 400,000.

The price increase of IDR 5,000 occurred every week. The fish farmers in the region have been buying the fish feed from outside places such as Tabanan and Denpasar.

Kapal admitted to being worried because the price of feed continues to soar not to mention the increase in fuel costs.

If the planned hikes in fuel prices do really occur, then the fish cage owners are certain to suffer great losses. Moreover, the selling price of fish is only IDR 21,000 per kilogram. “If the fuel price increases, the price of fish feed will definitely increases as well,” he said.

He added that every 20 days, the fish cage owners raising 60,000 fish needed at least one ton of feed. Consequently they can calculate how much feed is required for raising the fish until they are ready to be harvested. “If the feed price continues to rise, we will surely lose,” he added. (ina)

AMLAPURA - After oscillating in the ocean for two days in the ocean, three fishermen from Situbondo were finally overwhelmed by the waters of Kubu. Suffering dehydration and general weakness the fishermen were eventually rescued by patrol officers from the local Marine Police and a number of fishermen from Kubu. After that, they were brought to safety to the beach at Kubu Kangin hamlet, Kubu village, Karangasem.

The three fishermen found floating in the ocean; Iwan Sahari, 29, Misnawi, 50, and Kusnadi, 50, are residents of Asta Jangkar hamlet, Situbondo, East Java. Before being swept away, the three fishermen went out to sea with a small boat to wards the north in the waters of Madura, Wednesday (Nov 5) around 05:00 a.m.

Initially, the three fishermen did not have any problems. Their fish

catch was even pretty good. While absorbed in catching fish, high waves suddenly hit their boat. They were then swept away and became disoriented. Their small outboard motor made it difficult to control their boat in the strong currents.

“They were swept away to the waters of Kubu, but they thought that they were still near the waters of Situbondo,” said Chief of Karangasem Marine Police, I Made Wartama, to reporters last Sunday.

Having been tossed around for almost two days, the three fishermen started to experience dehydration and became limp due to exhaustion. The three fishermen were found on Friday (Nov 7) around 2:00 p.m., when a number of fishermen from Kubu were going to sea to catch fish. Because the three lost fishermen were asleep powerlessly, the fisherman from Kubu tried to help and reported the incident to the Marine Police of Kubu.

lice, the three fishermen admitted being disoriented after their boat was hit by high waves. Thanks to the patrol boat, the three fishermen could be rescued. Meanwhile, their boat remains stranded in the waters of Kubu.

He knew of many cases of fishermen from Madura or Situbondo getting stranded in the waters of Kubu. Likewise there were also some fishermen from Kubu who were swept away and stranded in Madura.

Leaders of China, Japan briefly meet to thaw ties Associated Press

BEIJING — Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe took a tentative step toward easing more than two years of high tensions over contested islands and wartime history on Monday with an unsmiling handshake and a short meeting.

The two men posed briefly in front of cameras, stern-faced, and Abe briefly said something to Xi, who gave no response and looked toward the cameras for the remainder of the handshake.

They then entered a closed room at Beijing’s Great Hall of the People for 30 minutes, giving some hope that the two countries could dial down the friction in the talks arranged on the sidelines of this week’s Asia-Pacific Economic Cooperation summit.

The spat between China and Japan over uninhabited East China Sea islands and other contentious issues has raised concerns of a military confrontation between Asia’s

two largest economies, which could draw the U.S. into the fray alongside ally Japan.

Although core divisions won’t be resolved soon, Abe told reporters afterward that the countries made a “first step” toward reconciliation.

“I believe that not only our Asian neighbors but many other countries have long hoped that Japan and China hold talks,” Abe said. “We finally lived up to their expectations and made a first step to improve our ties.”

China also has been angry over what it sees as Japan’s efforts to play down its brutal 20th century invasion of China, a lingering sore point for its 1.3 billion people.

China’s leader must balance the need not to appear too solicitous of Japan, for his domestic audience, while still being statesman enough to host Abe ahead of Tuesday’s summit, when the two men will join 19 other world leaders including President Barack Obama and Russian President Vladimir Putin.

China hopes to use the consensus-oriented Asia-Pacific Economic Cooperation summit to assert its ambitions for a larger leadership role in U.S.-dominated trade structures.

In a break from the usual protocol, Abe was made to wait for Xi to arrive at the meeting, rather than being greeted by him on arrival. China’s Foreign Ministry also described the meeting as being at Abe’s “request,” a phrase not used in its reports on Xi’s meetings with South Korean President Park Geun-hye and other foreign leaders Monday.

JENE-WONDE, Liberia — A schoolteacher brought his sick daughter from Liberia’s capital to this small town of 300 people.

Soon he was dead along with his entire family, and they are now buried in the forest nearby along with an increasing number of residents.

The community of Jene-Wonde in Grand Cape Mount County near the border with Sierra Leone has become a new epicenter for the deadly Ebola outbreak in Liberia, which is also hitting Sierra Leone and Guinea.

Momo Sheriff, who lost his son to Ebola, said there is no health care in the community and leaders have no way to manage it.

The tiny town already has lost 10 percent of its population to Ebola since late September. Amid all the deaths, markets and farms nearby have been abandoned.

“If the government does not take action, everybody will die in this town,” he said. “We are burying two dead bodies today.

We don’t know who it will be tomorrow. Every day we have to cry,” he told an Associated Press journalist.

Liberia has suffered the greatest death toll in the Ebola epidemic, with 2,766 deaths blamed on the virus that had never been seen in West Africa before this year’s crisis. After months of aggressive efforts to isolate the sick and safely bury the dead, the

World Health Organization says Ebola appears to be declining in Liberia “although new case numbers remain high in parts of the country.”

The number of reported cases appears to be even dropping in Liberia’s capital, Monrovia. But that is little solace for the people of Jene-Wonde.

Juma Mansaray lost her mother and grandmother on the same day here. She said the community has been ostracized from neighboring ones.

“Everywhere we go the people will drive us away,” she said. “We are like outcasts; we can’t even go to the local market to buy pepper or food because people think we are cursed. We don’t know what to do. Most of our relatives in other areas don’t want to see us ... we are stuck here.”

Abdullai Kamara, the leader of Burial Team A of Grand Cape Mount County Ebola, said the people of Jene-Wonde have been stubborn and in constant denial, which he cites as the reason the disease is still spreading.

Ebola is contracted through direct contact with the bodily fluids of the sick and the dead. For weeks, residents of Jene-Wonde have been chasing away safe burial teams and also have hidden the sick from outside health workers, he said. “Our people played deaf ear to what was happening,” Kamara said. “They denied the truth.”

SYDNEY - A global infrastructure hub proposed by G20 nations to help strengthen economic growth will be based in Sydney and funded by Australia, a report said on Monday.

The Group of 20 of the world’s biggest developed and emerging economies agreed in September that a Global Infrastructure Initiative to share information about matching investors with projects would be established, but details were sketchy.

Prime Minister Tony Abbott told The Australian newspaper that the agency would not involve a new “international bureaucracy”, but would act instead as a clearing house for ideas on raising commercial funds for new public works, such as roads and railways.

“It will be a significant focus for international thinking and be a way of getting our, generally speaking, quite innovative approach to infrastructure before other countries,” he said ahead of the G20 leaders’ summit in Brisbane this weekend.

“We expect that we will probably be the main contributor to the funding but I think we have some modest contributions from some other countries that have already been earmarked.”

The hub’s main purpose is to cut red tape and close the “information gap” between potential investors and infrastructure projects as the G20 looks to spur world economies by shifting from government-led growth towards private sector-led growth. It has been one of Australia’s main proposals during its presidency of the G20 as the grouping looks to meet a two percent increase to its combined growth over five years through economic reform and infrastructure investment.

The newspaper said that while the US, Britain and Japan had thrown their support behind the initiative, questions were raised by India, France and others about the wisdom of setting up a new institution that could overlap with the World Bank.

As a compromise, Abbott said there would be a four-year time limit on the centre to avoid creating a permanent institution, something the global economic group has never done.

“We are close to agreement -- and this will be unprecedented for the G20 -- to have the global infrastructure hub based in Sydney,” he said.

“And if it comes off, this will be the first time the G20 has agreed to the establishment of an ongoing entity.

“This is not an entity in perpetuity. It’s an entity that will last for perhaps four years as an infrastructure financing and infrastructure ideas clearing-house but nevertheless it’s not a huge international bureaucracy.”

The push to raise private-sector investment in infrastructure projects around the world comes as governments battle falling revenue amid efforts to rein in budget deficits, which has hurt public-sector funding of such projects.

BEIJING — President Barack Obama pressed world leaders Monday to break stubborn logjams that have held up an agreement on a trans-Pacific trade deal that is eagerly sought by the White House and could lead to rare consensus with congressional Republicans.

“This has the potential for being an historic agreement,” Obama said as he opened the trade talks being held on the sidelines of the broader AsiaPacific conference in Beijing.

Ahead of Obama’s arrival in China Monday, the White House had downplayed the prospect that an elusive deal would be reached during the president’s eight-day, three-nation trip to the region. Following the leaders’ meeting, a senior Obama administration official said the negotiations continued to make progress, but there was still no final agreement.

The leaders did not set a timetable for finalizing the pact, according to the

official, who insisted on anonymity because the person was not authorized to publicly discuss the talks.

In a joint statement following the meeting, leaders from the 12 nations involved in the trade talks said they have been encouraged by recent progress.

“We remain committed to ensuring that the final agreement reflects our common vision of an ambitious, comprehensive, high-standard, and balanced agreement that enhances the competitiveness of our economies, promotes innovation and entrepreneurship, spurs economic growth and prosperity, and supports job creation in

our countries,” the statement read.

Obama has made the Trans-Pacific Partnership a centerpiece of his efforts to boost U.S. economic investment in Asia, which he said Monday was “the fastest-growing, most populous, most dynamic region in the world economically.”

The results of last week’s U.S. midterm elections had made the political climate in Washington more conducive to international trade pacts. While some members of Obama’s Democratic Party are wary of the impact trade deals could have on U.S. labor unions, Republicans have been supportive of giving the president authority to speed up approval of a final pact by making it harder for lawmakers to make changes.

Disputes between the U.S. and Japan on market access for their major industries have been at the heart of the stalemate over the trade deal. China is not a party to the trade talks.

Then, to get the apem taluh is also very easy. Traditional markets, pastry shops and supermarkets have sold it these days. However, they may offer different flavors because the makers may add to non stomach-friendly coloring agent just to make it look brighter.

Meanwhile, some other makers may apply excessive food preservatives so that it will be durable and it certainly has an impact on the unpleasant flavor. If it is made from the common ingredients such as without preservatives or without non-food coloring agent, the cake will last for about three days.

This cake is made from some ingredients such as 1 kg of flour, 10 chicken eggs, 1 kg of sugar and 600 ml of carbonated water (to taste). How to prepare it? First of all, prepare a container and then put the sugar as well as crack the eggs into the container. After that, mix them for about 20 minutes.

Next, give some water, stir continuously until the sugar can completely get dissolved. Put wheat flour and stir until getting well blended. Prepare a pan with boiling water. Ultimately, prepare the dough to be put into a mold and then steam them for about 10 minutes.

SEOUL — South Korean troops fired warning shots Monday after North Korean soldiers approached too close to the border separating the rival countries, Seoul defense officials said.

The firing heightens animosities between the rival Koreas, even as North Korea’s tensions with the United States seem to have eased after the announced release of two detained Americans a day earlier.

About 10 North Korean soldiers retreated without returning fire after South Korean troops fired 20 rounds of warning shots, the officials said on condition of anonymity because of office policy. There were no reports of casualties.

South Korean troops have detected North Korean soldiers approaching the border several times this year, but this was only the second time that the South fired warning shots, the officials said.

The incident happened inside the 4-kilometer (2.5-mile) -wide Demilitarized Zone that was created when the 1950-53 Korean War ended with an armistice.

Tensions between the Koreas remain high following two incidents last month involving

exchanges of gunfire, although no casualties were reported in either one.

In the first incident, troops from the two countries traded gunfire over propaganda leaflets South Korean activists sent across the border by balloon.

In the second, North Korean soldiers were seen too close to the border, triggering a gunfire exchange. North Korea said its soldiers were engaging in routine patrol missions.

At the center of the recent animosities is North Korea’s demand that South Korea prevent activists from launching the anti-North leaflets. South Korea has said it cannot do so, citing freedom of speech.

BANGKOK — Thai police said Monday that steps were being taken to reduce rising suicide rates among officers, warning that senior police officials could face punishment if any of their subordinates kill themselves.

More than 170 Thai police officers committed suicide from 2008 to 2013, a rate that was higher than in previous years, said the assistant national police chief, Lt. Gen. Prawut Thawornsiri. Forty-seven officers killed themselves in 2012, the highest yearly total since 2008.

Among the most common causes of suicide were stress from work, debt and health issues.

A hotline was set up last month for troubled officers to call and talk to psychologists, but access was limited to just two days a week.

Prawut said police were now looking to extend the hours to allow more access.

He also said that the national police chief, Gen. Somyot Poompanmoung, has asked senior police officials to look for signs and behavior that could lead to suicide among lower-ranking officers in their units, and warned of the possible punish-

ments. The penalties could range from bans on promotion and pay raises, to changes in duties.

“This is in a bid to take care of the welfare of our police force,” Prawut said. “If they can detect some irregular stress, they should take some preventive actions, such as talking to the officers, giving them some days off or switching them to other jobs temporarily.”

Prawut cited the high pressure of the job and odd working hours as causes of stress among police officers, especially those with families.

Thailand’s police suicide rate is about four times the national rate.

Last year, 3,940 Thais committed suicide in a country of nearly 65 million. Psychologists say police suicides are preventable if the signs are detected early.

“The primary way to prevent suicide for police is to train them — not only physically, but also mentally — to be strong and to overcome stress. And if they feel that they are at risk of being depressed or suicidal, they should seek advice urgently,” said Assistant Professor Dr. Panom Ketumarn, the head of the psychiatric department at Siriraj Hospital in Bangkok.

Romanians in Paris, London, Munich and elsewhere said they had to stand in line for hours and were unable to vote in the Nov. 2 election. This weekend, thousands of people protested against the government in Romania, saying it

prevented expats from voting.

Titus Corlatean stepped down Monday, saying he was pressured ahead of the Nov. 16 runoff to allow extra polling booths, which he claims would break voting rules.

The ministry announced Sunday it would dispatch 800 officials to embassies and consular offices to help speed up voting but protests continued. Prime Minister Victor Ponta faces city mayor Klaus Iohannis in the runoff, which Ponta is expected to win.

BEIJING - Indonesian President Joko Widodo (Jokowi) offered an investment opportunity in the infrastructure sector during the APEC Summit’s CEO Forum on Monday.

“We have a limited budget, and therefore, we offer an investment opportunity to the participants of the APEC Summit’s CEO Forum to invest in the infrastructure sector in Indonesia,” Jokowi announced during his presentation.

The Indonesian head of state remarked that of the Rp433.5 trillion set aside as subsidy in the draft of the 2015 state budget, Rp363.5 trillion will be allocated for energy subsidy and Rp70 trillion for non-energy subsidy.

Jokowi said the budget for subsidy will be allocated for irrigation in the agriculture sector, for fishermen through the provision of fishing boats and cold storages, and for the micro, small and medium enterprises sector, among other things.

“The subsidy is for all productive activities rather than for consumptive ones and the rest for the education and infrastructure sectors,” President Jokowi noted.

He encouraged foreign investors to invest in Indonesia as the country plans to build at least 24 ports and deep sea ports in the next five years to support the flow of goods and services.

“One of them is the Tanjung Priok port, which in 2009 had the capacity of handling activities reaching US$3.6 billion, and in 2017, it is projected to reach US$15 billion,” Jokowi affirmed.

He pointed out that the ports and deep sea ports will be built across several areas in Sumatra, Java, Kalimantan, Sulawesi, and Papua, in addition to the railway tracks in these islands.

President Jokowi also remarked that Indonesia is developing a mass rapid transport system and will continue to do so in the six major cities of Jakarta, Medan, Makassar, Semarang, Bandung, and Surabaya.

“Thus, the investors have a huge opportunity of investing in those sectors in Indonesia,” the Indonesian president remarked.

HONG KONG — More than 100 Indonesians in Hong Kong held a prayer vigil and demanded justice Sunday for two Indonesian women found stabbed to death in a case that has shocked this city.

Sitting on a soccer field in the city’s Victoria Park, many wept as they remembered the two victims, 25-yearold Sumarti Ningsih and 29-year-old Seneng Mujiasih. Like the two women, many of those at the vigil came to Hong Kong as domestic workers.

British banker Rurik George Caton Jutting, 29, has been charged with murdering the two women but has not yet entered a plea. On Nov. 1, he led police to his 31st-floor upscale apartment near the city’s Wan Chai red-light district, where they found the two women’s bodies.

Ningsih’s cousin, Jumiati, said at the vigil that she had last seen Ningsih in August in their home village in Indonesia. Like many Indonesians, Jumiati goes by only one name.

She said she called police about a week ago to report that Ningsih was

missing and later was asked to identify her body. She said her cousin lived in Wan Chai.

“I hope the killer will be punished and will feel the same as what has been done to my cousin,” Jumiati said.

Susiati, a friend of Ningsih’s, broke down in tears as she remembered Ningsih, who had a 5-year-old son back home. “I have lost my best friend, and I am devastated,” she said.

Several in the crowd held signs demanding reforms to Hong Kong and Indonesian laws governing how domestic workers can find work and how long they can stay in the semiautonomous city. About half of the 319,325 migrant domestic workers in Hong Kong are Indonesian, and nearly all are women, according to the human rights group Amnesty International.

Mujiasih had overstayed her domestic worker visa, while Ningsih had returned to the city on a tourist visa, said Indonesian Consulate spokesman Sam Aryadi.

“She was good and she was nice to her family,” Jumiati said of her cousin.

“She tried to work, work and work to give her son a better life.”

LONDON - Roger Federer eased his way into the ATP World Tour Finals with a 6-1 7-6 (0) defeat of Canadian newcomer Milos Raonic in his opening round-robin match on Sunday. The 33-year-old Swiss, competing for a record 13th time at the season-ender, took advantage of some early Raonic nerves to pocket the opening set in 25 minutes but things got tougher.

Raonic, the first Canadian to qualify for the tournament, began to do damage with his booming serve and even carved out several break point opportunities as world number two Federer’s level dipped slightly.

Six-times champion Federer saved a set point at 5-6 and that proved to be Raonic’s last chance.

Federer quickly asserted himself in the tiebreak and reeled off seven successive points to move top of Group B alongside Japan’s Kei Nishikori who had earlier beaten Andy Murray.

“I think I played really well for probably one and a half sets,” Federer, who has progressed to the semi-finals in 11 of his past 12 appearances at the year-ender, told reporters.

He admitted things got a little tricky after he failed to establish an early break of serve in the second set.

“I think when I had breakpoint in the second set, he was able to save that and after that it became compli-

cated. I don’t know why. “I started to play a bit more passive. He started to become a bit more offensive. I actually think he was the better player from that moment on and deserved the set more than I did.”

Federer now moves on to play Nishikori while Raonic will probably need to beat Murray to keep his hopes of surviving the group stage alive.

“I get pretty angry when I lose, so ... I’m going to have to learn how to slap myself out of it,” said Raonic, who had beaten Federer for the first time in the recent Paris Masters.

Real Sociedad beats Atletico Madrid 2-1 in La Liga

SEVILLE, Spain — Goals by Carlos Vela and Imanol Agirretxe gave lowly Real Sociedad a 2-1 home win against 10-man defending champions Atletico Madrid in the Spanish League on Sunday.

The win meant Sociedad rose four places to 15th place in the standings after 11 rounds and left Atletico in fourth-place on 23 points.

Real Madrid leads the standings with 27 points, two ahead of Barcelona with Valencia in third place on 24.

Elsewhere on Sunday, Sevilla drew 1-1 against Levante, Athletic Bilbao drew 0-0 at Valencia and Villarreal drew 1-1 at Espanyol.

Atletico forward Mario Mandzukic opened the scoring in the 10th minute when he netted his fifth goal of the season by latching onto Raul Garcia’s precise cross to the far post.

Mexico forward Vela equalized five minutes later with a curling shot from outside the area that cleared Atletico’s back four and beat leaping goalkeeper Miguel Angel Moya at the far post.

“We have to keep on working and wait and see what comes up, we need to carry on in this vein,” said Vela.

PARIS — Brazilian winger Lucas and striker Edinson Cavani scored a goal each as unbeaten Paris Saint-Germain overcame a poor start before beating Marseille 2-0 on Sunday to close the gap on its bitter rival to one point.

League leader Marseille made a far brighter start, pinning PSG back in its own half for the opening 20 minutes, and hit the post in the fifth minute through striker Andre-Pierre Gignac’s header.

Lucas capped a flowing move in the 38th minute and Edinson Cavani scored for the fifth successive game with a firm downward header in the 85th.

“Physically Marseille was better than us,” PSG coach Laurent Blanc said. “But it made us aware that we needed to raise our level, and our second half was of a very high standard.”

Marseille finished the match with 10 men after midfielder Giannelli Imbula was shown a straight red card in the 77th.

PSG welcomed back star striker Zlatan Ibrahimovic after seven weeks out with a heel injury but he was kept on the bench until the 65th minute, and then played largely for himself as he missed out teammates on several occasions when they were much better placed. “He’s a unique player for us,” PSG left back Maxwell said.

After Gignac hit the bar from a corner, winger Romain Alessandrini went just wide with a first-time shot from just outside of the penalty area. Gignac then expertly took down a long ball on his chest and, with center

PSG didn’t threaten until the midway through the first half, when Lucas latched onto a rebound in the penalty area and forced Mandanda into a smart save.

Ezequeil Lavezzi collected a long pass from Silva on the left wing and headed the ball down to Cavani, who expertly flicked it back instantly to Lavezzi, who then crossed to the back post where Lucas stole in ahead of a casual Benjamin Mendy to prod home. A terrible mistake from Sirigu almost gifted Marseille an equalizer in the 52nd.

His poor clearance fell straight to Gignac some 25 yards out, but instead of squaring the ball to teammate Florian Thauvin, he tried to chip Sirigu but instead his poorly hit shot was easily saved.

“We lost tonight because we didn’t take our chances,” goalkeeper Steve Mandanda said.

“We had more possession than PSG, especially at the start.”

Real Sociedad beats Atletico Madrid 2-1 in La Liga

SEVILLE, Spain — Goals by Carlos Vela and Imanol Agirretxe gave lowly Real Sociedad a 2-1 home win against 10-man defending champions Atletico Madrid in the Spanish League on Sunday.

The win meant Sociedad rose four places to 15th place in the standings after 11 rounds and left Atletico in fourth-place on 23 points.

Real Madrid leads the standings with 27 points, two ahead of Barcelona with Valencia in third place on 24.

Elsewhere on Sunday, Sevilla drew 1-1 against Levante, Athletic Bilbao drew 0-0 at Valencia and Villarreal drew 1-1 at Espanyol.

Atletico forward Mario Mandzukic opened the scoring in the 10th minute when he netted his fifth goal of the season by latching onto Raul Garcia’s precise cross to the far post.

Mexico forward Vela equalized five minutes later with a curling shot from outside the area that cleared Atletico’s back four and beat leaping goalkeeper Miguel Angel Moya at the far post.

“We have to keep on working and wait and see what comes up, we need to carry on in this vein,” said Vela.

Atletico coach Diego Simeone was seen fuming at his team’s poor defense while Asier Santana stood in as Sociedad’s coach as the team looks for a replacement for the fired Jagoba Arrasate amid rumors that former Manchester United manager David Moyes could be in line for the job.

Vela was unlucky not to be awarded a penalty in the 23rd when Diego Godin tripped him in the area, but the referee instead penalized the Mexican with a yellow card for diving. “I think it was a penalty, he stood on my foot and it could have been given,” Vela said.

“We knew they would press us hard, they’re playing at home, are further up the standings and their aspirations are different to ours,” said Casadesus. “But working hard and running a lot, taking advantage of our talents, we managed to get a draw that is very good for us,” said Casadesus.

The game had to be stopped five times to treat players off the field. Sevilla occupies fifth place on 23 points with Levante is 18th on nine.

PARIS — Brazilian winger Lucas and striker Edinson Cavani scored a goal each as unbeaten Paris Saint-Germain overcame a poor start before beating Marseille 2-0 on Sunday to close the gap on its bitter rival to one point.

League leader Marseille made a far brighter start, pinning PSG back in its own half for the opening 20 minutes, and hit the post in the fifth minute through striker Andre-Pierre Gignac’s header.

Lucas capped a flowing move in the 38th minute and Edinson Cavani scored for the fifth successive game with a firm downward header in the 85th.

“Physically Marseille was better than us,” PSG coach Laurent Blanc said. “But it made us aware that we needed to raise our level, and our second half was of a very high standard.”

Marseille finished the match with 10 men after midfielder Giannelli Imbula was shown a straight red card in the 77th.

PSG welcomed back star striker Zlatan Ibrahimovic after seven weeks out with a heel injury but he was kept on the bench until the 65th minute, and then played largely for himself as he missed out teammates on several occasions when they were much better placed. “He’s a unique player for us,” PSG left back Maxwell said.

After Gignac hit the bar from a corner, winger Romain Alessandrini went just wide with a first-time shot from just outside of the penalty area. Gignac then expertly took down a long ball on his chest and, with center

“We’re frustrated. It’s a shame because we played well and it’s a pity that we got this red card because we were in it until the end,” Gignac said. “We hit the crossbar and missed other chances so there’s nothing to say.

PSG didn’t threaten until the midway through the first half, when Lucas latched onto a rebound in the penalty area and forced Mandanda into a smart save.

‘Keeper Salvatore Sirigu was called into action soon after, diving to push away Alessandrini’s powerful strike from 20 yards out. Against the run of play, Lucas put PSG ahead.

Ezequeil Lavezzi collected a long pass from Silva on the left wing and headed the ball down to Cavani, who expertly flicked it back instantly to Lavezzi, who then crossed to the back post where Lucas stole in ahead of a casual Benjamin Mendy to prod home. A terrible mistake from Sirigu almost gifted Marseille an equalizer in the 52nd.

His poor clearance fell straight to Gignac some 25 yards out, but instead of squaring the ball to teammate Florian Thauvin, he tried to chip Sirigu but instead his poorly hit shot was easily saved.

“We lost tonight because we didn’t take our chances,” goalkeeper Steve Mandanda said.

“We had more possession than PSG, especially at the start.”

LONDON - Roger Federer eased his way into the ATP World Tour Finals with a 6-1 7-6 (0) defeat of Canadian newcomer Milos Raonic in his opening round-robin match on Sunday. The 33-year-old Swiss, competing for a record 13th time at the season-ender, took advantage of some early Raonic nerves to pocket the opening set in 25 minutes but things got tougher.

Raonic, the first Canadian to qualify for the tournament, began to do damage with his booming serve and even carved out several break point opportunities as world number two Federer’s level dipped slightly.

Six-times champion Federer saved a set point at 5-6 and that proved to be Raonic’s last chance.

Federer quickly asserted himself in the tiebreak and reeled off seven successive points to move top of Group B alongside Japan’s Kei Nishikori who had earlier beaten Andy Murray.

“I think I played really well for probably one and a half sets,” Federer, who has progressed to the semi-finals in 11 of his past 12 appearances at the year-ender, told reporters.

He admitted things got a little tricky after he failed to establish an early break of serve in the second set.

“I think when I had breakpoint in the second set, he was able to save that and after that it became compli-

cated. I don’t know why. “I started to play a bit more passive. He started to become a bit more offensive. I actually think he was the better player from that moment on and deserved the set more than I did.”

Federer now moves on to play Nishikori while Raonic will probably need to beat Murray to keep his hopes of surviving the group stage alive.

“I get pretty angry when I lose, so ... I’m going to have to learn how to slap myself out of it,” said Raonic, who had beaten Federer for the first time in the recent Paris Masters.

South Korea fires warning shots near North Korea border Associated Press

SEOUL — South Korean troops fired warning shots Monday after North Korean soldiers approached too close to the border separating the rival countries, Seoul defense officials said.

The firing heightens animosities between the rival Koreas, even as North Korea’s tensions with the United States seem to have eased after the announced release of two detained Americans a day earlier.

About 10 North Korean soldiers retreated without returning fire after South Korean troops fired 20 rounds of warning shots, the officials said on condition of anonymity because of office policy. There were no reports of casualties.

South Korean troops have detected North Korean soldiers approaching the border several times this year, but this was only the second time that the South fired warning shots, the officials said.

The incident happened inside the 4-kilometer (2.5-mile) -wide Demilitarized Zone that was created when the 1950-53 Korean War ended with an armistice.

Tensions between the Koreas remain high following two incidents last month involving

exchanges of gunfire, although no casualties were reported in either one.

In the first incident, troops from the two countries traded gunfire over propaganda leaflets South Korean activists sent across the border by balloon.

In the second, North Korean soldiers were seen too close to the border, triggering a gunfire exchange. North Korea said its soldiers were engaging in routine patrol missions.

At the center of the recent animosities is North Korea’s demand that South Korea prevent activists from launching the anti-North leaflets. South Korea has said it cannot do so, citing freedom of speech.

ing appears to have derailed talks on a high-level meeting between the two Koreas, which had been offered by North Korea during the September Asian Games and had been discussed for October or November.

Over the weekend, North Korea released the last two Americans it has been detaining — Matthew Miller of Bakersfield, California, and Kenneth Bae of Lynnwood, Washington — in a move widely seen as an attempt to break a long deadlock with the U.S. over talks on the North’s nuclear program.

The Korean Peninsula remains in a technical state of war because the Korean War armistice has never been replaced with a peace treaty.

BANGKOK — Thai police said Monday that steps were being taken to reduce rising suicide rates among officers, warning that senior police officials could face punishment if any of their subordinates kill themselves.

More than 170 Thai police officers committed suicide from 2008 to 2013, a rate that was higher than in previous years, said the assistant national police chief, Lt. Gen. Prawut Thawornsiri. Forty-seven officers killed themselves in 2012, the highest yearly total since 2008.

Among the most common causes of suicide were stress from work, debt and health issues.

A hotline was set up last month for troubled officers to call and talk to psychologists, but access was limited to just two days a week.

Prawut said police were now looking to extend the hours to allow more access.

He also said that the national police chief, Gen. Somyot Poompanmoung, has asked senior police officials to look for signs and behavior that could lead to suicide among lower-ranking officers in their units, and warned of the possible punish-

ments. The penalties could range from bans on promotion and pay raises, to changes in duties.

“This is in a bid to take care of the welfare of our police force,” Prawut said. “If they can detect some irregular stress, they should take some preventive actions, such as talking to the officers, giving them some days off or switching them to other jobs temporarily.”

Prawut cited the high pressure of the job and odd working hours as causes of stress among police officers, especially those with families.

Thailand’s police suicide rate is about four times the national rate.

Last year, 3,940 Thais committed suicide in a country of nearly 65 million. Psychologists say police suicides are preventable if the signs are detected early.

“The primary way to prevent suicide for police is to train them — not only physically, but also mentally — to be strong and to overcome stress. And if they feel that they are at risk of being depressed or suicidal, they should seek advice urgently,” said Assistant Professor Dr. Panom Ketumarn, the head of the psychiatric department at Siriraj Hospital in Bangkok.

Romanians in Paris, London, Munich and elsewhere said they had to stand in line for hours and were unable to vote in the Nov. 2 election. This weekend, thousands of people protested against the government in Romania, saying it

prevented expats from voting.

Titus Corlatean stepped down Monday, saying he was pressured ahead of the Nov. 16 runoff to allow extra polling booths, which he claims would break voting rules.

The ministry announced Sunday it would dispatch 800 officials to embassies and consular offices to help speed up voting but protests continued. Prime Minister Victor Ponta faces city mayor Klaus Iohannis in the runoff, which Ponta is expected to win.

BEIJING - Indonesian President Joko Widodo (Jokowi) offered an investment opportunity in the infrastructure sector during the APEC Summit’s CEO Forum on Monday.

“We have a limited budget, and therefore, we offer an investment opportunity to the participants of the APEC Summit’s CEO Forum to invest in the infrastructure sector in Indonesia,” Jokowi announced during his presentation.

The Indonesian head of state remarked that of the Rp433.5 trillion set aside as subsidy in the draft of the 2015 state budget, Rp363.5 trillion will be allocated for energy subsidy and Rp70 trillion for non-energy subsidy.

Jokowi said the budget for subsidy will be allocated for irrigation in the agriculture sector, for fishermen through the provision of fishing boats and cold storages, and for the micro, small and medium enterprises sector, among other things.

“The subsidy is for all productive activities rather than for consumptive ones and the rest for the education and infrastructure sectors,” President Jokowi noted.

He encouraged foreign investors to invest in Indonesia as the country plans to build at least 24 ports and deep sea ports in the next five years to support the flow of goods and services.

“One of them is the Tanjung Priok port, which in 2009 had the capacity of handling activities reaching US$3.6 billion, and in 2017, it is projected to reach US$15 billion,” Jokowi affirmed.

He pointed out that the ports and deep sea ports will be built across several areas in Sumatra, Java, Kalimantan, Sulawesi, and Papua, in addition to the railway tracks in these islands.

President Jokowi also remarked that Indonesia is developing a mass rapid transport system and will continue to do so in the six major cities of Jakarta, Medan, Makassar, Semarang, Bandung, and Surabaya.

“Thus, the investors have a huge opportunity of investing in those sectors in Indonesia,” the Indonesian president remarked.

HONG KONG — More than 100 Indonesians in Hong Kong held a prayer vigil and demanded justice Sunday for two Indonesian women found stabbed to death in a case that has shocked this city.

Sitting on a soccer field in the city’s Victoria Park, many wept as they remembered the two victims, 25-yearold Sumarti Ningsih and 29-year-old Seneng Mujiasih. Like the two women, many of those at the vigil came to Hong Kong as domestic workers.

British banker Rurik George Caton Jutting, 29, has been charged with murdering the two women but has not yet entered a plea. On Nov. 1, he led police to his 31st-floor upscale apartment near the city’s Wan Chai red-light district, where they found the two women’s bodies.

Ningsih’s cousin, Jumiati, said at the vigil that she had last seen Ningsih in August in their home village in Indonesia. Like many Indonesians, Jumiati goes by only one name.

She said she called police about a week ago to report that Ningsih was

missing and later was asked to identify her body. She said her cousin lived in Wan Chai.

“I hope the killer will be punished and will feel the same as what has been done to my cousin,” Jumiati said.

Susiati, a friend of Ningsih’s, broke down in tears as she remembered Ningsih, who had a 5-year-old son back home. “I have lost my best friend, and I am devastated,” she said.

Several in the crowd held signs demanding reforms to Hong Kong and Indonesian laws governing how domestic workers can find work and how long they can stay in the semiautonomous city. About half of the 319,325 migrant domestic workers in Hong Kong are Indonesian, and nearly all are women, according to the human rights group Amnesty International.

Mujiasih had overstayed her domestic worker visa, while Ningsih had returned to the city on a tourist visa, said Indonesian Consulate spokesman Sam Aryadi.

“She was good and she was nice to her family,” Jumiati said of her cousin.

SYDNEY - A global infrastructure hub proposed by G20 nations to help strengthen economic growth will be based in Sydney and funded by Australia, a report said on Monday.

The Group of 20 of the world’s biggest developed and emerging economies agreed in September that a Global Infrastructure Initiative to share information about matching investors with projects would be established, but details were sketchy.

Prime Minister Tony Abbott told The Australian newspaper that the agency would not involve a new “international bureaucracy”, but would act instead as a clearing house for ideas on raising commercial funds for new public works, such as roads and railways.

“It will be a significant focus for international thinking and be a way of getting our, generally speaking, quite innovative approach to infrastructure before other countries,” he said ahead of the G20 leaders’ summit in Brisbane this weekend.

“We expect that we will probably be the main contributor to the funding but I think we have some modest contributions from some other countries that have already been earmarked.”

The hub’s main purpose is to cut red tape and close the “information gap” between potential investors and infrastructure projects as the G20 looks to spur world economies by shifting from government-led growth towards private sector-led growth. It has been one of Australia’s main proposals during its presidency of the G20 as the grouping looks to meet a two percent increase to its combined growth over five years through economic reform and infrastructure investment.

The newspaper said that while the US, Britain and Japan had thrown their support behind the initiative, questions were raised by India, France and others about the wisdom of setting up a new institution that could overlap with the World Bank.

As a compromise, Abbott said there would be a four-year time limit on the centre to avoid creating a permanent institution, something the global economic group has never done.

“We are close to agreement -- and this will be unprecedented for the G20 -- to have the global infrastructure hub based in Sydney,” he said.

“And if it comes off, this will be the first time the G20 has agreed to the establishment of an ongoing entity.

“This is not an entity in perpetuity. It’s an entity that will last for perhaps four years as an infrastructure financing and infrastructure ideas clearing-house but nevertheless it’s not a huge international bureaucracy.”

The push to raise private-sector investment in infrastructure projects around the world comes as governments battle falling revenue amid efforts to rein in budget deficits, which has hurt public-sector funding of such projects.

BEIJING — President Barack Obama pressed world leaders Monday to break stubborn logjams that have held up an agreement on a trans-Pacific trade deal that is eagerly sought by the White House and could lead to rare consensus with congressional Republicans.

“This has the potential for being an historic agreement,” Obama said as he opened the trade talks being held on the sidelines of the broader AsiaPacific conference in Beijing.

Ahead of Obama’s arrival in China Monday, the White House had downplayed the prospect that an elusive deal would be reached during the president’s eight-day, three-nation trip to the region. Following the leaders’ meeting, a senior Obama administration official said the negotiations continued to make progress, but there was still no final agreement.

The leaders did not set a timetable for finalizing the pact, according to the

official, who insisted on anonymity because the person was not authorized to publicly discuss the talks.

In a joint statement following the meeting, leaders from the 12 nations involved in the trade talks said they have been encouraged by recent progress.

“We remain committed to ensuring that the final agreement reflects our common vision of an ambitious, comprehensive, high-standard, and balanced agreement that enhances the competitiveness of our economies, promotes innovation and entrepreneurship, spurs economic growth and prosperity, and supports job creation in

our countries,” the statement read.

Obama has made the Trans-Pacific Partnership a centerpiece of his efforts to boost U.S. economic investment in Asia, which he said Monday was “the fastest-growing, most populous, most dynamic region in the world economically.”

The results of last week’s U.S. midterm elections had made the political climate in Washington more conducive to international trade pacts. While some members of Obama’s Democratic Party are wary of the impact trade deals could have on U.S. labor unions, Republicans have been supportive of giving the president authority to speed up approval of a final pact by making it harder for lawmakers to make changes.

Disputes between the U.S. and Japan on market access for their major industries have been at the heart of the stalemate over the trade deal. China is not a party to the trade talks.

Feed price soars, fish farmers in Lake Batur worried

As one of the floating cage owners at Purajati hamlet, North Batur village, Kintamani, Wayan Kapal, recently said, a 50 kg sack of fish feed now costs IDR 400,000.

The price increase of IDR 5,000 occurred every week. The fish farmers in the region have been buying the fish feed from outside places such as Tabanan and Denpasar.

Kapal admitted to being worried because the price of feed continues to soar not to mention the increase in fuel costs.

If the planned hikes in fuel prices do really occur, then the fish cage owners are certain to suffer great losses. Moreover, the selling price of fish is only IDR 21,000 per kilogram. “If the fuel price increases, the price of fish feed will definitely increases as well,” he said.

He added that every 20 days, the fish cage owners raising 60,000 fish needed at least one ton of feed. Consequently they can calculate how much feed is required for raising the fish until they are ready to be harvested. “If the feed price continues to rise, we will surely lose,” he added. (ina)

AMLAPURA - After oscillating in the ocean for two days in the ocean, three fishermen from Situbondo were finally overwhelmed by the waters of Kubu. Suffering dehydration and general weakness the fishermen were eventually rescued by patrol officers from the local Marine Police and a number of fishermen from Kubu. After that, they were brought to safety to the beach at Kubu Kangin hamlet, Kubu village, Karangasem.

The three fishermen found floating in the ocean; Iwan Sahari, 29, Misnawi, 50, and Kusnadi, 50, are residents of Asta Jangkar hamlet, Situbondo, East Java. Before being swept away, the three fishermen went out to sea with a small boat to wards the north in the waters of Madura, Wednesday (Nov 5) around 05:00 a.m.

Initially, the three fishermen did not have any problems. Their fish

catch was even pretty good. While absorbed in catching fish, high waves suddenly hit their boat. They were then swept away and became disoriented. Their small outboard motor made it difficult to control their boat in the strong currents.

“They were swept away to the waters of Kubu, but they thought that they were still near the waters of Situbondo,” said Chief of Karangasem Marine Police, I Made Wartama, to reporters last Sunday.

Having been tossed around for almost two days, the three fishermen started to experience dehydration and became limp due to exhaustion. The three fishermen were found on Friday (Nov 7) around 2:00 p.m., when a number of fishermen from Kubu were going to sea to catch fish. Because the three lost fishermen were asleep powerlessly, the fisherman from Kubu tried to help and reported the incident to the Marine Police of Kubu.

Leaders of China, Japan briefly meet to thaw ties Associated Press

BEIJING — Chinese President Xi Jinping and Japanese Prime Minister Shinzo Abe took a tentative step toward easing more than two years of high tensions over contested islands and wartime history on Monday with an unsmiling handshake and a short meeting.

The two men posed briefly in front of cameras, stern-faced, and Abe briefly said something to Xi, who gave no response and looked toward the cameras for the remainder of the handshake.

They then entered a closed room at Beijing’s Great Hall of the People for 30 minutes, giving some hope that the two countries could dial down the friction in the talks arranged on the sidelines of this week’s Asia-Pacific Economic Cooperation summit.

The spat between China and Japan over uninhabited East China Sea islands and other contentious issues has raised concerns of a military confrontation between Asia’s

two largest economies, which could draw the U.S. into the fray alongside ally Japan.

Although core divisions won’t be resolved soon, Abe told reporters afterward that the countries made a “first step” toward reconciliation.

“I believe that not only our Asian neighbors but many other countries have long hoped that Japan and China hold talks,” Abe said. “We finally lived up to their expectations and made a first step to improve our ties.”

China also has been angry over what it sees as Japan’s efforts to play down its brutal 20th century invasion of China, a lingering sore point for its 1.3 billion people.

China’s leader must balance the need not to appear too solicitous of Japan, for his domestic audience, while still being statesman enough to host Abe ahead of Tuesday’s summit, when the two men will join 19 other world leaders including President Barack Obama and Russian President Vladimir Putin.

China hopes to use the consensus-oriented Asia-Pacific Economic Cooperation summit to assert its ambitions for a larger leadership role in U.S.-dominated trade structures.

In a break from the usual protocol, Abe was made to wait for Xi to arrive at the meeting, rather than being greeted by him on arrival. JENE-WONDE, Liberia — A schoolteacher brought his sick daughter from Liberia’s capital to this small town of 300 people.

Soon he was dead along with his entire family, and they are now buried in the forest nearby along with an increasing number of residents.

The community of Jene-Wonde in Grand Cape Mount County near the border with Sierra Leone has become a new epicenter for the deadly Ebola outbreak in Liberia, which is also hitting Sierra Leone and Guinea.

Momo Sheriff, who lost his son to Ebola, said there is no health care in the community and leaders have no way to manage it.

The tiny town already has lost 10 percent of its population to Ebola since late September. Amid all the deaths, markets and farms nearby have been abandoned.

“If the government does not take action, everybody will die in this town,” he said. “We are burying two dead bodies today.

We don’t know who it will be tomorrow. Every day we have to cry,” he told an Associated Press journalist.

Liberia has suffered the greatest death toll in the Ebola epidemic, with 2,766 deaths blamed on the virus that had never been seen in West Africa before this year’s crisis. After months of aggressive efforts to isolate the sick and safely bury the dead, the

World Health Organization says Ebola appears to be declining in Liberia “although new case numbers remain high in parts of the country.”

The number of reported cases appears to be even dropping in Liberia’s capital, Monrovia. But that is little solace for the people of Jene-Wonde.

Juma Mansaray lost her mother and grandmother on the same day here. She said the community has been ostracized from neighboring ones.

“Everywhere we go the people will drive us away,” she said. “We are like outcasts; we can’t even go to the local market to buy pepper or food because people think we are cursed. We don’t know what to do. Most of our relatives in other areas don’t want to see us ... we are stuck here.”

Abdullai Kamara, the leader of Burial Team A of Grand Cape Mount County Ebola, said the people of Jene-Wonde have been stubborn and in constant denial, which he cites as the reason the disease is still spreading.

Ebola is contracted through direct contact with the bodily fluids of the sick and the dead. For weeks, residents of Jene-Wonde have been chasing away safe burial teams and also have hidden the sick from outside health workers, he said. “Our people played deaf ear to what was happening,” Kamara said. “They denied the truth.”

Science lifts veil on comets

PARIS - For millennia, the sight of a comet filled humans with awe or dread. The birth of Jesus, the assassination of Julius Caesar, the Great Plague of London, the coming of war or peace, bountiful harvests or famine... all thought to be portended by cosmic herald.

Bit by bit, mysticism about comets has been replaced by fact as scientists discover more about these epic and ancient travellers of the skies.

As it turns out, comets may be more extraordinary than even the deepest superstition could imagine.

They may even have brought life to our planet, according to some theories.

For decades, astrophysicists have debated whether, at the dawn of our Solar System, comets peppered Earth with some of the chemical essentials for life as we know it.

The answer may be within reach.

On Wednesday, a European robot lab, Philae, will make the

first-ever landing on a comet.

It will carry out experiments on the comet’s back as the pair hurtle toward the Sun, escorted

by Philae’s mother ship, Rosetta, in orbit.

“Comets are the most ancient objects in the Solar System,” Francis Rocard of France’s National Centre for Space Studies (CNES), told AFP. “We want to know if comets played a part in providing Earth with water and carbon. There is no doubt that the results from Rosetta and Philae will shake up what we know.”

Dubbed “dirty snowballs” by US astronomer Fred Whipple, comets are deemed to be clusters of primeval carbon and ice, typically

a few kilometres (miles) across.

Blacker than coal, they were formed shortly after the Sun flared into life in a halo of dust and gas -- the stuff that eventually formed the planets and other bodies.

Today, the Solar System is considered a pretty quiet place compared to 4.6 billion years ago, when it was a shooting gallery.

The nascent Earth would have been whacked over and over again by comets and asteroids, swelling the planet in size and depositing ice, which on some theories became today’s oceans.

“This would have created a wonderful culture medium -- a liquid enabling highly rich carbon material to react and create prebiotic chemistry,” said Rocard.

Farmers of hydrangea still face drought Bali Post

SINGARAJA – The scarcity of rain has made a number of hydrangea gardens dry. Such conditions are especially dire at Asah hamlet, Gobleg village, Sukasada subdistrict, for the last six months.

Farmers did not expect the extended drought to kill the hydrangea plants and cause the economic problems for the locals.

According to Wayan Janji, 60, his hydrangea garden could produce flowers in large quantities during rainy season. Unfortunately, this prolonged dry season had caused the production of hydrangea flower to decrease due to limited irrigation.

He said that the production of flowers at Gobleg was famous throughout Bali. Understandably, the village had been known as the central producer of hydrangea often used by collectors or traders to fill their canang offerings. Most local residents grow hydrangea, which have been sold all over Bali. “Our harvest yields here are usually sold to collectors. Moreover, this village is the central producer of hydrangea in Bali. Unfortunately, the recent drought has made the flowers dry

and easily withered,” said Wayan Janji, Sunday (Nov 9).

He added that during the dry season, an area of 2,500 square meters could produce a maximum of 5 kg per harvest. In past month, he still had not harvested, because there was not enough water. On average, in one harvest he could get 100 kg a week during rainy season. The price of hydrangea is IDR 15,000 per kg, while during dry season the price range was from IDR 5,000 to IDR 7,000 per kilogram. “Our flower plants actually lack water, which decrease the quality of the harvest and thus their market value” she said.

Furthermore, to overcome the impact of the drought on flower production, water from the Municipality Waterworks (PDAM) sourcing from the area of Lake

Tamblingan is used. Although it did not run so smoothly, the water was still used at particular times. In anticipation of this problem, Wayan Janji immediately bought one cubic of water at IDR 50,000. She used the water for cooking, bathing and drinking every day.

Meanwhile, another farmer, Wayan Darmawan, added that hydrangea production at Gobleg village has become the main source of livelihood for many villagers.

Residents use the profits from flower sales buy groceries and as capital for taking care of their hydrangea plants. “So far, it has only rained in the town of Singaraja, sir.

SEMARAPURA - Realization of the road access construction plan to Gunaksa Pier is becoming increasingly unclear.

Throughout 2014, there, has been no indication of physical work. Previously, the central government had said that the construction process would begin this year once the government of Klungkung’s application had received a response from the central government. The first phase of the budget disbursement reached tens of billions.

The Head of Transportation, Communications and Informatics Agency, Nengah Sukasta, when contacted on Sunday (Nov 9) said the project was still in the bidding process. So, he did not know exactly when the physical work would begin. He also claimed to be embarrassed at to ask the same question over and over again to the central government because the response of the central government said that the project was still being process. “When we checked with the Directorate General of Land Transportation, the central government he said they remained firm on their original commitment. It was not canceled,” he said.

When asked about the stagnant realization of the assistance due to the Gunaksa Pier project case being under law enforcement, Sukasta also claimed not to know. He said it was entirely up to them to central government to deal with. As planned, the central government through the Ministry of Transportation, in this case the Directorate General of Land Transportation, helped to build the road access along 1.77 kilometers. Similarly, Sukasta claimed not to know about the exact budget disbursed by the central government. Previously, the government of Klungkung g through the Governor of Bali had applied for assistance in the construction of road access worth IDR 124 billion.

Prior to disbursing the budget, the representatives of the central government such as the National Development Planning Board (Bappenas), Director General of Land, Regional Development Planning Board (Bappeda), the Transportation Agency and Public Works Agency as well as the Bali-Penida River Agency had visited the location. Currently, the local government was asked to review the detailed engineering design (DED) to keep costs as efficient as possible. Among the changes, the width of the road was narrowed from 20 meters to 14-15 meters. However, after the visit, the budget disbursed by central government only reached IDR 40 billion even though the budget required after reviewing the DED was IDR 92 billion from IDR 124 billion in the proposal. The workmanship would have begun in 2014 with the budget being gradually disbursed.

Ketut Janapria, Regional Secretary of the government of Klungkung, when contacted again regarding this issue on Sunday, was not prepared to comment. His party did not respond after being contacted for several times. According to rumors, the assistance was not realized because the land where the access road would be built was involved in a case currently handled by the Klungkung Prosecutor’s Office. This allegation has been revealed several times by Klungkung legislators.

Sukasta added that related to the construction of the road access to Gunaksa Pier, the Transportation Agency in the main budget 2015 was said to have proposed the land acquisition with an extent of 900 square meters to be further discussed with the legislatives. As planned, the land was used for the construction of an intersection. However, the last survey in August indicated that the cost of land compensation set by landowners already skyrocketed to IDR 215 million per 100 square meters. Before drafting the definite budget, his party said they would conduct another survey of the land price. (kmb31)

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

“Based on the travel and tourism index, we are ranked 70th. Our main weakness lies in the tourism infrastructure where we are dependent on transportation,” said the

Minister of Tourism, Arief Yahya, during his visit to the Puri Lukisan Museum, Ubud.

On the occasion, he also revealed that the number of travelers visiting Indonesia in general was much less compared to the visit to the neighboring countries such as Malaysia and Thailand. Indonesia was only visited by about 8 million, while Malaysia was visited by 26 million,

Singapore (15 million) and Thailand (28 million). He disclosed the bordercrossing foreign travelers in Malaysia reached 60-80 percent. “As a far more interesting country, we should also enjoy this border-crossing visit.

Moreover, Malaysia, Thailand and Singapore are within the same region as Indonesia,” he said.
