SEOUL – South Korea denounced a barrage of artillery fired by North Korea into the sea as a grave provocation Tuesday and warned that it would deal sternly with any further such acts. North Korea fired about 110 rounds Monday near its disputed western sea border with South Korea, shortly after Seoul ended

five-day naval drills staged in response to the March sinking of its Cheonan warship. North Korea has been blamed for the vessel’s

destruction, which killed 46 sailors. The North denies it torpedoed the Cheonan and has warned any punishment would trigger war. Most of the shells in Monday’s barrage landed in the North’s waters, but about 10 struck near a South Korean island near the sea border causing no damage, the Joint Chiefs of Staff said. It previously

stated all artillery rounds landed in North Korean waters. South Korea’s Defense Ministry said in a statement that the move violated an armistice that halted fighting in the Korean War in the early 1950s. “If North Korea continues its provocative rhetoric and acts, we will sternly deal with them,” the ministry said. Indonesia and US launch biodiversity centre in Bali Agence France Presse

DENPASAR, Indonesia - Indonesia and the US launched Tuesday a biodiversity research centre on the holiday island of Bali to further studies of the archipelago’s rich and diverse species. The Indonesian Biodiversity Research Center (IBRC), funded by USAID, is a collaboration between three local universities and Old Dominion University in Virginia and the University of California, Los Angeles (UCLA).

IBRC chief researcher from UCLA Paul Barber said it was a strategic move because Indonesia was still behind on the number of researchers and biodiversity studies despite its abundance of potential research material. “The centre will significantly enhance Indonesia’s capacity to study its own biodiversity,” Barber said. One of IBRC initiators I Gusti Ngurah Mahardika said the centre would serve as a focal point for biodiversity research, training and species collection. Continued on page 6

Accident problems in Bali do not only become the concern of police, but also the authority of Jasa Raharja insurance of Bali Representative conferring contribution to reduce the rates of accidents in recent years that turned very alarming. Based on the data owned by the insurance company, most victims of the accident were from the circle of teenagers, especially students. This fact was conveyed by the Head Office of Jasa Raharja of Bali Representative, Djoko Sutomo, in the midst of seminar highlighting the topic on increasing the awareness of ethical and traffic practice for young generations, last Monday (Aug 9). Djoko Sutomo explained the seminar held at Kemala Hikmah Hall at Bali Police Headquarters was in cooperation with the Directorate of Traffic Services of Bali Police and Bali Education Agency (Disdikpora) aiming to bring down the rates of accidents in Bali. In addition, the authority of Jasa Raharja also bridged the implementation of the orderly traffic plan that would be included in the curriculum of high school and junior high school. Even, the orderly traffic plan that would be included in the curriculum had passed through the process of the MoU between the National Police and the Ministry of Education. “We do not

know for sure, when the orderly traffic practice will be put into the curriculum,” he said. Meanwhile, related to compensation issues in 2010, Djoko Sutomo said there were some accident cases receiving the compensation. Among others, the dead victim deserved to get compensation at IDR 25 million, permanent disability at IDR 25 million, medical treatment expenses at IDR 10 million and burial expenses at IDR 2 million. “Compensation issued by Jasa Raharja insurance indicates an increase in terms of material aspect,” he said. Execution of seminar attended by most participants coming from the circle of students was expected to become a fervent basis for self-motivation in terms of orderly traffic practice. In other words, the socialization carried out should be paid attention by motorists, particularly the circle of students, and really appreciated for the

sake of safety of their own life. Meanwhile, when asked about the existence of issues that people were reluctant to claim the Jasa Raharja compensation because the process and administrative requirements were truly complicated, Djoko Sutomo strongly denied it. He asserted the officers of Jasa Raharja existing in the nine regencies across Bali had a commitment to provide direct services to customer’s home. “We have mobile system to provide services to our customers directly,” he explained. Djoko Sutomo added that his party would come to victims of accident, heirs and the police. Of course, it should have been equipped with predetermined requirements. The management of Jasa Raharja had a target in handling the accident cases where the victim died. “If the victim died, the process of compensation claim should have been accomplished within seven days,” he asserted. Team of Bali Natural Resources Conservation Agency (BKSDA) came to Siong Forest located at Lumbung Kauh, West Selemadeg subdistrict, Tabanan, to track the footprints and existence of tigers disturbing the local residents. In fact, the team still required further research to verify it, so that up to these days there was no conclusion concerning with the truth and existence of the tigers in that forest reserve. Similar opinion was also described by Chief of BKSDA Bali Region I (Denpasar-Gilimanuk), Sumarsono, last Monday (Aug 9). Sumarsono observed that evidence found in the surrounding area of accident as rumored—about the existence of tigers pouncing on two dogs and a goat owned by local residents—had not been significant to help make decision in relation to the allegation of bite marks of tigers. Similarly, testimony of a local resident admitting to see the incident was not sufficient. It was explained that his party had launched several measures to uncover the existence of the tigers. Such endeavors consisted of measur-

ing the traces encountered at location. “The traces found at the scene are not enough to conclude if they are traces of a tiger,” he explained while adding that his party remained to require other proof like feather that was not found. As consequence, his party still needed more time to conclude. Except for the efforts undertaken by BKSDA Bali, added Sumarsono, his party also had made coordination with the existing NGOs in East Java that had conducted a research on the tigers of Java. “For that purpose, we have to re-open the archives on the existence of Bali tigers which have been extinct in 1937,” he explained. When alluding to the news about the release of tiger cubs by the BKSDA as the spreading information, Sumarsono could not make sure about it. He said his party should open the existing archives. “We also still have to open the archives, whether there were any releases of tiger cubs around the woods, like what circulating information tells,” he said while mentioning that BKSDA would go back to location in the purpose of monitoring the further development. 100 Patients Suspect Rabies in Sanglah Public Hospital Denpasar (Bali Post) –

Since it break out from 2008 until Monday (9/8), the total of patients with status “suspect rabies” who was treated at Sanglah Public Hospital reaches 100 people yet not all had the disease. From those 100 suspect patients, 59 of them died. Secretary of the Rabies Handling Team of Sanglah Public Hospital, dr. Ken Wirasandhi, when met on Monday (9/8) said those who died mostly had a history of being bitten and didn’t get the VAR (Rabies Vaccination). Even if they got the VAR it was not total. Patients who died usually come when they had the rabies symptoms from hard breathing to phobias. Outside those 59 cases, the 41 patients was not a rabies patient, “From 100 there was around 41 went home. They came as a suspect patient, yet in the end their illness was not rabies. After treated and getting well they can go home.” One of the suspect rabies patient treated and died was I Gede Ranti

(47) resident of Bebandem, Karangasem. Ranti went in to Sanglah Public Hospital last Saturday (7/8) taken by Karangasem Public Region Hospital (RSUD Karangasem) ambulance. He did get treatment at Nusa Indah room yet he died on the Sunday (8/8). According to Ken even though he came with a clinical rabies symptom yet the family side stated the patient was never bitten by a dog, “They have a pet dog and said have lived until now. The family also denied that the patient was bitten by a dog.” To clarify it further, Ranti’s eye liquid and saliva samples are being examined. On the patient status as suspect rabies, Head of Bali Health Agency, dr. Nyoman Suteja, mentioned not all victims died can be known its status from the lab test. This kind of problem, according to Suteja, was caused by some died at home or was buried already, “So to be sure we ask information from family or its neighbors even its medical notes.” (san)

Many Kiosk Fractured, Kusamba Market Sellers Complained Never Fixed Since 1998 Semarapura (Bali Post) –

Sellers or Pasar (Market) Kusamba, Dawan, Klungkung complained on the worrying condition of its market. Many of its kiosks fractured yet it did not interest the government from its maintenance to fixing these which was built before 1998 when actually Klungkung Region Government received retribution from the market minimal IDR 44 Million per year. Besides that, the market was not arranged well especially the front part which blocks the back field and gives an impression that Kusamba market is only in the front. What’s more the number of sellers excelled its capacity especially during religious days it reaches the pavement which worries even more. “Truly, I often received sellers complain. I myself is worried to see the condition,” Head of Kusamba Village, IB. Suweta Jaya, mentioned last Monday (9/8). Sellers compared it with Satria Village Market that doesn’t contribute to regional government yet Klungkung Region Government allocated budget to fix that market instead, “Why Kusamba who contributes every year don’t get any attention?” When asked for confirmation, Vice Head of Klungkung Region House of Representatives who’s from Kusamba, A.A. Anom clarified the problem. According to him there was some fixing on 2007 yet those buildings were not arranged well so

it gives disorderly impression. So he demanded executives to be more aware of Kusamba on the Regional Main Budgets year 2011 for its fixing and the 2000 m2 market’s arrangement, “If the buildings are fixed and its arrangement better, I’m sure incoming will increase and it will give profit to the region too.” Besides those, Anom Sarjana also wanted to fight for Ida I Dewa Isteri Kanya statue, hero from Kusamba who defeated the Netherlands, which was planned to be built in front of Kusamba Market, “Only just, now I have to coordinate with public figures intensively for its size and type of the statue.” Also in the rainy season, sellers complained on the leaking roofs which cause floods. A seller mentioned, “Yes there was lots of leakage. Singaraja Trade in Office Robbed A Worker Shot Singaraja (Bali Post) –

The Trade-in office branch in the Hardys Supermarket areal at Ngurah Rai Street, Singaraja became a robbing victim on Monday (9/8) afternoon. This incident caused one of the workers, Mirza Resti Nirmala (24), Anggrek Street, Singaraja resident, had a shot wound on the head while the robber managed to take IDR 21 Million. The robbery happened around 12 pm wita was weirdly not known how exactly the robbers managed to get to the office in a quite crowded areal. The incident was just known when a customer came in to the office to do a transaction and shocked to see Mirza covered with blood and in agony condition. Police who got the report then investigate the crime scene and finding the robbers finger prints inside the office. What’s suspected now that there are 2 robbers, a boy and a girl. When coming to Hardys, they used a red motorbike. The weapon used had a sound reducer so it can’t be heard by people outside the office. What’s more, during the robbery Mirza was known working alone and no customers were in it. Vice Head of Buleleng Police Re-

sort, Police Commissioner, Dewa Putu Artha, mentioned his side is investigating this incident by collecting evidence and checking witnesses. For now, the Trade-in Office has a police line, “We are inspecting it by collecting evidences including finding finger prints on the crime scene.” Police seem to have difficulties as inside the office there’s no CCTV as all this time it only has one outside the office and facing Hardys Supermarket. Victim Mirza couldn’t be asked for statements. She was treated at Buleleng Region Public Hospital yet because of her serious critical condition she then was brought to Sanglah Public Hospital. The doctor who’s treating her, dr. Ketut Wenten, said the victim was suspected to have been shot on the right side of her head and went through the left side. On the right side the wound is 3 cm and on the left side is 12 cm. Head of the Singaraja Branch Trade in Office, Dewa Made Wira, who was on the crime scene said they have hired this areal in Hardys since May. Trend of corruption cases in Bali rises Denpasar (Bali Post)—

Supervision to corruption cases in government agencies should remain to be consolidated. Moreover, such corruption cases have become a chronic disease in this country. Even, for countries in the Asia-Pacific region, the level of corruption in Indonesia occupies the 19th position. This condition is also experienced by a number of government agencies existing within the working area of State Development Finance Controller (BPKP) for BaliNTB region indicating the increasing trend. This matter was disclosed by the Head of BPKP of Bali Representative, Abd. Rachman Datjong when met on the sidelines of socialization of anti-corruption programs in the hall of BPKP Bali, last Monday (Aug 9). Discussion of such anticorruption socialization was focused on Reliant People’s Empowerment Program (PNPM Mandiri). The discussion was attended by lecturers, employees within the State/Regional Owned Enterprise (BUMN/ D) of Bali region. This event pre-

sented four speakers namely Mudji Wahyudi, Ph.D. (Mataram University), Solichin (Bali Tourism Development Corporation), Eko Pranyoto (High Court), and Wayan Merta (PNPM Regional IV Bali). Ranchman Datjong said that corruption in this country had occurred rampantly everywhere. On that account, BPKP attempted to disseminate the preventive efforts against the corruption. All this time, his party had been doing the activity for five times with various parties. It was intended to implant an understanding that corruption denoted a crime that had to be eradicated collectively. He added that corruption cases in Indonesia had been destroying the elements of community life. In fact, the effort of government to prevent corruption cases had been executed and reinforced by the issuance of stipulations of the People’s Consultative Assembly (MPR) twelve years ago. “Issuance of the Act of Corruption actually becomes one of the true efforts to reduce the corruption cases,” he said.

Furthermore, Datjong Rachman also observed there was a trend of corruption within the past five years Bali staying to show an increase. However, his party really did not know definitely about the number of corruption cases whether they were just revealed, or they were indeed a new case. Nevertheless, his party still sought to take preventive action by organizing socialization. One of the cases successfully handed over to investigators was the corruption in the compost case allegation of Jembrana. He cited that corruption in this country had already been a chronic disease and going on for some time. If neglected, it would have more severe impacts. Government, he said, had initiated the effort of corruption eradication since 1998 through the establishment of the Stipulation of the People’s Consultative Assembly No. 11/1998. Not only that, related Act had also been issued in 1999 having the same goal, namely eradicating the corruption in this country because corruption itself had reached all life aspects of the society. OVER THE PACIFIC OCEAN – In a historic first for Cold War adversaries, U.S., Canadian and Russian military officers directed fighter jets and ground controllers to test how well they could track an international terrorist hijacking over the Pacific Ocean. A chartered American jet codenamed Fencing 1220 sent a mock distress signal shortly after taking off from Anchorage, Alaska, on Sunday, triggering a pursuit by at least seven fighters and a flurry of radio and telephone calls between military and civilian officials on both sides of the Pacific. The Associated Press had exclusive access to Fencing 1220, a plush executive-style Gulfstream whose passengers included a Russian Air Force colonel and a senior commander of the North American Aerospace Defense Command, the joint U.S.-Canadian command that patrols the skies over North America. Their goal: To ensure that two

militaries still distrustful of each other can work effectively tackling a terror threat that worries both nations. One question that arose Sunday was just how much information they need — from the ground, from the fighters, from the hijacked pilots and from the terrorists — and whether fewer, simpler messages might be better than the flood of communication the exercise generated. Canadian Forces Col. Todd Balfe, the deputy commander of NORAD’s Alaska region, acknowledged it may seem “incongruous” that the exercise was taking place amid tension between his country and Russia over recent Russian bomber flights probing the northern boundaries of Canadian airspace. But with al-Qaida at the front of North American minds and Russia dealing with threats from Chechen rebels, terrorism transcends national boundaries, and exercises like this could lay the foundation for cooperating on other issues as well, Balfe said.

In Pakistan, the United Nations said the government’s estimate of 13.8 million people affected by the country’s worst-ever floods exceeded the combined total of three recent megadisasters — the 2004 Indian Ocean tsunami, the 2005 Kashmir earthquake and the 2010

Haiti earthquake. Rescuers in the remote desert mountainsides in Indian-controlled Kashmir recovered more bodies, with the death toll rising to 165 from flash floods. The essential packet had noodles, rice, sugar, clothes and more. Tunjung Village was picked as it has the highest number of disadvantaged people in Buleleng as from 1.300 families, 90 percent of them are disadvantaged. This condition was strengthen by Kardita who clarified that the number of disadvantaged people in this village is very many and for that he is very thankful of Bali Kuta Resort by Swiss belhotel’s generosity in helping his residents. As much as 200 people was picked to be given the essentials as they are the very disadvantaged ones, “There was still more of our residents need help so we have to

be thankful if there are other donators who can also help our residents just like what Bali Kuta Resort did.” Agus Salim mentioned this social activity was held in celebrating the resort’s first year. JAKARTA - The marine sector contributes nearly 22 percent of the country’s gross domestic product, a marine expert said on Monday night calling on the government to pay more attention to the sector. “Based on the results of my calculation, the marine sector contributes 22.5 percent of the GDP,” Prof Tridoyo Kumastanto of the Bogor Institute of Agriculture (IPB) said at a public discussion on the marine bill. He said he arrived at the figure after classifying the marine sector into seven subsectors, namely fishery, mining, marine industry, marine service, marine building, marine tourism and sea transportation. Among the seven subsectors the mining subsector contributed the biggest to the GDP with 9.1 percent, he said. “The fishery subsector comes in

From 2000 he devoted more and more time to the Indonesian Mujahideen Council, an umbrella group which he heads and which seeks sharia law. Two years after his release from prison in 2006 he founded Jamaah Ansharut Tauhid (JAT) as a legitimate — although radical — body with which to continue agitating for Islamic law and jihad, or holy war. “Let us strengthen Islamic brotherhood with one single aim, that is to uphold the Islamic sharia to help this state and nation,” he said in 2006, showing that prison had not dampened his fiery support of Islam. DENPASAR - The value of Bali’s imports in the second quarter of 2010 increased 242.34 percent to US$136.91 million from US$39.99 million in the same period a year earlier, a statistics official said. “The imports in the second quarter also increased 207.35 percent from US$44.54 million compared with those in the first quarter of this year,” Head of the Central Board of Statistics (BPS) for Bali office, Ida Komang Wisnu said here on Monday. He said that most of the Bali imports were production goods which were expected to help improve Bali’s people’s welfare and economic growth. According to Wisnu, the imports included ships, mechanic machines, electric appliances, jewelries, iron and steel-based products. Aside from retaining a beautiful view and challenging attraction like rafting and splashing, river also poses a habitat of various food sources. There are fish, crab, shrimp and snails. Balinese people may call the latter as ungun or river snail. This snail has two forms, namely ordinary snail and half snail. The half snail shapes like carapace of turtle. Its flesh is open and has a piece of thin bone. When boiled, its flesh will easily get released from its carapace, while the ordinary one should be taken out by pin, needle and so on. When their delicacy is combined with sabrang or Balinese cherry potato, they will have typical flavor. Its shape is much smaller than common potato and its leaf resembles to that of broadleaf thyme (jinten). Apart from combined with river snail or chicken, this cherry potato is also good if cooked as single vegetable. It is usually sold at traditional market or village stalls. Ingredients: 2 handful river snail, 250gram sabrang or cherry potato (peeled) and 800ml water for gravy. Ground spices: 6 cloves shallot, 3 cloves garlic, 2 small chilies, 1 candlenut, 2 tbsp grated coconut (ground with other spices), slice turmeric, 1 slice aromatic ginger and 1 slice galangal Others: 1 pc salam leaf, 1 tbsp palm oil and ½ tsp salt. Method: • Cleanse thoroughly the river snail and cherry potato and drain. • Pre-heat the palm oil on the frying pan. Stir-fry the ground spices until smelling fragrant. Add some water and wait until boiling. • Put the cherry potato and river snail together into the pan. July’s trade surplus compared with a surplus of 20.02 billion dollars in June and surpassed analyst expectations for 19.6 billion dollars. It also marked a sharp turnaround from March, when the country recorded a trade deficit. Exports grew 38.1 percent from the same period a year ago but slower than in June, when they were up 43.9 percent as steelmakers and raw material producers accelerated shipments before Beijing scrapped tax rebates on certain products. China warned last month that exports would slow in the second half of this year due to uncertainties overseas. TOKYO - Japan’s central bank on Tuesday kept its key rate unchanged at 0.1 percent, as expected, aiming to continue nurturing a moderate recovery while also combating deflation. “Japan’s economy shows further signs of a moderate recovery, induced by improvement in overseas economic conditions,” the Bank of Japan statement said. The decision to leave the key rate unchanged comes amid worries about the impact of the yen’s recent strength on Japan’s fragile export-driven recovery, which has driven speculation as to how the bank may respond. Earlier in the day, Finance Minister Yoshihiko Noda told reporters he wanted the bank to cooperate more with the government to tackle the rising yen, in a sign of fresh pressure on the body from officials. “With regard to problems such as the strong yen or deflation, we want to cooperate with the BoJ more closely than ever before,” he told reporters, although he refrained from commenting on a possible intervention. Japan has not intervened in currency markets since 2004. For every one-yen rise in the currency’s value against the dollar, companies can lose tens of billions of yen earned overseas when repatriated.

“The yen has appreciated largely because of factors overseas,” said Maiko Noguchi, economist at Daiwa Institute of Research. “Considering there is an FOMC meeting today, (the central bank) seems to have decided not to say much and to take a wait-and-see stance for a while,” Noguchi said of the upcoming US policy-setting Federal Open Market Committee meeting. The film takes its name from Elizabeth Gilbert’s best-selling 2006 memoir about a divorcee who spends four months in Italy eating, followed by four months in India praying before finally visiting Bali where she falls in love. But the famously slender Roberts admits she piled on the pounds during shooting for the Italian segment of the story, where her character munches her way through an endless array of dishes during a quest for nourishment. “We went to the place where Liz had pizza, got there at eight in the morning and proceeded to shoot, and I started my day with eight entire slices of pizza in 45 minutes,” Roberts told journalists at a publicity event in Napa Valley. “The deliciousness of something wears a tiny bit after piece seven. I would eat an entire slice in a take. He warned that the human race was likely to face an increased number of events that threaten its very existence, as the Cuban missile crisis did in 1962. The Cold War showdown saw the United States and Soviet Union in a confrontation over Soviet missiles deployed in Cuba, near US shores, and brought the world to the brink of nuclear war. “We are entering an increasingly dangerous period of our history,” said Hawking. “Our population and our use of the finite resources of planet Earth are growing exponentially, along with our technical ability to change the environment for good or ill.” If we want to survive beyond the next century, “our future is in space,” added the scientist. “That is why I’m in favour of manned, or should I say ‘personed’, space flight.” His comments came after he warned in a recent television series that mankind should avoid contact with aliens at all costs, as the consequences could be devastating.

The Dubai government is emphatic that no public partying will be allowed during the month, when the faithful are expected to abstain from eating, drinking, smoking and having sex during daylight and, in the evening, eat small meals and visit friends and family. “It is not permitted to hold entertainment activities, celebrations, or parties at any time throughout the holy month of Ramadan,” the government said in an August 2 circular. “In exceptional cases, religious rhymes, children programmes as well as holding poetry sessions and educational competitions are allowed,” it added, however. Consumption of alcohol in the United Arab Emirates is officially allowed only for licensed non-Muslims. But in practice, anyone can consume alcohol at licensed hotels and clubs. “There are tourists and non-Muslims in the country and they can go to closed bars in which they can be served alcohol,” director of Dubai government’s inspection and tourism permit section, Mohammed Kahlifa, told AFP.

FRANKFURT - FIFA president Sepp Blatter said Tuesday that world football’s governing body were planning a refereeing revamp as he reiterated his reservations concerning the use of goal-line technology. “The principle work in football now, I already said it before the World Cup, is refereeing,” Blatter said on the German Football Federation (DFB) website. “End October-beginning November, we’re going to unveil our project on high level referees. There will be a rejuvenation ... I am for professionalisation, even if

there are views against.” He added: “Concerning the help of technical means, it’s more complicated. Every system must be studied in detail with a view to an eventual use.” Goal-line technology was forced back onto FIFA’s agenda during the World Cup after England’s Frank Lampard had a legitimate goal disallowed, while Mexico were aggrieved when Argentinian striker Carlos Tevez was clearly offside when he scored the first goal. That incident was made worse when a replay was shown on the big screen at the stadium. Blatter later apologised for both incidents.

Stern says league, union will talk this week Agence France Presse

NEW YORK - The NBA and its players’ union will resume talks this week toward a new labor agreement, NBA commissioner David Stern said Monday. Stern disclosed the meeting during a conference call to announce two regular-season games in London next March between New Jersey and Toronto. The talks will mark the first bargaining session since the NBA AllStar weekend in February, when the players rejected an owners’ proposal for a deal to replace the one that expires June 30, 2011. The players’ association recently submitted a proposal of its own, which Stern indicated was similar to the current agreement and did not include significant changes owners are seeking. Stern has estimated the league will lose some 370 million dollars this season, a figure the union dis-

putes. While the salary cap was higher than projected because revenues were up, the league says expenses ere up as well. “I would say that our revenues are robust, and it’s taking more expense and effort to produce them than it has historically,” Stern said. “We are not pleading poverty. We are pleading the need, we are stating the need for an improved revenue versus expense model that would be demonstrably sustainable and continued to allow our sport to grow.”

Cycling probe can’t avoid biggest name — Armstrong Associated Press Writer

LOS ANGELES – Lance Armstrong stands out in a federal investigation of cycling like a guy wearing a yellow jersey. Agents are engaged in a wide-ranging probe of pro cycling, people with knowledge of their work have told The Associated Press, and Armstrong clearly appears to be, at the very least, a person of interest. Authorities have obtained records of years-old doping allegations against him, contacted his sponsors and former teammate Floyd Landis has unleashed new claims about him. Many of the other big names in American cycling during the past 25 years, including Greg LeMond, also have been drawn in by this inquiry being led, among others, by Jeff Novitzky, who is credited with uncovering baseball’s steroid era via the BALCO investigation. A federal grand jury seated in Los Angeles will decide where it goes next. While federal authorities have not disclosed who they are scrutinizing, dozens of interviews by the AP with people involved in the case reveal a broad investigation that began with cyclists who had records of doping. It then turned toward Armstrong, who has denied using performanceenhancing drugs and has hundreds of clean doping tests as evidence. Those on Armstrong’s side appear willing to fight what has the potential to be the mother of all doping cases — an aggressive prosecution versus a defendant with millions of dollars and a tenacious, prideful streak. Armstrong’s lawyers contend the investigation is a waste of money. Armstrong himself said he would be happy to participate as long as it isn’t

a “witch hunt.” Some people interviewed by the AP believe that Armstrong has been on investigators’ radar for years. Others, however, say the evidence simply took them on a path that eventually, and without intent, brought them to Armstrong. People familiar with the investigation said Novitzky’s probe into cycling began after he was notified about a cache of performance-enhancing drugs that a landlord found in the vacated apartment of Kayle Leogrande, a little-known cyclist with a doping ban who rode for Rock Racing. Rock Racing, owned by former rider and fashion entrepreneur Michael Ball, became the centerpiece of the probe, according to several people, none of whom wanted their names used because it could jeopardize their access to information. Messages left for Ball and Leogrande were not returned. Then, Floyd Landis created a stir in April when he sent e-mails to cycling officials that accused ex-teammate Armstrong, along with his longtime doctor and trainer, and numerous other U.S. cyclists, of running an organized doping program earlier this decade. That led to subpoenas, including the one handed to LeMond — a longtime Armstrong detractor — and reportedly former teammate George Hincapie. Tyler Hamilton, another cyclist tainted by positive doping tests, also is said to have received a subpoena. Last week, Armstrong sponsors Trek Bicycle Corp. and Nike each said they had been contacted by federal investigators regarding the cycling probe and were cooperating.

Ferrari hopes for fresh ideas STEFANO Domenicali says he is hoping that the F1 summer break will benefit Ferrari and allow the team to come up with ‘fresh inspiration’ for the remainder of the year. Like its rival teams, Ferrari now finds itself in shutdown mode, with teams required to close their factories for a two-week period ahead of the Belgian Grand Prix in Spa. However, while work at the factory may have been halted, Domenicali said he was hopeful that the break from work could actually benefit the team and allow it to come up with fresh ideas to help bridge the gap to the points leaders.

“We will be on holiday, but that does not mean our brains will stop working,” he said. “Maybe one can even find fresh inspiration when outside the normal working environment and I expect this time to be a fertile one for ideas, which when all is said and done, are what make the difference.” Ferrari heads into the summer break having been in the midst of one of the more controversial issues of the year following the events of the German Grand Prix, and Domenicali hit out at the criticism of his team considering other ongoing stories – including the issue of flexi-wings – amongst other teams. “I was dumbstruck to see so much hypocrisy in our world, but I

don’t want to add anything else,” he said. “There will just be more work to do; who knows it might be an added distraction for some. “I have to say I was very pleased with the way our team reacted at a point in the season when the results were just not coming. The second half of July went very well and I hope it has given the right impetus for the final part of the season. We know there is much to do, because we still do not have the best car, but this should simply be a further incentive. “We said it with Fernando a few days ago: if we manage to always be there, in the top places, then we can get satisfaction.”

The Spaniard was a victor around the undulating Brno circuit in his titlewinning years of 2003 and 2005, but while he has reached the podium twice as a MotoGP rider since then, he has not won again in the Czech Republic. It is a statistic that the Repsol Honda wants to amend this weekend, not least to help him put a disastrous United States Grand Prix behind him when he crashed out of the lead. Dropping 72 points behind Jorge Lorenzo in doing so, Pedrosa is satisfied that the summer break will see him return to action feeling refreshed and raring to go. “This has definitely been one of my best summer breaks of the last few years. I did nothing special, but I had a great time with my friends, enjoyed a lot surfing on the beach and was able to think only about having fun and relaxing, rather than working to recover from an injury, as has been the case in the last few years. It makes a big difference in order to recharge the batteries and

go into the second part of the season with even more energy. “Now I’m really looking forward to getting back on the bike at Brno. It’s one of the most difficult circuits on the calendar; physically it’s very demanding, but it’s also very enjoyable to ride on a MotoGP bike. You have everything there: big elevation changes, very fast corners where you need to let the bike run through, and also hard braking zones where stability is very important. “I would say that there is only one good line, so it’s crucial to be focused during the whole lap to get a good lap time – and it’s a very long circuit. I’ve had many podiums in Brno, including two wins, so I would like to add another one in MotoGP. “It’s going to be a busy weekend for everybody, not only with the race but also because we stay on Monday for testing. It’s the only test day remaining this season so we have to make sure we do a good job to help us in the upcoming races.”
