Neil Patrick Harris gets married in Italy Associated Press

NEW YORK — Kim Kardashian and Kanye West aren’t the only ones who tied the knot this year in Italy. So did Neil Patrick Harris and David Burtka.

The “How I Met Your Mother” star and his actor-chef groom were married Saturday in Italy. They’d been dating for 10 years and are parents to 3-year-old twins, Gideon and Harper.

The grooms wore custom Tom Ford

tuxedos and Elton John performed at the reception.

“Yup, we put the ‘n’ and ‘d’ in ‘husband,’” Harris tweeted Monday.

His publicist later confirmed the news.

Harris, 41, just won a Tony Award for his role in “Hedwig and the Angry Inch.” He has been in several Broadway productions, including “Assassins,” ‘’Proof” and as the exuberant master of ceremonies in “Cabaret.”

Burtka, 39, played Tulsa in the Bernadette Peters-led revival of “Gypsy,” was

seen off-Broadway in “The Play About the Baby” and is also a chef.

“How I Met Your Mother” producer Pam Fryman officiated at the wedding.

Same-sex marriages are not allowed in Italy so it was not legally binding in that country.

Clooney says he’ll wed fiancee in romantic Venice Associated Press

ROME — George Clooney says he will marry his fiancee in Venice, one of the world’s most romantic backdrops.

The heartthrob actor revealed that he will marry human rights lawyer Amal Alamuddin in the lagoon city in a couple of weeks.

His publicist, Stan Rosenfield, said Clooney revealed the venue but not the exact wedding date during at a

star-studded benefit evening in Florence on Sunday.

Clooney, who owns a lakeside villa in northern Italy, has frequently attended film festivals in Venice, which abounds in ancient palazzi with magical water views.

Clooney, 53, and Alamuddin, 36, a Beirut-born British national based in London, posted the required

legal notice in Britain last month, declaring their intention to marry abroad, specifically in Italy.

It’s his second marriage and her first.

DENPASAR - Chairman of the Indonesian Economists Association (ISEI) of Bali Chapter, Prof. Dr. Ketut Rahyuda, stated that the inequality occurred in Bali was not caused by the failure of the masterplan for the economic development acceleration of Indonesia (MP3EI) because the implementation of the program divided into several development corridors was relatively new. Even, the activity would generate employment and income for Balinese people when the program was focused on infrastructure development, especially in the transportation sector.

“The infrastructure of transportation must be developed in Bali because all this time it is very crowded and stifling as well as filled with pollution. Thus, the road infrastructure must be given prior-

ity, not destination project, such as the reclamation of Benoa Bay,” said Rahyuda.

He said the infrastructure development of land, sea and air transportation in Bali aims to balance the

development of South Bali with the East, North and West Bali. The development of those transportation infrastructures would accelerate the economy, such as trade flows, investment and other services. On

that account, the growth was not only enjoyed in South Bali, but also in the entire region.

“The increase in gini ratio is caused by the sectoral potential that cannot be optimized. It happens because the national and regional budgets are dominantly spent for consumption and low productive programs, so that it does not result in multiplier effect. Besides, the capital flight is very high. In other words, the investment only does business in Bali, while the profits are taken to other regions. This

happens due to low political will of our leaders. Many public funds are used improperly, so that it will be impossible to generate prosperity,” he revealed.

Rahyuda claimed to be surprised because when the budget ran out for the use of political and consumer cost, the policy holders did not have a concept of alleviating poverty, especially ahead of the fuel price hike, so the poverty increased and the gini ratio was increasingly higher.

NEGARA - Until now, people at Kaleran hamlet, Yehembang village still face clean water crisis because the water of Municipal Waterworks (PDAM) does not run. As consequence, they are willing to queue to get water in the cistern of the company. Most of the residents taking the water are housewives in need of water for daily needs.

SEMARAPURA - A civil servant (PNS) with the initials Ida Ayu S, 54, was reported to Gianyar Police for a fraud committed against I Gede Buana Partha, 38, and I Gede Saputra Andika, 29. The victims claimed to have been promised a civil servant position since 2010 by paying as much as IDR 130 million and IDR 150 million. Unfortunately, there is no clarity so far.

As information compiled, the fraud originated from Gede Buana who wanted to apply for civil servant position in April 2010. At that time, the victim living at Jalan Papaya No. 3 Gianyar got information that Ida Ayu S could get the position with the payment of IDR 130 million. “Being interested, the victim was ready to pay in twice installments. The installment was paid on April 12 and June 9, 2014,” said a police source at Gianyar Police, Monday (Sep 8).

Further, Gede Buana informed Ketut Wahyuni, 55, that to become a civil servant he had handed money to Ida Ayu S. Being interested, the housewife living at Jalan Penyaringan No. 8 Jalan Denpasar then enrolled for her son, I Gede Suputra Andika. However, she was asked for money as much as IDR 150 million and could be paid twice. “Ketut Wahyuni handed money directly to the defendant on December 13, 2010,” he said.

After handing the money, Gede Buana Parta and I Gede Saputra Andika would be informed few months later. But having passed for more than two years, Ida Ayu S posing a civil servant in one of the government agencies in Gianyar never gave information. In April 2012, the two victims asked when they would be appointed a civil servant to the woman living on Jalan Werkudara Gianyar. But, they just got a promise. “Since they were upset as only given a promise, both victims reported the fraud in September 2014 to Gianyar Police,” he explained.

Chief of Gianyar Police Criminal Investigation Unit, Aris Purwanto, when asked for his confirmation on the fraud case said that his party would immediately investigate after receiving the report to examine the relevant witnesses. He added that such a case should be anticipated. Moreover, the total loses of both victims in the report reached IDR 280 million. “After receiving the report, we will immediately conduct an investigation to examine witnesses,” he said. (kmb35)

tion occurred each year. Some residents queuing in the cistern did not get water due to limited water availability. They claimed to have often delivered the complaint, but they got no response.

The resident of Kaleran hamlet, Yehembang village must walk around one kilometer just to find water for their daily need.

Another resident, Made Sudar, 44, once asked the Municipal Waterworks to bring in water supply by tank truck. Unfortunately, the truck did not come. When contacted, the company argued if the truck was not strong enough to pass on the ascending path around the people’s settlement. As alternative, people then decided to seek water to irrigation channel located far enough from their home although the water was not clean.

Headman of Yehembang, Made Semadi, when asked for his confirmation justified if local residents had to queue to get clean water. Village authority had made coordination with the Municipal Waterworks related to the problem. Based on checking, the basic cause lay in the small water discharge from the spring.

In addition, the company also checked the real condition into the jungle area. The water shortage indeed occurred every year at the village, especially during dry season. (kmb26)

Onslaught of migrants, slum appears in numbers

TABANAN - Bali does not only become a haven for travelers desiring to enjoy holidays but also for those looking for job opportunities. The onslaught of migrants overwhelms Bali to compete in earning a fortune. This condition has been undergone by Tabanan.

Even though the number is not as much as in Denpasar and Badung, if this condition is not handled properly in terms of population and spatial order, it will result in a problem ranging from the slums to health problem.

The Head of Tabanan Population and Civil Registry Office, I Nyoman Gede Gunawan, described the population of Tabanan in 2013 reached 457,926 people.

Based on online data in 2014, the population was recorded to have reached 460,261 people or showed an increase of 0.99 percent. “However, the data in 2014 have not been fixed because there may be double inputs. Data validation will be issued by the Directorate General of Civil Administration,” said Gunawan.

lay in Kediri subdistrict with the amount reaching 2,500 people and Tabanan subdistrict reaching 2,000 people.

Responding to the onslaught of migrants, the Head of Tabanan Development Planning Board (Bappeda), IB Wiratmaja, said the phenomenon was like two-sided coin where it could result in negative and positive impacts. “One of the impacts of the urban development is the emergence of slums. In the past, Tabanan did not have it, but now it has begun to emerge,” said Wiratmaja.

Although it had not been in large

amount, according to Wiratmaja, it should be handled since the beginning to anticipate the subsequent problems. Other than slums, the onslaught of migrants also led to health problems and poor sanitation. “Besides, the presence of migrants will certainly increase the burden of the town,” said Wiratmaja.

Aside from raising negative impact, the presence of migrants also had a positive impact. He added that their presence would increase the worker availability and consumers in the economy. “For example, food stalls will get more and more buy-

ers. It is called multiplier effect,” he said.

He further added that to overcome the problems caused by the onslaught of migrants was needed a precaution. For the existing problems, the Tabanan government had coped with repairing or making sanitation other than providing information about the clean and healthy life. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Screening may benefit heavy-smoking seniors

WASHINGTON — Some current or former heavy smokers may benefit from a new lung cancer test even if they’re 65 or older — although they experience more false alarms, suggests an analysis that comes as Medicare is debating whether to pay for the scans.

Lung cancer kills thousands a year, in part because tumors aren’t usually detected early enough for treatment to stand a good chance.

A major study released in 2011 showed that low-dose CT scans of the lungs of people at especially high risk because of heavy smoking can cut their chances of dying from lung cancer by 20 percent.

Based on that study, the U.S. Preventive Services Task Forces recently recommended the yearly test for people ages 55 to 80 who smoked a pack of cigarettes a day for 30 years, or the equivalent, such as two packs a day for 15 years.

Some analysts have questioned if the test really will benefit seniors.

Only a quarter of participants in that original study were 65 or older, and no one over 76 got screened.

What if the scans were offered to older adults who, because of other health problems common with increasing age, couldn’t withstand cancer treatment if an early tumor were found? On the other hand, 70 percent of all lung cancer cases in the U.S. are diagnosed in people 65 or older.

So the National Cancer Institute’s Paul Pinsky and colleagues reanalyzed what happened to the

older participants in that original study.

To prevent one lung cancer death required screening 245 seniors compared to 364 middle-aged people, those ages 55 to 64, the researchers reported Monday in Annals of Internal Medicine.

But screening tests come with trade-offs, such as false-alarms that require invasive follow-up tests to rule out cancer. The older participants had a somewhat higher rate of false-positive scans over three years of tests, 28 percent compared to 22 percent, the researchers reported.

As for those who really did

have cancer, seniors were as likely to undergo surgery as the younger participants. The five-year survival from lung cancer: 67.5 percent for the under-65 crowd compared with 66.7 percent for 65- to 69-year-olds and 56.5 percent for those older than 70.

Because lung cancer isn’t the only health threat, researchers also tracked overall survival: Some 64 percent of the middle-aged group lived five years, compared with 60 percent of the 65- to 69-year-olds and 50 percent of those 70 and older.

The findings are reassuring that screening seems to involve similar trade-offs for older and middle-aged groups, said Dr. Michael Gould of Kaiser Permanente Southern California, who wasn’t involved in the reanalysis.

NEW YORK — Key discoveries about breast cancer, Parkinson’s disease and the body’s handling of defective proteins have earned prestigious medical awards for five scientists.

The Albert and Mary Lasker Foundation announced the winners Monday. Each prize includes a $250,000 honorarium. The awards will be presented Sept.

19 in New York.

The Lasker award for clinical medical research will be shared

by Drs. Mahlon DeLong of Emory University in Atlanta and Alim Louis Benabid of Joseph Fourier University in Grenoble, France, for developing a surgical treatment for Parkinson’s disease.

In work that began in the late 1960s, DeLong traced Parkinson symptoms to overactivity in a specific part of the brain.

Benabid, following up on that research independently, showed in 1995 that stimulating this area with a surgically implanted electrode could ease some Parkinson symptoms.

The U.S. Food and Drug Administration approved that approach for treating advanced Parkinson’s disease in 2002. More than 100,000 people worldwide have received the therapy, the Lasker foundation said.

The award for special achievement in medical science will go to Mary-Claire King of the University of Washington in Seattle.

In 1990, King identified a region

of human DNA that contains the BRCA1 gene, which gives a heightened risk of developing breast cancer if mutated. That led to the isolation of the gene itself, paving the way for identifying women who’ve inherited a mutated version so they can be monitored and counseled.

King also came up with a way to screen women for a number of other genes that predispose women to breast or ovarian cancer, or both. She also used her genetic expertise to help find children in Argentina who’d been kidnapped as infants or born while their mothers were in prison during the military regime of the late 1970s and early 1980s.

Her work has also been used to help identify victims of mass disasters and soldiers who were missing in action.

The Lasker award for basic medical research will be shared

by Peter Walter of the University of California, San Francisco, and Kazutoshi Mori of Kyoto University in Japan. They made key discoveries about how cells detect and manage their proteins that have not been folded correctly, which can make them harmful. The research has shed light on certain inherited diseases, including cystic fibrosis, the foundation said.

The Lasker foundation was established in 1942. Albert Lasker was an advertising executive who died in 1952. His wife Mary was a longtime champion of medical research before her death in 1994.

The Head of Tabanan Livestock Agency, Ni Ketut Warsiki, revealed recently that a decrease in the price of cattle also occurred in Tabanan, though it did not occur drastically. Traffic accident victims dominated by productive age Bali Post

SINGARAJA - In keeping with the increasing number of vehicles lately, traffic accident becomes a threat to motorists on highway.

Casualties of traffic accident cases occurred these days are dominated by riders classified into school and university students (working age) with the average age of 15 to 25 years old. More sadly, the traffic accident was kindled by negligence of motorists lacking of discipline in riding on highway.

It was disclosed by the Chief of Buleleng Police Traffic Affairs, I Nengah Patrem, with permission from the Chief of Buleleng Police Benny Arjanto when serving as the chief of ceremony at the SMAN 1 Singaraja high school, Monday (Sep 8).

the traffic regulations on highway, especially among the school and university students these days, were lacking. It was evidenced by frequent violations such as the replacement of the original parts with variation products. Actually this behavior would reduce safety while riding. In addition, the motorists often did not put on standard helmet and committed other fatal violations. “Based on the investigation of traffic accident cases we handle, the primary triggers are negligence and undisciplined driving behavior,” he said.

Aside from the negligence factor of the riders, continued Patrem, the traffic accident cases in Buleleng also occurred due to lack of traffic signs and safety equipment (guardrail) of the roads. Such condition mostly occurred at some road sections categorized into the area of prone to traffic accident.

He exemplified the installation of traffic sign and guardrail was still minimal on the DenpasarSingaraja road section, chiefly at signpost 8 to 21 kilometers (Gitgit to Pancasari, Sukasada subdistrict). In addition, it also happened to Singaraja-Gilimanuk road section at signpost 30 to 31 kilometers (Gerokgak) that still lacked of traffic sign and guardrail. “Based on the cases occurred at Gitgit to Pancasari, the common traffic accident involved trucks, motorcycles and cars. Besides, the road section has very minimal traffic signs and guardrail,” he said.

Against the condition, Patrem admitted to have frequently made coordination and even sent an official letter to relevant agencies, in this case the Public Works Agency and the Transportation Agency in order the road sections vulnerable to traffic accident could be equipped

with traffic sign and guardrail. Unfortunately, the request of police department had not been responded.

“We have frequently sent a letter and made coordination orally so as the road sections prone to traffic accident can be added with the installation of traffic signs and guardrail.

Perhaps, the installation needs expensive budget, so our request was not responded,” he added.

Meanwhile, the number of traffic accident case in the jurisdiction of Buleleng Police in July and August reduced two cases. A total of 41 traffic accident cases were recorded in July, while on entering August it dropped to 31 cases. In terms of accident, it indeed showed a decrease, but the fatality in the same period actually increased. In July 2014, the fatality of traffic accident amounted to 7 people, while in August of the same year the fatality rose to 9 people.

To prevent the traffic accident cases in North Bali, the Buleleng Police Traffic Affairs recently made intensive prevention by providing socialization about discipline on highway by targeting high schools, vocational schools and junior high schools in Buleleng. It was undertaken by serving as chief of ceremony every week and punctuated by giving understanding to the students in order they could comply with the traffic regulations and they were coached with the tips how to ride safely to school. Another effort made by the Buleleng Police was taking action against traffic violations through ticketing.

Throughout July 2014, 708 violators were ticketed and 131 others were imposed with penalty in the form of reprimand. Meanwhile in August, a total of 720 violations were ticketed and 66 others were given a reprimand. (kmb38)

Yosemite wildfire slowed by weather Associated Press

YOSEMITE NATIONAL PARK, California — Cooler weather on Monday slowed the spread of a wildfire that forced the helicopter evacuation of dozens of people from the famous Half Dome rock in Yosemite National Park.

“We were pleasantly surprised with high humidity and scattered showers throughout the morning,” said Kari Cobb, a park ranger. “So anytime you have weather like that it’s going to help suppress fire activity.”

The fire, which had burned about 4 square miles (10.4 square kilometers) of timberland, wasn’t threatening any buildings. The park remained open, but some campsites were closed. About 120 firefighters and 11 aircraft fought the blaze,

which may have erupted from embers of a fire sparked by lightning several weeks ago, officials said.

Firefighters had monitored and controlled that fire before winds and temperatures increased on Sunday.

On Sunday, 100 people were evacuated from Little Yosemite Valley, and 80 to 85 were removed by helicopter from the top of 5,000-foot (1,500-meter) Half Dome. Rachael Kirk, 26, of Oakland, said she and

two friends had reached an outcropping about 400 feet (120 meters) below the summit when they saw the fire explode out of control.

From the outcropping, called the subdome, hikers must climb a board-and-cable stairway up the rock face to reach the top.

Kirk, who was hiking to Half Dome for the first time, said she didn’t want to go up the cables, but a park employee insisted. “He said there was no way to land the helicopter except on top of Half Dome,” Kirk said. “That was the moment everyone felt scared.”

“One woman freaked out,” she said. “They gave her a makeshift harness and helped her out on the cable.”

TOKYO — Japan’s Imperial Household Agency has compiled a 61-volume biography of former Emperor Hirohito that portrays him as being distressed that he could not stop his country from going to war, according to Japan’s Kyodo News agency.

The 12,000-page record says he complained in July 1939 to Army Minister Seishiro Itagaki about the military’s “predisposition” as it strengthened its relationship with Germany, Kyodo reported. He also warned against the navy’s call for war with the United States, predicting in July 1941 that it would be “nothing less than a self-destructive war.”

The record also cites U.S. Gen. Douglas MacArthur, who led America’s postwar occupation of Japan, as saying Hirohito had said he accepted full responsibility for the war.

Hirohito’s role in World War II was never firmly established, as he was shielded from indictment in the Tokyo war crimes trials by a U.S.

occupation that wanted to use him as a symbol to rebuild Japan. He died in 1989 after 62 years on the throne.

An advance copy of the report was made available to some Japanese media, but the Imperial Household Agency turned down requests from The Associated Press for a copy. It is to be published in stages over five years beginning next March.

The project began in 1990 and cost 200 million yen ($1.9 million). Kyodo said it provides little new material and is unlikely to change current thinking about Hirohito. It does make public some letters and essays he wrote as a child.

The record confirms that Hirohito said in 1988 that he had stopped visiting the controversial Yasukuni Shrine because it had added Class A war criminals to those enshrined there, Kyodo said.

His last visit to Yasukuni was in 1975. Japanese Prime Minister Shinzo Abe visited the shrine last December, sparking official protests from China and South Korea.

Guantanamo prisoner in standoff as transfer stalls

MIAMI — At about 155 pounds, the Syrian prisoner is gaunt for a man over 6 feet tall. He is pale and weak, so lethargic at times that one of his lawyers said he had to lie on the floor when he met with her one day this summer at the prison on the U.S. Navy base at Guantanamo Bay, Cuba.

The hunger strike that 43-yearold Abu Wa’el Dhiab started 18 months ago to protest his indefinite confinement without charge was

supposed to be over by now. He was told in the spring he would be resettled in Uruguay, along with five other Guantanamo prisoners.

But as the months have dragged on and the transfer put on hold, his standoff with military officials has only deteriorated, at times turning violent. “Everyone who has seen him recently is alarmed,” said Alka Pradhan, one of his attorneys.

The prisoner has been engaged in a tense struggle with guards in recent months, according to documents filed in federal court

in Washington, where Dhiab, who has been fed through a nasal tube to prevent starvation, is challenging some of the tactics used by the military to deal with prisoners on hunger strike.

The transfer to Uruguay, where one poll shows it is opposed by a majority, however, is not imminent.

Presidential spokesman Diego Canepa announced last week that aspects of the transfer were still

being finalized and that it would be unlikely within the next two to three months. That would put it past Uruguay’s Oct. 26 presidential and legislative elections, and perhaps even a possible Nov. 30 runoff.

The U.S. government says the transfer of Dhiab and others is still going to happen. “We are very appreciative of Uruguay’s decision to resettle these individuals,” said Ian Moss, adviser to the Special Envoy for Guantanamo Closure. “It truly is a significant humanitarian gesture.”

BUSINESS World growth predicts at “just over three” percent

Agence France-Presse PARIS - The head of the International Monetary Fund Monday hinted that the global lender could downgrade its forecast for world economic growth this year when it releases new figures next month.

“We are in the process of updating our forecasts. World growth should be just above three percent this year, between 3.0 and 3.5 percent,” Christine Lagarde told French business daily Les Echos.

The IMF had previously

forecast global growth at 3.4 percent for this year and will release new projections on October 7.

Lagarde said world growth was “too weak, fragile and uneven” and there were “several geopolitical risks” stemming

from the crises in Ukraine and the Middle East.

The IMF chief urged France to “continue the path of budgetary consolidation” and appeared to warn French authorities not to use the current low level of inflation as an excuse to put off its efforts at deficit reduction.

“Even if inflation is weaker than usual, it cannot be used as a screen to put off the necessary efforts on spending,” Lagarde emphasised.

BEIJING — Beijing needs to speed up economic reform and curb the dominance of state companies or risk an economic slowdown and a possible crisis, the biggest European business group in China said Tuesday.

The report by the European Chamber of Commerce in China adds to warnings that Beijing needs to open the statedominated economy and not use regulation to promote growth of Chinese industry. It comes amid a series of anti-monopoly investigations of global auto and technology brands that business groups say unfairly target foreign competitors.

With economic growth slowing, China “needs a whole new era of reform,” said the chamber president, Joerg Wuttke. He said the pace of reform under President Xi Jinping has been “too slow and cautious.”

Beijing’s economic overhaul plan announced in 2013 plan calls for making China’s economy more productive by opening more industries to private and foreign competition.

But at the same time Beijing is trying to create “national champions” in fields from autos to telecoms to aerospace. Political analysts say the most ambitious reforms might also have been hampered by resistance from state industry and its allies in the ruling party.

Beijing has announced a steady drumbeat of regulatory changes including plans to allow privately owned banks.

But it has yet to make significant changes in the role of

state companies that dominate industries from oil to telecommunications to insurance and that reform boosters say are a drag on growth.

China’s economy grew by 7.5 percent in the three months ended in June, but that was barely half of 2007’s 14.2 percent rate. Beijing is trying to steer the economy to growth based on domestic consumption instead of exports and investment. But analysts say the latest growth was achieved only because of stimulus spending.

The European chamber, which represents 1,800 companies, appealed for changes including opening more industries such as banking and health care to private competition. It called on the government to make regulation more even handed and predictable.

Without faster action, “the commitment of foreign business to China may start to wane and, at worst, the economy could be headed for crisis,” said the European chamber’s report.

It said European companies have reduced investment plans and are looking at other Asian economies as more profitable possible destinations.

The chamber expressed concern last month about the antimonopoly investigations. It said it received reports companies were pressured by regulators to accept penalties without a full hearing and avoid involving their governments.

On Tuesday, Wuttke said the group had asked to talk to Chinese regulators about the complaints but were unable to obtain a meeting.

Nugraha noted that Daniel, who was earlier questioned on June 25, 2014, in connection with a similar case, arrived at the KPK office at 9.50 a.m. local time.

Besides Daniel, the names of five others who will also be questioned by the KPK on Tuesday are JW, special staff I Gusti Putu Ade Pranjaya, Energy and Mineral Resources Ministry officials Dwi Hardono and Sri Utami, Bank Mandiri teller Haris Darmawan, and Indopos Director Don Kardono.

Earlier, on September 3, 2014, Energy Minister JW was named a suspect in a corruption case for his alleged role in extortions carried out during his ministerial tenure in 2011-2012.

“Indeed, an order had been issued on September 2, 2014, regarding an investigation on suspect JW of the Ministry of Energy in connection with

a violation of Article 12, paragraph e, or Article 23 of Law No. 31 of 1999 in conjunction with Law No. 20 of 2001 and Article 421 of the Criminal Code,” KPK Deputy Chairman Zulkarnain revealed at a press conference.

According to Article 12, paragraph e, a state official who acts to illegally create an advantage for himself/herself or others or who misuses his/her power to force others to provide something or pay for a favor is extortion.

Anyone proven guilty of violating the law may face 20 years imprisonment and a maximum fine of Rp1 billion.

“After assuming the post of energy minister, JW had ordered several employees to extort money, as he claimed to collect additional operations funds over and above the budget allocations,” another KPK Deputy Chairman Bambang Widjojanto stated at the press conference.

He referred to numerous illegal activities carried out to increase funds, such as procurements or kickbacks and fictitious meetings to collect up to Rp9.9 billion.

The Organisation for Economic Cooperation and Development (OECD) forecast 1.2 percent growth for Spain this year and 1.6 percent in 2015.

It said Spain should work to diversify its “fragmented” business sector, which it said had too few medium-size and large companies.

BANDA ACEH - Two critically-endangered Sumatran elephants have been found dead in Indonesia’s Aceh province with their tusks missing, police said Monday.

The first was found in a palm oil plantation in East Aceh district on Sunday, while the other was discovered in Aceh Jaya district on Friday, Aceh police spokesman Gustav Leo told AFP. “Officials are still on the way to retrieve the carcass in the latest case,” he said.

“But officials have examined the elephant found on Friday and found traces of poison in its faeces,” he added.

“We suspect poachers could have poisoned the elephants’ food and then wait(ed) for them to die before removing the tusks,” he said.

The animals are usually either killed by villagers, who regard the beasts as pests that destroy their plantations, or by poachers for their tusks.

There are fewer than 3,000 Sumatran elephants remaining in the wild, according to the International Union for Conservation of Nature, marking a 50 percent drop in numbers since 1985.

Conflicts between humans and animals are increasing as people encroach on wildlife habitats in Indonesia, an archipelago with some of the world’s largest remaining tropical forests.

JAKARTA - The government has agreed to a proposal by the state-owned oil and gas company Pertamina to increase the price of non-subsidized gas in 12 kilogram cylinders, Chief Economic Minister Chairul Tanjung reported.

“We support Pertamina’s proposal. We will leave it to Pertamina to decide the rate of increase and the time of price hike,” the coordinating minister for economic affairs stated on Monday.

“The economic viability of non-subsidized liquefied natural gas in 12 kilogram cylinders is now far above the sale price.

The price of gas in 12 kilogram cylinder is currently Rp6,100 per kilogram, while its economic viability price is Rp12,100 per kilogram, so that the difference between the viability price and sale price is Rp6,000,” Chairul said.

He pointed out that the large difference between the viability price and sale price has burdened Pertamina. Therefore, the government has allowed Pertamina to raise its sale price.

Pertamina Marketing and Commercial Director Hanung Budya said the rate of increase and the time of the increase will be decided by Pertamina in an internal meeting.

He did not comment on whether Pertamina will raise the price at a range of Rp1,000 to Rp2,000 per kilogram.

JHANG, Pakistan — The death toll from floods in Pakistan and India reached 400 on Tuesday as authorities in both countries warned of more flooding in the days ahead. The flash floods, which began on Sept. 3, have put more than half a million people in peril and rendered thousands homeless in the two neighboring states.

Pakistani and Indian troops have been using boats and helicopters to drop food supplies for stranded families and evacuate victims.

The floods have also triggered landslides in both sections of the divided Kashmir region, split between the two arch-rivals, and caused much devastation in northern and eastern Pakistan.

The rains washed away houses, bridges, communication equipment and crops. Pakistani and Indian troops have evacuated more than 40,000 people to safer places, according to the statements from Indian and Pakistani armies.

So far, 205 have died in Pakistan while 200 perished in India, while nearly 700 people have been

injured, officials said.

According to Ahmad Kamal, spokesman for Pakistan’s National Disaster Management Authority, the floods were now moving toward Pakistan’s south. Evacuations were already under way in several southern districts which could soon be inundated, said Kamal.

The Kashmir region in the northern Himalayas is divided between India and Pakistan and claimed by both. Two of the three wars the countries have fought since their independence from Britain in 1947 have been over control of Kashmir.

The Indian army late Monday airlifted communication equipment to restore telephone and mobile

phone links that were snapped after large areas of Kashmir were submerged under flood water. Army engineers were working Tuesday to restore communication links, the Indian army said in a statement.

The relief packages the armies were dropping in the affected areas include blankets, food supplies, medicine and drinking water to thousands of people who had been moved to safer places.

Although the rains have stopped, the flood waters are likely to submerge hundreds of more villages.

Pakistani authorities were bracing for worsening conditions as water levels in the Chenab and Indus rivers were rising, said Kamal, the disaster management officer.

Canadian navy ship buzzed by 3 Russian jets Associated Press

TORONTO — A Canadian navy frigate taking part in a NATO exercise in the Black Sea was buzzed by three Russian military jets off the southern coast of Ukraine in an “unnecessarily provocative” incident, Defense Minister Rob Nicholson said Monday.

While the incident Sunday did

not pose a threat, Nicholson said it risks escalating tensions in the region even further at a time when a fragile ceasefire is just taking hold.

Two Russian Su-24 Fencer fighter jets and a surveillance plane buzzed the frigate. Nicholson said Canada and its allies are taking part in reassurance measures as a “direct result of the Putin regime’s

military aggression and invasion of Ukraine.”

Russia’s defense ministry has brushed off the accusation.

Ministry spokesman Igor Konashenkov told Russian news agencies on Tuesday that the Russian jets were indeed flying in that area but were behaving “strictly in line with international rules.”

SYDNEY — A man was killed in a shark attack Tuesday at the popular tourist destination of Byron Bay on Australia’s east coast despite a beachgoer’s rescue attempt, police said. The beachgoer, Mark Hickey, swam 15-20 meters (50-65 feet) from the shore of Clarkes Beach to retrieve the man, who had sustained severe wounds to his right leg, Police Inspector Bobbie Cullen said.

He said he dragged the victim onto the beach and attempted to resuscitate him for 20 minutes, but the man had apparently bled to death in the water. Ten reported that the shark had bitten through the victim’s wetsuit on his upper right thigh, tearing off much of his leg. The leg wounds were being examined to identify the size and species of the shark.

Why does the MP3EI Bali not prioritize the agricultural sector? The presence of dozens of foreign investors wishing to have an asset on Bali Island comes from Singapore, the Netherlands, France, Australia, United States, Spain, Japan, Switzerland, the UK, South Korea, the PRC, British Virgin Islands, Denmark, Taiwan, Belgium, India, Taiwan and association of some countries.

“Seems completely unreal,” he said, “to be called ‘Grand Slam champion.’”

The 14th-seeded Cilic won his first major final Monday, beating 10th-seeded Kei Nishikori of Japan 6-3, 6-3, 6-3 at the U.S. Open by using 17 aces and the rebuilt game and confidence instilled by Ivanisevic.

“This is a second chance he got,” Ivanisevic said, referring to Cilic’s four-month ban in 2013, “and now he can just go forward and forward.”

Cilic earned a $3 million winner’s check and will rise to No. 9 from his pre-U.S. Open ranking of No. 16, which made him the first man from outside the top 10 to win a Grand Slam title in a decade.

“This,” Cilic said, “is (from) all the hard work in these last several

years — and especially this last year.” He prevented Nishikori from becoming the first man from Asia to win a major singles championship.

“Tennis has not been our biggest sport in Japan,” Nishikori said.

“Hopefully I can win next time.”

There hadn’t been a matchup between players making their Grand Slam final debuts at the U.S. Open since 1997.

Lopsided and lasting less than two hours, this hardly qualified as a classic. It had been 40 years since a U.S. Open men’s runner-up failed to win at least four games in any set of the final. “Both of us were pretty nervous in the first set, especially,” Cilic acknowledged.

Cilic won the last 10 sets he played in the tournament, including three against 17-time major champion Roger Federer in the semifinals, and three against 2010 Wimbledon runner-up Tomas Berdych in the quarterfinals.

Nishikori stunned No. 1 Novak Djokovic in the semifinals, so this was the first Grand Slam final since the 2005 Australian Open without

Djokovic, Federer or Rafael Nadal, who won the U.S. Open in 2013 but is sidelined now by a wrist injury.

That trio had won 34 of the past 38 major titles, but this was the second of this season that eluded them.

Some, including Cilic, had seen Stan Wawrinka’s victory at the Australian Open in January as an indication that the next tier — Cilic calls them “the guys from second line” — was about to get a crack at the hardware.

Cilic tested positive for a stimulant at a tournament in Germany in May 2013. The International Tennis Federation initially sought a two-year punishment; Cilic wound up with a much shorter suspension on appeal. He said he ingested the substance unintentionally via a glucose tablet bought at a pharmacy and says the process that led to his penalty “wouldn’t be fair to any tennis player.”

But he looks on the bright side. “I just used the positive parts, which, you know, made me tougher,” Cilic said. Plus, it was last September that he connected with the only other man from Croatia to win a major, 2001 Wimbledon champion Ivanisevic. “Any Croatian knows where he was at that time,” said Cilic, who was 12 and at summer camp.

Formula 1 set for team radio clampdown

Formula 1 chiefs are considering a team radio clampdown as part of a push to make the sport more challenging for drivers again, AUTOSPORT can reveal. Following discussions at an F1 Strategy Group meeting at the Italian Grand Prix, it is understood a number of teams have asked the FIA to find a way of banning certain types of radio communications because they are considered a turn-off for fans. The radical push has been prompted by the theory that a perception that drivers are ‘puppets’ who simply follow instructions from the pits is one of the factors in F1’s popularity decline.

There is also particular concern that drivers are relying more and more on information from the pits about where they can gain laptime, especially comparison with their team-mates. This is especially true of championship contenders Nico Rosberg and Lewis Hamilton, who have both been fed constant information by Mercedes this season.

Although there is little desire for a total ban on team radio, it is understood that efforts will be made to outlaw specific communications from the pits that help drivers with their performance. This is likely to come from a strict enforcement of Article 20.1 of F1’s Sporting Regulations that states: “The driver must drive the car alone and unaided.”

The FIA could make it clear that any

communication from the pits that helps the drivers with their performance - rather than being for procedural or safety reasons - is a breach of the rules. The secrets of in-race radio chat Radio conversations from drivers - especially the more entertaining ones popular among fans - will still continue unchanged.

Discussions between the teams and the FIA on the matter are ongoing, and a clarification is expected before the Singapore GP. McLaren racing director Eric Boullier told AUTOSPORT that the ramping up of radio messages this year was a legacy of the new fuel efficiency rules - but conceded that the situation could be better for fans. “The constraint we have this year is less fuel, and harder tyres, and I understand it may be a confusing message for the fans that the drivers have to save tyres and they have to save fuel, whatever,” he said.

“Radio messages and instructions have always been done since the radio was first in place. It [the issue] is something new now because it has been broadcast for the past three years.

“FOM could switch it off, or filter it. But at the end, why not go with another rule that is going to make it simpler and let the driver express himself a bit more on track? It is better, of course.”

Spain beats Macedonia 5-1 in 1st Euro qualifier Associated Press

VALENCIA — Spain overcame a few nervous moments to ease past Macedonia 5-1 with five different goal scorers in its first qualifier for the 2016 European Championship on Monday.

Although the defending European champions began well with early goals by Sergio Ramos and Paco Alcacer, Macedonia countered with a 28thminute goal by Agim Ibraimi that unsettled Spain.

However, an assured performance by captain Iker Casillas in goal helped Spain recover its selfconfident, rapid-passing game. Sergio Busquets, David Silva and Pedro Rodriguez added goals as Spain turned the game into a rout.

Ramos opened the scoring by converting a penalty in the 16th with a deft lob into the middle of the net after Silva was tumbled down by defender Stefan Ristovski. A minute later, Alcacer found himself alone in front of goal after Juan Francisco “Juanfran” Torres drew Macedonia’s defenders to the right before making a precise pass that the Spain forward converted to get a goal on his debut.

But Juanfran then tripped Ibrahimi in the penalty

area and the Macedonian converted in the 28th. Four minutes later Rodriguez had his accurate shot deflected

by Pacovski.

Midfielder Busquets then scored his first international goal — in his 69th appearance — in first half injury time with a low, powerful shot to goalkeeper Tomislav Pacovski’s left.

Casillas prevented another comeback attempt when he acrobatically got a foot to Adis Jahovic’s powerful shot in the 47th minute. BARCELONA - Barcelona trio Lionel Messi, Andres Iniesta and Thomas Vermaelen returned to training with their team mates on Monday as they continued their recuperation from minor injuries.

“The session, still missing many of the players on international duty, included Messi, Iniesta and Vermaelen, who completed part of the training with the group,” Barca said on their website (www. fcbarcelona.es).

The club did not say whether the three players would be fit for Saturday’s La Liga game at home to Athletic Bilbao.

Messi sustained an adductor muscle injury, Iniesta was sidelined by a knee problem and Vermaelen, a new signing from Arsenal, has been suffering from a hamstring strain.

Barcelona, bidding to improve on last season’s second-place finish to Atletico Madrid, are the only side to have won their opening two La Liga games.

Ebola: Uganda puts restrictions on Guinea team

KAMPALA, Uganda — Top Guinean sports leaders were prevented from traveling to Uganda for an African Cup qualifier and players and coaches are banned from leaving the capital city during their visit because of fears over the spread of Ebola, officials in both countries said.

The Guineans were also being constantly monitored by a public health expert at their hotel while they are in Uganda for Wednesday’s African Cup of Nations qualifier, said Edgar Watson, the chief executive of Uganda’s football association.

Guinea is one of the worst-affected countries in a West African outbreak of the deadly Ebola virus that has killed more than 2,000 people, over 500 of them in Guinea. Watson said the restrictions were by order of the Ugandan government.

Mamadou Ba Blaire Camara, a spokesman for Guinea’s football federation, said “the authorities in Kampala have imposed draconian restrictions in their role as hosts.”

Uganda placed limits on the number of people Guinea brought, restricting the West African delegation to 25 people — just players and coaching staff. Guinea’s sports minister, football federation president and accredited reporters were not allowed to travel, Camara said. Uganda also banned Guinean fans from coming.

Additionally, the Guinea players and coaches cannot leave Kampala and are under round-the-clock observation by a health official for any signs of Ebola.

“The only other alternative would have been to say, ‘Please, no game takes place,’” Watson, the Ugandan association chief executive, said.

After the match the Guineans will be expected to leave the country immediately, Watson said.

The Confederation of African Football, which oversees the sport in Africa, says that countries hosting delegations from Ebolaaffected nations can screen their visitors on arrival to ensure they aren’t showing symptoms of Ebola. CAF said there was no need for general travel bans but can do little to prevent governments from enforcing them.

Ivory Coast only agreed to host a game this weekend against Sierra Leone — another country hit by the Ebola crisis — because the Sierra Leone football federation picked a squad of only foreignbased players.

Term limits should be adopted at FIFA, says Prince Ali

MANCHESTER, England - Sepp Blatter has every right to change his mind and stand for another term as FIFA president but the governing body should eventually adopt term limits for officials, executive committee member Prince Ali bin Al Hussein of Jordan said on Monday.

Prince Ali, 38, the Asian vice-president on the executive committee, was born in 1975, the same year that Blatter joined FIFA. Blatter, 78, said on Monday he was standing for a fifth term next year after stating publicly in 2011 that he would not stand again. He has already been president for 16 years.

“He has the full right to stand again and that looks to be what he has in mind,” Prince Ali told reporters at the Soccerex Global Convention.

“But the process of reform within FIFA needs to continue and eventually we should look at instigating term limits and maybe not just for the FIFA president but also for executive committee members as well, including myself.

“It is always good to have new ideas and new opinions, and that’s the way forward. But me as a candidate for next year? No.” Delegates at the FIFA Congress in Sao

Paulo in June voted against instigating term limits or age limits for officials, and while Blatter remains president, that situation is unlikely to change.

In contrast, International Olympic Committee rules state that new IOC members have to step down at 70 with some older members, admitted before 1999, eligible to stay on until 80.

“The IOC has approved its age limitation 15 years ago and I think it is a good one,” IOC president Thomas Bach told Reuters on Monday.

“But it is up to each organisation to have limits. In my country (Germany) there is a term limit for the president of the republic but there is none for the chancellor. You can take very different views on it.”

Prince Ali also said that Asian soccer needed a 10-year strategy to improve its results after none of the four Asian countries at the 2014 World Cup - Japan, South Korea, Australia or Iran - made it past the opening phase.

“If we are going to have the World Cup in 2022 in Qatar, in our part of the world, we want to participate in strength and we need a long term strategy to aid our development, but it can be the catalyst for our development,” Prince Ali said.

Spain beats Macedonia 5-1 in 1st Euro qualifier Associated Press

VALENCIA — Spain overcame a few nervous moments to ease past Macedonia 5-1 with five different goal scorers in its first qualifier for the 2016 European Championship on Monday.

Although the defending European champions began well with early goals by Sergio Ramos and Paco Alcacer, Macedonia countered with a 28thminute goal by Agim Ibraimi that unsettled Spain.

However, an assured performance by captain Iker Casillas in goal helped Spain recover its selfconfident, rapid-passing game. Sergio Busquets, David Silva and Pedro Rodriguez added goals as Spain turned the game into a rout.

Ramos opened the scoring by converting a penalty in the 16th with a deft lob into the middle of the net after Silva was tumbled down by defender Stefan Ristovski. A minute later, Alcacer found himself alone in front of goal after Juan Francisco “Juanfran” Torres drew Macedonia’s defenders to the right before making a precise pass that the Spain forward converted to get a goal on his debut.

But Juanfran then tripped Ibrahimi in the penalty

area and the Macedonian converted in the 28th. Four minutes later Rodriguez had his accurate shot deflected

by Pacovski.

Ebola: Uganda puts restrictions on Guinea team

KAMPALA, Uganda — Top Guinean sports leaders were prevented from traveling to Uganda for an African Cup qualifier and players and coaches are banned from leaving the capital city during their visit because of fears over the spread of Ebola, officials in both countries said.

The Guineans were also being constantly monitored by a public health expert at their hotel while they are in Uganda for Wednesday’s African Cup of Nations qualifier, said Edgar Watson, the chief executive of Uganda’s football association.

Guinea is one of the worst-affected countries in a West African outbreak of the deadly Ebola virus that has killed more than 2,000 people, over 500 of them in Guinea. Watson said the restrictions were by order of the Ugandan government.

Mamadou Ba Blaire Camara, a spokesman for Guinea’s football federation, said “the authorities in Kampala have imposed draconian restrictions in their role as hosts.”

Uganda placed limits on the number of people Guinea brought, restricting the West African delegation to 25 people — just players and coaching staff. Guinea’s sports minister, football federation president and accredited reporters were not allowed to travel, Camara said. Uganda also banned Guinean fans from coming.

Additionally, the Guinea players and coaches cannot leave Kampala and are under round-the-clock observation by a health official for any signs of Ebola.

“The only other alternative would have been to say, ‘Please, no game takes place,’” Watson, the Ugandan association chief executive, said.

After the match the Guineans will be expected to leave the country immediately, Watson said.

The Confederation of African Football, which oversees the sport in Africa, says that countries hosting delegations from Ebolaaffected nations can screen their visitors on arrival to ensure they aren’t showing symptoms of Ebola. CAF said there was no need for general travel bans but can do little to prevent governments from enforcing them.

Ivory Coast only agreed to host a game this weekend against Sierra Leone — another country hit by the Ebola crisis — because the Sierra Leone football federation picked a squad of only foreignbased players.

“Seems completely unreal,” he said, “to be called ‘Grand Slam champion.’”

The 14th-seeded Cilic won his first major final Monday, beating 10th-seeded Kei Nishikori of Japan 6-3, 6-3, 6-3 at the U.S. Open by using 17 aces and the rebuilt game and confidence instilled by Ivanisevic.

“This is a second chance he got,” Ivanisevic said, referring to Cilic’s four-month ban in 2013, “and now he can just go forward and forward.”

Cilic earned a $3 million winner’s check and will rise to No. 9 from his pre-U.S. Open ranking of No. 16, which made him the first man from outside the top 10 to win a Grand Slam title in a decade.

“This,” Cilic said, “is (from) all the hard work in these last several

years — and especially this last year.” He prevented Nishikori from becoming the first man from Asia to win a major singles championship.

“Tennis has not been our biggest sport in Japan,” Nishikori said.

“Hopefully I can win next time.”

There hadn’t been a matchup between players making their Grand Slam final debuts at the U.S. Open since 1997.

Lopsided and lasting less than two hours, this hardly qualified as a classic. It had been 40 years since a U.S. Open men’s runner-up failed to win at least four games in any set of the final. “Both of us were pretty nervous in the first set, especially,” Cilic acknowledged.

Cilic won the last 10 sets he played in the tournament, including three against 17-time major champion Roger Federer in the semifinals, and three against 2010 Wimbledon runner-up Tomas Berdych in the quarterfinals.

Nishikori stunned No. 1 Novak Djokovic in the semifinals, so this was the first Grand Slam final since the 2005 Australian Open without

Djokovic, Federer or Rafael Nadal, who won the U.S. Open in 2013 but is sidelined now by a wrist injury.

That trio had won 34 of the past 38 major titles, but this was the second of this season that eluded them.

Some, including Cilic, had seen Stan Wawrinka’s victory at the Australian Open in January as an indication that the next tier — Cilic calls them “the guys from second line” — was about to get a crack at the hardware.

Cilic tested positive for a stimulant at a tournament in Germany in May 2013. The International Tennis Federation initially sought a two-year punishment; Cilic wound up with a much shorter suspension on appeal. He said he ingested the substance unintentionally via a glucose tablet bought at a pharmacy and says the process that led to his penalty “wouldn’t be fair to any tennis player.”

But he looks on the bright side. “I just used the positive parts, which, you know, made me tougher,” Cilic said. Plus, it was last September that he connected with the only other man from Croatia to win a major, 2001 Wimbledon champion Ivanisevic. “Any Croatian knows where he was at that time,” said Cilic, who was 12 and at summer camp.

Formula 1 set for team radio clampdown

Formula 1 chiefs are considering a team radio clampdown as part of a push to make the sport more challenging for drivers again, AUTOSPORT can reveal. Following discussions at an F1 Strategy Group meeting at the Italian Grand Prix, it is understood a number of teams have asked the FIA to find a way of banning certain types of radio communications because they are considered a turn-off for fans. The radical push has been prompted by the theory that a perception that drivers are ‘puppets’ who simply follow instructions from the pits is one of the factors in F1’s popularity decline.

There is also particular concern that drivers are relying more and more on information from the pits about where they can gain laptime, especially comparison with their team-mates. This is especially true of championship contenders Nico Rosberg and Lewis Hamilton, who have both been fed constant information by Mercedes this season.

Although there is little desire for a total ban on team radio, it is understood that efforts will be made to outlaw specific communications from the pits that help drivers with their performance. This is likely to come from a strict enforcement of Article 20.1 of F1’s Sporting Regulations that states: “The driver must drive the car alone and unaided.”

The FIA could make it clear that any

communication from the pits that helps the drivers with their performance - rather than being for procedural or safety reasons - is a breach of the rules. The secrets of in-race radio chat Radio conversations from drivers - especially the more entertaining ones popular among fans - will still continue unchanged.

Discussions between the teams and the FIA on the matter are ongoing, and a clarification is expected before the Singapore GP. McLaren racing director Eric Boullier told AUTOSPORT that the ramping up of radio messages this year was a legacy of the new fuel efficiency rules - but conceded that the situation could be better for fans. “The constraint we have this year is less fuel, and harder tyres, and I understand it may be a confusing message for the fans that the drivers have to save tyres and they have to save fuel, whatever,” he said.

“Radio messages and instructions have always been done since the radio was first in place. It [the issue] is something new now because it has been broadcast for the past three years.

“FOM could switch it off, or filter it. But at the end, why not go with another rule that is going to make it simpler and let the driver express himself a bit more on track? It is better, of course.”

JHANG, Pakistan — The death toll from floods in Pakistan and India reached 400 on Tuesday as authorities in both countries warned of more flooding in the days ahead. The flash floods, which began on Sept. 3, have put more than half a million people in peril and rendered thousands homeless in the two neighboring states.

Pakistani and Indian troops have been using boats and helicopters to drop food supplies for stranded families and evacuate victims.

The floods have also triggered landslides in both sections of the divided Kashmir region, split between the two arch-rivals, and caused much devastation in northern and eastern Pakistan.

The rains washed away houses, bridges, communication equipment and crops. Pakistani and Indian troops have evacuated more than 40,000 people to safer places, according to the statements from Indian and Pakistani armies.

So far, 205 have died in Pakistan while 200 perished in India, while nearly 700 people have been

injured, officials said.

According to Ahmad Kamal, spokesman for Pakistan’s National Disaster Management Authority, the floods were now moving toward Pakistan’s south. Evacuations were already under way in several southern districts which could soon be inundated, said Kamal.

The Kashmir region in the northern Himalayas is divided between India and Pakistan and claimed by both. Two of the three wars the countries have fought since their independence from Britain in 1947 have been over control of Kashmir.

The Indian army late Monday airlifted communication equipment to restore telephone and mobile

phone links that were snapped after large areas of Kashmir were submerged under flood water. Army engineers were working Tuesday to restore communication links, the Indian army said in a statement.

The relief packages the armies were dropping in the affected areas include blankets, food supplies, medicine and drinking water to thousands of people who had been moved to safer places.

Although the rains have stopped, the flood waters are likely to submerge hundreds of more villages.

Pakistani authorities were bracing for worsening conditions as water levels in the Chenab and Indus rivers were rising, said Kamal, the disaster management officer.

Canadian navy ship buzzed by 3 Russian jets Associated Press

TORONTO — A Canadian navy frigate taking part in a NATO exercise in the Black Sea was buzzed by three Russian military jets off the southern coast of Ukraine in an “unnecessarily provocative” incident, Defense Minister Rob Nicholson said Monday.

While the incident Sunday did

not pose a threat, Nicholson said it risks escalating tensions in the region even further at a time when a fragile ceasefire is just taking hold.

Two Russian Su-24 Fencer fighter jets and a surveillance plane buzzed the frigate. Nicholson said Canada and its allies are taking part in reassurance measures as a “direct result of the Putin regime’s

military aggression and invasion of Ukraine.”

Russia’s defense ministry has brushed off the accusation.

Ministry spokesman Igor Konashenkov told Russian news agencies on Tuesday that the Russian jets were indeed flying in that area but were behaving “strictly in line with international rules.”

SYDNEY — A man was killed in a shark attack Tuesday at the popular tourist destination of Byron Bay on Australia’s east coast despite a beachgoer’s rescue attempt, police said. The beachgoer, Mark Hickey, swam 15-20 meters (50-65 feet) from the shore of Clarkes Beach to retrieve the man, who had sustained severe wounds to his right leg, Police Inspector Bobbie Cullen said.

The victim, a local man in his 50s whose name has not been released, received medical treatment on the beach but did not survive, Cullen said. “A gentleman who was on the beach went out and located the gentleman and pulled him in,” Cullen told reporters. “Absolutely it is (an

Hickey, a lawyer on vacation at Byron Bay, told Ten Network television news that he saw the shark and its bloodied victim and swam out to try to attempt a rescue as the shark attacked again. “I went out there and, I don’t know, I just thought I’ve got to get this guy in and that’s what I tried to do,” Hickey said.

He said he dragged the victim onto the beach and attempted to resuscitate him for 20 minutes, but the man had apparently bled to death in the water. Ten reported that the shark had bitten through the victim’s wetsuit on his upper right thigh, tearing off much of his leg. The leg wounds were being examined to identify the size and species of the shark.

BUSINESS World growth predicts at “just over three” percent

Agence France-Presse PARIS - The head of the International Monetary Fund Monday hinted that the global lender could downgrade its forecast for world economic growth this year when it releases new figures next month.

“We are in the process of updating our forecasts. World growth should be just above three percent this year, between 3.0 and 3.5 percent,” Christine Lagarde told French business daily Les Echos.

The IMF had previously

forecast global growth at 3.4 percent for this year and will release new projections on October 7.

Lagarde said world growth was “too weak, fragile and uneven” and there were “several geopolitical risks” stemming

from the crises in Ukraine and the Middle East.

The IMF chief urged France to “continue the path of budgetary consolidation” and appeared to warn French authorities not to use the current low level of inflation as an excuse to put off its efforts at deficit reduction.

“Even if inflation is weaker than usual, it cannot be used as a screen to put off the necessary efforts on spending,” Lagarde emphasised.

BEIJING — Beijing needs to speed up economic reform and curb the dominance of state companies or risk an economic slowdown and a possible crisis, the biggest European business group in China said Tuesday.

The report by the European Chamber of Commerce in China adds to warnings that Beijing needs to open the statedominated economy and not use regulation to promote growth of Chinese industry. It comes amid a series of anti-monopoly investigations of global auto and technology brands that business groups say unfairly target foreign competitors.

With economic growth slowing, China “needs a whole new era of reform,” said the chamber president, Joerg Wuttke. He said the pace of reform under President Xi Jinping has been “too slow and cautious.”

Beijing’s economic overhaul plan announced in 2013 plan calls for making China’s economy more productive by opening more industries to private and foreign competition.

But at the same time Beijing is trying to create “national champions” in fields from autos to telecoms to aerospace. Political analysts say the most ambitious reforms might also have been hampered by resistance from state industry and its allies in the ruling party.

Beijing has announced a steady drumbeat of regulatory changes including plans to allow privately owned banks.

But it has yet to make significant changes in the role of

state companies that dominate industries from oil to telecommunications to insurance and that reform boosters say are a drag on growth.

China’s economy grew by 7.5 percent in the three months ended in June, but that was barely half of 2007’s 14.2 percent rate. Beijing is trying to steer the economy to growth based on domestic consumption instead of exports and investment. But analysts say the latest growth was achieved only because of stimulus spending.

The European chamber, which represents 1,800 companies, appealed for changes including opening more industries such as banking and health care to private competition. It called on the government to make regulation more even handed and predictable.

Without faster action, “the commitment of foreign business to China may start to wane and, at worst, the economy could be headed for crisis,” said the European chamber’s report.

It said European companies have reduced investment plans and are looking at other Asian economies as more profitable possible destinations.

The chamber expressed concern last month about the antimonopoly investigations. It said it received reports companies were pressured by regulators to accept penalties without a full hearing and avoid involving their governments.

On Tuesday, Wuttke said the group had asked to talk to Chinese regulators about the complaints but were unable to obtain a meeting.

“Daniel is being questioned as a witness for Energy and Mineral Resources Minister Jero Wacik (JW) who has been named as a suspect in a corruption case,” KPK information spokesman Priharsa Nugraha remarked on Tuesday.

Nugraha noted that Daniel, who was earlier questioned on June 25, 2014, in connection with a similar case, arrived at the KPK office at 9.50 a.m. local time.

Besides Daniel, the names of five others who will also be questioned by the KPK on Tuesday are JW, special staff I Gusti Putu Ade Pranjaya, Energy and Mineral Resources Ministry officials Dwi Hardono and Sri Utami, Bank Mandiri teller Haris Darmawan, and Indopos Director Don Kardono.

Earlier, on September 3, 2014, Energy Minister JW was named a suspect in a corruption case for his alleged role in extortions carried out during his ministerial tenure in 2011-2012.

“Indeed, an order had been issued on September 2, 2014, regarding an investigation on suspect JW of the Ministry of Energy in connection with

a violation of Article 12, paragraph e, or Article 23 of Law No. 31 of 1999 in conjunction with Law No. 20 of 2001 and Article 421 of the Criminal Code,” KPK Deputy Chairman Zulkarnain revealed at a press conference.

According to Article 12, paragraph e, a state official who acts to illegally create an advantage for himself/herself or others or who misuses his/her power to force others to provide something or pay for a favor is extortion.

Anyone proven guilty of violating the law may face 20 years imprisonment and a maximum fine of Rp1 billion.

“After assuming the post of energy minister, JW had ordered several employees to extort money, as he claimed to collect additional operations funds over and above the budget allocations,” another KPK Deputy Chairman Bambang Widjojanto stated at the press conference.

He referred to numerous illegal activities carried out to increase funds, such as procurements or kickbacks and fictitious meetings to collect up to Rp9.9 billion.

Spain emerged from recession in mid-2013 and the economy grew by 0.6 percent in the second quarter of this year, starting to create jobs again, according to the latest official figures.

The unemployment rate dipped just under 25 percent but remains the second-highest in the euro zone, after bailed-out Greece. Among the

under-25s in Spain, the rate is 53 percent.

The Spanish government has said it is likely to raise its official growth forecast to 1.5 percent for 2014 and two percent for next year.

The Organisation for Economic Cooperation and Development (OECD) forecast 1.2 percent growth for Spain this year and 1.6 percent in 2015.

It said Spain should work to diversify its “fragmented” business sector, which it said had too few medium-size and large companies.

The OECD urged Spain to ease red tape and diversify financing for businesses.

BANDA ACEH - Two critically-endangered Sumatran elephants have been found dead in Indonesia’s Aceh province with their tusks missing, police said Monday.

The first was found in a palm oil plantation in East Aceh district on Sunday, while the other was discovered in Aceh Jaya district on Friday, Aceh police spokesman Gustav Leo told AFP. “Officials are still on the way to retrieve the carcass in the latest case,” he said.

“But officials have examined the elephant found on Friday and found traces of poison in its faeces,” he added.

“We suspect poachers could have poisoned the elephants’ food and then wait(ed) for them to die before removing the tusks,” he said.

The animals are usually either killed by villagers, who regard the beasts as pests that destroy their plantations, or by poachers for their tusks.

There are fewer than 3,000 Sumatran elephants remaining in the wild, according to the International Union for Conservation of Nature, marking a 50 percent drop in numbers since 1985.

Conflicts between humans and animals are increasing as people encroach on wildlife habitats in Indonesia, an archipelago with some of the world’s largest remaining tropical forests.

JAKARTA - The government has agreed to a proposal by the state-owned oil and gas company Pertamina to increase the price of non-subsidized gas in 12 kilogram cylinders, Chief Economic Minister Chairul Tanjung reported.

“We support Pertamina’s proposal. We will leave it to Pertamina to decide the rate of increase and the time of price hike,” the coordinating minister for economic affairs stated on Monday.

“The economic viability of non-subsidized liquefied natural gas in 12 kilogram cylinders is now far above the sale price.

The price of gas in 12 kilogram cylinder is currently Rp6,100 per kilogram, while its economic viability price is Rp12,100 per kilogram, so that the difference between the viability price and sale price is Rp6,000,” Chairul said.

He pointed out that the large difference between the viability price and sale price has burdened Pertamina. Therefore, the government has allowed Pertamina to raise its sale price.

Pertamina Marketing and Commercial Director Hanung Budya said the rate of increase and the time of the increase will be decided by Pertamina in an internal meeting.

He did not comment on whether Pertamina will raise the price at a range of Rp1,000 to Rp2,000 per kilogram.

Traffic accident victims dominated by productive age Bali Post

SINGARAJA - In keeping with the increasing number of vehicles lately, traffic accident becomes a threat to motorists on highway.

Casualties of traffic accident cases occurred these days are dominated by riders classified into school and university students (working age) with the average age of 15 to 25 years old. More sadly, the traffic accident was kindled by negligence of motorists lacking of discipline in riding on highway.

It was disclosed by the Chief of Buleleng Police Traffic Affairs, I Nengah Patrem, with permission from the Chief of Buleleng Police Benny Arjanto when serving as the chief of ceremony at the SMAN 1 Singaraja high school, Monday (Sep 8).

Further, Patrem said that the awareness of motorists to obey

the traffic regulations on highway, especially among the school and university students these days, were lacking. It was evidenced by frequent violations such as the replacement of the original parts with variation products. Actually this behavior would reduce safety while riding. In addition, the motorists often did not put on standard helmet and committed other fatal violations. “Based on the investigation of traffic accident cases we handle, the primary triggers are negligence and undisciplined driving behavior,” he said.

Aside from the negligence factor of the riders, continued Patrem, the traffic accident cases in Buleleng also occurred due to lack of traffic signs and safety equipment (guardrail) of the roads. Such condition mostly occurred at some road sections categorized into the area of prone to traffic accident.

He exemplified the installation of traffic sign and guardrail was still minimal on the DenpasarSingaraja road section, chiefly at signpost 8 to 21 kilometers (Gitgit to Pancasari, Sukasada subdistrict). In addition, it also happened to Singaraja-Gilimanuk road section at signpost 30 to 31 kilometers (Gerokgak) that still lacked of traffic sign and guardrail. “Based on the cases occurred at Gitgit to Pancasari, the common traffic accident involved trucks, motorcycles and cars. Besides, the road section has very minimal traffic signs and guardrail,” he said.

Against the condition, Patrem admitted to have frequently made coordination and even sent an official letter to relevant agencies, in this case the Public Works Agency and the Transportation Agency in order the road sections vulnerable to traffic accident could be equipped

with traffic sign and guardrail. Unfortunately, the request of police department had not been responded.

“We have frequently sent a letter and made coordination orally so as the road sections prone to traffic accident can be added with the installation of traffic signs and guardrail.

Perhaps, the installation needs expensive budget, so our request was not responded,” he added.

Meanwhile, the number of traffic accident case in the jurisdiction of Buleleng Police in July and August reduced two cases. A total of 41 traffic accident cases were recorded in July, while on entering August it dropped to 31 cases. In terms of accident, it indeed showed a decrease, but the fatality in the same period actually increased. In July 2014, the fatality of traffic accident amounted to 7 people, while in August of the same year the fatality rose to 9 people.

To prevent the traffic accident cases in North Bali, the Buleleng Police Traffic Affairs recently made intensive prevention by providing socialization about discipline on highway by targeting high schools, vocational schools and junior high schools in Buleleng. It was undertaken by serving as chief of ceremony every week and punctuated by giving understanding to the students in order they could comply with the traffic regulations and they were coached with the tips how to ride safely to school. Another effort made by the Buleleng Police was taking action against traffic violations through ticketing.

Throughout July 2014, 708 violators were ticketed and 131 others were imposed with penalty in the form of reprimand. Meanwhile in August, a total of 720 violations were ticketed and 66 others were given a reprimand. (kmb38)

Yosemite wildfire slowed by weather Associated Press

YOSEMITE NATIONAL PARK, California — Cooler weather on Monday slowed the spread of a wildfire that forced the helicopter evacuation of dozens of people from the famous Half Dome rock in Yosemite National Park.

“We were pleasantly surprised with high humidity and scattered showers throughout the morning,” said Kari Cobb, a park ranger. “So anytime you have weather like that it’s going to help suppress fire activity.”

The fire, which had burned about 4 square miles (10.4 square kilometers) of timberland, wasn’t threatening any buildings. The park remained open, but some campsites were closed. About 120 firefighters and 11 aircraft fought the blaze,

which may have erupted from embers of a fire sparked by lightning several weeks ago, officials said.

Firefighters had monitored and controlled that fire before winds and temperatures increased on Sunday.

On Sunday, 100 people were evacuated from Little Yosemite Valley, and 80 to 85 were removed by helicopter from the top of 5,000-foot (1,500-meter) Half Dome. Rachael Kirk, 26, of Oakland, said she and

two friends had reached an outcropping about 400 feet (120 meters) below the summit when they saw the fire explode out of control.

From the outcropping, called the subdome, hikers must climb a board-and-cable stairway up the rock face to reach the top.

Kirk, who was hiking to Half Dome for the first time, said she didn’t want to go up the cables, but a park employee insisted. “He said there was no way to land the helicopter except on top of Half Dome,” Kirk said. “That was the moment everyone felt scared.”

“One woman freaked out,” she said. “They gave her a makeshift harness and helped her out on the cable.”

TOKYO — Japan’s Imperial Household Agency has compiled a 61-volume biography of former Emperor Hirohito that portrays him as being distressed that he could not stop his country from going to war, according to Japan’s Kyodo News agency.

The 12,000-page record says he complained in July 1939 to Army Minister Seishiro Itagaki about the military’s “predisposition” as it strengthened its relationship with Germany, Kyodo reported. He also warned against the navy’s call for war with the United States, predicting in July 1941 that it would be “nothing less than a self-destructive war.”

The record also cites U.S. Gen. Douglas MacArthur, who led America’s postwar occupation of Japan, as saying Hirohito had said he accepted full responsibility for the war.

Hirohito’s role in World War II was never firmly established, as he was shielded from indictment in the Tokyo war crimes trials by a U.S.

Guantanamo prisoner in standoff as transfer stalls

MIAMI — At about 155 pounds, the Syrian prisoner is gaunt for a man over 6 feet tall. He is pale and weak, so lethargic at times that one of his lawyers said he had to lie on the floor when he met with her one day this summer at the prison on the U.S. Navy base at Guantanamo Bay, Cuba.

The hunger strike that 43-yearold Abu Wa’el Dhiab started 18 months ago to protest his indefinite confinement without charge was

supposed to be over by now. He was told in the spring he would be resettled in Uruguay, along with five other Guantanamo prisoners.

But as the months have dragged on and the transfer put on hold, his standoff with military officials has only deteriorated, at times turning violent. “Everyone who has seen him recently is alarmed,” said Alka Pradhan, one of his attorneys.

The prisoner has been engaged in a tense struggle with guards in recent months, according to documents filed in federal court

in Washington, where Dhiab, who has been fed through a nasal tube to prevent starvation, is challenging some of the tactics used by the military to deal with prisoners on hunger strike.

In July, the Pentagon gave Congress a legally required 30-day notice that it intended to transfer Dhiab and five other Guantanamo prisoners — three other Syrians, a Tunisian and a Palestinian — to Uruguay, where President Jose Mujica, a leftist former political prisoner, offered to accept them as

But they are among the several dozen prisoners who cannot return to their homelands because they would face persecution or because their own countries are considered unstable.

The transfer to Uruguay, where one poll shows it is opposed by a majority, however, is not imminent.

Presidential spokesman Diego Canepa announced last week that aspects of the transfer were still

being finalized and that it would be unlikely within the next two to three months. That would put it past Uruguay’s Oct. 26 presidential and legislative elections, and perhaps even a possible Nov. 30 runoff.

The U.S. government says the transfer of Dhiab and others is still going to happen. “We are very appreciative of Uruguay’s decision to resettle these individuals,” said Ian Moss, adviser to the Special Envoy for Guantanamo Closure. “It truly is a significant humanitarian gesture.”

Screening may benefit heavy-smoking seniors

WASHINGTON — Some current or former heavy smokers may benefit from a new lung cancer test even if they’re 65 or older — although they experience more false alarms, suggests an analysis that comes as Medicare is debating whether to pay for the scans.

Lung cancer kills thousands a year, in part because tumors aren’t usually detected early enough for treatment to stand a good chance.

A major study released in 2011 showed that low-dose CT scans of the lungs of people at especially high risk because of heavy smoking can cut their chances of dying from lung cancer by 20 percent.

Based on that study, the U.S. Preventive Services Task Forces recently recommended the yearly test for people ages 55 to 80 who smoked a pack of cigarettes a day for 30 years, or the equivalent, such as two packs a day for 15 years.

Some analysts have questioned if the test really will benefit seniors.

Only a quarter of participants in that original study were 65 or older, and no one over 76 got screened.

What if the scans were offered to older adults who, because of other health problems common with increasing age, couldn’t withstand cancer treatment if an early tumor were found? On the other hand, 70 percent of all lung cancer cases in the U.S. are diagnosed in people 65 or older.

So the National Cancer Institute’s Paul Pinsky and colleagues reanalyzed what happened to the

older participants in that original study.

To prevent one lung cancer death required screening 245 seniors compared to 364 middle-aged people, those ages 55 to 64, the researchers reported Monday in Annals of Internal Medicine.

But screening tests come with trade-offs, such as false-alarms that require invasive follow-up tests to rule out cancer. The older participants had a somewhat higher rate of false-positive scans over three years of tests, 28 percent compared to 22 percent, the researchers reported.

As for those who really did

have cancer, seniors were as likely to undergo surgery as the younger participants. The five-year survival from lung cancer: 67.5 percent for the under-65 crowd compared with 66.7 percent for 65- to 69-year-olds and 56.5 percent for those older than 70.

Because lung cancer isn’t the only health threat, researchers also tracked overall survival: Some 64 percent of the middle-aged group lived five years, compared with 60 percent of the 65- to 69-year-olds and 50 percent of those 70 and older.

The findings are reassuring that screening seems to involve similar trade-offs for older and middle-aged groups, said Dr. Michael Gould of Kaiser Permanente Southern California, who wasn’t involved in the reanalysis.

NEW YORK — Key discoveries about breast cancer, Parkinson’s disease and the body’s handling of defective proteins have earned prestigious medical awards for five scientists.

The Albert and Mary Lasker Foundation announced the winners Monday. Each prize includes a $250,000 honorarium. The awards will be presented Sept.

19 in New York.

The Lasker award for clinical medical research will be shared

by Drs. Mahlon DeLong of Emory University in Atlanta and Alim Louis Benabid of Joseph Fourier University in Grenoble, France, for developing a surgical treatment for Parkinson’s disease.

In work that began in the late 1960s, DeLong traced Parkinson symptoms to overactivity in a specific part of the brain.

Benabid, following up on that research independently, showed in 1995 that stimulating this area with a surgically implanted electrode could ease some Parkinson symptoms.

The U.S. Food and Drug Administration approved that approach for treating advanced Parkinson’s disease in 2002. More than 100,000 people worldwide have received the therapy, the Lasker foundation said.

The award for special achievement in medical science will go to Mary-Claire King of the University of Washington in Seattle.

In 1990, King identified a region

of human DNA that contains the BRCA1 gene, which gives a heightened risk of developing breast cancer if mutated. That led to the isolation of the gene itself, paving the way for identifying women who’ve inherited a mutated version so they can be monitored and counseled.

King also came up with a way to screen women for a number of other genes that predispose women to breast or ovarian cancer, or both. She also used her genetic expertise to help find children in Argentina who’d been kidnapped as infants or born while their mothers were in prison during the military regime of the late 1970s and early 1980s.

Her work has also been used to help identify victims of mass disasters and soldiers who were missing in action.

The Lasker award for basic medical research will be shared

by Peter Walter of the University of California, San Francisco, and Kazutoshi Mori of Kyoto University in Japan. They made key discoveries about how cells detect and manage their proteins that have not been folded correctly, which can make them harmful. The research has shed light on certain inherited diseases, including cystic fibrosis, the foundation said.

The Lasker foundation was established in 1942. Albert Lasker was an advertising executive who died in 1952. His wife Mary was a longtime champion of medical research before her death in 1994.

NEGARA - Until now, people at Kaleran hamlet, Yehembang village still face clean water crisis because the water of Municipal Waterworks (PDAM) does not run. As consequence, they are willing to queue to get water in the cistern of the company. Most of the residents taking the water are housewives in need of water for daily needs.

SEMARAPURA - A civil servant (PNS) with the initials Ida Ayu S, 54, was reported to Gianyar Police for a fraud committed against I Gede Buana Partha, 38, and I Gede Saputra Andika, 29. The victims claimed to have been promised a civil servant position since 2010 by paying as much as IDR 130 million and IDR 150 million. Unfortunately, there is no clarity so far.

As information compiled, the fraud originated from Gede Buana who wanted to apply for civil servant position in April 2010. At that time, the victim living at Jalan Papaya No. 3 Gianyar got information that Ida Ayu S could get the position with the payment of IDR 130 million. “Being interested, the victim was ready to pay in twice installments. The installment was paid on April 12 and June 9, 2014,” said a police source at Gianyar Police, Monday (Sep 8).

Further, Gede Buana informed Ketut Wahyuni, 55, that to become a civil servant he had handed money to Ida Ayu S. Being interested, the housewife living at Jalan Penyaringan No. 8 Jalan Denpasar then enrolled for her son, I Gede Suputra Andika. However, she was asked for money as much as IDR 150 million and could be paid twice. “Ketut Wahyuni handed money directly to the defendant on December 13, 2010,” he said.

After handing the money, Gede Buana Parta and I Gede Saputra Andika would be informed few months later. But having passed for more than two years, Ida Ayu S posing a civil servant in one of the government agencies in Gianyar never gave information. In April 2012, the two victims asked when they would be appointed a civil servant to the woman living on Jalan Werkudara Gianyar. But, they just got a promise. “Since they were upset as only given a promise, both victims reported the fraud in September 2014 to Gianyar Police,” he explained.

Chief of Gianyar Police Criminal Investigation Unit, Aris Purwanto, when asked for his confirmation on the fraud case said that his party would immediately investigate after receiving the report to examine the relevant witnesses. He added that such a case should be anticipated. Moreover, the total loses of both victims in the report reached IDR 280 million. “After receiving the report, we will immediately conduct an investigation to examine witnesses,” he said. (kmb35)

tion occurred each year. Some residents queuing in the cistern did not get water due to limited water availability. They claimed to have often delivered the complaint, but they got no response.

The resident of Kaleran hamlet, Yehembang village must walk around one kilometer just to find water for their daily need.

Another resident, Made Sudar, 44, once asked the Municipal Waterworks to bring in water supply by tank truck. Unfortunately, the truck did not come. When contacted, the company argued if the truck was not strong enough to pass on the ascending path around the people’s settlement. As alternative, people then decided to seek water to irrigation channel located far enough from their home although the water was not clean.

Headman of Yehembang, Made Semadi, when asked for his confirmation justified if local residents had to queue to get clean water. Village authority had made coordination with the Municipal Waterworks related to the problem. Based on checking, the basic cause lay in the small water discharge from the spring.

In addition, the company also checked the real condition into the jungle area. The water shortage indeed occurred every year at the village, especially during dry season. (kmb26)

Onslaught of migrants, slum appears in numbers

TABANAN - Bali does not only become a haven for travelers desiring to enjoy holidays but also for those looking for job opportunities. The onslaught of migrants overwhelms Bali to compete in earning a fortune. This condition has been undergone by Tabanan.

Even though the number is not as much as in Denpasar and Badung, if this condition is not handled properly in terms of population and spatial order, it will result in a problem ranging from the slums to health problem.

The Head of Tabanan Population and Civil Registry Office, I Nyoman Gede Gunawan, described the population of Tabanan in 2013 reached 457,926 people.

Based on online data in 2014, the population was recorded to have reached 460,261 people or showed an increase of 0.99 percent. “However, the data in 2014 have not been fixed because there may be double inputs. Data validation will be issued by the Directorate General of Civil Administration,” said Gunawan.

lay in Kediri subdistrict with the amount reaching 2,500 people and Tabanan subdistrict reaching 2,000 people.

Responding to the onslaught of migrants, the Head of Tabanan Development Planning Board (Bappeda), IB Wiratmaja, said the phenomenon was like two-sided coin where it could result in negative and positive impacts. “One of the impacts of the urban development is the emergence of slums. In the past, Tabanan did not have it, but now it has begun to emerge,” said Wiratmaja.

Although it had not been in large

amount, according to Wiratmaja, it should be handled since the beginning to anticipate the subsequent problems. Other than slums, the onslaught of migrants also led to health problems and poor sanitation. “Besides, the presence of migrants will certainly increase the burden of the town,” said Wiratmaja.

Aside from raising negative impact, the presence of migrants also had a positive impact. He added that their presence would increase the worker availability and consumers in the economy. “For example, food stalls will get more and more buy-

ers. It is called multiplier effect,” he said.

He further added that to overcome the problems caused by the onslaught of migrants was needed a precaution. For the existing problems, the Tabanan government had coped with repairing or making sanitation other than providing information about the clean and healthy life. Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Neil Patrick Harris gets married in Italy Associated Press

NEW YORK — Kim Kardashian and Kanye West aren’t the only ones who tied the knot this year in Italy. So did Neil Patrick Harris and David Burtka.

The “How I Met Your Mother” star and his actor-chef groom were married Saturday in Italy. They’d been dating for 10 years and are parents to 3-year-old twins, Gideon and Harper.

The grooms wore custom Tom Ford

tuxedos and Elton John performed at the reception.

“Yup, we put the ‘n’ and ‘d’ in ‘husband,’” Harris tweeted Monday.

His publicist later confirmed the news.

Harris, 41, just won a Tony Award for his role in “Hedwig and the Angry Inch.” He has been in several Broadway productions, including “Assassins,” ‘’Proof” and as the exuberant master of ceremonies in “Cabaret.”

Burtka, 39, played Tulsa in the Bernadette Peters-led revival of “Gypsy,” was

seen off-Broadway in “The Play About the Baby” and is also a chef.

“How I Met Your Mother” producer Pam Fryman officiated at the wedding.

Same-sex marriages are not allowed in Italy so it was not legally binding in that country.

Clooney says he’ll wed fiancee in romantic Venice Associated Press

ROME — George Clooney says he will marry his fiancee in Venice, one of the world’s most romantic backdrops.

The heartthrob actor revealed that he will marry human rights lawyer Amal Alamuddin in the lagoon city in a couple of weeks.

His publicist, Stan Rosenfield, said Clooney revealed the venue but not the exact wedding date during at a

star-studded benefit evening in Florence on Sunday.

Clooney, who owns a lakeside villa in northern Italy, has frequently attended film festivals in Venice, which abounds in ancient palazzi with magical water views.

Clooney, 53, and Alamuddin, 36, a Beirut-born British national based in London, posted the required

legal notice in Britain last month, declaring their intention to marry abroad, specifically in Italy.

It’s his second marriage and her first.

Clooney also told the benefit dinner guests he can’t wait to marry Alamuddin.

DENPASAR - Chairman of the Indonesian Economists Association (ISEI) of Bali Chapter, Prof. Dr. Ketut Rahyuda, stated that the inequality occurred in Bali was not caused by the failure of the masterplan for the economic development acceleration of Indonesia (MP3EI) because the implementation of the program divided into several development corridors was relatively new. Even, the activity would generate employment and income for Balinese people when the program was focused on infrastructure development, especially in the transportation sector.

“The infrastructure of transportation must be developed in Bali because all this time it is very crowded and stifling as well as filled with pollution. Thus, the road infrastructure must be given prior-

ity, not destination project, such as the reclamation of Benoa Bay,” said Rahyuda.

He said the infrastructure development of land, sea and air transportation in Bali aims to balance the

development of South Bali with the East, North and West Bali. The development of those transportation infrastructures would accelerate the economy, such as trade flows, investment and other services. On

that account, the growth was not only enjoyed in South Bali, but also in the entire region.

“The increase in gini ratio is caused by the sectoral potential that cannot be optimized. It happens because the national and regional budgets are dominantly spent for consumption and low productive programs, so that it does not result in multiplier effect. Besides, the capital flight is very high. In other words, the investment only does business in Bali, while the profits are taken to other regions. This

happens due to low political will of our leaders. Many public funds are used improperly, so that it will be impossible to generate prosperity,” he revealed.

Rahyuda claimed to be surprised because when the budget ran out for the use of political and consumer cost, the policy holders did not have a concept of alleviating poverty, especially ahead of the fuel price hike, so the poverty increased and the gini ratio was increasingly higher.
