“I am not a 2014 presidential candidate. Neither will my wife nor my children nominate for the presidency,” Yudhoyono said before starting his general lecture at the 2011 Indonesian youth leadership forum at the Ballroom of Pacific Place here on Thursday.

In his prelude to the general lecture themed leadership, the head of state also said he did not groom anybody for the 2014 presidential election.

“Hopefully, the tourism perpetrators like travel agencies could direct more tourists to tourist areas in North and East Bali in order to avoid tourist overload in South Bali during peak season,” said IB Kade Subhiksu, Head of Bali Government Tourism Office, in Denpasar, Wednesday (Jun 8).

“Neither have I groomed anybody to run for the presidency in 2014. Let the people and democracy speak themselves in 2014,” he said.

Every Indonesian citizen had equal right and chance to become a president, he said.

Yudhoyono said he deemed it necessary to clarify the matter to avoid an allegation that he used the forum as part of preparations to renominate himself for the presidency in 2014.

Bali News Bali House proposes to hold BAF once in three years Denpasar (Bali Post)—

Bali House proposed in order the implementation of Bali Arts Festival (BAF) could be organized every three years instead of every year. The reason, each regency/city has held a BAF every year. The people’s representatives also highlighted the festival was not different from night market. Various arts displayed in BAF remained to look monotonous and there was no deepening of discovery to the arts existing in Bali.

“The best culture successfully gathered should be displayed extravagantly. That’s why this great annual event is held by the province so far,” said a member of Commission II, IB Pada Kesuma in Denpasar on Wednesday (Jun 8).

This politician doubling as a mask artist said that government should promote the work of artists that had been able to explore the dormant Balinese arts and culture until they turned famous. This endeavor would have an impact on the increase of tourist visits to Bali.

Automatically, it would also enhance the revenues. “After the BAF, there is no follow-up even the attention given to the artists, whereas Bali is only relying on the art and cultural attractions to promote tourism,” he said.

Meanwhile, a member of Commission IV, Cokorda Kerthyasa, also considered that art perfor-

mances in the BAF remained a repetition. Ideally, the arts festival should be a party showing off the best and most unique arts. “It has not discovered the existing treasures and contemporary innovation,” he said.

Cokorda acknowledged that to explore the potential of Balinese art and culture took a long time and a year or two years was not enough.

It really needed the support of energy. Therefore, every BAF should display the best thing obtained from discoveries in the sources of art and culture that were performed optimally.

“BAF that has been organized so far needs evaluating by a special committee in the Bali House. Special Committee for the assessment is very important to evaluate the issues on the arts performed and the budget spent in the BAF,” he affirmed. (par)

Development of Galiran Market

Hampered by trader relocation Semarapura (Bali Post)—

Through Regional Budget 2011 approved few months ago, Klungkung Government allocated IDR 15 billion for the development project of Galiran Market. However, until now there has been no clarity when the project begins. “We (Klungkung Government) expect the Galiran Market project could be implemented as soon as possible. However, there are some technical issues that must be resolved first,” said Assistant to the Economic, Development and Public Administration of Klungkung Regional Secretary, IGNB Putra, Wednesday (Jun 8).

One of which that had to be resolved, said IGNB Putra, was temporary shelter to relocate the traders whose numbers reached 600. Indeed, so far there was Galiran terminal becoming the only alternative for the re-

location of traders. “However, we are still waiting for the decree of the regent,” he said.

Concerning with the plan to use the Galiran terminal for temporary shelter of traders, IGNB Putra claimed to hold a meeting with other related agencies such as the Public Works; Cooperative, SMEs and Industry Services as well as Transportation Services. “Indeed, if the terminal is used as temporary shelter of the traders, Klungkung will consequently lose the trophy of transportation orderliness (WTN) and revenue as well as traffic density appears in the terminal,” he said. Such considerations were then formulated to be subsequently submitted to the regent as reference before making a decision. If later on the regent agreed to use the terminal as a temporary shelter of traders, it would be followed up

by making sheds to accommodate 600 traders, their relocation and then began the construction. ”Obviously, the Galiran market project should be worked on this year,” he added while saying it was impossible to take advantage of the vacant stalls in Semarapura Art Market (North Market) as an alternative for the Galiran Market traders. “We need sheds, not kiosks. Meanwhile, the space available in the North Market is in the form of kiosks,” he said.

When contacted separately, the Head of Klungkung Transportation, Communication and Informatics, Nengah Sukasta, also delivered similar opinion. If the terminal was used as a temporary shelter of traders, practically Klungkung would lose revenue from the terminal.

Besides, Klungkung would also fail

to reach WTN trophy. “In 2011, we are targeting the revenue of terminal could reach IDR 65 million,” said Sukasta.

In the meantime, people’s representatives began to worry if the allocated fund for Galiran Market project would return to regional treasury as the fund worth IDR 10 billion for the same project in 2010. The fund was taken back to regional trea-

sure because the project was canceled. “As a matter of fact, the development of Galiran Market is urgent because condition of the current market is deplorable,” said Deputy Head of Klungkung House, Putu Tika Winawan. Annual event of Bali Arts Festival (BAF) will not only be filled out with a variety of performances and handicraft exhibition. This year, 16 culinary booths are ensured to enliven the festival, too. Except for showing off various kinds of Balinese cuisines representing the regencies/ city across Bali, other public participants will feature a variety of Balinese typical cuisines in combination with western-style food.

“Existence of traditional food booth poses an attempt to preserve various kinds of Balinese culinary heritage so they could survive in the onslaught of globalization.

Though the number of booths this year is only 20 or fewer than last year, the effort to feature Balinese cuisine to be better known by wider community should be improved,” said Culinary Exhibition Coordinator in the 33rd BAF, Ketut Sudira, when monitoring the number of booths in the Art Center area, Wednesday (Jun 8).

He added that preparation of food booths had accomplished nearly 100 percent. It meant that 16 booths were ready to offer a variety of typical Balinese culinary treasures of each region starting from the opening of BAF on Friday (Jun 10). Out of those booths, 9 of them were prepared to represent the culinary hallmark of each regency/city throughout Bali, while 7 other

booths were allocated for public participant who would present their culinary mainstays ranging from roasted pig, snail meatball, monitor lizard satay and various other mouthwatering menus.

“Culinary booths are centered on Long Pavilion area located in the north of the river. Meanwhile, the satay menu will be in the area north of Ayodya Stage and assorted drinks in the area west of Ayodya Stage,” he said. Related to the selling price complained by the public as much higher than normal price, Ketut Sudira said the food prices were expected to be sold at affordable price.

Each booth would include the price of each type of food so people could choose which foods to be enjoyed without fear of being overpriced.

Hundreds of security team alerted

Related to the amount of street vendors or hawkers who

were often encountered during the implementation of BAF, the management of Bali Art Center would alert hundreds of security teams consisting of police, public order officers (Satpol PP) and pecalang (customary security) to handle their presence.

“We make sure that in this year’s BAF, no more street vendors or hawkers peddling their goods in the BAF area. They have been concentrated in one location,” said the Head of Bali A r t C e n t e r, K e t u t M a n t a r a Gandhi. The traders of satay, food and others had been allocated a single location in the area north and west of Ayodya Stage. He added the BAF area was ensured to be free from traders or parking lot. Each trader would be obliged to wear identification (ID card) to indicate they had a permit to do selling. (bit)

Abrasion is inseparable from the human responsibility that pays little attention to the environment. Pollution and excessive activities along the coastal territory causing damage to coral reefs is one of the actions that aggravate the abrasion.

Head of Badung Animal Husbandry, Fisheries and Maritime Affairs, I Made Badra, said the disturbed ecosystem balance and changes in underwater currents were the main cause of sand shifting. In a larger scale, the shift was called abrasion. Coral reef ecosystems had an important role in maintaining the flow of coastal sand. Coral reefs were just like a sand factory. If they were damaged or disturbed, coral reefs would be unable to produce sand.

He said there were a number of factors affecting the existence of coral reefs. Apart from climate change, human intervention also played a very significant role. Badra said the activities such as belay of fishing boats, contamination of fuel and other waste could trigger the damage to coral reefs.

Government had taken several measures to conserve the coral reefs.

In Badung, there were numerous points of preservation or restoration of coral reefs through transplantation. Restoration, for instance, had

been carried out along the coastal territory of Kelan, Muaya, Mengiat, Nusa Dua, Terora and Tanjung Benoa. Monitoring of coastal pollution was also conducted through collaboration with local communities.

Despite these efforts had been implemented by government, public awareness to protect the environment was extremely needed. Therefore, he encouraged people to participate actively in particular by not polluting the beach. “Our hope in the future, aside from fish or other marine biota can grow, the return of coral reefs will also generate maximum sand so the abrasion can be minimized,” he said.

As for abrasion in Badung, Badra revealed the most severe today occurred in the region of Cemagi and Canggu. Meanwhile, in Kuta, Legian and Seminyak, the average abrasion could have been handled. One point, namely in front of Discovery Plaza, was still experiencing abrasion. It was caused by improper handling, namely the lacking of dikes and it would be handled as soon as possible. “Long-term solution is by preservation of coral reefs as its natural process requires longer time, while short-term solution is by moving sand on Kutuh Beach to a number of abrasion points,” he said. Eleven subak groups in Denpasar under threat of drought Denpasar (Bali Post)—

Kedewatan dam repair project in Gianyar will in fact have an impact on farmers in Denpasar. Considering, the water flowing on Ayung River is the water source for several subaks (irrigation cooperative) in Denpasar. The dam repair project taking place over five months will affect the cropping pattern of farmers in Denpasar. Head of Denpasar Agricultural, Food Crops and Horticultural Services, I Gede Putra Ambara, confirmed on Wednesday (Jun 8) about the Kedewatan dam repair plan. The project would be implemented in mid-June 2011.

It was said the impact was felt by farmers in Denpasar because there were at least eleven subaks in Denpasar whose water source was taken from the channel of Kedewatan dam. “The improvement will interrupt the water supply for eleven subaks in Denpasar,” said Ambara Putra last Wednesday. Totally, the agricultural land of eleven subaks reached 700 hectares. Within five months to come, the subaks whose water source was from Ayung River would certainly unable to grow rice. “We have socialized this plan to farmers, so they do not grow rice

for several months,” he said.

Ambara Putra added, though farmers were unable to grow rice, they could still plant crops. Even, his party had prepared a number of assistances for farmers in Denpasar.

At least, seed and fertilizer had been allocated to help farmers. “We have prepared assistance to ease the burden of farmers during the five months to come as they are unable to grow rice,” he said.

Another impact would certainly be felt, namely the decline in rice production in Denpasar at this yearend.

Considering, for five months the rice production in Denpasar would decline from a year earlier. Aside from subak, the need of clean water would be disrupted. Moreover, the municipality waterworks (PDAM) of Denpasar also took surface water from the same groove.

“Of course, we will be affected if the project is until closing the water flows to Denpasar,” said Managing Director of PDAM Denpasar, I Putu Gede Mahaputra. However, Mahaputra did not clearly know about the project. Up to now, his party had not received any notification related to the project. (kmb12)

LONDON – Former prime minister Tony Blair on Thursday warned the European Union that it must elect a leader or face being left behind by the world’s emerging economies.

The former Labour party leader told The Times newspaper that unless the bloc adopted “strong, collective leadership and direction”, it would end up trailing in the wake of China, India and Brazil.

Blair shrugged off public fears about more control passing into the hands of EU institutions and called for a shift in the perception of the bloc’s role from one as a peacemaker to one as a world superpower.

“For Europe, the crucial thing is to understand that the only way

that you will get support for Europe today is not on the basis of a sort of postwar view that the EU is necessary for peace,” he argued.

“For my children’s generation, that is just a bizarre argument. They don?t see that as a real threat.

“What they can understand completely is that in a world in particular in which China is going to become the dominant power of the 21st century, it is sensible for Europe to combine together, to use its collective weight in order to achieve influence,” he added.

The divisive former leader, who was once touted as a possible candidate for the job of president of the European Council, believes that the accountability of an elected leader would outweigh concerns over a concentration of power.

“If you want to have a debate about the direction of Europe it seems to me very hard to have that on a European-wide basis unless you have some means by which people elect something that is Europe-wide in nature,” he said.

“We won’t have the weight and influence a country like Britain needs unless we’re part of that European power as well,” he added.

Blair’s radical proposal, which he admits has “no chance of being accepted at the present time”, would see a leader representing the EU’s interest on the world stage while at the same time presiding over the union of member states.

Blair urged for the completion of the single market and for common European policies on energy, defence, immigration and organised crime.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali.

There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

AHMEDABAD, India – A speeding truck in western India ran over and killed 18 Muslim pilgrims who were sleeping on a roadside early on Thursday morning, police said.

PHOENIX – A wildfire believed sparked by inattentive campers blazed unchecked for an 11th day in eastern Arizona on Wednesday, engulfing a deserted town, forcing thousands of people in nearby towns to flee and leaving 600 square miles (1,550 square km) of pine forest blackened.

The blaze, ranked as Arizona’s second-largest forest fire on record, cut through the popular mountain retreat of Greer, which had been evacuated days before, authorities told reporters in the nearby town of Springerville.

Captain Jim Wilkins, a U.S. Forest Service fire official, said it was too soon to know how many of several hundred homes in the town were lost, but “we do know the fire burned through there.”

Earlier on Wednesday, authorities ordered the complete evacuation of Springerville and a third mountain community, Eager. The two towns, both situated near the New Mexico border, are home to some 8,000 people combined.

As many as 2,000 people had been chased from the Springerville-Eager area over the past two days, but officials had

allowed most residents to stay pending possible further evacuations.

As many as 11,000 residents in all have been displaced in the White Mountains region, a popular vacation destination for Arizonans seeking to escape the summer heat, since the fire erupted on May 29.

While the wind-whipped blaze remained at zero containment, no injuries have been reported and known property losses were limited to 11 structures, including at least four cabins, fire officials said. Some 2,000 firefighters were battling the blaze.

New Mexico state officials were also readying for the blaze, which they said was about a mile from the border on Wednesday, to cross into their state.

Wednesday afternoon, with gusts forecast to reach 42 miles per hour.

“This fire is very large and very intense, and we’re still just trying to get a handle on it,” Brenyn Lohmoelder, a fire information officer, told Reuters.

One of the biggest challenges facing fire crews was the danger of additional spot fires ignited by burning embers carried aloft by high winds, said Jim Whittington, a fire official.

As of Wednesday morning, fire officials said the so-called Wallow Fire had charred up to 389,000 acres or well over 600 square miles, in and around the Apache Sitgreaves National Forest.

Smoke from the conflagration, which fire officials suspect may have started from an unattended campfire, has drifted as far east as Iowa.

“If I don`t clarify that I and other members of my family will not run for the 2014 presidency I am afraid that other people who are fond of being suspicious of other people will accuse Erwin Aksa (chief of the young Indonesian businessmen association) and all of you of being members of the SBY (Susilo Bambang Yudhoyono) 2014 success team,” he said.

Yudhoyono said he would no longer need a success team because he would not seek re-election in the 2014 presidential election.

Meanwhile, the Head of Central Statistics Agency (BPS) of Bali Province, Gde Suarsa, stated the room occupancy rate of star hotels in Bali in April 2011 reached an average of 64.03 percent, increased by 0.87 points compared to March 2011 reaching only 63.16 percent. The highest occupancy rate occurred in the city of Denpasar namely 66.48 percent and the lowest in Tabanan Regency reaching 41.85 percent. Compared to the occupancy rate in March 2011, the region of Gianyar, Karangasem, Buleleng and Denpasar showed an increase respectively 14.94 points; 17.72 points and 7.46 points, while Tabanan and Badung respectively declined by 3.53 points and 0.8 point.

“The longest stay of guest in April 2011 was recorded in Denpasar namely 4.16 nights and the lowest occurred in Tabanan Regency namely 1.79 nights,” he explained.

In the meantime, the occupancy rate in non-star hotels in Bali in April 2011 reached an average of 34.69 percent with the highest occupancy rate occurred in Badung namely 53.01 percent. Meanwhile, occupancy rate in April 2011 rose by 1.33 points if compared to March 2011. “Non-star hotels show a significant increase. This hotel category is always filled with tourists every day,” he said.

Increase of hotel occupancy rate, acknowledged Suarsa, occurred in Jembrana Regency, Gianyar, Klungkung and Karangasem with a very significant percentage. Indonesia to buy New Zealand beef after Australia ban Agence France-Presse

JAKARTA – Indonesia said Wednesday it could buy more beef from New Zealand after Australia suspended live cattle exports due to concerns over animal cruelty.

Jakarta is not yet satisfied that a video showing brutal abuse of Australian cattle in Indonesian slaughterhouses is authentic, according to Agriculture ministry livestock department chief Prabowo Respatiyo Caturroso. But he said the government was determined to improve butchering practices wherever cruelty was discovered.

“We have to respect the Australian government’s decision to stop its live cattle exports to Indonesia,” Caturroso told AFP. “We’re fully aware that we have to improve animal welfare in our abattoirs. Our investigators are still checking the accuracy of the video on cruel treatment of livestock here,” he said.

Trade minister Mari Pangestu said that Indonesians should not worry about meat shortages following Australia’s decision earlier Wednesday to ban all live cattle exports to Indonesia for up to six months.

“This is a temporary ban. We don’t need to worry that we will

have shortage of meat supply in the country, especially for holy month of Ramadan and Eid al-Fitr holiday because our meat stock is more than enough,” she said.

“As to animal welfare issue, the agriculture ministry will intensify its programs (to improve it). We’ll cooperate and make coordination with Australia for capacity building in meeting the standard,” she said.

Economics Affairs Coordinating Minister Hatta Rajasa said Indonesia had to boost efforts to become self-sufficient in domestic meat supply and raise standards at abattoirs where necessary.

“But please don’t generalize that all abattoirs here are bad,” he said.

Australia’s action came amid a public outcry over shocking images of the mistreatment of cows in slaughterhouses that were broadcast on state television.

Agriculture Minister Joe Ludwig said the trade, worth Aus$318 million a year (US$340 million), would not start again until safeguards were in place to ensure animal welfare

in Indonesia.

The footage broadcast by the Australian Broadcasting Corporation included kicking, hitting, gouging of eyes and breaking of tails of some animals as Indonesian workers attempted to force them into slaughter boxes. Australian cattle account for about a fifth of Indonesia’s rising beef consumption, or around 500,000 head a year.

Indonesia has enough cattle of its own to make up the difference but they are not in commercially viable herds, Caturroso said. The export ban may spur local farmers to raise their game, he added.

“Surely, if Australia stops the export, New Zealand is ready to export more beef to Indonesia,” he said, adding this would mean frozen beef as New Zealand does not export cattle for slaughter.

“I hope it won’t give a significant impact as our population’s beef consumption is relatively low. It’s only 2.4 kilograms (five pounds) per capita annually.”

Indonesia’s parliament passed a law on livestock welfare in 2009 but it has not been implemented and no sanctions are in place for abattoirs that mistreat animals, despite the mainly Muslim’s country’s concerns about halal butchering.

Indonesia economic competitiveness improving: WEF JAKARTA - Indonesia, among the Group of 20 countries, has made the most progress in terms of competitiveness in recent years, but major challenges remain, the World Economic Forum said on Wednesday.

In the WEF’s first-ever Indonesia Competitiveness Report, released ahead of the 20th World Economic Forum on East Asia in Jakarta this weekend, the organization found that Indonesia showed the strongest progress among the G20.

“Indonesia ranks 44th among 139 economies in the Global Competitiveness Index or GCI ranking,” the report said. Since 2005, it had progressed in each of 12 categories of the index and “now compares favorably” with Brazil, Russia, India and South Africa.

Within the ASEAN group of countries, while Indonesia was still well behind Singapore and Malaysia, it was at par with Thailand and Vietnam, but “far ahead” of the Philippines and Cambodia.

“From an economic standpoint, Indonesia has done remarkably well in the past decade and has proven very resilient during the global economic crisis,” WEF economist and the report’s author, Thierry Geiger, said.

“These positive developments are, to a large extent, reflected in the country’s competitiveness performance. Indonesia should

not be complacent, though. Many shortcomings persist and robust growth might exacerbate them,” Geiger said. Infrastructure was “among the most glaring shortcomings,” the expert said.

“Ports, roads and railroads are in poor condition. Electricity supply is extremely unreliable and scarce,” he said. The uptake of information and communication technologies was still limited, both among businesses and within the population at large.

The public health situation was “alarming” and the rigidity of the labor market meant that informal employment and precarious working conditions were prevalent.

Finally, Indonesia “must continue strengthening its institutional framework. Corruption remains widespread, while greater transparency and predictability are needed in the policy-making process,” the WEF said.

“Indonesia’s ranking has improved remarkably as cited in the report,” said the country’s trade minister, Mari Elka Pangestu.

“However, we recognize the need to continue improving our competitiveness and the government has prioritized overcoming these challenges, especially infrastructure bottlenecks,” Pangestu said.

“We also recognize the need to improve human resources by continuously improving health, education and workers’ training,” the minister added.

Indonesia’s nationalist push could scare off miners Reuters

JAKARTA - Indonesia’s push to renegotiate mining contracts to increase its royalties could scare off new investors willing to take on a number of other risks to tap abundant natural resources in the Southeast Asian country.

The government’s move to revisit existing contracts is mandated by a 2009 mining law, but analysts said a string of recent comments by politicians suggested a rising tide of nationalism aimed at shoring up domestic political support.

The country, the world’s top exporter of thermal coal and tin, has this year seen a pick-up in interest from global miners and a boom in investment in coal assets, after years of being sidelined for investment because of political uncertainty, red tape and corruption.

“The problem with Indonesia in the eyes of many investors is the question of sanctity of contract,”

said Keith Loveard, an analyst at Jakarta-based security firm Concord Consulting.

“I don’t think anybody in the business world is going to like the idea of walking in and signing a contract to find in two or three years that someone wants to renegotiate it.”

Darwin Zahedy Saleh, Energy and Mines Minister, said on Tuesday the government was seeking to renegotiate royalties paid by miners, but gave no details or timeframe.

The government said last year it was in talks with miners to try and adjust their contracts, but no public details have emerged.

“This could be a degree of posturing,” said Loveard, adding investors should watch whether words turned into action against a major operator.

Major miners in Indonesia include Freeport-McMoran Copper & Gold Inc, Newmont Corp and a unit of Vale. BHP Billiton and top nickel

producer Norilsk Nickel have projects in the country.

The 2009 mining law, replacing one dating back 41 years, was meant to increase certainty for investors but also aimed to squeeze more benefits from rich mineral reserves in Indonesia, also a key producer of copper, nickel and gold.

There has been little strong public opposition of the law by the mining industry, perhaps signalling that commodity prices are high enough to ensure sufficient return on investments despite any increased royalties.

Prices for gold, silver, tin and copper all hit records this year.

“The renegotiation must be from two sides,” said Thamrin Sihite, a director general for coal and minerals at the energy and mines ministry, telling Reuters higher royalties would come “only if it’s possible”.

Indonesia is aiming to not only increase its share but also spur investment in higher value process-

ing, to use coal to make steel and to refine copper.

Efforts to attract foreign firms clash with regular nationalist noises — a reflection of a long-running battle between a handful of government reformers versus more domestic-focused parties and entrenched local business interests, heightened as players eyeing the next 2014 presidential elections.

Pressure from potential voters over foreigners and mineral wealth in the world’s fourth most populous nation was highlighted this week by Australian miner Sihayo Gold, who said locals burnt an exploration camp.

President Susilo Bambang Yudhoyono, who cannot stand again in 2014, launched an economic “masterplan” last month to attract investment, overhaul infrastructure and become a top-10 economy by 2025. But he also cited broken investor promises as one of the “diseases” that could cause the plan to fail.

The biggest push in the sector by investors, from utilities such as Coal India and private equity firm TPG, is in coal, where local firms such as Bumi Resources dominate.

Bumi’s prize assets came from majors BHP, Rio Tinto and BP after they were required to sell stakes following a certain period of production and then faced rising pressure from nationalists.

David Thurtell, metals analyst at Citigroup, said the new push would mainly impact smaller to medium coal companies, since others had contracts called “Coal Contract of Work” that spelled out exemption from new changes in regulations.

This kind of contract has already come at a price.

“For this, they have been paying higher royalty of 13.5 percent, versus a maximum of 9 percent for those with non Coal Contract of Work, and corporate income tax of 45 percent (versus 30 percent),” said Thurtell.

Malaysia will be the only foreign country to present its art troupe in the cultural parade along with art troupes from eight districts and city in Bali, head of Bali cultural service I Ketut Suastika said here on Thursday.

He said seven art groups from five foreign countries meanwhile would take part in the arts festival.

Six other foreign groups meanwhile would only present their arts performances at Taman Budaya

Denpasar which is the venue of the festival.

A total of 334 art performances would be staged at the festival.

The foreign art troupes to participate in the festival come from Japan (three groups), the US, India, Australia and Malaysia.

Malaysia in the parade will present “Wau Bulan”, a cultural art show very popular among the people in that country.

“Wau Bulan” is a kite made of pa-

per and feather played by Malaysians.

I Ketut Suastika said the parade this time would not be done ceremoniously to give people freedom and artists to express themselves freely.

He said the parade was aimed at maintaining the identity and art characteristics of each district in Bali.

The main PKB events include parade, arts performances, small industrial products and craftsmanship exhibition, competitions, dialog forums and documentary film shows.

British tourist arrival in Bali up 46 percent Antara

DENPASAR - A total of 32,129 British tourists visited Bali in the first four months of 2011, jumping 46.98 percent from 21,859 in the same period last year.

The 46.98 percent surge put Britain in seventh place among the top ten sources of foreign tourist arrivals in Bali after Australia, China, Japan, Malaysia, Taiwan and South Korea, Head of the Bali Provincial Statistics Office I Gede Suarsa said on Thursday.

He said the British tourist arrivals represented 3.78 percent of the

overall tourist arrivals in Bali in the four months through April which reached 848,899, up 13.37 percent compared to 748,754 in the same period last year.

Britain ranked ninth as the source of foreign tourist arrivals in the world-renowned tourist resort in the January-April 2010 period.

Last year, 96,412 British tourists visited Bali, up 2.77 percent from 93,688 in the previous year.

Gede Suarsa said tourist arrivals from seven of the top ten source countries increased significantly while those from the three others declined in the January-April 2011 period.

Tourist arrivals from Australia rose 34.92 percent to 210,903 from 162,082, China 0.19 percent to 71,186 from 71,052, Malaysia 32.95 percent to 52,507 from 39,435, Britain 46.98 percent to 32,128 from 21,859, Russia 26.74 percent to 31,646 from 24,970, Singapore 42.99 percent to 30,455 from 21,095 and France 15.15 percent to 28,897 from 25,095.

Meanwhile, tourist arrivals from Japan fell 21.81 percent from 82,436 to 64,455, Taiwan 10.51 percent from 44,085 to 39,451, and South Korea 1.35 percent from 37,787 to 37,277.

Spiritual Farming:

From One Green to Some other Greens Advancement of science of technology does not answer all problems encountered by human life. In agriculture, for instance, modern farmers can now have boosted the quantity of production, even in multiple amounts. On the one had, it’s a great success but on the other hand it still leaves a problem on the decline of environmental and human health quality.

Green revolution occurred between 1943 and 1970s through the implementation of chemical fertilizer and good irrigation system has conjured up the rice production. In short term, it became an efficacious medicine to resolve the famine in tropical countries. Few decades later, it had an impact on the reduction of environmental quality, like pollution in water, land and others. Apart from the impact on the environment, it was also had an impact on human health like the rise of some new cancers.

Realizing these facts, now Bali has an initiative to become a green province and implement the integrated farming system (Simantri).

Hopefully, implementation of the system could realize the Bali Organic plan and consequently minimize the environmental destruction.

Green province campaign includes some aspects, namely green culture, green economy and Bali green and clean. Green culture is intended to change the societal behavior in managing their waste management and environment. Green economy hints that all economic activities should be in the eco-friendly orientation.

These two aspects will empty out into the initiative of Bali Organic.

One of the aspects is applied in the agricultural field. Socialization has been intensified while establishing farmer groups. Through breeding local cows, for instance, farmers are expected to get maximal benefits. Other than increasing the number of cows, they will be able to take advantage the cow dung and urine for organic fertilizers. In the long run, it will reduce the use of chemical fertilizers and pesticides. Of course, this endeavor will reduce the production cost that should be spent by farmers and at the same time increase the quality of rice as well as improve the environmental quality.

As a matter of fact, simple practice of this concept could have been seen around 1970s. Farmers using cows to cultivate their land could also take advantage of their cow

dung. It was spread out onto the rice field and its efficacy could last for at least for two planting seasons. In terraced rice field, it could uniquely be managed by establishing a cowshed in the upper stream. Later on, the collected dry cow dung was channeled to rice field through the water gutter.

However, since being urged by the demand to multiple the rice production, farmers left the method. Introduction of hand tractor and chemical fertilizers gradually replaced the role of cows. The new method was expected to accelerate the land cultivation process. As consequence, cows were only serving as ‘family saving’ for farmers.

Simple eco-friendly pest control actually has been proposed in the palm-leaf manuscript entitled “Shri Tattwa or Darmaning Pemaculan.”

It has been applied by subak community in Bali from generation to generation until today. However, it seems to put more emphasis on the ritual aspect only, while herbal pesticide or other means of the oblation is only applied symbolically.

For instance, bird raids are managed by offering two pieces of ketupat sidayu together with oblation and side dish of yellow dragonfly.

Meanwhile, Subash Palekar from India claimed to have developed the vedic-based farming. He has initiated his ‘spiritual farming’ since 1988. In essence he said that God or nature has provided human with everything required to grow plants. So implementing the chemical fertilizers and pesticide means to oppose God and will result in bad impact to human.

Cow dung and urine as well as compost are three beneficial ingredients being enough for farming both on irrigated and non-irrigated land. By doing so, he claims it is a ‘zero budget of natural farming’ as in his trilogy book entitled Philosophy of Spiritual Farming.

To sum up, all movements at least refer to the same keywords namely green, natural and ecofriendly concept. They denote milestone of new awareness on modern human to re-orientate their food production in quality. This awareness has triggered the orientation in the quality of life and environment.

Hopefully, the aspiration of Bali as Green Province and other green concepts could be realized supported by entire community based on their awareness of a better quality life! (BTN/punia)

In this case Bali‘s plaited products have good prospects as the foreign exchange revenue continued to increase.

The foreign exchange earnings from the shipment of similar commodities in 2010 reached 1.53 million US dollars, a decline of 23.79 pct compared to last year‘s 2.42 million US dollars.

But in the last five years the foreign exchange revenue from the export of handicraft products dropped by an average of 1.37 percent.

In 2006 the foreign exchange earnings from the export of plaited commodities reached 3.04 million US dollars, a decline of 0.33 percent to 3.02 million US dollars in 2007, while in 2008 the foreign exchange earnings reached 3.52 million US dollars, and in 2009 2.42 million US dollars.

BUSINESS Citi says hackers access bank card data Reuters

BANGALORE – Citigroup Inc said computer hackers breached the bank’s network and accessed data on hundreds of thousands of bank card holders in the latest of a string of cyber attacks on high-profile companies.

Citigroup said about 1 percent of its card customers were affected by the breach, which a report in the Financial Times said had been discovered in May during routine monitoring.

The names of customers, account numbers and contact information, including email addresses, were viewed, Citi said.

However, it said other information such as birth dates, social security numbers, card expiration dates and card security codes (CVV) were not compromised.

“We are contacting customers whose information was impacted.

Citi has implemented enhanced procedures to prevent a recurrence of this type of event,” Sean Kevelighan, a U.S.-based spokesman, said by email.

Citigroup joins a growing list of companies that have suffered

cyber attacks.

Data storage firm EMC Ltd offered to replace millions of electronic keys after hackers used data from its RSA security division to break into the network of arms supplier and information technology provider Lockheed Martin.

Electronics giant Sony has reported several attacks, including one in which hackers accessed the personal information on 77 million PlayStation Network and Qriocity accounts.

Sony was criticized for a delay in telling account holders that their information had been stolen by hackers.

Google Inc revealed a major attack on its Gmail accounts targeting, among others, senior U.S. government officials that it said appeared to originate in China.

Washington has scrambled to assess if security had been compromised by the raid on Google’s Gmail system, reflecting increasing concerns among global policymakers about cyber security.

Citi said it had discovered the unauthorized access at Citi Account Online, an online banking service, through routine monitoring.

In April, Citigroup global enterprise payments head Paul Galant, who previously ran the bank’s credit card unit, said security breaches are a fact of life for financial institutions.

“Security breaches happen, they’re going to continue to happen ... the mission of the banking industry is to keep the customer base safe and customers feeling secure about their financial transactions and payments,” he told Reuters in an interview.

Cattle export ban follows WTO rules: Australia Agence France-Presse

SYDNEY – Australia insisted Thursday that its suspension of live cattle exports to Indonesia after cruelty claims complied with world trade rules as calls grow for graziers to be compensated.

Prime Minister Julia Gillard hit back at suggestions that the ban of all live cattle exports to Indonesia for up to six months, announced Wednesday, could be in breach of World Trade Organization requirements.

“What we have done does not breach the World Trade Organization rules,” she told public broadcaster ABC. “We can, under those rules, make appropriate arrangements for animal welfare and we are doing that.”

Gillard said the government

had warned the cattle industry as early as January that animal welfare concerns had to be addressed, and neither of the responses provided in March and May had been “up to standard”.

Since an explosive documentary showing graphic acts of cruelty in Indonesian abattoirs was aired last month, thrusting the issue into the spotlight, Gillard said the industry had again offered a plan of action.

“But what has been provided back to government so far doesn?t give us the kind of assurance we want that Australian cattle are going to be treated in a way that Australians would find acceptable over in Indonesia through the live trade,” she said.

Gillard would not be drawn on whether Canberra would compensate cattle farmers for the lost trade, estimated to be in excess of Aus$1

billion (US$1.05 billion) by some graziers, who claim produce and land values will plummet.

“We’ll work with the industry, the respectful thing to do I think is for us to be talking to them directly and we?ll do that,” said Gillard.

Live exports to Indonesia account for about one-fifth of all the Southeast Asian nation’s rising beef consumption.

Jakarta is not yet satisfied that the video showing brutal abuse of Australian cattle in Indonesian slaughterhouses is authentic but has promised to intensify welfare programmes and says it has to “respect” the ban.

Indonesia’s parliament passed a law on livestock welfare in 2009 but it has not been implemented and no sanctions are in place for abattoirs that mistreat animals.

Growth slowed in spring: Fed Reuters

WASHINGTON – Growth slowed in some U.S. regions during May as costlier food and energy as well as supply disruptions stemming from a major earthquake in Japan in March took a toll, the Federal Reserve said on Wednesday.

“Reports from the 12 Fed districts indicated that economic activity generally continued to expand since the last report, though a few districts indicated some deceleration,” the U.S. central bank’s periodic “Beige Book” summary said.

The report on coast-to-coast conditions, prepared by the New York regional Fed bank and based on conditions on or before May 27, will be used by Fed monetary policy-makers at their next session on June 21-22.

The Beige Book’s conclusions fit with other signs from recent government reports showing consumers struggling with higher gasoline prices and reduced job opportunities. The Labor Department said on Friday that employers added only 54,000 jobs in May and the unemployment rate hit 9.1 percent.

Fed Chairman Ben Bernanke acknowledged on Tuesday that growth had slowed but held out hope it would pick up in the second half of the year. He said policymakers were closely watching labor markets.

Analyst Michael Gapen of Barclays Capital Research said the Beige Book summary was “a bit more optimistic than the incoming data flow in recent weeks” but agreed that growth is likely to pick up later in the year.

“We believe that the main factors constraining activity — higher energy prices and supply chain disruptions — will be transitory in nature and we continue to believe that activity will accelerate in the second half of the year,” Gapen said.

The Beige Book said there was “gradual improvement in labor market conditions” but it wasn’t universal as Minneapolis cited several examples of expected layoffs and St Louis said jobs were likely going to be lost in the services sector.

The Fed said that respondents in New York, Philadelphia, Atlanta and Chicago reported some easing in the overall pace of growth last month, though Dal-

las said it picked up.

Manufacturing was still expanding overall but a number of districts said it too was not growing as quickly as it was earlier in the year.

Consumers, whose purchases of goods and services provide the economy’s driving force, were holding steady but showing some signs of sticker shock last month.

“Elevated food and energy prices, as well as unfavorable weather in some parts of the country, were ... weighing on consumers’ propensity to spend,” the summary said.

There are ample signs of consumer stress; including a report on Wednesday from fast-food giant McDonald’s (MCD.N) showing a reported a lower-thanexpected rise in May sales at established restaurants.

Roughly 800 of McDonald’s 14,000 U.S. restaurants are located by interstate highways and the company said high gasoline prices were a factor crimping spending by customers.

The Fed said new-car sales were “fairly robust” in much of the country but the impact from disruptions that followed the devastating March 11 earthquake in Japan was apparent.

“Widespread supply disruptions — primarily related to the disaster in Japan — were reported to have substantially reduced the flow of new automobiles into dealers’ inventories, which in turn held down sales in some districts,” the Fed said.

The damage caused to Japanese factories and supply lines affected more than just the auto industry. High-tech firms in Boston and Dallas said their business also suffered because of shortages of Japanese-sourced parts.

New homebuilding and real estate sales showed “widespread weakness” although loan demand was steady or rose in the commercial and industrial sector and the Fed noted that was substantial improvement in credit quality.

Prices for agricultural commodities, petroleum-based products and industrial metals rose in May and fuel surcharges were increasingly common.

But wage pressures were described as “contained” and an abundance of workers was keeping wage growth down, the Fed said.

India’s most prominent painter, M.F. Hussain, dies Associated Press Writer

NEW DELHI – M.F. Hussain, a former movie billboard artist who rose to become India’s most sought-after painter before going into self-imposed exile during an uproar over nude images of Hindu icons, died Thursday. He was 95.

CNN-IBN TV channel quoted a friend, Arun Vadehra, as saying that Hussain, often described as India’s Picasso, died at the Royal Brompton hospital in London. His lawyer, Akhil Sibal, confirmed the death to The Associated Press.

Hussain had lived in Dubai since 2006 after receiving death threats from Hindu hard-liners in India for a nude painting of a woman shaped like India’s map, often depicted as “Mother India” in popular arts, folklore and literature. A nude of Hindu goddess Saraswati also angered the hard-liners. No details of the cause of his death were immediately known.

The artist, whose full name was Maqbool Fida Hussain but who was known simply as M.F. Hussain, started out as a poster artist for India’s prolific Bollywood film industry. Decades later, his paintings and even his simple pencil drawings became status symbols for India’s wealthy elite, with his works commanding price tags running into millions of dollars.

Hussain almost never wore anything on his feet. With his free flowing white beard and hair, he was an instantly recognizable figure in India’s art world.

He first became well-known in the late 1940s as part of group of artists headed by Francis Newton Souza who broke with traditional Indian painting styles. He became especially well known for paintings of horses earlier in his career.

HONG KONG – Oscar-winning director Ang Lee played an important role in “The Hangover Part II” — at least off-screen. He is the father of one of the actors. The filmmaker’s younger son, Mason Lee, plays Teddy, the teenager the lead characters try to rescue as they struggle to piece together what happened during a crazy night in Bangkok.

Ang Lee was clearly a proud dad speaking to reporters after catching a showing with his younger brother and mother earlier this week in Taiwan, his home country.

“My son’s performance was quite good,” Lee told reporters outside a Taipei theater in footage posted on the website of the Taiwanese newspaper Apple Daily.

“He is quite a serious actor but this is just a comedy.”

Asked by an overeager reporter whether Mason was a future Oscar winner, the elder Lee responded with a smile, “He only has a small role in the movie.” Lee demurred when asked if he would cast Mason in one of his movies. “I don’t know. Kids should do whatever they want to do,” he said.

Lee’s older son, Haan, played the toddler son of the family featured in Lee’s 1992 directorial debut, “Pushing Hands.”

The Associated Press didn’t touch on Mason Lee’s performance in its largely critical review of “The Hangover Part II.” It gave the sequel oneand-a-half stars out of four, saying it was too much of a rehash of the first installment.

However, the movie has been a big international hit. It was the No. 2 film outside North America behind “Pirates of the Caribbean: On Stranger Tides” last weekend, raking in $63.8 million on its second weekend. Its total take as of last weekend was just over $347 million.

UN chief calls for global action to end AIDS Associated Press Writer

UNITED NATIONS – Secretary-General Ban Ki-moon called for global action Wednesday to put an end to AIDS by 2020 and relegate the killer disease to the history books.

Opening a three-day General Assembly meeting to assess progress in combatting HIV/AIDS, the U.N. chief told presidents, ministers and diplomats from across the globe that if all partners involved in the fight unite “as never before” the goal can be met.

“Today, we gather to end AIDS,” the secretary-general said. “That is our goal — zero new infections, zero stigma and zero AIDS-related deaths.” Ban recalled that world leaders first took responsibility for

controlling the epidemic at a U.N. meeting in 2001, and since then new infections have declined by 20 percent. Five years ago, leaders pledged that every individual would get services, care and support to cope with HIV and AIDS and since then AIDS-related deaths have fallen by 20 percent, he said.

Michel Sidibe, executive director of the United Nations AIDS agency, told the leaders that the vision of an AIDS-free world can be realized.

However, he said it will require

revolutionizing HIV prevention and the mobilization of young people “as agents of change” in reducing treatment costs. It will also require ending discrimination and providing lifesaving services to the groups most affected — migrants, prisoners, people who inject drugs, sex workers, and men who have sex with men, he said.

Sidibe said 1.8 million people die of AIDS every year in the developing world and in developed countries AIDS is becoming a chronic disease. He said 9 million people in the world await treatment.

Sidibe urged donors, who have reduced funding for AIDS for the first time in 10 years, to increase their contributions to meet the new goal.

KABUL – War may kill thousands of civilians a year in Afghanistan, but choking air pollution in the capital Kabul is more deadly, experts say. Signs of the silent killer — pollutants emitted by old cars, poor quality fuel and people burning trash — are everywhere on the city’s chaotic streets.

Men walking or cycling usually cover their mouths with masks or scarves to keep out the dust.

Women clasp blue burkhas to their faces. “It’s not possible to stay healthy without a mask,” said Ahmad Wali, a pharmacist who wears his every day, even when working in his store.

“People are stuck with a very big problem. It’s difficult to reduce pollution quickly. We have to breathe this air.” The city’s primitive and over-stretched hospitals are forced to treat ever increasing numbers of people with respiratory problems.

“I’ve been sick for three years,” said Malalai, an Afghan mother of nine being treated at the Jamhuriat hospital, one of the city’s biggest.

“When I talk, I get breathless af-

ter two or three minutes. I have chest pains when I try to breathe.

I can’t walk or stand for a long time and I have no energy.”

The figures are stark. Around 3,000 people per year die of air pollution in Kabul, the National Environment Protection Agency said last year. By comparison, the United Nations says that 2,777 civilians were killed in the war across Afghanistan in 2010.

There are several main causes of air pollution, but underpinning them all is Kabul’s rapid expansion as people fled to the capital in search of relative stability amid fighting in many rural areas.

The city was designed for about one million people but is now home to around five million, a figure which the Kabul municipality says has doubled in six years.

Many of the new arrivals live in illegally built slum homes and Kabul’s infrastructure struggles to cope. The city’s roads are usually jammed with old and poorly maintained cars imported illegally from countries like Canada, Germany and the United States, often spewing out fumes which are the byproduct of poor quality fuel.

one female, were born May 27,” said Rica Rwigamba, head of tourism and conservation at the Rwanda Development Board. “The two new-borns and their mother Ruvumu are well,” she said.

It is only the seventh time in the last 40 years that a gorilla has given birth to twins. Twin gorillas were last born in February.

Twenty-two baby mountain gorillas will be “baptised” in a namegiving ceremony on June 18 in Rwanda’s Volcanoes National Park.

The twins born in February will

be among those baptised but the latest two will only be named at next year’s ceremony.

According to a 2010 census, the total number of mountain gorillas has increased by a quarter over the past seven years to reach more than 780 individuals.

Two-thirds of them are found in the Virunga chain that straddles Rwanda, Uganda and the Democratic Republic of Congo. They were brought to the attention of the outside world by the renowned US primatologist, the late Dian Fossey.

ROME – Germany striker Miroslav Klose has signed a two-year deal with Italian giants Lazio after failing to agree on a contract extension with German league side Bayern Munich.

Klose, who turned 33 on Thursday, finally signed the deal late on Wednesday night and joins on a free transfer with his Bayern contract to expire at the end of the month after four years in Munich.

Bayern confirmed on Monday that talks over a new deal had broken down and Klose, the top-scorer at the 2006 World Cup, has wasted no time in finding a new club. “Miroslav Klose is a Lazio player,” read a brief statement on the Lazio website.

With 61 goals in 109 appearances for Germany, Klose comes to Rome-based Lazio with a wealth of experience and is closing in on Gerd Mueller’s all-time record of 68 goals for the German national side. His record of 14 goals in World Cup finals is second only to Brazil’s Ronaldo.

But Klose has endured a disappointing season for Bayern

making most of his 20 league appearances from the bench and scoring just one goal while Germany team-mate Mario Gomez netted 28 goals in 31 Bundesliga games for Bayern.

Having made his debut for Germany in March 2001, when he scored the winner in a 2-1 win over Albania, the Poland-born striker made his name at Kaiserslautern before joining Bremen in 2004 and then Bayern in 2007.

He helped Bayern win the German league and cup double in his first year at the club and played a key role as they reclaimed the league title in 2010 and reached the final of the Champions League.

After Karl-Heinz Riedle, Thomas Doll and Thomas Hitzlsperger, Klose becomes the fourth German to join Lazio.

Klose had been strongly linked to both Turkish side Galatasary and Spain’s Valencia.

He has always said he wants to play on until Euro 2012, to be hosted by the Ukraine and Poland next June, which may well be his swan song, and the Germany coaches have insisted all national players must have regular football.

LONDON – Premier League clubs’ revenues smashed through the £2 billion barrier for the first time last year but soaring wages remain a concern for the world’s richest league, a study reported on Thursday.

The 20th Annual Review of Football Finance from Deloitte reported that Premier League clubs earned £2.030 million in 2009/10, a figure which is expected to rise to £2.2 billion in 2010/2011 when new television deals kick in.

However the report cautioned that the increase in revenues of £49 million was outstripped by the rise in total wage costs of £64 million, taking total payroll costs to more than £1.4 billion or 68 percent of revenues.

Chelsea were the the club with the biggest wage bill (£174 million) followed by Manchester City (£133 million), who nosed ahead of city rivals Manchester United who spent £132 million.

However City’s mammoth wages represented 107 percent of the club’s revenue, compared to United, whose wages-to-revenue ratio came in at 46 percent.

City’s spiralling wage costs represent a challenge for the club ahead of the introduction of

UEFA’s Financial Fair Play rules, which will seek to make clubs participating in European competition to break even by 20112012.

“Cost control remains the biggest challenge facing clubs, at all levels of the professional football pyramid,” Paul Rawnsley, Director in the Sports Business Group at Deloitte said.

Nevertheless Rawnsley believed English Premier League clubs would be able to make the transition to UEFA’s financial regulations given the league standing as the most lucrative in world football.

“Premier League clubs should be well placed to comply with UEFA?s regulations, as the Premier League remains the top revenue generating league in Europe,” Rawnsley said.

“Clubs have time to make adjustments to their business plans before the new regulations are effective, as well as increased broadcast revenue from 2010/11 to help deliver a bet-

ter balance between spending on players and revenue generation.”

The Premier League revenue of £2 billion far exceeded any other European league, leading from Germany (£1.4 billion), Spain and Italy (£1.3 billion each) and France (£0.9 billion).

Meanwhile the imbalance between wages and revenue was even more pronounced in English football’s second tier, the Championship, with a wages/revenue ratio of 88 percent.

Other figures in the report showed record pre-tax losses in the Premier League clubs of £445 million overall, with gross transfer spending down by more than 20 percent from the record £713 million in 2008-09 to £559 million last season.

However net debt in Premier League clubs fell by 20 percent from £3.3 billion to £2.6 billion, figures attributed to debt to equity conversions and Arsenal’s successful selling off property in their Highbury Square development.

Wade: Heat knew NBA finals would not be easy Associated Press Writer

DALLAS – Although Dwyane Wade would have certainly been thrilled with a cakewalk, he knew the NBA finals would not go any differently than the rest of this season did for the Miami Heat.

A season of grinds is ending, predictably, with another. “If we came and won in four straight games it would have been like, ‘Ummmm, really? All that for that?,’” Wade said Wednesday. “So this is a part of the process. This is what this team is used to. I always look forward to see how we’re going to respond.”

He’ll have his answer soon enough. Game 5 of the NBA finals in Dallas is Thursday night, the series knotted at two games and remarkably close in no shortage of statistical categories.

For the first time since the 1940s, three straight games of the league’s championship series have been decided by three points or fewer, and the oddsmakers apparently expect that trend to continue: The Mavericks

were listed as 1.5-point favorites in Game 5 on most Las Vegas boards.

Miami wasted a 15-point lead in the fourth quarter of Game 2, a ninepoint lead in the fourth quarter of Game 4, so it stands to reason that the Heat might be preparing for a parade right now instead of a swing game that awaits on Thursday.

Drama has followed Miami all season, and it’s not stopping. The Heat were roundly criticized for their success last summer in retaining Wade and landing LeBron James and Chris Bosh, absorbed more shots after getting off to a 9-8 start, weren’t popular picks to beat either Boston or Chicago in the Eastern Conference playoffs, been called “Hollywood” by Bulls center Joakim Noah, a regular target for Charles Barkley ... the list of issues is endless.

If anything, all that may have helped for what they’re dealing with now. James is coming off an eightpoint night in Game 4, his first singledigit scoring effort in 90 career NBA playoff games and the first in his past 434 overall. An ESPN poll before the series suggested 2 out of 3 NBA fans didn’t necessarily care if the Mavericks won the title — they just wanted the Heat to lose.

“We didn’t expect to sweep,” Heat forward Udonis Haslem said.

“We expected it to be a tough battle, expected every game to be a close game and every game has been a close game. Think about it: I think we’ve won six quarters, they’ve won six quarters, four quarters have been tied. Everything has pretty much come down to two plays here, two plays there.”

Nadal sees off Aussie qualifier Ebden at Queen’s Agence France Presse

LONDON – Rafael Nadal had no problems making the switch from clay to grass courts as the French Open champion beat Australian qualifier Matthew Ebden 6-4, 6-4 at Queen’s on Wednesday.

Nadal was last seen four days ago swathed in a Spanish flag as he celebrated his record-equalling sixth French Open title after another victory over his old rival Roger Federer.

There was little time to savour that latest success on the crushed earth of Roland Garros however and, after a quick trip to EuroDisney, Nadal has set his sights on successfully defending his Wimbledon crown.

The rapid change of surfaces at this time of year has troubled many great players in the past, but Nadal copes with remarkable ease.

He won back to back French Open and Wimbledon titles in 2008 and 2010 and made the Eurostar train journey from Paris to London firmly believing he can tie Bjorn Borg’s record of three French-Wimbledon doubles.

Nadal, who was given a first round bye, rarely needed to get anywhere near his best against such a raw opponent as 23-year-old Ebden, who is ranked 168th in the world and has spent most of his career playing in Futures and Challenger tournaments.

Back on grass for the first time since beating Tomas Berdych in last year’s Wimbledon final, Nadal quickly stamped his authority on Ebden by breaking in the first game.

He served out the first set and then broke again in the opening game of the second before cruising through to a third round meeting with Czech veteran Radek Stepanek, who beat 16th seed Ivan Ljubicic 0-6, 7-5, 6-4.

“It’s never easy at the start of the grass season. You don’t have a lot of days to adapt to the different surface but I’ve progressed,” Nadal said. “I am a little bit tired because I had a tough Roland Garros and clay-court season but I am

WEYMOUTH - The English coastal resort of Weymouth, once popular with the British monarchy and Royal Navy, is struggling to embrace its new status as an Olympic town.

Selected with its neighbour Portland as the venue for the 2012 sailing regatta, it has received 250 million pounds ($411 million) of investment and been given the chance to showcase its dramatic Jurassic coastline.

More than 100 million pounds of that investment has gone on a new traffic system which Weymouth and Portland Borough Council says will draw in new businesses, holidaymakers and sailors.

Locals agree it will put their town, 214 kilometres southwest of London, on the map but are critical of the new system and say more basic facilities and attractions are needed to keep people interested.

“It (the Olympics) will leave

Weymouth as a ghost town after building up false hopes,” said Chrissy Johnson, 61, a retired hairdresser, sunning herself on the newly painted esplanade.

“Because of the traffic it will blow up in our faces, it will be embarrassing. We will be a laughing stock.”

Officials said the London Olympic Games were expected to rejuvenate sleepy Weymouth after the Royal Navy pulled out of Portland in the 1990s. King George III’s 18th-century summer dips have long been forgotten.

The council has devised a strategy to attract a younger, more adventurous visitor, taking advantage of the second-deepest manmade harbour in the world to bring in divers, and promoting its natural environment to kayakers and mountain bikers.

“We are a traditional, Georgian-fronted seaside destination, but we have got to keep moving with people’s aspirations,” said Jacqui Gisborne of the council’s 2012 operations team.

Pedrosa: Simoncelli action too late DANI Pedrosa believes the MotoGP officials should have taken action against Marco Simoncelli much sooner. A clash between the two riders at Le Mans last month left Pedrosa with a broken collarbone which he is still recovering from.

The incident came after a string of complaints from other riders about Simoncelli’s on-track behaviour. The Gresini Honda man was given a ridethrough penalty during the French Grand Prix as a punishment for the clash with Pedrosa, and then summoned by race direction at Catalunya for talks about his conduct, after which he agreed to act differently in the future.

But Pedrosa thinks race direction should have come down hard on Simoncelli when riders first complained about his moves.

“I would look at from the beginning. In the first occasion I would really do a strong, severe decision to make sure these things cannot happen anymore,” said Pedrosa in a video interview with the official MotoGP website. “But they have another policy and they decide for us.

“In my situation, somebody threw my championship away and it’s hard to swallow but it’s something I have to accept.” Pedrosa is

now down to fourth in the championship, 37 points behind leader Jorge Lorenzo, and will definitely miss Silverstone this weekend as well.

“I missed the race in Barcelona, which was very special for me, and also I missed the chance of winning the title when I had a good package, I felt great and the bike was working so well,” said the Honda rider.

He added that he was making no predictions about when he would return to racing yet, as he did not want to rush back before he was fit

enough to be competitive. “Right now we can’t really say which level we are at, but I hope soon I can be back on the bike,” said Pedrosa.

“We have to really consider my comeback week by week. We have to check my condition and how I feel week by week and then plan to come back. But to say now when I will come back... it’s unknown.

“I would like to be fully fit to come back to racing, this would be great, because that guarantees me the option to win races again.”

Montreal will be the first venue where the overtaking aid has been utilised twice in a racing environment, with the first DRS zone coming on the final straight heading into the chicane with drivers then able to use the system again on the start-finish straight.

However, while the FIA clearly feels there is a benefit from having two DRS zones, Lowe said he wasn’t sure if both were needed to have an effect on overtaking at the Circuit Gilles Villenueve.

“I don’t honestly know the answer,” he said in a Vodafone McLaren Mercedes call-in. “It’s something the FIA have developed as a solution.

This is the first race that we’ve had the system fully commissioned in order to run two sectors. They clearly

feel that will assist overtaking, as that’s the point of DRS. Whether it does or not remains to be seen.

“I think our own analysis, which hasn’t been extensive I must admit, seems to suggest that it may not particularly help. I think the role of DRS will play out mostly in the initial straight from the hairpin, and that the second straight may just aid with performance. I mean in theory, if you’ve overtaken on the first straight, ironically the guy ahead will be able to continue to use his DRS on the second straight, even though he’s only just overtaken, to open up a bigger gap.

“I think we’ll just have to see how that pans out.” Valencia will also feature two DRS zones for the European Grand Prix.
