LONDON - Spice Girls devotees celebrated the band’s reunion tour announced this week -- and none more so than a long-time British superfan with the world’s biggest collection of their memorabilia.

Russian billionaire Rybolovlev charged in Monaco fraud case

NICE - The Russian billionaire Dmitry Rybolovlev, owner of the Monaco football club, has been charged along with three others in connection with a fraud case involving a Swiss art dealer, a legal source said Wednesday.

The exact charges were not immediately known, but Rybolovlev and the three others, which include one of his lawyers, have been released from custody, said the source, confirming a report on the website of local daily Nice-Matin.

The other two taken in for questioning were the wife and son of the former Monaco justice minister Philippe Narmino, the source said.

Since 2015, Rybolovlev has been locked in a legal battle with Yves Bou-

vier, the art dealer he accuses of having swindled him out of up to a billion dollars, by charging inflated fees for works of art.

Rybolovlev was detained Tuesday and held overnight for questioning after a mobile phone was seized from his lawyer Tetiana Bersheda.

On October 2 this year, Rybolovlev opened a new front in his legal battle, launching a $380 million (333 million euros) lawsuit against the Sotheby’s auction house through the New York courts.

In it, he accused the auction house of having helped Bouvier, their art advisor, carry out “the largest art fraud in history” -- at his expense.

Matt Wennerstron, a 20 year old college student and regular at the bar, said the shooter fired a shortbarreled pistol that apparently had a 10-15 round magazine. “It was

just semi-automatic, as many shots as he could pull, and then when it started to reload that’s when we got people out of there and I didn’t look back.”

He said he and others smashed their way out of the bar onto a balcony and then jumped down to safety. “One bar stool and straight through a window,” he told reporters.

TV footage showed SWAT teams surrounding the bar, with distraught revelers milling around and using their cell phones as lights from police cars flashed.

Holden Harrah, a young man who saw the incident, cried as he told CNN that a place where he goes every week to have fun with friends had been a scene of carnage.

“A gentleman walked in the

front door and shot the girl that was behind the counter. I don’t know if she is alive,” he said.

MR immunization coverage reaches 88 percent

DENPASAR - Administration of the Measles Rubella (MR) immunization for phase II has ended. However, the immunization coverage has only reached 88 percent. On that account, the Denpasar Health Agency still provides immunization services in accordance with the circular No. SR.02.06/MENKES/680/2018 issued by the Indonesian Minister of Health, Nila Farid Moeloek. In the first phase, the immunization coverage only reached 75 percent.

Head of the Denpasar Health Service, Luh Putu Sri Armini, stated on Wednesday (Nov. 7) the immunization coverage in Denpasar had not reached the target set forth by central government as much as 95 percent. Therefore, the immunization program is extended again until the end of December 2018 integrated with the immunization month for school students. This policy is done to cover children having not been reached by the MR immunization.

The circular stated that the areas experiencing disasters such as Lombok, Palu, Donggala, Parigi and Sigi, the MR immunization is continued. Meanwhile, the other regions that did not reach the target should make data collection by classifying the age group, namely 9 months to 6 years and 7 years to less than 15 years. Those who have not received immunization should be given immediately.

This immunization is given to children as a preventative measure against infectious diseases. On that account, the Health Agency is actively implementing the immunization. In addition to MR immunization, the Health Agency previously has also carried out Japanese Encephalitis (JE) immunization.

Sri Armini said the first phase was carried out last August and ended in September. After that, the second phase ended at the end of last October. However, currently there is a policy from central government to extend the time specifically intended for children that have not received this immunization.

Previously, Division Head of Disease Prevention and Control, Denpasar Health Agency, Ida Bagus Ekaputra, stated the immunization targeted children aged 9 months to less than 15 years. Previously, the MR immunization was carried out independently. But seeing the impacts of disease transmission over the past six decades from 1982 to 2017 made the central government prevent it by holding immunization measure. It includes the MR immunization gradually carried out during the period of 2017-2018 where this time it targets the Island of Bali. If this is not carried out, it can cause Rubella disease and Congenital Rubella Syndrome (CSR).

Moreover, the FBN and ASITA support the measures of the Bali House of Representatives to close all the shops alleged to have violated, including those having a permit.

Chairman of the FBN Bali, Agustinus Nahak, also highlighted the weakness of immigration officers, especially in the supervision against foreigners. “We consider the immigration to be weak in supervision and it’s time to improve,” said Agus.

Regarding this issue, said Agus, it must be taken seriously because it can lead to new social inequalities in the life of Balinese people and damage the image of Bali tourism in the eyes of the international community.

To prevent floods, Environment Agency alerts taskforce

BANGLI - Road sections in the Bangli town area are often hit by floods during rainy season. The flood is triggered by the overflow of clogged drainage channels. To anticipate the occurrence of floods during rainy season this time, the Bangli Environmental Agency (DLH) has established a taskforce. It has the tasks to monitor flood-prone spots while dealing with floods quickly.

Head of the Bangli Environment Agency, Ida Ayu Yudi Sutha, stated on Wednesday (Nov. 7) the taskforce deployed to monitor the floods was recently formed. Each taskforce has 6 to 8 personnel. They are on duty every day in turns. “We establish this taskforce to monitor floodingprone points. To overcome this, she claimed to have deployed her team to the location. As a result, around one pickup truck of garbage was successfully removed from drainage channel last Wednesday.

Yudi Sutha said the volume of garbage successfully removed is relatively small compared to the previous rainy season that could reach 1 to 2 trucks.

According to her, this proved that public awareness in protecting the environment has increased. She also hoped such public awareness in protecting the environment can continue to be maintained and improved.

TABANAN - Bedugul tourist attraction has been reopened since a week ago after getting dormant for years. Since the opening, some visitors started to come. However, the conditions at the location are not fully optimal. Supporting facilities such as restaurants and other entertainment facilities are considered inadequate.

The Tabanan district government through the Tourism Office has not been able to manage it optimally because of the lack of budget. This object is expected to be managed by third parties through cooperation.

He continued that for the time being visitors can only enjoy the lake view. As planned, the restaurants and accommodation at this location will be managed by district-owned enterprise (BUMDA). For commercial shop houses, the government will invite former merchants selling at the

location, while water attraction will be managed by other parties later.

“Nowadays, it is still under process. For the shop houses we’ll give priority to those having previously sold at the location,” he said.

He continued that in the future he will develop it again. Possibly, it is by providing or building a vehicle for children’s games or the like. After that, as soon as possible he revives the restaurant and water tourist attraction having ever been operated previously and drawn many visitors.

“When everything is available, like the building is adequate, the restaurant is already open, the water rides are already running, including the souvenir center, we’ll be ready to carry out tourism promotion,” he said.

Old Master? Cave paintings from 40,000 years ago are world’s earliest figurative art

TOKYO - A painting of an animal in an Indonesian cave dates from at least 40,000 years ago, making it the world’s oldest piece of figurative art, new research has shown.

The painting in Borneo, possibly depicting a native type of wild cattle, is among thousands of artworks discovered decades ago in the remote region. But it was only using technology called uranium series analysis that researchers have finally been able to work out just when they were painted.

The discovery adds to a growing body of evidence that cave painting did not emerge only in Europe, as was once thought.

“We can see that figurative art developed and evolved more or less at the same time in Asia and in Europe,” researcher Maxime Aubert told AFP. In 2014, researchers dated figurative art on the Indonesian island of Sulawesi to 35,000 years ago, but some of the paintings examined by Aubert and his team in nearby Borneo were produced at least 5,000 years earlier.

Aubert, an associate professor at Australia’s Griffith University, worked with a team in remote and inaccessible caves in the East Kalimantan area of Borneo to date the paintings.

The team, whose research was published in the journal Nature on Wednesday, looked at multiple layers of artwork painted on top of each

other. The bottom-most and oldest layer featured paintings of animals, mostly a local type of cattle, as well as hand stencils in a reddish colour.

On top of those artworks were hand stencils in a mulberry colour grouped in patterns and embellished with lines and dots, as well as small stick-like human figures in the same colour. The final layer featured people, boats and geometric designs.

- ‘An intimate window’ Aubert and his team employed a technique called uranium series dating, which involves analysing layers of the mineral calcite that formed on top of the painting over the years, as well as the material underneath the art. They removed samples smaller than one centimetre (half an inch) across from the artworks and found one painting of an animal had been produced at least 40,000 years ago, and possibly nearly 52,000 years ago.

“To our knowledge, the large animal painting... is the oldest figurative rock art image in the world,” the team’s study said.

The painting is in fact one of the earliest-known representations of any kind of an animal, dating from

a similar period to mammoth-ivory figurines found in Germany, the study added. For many years, cave art was thought to have emerged from Europe, where famed pieces have been discovered and dated in Spain, Italy and France.

But the Indonesian paintings challenge that theory.

“It now seems that two early cave art provinces arose at a similar time in remote corners of Palaeolithic Eurasia: one in Europe and one in Indonesia, at the opposite end of this ice age world,” said Adam Brum, an archeologist involved in the study, in a press release issued by Griffith University. The second layer of artwork dates to around 20,000 years ago, and suggests an interesting evolution in the artwork of the era.

“Around 20,000 years ago, painting becomes of the human world, not the animal world. We see the same thing in Europe at more or less the same time,” Aubert told AFP. He plans to carry out further testing of other artwork in Indonesia, as well as pieces in Australia, and said he felt a personal connection to the past when examining the paintings.

COLOMBO - Having crushed the Tamil Tigers’ rebellion, ex-president and skilled political operator Mahinda Rajapakse is nothing short of a messiah for many Sri Lankans. But ahead of his possible second coming, others are full of dread.

The moustachioed and charismatic Rajapakse came roaring back into national life last month when he was appointed prime minister, triggering a constitutional crisis as the sacked incumbent refused to budge.

As president for a decade until 2015, Rajapakse is hero to the island’s Sinhalese majority for ending a 37-year civil war by crushing the bloody guerrilla campaign for a separate state.

“We are grateful to him for ending the war so that we can live without the fear of bombs going off in Colombo,” said Nimali Fernando, a resident of the commercial capital.

“You are the father of our nation,” wrote Shehan Udayanga, one of 1.3 million followers of Rajapakse, 72, on Facebook. “People are with you,” wrote Buddhist monk Dhammika Krathota.

But allegations that at least 40,000 ethnic Tamils were massacred triggered international outrage and also hatred among Tamils, who make up around 11 percent of the 21-million population.

So Rajapakse’s possible makes many Tamils sick to the stomach. At a Hindu temple in Colombo, Tamil devotees celebrating the Hindu festival of Diwali this week -- the Sinhalese are Buddhist -- were too scared to even talk about it, fearing reprisals if they do.

But off camera, a Tamil business executive from the eastern district of Batticaloa said he feared the return of “white vans”, a reference to a culture of abductions under Rajapakse.

“We are very afraid that Mahinda will return,” he said, asking not to be named. A Tamil journalist, also preferring to stay anonymous, said he feared freedom of movement would be restricted again.

Tamil lawmaker Dharmalingam Sithadthan told AFP his constituents in the community’s heartland of Jaffna remember all too well the repression they suffered.

“There is concern that his return will be bad for them,” Sithadthan said.

The International Crisis Group warned that the situation for Tamils will worsen under Rajapakse.

“Tamil activists and journalists, who already face intense police and military surveillance, as well as threats of violence, will be at risk of increased harassment or worse,” ICG said in a report.

“So too will critics of the Rajapakse family and dissenters throughout the country.” (afp)

Peed tradition of Sukawati maintains its fashion style

Hundreds of residents participated in the mapeed tradition held in a series of pujawali (temple anniversary) at Dalem Gede Temple of Sukawati on Anggara Kliwon Tambir. Aside from being a sacred activity, the tradition adorning every anniversary of trinity temples of Sukawati village is also held by maintaining Balinese customary fashion with the typical style of Sukawati village.

Hundreds of male and female residents walked in pair and dressed in Balinese makeup and fashion ranging from children, teenagers, housewives coalesced into PKK group to the elderly. They were enthusiastic to walk from Dalem Temple to Beji Cengcengan Temple of Sukawati village bordered with Guwang village.

Sacred value of this tradition lies in the purpose of mepeed namely picking up holy water at Taman Beji Temple. Furthermore, this holy water will be used for ritual in the temple anniversary that lasted for four days. “So during the pujawali, the mapeed procession is held every day in the afternoon,” said Chief of Sukawati customary village, I Nyoman Suwantha.

Like the mepeed procession elsewhere, at Sukawati village it

began with rows of lolentakan, umbrella, pasepan and other ritual paraphernalia, while male or female residents in Balinese makeup and fashion were in the middle. In the rear, the participants of the mapeed were accompanied with baleganjur gamelan orchestra.

Different hamlets were involved in the four-day mapeed tradition. At Sukawati, there is a term known as krama penyatusan. “We have 12 hamlets which coalesced into 4 satusan (group), where on the first day was the turn of Tebuana, then Palak on the second day, Telabah on the third day and Gelumpang on the last day,” he explained.

Chief of customary village, I Nyoman Suwantha, affirmed that mepeed on every temple anniversary must always be held. In addition

to maintaining the tradition, it also serves as cultural preservation.

He also always reminded his residents to maintain the makeup and fashion having become the typical styles of Sukawati. One is them is the use of rear kancut for adult women. “Balinese makeup and fashion style indeed have dynamic nature. In the past, they were dominated by modified style, but now we gradually start to improve,” he explained.

He also involved specifically the association of customary village apparatus spouse to provide coaching for residents that would participate in the mapeed. They were asked to promote Balinese makeup and fashion with the simple style of Sukawati. “So, in terms of cost, it is affordable to all levels of society,” he added. (kmb)

Over time and under different conditions there are changes that occur in all societies – including Bali. Along with the increase in both the quantity and quality of information technology there is an increased interest and curiosity amongst Balinese people themselves about things that have become part of daily life. People are not so easily satisfied with the answer “that’s just how it is” about the art, culture and other aspects of daily life for Balinese, like oblations, paraphanalia and the use of animals in rituals.

When discussing about the use of animals in the oblations (bebantenan), of course we will talk about the use of animal meat in the oblations. According to I Gede Agus Budi Adnyana, a humanist and lecturer at State Hindu Dharma Institute (IHDN) Denpasar, we cannot talk about bebantenan without mentioning the use of animal meat in oblations. Various Hindu rituals in Bali often use animal flesh as an offering that has an almost equal position to flowers in oblations. For example, peras oblation must contain grilled chicken otherwise they are not considered complete.

Adnyana said that it is stated in one of the slokas or couplets of the Rig Veda: “what is on the grilled meat, oil and the meat itself should not be thrown onto the grass, offer it to the gods”. This, he said, confirms that meat is one of the important means in the oblations.

Besides, in the practice of Bhairava Tantra, flesh is one of the main offerings in ritual because it is also life-giver of the universe.

“In terms of the type of animals uses, Manawa Dharmasastra states that livestock such as chickens, ducks or pigs are used in accordance with the rituals or local traditions of different areas”, said Adnyana. He added that offering in the form of meat as stated in the Rig Veda become the most

important and the most classical rituals. In addition, there are also animals like cows and buffalos that tend to be used in the Ngusaba or Mamungkah rituals.

The animal is skinned, and the skin and the head are used as titi mamah or as a foundation for the arrival of deities as inspired by the story of the legendary demon Mahisasura who was eradicated

by Goddess Durga. Moreover, in the ceremony of Bhatara Turun Kabeh, the titi mamah like this is also used as a foothold before the deity’s effigy it brought up to the peselang pavilion.

Other rituals also involve animal sacrifice or caru oblations with chicken serving as the basis of caru. According to Ida Bagus Alit, senior figure of Griya Anyar Manuaba, Baha, the type of meat is adjusted to the direction. However, he added that implementation of certain caru ritual such as Caru Wrehaspati Kalpa in the grandiose ritual will usually use other animals such as goats.

Then, other animals are used for each direction like celeng butuan (male piglet) for north point, black-winged goose for the west and white swan for the east and then dog for the south according to the instructions of Ida Pedanda.

Manusha yadnya activities like babayuhan (exorcism rites) also use chicken. In the case of an inauspicious birth where the pawukonbased birthday (otonan) coincides with full moon, a redemption by bebayuhan must be performed using a white chicken dedicated to Shiva Raditya but if the birth coiicides with the new moon a black chicken is used and is to be offered to the Goddess Ratih.

“Chickens in the bebayuhan ritual will be roasted or steamed because after the ritual the chicken meat will be enjoyed by the person for whom the exorcism rite is conducted”, he explained. (kmb)

Rajoelina and Ravalomanana lead Madagascar presidential race

ANTANANARIV0 - Madagascar’s former presidents Andry Rajoelina and Marc Ravalomanana were neck-and-neck in the country’s presidential race according to partial results published by the electoral commission on Thursday.

Rajoelina won 43.5 percent of votes cast in Wednesday’s vote, while Ravalomanana secured 42.44 percent, according to results from 147 polling stations out of 24,852 nationwide.

The country’s most recent president Hery Rajaonarimampianina trailed with 2.93 percent of the votes counted so far.

The Ceni electoral commission estimated turnout at 47.18 percent.

Following the vote, Rajoelina and Ravalomanana both told their supporters they were confident of victory.

Rajaonarimampianina has yet to comment.

A candidate must reach 50 percent to win outright, otherwise a second round will be held on December 19.

Thirty-six candidates ran in the election, which is considered an acid test of the democratic credentials of the large Indian Ocean island nation which has a history of coups and instability.

The key battle was expected to be between Rajaonarimampianina, 60, Ravalomanana, 68, and Rajoelina, 44, according to analysts and the findings of a banned pre-vote poll seen by AFP. Ravalomanana and Rajoelina are bitter rivals and it is the first time they have faced each other at the polls.

Ravalomanana ruled from 2002 to 2009 until he was ousted in a military-backed coup, followed by Rajoelina who was in power until 2014, and then Rajaonarimampianina until earlier this year.

Both Ravalomanana and Rajoelina were banned from contesting the last elections in 2013 under international pressure to avoid a repeat of political violence that engulfed the island in 2009.

Campaigning for Wednesday’s polls passed off without incident and voting was peaceful, according to officials. (afp)

Diwali is the biggest Hindu festival of the year, when firecrackers are traditionally let off.

Ambient air quality in what the World Health Organisation has said is the world’s most polluted major city touched 595 on Thursday morning, according to the US embassy in Delhi which independently monitors pollution levels.

Any reading over 300 is considered hazardous and a danger even to healthy people.

India’s Supreme Court ruled last month that only environmentally friendly fireworks -- that emit less smoke and soot -- can be sold in Delhi, in a bid to cut the smog that has scarred the city’s international reputation.

The court also said firecrackers could only be set off between 8:00 pm and 10:00 pm.

But the capital’s 20 million residents turned a deaf ear to the ruling. Crackers and rockets reverberated around city neighbourhoods well after midnight.

It is insane,” Pranav Yadav, a 19-year-old student wearing a pollution mask told AFP. “I expected people to show some concern but at this rate it won’t be long till every child in Delhi has a respiratory disease,” added Yadav as he headed for a metro train.

Levels of PM2.5 -- fine particles linked to higher rates of chronic bronchitis, lung cancer and heart disease -- have soared since last month when farmers in Punjab and other nearby states started to burn crop residue.

The US embassy air quality index is a combined measure of poisonous gases and fine airborne particles. Once the foul air crosses 500, it causes serious aggravation of heart and lung diseases, with doctors advising residents to skip outdoor activity. (afp)

Boeing plane crashed in Indonesia after key sensor replaced JAKARTA — A crucial sensor was replaced on a Lion Air jet the day before it plunged into the Java Sea, and that sensor replacement may have exacerbated other problems with the plane, Indonesian investigators said Wednesday.

That sensor, known as the “angle of attack” sensor, keeps track of the angle of the aircraft nose to help prevent the plane from stalling and diving.

Earlier this week, Indonesian officials hinted that airspeed indicators played a role in the deadly Oct. 29 crash that killed all 189 people on board.

The jet’s airspeed indicator malfunctioned on its last four flights, and that problem was related to the sensor issue, said Soerjanto Tjahjono, chairman of Indonesia’s National Transportation Safety Committee, on Wednesday.

Lion Air’s first two attempts to address the airspeed indicator problem didn’t work, and for the Boeing 737 MAX 8 plane’s second-to-last flight on Oct. 28, the angle of attack sensors were replaced, Tjahjono said.

On the Oct. 28 flight, from Bali to Jakarta, the pilot’s and copilot’s sensors disagreed. The 2-month-old plane went into a sudden dive minutes after takeoff, which the pilots were able to recover from. They decided to fly on to Jakarta at a lower-than-normal altitude.

The next day, during the deadly crash, the plane hit the water at very

high speed just 13 minutes after takeoff from Jakarta. Its flight crew had requested permission to return to the airport several minutes after taking off.

“The point is that after the AOA (sensor) is replaced, the problem is not solved but the problem might even increase. Is this fatal? NTSC (National Transportation Safety Committee) wants to explore this,” he said.

Even if an angle of attack sensor on a jet is faulty, there’s generally a backup system in place for the critical component, and pilots are trained to handle a plane safely if those sensors fail, airline safety experts said.

There are audio signals and physical warnings that can alert the pilot to malfunctioning equipment or other dangers, said Todd Curtis, director of the Airsafe.com Foundation.

“They should have been completely engaged in what was going on inside that cockpit, and any kind of warning that came up, they would have been wise to pay attention to it,” Curtis said.

Investigators are likely focused on how a single sensor’s failure resulted in a faulty command that didn’t take into account information from a sec-

ond sensor, said John Cox, CEO of Safety Operating Systems. “We don’t know what the crew knew and didn’t know yet,” Cox said. “We will.”

Boeing, which manufactured the Lion Air plane, issues safety-related bulletins, and had previously circulated instructions about what flight crews should do if sensors fail.

Indonesia’s National Transportation Safety Committee said it had agreed with Boeing on procedures that the airplane manufacturer should distribute globally on how flight crews can deal with “angle of attack” sensor problems.

But a Boeing statement said a safety bulletin, sent to airlines on Tuesday, directs flight crews to existing guidelines on how they should respond to erroneous “angle of attack” data. It wasn’t immediately clear if it plans an update, though comments from Indonesian officials indicate they expect one.

Indonesian investigators said their flight procedure recommendations to Boeing were based on how the flight crew responded to problems on the Bali-to-Jakarta flight.

“The draft of what will be conveyed

Hanoi, confirmed as host on Wednesday, was far from an obvious choice: it’s not the richest city in the region, and motorsports remain on the fringe in the football-mad nation. But with its 10-year F1 deal worth tens of millions, Vietnam has promised to succeed where some other Asian countries -- India, South Korea and Malaysia -- have not.

Facing financial strains, all three pulled the plug on hosting the race in the past five years, a warning sign for ambitious cities tempted to enter the costly sport.

“They (F1) can’t really afford a failure,” said Laurence Edmondson, ESPN’s F1 editor.

Asia’s shining example is Singapore, whose glittering, downtown night race quickly became a mainstay of the F1 circuit.

In the right market, F1 races can rake in tens of millions of dollars from ticket sales, merchandise and broadcasting rights.

But the event requires huge up-front investment from first-time hosts, and needs to be meticulously organised and properly promoted.

LOS ANGELES - Boxing superstar Floyd Mayweather on Wednesday scrapped a planned fight with a Japanese kickboxer, claiming he had been duped into agreeing to the contest.

In a lengthy statement posted on social media, Mayweather said he had been “blindsided” by organizers of the proposed bout against Tenshin Nasukawa, set for New Year’s Eve in Saitama.

“I want it to be clear that I, Floyd Mayweather, never agreed to an official bout with Tenshin Nasukawa,” Mayweather wrote on Instagram.

The 41-year-old retired welterweight champion said he had travelled to Japan last week to discuss participating in a private bout against Nasukawa for a “small group of wealthy spectators for a very large fee.”

“This exhibition was previously

arranged as a ‘Special Bout’ purely for entertainment purposes with no intentions of being represented as an official fight nor televised worldwide,” Mayweather wrote.

Soon after arriving at a press conference in Tokyo on Monday, Mayweather said he and his team “were completely derailed by the new direction this event was going.”

“We should have put a stop to it immediately,” Mayweather wrote.

“I want to sincerely apologize to my fans for the very misleading information that was announced during this press conference.

“I can assure you that I too was completely blindsided by the arrangements that were being made without my consent or approval.”

In Tokyo on Monday, Mayweather had vowed to give “blood, sweat and tears” in the fight against Nasukawa.

“It’s always been a goal of mine to go outside out of the US and display my talent. The world has never seen Mayweather compete live in (Japan),” Mayweather told reporters at the press conference, framing the fight as an expansion of his businesses to the Far East.

Mayweather has not fought since his money-spinning boxing showdown with mixed martial arts star Conor McGregor in Las Vegas in 2017. Mayweather returned to retirement following that bout with a perfect 50-0 unbeaten record.

However the American has repeatedly hinted at coming out of retirement since that fight, most recently teasing a possible rematch against Filipino icon Manny Pacquiao.

Adam Lallana admits Liverpool’s players must take the blame for their Champions League woes after their shock defeat by Red Star Belgrade.

LOS ANGELES - Boxing superstar Floyd Mayweather on Wednesday scrapped a planned fight with a Japanese kickboxer, claiming he had been duped into agreeing to the contest.

In a lengthy statement posted on social media, Mayweather said he had been “blindsided” by organizers of the proposed bout against Tenshin Nasukawa, set for New Year’s Eve in Saitama.

“I want it to be clear that I, Floyd Mayweather, never agreed to an official bout with Tenshin Nasukawa,” Mayweather wrote on Instagram.

The 41-year-old retired welterweight champion said he had travelled to Japan last week to discuss participating in a private bout against Nasukawa for a “small group of wealthy spectators for a very large fee.”

“This exhibition was previously

arranged as a ‘Special Bout’ purely for entertainment purposes with no intentions of being represented as an official fight nor televised worldwide,” Mayweather wrote.

Soon after arriving at a press conference in Tokyo on Monday, Mayweather said he and his team “were completely derailed by the new direction this event was going.”

“We should have put a stop to it immediately,” Mayweather wrote.

“I want to sincerely apologize to my fans for the very misleading information that was announced during this press conference.

“I can assure you that I too was completely blindsided by the arrangements that were being made without my consent or approval.”

In Tokyo on Monday, Mayweather had vowed to give “blood, sweat and tears” in the fight against Nasukawa.

“It’s always been a goal of mine to go outside out of the US and display my talent. The world has never seen Mayweather compete live in (Japan),” Mayweather told reporters at the press conference, framing the fight as an expansion of his businesses to the Far East.

Mayweather has not fought since his money-spinning boxing showdown with mixed martial arts star Conor McGregor in Las Vegas in 2017. Mayweather returned to retirement following that bout with a perfect 50-0 unbeaten record.

However the American has repeatedly hinted at coming out of retirement since that fight, most recently teasing a possible rematch against Filipino icon Manny Pacquiao.

Nasukawa, 20, meanwhile, had told reporters on Monday it had been an “easy decision” to agree to fight Mayweather. (afp)

Rajoelina and Ravalomanana lead Madagascar presidential race

ANTANANARIV0 - Madagascar’s former presidents Andry Rajoelina and Marc Ravalomanana were neck-and-neck in the country’s presidential race according to partial results published by the electoral commission on Thursday.

Rajoelina won 43.5 percent of votes cast in Wednesday’s vote, while Ravalomanana secured 42.44 percent, according to results from 147 polling stations out of 24,852 nationwide.

The country’s most recent president Hery Rajaonarimampianina trailed with 2.93 percent of the votes counted so far.

The Ceni electoral commission estimated turnout at 47.18 percent.

Following the vote, Rajoelina and Ravalomanana both told their supporters they were confident of victory.

Rajaonarimampianina has yet to comment.

A candidate must reach 50 percent to win outright, otherwise a second round will be held on December 19.

Thirty-six candidates ran in the election, which is considered an acid test of the democratic credentials of the large Indian Ocean island nation which has a history of coups and instability.

The key battle was expected to be between Rajaonarimampianina, 60, Ravalomanana, 68, and Rajoelina, 44, according to analysts and the findings of a banned pre-vote poll seen by AFP. Ravalomanana and Rajoelina are bitter rivals and it is the first time they have faced each other at the polls.

Ravalomanana ruled from 2002 to 2009 until he was ousted in a military-backed coup, followed by Rajoelina who was in power until 2014, and then Rajaonarimampianina until earlier this year.

Both Ravalomanana and Rajoelina were banned from contesting the last elections in 2013 under international pressure to avoid a repeat of political violence that engulfed the island in 2009.

Campaigning for Wednesday’s polls passed off without incident and voting was peaceful, according to officials. (afp)

Boeing plane crashed in Indonesia after key sensor replaced JAKARTA — A crucial sensor was replaced on a Lion Air jet the day before it plunged into the Java Sea, and that sensor replacement may have exacerbated other problems with the plane, Indonesian investigators said Wednesday.

That sensor, known as the “angle of attack” sensor, keeps track of the angle of the aircraft nose to help prevent the plane from stalling and diving.

Earlier this week, Indonesian officials hinted that airspeed indicators played a role in the deadly Oct. 29 crash that killed all 189 people on board.

The jet’s airspeed indicator malfunctioned on its last four flights, and that problem was related to the sensor issue, said Soerjanto Tjahjono, chairman of Indonesia’s National Transportation Safety Committee, on Wednesday.

Lion Air’s first two attempts to address the airspeed indicator problem didn’t work, and for the Boeing 737 MAX 8 plane’s second-to-last flight on Oct. 28, the angle of attack sensors were replaced, Tjahjono said.

On the Oct. 28 flight, from Bali to Jakarta, the pilot’s and copilot’s sensors disagreed. The 2-month-old plane went into a sudden dive minutes after takeoff, which the pilots were able to recover from. They decided to fly on to Jakarta at a lower-than-normal altitude.

The next day, during the deadly crash, the plane hit the water at very

high speed just 13 minutes after takeoff from Jakarta. Its flight crew had requested permission to return to the airport several minutes after taking off.

“The point is that after the AOA (sensor) is replaced, the problem is not solved but the problem might even increase. Is this fatal? NTSC (National Transportation Safety Committee) wants to explore this,” he said.

Even if an angle of attack sensor on a jet is faulty, there’s generally a backup system in place for the critical component, and pilots are trained to handle a plane safely if those sensors fail, airline safety experts said.

There are audio signals and physical warnings that can alert the pilot to malfunctioning equipment or other dangers, said Todd Curtis, director of the Airsafe.com Foundation.

“They should have been completely engaged in what was going on inside that cockpit, and any kind of warning that came up, they would have been wise to pay attention to it,” Curtis said.

Investigators are likely focused on how a single sensor’s failure resulted in a faulty command that didn’t take into account information from a sec-

ond sensor, said John Cox, CEO of Safety Operating Systems. “We don’t know what the crew knew and didn’t know yet,” Cox said. “We will.”

Boeing, which manufactured the Lion Air plane, issues safety-related bulletins, and had previously circulated instructions about what flight crews should do if sensors fail.

Indonesia’s National Transportation Safety Committee said it had agreed with Boeing on procedures that the airplane manufacturer should distribute globally on how flight crews can deal with “angle of attack” sensor problems.

But a Boeing statement said a safety bulletin, sent to airlines on Tuesday, directs flight crews to existing guidelines on how they should respond to erroneous “angle of attack” data. It wasn’t immediately clear if it plans an update, though comments from Indonesian officials indicate they expect one.

Indonesian investigators said their flight procedure recommendations to Boeing were based on how the flight crew responded to problems on the Bali-to-Jakarta flight.

Peed tradition of Sukawati maintains its fashion style

Hundreds of residents participated in the mapeed tradition held in a series of pujawali (temple anniversary) at Dalem Gede Temple of Sukawati on Anggara Kliwon Tambir. Aside from being a sacred activity, the tradition adorning every anniversary of trinity temples of Sukawati village is also held by maintaining Balinese customary fashion with the typical style of Sukawati village.

Hundreds of male and female residents walked in pair and dressed in Balinese makeup and fashion ranging from children, teenagers, housewives coalesced into PKK group to the elderly. They were enthusiastic to walk from Dalem Temple to Beji Cengcengan Temple of Sukawati village bordered with Guwang village.

Sacred value of this tradition lies in the purpose of mepeed namely picking up holy water at Taman Beji Temple. Furthermore, this holy water will be used for ritual in the temple anniversary that lasted for four days. “So during the pujawali, the mapeed procession is held every day in the afternoon,” said Chief of Sukawati customary village, I Nyoman Suwantha.

Like the mepeed procession elsewhere, at Sukawati village it

began with rows of lolentakan, umbrella, pasepan and other ritual paraphernalia, while male or female residents in Balinese makeup and fashion were in the middle. In the rear, the participants of the mapeed were accompanied with baleganjur gamelan orchestra.

Different hamlets were involved in the four-day mapeed tradition. At Sukawati, there is a term known as krama penyatusan. “We have 12 hamlets which coalesced into 4 satusan (group), where on the first day was the turn of Tebuana, then Palak on the second day, Telabah on the third day and Gelumpang on the last day,” he explained.

Chief of customary village, I Nyoman Suwantha, affirmed that mepeed on every temple anniversary must always be held. In addition

to maintaining the tradition, it also serves as cultural preservation.

He also always reminded his residents to maintain the makeup and fashion having become the typical styles of Sukawati. One is them is the use of rear kancut for adult women. “Balinese makeup and fashion style indeed have dynamic nature. In the past, they were dominated by modified style, but now we gradually start to improve,” he explained.

Along with the increase in both the quantity and quality of information technology there is an increased interest and curiosity amongst Balinese people themselves about things that have become part of daily life. People are not so easily satisfied with the answer “that’s just how it is” about the art, culture and other aspects of daily life for Balinese, like oblations, paraphanalia and the use of animals in rituals.

When discussing about the use of animals in the oblations (bebantenan), of course we will talk about the use of animal meat in the oblations. According to I Gede Agus Budi Adnyana, a humanist and lecturer at State Hindu Dharma Institute (IHDN) Denpasar, we cannot talk about bebantenan without mentioning the use of animal meat in oblations. Various Hindu rituals in Bali often use animal flesh as an offering that has an almost equal position to flowers in oblations. For example, peras oblation must contain grilled chicken otherwise they are not considered complete.

Adnyana said that it is stated in one of the slokas or couplets of the Rig Veda: “what is on the grilled meat, oil and the meat itself should not be thrown onto the grass, offer it to the gods”. This, he said, confirms that meat is one of the important means in the oblations.

Besides, in the practice of Bhairava Tantra, flesh is one of the main offerings in ritual because it is also life-giver of the universe.

“In terms of the type of animals uses, Manawa Dharmasastra states that livestock such as chickens, ducks or pigs are used in accordance with the rituals or local traditions of different areas”, said Adnyana. He added that offering in the form of meat as stated in the Rig Veda become the most

important and the most classical rituals. In addition, there are also animals like cows and buffalos that tend to be used in the Ngusaba or Mamungkah rituals.

The animal is skinned, and the skin and the head are used as titi mamah or as a foundation for the arrival of deities as inspired by the story of the legendary demon Mahisasura who was eradicated

by Goddess Durga. Moreover, in the ceremony of Bhatara Turun Kabeh, the titi mamah like this is also used as a foothold before the deity’s effigy it brought up to the peselang pavilion.

Other rituals also involve animal sacrifice or caru oblations with chicken serving as the basis of caru. According to Ida Bagus Alit, senior figure of Griya Anyar Manuaba, Baha, the type of meat is adjusted to the direction. However, he added that implementation of certain caru ritual such as Caru Wrehaspati Kalpa in the grandiose ritual will usually use other animals such as goats.

Then, other animals are used for each direction like celeng butuan (male piglet) for north point, black-winged goose for the west and white swan for the east and then dog for the south according to the instructions of Ida Pedanda.

Manusha yadnya activities like babayuhan (exorcism rites) also use chicken. In the case of an inauspicious birth where the pawukonbased birthday (otonan) coincides with full moon, a redemption by bebayuhan must be performed using a white chicken dedicated to Shiva Raditya but if the birth coiicides with the new moon a black chicken is used and is to be offered to the Goddess Ratih.

“Chickens in the bebayuhan ritual will be roasted or steamed because after the ritual the chicken meat will be enjoyed by the person for whom the exorcism rite is conducted”, he explained. (kmb)

To prevent floods, Environment Agency alerts taskforce

TABANAN - Bedugul tourist attraction has been reopened since a week ago after getting dormant for years. Since the opening, some visitors started to come. However, the conditions at the location are not fully optimal. Supporting facilities such as restaurants and other entertainment facilities are considered inadequate.

The Tabanan district government through the Tourism Office has not been able to manage it optimally because of the lack of budget. This object is expected to be managed by third parties through cooperation.

Head of the Tabanan Tourism Office, I Made Yasa, stated on Wednesday (Nov. 7) that tourist visit after the opening since last Thursday (Nov. 1) averagely reached 10 visitors or even less because many tourist facilities are not available yet.

They can only enjoy the beautiful lake view. Visitors are only charged with vehicle parking ticket and admission ticket where for adult foreigner is charged at IDR 15,000 and

child at IDR 10,000. Meanwhile, the adult local is charged at IDR 10,000 and child at IDR 7,500.

Yasa added that Bedugul arrangement whose funds source from the central government budget is just intended for the arrangement of parking areas, kiosks and toilets.

Meanwhile, other facilities such as water recreation and other supporting facilities for tourist objects will continue to be structured gradually.

“As we go along, we will gradually make arrangement. Surely, this will highly depend on the ability of the budget as well, but we are optimistic that Bedugul will return to develop as tourism potential in Tabanan,” he said.

He continued that for the time being visitors can only enjoy the lake view. As planned, the restaurants and accommodation at this location will be managed by district-owned enterprise (BUMDA). For commercial shop houses, the government will invite former merchants selling at the

location, while water attraction will be managed by other parties later.

“Nowadays, it is still under process. For the shop houses we’ll give priority to those having previously sold at the location,” he said.

He continued that in the future he will develop it again. Possibly, it is by providing or building a vehicle for children’s games or the like. After that, as soon as possible he revives the restaurant and water tourist attraction having ever been operated previously and drawn many visitors.

“When everything is available, like the building is adequate, the restaurant is already open, the water rides are already running, including the souvenir center, we’ll be ready to carry out tourism promotion,” he said.

Old Master? Cave paintings from 40,000 years ago are world’s earliest figurative art

TOKYO - A painting of an animal in an Indonesian cave dates from at least 40,000 years ago, making it the world’s oldest piece of figurative art, new research has shown.

The painting in Borneo, possibly depicting a native type of wild cattle, is among thousands of artworks discovered decades ago in the remote region. But it was only using technology called uranium series analysis that researchers have finally been able to work out just when they were painted.

The discovery adds to a growing body of evidence that cave painting did not emerge only in Europe, as was once thought.

“We can see that figurative art developed and evolved more or less at the same time in Asia and in Europe,” researcher Maxime Aubert told AFP. In 2014, researchers dated figurative art on the Indonesian island of Sulawesi to 35,000 years ago, but some of the paintings examined by Aubert and his team in nearby Borneo were produced at least 5,000 years earlier.

Aubert, an associate professor at Australia’s Griffith University, worked with a team in remote and inaccessible caves in the East Kalimantan area of Borneo to date the paintings.

The team, whose research was published in the journal Nature on Wednesday, looked at multiple layers of artwork painted on top of each

other. The bottom-most and oldest layer featured paintings of animals, mostly a local type of cattle, as well as hand stencils in a reddish colour.

On top of those artworks were hand stencils in a mulberry colour grouped in patterns and embellished with lines and dots, as well as small stick-like human figures in the same colour. The final layer featured people, boats and geometric designs.

- ‘An intimate window’ Aubert and his team employed a technique called uranium series dating, which involves analysing layers of the mineral calcite that formed on top of the painting over the years, as well as the material underneath the art. They removed samples smaller than one centimetre (half an inch) across from the artworks and found one painting of an animal had been produced at least 40,000 years ago, and possibly nearly 52,000 years ago.

“To our knowledge, the large animal painting... is the oldest figurative rock art image in the world,” the team’s study said.

The painting is in fact one of the earliest-known representations of any kind of an animal, dating from

a similar period to mammoth-ivory figurines found in Germany, the study added. For many years, cave art was thought to have emerged from Europe, where famed pieces have been discovered and dated in Spain, Italy and France.

But the Indonesian paintings challenge that theory.

“It now seems that two early cave art provinces arose at a similar time in remote corners of Palaeolithic Eurasia: one in Europe and one in Indonesia, at the opposite end of this ice age world,” said Adam Brum, an archeologist involved in the study, in a press release issued by Griffith University. The second layer of artwork dates to around 20,000 years ago, and suggests an interesting evolution in the artwork of the era.

“Around 20,000 years ago, painting becomes of the human world, not the animal world. We see the same thing in Europe at more or less the same time,” Aubert told AFP. He plans to carry out further testing of other artwork in Indonesia, as well as pieces in Australia, and said he felt a personal connection to the past when examining the paintings.

COLOMBO - Having crushed the Tamil Tigers’ rebellion, ex-president and skilled political operator Mahinda Rajapakse is nothing short of a messiah for many Sri Lankans. But ahead of his possible second coming, others are full of dread.

The moustachioed and charismatic Rajapakse came roaring back into national life last month when he was appointed prime minister, triggering a constitutional crisis as the sacked incumbent refused to budge.

As president for a decade until 2015, Rajapakse is hero to the island’s Sinhalese majority for ending a 37-year civil war by crushing the bloody guerrilla campaign for a separate state.

“We are grateful to him for ending the war so that we can live without the fear of bombs going off in Colombo,” said Nimali Fernando, a resident of the commercial capital.

“You are the father of our nation,” wrote Shehan Udayanga, one of 1.3 million followers of Rajapakse, 72, on Facebook. “People are with you,” wrote Buddhist monk Dhammika Krathota.

But allegations that at least 40,000 ethnic Tamils were massacred triggered international outrage and also hatred among Tamils, who make up around 11 percent of the 21-million population.

So Rajapakse’s possible makes many Tamils sick to the stomach. At a Hindu temple in Colombo, Tamil devotees celebrating the Hindu festival of Diwali this week -- the Sinhalese are Buddhist -- were too scared to even talk about it, fearing reprisals if they do.

But off camera, a Tamil business executive from the eastern district of Batticaloa said he feared the return of “white vans”, a reference to a culture of abductions under Rajapakse.

“We are very afraid that Mahinda will return,” he said, asking not to be named. A Tamil journalist, also preferring to stay anonymous, said he feared freedom of movement would be restricted again.

Tamil lawmaker Dharmalingam Sithadthan told AFP his constituents in the community’s heartland of Jaffna remember all too well the repression they suffered.

“There is concern that his return will be bad for them,” Sithadthan said.

The International Crisis Group warned that the situation for Tamils will worsen under Rajapakse.

“Tamil activists and journalists, who already face intense police and military surveillance, as well as threats of violence, will be at risk of increased harassment or worse,” ICG said in a report.

Moreover, the FBN and ASITA support the measures of the Bali House of Representatives to close all the shops alleged to have violated, including those having a permit.

Chairman of the FBN Bali, Agustinus Nahak, also highlighted the weakness of immigration officers, especially in the supervision against foreigners. “We consider the immigration to be weak in supervision and it’s time to improve,” said Agus.

MR immunization coverage reaches 88 percent

DENPASAR - Administration of the Measles Rubella (MR) immunization for phase II has ended. However, the immunization coverage has only reached 88 percent. On that account, the Denpasar Health Agency still provides immunization services in accordance with the circular No. SR.02.06/MENKES/680/2018 issued by the Indonesian Minister of Health, Nila Farid Moeloek. In the first phase, the immunization coverage only reached 75 percent.

Head of the Denpasar Health Service, Luh Putu Sri Armini, stated on Wednesday (Nov. 7) the immunization coverage in Denpasar had not reached the target set forth by central government as much as 95 percent. Therefore, the immunization program is extended again until the end of December 2018 integrated with the immunization month for school students. This policy is done to cover children having not been reached by the MR immunization.

The circular stated that the areas experiencing disasters such as Lombok, Palu, Donggala, Parigi and Sigi, the MR immunization is continued. Meanwhile, the other regions that did not reach the target should make data collection by classifying the age group, namely 9 months to 6 years and 7 years to less than 15 years. Those who have not received immunization should be given immediately.

This immunization is given to children as a preventative measure against infectious diseases. On that account, the Health Agency is actively implementing the immunization. In addition to MR immunization, the Health Agency previously has also carried out Japanese Encephalitis (JE) immunization.

Sri Armini said the first phase was carried out last August and ended in September. After that, the second phase ended at the end of last October. However, currently there is a policy from central government to extend the time specifically intended for children that have not received this immunization.

Previously, Division Head of Disease Prevention and Control, Denpasar Health Agency, Ida Bagus Ekaputra, stated the immunization targeted children aged 9 months to less than 15 years. Previously, the MR immunization was carried out independently. But seeing the impacts of disease transmission over the past six decades from 1982 to 2017 made the central government prevent it by holding immunization measure. It includes the MR immunization gradually carried out during the period of 2017-2018 where this time it targets the Island of Bali. If this is not carried out, it can cause Rubella disease and Congenital Rubella Syndrome (CSR).

LONDON - Spice Girls devotees celebrated the band’s reunion tour announced this week -- and none more so than a long-time British superfan with the world’s biggest collection of their memorabilia.

Russian billionaire Rybolovlev charged in Monaco fraud case

NICE - The Russian billionaire Dmitry Rybolovlev, owner of the Monaco football club, has been charged along with three others in connection with a fraud case involving a Swiss art dealer, a legal source said Wednesday.

The exact charges were not immediately known, but Rybolovlev and the three others, which include one of his lawyers, have been released from custody, said the source, confirming a report on the website of local daily Nice-Matin.

The other two taken in for questioning were the wife and son of the former Monaco justice minister Philippe Narmino, the source said.

Since 2015, Rybolovlev has been locked in a legal battle with Yves Bou-

vier, the art dealer he accuses of having swindled him out of up to a billion dollars, by charging inflated fees for works of art.

Rybolovlev was detained Tuesday and held overnight for questioning after a mobile phone was seized from his lawyer Tetiana Bersheda.

On October 2 this year, Rybolovlev opened a new front in his legal battle, launching a $380 million (333 million euros) lawsuit against the Sotheby’s auction house through the New York courts.

In it, he accused the auction house of having helped Bouvier, their art advisor, carry out “the largest art fraud in history” -- at his expense.

Speaking at press conference in the wee hours of Thursday, a sheriff said that around a dozen other people had been injured. He said the motive of the shooting and the identity of the shooter were not known.

The venue in the quiet, upscale Thousand Oaks suburb had been hosting an event for college students, with possibly several hundred young people in attendance, Captain Garo Kuredjian of the Ventura County Sheriff’s office said earlier.

Matt Wennerstron, a 20 year old college student and regular at the bar, said the shooter fired a shortbarreled pistol that apparently had a 10-15 round magazine. “It was

just semi-automatic, as many shots as he could pull, and then when it started to reload that’s when we got people out of there and I didn’t look back.”

He said he and others smashed their way out of the bar onto a balcony and then jumped down to safety. “One bar stool and straight through a window,” he told reporters.

TV footage showed SWAT teams surrounding the bar, with distraught revelers milling around and using their cell phones as lights from police cars flashed.

Holden Harrah, a young man who saw the incident, cried as he told CNN that a place where he goes every week to have fun with friends had been a scene of carnage.

“A gentleman walked in the

front door and shot the girl that was behind the counter. I don’t know if she is alive,” he said.
