Madonna, Guy Ritchie settle child custody dispute

NEW YORK - Singer Madonna and her ex-husband, director Guy Ritchie, have settled a custody dispute over their 16-year-old son Rocco, a court official in New York said on Wednesday.

It was not immediately announced with which parent the teenager would live. Madonna, 58, and Ritchie, 47, have been in a legal battle over their son since December, when the teenager ignored a court order to fly back from Ritchie’s London

home to live with his mother in New York. The “Material Girl” singer, who concluded her worldwide “Rebel Heart” tour in March, and Ritchie, director of 2009 film “Sherlock Holmes,” married in 2000. After they divorced in 2008, they agreed that Rocco would live with Madonna. In March, a New York judge and a British judge both separately urged the former spouses to find an amicable resolution for Rocco’s sake. Lucian Chalfen, a spokesman for

the New York State court system, confirmed the case was officially settled on Wednesday but did not immediately provide further information. Details of the settlement also were not revealed in online court records. Attorneys for Ritchie did not immediately return calls for comment and a representative for Madonna’s lawyers said they do not comment on cases involving children. Hungary charges camerawoman accused of tripping fleeing migrants

BUDAPEST - Hungarian prosecutors filed charges on Wednesday against a camerawoman accused of kicking and tripping migrants fleeing police near the southern border with Serbia last year. Petra Laszlo was fired form her job at N1TV, a television station with nationalist sympathies, after video footage spread online appearing to show her kicking a girl and a young man. Her prosecution for disorderly conduct comes as political tensions mount over Europe’s migration crisis in the region. This could lead to social conflicts in Bali,” he said.

To that end, he considered it necessary to build a communication system and closer coordination among all the parties concerned with security in Bali, including the internal communication of the police units. He admitted that Bali Police make cooperation with local governments, especially in Badung and have made dissemination of information and technical guidance to many hotels so as to implement the hotel security management system (SMPH). Of the 111 hotels proposed to be verified only 44 hotels complied with the criteria. Chief of Kuta customary village, I Wayan Swarsa, said that government of Badung has installed hundreds of CCTVs in public areas in Badung. This measure has provided direct security protection for the public. This needs to be balanced with jaga baya program as a form of innovation through the involvement

of pecalang (customary security guard) in maintaining customary territories of Bali. Until now, pecalang is still respected and trusted by the people and travelers as part of safeguarding the customs in Bali. It is realized that the movement of customary village administration should be dynamic and fast moving in accordance with the changing times. Ketapean Market was built by municipal government on the area of 2,200 square meters. “Seeing the people’s needs, the government took the initiative to

traders began to arrive. Until today, the merchants spill onto Jalan Katrangan,” said Division Head of Local Company Supervisory Board of the PD Pasar Denpasar, A.A. Ngurah Yuliartha. With the two-story building having the area of 1,338 square meters, the Ketapean Market accommodates more than 263 merchants, consisting of 64 stalls, 154 shanties and 83 courtyard merchants. “This market was built first to complete the infrastructure. Then, it was followed by the presence of merchants, while the Badung Market is inherited from the Kingdom of Denpasar,” he added. At first, the merchants selling at the Ketapian Market were residents from the surrounding areas of Ketapean hamlet. Gradually, due to the influence of urbanization, many migrants saw the business opportunity and do selling at the Ketapean Market so that in the long run it was also filled in by merchants from outside the city and even from outside the province. Now, the local merchants amount to not more than 30 percent. “Majority of the merchants

is the urbanites, some are from outside the district or province, but they are mostly from other districts,” he said. Its annual income potential is targeted to reach IDR 68 million and recognized the realization is not much different from the target. “If deviating, it will maximally reach 0.2 percent because our target is very realistic,” he said. The revenue is derived from the rental and levies. Since the minimum rental period is two years, he can raise the rental price every two years depending on the economic condition. Before raising the rental price, he conducted a feasibility study on the rental increase. For the sake of food security sold at Ketapian Market, the market management makes cooperation with the Denpasar Agency for Drugs and Food Control (BBPOM) in terms of supervision and testing because food containing hazardous substance cannot be seen by naked eyes but should pass through laboratory test. When found any food containing hazardous substance, it will be communicated to the head of the market to be further provided with coaching.

Tanah Ampo pier cannot be extended

Indication of budget abuse increasingly strengthens

DENPASAR - The indication of budget misuse is increasingly stronger in the Tanah Ampo pier development project. Results of the consultation held by Commission III of the Bali House of Representatives to the Ministry of Transportation gave new facts. It is related to the issues on the pier considered to have inadequate length so that cruise ships are unable to moor. In fact, the pier is apparently not possible to be extended. “Apparently the pier is not likely to be further extended because the end of the pier is already too deep. Its depth is minus 17 meaning to reach 17 meters so that the issue on pier extension to 150 meters is not possible,” said Secretary of Commission III of the Bali House of Representatives, I Ketut Kariyasa Adnyana, conveying the latest results of consultation to the Division Head of Sea Traffic, Directorate of Harbor Administration, Ministry of Transportation at the parliamentary house, Monday (Sep. 5). Kariyasa added that in the current condition the pier can only be moored by cruise ships with a maximum length of 120 meters. In the meantime, the smallest cruise ship has a length of 300 meters. But on the other hand, central government has been planning the construction of breakwater in 2017. Construction of the 100meter breakwater is meant to cope with big waves having become an obstacle for the operation of Tanah Ampo all this time. “However, it (the breakwater—Ed) will not enable larger ships of 300 meters in length to directly anchor on the pier,” said this PDI-P politician.

Kariyasa considered it strange when hearing the pier cannot be extended and the presence of big waves. In the meantime, the pier completely built in 2012, from the beginning is indeed designed to be moored by cruise ship. But now, the pier costing nearly IDR 100 billion cannot be used. “In essence, this case has become the finding of the supreme audit agency (BPK), the money invested should be beneficial, either spent through district, provincial and state budget. If it is not exploited, it means there has been a budgetary misuse and it harms state finance,” he explained. Kariyasa continued that it raised a big question for proponents of this project in the past, especially the district government why the project with the so large budget did not comply with the original purpose as a cruise pier. Central government must also take responsibility for issuing a massive budget over the proposal of the region. “All this time, many projects have been made without good planning, such as the Tanah Ampo Pier and Gunaksa Pier but immediately spend the money and they cannot

be utilized. Is this the fault of the detailed engineering design or indeed just to make the project run,” he concluded. A member of Commission III, Kadek Nuartana, saw there is an impression if the feasibility study and the DED were forced. As a result, the Tanah Ampo pier has not had the principle of benefit until now. Fortunately, the provincial government still allocates budget for the operating costs so that the project cannot be said to be dormant. “The pier must function according to the initial plan. The budget must be accounted for because what is made must have the principle of benefit. It must be made a trial in order to find out the real weak point,” he said. Chairman of Commission III, Nengah Tamba, agreed that the government should immediately make a trial to the Tanah Ampo pier even though it can only be moored by cruise ship with a maximum length of 120 meters. According to him, there has been a proposal to conduct a trial in this September. After the trial, it will be resumed with the construction of breakwater. “Our priority is the trial. We will invite all the stakeholders. Based on the result of the trial, we can make a recommendation whether it is feasible or not feasible. If not feasible, what is the solution? Do we need to change the function

or can the building of breakwater make it feasible?” he asked. Earlier, Governor of Bali, Made Mangku Pastika, said that it had been agreed that the pier construction was done by central government, while the pier building or terminal by provincial government, and the road by district government. After the terminal and the road have been completed, in fact the pier made by central government only has the length of 150

meters. The budget to extend the pier is now stagnant. “If the pier can be extended to about 200 meters, it can be moored by cruise ships and will revive all,” he added. Pastika added that the inadequate length makes cruise ships difficult to moor at the pier. From the test results, cruise ships finally moored in the middle of the sea so that passengers wishing to the beach must be transported by barge. (kmb32)

Hundreds of Gretek residents face water crisis

SINGARAJA - Difficulty to get clean water supply is experienced until now by Gretek hamlet, Sambirenteng, Tejakula. A total of 650 families in the hilly region have difficulty in accessing clean water. Severe condition occurs in dry season. At this difficult time, residents are forced to spend up to IDR 1.2 million to buy clean water. The difficulty was revealed when they attended the recess of the Chairman of the Buleleng House of Representatives, Gede Supriatna, at Gretek hamlet, Monday (Sep. 5). A local resident, Ketut Riana, in the meeting with the people’s representative expressed how difficult to get clean water supply is. This condition has occurred for many years and the water crisis routinely occurs during dry season every year. Currently, local residents rely on clean

water supply from reservoir in the center of local village and nearby areas. In dry season, the water supply is getting lower and lower, so that it is not sufficient to supply clean water for the entire residents. On this condition, the residents are forced to buy water from tank truck at an expensive price. Moreover, on the peak of water crisis, they must pay at IDR 1.2 million just to buy clean water. “Before the peak of dry season, the water stock in the reservoir stays enough, but when the peak arrives it will reduce. So, we have no choice by buy clean water and this has been happening for a long time. We hope there is concern so that the issues can be overcome,” he said. According to Riana, the water source in the area is still enough. Some locations remain to have

relatively large water discharge. However, to drain water from the source requires high cost. He estimated the cost required to drain the water reaches about IDR 750 million. Such fund will be used to buy pumps, so that the water can be sucked from the source. After accommodated in a reservoir, it can be flowed into people’s home by applying gravity technique. “The water source is located on private property and our constraint to suck is the absence of fund. If the local government gives priority, we hope it can help suck up the water, so that the water crisis can be resolved,” said Riana as confirmed by other residents. After knowing the complaints of the residents, Supriatna said that district government so far has focused to overcoming the

problem of clean water. To cope with water shortages in eastern Buleleng, the district government has built a clean water network to drain water from the springs at Air Sanih, Kubutambahan. This effort is expected to help residents at Gretek hamlet resolve the clean water crisis. Another effort offered is to encourage local government to allocate budget to help capture water from the springs at the location. With that capital, he is confident that next year the government can prioritize to build a clean water network at Gretek hamlet and surrounding areas. “Government has handled the clean water issue. We hope this will be focused again because some villages or hamlets still do not have clean water facilities like this Gretek hamlet. We will com-

municate to the government. If the taking of springs at Air Sanih can reach the hamlet, surely this problem can be overcome. Otherwise, we ask the government to help residents drain the existing water sources. By and large, if there are springs, the proposal will get priority,” he explained. Judicial team suppresses proliferation of chain modern stores

DENPASAR - The government has not been able to overcome the development of chain modern stores in Denpasar considering many chain modern stores appear in numbers. To suppress the proliferation of modern stores in Denpasar, the judicial team returned to supervise. At this time the judicial team led by the Head of the Denpasar Commerce and Industry Agency Wayan Gatra went to a modern store on Jalan Kebo Iwa Selatan and Jalan Gunung Sanghyang, Monday (Sep. 5). According to Gatra, in the supervision made by the government of Denpasar, both stores were indicated as chain store. It can be known from the computer system in the cashier remaining to display the logo of a certain chain store and the price list of the goods was also fooled by reversing it. In addition, the store attendant could not present the current operating license when being raided. Seeing this condition, Gatra instantly reminded and summon the owner to the office of Denpasar municipal police. Gatra further said the discipline should be carried out sustainably. If there is permit inappropriate with the operations in the field, the first step to do is reprimanding it. If the reprimand is not addressed, it will be followed up by the Denpasar municipal police by sealing the store. “We have done so to some modern stores at this time,” he said. Asia leaders tiptoe around South China Sea tensions

VIENTIANE - Asian leaders played down tensions over the South China Sea in a carefully worded summit statement on Thursday, but even before it was issued Beijing voiced frustration with countries outside the region “interfering” in tussles over the strategic waterway. The heads of 10 Southeast Asian nations, as well as U.S. President Barack Obama and Chinese Premier Li Keqiang among six other leaders, “reaffirmed the importance of maintaining peace, stability, security and freedom of navigation in and over-flight in the South China Sea”. But the draft of a statement to be issued in Vientiane, Laos, tiptoed around the regional strains caused by competing claims to areas of the strategically important sea. “Several leaders remained seriously concerned over recent developments in the South China Sea,” said the draft. The statement, seen by Reuters, made no reference to a July ruling by a court in The Hague that declared illegal some of China’s artificial islands in the sea and invalidated its claims to almost the entire waterway. Obama said on Thursday the ruling had helped clarify maritime

rights. “I recognise this raises tensions but I also look forward to discussing how we can constructively move forward together to lower tensions,” he said at a summit meeting. Officials said that talks on Wednesday between leaders of the Association of Southeast Asian Nations (ASEAN) and China’s Li had gone smoothly. But in a statement later from China’s Foreign Ministry, Li was paraphrased as saying China was willing to work with Southeast Asian countries in “dispelling interference ... and properly handling the South China Sea issue”. He did not elaborate, but such wording is typically used by Chinese leaders to refer to not allowing countries from outside the region with no direct involvement in the dispute, like the United States, from getting involved. China claims much of the South China Sea, through which more

SYDNEY - Three Australian airlines have banned passengers from using or charging Samsung Electronics’ Galaxy Note 7 smartphones during flights due to concerns over the phone’s fire-prone batteries. Qantas, its budget unit Jetstar and Virgin Australia said they had not been directed to ban the use of the phone by aviation authorities, but did so as a precaution following Samsung’s recall of the phones in 10 markets. Although customers will still be able to bring the phones on flights, the ban extends to the phones being plugged in to flight entertainment systems where USB ports are available. The recall follows reports of the 988,900 won ($885) phone igniting while charging - an embarrassing blow to Samsung, which prides itself on its manufacturing prowess and had been banking on the devices to add momentum to a recovery in its mobile business. Samsung, the world’s biggest smartphone vendor, has sold 2.5 million of the premium devices so far. “Following Samsung Australia’s recall of the Samsung Galaxy Note 7 personal electronic device we are requesting that passengers who own them do not switch on or charge them in flight,” a Qantas spokesman said in an emailed statement. Samsung Australia said in a statement that it had liaised with Qantas and Virgin Australia following the recall. The U.S. Federal Aviation Administration (FAA) is considering its response to the Samsung recall and “working on guidance related to this issue,” according to a FAA statement quoted by technology website Gizmodo. Airlines have previously banned hoverboards from planes due to battery-fire risks. BEIJING/SEOUL - China’s smartphone and accessory maker Xiaomi Inc is winning hearts and minds in North Korea with its wearable fitness band, Chinese state media said on Thursday, a symbol of the isolated state’s increasingly sophisticated consumer classes. The Mi Band 2, selling for $35 in Pyongyang compared to the China price of 149 yuan ($22.36), sold out at the North Korean capital’s international trade exhibition, the official Xinhua news agency reported. Xiaomi did not immediately respond to a request for comment. North Korea is home to a rising class of consumers known as “donju” meaning “masters of money”, thanks to a growing unofficial economy. North Korean state-owned businesses have attempted to capture some of this new cash with homegrown products, but cheaper and more technologically advanced Chinese imports are easily available in markets and shops. “The people of (North Korea) are pursuing high-quality life as much as anywhere else in the world,” said Gong Yunhong, a salesperson running the booth selling Xiaomi’s bracelet, according to Xinhua. On a trip to the reclusive country in May, a Reuters reporter noted several people on the streets of Pyongyang wearing Xiaomi-style fitness trackers. Xiaomi - which at the end of 2014 raised funding at a valuation of $45 billion, but which since then has been struggling with flagging growth and aggressive rivals - has expanded into various countries outside its homeland, but does not list North Korea among them. Nor has the start-up flagged any intention to enter the country, which has long been subject to crippling sanctions over an ongoing nuclear missile programme and severe human rights abuses. Xinhua’s report noted that North Korean owners of the Mi Band 2 were unable to connect the fitness device to their mobile phones, rendering some functions useless. Bluetooth has recently been disabled on North Korean-made mobile phones. European shares near eight-month highs as Micro Focus surges

Nonetheless, it is probably just a matter of months before the ECB eases policy further, acknowledging that inflation is not moving higher, despite free credit to banks, recordlow interest rates and money printing worth 1.2 trillion euros ($1.35 trillion) in the past year and a half. President Joko Widodo argued that the Declaration on the Conduct of Parties in the South China Sea (DOC) should be implemented fully and effectively. “The Code of Conduct should be completed soon because the South China Sea territory is not an area for muscle flexing by big powers,” he added. The president welcomed and supported the implementation of the Code for Unplanned Encounters at Sea (CUES) in the South China Sea and a hotline for communication among the high-level officials related to the maritime emergency response in South China Sea.

“I am sure that the implementation of CUES and setting up of a hotline will contribute to peace, security and stability in South China Sea,” the president underlined. The president also encouraged ASEAN and China to promote stability and security along the main sea lane in the region. Therefore, according to him, the related states should start implementing the EAS (East Asia Summit) Statement on Enhancing Regional Maritime Cooperation, which was agreed upon in 2015. “This is important in order to enhance the level of trust among the countries in the region,” the president reasoned. This year, ASEAN and China are commemorating the 25th anniversary of partnership as China became an ASEAN dialogue partner in 1991. In the future, the president stressed, ASEAN and China should prioritize balanced and mutually beneficial economic relations.(ant)

Trump in TV event with Clinton, says Putin better leader than Obama

NEW YORK - Donald Trump declared on Wednesday that Russia’s Vladimir Putin had been a better leader than U.S. President Barack Obama, as the Republican presidential nominee used a televised forum to argue he was best equipped to reassert America’s global leadership. Britain should start EU divorce talks soon, says Tusk

LONDON - Britain should start talks to leave the European Union as soon as possible, European Council President Donald Tusk said on Thursday, adding weight to calls for Prime Minister Theresa May to start the formal divorce procedure. In London, Tusk met May for their first head-to-head meeting since Britain voted to leave the bloc in a referendum on June 23 which led to the resignation of her predecessor David Cameron. Tusk and May are keen to discuss what steps might be taken over the next few months, officials said. May has said Britain will not trigger Article 50 of the EU’s Lisbon Treaty to start the exit procedure this year to give her government time to come up with a negotiating stance for the complicated talks that will shape the country’s future standing. “Our goal (is) to establish closest possible EU-UK relations. Ball in UK court to start negotiations. In everybody’s best interest to start ASAP (as soon as possible),” Tusk said on Twitter. As head of the European Council, which groups heads of EU states and governments, Tusk leads the body that defines the bloc’s political direction and priorities. sharply, has recovered from the initial impact of the vote. Reports published on Thursday showed firms increasing the number of permanent staff and house prices rising, albeit from low levels. Ecclestone says new F1 owners would want him to stay

LONDON - Formula One’s commercial supremo Bernie Ecclestone has been asked to stay on for three years after an imminent takeover of the sport is completed by U.S. cable TV mogul John Malone’s Liberty Media. “They want me to be here for three years,” the 85-year-old, who over the decades has built the sport into a business with annual turnover of around $1.9 billion, told Reuters on Wednesday. Ecclestone says new F1 owners would want him to stay

LONDON - Formula One’s commercial supremo Bernie Ecclestone has been asked to stay on for three years after an imminent takeover of the sport is completed by U.S. cable TV mogul John Malone’s Liberty Media. “They want me to be here for three years,” the 85-year-old, who over the decades has built the sport into a business with annual turnover of around $1.9 billion, told Reuters on Wednesday. Media reports have suggested the first part of a broader deal between outgoing rights holders CVC and Liberty Media could be announced on Wednesday. However Ecclestone and CVC chairman Donald Mackenzie voiced some scepticism about the time frame at last weekend’s Italian Grand Prix. “Honestly, I don’t think anybody knows -- including our friends from Liberty, and Donald,” said Ecclestone, who still expected the deal to get over the line. The Briton said he would not be attending next week’s Singapore Grand Prix, the social highlight of the sport’s Asian calendar, because of the negotiations. “Because all this is going through, they (CVC) want me to be there (in London) to help them with all sorts of things. I can’t afford to be away for five to six days.”

NEW YORK - Donald Trump declared on Wednesday that Russia’s Vladimir Putin had been a better leader than U.S. President Barack Obama, as the Republican presidential nominee used a televised forum to argue he was best equipped to reassert America’s global leadership. Trump suggested at the event in which he and Democratic rival Hillary Clinton made back-to-back appearances that U.S. generals had been stymied by the policies of Obama and Clinton, who served as the Democratic president’s first secretary of state. “I think under the leadership of Barack Obama and Hillary Clinton the generals have been reduced to rubble. They have been reduced to a point that’s embarrassing for our country,” Trump said at NBC’s “Commander-in-Chief” forum in New York attended by military veterans. Britain should start EU divorce talks soon, says Tusk

LONDON - Britain should start talks to leave the European Union as soon as possible, European Council President Donald Tusk said on Thursday, adding weight to calls for Prime Minister Theresa May to start the formal divorce procedure. In London, Tusk met May for their first head-to-head meeting since Britain voted to leave the bloc in a referendum on June 23 which led to the resignation of her predecessor David Cameron. Tusk and May are keen to discuss what steps might be taken over the next few months, officials said. May has said Britain will not trigger Article 50 of the EU’s Lisbon Treaty to start the exit procedure this year to give her government time to come up with a negotiating stance for the complicated talks that will shape the country’s future standing. “Our goal (is) to establish closest possible EU-UK relations. Ball in UK court to start negotiations. In everybody’s best interest to start ASAP (as soon as possible),” Tusk said on Twitter. As head of the European Council, which groups heads of EU states and governments, Tusk leads the body that defines the bloc’s political direction and priorities. BEIJING/SEOUL - China’s smartphone and accessory maker Xiaomi Inc is winning hearts and minds in North Korea with its wearable fitness band, Chinese state media said on Thursday, a symbol of the isolated state’s increasingly sophisticated consumer classes. The Mi Band 2, selling for $35 in Pyongyang compared to the China price of 149 yuan ($22.36), sold out at the North Korean capital’s international trade exhibition, the official Xinhua news agency reported. Xiaomi did not immediately respond to a request for comment. North Korea is home to a rising class of consumers known as “donju” meaning “masters of money”, thanks to a growing unofficial economy. North Korean state-owned businesses have attempted to capture some of this new cash with homegrown products, but cheaper and more technologically advanced Chinese imports are easily available in markets and shops. “The people of (North Korea) are pursuing high-quality life as much as anywhere else in the world,” said Gong Yunhong, a salesperson running the booth selling Xiaomi’s bracelet, according to Xinhua. On a trip to the reclusive country in May, a Reuters reporter noted several people on the streets of Pyongyang wearing Xiaomi-style fitness trackers. Xiaomi - which at the end of 2014 raised funding at a valuation of $45 billion, but which since then has been struggling with flagging growth and aggressive rivals - has expanded into various countries outside its homeland, but does not list North Korea among them. Nor has the start-up flagged any intention to enter the country, which has long been subject to crippling sanctions over an ongoing nuclear missile programme and severe human rights abuses. Xinhua’s report noted that North Korean owners of the Mi Band 2 were unable to connect the fitness device to their mobile phones, rendering some functions useless. Bluetooth has recently been disabled on North Korean-made mobile phones. European shares near eight-month highs as Micro Focus surges

LONDON - European stock markets gained ground on Thursday, leaving a leading index near eight-month highs, with software company Micro Focus surging after a deal with Hewlett Packard Enterprise. The pan-European STOXX 600 index was up 0.2 percent, near its highest level in eight months.

President Joko Widodo argued that the Declaration on the Conduct of Parties in the South China Sea (DOC) should be implemented fully and effectively. “The Code of Conduct should be completed soon because the South China Sea territory is not an area for muscle flexing by big powers,” he added. The president welcomed and supported the implementation of the Code for Unplanned Encounters at Sea (CUES) in the South China Sea and a hotline for communication among the high-level officials related to the maritime emergency response in South China Sea.

“I am sure that the implementation of CUES and setting up of a hotline will contribute to peace, security and stability in South China Sea,” the president underlined. The president also encouraged ASEAN and China to promote stability and security along the main sea lane in the region. Therefore, according to him, the related states should start implementing the EAS (East Asia Summit) Statement on Enhancing Regional Maritime Cooperation, which was agreed upon in 2015. “This is important in order to enhance the level of trust among the countries in the region,” the president reasoned. This year, ASEAN and China are commemorating the 25th anniversary of partnership as China became an ASEAN dialogue partner in 1991. In the future, the president stressed, ASEAN and China should prioritize balanced and mutually beneficial economic relations.(ant)

Judicial team suppresses proliferation of chain modern stores

DENPASAR - The government has not been able to overcome the development of chain modern stores in Denpasar considering many chain modern stores appear in numbers. To suppress the proliferation of modern stores in Denpasar, the judicial team returned to supervise. At this time the judicial team led by the Head of the Denpasar Commerce and Industry Agency Wayan Gatra went to a modern store on Jalan Kebo Iwa Selatan and Jalan Gunung Sanghyang, Monday (Sep. 5). According to Gatra, in the supervision made by the government of Denpasar, both stores were indicated as chain store. It can be known from the computer system in the cashier remaining to display the logo of a certain chain store and the price list of the goods was also fooled by reversing it. In addition, the store attendant could not present the current operating license when being raided. Asia leaders tiptoe around South China Sea tensions

VIENTIANE - Asian leaders played down tensions over the South China Sea in a carefully worded summit statement on Thursday, but even before it was issued Beijing voiced frustration with countries outside the region “interfering” in tussles over the strategic waterway. The heads of 10 Southeast Asian nations, as well as U.S. President Barack Obama and Chinese Premier Li Keqiang among six other leaders, “reaffirmed the importance of maintaining peace, stability, security and freedom of navigation in and over-flight in the South China Sea”. But the draft of a statement to be issued in Vientiane, Laos, tiptoed around the regional strains caused by competing claims to areas of the strategically important sea. “Several leaders remained seriously concerned over recent developments in the South China Sea,” said the draft. The statement, seen by Reuters, made no reference to a July ruling by a court in The Hague that declared illegal some of China’s artificial islands in the sea and invalidated its claims to almost the entire waterway. Obama said on Thursday the ruling had helped clarify maritime

rights. “I recognise this raises tensions but I also look forward to discussing how we can constructively move forward together to lower tensions,” he said at a summit meeting. Officials said that talks on Wednesday between leaders of the Association of Southeast Asian Nations (ASEAN) and China’s Li had gone smoothly. But in a statement later from China’s Foreign Ministry, Li was paraphrased as saying China was willing to work with Southeast Asian countries in “dispelling interference ... and properly handling the South China Sea issue”. He did not elaborate, but such wording is typically used by Chinese leaders to refer to not allowing countries from outside the region with no direct involvement in the dispute, like the United States, from getting involved. China claims much of the South China Sea, through which more

than $5 trillion of trade moves annually. Taiwan and four ASEAN members - Vietnam, the Philippines, Malaysia and Brunei - also have claims, making it a hot spot of regional tension. The other ASEAN nations are Cambodia, Indonesia, Laos, Myanmar, Singapore and Thailand. Leaders from Australia, China, India, Japan, New Zealand, Russia, South Korea and the United States also attended the summit. China has over the past year alarmed other claimants, and outside powers such as the United States and Japan, by re-claiming land on several disputed reefs through dredging, and building air fields and port facilities. SYDNEY - Three Australian airlines have banned passengers from using or charging Samsung Electronics’ Galaxy Note 7 smartphones during flights due to concerns over the phone’s fire-prone batteries. Qantas, its budget unit Jetstar and Virgin Australia said they had not been directed to ban the use of the phone by aviation authorities, but did so as a precaution following Samsung’s recall of the phones in 10 markets. Although customers will still be able to bring the phones on flights, the ban extends to the phones being plugged in to flight entertainment systems where USB ports are available. The recall follows reports of the 988,900 won ($885) phone igniting while charging - an embarrassing blow to Samsung, which prides itself on its manufacturing prowess and had been banking on the devices to add momentum to a recovery in its mobile business. Samsung, the world’s biggest smartphone vendor, has sold 2.5 million of the premium devices so far. “Following Samsung Australia’s recall of the Samsung Galaxy Note 7 personal electronic device we are requesting that passengers who own them do not switch on or charge them in flight,” a Qantas spokesman said in an emailed statement. Samsung Australia said in a statement that it had liaised with Qantas and Virgin Australia following the recall. The U.S. Federal Aviation Administration (FAA) is considering its response to the Samsung recall and “working on guidance related to this issue,” according to a FAA statement quoted by technology website Gizmodo. Airlines have previously banned hoverboards from planes due to battery-fire risks. Tanah Ampo pier cannot be extended

Indication of budget abuse increasingly strengthens

DENPASAR - The indication of budget misuse is increasingly stronger in the Tanah Ampo pier development project. Results of the consultation held by Commission III of the Bali House of Representatives to the Ministry of Transportation gave new facts. It is related to the issues on the pier considered to have inadequate length so that cruise ships are unable to moor. In fact, the pier is apparently not possible to be extended. “Apparently the pier is not likely to be further extended because the end of the pier is already too deep. Its depth is minus 17 meaning to reach 17 meters so that the issue on pier extension to 150 meters is not possible,” said Secretary of Commission III of the Bali House of Representatives, I Ketut Kariyasa Adnyana, conveying the latest results of consultation to the Division Head of Sea Traffic, Directorate of Harbor Administration, Ministry of Transportation at the parliamentary house, Monday (Sep. 5). Kariyasa added that in the current condition the pier can only be moored by cruise ships with a maximum length of 120 meters. In the meantime, the smallest cruise ship has a length of 300 meters. But on the other hand, central government has been planning the construction of breakwater in 2017. Construction of the 100meter breakwater is meant to cope with big waves having become an obstacle for the operation of Tanah Ampo all this time. “However, it (the breakwater—Ed) will not enable larger ships of 300 meters in length to directly anchor on the pier,” said this PDI-P politician.

Kariyasa considered it strange when hearing the pier cannot be extended and the presence of big waves. In the meantime, the pier completely built in 2012, from the beginning is indeed designed to be moored by cruise ship. But now, the pier costing nearly IDR 100 billion cannot be used. “In essence, this case has become the finding of the supreme audit agency (BPK), the money invested should be beneficial, either spent through district, provincial and state budget. If it is not exploited, it means there has been a budgetary misuse and it harms state finance,” he explained. Kariyasa continued that it raised a big question for proponents of this project in the past, especially the district government why the project with the so large budget did not comply with the original purpose as a cruise pier. Central government must also take responsibility for issuing a massive budget over the proposal of the region. “All this time, many projects have been made without good planning, such as the Tanah Ampo Pier and Gunaksa Pier but immediately spend the money and they cannot

be utilized. Is this the fault of the detailed engineering design or indeed just to make the project run,” he concluded. A member of Commission III, Kadek Nuartana, saw there is an impression if the feasibility study and the DED were forced. As a result, the Tanah Ampo pier has not had the principle of benefit until now. Fortunately, the provincial government still allocates budget for the operating costs so that the project cannot be said to be dormant. “The pier must function according to the initial plan. The budget must be accounted for because what is made must have the principle of benefit. It must be made a trial in order to find out the real weak point,” he said. Chairman of Commission III, Nengah Tamba, agreed that the government should immediately make a trial to the Tanah Ampo pier even though it can only be moored by cruise ship with a maximum length of 120 meters. According to him, there has been a proposal to conduct a trial in this September. After the trial, it will be resumed with the construction of breakwater. “Our priority is the trial. We will invite all the stakeholders. Based on the result of the trial, we can make a recommendation whether it is feasible or not feasible. If not feasible, what is the solution? Do we need to change the function

or can the building of breakwater make it feasible?” he asked. Earlier, Governor of Bali, Made Mangku Pastika, said that it had been agreed that the pier construction was done by central government, while the pier building or terminal by provincial government, and the road by district government. After the terminal and the road have been completed, in fact the pier made by central government only has the length of 150

meters. The budget to extend the pier is now stagnant. “If the pier can be extended to about 200 meters, it can be moored by cruise ships and will revive all,” he added. Pastika added that the inadequate length makes cruise ships difficult to moor at the pier. From the test results, cruise ships finally moored in the middle of the sea so that passengers wishing to the beach must be transported by barge. (kmb32)

Hundreds of Gretek residents face water crisis

SINGARAJA - Difficulty to get clean water supply is experienced until now by Gretek hamlet, Sambirenteng, Tejakula. A total of 650 families in the hilly region have difficulty in accessing clean water. Severe condition occurs in dry season. At this difficult time, residents are forced to spend up to IDR 1.2 million to buy clean water. The difficulty was revealed when they attended the recess of the Chairman of the Buleleng House of Representatives, Gede Supriatna, at Gretek hamlet, Monday (Sep. 5). A local resident, Ketut Riana, in the meeting with the people’s representative expressed how difficult to get clean water supply is. This condition has occurred for many years and the water crisis routinely occurs during dry season every year. Currently, local residents rely on clean

water supply from reservoir in the center of local village and nearby areas. In dry season, the water supply is getting lower and lower, so that it is not sufficient to supply clean water for the entire residents. On this condition, the residents are forced to buy water from tank truck at an expensive price. Moreover, on the peak of water crisis, they must pay at IDR 1.2 million just to buy clean water. “Before the peak of dry season, the water stock in the reservoir stays enough, but when the peak arrives it will reduce. So, we have no choice by buy clean water and this has been happening for a long time. We hope there is concern so that the issues can be overcome,” he said. According to Riana, the water source in the area is still enough. Some locations remain to have

relatively large water discharge. However, to drain water from the source requires high cost. He estimated the cost required to drain the water reaches about IDR 750 million. Such fund will be used to buy pumps, so that the water can be sucked from the source. After accommodated in a reservoir, it can be flowed into people’s home by applying gravity technique. “The water source is located on private property and our constraint to suck is the absence of fund. If the local government gives priority, we hope it can help suck up the water, so that the water crisis can be resolved,” said Riana as confirmed by other residents. After knowing the complaints of the residents, Supriatna said that district government so far has focused to overcoming the

problem of clean water. To cope with water shortages in eastern Buleleng, the district government has built a clean water network to drain water from the springs at Air Sanih, Kubutambahan. This effort is expected to help residents at Gretek hamlet resolve the clean water crisis. Another effort offered is to encourage local government to allocate budget to help capture water from the springs at the location. With that capital, he is confident that next year the government can prioritize to build a clean water network at Gretek hamlet and surrounding areas. “Government has handled the clean water issue. We hope this will be focused again because some villages or hamlets still do not have clean water facilities like this Gretek hamlet. We will com-

municate to the government. If the taking of springs at Air Sanih can reach the hamlet, surely this problem can be overcome. Otherwise, we ask the government to help residents drain the existing water sources. By and large, if there are springs, the proposal will get priority,” he explained. Aside from clean water issue, the condition of roads in eastern Buleleng is still damaged and requires priority of handling by the government in the following years. Other than complicating people to pass by, the damaged road also hampers the economic activities at the village. Of the 111 hotels proposed to be verified only 44 hotels complied with the criteria. Ketapean Market was built by municipal government on the area of 2,200 square meters. “Seeing the people’s needs, the government took the initiative to

traders began to arrive. Until today, the merchants spill onto Jalan Katrangan,” said Division Head of Local Company Supervisory Board of the PD Pasar Denpasar, A.A. Ngurah Yuliartha. With the two-story building having the area of 1,338 square meters, the Ketapean Market accommodates more than 263 merchants, consisting of 64 stalls, 154 shanties and 83 courtyard merchants. “This market was built first to complete the infrastructure. Then, it was followed by the presence of merchants, while the Badung Market is inherited from the Kingdom of Denpasar,” he added. At first, the merchants selling at the Ketapian Market were residents from the surrounding areas of Ketapean hamlet. Gradually, due to the influence of urbanization, many migrants saw the business opportunity and do selling at the Ketapean Market so that in the long run it was also filled in by merchants from outside the city and even from outside the province. Now, the local merchants amount to not more than 30 percent. “Majority of the merchants

is the urbanites, some are from outside the district or province, but they are mostly from other districts,” he said. Its annual income potential is targeted to reach IDR 68 million and recognized the realization is not much different from the target. “If deviating, it will maximally reach 0.2 percent because our target is very realistic,” he said. The revenue is derived from the rental and levies. Since the minimum rental period is two years, he can raise the rental price every two years depending on the economic condition. Before raising the rental price, he conducted a feasibility study on the rental increase. For the sake of food security sold at Ketapian Market, the market management makes cooperation with the Denpasar Agency for Drugs and Food Control (BBPOM) in terms of supervision and testing because food containing hazardous substance cannot be seen by naked eyes but should pass through laboratory test. When found any food containing hazardous substance, it will be communicated to the head of the market to be further provided with coaching.

Madonna, Guy Ritchie settle child custody dispute

NEW YORK - Singer Madonna and her ex-husband, director Guy Ritchie, have settled a custody dispute over their 16-year-old son Rocco, a court official in New York said on Wednesday.

It was not immediately announced with which parent the teenager would live. Madonna, 58, and Ritchie, 47, have been in a legal battle over their son since December, when the teenager ignored a court order to fly back from Ritchie’s London

home to live with his mother in New York. The “Material Girl” singer, who concluded her worldwide “Rebel Heart” tour in March, and Ritchie, director of 2009 film “Sherlock Holmes,” married in 2000. After they divorced in 2008, they agreed that Rocco would live with Madonna. In March, a New York judge and a British judge both separately urged the former spouses to find an amicable resolution for Rocco’s sake. Lucian Chalfen, a spokesman for

the New York State court system, confirmed the case was officially settled on Wednesday but did not immediately provide further information. Details of the settlement also were not revealed in online court records. Attorneys for Ritchie did not immediately return calls for comment and a representative for Madonna’s lawyers said they do not comment on cases involving children. BUDAPEST - Hungarian prosecutors filed charges on Wednesday against a camerawoman accused of kicking and tripping migrants fleeing police near the southern border with Serbia last year. Petra Laszlo was fired form her job at N1TV, a television station with nationalist sympathies, after video footage spread online appearing to show her kicking a girl and a young man. Her prosecution for disorderly conduct comes as political tensions mount over Europe’s migration crisis in the region.
