Roads that have holes and wave now made smooth as central government came down to tar this national categorized route which one of them can be seen at Badung-Tabanan border last Saturday (6/8). From Babakan Village to Kediri statue, the tarring went well with 75 percent of the road done in the noon even though it was a crowded traffic. Another construction took place at Kediri statue towards Adipura Pesiapan statue yet this one has its roads extended up to 3.5 meters also extension on a bridge nearby Kediri statue. “For this extension has to be done before Eid day approaches and so we have to work super quickly except for the bridge it will be in steps,” one of project supervisors, Putu Sudira, explained. Ironically, Tabanan itself still has most of it roads holed and severely damaged as Public Works Agency totalled up there are 860,948 kilometres of it and only 227,776 kilometres, 25 percent of all Tabanan roads, that are suitable to be used. Apparently until now, Tabanan can’t fix it quickly due to not having any budget to do so. (udi)

LONDON - British police arrested more than 100 people overnight in London after shops were looted and officers attacked in a second night of violence that followed some of the worst disorder seen in the capital for years. Nine police were injured in what police called “copycat criminality” in several parts of London Sunday night, although the damage appeared to be on a much smaller scale than Saturday’s rioting in Tottenham, in the north of the capital. London’s Deputy Mayor Kit Malthouse blamed the violence on a relatively small number of criminals motivated by greed rather than worries about the conduct of the police or wider social prob-
lems caused by Britain’s sluggish economic recovery. “This is quite a small group of people within our community in London who ... are frankly looking for stuff to nick (steal). They are picking particular kinds of stores, whether it’s because they want a new set of trainers or whatever,” he told Sky News. Police Commander Christine Jones said there had been “sporadic disorder” in a number of boroughs through the night, with more than 100 people detained, on top of the 61 arrested on Saturday night and Sunday morning. The first night of rioting began after a vigil for a 29-year-old man shot dead by police as they tried to arrest him in Tottenham Thursday. Britain’s police watchdog is investigating the incident. As told before, four towers’ owner, Tower Bersama Group Company, built towers in four different areas at Klungkung Regency and until the end of its construction none of them has its permit and does not have a good behaviour towards the Police Civil Service warning. Denpasar Government seems serious in the HIV/AIDS case phenomena that’s happening in Bali lately and to tackle so the City Government planned to create HIV/AIDS tackling through Mayor Regulation yet the draft that has been prepared since 2008 suggested by Denpasar City Health Agency is still ‘stuck’ on the hands of Denpasar City Regional Secretary Law Section until now as explained by Head of Denpasar Health Agency, dr. Luh Putu Sri Armini, when contacted last Sunday (7/8). “It has been a long time as we were waiting the Province Regulation published so Mayor Regulation can follow up,” she stated. Armini added there are a lot to be fixed in the draft and so it kept going back and forth to the Law Section.
Armini stated that this can be confirmed to the Law Section as in the beginning of year 2011, the draft has gone back there to be revised again. Yet Head of the Law Section, I Made Toya, cannot be confirmed for now, while Head of Protocol and Public Relation Section stated the draft just came in 19th July 2011. “It needs time to make it perfect,” he explained and admitting not knowing the draft in detail. As told before, lately there has been a push from Denpasar House of Representatives to tackle HIV/AIDS by making a regulation on it which can minimise the spreading virus. With it, to tackle will be better and those who violated can be punished as regulated. Besides that, with the regulation the regional government can allocate a budget to optimise the tackle. (kmb13)

Turtle conservationist at Perancak Initiated by former turtle hunter SINCE several years ago, the habitat of turtle in the waters of Bali has been quite alarming even nearly in the verge of extinction. Decline in one of the leading marine animals is caused by no other than human itself who has hunted them. As a matter of fact, the endeavor to preserve the turtle can be carried out if there is willingness and awareness of all parties. This awareness must be fostered since early age that turtles should be protected. At Perancak Village, Jembrana Subdistrict, Jembrana Regency, a number of people show their care to habitat of turtle in the waters of Bali. In 1997, they established a turtle conservationist group. Uniquely, emergence of this group was even initiated by former turtle hunters who had ultimately got it into their head. By its founder, Wayan Tirta, 67, the group was named Kurmaasih (literally means loving turtle) with mentoring and assistance of WWF. However, within the past few years the group having a dozen of volunteers had been doing their activities independently by relying on assistance from donors. Tirta himself was formerly a turtle hunter and established a special group called the Ramayana that was hunting sea turtles. Since the mid of 1980s, Tirta realized when the extinction of sea turtles started. Afterward in 1997, he eventually established a group of conservationist consisting of numerous young people who showed a great care about turtles. “I realize that turtle is also the creature of God, and when I got a chance to atone my sins I founded this group,” he explained This group did not look after the turtle until adulthood, but only collected the turtle eggs scattered around the coast of Jembrana. Those eggs were waited until the eggs hatched into turtle hatchlings. After several weeks, the turtle hatchlings were released into their wild nature on Perancak Beach. Astika Jaya, said that such a way was more effective to make the turtles adapt immediately to wild nature. But, among 1,000 turtle hatchlings perhaps only one or two that could live until adulthood and was ready to lay eggs. Turtle hatchlings that were not ready to survive would be devoured by larger predators in the sea. “It will take some 20 to 30 years until the turtles are ready to lay eggs. Then, not all hatchlings released can survive. On that account, it’s time now for us to help preserve the turtles for the sake of our children and grandchildren,” said Anom. According to the man from Perancak that awareness to preserve the turtle should be carried out since early age. As undertaken by the group on Saturday (Aug 6), it provided an opportunity to Wira Kusuma kindergarten students of Perancak to release about 300 turtle hatchlings. The one hundreds of turtle hatchlings had hatched from eggs recently. By involving children since early age they were expected to love turtles or even give contribution to preserve them. In the waters of Jembrana, there were three types of turtles namely olive ridley, leatherback and hawks-
bill turtle. However, the most common was the olive ridley turtle species. The mating season of this turtle was only once a year and the longest compared to the other two turtles namely between April and September. The eggs encountered by coastal communities around Perancak, Yehembang or Pekutatan were given compensation worth IDR 1,200 per egg. In once spawning season, the turtle of olive ridley species could produce 300 eggs. “Other than from donors paying a visit yesterday, we also obtained the fund from regency government, but the assistance of this year declines,” Anom said. His party realized if the preservation was not supported by government and donors, it would definitely find difficulties. Political will, according to him, was also very important to support the conservation with pro-turtle conservation policies. For example, it could be done by restriction of development on the shoreline that was used by turtles to nest. Turtles would be urged to find places for nesting and laying eggs when the beach was annexed by villa properties. His party agreed with tourism but according to him both should go hand in hand. (olo)
Development continuation plan of statue and Garuda Wisnu Kencana (GWK) area at Ungasan is predicted to be hampered by regulatory issues. At the moment, there has been no Regional Regulation (Perda) in Badung Regency which specifically regulates about the height of the statue. Vice Chairman of the Badung House, I Ketut Suiasa, in Mengwi on Sunday (Aug 7), said that GWK was an idealistic and fundamental thinking conception in order to preserve and develop the Balinese culture. On that account, he said it was very reasonable if all components of the society should support the development. Nevertheless, there were several things that had to be considered in planning the construction of GWK. The most emphasized factor was in the terms of regulation. Suiasa revealed that in the Regional Regulation of Badung Regency there were special rules for those who would build, especially when processing the building permit (IMB). Well, in the rules had been set forth that maximal height of the building was 15 meters. Higher than 15 meters meant the building had violated or it was not allowed realizing it. In the case of GWK statue, of course the statue which was claimed higher than the Statue of Liberty in New York would exceed the maximal height of building provision. On the other hand, GWK statue, according to Suiasa, had not been regulated or not classified into a special building permitted to surpass the height limit. “Is there any special regulation about it (GWK statue— Ed)? If unavailable, it will obviously face the rules concerning with the limit height of building,” he said. Suiasa added, if the GWK statue excluded in the special buildings in the regional regulation, so there should be a solution for the problem. For example, there should be a kind of Presidential Decree from central government like the one for the construction of toll road over the waters of Nusa Dua-Benoa. Much the same opinion was expressed by the Chairman of Badung House, I Nyoman Giri Prasta. According to him, the House would also conduct a study regarding to the provision of the GWK statue building. “We will conduct a study related to the GWK development issues, including the rules concerning with the limit height of building,” he said. For information, in a working meeting of the Badung House recently it was revealed the problems related to the dormant development of GWK until a dozen of years. The funding factor was touted to become the major problem of the statue and the Garuda Wisnu Kencana (GWK) area development at Ungasan. Currently, the plan to continue the statue project and GWK area revived following the readiness of a number of investors who would fund the mega project. (kmb25)
Eight billion more for anti-rabies vaccine Denpasar (Bali Post)—
To meet the needs of anti-rabies vaccine (VAR) in Bali in 2011, Bali Government has allocated the fund as much as IDR 5 billion more. According to the Head of Bali Health Services, Nyoman Sutedja, when met some time ago, the fund for the purchase of vaccine in the regional budget amendment would be allocated worth IDR 8 billion. The high demand for VAR urged the Bali Health Services to make cooperation with a rabies research team from Udayana University to hold a vaccination trial test by intradermal or subcutaneous VAR administration that was considered more efficient. The study took place early in 2011 and had obtained significant results. According to Sutedja, the intradermal vaccine administration had already been applied in other Asian countries such as India, Thailand and the Philippines. Although the trial test showed satisfactory results, Sutedja further explained that intradermal method could not simply be applied directly because it should still comply with some requirements. One of the requirements was that in a rabies center there should be at least five patients bitten by dogs who asked for anti-rabies vaccine and the interval should not be too long or maximally six hours. “So, within six hours there should be minimally five patients bitten by dogs who came to ask for anti-rabies vaccine,” said Sutedja. Indeed, the intradermal method highly saved the use of vaccine where one patient bitten by a dog only required 0.2 ml for one time vaccination. Meanwhile, in the current intramuscular method, every single patient in the first vaccination would require as much as 1 ml. On that account, it could be assumed that for one time vaccination through intramuscular method equaled to five times of vaccine administration in intradermal method. Since the requirement of intradermal method was applicable to rabies centers with visit interval minimally five people within six hours. (san)

Yingluck awaits royal nod as Thai cabinet race heats up Reuters
BANGKOK - Thai Prime Minister Yingluck Shinawatra was on Monday putting the finishing touches to a 35-member cabinet expected to be unveiled in the next two days, more than a month after her general election victory on July 3. Yingluck was awaiting endorsement later on Monday by King Bhumibol Adulyadej, after which she will formally become Thailand’s first female prime minister, five years after her brother, Thaksin Shinawatra, was ousted as premier by the military. Yingluck, 44, sailed through a parliamentary vote to win the premiership on Friday at the head of a six-party coalition led by her Puea Thai Party. She refused to give the names of any ministers on Monday, but said four people from outside politics would be brought in. “Now we’ve discussed this with coalition parties and completed almost 80 percent of the
cabinet list,” she told reporters. The four ministerial posts likely to be taken by outsiders were commerce, finance, defense and a deputy prime minister’s position, according to reports. Thirachai Phuvanatnaranubala is widely tipped to become finance minister after his resignation last week as secretary-general of the Securities and Exchange Commission, a financial market watchdog, after almost eight years in the job. Yingluck said on Friday she had discussed the position with Thirachai, a 59-year-old, Britisheducated accountant and former central bank deputy governor, and confirmed he was a contender. Media speculation about who will get portfolios has been intense, if unfocused, with newspapers naming multiple candidates for the main ministries and suggesting Thaksin, his former wife, Potjaman na Pombejra, and sister, Yaowapha Wongsawat, were central to the decisions.

KABUL, Afghanistan — International military forces worked on Monday to recover every last piece of a Chinook helicopter that crashed over the weekend, killing 30 American troops, seven Afghan soldiers and an Afghan interpreter, NATO said. German Brig. Gen. Carsten Jacobson, a spokesman for the U.S.-led coalition, told reporters that troops had secured the crash site in a rugged area of eastern Wardak province and nobody was being allowed in or out of the area while the investigation was ongoing. Jacobson said the coalition still had not yet determined the exact cause of the crash, but some officials have said the heavy and lum-
bering transport helicopter was apparently shot down. Officials said the helicopter was hit as it was flying in and approaching the area. “We are still investigating this incident so we have no picture of what was the cause for the incident. That is what the investigation is basically all about,” Jacobson said. The helicopter was ferrying a group of U.S. Navy SEALs to reinforce a group of U.S. Army Rangers who were under fire. It remains unclear if the Rangers and SEALs were taking part in a night raid to capture or kill an insurgent leader. It was deadliest single incident for U.S. forces in the decade-long war. Another NATO helicopter made a hard landing Monday in eastern Paktia province, the U.S.-led
coalition said. It did not report any casualties and said the cause of the hard landing was under investigation. The coalition said there was no enemy activity in the area at the time. The helicopter was a CH-47 of the same type that crashed on Saturday. It was flying in to pick up special operations troops, but apparently suffered a mechanical failure and crash-landed, an officer in the war zone said. He could not be named because he was not authorized to comment publicly. The crew was rescued by the troops. The fatal crash on Saturday highlights the risks confronting the U.S.led coalition as it looks to rely more on special operations forces while reducing the overall number of troops in Afghanistan by the end of 2014.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

News 12 injured in Russian airliner’s crash landing Associated Press Writer
MOSCOW — Russian emergency officials say a Russian plane has crash-landed near the border with China, injuring 12 people. The Emergencies Ministry branch for Russia’s Amur region said the An-24 plane rolled off the runway and broke apart when it tried to land Monday at Blagoveshchensk airport. It blamed strong winds and a heavy rain for the accident. Blagoveshchensk is a city on the Amur River that separates Russia from China, some 5,600 kilometers (3,500 miles) east of Moscow. The plane operated by IrAero was carrying 36 people from Irkutsk in Siberia to Khabarovsk in the Amur region. The An-24, a two-engine turboprop, has been a mainstay of Soviet and then Russian airlines since the early 1960s.

Rahul Gandhi, scion of India’s Nehru-Gandhi political dynasty, is the favourite choice to be the country’s next prime minister, an opinion poll showed Monday. Among his ruling Congress party colleagues, Gandhi is preferred by 42 percent of Indians to lead the country, according to the poll. “No other Congress leader poses any challenge to him,” said leading pollster Yogendra Yadav of the New Delhi-based Centre for the Study of Developing Societies which conducted the “State of the Nation” poll last month. Some 34 percent felt Gandhi should become premier immediately, replacing Manmohan Singh, who has been painted by critics as a “lame duck” leader after failing to prevent a string of corruption scandals.
Just 22 percent of the 39,000 people polled in the national survey believed Singh, a Gandhi family loyalist widely seen as keeping the prime minister’s seat warm for Rahul, should continue in the post. Release of the poll follows a decision last week by Gandhi’s mother, Sonia, to ask her son to help steer India’s ruling party in her absence as she recovers from an operation. Public confidence in anti-graft body falls Antara
JAKARTA - Public confidence in the Corruption Eradication Commission (KPK) fell to 41.6 percent in June 2011 from 58.3 percent in October 2005, according to the results of a survey made by the Indonesian Survey Circle (LSI). LSI researcher Adjie Alfaraby said here on Sunday the results of the survey suggested that public confidence in the KPK dropped 17 percent over the past six years. The survey used quantitative and qualitative research methods. Under the quantitative research method, the survey was conducted by gathering data in June 2011 using multistage random sampling. Interviews were conducted on 1,200 respondents with an error rate of 2.9 percent. Through the qualitative research method, the survey was conducted by means of in-depth interviews and media analysis from July to August 2011. JAKARTA - Indonesia is determined to become the home of world batik following UNESCO‘s decision to add the traditional dyeing technique to its Intangible Cultural Heritage, Industry Ministry spokesman Dody Soepardi said here on Sunday. “As a follow-up to UNESCO`s recognition, we continue to make every effort to develop batik,” said Doddy, who is concurrently chairman of Indonesian Batik Foundation`s Board of Supervisors. He said that in the past two years Indonesia has been actively promoting batik at home and abroad
through exhibitions. Doddy added that in a batik exhibition as cultural heritage at the Plaza of Industry Ministry, the turnover reached Rp1.7 billion in four days. “Besides, we plan to hold World Batik Summit in Jakarta from September 28 - October 2, 2010 that will be attended by around 800 domestic and foreign participants,” he said. Doddy said the World Batik Summit will be themed “Indonesia Global Home Batik” which means anybody in the world can have batik but its home is in Indonesia. “We are determined to make Indonesia home of world batik,”
Doddy said, adding that the World Batik Summit would be held at Jakarta Convention Center. He expressed hope that various efforts to promote batik would be able to maintain it as one of Indonesian cultural heritages, to step up national batik quality, increase the income of batik handicraft maker, and expand Indonesian batik market. Data from Industry Ministry indicated that in 2010 the value of national batik production increased by 13 percent to be Rp732.67 billion or rose from Rp648.94 billion in the previous year. Industry Minister MS Hidayat has even set a target that batik production could reach Rp1 trillion.

BANDUNG - The government is mulling to raise the ceiling of smallholder business credits (KUR) by 25 percent to Rp25 trillion from Rp20 trillion this year, a minister said. “The President has asked us to think of how to raise the amount of smallholder business credits now that the program has helped the people obtain loans without collateral,” Coordinating Minister for Economic Affairs Hatta Rajasa said here on Sunday. He said more than a half of the target of smallholder business cred-
its for 2011 had been channeled in the first semester of this year. Since the program was launched in 2007 it had helped around 600,000 small businessmen and nearly 10 of them had become new mediumsized businessmen, he said. “For this part, I always ask stakeholders to have commitment (to developing small businessmen) because non-bankable businessmen always have the potentials to become large-sized businessmen. So we must develop them by providing them not only with smallholder business credits but also training,” he said.
He asked national banks to ease the disbursement of smallholder business credits now that the government had guaranteed small debtors. “Don`t impede the disbursement of such credits by asking for collateral as the credits do not require collateral. The credits are earmarked for those who have no collateral,” he said. The national banks are required to channel 25 percent of the smallholder business credit ceiling every year, or around Rp5 trillion for business groups in the agricultural sector, micro small and medium business sector, creative business sector, forestry sector and fishermen sector.

JAKARTA - The Jakarta Metropolitan Police Office has located 747 traffic jam spots spread across the capital city and surrounding areas, a source said. Chief of Traffic Bureau Senior Commissioner Royke Lumowa on Friday said areas with the most traffic jam spots were in East Jakarta, South Jakarta and West Jakarta. Other areas with high number of traffic jam locations were North Jakarta, Central Jakarta, Bekasi, Tangerang and Depok. He said traffic jams happening in Jakarta was mainly due to bad driv-
ing habits, a large number of meeting points and constriction of road lines and also the presence of street vendors and illegal parking space. Royke added the uncontrollable sales of vehicles in the city that‘s not equal to the capacity of the roads also contributed to the traffic jams in Jakarta. According to data from Jakarta Metropolitan Police Office, about 20.7 million of people were crossing the streets in Jakarta every day during 2010. The total number of vehicles recorded last year was 11,362,396 units consisting of 3,118,050 cars and 8.244.346 motorcycles.

Bali Today Remission proposed for Denpasar inmates Antara
DENPASAR - Bali’s prison has proposed remission for 317 of its inmates on the occasion of Indonesian Independence Day of August 17, 2011, an official said. Denpasar jail chief warden said here on Sunday the institution has a proposed a remission for 317 inmates, but it is up to the relevant authorities including the Law and Human Rights Minister. Their names may be announced on August 14 and 15, 2011 after the Law and Human Rights Minister’s issued a green light. To meet the requirements for a remission an inmate needs to have spent more than six months in jail as of February 18, 2011. “Those who will be granted a remission are those with good behavior while in jail,” he said. Besides the remission on Independence Day, remissions
were also planned on occasion of the upcoming Idul Fitri post-fasting festivities. A remission is one way of the jails in the country to reduce the number of their inmates. The Denpasar jail is currently holding more than 1.100 inmates while their capacity is only 323.

This could be seen from a number of shrines in this temple. Circa 1846 AD the temple was undergoing renovation. It was undertaken by the royal family of A.A. Made Karangasem. According to Sutrisna, based on local customary bylaws it had been stipulated a benchmark of regular ceremony held in the togetherness of all villagers. Based on convention made, it had been determined to hold small-scale temple anniversary (piodalan) for five times within the period of three years. Within the three years’ period, it was also held a one-time grandiose ceremony. Especially for Segara Temple, it had been determined by supporting devotees who would be in charge of preparing all ritual paraphernalia. Supporting devotees were taken from is five customary hamlets consisting of the Kampung Baru, Kampung Anyar, Kaliuntu, Banjar Bali and Banjar Jawa. Meanwhile, temple priests chairing the ritual implementation was taken from Buleleng Customary Village. “By and large, the small-scale
temple anniversary is held on ulian bali falling five days before Galungan festivity. Other than regular temple anniversary held by villagers, those who had accomplished cremation ceremony and resumed with the sweeping away of ash at sea will say prayers in the temple,” he explained. Sutrisna added that aside from keeping the temple clean through regular clean-up services before temple anniversary, his party also established a group to maintain the security of the temple. In addition, the group also frequently organized psalmodic activities in the temple area. Not only that, the customary village of Buleleng also employed a person to oversee the temple compound. “Due to great support of local customary villagers as well as assistance of government, the temple used to venerate Lord Vishnu remains to survive,” he said. On the other hand, Sutrisna added the temple was so old and location of temple was at Buleleng Harbor so it was also often visited by foreign tourists. In response to this condition, he did not too worry about sanctity of the temple. Some norms to enter a temple had been informed in advance to visitors. Balinese Culture Tumpek Krulut:
Ritual for Harmony through Music Hindu community in Bali always appreciates the nature and environment by holding a ritual. A month after Tumpek Kuningan, namely Saturday (Aug 20), the Hindu community in Bali celebrates Tumpek Krulut. This feast day comes every 6 months (210 days), falling on Saturday, Kliwon, Wuku Krulut. For Hindu society, the celebration of Tumpek Krulut is not only limited as a routine ceremony, but also as an expression of gratitude to God in his manifestation as Lord Ishvara. Tumpek Krulut is also the temple anniversary of Pucak Apuan Temple and almost all Hindu devotees in Bali also perform prayers in the temple. A lecturer of the Hindu Dharma Institute of Denpasar (IHDN), Wiana Ketut, said that Tumpek Krulut was a day of love. Such compassion was embodied into the form of beauty, in this case the sound of gamelan music. On Tumpek Krulut, people venerated the Supreme God in his manifestation as Goddess Semara Ratih. On that account, devotees offered the oblation named sesayut lulut asih. Similar opinion was revealed by the Dean of Faculty of Dharma Duta, IHDN, IGN Sudiana. Tumpek Krulut was derived from the Balinese vocabulary lulut meaning the heart fused with beauty (Sundaram), so that the mind turned peaceful. In that context, we really required an art and entertainment to balance the live.
Meanwhile, a lecturer of Faculty of Letters, Udayana University, IB Jelantik, said that on Tumpek Krulut people believed that God in his manifestation as Shivanataraja came down to earth to dance to 36 tattvas in order to prosper the macrocosm and microcosm. To accompany the dance, devotees were playing gamelan music. In Denpasar, since a few years ago, there had been some processions to interpret the Tumpek Krulut by displaying a variety of arts, dance and gamelan composition. On Tumpek Krulut, the entire gamelan instruments were played to create santha rasa or the sense of peace. The sense of peace was expected to create prosperity physically and spiritually. Then, a cultural and religious observer, Ida Bagus Agastia, said that in Bali the concept of voice was truly important, so there was a term wija aksara suci (sacred syllable). It inspired the birth of sound civilization known as holy bell, sunari (bamboo flutes that catches the wind), windmill, kulkul (wooden split bell) and various types of gamelan made of bronze, iron or bamboo. Aside from the sound civilization, in Bali was also known a civilization of colors and flavors. Meanwhile, the ritual of Tumpek Krulut had close relation to sound civilization, in this regard with gamelan instrument. With regard to the sound, the sound of bumblebee also drew the attention of ancient li-
terati where in the Sasih Kapat (around October) they had Ngapat tradition. Full moon of this month was a good opportunity for organizing literary activities, writing and discussing about beautiful works. Literati usually went to the beach and mountains to capture the beauty of nature, listened to the singing of birds, sound of waves, watched the beauty of flower petals and heard the loud hum of bumblebees and so on. They were all captured and then expressed into the form of literature. Meanwhile, the temple priest of Dalem Temple of Sekalan, Marga, I Ketut Artana, said that gamelan troupe and community celebrated the Tumpek Krulut by saying prayers in temples. According to him, the meaning of worship on Tumpek Krulut was exploring profoundly the spirit giving birth to peacefulness and strength. The tones and the sound had an extraordinarily supernatural power and even they were believed to be the main strength. In the context of worship of natural harmony, it could be achieved by raising the power of Shiva in order to move. Movement creation of Shiva happened because of the tone strains known as Shivanataraja. Philosophically, the worship of sounds on Tumpek Krulut implied the control of Tri Gunas (sattvam, rajas and tamas) and Tri Marga namely dharma, artha and kama. (BTN/budarsana)

Add 1 cup hot water. Cover and blend on high speed about 30 seconds. Cook and stir onion and garlic in oil in 2-quart saucepan about 5 minutes. Stir in coconut and remaining ingredients. Heat to boiling, stirring constantly. Reduce heat. Simmer, uncovered, stirring occasionally, until slightly thickened, about 3 minutes. To prepare Salad, pour enough boiling water over bean sprouts and cabbage to cover. Let stand 2 minutes. Drain. BRUSSELS — The borrowing costs of both Spain and Italy dropped sharply in early trading Monday after the European Central Bank signaled it would intervene in the markets to keep the two countries’ bond prices supported. The yield on Italy’s 10-year bonds was down 0.44 percentage points to 5.56 percent while the equivalent rate on Spain’s tumbled 0.66 percentage point to 5.38 percent. Growing concerns about the two countries’ high government debt levels and lackluster economic growth pushed their borrowing costs to above 6 percent last week — rates that are deemed unsustainable in the long-term for the eurozone’s third and fourth largest economies. Italy’s main stock index, Milan’s FTSE MIB also jumped at the open, after recording deep losses last week. The positive market movements are a sign that investors were somewhat relieved by pledges from the ECB and policymakers around the world that they would do everything to stabilize financial markets. The commentary in the People’s Daily newspaper, the chief mouthpiece of China’s ruling Communist Party, said the troubles facing the United States and European Union grew out of the political dysfunctions of Western democracies. “It must be seen that if the U.S., Europe and other advanced economies fail to shoulder their responsibility and continue their incessant messing around over selfish interests, this will seriously impede stable development of the global economy,” the paper said. “Only if the Western nations stop wantonly shirking responsi-

BUENOS AIRES, Argentina — There were no buyers Sunday at the auction of a 1940s stag film that an events promoter claims shows a young Marilyn Monroe having sex before she became a movie star. The auction was a flop. Nobody came forward willing to pay Mikel Barsa’s starting price of 2 million Argentine pesos, about $480,000. Barsa said it didn’t help matters that a spokeswoman for Monroe’s estate was quoted in an Associated Press interview calling the whole thing a fraud. “It doesn’t surprise me. The latest statements of Nancy Carlson didn’t do anything good for all this,” Barsa said, referring to
the spokeswoman for a company in charge of protecting Monroe’s image and estate. Barsa said he was still negotiating with an unidentified buyer from Denver whom he said was offering much less than a fair price. But he also said his lawyers were reviewing the matter now that Monroe’s protectors warned they would sue him if the sale went through. Barsa claimed before the auction that the scratchy, black-and-white, six-minute 8mm film shows the young actress, known then as Norma Jeane Baker, around 1946 or 1947 when she was poor and desperate to break into show business. Experts on Monroe’s life, however, said it’s highly unlikely that the smiling young blonde in the film is her.

Australia holds the largest claim to Antarctica but risks losing it in any race to unlock the frozen continent’s potentially vast mineral and energy resources, an influential thinktank said Monday. With global interest in the icy southern region growing, the Lowy Institute has warned Canberra against complacency when it comes to its claim, which covers 42 percent of Antarctica, an area roughly three-quarters the size of Australia. “Australia has limited Antarctic presence and capability, and positions its policy in terms of science and environmental management rather than national security,” Lowy’s national security fellow Ellie Fogarty said in a paper. “This raises questions about its ability to preserve its sovereignty claim.” A global treaty bans resource exploitation in Antarctica but the pro-
hibition becomes reviewable in 2048, and some states may then decide to withdraw from it given the continent’s mineral deposits. Last week, security researchers uncovered yet another strain of malicious software aimed at smartphones that run Google’s popular Android operating system. The application not only logs details about incoming and outgoing phone calls, it also records those calls. That came a month after researchers discovered a security hole in Apple Inc.’s iPhones, which prompted the German government to warn Apple about the urgency of the threat. Security experts say attacks on smartphones are growing fast — and attackers are becoming smarter about developing new techniques. “We’re in the experimental stage of mobile malware where
the bad guys are starting to develop their business models,” said Kevin Mahaffey, co-founder of Lookout Inc., a San Franciscobased maker of mobile security software. Wrong-doers have infected PCs with malicious software, or malware, for decades. Now, they are fast moving to smartphones as the devices become a vital part of everyday life. Some 38 percent of American adults now own an iPhone, BlackBerry or other mobile phone that runs the Android, Windows or WebOS operating systems, according to data from Nielsen. That’s up from just 6 percent who owned a smartphone in 2007 when the iPhone was released and catalyzed the industry. The smartphone’s usefulness, allowing people to organize their digital lives with one device, is also its allure to criminals.

WASHINGTON — The impact of a series of eruptions on the sun began arriving at Earth on Friday and could affect some communications for a day or so. Operators of electrical grids are working to avoid outages, but the National Oceanic and Atmospheric Administration says some satellite communications and Global Positioning Systems could face problems. Three solar flares erupted on the sun starting Tuesday, and the strongest electromagnetic shocks were being felt Friday by the ACE spacecraft, a satellite that measures radia-
tion bursts a few minutes before they strike Earth, said Joseph Kunches, a scientist at NOAA’s Space Weather Prediction Center in Boulder, Colo. Tom Bogdan, director of the center, said the sun is going from a quiet period into a busier cycle for solar flares and an increase in the number of such blasts is expected over the next three to five years. Solar flares send out bursts of electromagnetic energy that strike the Earth’s magnetic field. The most common impacts for the average person are the glowing auroras around the north and south poles, and the researchers said those could be visible this weekend.
The magnetic blasts, which Bogdan likened to a tsunami in space, can also affect electronic communications and electrical systems. A 1989 solar flare knocked out the electrical systems in Quebec, Canada, but the current solar storm is not expected to be that powerful. On a scale of 1 to 5, he said, it is probably a 2 or 3. But more significant solar storms are expected in the next few years, he said. The most powerful known solar storm occurred in 1859, Bogdan said. There were not as many vulnerable electrical items then, but it did knock out telegraph services, even burning down some telegraph stations, he said.

ATLANTA — Alex Meruelo and the Atlanta Hawks are poised to make NBA history. The Hawks have scheduled a news conference for Monday to announce the team and Philips Arena are being sold to Meruelo, a person familiar with the deal said Sunday. The son of Cuban immigrants is a California developer and pizza chain owner. He is expected to become the NBA’s first Hispanic majority owner. The person spoke to The Associated Press on condition of anonymity because no official announcement has been made. The deal is subject to the approval of the NBA. Meruelo, who will have controlling interest of more than 50 percent of the Hawks, will attend Monday’s news conference. The team will remain in Atlanta. The Hawks ownership group, led by Michael Gearon Jr. and Bruce Levenson, also recently sold the NHL’s Atlanta Thrashers to a group that moved the team to Winnipeg. The Thrashers’ deal was for a reported $170 million, including a $60 million relocation fee to be split by the rest of the owners. Meruelo was born in New York and raised in California. He heads the Meruelo Group, a Downey, Calif.-based investment firm. The firm recently acquired the Grand Sierra Resort and Casino in Reno, Nev., for a reported $42.45 million. Meruelo also founded La Pizza Loca, which has over 50 franchised and company-owned restaurants in Southern California, catering to the Latino community, according to the Meruelo Group website.

SAN DIEGO, California - Agnieszka Radwanska won the biggest hard court title of her career when she upset world number three Vera Zvonareva of Russia 6-3 6-4 to win the San Diego Open on Sunday. The third-seeded Radwanska adeptly mixed up the pace and direction of her ground strokes, took over the net and showed no evidence that her heavily taped shoulder was bothering her. “Playing the Russian(s) in the finals is always tough,” Radwanska told reporters. “I played very well today. I’m very happy with my performance. CALI, Colombia — A second Colombian city has banned fans from taking vuvuzelas to Under20 World Cup matches after residents complained of the noisemakers. A day after Pereira city officials prohibited the
vuvuzelas, Cali officials did the same on Sunday after residents living near the Pascual Guerrero stadium protested. Pereira is set to host Cameroon and Mexico on Tuesday, followed by a quarterfinal and a semifinal. Cali hosts Portugal and Guatemala on Tuesday and a quarterfinal.
Officials conducted a study to establish the noise level made by the vuvuzelas and concluded they were a nuisance. The vuvuzelas were made infamous at the 2010 World Cup in South Africa and made a comeback at the tournament in Colombia.

Hamilton doesn’t ‘desire’ Ferrari drive, but... Even though he is thought likely to be confirmed as a McLaren driver for next season, Lewis Hamilton continues to be linked to the Woking team’s biggest rivals for future F1 campaigns. Hamilton’s body language and comments have been altogether more proMcLaren in recent weeks, coinciding with a two-race winning streak for the Mercedes-powered squad, but not so long ago he was overtly seeking a chat with Red Bull team boss Christian Horner and has been repeatedly mentioned in connection with a possible Ferrari seat, even though former McLaren team-mate Fernando Alonso has inked a long-term deal to remain at Maranello. With Felipe Massa all but certain to remain as the Spaniard’s cohort in 2012 - he has been verbally confirmed by president Luca di Montezemolo Hamilton may have to wait for a drive that McLaren team-mate Jenson Button rates as one of his ‘dream opportunities’, but the 2008 world champion insists that he is not losing sleep over whether or not the chance comes his way. “At the moment I don’t have any plans to [drive there}, it is not something I desire or feel that I have to do,” he told Spanish sports newspaper AS , “but we are talking about a fantastic team and you
never know what could happen in the future.” While many doubt that he could ever work side-by-side with Alonso after their acrimonious season at McLaren, observing the pair at race weekends backs up Hamilton’s belief that there would not be as big a problem as suggested. “Alonso is a very, very fast pilot, incredibly fast, with extraordinary talent and incredible speed,” he noted diplomatically, “You know that he will always give his best, and I learned a lot with him as a pilot. I improved my driving thanks to having him as a companion.” Although the stars may be ready to align in their favour at the moment, Ferrari team boss Stefano Domenicali admits that he would give Hamilton serious consideration as a possible rider for the Prancing Horse. “I always state that, in my view, the top three drivers in the championship are Fernando, Lewis and Sebastian [Vettel],” he claimed in an interview with Britain’s Telegraph newspaper conducted at the Nurburgring, “And, from that point of view, my attitude has not changed one bit.

Versatile Hopkins ‘much better prepared’ for Brno JOHN Hopkins says he cannot wait to make his return to the MotoGP paddock in the Czech Republic, where he will be making his second appearance for Rizla Suzuki this season. The American is enjoying a remarkable career revival this year, just twelve months after a wrist injury almost forced him into retirement, Hopkins finding a good base in the British Superbike Championship riding the Samsung Crescent Suzuki. It is a move that currently sees him in the midst of the BSB title battle, while it also allowed him to compete on the World Superbike stage over the weekend at Silverstone, Hopkins going on to stun the regulars by claiming pole position. Indeed, with Hopkins returning to BSB duty at Brands Hatch this weekend before heading to Brno for a oneoff outing at the Czech Republic Grand Prix, he joins an elite band of riders to compete in three different series’ in a single year, let alone three consecutive weekends. Coincidentally, former team-mate Yukio Kagayama has a similar feat to his name, while he can even boast a fourth series having squeezed in the Suzuka 8 Hours event over a course of nine weeks.
