KABUL - Twin blasts at Afghan shrines on the Shiite holy day of Ashura left at least 34 people dead in Kabul and the northern city of Mazar-i-Sharif on Tuesday, according to police and an AFP photographer.

A massive blast at the entrance to a shrine in central Kabul where Shiite Muslims had gathered to mark Ashura left at least 30 people dead including children, an AFP photographer saw.

“A suicide bomber detonated his explosives in the Abu-Ul Fazil shrine,” Kabul police said in a statement.

A security official speaking on condition of anonymity told AFP that it was believed the bomber arrived with a group of Shiite pilgrims from Logar province, south of Kabul.

The current durian harvest season does not make the farmers at Timpag Village, Kerambitan, happy because pests have attacked their durian ragingly. The pests make durian seed rot and fall out. This pest attack has been going on since the past few weeks. As a result, the proceeds of durian harvest sharply drop.

The type of pests attacking the spiny fruits is unknown.

By and large, the pests begin to appear when the fruit is still small. Suddenly, the durian fruit rots until reaching the seeds. “This matter has been complained by local residents. However, due to pest such attacks, many farmers could not enjoy maximal yields. On average, the yield of durian harvest dropped by 40 percent whereas the price of durian was quite promising. Economic activities affect environment in Denpasar Denpasar (Bali Post)—

The Head of Denpasar Environment Agency, AA Bagus Sudharsana, said that each development would be faced with a logical consequence and dilemmatic choice. On the one hand, the community needed to develop, while on the other hand they were required to maintain the environmental conditions from pollution and destruction of nature.

As an illustration, he revealed the

real condition of land in Denpasar until 2011where the remaining forest area only left 747 hectares, rice field (2717 hectares), moor, mixed farms as well as the other area (516 hectares), and vacant land (967 hectares). “Indeed, the land in Denpasar needs to be explored and utilized appropriately and correctly. However, every measure and policy taken should wisely lead to optimization and maintain the carrying capacity of the environment,� he said.

Meanwhile, a consultant from CV Sastra Design preparing the environmental status of Denpasar City stated the pressure occurred

against the mangrove forests in South Denpasar was the concentration of rubbish pollution and chemical substances swept away by the river settling and emptying out into the mangrove forest area.

Such condition was estimated to affect the biota in the mangrove areas and the possibility of progressive decline in the number of mangrove plants in the long run. Another pressure was the function conversion of the mangrove forest land for residential area, fish ponds and other illegal industries along the Jalan Bypass Ngurah Rai with an area reaching 0.4 hectare. Land conversion in the middle of increasingly higher demand for land of settlement becomes a scourge for Bali. The Indonesian Farmers Association (HKTI) of Bali Chapter recorded that more WKDQ KHFWDUHV RI SDGG\ ÂżHOG vanish per year. This condition is inseparable from the unclear and indecisive rules from the executive and the circle of Bali House.

Dr. Nyoman Suparta, said that Bali Government should have policy programs of Bali development regarding the utilization of existing land. “It is required clear and unequivocal rules from the Governor of Bali and the Bali House concerning lands categorized into timeless land and conserved land in order not to be disturbed at all into other sectors,� said Suparta when contacted on Monday (Dec 5).

According to him, the agricultural land conversion into other sectors in Bali was averagely quite high and had been in the range of 1 percent per year. Therefore, Bali government should address the land conversion through

some policies that could govern these concerns. “Possibly, it will become a threat against the preservation of Bali’s nature. Not only that, the food security sourcing from local production of Bali will also be threatened by the condition of land conversion, especially the agricultural wetland as happens today,� he said.

He explained there was an impression if the regional government currently closed the eyes to see the development on the land categorized into timeless land.

Evidently, if a building had been already established at particular area, then government would issue the permit. It affected the existing agricultural land area so far. “Another solution to make the land survive is that government helps farmers with various facilities,� he said. Such assistance, according to him, could be in the form of subsidies or marketing of their agricultural products. To cover them all, the budget of agricultural sector of course should be increased, so that it would surpass the existing amount today.

Budhi, a lecturer of the Faculty of Economics, Udayana University, previously also suggested that government should make concrete measures such as by providing incentives for farmers to save the increasingly declining land area in this region. “The incentive can be in the form of purchasing the agricultural products during the massive harvest and creating new technologies in agriculture. This effort can motivate farmers to continue running their profession,� he said.

Maintaining the agricultural land was an urgent problem that had to be overcome by Bali government through government programs in advancing the agricultural sector. “So far, the endeavor of government to promote the agricultural sector remains in discourse. Until now, there is no program being capable of boosting the sector,� he said.

The impact of land conversion could be seen from the increase in the price hikes of food stuff like rice, vegetables and other primary products. If not addressed, Bali would become the most vulnerable region because the producWLRQ FRXOG QRW EH IXOÂżOOHG SXUVXDQW to the necessity. (par)

Ministry of Tourism and Creative Economy to develop 50 tourist destinations Jakarta (Bali Post)—

Government will develop 50 tourist destinations nationwide until 2025. “This has been stipulated through Government Regulation on December 2. We have mapped the 50 tourist destinations of the country that will be developed until 2025,� said Minister of Tourism and Creative Economy, Mari Elka Pangestu, in the National Tourism Conference in Jakarta, Monday (Dec 5).

She said the 50 destinations were divided into 88 national tourism strategic areas and 222 national tourism development areas assessed to be potential.

Government had compiled the National Tourism Plan which contained in the framework and systemic approach in terms of national tourism development including the development of the 50 destinations. “The destinations stipulated are spread throughout Indonesia and will be developed until 2025, such as the Lake Toba in North Sumatra,� she said.

According to her, it had also become the homework for the region to gradually prepare a short-term, mid-term and long term plan to develop the potential tourist destinations.

Development of the national tourism areas, for example, would be undertaken in Nangroe Aceh Darussalam (NAD) Province including Nias and Simeluen; North Sumatra, including Medan and Lake Toba; West Nusa Tenggara including Lombok, Moyo, and surrounding areas; and East Nusa Tenggara including Komodo, Ruteng, and Flores. “So, in each region there will be a strategic point of destination to be developed,� she said.

Her party advised that all

regions should begin to prepare themselves and be committed to developing the regional tourism.

According to Mari Pangestu, the key to success of the national tourism development lay in the good cooperation and coordination as well as planning.

She cited that development of a destination should be divided into three stages, namely preproject, project implementation, and post-project. Pre-project would consist of the preparation, planning of destination development and then each region should identify the measures that would be undertaken and make preparation with respect to the input of various parties.

After that, it was followed by preparation of proposal that would be initiated by central government and investors and the making of a good design. “During the implementation, it will be resumed with monitoring and supervision,� she said.

During the post-project, she asked, there should be an evaluation in order it could become a learning material for the future needs. Mari exemplified the tourism development project conducted in appropriate with the stage mentioned above was the post-tsunami development project at Pangandaran.

Nevertheless, the project eventually encountered a number of challenges. Some of them were the increase of hawkers on coastal area, the problem related to coastal waste environment management, energy utilization, and increasing demand for tourism services. “But we must be optimistic. Australia expanded sanctions against Iran to restrict business with the country’s petroleum and financial sectors as concern mounts over Tehran’s suspected nuclear weapons programme.

Britain, Canada and the United States slapped fresh sanctions last month on Iran following a UN agency report that strongly suggests the country is researching nuclear weapons.

The European Union followed suit by expanding a blacklist against Iranian firms and individuals, although Iran has dismissed the UN report as baseless.

Foreign Minister Kevin Rudd on Tuesday said Australia’s new measures targeted entities and individuals involved in Iran’s ballistic missile and nuclear programmes, and underlined Canberra’s mounting worries.

“The measures will also further restrict business with Iran’s petroleum and financial sectors,” he said, without going into details.

“Iran must take steps required by the UN Security Council and the IAEA (International Atomic Energy Agency) and engage constructively with the international community on its nuclear programme.”

BEIRUT - Syria said it had conditionally approved an Arab League peace plan to end eight months of unrest which threatens to drag the country to civil war and activists said at least 60 bodies were taken to hospitals in the central city of Homs on Monday.

In a letter to the League by Foreign Minister Walid al-Mualem, Syria rejected foreign interference and demanded the annulment of sanctions plus reinstatement in the regional bloc. In Cairo, Arab League secretary general Nabil Elaraby said “the conditions contained new elements that we have not heard before.”

Arab foreign league ministers were studying the response.

Syria is facing Arab and international sanctions in response to its violent crackdown on protests against President Bashar al-Assad. In the latest response to the sanctions, French oil major Total said it will stop production in Syria.

Syria meanwhile has retaliated against northern neighbor Turkey for the sanctions imposed by its former friend, imposing a tariff of 30 percent

on its imports and prohibitive duties on fuel and freight. Turkey shrugged it off, saying “common sense” should tell Syria that its own people would suffer most. In a display of muscle that could be intended to deter any idea of foreign military intervention in a crisis which has killed at least 4,000 people, the army staged an exercise with missiles, rockets, tanks and helicopters.

Top generals watched the war games and state television made it the headline news story, even as the death toll mounted. Activists in Homs said more than 60 bodies were taken to several hospitals in the city. The circumstances of their deaths were not immediately clear, they said.

Activists and residents in several neighborhoods reported a spate of kidnappings since Sunday, a tactic used in recent sectarian killings in the city.

The British-based Syrian Observatory for Human Rights said pro-Assad militia kidnapped and killed at least 34 people from anti-Assad districts on Monday. Perfect weather greeted more than 550 runners as they gathered together to embark on this annual charity event and to “Run for someone else’s life”. At 6.30am, the 5K charity run was officially started by Camat Kuta, accompanied by Mr. Brad Calder, Executive Assistant Manager of Hard Rock Hotel Bali. After a competitive run the winners rounded the bend into Jalan Pantai to cross the finish line in front of Hard Rock Hotel Bali.

The proceeds of this year’s charity event will again be donated to help children in need of cleft lip and palate operations, to bring a smile to unfortunate children afflicted with this facial disfigurement. The funds will be distributed to assist Rumah Senyum “Smile House” through Rotary Club of Bali Seminyak.

The President of Rotary Club of Bali Seminyak, Mr. Patrick Van Kampen added “It’s fantastic being here today, and seeing so many people running and walking together to help children in Bali is just amazing”.

Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

JAKARTA - Blackberry manufacturer Research In Motion’s Indonesia CEO will be charged with negligence after a sale last month of its smart phones turned into a stampede, police said on Monday.

The police said Andrew Cobham was responsible for the promotional event on November 25 in Jakarta, which attracted a crowd of about 5,000 people. Police halted the sale after dozens passed out in the crush.

“The suspect has been banned from travelling overseas. He must go through the legal process here,” said police investigator Budi Irawan.

TENGGARONG - Police have questioned a total of 34 people as witnesses in the collapse of Kartanegara bridge in East Kalimantan province.

Chief of the Kutai Kartanegara police resort Adj. Snr. Comr. I Gusti KB Harryarsana said on Monday two of the witnesses were employees of PT Bukaka Teknik Utama, the bridge`s maintenance contractor.

“Until today (Monday) we have questioned 34 people in connection with the collapse of Kartanegara bridge and two of them were employees of PT Bukaka,” he said.

He added however that police had yet to come to the conclusion as to whether an act of negligence might cause the collapse of the bridge.

“We are still continuing the investigation process. If there is strong evidence of negligence, it is not

impossible we will conduct further investigation,” he said.

But he did not elaborate on the reasons why PT Buka Director Sofiah Balfas did not show up at the police station for questioning on Monday.

“If he did not show up after receiving a first summons, we will serve a second summons on him and if he still did not show up after receiving the second summons we will serve a third summons on him,” he said.

Earlier, on Sunday, spokesman of the Kutai Kartanegara district police resort Adj. Comr. Nyoman Subrata said police had served a summons on Sofiah Balfas in connection with the collapse of the bridge.

The 700-m long bridge over the Mahakam river in East Kalimantan province collapsed at 4.30 pm last Saturday causing a number of vehicles to fall into the river. At least 21 people were killed and 16 others

were missing after the country`s longest suspended bridge collapsed.

To reveal the causes behind the accident which also injured tens of people, the government was urged to set up an independent team of experts that could work professionally and determine the causes of the tragedy.

“Certain parties should be held responsible for the collapse of the bridge and in this case the government should set up an independent team to investigate it,” Malkan Amin of the House Commission V on transportation affairs said last Wednesday.

The names of several companies have been mentioned in the media as having participated in the bridge`s construction. PT Perencana Jaya was said to have served as consultant on the project, PT Hutama Karya as the main contractor and PT Bukaka Teknik Utama as provider of maintenance services.

INGREDIENTS: 1 whole duck, weighing about 2 kg 8 cups coconut milk 2 lemon grass, bruised 2 salam leaves 1 tbsp salt 1 tsp black peppercorns, crushed fried shallots SPICE PASTE: 12 shallots, peeled and sliced 6 cloves garlic, peeled and sliced 4 red chilies 2.5 cm galangal (laos), peeled and sliced 2.5 cm kencur, peeled and sliced 5 cm fresh turmeric, peeled and sliced 2 tsp coriander, crushed 3 candlenuts 1 tsp dried shrimp paste Âź tsp black peppercorns, crushed pinch of freshly grated nutmeg 2 cloves 3 tbsp oil PREPARATION: Cut the duck into 12 pieces and pat dry.

Prepare the spice paste by grinding or blending all ingredients except oil. Heat the oil and sautĂŠ the spice paste for 2 minutes. Add the duck, increase heat and sautĂŠ for 3 minutes, stirring frequently. Add the coconut milk and all ingredients except fried shallots and simmer, uncovered, until the duck is tender and the sauce has thickened.

Garnish with fried shallots and serve with white rice.

Just heading towards Nusa Dua, on the intersection near the BTDC, turn right to Siligita road, follow the road, you will see a small statue on an intersection and notice the sign board to Geger and Sawangan Beach direction where it will lead you to the main road on which Bali Golf Resort Nusa Dua is located, and you’ll pass one of the newest hotel in Bali : St Regis as well. Then you’ll arrive at Geger Beach.

Geger Beach, Nusa Dua, has a thick white sand so thick and rich that an international beach games in 2008 with venues mostly held in Kuta Beach decided that Geger should ‘share’ the white sand so the volleyball players would fall on a comfy bouncy sand instead of soft brown and hard sand like Kuta Beach.

Because of the rolling surf, Geger beach is popular with the surďŹ ng community. The beach is just 5 minutes away from the Nusa Dua beach resort and hotel complex, which also contains a golf course.

Most of those staying n Nusa Dua have no idea of this little gem just down the road, which remains a very relaxing beach in Bali.

About 27 percent worry about the rising cost of living, while about a quarter of those surveyed see unemployment as the key issue faced by the U.S. economy.

Many shoppers said that discount chains would be their destination of choice to do the rest of the holiday shopping, with nearly 38 percent of holiday shoppers planning to visit one, highlighting that shoppers remain highly price-sensitive. “You have got to give them a deal that is incredible,� Beemer said, suggesting retailers slash prices and offer deep discounts of 50 percent and 60 percent to lure shoppers this month.

Department stores offering unique merchandise also found many fans, with about 30 percent of shoppers planning to visit one during the rest of the season.

The telephone survey of 1,000 people was conducted from December 3-4, and has an error factor of plus or minus 3.8 percentage points.

LOS ANGELES — It’ll be a busy shopping season at next month’s Sundance Film Festival, whose star-studded premieres are up for grabs by potential theatrical distributors. Some premieres usually enter the independent-film showcase with U.S. distribution already lined up. But festival director John Cooper said all the premieres that Sundance announced Monday will be looking for distributors.

“I don’t think that’s ever happened before,” said festival director John Cooper. “It makes for a much more exciting buyer’s market, I think. At least, lively.”

NEW YORK — The Material Girl will be taking the stage on football’s biggest night.

Madonna, who has sold more than 300 million records, will perform at halftime of the Super Bowl in Indianapolis. The NFL and NBC announced Sunday during the Detroit-New Orleans game that the Grammy Award-winning singer will highlight the show at Lucas Oil Stadium on Feb. 5.

The show is the most-watched musical event of the year, with more than 162 million in the U.S. tuning in to see The Black Eyed Peas’ performance with Slash and Usher in Dallas at halftime of Green Bay’s Super Bowl win over Pittsburgh last February.

Madonna, a Rock & Roll Hall of Fame inductee, will join such acts as Bruce Springsteen & The E Street Band, Prince, U2, Paul McCartney, The Who and the Rolling Stones to perform during recent Super Bowls. WASHINGTON — A newly discovered planet is eerily similar to Earth and is sitting outside Earth’s solar system in what seems to be the ideal place for life, except for one hitch. It is a bit too big.

The planet is smack in the middle of what astronomers call the Goldilocks zone, that hard to find place that is not too hot, not too cold, where water, which is essential for life, does not freeze or boil. And it has a shopping mall-like surface temperature of near 72 degrees, scientists say.

The planet’s confirmation was announced Monday by NASA along with other discoveries by its Kepler telescope, which was launched on a planet-hunting mission in 2009.

That is the first planet confirmed in

the habitable zone for Kepler, which already had found Earth-like rocky planets elsewhere. Twice before astronomers have announced a planet found in that zone, but neither has been as promising.

“This is a phenomenal discovery in the course of human history,” Geoff Marcy of University of California, Berkeley, one of the pioneers of planet-hunting outside Earth’s solar system, said in an email. “This discovery shows that we Homo sapiens are straining our reach into the

universe to find planets that remind us of home. We are almost there.”

The new planet, named Kepler22b, has key aspects it shares with Earth. It circles a star that could be the twin of Earth’s sun and at just about the same distance. The planet’s year of 290 days is even close to Earth’s. It probably has water and rock.

The only trouble is the planet’s a bit big for life to exist on the surface. The planet is about 2.4 times the size of Earth. It could be more like the gas-and-liquid Neptune with only a rocky core and mostly ocean. “It’s so exciting to imagine the possibilities,” said Natalie Batalha, the Kepler deputy science chief.

WASHINGTON — Pediatricians are supposed to track if youngsters are putting on too many pounds — but a new study found less than a quarter of parents of overweight children recall the doctor ever saying there was a problem.

Does that mean doctors aren’t screening enough kids, or aren’t frank enough in these tough conversations? Or is the real story parent denial? The research published Monday can’t tell, but makes it clear the message too often isn’t getting through.

“It’s tricky to say, and it’s tricky to hear,” says lead researcher Dr. Eliana Perrin of the University of North Carolina. She analyzed government health surveys that included nearly 5,000 parents of overweight children from 1999 to 2008.

Parents tend not to realize when a weight problem is creeping up on their children. When almost a third of U.S. children are at least overweight, and about 17 percent

are obese, it’s harder to notice that there’s anything unusual about their own families. Plus, children change as they grow older. The new study suggests when parents do recall a doctor noting the problem, it’s been going on for a while.

About 30 percent of the parents of overweight 12- to 15-year-olds said a doctor had alerted them, compared with just 12 percent of the parents of overweight preschoolers. Even among the parents of very obese children, only 58 percent recalled a doctor discussing it, says the report published Monday by the journal Archives of Pediatrics & Adolescent Medicine.

“Many pediatricians don’t worry until children are very overweight, or until they’re much older,” says Perrin, whose team has created stoplight-colored growth charts to help doctors explain when a problem’s brewing.

“If we can notice a concerning trend early, we’re more likely to be able to do something about it.”

The number of rhinoceros killed in Zimbabwe parks decreased to 23 this year from 30 in 2010 as parks authorities stepped up high-tech efforts to track poachers, state media reported Monday. “We have just above 700 black and white rhinos and 23 have been poached this year,” Caroline Washaya, Zimbabwe Parks and Wildlife Management Authority public relations manager told The Herald newspaper.

“We managed to arrest 37

poachers and illegal dealers in rhino horns to date,” she added.

Zimbabwe and its southern neighbour South Africa have been hard hit by rhinoceros poachers motivated by the lucrative market for the horn in Asia where it is used for medicinal purposes.

Washaya said parks authorities had been using methods such as placing tracking chips in the rhinos’ horns, or removing the horns altogether, to prevent poaching. “This year, a total of 100 rhinos were immobilised for ear notching and horn

implanting to facilitate individual identification and monitoring in the field,” she said.

Last month a US-based animal protection group, the International Rhino Foundation, launched Operation Stop Poaching Now to raise funds to equip rangers in Zimbabwe and South Africa with kits to better track rhino poachers.

The so-called “crime-scene kits” contain a camera, a metal detector, a GPS system, finger-printing materials and sealable evidence bags, according to the Foundation.

Under new rules for 2012, cars can take part in testing only when they have passed the mandatory FIA race crash

tests. That means teams have to decide whether to maximise development and miss out on testing or get in as much track time as possible while signing off the design process earlier than they might have wished.

DELIBERATE DECISION

Mercedes finished the 2011 season fourth overall with German drivers Nico Rosberg and seven-times world champion Michael Schumacher. Rosberg has yet to win a race while Schumacher, 42, has not been on the podium since he began his comeback in 2010 after three years out.

The new season starts in Melbourne on March 18, which allows Mercedes just eight days of testing before heading for Australia. “It’s not a big problem, it’s a very deliberate decision on our part for a variety of reasons,” Mercedes team CEO Nick Fry told reporters in a conference call.

“The first one is giving ourselves the maximum amount of time to develop performance and because the two tests are two weeks apart, we believe we are better off spending that additional time on developing the performance side. “Most of the top teams are now very good at simulation,” added Fry. “You can rest assured that before the car physically hits the track...we will have done a substantial amount of work here at the factory both rig testing the car in its entirety, rig testing parts of the car and also of course working on the driver in the simulator.”

Fry, who helped steer the Mercedes team’s predecessors Brawn GP to both 2009 titles, pointed out that Brawn had minimal testing and still came out with a world-beater. “We think the time is better invested in development rather than driving physically on the track in the first test,” he said.
