Spice Girl Mel B gets restraining order after accusing husband of abuse LOS ANGELES - Spice Girl Melanie ‘Mel B’ Brown was granted a restraining order against her estranged husband after filing court papers claiming he had emotionally and physically abused her for much of their 10-year marriage.

The British singer, 41, said her husband, TV producer Stephen Belafonte, had beaten her and destroyed her self esteem, threatening to leak a sex tape to the media if she left him, according to court documents filed in Los Angeles Superior Court to support her request for a restraining order. The request was granted on Monday and a full hearing was scheduled on April 24.

Representatives for Brown did not immediately return requests for comment on Tuesday.

Attempts by Reuters to reach Belafonte by telephone were unsuccessful and no lawyer or representative for Belafonte was listed in the court documents.

Brown, known as “Scary Spice” in the 1990s British girl group, filed for divorce last month in Los Angeles citing irreconcilable differences.The couple married in 2007 and have a five year-old daughter. Brown has two other children from previous relationships.

Belafonte told celebrity website TMZ in an interview on Monday, “I am shocked at those allegations... I think someone is trying to set me up to look like a bad guy.”

In the court documents, Brown detailed incidents dating back to 2007, when she claimed Belafonte slammed her onto the floor and began choking her on the night of her finale for the TV show “Dancing with the Stars.”

In 2012, she said a jealous Belafonte punched her in the face and split her lip as she was about to tape a segment with R&B singer Usher for the TV show “The X Factor,” according to the court documents. The singer included photographs of herself in the filing, including a couple from her appearance on “The X Factor” with bruises on her arms and face. (rtr)

Norway to build world’s first ship tunnel through coast COPENHAGEN — Norway plans to build the world’s first tunnel for ships, a 1,700-meter (5,610-feet) passageway burrowed through a piece of rocky peninsula that will allow vessels to avoid a treacherous part of sea. Construction of the Stad Ship Tunnel, which would be able to accommodate cruise and freight ships weighing up to 16,000 tons, is expected to open in 2023.

It will be 36 meters (118 feet) wide and 49 meters (162 feet) tall and is estimated to cost at least 2.7 billion kroner ($314 million). Norwegian Transportation Minister Ketil SolvikOlsen had said Wednesday that sea currents and underwater topography in this part of the country’s southwestern coast “result in particularly complex wave conditions.”

“We are pleased that the ship tunnel now becomes reality,” Solvik-Olsen said, adding that travel time between Norwegian cities and towns in the area would be reduced. Over the years, plans for a ship tunnel in Stad had been floated but now a project with a financing is ready, he said.

The tunnel is expected to be located at the narrowest point of

the Stadlandet peninsula and the weather has for decades been considered an obstacle for shipping.

Project manager Terje Andreassen said engineers will have to blast out an estimated eight million tons of rock to build the tunnel. Construction is expected to start at the earliest in 2019.

Under the plan, passenger traffic will be given priority but leisure boats and other vessels can also use the tunnel. It will be free of charge for vessels measuring less than 70 meters (230 feet), and vessels longer than that would have to be led.

Vessels sailing through the tunnel likely will get slot times from a traffic center — like planes at an airport — to avoid congestion.

Economic growth of Bali unqualified

DENPASAR - The need for ritual needs for Nyepi, Galungan and Kuningan increases. It has an impact on the level of consumption of Balinese community.

He continued that there are many indicators of economic growth including inflation. This inflation generates the economy in a negative sense. Increasing needs of foodstuff and ritual ingredients have significant potential to increase inflation. “If inflation rises, it means that one of the economic indicators will deteriorate or decline,” he said. Indeed, in terms of consumption, the feast has an impact on public consumption.

Economic growth is driven by supply and demand. It means that the demand will trigger the increasing growth.

Currently, the level of public consumption also significantly contributes to generate economic growth, in addition to exports and government consumption. “However, in terms of supply side, the oversupply of consumer goods, including to support the feast brought in from outside the region, is not good,” he said.

Thus, the growth in terms of consumption will increase.

However, in terms of supply side it does not have significant impact. In the end, the quality of economic growth of Bali is not good.

In addition to consumer goods, businessmen of Bali also lose in the competition against those from outside Bali. “It is not a matter of regional ego or anything else. But in terms of economic standpoint, if the supply is still dominated by those from outside the island, the multiplier effect will not mean anything,” he concluded.

It means that reinvestment is not done in Bali, so that the multiplier effect is not good. Productivity of local community will become low. “Therefore, we must push it. There are programs that can continuously encourage the strengthening, development by the government as well as the creation of better business climate. There must be alignments to local business players to promote higher economic growth and economic equality,” he explained.

In the end, the level of good consumption, but poor productivity, will affect the macro economy. Even though it is still growing, the growth is not qualified. He continued that employers of Bali have been left behind in all business sectors. In the tourism sector making Bali the world’s premier destinations, the Bali local entrepreneurs are just ranked fourth and fifth, and they mostly become workers in the sector.

Thus, he judged it necessary for the government to provide and create opportunities for the entrepreneurs of Bali.

“In addition to raw materials, all of our needs are supplied from outside Bali. Most employers of Bali are waiting for the entry of the raw materials, and then they are processed and marketed,” he said.

Supposedly, the employers of Bali should actively go out to explore the regions of raw materials and basic needs for consumption, and then become the major supplier of hotels. (kmb42)

GIANYAR - Dozens of fishermen’ boat looked to be parked on the shoreline of Manyar, Ketewel village, Sukawati, on Monday (Apr. 3). This condition occurred because fishermen did not go to sea, and they even complained about the lack of catches in the past few weeks.

A fisherman, I Wayan Gole, stated that almost all the fishermen on Manyar Beach complained about their drastic decline of fish.

Due to the absence of catches, fishermen continue to suffer losses.

“Possibly it is not the right season of fish. We usually see fish on the

seafront, now in the middle of the ocean there are even no fish at all,” he said while waiting for fish on the shoreline of Manyar on Monday.

He described that in the past few weeks most fishermen indeed suffer losses because they have to cover operating costs such as boat engine fuel. “Because there is no catch, diesel fuel only runs out for sailing

around,” he complained.

A few years ago, local fisherman could gain 7 kg of fish per boat for once departure to catch fish. The fish obtained by Manyar fishermen were dominated by sardine fish. “Now, we cannot bring home such amount of fish. When returning home, we usually take a little,” he said.

Myanmar leader says no ethnic cleansing of Rohingya Muslims -BBC

LONDON - Myanmar leader Aung San Suu Kyi said ethnic cleansing was too strong a term to describe what was happening in the Muslim-majority Rakhine region, the BBC reported on Wednesday.

“I don’t think there is ethnic cleaning going on,” Suu Kyi told the BBC in an interview when asked if she would be remembered as the Nobel Peace Prize winner who ignored ethnic cleansing in her own country.

“I think ethnic cleansing is too strong an expression to use for what is happening,” said Suu Kyi who is facing international criticism for her government’s handling of a crisis in the Muslim-majority Rakhine region.

Attacks on Myanmar border guard posts in October last year by a previously unknown insurgent group ignited the biggest crisis of Suu Kyi’s year in power, with more than 75,000 Rohingya fleeing to Bangladesh in the ensuing army crackdown.

A United Nations report issued earlier this year said Myanmar’s security forces had committed mass killings and gang rapes against Rohingya during their campaign against the insurgents, which may amount

to crimes against humanity. The military has denied the accusations, saying it was engaged in a legitimate counterinsurgency operation.

“What we are trying to go for is reconciliation not condemnation,” Suu Kyi told the BBC. “It is Muslims killing Muslims as well.”

Australia, PNG to discuss future of controversial asylum seeker camp

SYDNEY - The future of an Australia’s controversial asylumseeker detention centre in Papua New Guinea will be discussed during a two-day visit by Australian Prime Minister Malcolm Turnbull to the Pacific island nation starting Friday.

Australia is under pressure from human rights groups and the United Nations to close its two Pacific island detention centres, which have been widely criticised for cramped conditions, inadequate medical care and violence.

The Papua New Guinea Supreme Court ruled last year that the country’s Manus island detention centre should close, forcing Australia and its Pacific island ally to confirm it would close the camp

during 2017.

“The primary reason for Turnbull’s visit is to discuss economic prospects but the topic of Manus island will be addressed too,” a source familiar with the visit told Reuters on Thursday.

Turnbull’s trip to Papua New Guinea comes a day after he met with Baron Waqa, the president of Nauru, and thanked him for hosting Australia’s second detention centre in the Pacific. Waga later met Australian Foreign Minister Julie Bishop to discuss the future of Nauru after the detention centre closes, though no timetable was given for the closure.

“We want to look at the economic opportunities for Nauru post

the regional processing centre,” Bishop said at a meeting Waqa in Sydney.

Australia has a strict policy of not allowing anyone who tries to reach the country by boat to settle there, instead detaining them in the Pacific camps, where asylum claims processing can take years, and even if they are found to be genuine refugees they are still barred from Australia.

Australia agreed with former U.S. President Barack Obama late last year for the United States to resettle up to 1,250 asylum seekers held in the Australian-funded camps. In return, Australia would resettle refugees from El Salvador, Guatemala and Honduras. (rtr)

Philippines’ Duterte says “may” visit disputed S.China Sea island MANILA - Philippine President Rodrigo Duterte, who on the campaign trail joked that would jet ski to a Chinese man-made island in the South China Sea to reinforce Manila’s claim, said on Thursday he may visit a Philippine-controlled island to raise the national flag.

Duterte’s plan is unlikely to sit well with China, which lays claim to almost all the South China Sea, despite a fast-warming relationship between the two sides in recent months.

The Philippines occupies nine “features”, or islands and reefs, in the South China Sea, including a World War II-vintage transport ship which ran aground on Second Thomas Shoal in the late 1990s.

Duterte told reporters he would visit the island of Thitu, the largest of the Philippine-controlled Spratly Islands, and build a barracks for servicemen operating in the area.

“In the coming Independence Day, I may go to Pagasa island to raise the flag there,” Duterte told reporters, using the local name for Thitu.

The Philippines marks 119th year of independence from more than three centuries of Spanish rule on June 12.

Thitu is close to Subi Reef, one of seven man-made islands in the Spratlys that China is accused of militarising with surface-to-air missiles, among other armaments.

Brunei, Malaysia, the Philippines, Vietnam and Taiwan also have claims in the strategic waters.

Duterte’s comment made at a military base on Palawan island, near the disputed waters, came two days after Manila’s acting foreign minister said China and the Association of Southeast Asian Nations had made progress on a framework for a code of conduct in the South China Sea. Duterte announced his “separation” from the United States in October, declaring he had realigned with China as the two agreed to resolve their South China Sea dispute through talks.

His efforts to engage China, months after a tribunal in the Hague ruled that Beijing did not have historic rights to the South China Sea, marks an astonishing reversal in foreign policy since he took office on June 30.

Last month, Defence Minister Delfin Lorenzana said the military would strengthen its facilities in the Spratlys, building a new port, paving an existing rough airstrip and repairing other structures.

Chinese coast guard vessels prevented a Philippine nationalist group from planting a Filipino flag on a rocky outcrop in another part of the South China Sea in June.

BUSINESS Multi-million dollar deal for Somaliland’s historic port sparks land rush

BERBERA - The land along the road into Berbera is barren and empty. Somaliland’s small, rusty Gulf of Aden port which for centuries made the town prosperous rises suddenly out of the ground as the road hits the coast.

The crumbling town has languished for decades, but its fortunes look set to change following a multi-million dollar deal to revamp the port which has triggered a rush to buy land.

Berbera, along the coast from Djibouti, has been a backwater since 1991 when Somaliland broke away from Somalia following a bloody civil war. The town’s buildings, some dating back to the Ottoman era, stand neglected.

Unemployment is rampant, exacerbated by a devastating drought that has decimated livestock, a backbone of the export economy.

But last September Somaliland’s government, which is not recognised internationally, signed its largest-ever INVESTMENT deal which could allow Berbera to become a major trading hub for goods to and from the Horn of Africa.

The development will be carried out by DP World, a multinational port operator from the United Arab Emirates, which has valued the project at more than $400 million.

The deal was followed by another with the UAE, signed in March, for a military base a few kilometres down the road. Locals and investors believe Berbera is on the brink of an economic boom that will make the town wealthy once more.

Adan Abokor, a researcher at the Rift Valley Institute in the capital Hargeisa, says the project has sparked a “land rush”, as diaspora Somalilanders and wealthy businessmen from nearby regions flock to buy a piece of the town.

Though the surrounding land appears deserted, brick foundations enclose recently demarcated plots from the airport to the coast.

“There has been more building in the last two years than in the whole period from 1991,” said Jimale Abdulahi, a local government official. But not all residents are happy.

LAND TENSIONS Land has long caused trouble throughout Somaliland, and is behind the majority of violent incidents recorded in towns and cities, the Hargeisa-based Academy for Peace and Development (APD) reported in 2010.

Clan disputes have for years been drivers of conflict, aggravated by the destruction or loss of legal documentation during the civil war, leading to competing title claims.

Sayeed “Sonny” Sayeed, a young resident, told the Thomson Reuters Foundation that many in the town are suspicious of the port deal, suspecting the plans will alter Berbera’s clan composition. “People from other regions want to take over,” he said. “If they move here then new people will be born in this place, so that they can vote here.”

His friend, Ahmed Nazal, said returning members of the diaspora were welcome, but only if they originally hailed from the area.

“If not, they should go and INVEST in their own regions,” he said. Others who spoke to the Thomson Reuters Foundation disagreed, saying diaspora investment would be good for the town. “These lands were empty, no one was INVESTING here,” said Salelan Adel, a young unemployed man. “It will give locals the chance to finally develop the lands that we own.”

SIMMERING UNEASE The port deal has also highlighted other tensions, with the role of the local council targeted for particular criticism. Unlike many

other major towns in Somaliland, Berbera’s government controls swathes of land, including a 70-km (44 miles) “free zone” around the port.

This undeveloped land had been reserved for use by the port, but has been hurriedly allocated to newcomers since the DP World deal was signed, according to locals and Hargeisa-based experts. “It is being sold off without clear procedures and guidelines,” said Mohamed Farah, director of the APD think tank. Critics say most of this land has been allocated to those with government connections.

“What we are seeing is land grabbing,” said Ahmed Hussein Esse, president of Abaarso Tech University in Hargeisa. There is now almost no public land left in Somaliland, he added.

Local official Abdulahi confirmed the council had been distributing public land, including parts of the “free zone”, but said it had done so transparently. Last summer it allocated plots to more than 700 Somalilanders returning from abroad, in a special area to be turned into a European-style village, he said.

However some worry that poorer residents will be driven out as the town gentrifies.

The average price of a 12 by 12 metre plot has more than doubled since last year, reaching $100,000 in places along the coast.

“The makeup of Berbera will definitely change,” said Mohamed Aden Hassan, head of news channel StarTV. “It is already showing signs of becoming an increasingly exclusive club.” Jama Musse Jama, head of the Red Sea Cultural Foundation in Hargeisa, said if poorer residents felt excluded from development “then for the first time the risk is of class rather than clan conflict”.

NEW LAND RULES The government has now embarked on the creation of a National Land Policy which aims to bring clarity to the country’s overlapping systems of tenure, while clearing out corruption in local land administration.

But for many Berbera residents, the most pressing concern is jobs. “DP World has brought order to the port, but it hasn’t brought salaries,” said Yusuf Heebed, a guard at the port since 1977. Last month workers demonstrated against wage cuts brought in by the new operator and 280 have been laid off.

Young men like Adel and his friends are still hopeful that INVESTMENT will bring employment, though they worry that foreigners might be given preference.

“If the new deals do not bring the promised prosperity to Berbera, there will be real anger,” said local journalist Mahmoud Hassan.(rtr)

This menu is always available in a party related to the ceremony of Hindu community in Bali. It can be served with rice, but will taste better when consumed with tipat or rice bag. Consuming this delicacy will taste better when enjoying the gravy by sipping. Rice is served in a different container or bowl, so that the gravy sipped will generate distinctive sound ‘gerosssss.’

The way to prepare it is quite unique. To crush meat, Balinese people do not grind or uses other modern tools, but uses knife to

chop. If this activity is carried out together in a series of religious ceremonies, the process of chopping meat will generate sound like the unique strains of music without a composer.

Meat is the main ingredient, while the spice in use belongs to base genep (Balinese complete spice) consisting of shallot, garlic, ginger, turmeric, ginger, aromatic ginger, pepper, coriander, nutmeg, cayenne pepper, red pepper and salt. Then, the seasoning of gravy includes fried onions, bay leaves and kaffir lime. All the ingredients are then finely pulverized, except the seasoning for the gravy.

Preparation is started by mixing the meat with grounded spice.

When using a little meat, it is usually added with grated coconut, so that it gets larger number of meatballs. Afterwards, they are mixed together and added with coconut oil. Then, it is resumed with the making of batter of meatballs.

At the same time, it is followed with the making of gravy by boiling water of about 700 cc. Then, add some spices, bay leaves and fried shallot. After the water with spices is boiling, put the meatballs into the gravy until they are floating. It means that it has cooked, and then add some salt to taste. The annual event will be packaged in a parade. Moreover, on March 25 and 26 this special event will be held in front of the Desa and Puseh Temple of Kediri customary village. In the meantime, the road closure will take place on March 27, 2017 where the route will reach the Kediri roundabout.

Chief of Kediri customary village, AAG Ngurah Panji Wisnu, explained that during the eleven days, the entire customary villagers of Kediri ranging from children to adults will go around the village while playing the sounds from a variety of sources. They are ranging from kulkul (bamboo split drum), gong or okokan (large cow bell). Some have even been modified with the accompaniment of bleganjur.

“In total, there are seven hamlets at Kediri customary village that will take turns to go round from one hamlet to another hamlet existing is at our village,” he explained. Further, he said that tektekan tradition in the area of Kediri customary village is inherited from generation to generation. So far, there is no any record on the history of its origin. According to his ancestors, the tradition came together with the outbreaks in Kediri.

“At that time, many residents were experiencing sickness to death and they also faced harvest failure because

their paddy fields were attacked by pests,” he said.

Due to concerns over the calamity occurred at that time, community leaders and temple priests agreed to invoke guidance by praying at local Puseh Temple. At that time, they got a clue if the pandemic could be eliminated by means of sounds. Armed with this clue, the residents of Kediri came down and went around the village while playing tektekan for few days. Finally, it was proved that the plague attacking the customary village disappeared.

Since then, the tektekan tradition has psychical function to dismiss plague. Its implementation cannot be predicted because it depends on the incidence of outbreak at the village.

With the changing of time or more precisely from 2014 the tektekan tradition began to be transformed into an entertainment art. Moreover, local villagers agreed to hold this tradition as annual attraction coinciding with the Hindus celebrating Nyepi. During the execution of tektekan tradition at local customary village, the officials suggest road users to find alternative road section. “We’ve made coordination with police authority, especially on the security and traffic diversion,” he concluded. Assad tells paper he sees no “option except victory” in Syria

BEIRUT - Syrian President Bashar al-Assad said there is no “option except victory” in the country’s civil war in an interview published on Thursday, saying the government could not reach “results” with opposition groups that attended recent peace talks.

The interview with Croatian newspaper Vecernji List appeared to have been conducted before U.S. President Donald Trump accused Assad of crossing “many, many lines” with a poison gas attack on Tuesday.

Assad was not asked about the chemical attack in the northwestern Syrian town of Khan Sheikhoun, a text of the interview published by the Syrian state news agency SANA showed. The government has strongly denied any role.

More than six years into the Syrian conflict, Assad appears militarily unassailable in the areas of western Syria where he has shored up his rule with decisive help from the Russian military and Iranian-backed militias from across the region.

The interview published on Thursday underlined Assad’s confidence as he reiterated his goal of dealing a total defeat to the insurgency. He also reiterated his rejection of federalism sought by Kurdish groups in northern Syria.

“As I said a while ago, we have a great hope which is becoming greater; and this hope is built on confi-

dence, for without confidence there wouldn’t be any hope. In any case, we do not have any other option except victory,” he said.

“If we do not win this war, it means that Syria will be deleted from the map. We have no choice in facing this war, and that’s why we are confident, we are persistent and we are determined,” he said.

More than 70 people, including at least 20 children, were killed in the chemical attack on Tuesday.

The Russian allies say the deaths were caused by a leak from an arms depot where rebels were making chemical weapons, after it was hit in a Syrian air strike.

Rebels deny this.

Rebels have in recent weeks launched two of their boldest offensives in many months, attacking in Damascus and north of the government-held city of Hama. The army says both assaults have been repelled.

Assad, citing recent rebel offensives in Damascus and near the northern city of Hama, said “the opposition which exists is a jihadi opposition in the perverted sense of jihad”.

“That is why we cannot, practically, reach any actual result with this part of the opposition (in talks).

The evidence is that during the Astana negotiations they started their attack on the cities of Damascus and Hama and other parts of Syria, repeating the cycle of terrorism and the killing of innocents.” (rtr)

Italy’s government stability shaken by parliamentary vote loss

ROME - A shock vote by members of Italian Prime Minister Paolo Gentiloni’s coalition is threatening the stability of his four-month-old government and to stymie negotiations for a new electoral law.

Members of the coalition broke ranks in a secret ballot to elect a member of another party to a key parliamentary committee on Wednesday. It was Gentiloni’s worst setback since he took office in December and bode poorly for the future, political commentators said.

La Stampa daily spoke of a “wind of crisis” buffeting the government that could affect its staying power until the next scheduled national elections next year. La Repubblica said the result had left the government “trembling” and “on the edge of a crisis”.

Gentiloni has been struggling to keep his faction-ridden Democratic Party (PD) together since he took office, and the setback could affect the timing of agreement on a new electoral law ahead of the next national polls.

“Full-blown government crisis?,” asked Wolfgang Munchau, an analyst writing in the UK-based Eurointelligence Professional Briefing. “The vote threatens the end of the coalition ... and could lead to further political fragmentation.”

Ruling coalition members had

agreed ahead of time to vote for Giorgio Pagliari as head of the Chamber of Deputies constitutional affairs committee but he lost by a large margin in the secret ballot to Salvatore Torrisi, of the Popular Alliance, a party headed by Foreign Minister Angelino Alfano.

The tally, made public just after it was taken, meant as many as five members of Gentiloni’s coalition, or about one-fifth of the members, secretly voted with the opposition 5-star movement and former Prime Minister Silvio Berlusconi’s Forza Italia party.

The post of head of the constitutional affairs committee is important because it would play a key role in changing the country’s electoral law before the natural end of the legislature next year.

“It appears that a coalition of small parties and PD dissidents are trying to block an electoral reform that could see their influence greatly reduced,” Munchau said.

Former prime minister Matteo Renzi quit in December after suffering a heavy defeat in a referendum on constitutional reform.

He has called for a leadership contest in the PD and supports early elections, arguing the debt-laden country needs a new political impetus. The PD is due to hold primaries for a new leader on April 30 and a congress in May. (rtr)

“Hence, our discussion was more related to the exchange of ideas regarding the events happening in Indonesia and Afghanistan,” he noted. Kalla remarked that during the meeting, President Ghani also expressed willingness to learn from Indonesia through the exchange of ulamas and government expert officials to help realize the peace process in Afghanistan.

“Mutual exchange of ulamas

and government staff is aimed at offering advice in reconciling Afghans,” he pointed out. In addition to sharing experiences, the Indonesian vice president and Afghan president also discussed the current situation in the Islamic world.

“We also spoke about how we must unite the Islamic world, though it is not an easy task. However, there should be joint efforts,” Kalla revealed.

In an hour-long meeting, Kalla was accompanied by Indonesian

MELBOURNE - Filipino great Manny Pacquiao will defend his WBO welterweight title against unbeaten Australian Jeff Horn in Brisbane in July after a bout with Amir Khan fell through, local media reported.

“We’re not able to fight Amir Khan because of Ramadan, so we decided to take this fight in the interim,” Pacquiao’s adviser Michael Koncz said in comments published by News Corp media.

“We signed it, so yeah, we’re excited about it. But again, my preference was to fight Amir Khan. That didn’t work out.

We had this on the table so we decided to take it.”

Eight-division world champion Pacquiao agreed to an April fight against Briton Khan in the United Arab Emirates but his promoter Bob Arum said last month it had been postponed after the $38 million offer for the bout failed to materialise.

The July 2 fight against Horn will be the 38-year-old Pacquiao’s first since his unanimous decision victory for the title over American Jessie Vargas in Las Vegas last November.

“Manny will train and do the best he can and hopefully we get the fight over with very quickly, we get out of there, we say ‘hi’ to the Australian fans and media and come home,” Koncz said.

“Frankly and honestly, and nothing against Jeff Horn -I’ve never met the kid, I don’t know him personally -- but the name recognition is I guess why the fans picked Amir Khan.”

In February, Philippines senator Pacquiao (59-6-2) asked fans on Twitter who he should fight next in a four-man poll and 48 percent of the respondents voted for Khan.

SYDNEY - A barrage of aces can be expected in the second rubber of Australia’s Davis Cup quarter-final against the United States in Brisbane on Friday after Nick Kyrgios was drawn to play John Isner in singles.

Australian Kyrgios, who has beaten Novak Djokovic twice and taken Roger Federer close over the last month on the back of some brilliant serving, is tied for third place with the tall American on the ATP leaderboard with 218 aces this season.

FIFA turns to China again for sponsorship, with Hisense deal

ZURICH — Racing to find sponsors for the 2018 World Cup following corruption scandals, FIFA has again found help in China — this time with consumer electronics firm Hisense.

The 16-month deal announced Thursday by Hisense’s British division is unusually short for FIFA, which typically looks for contracts of at least two World Cups.

Hisense signed up in the second-tier global category as the official television sponsor only for the Confederations Cup later this year and the 2018 World Cup in Russia. FIFA now has 10 World Cup sponsors, with new deals all coming from China and Russia.

There are still 24 vacancies in a marketing plan that includes a new third-tier category giving sponsors only regional rights.

Hisense, which also sponsored the 2016 European Championship in France, did not disclose financial details. “Over the years, Hisense has gained a lot of experience and seen strong brand growth through sports sponsorships,” Hisense Group president Liu Hongxin was quoted as saying in a FIFA release.

FIFA marketing officials have acknowledged that potential deals have been affected by American and Swiss federal investigations of corruption in international soccer which were revealed in May 2015.

It’s been more than a year since FIFA landed a global top-tier sponsor for the World Cup, which is budgeted to earn more than $5 billion. In March 2016, Chinese property and cinema giant Wanda Group signed a four-tournament deal through 2030.

The previous new sponsor signed in September 2013 when Russian energy giant Gazprom signed up for the 2014 and 2018 World Cups. FIFA currently has six top-tier “partners,” with scope to add two more ahead of the kickoff in Russia in 14 months. Hisense joins Budweiser and McDonalds in the second-tier “sponsor” category, which has between three and five vacancies.

In the new 20-slot regional tier, only Alfa Bank of Russia has signed to a program created by marketing executives hired under former President Sepp Blatter and who left FIFA since Gianni Infantino was elected last year.

FIFA is looking for three more regional deals for Europe, plus four each in Africa and the Middle East, Asia, North America and South America.

Manchester United full back Luke Shaw has said that manager Jose Mourinho’s criticism was “hard to take” but has promised to fight his way back into the starting lineup at the club. Shaw played a key role to help United secure a 1-1 draw against Everton in the Premier League on Tuesday but was later told to develop a football brain by Mourinho.

The Portuguese boss also questioned Shaw’s commitment and ambition at United last weekend.

“With the stuff that has been going on it is hard for me to take because deep down that is not me as a person,” the 21-year-old told the British media.

“He (Jose) wants to see me

fighting – and I will fight to the last second because I want to be here for the club. “I want to play for the manager and I want to help this team get back to the top.”

Shaw suffered a broken leg last season and has started only seven league games under Mourinho during the current campaign.

“I am working really hard at the moment, especially now more than ever,” the England international added.

“I am going through a phase where everything sort of is going against me, but I want this so badly, I want to prove everyone wrong.”

In-form Tottenham relishing chase of Chelsea

LONDON - Tottenham Hotspur have the chance to exert psychological pressure on Premier League leaders Chelsea when they open the weekend programme at home to Watford on Saturday. An 11th consecutive home league victory in the lunchtime kickoff would cut Chelsea’s lead to four points before Antonio Conte’s side play away at Bournemouth in the day’s late game.

It seemed Mauricio Pochettino’s Tottenham side had blown any chance of reeling in Chelsea when they trailed Swansea City 1-0 in the 88th minute on Wednesday. But an extraordinary late burst earned them a 3-1 win that kept Chelsea in their sights.

Their fifth consecutive victory maintained the seven-point gap and means Pochettino’s side have amassed 29 points since the turn of the year - more than any other side.

While Chelsea’s gritty 2-1 victory over Manchester City means it appears to be their title to lose, Tottenham are clearly revelling in the chase, as they did last season in an ultimately futile pursuit of

Leicester City.

“I believe that we can win every game if we play like we did against Swansea - and then we’ll see,” said Pochettino, whose side host Bournemouth the following week.

“We’re still pushing, believing, pressuring Chelsea. It’s important we are showing we learnt from last season.”

Conte is well aware of the threat posed by Tottenham and believes six wins from their final eight games could be required to keep Pochettino’s in-form side at bay.

Bournemouth, who notched an impressive 2-2 draw at third-placed Liverpool on Wednesday, are a tricky obstacle for Chelsea, who a week later travel to Manchester United.

Assad tells paper he sees no “option except victory” in Syria

BEIRUT - Syrian President Bashar al-Assad said there is no “option except victory” in the country’s civil war in an interview published on Thursday, saying the government could not reach “results” with opposition groups that attended recent peace talks.

The interview with Croatian newspaper Vecernji List appeared to have been conducted before U.S. President Donald Trump accused Assad of crossing “many, many lines” with a poison gas attack on Tuesday.

Assad was not asked about the chemical attack in the northwestern Syrian town of Khan Sheikhoun, a text of the interview published by the Syrian state news agency SANA showed. The government has strongly denied any role.

More than six years into the Syrian conflict, Assad appears militarily unassailable in the areas of western Syria where he has shored up his rule with decisive help from the Russian military and Iranian-backed militias from across the region.

The interview published on Thursday underlined Assad’s confidence as he reiterated his goal of dealing a total defeat to the insurgency. He also reiterated his rejection of federalism sought by Kurdish groups in northern Syria.

“As I said a while ago, we have a great hope which is becoming greater; and this hope is built on confi-

dence, for without confidence there wouldn’t be any hope. In any case, we do not have any other option except victory,” he said.

More than 70 people, including at least 20 children, were killed in the chemical attack on Tuesday.

The Russian allies say the deaths were caused by a leak from an arms depot where rebels were making chemical weapons, after it was hit in a Syrian air strike.

Rebels deny this.

Rebels have in recent weeks launched two of their boldest offensives in many months, attacking in Damascus and north of the government-held city of Hama. The army says both assaults have been repelled.

Assad, citing recent rebel offensives in Damascus and near the northern city of Hama, said “the opposition which exists is a jihadi opposition in the perverted sense of jihad”.

“That is why we cannot, practically, reach any actual result with this part of the opposition (in talks).

The evidence is that during the Astana negotiations they started their attack on the cities of Damascus and Hama and other parts of Syria, repeating the cycle of terrorism and the killing of innocents.” (rtr)

Italy’s government stability shaken by parliamentary vote loss

ROME - A shock vote by members of Italian Prime Minister Paolo Gentiloni’s coalition is threatening the stability of his four-month-old government and to stymie negotiations for a new electoral law.

Members of the coalition broke ranks in a secret ballot to elect a member of another party to a key parliamentary committee on Wednesday. It was Gentiloni’s worst setback since he took office in December and bode poorly for the future, political commentators said.

La Stampa daily spoke of a “wind of crisis” buffeting the government that could affect its staying power until the next scheduled national elections next year. La Repubblica said the result had left the government “trembling” and “on the edge of a crisis”.

Gentiloni has been struggling to keep his faction-ridden Democratic Party (PD) together since he took office, and the setback could affect the timing of agreement on a new electoral law ahead of the next national polls.

“Full-blown government crisis?,” asked Wolfgang Munchau, an analyst writing in the UK-based Eurointelligence Professional Briefing. “The vote threatens the end of the coalition ... and could lead to further political fragmentation.”

agreed ahead of time to vote for Giorgio Pagliari as head of the Chamber of Deputies constitutional affairs committee but he lost by a large margin in the secret ballot to Salvatore Torrisi, of the Popular Alliance, a party headed by Foreign Minister Angelino Alfano.

The tally, made public just after it was taken, meant as many as five members of Gentiloni’s coalition, or about one-fifth of the members, secretly voted with the opposition 5-star movement and former Prime Minister Silvio Berlusconi’s Forza Italia party.

The post of head of the constitutional affairs committee is important because it would play a key role in changing the country’s electoral law before the natural end of the legislature next year.

“It appears that a coalition of small parties and PD dissidents are trying to block an electoral reform that could see their influence greatly reduced,” Munchau said.

Former prime minister Matteo Renzi quit in December after suffering a heavy defeat in a referendum on constitutional reform.

He has called for a leadership contest in the PD and supports early elections, arguing the debt-laden country needs a new political impetus. The PD is due to hold primaries for a new leader on April 30 and a congress in May. (rtr)

Kalla remarked that during the meeting, President Ghani also expressed willingness to learn from Indonesia through the exchange of ulamas and government expert officials to help realize the peace process in Afghanistan.

and government staff is aimed at offering advice in reconciling Afghans,” he pointed out. In addition to sharing experiences, the Indonesian vice president and Afghan president also discussed the current situation in the Islamic world.

The habitats of the three species in Indonesia have been dramatically reduced by destruction of tropical forests for mining and plantations.

BUSINESS Multi-million dollar deal for Somaliland’s historic port sparks land rush

BERBERA - The land along the road into Berbera is barren and empty. Somaliland’s small, rusty Gulf of Aden port which for centuries made the town prosperous rises suddenly out of the ground as the road hits the coast.

The crumbling town has languished for decades, but its fortunes look set to change following a multi-million dollar deal to revamp the port which has triggered a rush to buy land.

Berbera, along the coast from Djibouti, has been a backwater since 1991 when Somaliland broke away from Somalia following a bloody civil war. The town’s buildings, some dating back to the Ottoman era, stand neglected.

Unemployment is rampant, exacerbated by a devastating drought that has decimated livestock, a backbone of the export economy.

But last September Somaliland’s government, which is not recognised internationally, signed its largest-ever INVESTMENT deal which could allow Berbera to become a major trading hub for goods to and from the Horn of Africa.

The development will be carried out by DP World, a multinational port operator from the United Arab Emirates, which has valued the project at more than $400 million.

The deal was followed by another with the UAE, signed in March, for a military base a few kilometres down the road. Locals and investors believe Berbera is on the brink of an economic boom that will make the town wealthy once more.

Adan Abokor, a researcher at the Rift Valley Institute in the capital Hargeisa, says the project has sparked a “land rush”, as diaspora Somalilanders and wealthy businessmen from nearby regions flock to buy a piece of the town.

Though the surrounding land appears deserted, brick foundations enclose recently demarcated plots from the airport to the coast.

“There has been more building in the last two years than in the whole period from 1991,” said Jimale Abdulahi, a local government official. But not all residents are happy.

LAND TENSIONS Land has long caused trouble throughout Somaliland, and is behind the majority of violent incidents recorded in towns and cities, the Hargeisa-based Academy for Peace and Development (APD) reported in 2010.

Clan disputes have for years been drivers of conflict, aggravated by the destruction or loss of legal documentation during the civil war, leading to competing title claims.

Sayeed “Sonny” Sayeed, a young resident, told the Thomson Reuters Foundation that many in the town are suspicious of the port deal, suspecting the plans will alter Berbera’s clan composition. “People from other regions want to take over,” he said. “If they move here then new people will be born in this place, so that they can vote here.”

His friend, Ahmed Nazal, said returning members of the diaspora were welcome, but only if they originally hailed from the area.

“If not, they should go and INVEST in their own regions,” he said. Others who spoke to the Thomson Reuters Foundation disagreed, saying diaspora investment would be good for the town. “These lands were empty, no one was INVESTING here,” said Salelan Adel, a young unemployed man. “It will give locals the chance to finally develop the lands that we own.”

SIMMERING UNEASE The port deal has also highlighted other tensions, with the role of the local council targeted for particular criticism. Unlike many

other major towns in Somaliland, Berbera’s government controls swathes of land, including a 70-km (44 miles) “free zone” around the port.

This undeveloped land had been reserved for use by the port, but has been hurriedly allocated to newcomers since the DP World deal was signed, according to locals and Hargeisa-based experts. “It is being sold off without clear procedures and guidelines,” said Mohamed Farah, director of the APD think tank. Critics say most of this land has been allocated to those with government connections.

“What we are seeing is land grabbing,” said Ahmed Hussein Esse, president of Abaarso Tech University in Hargeisa. There is now almost no public land left in Somaliland, he added.

Local official Abdulahi confirmed the council had been distributing public land, including parts of the “free zone”, but said it had done so transparently. Last summer it allocated plots to more than 700 Somalilanders returning from abroad, in a special area to be turned into a European-style village, he said.

However some worry that poorer residents will be driven out as the town gentrifies.

The average price of a 12 by 12 metre plot has more than doubled since last year, reaching $100,000 in places along the coast.

“The makeup of Berbera will definitely change,” said Mohamed Aden Hassan, head of news channel StarTV. “It is already showing signs of becoming an increasingly exclusive club.” Jama Musse Jama, head of the Red Sea Cultural Foundation in Hargeisa, said if poorer residents felt excluded from development “then for the first time the risk is of class rather than clan conflict”.

NEW LAND RULES The government has now embarked on the creation of a National Land Policy which aims to bring clarity to the country’s overlapping systems of tenure, while clearing out corruption in local land administration.

But for many Berbera residents, the most pressing concern is jobs. “DP World has brought order to the port, but it hasn’t brought salaries,” said Yusuf Heebed, a guard at the port since 1977. Last month workers demonstrated against wage cuts brought in by the new operator and 280 have been laid off.

Young men like Adel and his friends are still hopeful that INVESTMENT will bring employment, though they worry that foreigners might be given preference.

“If the new deals do not bring the promised prosperity to Berbera, there will be real anger,” said local journalist Mahmoud Hassan.(rtr)

The way to prepare it is quite unique. To crush meat, Balinese people do not grind or uses other modern tools, but uses knife to

chop. If this activity is carried out together in a series of religious ceremonies, the process of chopping meat will generate sound like the unique strains of music without a composer.

Meat is the main ingredient, while the spice in use belongs to base genep (Balinese complete spice) consisting of shallot, garlic, ginger, turmeric, ginger, aromatic ginger, pepper, coriander, nutmeg, cayenne pepper, red pepper and salt. Then, the seasoning of gravy includes fried onions, bay leaves and kaffir lime. All the ingredients are then finely pulverized, except the seasoning for the gravy.

Preparation is started by mixing the meat with grounded spice.

When using a little meat, it is usually added with grated coconut, so that it gets larger number of meatballs. Afterwards, they are mixed together and added with coconut oil. Then, it is resumed with the making of batter of meatballs.

At the same time, it is followed with the making of gravy by boiling water of about 700 cc. Then, add some spices, bay leaves and fried shallot. After the water with spices is boiling, put the meatballs into the gravy until they are floating. It means that it has cooked, and then add some salt to taste. Chief of Kediri customary village, AAG Ngurah Panji Wisnu, explained that during the eleven days, the entire customary villagers of Kediri ranging from children to adults will go around the village while playing the sounds from a variety of sources. They are ranging from kulkul (bamboo split drum), gong or okokan (large cow bell). Some have even been modified with the accompaniment of bleganjur.

“In total, there are seven hamlets at Kediri customary village that will take turns to go round from one hamlet to another hamlet existing is at our village,” he explained. Further, he said that tektekan tradition in the area of Kediri customary village is inherited from generation to generation. So far, there is no any record on the history of its origin. According to his ancestors, the tradition came together with the outbreaks in Kediri.

“At that time, many residents were experiencing sickness to death and they also faced harvest failure because

their paddy fields were attacked by pests,” he said.

Due to concerns over the calamity occurred at that time, community leaders and temple priests agreed to invoke guidance by praying at local Puseh Temple. At that time, they got a clue if the pandemic could be eliminated by means of sounds. Armed with this clue, the residents of Kediri came down and went around the village while playing tektekan for few days. Finally, it was proved that the plague attacking the customary village disappeared.

Since then, the tektekan tradition has psychical function to dismiss plague. Its implementation cannot be predicted because it depends on the incidence of outbreak at the village.

With the changing of time or more precisely from 2014 the tektekan tradition began to be transformed into an entertainment art. Moreover, local villagers agreed to hold this tradition as annual attraction coinciding with the Hindus celebrating Nyepi. During the execution of tektekan tradition at local customary village, the officials suggest road users to find alternative road section. “We’ve made coordination with police authority, especially on the security and traffic diversion,” he concluded. GIANYAR - Dozens of fishermen’ boat looked to be parked on the shoreline of Manyar, Ketewel village, Sukawati, on Monday (Apr. 3). This condition occurred because fishermen did not go to sea, and they even complained about the lack of catches in the past few weeks.

A fisherman, I Wayan Gole, stated that almost all the fishermen on Manyar Beach complained about their drastic decline of fish.

Due to the absence of catches, fishermen continue to suffer losses.

“Possibly it is not the right season of fish. We usually see fish on the

seafront, now in the middle of the ocean there are even no fish at all,” he said while waiting for fish on the shoreline of Manyar on Monday.

He described that in the past few weeks most fishermen indeed suffer losses because they have to cover operating costs such as boat engine fuel. “Because there is no catch, diesel fuel only runs out for sailing

around,” he complained.

Australia, PNG to discuss future of controversial asylum seeker camp

SYDNEY - The future of an Australia’s controversial asylumseeker detention centre in Papua New Guinea will be discussed during a two-day visit by Australian Prime Minister Malcolm Turnbull to the Pacific island nation starting Friday.

Australia is under pressure from human rights groups and the United Nations to close its two Pacific island detention centres, which have been widely criticised for cramped conditions, inadequate medical care and violence.

The Papua New Guinea Supreme Court ruled last year that the country’s Manus island detention centre should close, forcing Australia and its Pacific island ally to confirm it would close the camp

during 2017.

“The primary reason for Turnbull’s visit is to discuss economic prospects but the topic of Manus island will be addressed too,” a source familiar with the visit told Reuters on Thursday.

Turnbull’s trip to Papua New Guinea comes a day after he met with Baron Waqa, the president of Nauru, and thanked him for hosting Australia’s second detention centre in the Pacific. Waga later met Australian Foreign Minister Julie Bishop to discuss the future of Nauru after the detention centre closes, though no timetable was given for the closure.

“We want to look at the economic opportunities for Nauru post

the regional processing centre,” Bishop said at a meeting Waqa in Sydney.

Australia has a strict policy of not allowing anyone who tries to reach the country by boat to settle there, instead detaining them in the Pacific camps, where asylum claims processing can take years, and even if they are found to be genuine refugees they are still barred from Australia.

Philippines’ Duterte says “may” visit disputed S.China Sea island MANILA - Philippine President Rodrigo Duterte, who on the campaign trail joked that would jet ski to a Chinese man-made island in the South China Sea to reinforce Manila’s claim, said on Thursday he may visit a Philippine-controlled island to raise the national flag.

Duterte’s plan is unlikely to sit well with China, which lays claim to almost all the South China Sea, despite a fast-warming relationship between the two sides in recent months.

The Philippines occupies nine “features”, or islands and reefs, in the South China Sea, including a World War II-vintage transport ship which ran aground on Second Thomas Shoal in the late 1990s.

Duterte told reporters he would visit the island of Thitu, the largest of the Philippine-controlled Spratly Islands, and build a barracks for servicemen operating in the area.

“In the coming Independence Day, I may go to Pagasa island to raise the flag there,” Duterte told reporters, using the local name for Thitu.

The Philippines marks 119th year of independence from more than three centuries of Spanish rule on June 12.

Thitu is close to Subi Reef, one of seven man-made islands in the Spratlys that China is accused of militarising with surface-to-air missiles, among other armaments.

Brunei, Malaysia, the Philippines, Vietnam and Taiwan also have claims in the strategic waters.

Duterte’s comment made at a military base on Palawan island, near the disputed waters, came two days after Manila’s acting foreign minister said China and the Association of Southeast Asian Nations had made progress on a framework for a code of conduct in the South China Sea. Duterte announced his “separation” from the United States in October, declaring he had realigned with China as the two agreed to resolve their South China Sea dispute through talks.

His efforts to engage China, months after a tribunal in the Hague ruled that Beijing did not have historic rights to the South China Sea, marks an astonishing reversal in foreign policy since he took office on June 30.

Last month, Defence Minister Delfin Lorenzana said the military would strengthen its facilities in the Spratlys, building a new port, paving an existing rough airstrip and repairing other structures.

Chinese coast guard vessels prevented a Philippine nationalist group from planting a Filipino flag on a rocky outcrop in another part of the South China Sea in June.

Economic growth of Bali unqualified

DENPASAR - The need for ritual needs for Nyepi, Galungan and Kuningan increases. It has an impact on the level of consumption of Balinese community.

Indeed, in terms of consumption, the feast has an impact on public consumption.

Economic growth is driven by supply and demand. It means that the demand will trigger the increasing growth.

Currently, the level of public consumption also significantly contributes to generate economic growth, in addition to exports and government consumption. “However, in terms of supply side, the oversupply of consumer goods, including to support the feast brought in from outside the region, is not good,” he said.

Spice Girl Mel B gets restraining order after accusing husband of abuse LOS ANGELES - Spice Girl Melanie ‘Mel B’ Brown was granted a restraining order against her estranged husband after filing court papers claiming he had emotionally and physically abused her for much of their 10-year marriage.

The British singer, 41, said her husband, TV producer Stephen Belafonte, had beaten her and destroyed her self esteem, threatening to leak a sex tape to the media if she left him, according to court documents filed in Los Angeles Superior Court to support her request for a restraining order. The request was granted on Monday and a full hearing was scheduled on April 24.

Representatives for Brown did not immediately return requests for comment on Tuesday.

Attempts by Reuters to reach Belafonte by telephone were unsuccessful and no lawyer or representative for Belafonte was listed in the court documents.

Brown, known as “Scary Spice” in the 1990s British girl group, filed for divorce last month in Los Angeles citing irreconcilable differences.The couple married in 2007 and have a five year-old daughter. Brown has two other children from previous relationships.

Belafonte told celebrity website TMZ in an interview on Monday, “I am shocked at those allegations... I think someone is trying to set me up to look like a bad guy.”

In the court documents, Brown detailed incidents dating back to 2007, when she claimed Belafonte slammed her onto the floor and began choking her on the night of her finale for the TV show “Dancing with the Stars.”

In 2012, she said a jealous Belafonte punched her in the face and split her lip as she was about to tape a segment with R&B singer Usher for the TV show “The X Factor,” according to the court documents. Norway to build world’s first ship tunnel through coast COPENHAGEN — Norway plans to build the world’s first tunnel for ships, a 1,700-meter (5,610-feet) passageway burrowed through a piece of rocky peninsula that will allow vessels to avoid a treacherous part of sea. Construction of the Stad Ship Tunnel, which would be able to accommodate cruise and freight ships weighing up to 16,000 tons, is expected to open in 2023.

It will be 36 meters (118 feet) wide and 49 meters (162 feet) tall and is estimated to cost at least 2.7 billion kroner ($314 million). Norwegian Transportation Minister Ketil SolvikOlsen had said Wednesday that sea currents and underwater topography in this part of the country’s southwestern coast “result in particularly complex wave conditions.”

“We are pleased that the ship tunnel now becomes reality,” Solvik-Olsen said, adding that travel time between Norwegian cities and towns in the area would be reduced. Over the years, plans for a ship tunnel in Stad had been floated but now a project with a financing is ready, he said.

The tunnel is expected to be located at the narrowest point of

the Stadlandet peninsula and the weather has for decades been considered an obstacle for shipping.

Project manager Terje Andreassen said engineers will have to blast out an estimated eight million tons of rock to build the tunnel. Construction is expected to start at the earliest in 2019.

Under the plan, passenger traffic will be given priority but leisure boats and other vessels can also use the tunnel. It will be free of charge for vessels measuring less than 70 meters (230 feet), and vessels longer than that would have to be led.

Vessels sailing through the tunnel likely will get slot times from a traffic center — like planes at an airport — to avoid congestion.
