Grumpy Cat immortalized in wax, makes Broadway debut

WASHINGTON - Grumpy Cat, the internet’s most famous scowling feline, not only unveiled a waxwork of herself this weekend, but also joined the cast of Broadway musical “Cats” to close out the show with some added “meow.”

Grumpy Cat, 4, posed next to a wax replica of herself at Madame Tussauds waxwork museum in Washington D.C. last week, before snapping photos with the museum’s other famous inhabitants, including former U.S. presidents Abraham Lincoln, John F. Kennedy and Ronald Reagan.

When asked how Grumpy Cat

was feeling, her owner Tabatha Bundesen told Reuters, “She was thrilled. As you can see, she’s still thrilled.”

After her visit to the nation’s capital, Grumpy Cat’s next stop was New York’s Broadway, where she was the guest of honor at Friday’s curtain call for Andrew Lloyd-Webber musical “Cats.”

Florida closes schools, orders evacuations as Matthew nears

FORT LAUDERDALE — Florida canceled classes along its Atlantic coastline and theme parks kept a watchful eye as Hurricane Matthew picked up speed heading to the East Coast.

Officials in central Florida’s Brevard County are ordering residents on barrier islands and in flood-prone areas to evacuate Wednesday in advance of the powerful hurricane. Residents who live in mobile and manufactured homes also are being ordered to leave.

In South Carolina, Gov. Nikki Haley contemplated whether to order some 1 million people to leave the coast and planned to release details of her plan Wednesday morning.

The evacuation is scheduled to take effect at 3 p.m., but traffic already was bumper-to-bumper during morning rush hour on In-

terstate 26 as people fled ahead of the storm. Gasoline was hard to come by during morning rush hour, with at least half a dozen stations in Mount Pleasant out of fuel and lines at others. The state’s attorney general warned stations against price gouging.

In Florida, a message on Walt Disney World’s website Wednesday says all of its theme parks and resorts are “currently operating under normal conditions” as officials continue to monitor the storm. They advised those who plan on visiting Disney to monitor news outlets for the latest weather information.

school activities are canceled.

Most colleges and universities in the warning areas also have canceled classes starting Wednesday evening.

A dangerous Category 3 storm with sustained winds of 115 mph, Matthew was bearing down on the southern Bahamas early Wednesday and expected to be very near Florida’s Atlantic coast by Thursday evening. Already the hurricane was spreading high winds, heavy rain and a dangerous storm surge ahead of it as it neared the Bahamas.

The National Hurricane Center in Miami said Matthew — recently a Category 4 storm and at one brief point a fierce Category 5 — will remain a powerful storm at least through Thursday night. It

added that while maximum winds decreased slightly in recent hours, the fluctuation in intensity was expected and some slight strengthening is forecast in coming days.

Officials hope to avoid a repeat of Hurricanes Wilma and Katrina, which caused major damage to South Florida in 2005, and Hurricane Andrew, a Category 5 storm, leveled much of the city of Homestead in 1992.

Made Murjana, resident of Bangli village, Baturiti, amid his bustles of arranging vegetables explained that he has been selling vegetables at Agung market in Denpasar since 1996 and that his vegetabels are supplied from the Baturiti wholesale market. He further explained that he does not buy directly from farmers but instead fomr middlemn or collectors as they are called.

“Everything is available here -from local vegetables such as cab-

bage, Chinese cabbage, carrot, leek leaves and celery to imported vegetables such as carrots. Each merchant has its own customers” he said.

He admitted that a number of vegetable commodities at the Baturiti wholesale market are indeed brought in from outside Bali, such as potatoes and cassava from Java. “There are importers from Denpasar but the vegetables are still brought to this central market before being taken to Denpasar. In fact, wherever the vegetables originate from, they always arrive to this wholesale market first”, he said.

IN order to meet the deamnds of hotels fro rare specialties such as rosemary, basil and ruccola, Sueda also cultivates one hectare of land to produce these commondities. “I plant them myself so I can fillfill market demands.

I have also contracted two more hectares of land and am assisted by 12 farmers”, he added.

Chief of Baturiti wholesale market, I Ketut Sujana, said that originally the wholesale vegetable market was established in order to loosen up the congestion at Baturiti Market where vendors sell under

asbestos roofs.

When it was first built around 2000, the wholesale market initially only sold local farm products, but as time passed vegetables from places outside of Tabanana as far as Java and overseas eventually made their way onto the market.

Vegetable vendors were drawn in by the impression that all types of vegetables could be found at Baturiti’s central market. “Some merchants do buy directly from farmers, bu when there is not enough stock, the central market is where people come to find what they need”, said Sujana.

Baturiti’s vegetable market, Head of Tabanan Revenue Service, I Nyoman Sudarma, said the market indeed needs to be revitilized or renovated, but that this will take place gradually according to the budgetary ability of the district of Tabanan.

Baturiti central market produces monthly revenue of some IDR 13. 2 million and IDR 91 million annually and thus contributes a significant amunt to Tabanan’s regionally generated revenue.

Job insecurity tied to increased risk of diabetes LONDON - People who are worried about losing their jobs may be more likely to be diagnosed with diabetes, according to a new analysis.

Compared to people who felt secure in their jobs, people who were experiencing so-called job insecurity had a 19 percent higher rate of new cases of diabetes, which researchers called a “modest increased risk.”

The study can’t prove that job insecurity causes diabetes. Still, said lead author Jane Ferrie, “In an ideal world, the sort of thing I’d like to see come out of this study is a reduction in job insecurity and an increase in secure job contracts and reasonable wages.”

About one in 10 adults have diabetes, according to the World Health Organization. Most have type 2 diabetes, which occurs when the body can’t make or process enough of the hormone insulin.

of the University of Bristol and University College London in the U.K., and colleagues compiled data from 19 studies involving a total of 140,825 adults in the U.S., Australia and Europe who were employed and diabetes free when they enrolled in the studies.

At the outset, participants were asked if they were afraid of losing their jobs in the near future.

Depending on the study, from 6 percent to 40 percent of respondents said yes, they did fear for their jobs.

Over the next 10 years, on average, the annual rate of new diabetes cases in the studies ranged from about 9 for every 10,000 participants to about 85 for every 10,000.

People who reported job insecurity at the beginning of the study were 19 percent more likely to be diagnosed with diabetes during the follow-up period, after taking age and sex into account, according to the report in CMAJ. When the researchers restricted

their analysis to the 15 studies with data on factors other than age and sex that might influence a person’s risk, job insecurity was still tied to a 12 percent higher risk of being diagnosed with diabetes.

The new analysis fills a gap, Ferrie and colleagues suggest.

Job insecurity has already been linked with higher body mass index (BMI), a measure of weight in relation to height. Past studies also found that people experiencing job insecurity had an increased risk of heart attacks and deaths related to heart problems.

A high BMI is one risk factor for diabetes, which in turn is a risk factor for heart disease.

Job-related stress can cause people to overeat and overindulge in other unhealthy behaviors, and stress hormones can directly promote weight gain as well, all of which could contribute to increased risk for diabetes.

Individuals shouldn’t be too concerned about the findings, however, since the study looked at diabetes risk across a large group of people, Ferrie told Reuters Health.

“This is not going to tell any individual about their risk.” (rtr)

J&J warns diabetic patients: Insulin pump vulnerable to hacking NEW JERSEY - Johnson & Johnson is telling patients that it has learned of a security vulnerability in one of its insulin pumps that a hacker could exploit to overdose diabetic patients with insulin, though it describes the risk as low.

Medical device experts said they believe it was the first time a manufacturer had issued such a warning to patients about a cyber vulnerability, a hot topic in the industry following revelations last month about possible bugs in pacemakers and defibrilla-

tors.

J&J executives told Reuters they knew of no examples of attempted hacking attacks on the device, the J&J Animas OneTouch Ping insulin pump. The company is nonetheless warning customers and providing advice on how to fix the problem.

“The probability of unauthorized access to the OneTouch Ping system is extremely low,” the company said in letters sent on Monday to doctors and about 114,000 patients who use the device in the United States and

Canada.

“It would require technical expertise, sophisticated equipment and proximity to the pump, as the OneTouch Ping system is not connected to the internet or to any external network.” A copy of the text of the letter was made available to Reuters.

Insulin pumps are medical devices that patients attach to their bodies that injects insulin through catheters.

The Animas OneTouch Ping, which was launched in 2008, is sold with a wireless remote control that

patients can use to order the pump to dose insulin so that they do not need access to the device itself, which is typically worn under clothing and can be awkward to reach. Jay Radcliffe, a diabetic and researcher with cyber security firm Rapid7 Inc, said he had identified ways for a hacker to spoof communications between the remote control and the OneTouch Ping insulin pump, potentially forcing it to deliver unauthorized insulin injections.

The system is vulnerable because those communications are not en-

crypted, or scrambled, to prevent hackers from gaining access to the device, said Radcliffe, who reported vulnerabilities in the pump to J&J in April and published them on the Rapid7 blog on Tuesday.

J&J executives said they worked on the security issues with Radcliffe.

Dosing a patient with too much insulin could cause hypoglycemia, or low blood sugar, which in extreme cases can be life threatening, said Brian Levy, chief medical officer with J&J’s diabetes unit. (rtr)

AMLAPURA - This year the Bugbug customary village in Karangasem will organize again the usaba gumang. Implementation of this ritual is unique among other ancient villages in Karangasem. Every even year, the implementation involves three other customary villages, such as the Jasri, Ngis and Bebandem.

Usaba gumang ritual is held every fourth month in Balinese calendar (October). When falling in even year, it involves three other customary villages, while in the odd year the usaba gumang is organized by Bugbug village alone. Local village and three other villages are enthusiastic to prepare for the usaba gumang. This year, a series of the usaba gumang will be held on October 13-15. “It involves three customary villages because the children (of the deity at Bugbug) abide there. They belong to the four villages,” said chief of Bugbug customary village, Jero Wayan Mas

Suyasa, when met at his residence on Monday (Oct. 3).

As part of the usaba gumang implementation, the ritual committee has begun to organize ngendek procession for the deities of Bebandem, Jasri and Ngis, Tuesday (Oct. 4). Then, it is resumed on October 7 and matenung (flower arrangement) at Bale Agung Temple of Bugbug. On October 11, people will establish platform and procession to Penyarikan Temple in the afternoon. The day before the summit of ritual, precisely on October 12, local customary youth club holds mabahin and builds a stage

at Gumang Temple.

On October 13, the deity of Jasri, Ngis and Bebandem are escorted to go the Gumang Temple located on hill top. Sanctified effigy of the deity of Bebandem village goes first followed by that of Ngis and Jasri. In the meantime, the pilgrims have paid devotional services at Bale Agung Temple of Bugbug from the morning. In the afternoon, it is resumed with the picking up of the deity of Gumang, Kaler Kangin, Sanghyang Ambu and Kelod Kangin, followed by mabiasa at Gumang Temple. In the meantime, in the evening it is followed with ngelarang saikan. After that, local pilgrims will present the offerings, pay vow and hamlet levies.

40 years. The five villages are the Bugbug, Bebandem, Ngis, Jasri and Datah. “We last organized the usaba kaja in 2008. Although the deities of Datah village do not participate, the awareness of its pilgrims to pay devotional service in the usaba gumang and other rituals is quite high,” said chief of the Bugbug customary village.

Mas Suyasa reminded that during the implementation of usaba gumang is prohibited to sell food made from beef. In addition, all the pilgrims are asked to dress decently. They are also asked to maintain sanitation during the activities at the temple. The next day on October 15, all the deities will return to their respective village.

NEGARA - Services at the vehicle tax office were quite crowded on Monday (Oct. 3). A number of motor vehicle taxpayers were disappointed because the system has been changed. The time of service was also delayed and many people finally decided to return home because they did not qualify for the new requirements. From the information, such crowded services happened due to the application of new progressive tax imposed to motor vehicles started on Monday.

A number of residents com-

plained due to the lack of dissemination on the implementation of the new tax rules. People familiarly paying their own vehicle tax were surprised to find the new rules.

Although having been waiting from the morning, they could not pay their taxes as constrained by various new requirements such as ID cards, vehicle ownership certificate and original vehicle registration as well as service delay.

A taxpayer, Ketut Suambara, explained that the requirements to be met caused the vehicle owners

to get trouble because not all vehicle registrations are in accordance with the ID card because the vehicle may have been the second or third hand.

Additionally, the taxpayers having been waiting from the morning did not receive any confirmation related to the application of the new rules.

Supposedly, there has been dissemination to the public regarding the changes to the system. Without prior announcement, it has been directly applied on Monday. As being disappointed, some taxpayers chose to go home. Moreover,

based on information, the services just began around 11:00.

Chief of the Jembrana Vehicle Tax Office, Ida Bagus Suhita, when asked for his confirmation did not dismiss such conditions. Application of the progressive tax for motor vehicle is based the Bali Regional Bylaw (Perda) No. 86/2016 on Regional Taxes. So, when it is applied, there is an additional charge to motor vehicle tax of residents having more than one unit. In the meantime, the residents only having one unit of vehicle is charged at normal tax

amount as much as 1.5 percent.

He added that residents having motor vehicle more than one with the same name of ownership are charged additional tax of 0.5 percent. So, they taxed 2 percent and 2.5 percent for the third vehicle.

As for car, the normal tax is 1.75 percent. If a resident has more than one unit of the same name of ownership, it is subjected to 3 percent, while the third vehicle is taxed 4.5 percent. According to him, this provision equally applies in Java and Bali. (kmb26)

Philippine president would face obstacles in cutting U.S. arms reliance

Prosecutor insists on 16 year sentence, defendant refuses prosecutor’s argument

DENPASAR - The trial for the pedohilia case against case against Australian defendant Robert Andrew Fiddes Ellis resumed on Tuesday (Oct. 4) with the judge addressing the defendatn’S request to be released. Before the panel of judges, the prosecutor chaired by Wayan Sukanila essentially asked that the defendant’S pleas be rejected and reiterated the demand for a 16 year sentence.

In response to the defense, the prosecutor argued for respecting internatinal child protection laws in making a decision on the case. Judgments on cases regarding children should be heavier especially for children under supervision. The prosecutor form the Abli Prosecitor’S Office concluded that the demand for a long sentence remains. The defendant’s legal counsel, Beny Hariyanto, said that he persistently rejects the arguments submitted by the prosecutor.

“The argument presented by prosecutor is based in international child laws about children under supervision. However Robert was not supervising the victims in this case”, said Benny. Robert’s party confessed and said they reject the legal arguments submitted by the public prosecutor. “We still ask

that the defendant be released” added Benny, in verbal answer.

The prosecutors, consisting of Suasti Ariani, Purwanti Murtiasih and Alit Suastika pleaded for a sentence for the defendant for 16 years in prison. The defendant Robert Andrew Fiddes Ellis is also demanded to pay a fine of IDR 2 billion for a subsidiary punishment of eight months in prison.

In the warrant the prosecutors stated that the defendant Robert is legally and convincingly proven guilty of having committed crime of repeated obscene acts against children. It has been set forth and can be punished under article 76 E in conjunction with article 82, paragraph (1) of Law No.35/2014 regarding the amendments to the Law No.23/2002 on child protection in conjunction with article 65 paragraph (1) of Criminal Code.

Responding to the demand, the defendant asked to be released because he did not commit the acts he is being accused of by the prosecutors. The judge will read the verdict in the trial next week. (kmb37)

Perancak Beach overwhelmed airline crew arrested for possesion of narcotics by marine debris NEGARA - Perancak Beach is a tourist destination located in the coastal village of Jembrana and is currently covered in garbage that has been washing up on shore every high tide. Depite having been cleaned several times, the beach sand remains hidden under piles of seaweed and garbage.

Local residents feel overwhelmed by the task of keeping the beach clean and point out that the garbage is not from their own community but is washed ashore form elsewhere. “We do not know where the rubbish comes from, but every high tide it is washed ashore, so the sand near the estuary is rarely glimpsed”, explaiend one resident.

Just two days after cleaning up the beach, the marien debris trashes up the shoreline again. Some believe the garbage is washed down river from the North and washes out to sea at the estuary. Then when the tide is high the garbage gets washed ashore daily. In fact where there is a swell the plastic garbage gets

washed all the way up to the road. This refuse has desuaded many people from visiting the beach and the enjoyng the beautiful view.

Those who do come to visit, look out to sea from the stalls or from the roadside.

Head of the Jembrana Tourism Agency, I Nyoman Partika, said that Perancak is one east Jembrana’s primary tourist attractions an includes Perancak, Delod Berawah, Medewi and others. He explained however that the beach is not the only appeal of these areas and that because of the constant flow of garbage onto the beach, the tourism agency does not consider perancak Beach worthy of being developed and promoted for tourism.

Another issue is related to privately owned land. Partika added that Perancak has other attractive features such as Perancak Temple and Kembar Temple that could be used for spiritual tourism as well as a turtle conservation area and other locations too. (kmb26)

MANGUPURA - Customs and Excise officers at Ngurah Rai International Airport arrested a cabin crew memebr of an internationally renowned airline. Singapore citizen, 42 year old Ann Desmond Goh Thiam, was arrested at the International Terminal for posesion of crystal meth and ecstasy, on Friday (Sep. 30).

Chief of Supervision and Services for Ngurah Rai Customs and Excise, Budi Harjanto, publicly declared the case while accompanyin Division Head of Enforcement and Investigation, and Directorate General of Customs and Excise (DJBC) Bali, NTB and NTT, Saiful Husni, on Tuesday (Oct. 4).

The suspect, said Budi, who works as a cabin crew for a leading international airline, arrived at Ngurah Rai Airport around 21:30 with Singapore Airlines Singapore- Denpasar flight number SQ948. According to standard operating procedures, the suspects bags were examined

by Customs officers at the Ngurah Rai examination room.

The officers suspected illicit goods and so they resumed the standard checks with an X-ray examination and ion scan. As a result, the officers secured 1.47 grams of crystal meth two green-pink and two green-yellow ecstasy pills. They werea wrapped and hidden in a black Louis Vuitton wallet.

“The suspect is alleged to have violated th e Law on Narcotics and has been submitted to Police authorities for further investigation”, he said.

According to Budi, since 2014 his agency has uncovered 37 cases of drug smuggling with the total evidence amounting to 18.817 kilograms of narcotics.

Turkey suspends 13,000 police officers, shuts down TV station

ANKARA - Turkish authorities suspended nearly 13,000 police officers, detained dozens of air force officers and shut down a TV station on Tuesday, widening a state-ordered clampdown against perceived enemies in the wake of July’s failed coup.

The police headquarters said 12,801 officers, including 2,523 chiefs, were suspended because of their suspected links to U.S.-based cleric Fethullah Gulen, whom Ankara accuses of orchestrating the attempt to overthrow the government.

Gulen, who lives in self-imposed exile in Pennsylvania, denies any link to the coup attempt, which led to the deaths of more than 240 people.

The suspensions were ordered hours after Deputy Prime Minister Numan Kurtulmus announced that the cabinet had approved a 90-day extension to a state of emergency, renewing President Tayyip Erdo-

gan’s powers to govern by decree at least until January.

The emergency extension, which parliamentary is likely to wave through, means Erdogan can take decisions without oversight of the Constitutional Court, Turkey’s highest legal body.

As well as suspending five percent of the entire police force, the authorities detained 33 air force officers in raids across the country, the private Dogan news agency reported, and the transmission of TV station IMC was cut following accusations of spreading “terrorist propaganda”.

37 people working in the Interior Ministry’s headquarters had also been removed from their posts, although no explanation was given.

WASHINGTON - Philippine President Rodrigo Duterte would face major obstacles to following through on his threat to reduce purchases of U.S. weapons in favor of Russian and Chinese arms, including re-training a military deeply accustomed to working with the United States, experts said on Tuesday.

Duterte said in speeches in Manila on Tuesday that the United States did not want to sell missiles and other weapons to the Philippines, but that Russia and China had told him they could provide them easily.

His comments were the latest in a near-daily barrage of hostility toward the United States that has raised questions about the longstanding alliance that is important to the U.S. strategy of rebalancing its forces toward Asia and countering an assertive China.

Angered by U.S. expressions of concern over his war on drugs, Duterte has called President Barack Obama a “son of a bitch,” threatened to call off joint military exercises with Washington and started to contrast the former colonial power with its geopolitical rivals Russia and China.

U.S. officials have downplayed Duterte’s remarks, focusing instead on the decades-long alliance which they have sought to bolster in recent years in response to China’s moves to enforce its claims over the South

China Sea. The White House said on Tuesday the United States had not received any formal communications from Duterte’s government about changing the relationship.

The United States is the single largest provider of arms to the Philippines, according to figures maintained by the Stockholm International Peace Research Institute (SIPRI), which tracks military expenditures globally.

The two countries have become more intertwined militarily in the last two years, holding more exercises and training, and making more U.S. ship and aircraft visits under President Barack Obama’s shift of U.S. military forces and diplomatic efforts toward Asia in the face of China’s rise.

The Philippines is the largest recipient of U.S. funds in the AsiaPacific region under the Foreign Military Financing program, which is provided by the United States to help countries purchase Americanmade weapons and equipment. It received $50 million under FMF in the 2015 fiscal year.

That dependence on U.S. weapons and systems means the Philippine military would have to re-tool its command-and-control structure if it wanted to switch to Chinese or Russian systems, said Richard Javad Heydarian, a professor at De La Salle University in Manila and a former advisor to the Philippines House of Representatives. Sterling falls below $1.27 for first time since 1985

LONDON - Britain’s pound dipped below $1.27 for the first time since June 1985 on Wednesday, with fears of a ‘hard’ Brexit also pushing the currency to a five-year trough against a broadly stronger euro.

Sterling has been buffeted for a fortnight by worries that Britain will prioritise curbing immigration over promoting trade in its divorce from the bloc, thereby gumming up labour markets, curbing foreign investment and leading to cutbacks by banks and other global companies.

That has been the broad takeaway for markets from this week’s conference of the ruling Conservative Party, and the pound has fallen past long-term lows set in early July in response, although there were signs of stability in morning trade in London.

Sterling hit a 31-year low of $1.2686 after opening before recovering to $1.2720, roughly flat on the day. It fell as much as 0.4 percent to 88.31 pence per euro before also clawing back some ground against the common currency.

Threat of ‘hard Brexit’ pulls down Wall Street

NEW YORK - U.S. stocks dropped on Tuesday as investors fretted about Britain’s exit from the European Union and the prospect of a Federal Reserve interest rate hike in coming months.

Britain’s pound dipped below $1.27 for the first time since June 1985 on Wednesday.

It was the second straight session of losses on Wall Street, where investors were already on edge due to the uncertainty of a tight race ahead of the Nov. 8 presidential election.

Sterling slid to its lowest in more than three decades after British Prime Minister Theresa May said the country’s divorce from the EU will not be “plain sailing” and that there would be “bumps in the road.”

While the weaker pound sent UK stocks surging, it raised worries among U.S. investors.

“Clearly there has been some reverberation from across the pond in terms of the prospect for a slightly more disorderly UK separation from the EU,” said Bill Northey, chief investment officer for the

private client group at U.S. Bank in Helena, Montana.

Angst about future interest rate hikes also returned to the fore after Richmond Federal Reserve President Jeffrey Lacker said he would have voted in favor of an increase at the latest policy meeting had he been able to do so.

Traders have priced in a 63 percent chance of the Fed raising rates in December, according to the CME Group’s FedWatch tool.

Meanwhile, the International Monetary Fund lowered its 2016 growth forecast for the U.S. economy to 1.6 percent from 2.2 percent and painted a gloomy picture of the global economy.

Ten of the 11 major S&P 500 indexes fell, with the high dividendpaying utilities sector slumping

2.17 percent and telecom services down 1.67 percent.

The Dow Jones industrial average fell 0.47 percent to end at 18,168.45 and the S&P 500 lost 0.5 percent to 2,150.49.

The Nasdaq Composite dropped 0.21 percent to 5,289.66.

Investors’ attention is turning to corporate profits, with third-quarter results rolling in over the next few weeks. A failure to meet already low expectations could put new pressure on an equities market already trading at valuations above historical averages.

S&P 500 companies on average are expected to post a 0.5 percent year-over-year dip in Septemberquarter earnings, the fifth straight quarter of declines, according to Thomson Reuters data.

KUPANG - The Indonesian Air Force will be operating a drome in Atambua, East Nusa Tenggara, the border area between Indonesia and Timor Leste, in order to increase the surveillance in the region and prevent possible crimes that could happen.

“This drone will help us to monitor the area and prevent any crime such as smuggling,” the Commander of El Tari Air Base in Kupang, Col. Jorry S. Koloay, said here on Tuesday.

He added the drone will be operated in the border areas, especially to monitor any movements related to the law violations. Operating the drone in border areas, according to him, is a step to strengthen military force both in the air and land.

“If the drone is ready, we will have concurrent patrol in the air and ground,” Col. Jorry said.

The assignment of the drone in the border areas has been suggested by Defense Minister Ryamizard Ryacudu some time ago.

In addition to drone, the minister also suggested to add military forces in border areas, remote areas and the foremost islands.(ant)

Indonesian ministry coordinates with Philippine authorities to repatriate hajj pilgrims

JAKARTA - The Indonesian Foreign Ministry has coordinated with the Philippine Department of Justice to complete the repatriation of 106 Indonesian Hajj pilgrims who travelled to Saudi Arabia by using spaces set aside for the Philippines quota.

“This morning, I communicated with the Indonesian Embassy regarding the repatriation of Indonesian Hajj pilgrims,” Foreign Affairs Minister Retno Marsudi said here on Wednesday.

The minister remarked that the government is in the process of returning home 106 Indonesian Hajj pilgrims.

“There are 106 pilgrims in the Indonesian Embassy in Manila waiting for the final processing phase,” the minister said. The minister stated that the process of bringing home Indonesian Hajj pilgrims will be completed on October 10, 2016.

The Philippine government earlier mentioned that there are some 700 Indonesian nationals who illegally departed for the Hajj pilgrimage without carrying with them their assigned Filipino passports.

Minister Marsudi noted that the Ministry of Foreign Affairs recorded that 106 Indonesians have completed their pilgrimage in Saudi Arabia, but were unable to return to Indonesia, as they had to go through an investigation processes in the Philippines.

“The Filipino authorities originally estimated that there were about 700 people, but we do not

really have the exact number, so at the moment the Indonesian Embassy in Manila is taking care of 106 people,” she added.

As for the case of 177 pilgrims who were arrested in the Philippines, the Minister said that the process for returning them has been completed.

“Two of them arrived in Jakarta this morning. I have reported to the President that the process for 177 pilgrims in the Philippines is complete,” she remarked.

Indonesia arrests man for broadcasting porn on billboard

JAKARTA — Indonesian police said Wednesday that a man they arrested for broadcasting pornography on an electronic billboard in the country’s capital gained access to the system after it displayed its log-on credentials. Jakarta Police Chief Muhammad Iriawan said the suspect, 24-year-old Samudera Al

Hakam Ralial, admitted he hacked the IT system of the billboard operator but claims that the broadcast of the porn movie was accidental.

Eleven people, including employees of the company responsible for the billboard, were questioned after the movie was displayed for a few minutes on the giant video

screen in southern Jakarta just after last week’s Friday prayers in the Muslim-majority country.

Twitter in social media-mad Indonesia was set alight by the incident. Many users posted clips of the billboard as it displayed a Japanese porn movie to passing traffic.

Iriawan said Samudera had

passed by the billboard earlier in the day and saw it was displaying user credentials and other information, which he recorded with a photograph. He then logged in to system from his office.

According to Iriawan, Samudera said he didn’t realize a pornographic website he viewed was uploaded to

the billboard.

Iriawan has said that the perpetrator could be charged under either the Electronic Transaction Law, which carries a maximum prison sentence of six years and a fine of 1 billion rupiah ($77,000), or the Pornography Law, which carries a prison sentence of up to 12 years.(ant)

Pro-government media said the Syrian army was pressing ahead in a major campaign supported by Iranian-backed militias and Russian air power to take full control of Syria’s largest city, divided between rebel and government zones since 2012.

In the 15 days since the collapse of the ceasefire, war monitor the Syrian Observatory for Human Rights said it had documented the deaths of 293 civilians in besieged east Aleppo as a result of air strikes and shelling, including 20 on Tuesday. It has documented 25 deaths in government-held west Aleppo from rebel shelling during the 15 days.

The encounter between Pence and Kaine, who is No. 2 to Democratic presidential nominee Hillary Clinton, was the only such debate between the vice presidential contenders before the Nov. 8 election, and the two spent most of their time attacking each other’s running mates.

For more than 90 minutes at Longwood University in Farmville, Virginia, neither Pence nor Kaine appeared to deliver a knockout punch. Pence sought to project an image as a reassuring presence to the bombastic Trump, while Kaine tried to frighten voters away from Trump and make Clinton seem more trustworthy.

A CNN/ORC snap poll declared Pence the winner with 48 percent support, compared with Kaine’s 42 percent.

The Court of Arbitration for Sport cut nine months off the suspension imposed on Sharapova, who tested positive for the banned heart medication meldonium at the Australian Open in January.

Sharapova, a five-time Grand Slam champion and former No. 1-ranked player, appealed to CAS in June seeking to overturn or reduce the two-year penalty imposed by the International Tennis Federation.

In a 28-page ruling , the CAS panel found that Sharapova bore “some degree of fault” but “less than significant fault” in the case that has sidelined one of the world’s most prominent and wealthy female athletes.

“The panel has determined, under the totality of the circumstances, that a sanction of 15 months is appropriate here given her degree of fault,” the three-man arbitration body ruled.

While Sharapova did commit a doping violation, “under no circumstances ... can the player be consid-

ered to be an ‘intentional doper,’” the panel said. Sharapova’s ban, which took effect on Jan. 26, was originally due to run until Jan. 25, 2018. Now she can return on April 26, 2017, a month ahead of the French Open, a Grand Slam tournament she has won twice.

“I’ve gone from one of the toughest days of my career last March when I learned about my suspension to now, one of my happiest days, as I found out I can return to tennis in April,” Sharapova said in a statement.

“In so many ways, I feel like something I love was taken away from me and it will feel really good to have it back,” she added. “Tennis is my passion and I have missed it.

I am counting the days until I can return to the court.”

The doping suspension kept the 29-year-old Sharapova out of this year’s French Open, Wimbledon and U.S. Open, as well as the Olympics in Rio de Janeiro. She will also miss the 2017 Australian Open in January.

“Maria is absolutely one of the stars of the game, so she’s missed when she’s not available to play,” WTA CEO Steve Simon told The Associated Press. “We’re very much looking forward to seeing her come back to the court next spring.”

Simon said Sharapova, who will have to rebuild her ranking from scratch, is entitled to “unlimited” wild cards based on her record. He expects her to be granted wild cards as soon as she is eligible, including for the French Open.

“I would be very surprised if there are too many tournaments that wouldn’t extend her that opportunity,” Simon said in a telephone interview. “I think she’ll be able to work her way back onto the tour.”

Sharapova acknowledged taking meldonium before each match at last year’s Australian Open, where she lost in the quarterfinals to Serena Williams. The ITF said she also tested positive for meldonium in an out-of-competition control in Moscow on Feb. 2.

SUZUKA - Lewis Hamilton will have to dig deep to overcome the heartbreak of Malaysia as he heads into Sunday’s Formula One Japanese Grand Prix needing a third straight win at the Suzuka circuit to revive his flagging title prospects.

The triple world champion’s hopes of claiming a fourth title were dealt a heavy blow on Sunday at the Sepang circuit when he was forced to retire with a blown engine while holding a comfortable lead with 16 laps remaining.

That allowed Australian Daniel Ricciardo to score his first win of the year ahead of Red Bull team mate Max Verstappen in the team’s first one-two finish since the 2013 Brazilian Grand Prix.

Had Hamilton won, scoring a landmark 50th career victory, he would have vaulted back to the top of the overall standings ahead of Mercedes team mate Nico Rosberg.

Instead he heads to Japan needing to bridge a 23-point gap to the German, who finished third in Malaysia after being spun around and dropped to the back of the field by Ferrari’s Sebastian Vettel at the start.

Vettel will drop three grid places

in Japan as punishment for tipping Rosberg into the spin.

“It’s not how you fall, it’s how you get back up,” Hamilton told reporters.

“If I can find strength from within to be able to come to these next races and perform like I’ve performed this weekend then, providing the car holds together, good things will come.”

Sunday’s engine failure was the latest in a spate of reliability issues that have plagued Hamilton’s 2016 campaign and prompted the Briton to hint at a conspiracy.

“Someone doesn’t want me to win this year. My question is to Mercedes. We have so many engines made but mine are the only ones failing this year,” he told BBC Radio 5 Live.

“Someone needs to give me some answers because this is not acceptable. We are fighting for the championship and only my engines are failing. It does not sit right with me.”

Hamilton turned a deficit of 43 points to Rosberg earlier in the season into a 19-point advantage over the German with a streak of six wins from seven races, but he is running out of time to mount another comeback with only five races left. (rtr)

LONDON — Expanding the World Cup to 48 teams will enhance North America’s credentials in the 2026 bidding contest, CONCACAF hopes. FIFA President Gianni Infantino earlier this week raised the prospect of adding another 16 teams which would reduce the pool of countries with sufficient infrastructure.

“From a 2026 perspective, pick a number (of finalists) and North American can handle it,” Victor Montagliani, president of the North and Central America and Caribbean soccer confederation, told The Associated Press. “A CONCACAF bid would be strong regardless of what number we finally set on.”

The World Cup was last staged in the CONCACAF region by the United States in 1994. The Americans are keen on another shot at hosting in 2026, potentially linking up with neighbors Canada and Mexico.

“Is there an opportunity to

combine the three countries? Perhaps. We don’t know that yet,” said Montagliani, a FIFA vice president. “There have been zero formal discussions. We are not there yet.”

After the troubled bidding process for the 2018 and 2022 tournaments, which sparked years of corruption investigations, FIFA will be hoping for a smoother 2026 vote.

Originally earmarked for 2017, the decision by the FIFA membership is now not due until 2020.

With Africa, South America, Europe and Asia hosting the World Cups between 2010 and 2022, it had been widely accepted that it

should be North America’s turn for the first time since 1994.

FIFA’s statues currently prevent consecutive World Cups being staged on the same continent, but China could yet seek to follow 2022 host Qatar. Chinese conglomerate Wanda signed up as a top-tier FIFA sponsor in March saying it wanted to be “better placed” to help decide where future editions of the World Cup are awarded.

“There has to be some sort of rotation or else you look what is happening with the Olympics,” Montagliani said, referring to Tokyo hosting the 2020 Olympics between the 2018 and 2022 Winter Games in Pyeongchang, South Korea, and Beijing.

“I don’t think it’s a good thing that it keeps on going to one area.

It’s not a World Cup that belongs in one region. So I think so sort of

rotation needs to occur because the World Cup belongs to the world and we need to respect that.”

Montagliani applauded Infantino for “thinking outside the box” by floating the idea of a 48-team World Cup. “There are traditionalists in the game who I think, if it was up to them, would still have a 16-team World Cup,” Montagliani said in an interview in London. “The reality is that the World Cup is not just an economic beast, but a product that inspires hope for countries.

So if we can improve it, make it bigger without losing its romanticism — why not?”

Before FIFA settles on a new format, Montagliani is sure there will be an “exhaustive process of review and cost benefit analysis.”

The format and bidding process will begin to be discussed next week when Infantino chairs a FIFA

Council meeting in Zurich.

In outlining one potential format earlier this week, Infantino said “You could have a tournament in which the 16 best teams advance to a group stage and the other 16 will came out of a ‘playoff’ ahead of the group stage, and the World Cup could end up with 48 teams.”

The more pressing issues for FIFA center on the 2018 World Cup with the spotlight increasingly on Russia over racism and doping in sport, and the involvement in the war in Syria. Montagliani sees no need to strip Russia of the World Cup. “It’s a very delicate situation because we are a sport,” he said.

ZURICH — FIFA has cleared another player to represent Kosovo ahead of this week’s World Cup qualifying. FIFA says 21-year-old Arber Zeneli can switch from Sweden, where he was born and represented at youth and under-21 level.

FIFA’s approval for Zeneli’s application follows a chaotic rush last month to clear six Kosovo players hours before its competitive debut as a national team. Kosovo then drew 1-1 in Finland.

Kosovo-eligible players played for other countries before the Balkan republic became members of UEFA and FIFA in May. Zeneli, who has ethnic Albanian family roots, was already named in Kosovo’s squad to play Croatia on Thursday and Ukraine on Sunday.

The Court of Arbitration for Sport cut nine months off the suspension imposed on Sharapova, who tested positive for the banned heart medication meldonium at the Australian Open in January.

Sharapova, a five-time Grand Slam champion and former No. 1-ranked player, appealed to CAS in June seeking to overturn or reduce the two-year penalty imposed by the International Tennis Federation.

In a 28-page ruling , the CAS panel found that Sharapova bore “some degree of fault” but “less than significant fault” in the case that has sidelined one of the world’s most prominent and wealthy female athletes.

“The panel has determined, under the totality of the circumstances, that a sanction of 15 months is appropriate here given her degree of fault,” the three-man arbitration body ruled.

While Sharapova did commit a doping violation, “under no circumstances ... can the player be consid-

ered to be an ‘intentional doper,’” the panel said. Sharapova’s ban, which took effect on Jan. 26, was originally due to run until Jan. 25, 2018. Now she can return on April 26, 2017, a month ahead of the French Open, a Grand Slam tournament she has won twice.

“I’ve gone from one of the toughest days of my career last March when I learned about my suspension to now, one of my happiest days, as I found out I can return to tennis in April,” Sharapova said in a statement.

“In so many ways, I feel like something I love was taken away from me and it will feel really good to have it back,” she added. “Tennis is my passion and I have missed it.

I am counting the days until I can return to the court.”

The doping suspension kept the 29-year-old Sharapova out of this year’s French Open, Wimbledon and U.S. Open, as well as the Olympics in Rio de Janeiro. She will also miss the 2017 Australian Open in January.

“Maria is absolutely one of the stars of the game, so she’s missed when she’s not available to play,” WTA CEO Steve Simon told The Associated Press. “We’re very much looking forward to seeing her come back to the court next spring.”

Simon said Sharapova, who will have to rebuild her ranking from scratch, is entitled to “unlimited” wild cards based on her record. He expects her to be granted wild cards as soon as she is eligible, including for the French Open.

“I would be very surprised if there are too many tournaments that wouldn’t extend her that opportunity,” Simon said in a telephone interview. “I think she’ll be able to work her way back onto the tour.”

Sharapova acknowledged taking meldonium before each match at last year’s Australian Open, where she lost in the quarterfinals to Serena Williams. The ITF said she also tested positive for meldonium in an out-of-competition control in Moscow on Feb. 2.

SUZUKA - Lewis Hamilton will have to dig deep to overcome the heartbreak of Malaysia as he heads into Sunday’s Formula One Japanese Grand Prix needing a third straight win at the Suzuka circuit to revive his flagging title prospects.

The triple world champion’s hopes of claiming a fourth title were dealt a heavy blow on Sunday at the Sepang circuit when he was forced to retire with a blown engine while holding a comfortable lead with 16 laps remaining.

“Someone doesn’t want me to win this year. My question is to Mercedes. We have so many engines made but mine are the only ones failing this year,” he told BBC Radio 5 Live.

“Someone needs to give me some answers because this is not acceptable. We are fighting for the championship and only my engines are failing. It does not sit right with me.”

Sterling falls below $1.27 for first time since 1985

LONDON - Britain’s pound dipped below $1.27 for the first time since June 1985 on Wednesday, with fears of a ‘hard’ Brexit also pushing the currency to a five-year trough against a broadly stronger euro.

Sterling has been buffeted for a fortnight by worries that Britain will prioritise curbing immigration over promoting trade in its divorce from the bloc, thereby gumming up labour markets, curbing foreign investment and leading to cutbacks by banks and other global companies.

That has been the broad takeaway for markets from this week’s conference of the ruling Conservative Party, and the pound has fallen past long-term lows set in early July in response, although there were signs of stability in morning trade in London.

Sterling hit a 31-year low of $1.2686 after opening before recovering to $1.2720, roughly flat on the day. It fell as much as 0.4 percent to 88.31 pence per euro before also clawing back some ground against the common currency.

Threat of ‘hard Brexit’ pulls down Wall Street

NEW YORK - U.S. stocks dropped on Tuesday as investors fretted about Britain’s exit from the European Union and the prospect of a Federal Reserve interest rate hike in coming months.

It was the second straight session of losses on Wall Street, where investors were already on edge due to the uncertainty of a tight race ahead of the Nov. 8 presidential election.

Sterling slid to its lowest in more than three decades after British Prime Minister Theresa May said the country’s divorce from the EU will not be “plain sailing” and that there would be “bumps in the road.”

While the weaker pound sent UK stocks surging, it raised worries among U.S. investors.

“Clearly there has been some reverberation from across the pond in terms of the prospect for a slightly more disorderly UK separation from the EU,” said Bill Northey, chief investment officer for the

private client group at U.S. Bank in Helena, Montana.

Angst about future interest rate hikes also returned to the fore after Richmond Federal Reserve President Jeffrey Lacker said he would have voted in favor of an increase at the latest policy meeting had he been able to do so.

Traders have priced in a 63 percent chance of the Fed raising rates in December, according to the CME Group’s FedWatch tool.

Meanwhile, the International Monetary Fund lowered its 2016 growth forecast for the U.S. economy to 1.6 percent from 2.2 percent and painted a gloomy picture of the global economy.

Ten of the 11 major S&P 500 indexes fell, with the high dividendpaying utilities sector slumping

2.17 percent and telecom services down 1.67 percent.

The Dow Jones industrial average fell 0.47 percent to end at 18,168.45 and the S&P 500 lost 0.5 percent to 2,150.49.

Investors’ attention is turning to corporate profits, with third-quarter results rolling in over the next few weeks. A failure to meet already low expectations could put new pressure on an equities market already trading at valuations above historical averages.

S&P 500 companies on average are expected to post a 0.5 percent year-over-year dip in Septemberquarter earnings, the fifth straight quarter of declines, according to Thomson Reuters data.

“This drone will help us to monitor the area and prevent any crime such as smuggling,” the Commander of El Tari Air Base in Kupang, Col. Jorry S. Koloay, said here on Tuesday.

He added the drone will be operated in the border areas, especially to monitor any movements related to the law violations. Operating the drone in border areas, according to him, is a step to strengthen military force both in the air and land.

“If the drone is ready, we will have concurrent patrol in the air and ground,” Col. Jorry said.

The assignment of the drone in the border areas has been suggested by Defense Minister Ryamizard Ryacudu some time ago.

Indonesian ministry coordinates with Philippine authorities to repatriate hajj pilgrims

JAKARTA - The Indonesian Foreign Ministry has coordinated with the Philippine Department of Justice to complete the repatriation of 106 Indonesian Hajj pilgrims who travelled to Saudi Arabia by using spaces set aside for the Philippines quota.

“This morning, I communicated with the Indonesian Embassy regarding the repatriation of Indonesian Hajj pilgrims,” Foreign Affairs Minister Retno Marsudi said here on Wednesday.

The minister remarked that the government is in the process of returning home 106 Indonesian Hajj pilgrims.

“There are 106 pilgrims in the Indonesian Embassy in Manila waiting for the final processing phase,” the minister said. The minister stated that the process of bringing home Indonesian Hajj pilgrims will be completed on October 10, 2016.

The Philippine government earlier mentioned that there are some 700 Indonesian nationals who illegally departed for the Hajj pilgrimage without carrying with them their assigned Filipino passports.

Minister Marsudi noted that the Ministry of Foreign Affairs recorded that 106 Indonesians have completed their pilgrimage in Saudi Arabia, but were unable to return to Indonesia, as they had to go through an investigation processes in the Philippines.

“The Filipino authorities originally estimated that there were about 700 people, but we do not

really have the exact number, so at the moment the Indonesian Embassy in Manila is taking care of 106 people,” she added.

As for the case of 177 pilgrims who were arrested in the Philippines, the Minister said that the process for returning them has been completed.

“Two of them arrived in Jakarta this morning. I have reported to the President that the process for 177 pilgrims in the Philippines is complete,” she remarked.

Indonesia arrests man for broadcasting porn on billboard

JAKARTA — Indonesian police said Wednesday that a man they arrested for broadcasting pornography on an electronic billboard in the country’s capital gained access to the system after it displayed its log-on credentials. Jakarta Police Chief Muhammad Iriawan said the suspect, 24-year-old Samudera Al

Hakam Ralial, admitted he hacked the IT system of the billboard operator but claims that the broadcast of the porn movie was accidental.

Eleven people, including employees of the company responsible for the billboard, were questioned after the movie was displayed for a few minutes on the giant video

screen in southern Jakarta just after last week’s Friday prayers in the Muslim-majority country.

Twitter in social media-mad Indonesia was set alight by the incident. Many users posted clips of the billboard as it displayed a Japanese porn movie to passing traffic.

Iriawan said Samudera had

passed by the billboard earlier in the day and saw it was displaying user credentials and other information, which he recorded with a photograph. He then logged in to system from his office.

According to Iriawan, Samudera said he didn’t realize a pornographic website he viewed was uploaded to

the billboard.

Iriawan has said that the perpetrator could be charged under either the Electronic Transaction Law, which carries a maximum prison sentence of six years and a fine of 1 billion rupiah ($77,000), or the Pornography Law, which carries a prison sentence of up to 12 years.(ant)

Philippine president would face obstacles in cutting U.S. arms reliance

Prosecutor insists on 16 year sentence, defendant refuses prosecutor’s argument

DENPASAR - The trial for the pedohilia case against case against Australian defendant Robert Andrew Fiddes Ellis resumed on Tuesday (Oct. 4) with the judge addressing the defendatn’S request to be released. Before the panel of judges, the prosecutor chaired by Wayan Sukanila essentially asked that the defendant’S pleas be rejected and reiterated the demand for a 16 year sentence.

In response to the defense, the prosecutor argued for respecting internatinal child protection laws in making a decision on the case. Judgments on cases regarding children should be heavier especially for children under supervision. The prosecutor form the Abli Prosecitor’S Office concluded that the demand for a long sentence remains. The defendant’s legal counsel, Beny Hariyanto, said that he persistently rejects the arguments submitted by the prosecutor.

“The argument presented by prosecutor is based in international child laws about children under supervision. However Robert was not supervising the victims in this case”, said Benny. Robert’s party confessed and said they reject the legal arguments submitted by the public prosecutor. “We still ask

that the defendant be released” added Benny, in verbal answer.

The prosecutors, consisting of Suasti Ariani, Purwanti Murtiasih and Alit Suastika pleaded for a sentence for the defendant for 16 years in prison. The defendant Robert Andrew Fiddes Ellis is also demanded to pay a fine of IDR 2 billion for a subsidiary punishment of eight months in prison.

In the warrant the prosecutors stated that the defendant Robert is legally and convincingly proven guilty of having committed crime of repeated obscene acts against children. It has been set forth and can be punished under article 76 E in conjunction with article 82, paragraph (1) of Law No.35/2014 regarding the amendments to the Law No.23/2002 on child protection in conjunction with article 65 paragraph (1) of Criminal Code.

Responding to the demand, the defendant asked to be released because he did not commit the acts he is being accused of by the prosecutors. The judge will read the verdict in the trial next week. (kmb37)

Perancak Beach overwhelmed airline crew arrested for possesion of narcotics by marine debris NEGARA - Perancak Beach is a tourist destination located in the coastal village of Jembrana and is currently covered in garbage that has been washing up on shore every high tide. Depite having been cleaned several times, the beach sand remains hidden under piles of seaweed and garbage.

Local residents feel overwhelmed by the task of keeping the beach clean and point out that the garbage is not from their own community but is washed ashore form elsewhere. “We do not know where the rubbish comes from, but every high tide it is washed ashore, so the sand near the estuary is rarely glimpsed”, explaiend one resident.

Just two days after cleaning up the beach, the marien debris trashes up the shoreline again. Some believe the garbage is washed down river from the North and washes out to sea at the estuary. MANGUPURA - Customs and Excise officers at Ngurah Rai International Airport arrested a cabin crew memebr of an internationally renowned airline. Singapore citizen, 42 year old Ann Desmond Goh Thiam, was arrested at the International Terminal for posesion of crystal meth and ecstasy, on Friday (Sep. 30).

Chief of Supervision and Services for Ngurah Rai Customs and Excise, Budi Harjanto, publicly declared the case while accompanyin Division Head of Enforcement and Investigation, and Directorate General of Customs and Excise (DJBC) Bali, NTB and NTT, Saiful Husni, on Tuesday (Oct. 4).

The suspect, said Budi, who works as a cabin crew for a leading international airline, arrived at Ngurah Rai Airport around 21:30 with Singapore Airlines Singapore- Denpasar flight number SQ948. According to standard operating procedures, the suspects bags were examined

Turkey suspends 13,000 police officers, shuts down TV station

ANKARA - Turkish authorities suspended nearly 13,000 police officers, detained dozens of air force officers and shut down a TV station on Tuesday, widening a state-ordered clampdown against perceived enemies in the wake of July’s failed coup.

The police headquarters said 12,801 officers, including 2,523 chiefs, were suspended because of their suspected links to U.S.-based cleric Fethullah Gulen, whom Ankara accuses of orchestrating the attempt to overthrow the government.

Gulen, who lives in self-imposed exile in Pennsylvania, denies any link to the coup attempt, which led to the deaths of more than 240 people.

The suspensions were ordered hours after Deputy Prime Minister Numan Kurtulmus announced that the cabinet had approved a 90-day extension to a state of emergency, renewing President Tayyip Erdo-

gan’s powers to govern by decree at least until January.

The emergency extension, which parliamentary is likely to wave through, means Erdogan can take decisions without oversight of the Constitutional Court, Turkey’s highest legal body.

As well as suspending five percent of the entire police force, the authorities detained 33 air force officers in raids across the country, the private Dogan news agency reported, and the transmission of TV station IMC was cut following accusations of spreading “terrorist propaganda”.

WASHINGTON - Philippine President Rodrigo Duterte would face major obstacles to following through on his threat to reduce purchases of U.S. weapons in favor of Russian and Chinese arms, including re-training a military deeply accustomed to working with the United States, experts said on Tuesday.

Duterte said in speeches in Manila on Tuesday that the United States did not want to sell missiles and other weapons to the Philippines, but that Russia and China had told him they could provide them easily.

His comments were the latest in a near-daily barrage of hostility toward the United States that has raised questions about the longstanding alliance that is important to the U.S. strategy of rebalancing its forces toward Asia and countering an assertive China.

Angered by U.S. expressions of concern over his war on drugs, Duterte has called President Barack Obama a “son of a bitch,” threatened to call off joint military exercises with Washington and started to contrast the former colonial power with its geopolitical rivals Russia and China.

U.S. officials have downplayed Duterte’s remarks, focusing instead on the decades-long alliance which they have sought to bolster in recent years in response to China’s moves to enforce its claims over the South

China Sea. The White House said on Tuesday the United States had not received any formal communications from Duterte’s government about changing the relationship.

The United States is the single largest provider of arms to the Philippines, according to figures maintained by the Stockholm International Peace Research Institute (SIPRI), which tracks military expenditures globally.

The two countries have become more intertwined militarily in the last two years, holding more exercises and training, and making more U.S. ship and aircraft visits under President Barack Obama’s shift of U.S. military forces and diplomatic efforts toward Asia in the face of China’s rise.

The Philippines is the largest recipient of U.S. funds in the AsiaPacific region under the Foreign Military Financing program, which is provided by the United States to help countries purchase Americanmade weapons and equipment. It received $50 million under FMF in the 2015 fiscal year.

Job insecurity tied to increased risk of diabetes LONDON - People who are worried about losing their jobs may be more likely to be diagnosed with diabetes, according to a new analysis.

Compared to people who felt secure in their jobs, people who were experiencing so-called job insecurity had a 19 percent higher rate of new cases of diabetes, which researchers called a “modest increased risk.”

The study can’t prove that job insecurity causes diabetes. Still, said lead author Jane Ferrie, “In an ideal world, the sort of thing I’d like to see come out of this study is a reduction in job insecurity and an increase in secure job contracts and reasonable wages.”

About one in 10 adults have diabetes, according to the World Health Organization. Most have type 2 diabetes, which occurs when the body can’t make or process enough of the hormone insulin.

of the University of Bristol and University College London in the U.K., and colleagues compiled data from 19 studies involving a total of 140,825 adults in the U.S., Australia and Europe who were employed and diabetes free when they enrolled in the studies.

At the outset, participants were asked if they were afraid of losing their jobs in the near future.

Depending on the study, from 6 percent to 40 percent of respondents said yes, they did fear for their jobs.

Over the next 10 years, on average, the annual rate of new diabetes cases in the studies ranged from about 9 for every 10,000 participants to about 85 for every 10,000.

People who reported job insecurity at the beginning of the study were 19 percent more likely to be diagnosed with diabetes during the follow-up period, after taking age and sex into account, according to the report in CMAJ. When the researchers restricted

their analysis to the 15 studies with data on factors other than age and sex that might influence a person’s risk, job insecurity was still tied to a 12 percent higher risk of being diagnosed with diabetes.

The new analysis fills a gap, Ferrie and colleagues suggest.

Job insecurity has already been linked with higher body mass index (BMI), a measure of weight in relation to height. Past studies also found that people experiencing job insecurity had an increased risk of heart attacks and deaths related to heart problems.

A high BMI is one risk factor for diabetes, which in turn is a risk factor for heart disease.

Job-related stress can cause people to overeat and overindulge in other unhealthy behaviors, and stress hormones can directly promote weight gain as well, all of which could contribute to increased risk for diabetes.

Individuals shouldn’t be too concerned about the findings, however, since the study looked at diabetes risk across a large group of people, Ferrie told Reuters Health.

“This is not going to tell any individual about their risk.” (rtr)

J&J warns diabetic patients: Insulin pump vulnerable to hacking NEW JERSEY - Johnson & Johnson is telling patients that it has learned of a security vulnerability in one of its insulin pumps that a hacker could exploit to overdose diabetic patients with insulin, though it describes the risk as low.

Medical device experts said they believe it was the first time a manufacturer had issued such a warning to patients about a cyber vulnerability, a hot topic in the industry following revelations last month about possible bugs in pacemakers and defibrilla-

tors.

J&J executives told Reuters they knew of no examples of attempted hacking attacks on the device, the J&J Animas OneTouch Ping insulin pump. The company is nonetheless warning customers and providing advice on how to fix the problem.

“The probability of unauthorized access to the OneTouch Ping system is extremely low,” the company said in letters sent on Monday to doctors and about 114,000 patients who use the device in the United States and

Canada.

“It would require technical expertise, sophisticated equipment and proximity to the pump, as the OneTouch Ping system is not connected to the internet or to any external network.” A copy of the text of the letter was made available to Reuters.

Insulin pumps are medical devices that patients attach to their bodies that injects insulin through catheters.

The Animas OneTouch Ping, which was launched in 2008, is sold with a wireless remote control that

patients can use to order the pump to dose insulin so that they do not need access to the device itself, which is typically worn under clothing and can be awkward to reach. Jay Radcliffe, a diabetic and researcher with cyber security firm Rapid7 Inc, said he had identified ways for a hacker to spoof communications between the remote control and the OneTouch Ping insulin pump, potentially forcing it to deliver unauthorized insulin injections.

The system is vulnerable because those communications are not en-

crypted, or scrambled, to prevent hackers from gaining access to the device, said Radcliffe, who reported vulnerabilities in the pump to J&J in April and published them on the Rapid7 blog on Tuesday.

J&J executives said they worked on the security issues with Radcliffe.

Dosing a patient with too much insulin could cause hypoglycemia, or low blood sugar, which in extreme cases can be life threatening, said Brian Levy, chief medical officer with J&J’s diabetes unit. (rtr)

Every even year, it involves Jasri, Ngis and Bebandem

AMLAPURA - This year the Bugbug customary village in Karangasem will organize again the usaba gumang. Implementation of this ritual is unique among other ancient villages in Karangasem. Every even year, the implementation involves three other customary villages, such as the Jasri, Ngis and Bebandem.

Usaba gumang ritual is held every fourth month in Balinese calendar (October). When falling in even year, it involves three other customary villages, while in the odd year the usaba gumang is organized by Bugbug village alone. Local village and three other villages are enthusiastic to prepare for the usaba gumang. This year, a series of the usaba gumang will be held on October 13-15. “It involves three customary villages because the children (of the deity at Bugbug) abide there. They belong to the four villages,” said chief of Bugbug customary village, Jero Wayan Mas

Suyasa, when met at his residence on Monday (Oct. 3).

As part of the usaba gumang implementation, the ritual committee has begun to organize ngendek procession for the deities of Bebandem, Jasri and Ngis, Tuesday (Oct. 4). Then, it is resumed on October 7 and matenung (flower arrangement) at Bale Agung Temple of Bugbug. On October 11, people will establish platform and procession to Penyarikan Temple in the afternoon. The day before the summit of ritual, precisely on October 12, local customary youth club holds mabahin and builds a stage

at Gumang Temple.

On October 13, the deity of Jasri, Ngis and Bebandem are escorted to go the Gumang Temple located on hill top. Sanctified effigy of the deity of Bebandem village goes first followed by that of Ngis and Jasri. In the meantime, the pilgrims have paid devotional services at Bale Agung Temple of Bugbug from the morning. In the afternoon, it is resumed with the picking up of the deity of Gumang, Kaler Kangin, Sanghyang Ambu and Kelod Kangin, followed by mabiasa at Gumang Temple. In the meantime, in the evening it is followed with ngelarang saikan. After that, local pilgrims will present the offerings, pay vow and hamlet levies.

On October 14, the sanctified effigy of deity from Bebandem, Ngis, Jasri and Bugbug come out

of Gumang Temple to Bugbug.

This time, the traffic from Gumang Temple to the east will be congested.

Road users, especially trucks carrying quarry materials heading for Denpasar and vice versa, are suggested looking for alternative path through Selat subdistrict. On the other hand, the other residents of Bugbug customary village pick up the deity to Kayeh Kelod and Segaa, followed by the procession of mabiasa, tatebahan, presentation of village oblation, nyaik, maturan pemaos and abwang.

When asked about the non-involvement of Datah village, Abang subdistrict in the usaba gumang, Jero Wayan Mas Suyasa, said that Datah village will be just involved in the ritual at Bugbug customary village in the usaba kaja, while the usaba kaja is just organized every

40 years. The five villages are the Bugbug, Bebandem, Ngis, Jasri and Datah. “We last organized the usaba kaja in 2008. Although the deities of Datah village do not participate, the awareness of its pilgrims to pay devotional service in the usaba gumang and other rituals is quite high,” said chief of the Bugbug customary village.

Mas Suyasa reminded that during the implementation of usaba gumang is prohibited to sell food made from beef. In addition, all the pilgrims are asked to dress decently. They are also asked to maintain sanitation during the activities at the temple. The next day on October 15, all the deities will return to their respective village.

Implementation of this ritual can maintain the relationship of the villages until now. (kmb31)

NEGARA - Services at the vehicle tax office were quite crowded on Monday (Oct. 3). A number of motor vehicle taxpayers were disappointed because the system has been changed. The time of service was also delayed and many people finally decided to return home because they did not qualify for the new requirements. From the information, such crowded services happened due to the application of new progressive tax imposed to motor vehicles started on Monday.

A number of residents com-

plained due to the lack of dissemination on the implementation of the new tax rules. People familiarly paying their own vehicle tax were surprised to find the new rules.

Although having been waiting from the morning, they could not pay their taxes as constrained by various new requirements such as ID cards, vehicle ownership certificate and original vehicle registration as well as service delay.

A taxpayer, Ketut Suambara, explained that the requirements to be met caused the vehicle owners

to get trouble because not all vehicle registrations are in accordance with the ID card because the vehicle may have been the second or third hand.

Additionally, the taxpayers having been waiting from the morning did not receive any confirmation related to the application of the new rules.

Supposedly, there has been dissemination to the public regarding the changes to the system. Without prior announcement, it has been directly applied on Monday. As being disappointed, some taxpayers chose to go home. Moreover,

based on information, the services just began around 11:00.

Chief of the Jembrana Vehicle Tax Office, Ida Bagus Suhita, when asked for his confirmation did not dismiss such conditions. Application of the progressive tax for motor vehicle is based the Bali Regional Bylaw (Perda) No. 86/2016 on Regional Taxes. So, when it is applied, there is an additional charge to motor vehicle tax of residents having more than one unit. In the meantime, the residents only having one unit of vehicle is charged at normal tax

amount as much as 1.5 percent.

He added that residents having motor vehicle more than one with the same name of ownership are charged additional tax of 0.5 percent. So, they taxed 2 percent and 2.5 percent for the third vehicle.

As for car, the normal tax is 1.75 percent. If a resident has more than one unit of the same name of ownership, it is subjected to 3 percent, while the third vehicle is taxed 4.5 percent. According to him, this provision equally applies in Java and Bali. (kmb26)

Made Murjana, resident of Bangli village, Baturiti, amid his bustles of arranging vegetables explained that he has been selling vegetables at Agung market in Denpasar since 1996 and that his vegetabels are supplied from the Baturiti wholesale market. He further explained that he does not buy directly from farmers but instead fomr middlemn or collectors as they are called.

“Everything is available here -from local vegetables such as cab-

bage, Chinese cabbage, carrot, leek leaves and celery to imported vegetables such as carrots. Each merchant has its own customers” he said.

He admitted that a number of vegetable commodities at the Baturiti wholesale market are indeed brought in from outside Bali, such as potatoes and cassava from Java. “There are importers from Denpasar but the vegetables are still brought to this central market before being taken to Denpasar. In fact, wherever the vegetables originate from, they always arrive to this wholesale market first”, he said.

Made Sueda, is a 51 year old collector frrom 51 Pemuteran hamlet

in Candikuning, Baturiti who supplies vegetables to supermarkets and hotels. IN order to meet the deamnds of hotels fro rare specialties such as rosemary, basil and ruccola, Sueda also cultivates one hectare of land to produce these commondities. “I plant them myself so I can fillfill market demands.

I have also contracted two more hectares of land and am assisted by 12 farmers”, he added.

Chief of Baturiti wholesale market, I Ketut Sujana, said that originally the wholesale vegetable market was established in order to loosen up the congestion at Baturiti Market where vendors sell under

asbestos roofs.

When it was first built around 2000, the wholesale market initially only sold local farm products, but as time passed vegetables from places outside of Tabanana as far as Java and overseas eventually made their way onto the market.

Vegetable vendors were drawn in by the impression that all types of vegetables could be found at Baturiti’s central market. “Some merchants do buy directly from farmers, bu when there is not enough stock, the central market is where people come to find what they need”, said Sujana.

Baturiti’s vegetable market, Head of Tabanan Revenue Service, I Nyoman Sudarma, said the market indeed needs to be revitilized or renovated, but that this will take place gradually according to the budgetary ability of the district of Tabanan.

Baturiti central market produces monthly revenue of some IDR 13. 2 million and IDR 91 million annually and thus contributes a significant amunt to Tabanan’s regionally generated revenue.

Grumpy Cat immortalized in wax, makes Broadway debut

WASHINGTON - Grumpy Cat, the internet’s most famous scowling feline, not only unveiled a waxwork of herself this weekend, but also joined the cast of Broadway musical “Cats” to close out the show with some added “meow.”

Grumpy Cat, 4, posed next to a wax replica of herself at Madame Tussauds waxwork museum in Washington D.C. last week, before snapping photos with the museum’s other famous inhabitants, including former U.S. presidents Abraham Lincoln, John F. Kennedy and Ronald Reagan.

When asked how Grumpy Cat

was feeling, her owner Tabatha Bundesen told Reuters, “She was thrilled. As you can see, she’s still thrilled.”

After her visit to the nation’s capital, Grumpy Cat’s next stop was New York’s Broadway, where she was the guest of honor at Friday’s curtain call for Andrew Lloyd-Webber musical “Cats.”

Every day fresh vegetables from Baturiti Kaja are brought to hotels, supermarkets or resold in a number of traditional markets around Bali. Such is the renown of Baturiti as a center for vergetables that vegetables are supplied here form Kintamani Banlgi, Java and evern overseas.

Despite the blanket of heavy clouds on Tuesday (Oct. 4), the vivacity of the spirits of vegetables sellers who entered an exited Baturiti wholesale vegetable market in a steady flow. Deftly, a number of porters arranged vegetables on pickup trucks.

Florida closes schools, orders evacuations as Matthew nears

FORT LAUDERDALE — Florida canceled classes along its Atlantic coastline and theme parks kept a watchful eye as Hurricane Matthew picked up speed heading to the East Coast.

Officials in central Florida’s Brevard County are ordering residents on barrier islands and in flood-prone areas to evacuate Wednesday in advance of the powerful hurricane. Residents who live in mobile and manufactured homes also are being ordered to leave.

In South Carolina, Gov. Nikki Haley contemplated whether to order some 1 million people to leave the coast and planned to release details of her plan Wednesday morning.

The evacuation is scheduled to take effect at 3 p.m., but traffic already was bumper-to-bumper during morning rush hour on In-

terstate 26 as people fled ahead of the storm. Gasoline was hard to come by during morning rush hour, with at least half a dozen stations in Mount Pleasant out of fuel and lines at others. The state’s attorney general warned stations against price gouging.

In Florida, a message on Walt Disney World’s website Wednesday says all of its theme parks and resorts are “currently operating under normal conditions” as officials continue to monitor the storm. They advised those who plan on visiting Disney to monitor news outlets for the latest weather information.

announced on its website that officials “anticipate altered hours due to Hurricane Matthew.” Government officials are worried about complacency, especially in South Florida, which hasn’t seen a major hurricane in 11 years.

In Miami-Dade County, the state’s largest school district, officials said they’ll monitor the storm on Wednesday morning before making a decision on whether to cancel classes Thursday and Friday.

The county remains under a tropical storm warning.

From Broward County to the Space Coast — where hurricane warnings are in effect — officials already have closed schools for the rest of the week. Some school districts are sending students home early on Wednesday, and after

school activities are canceled.

Most colleges and universities in the warning areas also have canceled classes starting Wednesday evening.

A dangerous Category 3 storm with sustained winds of 115 mph, Matthew was bearing down on the southern Bahamas early Wednesday and expected to be very near Florida’s Atlantic coast by Thursday evening. Already the hurricane was spreading high winds, heavy rain and a dangerous storm surge ahead of it as it neared the Bahamas.

The National Hurricane Center in Miami said Matthew — recently a Category 4 storm and at one brief point a fierce Category 5 — will remain a powerful storm at least through Thursday night. It

added that while maximum winds decreased slightly in recent hours, the fluctuation in intensity was expected and some slight strengthening is forecast in coming days.

Officials hope to avoid a repeat of Hurricanes Wilma and Katrina, which caused major damage to South Florida in 2005, and Hurricane Andrew, a Category 5 storm, leveled much of the city of Homestead in 1992.
