HOLLYWOOD - Hollywood directors named Guillermo del Toro the best film director of 2017 for “The Shape of Water” on Saturday, placing the Mexican filmmaker and the film in a strong position for the movie world’s top honors, the Oscars, in March.

The Directors Guild of America (DGA), the leading industry group representing film and television directors, chose Jordan Peele as best first-time feature film director for the offbeat horror film “Get Out”, which has four Oscar nominations including best picture and for Peele as best director.

DGA feature film winners have often gone on to claim the best director Oscar and even see their films win best picture.

The Oscar chances for “The Shape of Water” were also boosted last month when the Producers Guild chose it as the year’s best film.

It was del Toro’s first DGA win and his first nomination.

“The Shape of Water” scored 13 Oscar nominations last month, the most of any 2017 film and just one shy of the all-time record of 14, including best picture and del Toro as director.

Peele was also nominated by the DGA at its 70th annual honors for best feature film director, as was Greta Gerwig, for “Lady Bird”.

Gerwig, also an Oscar nominee, would be only the second woman to win the best director Academy Award.

Matthew Heineman was honored as best documentary director for “City of Ghosts”, a British film about rebels banding together to fight ISIS in Syria.

The Oscars will be handed out in Hollywood on March 4 to producers, directors, actors and actresses in a star-studded television show viewed around the world and among the most-watched TV programs in the United States.

In addition to film directors, the DGA also handed out television honors, with women directors taking two of the top awards.

Beth McCarthy-Miller won for best TV comedy direction for “Veep”, while Reed Morano won for TV drama series for “The Handmaid’s Tale”. (rtr)

The 20-year-old Jenner said in a post on social media platform Instagram that her “beautiful, healthy baby girl” arrived on Feb. 1 and apologized to fans for keeping her pregnancy a secret.

“I’m sorry for keeping you in the dark through all the assumptions,” Jenner wrote. “I understand you’re used to me bringing you along on all my journeys. My pregnancy was one I chose not to do in front of the world.”

Jenner’s half-sister Kim Kardashian, 37, and her rapper husband Kanye West announced the birth of their third child on Jan. 16, a girl born to a surrogate. Jenner’s other half-sister Khloe Kardashian, 33, announced in December that she is six months pregnant with her basketball player boyfriend Tristan Thomas.

Jenner, who has parlayed her family’s reality TV show and a 101 million Instagram following into a lucrative cosmetics line, posted a teaser on Instagram to a YouTube video entitled “To Our Daughter,” that shows her in the delivery room just after giving birth, holding her newborn baby.

The arrival of Jenner ’s child quickly became the top trending topic on Twitter in the United States, surpassing #SuperBowlSunday just hours before the start of the big game.

Soon after Jenner made the announcement, her mother Kris and sisters Kendall, Kim and Khloe all posted messages of love and support on social media. (rtr)

Indonesian capital braces for floods as sluice gates opened

JAKARTA - Torrential rain has caused floods and landslides in satellite cities around the Indonesian capital, with authorities warning that floods could hit Jakarta later on Monday after being forced to open sluice gates on a major upstream reservoir.

Dramatic TV footage showed fast-running rivers of muddy water gushing down roads, bringing down trees and even some villas in the hilly areas around Jakarta.

Authorities were forced to release water from a reservoir upstream in the city of Bogor as water

levels prompted the highest alert.

The national disaster management agency said at least four landslides had left an unknown number of people missing.

“Some residents have been evacuated and the potential for rain in the greater Jakarta area

remains high,” agency spokesman Sutopo Purwo Nugroho said in a statement.

He added that police and military personnel were working with volunteers to deal with the impact of the floods.

Jakarta governor Anies Bas-

wedan warned people on Monday that flood waters could reach the capital within hours. “I urge residents near the river...to be alert,” Baswedan told reporters.

City authorities have in the last few years sought to improve lowlying Jakarta’s vulnerability to flooding during the rainy season.

More than 50 people died in one of the capital’s deadliest floods in 2007 and five years ago much of

Parliament rolls over free education discourse

Private school responds, Education Agency needs to make a study

DENPASAR —Commission IV of the Bali House of Representatives suddenly rolled over free education discourse, especially in public and private high school and vocational school level which now becomes the authority of provincial government. Chairman of the Headmaster Working Group (MKKS) and Headmasters of Bali Public and Private High Schools / Vocational Schools were even invited to give inputs at Wantilan Hall of the Bali House of Representatives on Friday (Jan. 2). All of them did agree with free education. However, the discourse still needs to be studied carefully in order to be realistic in terms of budget and will not disrupt private schools.

“The ideals are indeed the mandate of the law. So, when the government requires 12-year compulsory education, it means that when people do not have money they must be financed. Armed with government funding, everyone can go to school,” said Chairman of Commission IV of the Bali House of Representatives, I Nyoman Parta, after the meeting.

Parta claimed to get a lot of extraordinary input from the chairman of the MKKS and headmaster of 354 state and private high schools and vocational schools in Bali. They mainly concern with the need for a budget to provide

free education, including the classification, such as operating fund, personal fund, contest activity fund and other expenses.

“For operating fund, their proposal approximately reaches IDR 7.2 million per student multiplied with the number of high school and vocational school students all over Bali per year. How much the Bali regional budget should be prepared, we will start the milestone from the amended regional budget 2018. If we cannot reach them all, we step into 2019 and the following year,” added this PDI-P politician while adding to immediately make regional regulation

(Perda) on Education as a legal instrument of the policy.

While during the meeting, the headmasters and chairman of the MKKS generally agreed with the free education discourse. However, free nomenclature should be made clearly and not limited to public schools. In other words, the government should also help private schools to realize free education.

“In principle, we strongly agree.

However, the government in this case should finance all the components that private schools have to spend. If the school is free, we have nothing to finance the school,

pay teachers and maintain the buildings,” said the management representative of Dharma Nusa Penida high school, Ngurah Surya Hadinata. According to Surya, free education should be designed clearly. In this case, the government should foster private schools instead of destroying them.

Chairman of the MKKS for vocational schools of Badung district, I Wayan Dayung, said the discourse should not be free education. Instead, the government should help the community in accessing education. One of the implementations is by providing additional fund to School Operational Assistance (BOS).

Headmaster of SMKN 1 Tejakula vocational school, I Wayan Gunastra, agreed if the discourse of free education requires a review before it is formulated into a policy. The parliament in particular needs to check in details to the bottom level. “So, the process of making this free policy is not the same overall because there are things in particular schools that are different from other schools.

For example, it is about the needs of teachers,” he said.

Is it realistic or not?

The success of free education in high school / vocational school very much depends on some factors. One of which is the availability of budget owned by Bali provincial government. Head of the Bali Education Agency, TIA Kusuma Wardhani, said there should be a careful calculation of what components or costs that will be free. Is it just the operating costs alone, or included the personal costs? Every school has different student conditions.

“Until now, the free policy is the 9-year compulsory education.

The 12-year education remains a universal secondary education because the government so far is only able to provide as much as IDR 1.4 million of BOS funds from the state budget plan,” she said.

Meanwhile, the estimated operating cost for free education, TIA continued, reaches IDR 7.2 million per student per year. If it is multiplied by all public and private high school and vocational school

students in Bali, it will get a figure of IDR 1.5 trillion to realize free education. On that account, there should be a study to calculate the cost of free education that will be borne by the Bali provincial government, including the source of funds later on.

“It must be clear. If it dares to allocate so, which components only will be made free? Is the money available? If mentioning to be free, what happens next if the money is not available?” she asked.

Interviewed separately, Governor of Bali, Made Mangku Pastika, said the regional budget plan (APBD) of Bali is currently IDR 6.5 trillion. It could be prioritized for free education with an allocation of IDR 1.5 trillion. However, he did not agree if free education is also aimed at the rich.

“If the rich are also free, it is not fair to me. If they are rich why they also want to get free education?

Nevertheless, it sounds a good idea, everything should be free, I agree. What about the money, is it enough?” he asked.

Pastika added that regional budget plan of Bali is sufficient if only intended for free education.

However, it must be remembered there are other obligations that must be fulfilled by provincial government. In addition to the 20 percent allocation for education, there is also the obligation to allocate 30 percent of regional budget for transfers to districts / municipality, at least 10 percent for health, at least 10 percent for infrastructure and 20 percent for salaries.

“If the regional budget of Bali amounts to IDR 8 trillion, so 20 percent for education is quite a lot. It is impossible to raise it as the economy is not well developed yet. Our revenues rely solely on motor vehicle tax. Be realistic,” he explained.

However, if Badung wants to subsidize the province, continued Pastika, free education in high school / vocational school is not impossible to be realized. “If wishing a free high school / vocational school in Bali, we hope Badung to subsidize the province as much as IDR 1 trillion. SpaceX Falcon Heavy poised for debut test launch, with Tesla Roadster payload

CAPE CANAVERAL - A scarlet Tesla Roadster from the assembly line of Elon Musk’s pioneering electric automobile business is poised this week to go where no sports car has gone before - outer space.

The sleek, battery-powered hot rod is serving as a mock payload for the highly anticipated debut test flight of Musk’s new Falcon Heavy jumbo rocket, set for liftoff as early as Tuesday by his other transportation venture, Space Exploration Technologies.

If the launch succeeds, the Falcon Heavy will rank as the most powerful rocket in operation today, and the mightiest space vehicle to blast off from the United States since NASA’s Saturn 5 rockets last carried astronauts to the moon 45 years ago.

It would likely give California-based SpaceX a leg up on rival commercial rocket companies seeking major contracts with NASA, the U.S. military, satellite companies and even paying space tourists.

Propelled by 27 engines supplying three times the thrust of SpaceX’s current workhorse Falcon 9 booster, the Falcon Heavy is essentially constructed from three Falcon 9s bolted together sideby-side, with the nose cone and payload capping the middle rocket.

The spacecraft is set for liftoff from launch complex 39A at the Kennedy Space Center in Cape Canaveral, Florida - the same pad used by the Saturn 5 that carried Apollo 11’s three-man crew on their historic 1969 mission culminating in Neil Armstrong and Buzz Aldrin’s first human steps on the lunar surface.

The “passenger” riding atop the Falcon Heavy will be setting a more whimsical record as the first car sent into solar orbit - a deliberately droll bit of high-stakes, high-tech cross-promotion dreamed up by Musk himself.

“I love the thought of a car driving apparently endlessly through space and perhaps being discovered by an alien race millions of years in the future,” the billionaire entrepreneur and SpaceX founder said in a Twitter post last month. (rtr)

But research published on Friday shows for the first time that all this pecking seems to carry consequences for the woodpecker’s brain. Scientists said an examination found build-ups of a protein called tau in woodpeckers’ brains that in people is associated with brain damage from neurodegenerative diseases and head trauma.

The researchers examined brain tissue from Downy Woodpeckers and Red-winged Blackbirds, a non-pecking bird, from collections at the Field Museum in Chicago and the Harvard Museum of Natural History. The woodpeckers had tau build-up.

The blackbirds did not.

“It was assumed that woodpeckers have no brain injury,”

said George Farah, who worked on the study published in the journal PLOS ONE as a Boston University School of Medicine graduate student. “This research seems to suggest the contrary.”

The scientists are now trying to determine whether the woodpecker tau buildup is indicative of brain damage or somehow protective instead.

“I coach football, let my son play football and play football myself,” said Boston University School of Medicine neuropathologist Peter Cummings. “One day in the lab I was talking to another professor about how we’ve designed different types of sports safety equipment, like football helmets, based on the biomechanics of the woodpecker,

but no one had ever looked at a woodpecker brain.”

Woodpeckers have several adaptations to mitigate the impact of pecking, involving their beak, skull, tongue and the space between their brain and skull.

They face substantial g-force -- the effect of acceleration on the body -- from pecking for food like insects and tree sap or to attract mates. Pecking causes a force of up to 1,400 g’s. A person can get a concussion from 60 to 100 g’s.

Tau helps to stabilize brain nerve cells, or neurons. If a neuron is damaged, a form of tau can build up, sometimes altering brain function. Cummings said there are many types of tau and some may be neuroprotective. (rtr)

MANGUPURA — The increasing number of motorcycles parked at Ngurah Rai Airport makes the space decrease. Currently, on average the amount of motorcycle entering the Ngurah Rai Airport in a day reaches 6,500 units. Meanwhile, the average car is 25,000, and 450 units of bus per day.

To that end, next March, motorcycles parked at Ngurah Rai Airport are planned to be moved to a new location adjacent to the Al-Ikhlas Mosque. “The location

is not far from the previous parking lot. Currently, the new parking lot is still being arranged or installed with paving blocks. As targeted, the handover of the project will be car-

Arie said the new parking lot is expected to increase the capacity of motorcycle parking. So, the distance between one motorcycle and another does not need to be too short as it does today. Meanwhile, the current motorcycle parking space will be used for exit access. New gateways are also prepared to parse the queue

so as not to be too long.

He added that the new parking space will be equipped with a canopy roof but not made multilevel. “Motorcycle owners are not necessary to be afraid if their motorcycle will become overheated or be exposed to rain as the parking space will be roofed with canopy,” he added. (kmb23)

A foreign tourist dies snorkeling in Crystal Bay SEMARAPURA — Crystal Bay waters at Sakti village, Nusa Penida, claimed another fatality on Friday (Feb. 2). A Sri Lankan tourist, Nisal Koushikaduwa, 30, died drowning while snorkeling. As information compiled, the incident began when the victim snorkeled with two friends, Taraka Shivantha Disanayake, 22, and Poratotage Marlon Cristo, 26, who are also a citizen of Sri Lanka. After a few minutes, the victim repeated the activity alone.

However, not long after, around 15:30 local time, a Sakti villager, Wayan Sugianta, saw him drowning about 50 meters away from the beach. This was immediately delivered to local people. The victim was immediately evacuated and taken to the beach for help. However, his body showed no reaction. Seeing such condition, the victim was im-

mediately rushed to Nusa Penida Hospital to get medical treatment.

“On arriving there, the victim was declared dead,” said Chief of Nusa Penida Police, I Ketut Suastika.

His body was immediately taken to Sanglah Hospital, Denpasar, by boat to Padangbai Harbor, Karangasem. Suastika stated the incident is not the first time. In the waters, the potential for high wave emergence is suddenly large enough to endanger marine activities. “The area is adequately vulnerable. Just now, another visitor was almost dragged by sea currents,” he explained.

TABANAN — Even though having owned at least 25,000 book titles, the Tabanan Library Office will keep adding book titles every year. For 2018, a total of 800 book titles belonging to general subject will be added.

The Head of Tabanan Library Office, I Wayan Kotio, said on Sunday (Feb. 4) that although the office already has a collection of 25,000 titles, they are still considered insufficient to meet the needs of reading interest in Tabanan. “Science and books always experience the development every year. Therefore, every year there will be additional book titles to meet the needs of the community,” he said.

Apart from adding the collection of books to increase reading interest in the community, Tabanan Library Office also performs mobile library services. One of his routine activities is to provide a mobile library vehicle every Sunday at Dangin Carik Square.

Kotio explained the selection of Sunday and Dangin Carik Square because many Tabanan people visit the location on that day to spend the morning while exercising. Besides, diverse circles of visitors ranging from children to adults are doing exercise from 07:00 until 09:00. The mobile library vehicle will be on standby in the Dangin Carik Square precisely in the corner near the playground.

Reading interest on Sundays, continued Kotio, is pretty good where there are averagely 50 people stopping by to read. “Readers are also diverse ranging from children to adults,” he said.

The best-selling book titles are storybooks for children and cookbook for housewives. Meanwhile, religious book is generally favored by adult readers.

He hoped that such regular activities every Sunday will be able to increase reading interest in Tabanan while reducing the negative effects of gadget use on the younger generation. “The addition of book title is also expected to be able to provide a new option of reading for the community,” he concluded. Head of Bali Central Statistics Agency (BPS), Adi Nugroho, said that almost all star-rated hotels experienced the decrease in room occupancy rate, except for one-star hotels. Last December, the one-star hotel showed an increase in room occupancy rate from 51.91 percent in November 2017 to 55.27 percent.

Non-star occupancy rate in December 2017 also increased by 29.61 percent compared to November 2017 recorded at 28.91 percent. “In fact, the arrival recovery of non-star hotel runs faster than the star-rated hotels remaining to show a decline in December. Hopefully, this indicates the crisis recovery of Mount Agung, and this recovery spreads to star-rated hotels,” he said not long ago.

However, from nine districts / municipality, only five districts / municipality recorded an increase in December 2017. They are Klungkung, Bangli, Buleleng, Denpasar and Karangasem.

increasing occupancy rate in the non-star hotels. Adi estimated that since it felt to be mostly threatened, the non-star hotels in Karangasem sell discounted rates. The discounted rates may be in demand by tourists.

“Such interest in the room rates eliminates tourists’ worries about the vulnerability. Therefore, the hotel business should review the room rates,” he said.

On average, the length of stay in the non-star hotels throughout December 2017 reached 2.51 days. This figure decreased when compared to November recorded at 2.8 days. The average length of stay in December 2017 was also higher than in December 2016. “So, the figure 2.51 is not easy to be suspected as the result of the crisis of Mount Agung. There are other influences causing the length of stay in December 2017 to be higher than in December 2016,” he said.

Meanwhile, room occupancy rate of star-rated hotels in December 2017 decreased up to 50.66 percent.

past three years. The decline of room occupancy rate was widely recorded in Badung, Denpasar, Buleleng and Karangasem. “Even though the room occupancy rate of hotels in Karangasem decreased, it was smaller than occupancy rate decrease in Badung, Denpasar and Buleleng,” he said.

Four districts/municipality experienced decline of occupancy rate in star-rated hotels. Only Gianyar recorded an increase in December 2017. Occupancy rate of the star-rated hotels in Gianyar district increased from 37.07 percent to 40.09 percent.

In addition to room occupancy rate, the average length of stay in star-rated hotels also decreased by 2.47 days (more than 2 days). The crime-ridden maze of sheet metal, crumbling cement and wooden boards has become a frontline of the bloody war on illegal drugs that has defined Rodrigo Duterte’s presidency since it was unleashed in June 2016. Dozens of Filipinos who lived along the slum’s narrow dirt-floor alleys have wound up dead. The community lives in fear of masked or mystery men dragging away slum dwellers, or police and their notorious “Tokhang” operations, where officers are required to knock on doors of suspected dealers to urge them to surrender. But those visits have been fatal.

“Many people have left. They leave because of Tokhang,” said Nenita Bravo, a 56-year-old Market 3 resident.

“We can’t really count them anymore,” she said, referring to those killed, adding that she had witnessed many killings in the area. “We can’t really count them because there’s been so many.”

Bullet-ridden corpses are found hours or even days later, often just a few minutes away, although police say there have been no illegal killings in their anti-drug campaign.

Yet the frequent police operations and shadowy murders have hit the slum hard and those who live there say more blood has

been spilled since he was elected president on the promise to wipe out drugs and crime in six months.

“Since Duterte came, that’s when there was a rise in killings. It was pitiful, especially so for the many women killed,” said Visitacion Castellano, 73, a long-time resident of Market 3.

“They should have given them years. Put them in jail. But not kill.”

In Spanish colonial times, Navotas, as the area was known before the patchwork of shanty communities emerged, was the home of a middle class that lived off the sea, either as owners of fishing boats or shipbuilders.

Now employment is in short supply, with men jumping from one informal job to the next, such as scavenging or unloading fish from returning trawlers.

Although life is hard, people get by, but there is never enough.

Scarcity fuels desperation and the desperate turn to petty crime, or dealing and using drugs, mostly “shabu”, the methamphetamine Duterte says could destroy a generation of Filipinos.

One 28-year-old man who spoke to Reuters was among those who sold and used shabu. During one of the deadliest chapters of the drugs war in August 2016, he said his partner and mother of his five children was murdered, her body found riddled with bullet wounds in the head and chest. (rtr)

China advises its tourists to avoid Maldives till politics stabilise BEIJING - China’s foreign ministry on Monday advised Chinese citizens to avoid visiting the Maldives until political tensions subside on the Indian Ocean archipelago.

A tropical paradise for holidaymakers, the Maldives has been beset by fractious politics for years, but concern over potential instability heightened after its attorney-general warned on Sunday that the government would resist any attempt by the Supreme Court to impeach President Abdulla Yameen for disobeying its order to free jailed opposition leaders.

“China suggests that Chinese citizens who are preparing to go to the Maldives in the near term to postpone going until the situation on the ground stabilises,” Geng Shuang, a spokesman for the Ministry of Foreign Affairs, told a regular briefing, noting that the upcoming Chinese New Year

was a peak period for Chinese tourists to visit the Maldives.

Geng said that China supports the resolution of differences between all relevant sides in the Maldives through dialogue and consultation to protect its national and social stability.

The Chinese embassy to the Maldives on Friday issued a travel warning urging Chinese citizens to be cautious when travelling to the country, according to the official Xinhua news agency.

Mohamed Anil, attorney general of the Maldives, said on Sunday that the government had received information that the Supreme Court was preparing to fire Yameen, but such a move would be illegal and the police and army had been instructed not to carry out such an order.

Yameen has fired two police chiefs since Thursday, when the Supreme Court threw out terrorism convictions

against former president Mohamed Nasheed and eight other opposition figures. Police had indicated they would enforce the ruling.

In power since 2013 and facing elections in October, Yameen is under international pressure to heed the court decision, while hundreds of protesters have taken to the country’s streets to demand compliance with the order.

President Yameen’s government has had good relations with China and a free trade agreement between the two countries was signed in December, despite criticism from the opposition.

A decade after recession, a jump in U.S. states with wage gains OAKLAND, Calif./CANTON, N.Y./WASHINGTON - T he kind of pay raises for which American workers have waited years are now here for a broadening swath of the country, according to a Reuters analysis of state-by-state data that suggests falling unemployment has finally begun boosting wages. Average pay rose by more than 3 percent in at least half of U.S. states last year, up sharply from previous years. The data also shows a jump in 2017 in the number of states where the jobless rate zeroed in on record lows, 10 years after the financial crisis knocked the economy into a historic recession.

The state-level data could signal an inflection point muffled by national statistics. Over the past four years, the U.S. economy added 10 million jobs and the overall unemployment rate fell to its lowest level since 2000.

Yet wages have disappointed.

The disconnect has puzzled economists at the Federal Reserve, frustrated politicians concerned about rising inequality, and held regular Americans back, even as businesses have benefited and stock markets have surged, particularly in the first year of U.S. President Donald

Trump’s presidency.

Trump says his tax cuts and regulation rollbacks are lifting business sentiment, and in an upbeat address to Congress on Tuesday, he said Americans “are finally seeing rising wages” after “years and years” of stagnation.

Indeed, average hourly earnings were up 2.9 percent in January yearon-year, the biggest rise in more than 8-1/2 years but still less than the 3.5 percent to 4 percent economists say would be a sign of a healthy economy.

The Reuters analysis and interviews with businesses across the country do show wage increases in industries ranging from manufacturing to technology and retail.

Executives are mixed, however, on how much to credit Trump after several years of job growth that has chopped nearly six percentage points from the unemployment rate since its peak of 10 percent at the height of the 2007-2009 recession.

“Everyone in the building knows that they can leave and make more money,” said Michael Frazer, president of Frazer Computing, which provides software to U.S. used-car dealers from its offices in northern New York state. In response he raised

wages by 6.1 percent at the end of 2017, up from 3.7 percent the previous year.

In Portland, Oregon, software provider Zapproved now hires coding school graduates and spends up to three months training them because the experienced software developers it used to hire have become too expensive. And still, CEO Monica Enand says she gives her developers twice-yearly raises “to make sure we are in the market for pay.”

JOBLESS RATES AT RECORD LOWS The Reuters analysis of the most recent data available found that in half of the 50 states, average hourly pay rose by more than 3 percent last year.

That’s up from 17 states in 2016, 12 in 2015, and 3 in 2014. Average weekly pay rose in 30 states, also up sharply from prior years, the analysis showed.

Unemployment rates are near or at record lows in 17 states, including New York, up from just five in 2016, the Reuters analysis shows.

“Wage growth tends to accelerate when the unemployment rate gets really strong,” said Bart Hobijn, an economics professor at Arizona State

University. California, Arkansas, and Oregon were among those both notching 3-percent-plus wage gains and plumbing record-low unemployment rates. This broadening of benefits to U.S. workers comes as robust global growth pushes up wages from Germany to Japan.

New York Fed President William Dudley said last month that firmer wage gains in states with lower unemployment rates gave him confidence that U.S. inflation, long stubbornly low, would soon rise. In California, home of Noah’s New York Bagels, more than half of its 53 stores now pay their new hires more than the legal minimum wage, twice as many as in mid-2017.

“It’s very challenging to find enough people” in low-unemployment areas like the San Francisco Bay Area, said Noah’s president Tyler Ricks, who expects to hike pay further this year even as he opens five new stores.

To be sure, some states like Idaho with very low unemployment continue to have slow wage growth, while some like Delaware with very strong wage growth still have jobless rates well above their record lows.

And the share of gross domestic product that feeds back to labor as compensation has only edged slightly higher this decade, after generally declining since the 1970s, suggesting workers have a long way to make up ground. Yet the state-level data hints at a first step.

Galley Support, a Sherwood, Arkansas-based manufacturer of latches for airplane kitchens and toilets, gave unskilled workers as much as a 20 percent pay hike last year. CEO Gina Radke said it will sap profit but with the Trump administration’s businessfriendly policies set to benefit aircraft companies like Boeing, she added, “We feel confident that we will see an increase in sales to cover the increase in wages.”

Work-site managers at Gray, a company that oversees the building of factories and other projects from its headquarters in Lexington, Kentucky, also got a 20 percent raise since 2016.

Yet a paycheck of up to $200,000 a year, plus bonuses, often isn’t enough to fill all the jobs on offer. “There is just so much work around for people that it’s just hard to lure them away,” said Susan Brewer, Gray’s vice president of human resources. (rtr)

“According to Hindu tradition, babies are only allowed to have their feet touch the ground once they are three months old as this is when they start being able to sit up by themselves”, explained Jro Mangku.

The Nyambutin, ceremony said Jro Mangku is a way to welcome

the baby into the world and show gratitude in a ritual called pangenteg bayu in which water is given to Mother Earth in the hopes that the baby is given a long life. The Nyambutin ceremony is classified as a Manusa Yadnya (rite of passage) ceremony and is carried out with the hope the baby and their family will be prosperous and have a good life.

The baby’s placenta will usually have been buried in the family yard and it is in this same area that the nyambutin ceremony is held with the baby’s parents actively taking part in all the rituals involved. This ceremony is dedicated to Bhatara Surya (Lord of the Sun), Ibu Pertiwi (Mother Earth) and Bhatara-Bhatari (deities of the household), explained Jero Mangku Nurata. “The aim is to ask that the baby be guided and safeguarded”, he said. It also happens to the celebration of Galungan and Kuningan, where during the feast the barong bangkung or barong bangkal troupe will definitely do ngelawang or street show.

Barong bangkal or barong bangkung is a large enough and old pig considered a mythical animal having a mystical power. Attires of the barong are made of black and white velvet. However, in general, the attires are not pretentious like that of other types of barong.

In every show, the barong bangkung is also equipped with trinkets of ate leaves and the dancers are wearing checkered trousers and rattles tied on legs, so that when moving they will generate rattling sound. Barong bangkal is carried by two dancers and the performances are held in the streets and around the village.

With the presence of barong show, villagers will feel they have been protected by deities marked by the arrival of barong bangkal or barong bangkung. The show is accompanied with batel bebarongan gamelan music consisting of drums,

tawa-tawa, kelenang, kelenong, cymbals and kempur.

The word ngelawang is derived from the word lawang meaning ‘door,’ a term in the Balinese language that means a gallivanting show from one house to another or from one village to another. This gallivanting show with diverse Balinese artistic traditions is performed by art troupe.

Allegedly this traditional show sources from a Hindu mythology, namely Shiva Tattva. Once upon a time Lord Shiva and Goddess Uma are making love in improper place and time, so that harmony shakes.

As a result, it brings in misery for mankind and other living beings.

After realizing his fault, Lord Shiva sent gods to calm down the situation and reassure the whole universe. When arriving on earth, the gods created and performed a variety of art forms. Through the love of art show the whole universe is back to peaceful condition.

The meaning of purification in the Shiva Tattva mythology is also harmonious with the content of disaster repellent in the legend on the insolence destruction of Mayadenawa that was then celebrated as the starting point of Galungan, the celebration of victory of dharma

(truth) against adharma (untruth).

Russia orders warplanes in Syria to fly higher after jet shot down MOSCOW - Russia has ordered its warplanes in Syria to fly higher to avoid being shot down by shoulder-launched anti-aircraft missiles after one of its jets was shot out of the sky at the weekend, the Izvestia daily reported on Monday.

Izvestia, citing the Russian Defence Ministry, said a decision had been taken that such planes would in future only fly above 5,000 metres (16,400 ft) to keep them safe.

It said that such a policy had previously been in force, but that the SU-25s had for some reason started flying at lower altitudes in recent days.

The Kremlin said that shoulder-launched missiles obtained by rebels now posed a threat to all planes operating in Syria, but that it was too early to say who had supplied the weapons system used to shoot down the Russian SU-25.

“It’s extremely worrying that shoulderlaunched surface-to air missiles are in the hands of the terrorists,” Kremlin spokesman Dmitry Peskov told reporters on a conference call.

“It’s a huge danger for all governments.”

Peskov did not signal wider changes in Russia’s policy in Syria where Moscow

has been supporting President Bashar al-Assad’s army for more than two years.

He said that Russia had enough firepower left in Syria to deliver “crushing blows” to rebel forces as and when needed.

‘HERO OF RUSSIA’ The Russian Defence Ministry named the downed pilot as Major Roman Filipov and said he had been posthumously awarded with a Hero of Russia decoration.

It said he had fought to his last breath after ejecting and parachuting to the ground where rebels had attacked him.

“Major Roman Filipov fought an unequal battle with his service weapon until the last minute of his life,” the ministry said in a statement.

“When surrounded by the terrorists and heavily wounded, the Russian officer blew himself up with a grenade when the militants got within several dozen metres of him.”

Russian media have reported that Syrian and possibly Russian special forces are operating in the area where he was killed to try to retrieve his body, along with fragments of the projectile that struck his plane, to try to work out who supplied it to the rebels. (rtr)

Locked switch blamed in fatal Amtrak crash CAYCE - A locked switch is being blamed for the collision between an Amtrak passenger train and a freight train that killed two people and injured more than 100 others in South Carolina early on Sunday.

The head of the National Transportation Safety Board said a switch on the tracks, which the freight hauler CSX Corp. owns and operates, was padlocked in a position that steered the Amtrak train onto a siding near Columbia, S.C., where it crashed into a parked, unoccupied CXS train.

“Key to this investigation is learning why the switch was lined that way,” Robert Sumwalt, the chairman of the NTSB, told reporters at a news conference on Sunday. NTSB officials were not immediately available to elaborate.

Amtrak President and Chief Executive Richard Anderson told reporters Sunday that CSX was responsible for the wreck because of the locked switch.

CSX officials were not available for comment.

Officials from both companies expressed condolences to the families of the two people killed, an Amtrak engineer and a conductor.

Two of the 116 people injured remained in critical condition overnight, officials said. Specifics were not available.

A team from the NTSB is expected to be on the scene for five to seven days.

Papua is one of Indonesia’s poorest areas and President Joko Widodo after coming to power in 2014 pledged to speed up its development and ease media restrictions in the area, where there has been a simmering secessionist movement.

But while investment has risen and efforts made to address some human rights concerns, activists say foreign journalists continue to be blocked or face obstacles when trying to report. Indonesia’s military said in a statement that a tweet sent by Rebecca Henschke, BBC Indonesia’s editor, had “hurt the feelings of TNI (Indonesian military) personnel” involved in relief efforts in the Asmat area.

Henschke had tweeted a photo of supplies on her personal Twitter account, adding: “This is the aid coming in for severely malnourished children in Papua - instant noodles, super sweet soft drinks and biscuits.”

Papua military spokesman Colonel Muhammad Aidi said: “(The food and drink) that she took the picture of at the speedboat pier are not donations or aid. It was merchandise from merchants that was incidentally there.”

Aidi also described two other tweets as misleading.

Henschke, a Jakarta-based Australian citizen, later took down the photograph and tweeted: “Adding important NOTE: Other sources say this is NOT aid but normal supplies. Huge relief effort underway here.”

Indonesia has deployed additional military personnel to help in Asmat, where at least 61 infants are reported to have died from malnutrition and diseases such as measles.

Henschke had asked to be allowed to continue covering the story during questioning by security forces over her tweets on Friday, but was escorted to the city of Timika and held by immigration, the military statement said. Henschke declined to comment, but a BBC spokesperson said via email: “A BBC team on a deployment to Papua province has now returned to Jakarta. They had the necessary documentation and the authorities were aware of their visit. The BBC respects local laws wherever it operates.”

Many Papuans, who are predominantly Christian and a minority in Muslim-majority Indonesia, criticize Jakarta for neglecting Papua and instead being too focused on the densely-populated island of Java.

Catholic priest and rights activist John Jonga blamed the crisis on a lack of vaccinations and a switch from more nutritious tubers to rice as a staple food. Some of the forest-dwelling Asmat are also reported to be increasingly relying on instant food or energy drinks.

Andreas Harsono of Human Rights Watch said Henschke’s treatment showed pledges to open up Papua had not materialised.

“She had her travel permit - the only Indonesian area where foreign journalists need to get a permit to visit - and still got intimidation for a single tweet,” said Harsono. A presidential spokesman did not immediately respond to a request for comment.(rtr)

Peatland mappers win $1m to help tackle Indonesian haze fires

KUALA LUMPUR - An award-winning method for mapping Indonesia’s vast peatlands, developed by Dutch, German and Indonesian scientists, will help the Southeast Asian nation tackle annual fires that harm health in the region, the organisers of the prize said on Friday. The International Peat Mapping Team (IPMT) will receive $1 million for winning the two-year competition, funded by the David and Lucile Packard Foundation and managed by the U.S.-based World Resources Institute (WRI).

“To be able to manage peat well, we needed to have a map, and the map we had before was not that comprehensive,” said Nirarta Samadhi, director of WRI Indonesia. Indonesian government agencies, which helped organise the competition, will start using the new methodology as soon as possible, said Supiandi Sabiham, co-chair of the judges.

The IPMT’s approach, which combines satellite imagery, LiDAR technologies and on-the-ground measurement, won for its accuracy, speed and affordability, added Sabiham.

Peat soils contain huge quantities of carbon in the form of organic matter, which accumulates over thousands of years and provides nutrients for plant growth. Rainforests across Indonesia’s sprawling archipelago contain more than 15 million

hectares of peatland - an area twice the size of Ireland - mostly on the islands of Sumatra and Borneo and in the easternmost province of Papua.

When peatlands are drained or cleared by fire, often to make way for oil palm plantations or farming, the carbon is released into the atmosphere where it traps heat, contributing to climate change. Peaty soil is particularly flammable when dry, often causing fires to spread beyond their intended areas.

Each year smoke from fires used to clear land for agricultural expansion in Indonesia clouds the skies over large parts of Southeast Asia, raising concerns about public health.

Peat fires in 2015 were estimated to have caused up to 100,000 premature deaths, according to the WRI, and cost the Indonesian economy $16.5 billion, or nearly 2 percent of

gross domestic product.

Indonesian President Joko Widodo set up an agency in 2016 to restore about 2 million hectares of damaged peatland, and imposed a moratorium on new concessions for oil palm.

The IPMT methodology will enable the Indonesian authorities to better manage peatlands, and help them create canals and wetting systems to protect peat in the dry season, WRI’s Samadhi told the Thomson Reuters Foundation. Open to students, engineers, consultants, scientists, companies and universities, the competition attracted 44 applicants from 10 countries.

Bambang Setiadi, a scientist in the IPMT team, said the prize money would be used to fund further research into peatlands, as well as scholarships for Indonesian students to attend German universities.(rtr)

Espanyol midfielder Esteban Granero was not impressed with Pique’s celebration. “When you provoke people you can’t later ask for respect,” Granero told reporters.

ZURICH - UEFA has deferred a stadium ban on Red Star Belgrade imposed after their fans displayed support for Bosnian Serb war crimes convict Ratko Mladic during an away match in November.

UEFA last month ordered the Serbian club to play the home leg of their Europa League last-32 tie against CSKA Moscow behind closed doors following the incidents at Belarus side BATE Borisov.

Visiting Red Star fans displayed a banner glorifying Mladic, a former Bosnian Serb military leader sentenced to life in prison last year after a U.N. War Crimes Tribunal found him guilty of genocide.

“A thousand life sentences and an honourable Serb would still hail you,” said the banner displayed by Red Star fans, who also chanted Mladic’s name during the match.

However, UEFA said on Monday the stadium ban had been “deferred for a probationary period of two years”. It also cut a fine on Red Star from 50,000 euros ($62,000) to 30,000.

Red Star said last month they had done everything in their power to be good organisers and described the original decision as draconian.(rtr)

“Some of the fans here have been directing insults at me and my family for a long while. I know a lot of Espanyol fans that are good people but those at the top don’t report those insulting chants. “We are people and we have a limit. It’s a derby game and it is what it is.”

Espanyol midfielder Esteban Granero was not impressed with Pique’s celebration. “When you provoke people you can’t later ask for respect,” Granero told reporters.

ZURICH - UEFA has deferred a stadium ban on Red Star Belgrade imposed after their fans displayed support for Bosnian Serb war crimes convict Ratko Mladic during an away match in November.

UEFA last month ordered the Serbian club to play the home leg of their Europa League last-32 tie against CSKA Moscow behind closed doors following the incidents at Belarus side BATE Borisov.

Visiting Red Star fans displayed a banner glorifying Mladic, a former Bosnian Serb military leader sentenced to life in prison last year after a U.N. War Crimes Tribunal found him guilty of genocide.

“A thousand life sentences and an honourable Serb would still hail you,” said the banner displayed by Red Star fans, who also chanted Mladic’s name during the match.

However, UEFA said on Monday the stadium ban had been “deferred for a probationary period of two years”. It also cut a fine on Red Star from 50,000 euros ($62,000) to 30,000.

Russia orders warplanes in Syria to fly higher after jet shot down MOSCOW - Russia has ordered its warplanes in Syria to fly higher to avoid being shot down by shoulder-launched anti-aircraft missiles after one of its jets was shot out of the sky at the weekend, the Izvestia daily reported on Monday.

The defence ministry said the pilot ejected, fought with rebels on the ground, then blew himself up with a grenade when they got close to him.

Izvestia, citing the Russian Defence Ministry, said a decision had been taken that such planes would in future only fly above 5,000 metres (16,400 ft) to keep them safe.

It said that such a policy had previously been in force, but that the SU-25s had for some reason started flying at lower altitudes in recent days.

The Kremlin said that shoulder-launched missiles obtained by rebels now posed a threat to all planes operating in Syria, but that it was too early to say who had supplied the weapons system used to shoot down the Russian SU-25.

“It’s extremely worrying that shoulderlaunched surface-to air missiles are in the hands of the terrorists,” Kremlin spokesman Dmitry Peskov told reporters on a conference call.

“It’s a huge danger for all governments.”

Peskov did not signal wider changes in Russia’s policy in Syria where Moscow

has been supporting President Bashar al-Assad’s army for more than two years.

He said that Russia had enough firepower left in Syria to deliver “crushing blows” to rebel forces as and when needed.

‘HERO OF RUSSIA’ The Russian Defence Ministry named the downed pilot as Major Roman Filipov and said he had been posthumously awarded with a Hero of Russia decoration.

It said he had fought to his last breath after ejecting and parachuting to the ground where rebels had attacked him.

“Major Roman Filipov fought an unequal battle with his service weapon until the last minute of his life,” the ministry said in a statement.

“When surrounded by the terrorists and heavily wounded, the Russian officer blew himself up with a grenade when the militants got within several dozen metres of him.”

Russian media have reported that Syrian and possibly Russian special forces are operating in the area where he was killed to try to retrieve his body, along with fragments of the projectile that struck his plane, to try to work out who supplied it to the rebels. (rtr)

Locked switch blamed in fatal Amtrak crash CAYCE - A locked switch is being blamed for the collision between an Amtrak passenger train and a freight train that killed two people and injured more than 100 others in South Carolina early on Sunday.

The head of the National Transportation Safety Board said a switch on the tracks, which the freight hauler CSX Corp. owns and operates, was padlocked in a position that steered the Amtrak train onto a siding near Columbia, S.C., where it crashed into a parked, unoccupied CXS train.

“Key to this investigation is learning why the switch was lined that way,” Robert Sumwalt, the chairman of the NTSB, told reporters at a news conference on Sunday. NTSB officials were not immediately available to elaborate.

Amtrak President and Chief Executive Richard Anderson told reporters Sunday that CSX was responsible for the wreck because of the locked switch.

CSX officials were not available for comment.

Officials from both companies expressed condolences to the families of the two people killed, an Amtrak engineer and a conductor.

Two of the 116 people injured remained in critical condition overnight, officials said. Specifics were not available.

A team from the NTSB is expected to be on the scene for five to seven days.

BBC journalist ordered to leave Indonesia’s Papua over tweets JAKARTA - A BBC journalist on a reporting trip to cover a health and malnutrition crisis in Indonesia’s easternmost area of Papua was forced to leave the province after the country’s military said tweets she sent on her trip had “hurt soldiers’ feelings”. Papua is one of Indonesia’s poorest areas and President Joko Widodo after coming to power in 2014 pledged to speed up its development and ease media restrictions in the area, where there has been a simmering secessionist movement.

But while investment has risen and efforts made to address some human rights concerns, activists say foreign journalists continue to be blocked or face obstacles when trying to report. Indonesia’s military said in a statement that a tweet sent by Rebecca Henschke, BBC Indonesia’s editor, had “hurt the feelings of TNI (Indonesian military) personnel” involved in relief efforts in the Asmat area.

Henschke had tweeted a photo of supplies on her personal Twitter account, adding: “This is the aid coming in for severely malnourished children in Papua - instant noodles, super sweet soft drinks and biscuits.”

Papua military spokesman Colonel Muhammad Aidi said: “(The food and drink) that she took the picture of at the speedboat pier are not donations or aid. It was merchandise from merchants that was incidentally there.”

Aidi also described two other tweets as misleading.

Henschke, a Jakarta-based Australian citizen, later took down the photograph and tweeted: “Adding important NOTE: Other sources say this is NOT aid but normal supplies. Huge relief effort underway here.”

Indonesia has deployed additional military personnel to help in Asmat, where at least 61 infants are reported to have died from malnutrition and diseases such as measles.

Henschke had asked to be allowed to continue covering the story during questioning by security forces over her tweets on Friday, but was escorted to the city of Timika and held by immigration, the military statement said. Henschke declined to comment, but a BBC spokesperson said via email: “A BBC team on a deployment to Papua province has now returned to Jakarta. They had the necessary documentation and the authorities were aware of their visit. The BBC respects local laws wherever it operates.”

Many Papuans, who are predominantly Christian and a minority in Muslim-majority Indonesia, criticize Jakarta for neglecting Papua and instead being too focused on the densely-populated island of Java.

Catholic priest and rights activist John Jonga blamed the crisis on a lack of vaccinations and a switch from more nutritious tubers to rice as a staple food. Some of the forest-dwelling Asmat are also reported to be increasingly relying on instant food or energy drinks.

Andreas Harsono of Human Rights Watch said Henschke’s treatment showed pledges to open up Papua had not materialised.

Peatland mappers win $1m to help tackle Indonesian haze fires

KUALA LUMPUR - An award-winning method for mapping Indonesia’s vast peatlands, developed by Dutch, German and Indonesian scientists, will help the Southeast Asian nation tackle annual fires that harm health in the region, the organisers of the prize said on Friday. The International Peat Mapping Team (IPMT) will receive $1 million for winning the two-year competition, funded by the David and Lucile Packard Foundation and managed by the U.S.-based World Resources Institute (WRI).

“To be able to manage peat well, we needed to have a map, and the map we had before was not that comprehensive,” said Nirarta Samadhi, director of WRI Indonesia. Indonesian government agencies, which helped organise the competition, will start using the new methodology as soon as possible, said Supiandi Sabiham, co-chair of the judges.

The IPMT’s approach, which combines satellite imagery, LiDAR technologies and on-the-ground measurement, won for its accuracy, speed and affordability, added Sabiham.

Peat soils contain huge quantities of carbon in the form of organic matter, which accumulates over thousands of years and provides nutrients for plant growth. Rainforests across Indonesia’s sprawling archipelago contain more than 15 million

hectares of peatland - an area twice the size of Ireland - mostly on the islands of Sumatra and Borneo and in the easternmost province of Papua.

When peatlands are drained or cleared by fire, often to make way for oil palm plantations or farming, the carbon is released into the atmosphere where it traps heat, contributing to climate change. Peaty soil is particularly flammable when dry, often causing fires to spread beyond their intended areas.

Each year smoke from fires used to clear land for agricultural expansion in Indonesia clouds the skies over large parts of Southeast Asia, raising concerns about public health.

Peat fires in 2015 were estimated to have caused up to 100,000 premature deaths, according to the WRI, and cost the Indonesian economy $16.5 billion, or nearly 2 percent of

gross domestic product.

Indonesian President Joko Widodo set up an agency in 2016 to restore about 2 million hectares of damaged peatland, and imposed a moratorium on new concessions for oil palm.

The IPMT methodology will enable the Indonesian authorities to better manage peatlands, and help them create canals and wetting systems to protect peat in the dry season, WRI’s Samadhi told the Thomson Reuters Foundation. Open to students, engineers, consultants, scientists, companies and universities, the competition attracted 44 applicants from 10 countries.

Bambang Setiadi, a scientist in the IPMT team, said the prize money would be used to fund further research into peatlands, as well as scholarships for Indonesian students to attend German universities.(rtr)

A decade after recession, a jump in U.S. states with wage gains OAKLAND, Calif./CANTON, N.Y./WASHINGTON - T he kind of pay raises for which American workers have waited years are now here for a broadening swath of the country, according to a Reuters analysis of state-by-state data that suggests falling unemployment has finally begun boosting wages. Average pay rose by more than 3 percent in at least half of U.S. states last year, up sharply from previous years. The data also shows a jump in 2017 in the number of states where the jobless rate zeroed in on record lows, 10 years after the financial crisis knocked the economy into a historic recession.

The state-level data could signal an inflection point muffled by national statistics. Over the past four years, the U.S. economy added 10 million jobs and the overall unemployment rate fell to its lowest level since 2000.

Yet wages have disappointed.

The disconnect has puzzled economists at the Federal Reserve, frustrated politicians concerned about rising inequality, and held regular Americans back, even as businesses have benefited and stock markets have surged, particularly in the first year of U.S. President Donald

Trump’s presidency.

Trump says his tax cuts and regulation rollbacks are lifting business sentiment, and in an upbeat address to Congress on Tuesday, he said Americans “are finally seeing rising wages” after “years and years” of stagnation.

Indeed, average hourly earnings were up 2.9 percent in January yearon-year, the biggest rise in more than 8-1/2 years but still less than the 3.5 percent to 4 percent economists say would be a sign of a healthy economy.

The Reuters analysis and interviews with businesses across the country do show wage increases in industries ranging from manufacturing to technology and retail.

Executives are mixed, however, on how much to credit Trump after several years of job growth that has chopped nearly six percentage points from the unemployment rate since its peak of 10 percent at the height of the 2007-2009 recession.

“Everyone in the building knows that they can leave and make more money,” said Michael Frazer, president of Frazer Computing, which provides software to U.S. used-car dealers from its offices in northern New York state. In response he raised

wages by 6.1 percent at the end of 2017, up from 3.7 percent the previous year.

In Portland, Oregon, software provider Zapproved now hires coding school graduates and spends up to three months training them because the experienced software developers it used to hire have become too expensive. And still, CEO Monica Enand says she gives her developers twice-yearly raises “to make sure we are in the market for pay.”

JOBLESS RATES AT RECORD LOWS The Reuters analysis of the most recent data available found that in half of the 50 states, average hourly pay rose by more than 3 percent last year.

That’s up from 17 states in 2016, 12 in 2015, and 3 in 2014. Average weekly pay rose in 30 states, also up sharply from prior years, the analysis showed.

Unemployment rates are near or at record lows in 17 states, including New York, up from just five in 2016, the Reuters analysis shows.

“Wage growth tends to accelerate when the unemployment rate gets really strong,” said Bart Hobijn, an economics professor at Arizona State

University. California, Arkansas, and Oregon were among those both notching 3-percent-plus wage gains and plumbing record-low unemployment rates. This broadening of benefits to U.S. workers comes as robust global growth pushes up wages from Germany to Japan.

New York Fed President William Dudley said last month that firmer wage gains in states with lower unemployment rates gave him confidence that U.S. inflation, long stubbornly low, would soon rise. In California, home of Noah’s New York Bagels, more than half of its 53 stores now pay their new hires more than the legal minimum wage, twice as many as in mid-2017.

“It’s very challenging to find enough people” in low-unemployment areas like the San Francisco Bay Area, said Noah’s president Tyler Ricks, who expects to hike pay further this year even as he opens five new stores.

To be sure, some states like Idaho with very low unemployment continue to have slow wage growth, while some like Delaware with very strong wage growth still have jobless rates well above their record lows.

And the share of gross domestic product that feeds back to labor as compensation has only edged slightly higher this decade, after generally declining since the 1970s, suggesting workers have a long way to make up ground. Yet the state-level data hints at a first step.

Galley Support, a Sherwood, Arkansas-based manufacturer of latches for airplane kitchens and toilets, gave unskilled workers as much as a 20 percent pay hike last year. CEO Gina Radke said it will sap profit but with the Trump administration’s businessfriendly policies set to benefit aircraft companies like Boeing, she added, “We feel confident that we will see an increase in sales to cover the increase in wages.”

Work-site managers at Gray, a company that oversees the building of factories and other projects from its headquarters in Lexington, Kentucky, also got a 20 percent raise since 2016.

Yet a paycheck of up to $200,000 a year, plus bonuses, often isn’t enough to fill all the jobs on offer. “There is just so much work around for people that it’s just hard to lure them away,” said Susan Brewer, Gray’s vice president of human resources. (rtr)

The Nyambutin, ceremony said Jro Mangku is a way to welcome

the baby into the world and show gratitude in a ritual called pangenteg bayu in which water is given to Mother Earth in the hopes that the baby is given a long life. The Nyambutin ceremony is classified as a Manusa Yadnya (rite of passage) ceremony and is carried out with the hope the baby and their family will be prosperous and have a good life.

The baby’s placenta will usually have been buried in the family yard and it is in this same area that the nyambutin ceremony is held with the baby’s parents actively taking part in all the rituals involved. This ceremony is dedicated to Bhatara Surya (Lord of the Sun), Ibu Pertiwi (Mother Earth) and Bhatara-Bhatari (deities of the household), explained Jero Mangku Nurata. “The aim is to ask that the baby be guided and safeguarded”, he said. It also happens to the celebration of Galungan and Kuningan, where during the feast the barong bangkung or barong bangkal troupe will definitely do ngelawang or street show.

Barong bangkal or barong bangkung is a large enough and old pig considered a mythical animal having a mystical power. Attires of the barong are made of black and white velvet. However, in general, the attires are not pretentious like that of other types of barong.

In every show, the barong bangkung is also equipped with trinkets of ate leaves and the dancers are wearing checkered trousers and rattles tied on legs, so that when moving they will generate rattling sound. Barong bangkal is carried by two dancers and the performances are held in the streets and around the village.

With the presence of barong show, villagers will feel they have been protected by deities marked by the arrival of barong bangkal or barong bangkung. The show is accompanied with batel bebarongan gamelan music consisting of drums,

tawa-tawa, kelenang, kelenong, cymbals and kempur.

The word ngelawang is derived from the word lawang meaning ‘door,’ a term in the Balinese language that means a gallivanting show from one house to another or from one village to another. This gallivanting show with diverse Balinese artistic traditions is performed by art troupe.

Allegedly this traditional show sources from a Hindu mythology, namely Shiva Tattva. Once upon a time Lord Shiva and Goddess Uma are making love in improper place and time, so that harmony shakes.

As a result, it brings in misery for mankind and other living beings.

After realizing his fault, Lord Shiva sent gods to calm down the situation and reassure the whole universe. When arriving on earth, the gods created and performed a variety of art forms. Through the love of art show the whole universe is back to peaceful condition.

The meaning of purification in the Shiva Tattva mythology is also harmonious with the content of disaster repellent in the legend on the insolence destruction of Mayadenawa that was then celebrated as the starting point of Galungan, the celebration of victory of dharma

Tabanan library gets 800 additional book titles in 2018

TABANAN — Even though having owned at least 25,000 book titles, the Tabanan Library Office will keep adding book titles every year. For 2018, a total of 800 book titles belonging to general subject will be added.

The Head of Tabanan Library Office, I Wayan Kotio, said on Sunday (Feb. 4) that although the office already has a collection of 25,000 titles, they are still considered insufficient to meet the needs of reading interest in Tabanan. “Science and books always experience the development every year. Therefore, every year there will be additional book titles to meet the needs of the community,” he said.

Apart from adding the collection of books to increase reading interest in the community, Tabanan Library Office also performs mobile library services. One of his routine activities is to provide a mobile library vehicle every Sunday at Dangin Carik Square.

Kotio explained the selection of Sunday and Dangin Carik Square because many Tabanan people visit the location on that day to spend the morning while exercising. Besides, diverse circles of visitors ranging from children to adults are doing exercise from 07:00 until 09:00. The mobile library vehicle will be on standby in the Dangin Carik Square precisely in the corner near the playground.

Reading interest on Sundays, continued Kotio, is pretty good where there are averagely 50 people stopping by to read. “Readers are also diverse ranging from children to adults,” he said.

The best-selling book titles are storybooks for children and cookbook for housewives. Meanwhile, religious book is generally favored by adult readers.

Head of Bali Central Statistics Agency (BPS), Adi Nugroho, said that almost all star-rated hotels experienced the decrease in room occupancy rate, except for one-star hotels. Last December, the one-star hotel showed an increase in room occupancy rate from 51.91 percent in November 2017 to 55.27 percent.

Non-star occupancy rate in December 2017 also increased by 29.61 percent compared to November 2017 recorded at 28.91 percent. “In fact, the arrival recovery of non-star hotel runs faster than the star-rated hotels remaining to show a decline in December. Hopefully, this indicates the crisis recovery of Mount Agung, and this recovery spreads to star-rated hotels,” he said not long ago.

However, from nine districts / municipality, only five districts / municipality recorded an increase in December 2017. They are Klungkung, Bangli, Buleleng, Denpasar and Karangasem.

On average, the length of stay in the non-star hotels throughout December 2017 reached 2.51 days. This figure decreased when compared to November recorded at 2.8 days. The average length of stay in December 2017 was also higher than in December 2016. “So, the figure 2.51 is not easy to be suspected as the result of the crisis of Mount Agung. There are other influences causing the length of stay in December 2017 to be higher than in December 2016,” he said.

Meanwhile, room occupancy rate of star-rated hotels in December 2017 decreased up to 50.66 percent.

This percentage is the lowest in the

past three years. The decline of room occupancy rate was widely recorded in Badung, Denpasar, Buleleng and Karangasem. “Even though the room occupancy rate of hotels in Karangasem decreased, it was smaller than occupancy rate decrease in Badung, Denpasar and Buleleng,” he said.

Four districts/municipality experienced decline of occupancy rate in star-rated hotels. Only Gianyar recorded an increase in December 2017. Occupancy rate of the star-rated hotels in Gianyar district increased from 37.07 percent to 40.09 percent.

So, not all regions in Bali are affected by volcanic activities of Mount Agung,” he concluded.

In addition to room occupancy rate, the average length of stay in star-rated hotels also decreased by 2.47 days (more than 2 days). Actually, in the previous months the average length of stay reached 3.13 days (more than 3 days). Compared to December 2016, the average length of stay also decreased, from 2.67 to 2.47 days. Dozens of Filipinos who lived along the slum’s narrow dirt-floor alleys have wound up dead. The community lives in fear of masked or mystery men dragging away slum dwellers, or police and their notorious “Tokhang” operations, where officers are required to knock on doors of suspected dealers to urge them to surrender. But those visits have been fatal.

“Many people have left. They leave because of Tokhang,” said Nenita Bravo, a 56-year-old Market 3 resident.

“We can’t really count them anymore,” she said, referring to those killed, adding that she had witnessed many killings in the area. “We can’t really count them because there’s been so many.”

Bullet-ridden corpses are found hours or even days later, often just a few minutes away, although police say there have been no illegal killings in their anti-drug campaign.

Yet the frequent police operations and shadowy murders have hit the slum hard and those who live there say more blood has

China advises its tourists to avoid Maldives till politics stabilise BEIJING - China’s foreign ministry on Monday advised Chinese citizens to avoid visiting the Maldives until political tensions subside on the Indian Ocean archipelago.

A tropical paradise for holidaymakers, the Maldives has been beset by fractious politics for years, but concern over potential instability heightened after its attorney-general warned on Sunday that the government would resist any attempt by the Supreme Court to impeach President Abdulla Yameen for disobeying its order to free jailed opposition leaders.

“China suggests that Chinese citizens who are preparing to go to the Maldives in the near term to postpone going until the situation on the ground stabilises,” Geng Shuang, a spokesman for the Ministry of Foreign Affairs, told a regular briefing, noting that the upcoming Chinese New Year

was a peak period for Chinese tourists to visit the Maldives.

Geng said that China supports the resolution of differences between all relevant sides in the Maldives through dialogue and consultation to protect its national and social stability.

The Chinese embassy to the Maldives on Friday issued a travel warning urging Chinese citizens to be cautious when travelling to the country, according to the official Xinhua news agency.

Mohamed Anil, attorney general of the Maldives, said on Sunday that the government had received information that the Supreme Court was preparing to fire Yameen, but such a move would be illegal and the police and army had been instructed not to carry out such an order.

Yameen has fired two police chiefs since Thursday, when the Supreme Court threw out terrorism convictions

against former president Mohamed Nasheed and eight other opposition figures. Police had indicated they would enforce the ruling.

In power since 2013 and facing elections in October, Yameen is under international pressure to heed the court decision, while hundreds of protesters have taken to the country’s streets to demand compliance with the order.

President Yameen’s government has had good relations with China and a free trade agreement between the two countries was signed in December, despite criticism from the opposition.

SpaceX Falcon Heavy poised for debut test launch, with Tesla Roadster payload

CAPE CANAVERAL - A scarlet Tesla Roadster from the assembly line of Elon Musk’s pioneering electric automobile business is poised this week to go where no sports car has gone before - outer space.

The sleek, battery-powered hot rod is serving as a mock payload for the highly anticipated debut test flight of Musk’s new Falcon Heavy jumbo rocket, set for liftoff as early as Tuesday by his other transportation venture, Space Exploration Technologies.

If the launch succeeds, the Falcon Heavy will rank as the most powerful rocket in operation today, and the mightiest space vehicle to blast off from the United States since NASA’s Saturn 5 rockets last carried astronauts to the moon 45 years ago.

It would likely give California-based SpaceX a leg up on rival commercial rocket companies seeking major contracts with NASA, the U.S. military, satellite companies and even paying space tourists.

Propelled by 27 engines supplying three times the thrust of SpaceX’s current workhorse Falcon 9 booster, the Falcon Heavy is essentially constructed from three Falcon 9s bolted together sideby-side, with the nose cone and payload capping the middle rocket.

A real head banger: woodpeckers show signs of potential brain damage

WASHINGTON - For a person, slamming your head full force into a tree trunk could be enough to knock you silly. Woodpeckers do this untold thousands of times during their lives, and these birds have thrived on Earth for some 25 million years.

But research published on Friday shows for the first time that all this pecking seems to carry consequences for the woodpecker’s brain. Scientists said an examination found build-ups of a protein called tau in woodpeckers’ brains that in people is associated with brain damage from neurodegenerative diseases and head trauma.

The researchers examined brain tissue from Downy Woodpeckers and Red-winged Blackbirds, a non-pecking bird, from collections at the Field Museum in Chicago and the Harvard Museum of Natural History. The woodpeckers had tau build-up.

The blackbirds did not.

“It was assumed that woodpeckers have no brain injury,”

said George Farah, who worked on the study published in the journal PLOS ONE as a Boston University School of Medicine graduate student. “This research seems to suggest the contrary.”

The scientists are now trying to determine whether the woodpecker tau buildup is indicative of brain damage or somehow protective instead.

“I coach football, let my son play football and play football myself,” said Boston University School of Medicine neuropathologist Peter Cummings. “One day in the lab I was talking to another professor about how we’ve designed different types of sports safety equipment, like football helmets, based on the biomechanics of the woodpecker,

but no one had ever looked at a woodpecker brain.”

Woodpeckers have several adaptations to mitigate the impact of pecking, involving their beak, skull, tongue and the space between their brain and skull.

They face substantial g-force -- the effect of acceleration on the body -- from pecking for food like insects and tree sap or to attract mates. Pecking causes a force of up to 1,400 g’s. A person can get a concussion from 60 to 100 g’s.

Tau helps to stabilize brain nerve cells, or neurons. If a neuron is damaged, a form of tau can build up, sometimes altering brain function. Cummings said there are many types of tau and some may be neuroprotective. (rtr)

MANGUPURA — The increasing number of motorcycles parked at Ngurah Rai Airport makes the space decrease. Currently, on average the amount of motorcycle entering the Ngurah Rai Airport in a day reaches 6,500 units. Meanwhile, the average car is 25,000, and 450 units of bus per day.

To that end, next March, motorcycles parked at Ngurah Rai Airport are planned to be moved to a new location adjacent to the Al-Ikhlas Mosque. “The location

A foreign tourist dies snorkeling in Crystal Bay SEMARAPURA — Crystal Bay waters at Sakti village, Nusa Penida, claimed another fatality on Friday (Feb. 2). A Sri Lankan tourist, Nisal Koushikaduwa, 30, died drowning while snorkeling. As information compiled, the incident began when the victim snorkeled with two friends, Taraka Shivantha Disanayake, 22, and Poratotage Marlon Cristo, 26, who are also a citizen of Sri Lanka. After a few minutes, the victim repeated the activity alone.

However, not long after, around 15:30 local time, a Sakti villager, Wayan Sugianta, saw him drowning about 50 meters away from the beach. This was immediately delivered to local people. The victim was immediately evacuated and taken to the beach for help. However, his body showed no reaction. Seeing such condition, the victim was im-

mediately rushed to Nusa Penida Hospital to get medical treatment.

“On arriving there, the victim was declared dead,” said Chief of Nusa Penida Police, I Ketut Suastika.

His body was immediately taken to Sanglah Hospital, Denpasar, by boat to Padangbai Harbor, Karangasem. Suastika stated the incident is not the first time. In the waters, the potential for high wave emergence is suddenly large enough to endanger marine activities. “The area is adequately vulnerable. Just now, another visitor was almost dragged by sea currents,” he explained.

Parliament rolls over free education discourse

Private school responds, Education Agency needs to make a study

DENPASAR —Commission IV of the Bali House of Representatives suddenly rolled over free education discourse, especially in public and private high school and vocational school level which now becomes the authority of provincial government. Chairman of the Headmaster Working Group (MKKS) and Headmasters of Bali Public and Private High Schools / Vocational Schools were even invited to give inputs at Wantilan Hall of the Bali House of Representatives on Friday (Jan. 2). All of them did agree with free education. However, the discourse still needs to be studied carefully in order to be realistic in terms of budget and will not disrupt private schools.

“The ideals are indeed the mandate of the law. So, when the government requires 12-year compulsory education, it means that when people do not have money they must be financed. Armed with government funding, everyone can go to school,” said Chairman of Commission IV of the Bali House of Representatives, I Nyoman Parta, after the meeting.

Parta claimed to get a lot of extraordinary input from the chairman of the MKKS and headmaster of 354 state and private high schools and vocational schools in Bali. They mainly concern with the need for a budget to provide

free education, including the classification, such as operating fund, personal fund, contest activity fund and other expenses.

“For operating fund, their proposal approximately reaches IDR 7.2 million per student multiplied with the number of high school and vocational school students all over Bali per year. How much the Bali regional budget should be prepared, we will start the milestone from the amended regional budget 2018. If we cannot reach them all, we step into 2019 and the following year,” added this PDI-P politician while adding to immediately make regional regulation

(Perda) on Education as a legal instrument of the policy.

While during the meeting, the headmasters and chairman of the MKKS generally agreed with the free education discourse. However, free nomenclature should be made clearly and not limited to public schools. In other words, the government should also help private schools to realize free education.

“In principle, we strongly agree.

However, the government in this case should finance all the components that private schools have to spend. If the school is free, we have nothing to finance the school,

pay teachers and maintain the buildings,” said the management representative of Dharma Nusa Penida high school, Ngurah Surya Hadinata. According to Surya, free education should be designed clearly. In this case, the government should foster private schools instead of destroying them.

Chairman of the MKKS for vocational schools of Badung district, I Wayan Dayung, said the discourse should not be free education. Instead, the government should help the community in accessing education. One of the implementations is by providing additional fund to School Operational Assistance (BOS).

Headmaster of SMKN 1 Tejakula vocational school, I Wayan Gunastra, agreed if the discourse of free education requires a review before it is formulated into a policy. The parliament in particular needs to check in details to the bottom level. “So, the process of making this free policy is not the same overall because there are things in particular schools that are different from other schools.

For example, it is about the needs of teachers,” he said.

Is it realistic or not?

The success of free education in high school / vocational school very much depends on some factors. One of which is the availability of budget owned by Bali provincial government. Head of the Bali Education Agency, TIA Kusuma Wardhani, said there should be a careful calculation of what components or costs that will be free. Is it just the operating costs alone, or included the personal costs? Every school has different student conditions.

“Until now, the free policy is the 9-year compulsory education.

The 12-year education remains a universal secondary education because the government so far is only able to provide as much as IDR 1.4 million of BOS funds from the state budget plan,” she said.

Meanwhile, the estimated operating cost for free education, TIA continued, reaches IDR 7.2 million per student per year. If it is multiplied by all public and private high school and vocational school

students in Bali, it will get a figure of IDR 1.5 trillion to realize free education. On that account, there should be a study to calculate the cost of free education that will be borne by the Bali provincial government, including the source of funds later on.

“It must be clear. If it dares to allocate so, which components only will be made free? Is the money available? If mentioning to be free, what happens next if the money is not available?” she asked.

Interviewed separately, Governor of Bali, Made Mangku Pastika, said the regional budget plan (APBD) of Bali is currently IDR 6.5 trillion. It could be prioritized for free education with an allocation of IDR 1.5 trillion. However, he did not agree if free education is also aimed at the rich.

“If the rich are also free, it is not fair to me. If they are rich why they also want to get free education?

Nevertheless, it sounds a good idea, everything should be free, I agree. What about the money, is it enough?” he asked.

Pastika added that regional budget plan of Bali is sufficient if only intended for free education.

However, it must be remembered there are other obligations that must be fulfilled by provincial government. In addition to the 20 percent allocation for education, there is also the obligation to allocate 30 percent of regional budget for transfers to districts / municipality, at least 10 percent for health, at least 10 percent for infrastructure and 20 percent for salaries.

“If the regional budget of Bali amounts to IDR 8 trillion, so 20 percent for education is quite a lot. It is impossible to raise it as the economy is not well developed yet. Our revenues rely solely on motor vehicle tax. Be realistic,” he explained.

However, if Badung wants to subsidize the province, continued Pastika, free education in high school / vocational school is not impossible to be realized. “If wishing a free high school / vocational school in Bali, we hope Badung to subsidize the province as much as IDR 1 trillion. Guillermo del Toro wins Directors Guild top award for ‘The Shape of Water’

HOLLYWOOD - Hollywood directors named Guillermo del Toro the best film director of 2017 for “The Shape of Water” on Saturday, placing the Mexican filmmaker and the film in a strong position for the movie world’s top honors, the Oscars, in March.

The Directors Guild of America (DGA), the leading industry group representing film and television directors, chose Jordan Peele as best first-time feature film director for the offbeat horror film “Get Out”, which has four Oscar nominations including best picture and for Peele as best director.

DGA feature film winners have often gone on to claim the best director Oscar and even see their films win best picture.

The Oscar chances for “The Shape of Water” were also boosted last month when the Producers Guild chose it as the year’s best film.

It was del Toro’s first DGA win and his first nomination.

“The Shape of Water” scored 13 Oscar nominations last month, the most of any 2017 film and just one shy of the all-time record of 14, including best picture and del Toro as director.

Peele was also nominated by the DGA at its 70th annual honors for best feature film director, as was Greta Gerwig, for “Lady Bird”.

Gerwig, also an Oscar nominee, would be only the second woman to win the best director Academy Award.

Matthew Heineman was honored as best documentary director for “City of Ghosts”, a British film about rebels banding together to fight ISIS in Syria.

The Oscars will be handed out in Hollywood on March 4 to producers, directors, actors and actresses in a star-studded television show viewed around the world and among the most-watched TV programs in the United States.

In addition to film directors, the DGA also handed out television honors, with women directors taking two of the top awards.

Beth McCarthy-Miller won for best TV comedy direction for “Veep”, while Reed Morano won for TV drama series for “The Handmaid’s Tale”. (rtr)

The 20-year-old Jenner said in a post on social media platform Instagram that her “beautiful, healthy baby girl” arrived on Feb. 1 and apologized to fans for keeping her pregnancy a secret.

“I’m sorry for keeping you in the dark through all the assumptions,” Jenner wrote. “I understand you’re used to me bringing you along on all my journeys. My pregnancy was one I chose not to do in front of the world.”

Jenner’s half-sister Kim Kardashian, 37, and her rapper husband Kanye West announced the birth of their third child on Jan. 16, a girl born to a surrogate. Jenner’s other half-sister Khloe Kardashian, 33, announced in December that she is six months pregnant with her basketball player boyfriend Tristan Thomas.

Jenner, who has parlayed her family’s reality TV show and a 101 million Instagram following into a lucrative cosmetics line, posted a teaser on Instagram to a YouTube video entitled “To Our Daughter,” that shows her in the delivery room just after giving birth, holding her newborn baby.

The arrival of Jenner ’s child quickly became the top trending topic on Twitter in the United States, surpassing #SuperBowlSunday just hours before the start of the big game.

Soon after Jenner made the announcement, her mother Kris and sisters Kendall, Kim and Khloe all posted messages of love and support on social media. (rtr)

Indonesian capital braces for floods as sluice gates opened

JAKARTA - Torrential rain has caused floods and landslides in satellite cities around the Indonesian capital, with authorities warning that floods could hit Jakarta later on Monday after being forced to open sluice gates on a major upstream reservoir.

Dramatic TV footage showed fast-running rivers of muddy water gushing down roads, bringing down trees and even some villas in the hilly areas around Jakarta.

Authorities were forced to release water from a reservoir upstream in the city of Bogor as water

levels prompted the highest alert.

The national disaster management agency said at least four landslides had left an unknown number of people missing.

“Some residents have been evacuated and the potential for rain in the greater Jakarta area

remains high,” agency spokesman Sutopo Purwo Nugroho said in a statement.

He added that police and military personnel were working with volunteers to deal with the impact of the floods.

Jakarta governor Anies Bas-

wedan warned people on Monday that flood waters could reach the capital within hours. “I urge residents near the river...to be alert,” Baswedan told reporters.

City authorities have in the last few years sought to improve lowlying Jakarta’s vulnerability to flooding during the rainy season.

More than 50 people died in one of the capital’s deadliest floods in 2007 and five years ago much of
