Second ‘Fantastic Beasts’ movie coming in Nov 2018

LOS ANGELES - The second movie in the Harry Potter spin-off series “Fantastic Beasts” will be released in November 2018, Hollywood movie studio Warner Bros said on Wednesday, promising “much more on the horizon” from the boy-wizard franchise.

British author J.K. Rowling will write the script for the second movie as she did for the first and David Yates, who directed the last four “Harry Potter” films, will direct, Warner Bros said in a statement.

The movie, yet to be titled, is part of a three-movie deal based on Rowling’s book “Fantastic Beasts and Where to Find Them,” a prequel to her bestselling “Harry Potter” books. The first movie, starring Eddie Redmayne, will

be released on Nov. 18, 2016.

Redmayne plays Newt Scamander, a ‘magizoologist’ who arrives in New York in 1926 with a case of magical creatures that escape, wreak havoc and face threats from the non-magical humans in the city.

Ahead of San Diego’s ComicCon event last month, Yates teased that a familiar character from the “Harry Potter” stories will return in “Fantastic Beasts.”

“There is a mention of some characters that we know and love from previous movies, but we only talk about them fleetingly,” Yates told Reuters.

“In the next movie, part two, we’ll get to meet one of them in a significant way. He’s much younger than he used to be, but he’ll be coming back.”

In June, Yates said Rowling already had ideas for the third “Fantastic Beasts” film and said he relished not having to adapt the new stories from books.

“When we adapted the books, we’d always have to leave out things you hated leaving out because they didn’t quite work in the structure of the storytelling for the movie,” he said.

“Pottermania” returned with a vengeance in recent weeks, with rave reviews for the London stage play “Harry Potter and the Cursed Child,” and publication of the play script in book form. U.S. and British booksellers say the book is already the best-selling title in a decade.

Harry Potter theme park attractions are up and running in Florida and California, as well as in Osaka, Japan.

Warner Bros, without giving details, hinted “there is much more on the horizon” from Rowling’s Wizarding World.

More than 450 million copies of the seven original Harry Potter books have been sold worldwide in 79 languages.

The movie franchise has grossed more than $7 billion worldwide. (rtr)

Legong Tombol dance saved from extinction

SINGARAJA - Legong Tombol dance is ogled by the government through the Directorate General of Culture, Ministry of Education and Cultural Affairs. Appearance of the 50 Legong Tombol dancers on the main stage next to the Singa Ambara Raja monument sedated the crowd at the fourth Buleleng Festival or Bulfest.

Understandably, the Legong Tombol is an art newly reconstructed and has not been widely known to general public.

Lately this legong dance has been endangered in Buleleng. It happens because there is only dancer remaining to survive namely an 80-year old grandmother living at Banyuatis village, Banjar, Buleleng. The Culture and Tourism Agency knows the legong dance based on information from academician at the Indonesia Institute of the Arts (ISI) Denpasar.

Mexico’s physically challenged ‘charro’ cowboys test limits

CUAUTITLAN IZCALLI — Salvador Espinoza spends his days in a wheelchair due to a spinal cord injury that left him paralyzed from the waist down. When he mounts his horse and tightens the back brace that helps him keep upright in the saddle, he transforms into a charro, or Mexican cowboy.

In the traditional Mexican sport of charreria, this country’s version of rodeo, they say you have to be agile, tough and brave.

For Espinoza and other members of the Mexican Association of Paracharreria and Equestrian

Therapy, it also means overcoming conditions such as amputations, partial blindness, deafness or paralysis while competing in the same daredevil events as their more able-bodied peers: lassoing, horsereining, bull-riding and others.

Espinoza needs help mounting the horse and doesn’t rely on the traditional stirrups attached to the saddle. But once on horseback, he’s a skilled equestrian and a fearless competitor.

“This is where I have learned that athletes in wheelchairs have no limits,” said Espinoza, who lost use of his legs 16 years ago when he fell from a four-story building while installing air conditioners.

“The only limit is the one people

give themselves.”

The association was founded in 2010 as part of the Mexican Federation of Charreria, with the stated mission of combating discrimination against people with disabilities and helping integrate them through the national sport.

“There is no other organization that has done this before us,” said Norma Angelica Patino Marquez, a doctor specializing in sports medicine who is also president of the

paracharreria association, a team comprising 26 members from seven states in Mexico.

It was then reconstructed in 2015 so that it could be avoid from the extinction. “Just now the ministry whispered and asked me if the Legong Tombol dance

can be presented in the upcoming Asian Games,” said Regent Putu Agus Suradnyana smilingly and vigorously at the opening speech of the Bulfest.

He hoped that various parties could think positively of the Buleleng Festival program. Other than being able to preserve cultural treasures like the Legong Tombol dance showed off by the committee, the Bulfest is expected to increase togetherness and solidarity among the people. “Having different opinion is normal in a democratic society. A dam to be built in 2017

DENPASAR — In 2017, a dam or reservoir will be built in Bali. However, it has not yet been determined whether it will be built at Sidan or Telaga Waja River. As is known, the two dams have been included in the list of 65 dams to be realized by 2019. Realization of the 65 dams is part of the Nawacita program owned by President Joko Widodo namely the food sovereignty.

“So, next year we will try one of them, unless built at the Sidan we will try at Telaga Waja. We are still studying the design first. The detailed engineering design (DED) has indeed been available and both are feasible. However, we should examine which ones are ready,” said the Head of the Center for Dam Affairs, Ministry of Public Works

and Housing, Imam Santoso, when met in Kuta, recently.

According to Imam, design of the dam must be checked carefully because the dams are buildings with high risk. Similarly, readiness of the land is very important to be studied. The land to be used for Sidan dam and Telaga Waja dam should really have been acquired

prior to the construction.

“If building at Telaga Waja or at Sidan, we will see the land first whether it has been acquired or not, whether the permit of location determination by the governor has been issued or not. In addition, whether it has been specified in the regional spatial plan (RTRW) or not, we will check first,” he explained.

Imam expected the construction of the two dams will apply a shared financing by local government. The sharing between central and local government is one of the ways to address social problems that may arise later on. “So far, we have asked the local government for

shared financing. We do not know regarding how much it costs. If the design has been completed we can calculate the costs,” he explained.

Water reservoirs

Imam explained that the program to build 65 dams across Indonesia has been undertaken since 2014 through 2019. Of the 65 dams, 16 of them have not been accomplished yet during the previous administration. Realization of the 65 dams will increase water storage in Indonesia, from the current 12 billion cubic meters to 17 billion cubic meters.

“Then, in terms of agriculture,

we know the number of irrigated land in Indonesia reaches 7.3 million hectares but only 11 percent or about 800 hectares are irrigated from the dams, while the others are from rainwater. So with the presence of these 65 dams, we can increase the irrigated area by reservoir to about 17 percent or 1.2 million hectares,” he said.

Imam added that the dams are truly multi-purpose or not merely serve for irrigation. However, it can also be utilized to meet the needs of raw water, power generation and tourist attraction. In Bali alone, a dam has been realized namely the Titab dam in Buleleng. (kmb32)

One of the narcotics belonging to this group used in medical treatment is codeine HCl. “Codeine HCl is used because it has a pharmacological activity as a cough suppressant in the central nervous system or antitussives,” said Made Ary Sarasmita, a pharmacologist, recently.

Other than Codeine HCl, there is also a type of narcotic taken advantage as an analgesic in the postsurgical condition and analgesic with unbearable pain such as myocardial infarction and cancer patients.

Since the use is easy to be abused, the supervision against the formulation, procurement, distribution to the recording of this type of narcotic must be strictly regulated in accordance with the Law. “The drugs categorized as narcotic and psychotropic should be only provided by prescription from a doctor,” he continued. The distribution ranging from pharmaceutical wholesalers to health-care facilities should also be regulated by the Law. The use of narcotic can have psychological and physical impacts.

Three objects unready yet to be worked on, City tour can only sell Kerthagosa SEMARAPURA — Although having been running after launched in late April, in fact the government of Klungkung can only sell the Kerthagosa attraction so far. Three other attractions namely the Puputan Monument, Klungkung Grand Palace and Puputan Klungkung Square have not been ready to support the program launched by Regent of Klungkung I Nyoman Suwirta. Aside from the matter of unprepared human resources, a number of attractions planned to be included in the city tour package have not got significant arrangement from the government.

When asked about the readiness related to the city tour, the Head of the Klungkung Cultural and Tourism, I Wayan Sujana, explained that currently the city tour program has been running after launched

by Regent Suwirta. However, his agency can only sell the Kerthagosa tourist attraction. The three other objects are still in need of security personnel and tour guide. “For the time being, we can only use the ticket of Kerthagosa because we can only sell this object,” he said.

As seen, the Puputan Klungkung Monument indeed has been equipped with air-conditioner and the park has been rearranged. Unfortunately, there has been no tour guide that can describe in detail about the objects in the monument. Related to Klungkung Grand Palace, he claimed to fail in realizing the restoration into the genuine royal condition with the addition of weavers and other activities related to past tradition in Klungkung Palace.

Furthermore, in the Puputan Klungkung Square especially at the Ida I Dewa Agung Istri Kanya cultural hall is planned to be placed a set of Balinese gamelan instrument. According to information, there will be activities of playing gamelan every day in cooperation with schools and art studios in Klungkung. However, it cannot be realized until these days.

Associated with the city tour management having been done halfheartedly, Wayan Sujana admitted that his agency is still preparing the procurement of tour guides and security guards. At least, two tour guides will be placed at each object and can speak English and other foreign languages.

“Now, we are still proposing and the regent will instantly select the candidate. Hopefully, the budget for contract employees can be immediately allocated,” he explained.

In the meantime, to support the Kamasan tourism village having been started to be worked on this year, his agency already scheduled for training on August 13 related to the coaching of tourism village. On the occasion, his agency will invite village apparatus, tourism awareness group and customary youth club with a total of 50 people to learn about tourism management. At the same time, the relevant agencies will also be trained to support the city tour program.

“In 2017, we expect the city tour can run in accordance with the expectation. Hopefully, the budget could help support the tourism development,” he concluded. (dwa)

In Bangli, the flower of this spreading plant is now vastly processed into herbal drink by some residents at Penglipuran village.

One of them is Ni Wayan Sri Niti.

This housewife selling food and souvenirs at her home village every day claimed to have started processing blue pea flowers into herbal drink since about two months ago.

Inspiration to process the blue pea flowers into herbal drink was obtained from one of her friends from Jakarta who happened to make a visit to her home some time ago.

When visiting her home, the friend saw many blue pea flowers growing in her home courtyard.

“My friend asked why I do not

take advantage of the blue pea flowers into herbal drink,” said Sri Niti accompanied by her husband, Wayan Sukur, Tuesday (Aug. 2).

Under direction of her friend, Sri Niti then tried to process blue pea flowers into herbal drink. Pentagon not to pay Pakistan $300 million in military reimbursements

WASHINGTON - The Pentagon will not pay Pakistan $300 million in military reimbursements after U.S. Secretary of Defense Ash Carter decided not to tell Congress that Pakistan was taking adequate action against the Haqqani network, a U.S. official said.

Relations between the two countries have been frayed over the past decade, with U.S. officials frustrated by what they term Islamabad’s unwillingness to act against Islamist groups such as the Afghan Taliban and the Haqqani network.

“The funds could not be released to the Government of Pakistan at this time because the Secretary has not yet certified that Pakistan has taken sufficient action against the Haqqani network,” Pentagon spokesman Adam Stump said on Wednesday.

The $300 million comes under the Coalition Support Fund (CSF), a U.S. Defense Department program to reimburse allies that have incurred costs in supporting counterterrorist and counter-insurgency operations. Pakistan is the largest

recipient.

“This decision does not reduce the significance of the sacrifices that the Pakistani military has undertaken over the last two years,” Stump added.

According to Pentagon data, about $14 billion has already been paid to Pakistan under the CSF since 2002.

The decision by the Pentagon is a sign that while it sees some progress by Pakistan in its military operations in North Waziristan, much work remains.

Pakistan rejects harboring militants but says there are limits to how much it can do as it is already fighting multiple Islamist groups and is wary of a “blowback” in the form of more terror attacks on its soil. “(The) Coalition Support Fund

is one of the many cooperative arrangements between Pakistan and the United States to pursue common objectives,” said Nadeem Hotiana, a spokesman for the Pakistani embassy in Washington.

Relations between the United States and Pakistan were tested in May by a U.S. drone strike that killed Afghan Taliban chief Mullah Akhtar Mansour on Pakistani soil.

There has been growing resistance in the U.S. Congress to sending money to Pakistan. Many lawmakers have expressed concern about its nuclear program, commitment to fighting terrorist organizations and cooperation in the Afghanistan peace process.

BANGKOK - Around 3,000 students, civil servants and military cadets gathered in Bangkok on Thursday in a final push to urge Thais to vote in a crucial constitutional referendum at the weekend that aims to subdue political parties.

Thais will decide on Sunday whether to accept a military-backed constitution in the biggest test of public opinion since the military took power in a May 2014 coup, a vote that could give the generals a permanent role in overseeing Thailand’s economic development.

Crowds gathered at the Royal Plaza near Bangkok’s Government House as cars bearing banners urging Thais to cast their vote set out to drive around the Thai capital.

Thailand’s two biggest political parties oppose the constitution because they say provisions in the charter are designed to ensure longterm military supervision of Thai politics.

The ruling junta, known as the National Council for Peace and Order, has said it wants to hand power back and return Thailand to democracy.

It says the constitution is designed to end more than a decade of divisive politics in Thailand, which has a long history of coups, and ensure politicians put people’s interests first.

However, Reuters interviews with senior military officers belie those claims and show that the military’s ambitions is to make future coups unnecessary by weakening political parties.

Under the proposed charter, which would replace one torn up following the May 2014 coup, a junta-appointed Senate with seats reserved for military commanders would check the powers of elected lawmakers.

The junta has promised a general election in 2017 if the constitution is approved. A no vote could usher in more political uncertainty for Thailand and Prime Minister Prayuth Chan-ocha, who is also junta leader, has said he will come up with another charter.

Referendum rules issued in May ban anyone from campaigning for either side of the vote, so at the Royal Plaza some carried more neutral signs that said: “On August 7, vote in the referendum.”

“Today we will have convoys around Bangkok ... to urge as many Thais as possible to come out and vote on Sunday,” said Supachai Somcharoen, chairman of the Election Commission.

“This is the big day.”

Some 50 million Thais are eligible to cast their votes in the referendum and the Election Commission has said it expects an 80 percent turnout.

Despite the campaigning ban, the junta has broadcast songs and television programmes to drum up support for the referendum. (rtr)

Bank of England cuts rates for first time since 2009, restarts bond purchases

LONDON - The Bank of England cut interest rates for the first time since 2009 on Thursday and said it would buy 60 billion pounds of government debt to ease the blow from Britain’s June 23 vote to leave the European Union. The central bank said it expected the economy to stagnate for the rest of 2016 and suffer weak growth throughout next year. It cut its main lending rate to a record low 0.25 percent from 0.5 percent, in line with market expectations.

But it also launched two new schemes, one to buy 10 billion pounds of high-grade corporate bonds and another - potentially worth up to 100 billion pounds - to ensure banks keep lending even after the cut in interest rates. Sterling fell 1 percent against the dollar following the announcement, while British government bond yields hit record lows and the main share index rose by 1 percent.

Most Monetary Policy Committee members also expected to cut Bank Rate again this year to a rate “close to, but a little above zero”, if the economy performed as poorly as forecast. “Following the United Kingdom’s vote to leave the European Union, the exchange rate has fallen and the outlook for growth in the short to medium term has weakened markedly,” the central bank said in its quarterly Inflation Report.

Finance Minister Philip Hammond welcomed the rate cut and said he and Bank of England Governor Mark Carney had “the tools we need to support the economy as we begin this new chapter and address the challenges ahead”.

Policymakers were not completely united on how to respond to the fallout from Brexit. The cut in Bank Rate and the measure intended to ensure banks passed it on to consumers - known as the Term Funding Scheme (TFS) - gained unanimous support.

But three policymakers - Kristin Forbes, Ian McCafferty and Martin Weale - opposed raising the target for quantitative easing government bond purchases to 435 billion pounds from the 375 billion total

His wife, I Nyoman Sutini, added that the making of murda ornaments indeed requires special skills and takes a long time because everything is done manually without the help of machines or molds. “To make the bottom frame, we must first form it by using iron and then cast it with concrete. But 2017 brings a sharp downgrade to growth of just 0.8 percent from a previous estimate of 2.3 percent - the biggest downgrade in growth from one Inflation Report to the next, exceeding what was seen in the financial crisis. The growth outlook for 2018 was cut to 1.8 percent.

The BoE also revised up its inflation forecasts sharply, due to the big fall in sterling since the

financial crisis, predicting it will hit 2.4 percent in 2018 and 2019.

The MPC said the costs of trying to bring it back to its 2 percent target in the immediate future would exceed the benefit.

The MPC launched the Term Funding Scheme to make sure that the lower levels of interest rates now set by the Bank of England are reflected in the costs commercial banks charge households and companies to borrow funds. The Bank said it does not expect the scheme to lead to significantly faster aggregate loan growth, but to offset any hit to lending from a cut in official interest rates closer to zero.

Eligible institutions will be able to borrow four-year central bank reserves for an initial period of 18 months at rates close to the Bank Rate.

0.25 percent Bank Rate, will be for banks that maintain or expand net lending to the economy and the BoE will charge a penalty rate if banks reduce net lending. The MPC said it could adjust the terms and length of the scheme, which is funded by central bank reserves and that the value of lending will be determined by usage of the scheme and could reach around 100 billion pounds.

Hammond, who replaced George Osborne last month, authorised the bond purchases and the TFS. “Alongside the actions the Bank is taking, I am prepared to take any necessary steps to support the economy and promote confidence,” Hammond said in a letter to the central bank. “The government will set out its fiscal plans at the Autumn Statement in the normal way.”(rtr)

Woman killed, five hurt in central London knife attack

LONDON - A woman was killed and five other people injured by a man with suspected mental health issues who went on a rampage with a knife in central London in an attack police said could be linked to terrorism.

Armed police were called at 10:33 p.m. (2133 GMT) after a man with a knife started to attack people in London’s Russell Square, an elegant park near the site of a 2005 suicide bombing.

“Early indications suggest that mental health is a significant factor in this case and that is one major line of inquiry,” London Metropolitan Police Assistant Commissioner Mark Rowley told reporters.

“But of course at this stage we should keep an open mind regarding motive and consequently terrorism as a motivation remains but one line of inquiry for us to explore,” said Rowley, who is Britain’s most senior antiterrorism officer.

Police, who arrived within five minutes of being called, used a Taser electric shock gun while detaining the 19-year-old suspect.

He was later arrested on suspicion of murder.

The investigation is being handled by the homicide command with support from the counterterrorism officers, Rowley said.

The woman was treated at the scene but was pronounced dead a short time later. The other injured people - one woman and four men - were treated in hospital and three were later discharged.

A Reuters reporter at the scene said the southern part of the square, which sits at the heart of London’s university area and is close to land-

marks such as the British Museum, was cordoned off by police.

A forensic tent had been erected on the pavement, the scene of the attack.

Britain says its terrorist attack threat level remains at “severe”, the second-highest level, meaning a strike is “highly likely”. Police had already promised to deploy more armed officers in the capital after a spate of deadly attacks in France, Germany and Belgium.

Attacks across Europe have heightened tensions between some communities, raised questions about the European Union’s border policies and bolstered support for anti-EU far-right groups.

Police chiefs and security bosses have repeatedly warned that Islamic State fighters want to carry out attacks against Britain, a close ally of the United States. (rtr)

WASHINGTON - Donald Trump’s White House campaign was in turmoil on Wednesday after he angered senior Republican Party leaders by criticizing a dead soldier’s family and refusing to back the re-election campaign of House of Representatives Speaker Paul Ryan.

On Tuesday, Trump denied support to both Ryan and Senator John McCain in their coming primary contests, hitting back at critics in the Republican leadership who have taken him to task for his insistent public dispute with the parents of the soldier, a Muslim U.S. Army captain killed in the Iraq war.

Republican National Committee Chairman Reince Priebus was furious over the failure to endorse Ryan, who is the most senior elected Republican, and over Trump’s feud with the Khan family, two Republican sources said.

“He feels like a fool,” a Republican source familiar with the situation said of Priebus.

The RNC did not respond to a request for comment about Priebus.

Another Republican source said Trump’s family members, who have played an influential role in his campaign, were aware that an intervention was needed to get Trump back on track. One idea being floated was to have a senior adviser travel with Trump to help him stay on message.

More than any other major figure in the Republican establishment, Priebus worked to bring Trump into the party’s fold despite the New York businessman’s status as an outsider. Trump, who had never previously run for public office, beat 16 rivals to become the Republican presidential nominee for the Nov. 8 election.

Ahead of last month’s Republican Party Convention, the RNC chairman sought to rally the fractured party behind Trump. Priebus feels burned by Trump’s string of self-inflicted wounds and his refusal to observe basic decorum by giving Ryan his support.

But in what appeared to be an effort to soothe ruffled feelings, Trump’s vice presidential running mate, Mike Pence, said on Wednesday he endorsed Ryan as “a strong conservative leader” and was doing so with Trump’s blessing.

The Indiana governor told Fox News that it takes time to build relationships in politics and that was exactly what Trump and Ryan were doing.

Trump has had a running dispute with the parents of Army Captain Humayun Khan since they took the stage at last week’s Democratic National Convention. Khizr Khan, with his wife, Ghazala, standing by his side, cited the sacrifice of their son, who was killed by a car bomb in 2004, and criticized Trump’s proposal to combat terrorism by temporarily banning Muslims from entering the United States.

Many Republican leaders, including Ryan and McCain, have criticized Trump’s subsequent attacks on the parents. Even longtime ally Chris Christie, the Republican New Jersey governor, said it was inappropriate to attack the Khans.

Trump’s feud with the Khans was the final straw for Republican congressman Adam Kinzinger, a former Air Force pilot and Iraq war veteran. Kinzinger, who had held off supporting Trump, told CNN on Wednesday: “I just don’t see how I get to Donald Trump anymore.” (rtr)

Man admits to smuggling guns for Indonesian guards

DOVER, N.H. — A man has admitted to his role in a conspiracy to illegally purchase guns in New Hampshire and Maine and smuggle them out of the country for use by the Indonesian Presidential Guard.

Feki Sumual, of Dover, New Hampshire, pleaded guilty Wednesday in Concord to federal charges of conspiracy to smuggle firearms from the United States and several counts of making false statements.

Prosecutors say Sumual’s es-

tranged wife approached police and reported her husband for trafficking firearms.

The 9 mm handguns were bought at local stores and given to the protective security detail of Indonesia’s president and vice president.

Sumual testified that his nephew and three members of the Presidential Guard hatched the scheme in 2014.

Sumual faces a maximum sentence of five years behind bars when he’s sentenced in November. (ap)

Fishing boat reported capsized with 11 fishermen off Pangandaran CILACAP - At least 11 fishermen from Pemalang, Central Java, were reported missing in the sea off Pangandaran, West Java, a rescue team said here on Thursday. Coordinator of the Cilacap Search and Rescue Agency (Basarnas) Mulwahyono said he received report of lost contact with the Pisang VI vessel at 21.00 local time on Wednesday.

“According to report from Chairman of the Cilacap Sea Accident Rescue Team Pak (Mr) Woyo, the vessel left the Cilacap fish port at 11.00 on Wednesday with 11 crew men for fishing in the Indian Ocean,” Mulwahyono said.

He said after the loss of contact with the 18-meter, 18 GT long line vessel at night at 21.00, there was report from Pangandaran fishermen that they saw a vessel capsized in the sea off the Pangandaran peninsula.

“There is no report yet about the fate of the 11 fishermen, all from Pemalang,” he said. The fishermen were identified as Bayu, Danang, Teguh, Fresmo, Aris, Arisman, Agus, Eko, Kunto, Latip, and Karjo.

Mulwahyono said a search and rescue team has been sent from Cilacap to Pangandaran. The authorities have repeatedly warned fishermen of danger with angry sea. (ant)

JAKARTA - Indonesia will host the second International Meeting on Counter-Terrorism (IMCT) in Nusa Dua, Bali, on August 10, to strengthen international cooperation to address increased cross-border terrorism involving actors, information, and the flow of funds.

The Indonesian Foreign Affairs Ministrys Deputy Director for Counterterrorism, Gatot Amrih Djemirin, noted at a press briefing here on Thursday that President Joko Widodo (Jokowi) will deliver a keynote speech at IMCTs opening event.

Djemirin remarked that the meeting would be co-chaired by Coordinating Minister for Political, Legal and Security Affairs Wiranto and Minister for Justice Michael Keenan, who has also served as minister assisting the prime minister for counterterrorism.

“The outcomes of the meeting are expected to offer inputs on cross-border terrorism to the world,” Djemirin noted.

The outcome document called the IMCT Chair-Statement, which

offers information on the overall discussions held during the meeting, would be brought to the next level of regional and international meetings related to counterterrorism, including to the United Nations General Assembly in September.

As the host of the meeting, Indonesia has invited 35 countries, including the United States, Turkey, Saudi Arabia, and the ASEAN member countries, among others. As many as 24 countries have confirmed their participation in the event.

Indonesia has also invited nine international organizations, including the United Nations on Drugs and Crime, United Nations Counterterrorism Executive Directorate, International Monetary Fund, World Bank, Egmont Group, INTERPOL, and EUROPOL. Djemirin explained that the meeting will provide an opportunity for the participating countries to intensify collective efforts to fight terrorism, particularly with regard to the uncontrolled movement of terrorists. Indonesian court rejects radical cleric’s appeal

JAKARTA — Indonesia’s Supreme Court has rejected an appeal by a radical Islamic cleric who was convicted of funding a terror training camp.

Abu Bakar Bashir, known as the spiritual leader of the Jemaah Islamiyah militants behind the 2002 Bali bombings, had sought a judicial review of his 2011 conviction. He was sentenced to 15 years in prison.

A higher court later reduced it to nine years.

Supreme Court spokesman Suhadi said Thursday the appeal was rejected by a three-member judicial

panel in a verdict dated July 27.

Suhadi, who uses one name, said “the judicial review failed to present new evidence.”

“We also did not find any mistakes or irregularities in the verdicts by the district as well as high court,” he said. Hearings for Bashir’s appeal began in January.

Bashir has neither confirmed nor denied planning attacks. He said the Aceh camp was meant to

defend Islam and Muslims. He acknowledged that the militarystyle training camp violated the law on firearms but that he was obeying God’s orders in supporting it.

The camp brought together men from almost every known extremist group in the predominantly Muslim country.

They were allegedly planning gun attacks on foreigners in the capital, Jakarta, and the assassinations of moderate leaders, including then-President Susilo Bambang Yudhoyono. (ap)

RIO DE JANEIRO - Michael Phelps, the most decorated Olympian of all time with 18 gold medals among his career haul of 22, said it was a dream come true to be chosen to carry the U.S. flag in Friday’s opening ceremony at the Rio Games.

“To lead our country into this Olympics is something I honestly never thought I would have the opportunity to do,” the 31-year-old told reporters on Wednesday.

“Just the honour and opportunity to do that is incredible...this has to be one of the coolest things I have ever done. To be nominated by your peers is an awesome feeling.”

Phelps, who will be the first American male swimmer to compete at five Games, was chosen in a team vote to lead the delegation into the Maracana stadium in what will be his first opening ceremony.

The swimming great, who won an unprecedented eight golds at one Games in Beijing in 2008, is set to add to his haul in Rio with three individual events as well as relays.

He will not be in pool action until Sunday evening at the earliest, but in the past has shunned such ceremonies with all the standing around and staying up into the early hours.

With Rio potentially being his last Games, Phelps is determined to do things differently and savour every moment even if coach Bob Bowman had his concerns.

Phelps said he asked Bowman about how it might affect his performance on a scale of 1-10, with eight signalling clear approval. Bowman gave it a 7.8.

“I said its a no-brainer,” said the swimmer, who will be only the second to carry the U.S. flag at a Summer Games opening ceremony. “I want to do it, I have to do it.”

In 2000, Phelps had just wanted to make the team.

Four years later, he wanted to win gold. In Beijing he aimed “to do something nobody else had done” and in London it was about making history.

“And now, I want to walk in the opening ceremony, take it all in, represent America in the best possible way and make my family proud. This time around, it’s about so much more than medals,” he said.

Phelps’s team mates said there was nobody better to represent the country, even if men’s team co-captain Nathan Adrian admitted to nerves when he put the case to the captains of other sports.

Sp rt US women beats New Zealand 2-0 in Olympic soccer tournament

BELO HORIZONTE — Carli Lloyd and Alex Morgan scored a goal in each half as the U.S. women’s soccer team defeated New Zealand 2-0 in its debut at the Rio Games on Wednesday, getting off to a solid start in its attempt to win a fourth straight Olympic gold medal.

Lloyd put the Americans ahead with a header in the ninth minute and Morgan added to the lead with a low shot from inside the area less than a minute into the second half at the Mineirao Stadium in Belo Horizonte.

“That was the best way we could have started,” said Tobin Heath, who made the cross that led to Lloyd’s goal. “We came out with a lot of energy and a lot of determination. I think in that regards we put our best foot forward and got that goal and I think that helped propel us throughout the game.”

The U.S. dominated from the start to earn the convincing victory and remain unbeaten in 2016, with 14 shutouts and

only one draw in 16 games. “I was really pleased that we got the clean sheet,” U.S. coach Jill Ellis said. “I thought we moved the ball against a very determined team.”

Near the end of the game, many of the nearly 10,000 fans at the stadium chanted “Zika, Zika” at goalkeeper Hope Solo, who before coming to the Olympics upset some Brazilians by tweeting a photo of herself wearing a hat with mosquito netting in a reference to the virus. The chants were repeated after the final whistle.

“I’m glad the fans had fun,” Solo said.

“And if they had fun at my expense, more power to them.”

The Americans have a fresh team with 11 Olympic newcomers, although many who made it to Rio were in the World Cup-winning squad in Canada last year.

In addition to playing with a younger team, the U.S. arrived in Rio with some players recovering from injuries, including regular starter Megan Rapinoe, who was on the bench the entire match on Wednesday.

Mallory Pugh, 18, started the game to become the youngest American women’s player to start in an Olympic match.

Developing a winning habit at the Olympic Stadium will ease the pain of leaving the Boleyn Ground and help West Ham United settle at their new home, manager Slaven Bilic has said.

West Ham left Boleyn Ground, their home for 112 years, at the end of last season after agreeing a 99-year lease with the London Legacy Development Corporation (LLDC) to rent the 60,000-seater stadium for a reported 2.5 million pounds ($3.32 million) per season.

The club will play their first competitive game at the new home, the venue of the 2012 London Olympics, against Slovenian side NK Domzale in the Europa League third qualifying round on Thursday.

“It doesn’t feel like a home game, it can’t feel like that but it’s not an away game also,” Bilic told British media. “I think the pitch is the same size and I’m sure that we’re going to feel at home.

“The message to the players is to put on a performance and bring the stadium alive. I’m sure if we play good very soon this is going to become the home ground. “The wins reduce the time that is necessary to adjust.”

RIO DE JANEIRO - Michael Phelps, the most decorated Olympian of all time with 18 gold medals among his career haul of 22, said it was a dream come true to be chosen to carry the U.S. flag in Friday’s opening ceremony at the Rio Games.

“To lead our country into this Olympics is something I honestly never thought I would have the opportunity to do,” the 31-year-old told reporters on Wednesday.

“Just the honour and opportunity to do that is incredible...this has to be one of the coolest things I have ever done. To be nominated by your peers is an awesome feeling.”

Phelps, who will be the first American male swimmer to compete at five Games, was chosen in a team vote to lead the delegation into the Maracana stadium in what will be his first opening ceremony.

The swimming great, who won an unprecedented eight golds at one Games in Beijing in 2008, is set to add to his haul in Rio with three individual events as well as relays.

He will not be in pool action until Sunday evening at the earliest, but in the past has shunned such ceremonies with all the standing around and staying up into the early hours.

With Rio potentially being his last Games, Phelps is determined to do things differently and savour every moment even if coach Bob Bowman had his concerns.

Phelps said he asked Bowman about how it might affect his performance on a scale of 1-10, with eight signalling clear approval. Bowman gave it a 7.8.

“I said its a no-brainer,” said the swimmer, who will be only the second to carry the U.S. flag at a Summer Games opening ceremony. “I want to do it, I have to do it.”

In 2000, Phelps had just wanted to make the team.

Four years later, he wanted to win gold. In Beijing he aimed “to do something nobody else had done” and in London it was about making history.

“And now, I want to walk in the opening ceremony, take it all in, represent America in the best possible way and make my family proud. This time around, it’s about so much more than medals,” he said.

Phelps’s team mates said there was nobody better to represent the country, even if men’s team co-captain Nathan Adrian admitted to nerves when he put the case to the captains of other sports.

“I was stressed out. I felt if he didn’t get it, it would be on my shoulders,” he said. (rtr)

Woman killed, five hurt in central London knife attack

LONDON - A woman was killed and five other people injured by a man with suspected mental health issues who went on a rampage with a knife in central London in an attack police said could be linked to terrorism.

Armed police were called at 10:33 p.m. (2133 GMT) after a man with a knife started to attack people in London’s Russell Square, an elegant park near the site of a 2005 suicide bombing.

“Early indications suggest that mental health is a significant factor in this case and that is one major line of inquiry,” London Metropolitan Police Assistant Commissioner Mark Rowley told reporters.

“But of course at this stage we should keep an open mind regarding motive and consequently terrorism as a motivation remains but one line of inquiry for us to explore,” said Rowley, who is Britain’s most senior antiterrorism officer.

Police, who arrived within five minutes of being called, used a Taser electric shock gun while detaining the 19-year-old suspect.

He was later arrested on suspicion of murder.

The investigation is being handled by the homicide command with support from the counterterrorism officers, Rowley said.

The woman was treated at the scene but was pronounced dead a short time later. The other injured people - one woman and four men - were treated in hospital and three were later discharged.

A Reuters reporter at the scene said the southern part of the square, which sits at the heart of London’s university area and is close to land-

marks such as the British Museum, was cordoned off by police.

A forensic tent had been erected on the pavement, the scene of the attack.

Britain says its terrorist attack threat level remains at “severe”, the second-highest level, meaning a strike is “highly likely”. Police had already promised to deploy more armed officers in the capital after a spate of deadly attacks in France, Germany and Belgium.

Attacks across Europe have heightened tensions between some communities, raised questions about the European Union’s border policies and bolstered support for anti-EU far-right groups.

WASHINGTON - Donald Trump’s White House campaign was in turmoil on Wednesday after he angered senior Republican Party leaders by criticizing a dead soldier’s family and refusing to back the re-election campaign of House of Representatives Speaker Paul Ryan.

On Tuesday, Trump denied support to both Ryan and Senator John McCain in their coming primary contests, hitting back at critics in the Republican leadership who have taken him to task for his insistent public dispute with the parents of the soldier, a Muslim U.S. Army captain killed in the Iraq war.

Republican National Committee Chairman Reince Priebus was furious over the failure to endorse Ryan, who is the most senior elected Republican, and over Trump’s feud with the Khan family, two Republican sources said.

“He feels like a fool,” a Republican source familiar with the situation said of Priebus.

The RNC did not respond to a request for comment about Priebus.

Another Republican source said Trump’s family members, who have played an influential role in his campaign, were aware that an intervention was needed to get Trump back on track. One idea being floated was to have a senior adviser travel with Trump to help him stay on message.

More than any other major figure in the Republican establishment, Priebus worked to bring Trump into the party’s fold despite the New York businessman’s status as an outsider. Trump, who had never previously run for public office, beat 16 rivals to become the Republican presidential nominee for the Nov. 8 election.

Ahead of last month’s Republican Party Convention, the RNC chairman sought to rally the fractured party behind Trump. Priebus feels burned by Trump’s string of self-inflicted wounds and his refusal to observe basic decorum by giving Ryan his support.

But in what appeared to be an effort to soothe ruffled feelings, Trump’s vice presidential running mate, Mike Pence, said on Wednesday he endorsed Ryan as “a strong conservative leader” and was doing so with Trump’s blessing.

The Indiana governor told Fox News that it takes time to build relationships in politics and that was exactly what Trump and Ryan were doing.

Trump has had a running dispute with the parents of Army Captain Humayun Khan since they took the stage at last week’s Democratic National Convention. Khizr Khan, with his wife, Ghazala, standing by his side, cited the sacrifice of their son, who was killed by a car bomb in 2004, and criticized Trump’s proposal to combat terrorism by temporarily banning Muslims from entering the United States.

Many Republican leaders, including Ryan and McCain, have criticized Trump’s subsequent attacks on the parents. Even longtime ally Chris Christie, the Republican New Jersey governor, said it was inappropriate to attack the Khans.

Trump’s feud with the Khans was the final straw for Republican congressman Adam Kinzinger, a former Air Force pilot and Iraq war veteran. Kinzinger, who had held off supporting Trump, told CNN on Wednesday: “I just don’t see how I get to Donald Trump anymore.” (rtr)

Man admits to smuggling guns for Indonesian guards

DOVER, N.H. — A man has admitted to his role in a conspiracy to illegally purchase guns in New Hampshire and Maine and smuggle them out of the country for use by the Indonesian Presidential Guard.

Feki Sumual, of Dover, New Hampshire, pleaded guilty Wednesday in Concord to federal charges of conspiracy to smuggle firearms from the United States and several counts of making false statements.

Prosecutors say Sumual’s es-

tranged wife approached police and reported her husband for trafficking firearms.

The 9 mm handguns were bought at local stores and given to the protective security detail of Indonesia’s president and vice president.

Sumual testified that his nephew and three members of the Presidential Guard hatched the scheme in 2014.

Sumual faces a maximum sentence of five years behind bars when he’s sentenced in November. (ap)

Fishing boat reported capsized with 11 fishermen off Pangandaran CILACAP - At least 11 fishermen from Pemalang, Central Java, were reported missing in the sea off Pangandaran, West Java, a rescue team said here on Thursday. Coordinator of the Cilacap Search and Rescue Agency (Basarnas) Mulwahyono said he received report of lost contact with the Pisang VI vessel at 21.00 local time on Wednesday.

“According to report from Chairman of the Cilacap Sea Accident Rescue Team Pak (Mr) Woyo, the vessel left the Cilacap fish port at 11.00 on Wednesday with 11 crew men for fishing in the Indian Ocean,” Mulwahyono said.

He said after the loss of contact with the 18-meter, 18 GT long line vessel at night at 21.00, there was report from Pangandaran fishermen that they saw a vessel capsized in the sea off the Pangandaran peninsula.

“There is no report yet about the fate of the 11 fishermen, all from Pemalang,” he said. The fishermen were identified as Bayu, Danang, Teguh, Fresmo, Aris, Arisman, Agus, Eko, Kunto, Latip, and Karjo.

Mulwahyono said a search and rescue team has been sent from Cilacap to Pangandaran. The authorities have repeatedly warned fishermen of danger with angry sea. (ant)

JAKARTA - Indonesia will host the second International Meeting on Counter-Terrorism (IMCT) in Nusa Dua, Bali, on August 10, to strengthen international cooperation to address increased cross-border terrorism involving actors, information, and the flow of funds.

The Indonesian Foreign Affairs Ministrys Deputy Director for Counterterrorism, Gatot Amrih Djemirin, noted at a press briefing here on Thursday that President Joko Widodo (Jokowi) will deliver a keynote speech at IMCTs opening event.

Djemirin remarked that the meeting would be co-chaired by Coordinating Minister for Political, Legal and Security Affairs Wiranto and Minister for Justice Michael Keenan, who has also served as minister assisting the prime minister for counterterrorism.

“The outcomes of the meeting are expected to offer inputs on cross-border terrorism to the world,” Djemirin noted.

The outcome document called the IMCT Chair-Statement, which

offers information on the overall discussions held during the meeting, would be brought to the next level of regional and international meetings related to counterterrorism, including to the United Nations General Assembly in September.

As the host of the meeting, Indonesia has invited 35 countries, including the United States, Turkey, Saudi Arabia, and the ASEAN member countries, among others. As many as 24 countries have confirmed their participation in the event.

Indonesia has also invited nine international organizations, including the United Nations on Drugs and Crime, United Nations Counterterrorism Executive Directorate, International Monetary Fund, World Bank, Egmont Group, INTERPOL, and EUROPOL. Djemirin explained that the meeting will provide an opportunity for the participating countries to intensify collective efforts to fight terrorism, particularly with regard to the uncontrolled movement of terrorists. Indonesian court rejects radical cleric’s appeal

JAKARTA — Indonesia’s Supreme Court has rejected an appeal by a radical Islamic cleric who was convicted of funding a terror training camp.

Abu Bakar Bashir, known as the spiritual leader of the Jemaah Islamiyah militants behind the 2002 Bali bombings, had sought a judicial review of his 2011 conviction. He was sentenced to 15 years in prison.

A higher court later reduced it to nine years.

Supreme Court spokesman Suhadi said Thursday the appeal was rejected by a three-member judicial

panel in a verdict dated July 27.

Suhadi, who uses one name, said “the judicial review failed to present new evidence.”

“We also did not find any mistakes or irregularities in the verdicts by the district as well as high court,” he said. Hearings for Bashir’s appeal began in January.

Bashir has neither confirmed nor denied planning attacks. He said the Aceh camp was meant to

defend Islam and Muslims. He acknowledged that the militarystyle training camp violated the law on firearms but that he was obeying God’s orders in supporting it.

The camp brought together men from almost every known extremist group in the predominantly Muslim country.

They were allegedly planning gun attacks on foreigners in the capital, Jakarta, and the assassinations of moderate leaders, including then-President Susilo Bambang Yudhoyono. (ap)

Bank of England cuts rates for first time since 2009, restarts bond purchases

LONDON - The Bank of England cut interest rates for the first time since 2009 on Thursday and said it would buy 60 billion pounds of government debt to ease the blow from Britain’s June 23 vote to leave the European Union. The central bank said it expected the economy to stagnate for the rest of 2016 and suffer weak growth throughout next year. It cut its main lending rate to a record low 0.25 percent from 0.5 percent, in line with market expectations.

But it also launched two new schemes, one to buy 10 billion pounds of high-grade corporate bonds and another - potentially worth up to 100 billion pounds - to ensure banks keep lending even after the cut in interest rates. Sterling fell 1 percent against the dollar following the announcement, while British government bond yields hit record lows and the main share index rose by 1 percent.

Most Monetary Policy Committee members also expected to cut Bank Rate again this year to a rate “close to, but a little above zero”, if the economy performed as poorly as forecast. “Following the United Kingdom’s vote to leave the European Union, the exchange rate has fallen and the outlook for growth in the short to medium term has weakened markedly,” the central bank said in its quarterly Inflation Report.

Finance Minister Philip Hammond welcomed the rate cut and said he and Bank of England Governor Mark Carney had “the tools we need to support the economy as we begin this new chapter and address the challenges ahead”.

Policymakers were not completely united on how to respond to the fallout from Brexit. The cut in Bank Rate and the measure intended to ensure banks passed it on to consumers - known as the Term Funding Scheme (TFS) - gained unanimous support.

But three policymakers - Kristin Forbes, Ian McCafferty and Martin Weale - opposed raising the target for quantitative easing government bond purchases to 435 billion pounds from the 375 billion total

His wife, I Nyoman Sutini, added that the making of murda ornaments indeed requires special skills and takes a long time because everything is done manually without the help of machines or molds. “To make the bottom frame, we must first form it by using iron and then cast it with concrete. SLOWDOWN AHEAD While many business surveys show Britain’s economy has slowed sharply and may even be entering recession, it is too soon for official data on how the EU vote is affecting output. The BoE left its forecast for growth this year steady at 2.0 percent, as the economy expanded faster in the first half of 2016 than it had expected in May. But 2017 brings a sharp downgrade to growth of just 0.8 percent from a previous estimate of 2.3 percent - the biggest downgrade in growth from one Inflation Report to the next, exceeding what was seen in the financial crisis. The growth outlook for 2018 was cut to 1.8 percent.

The BoE also revised up its inflation forecasts sharply, due to the big fall in sterling since the

financial crisis, predicting it will hit 2.4 percent in 2018 and 2019.

The MPC said the costs of trying to bring it back to its 2 percent target in the immediate future would exceed the benefit.

The MPC launched the Term Funding Scheme to make sure that the lower levels of interest rates now set by the Bank of England are reflected in the costs commercial banks charge households and companies to borrow funds. The Bank said it does not expect the scheme to lead to significantly faster aggregate loan growth, but to offset any hit to lending from a cut in official interest rates closer to zero.

Eligible institutions will be able to borrow four-year central bank reserves for an initial period of 18 months at rates close to the Bank Rate.

The lowest cost of funding, the

0.25 percent Bank Rate, will be for banks that maintain or expand net lending to the economy and the BoE will charge a penalty rate if banks reduce net lending. The MPC said it could adjust the terms and length of the scheme, which is funded by central bank reserves and that the value of lending will be determined by usage of the scheme and could reach around 100 billion pounds.

Hammond, who replaced George Osborne last month, authorised the bond purchases and the TFS. “Alongside the actions the Bank is taking, I am prepared to take any necessary steps to support the economy and promote confidence,” Hammond said in a letter to the central bank. “The government will set out its fiscal plans at the Autumn Statement in the normal way.”(rtr)

“Now, we are still proposing and the regent will instantly select the candidate. Hopefully, the budget for contract employees can be immediately allocated,” he explained.

In the meantime, to support the Kamasan tourism village having been started to be worked on this year, his agency already scheduled for training on August 13 related to the coaching of tourism village. On the occasion, his agency will invite village apparatus, tourism awareness group and customary youth club with a total of 50 people to learn about tourism management. At the same time, the relevant agencies will also be trained to support the city tour program.

Not many people know if the flower having some colors like blue and white can in fact be processed into herbal drink. In addition to quenching your thirst, this flower herbal drink is also very beneficial for health.

How can it happen?

In Bangli, the flower of this spreading plant is now vastly processed into herbal drink by some residents at Penglipuran village.

One of them is Ni Wayan Sri Niti.

This housewife selling food and souvenirs at her home village every day claimed to have started processing blue pea flowers into herbal drink since about two months ago.

Inspiration to process the blue pea flowers into herbal drink was obtained from one of her friends from Jakarta who happened to make a visit to her home some time ago.

When visiting her home, the friend saw many blue pea flowers growing in her home courtyard.

“My friend asked why I do not

take advantage of the blue pea flowers into herbal drink,” said Sri Niti accompanied by her husband, Wayan Sukur, Tuesday (Aug. 2).

Under direction of her friend, Sri Niti then tried to process blue pea flowers into herbal drink. The preparation is fairly easy where the bright blue flowers are put into boiling sugar and pandan leaves for a few minutes. She added that when processing the blue pea flowers into herbal drink, she must apply certain dose. To make about 500 ml of herbal drink, she needs seven stalks of blue pea flower and a few grams of rock candy.

“First of all, water, pandan leaf and rock candy are boiled. After

boiling, put the flowers into the water and turn off the stove. Wait until cooling down and ready to be served,” she explained.

She said that all this time her herbal drink product has been sold in bottle package. Other than at Penglipuran village, the purple herbal drink product has also been marketed to other areas such as Ubud, Gianyar.

Each day she is capable of producing this flower herbal drink up to 50 bottles pursuant to the order. When compared to hog plum herbal drink, the drink made of blue pea flower is admitted to last longer reaching seven days if stored in refrigerator.

Sri Niti added that in addition to becoming thirst-quench, this herbal drink is also good for your health.

He said the blue pea flower contains useful substance for cleansing blood, and lower blood pressure.

Pentagon not to pay Pakistan $300 million in military reimbursements

WASHINGTON - The Pentagon will not pay Pakistan $300 million in military reimbursements after U.S. Secretary of Defense Ash Carter decided not to tell Congress that Pakistan was taking adequate action against the Haqqani network, a U.S. official said.

Relations between the two countries have been frayed over the past decade, with U.S. officials frustrated by what they term Islamabad’s unwillingness to act against Islamist groups such as the Afghan Taliban and the Haqqani network.

“The funds could not be released to the Government of Pakistan at this time because the Secretary has not yet certified that Pakistan has taken sufficient action against the Haqqani network,” Pentagon spokesman Adam Stump said on Wednesday.

The $300 million comes under the Coalition Support Fund (CSF), a U.S. Defense Department program to reimburse allies that have incurred costs in supporting counterterrorist and counter-insurgency operations. Pakistan is the largest

recipient.

“This decision does not reduce the significance of the sacrifices that the Pakistani military has undertaken over the last two years,” Stump added.

According to Pentagon data, about $14 billion has already been paid to Pakistan under the CSF since 2002.

The decision by the Pentagon is a sign that while it sees some progress by Pakistan in its military operations in North Waziristan, much work remains.

Pakistan rejects harboring militants but says there are limits to how much it can do as it is already fighting multiple Islamist groups and is wary of a “blowback” in the form of more terror attacks on its soil. “(The) Coalition Support Fund

is one of the many cooperative arrangements between Pakistan and the United States to pursue common objectives,” said Nadeem Hotiana, a spokesman for the Pakistani embassy in Washington.

BANGKOK - Around 3,000 students, civil servants and military cadets gathered in Bangkok on Thursday in a final push to urge Thais to vote in a crucial constitutional referendum at the weekend that aims to subdue political parties.

Thais will decide on Sunday whether to accept a military-backed constitution in the biggest test of public opinion since the military took power in a May 2014 coup, a vote that could give the generals a permanent role in overseeing Thailand’s economic development.

Crowds gathered at the Royal Plaza near Bangkok’s Government House as cars bearing banners urging Thais to cast their vote set out to drive around the Thai capital.

Thailand’s two biggest political parties oppose the constitution because they say provisions in the charter are designed to ensure longterm military supervision of Thai politics.

The ruling junta, known as the National Council for Peace and Order, has said it wants to hand power back and return Thailand to democracy.

It says the constitution is designed to end more than a decade of divisive politics in Thailand, which has a long history of coups, and ensure politicians put people’s interests first.

However, Reuters interviews with senior military officers belie those claims and show that the military’s ambitions is to make future coups unnecessary by weakening political parties.

Under the proposed charter, which would replace one torn up following the May 2014 coup, a junta-appointed Senate with seats reserved for military commanders would check the powers of elected lawmakers.

The junta has promised a general election in 2017 if the constitution is approved. A no vote could usher in more political uncertainty for Thailand and Prime Minister Prayuth Chan-ocha, who is also junta leader, has said he will come up with another charter.

Referendum rules issued in May ban anyone from campaigning for either side of the vote, so at the Royal Plaza some carried more neutral signs that said: “On August 7, vote in the referendum.”

“Today we will have convoys around Bangkok ... to urge as many Thais as possible to come out and vote on Sunday,” said Supachai Somcharoen, chairman of the Election Commission.

“This is the big day.”

Some 50 million Thais are eligible to cast their votes in the referendum and the Election Commission has said it expects an 80 percent turnout.

Despite the campaigning ban, the junta has broadcast songs and television programmes to drum up support for the referendum. (rtr)

A dam to be built in 2017

DENPASAR — In 2017, a dam or reservoir will be built in Bali. However, it has not yet been determined whether it will be built at Sidan or Telaga Waja River. As is known, the two dams have been included in the list of 65 dams to be realized by 2019. Realization of the 65 dams is part of the Nawacita program owned by President Joko Widodo namely the food sovereignty.

“So, next year we will try one of them, unless built at the Sidan we will try at Telaga Waja. We are still studying the design first. The detailed engineering design (DED) has indeed been available and both are feasible. However, we should examine which ones are ready,” said the Head of the Center for Dam Affairs, Ministry of Public Works

and Housing, Imam Santoso, when met in Kuta, recently.

According to Imam, design of the dam must be checked carefully because the dams are buildings with high risk. Similarly, readiness of the land is very important to be studied. The land to be used for Sidan dam and Telaga Waja dam should really have been acquired

prior to the construction.

“If building at Telaga Waja or at Sidan, we will see the land first whether it has been acquired or not, whether the permit of location determination by the governor has been issued or not. In addition, whether it has been specified in the regional spatial plan (RTRW) or not, we will check first,” he explained.

Imam expected the construction of the two dams will apply a shared financing by local government. The sharing between central and local government is one of the ways to address social problems that may arise later on. “So far, we have asked the local government for

shared financing. We do not know regarding how much it costs. If the design has been completed we can calculate the costs,” he explained.

Water reservoirs

Imam explained that the program to build 65 dams across Indonesia has been undertaken since 2014 through 2019. Of the 65 dams, 16 of them have not been accomplished yet during the previous administration. Realization of the 65 dams will increase water storage in Indonesia, from the current 12 billion cubic meters to 17 billion cubic meters.

“Then, in terms of agriculture,

we know the number of irrigated land in Indonesia reaches 7.3 million hectares but only 11 percent or about 800 hectares are irrigated from the dams, while the others are from rainwater. So with the presence of these 65 dams, we can increase the irrigated area by reservoir to about 17 percent or 1.2 million hectares,” he said.

Imam added that the dams are truly multi-purpose or not merely serve for irrigation. However, it can also be utilized to meet the needs of raw water, power generation and tourist attraction. In Bali alone, a dam has been realized namely the Titab dam in Buleleng. (kmb32)

Since the use is easy to be abused, the supervision against the formulation, procurement, distribution to the recording of this type of narcotic must be strictly regulated in accordance with the Law. “The drugs categorized as narcotic and psychotropic should be only provided by prescription from a doctor,” he continued. The distribution ranging from pharmaceutical wholesalers to health-care facilities should also be regulated by the Law. The use of narcotic can have psychological and physical impacts.

Second ‘Fantastic Beasts’ movie coming in Nov 2018

LOS ANGELES - The second movie in the Harry Potter spin-off series “Fantastic Beasts” will be released in November 2018, Hollywood movie studio Warner Bros said on Wednesday, promising “much more on the horizon” from the boy-wizard franchise.

British author J.K. Rowling will write the script for the second movie as she did for the first and David Yates, who directed the last four “Harry Potter” films, will direct, Warner Bros said in a statement.

The movie, yet to be titled, is part of a three-movie deal based on Rowling’s book “Fantastic Beasts and Where to Find Them,” a prequel to her bestselling “Harry Potter” books. The first movie, starring Eddie Redmayne, will

be released on Nov. 18, 2016.

Redmayne plays Newt Scamander, a ‘magizoologist’ who arrives in New York in 1926 with a case of magical creatures that escape, wreak havoc and face threats from the non-magical humans in the city.

Ahead of San Diego’s ComicCon event last month, Yates teased that a familiar character from the “Harry Potter” stories will return in “Fantastic Beasts.”

“There is a mention of some characters that we know and love from previous movies, but we only talk about them fleetingly,” Yates told Reuters.

“In the next movie, part two, we’ll get to meet one of them in a significant way. He’s much younger than he used to be, but he’ll be coming back.”

In June, Yates said Rowling already had ideas for the third “Fantastic Beasts” film and said he relished not having to adapt the new stories from books.

“When we adapted the books, we’d always have to leave out things you hated leaving out because they didn’t quite work in the structure of the storytelling for the movie,” he said.

“Pottermania” returned with a vengeance in recent weeks, with rave reviews for the London stage play “Harry Potter and the Cursed Child,” and publication of the play script in book form. U.S. and British booksellers say the book is already the best-selling title in a decade.

Harry Potter theme park attractions are up and running in Florida and California, as well as in Osaka, Japan.

Warner Bros, without giving details, hinted “there is much more on the horizon” from Rowling’s Wizarding World.

More than 450 million copies of the seven original Harry Potter books have been sold worldwide in 79 languages.

Legong Tombol dance saved from extinction

SINGARAJA - Legong Tombol dance is ogled by the government through the Directorate General of Culture, Ministry of Education and Cultural Affairs. Appearance of the 50 Legong Tombol dancers on the main stage next to the Singa Ambara Raja monument sedated the crowd at the fourth Buleleng Festival or Bulfest.

Understandably, the Legong Tombol is an art newly reconstructed and has not been widely known to general public.

Lately this legong dance has been endangered in Buleleng. It happens because there is only dancer remaining to survive namely an 80-year old grandmother living at Banyuatis village, Banjar, Buleleng. The Culture and Tourism Agency knows the legong dance based on information from academician at the Indonesia Institute of the Arts (ISI) Denpasar.

Mexico’s physically challenged ‘charro’ cowboys test limits

CUAUTITLAN IZCALLI — Salvador Espinoza spends his days in a wheelchair due to a spinal cord injury that left him paralyzed from the waist down. When he mounts his horse and tightens the back brace that helps him keep upright in the saddle, he transforms into a charro, or Mexican cowboy.

In the traditional Mexican sport of charreria, this country’s version of rodeo, they say you have to be agile, tough and brave.

For Espinoza and other members of the Mexican Association of Paracharreria and Equestrian

Therapy, it also means overcoming conditions such as amputations, partial blindness, deafness or paralysis while competing in the same daredevil events as their more able-bodied peers: lassoing, horsereining, bull-riding and others.

Espinoza needs help mounting the horse and doesn’t rely on the traditional stirrups attached to the saddle. But once on horseback, he’s a skilled equestrian and a fearless competitor.

“This is where I have learned that athletes in wheelchairs have no limits,” said Espinoza, who lost use of his legs 16 years ago when he fell from a four-story building while installing air conditioners.

“The only limit is the one people

give themselves.”

The association was founded in 2010 as part of the Mexican Federation of Charreria, with the stated mission of combating discrimination against people with disabilities and helping integrate them through the national sport.

“There is no other organization that has done this before us,” said Norma Angelica Patino Marquez, a doctor specializing in sports medicine who is also president of the

paracharreria association, a team comprising 26 members from seven states in Mexico.
