Gwen Stefani and Gavin Rossdale file for divorce

LOS ANGELES — Gwen Stefani and Gavin Rossdale filed for divorce on Monday, seeking to end a nearly 13-year marriage between two members of rock music royalty.

Stefani filed her petition citing irreconcilable difference and Rossdale filed a response shortly thereafter, court records show.

The former couple cited irreconcilable differences for the breakup and said in a statement that they would work to raise their three sons together.

Stefani, 45, is a judge on NBC’s “The Voice” and is the frontwoman for the band No Doubt, in addition to having a successful solo career.

Rossdale, 49, is lead singer of the band Bush and has also worked “The Voice.”

“While the two of us have come to the mutual decision that we will no longer be partners in marriage, we remain partners in parenthood and are committed to jointly raising our three sons in a happy and healthy environment,” Stefani and Rossdale wrote in a joint statement. “To that end, we respectfully request privacy from the media during this time.”

The pair was married in September 2002 and had their first child together in 2006. Their youngest son is 17 months old.

Stefani and Rossdale met in the mid-1990s and never worked on a music project together until collaborating on “The Voice” last year.

“It was just awkward,” she said at the time. “We’ve only collaborated on making babies.” (ap)

Jackie Chan wants to work with son Jaycee on album, movie BEIJING — Action star Jackie Chan says he wants to work with his son Jaycee on a movie and an album as they mend their relationship after Jaycee was imprisoned on a drug charge.

Jaycee Chan was released from a 6-month prison sentence in February after pleading guilty to allowing others to use marijuana at his Beijing apartment.

Jackie Chan, 61, said late Monday that prison was good for his son because it made him mature and that their relationship has changed for the better.

Before, “I was too Chinese, traditional — you, son, go away, I don’t want to help you, you have to help yourself,” Chan said in an interview in Beijing. When filming the remake of “The Karate Kid” alongside Will Smith’s teenage son Jaden Smith, Chan said he was struck seeing Will “helping his son to be in a movie, every day on the set.”

“Probably there is one song that we will sing to each other,” said Chan, adding that in it he would apologize for ignoring Jaycee when he was young. “I say ‘sorry, I was busy at that time.’”

He said Jaycee wrote songs and scripts and read a lot of books in prison, and joked that a bit of prison time might be good for a lot of people.

Minister Susi ordered illegal foreign vessels sunk

NEGARA - Minister of Maritime Affairs and Fisheries, Susi Pudjiastuti, requested that foreign vessels committing illegal fishing in the waters of Indonesia to be sunk without any judicial procedures. The minister deplored the persistence of doubts among investigators, stating that such actions are clearly justified according to the Law of Fisheries.

“Currently, it is harvest time for fish in Natuna, and yesterday we spoke in person to the Deputy Chief of Naval Staff and sent an SMS to Chief of the Naval Staff requesting that our KRI warships be sent to border points,” said Minister Susi on the sidelines of the inauguration of

the Infrastructure Development for Space Oceanography (INDESO) at the Center for Marine Research and Observation (BPOL) at the border of Budeng-Perancak village, Jembrana, on Monday (Aug. 3).

According to the minister, foreign vessels will surely continue to attempt

to illegally fish in Indonesian waters because some of our neighbouring countries no longer have their own sources of fish. Minister Susi was informed that foreign vessels from Vietnam and Thailand had recently be seen in Natuna. According to her, 99 percent of the fish exported by Thailand and 80 percent of the fish exported by the Philippines are sourced from the waters of Indonesia.

“Not long ago, we caught seven vessels, and in the eastern part of Indonesia a total of 33 Antasena ves-

sels with Indonesian flags escaped to Papua New Guinea. The tanker was swingingin and out of IndonesiaAustralia and Papua New Guinea waters,” she explained.

Two KRI warships have been placed in the western region, and at the eastern border of Papua New Guinea.

At BPOL Jembrana, Susi said that the Maritime Affairs and Fisheries have useful satellite and radar apparatuses for oceanographic observation. The establishment of the radar terrestrial station, data processing and computing infrastructure is intended for the development of oceanographic modelling and marine biology.

Head of BPOL, Bambang Sukresno, said that the satellite is the only one of its kind in Indonesia and Southeast Asia. This satellite and radar system can also be used to detect fishing violations being committed in the area of Indonesia (IUU Fishing) by detecting the presence of illegal fishing vessels.

The capability of the satellite station that was inaugurated but the Minister of Maritime Affairs and Fisheries, is currently being improved to increase the revisit it time to a given location from once every 24 hours to 4 times a day. (kmb26)

DENPASAR - Six General Managers in Bali are able to gain International certification from American Hotel and Lodging Educational Institute (AHLEI) through a program called Certified Hotel Administrator (CHA).

This is stated by Wiwin Suyasa CHA., CHE., as the member of director board of International Training and Academic Centre (ITAC - STPBI).

CHA is the highest certification in the tourism industry especially

in hotel area. It can be received through validation of working experience and academic knowledge. The certification is considered highly prestigious and the receivers will have a professional managerial and leadership skill.

To join the CHA, a professional must have at least 2 years experiences as General Manager and in the position of Corporate Executive at least 2 years also. The candidate must also spend 160 hours of studying and join a 4 hours test

with the requirement of 70%.

Wiwin Suyasa said that it shows that the GMs in Bali are ready to compete in the global market. The CHA 2015 is carried out by Bali Tourism Institute which is known as “Global Academic Partner – American Hotel and Lodging Educational Institute (AHLEI)”.

The CHA certificate is important to show that tourism practitioners in Bali are ready to face the free economic ASEAN Society in the end of this year.

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine.

In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Yahoo tries to get more fashionable with Polyvore purchase

SAN FRANCISCO — Yahoo is buying style-tip specialist Polyvore in its latest attempt to become a more fashionable place to advertise.

Financial terms of the deal announced Friday aren’t being disclosed, signaling the price of the acquisition isn’t considered to be significant.

Polyvore is an 8-year-old startup

that specializes in connecting merchants with consumers browsing for ideas on clothing, health, beauty and home decor products. Good Housekeeping magazine once dubbed the service a “fashionista’s

playground.”

Yahoo plans to tap into Polyvore’s taste-making skills and loyal consumer following to sell more ads in its digital magazines focusing on style and beauty. The acquisition will join dozens of other mostly small deals that have been engineered by Yahoo CEO Marissa Mayer during the past three years

in an attempt to boost advertising sales.

The results have been lackluster so far, barely budging Yahoo’s revenue.

Earlier this week, Yahoo released a financial forecast calling for little or no growth in its revenue, after subtracting ad commissions, during the current quarter that will end in

September.

The acquisition, which hasn’t closed yet, will mark a homecoming for three of Polyvore’s co-founders, Jianing Hu, Guangwei Yuan and Pasha Sadri. They are all former Yahoo engineers.

Polyvore’s website will continue to operate after the deal is completed, according to Yahoo. (ap)

Microsoft says 14 million computers now running Windows 10

PALO ALTO, California — Microsoft says its’ new Windows 10 operating system is now running on more than 14 million computers, two days after the software was

released as a free download.

That’s a far cry from the company’s goal of getting Windows 10 onto a billion devices within three years. Microsoft says it’s releasing

the software in waves to make sure downloads go smoothly.

In a blog post late Thursday, Microsoft said it has not yet delivered Windows 10 to everyone

who requested a free upgrade for computers running older Windows versions. Microsoft says the 14 million includes some copies installed on new computers sold in stores.

Reaction has been mostly favorable, with reviewers calling the new Windows an improvement over the last version, known as Windows 8. (ap)

Facebook hackathon gives Super Mario millennial touch

Amanda Maler wasn’t even born yet when Nintendo’s beloved Super Mario made his debut 30 years ago. But, the playfully heroic video game character became fodder for fierce rivalry between Maler and her brother as children and she pounced on a chance to create a Facebook-infused level during a two-day hackathon at the social network’s headquarters in the Silicon Valley city of Menlo Park.

Maler and fellow 20-somethings named their team “Move Fast and Brick Things” in a merging of a Facebook hacker-mindset motto “move fast and break things,” with a reference to brick blocks that are well-known obstacles in Mario games.

“We are millennials and we grew up playing Mario,” 23-year-old Facebook employee Maler said at the hackathon on Wednesday.

“We thought, ‘Let’s bring Facebook to Nintendo. Be bold.’”

More than 100 Facebook employees took part in a hackathon that sprang out of an invitation by Nintendo to create a level for a new “Super Mario Maker” game set for release on September 11.

The event sprang from a partnership in which the Japanese video game veteran gave Facebook early access to the game so the social network could create its own level of play.

Nintendo will mark the 30th anniversary of its iconic “Super Mario” franchise this year with the new game, which will let people create and share levels for play.

“Super Mario Maker” will let any player create and share game levels.

“Mario kind of went away a little bit, and to bring it back to the next generation is pretty awesome,” Maler said.

“For most of us, it is like being a little kid again,” chimed 24-yearold teammate Lola Alli.

“Being able to make something you enjoyed where you were a kid is super exciting.”

Yang noted that making the winning Facebook level also promises bragging rights among tech-savvy Mario lovers at the social network.

“I certainly plan to Facebook about it; post a few Instagram pictures,” Glasser said.

Nintendo played to “Super Mario” fans during a premier Electronic Entertainment Expo video game gathering that took place in Los Angeles in June.

“If there is a secret to the longevity of Nintendo franchises, it is transformation,” Nintendo of America president Reggie Fils-Aime said during an E3 presentation.

Potential of tourism outside south Bali should be explored

SEMARAPURA - Minister of Tourism, Arief Yahya, highlighted on Monday (Aug. 3) that tourism in Bali is unevenly distributed. All the focus is placed on south Bali, despite the tremendous potential of East, North and West Bali.

Given the untapped potential, Bali should be able to attract as many as 10 million tourists per year should these areas be developed, he said. “This year, the projected number of tourist visit to Bali remains around the four million mark”.

As he was leaving Lembongan, Nusa Penida, the minister said that he wants to encourage Bali to attract 10 million tourist visits per year by 2019 (currently there are around 10 million tourist visits per year throughout all of Indonesia).

To reach this goal, the minister wants potentially new destination

in Bali to be developed so that tourism is not just concentrated in the south. Yahya added that such a geographical concentration is detrimental to Bali given the potential of other areas such as Klungkung and Karangasem in eastern Bali.

Currently the number to tourist visits to Indonesia in general and Bali in particular, is far less and much smaller than places such as Singapore and Bangkok which both see about 16 million tourist visits per year. “In terms of cultural attractions, Bali is in no way inferior to these places, and so should not be so

far below them in terms of number of visitors,” he said.

Minister Yahya added that he has met with the Governor of Bali several times in order to address this issue, and one thing that keeps coming up is the need for a more equal distribution of tourist destinations throughout the island. They are therefore looking at eastern Bali and how to develop the potential of Klungkung and Karangasem.

For the region of Klungkung, Nusa Penida is considered to have the greatest potential, despite many obstacles to developing this miniarchipelago. One obstacle is road access. The Ministry of Public Works therefor being called upon to accelerate the development of Nusa Penida.

Aside from roads on land, access to Nusa Penida by sea will also be supported by the creation of sea lanes and the repair of bridges.

Yahya, added that the ministry is focused on helping Klungkung with marketing and destination development.

He also promised to help promote Nusa Penida and other attractions in Indonesia to the European market and to undertake other programs, designed by the ministry, to help develop tourism in these regions. As for destination development, the Ministry of Tourism will oversee the launching of ‘Festival Nusa Penida’ which will take place in Jakarta and is geared to the local market.

Suwirta, said that the Minister of Tourism’s visit to Klungkung is an opportunity to introduce some of its remarkable destinations as well as look at areas that need improvements. Lembongan, for example needs to have some improvements made in order to be able to increase the regionally generated revenue. “I do not want to just bring a proposal to the ministry. By seeing conditions first hand, we expect that the government will contribute to the development of Nusa Penida,” he said.

Currently, Nusa Penida needs to improve its infrastructure as well as tourism supporting facilities and also needs to work on its branding both nationally and internationally. (kmb31)

USS Bonhomme-Richard leaved Bali

DENPASAR - The United States Ship (USS) BonHomme-Richard Lhd 6 anchored in the waters of Benoa in Denpasar, Bali province, on Sunday to establish maritime cooperation with Indonesia. The ship led by Rear Admiral Hugh D. Wetherald leaved Bali on Tuesday afternoon.

Its mission in Indonesia is to establish mutually beneficial maritime cooperation with the government.

The USS BonHomme-Richard is a wasp-class ship reinforced with five AV-8B Harrier fighter jets, 42 units of MV-22B Osprey helicopters, six units of AH-1W Super Cobras, five units CH-53E Super Stallions, and a SAR helicopter, MH-60S Sea Hawk.

Donation excluded from money politics

MANGUPURA - Chairman of the Badung Electoral Supervisory Commission, Ketut Arka, admitted that his party has limitations in monitoring the existence of money politics in the community by the candidates of the regent and deputy regent. On that account, it is required the participation of community in overseeing the local election.

“We will conduct surveillance at all levels, through Supervisory Commission in the county, district

and field level as well as appeal to the community in order to oversee because the actual supervision is carried out together with the community,” said Ketut Arka, when confirmed on Monday (Aug. 3).

When asked whether dana punia or donation to a place of worship is categorized into irregularities, Ketut Arka asserted that donation (punia) awarded sincerely without expecting political support is not included in the money politics. “Dana punia or

unconditional donation is legitimate and it is not prohibited from doing it. The context must be clear where something given is for the sake of goodness and not in exchange for electing someone,” he concluded.

According to him, the supervision against money politics has been set forth in the General Election Law No.1/2015 and Law No.8/2015. The rules also set the nominal limit to determine whether a candidate can be said to commit

money politics, such as through distribution of groceries, where the amount is not allowed to be more than IDR100,000.

“In accordance with the rules, two evidences are considered adequate to prove if there are deviations and there is nominal limit to determine if particular candidate has committed money politics.

Tangerine makes economy of Jungutan village develops

AMLAPURA - The economy of Jungutan village community in Karangasem has now increasingly developed. It happens due to the results of livestock and agriculture where the tangerine of farmers at seven hamlets of Jungutan in the upper land area has been harvested successfully.

It was revealed by former headman of Jungutan, Wayan Kuta, Tuesday, in Karangasem. Kuta said that the flavor of tangerine produced by farmers at Jungutan village is sweet. Tangerine is successfully developed at seven hamlets of Jungutan mountainous area such as the Untalan, Tanah Ampo, Yeh Kori, Batu Ampin, Kubu Pangi and Pangleg.

“Local farmers are unnecessary to transport their crops to local market because collectors or middlemen have come to buy in trees and then harvest by themselves,” said Kuta.

In addition to tangerine, Jungutan, the village perched at the southeastern foot of Mount Agung, is also potential to develop other crops, such as coffee, mangosteen and snakefruit having long been planted by local farmers. Nowadays, with financial assistance from central government valued at IDR 3.6 billion farmers can develop mangosteen on 16.5 hectares of state land.

Cultivation of the mangosteen plant is an East Bali pilot project developed by 16 families. “I myself develop tigasari coffee on some 0.5 hectare of land. All of them are organic varieties and a tree of this coffee can yield up to one sack,” he said. “Vegetables, taro, cassava and marigold are also developed by farmers at our village. Marigold is supplied for a foreign company in Denpasar. This flower is in high demand,” he said.

He said that mindset and lifestyle

of farmers at this mountain village has changed. They produce by considering market potential. “With the changing lifestyle, tenacious and no longer idle, the economy of farmers at our village has been much better.

There is even resident attaining better economy than mine as a former headman,” he said.

Kuta added that formerly Jungutan village had 1,104 poor households, but now it only remains 408 households. Boosters of the local economy are agriculture and cattle breeding. There are a total of 36 cattle breeder groups. They often get government aid or soft loans from banks appointed by the government.

“Quarry also boosts the economy of local residents. There are quite a lot of quarry businesses in our rural areas. One of which belongs to an official in Bali with an area of seven hectares and about 150 trucks are going out of the quarry location each day. By working to collect and upload stones onto truck, a local male laborer can get wage worth IDR 100,000 each day.

In the meantime, local women or housewives assist their husband by working to weave ate (climbing fern) for handicraft and mowing grass for cattle. Thus, the family economy can be improved. As fodder is available almost all the year round at Jungutan highland with cool ambience, a breeder can have up to 14 heads of cattle,” said Kuta.

PPN Pengambengan waste water puddles used as landfill

NEGARA - The management of the Nusantara Fishery Harbor (PPN) area at Pengambengan remains a shambles. Some of the areas behind the row of fish factories have even become waste water puddles According to observations made on Monday (Aug. 3), the puddles of wastewater have not been handled properly and the waste disposal sites are instead being used as landfill sites.

Even though the puddles are located behind the fish factories and belong to PPN Pengambengan, the impact of the waste -especially the stench that it emits, impacts sur-

rounding residents who say that the waste puddles are caused by sewage that the factory allegedly disposes of there. It is not yet known to which factory this sewage might belong. However: “it is impossible that waste suddenly appeared there, there must be somebody disposing of it there. Garbage is also dumped there,” said one resident furiously.

“In the past, the waste could be dumped directly into the sea, but now there is no place to dispose of it. The coast has been backfilled and the beach is now far away,” said a source in the vicinity of the location.

Previously, officers from the Environment, Sanitation and Landscaping Agency (LHKP) of Jembrana and of Bali Province, had already looked into the waste puddles, but the puddles remain. Some of the factories do not have a Wastewater Treatment Plant (WWTP) despite this being a requirement. Apparently one factory has started installing a WWTP, but the puddles of sewage continue to grow.

Not long ago, the Environment Agency stated that four of the dozen of so fish fish factories in the area of Pengambengan, Tegalbadeng and Cupel received administrative

sanctions related to their waste management. The sanctions were imposed because the production systems did not include wastewater treatment although some of them already had WWTP. Head of the LHKP Jembrana, I Wayan Darwin, said that the final sanction is asking that all the companies in Cupel that still do not has a WWTP, install one. Some of these factories have been operating for long time, but have yet to equip themselves with a WWTP. Three of the factories, have installed water treatment systems but they do not comply with regulated

standards. There are also several factories that have not made regular administrative reports about their hazardous and toxic waste.

Darwin emphasized that reporting should be done regularly. Such reports contain information about where the waste is collected and transported to because such waste should not be disposed of just anywhere. The first site inspection was conducted on April 27, 2015 and looked into 11 factories. Some factories that has no WWTP at the time have already started building sewage treatment planst or STPs. Crews begin to gain ground against northern California wildfire SAN FRANCISCO - A wildfire that has devoured drought-parched terrain in northern California with remarkable speed raged on for a sixth day on Monday as evacuations expanded and firefighters began to gain some ground against the flames The blaze, dubbed the Rocky Fire, has scorched some 62,000 acres and destroyed more than 50 structures since erupting last week in the canyons and foothills along the inland flanks of California’s North Coast Ranges, quadrupling in size over the weekend.

Evacuation orders, both mandatory and suggested, were in place for more than 13,000 people living in over 5,530 residences, according to the California Department of Forestry and Fire Prevention (Cal Fire).

The blaze raced through 20,000 acres in one five-hour stretch on Saturday night, a rate that Cal Fire

officials described as “unprecedented.”

The flames, stoked by winds, jumped a state highway on Monday that fire crews had hoped would serve as a containment line, Cal Fire said. The blaze was 12 percent contained on Monday night, officials said.

What sparked the Rocky Fire remained under investigation, but the blaze was one of more than 20 conflagrations across the state following thousands of lightning strikes in recent days, said Cal Fire Captain Kendal Bortisser in an evening update.

More than 9,000 firefighters,

many of them reinforcements from out of state, were dispatched in California. A third of that force was assigned to the Rocky Fire alone, along with 19 water-dropping helicopters and four airplane tankers, Cal Fire said.

The blaze erupted on Wednesday in ranch country near the town of Lower Lake, about 110 miles (177 km) north of San Francisco.

Some 6,300 structures - homes, barns, sheds and other buildings remained under threat after the loss of 24 dwellings and 26 outbuildings last week.

No serious injuries have been reported. But a Forest Service firefighter from South Dakota died on Thursday in a separate, smaller fire in Modoc National Forest near California’s border with Oregon. (rtr)

Swiss customs seize 578 pounds of ivory en route to China

BERLIN - Customs officials at Zurich airport have seized 262 kilograms (578 pounds) of ivory that three Chinese men had dispatched from Tanzania, contraband that may have come from up to 50 elephants, Swiss authorities said Tuesday.

The ivory was found during a security check on July 6 and packed in eight suitcases, Switzerland’s customs authority said.

It put the estimated black market value at about 400,000 francs ($413,000).

The elephant tusks had been sawed into 172 pieces to fit into the luggage, which was being transported from Tanzania’s capital, Dar es Salaam, to Beijing via Zurich. The head of the customs operation at the airport, Heinz Widmer, said officials estimate that the pieces came from 40 to 50 elephants.

Demand from China’s rising middle class has been fueling elephant poaching in Africa and illegal trade in ivory, which is turned into jewelry and other decorative items. The whereabouts of the Chinese men wasn’t immediately

clear. But Swiss customs said they could face large fines for violating customs and animal protection rules.

The suitcases also contained 1 kilogram (2.2 pounds) of lion fangs and claws â?? 21 fangs and 35 claws. It wasn’t immediately clear what they were intended for.

The ivory haul, while sizeable, is below the 500-kilogram (1,100pound) threshold considered to be a large-scale seizure that indicates the likely involvement of organized crime, according to TRAFFIC, a wildlife trade monitoring organization.

The group, which said that it doesn’t speculate on the blackmarket value of ivory as a matter of policy, said the frequency of large-scale seizures has increased greatly since 2000, with 18 such hauls reported in 2013.

In May, a senior Chinese official made an unexpected pledge to halt the ivory trade inside the country, though it isn’t clear how and when that ban might take effect.(ap)

Pacific trade deal nearing completion despite delay, Kerry insists SINGAPORE - Asia-Pacific countries negotiating a vast freetrade pact are “nearing completion” of a landmark agreement, US Secretary of State John Kerry said Tuesday, days after delegates failed to seal the deal in Hawaii.

Kerry said the 12 countries including the US and Japan negotiating the Trans-Pacific Partnership (TPP) had made good progress on reaching an accord following talks that ended on Friday in Maui, but “as with any complex negotiation...there remains details to be hashed out”.

“My friends, this is a moment of exceptional opportunity for the AsiaPacific. We are nearing completion of a historic Trans-Pacific Partnership agreement on trade,” Kerry said in a lecture at the Singapore Management University.

He was making a half-day visit to the city-state before attending the ASEAN Regional Forum in Kuala Lumpur.

Kerry praised the trade deal -which will cover nearly 40 percent of the world’s economy -- as an agreement that would have benefits beyond pure economic growth.

The pact would raise labour and environmental standards, protect intellectual property, deter corruption and also ensure free digital trade and fair competition between state-owned enterprises and private firms, he said.

“Because major economies are committing to TPP’s high standards,

its influence will be felt throughout the region. It will send a message to people within the TPP and outside of support for good governance, transparency and accountability,” Kerry said.

Observers have said the delay in securing the deal in Maui last week complicates President Barack Obama’s plans to secure the accord this year, and there is a risk of it becoming dragged into the 2016 presidential election debate.

The deal, eight years in the making and vaunted as part of Obama’s “rebalance” towards Asia in the face of an increasingly assertive China, faces opposition from his fellow Democrats who see it as too far-reaching.

The TPP countries -- Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, Vietnam and the US -have faced criticism for carrying out their negotiations in what opponents have charged is intense secrecy.

Its many critics say the proposals indicate a deal moving more toward protectionism than free trade; one more about corporate benefits than boosting economies and development.

Greek stock market suffers second day of losses ATHENS — The Greek stock market is suffering a second day of losses since reopening, with banks shares down the most.

The main index was down 4 percent soon after the start of trading Tuesday. It fell 16.2 percent Monday, when it reopened after a five-week closure.

The plunge comes as Greece reels from the impact of limits on money withdrawals and transfers imposed June 29 to avoid a banking collapse as well as uncertainty over its negotiations for a new bailout.

in our banking system.”

Only a few people in coastal regions receive banking services due to limited access, according to the head of state.

The president also affirmed that he will encourage other banks to take the same initiative to expedite the spread of development to remote regions.

Furthermore, Director of BRI Asmawi Syam noted that he hoped this service offered by his bank

meets the needs of fishermen in the region.

“This service is intended for people living in coastal areas and fishermen,” he stated.

Syam also pointed out that he hoped that with this facility, fishermen do not have to leave their boats or businesses to access a banking service.

At the outlet on the ship, there are two tellers, a cashier, and a customer service officer, as well as

BI ready to intervene on maintaining rupiah

JAKARTA - Bank Indonesia (BI) will continue monitoring the rupiah exchange rate and is always ready to intervene if necessary in order to maintain the volatility of the rupiah, BI Governor Agus Martowardojo stated.

“BI will always be in the market to maintain the rupiah’s volatility and is ready to intervene anytime if needed, and we can notice it from a reduction in the foreign exchange reserves,” he noted during a press

conference on Tuesday.

The central bank governor affirmed that the rupiah had depreciated by around 8.5 percent since the end of last year while it had depreciated below one percent on a month-to-date basis.

The average is relatively better as compared to other countries in the region, he remarked.

“On a month-to-date basis, the currencies of Singapore, Malaysia, and other

ASEAN countries have depreciated more than one percent,” he pointed out.

On a year-to-date basis, the rupiah has depreciated to a smaller extent compared to other currencies in the region and the world where the depreciation could reach above 10 or even 15 percent, he explained.

Agus stated that global sentiment was the main factor contributing to the rupiah’s depreciation, especially influenced

by the US Federal Reserve’s statement regarding plans to increase its interest rate.

He noted that the market perception related to slow economic growth in the country was another factor affecting the rupiah’s depreciation.

“In the second semester of 2015, we however will record an economic growth of above five percent. We believe this will be good,” he added. (ant)

Myanmar appeals for international assistance for flood relief

YANGON - Myanmar said on Tuesday it had appealed for international assistance to help provide food, temporary shelter and clothing for more than 210,000 people affected by widespread flooding following weeks of heavy monsoon rains.

At least 47 people have died in the floods, according to the government.

Myanmar’s call for international aid stands in sharp contrast to stance taken when it was ruled by generals. The junta had refused outside help in the wake of a devastating cyclone in 2008, when 130,000 people perished in the disaster. While the quasi civilian government, which took power in 2011 and faces elections in November, is leading the relief effort, but the military is handling operations on the ground.

“We are cooperating and inviting international assistance. We have started contacting possible donor organizations and countries,” Ye Htut, the Minister of Information and spokesman for the President’s Office said.

He said international assistance was also needed to relocate people and rebuild communities after the flood waters retreat. With a per capita GDP of $1,105, Myanmar is one of the poorest countries in East Asia and the Pacific. The

Chinese Embassy in Yangon began providing relief supplies to stricken areas this week.

The minister said that the flood waters have begun to recede in Rakhine state on the west coast, which suffered some of the worst flooding after being lashed by the tail of Cyclone Komen, which made landfall in Bangladesh late last weeky. Areas northeast of the Rakhine state capital, Sittwe, including Mrauk U and Minbya, were particularly hard hit.

Video footage shot by Reuters on Monday aboard a military helicopter in Rakhine showed hundreds of people rushing through muddy flood waters to collect air dropped supplies.

Rakhine is home to around 140,000 displaced people, mainly Rohingya Muslims who live in squalid camps scattered across the state.

MOSCOW — Russia says it has submitted its bid for vast territories in the Arctic to the United Nations.

The Foreign Ministry said Tuesday that Russia is claiming 1.2 million square kilometers (over 463,000 square miles) of Artic sea shelf.

Russia, the U.S., Canada, Denmark and Norway have all been trying to assert jurisdiction over parts of the Arctic, which is believed to

hold up to a quarter of the planet’s undiscovered oil and gas.

Russia was the first to submit its claim in 2002, but the U.N. sent it back for lack of evidence. The new bid contains more data.

In 2007, Moscow staked a symbolic claim to the Arctic seabed by dropping a canister containing the Russian flag on the ocean floor from a small submarine at the North Pole. (ap)

South Africa’s Nobel laureate Tutu leaves hospital

JOHANNESBURG — South African retired archbishop Desmond Tutu left a Cape Town hospital on Tuesday after being treated for an infection there since last month, his foundation said.

Tutu, 83, will continue his recovery at home, the foundation said in a statement. It said the infection was the result of treatment for prostate cancer that the Nobel Peace Prize

laureate has received over the past 18 years.

The foundation, which is named after Tutu and his wife Leah, quoted daughter Mpho Tutu as saying the cancer was under control.

TORONTO — A shooting that started at a Toronto nightclub and then spilled onto the streets outside early Tuesday left at least two people dead and three others wounded, police said.

Police said they responded to a call about shots being fired at the Muzik nightclub on the grounds of the Canada National Exhibition.

The nightclub was hosting the official OVO Fest after-party featuring Toronto rapper Drake. It wasn’t immediately clear if he was

present during the shooting.

Supt. Frank Bergen said the victims were a man and woman in their 20s and 30s. He said three other people were hospitalized with various injuries.

Police believe there could be more victims at other locations and urged citizens to contact authorities.

It wasn’t immediately clear if police had any suspects or made arrests, or what led to the shooting. (ap)

Sp rt Arsenal gets a new ‘spine’ in Petr Cech LONDON — Arsenal will start the new season as it has done for the past few years, with at least one marquee signing and fans calling for even more star players to come in.

With the arrival of goalkeeper Petr Cech, Arsenal manager Arsene Wenger has finally heeded calls to build from the back. The former Chelsea keeper may not be wearing the No. 1 jersey, but he’s clearly Arsenal’s first choice in that position.

Wenger recalled that Cech was on his radar even before the Czech international signed for Chelsea.

“He has a good combination between quality, agility, size — he looked like he was built for English football,” Wenger said. “I think he is a very bright goalkeeper as well. He has an intimidating presence, that is for sure. He makes the goals look small. That’s the kind of charisma he has.”

Wenger hasn’t given any indication that he’s looking to buy anyone else, so the looming question among fans is: Will Cech’s arrival be enough to win a Premier League or Champions League title?

The short-term target for Arsenal this season is to get off to a quick start. Last year, a string of poor showings early on halted any hopes the London club had of winning the league.

Arsenal has had a strong preseason, winning the Barclays Asia Trophy while on tour in Singapore and lifting the Emirates Cup at home for the first

time since 2010. The Gunners beat Chelsea 1-0 in the Community Shield on Sunday, which will be a major confidence boost for the new season.

After back-to-back FA Cup titles the past two seasons, Arsenal hopes to win the league for the first time since 2004 and the trophy that Wenger really wants but still eludes him: the Champions League.

GETTING A BACKBONE

Cech has given a couple of reasons as to why he chose No. 33 as his shirt number, tweeting that he’s starting a “new chapter at 33 years of age with 333 games in the Premier League ...

That’s an easy choice.” Then, he added quite tellingly that he hopes “to be a part of the spine of the team - spine has 33 vertebrae.”

For years, Arsenal has been criticized for lacking a backbone in defense, and Cech may finally resolve that complaint if he can repeat the form he had at Chelsea.

Although Chelsea manager

Jose Mourinho delegated Cech mostly to the bench last season in favor of Thibaut Courtois, the Czech international helped Chelsea to win the Premier League and League Cup. Overall, Chelsea won four Premier League titles, the Champions League and three league cups with Cech.

MILAN - Sinisa Mihajlovic has set AC Milan a top-three finish as the target for his first season in charge of the seventimes European champions.

The Serbian coach, who resurrected Sampdoria during oneand-a-half seasons with the Genoa club in his previous job, became Milan’s fourth coach in just over 18 months when he took over last month.

Milan have had a miserable past two seasons, missing out on European football both times, and the club leadership has looked rudderless.

“Our goal is to finish inside the top three in Italy, we know it will be difficult, that all the other teams have strengthened their squads but we have also built a strong team,” he told reporters in Munich where his side face Bayern Munich on Tuesday in a pre-season tournament.

“We signed some important players like Luiz Adriano and (Carlos) Bacca...We have been working together a month and we are at a good point.”

Mihajlovic did not want to comment on Sunday’s announcement that Italy’s former prime minister Silvio Berlusconi has signed a pre-sale agreement to sell 48 percent of the club to a group led by Thai businessman Bee Taechaubol.

“That’s not a question for me but for the club and (chief executive) Adriano Galliani and Berlusconi,” said Mihajlovic.

PARIS — Manchester United winger Angel Di Maria will join Paris Saint-Germain on a fouryear deal to become the second most expensive player in the French league history. A person familiar with the situation told The Associated Press that Di Maria is expected in Paris later this week to sign the deal after undergoing a medical exam in Doha on Monday.

He spoke on condition of anonymity because he is not authorized to speak publicly about the deal before it is official.

Manchester United has agreed to sell the Argentina winger for a fee that is “in the region of 63 million euros ($69 million)” the person said.

At PSG, the versatile Di Maria will be teaming up with Uruguay striker Edinson Cavani, who joined the Qatari-funded club for a reported fee of 64 million euros when PSG broke the French transfer record in 2013.

The former Real Madrid midfielder joined United for 59.7 million pounds ($99 million) last summer as the most expensive signing in the history of British football, but he had an inconsistent season at Old Trafford.

Di Maria got off to a bright start early in the season then struggled to adapt to the Premier

League. The man of the match in the 2014 Champions League final was quickly reduced to a second-fiddle role in Louis van Gaal’s side and ended the season with a meager tally of three goals in 27 Premier League appearances. However, his 10 assists were only bettered by Chelsea’s Cesc Fabregas.

Defending champions Chelsea’s season could be in trouble if striker Diego Costa is unavailable for long, former Tottenham Hotspur manager Harry Redknapp said.

Spain striker Costa, who injured his hamstring during the pre-season and missed Chelsea’s Community Shield loss to Arsenal, is a doubt for Saturday’s Premier League opener against Swansea City.

“If Costa is injured a lot and is going to be missing, that’s the scary part -- can they (Chelsea) get away without him?” Redknapp, who quit as Queens Park Rangers manager in February, said on his official Twitter handle on Tuesday.

“If Costa does pick up injuries, and it seems his hamstring isn’t great at the moment, one of (Loic) Remy and (Radamel) Falcao has got to carry the baton and do the job and whether they can is the question mark.”

The 68-year-old Redknapp resigned from QPR in February with the club second bottom of the Premier League. They were relegated at the end of the season.

Striker Bobby Zamora has signed a one-year deal to return to Brighton & Hove Albion after 12 years, the Championship club said.

The 34-year-old former England international, who left Queens Park Rangers at the end of last season, had scored 83 goals 83 goals in over three seasons between 2000

and 2003 during his first stint at the club.

He subsequently moved to Tottenham Hotspur where he worked with current Brighton manager Chris Hughton.

“He will also bring a lot in terms of character to the club and to the dressing room,” Hughton said in a statement on the club’s website

Myanmar appeals for international assistance for flood relief

YANGON - Myanmar said on Tuesday it had appealed for international assistance to help provide food, temporary shelter and clothing for more than 210,000 people affected by widespread flooding following weeks of heavy monsoon rains.

At least 47 people have died in the floods, according to the government.

Myanmar’s call for international aid stands in sharp contrast to stance taken when it was ruled by generals. The junta had refused outside help in the wake of a devastating cyclone in 2008, when 130,000 people perished in the disaster. While the quasi civilian government, which took power in 2011 and faces elections in November, is leading the relief effort, but the military is handling operations on the ground.

“We are cooperating and inviting international assistance. We have started contacting possible donor organizations and countries,” Ye Htut, the Minister of Information and spokesman for the President’s Office said.

He said international assistance was also needed to relocate people and rebuild communities after the flood waters retreat. With a per capita GDP of $1,105, Myanmar is one of the poorest countries in East Asia and the Pacific. The

Chinese Embassy in Yangon began providing relief supplies to stricken areas this week.

The minister said that the flood waters have begun to recede in Rakhine state on the west coast, which suffered some of the worst flooding after being lashed by the tail of Cyclone Komen, which made landfall in Bangladesh late last weeky. Areas northeast of the Rakhine state capital, Sittwe, including Mrauk U and Minbya, were particularly hard hit.

Video footage shot by Reuters on Monday aboard a military helicopter in Rakhine showed hundreds of people rushing through muddy flood waters to collect air dropped supplies.

Rakhine is home to around 140,000 displaced people, mainly Rohingya Muslims who live in squalid camps scattered across the state.

Russia bids for vast Arctic territories at UN

MOSCOW — Russia says it has submitted its bid for vast territories in the Arctic to the United Nations.

The Foreign Ministry said Tuesday that Russia is claiming 1.2 million square kilometers (over 463,000 square miles) of Artic sea shelf.

Russia, the U.S., Canada, Denmark and Norway have all been trying to assert jurisdiction over parts of the Arctic, which is believed to

hold up to a quarter of the planet’s undiscovered oil and gas.

Russia was the first to submit its claim in 2002, but the U.N. sent it back for lack of evidence. The new bid contains more data.

In 2007, Moscow staked a symbolic claim to the Arctic seabed by dropping a canister containing the Russian flag on the ocean floor from a small submarine at the North Pole. (ap)

South Africa’s Nobel laureate Tutu leaves hospital

JOHANNESBURG — South African retired archbishop Desmond Tutu left a Cape Town hospital on Tuesday after being treated for an infection there since last month, his foundation said.

Tutu, 83, will continue his recovery at home, the foundation said in a statement. It said the infection was the result of treatment for prostate cancer that the Nobel Peace Prize

laureate has received over the past 18 years.

The foundation, which is named after Tutu and his wife Leah, quoted daughter Mpho Tutu as saying the cancer was under control.

Tutu has spent about two weeks in two separate stays in the hospital since last month. Tutu was awarded the Nobel Peace Prize in 1984 for campaigning against apartheid. (ap)

TORONTO — A shooting that started at a Toronto nightclub and then spilled onto the streets outside early Tuesday left at least two people dead and three others wounded, police said.

Police said they responded to a call about shots being fired at the Muzik nightclub on the grounds of the Canada National Exhibition.

The nightclub was hosting the official OVO Fest after-party featuring Toronto rapper Drake. It wasn’t immediately clear if he was

present during the shooting.

Supt. Frank Bergen said the victims were a man and woman in their 20s and 30s. He said three other people were hospitalized with various injuries.

Police believe there could be more victims at other locations and urged citizens to contact authorities.

It wasn’t immediately clear if police had any suspects or made arrests, or what led to the shooting. (ap)

Pacific trade deal nearing completion despite delay, Kerry insists SINGAPORE - Asia-Pacific countries negotiating a vast freetrade pact are “nearing completion” of a landmark agreement, US Secretary of State John Kerry said Tuesday, days after delegates failed to seal the deal in Hawaii.

Kerry said the 12 countries including the US and Japan negotiating the Trans-Pacific Partnership (TPP) had made good progress on reaching an accord following talks that ended on Friday in Maui, but “as with any complex negotiation...there remains details to be hashed out”.

“My friends, this is a moment of exceptional opportunity for the AsiaPacific. We are nearing completion of a historic Trans-Pacific Partnership agreement on trade,” Kerry said in a lecture at the Singapore Management University.

He was making a half-day visit to the city-state before attending the ASEAN Regional Forum in Kuala Lumpur.

Kerry praised the trade deal -which will cover nearly 40 percent of the world’s economy -- as an agreement that would have benefits beyond pure economic growth.

The pact would raise labour and environmental standards, protect intellectual property, deter corruption and also ensure free digital trade and fair competition between state-owned enterprises and private firms, he said.

“Because major economies are committing to TPP’s high standards,

its influence will be felt throughout the region. It will send a message to people within the TPP and outside of support for good governance, transparency and accountability,” Kerry said.

Observers have said the delay in securing the deal in Maui last week complicates President Barack Obama’s plans to secure the accord this year, and there is a risk of it becoming dragged into the 2016 presidential election debate.

The deal, eight years in the making and vaunted as part of Obama’s “rebalance” towards Asia in the face of an increasingly assertive China, faces opposition from his fellow Democrats who see it as too far-reaching.

The TPP countries -- Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, Vietnam and the US -have faced criticism for carrying out their negotiations in what opponents have charged is intense secrecy.

Its many critics say the proposals indicate a deal moving more toward protectionism than free trade; one more about corporate benefits than boosting economies and development.

He remarked that the ASEAN has good economic conditions and potential, and the police in each of the ASEAN member countries must protect them.

“ASEAN is an advanced trade region and is part of the advanced global economy. The ASEAN countries, with a total population of 600 million, need stability,” he emphasized.

Greek stock market suffers second day of losses ATHENS — The Greek stock market is suffering a second day of losses since reopening, with banks shares down the most.

The main index was down 4 percent soon after the start of trading Tuesday. It fell 16.2 percent Monday, when it reopened after a five-week closure.

The plunge comes as Greece reels from the impact of limits on money withdrawals and transfers imposed June 29 to avoid a banking collapse as well as uncertainty over its negotiations for a new bailout.

Greece’s government is relying on opposition party support for ap-

proval of new austerity measures demanded by bailout lenders, following a revolt by nearly onefourth of its own lawmakers.

Only a few people in coastal regions receive banking services due to limited access, according to the head of state.

The president also affirmed that he will encourage other banks to take the same initiative to expedite the spread of development to remote regions.

Furthermore, Director of BRI Asmawi Syam noted that he hoped this service offered by his bank

meets the needs of fishermen in the region.

“This service is intended for people living in coastal areas and fishermen,” he stated.

Syam also pointed out that he hoped that with this facility, fishermen do not have to leave their boats or businesses to access a banking service.

BI ready to intervene on maintaining rupiah

JAKARTA - Bank Indonesia (BI) will continue monitoring the rupiah exchange rate and is always ready to intervene if necessary in order to maintain the volatility of the rupiah, BI Governor Agus Martowardojo stated.

“BI will always be in the market to maintain the rupiah’s volatility and is ready to intervene anytime if needed, and we can notice it from a reduction in the foreign exchange reserves,” he noted during a press

conference on Tuesday.

The central bank governor affirmed that the rupiah had depreciated by around 8.5 percent since the end of last year while it had depreciated below one percent on a month-to-date basis.

The average is relatively better as compared to other countries in the region, he remarked.

“On a month-to-date basis, the currencies of Singapore, Malaysia, and other

ASEAN countries have depreciated more than one percent,” he pointed out.

On a year-to-date basis, the rupiah has depreciated to a smaller extent compared to other currencies in the region and the world where the depreciation could reach above 10 or even 15 percent, he explained.

Agus stated that global sentiment was the main factor contributing to the rupiah’s depreciation, especially influenced

by the US Federal Reserve’s statement regarding plans to increase its interest rate.

He noted that the market perception related to slow economic growth in the country was another factor affecting the rupiah’s depreciation.

“In the second semester of 2015, we however will record an economic growth of above five percent. We believe this will be good,” he added. (ant)

Tangerine makes economy of Jungutan village develops

AMLAPURA - The economy of Jungutan village community in Karangasem has now increasingly developed. It happens due to the results of livestock and agriculture where the tangerine of farmers at seven hamlets of Jungutan in the upper land area has been harvested successfully.

It was revealed by former headman of Jungutan, Wayan Kuta, Tuesday, in Karangasem. Kuta said that the flavor of tangerine produced by farmers at Jungutan village is sweet. Tangerine is successfully developed at seven hamlets of Jungutan mountainous area such as the Untalan, Tanah Ampo, Yeh Kori, Batu Ampin, Kubu Pangi and Pangleg.

“Local farmers are unnecessary to transport their crops to local market because collectors or middlemen have come to buy in trees and then harvest by themselves,” said Kuta.

In addition to tangerine, Jungutan, the village perched at the southeastern foot of Mount Agung, is also potential to develop other crops, such as coffee, mangosteen and snakefruit having long been planted by local farmers. Nowadays, with financial assistance from central government valued at IDR 3.6 billion farmers can develop mangosteen on 16.5 hectares of state land.

Cultivation of the mangosteen plant is an East Bali pilot project developed by 16 families. “I myself develop tigasari coffee on some 0.5 hectare of land. All of them are organic varieties and a tree of this coffee can yield up to one sack,” he said. “Vegetables, taro, cassava and marigold are also developed by farmers at our village. Marigold is supplied for a foreign company in Denpasar. This flower is in high demand,” he said.

He said that mindset and lifestyle

of farmers at this mountain village has changed. They produce by considering market potential. “With the changing lifestyle, tenacious and no longer idle, the economy of farmers at our village has been much better.

There is even resident attaining better economy than mine as a former headman,” he said.

Kuta added that formerly Jungutan village had 1,104 poor households, but now it only remains 408 households. Boosters of the local economy are agriculture and cattle breeding. There are a total of 36 cattle breeder groups. They often get government aid or soft loans from banks appointed by the government.

“Quarry also boosts the economy of local residents. There are quite a lot of quarry businesses in our rural areas. One of which belongs to an official in Bali with an area of seven hectares and about 150 trucks are going out of the quarry location each day. By working to collect and upload stones onto truck, a local male laborer can get wage worth IDR 100,000 each day.

In the meantime, local women or housewives assist their husband by working to weave ate (climbing fern) for handicraft and mowing grass for cattle. Thus, the family economy can be improved. As fodder is available almost all the year round at Jungutan highland with cool ambience, a breeder can have up to 14 heads of cattle,” said Kuta.

PPN Pengambengan waste water puddles used as landfill

NEGARA - The management of the Nusantara Fishery Harbor (PPN) area at Pengambengan remains a shambles. Some of the areas behind the row of fish factories have even become waste water puddles According to observations made on Monday (Aug. 3), the puddles of wastewater have not been handled properly and the waste disposal sites are instead being used as landfill sites.

Even though the puddles are located behind the fish factories and belong to PPN Pengambengan, the impact of the waste -especially the stench that it emits, impacts sur-

rounding residents who say that the waste puddles are caused by sewage that the factory allegedly disposes of there. It is not yet known to which factory this sewage might belong. However: “it is impossible that waste suddenly appeared there, there must be somebody disposing of it there. Garbage is also dumped there,” said one resident furiously.

“In the past, the waste could be dumped directly into the sea, but now there is no place to dispose of it. The coast has been backfilled and the beach is now far away,” said a source in the vicinity of the location.

Previously, officers from the Environment, Sanitation and Landscaping Agency (LHKP) of Jembrana and of Bali Province, had already looked into the waste puddles, but the puddles remain. Some of the factories do not have a Wastewater Treatment Plant (WWTP) despite this being a requirement. Apparently one factory has started installing a WWTP, but the puddles of sewage continue to grow.

Not long ago, the Environment Agency stated that four of the dozen of so fish fish factories in the area of Pengambengan, Tegalbadeng and Cupel received administrative

sanctions related to their waste management. The sanctions were imposed because the production systems did not include wastewater treatment although some of them already had WWTP. Head of the LHKP Jembrana, I Wayan Darwin, said that the final sanction is asking that all the companies in Cupel that still do not has a WWTP, install one. Some of these factories have been operating for long time, but have yet to equip themselves with a WWTP. Three of the factories, have installed water treatment systems but they do not comply with regulated

standards. There are also several factories that have not made regular administrative reports about their hazardous and toxic waste.

Darwin emphasized that reporting should be done regularly. Such reports contain information about where the waste is collected and transported to because such waste should not be disposed of just anywhere. The first site inspection was conducted on April 27, 2015 and looked into 11 factories. Some factories that has no WWTP at the time have already started building sewage treatment planst or STPs. Crews begin to gain ground against northern California wildfire SAN FRANCISCO - A wildfire that has devoured drought-parched terrain in northern California with remarkable speed raged on for a sixth day on Monday as evacuations expanded and firefighters began to gain some ground against the flames The blaze, dubbed the Rocky Fire, has scorched some 62,000 acres and destroyed more than 50 structures since erupting last week in the canyons and foothills along the inland flanks of California’s North Coast Ranges, quadrupling in size over the weekend.

Evacuation orders, both mandatory and suggested, were in place for more than 13,000 people living in over 5,530 residences, according to the California Department of Forestry and Fire Prevention (Cal Fire).

The blaze raced through 20,000 acres in one five-hour stretch on Saturday night, a rate that Cal Fire

officials described as “unprecedented.”

The flames, stoked by winds, jumped a state highway on Monday that fire crews had hoped would serve as a containment line, Cal Fire said. The blaze was 12 percent contained on Monday night, officials said.

What sparked the Rocky Fire remained under investigation, but the blaze was one of more than 20 conflagrations across the state following thousands of lightning strikes in recent days, said Cal Fire Captain Kendal Bortisser in an evening update.

More than 9,000 firefighters,

many of them reinforcements from out of state, were dispatched in California. A third of that force was assigned to the Rocky Fire alone, along with 19 water-dropping helicopters and four airplane tankers, Cal Fire said.

The blaze erupted on Wednesday in ranch country near the town of Lower Lake, about 110 miles (177 km) north of San Francisco.

Some 6,300 structures - homes, barns, sheds and other buildings remained under threat after the loss of 24 dwellings and 26 outbuildings last week.

No serious injuries have been reported. But a Forest Service firefighter from South Dakota died on Thursday in a separate, smaller fire in Modoc National Forest near California’s border with Oregon. (rtr)

Swiss customs seize 578 pounds of ivory en route to China

BERLIN - Customs officials at Zurich airport have seized 262 kilograms (578 pounds) of ivory that three Chinese men had dispatched from Tanzania, contraband that may have come from up to 50 elephants, Swiss authorities said Tuesday.

The ivory was found during a security check on July 6 and packed in eight suitcases, Switzerland’s customs authority said.

It put the estimated black market value at about 400,000 francs ($413,000).

The elephant tusks had been sawed into 172 pieces to fit into the luggage, which was being transported from Tanzania’s capital, Dar es Salaam, to Beijing via Zurich. The head of the customs operation at the airport, Heinz Widmer, said officials estimate that the pieces came from 40 to 50 elephants.

Demand from China’s rising middle class has been fueling elephant poaching in Africa and illegal trade in ivory, which is turned into jewelry and other decorative items. The whereabouts of the Chinese men wasn’t immediately

clear. But Swiss customs said they could face large fines for violating customs and animal protection rules.

The suitcases also contained 1 kilogram (2.2 pounds) of lion fangs and claws â?? 21 fangs and 35 claws. It wasn’t immediately clear what they were intended for.

The ivory haul, while sizeable, is below the 500-kilogram (1,100pound) threshold considered to be a large-scale seizure that indicates the likely involvement of organized crime, according to TRAFFIC, a wildlife trade monitoring organization.

The group, which said that it doesn’t speculate on the blackmarket value of ivory as a matter of policy, said the frequency of large-scale seizures has increased greatly since 2000, with 18 such hauls reported in 2013.

In May, a senior Chinese official made an unexpected pledge to halt the ivory trade inside the country, though it isn’t clear how and when that ban might take effect.(ap)

Yahoo tries to get more fashionable with Polyvore purchase

SAN FRANCISCO — Yahoo is buying style-tip specialist Polyvore in its latest attempt to become a more fashionable place to advertise.

Financial terms of the deal announced Friday aren’t being disclosed, signaling the price of the acquisition isn’t considered to be significant.

Polyvore is an 8-year-old startup

that specializes in connecting merchants with consumers browsing for ideas on clothing, health, beauty and home decor products. Good Housekeeping magazine once dubbed the service a “fashionista’s

playground.”

Yahoo plans to tap into Polyvore’s taste-making skills and loyal consumer following to sell more ads in its digital magazines focusing on style and beauty. The acquisition will join dozens of other mostly small deals that have been engineered by Yahoo CEO Marissa Mayer during the past three years

in an attempt to boost advertising sales.

The results have been lackluster so far, barely budging Yahoo’s revenue.

Earlier this week, Yahoo released a financial forecast calling for little or no growth in its revenue, after subtracting ad commissions, during the current quarter that will end in

September.

The acquisition, which hasn’t closed yet, will mark a homecoming for three of Polyvore’s co-founders, Jianing Hu, Guangwei Yuan and Pasha Sadri. They are all former Yahoo engineers.

Polyvore’s website will continue to operate after the deal is completed, according to Yahoo. (ap)

Microsoft says 14 million computers now running Windows 10

PALO ALTO, California — Microsoft says its’ new Windows 10 operating system is now running on more than 14 million computers, two days after the software was

released as a free download.

That’s a far cry from the company’s goal of getting Windows 10 onto a billion devices within three years. Microsoft says it’s releasing

the software in waves to make sure downloads go smoothly.

In a blog post late Thursday, Microsoft said it has not yet delivered Windows 10 to everyone

who requested a free upgrade for computers running older Windows versions. Microsoft says the 14 million includes some copies installed on new computers sold in stores.

Reaction has been mostly favorable, with reviewers calling the new Windows an improvement over the last version, known as Windows 8. (ap)

Facebook hackathon gives Super Mario millennial touch

Amanda Maler wasn’t even born yet when Nintendo’s beloved Super Mario made his debut 30 years ago. But, the playfully heroic video game character became fodder for fierce rivalry between Maler and her brother as children and she pounced on a chance to create a Facebook-infused level during a two-day hackathon at the social network’s headquarters in the Silicon Valley city of Menlo Park.

Maler and fellow 20-somethings named their team “Move Fast and Brick Things” in a merging of a Facebook hacker-mindset motto “move fast and break things,” with a reference to brick blocks that are well-known obstacles in Mario games.

“We are millennials and we grew up playing Mario,” 23-year-old Facebook employee Maler said at the hackathon on Wednesday.

“We thought, ‘Let’s bring Facebook to Nintendo. Be bold.’”

More than 100 Facebook employees took part in a hackathon that sprang out of an invitation by Nintendo to create a level for a new “Super Mario Maker” game set for release on September 11.

The event sprang from a partnership in which the Japanese video game veteran gave Facebook early access to the game so the social network could create its own level of play.

Nintendo will mark the 30th anniversary of its iconic “Super Mario” franchise this year with the new game, which will let people create and share levels for play.

“Mario kind of went away a little bit, and to bring it back to the next generation is pretty awesome,” Maler said.

“For most of us, it is like being a little kid again,” chimed 24-yearold teammate Lola Alli.

“Being able to make something you enjoyed where you were a kid is super exciting.”

Yang noted that making the winning Facebook level also promises bragging rights among tech-savvy Mario lovers at the social network.

“I certainly plan to Facebook about it; post a few Instagram pictures,” Glasser said.

Nintendo played to “Super Mario” fans during a premier Electronic Entertainment Expo video game gathering that took place in Los Angeles in June.

Potential of tourism outside south Bali should be explored

SEMARAPURA - Minister of Tourism, Arief Yahya, highlighted on Monday (Aug. 3) that tourism in Bali is unevenly distributed. All the focus is placed on south Bali, despite the tremendous potential of East, North and West Bali.

Given the untapped potential, Bali should be able to attract as many as 10 million tourists per year should these areas be developed, he said. “This year, the projected number of tourist visit to Bali remains around the four million mark”.

As he was leaving Lembongan, Nusa Penida, the minister said that he wants to encourage Bali to attract 10 million tourist visits per year by 2019 (currently there are around 10 million tourist visits per year throughout all of Indonesia).

To reach this goal, the minister wants potentially new destination

in Bali to be developed so that tourism is not just concentrated in the south. Yahya added that such a geographical concentration is detrimental to Bali given the potential of other areas such as Klungkung and Karangasem in eastern Bali.

Currently the number to tourist visits to Indonesia in general and Bali in particular, is far less and much smaller than places such as Singapore and Bangkok which both see about 16 million tourist visits per year. “In terms of cultural attractions, Bali is in no way inferior to these places, and so should not be so

far below them in terms of number of visitors,” he said.

Minister Yahya added that he has met with the Governor of Bali several times in order to address this issue, and one thing that keeps coming up is the need for a more equal distribution of tourist destinations throughout the island. They are therefore looking at eastern Bali and how to develop the potential of Klungkung and Karangasem.

For the region of Klungkung, Nusa Penida is considered to have the greatest potential, despite many obstacles to developing this miniarchipelago. One obstacle is road access. The Ministry of Public Works therefor being called upon to accelerate the development of Nusa Penida.

Aside from roads on land, access to Nusa Penida by sea will also be supported by the creation of sea lanes and the repair of bridges.

Yahya, added that the ministry is focused on helping Klungkung with marketing and destination development.

He also promised to help promote Nusa Penida and other attractions in Indonesia to the European market and to undertake other programs, designed by the ministry, to help develop tourism in these regions. As for destination development, the Ministry of Tourism will oversee the launching of ‘Festival Nusa Penida’ which will take place in Jakarta and is geared to the local market.

Suwirta, said that the Minister of Tourism’s visit to Klungkung is an opportunity to introduce some of its remarkable destinations as well as look at areas that need improvements. Lembongan, for example needs to have some improvements made in order to be able to increase the regionally generated revenue. “I do not want to just bring a proposal to the ministry. By seeing conditions first hand, we expect that the government will contribute to the development of Nusa Penida,” he said.

USS Bonhomme-Richard leaved Bali

DENPASAR - The United States Ship (USS) BonHomme-Richard Lhd 6 anchored in the waters of Benoa in Denpasar, Bali province, on Sunday to establish maritime cooperation with Indonesia. The ship led by Rear Admiral Hugh D. Wetherald leaved Bali on Tuesday afternoon.

Its mission in Indonesia is to establish mutually beneficial maritime cooperation with the government.

The USS BonHomme-Richard is a wasp-class ship reinforced with five AV-8B Harrier fighter jets, 42 units of MV-22B Osprey helicopters, six units of AH-1W Super Cobras, five units CH-53E Super Stallions, and a SAR helicopter, MH-60S Sea Hawk.

In addition, the vessel also has various defense systems, such as two NATO Sea Sparrow Surface Missile Systems, two RIM-116 missiles, two Phalanx CIWS, three 25mm Mk38 cannons, and four units of 50mm machine guns.

Donation excluded from money politics

MANGUPURA - Chairman of the Badung Electoral Supervisory Commission, Ketut Arka, admitted that his party has limitations in monitoring the existence of money politics in the community by the candidates of the regent and deputy regent. On that account, it is required the participation of community in overseeing the local election.

“We will conduct surveillance at all levels, through Supervisory Commission in the county, district

and field level as well as appeal to the community in order to oversee because the actual supervision is carried out together with the community,” said Ketut Arka, when confirmed on Monday (Aug. 3).

When asked whether dana punia or donation to a place of worship is categorized into irregularities, Ketut Arka asserted that donation (punia) awarded sincerely without expecting political support is not included in the money politics. “Dana punia or

unconditional donation is legitimate and it is not prohibited from doing it. The context must be clear where something given is for the sake of goodness and not in exchange for electing someone,” he concluded.

According to him, the supervision against money politics has been set forth in the General Election Law No.1/2015 and Law No.8/2015. The rules also set the nominal limit to determine whether a candidate can be said to commit

money politics, such as through distribution of groceries, where the amount is not allowed to be more than IDR100,000.

“In accordance with the rules, two evidences are considered adequate to prove if there are deviations and there is nominal limit to determine if particular candidate has committed money politics.

Minister Susi ordered illegal foreign vessels sunk

NEGARA - Minister of Maritime Affairs and Fisheries, Susi Pudjiastuti, requested that foreign vessels committing illegal fishing in the waters of Indonesia to be sunk without any judicial procedures. The minister deplored the persistence of doubts among investigators, stating that such actions are clearly justified according to the Law of Fisheries.

“Currently, it is harvest time for fish in Natuna, and yesterday we spoke in person to the Deputy Chief of Naval Staff and sent an SMS to Chief of the Naval Staff requesting that our KRI warships be sent to border points,” said Minister Susi on the sidelines of the inauguration of

the Infrastructure Development for Space Oceanography (INDESO) at the Center for Marine Research and Observation (BPOL) at the border of Budeng-Perancak village, Jembrana, on Monday (Aug. 3).

According to the minister, foreign vessels will surely continue to attempt

to illegally fish in Indonesian waters because some of our neighbouring countries no longer have their own sources of fish. Minister Susi was informed that foreign vessels from Vietnam and Thailand had recently be seen in Natuna. According to her, 99 percent of the fish exported by Thailand and 80 percent of the fish exported by the Philippines are sourced from the waters of Indonesia.

“Not long ago, we caught seven vessels, and in the eastern part of Indonesia a total of 33 Antasena ves-

sels with Indonesian flags escaped to Papua New Guinea. The tanker was swingingin and out of IndonesiaAustralia and Papua New Guinea waters,” she explained.

Two KRI warships have been placed in the western region, and at the eastern border of Papua New Guinea.

Despite the burst of sulfur, he mentioned that no fish belonging to farmers die as a result of the natural phenomena. “The burst is only a little, so that it does not result in any death of fish. Currently the condition of the lake is back to normal,” he said. As the appeal issued by the Bangli Livestock and Fishery Agency, he hoped fish farmers to be patient for restocking fingerlings, despite the condition of the lake is

“The participation of fishermen and the general public in providing information, is very important for us, so that we can move faster,” she added.

At BPOL Jembrana, Susi said that the Maritime Affairs and Fisheries have useful satellite and radar apparatuses for oceanographic observation. The establishment of the radar terrestrial station, data processing and computing infrastructure is intended for the development of oceanographic modelling and marine biology.

Head of BPOL, Bambang Sukresno, said that the satellite is the only one of its kind in Indonesia and Southeast Asia. This satellite and radar system can also be used to detect fishing violations being committed in the area of Indonesia (IUU Fishing) by detecting the presence of illegal fishing vessels.

The capability of the satellite station that was inaugurated but the Minister of Maritime Affairs and Fisheries, is currently being improved to increase the revisit it time to a given location from once every 24 hours to 4 times a day. (kmb26)

DENPASAR - Six General Managers in Bali are able to gain International certification from American Hotel and Lodging Educational Institute (AHLEI) through a program called Certified Hotel Administrator (CHA).

This is stated by Wiwin Suyasa CHA., CHE., as the member of director board of International Training and Academic Centre (ITAC - STPBI).

CHA is the highest certification in the tourism industry especially

in hotel area. It can be received through validation of working experience and academic knowledge. The certification is considered highly prestigious and the receivers will have a professional managerial and leadership skill.

To join the CHA, a professional must have at least 2 years experiences as General Manager and in the position of Corporate Executive at least 2 years also. The candidate must also spend 160 hours of studying and join a 4 hours test

with the requirement of 70%.

Wiwin Suyasa said that it shows that the GMs in Bali are ready to compete in the global market. The CHA 2015 is carried out by Bali Tourism Institute which is known as “Global Academic Partner – American Hotel and Lodging Educational Institute (AHLEI)”.

The CHA certificate is important to show that tourism practitioners in Bali are ready to face the free economic ASEAN Society in the end of this year.

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine.

In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Gwen Stefani and Gavin Rossdale file for divorce

LOS ANGELES — Gwen Stefani and Gavin Rossdale filed for divorce on Monday, seeking to end a nearly 13-year marriage between two members of rock music royalty.

Stefani filed her petition citing irreconcilable difference and Rossdale filed a response shortly thereafter, court records show.

The former couple cited irreconcilable differences for the breakup and said in a statement that they would work to raise their three sons together.

Stefani, 45, is a judge on NBC’s “The Voice” and is the frontwoman for the band No Doubt, in addition to having a successful solo career.

Rossdale, 49, is lead singer of the band Bush and has also worked “The Voice.”

“While the two of us have come to the mutual decision that we will no longer be partners in marriage, we remain partners in parenthood and are committed to jointly raising our three sons in a happy and healthy environment,” Stefani and Rossdale wrote in a joint statement. “To that end, we respectfully request privacy from the media during this time.”

The pair was married in September 2002 and had their first child together in 2006. Their youngest son is 17 months old.

Stefani and Rossdale met in the mid-1990s and never worked on a music project together until collaborating on “The Voice” last year.

“It was just awkward,” she said at the time. “We’ve only collaborated on making babies.” (ap)

Jackie Chan wants to work with son Jaycee on album, movie BEIJING — Action star Jackie Chan says he wants to work with his son Jaycee on a movie and an album as they mend their relationship after Jaycee was imprisoned on a drug charge.

Jaycee Chan was released from a 6-month prison sentence in February after pleading guilty to allowing others to use marijuana at his Beijing apartment.

Jackie Chan, 61, said late Monday that prison was good for his son because it made him mature and that their relationship has changed for the better.

Before, “I was too Chinese, traditional — you, son, go away, I don’t want to help you, you have to help yourself,” Chan said in an interview in Beijing. When filming the remake of “The Karate Kid” alongside Will Smith’s teenage son Jaden Smith, Chan said he was struck seeing Will “helping his son to be in a movie, every day on the set.”

“I say why am I so stubborn? I have to help my son,” Chan told The Associated Press.

The Hong Kong actor said he was looking for suitable movie projects for Jaycee, 32, and in the meantime his son would produce one of his records, expected out at the end of the year. He also said he hoped Jaycee would sing a duet with him on one of the tracks.

“Probably there is one song that we will sing to each other,” said Chan, adding that in it he would apologize for ignoring Jaycee when he was young. “I say ‘sorry, I was busy at that time.’”

Chan said he wasn’t sure his actorsinger son would go for it, and that he might have to find somebody to sing it for him.

He said Jaycee wrote songs and scripts and read a lot of books in prison, and joked that a bit of prison time might be good for a lot of people.
