Stoner admits he chose wrong tyre Casey Stoner admitted he could not make the hard Bridgestone tyre work in race conditions after finishing a disappointed fourth in the Catalunya Grand Prix. The result was the first time since Jerez in early 2011 - when Stoner was taken out by Valentino Rossi - that the Honda rider had not been on the podium. Stoner started from pole position, but fell back immediately in the race, running as low as sixth for a spell, before recovering to push Tech 3 Yamaha’s Andrea Dovizioso for third. While his team-mate Dani Pedrosa finished second with the same choice of hard tyres, Stoner felt his rubber option cost him too much ground early on. “I’m a little disappointed, we gave it everything at the end but we just didn’t have the pace, especially in the beginning with the hard tyre,” said Stoner. “It seemed that only Dani could really make that tyre work today and he made it work better than us.”

The Australian said he had been concerned that wear would be too high on the soft tyre, which Jorge Lorenzo used on his way to victory, and that the hard would allow him to be stronger in the closing stages. “With the performance we had during the weekend we expected to be a little stronger throughout the race,” Stoner said. “We knew the beginning was going to be tough but we believed that towards the end we would be able to run a higher pace. “We weren’t sure if the softer tyre was going to be a problem for us in the race so we took the safer option today. We thought we had a better bike and better pace, but it didn’t come together. “Still we came home with some points and we have the test here tomorrow to work on the chatter issues so I’m sure we’ll be back fighting at the top again soon.” The Catalunya result leaves Stoner 20 points behind leader Lorenzo in the MotoGP championship standings.

Yamaha man Lorenzo ultimately made a late break from Pedrosa to take victory with a five-second cushion. In the early laps he had run third as his team-mate Ben Spies attacked Pedrosa, before the American made a mistake and fell to last place. “It was a very complicated situation because I didn’t want to do any stupidity trying to overtake Ben and Dani at the

limit, so I waited for my opportunity,” said Lorenzo. “Ben went wide and I went into second place. For me this was a good position so I waited a little bit to see how Dani was able to keep his pace. I made a mistake and he went, but I was able to recover all the distance, and in five or six laps I saw Dani slow the pace down a little bit. “I thought to wait a little bit to see what

Nigeria mourns after plane crash kills over 150

Agence France-Presse

LAGOS - Nigeria began three days of mourning on Monday after a plane carrying 153 people plunged into a residential area of Nigeria’s largest city of Lagos on Sunday, with all those aboard presumed dead. The plane, which was flying to Lagos from the capital Abuja, crashed near the airport, damaging buildings and setting off an inferno in the poor and densely populated neighbourhood. Several people were believed to have been killed on the ground, an emergency official said, while 10 burnt bodies were removed from a damaged building in the area, which was littered with plane debris including a broken wing. President Goodluck Jonathan declared three days of national mourning and pledged a full investigation into Sunday afternoon’s disaster involving a plane operated by domestic carrier Dana Air. Chaos broke out after the crash, with

rescue workers facing large crowds and aggressive soldiers while trying to access smoldering wreckage in the hunt for survivors. The cause of the crash of the Boeing MD83 was unclear, but the emergency official as well as an aviation official said the cockpit recorder had been located and handed over to police. Skies were cloudy at the time of the crash, but there had been no rain. Nigeria has a spotty aviation record, although Dana had been considered to be a relatively safe and reasonably efficient domestic airline since it began operating in 2008. Continued on page 6

Gianyar (Bali Post) –

Foundation change of Badung Hospital takes IDR 300 million DCK accused of performing careless planning

The condition at Singapadu Street at Banjar Bungsu again worrying as the provincial road that just got fixed after planted by a banana tree, now got its condition worsen after hit by rain as seen last Sunday. The road that is used as the touristic Denpasar –Ubud route now caused road users to be careful. Locals have tried to cover holes with chalk rocks but the rain took it away. One local who s at Social Problem Research Institution (LKMS) bali, WAYAN Sudira, stated this road has been an alternative route to many people and guests. If the problem is not taken care straight away by Gianyar Government and Bali province, then tourism image will be damaged specifically on its infrastructure. Before, Head of Gianyar Public Works, Nyoman Nuadi, stated the road was a Provincial road and for its damages have been coordinated with the Province Public Works Agency to fix it. (kmb16) IBP/File

Mangupura (Bali Post)—

The change plan against the foundation system of the Badung Hospital first phase project that has begun to be worked on is strongly criticized by the Badung House. The change estimated to spend a budget of some IDR 300 million was touted to happen as evidence of negligence and carelessness of the Badung Government, particularly the Housing, Planning and Urban Development Agency (DCK) in making the planning. A member of Commission B of the Badung House, I Nyoman Satria, Sunday (Jun 3) said the depth of foundation of the Badung Hospital was originally planned only at a maximum of 2.5 meters. This plan was then changed again by the executive with the stake system having the depth of nine meters. As consequence of the change, it was required an incremental cost worth approximately IDR 300 million. According to Satria, the plan was positive in order to more ensure the structural strength of Badung Hospital building. He was even grateful for the change. However, such a plan clearly proved the weakness of the technical agencies involved in the initial design of a public building where the factor of safety and comfort should become the first priority. “I worry this matter will prove if the government-owned buildings in Badung Regency will be easily porous even threatens the safety of many parties. Frankly speaking, I really do not understand and cannot understand why DCK always produces such inferior buildings that are easily porous and prone to collapse like the entrance gates and

Lingga Buana temple in the Badung Civic Center. What if the DCK building in the Badung Civic Center suddenly collapses and claims many lives? Supposedly, since the beginning the DCK should have designed a good quality public building as funded by the money of the Badung community,” he criticized. He affirmed that any changes or contract amendment that would occur before the project work began was possible in terms of regulation. However, such changes should not be made repeatedly in a single project as happened to the Badung Civic Center project of the unit 31. “The changes will result in the re-scheduling that has an impact on the delay of workmanship or reduction in the project quality because of chasing the deadline,” he said. Similar opinion was also disclosed by Secretary of Commission B of the Badung House, I Made Sudiana. Although he did not directly know about the changed plan, politician of the Golkar Party constantly judged the matter of foundation was an important part of the project planning that should be re-studied comprehensively.

Overall, the project planning should have passed through a careful study. If there was a change on the way, it meant the study was not good. “Planning documents should have been fixed. Such changes indicated the parties in the executive have prepared the planning less professionally,” his criticized again. In response to the criticism, the Head of DCK Badung could not be contacted to ask for his confirmation. When trying to contact his cellular phone, it was not active. Meanwhile, Spokesperson of the Badung Government, AA Raka Yuda, said the changes actually adjusted to the needs or conditions in the field, especially in the matter of providing the better public facilities while maximizing the existing budget. He also denied if the changes happened due to negligence in the planning. He further explained that additional funds due to the changes in the foundation system would be taken from the remaining budgets. Pursuant to the rule, any change in the project works by utilizing the remaining budgets was definitely allowed within a certain amount. (kmb25)

Novak Djokovic of Serbia returns in his fourth round match against Andreas Seppi of Italy at the French Open tennis tournament in Roland Garros stadium in Paris, Sunday June 3, 2012.

Djokovic, Federer move on at French Open Associated Press Writer

PARIS — The Eiffel Tower might have taken a back seat. The best Parisian sunset on this Sunday night could very well have been overlooking the red clay at Roland Garros, where a few dozen rowdy fans waved the tricolor and a few thousand more shouted out “Allez Tsonga” — willing their beloved Frenchman Jo-Wilfried Tsonga to close out this unpredictable day of tennis with a win before the light ran out. Tsonga couldn’t quite do it, and his five-set match against Stanislas Wawrinka will be continued. But that hardly did damage to a roller-coaster of a day at the French Open that included one big upset (of top-seeded Victoria Azarenka), one big comeback (by top-seeded Novak Djokovic) and a couple of young up-and-comers who fell a bit short but still walked away smiling (Sloane Stephens after her loss to Sam Stosur and David Goffin after he fell to Roger Federer). Before Tsonga and his fan base took over, Philippe Chatrier Court was Djokovic’s stage. For two sets, his play was as drab as the gray, windy weather but he fashioned the third comeback of his career from

two sets down for a 4-6, 6-7 (5), 6-3, 7-5, 6-3 victory over 22nd-seeded Andreas Seppi of Italy. Not one to put in the archives, but not one to complain too loudly over, either. The top-seeded Serb won his 25th straight Grand Slam match, made his 12th straight Grand Slam quarterfinal and stayed alive in the quest to wrap up the career Grand Slam and hold all four major titles at once — the “Novak Slam.” “I’m not worried,” Djokovic said. “I’m just hoping that I can wake up tomorrow morning knowing that I’m in the quarterfinals. Forget this match today. Take the best out of it, which is that I’m proud I’ve been fighting, coming from two sets down.” Across the way from Djokovic’s

match, at Court Suzanne Lenglen, a quite different scene played out. Azarenka got off to a similarly bad start, except she never recovered — and wound up with a 6-2, 7-6 (4) loss to No. 15 Dominika Cibulkova that made her grumpy. Azarenka bashed her racket into the ground during a second-set changeover and received a warning for racket abuse. Her frustration was still showing after the match, when, asked what she would do to recover from the loss, she answered sarcastically. “I’m going to kill myself,” she said. “This tournament is over for me. What’s to recover from? It’s (time) to really look forward and improve. That’s it.”

BOSTON — The Celtics’ big lead gone and leading scorer along with it, Rajon Rondo had a message for Kevin Garnett. “It’s time,” Rondo said. “We have to take the game over.” And when that still left the Miami Heat with a final chance, the Celtics turned to an old Garden ghost as Dwyane Wade launched a 3-pointer that would have won it. “Red wasn’t going to let that go in, you know that,” coach Doc Rivers said, referring to longtime Celtics boss Red Auerbach. “Not in the Boston Garden.” It didn’t, moving the Celtics two wins from an improbable chance to play for another championship. Rondo had 15 points and 15 assists, and scored the final three points of the Celtics’ 93-91 overtime victory on Sunday night that evened the Eastern Conference finals at two games apiece. Getting a huge break when LeBron James fouled out for the first time since joining the Heat, the Celtics recovered after blowing an 18-point lead in regulation and need two victories for a third trip to the NBA finals in five years. Garnett added 17 points and 14 rebounds for the Celtics, while Paul Pierce scored 23 points before fouling out. Ray Allen finished with 16 points. James had 29 points and Wade scored 20 after another dismal start for the Heat, who host Game 5 on Tuesday. “Not stressed the series is tied 2-2,” James said. “It’s great basketball, great competition. We wanted to get one up here and we didn’t.” In a game that started as a Celtics blowout and turned into a foul- and tension-filled fourth quarter, followed by the second overtime in this series, the Celtics held on when Wade missed a potential winning 3-pointer on the last possession. “It was a good look. It was online but didn’t want to go in,” Wade said. “Got the shot off I wanted and that is all you can ask for.” Mickael Pietrus drew James’ sixth foul and grabbed two huge offensive rebounds that created a lengthy possession for the Celtics, who lost Game 4 in overtime in a second-round series against the Heat last year with a chance to tie the series. This time, they overcame their second-half stall on the offensive end by limiting the Heat to just one basket in overtime, by Udonis Haslem, who finished with 12 points and 17 rebounds. “At the end you have a chance to win after 50-plus minutes and losing the MVP. Hey, you’ll take that,” Heat coach Erik Spoelstra said. Rondo’s layup gave the Celtics a 92-91 lead with 2:34 left, and neither team scored again until he made a free throw with 21 seconds to play. Wade, already finding it tough to locate any room with Chris Bosh out and then having to do it with James also on the sideline, saw his potential winning attempt bounce off the rim as time expired. “I don’t ever think I’ve seen that before,” Allen said of James and Pierce fouling out. “But Rondo’s on the floor, I’m on the floor, Kevin’s on the floor, Wade’s on the floor. All that has to happen at that point is the game has to be won. We don’t care what it looks like. We had plenty.”

Variety is the spice of life for unbeaten Spain Reuters

MADRID - With a limitless supply of attacking players, Spain head to Euro 2012 with all the attributes required to break down the tightest of defences, according to former national team coach and current China boss Jose Antonio Camacho. The world and European champions made it a clean sweep of victories in their three warm up games with a 1-0 win over China on Sunday. Spain coach Vicente del Bosque had the luxury of bringing on Andres Iniesta as a second-half substitute in Seville and the Barcelona midfielder laid on the 84th-minute winner for David Silva as the hardworking visitors ran out of steam. “Everyone is going to try and play Spain the way we did, with a regimented defence and looking to play on the counter-attack,” Camacho, Spain boss between 1998 and 2002, told reporters after the loss. “If we’d had another rival in front of us we probably would not have lost, but Spain has infinite alternatives. “If one player goes off, another who is just as good comes on, and furthermore he has fresh legs. When you put together

players as good as these it is impossible to predict what they are going to do.” Iniesta finally breached the Chinese defence with a darting run off the left flank and a pull back for the outstanding Silva to stroke home. Spain had lacked a cutting edge in the first period when much of the attention had been on Del Bosque’s decision to start with Sevilla striker Alvaro Negredo up front in place of Chelsea’s Fernando Torres. It is still not clear who Del Bosque will opt to start with against Italy in their Group C opener on Sunday in the absence of injured leading scorer David Villa. Negredo is considered to be a player better suited to linking up with Spain’s ball-hogging midfielders rather than the explosive Torres, while Athletic Bilbao’s towering

Fernando Llorente is seen more as a game-changing substitute. Negredo had few chances to shine and was replaced by Torres after the break and Del Bosque was also able to throw on Juan Mata and Jesus Navas, but it was left to the dynamic duo of Iniesta and Silva to win the game. “In the opening period we were slower than usual. We were somewhat lazy, though we must acknowledge they were very well organised,” Del Bosque said. “Teams cannot maintain their physical tone throughout the whole game and tiredness took its toll after the early effort they put in. Later, we combined much better. “The important thing is we created a good number of chances. Ideally you want a good balance between defence and attack and I think we achieved that.”

LONDON - England central defender Gary Cahill was ruled out of Euro 2012 on Sunday after a scan showed he had broken his jaw in two places in the final warm-up match against Belgium. The only glimmer of good news for a squad facing a deepening injury crisis was fellow defender and Cahill’s Chelsea team mate John Terry being given the all-clear after checks on his hamstring. The Football Association said Cahill had been withdrawn from the squad for the tournament in Poland and Ukraine that starts on Friday. “The Chelsea defender has two fractures of his jaw, one either side. The England medical team have been in close contact overnight with Cahill’s club doctors who will treat him moving forward,” it said in a statement. Liverpool defender Martin Kelly will join the squad, subject to the agreement of UEFA’s medical team, after training with the other players last week and travelling to Norway with them for the first friendly of manager Roy Hodgson’s reign. Cahill was injured just 17 minutes into Saturday’s friendly at Wembley when he was shoved in the back and sent clattering into his own goalkeeper Joe Hart by Belgium striker Dries Mertens. The FA had feared a broken

jaw but hopes appeared to have risen on Sunday when their director of football development Trevor Brooking indicated the player could have escaped a serious injury. “At the moment we are still hoping that the 23 (squad members) might stay intact,” he had told BBC radio before the bad news arrived. Mertens issued an apology to Cahill on his Twitter page. “I sincerely apologize for the harm I’ve cost to Cahill. When in the heat of the moment, you often don’t think about the consequences...” he said. The FA said former captain Terry, who collected his 73rd cap on Saturday, had been cleared after a scan and would be reassessed on Tuesday when the squad regroup. England play France in their opening Group D Euro 2012 match in Donetsk, Ukraine, on June 11 and have already lost experienced midfielders Frank Lampard, Gareth Barry and reserve goalkeeper John Ruddy from the original squad. Captain Steven Gerrard limped off with cramp on Saturday while goal scorer Danny Welbeck was withdrawn to protect him from a stomach reaction to antibiotics. England go into the tournament with expectations lower than they have been in decades and with striker Wayne Rooney suspended for the first two group matches.

Campaign of public security and order through Bondres show Tabanan (Bali Post)—

Tabanan Police have a surefire way to campaign the community security and order. One of them is by establishing a bondres troupe. The breakthrough could draw the attention of residents. As a result, the echo on the community-based security could be set with ease. It happened as in the performance of bondres show by the Tabanan Police at Puseh Hamlet, Kediri last week. As found in regular bondres show, the art troupe consisting of police personnel presented a variety of jokes that could draw the laughter of all spectators. The difference laid in the subject matter highlighted, namely regarding the duties of police as well as invitation to people to maintain the security and order. “It is a part of our efforts to promote the public security and order through cultural approach,” said Chief of Tabanan Police, Sunday (Jun 3). He described, the formation of bondres art troupe was also a part of the duties rolled out by the Chief of Bali Police. It was expected the community could be invited to jointly maintain the security and order through the traditional arts. Besides, through the bondres art show, residents were given the message on the importance of discipline on the highway. The Chief of Tabanan Police said the bondres consisted of police personnel who had an acting talent starting from serving as actors to gamelan players. “They have practiced regularly so that their capability is reliable,” he affirmed. Despite struggling with a legal matter, the bondres artists of the Tabanan Police were capable of acting optimally. It was indicated by the jokes they presented. Everything could evoke the laughter of spectators. As planned, the bondres art troupe would be staged every official activity in the Tabanan Police, including the customary activities in the community. (kmb30)

A villa of foreigner catches fire, loss reaches IDR 100 million Tabanan (Bali Post)—

Silence amidst the residents of Lalanglinggah village, West Selemadeg, suddenly broke into an uproar on Saturday night (Jun 2). A villa owned by an Australian, Mr. Benny Joss, at local village caught a great fire. Although there were no casualties, the total losses estimated to reach over IDR 100 million. Based on provisional estimation, the incident was triggered by a short circuit. Chief of West Selemadeg Police, Ronny Riantoko, confirmed the incident. He explained the fire was known around 11:00 p.m. local time. It was first noticed by the villa attendant, Mira, 50. This woman was surprised to see the fire spreading from the end of the building, and she then reported the incident to the wife of villa owner, Maria, 20. Both women were finally trying to extinguish the fire with makeshift equipment. However, the fire had enlarged. When they saw the flames soaring, the surrounding residents came to location and attempted to lend a hand. A moment later, the officers of West Selemadeg Police led in person by its chief arrived on the scene. With the help of residents, police tried to extinguish

the raging fire. Ultimately, the fire could be put out an hour later. However, a number of buildings had burned out ranging from the roof up to some furniture. The Tabanan Fire Brigade arrived on the scene when the fire could have been successfully defused. On that account, the fire brigade chose to turn back. “The fire could have been overcome together with local residents, so that we direct the Fire Brigade to turn back,” said West Selemadeg Police Chief, Sunday (Jun 3). According to Police Chief, the villa on fire was a half-finished building. Based on provisional estimate, the fire was kindled by short circuit and it then triggered sparks. As blown by the winds, the fire was progressively enlarging and grabbing the whole building. To ensure the cause of fire, an identification team of the Tabanan Police was deployed to location. “The dwellers survived. The fire only claimed material losses about IDR 100 million,” affirmed Chief Ronny. Aside from the identification team, the officers also asked some information to several witnesses. It was intended to ensure the chronology of the incident. (kmb30)

Four quarry C projects in Petang in fact unlicensed Mangupura (Bali Post)—

Aside from the risky quarry C projects at Angantiga, there are three similar projects in Petang subdistrict. Ironically, all the projects have lasted long enough and have not had any permits or they are unlicensed. Petang Subdistrict Head, I Nyoman Warta, Sunday (Jun 3) stated there were four points of quarry C or land mining for fill material. The three projects were located at Angantiga village. Those projects were close to one another, while another one was located on Jalan Luwus, Petang. As for the licensing, the former secretary of Petang Subdistrict admitted if license of all the quarry C projects had not been issued yet because they were under process in the relevant agencies. “All the licenses are still under process,” he said. Related to the landslides killing three people at the quarry C of Angantiga, Warta stated that his party had closed the mining activities in the project and an-

other project located next to the scene. The closing was made in accordance with the instruction of the Regent and Deputy Regent of Badung based on licensing and safety consideration. What about the other two units of quarry C? In fact, so far the activities at the two projects were still ongoing. Warta quibbled that his party did not neglect or tolerate the violations, but it was not the authority of his party. The matter of permit issuance or prohibition against the quarry C activities was the authority of the Badung Housing, Planning and Urban Development Agency (DCK). Nevertheless, his party claimed to have sent reprimand for several times to the project owners in order they submitted the permit prior to

operating. At the same time, it was a preventive measure to avoid undesirable things like casualties at the quarry location. Unfortunately, so far the reprimand seemed ineffective. Having been summoned for three times to headman’s office, the project owners remained stubborn and continued the quarry activities. Previously, the lineups of Badung House had urged the Badung Government to take decisive action against the unlicensed quarry projects in Badung. A member of Commission A of the Badung House, I Made Dharma, said the unlucky incident at Angantiga could be anticipated if only the Badung authorities decisively oversaw the quarry activities as well as tightened the permits. US Navy hopes stealth ship answers a rising China Associated Press Writer

SINGAPORE — A superstealthy warship that could underpin the U.S. navy’s China strategy will be able to sneak up on coastlines virtually undetected and pound targets with electromagnetic “railguns” right out of a sci-fi movie. But at more than $3 billion a pop, critics say the new DDG1000 destroyer sucks away funds that could be better used to bolster a thinly stretched conventional fleet. One outspoken admiral in China has scoffed that all it would take to sink the high-tech American ship is an armada of explosive-laden fishing boats. With the first of the new ships set to be delivered in 2014, the stealth destroyer is being heavily promoted by the Pentagon as the most advanced destroyer in history — a silver bullet of stealth. It has been called a perfect fit for what Washington now considers the most strategically important

region in the world — Asia and the Pacific. Though it could come in handy elsewhere, like in the Gulf region, its ability to carry out missions both on the high seas and in shallows closer to shore is especially important in Asia because of the region’s many island nations and China’s long Pacific coast. “With its stealth, incredibly capable sonar system, strike capability and lower manning requirements — this is our future,” Adm. Jonathan Greenert, chief of naval operations, said in April after visiting the shipyard in Maine where they are being built. On a visit to a major regional security conference in Singapore that ended Sunday, U.S. Defense Secretary Leon Panetta said the Navy will be deploying 60 percent of its fleet worldwide to the Pacific by 2020, and though he didn’t cite the stealth destroyers he said new high-tech ships will be a big part of its shift.

MEXICO CITY - Armed gunmen burst into a drug rehabilitation clinic in northern Mexico late on Sunday, leaving 11 people dead and at least 8 wounded almost a year to the day after a similar fatal attack nearby.

AP Photo/Bath Iron Works, File

State police said the assault, part of a drug war widely estimated to have claimed more than 55,000 lives in less than six years, took place in the outskirts of Torreon, an industrial city in the border state of Coahuila. They could not immediately give more details. In June last year, 13 people were killed at a rehab center in the same city. One worker at a drug recovery center in the border town of Ciudad Juarez said recently that traffick-

ers sometimes seek shelter at the centers, endangering other patients when their rivals seek them out. Mexico’s drug cartels have mainly focused on U.S. narcotics consumers but numbers of home-grown users are increasing, creating new turf wars that threaten to further stretch the country’s security forces. Similar attacks have happened in other violent border cities. In a 2010, two dozen men armed with automatic weapons stormed the “Faith and Life” drug clinic in the city

of Chihuahua and killed 19 patients all under the age of 25. With a presidential election less than a month away, a spate of gruesome drug-related murders - including the dumping last month of 49 decapitated bodies on a highway outside the major city of Monterrey - is shining an unwelcome spotlight on the country’s security situation. President Felipe Calderon is barred by law from running for another term, and his conservative party looks unlikely to win endorsement from an electorate increasingly disenchanted with his failure to get to grips with the spiraling violence. The party’s candidate, Josefina Vazquez Mota, is lagging in third place in the polls.

China rounds up activists on Tiananmen anniversary Agence France Presse

Chinese authorities have rounded up hundreds of activists in the capital Beijing, rights campaigners said on Monday, as they marked the 23rd anniversary of the Tiananmen Square crackdown. The detentions came as Washington urged Beijing to free all those still jailed over the demonstrations on June 4, 1989, when hundreds, if not thousands, of peaceful protesters were shot and killed by soldiers. The anniversary of the brutal army action in the heart of Beijing is always hugely sensitive, but particularly so this year ahead of a once-a-decade handover of power marred by fierce in-fighting in the ruling Communist Party. “They brought in a lot of buses

and were rounding up petitioners at the Beijing South rail station on Saturday night,” Zhou Jinxia, a petitioner from northeast China’s Liaoning province told AFP. “There were between 600 to 1,000 petitioners from all over China. We were processed, we had to register and then they started sending people back to their home towns.” Police made it clear that the round up of petitioners -- people who gather at central government offices in Beijing to seek redress for rights violations in their localities -was to prevent them from protesting on June 4, she said. China still considers the June 4 demonstrations a “counter-revolutionary rebellion” and has refused to acknowledge any wrongdoing

or consider compensation for those killed, more than two decades later. The government attempts to block any public discussion or remembrance of the events by hiding away key dissidents in the run-up to June 4 each year, taking them into custody or placing them under house arrest. Any mention of the 1989 protests is banned in Chinese state media, and the subject is largely taboo in China. Searches on China’s popular social media sites for June 4, the number 23 and the word “candle” were blocked on Monday. Despite the heightened security, numerous public events have been held around the nation to commemorate the “Tiananmen massacre” and demand democratic reforms.

Evacuation order to be lifted in NM ghost town Associated Press Writer

Residents and business owners will be allowed to return to the small privately run ghost town of Mogollon on Monday as fire crews battling the largest wildfire in New Mexico’s recorded history continued to make progress. The town was evacuated on May 26 as extreme wind fueled the Whitewater-Baldy Complex fire, now at 377 square miles. The Catron County Sheriff’s Office decided to lift the evacuation order on Monday because crews were able to build some containment lines on the fire’s western flank, Tara Ross, a spokeswoman for crews fighting the fire, said Sunday. The ghost town will open to the public again on Wednesday. Ross said that milder weather on Sunday and in upcoming days should allow firefighters to increase containment. “It isn’t getting any worse at this point,” Ross said.

“The weather’s kind of keeping it in check. The community of Willow Creek on the fire’s northern flank remained evacuated because Ross said containment lines in the area weren’t as strong. Although the more than 1,200 firefighters on the blaze were making progress, the fire remained 17 percent contained Sunday, and there is no projection for when it may be fully under control. The Whitewater-Baldy fire has destroyed a dozen cabins while

burning in the Gila National Forest. A pair of lightning-sparked fires grew together to form the massive blaze. The U.S. Fish and Wildlife Service is monitoring two packs of endangered Mexican gray wolves that are situated to the north and east of the fire. Last year, wolves in Arizona were able to escape the massive Wallow fire with their pups, but it’s unclear how mobile the packs in New Mexico are since their pups are much younger. Authorities also are concerned about flooding that will come in the fire’s aftermath because of the denuded landscape, and federal wildlife managers are concerned about what sediment and ash in the waterways could mean for the native Gila trout.

Many of history’s most celebrated creative geniuses were mentally ill, from renowned artists Vincent van Gogh and Frida Kahlo to literary giants Virginia Woolf and Edgar Allan Poe. Today, the fabled connection between genius and madness is no longer merely anecdotal. Mounting research shows these two extremes of the human mind really are linked — and scientists are beginning to understand why. A panel of experts discussed recent and ongoing research on the subject at an event held Thursday (May 31) in New York as part of the 5th annual World Science Festival. All three panelists suffer from mental illnesses themselves. Kay Redfield Jamison, a clinical psychologist and professor at Johns Hopkins University School of Medicine, said the findings of some 20 or 30 scientific studies endorse the notion of the “tortured

genius.” Of the many varieties of psychosis, creativity appears to be most strongly linked to mood disorders, and especially bipolar disorder, which Jamison suffers from herself. For example, one study tested the intelligence of 700,000 Swedish 16-year-olds and then followed up a decade later to learn which of them had developed mental illnesses. The startling results were published in 2010. “They found that people who excelled when they were 16 years old were four times as likely to go on to develop bipolar disorder,” she said. Bipolar disorder entails dramatic mood swings between extreme happiness (known as “mania”) and severe depression. How might this brutal cycle engender creativity? Research by another panelist, James Fallon, a neurobiologist at the University of California-Irvine, suggests an answer. “People with bipolar tend to be creative when they’re coming out of deep depression,” Fallon said. When a bipolar patient’s mood improves, his brain activity shifts, too: activity dies down in the lower part of a brain region called the frontal lobe, and flares up in a higher part of that lobe. Amazingly, the very same shift happens when people have bouts of creativity. “There [is] this nexus between these cirIBP/ist cuits that have to Vincent van Gogh’s “Self-portrait with bandaged do with bipolar ear,” painted in 1889, shortly after he cut his and creativity,” Fallon said. own ear off.

Five years ago, Ryan Rzepecki was riding the streets of New York City on a child-sized Huffy bike he borrowed from a friend. Today, Rzepecki is hoping to change the way everybody shares bikes. Rzepecki’s love of biking led him to borrow the Huffy. It’s also led him on a mission to change the bikesharing model. Taking advantage of new social and mobile technology and cheaper startup costs, Rzepecki believes he’s hit the target. His new company, Social Bicycles,

also called SoBi, will launch a pilot program “at the end of the summer” in Buffalo and two unnamed West Coast cities soon after, Rzepecki says. It’s not just the model that he has going for him, it’s also the data. ‘I looked at the model in Europe, where there are big docking stations and kiosks,” said Rzepecki. “It’s very expensive. I thought, what if they have smart bikes rather than smart bike racks?” It is that idea of a smart bike – and a mobile app to connect all

those bikes – that is at the heart of Social Bicycles. Once you subscribe to the service, the app will tell where the closest sharable bike is and will allow you to reserve it. Once you get to the bike, the app provides a confirmation pin to release the custom bike-immobilizing lock, allowing you to get on your way. The lock contains the bike’s GPS unit, which tracks your ride and makes sure the next subscriber can find and reserve the bike once you’re done.

New Miss USA cites Audrey Hepburn as role model Associated Press Writer

LAS VEGAS — The newest Miss USA winner is a Rhode Island cellist who describes herself as a nerd and aspires to be more like Hollywood icon Audrey Hepburn. Olivia Culpo shares Hepburn’s European heritage and dark brown hair and soon they will share something else. Culpo said after winning her crown Sunday night that she plans to go to Tiffany & Co. in New York and recreate Hepburn’s iconic opening scene from “Breakfast at Tiffany’s.” Culpo, a Boston University sophomore, will take a year off from her studies to tackle her duties as Miss USA and represent the nation in the 61st Miss Universe contest in December. The 20-year-old said she wished she could have shared her crown with her 50 competitors during the pageant at the Planet Hollywood Resort & Casino on the Las Vegas Strip. Culpo strutted across the stage in a lilac bikini, then donned a flowing fuchsia gown with sparkly trim around her waist and décolletage. After making it to the final five, Culpo voiced her support for transgender beauty queens during the make-or-break interview round. “Would you feel it would be fair that a transgender woman wins the Miss USA title over a natural-born woman?” asked celebrity judge Rob Kardashian. The question came from a pageant follower on Twitter, a first

for the competition. Culpo didn’t hesitate before embracing the Miss Universe Organization’s recent decision to admit transgender contestants. “I do think that that would be fair, but I can understand that people would be a little apprehensive to take that road because there is a tradition of natural-born women, but today where there are so many surgeries and so many people out there who have a need to change for a happier life, I do accept that because I believe it’s a free country,” Culpo said. Culpo said after the pageant that she wasn’t put off by the question when she heard it. “This is a free country and to each their own,” she said. Culpo said she was short and chubby as a girl, but blossomed after a growth spurt. She spent her summers at band camp after learning to play the cello in second grade. Her parents are also musicians, and her love for music saw her perform at Symphony Hall in Boston and Carnegie Hall in New York City. Culpo is a 2010 graduate of St. Mary Academy Bay View, an all-girls Catholic school in Riverside, where she was a member of the National Honor Society. She said she comes from a big, Italian family and speaks some Italian.

Snow White’ puts bite on box office with $56.3M Associated Press Writer

LOS ANGELES — “Snow White & the Huntsman” turned out to be a fairer box-office beauty than Hollywood anticipated. According to studio estimates Sunday, Universal Pictures’ action yarn inspired by the fairy-tale princess debuted strongly at No. 1 with $56.3 million domestically. That’s about $20 million higher than industry expectations. Without the built-in business that generally goes with a sequel, “Snow White” was a question mark as a draw for young males who typically make up most of the action crowd. The movie wound up drawing a fairly even audience, with female fans accounting for 53 percent of viewers.

“We weren’t even thinking we could do beyond $40 million, especially for a title where you didn’t know if the males are going to show up. And they did,” said Nikki Rocco, head of distribution for Universal. Overseas, “Snow White” added $39.3 million in 45 markets, putting the worldwide total at $95.6 million for the movie that stars Kristen Stewart, Charlize Theron and Chris Hemsworth. “Snow White” bumped Sony’s “Men in Black 3” from the top spot and into second-place with $29.3 million. The Will Smith-Tommy Lee Jones sequel raised its domestic total to $112.3 million after two weekends and added $78.6 million overseas for an international take of $274.6 million and a worldwide gross of $386.9 million.

LOS ANGELES — The fan votes — not just the odds — were in “The Hunger Games” favor at the MTV Movie Awards. The dystopian survival saga escaped from Sunday’s 21st annual extravaganza with the most golden popcorn-shaped trophies, including best fight for the film’s final threeway battle and best on-screen transformation for Elizabeth Banks’ over-the-top futuristic makeover. “Hunger Games” stars Jennifer Lawrence and Josh Hutcherson were also honored for best female and male performances. “I’ve wanted to hold a golden popcorn since I was 4 years old,” beamed Hutcherson. With four wins out of eight nominations, “Hunger Games” didn’t totally decimate the competition. “Harry Potter and the Deathly Hallows — Part 2” won prizes for best cast and best hero, while “The Twilight Saga: Breaking Dawn — Part 1” won for movie of the year, and “Twilight” stars Kristen Stewart and Robert Pattinson locked the best kiss trophy for the fourth straight year. “God, Rob’s not here, you guys. I don’t really know what to do,” said Stewart, who pretended to make out with herself. “Bridesmaids” walked away with two awards, though their wins weren’t televised. The cast of the naughty comedy won best gut-wrenching performance for the scene in which the ladies battled food poisoning, and Melissa McCarthy won the best comedic performance award. The live, fan-favorite ceremony was hosted by bawdy actor-comedian Russell Brand. He opened the show by poking fun of Michael Fassbender’s full-frontal endowment in “Shame” and Kim Kar-

Japan arrests fugitive for 1995 Tokyo subway attack Agence France Presse

Police in Japan were on Monday quizzing a woman over the 1995 nerve gas attack on Tokyo’s subway that killed 13 people, leaving only one person still wanted for one of the nation’s worst ever mass-murders. Police said Naoko Kikuchi was being held on suspicion of murder after being arrested late Sunday in the city of Sagamihara, west of Tokyo, with local media reporting that officers swooped after a tip off. Kikuchi, 40, was one of only two remaining members of the Aum Supreme Truth doomsday cult still at large, and was wanted for being part of the team responsible for producing the sarin nerve gas used in the subway attack. “It is true that I was involved in producing sarin gas, but I did not know what we were making at that time,” she was quoted as telling police. Kikuchi’s arrest leaves only one person, Katsuya Takahashi, 54, still at large on the police wanted list. In the 17 years since the deadly attack, which injured thousands and caused havoc throughout Tokyo, Kikuchi had lived under an assumed identity, telling neighbours she worked as an accountant for a nursing care company, reports said. Kikuchi was quoted by Jiji as telling police: “I have lived as Chizuko Sakurai, but I’m relieved that I don’t have to run away anymore.” Police said she had been living with a 41-year-old man, who was not an Aum member and who stayed with her even after she revealed her true identity. He was also arrested early Monday accused of harbouring a criminal. The 1995 subway attack was one of Japan’s worst mass-murders, in which Nazi-developed sarin was released onto several packed rush-hour trains. The coordinated attacks at stations near the centre of Japan’s seat of government sowed panic throughout Tokyo’s heaving metro system. The Aum cult was also responsible for an attack on the city of Matsumoto in central Japan the year earlier, when sarin -which Saddam Hussein deployed against the Kurds in northern

Mother Drives With 5-Week-Old on Top of Car Associated Press Writer

A Phoenix, Ariz., woman put her 5-week-old baby on top of her car in his car seat and drove away, apparently forgetting he was there, not even noticing when the seat fell off the car and landed in an intersection, police said. Neighbors discovered the baby on the roadway, still strapped to his safety seat, which was lying on its side. Luckily, the baby was unhurt. The baby’s mother, 19-year-old Catalina Clouser, who allegedly had been smoking marijuana, was arrested and charged with aggravated driving under the influence and child abuse, police said. “We believe that whatever she was under the influence of was the deciding factor in what did happen to this child and we’re extremely happy that for the baby this turned out well and the baby is going to be OK,” Officer James Holmes of the Phoenix Police Depart said. Clauser, her boyfriend and their friends had been smoking marijuana earlier in the evening at a nearby park, but the boyfriend was arrested on suspicion of aggravated DUI when they went to a store - with the baby in the car - to get beer, according to police.

Shoko Asahara, the former leader of the Aum Supreme Truth doomsday cult. A former member of the doomsday cult responsible for the 1995 nerve gas attack on the Tokyo subway has been arrested by police, according to local media reports Iraq -- killed eight people. As well as those who died, thousands more were injured, some of them seriously and permanently by inhaling or coming into contact with the gas, which cripples the nervous system.

The end of Kikuchi’s life on the run came just months after the surrender of Makoto Hirata, 47, a former Aum member who gave himself up to officers at a police station in central Tokyo minutes before midnight on New Year’s Eve.

Officials confirmed that no survivors from the plane had been found by Sunday evening, but said search operations were continuing. “We presume they are dead,” Tunji Oketunbi, spokesman for the country’s Accident Investigations Bureau, told AFP, adding that definitive casualty figures would only emerge after the search and rescue operation was completed. A spokesman for the airline said the plane was carrying 147 passengers and six crew. China said six of its nationals were on the plane. Thick smoke rose from the area and flames could be seen shooting from a two-storey building. The plane crashed in a plot containing what residents described as a church, a printing shop and the twostorey residential building. “I was just coming out of church around 3:30 pm when I heard a loud noise,” said one witness, Tunji Dawodu. “I thought it was an explosion,” he said. “Then there was a huge flame from the building where the plane has crashed into.” Thousands of onlookers had partially blocked access to the crash site, prompting soldiers to try to clear out the area, using rubber whips and their fists. One even threw a wooden plank at those crowded around. Seeking to evade the troops’ aggression, people took off in several directions, trampling their neighbours as they tried to avoid being crushed themselves. The area plunged into all-out pandemonium when a helicopter tried to land amid the crowd, kicking up clouds of ash and light debris that again scattered people in various directions. Some residents said it appeared that the plane had nosedived into the neighbourhood while others

described it as swaying back and forth before crashing. “It was waving, waving, waving,” Yusuf Babatunde, 26, said at the scene. “The pilot was struggling to control it. It crashed -- it just started burning.” Another witness, 23-year-old Gift Onibo, said: “I just saw the plane -- it was going down and down and down.” Wreckage could be seen in the neighbourhood as the inferno burned. Residents reported seeing bodies being taken out of the area as rescue workers rushed in and the helicopter landed. “It was a Dana flight out of Abuja to Lagos with about 153 people on board,” Nigeria’s head of civil aviation Harold Demuren told AFP. “I don’t believe there are any survivors.” An official with the National Emergency Management Agency said the plane had crashed into two buildings, a church and the twostorey residential structure. At least three people had been transported for treatment with relatively minor wounds, he said, in addition to the some 10 burnt bodies pulled from a badly damaged building. The president’s office said in a statement that Jonathan had “directed that the Nigerian flag be flown at half-mast for the three days of national mourning. “Meanwhile, the president has ordered the fullest possible investigation into the crash,” it added. Aviation Minister Stella Adaeze Oduah said in a statement that the flight had declared an emergency with the control tower at 3:43 pm (1443 GMT) when it was 11 nautical miles from the airport. It disappeared from the radar screen a minute later.

Oil plunges to 8-month low on weak US jobs report

In this May 13, 2012, photo, gas prices are displayed at a Hess station in Hoboken, N.J. The price of oil has declined to its low for the year on continued doubts about Europe’s ability to pay off massive government debts. Benchmark U.S. crude lost $1.57 to $94.56 per barrel in New York. It dipped to $93.65 per barrel earlier Monday, May 14, the lowest since midDecember.

Associated Press

SINGAPORE — Oil plunged to fresh eight-month lows below $82 a barrel Monday in Asia as a dismal U.S. jobs report sparked selling of stocks and commodities. Benchmark oil for July delivery was down $1.25 to $81.98 per barrel, the lowest since October, at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell $3.30 to settle at $83.23 in New York on Friday. In London, Brent crude for July delivery was down $1.26 at $97.17 per barrel on the ICE Futures exchange. The Labor Department said Friday that employers in the U.S. added just 69,000 jobs in May, the fewest in a year and well below what economists expected. The unemployment rate rose for the first time since last June, up to 8.2 percent from 8.1 percent. “Friday’s employment report was so mind-numbingly bad,” energy trader and consultant The Schork Group said in a report. It was the third month in a row of disappointing U.S. job growth, suggesting the economy is slowing and oil demand will likely grow less than expected this year. Crude has plummeted 23 percent in the last month amid signs of weak global economic growth. As Europe struggles to

contain its debt crisis, signs of sputtering Chinese growth have coupled with a faltering U.S. recovery to undermine investor confidence. Oil traders often look to global stock markets as a barometer of overall investor sentiment, and Asian equities were sharply lower Monday after the Dow Jones industrial average dropped 2.2 percent Friday. Sustained lower crude prices should eventually bring down the cost of oil products such as gasoline, freeing up cash for consumer spending. The slump in commodities prices should also ease global inflation pressure and give policymakers more leeway for fiscal or monetary stimulus measures. “The recent drop in commodity prices acts as a monetary lever loosening conditions,” said Sean Darby, a strategist with Jefferies Group. “In particular, this will benefit emerging markets which should be able to cut interest rates further.” In other energy trading, heating oil was down 2.3 cents at $2.61 per gallon while gasoline futures fell 2.4 cents at $2.63 per gallon. Natural gas gained 1.6 cents at $2.34 per 1,000 cubic feet.

of Spanish Portugal to inject more than Number unemployed falls to 6.65 bn euros in three banks 4.71 million in May Agence France-Presse

LISBON - Portugal will inject more than 6.65 billion euros ($8.2 billion) into private banks BCP and BPI, and the state-owned CGD to meet criteria established by the European Banking Authority, the finance ministry said Monday. “In all, the state will inject more than 6.65 billion euros in these banks,” though five billion euros is to come from an envelope worth 12 billion included in a financial rescue plan drawn up in May 2011, the ministry said. Portugal last year became the third eurozone country after Greece and Ireland to be bailed

out, receiving an EU-IMF package worth up to 78 billion euros in return for a commitment to reform its economy and impose austerity measures. European Union and International Monetary Fund auditors said in April Portugal was meeting debt-rescue targets and could be strong enough to borrow on financial markets next year but is in a deeper recession than thought. In neighbouring Spain, Economy Minister Luis de Guindos warned last week that 30 percent of the country’s banks faced similar problems, after Bankia called for the biggest banking rescue in that nation’s

history. Bankia, born out of the merger of seven spanish savings banks in 2010, is asking the state for 19 billion euros to repair its books, in addition to 4.5 billion euros already injected. Spanish banks are at the heart of fresh market fears that the eurozone’s fourth-largest economy might have to seek an international financial bailout. Spanish Deputy Prime Minister Soraya Saenz de Santamaria said Thursday that the United States and Spain have discussed the possibility that direct loans from Europe’s emergency fund could be a solution for ailing European banks.

PARIS - The number of jobseekers in Spain fell by a slight 0.63 percent to 4.71 million people, the second consecutive monthly drop after hitting a record high in March, the Labour Ministry said Monday. Spain has the highest unemployment rate in the industrialised world, with 24.44 percent of the workforce idle, according to the national statistics office Ine. On a 12-month comparison the unemployment rate was still higher however, with 524,463 more people looking for jobs, an increase of 12.52 percent.

“We find ourselves in a second phase of recession, which even if it is not as brutal and deep as the first, has had a negative impact on employment,” said Engracia Hidalgo, the Spanish junior labour minister. The government has forecast 2012 unemployment of 24.3 percent, but expects it to edge slightly lower in 2013. Spain fell into recession early this year just two years after pulling out of its last one, and official data showed Thursday that investors pulled a record amount of money out of the debtridden country in the first three months.

Indonesian becomes victim of plane crash in Nigeria Antara

JAKARTA - An Indonesian has been listed as one of the victims of a plane crash in Nigeria, said the director of Citizen Protection Affairs at the Foreign Affairs Ministry, Tatang Razak, here on Monday. “Based on the information obtained from our embassy in Abuja, the victim`s name is Widya Utomo - a flight engineer on the plane,” he remarked, adding that the victim`s family has been contacted. The Dana aircraft crashed into a residential area in the Lagos metropolis, killing all those on board as well as 40 residents of a two-storey building that was hit by the aircraft. Meanwhile, hundreds of wailing relatives of the passengers of the crashed airplane besieged the local wing of the Murtala Muhammed International Airport

(MMIA) in Ikeja, seeking information about the flight. Tony Usidamen, the airline`s spokesperson, who addressed the passengers` relatives outside the departure hall, read out the names of the passengers who were on board the ill-fated flight. Usidamen told the passengers` relatives that he had no more details to give them, saying that rescue operations were still underway at the crash site in Iju, Agege, near Lagos. He later confirmed to reporters that there were no survivors of the crash. The aircraft, with the registration num-

ber 5N-RAM, reportedly crashed at around 4:00 pm local time. Efforts to rescue the victims of the crash were hampered by the presence of a huge crowd of onlookers, miscreants and sympathisers. The inaccessibility of the crash area also made it difficult for rescue teams - which included the police, the Red Cross, the army, the Federal Road Safety Commission, the Nigerian Air Force and the fire service - to reach the plane. Femi Osanyintolu, the general manager of the Lagos State Emergency Management Agency, told reporters that the building into which the plane crashed must be demolished for any rescue operation to take place. He added that they had to be cautious while demolishing the building because it was situated in a residential area.

SITUBONDO - Three American warships have arrived at the coastal region of Banongan, Situbondo, East Java, situated 194 km to the east of Surabaya, on Monday morning. They are here to commence a joint exercise, code-named CARAT, between the American Naval Force and the Indonesian National Defence Force naval unit. The USS Germantown LSD-42 left from the harbour at the south side of Gapura Surya, the Port of Tanjung Perak in Surabaya, on Sunday (June 3) at 7.58 am Indonesian Western Standard Time (WIB) and arrived at the Banongan coastal region on Monday (June 4) at 7:10 a.m. local. As the ships departed the port, USS Vandergrift was at the front, followed by KRI Sultan Iskandar Muda-367, USCGC Waeshe, KRI Silas Papare-384, and KRI Banda Aceh-593, with USS Germantown LSD-42 at the back. At the Java strait, the USS Germantown LSD-42, on Sunday (June 3) at 2 p.m. local time, was ready to begin target shooting (shooting a “target ship” within a specified distance), but the practice was cancelled due to technical faults. The commanders of the USS and KRI ships were seen using their binoculars several times to observe the movement of the target ship, while several members of the US Naval Force were ready to shoot, before the manoeuvre was cancelled. “Practice will be held on Monday (June 4),” said the public relations officer for USS Germantown LSD-42 and CARAT, Ensign Second Lieutenant Jason Tross, who was accompanied by a commander from the US Marine, Captain Kjono, and a media relations officer from Indonesia’s Naval Force, Second Lieutenant H. Yaman. According to Tross, CARAT has been carried out between the US and Indonesian naval forces for 18 years. “In 2010, it was held in the eastern region. We did it in the western region in 2011. And now, in 2012, it is in the eastern region again,” he said. Tross, who lives with his wife and child in Washington D.C., said this was his first visit to Indonesia, thanks to CARAT 2012. He added that he was an avid fan of satay sticks and would like to revisit the country. “I have been to Thailand, Cambodia and the Philippines. This is my first time in Indonesia, but I would very much love to take my family to Bali,” Tross said.

JAKARTA - The total value of the carbon market increased 11 percent to US$176 billion in 2011, which indicates the rising interest and challenge to the global carbon market. “Despite the major economic countries facing difficulties on carbon market, we see the increasing interest and support for new-market-based mechanisms to mitigate climate change in the

According to World Bank reports, the volume of carbon market transactions in 2011 also reached the highest amount of 10.3 billion tons of carbon dioxide equivalent (CO2e). The report issued by multilateral financial institutions at the Carbon Expo in Cologne in May 2012 illustrates how despite declining prices, the global carbon

market increased in 2011. The biggest carbon market is US$148 billion of EU Allowances (carbon credits used in the EU Emissions Trading Scheme issued by the European Union member states). There is also an increase in the volume of compensation under the Kyoto Protocol (an increase of 43 percent to 1.8 billion tonnes of CO2e, worth 23 billion U.S. dollars) which is driven by liquidity increasing in the Certified

Emissions Reductions (CER) and Emission Reduction Unit (ERU) market. Compensation and mitigation of emissions under the Kyoto Protocol can be performed in any developing countries that have ratified the protocol and the treaty or national legislation to validation carbon projects in accordance with the approved mechanism UNFCCC United Nations. The report also said, some domestic carbon market initiative and

Among other things can be indicated by the emergence of new regulations related rules adopted by several countries like Australia which passed the Clean Energy Act. In addition, both Mexico and South Korea also have spawned a comprehensive climate legislation that underlies the market-based mechanism of carbon in the future.

Bali Today Fuel restriction to red-plated considered ineffective Bali Post

DENPASAR - An economist, Dr. Made Kembar Sri Budi, said that policy about the restriction of the subsidized fuel use for official (red-plated) vehicles of the government, state-owned enterprise and local enterprises was a policy that would not run effectively. Even, if the policy would be imposed it was feared to result in excessive budget, considering that so far all the operations of the red-plated vehicles used the regional budget and national budget (sourced from public money).

He said if the government really wanted to make fuel savings, it would be better if the policy was directed to the black-plated vehicles. “Necessarily, the efficiency or restriction should be implemented to black-plated vehicles because by doing so the owners will have the initiative to save much higher. On the contrary, if applied to red-plated

vehicles it seems less effective because they are financed by public money,” he explained. He even more agreed with the previous government policy making the restriction based on the engine capacity (cc). “Restriction imposed to vehicles with engine capacity (cc) of over 1500 is more logical because such vehicles are

Meanwhile, in separate location the Indonesian Consumer Foundation (YLKI) of Bali went up against all forms of discrimination. Chairman of the YLKI Bali, Nyoman Suwidjana, said the government policy did not comply with the principles of social justice such as freedom, good virtue and fairness. He said the sticker system in the purchase of fuel was a form of discrimination. Such discrimination restricted the individual rights, cut the freedom and reduced the comfort since they only succeeded in life and made them feel guilty due to the success obtained in a reasonable and legal manner. “The discrimination tends to corner those who are more fortunate for alleviating those who are less fortunate, then who will warrant if the more fortunate people purchasing the non-subsidized fuel will make those who are less fortunate get better? No one can convince consumers related to that matter,” he said.

Balinese Culture Government considering export tax for coal Reuters

NUSA DUA - Indonesia plans to control coal exports and is considering a tax on shipments from the world’s top thermal coal exporter, the mining minister said on Monday, comments that pushed shares in the country’s top coal miners down by more than 10 percent. Indonesia has introduced a series of regulations aimed at squeezing more state revenues from the mining industry, including on ownership and export taxes, but had steered clear of coal. An export curb from the world’s top exporter of thermal coal is not likely to boost prices in the shortterm for a well supplied market, but could push up global costs in the long-run as it would force Indonesia’s top coal buyers India and China to seek alternatives. “Indonesia is the biggest supplier of seaborne thermal coal, and if everyone has to pay 20 percent more to get Indonesian tonnes, it will have a real impact for sure,” said Lachlan Shaw, commodities analyst at Commonwealth Bank of Australia in Melbourne. Energy and Minerals Minister Jero Wacik said on Monday the country needed to conserve coal for domestic use, in a G20 economy seeing strong growth and surging demand for power generation. The comments, which follow

a series of new rules, drove down shares in the country’s leading coal miners Bumi Resources and Adaro Energy by over 10 percent. Indonesian officials have previously talked about a possible tax on coal but have so far exempted it from a flurry of mining regulations this year that have included a 20 percent tax on the export of unprocessed metals. Indonesia’s coal exports were worth $27 billion last year, or 13 percent of the total. Indonesia’s coal demand is seen growing 10 percent next year to 63.2 million tonnes and then to about 68 million tonnes by 2014, state utility PLN said on Monday. It forecasts consumption will surge to 125.7 million tonnes by 2022. “Indonesia’s need for coal will increase strongly, so exports will need to be controlled,” mining minister Wacik told the Coaltrans conference in Bali, without giving any details on the possible scope of export curbs or a timeframe. Thamrin Sihite, a director general in the energy and minerals ministry, said the country is still considering a tax on exports, while another official at the ministry said it could impose a quota on production and higher royalties. Indonesia already has a domestic supply obligation for coal, but miners have so far been easily

able to meet this and ship growing volumes each year to meet regional demand, particularly to India. “The key question is, if the government requires coal producers to set aside a larger amount of tonnes for domestic consumption, can the coal producers expand production faster than those domestic obligations? If they can, exports will grow as well,” said Shaw. Officials say new mining policies are aimed at helping the country conserve its resources and increase state revenue, though they have been criticised for creating uncertainty in the sector and hurting investor sentiment. Southeast Asia’s top economy imposed a rule earlier this year requiring foreign companies to sell down stakes in mines and increase domestic ownership to at least 51 percent by the 10th year of a mine’s production. Indonesia’s move towards limiting mineral exports is adding to worries by global investors already looking for safety in the dollar. The country’s rupiah currency, emerging Asia’s worst performer so far this year, fell 1 percent on Monday. “The policy would have adverse implications for trade, investment and growth,” said Jakarta-based political risk analyst Kevin O’Rourke in a report.

Carbon market increases 11 percent in 2011

The report also said, some domestic carbon market initiative and

the new regional increasingly gaining a place in both the developed and developing countries in 2011. Among other things can be indicated by the emergence of new regulations related rules adopted by several countries like Australia which passed the Clean Energy Act. In addition, both Mexico and South Korea also have spawned a comprehensive climate legislation that underlies the market-based mechanism of carbon in the future.

Agence France-Presse

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

“I thought to wait a little bit to see what

was going on, because it was very easy to crash - he brakes very late in most of the braking zones so it was very difficult to overtake him and not touch him. “So I waited for a mistake, and it arrived. When I saw Dani go wide, I thought ‘OK, my opportunity’. I overtook him and I thought ‘if I push at the limit for two or three laps, I can open a gap’, because Dani was a little uncomfortable. And that was what happened.” Lorenzo has now taken victory in three of the five MotoGP races held so far in 2012, and finished second in the other two, giving him a 20-point lead over nearest rival Casey Stoner.
