The Specials: ‘Before, we were shouting - now we’re saying it nicely’ LONDON - Lynval Golding still has flashbacks. They are no longer frequent, almost 40 years on, but there will always be little things, noises, sudden movements, that trigger the memories. That’s the hardest part, he says, of getting over a violent attack. The physical scars heal, eventually. The emotional scars take a lot longer to fade. The Specials guitarist and singer was stabbed in Coventry city centre in 1982; his neck slashed in a racist attack which left him fighting for his life in intensive care. With knife crime dominating the headlines, the reminders are everywhere. “The hardest part of it is how long it takes you to get over the emotional side,” Golding says. “The scar will be healed but the emotional side, it takes years. It’s hard to understand the trauma, and how many years it takes to feel normal. “Afterwards, for a long time, when I went to a pub I would stand with my back against the wall, to make sure I could see people. The emotional part of it is everlasting. Any little noise, you know?” Golding says he had another run-in near Westminster last year which brought it back. “I was about to sit on a bench where this guy was sitting on his
own. He says, ‘you can’t sit here, I’ll stab you’. Straight away, flashbacks. He pulled something out, it looked like an ornamental sword. I backed away and called the police.” Golding is speaking to Sky News from a hotel in Cologne, west Germany, as he prepares for the first night of The Specials’ 40th anniversary tour, which will take shows across Europe before the UK and then the US and Canada. The ska and 2-tone legends’ current incarnation features original members Terry Hall and Horace Panter, along with Golding, and they are still celebrating their first ever number one album, Encore, which peaked at the top of the charts in February; coming as the country prepares for Brexit, it was a poignant milestone for the band that provided a musical backdrop to the political turmoil of the late 1970s and early ‘80s. Activity staff at the Tabanan Prison, I Wayan Esus Gunadi, explained that for the skills to make this barong mask is carried out by four inmates. The mask consists of boar and lion barong. Moreover, they also make other masks. Such activity is carried out as a form of expelling boredom in serving their sentence. “They have been making barong crafts since two weeks ago. At least, there have been 5 barong masks they have completed. And we always take advantage of used goods and there are always orders. Incidentally, many people are ask-
ing to be made barong mask,” he explained. For the material needs in the form of timber, continued Esus, they are obtained from Tabanan prison plantations. But for paints, carving tools, and sandpaper are provided by the officers. “It depends on the order, there are people ordering the barong mask only, while the others only order barong buntut. The orders are from prison staff and the prices are negotiable,” he explained. The inmates have high vivacity to make barong masks, he said, after seeing the Ngelawang shows by children on Kuningan holiday. To support the activities, the inmates are advised to make cultural crafts. Incidentally, one of the inmates is very good at carvings. “The workmanship uses mutual cooperation system, where they are respectively tasked to apply sandpaper, paint as well as carve,” he said. Badung restocks thousands of fingerlings
MANGUPURA — In order to preserve and safeguard the ecosystem, the Badung district government conducted a restocking of freshwater fingerlings. At least 2,500 fingerlings were distributed in four villages, namely Baha village, Carangsari village, Sibang Gede village and Tibubeneng village. Head of the Badung Fisheries Agency, Putu Oka Swadiana, said the restocking is a movement to control the use of fishery resources. This is realized by spreading fingerlings in public waters. “At the same time, it is also in line with the effort to improve the movement to popularize the consumption of fish in order to be healthy and intelligent,” said Oka Swadiana, when confirmed on Wednesday (Apr. 3). According to him, the activity of fingerling stocking can maintain environmental cleanliness and preservation of fish resources. “This movement also simultaneously makes the river or public waters as a source of life, including making fish as one of the solutions to improving community nutrition,” he said. Chairperson of PKK Badung, Mrs. Seniasih Giri Prasta, who was present at the restocking event, hoped that other than maintaining river ecosystem, the fingerling restocking will also support the movement of nutritious fish consumption for children so as to increase children’s intelligence. “Through this activity, housewives can introduce to their children to get interested in consuming fish for health. By that way, our children do not only know fast food,” she explained. To handle organic waste, Tabanan to get assistance from Japan
TABANAN - After providing assistance in the form of Micro Hydro Power Plant (PLTMH), Toyama government of Japan plans to provide assistance in the form of tools for processing organic fertilizer for Tabanan district. As planned, the factory of organic fertilizer with the assistance of tools from the Toyama government will be built at Buwit village, Kediri. Head of the Tabanan Environment Agency (DLH), I Made Subagia, stated on Wednesday (Apr. 4) said the provision of the organic fertilizer processing equipment is under process. If it runs smoothly, the assistance will be provided in 2020. “So, the Toyama government of Japan provides the assistance
in the form of tools while we in the Tabanan district government prepare the land and buildings,” said Subagia. The organic fertilizer processing site will be prepared on 0.25 hectare of district government’s land at Buwit village, Kediri. In order to be realized, it certainly requires dissemination and the changing of waste disposal pattern in the community. According to Subagia, if the organic fertilizer processing plant operates, it will require at least 17 tons of organic waste per day. This number is certainly not small and requires the involvement of the entire community in order to be able to fulfill the needs.
Therefore, continued Subagia, from now on his agency is conducting dissemination to the community and changing people’s habits in terms of household waste management. “There is a need for public awareness of sorting out household waste where the sellable plastic waste is separated and then sold through a waste bank. Meanwhile, this organic waste will later be taken to an organic fertilizer processing plant,” explained Subagia. If the community has owned an awareness of sorting household waste, definitely the coordination will be carried out between the Environment Agency and villages in Tabanan. According to him, vil-
lages can also play a significant role in processing this waste by allocating village funds for processing waste. “Twenty percent of village funds can be allocated for processing waste. Hopefully, if every village has a waste management system, there will be no more illegal landfill,” said Subagia. Even though not all villages have waste bank and waste management facilities, Subagia added that some villages already have very good systems such as Munduk Temu village, Selabih village, Megati village and Lalalingah village. He hoped the villages can become a model for other villages in Tabanan. On the other hand, to increase aware-
ness and change people’s mindsets in managing their waste, Subagia will start dissemination in Tabanan sub-district first as a pilot project. ’”We will team up with PKK housewives because the household waste managed originates from them. We increase their awareness to sort out household waste,” explained Subagia. If this organic fertilizer factory can be realized and the awareness of the community to sort out household waste is increasing, surely in the future the amount of residue coming to the Mandung landfill can be reduced. Regent anxious as many villages invest in large amount
SEMARAPURA - The authority possessed by villages in managing their budget made the regional government quite anxious. With such large amount of budget, there are villages that dare to allocate their budgets for business aspects, utilizing the BUMDes with substantial funds. Regent of Klungkung, Nyoman Suwirta, stated that without careful planning, this is very risky to result in new problems. Regent Suwirta told on Wednesday (Apr. 3) that he is quite anxious because a big investment needs a careful planning and the capability of its human resources. For large investment like the making of tourism facilities, according to Regent Suwirta, the BUMDes should invest gradually. Make a small investment first and then make sure villages have a great opportunity to develop first. After showing off tangible results, the development can be executed. “It is better to invest gradually from a small one first, but it must be obviously productive,” said Regent Suwirta. According to him, village investment in tourism is too risky and the results are unclear. However, he was reluctant to mention which villages are referred to. For instance, a large investment is made in tourism sector where the BUMDes builds tourist accommodation, but tourist visits are fluctuating. There are also villages investing in tourism by making trekking path but the trekking program does not work. “If in Nusa Penida, village investment in the form of tourist accommodation may be more feasible because tourism development grows rapidly. just leave them,” he said firmly. The TOSS program is also slightly hampered by the lack of response from other villages. “For instance, if they are asked whether the garbage is a problem, surely they will answer yes. NEGARA - The Electoral Supervisory Board (Bawaslu) of Jembrana received two complaints about alleged violations suspected to be mutually related on Tuesday (Apr. 3). The report is related to the banner of one of the legislative candidates in the Electoral District 5 of Jembrana (Jembrana sub-district). However, the two complaints have not been registered by the Bawaslu Jembrana as an official report because they are considered incomplete. The first complaint is submitted by a legislative candidate and the team of I Wayan Rayun, district legislative candidate of PDI-P originating in the electoral district 5 of Jembrana. Rayun, through the PDI-P Jembrana legal counsel team, Wayan Sudarsana, objected to the mentioning of his name in another party’s banner known to
have been installed at two points without his permission. Interestingly, the banner of the other political party candidate is none other than Rayun’s wife. According to Sudarsana, after being asked to the person concerned (Rayun’s wife), she did not know and never made such banner. So, the banner was considered to be unidentified and profited Rayun’s name. “On the legislative candidate’s banner from other political party, there is the name Mr. Rayun without prior permission and has been installed,” explained Sudarsana. Furthermore, in the afternoon, another complaint is related to allegation on the dismantling of banners without permission and was submitted by a team from the Perindo Party of Jembrana. One of the two representatives is Chairman
of the Perindo Jembrana, Putu Eka Susiana Putra. The team of Perindo also included evidence of the person alleged to have dismantled the banner of one of the Perindo’s legislative candidates. Meanwhile, Chairperson of the Jembrana Electoral Supervisory Board, Pande Made Ady Muliawan, said the complaints from two different parties had been received by the Electoral Supervisory Board along with the two banners. However, both have no material evidence and corroborating witnesses. Bawaslu gives the parties three days to complete the requirements. “We have just received them, but we do not yet know whether this is related or not. Across the global Chinese diaspora, burning paper offerings has long been seen as a way to send ancestors gifts that they can use in the afterlife. In recent years, traditional paper incarnations of money and gold bars have given way to the more modern -- paper iPads and mobile phones, washing machines, cars, televisions and credit cards. But a handful of paper model makers in Taiwan are taking the art to a new level and crafting offerings that bestow on the dead the kind of trappings only experienced by the truly rich and famous in the land of the living. “We believe that people will move on to another world after they die,” explained Taipei businessman Chen Shu-hsuan, as he attended his uncle’s funeral. Moments before, family members prayed as a detailed model of a two-storey mansion created for the deceased went up in flames, com-
plete with working lights, paper staff and a luxury car tucked away inside an attached garage. “We hope he would live a good afterlife in that world so we prepare a paper house and a lot of paper money so he could have the means to live well,” Chen said.
- Complicated demands The practice of burning offerings originated in Taoism, a leading faith in Taiwan, with the gifts primarily offered at funerals, death anniversaries and during key festivals when ancestors are honoured. Chen said his family intended to burn more offerings for his uncle on Friday’s Tomb Sweeping Festival when ethnic Chinese traditionally visit and tidy the graves of their ancestors to pay respect. Model maker Lin Chien-chiang, 55, has been in the business for 30 years and says consumer demands are becoming increasingly complex. These include miniature banks,
a space shuttle, and even an entertainment complex featuring a casino and a hostess club complete with ladies dressed in figure-hugging outfits. His most popular offerings include realistic miniature gadgets such as smartphones and laptops to a “mini vault” containing a wad of US dollars, gold bars and credit cards. Lin’s company is also one of a handful in Taipei that still manufacture bigger, traditional Chinesestyled houses made with paper and bamboo. But they fell out of fashion because of environmental concerns, as they used to contain styrofoam. “We are making changes to produce smaller and more intricate models to better suit the times. And using more environmentally friendly materials,” Lin said, adding that fewer than 20 percent of his orders now are for traditional houses. (afp)

UK services sector shrinks as Brexit uncertainty hits orders
LONDON - Britain’s huge services sector contracted in March for the first time since the immediate aftermath of the vote in June 2016 to leave the European Union as firms put off new investments until the fog of Brexit has been lifted, a survey found Wednesday.
Financial information company IHS Markit said the downturn in the sector, which accounts for around four-fifths of the British economy, reflected a lack of new work to replace completed projects, with many executives wanting Brexit clarity before making commitments. It said Brexit concerns and worries about the economy also appeared to hold back household spending. The firm’s main services sector purchasing managers index — a gauge of economic activity — fell to 48.9 points in March from 51.3 the previous month. Readings below 50 indicate a contraction in activity, and it’s the first time the index has fallen below that level since July 2016, when firms were dealing with the shock of the referendum result. “Service sector order books have contracted at the steepest rate since the height of the global financial crisis in 2009 so far this year, with companies reporting that Brexit uncertainty has dampened demand and led to cancelled or deferred spending, exacerbating a headwind from slower global economic growth,” said the firm’s chief business economist, Chris Williamson. Ethiopian crew followed procedure, but unable to control jet: report
ADDIS ABABA - The crew of the Ethiopian Airlines plane that crashed last month killing 157 people, repeatedly followed procedures recommended by Boeing, but were unable to regain control of the jet, according the investigators’ report released Thursday. The initial report, unveiled by Ethiopian Transport Minister Dagmawit Moges, cast further doubt on the system controlling the Boeing 737 MAX 8 model, which has been grounded worldwide for almost a month. “The crew performed all the procedures repeatedly provided by the manufacturer, but was not able to control the aircraft,” said Dagmawit Moges, unveiling results of the preliminary probe into the crash. The report recommends “the aircraft flight control system shall be reviewed by the manufacturer,” she said. “Aviation authorities shall verify that the review of the aircraft flight control system has been adequately addressed by the manufacturer before the release of the aircraft for operations,” she added. The release of the report came after the US Federal Aviation Administra-
tion (FAA) announced a review of the certification of the automated flight control system on the 737 MAX. Boeing is reviewing the report. The Ethiopian Airlines flight was headed to Nairobi on a clear morning on March 10 when it plummeted nosefirst into a field outside Addis Ababa just minutes after take-off, having reportedly experienced erratic steep climbs and descents. Similarities quickly emerged between the crash and that of an Indonesian Lion Air 737 MAX 8 flight in October last year which killed 189 people. Scrutiny has centred on an antistall system, developed specifically for the latest versions of the planes, that has given pilots problems. Dagmawit did not make specific
reference to the automatic anti-stalling system, but did mention a “repetitive nose-down” movement of the aircraft. The Maneuvering Characteristics Augmentation System (MCAS) is designed to automatically lower the aircraft’s nose if it detects a stall or loss of airspeed. Boeing issued a bulletin reminding operators of emergency guidelines to override the anti-stall system after the Lion Air crash. The Wall Street Journal reported Wednesday that pilots had shut off the anti-stall system, but switched it back on because they could not regain control, citing people briefed on the preliminary findings. Dagmawit did not give details of what happened in the cockpit during the fateful final minutes of the flight, but said takeoff “appeared very normal” and that all the crew had the requisite qualifications to operate the jet. The head of the accident investigation bureau Amdiye Ayalew said the full probe would take six months to a year, but that there had been no sign of “foreign object damage” to the aircraft. “Within this one year we’ll analyse

The company is anxious to win approval for a remedy that could get the planes back in the air. But the FAA, which faced harsh questioning last week at a congres-

TOKYO - A Japanese probe began descending towards an asteroid on Thursday on a mission to blast a crater into its surface and collect material that could shed light on the solar system’s evolution. The mission will be the latest in a series of explorations carried out by the Japanese space agency’s Hayabusa2 probe and could reveal more about the origin of life on Earth. But the task scheduled for Friday will be the riskiest yet of Hayabusa2’s investigations, and involves the release of a device filled with explosives. Survey points to 5 reasons for Jokowi-Ma’ruf’s victory
JAKARTA - A survey of 1,200 respondents conducted by Indo Barometer indicated that the presidential-vice presidential candidates of Joko Widodo (Jokowi) and Ma’ruf Amin would win the 2019 general elections. The survey, which collected information mainly through interviews, revealed five indicators for arriving at this conclusion. Indo Barometer’s researcher Hadi Suprapto Rusli said the first indicator was that a majority of the people - 64.4 percent - are satisfied with the government’s performance compared to 31.6 percent, who are unsatisfied. “Some 75.2 percent of people are expected to vote for Jokowi as compared to 74.1 percent for the Prabowo Subianto and Sandiaga Uno pair,” Hadi told a press conference here Tuesday. According to him, the second indicator, as revealed by the survey, is that Jokowi has a better personality and capability as compared to Prabowo. According to the survey, Jokowi has more experience (88.3 percent), is more attentive and closer to the people (86.2 percent). “Jokowi is smarter (84.4 percent), more capable of leading (77.7 percent), more Islamic or pious (74.5 percent) and more honest (67.8 percent). Prabowo is great at being firm (83.2 percent) and is respected as a big leader (79.9 percent),” he noted. The third indicator is Jokowi’s three card programs initiative, which received a positive response from the people. They are the Card for Cheap Basic Necessities, the Card To Go to Universities and the Pre-Work Card. “The fourth indicator is that a majority of the Indonesian Muslim respondents believe that Jokowi represents Islam more than Prabowo does. Some 45.5 percent of the respondents say they are in favour of Jokowi and 30 percent of them support Prabowo, while 24.5 percent of the respondents did not answer,” he said. “The fifth indicator is that Jokowi is popular among all segments of voters, including those divided on the basis of gender, villages-cities, islands, religions, ages, education, professions and the coalition supporting parties,” he said. JAKARTA - Bank Indonesia (BI) believes that the flow of foreign capital into the Indonesian financial market will be even stronger after the Presidential Election on April 17, 2019, as political uncertainty over the direction of Indonesia’s economic policy would end. “Hopefully, after the General Election, political uncertainty will end. So, the funds entering Indonesia will be even higher, and we will monitor them continuously,” said BI Senior Deputy Governor Mirza
Adityaswara, after the inauguration of the construction of the Financial Services Authority’s new building in Jakarta, Tuesday. With regard to external economic factors, Mirza said the situation is gradually improving, thus encouraging the inflow of foreign capital. The improved situation was due to the softening of the direction of the US Federal Reserve’s monetary policy and an assurance over US and China trade dispute negotiations. On the domestic front, there is hope that the current account deficit
will improve in the first quarter of 2019 compared to the fourth quarter of 2018, which was 3.5 percent of the Gross Domestic Product. In addition, he expects the flow of foreign capital in the first quarter and the second quarter of 2019 to increase as a result of an increase in investor confidence, which the elections are expected to bring. “The first quarter of this year saw foreign capital entering, continuing from the fourth quarter of 2018. Hopefully, after the election, it will increase further,” Mirza said.
Recalling the economic conditions during the presidential election five years ago, in 2014, Mirza said that Indonesia was lucky as the economic condition was good during that time. In 2014, the total foreign capital which entered reached US$26 billion. This amount represents the average foreign capital entering the Indonesian financial market each year. Stating that Indonesia still needs a lot of foreign capital to finance the current account deficit, Mirza said this was because the export performance had not improved, and
the import performance continued to increase. Indonesia needed a constant flow of foreign capital to maintain economic stability. “The current account deficit can be funded by ensuring adequate foreign investment (PMA) comes in. Usually, the one-year PMA from the balance of payments is 15-18 billion dollars. If continued foreign capital enters, it can go up to 20-26 billion dollars per year,” he said. The presidential election will take place on April 17, 2019, along with the election of legislators. (ant)

also produced in Tihingan Village. Common three-dimensional motifs that make up the pieces include barong faces and floral patterns. While most of the gamelans are sold to local artists, schools and village community halls island-wide, the Tihingan craftsmen also export to

LOS ANGELES - Mixed martial arts star Conor McGregor hinted he may not be retiring after all on Wednesday after a raciallycharged exchange of insults with rival Khabib Nurmagomedov. In a cryptic post on Twitter which came a week after he had vowed to hang up his gloves, the trash-talking Irishman indicated he was not done with fighting. “I want to move forward, with my fans of all faiths and all backgrounds,” McGregor wrote. “All faiths challenge us to be our best selves. It is one world and one for all. Now see you in the Octagon.” McGregor’s tweet appeared to be a response to criticism directed
towards him after an earlier post in which he insulted Nurmagomedov’s wife and the couple’s Muslim faith. McGregor swiftly deleted the post made late Tuesday. Nurmagomedov however reacted furiously to the insult, raising reported sexual assault allegations which McGregor faces in Ireland according to the New York Times. “You are a hypocrite who is not responsible for your actions,” Nurmagomedov wrote. “Justice will find you. We will see.” The vitriolic exchange prompted an intervention from UFC chief Dana White, who urged both camps to dial back their rhetoric. “I am aware of the recent social
media exchange between Khabib Nurmagomedov and Conor McGregor,” White said in a statement. “The ongoing situation has escalated to a level that is unacceptable. As such, we are taking the necessary steps to reach out to both athlete camps and this situation is being addressed by all parties internally.” Nurmagomedov defeated McGregor in a bout last October in Las Vegas in a contest that was marred by a massive brawl at ringside. The abuses are not acceptable at all and this must not be misunderstood.” Kean, along with his French teammate Blaise Matuidi and Brazilian Alex Sandro, were targeted by monkey noises and jeers throughout the match in Sardinia. LOS ANGELES - Mixed martial arts star Conor McGregor hinted he may not be retiring after all on Wednesday after a raciallycharged exchange of insults with rival Khabib Nurmagomedov. In a cryptic post on Twitter which came a week after he had vowed to hang up his gloves, the trash-talking Irishman indicated he was not done with fighting. “I want to move forward, with my fans of all faiths and all backgrounds,” McGregor wrote. “All faiths challenge us to be our best selves. Ethiopian crew followed procedure, but unable to control jet: report
ADDIS ABABA - The crew of the Ethiopian Airlines plane that crashed last month killing 157 people, repeatedly followed procedures recommended by Boeing, but were unable to regain control of the jet, according the investigators’ report released Thursday. The initial report, unveiled by Ethiopian Transport Minister Dagmawit Moges, cast further doubt on the system controlling the Boeing 737 MAX 8 model, which has been grounded worldwide for almost a month. “The crew performed all the procedures repeatedly provided by the manufacturer, but was not able to control the aircraft,” said Dagmawit Moges, unveiling results of the preliminary probe into the crash. The report recommends “the aircraft flight control system shall be reviewed by the manufacturer,” she said. “Aviation authorities shall verify that the review of the aircraft flight control system has been adequately addressed by the manufacturer before the release of the aircraft for operations,” she added. The release of the report came after the US Federal Aviation Administra-
tion (FAA) announced a review of the certification of the automated flight control system on the 737 MAX. Boeing is reviewing the report. The Ethiopian Airlines flight was headed to Nairobi on a clear morning on March 10 when it plummeted nosefirst into a field outside Addis Ababa just minutes after take-off, having reportedly experienced erratic steep climbs and descents. Similarities quickly emerged between the crash and that of an Indonesian Lion Air 737 MAX 8 flight in October last year which killed 189 people. Scrutiny has centred on an antistall system, developed specifically for the latest versions of the planes, that has given pilots problems. Dagmawit did not make specific
reference to the automatic anti-stalling system, but did mention a “repetitive nose-down” movement of the aircraft. The Maneuvering Characteristics Augmentation System (MCAS) is designed to automatically lower the aircraft’s nose if it detects a stall or loss of airspeed. Boeing issued a bulletin reminding operators of emergency guidelines to override the anti-stall system after the Lion Air crash. The Wall Street Journal reported Wednesday that pilots had shut off the anti-stall system, but switched it back on because they could not regain control, citing people briefed on the preliminary findings. Dagmawit did not give details of what happened in the cockpit during the fateful final minutes of the flight, but said takeoff “appeared very normal” and that all the crew had the requisite qualifications to operate the jet. The head of the accident investigation bureau Amdiye Ayalew said the full probe would take six months to a year, but that there had been no sign of “foreign object damage” to the aircraft. “Within this one year we’ll analyse

Boeing last week gathered hundreds of pilots and reporters for a presentation on proposed MCAS changes -- including the system no longer repeatedly making corrections when pilots try to regain control. The company is anxious to win approval for a remedy that could get the planes back in the air. But the FAA, which faced harsh questioning last week at a congres-

Survey points to 5 reasons for Jokowi-Ma’ruf’s victory
JAKARTA - A survey of 1,200 respondents conducted by Indo Barometer indicated that the presidential-vice presidential candidates of Joko Widodo (Jokowi) and Ma’ruf Amin would win the 2019 general elections. The survey, which collected information mainly through interviews, revealed five indicators for arriving at this conclusion. Indo Barometer’s researcher Hadi Suprapto Rusli said the first indicator was that a majority of the people - 64.4 percent - are satisfied with the government’s performance compared to 31.6 percent, who are unsatisfied. “Some 75.2 percent of people are expected to vote for Jokowi as compared to 74.1 percent for the Prabowo Subianto and Sandiaga Uno pair,” Hadi told a press conference here Tuesday. According to him, the second indicator, as revealed by the survey, is that Jokowi has a better personality and capability as compared to Prabowo. According to the survey, Jokowi has more experience (88.3 percent), is more attentive and closer to the people (86.2 percent). “Jokowi is smarter (84.4 percent), more capable of leading (77.7 percent), more Islamic or pious (74.5 percent) and more honest (67.8 percent). Prabowo is great at being firm (83.2 percent) and is respected as a big leader (79.9 percent),” he noted. The third indicator is Jokowi’s three card programs initiative, which received a positive response from the people. They are the Card for Cheap Basic Necessities, the Card To Go to Universities and the Pre-Work Card. “The fourth indicator is that a majority of the Indonesian Muslim respondents believe that Jokowi represents Islam more than Prabowo does. Some 45.5 percent of the respondents say they are in favour of Jokowi and 30 percent of them support Prabowo, while 24.5 percent of the respondents did not answer,” he said. “The fifth indicator is that Jokowi is popular among all segments of voters, including those divided on the basis of gender, villages-cities, islands, religions, ages, education, professions and the coalition supporting parties,” he said. JAKARTA - Bank Indonesia (BI) believes that the flow of foreign capital into the Indonesian financial market will be even stronger after the Presidential Election on April 17, 2019, as political uncertainty over the direction of Indonesia’s economic policy would end. “Hopefully, after the General Election, political uncertainty will end. Recalling the economic conditions during the presidential election five years ago, in 2014, Mirza said that Indonesia was lucky as the economic condition was good during that time. In 2014, the total foreign capital which entered reached US$26 billion. This amount represents the average foreign capital entering the Indonesian financial market each year. Stating that Indonesia still needs a lot of foreign capital to finance the current account deficit, Mirza said this was because the export performance had not improved, and
the import performance continued to increase. Indonesia needed a constant flow of foreign capital to maintain economic stability. “The current account deficit can be funded by ensuring adequate foreign investment (PMA) comes in. Usually, the one-year PMA from the balance of payments is 15-18 billion dollars. If continued foreign capital enters, it can go up to 20-26 billion dollars per year,” he said. UK services sector shrinks as Brexit uncertainty hits orders
LONDON - Britain’s huge services sector contracted in March for the first time since the immediate aftermath of the vote in June 2016 to leave the European Union as firms put off new investments until the fog of Brexit has been lifted, a survey found Wednesday.
Financial information company IHS Markit said the downturn in the sector, which accounts for around four-fifths of the British economy, reflected a lack of new work to replace completed projects, with many executives wanting Brexit clarity before making commitments. It said Brexit concerns and worries about the economy also appeared to hold back household spending. The firm’s main services sector purchasing managers index — a gauge of economic activity — fell to 48.9 points in March from 51.3 the previous month. Readings below 50 indicate a contraction in activity, and it’s the first time the index has fallen below that level since July 2016, when firms were dealing with the shock of the referendum result. “Service sector order books have contracted at the steepest rate since the height of the global financial crisis in 2009 so far this year, with companies reporting that Brexit uncertainty has dampened demand and led to cancelled or deferred spending, exacerbating a headwind from slower global economic growth,” said the firm’s chief business economist, Chris Williamson. Regent anxious as many villages invest in large amount
SEMARAPURA - The authority possessed by villages in managing their budget made the regional government quite anxious. With such large amount of budget, there are villages that dare to allocate their budgets for business aspects, utilizing the BUMDes with substantial funds. Regent of Klungkung, Nyoman Suwirta, stated that without careful planning, this is very risky to result in new problems. Regent Suwirta told on Wednesday (Apr. 3) that he is quite anxious because a big investment needs a careful planning and the capability of its human resources. For large investment like the making of tourism facilities, according to Regent Suwirta, the BUMDes should invest gradually. Make a small investment first and then make sure villages have a great opportunity to develop first. After showing off tangible results, the development can be executed. “It is better to invest gradually from a small one first, but it must be obviously productive,” said Regent Suwirta. According to him, village investment in tourism is too risky and the results are unclear. However, he was reluctant to mention which villages are referred to. For instance, a large investment is made in tourism sector where the BUMDes builds tourist accommodation, but tourist visits are fluctuating. There are also villages investing in tourism by making trekking path but the trekking program does not work. “If in Nusa Penida, village investment in the form of tourist accommodation may be more feasible because tourism development grows rapidly. However, they do not want to allocate any budget through their APBDes. Moreover, they are competing to establish a new headman’s office. Garbage is not even made into a priority,” concluded Suwirta. The Electoral Supervisory Board (Bawaslu) of Jembrana received two complaints about alleged violations.
NEGARA - The Electoral Supervisory Board (Bawaslu) of Jembrana received two complaints about alleged violations suspected to be mutually related on Tuesday (Apr. 3). The report is related to the banner of one of the legislative candidates in the Electoral District 5 of Jembrana (Jembrana sub-district). However, the two complaints have not been registered by the Bawaslu Jembrana as an official report because they are considered incomplete. The first complaint is submitted by a legislative candidate and the team of I Wayan Rayun, district legislative candidate of PDI-P originating in the electoral district 5 of Jembrana. Rayun, through the PDI-P Jembrana legal counsel team, Wayan Sudarsana, objected to the mentioning of his name in another party’s banner known to
have been installed at two points without his permission. Interestingly, the banner of the other political party candidate is none other than Rayun’s wife. According to Sudarsana, after being asked to the person concerned (Rayun’s wife), she did not know and never made such banner. So, the banner was considered to be unidentified and profited Rayun’s name. “On the legislative candidate’s banner from other political party, there is the name Mr. Rayun without prior permission and has been installed,” explained Sudarsana. Furthermore, in the afternoon, another complaint is related to allegation on the dismantling of banners without permission and was submitted by a team from the Perindo Party of Jembrana. One of the two representatives is Chairman
of the Perindo Jembrana, Putu Eka Susiana Putra. The team of Perindo also included evidence of the person alleged to have dismantled the banner of one of the Perindo’s legislative candidates. Meanwhile, Chairperson of the Jembrana Electoral Supervisory Board, Pande Made Ady Muliawan, said the complaints from two different parties had been received by the Electoral Supervisory Board along with the two banners. However, both have no material evidence and corroborating witnesses. Bawaslu gives the parties three days to complete the requirements. “We have just received them, but we do not yet know whether this is related or not. Across the global Chinese diaspora, burning paper offerings has long been seen as a way to send ancestors gifts that they can use in the afterlife. In recent years, traditional paper incarnations of money and gold bars have given way to the more modern -- paper iPads and mobile phones, washing machines, cars, televisions and credit cards. But a handful of paper model makers in Taiwan are taking the art to a new level and crafting offerings that bestow on the dead the kind of trappings only experienced by the truly rich and famous in the land of the living. “We believe that people will move on to another world after they die,” explained Taipei businessman Chen Shu-hsuan, as he attended his uncle’s funeral. Moments before, family members prayed as a detailed model of a two-storey mansion created for the deceased went up in flames, com-
plete with working lights, paper staff and a luxury car tucked away inside an attached garage. “We hope he would live a good afterlife in that world so we prepare a paper house and a lot of paper money so he could have the means to live well,” Chen said.

His most popular offerings include realistic miniature gadgets such as smartphones and laptops to a “mini vault” containing a wad of US dollars, gold bars and credit cards. Lin’s company is also one of a handful in Taipei that still manufacture bigger, traditional Chinesestyled houses made with paper and bamboo. But they fell out of fashion because of environmental concerns, as they used to contain styrofoam. “We are making changes to produce smaller and more intricate models to better suit the times. Badung restocks thousands of fingerlings
MANGUPURA — In order to preserve and safeguard the ecosystem, the Badung district government conducted a restocking of freshwater fingerlings. At least 2,500 fingerlings were distributed in four villages, namely Baha village, Carangsari village, Sibang Gede village and Tibubeneng village. Head of the Badung Fisheries Agency, Putu Oka Swadiana, said the restocking is a movement to control the use of fishery resources. This is realized by spreading fingerlings in public waters. “At the same time, it is also in line with the effort to improve the movement to popularize the consumption of fish in order to be healthy and intelligent,” said Oka Swadiana, when confirmed on Wednesday (Apr. 3). According to him, the activity of fingerling stocking can maintain environmental cleanliness and preservation of fish resources. “This movement also simultaneously makes the river or public waters as a source of life, including making fish as one of the solutions to improving community nutrition,” he said. Chairperson of PKK Badung, Mrs. Seniasih Giri Prasta, who was present at the restocking event, hoped that other than maintaining river ecosystem, the fingerling restocking will also support the movement of nutritious fish consumption for children so as to increase children’s intelligence. “Through this activity, housewives can introduce to their children to get interested in consuming fish for health. By that way, our children do not only know fast food,” she explained. To handle organic waste, Tabanan to get assistance from Japan
TABANAN - After providing assistance in the form of Micro Hydro Power Plant (PLTMH), Toyama government of Japan plans to provide assistance in the form of tools for processing organic fertilizer for Tabanan district. As planned, the factory of organic fertilizer with the assistance of tools from the Toyama government will be built at Buwit village, Kediri. Head of the Tabanan Environment Agency (DLH), I Made Subagia, stated on Wednesday (Apr. 4) said the provision of the organic fertilizer processing equipment is under process. If it runs smoothly, the assistance will be provided in 2020. “So, the Toyama government of Japan provides the assistance
in the form of tools while we in the Tabanan district government prepare the land and buildings,” said Subagia. The organic fertilizer processing site will be prepared on 0.25 hectare of district government’s land at Buwit village, Kediri. In order to be realized, it certainly requires dissemination and the changing of waste disposal pattern in the community. According to Subagia, if the organic fertilizer processing plant operates, it will require at least 17 tons of organic waste per day. This number is certainly not small and requires the involvement of the entire community in order to be able to fulfill the needs.
Therefore, continued Subagia, from now on his agency is conducting dissemination to the community and changing people’s habits in terms of household waste management. “There is a need for public awareness of sorting out household waste where the sellable plastic waste is separated and then sold through a waste bank. Meanwhile, this organic waste will later be taken to an organic fertilizer processing plant,” explained Subagia. If the community has owned an awareness of sorting household waste, definitely the coordination will be carried out between the Environment Agency and villages in Tabanan. According to him, vil-
lages can also play a significant role in processing this waste by allocating village funds for processing waste. “Twenty percent of village funds can be allocated for processing waste. Hopefully, if every village has a waste management system, there will be no more illegal landfill,” said Subagia. Even though not all villages have waste bank and waste management facilities, Subagia added that some villages already have very good systems such as Munduk Temu village, Selabih village, Megati village and Lalalingah village. He hoped the villages can become a model for other villages in Tabanan. On the other hand, to increase aware-
ness and change people’s mindsets in managing their waste, Subagia will start dissemination in Tabanan sub-district first as a pilot project. ’”We will team up with PKK housewives because the household waste managed originates from them. We increase their awareness to sort out household waste,” explained Subagia. If this organic fertilizer factory can be realized and the awareness of the community to sort out household waste is increasing, surely in the future the amount of residue coming to the Mandung landfill can be reduced. The inmates have high vivacity to make barong masks, he said, after seeing the Ngelawang shows by children on Kuningan holiday. To support the activities, the inmates are advised to make cultural crafts. Incidentally, one of the inmates is very good at carvings. “The workmanship uses mutual cooperation system, where they are respectively tasked to apply sandpaper, paint as well as carve,” he said. The Specials: ‘Before, we were shouting - now we’re saying it nicely’ LONDON - Lynval Golding still has flashbacks. They are no longer frequent, almost 40 years on, but there will always be little things, noises, sudden movements, that trigger the memories. That’s the hardest part, he says, of getting over a violent attack. The physical scars heal, eventually. The emotional scars take a lot longer to fade. The Specials guitarist and singer was stabbed in Coventry city centre in 1982; his neck slashed in a racist attack which left him fighting for his life in intensive care. With knife crime dominating the headlines, the reminders are everywhere. “The hardest part of it is how long it takes you to get over the emotional side,” Golding says. “The scar will be healed but the emotional side, it takes years. It’s hard to understand the trauma, and how many years it takes to feel normal. “Afterwards, for a long time, when I went to a pub I would stand with my back against the wall, to make sure I could see people. The emotional part of it is everlasting. Any little noise, you know?” Golding says he had another run-in near Westminster last year which brought it back. “I was about to sit on a bench where this guy was sitting on his
own. He says, ‘you can’t sit here, I’ll stab you’. Straight away, flashbacks. He pulled something out, it looked like an ornamental sword. I backed away and called the police.” Golding is speaking to Sky News from a hotel in Cologne, west Germany, as he prepares for the first night of The Specials’ 40th anniversary tour, which will take shows across Europe before the UK and then the US and Canada. The ska and 2-tone legends’ current incarnation features original members Terry Hall and Horace Panter, along with Golding, and they are still celebrating their first ever number one album, Encore, which peaked at the top of the charts in February; coming as the country prepares for Brexit, it was a poignant milestone for the band that provided a musical backdrop to the political turmoil of the late 1970s and early ‘80s.
