‘Lego Movie’ built to be a better toy film

Toy movies occupy a spot on the respectability meter somewhere between talking dog films and “Showgirls.” Even in a business not always known for the most honorable of ambitions, films based on toy lines smack of a crass grab at cross-merchandizing.

Since the popularity of the “Transformers” franchise, Hollywood has increasingly turned to Hasbro toys like G.I. Joe and Battleship to capitalize on their familiar brands.

Chris Miller and Phil Lord, co-writers and co-directors of “The Lego Movie,” were well aware of the dim reputation of toy movies. But in their short but rapidly ascending careers, the comic duo has turned weak premises like a “21 Jump Street” remake and an adaptation of “Cloudy With a Chance of Meatballs” into surprisingly fresh, crowd-pleasing hits.

“One day we want to work on a movie that sounds like a good idea from the start,” jokes Miller. “Our success has been based on low expectations.”

“The Lego Movie,” opening Friday, is far more inventive and satirical than you might expect. Made with a conscious resistance to the pitfall of toy-based movies, it’s imbued with a childlike playfulness and a subversive mockery of corporate control.

“We actually really enjoy a challenge and get excited by solving a seemingly impossible puzzle,” Miller says. “Each one of those movies — ‘Cloudy With a Chance of Meatballs,’ ‘21 Jump Street’ and ‘The Lego Movie’ — we were like, ‘That sounds terrible. It’s probably going

to be terrible, unless ... unless, there is one way you could do it.’”

“That’s basically our entire career,” says Lord.

The concept that Lord, 36, and Miller, 38, came up with was to capture the experience of playing in a deep box of the interlocking plastic bricks. In a world composed of Legos, following the rules, or the instructions, is a way of life. Workers happily sing the anthem “Everything Is Awesome,” and are pacified by bland state-controlled entertainment, like the TV show “Where Are My Pants?”

A law-abiding construction worker named Emmet (voiced by Chris Pratt) inadvertently stumbles across a rebellion against leader Lord Business (Will Ferrell), revealing a ragtag of mismatched characters, from Batman (Will Arnett) to Abraham Lincoln (Will Forte). A battle ensues between lock-step uniformity and creative chaos.

Saying just how much the movie mimics the experience of a child playing with Legos would spoil it. The Los Angeles Times called the film “the firstever postmodern toy movie.”

However, along the main roads and strategic locations have now been adorned with illegal billboards with a variety of sizes and they make Bali look dirty.

According to a lecturer of the Bali Tourism Institute (STP) Nusa Dua Bali, Ni Made Eka Mahadewi, some time ago, the tourism could run as expected when the seven-

charm aspect (Sapta Pesona) could have been implemented well by the entire community. The safety, orderliness, sanitation, beauty, friendliness, coolness and the

memories should be maintained accordingly. Meanwhile, the urban beauty was part of tourist attraction. So, harming the beauty meant it had damaged the tourism and dropped the economy in the tourism sector.

Without the charms or the socalled tourist attraction in tourism, said Eka, travelers would not get interested in visiting the destination.

Installation of billboards without being regulated beautifully was considered to be the destroyer of

the beauty in the tourist attractions.

On that account, the community should maintain the beauty to support tourism.

Responding to the proliferation of illegal billboards, according to her, there had been parties that should monitor it. If there were billboards installed haphazardly, it meant the relevant agencies did not carry out their duties maximally. Installation of many illegal billboards would interfere with the beauty as they hampered the sight. “The

beauty factor has not been worked up. It needed arranging to keep the Bali tourism,” she said.

Meanwhile, according to the academician Putu Sarjana, such conditions were not suitable for Bali as it gave slump impression.

“The Sanitation and Landscaping Agency (DKP) should proactively and firmly discipline it. Moreover, the billboard was installed in tourist areas haphazardly,” said Putu Sarjana.

“The Benoa Bay is inseparable from Bali Regional Spatial Plan.

The whole responsibility must be held by Bali government, not to be handed over to central government especially the investors,” he said. If investors still imposed their will to reclaim Benoa Bay, the only way, according to Arwata, was all out struggle.

DENPASAR - Employees of Bounty Hotel Kuta, Badung, were surprised by the swoon of one of the room occupants of Australian national named Rohan Max Fitzgerald, 26, Sunday (Feb 2) at 4:30 p.m. More surprisingly, after fainting and getting medical care at the BIMC Hospital, the victim was declared dead.

It has not been known for sure the cause of fainting, whether due to illness or there is something else. So far, the case is being handled by Kuta Police.

Spokesperson of Denpasar Police, IB Sarjana, said on Monday (Feb 3) the victim occupied the hotel room number 115. It was unknown what happened, while the witness who was also a local hotel employee named I Made Sugiharta Mahartawan received information via handy-talky? that there was a guest who collapsed in front of the bathroom. Once checked, the victim was found unconscious. The victim was rushed to the BIMC Hospital to get immediate medical care. Unfortunately, shortly after being treated the victim was declared dead. “We are still investigating the case,” said Sarjana.

From the results of provisional examination, said Sarjana, there were no signs of violence on the victim’s body. Regarding the cause of collapse was still under investigation of the officers. “There are no signs of violence on the victim’s body,” said Sarjana. (kmb21)

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

SAN FRANCISCO - Facebook has grown into an Internet giant over the last decade, but it is celebrating its birthday with a low-key, belated party and an eye toward the future.

While the arrival of its 10th anniversary on Tuesday has pundits analyzing the social network’s past and theorizing about its future, the Internet juggernaut is trying to stay focused on the job at hand.

“Just as we do every year, we will have an internal party on Friday afternoon,” Facebook spokeswoman Arielle Aryah told AFP in response to a query regarding the company’s birthday celebration plans.

It remained to be seen whether the Menlo Park, California-based social network, which now boasts over a billion users, had something playful planned for its actual anniversary on Tuesday.

In an earnings call last week to discuss stellar quarterly results, Facebook chief and co-found Mark Zuckerberg gave a nod to the growth seen during the past decade but focused on the future.

Zuckerberg spoke of making “apps” for showcasing Facebook features on smartphones or tablets to stay in synch with mobile Internet lifestyles.

Long-range goals included using

artificial intelligence to figure out how pictures, videos, comments and more shared at Facebook are related and of shooting toward helping people share anything they want, with anyone they want, whenever they want.

Facebook broke ground late last year on an expansion to its campus in former Sun Microsystem digs in the Silicon Valley city of Menlo Park.

The new West Campus was designed by respected architect Frank Gehry.

As Facebook celebrates its 10th anniversary, the world’s biggest social network is finding its path as a maturing company, adapting to an aging user base.

Zuckerberg has repeatedly described Facebook’s mission as “making the world more open and connected,” and some say he has accomplished just that.

The company created in a Harvard dorm room in 2004 has established itself as a phenomenon, securing its place in the world of the technology giants.

“Facebook has made the world much smaller, much more interactive,” said Global Equities Research analyst Trip Chowdhry.

In its short history, Facebook has become a part of daily life for more than a billion people around the globe.

“More than 20 percent of all time spent on the Internet is spent on Facebook,” says Lou Kerner, founder of the Social Internet Fund.

Facebook says it has a global total of 1.23 billion monthly active users, including 945 million who use the social network on a mobile device.

And, a Pew Research Center survey released Monday suggests no slowing momentum for the network, even though more than half of US Facebook users said they are turned off by oversharing and didn’t like the fact that they showed up in pictures without giving permission.

After a calamitous initial public offering in May 2012 plagued by technical glitches, Facebook saw its share price slump by half.

WASHINGTON — Freed by a recent legal deal with government lawyers, major technology firms released new data Monday on how often they are ordered to turn over customer information for secret national security investigations — figures that show that the government collected data on thousands of Americans.

The publications disclosed by Google, Microsoft, Yahoo, Facebook, LinkedIn and Tumblr provided expanded details and some vented criticism about the government’s handling of customers’ Internet data in counter-terrorism and other intelligence-related probes. The figures from 2012 and 2013 showed that companies, such as Google and Microsoft, were compelled by the government to provide information on as many as 10,000 customer accounts in a sixmonth period. Yahoo complied with government requests for information on more than 40,000 accounts in the same period.

The companies earlier provided limited information about government requests for data, but a new agreement reached last week with the Obama administration allowed the firms to provide a broadened, though still circumscribed, set of figures to the public.

Seeking to reassure customers and business partners alarmed by revelations about the government’s massive collection of Internet and computer data, the firms stressed details indicating that only small numbers of their customers were targeted by authorities. Still, even those small numbers showed that thousands of Americans were affected by the government requests approved by judges of the secret Foreign Intelligence Surveillance Court.

The data releases by the five major tech firms offered a mix of dispassionate graphics, reassurances and protests, seeking to alleviate customer concerns about government spying while pressuring national security officials about the companies’ constitutional concerns. The shifting tone

in the releases showed the precarious course that major tech firms have had to navigate in recent months, caught between their public commitments to Internet freedom and their enforced roles as data providers to U.S. spy agencies.

In a company blog post, Microsoft General Counsel Brad Smith scolded the U.S. and allied governments for failing to renounce the reported mass interception of Internet data carried by communications cables. Top lawyers and executives for major tech firms had previously raised alarms about media reports describing that hacking

by U.S. and UK spy agencies and cited them during conversations with U.S. officials during President Barack Obama’s internal review of planned changes to the government’s spying operations.

The new figures were released just a week after major tech firms announced a legal agreement with the Justice Department. But lawyers and executive for the companies openly vented their discomfort with the government’s continuing insistence that they could only provide broad ranges instead of the actual numbers of government requests.

Google and all the other companies denied that they gave any government unfettered access to their users’ info.

The companies are worried more people will reduce their online activities if they believe almost everything they do is being monitored by the government.

A decline in Web surfing could hurt the companies financially by giving them fewer opportunities to show online ads and sell other services.

The companies can only reveal how many total requests they receive every six months, with the numbers in groupings of 1,000. And even those general numbers must be concealed for at least six months after any reporting period ends. That restriction means the FISA requests for the final half of last year can’t be shared until July, at the earliest.

The data coming out Monday indicated the U.S. government is digging deeper into the Internet as people spend more time online.

DENPASAR - Chaos related to sluggish disbursement of grant fund in the Bali Regional Budget 2013 remains to cause disappointment and trauma among the members of the Bali House and Balinese people. The politician nicknamed Pak Oles said the Governor and Deputy Governor had failed to disburse the grants to the community having been approved in the regional budget 2013. He criticized scathingly if there had been falsehood to Balinese people whose grant funds could not be disbursed.

“Ultimately, the Governor admitted the administrative mistakes and poor coordination between the Governor with Deputy Governor and Regional Secretary in the Bali House plenary meeting some time ago. I have explained it very clearly what is happening at the level of Governor and Deputy Governor to community groups that should receive the grants,” said Mr. Oles posing a member of Commission II of the Bali House.

This politician from Buleleng added the community receiving the grants understood the ongoing condition and the political situation. They hoped the mistake in the grant implementation in the regional budget 2013 would not occur again to the grant in the regional budget 2014. The governor should no longer disburse the grant funds in the last month or yearend. As a result, people were disappointed by the chaotic implementation of the grant in

2013. “They sent their disappointed regards over this inconvenient incident to Governor and Deputy Governor,” he affirmed.

Responding to such interruption, Chairperson of the plenary session doubling as Deputy Chairman of the Bali House IB Putu Sukarta said that institutionally the House would oversee the implementation of the grant in the parent budget 2014. “We convince the people that the governor has given his commitment for the grant in the parent regional budget and amended budget. Let us keep the commitment together. Even, I’ve heard the grant in the parent budget has been processed and it reached 5,000 proposals,” said Sukarta.

Met after the plenary session, the Governor of Bali Made Mangku Pastika said his party had committed to improving the implementation of grant in the parent regional budget 2014. Even, he promised to disburse the grant proposal in March. He said there were many grant proposals in the parent regional budget reaching more than 5,000 where most of them came to Public Works reaching more than 4,000 proposals so it took time and hard work to handle them. “That’s a

lot. Probably, we cannot accomplish them all. Nevertheless, we do our best to complete them,” he said.

Pastika explained the grant proposals had been processed in the form of administrative verification and field verification. Of those proposals, many proposals were found to have not been equipped with complete administrative requirements so the beneficiaries should complement and improve the proposal. Once the proposal was administratively correct and factually existed, it was resumed with the determination of decree of grant which would then be processed for the making of ??regional grant agreement (NPHD) and the last process was the disbursement warrant (SP2D).

“We have a lot of proposals whose requirements have not been complete so they are returned to the House for revision. Having met the administrative check, it is resumed with field check. Our team will come down to check whether the proposal is really correct and made an official report and decree as the subsequent process. It is then followed up with the making of grant agreement and signed by regional secretary, not by me, so the process is shorter,” said Pastika. (kmb29)

DENPASAR - Electricity consumption in Bali continues to increase each year. The electricity consumption on the Island of the Gods in 2013 reached 721 Mega Watt (MW) in the peak load. Such consumption was dominated by hotels reaching 65 percent. General Manager of PT PLN Bali Ida Bagus Mardawa explained it.

“Concentration of the PLN Bali today is on the area of ??Southern Bali. Revenue of the PLN from hotels per year reached IDR 3.4 trillion. Meanwhile, the consumption of household customer only amounts to 35 percent of it,” explained Mardawa while adding that his term in Bali had ended and was subsequently appointed as GM of PT PLN in East Java.

According to him, the power supply in Bali remained safe. But the challenges ahead, said Mardawa, if it would not be attempted additional non-fuel power plants, there would be a deficit. Of the existing 820 MW power availability, only 200 MW sourced from non-fuel power plants. “Such condition is not very economical. Therefore, the PLN Bali always attempts in order the electricity supply remains adequate, reliable (without outage) and economic,” he said.

Currently, it was being worked on two Java-Bali submarine cables.

In addition, the private sector was also building coal-fired power plant at Celukan Bawang, Buleleng. PHILADELPHIA — Another round of snowy weather hit the eastern United States on Monday, killing at least two people, disrupting thousands of flights and hurting travel plans for people trying to return home from the Super Bowl football championship in the New York City area.

AMLAPURA - Heavy rain caused flash floods at West Tianyar, Kubu, Karangasem, Sunday afternoon (Feb 2). Part of the Merajan Alit Karang Timben temple was damaged by cliff avalanche. In addition, a number of homes were damaged as well as the road was disconnected as eroded by floods.

Another revetment belonged to other resident, I Nengah Wenten, 50, also collapsed along 12 meters. Similar disaster was also experienced by I Gede Pupul, a resident of West Tianyar, where his compound wall also collapsed along the 15 meters with a width of collapse of 1 meter. A bus overturns, one passenger killed Bali Post

NEGARA - A bus serving the Denpasar-Gilimanuk route overturned at Candikusuma village, Melaya, precisely at milepost 108109 kilometer, Monday (Feb 3).

Sehati bus with license plate DK 9005 AQ suddenly braked to overturn. One of the passengers from Jember died of concussion.

Information gathered last Monday told if the bus was driven by Wayan Degeng, 37, from the direction of Denpasar to Gilimanuk.

Originally the bus was running at medium speed. When approaching the scene, at sloping descending road section with intact road markings the bus overtook an unknown motorcycle and took the right path.

On returning to the track, suddenly there was a motorbike in front of the bus taking middle lane alleged to be about to turn right.

The bus driver living at Ubung was shocked and suddenly braked the vehicle. When braking, the bus carrying 15 passengers swerved to

the left. It crashed into a tree before finally overturned on the road.

As a result of the accident, one of the passengers died and two others suffered minor injuries. From identification made by police, the dead victim was on behalf of Hadi Wiyanto, 51, from Kradjan hamlet, Sukorambi village, Jember.

Victim suffered active bleeding from the ear and died at the scene.

Meanwhile, two other victims suffering minor injuries were Wiwin Andayani, 19, from Srono, Banyuwangi and Beny Waluyo, 53, from Mulyorejo, Banyuwangi.

Up to Monday afternoon, the bus remained to overturn with the damage to windshield and was dented to left body due to collision. Traffic Affairs Chief of Jembrana Police Heri Supriawan accompanied by Traffic Accident Unit Made Artika with permission from Chief of Jembrana Police when asked for his confirmation justified the bus accident. Secretary of the Karangasem Regional Disaster Mitigation Agency (BPBD), Ketut Prama Budarta, said on Monday (Feb 3) that his staff had made data collection on the damages to temples, buildings and roads at that location.

He said the Merajan Alit Karang Timben was venerated by 15 families. The damage happened due to the avalanche of cliff next to the temple. Additionally, two kitchens sizing 3 x 3 meters belonging to I Gede Nita, 65, were also damaged.

Revetment of Nita’s home along 15 meters with a height of 2.5 meters was broken. He estimated the total loss occurred valued at IDR 15 million.

73-year-old New York City man was fatally struck by a backhoe that was moving snow. A 10-year-old girl was in serious condition after she was impaled by a metal rod while sledding north of Baltimore.

Government offices, courts and schools closed in parts of Connecticut, Delaware, Maryland, New Jersey, Ohio, Pennsylvania and West Virginia; scattered power outages were reported throughout the region.

Another storm is likely to hit the same region beginning Tuesday night, bringing a combination of rain, freezing rain and snow, said Gary Szatkowski, a weather service meteorologist in New Jersey.

KARANGASEM - At least 117 employees of Pertamina at Manggis Depot made a strike and demonstration again on Monday (Feb 3). One of demonstration coordinators Nyoman Sudarta told that it was made because the employee severance pay amounting to 8.33 percent of the total basic salary in 2013 had not been paid.

The strike started in the morning.

Due to the demonstration, they did not work temporarily. Protest action by hundreds of employees caused police to secure quite tightly. Dozens of police, including personnel of the Indonesian Military (TNI) came to location of the vital installation or object.

Last week, the local employees also struck for the same demand.

Nyoman Sudarta said that the employee severance amounting to 8.33 percent of the basic salary should have been paid in 2013. But it was not done by the management. Even, the management of PT Martalima Jaya (MJ) as the labor provider for the Pertamina state-owned enterprises (SOEs) insured the employee severance to PT Tunggal Mandiri.

the existing regulations. However, what the employees demand is clearly different from the existing provisions,” said Iwan Yuda.

On the other hand, Rusni Efendi rejected if his party had not made socialization regarding the insurance of the employee severance.

“We have socialized it on January 6 and 8, and at this time (explanation at the time of demonstration by employees—Ed) we’ve also conveyed. However, the socialization made all this time ended without agreement or faced deadlock,” said Rusni.

He added that regarding the self-insurance program was put in place because his party received the regulations by December 30, 2013 from PT Pertamina. “We do hope the employees to comply with the provisions. We will pay the severance from January to February now.

However, the independent program (annual severance) could not be paid because it has been set forth in the provision of central office,” he explained.

After receiving the explanation, hundreds of those employees finally disbanded in an orderly manner and returned to work. “Thankfully, there was no tension. No employees made troubles and everything went orderly,” said the Operations Chief of Karangasem Police AA Mudita who led its personnel to secure the situation. (013)

BANGKOK - The United States warned Monday against moves to stage a military coup in Thailand as anti-government protesters vowed to press on with their fight after a disrupted weekend election.

With defiant demonstrators pledging to continue weeks-long street rallies aimed at ousting Thai Prime Minister Yingluck Shinawatra, the US said it was “concerned that political tensions” were challenging the divided kingdom’s democracy.

Thailand’s protest-plagued elections have ushered in a new chapter of political uncertainty that experts say leaves the embattled government increasingly vulnerable to court intervention or a military coup.

“We certainly do not want to see a coup or violence,” US State Department spokeswoman Jen Psaki said after opposition protesters prevented voting at thousands of polling stations on Sunday, prompting election authorities to withhold results until ballots are cast in all constituencies.

“We are speaking directly to all elements in Thai society to make clear the importance of using democratic and constitutional means to resolve political differences,” Psaki added.

There is little sign of an end to the deadlock, with the ruling Puea Thai party braced for court challenges against the poll -- which was boycotted by the main opposition Democrat Party -- as well as other legal moves against Yingluck. The Thai premier’s opponents say she is a mere puppet for her elder brother Thaksin, who was ousted by the military in 2006 and lives in Dubai to avoid prison for a corruption conviction.

Hundreds of protesters began another march across the capital Bangkok on Monday to raise support and funds for their three-month campaign to topple the government.

The demonstrators want Yingluck to step down and make way for an unelected “people’s council” to oversee reforms to tackle corruption and alleged vote-buying.

With no official figures for voter turnout, both sides claimed success in the election, which passed in relative peace after a gunfight on Saturday in a Bangkok suburb stoked fears of serious clashes between the rival sides.

“According to the constitution, the election must be held on the same day. It was impossible to do it,” protest spokesman Akanat Promphan told reporters at the start of the march.

“It’s clear that this election must be nullified,” he said.

The group said it would dismantle a num-

ber of protest stages in the capital but maintain its self-styled “shutdown” of the city. A defiant ruling party said ballots were cast by more than half of the 44 million Thais who were able to vote. Disruption was mostly in Bangkok and southern opposition strongholds.

“That shows that half of the population wants democracy and wants a parliament formed by the majority,” said Puea Thai party spokesman Prompong Nopparit.

“It is not a victory for Puea Thai but a victory for the people who love democracy and love peace,” he added.

Labour Minister Chalerm Yubamrung, who is overseeing the government’s security response to the protests, predicted Puea Thai would claim “between 265 and 289 seats” at the polls.

BRUSSELS - Corruption across the European Union’s 28 countries costs about 120 billion euros ($162 billion) per year -- a “breathtaking” sum equal to the EU’s entire annual budget, EU Home Affairs Commissioner Cecilia Malmstroem said Monday.

Malmstroem said the actual figure could be even higher, despite the estimate amounting to a little less than one percent of the bloc’s total economic output.

“The extent of the problem in the EU is breathtaking,” Malmstroem wrote in an op-ed piece in Swedish newspaper Goeteborgs-Posten.

“Corruption undermines faith in democratic institutions, drains the legal economy of resources and is a breeding ground for organised crime.”

Presenting the European Commission report, the bloc’s first, Malmstroem emphasised the figure was “an estimation” and said the actual amount is “probably... much higher.”

She called on member states to do more to stamp out the problem, saying: “The price of not acting is simply too high.”

The report does not rank the countries as to the seriousness of the problem nor suggest legal remedies, with Malmstroem saying that could follow after talks with member states.

But “one thing is very clear -- there is no ‘corruptionfree’ zone in Europe,” she said.

While Malmstroem refused to point the finger at any particular country, the EU has had longstanding concerns about corruption in Bulgaria and Romania, especially over their use of EU funds, and both were put under a special monitoring mechanism when they joined the bloc in 2007.

The report said that “fighting corruption has long been a priority for Bulgaria” but despite best efforts, the problem “remains widespread”.

A poll found 84 percent of Bulgarians agreed corruption is prevalent while last year there were large demonstrations against the government’s ties with wealthy oligarchs.

Among possible steps, the Commission “suggests that Bulgaria should shield anti-corruption institutions from political influence and appoint their management in a transparent, merit-based procedure”, it said.

In addition, the Commission “is suggesting that a code of ethics is adopted for members of the National Assembly”.

“In Romania, both petty and political corruption remains a significant problem,” the report said, adding that efforts to address the issue have been inconsistent.

The Commission suggested Romania should ensure truly independent corruption investigations and develop “comprehensive codes of conduct for elected officials”.

A poll showed “a full 93 percent of Romanians agree that corruption is widespread,” it said.

Among the other member states, the report named Denmark and Finland as top performers, while in France it said that “corruption-related risks in the public procurement sector and in international business transactions have not been addressed.”

Germany, the bloc’s largest economy, “is amongst the best countries of the EU. However, more can be done,” it said, suggesting it “would benefit from the introduction of strict penalties for corruption of elected officials.”

According to the plan, the ring road construction will be directed outside the village to get to the location near a school at Songan village. Such a plan used to address the congestion of vehicles coming in and out of the Hulun Danu Songan Temple was presented by the Head of Bangli Public Works, Ida Bagus Wediatmika, when met recently.

MAJURO - A castaway who says he survived 13 months adrift in the Pacific said Tuesday he thought about suicide but was sustained by dreams of eating his favourite food -- tortillas -- and reuniting with his family.

Fisherman Jose Salvador Alvarenga said his strong religious faith helped as he drifted some 12,500 kilometres (8,000 miles) from Mexico to the Marshall Islands, and described being forced to dump the body of his teenage companion overboard when he starved to death.

“I didn’t want to die of starvation,” he told AFP through a Spanish interpreter at Majuro Hospital, where he is recuperating after being found disoriented last Thursday at a remote coral atoll.

“There were times I would think about killing myself. But I was scared to do it,” he added, raising his arm, pointing to heaven and declaring: “God! Faith!”

Alvarenga said he would dream of eating all his favourite foods.

“But then I woke up and all I see is the sun, sky and the sea,” he said. “My dream for over a year is to eat a tortilla, chicken and so many other types of food.

“I would imagine and dream a lot about my family -- my mother and my father,” he said.

Alvarenga said he was not married but has a daughter named Fatima who he was anxious to see again.

His parents feared he had been killed.

“Thank God he is alive. We are overjoyed... I just want him here with us,” his mother Maria Julia Alvarenga told CNN in his homeland El Salvador, whose government says it is working with Mexico to bring him home.

Alvarenga said he set out on a shark fishing expedition in late December 2012 with a teenager named Xiguel, when they became lost in their 24-foot (sevenmetre) fibreglass boat.

The 37-year-old’s mood darkened as he described how the boy, who he says was aged 15-18, died four months into their voyage, unable to survive on a diet of raw bird flesh, turtle blood and his own urine.

“He couldn’t keep the raw food down and he kept vomiting,” Alvarenga said. “I tried to get him to hold his nose and eat but he kept vomiting.”

He said the teenager died of starvation and he pushed his body into the ocean. “What else

could I do?”

Alvarenga said he tried to keep track of time as the sun moved across the sky but weeks and months eventually blurred.

Every so often he would hear something bump the side of the boat. Invariably it was a sea turtle.

“I was able to reach over the side of the boat and grab them,” he said. “I caught many turtles over the course of my drift,” he said.

Drank own urine

Starting out the trip with fishing gear, he also caught fish.

“The hardest thing I had to do to survive was to drink my own urine,” he said.

This was during a period when “for three months it didn’t rain”.

When it did, he used the hull of his boat to store water.

Alvarenga described his joy at finally making landfall at Ebon Atoll after so long at sea, saying he spotted a house and crawled up the beach towards it.

“I went towards it and began yelling for help,” he said. Two Marshallese came out and helped the stranger, who was clad only in a ragged pair of underpants, by giving him coconut juice.

The stockily built Alvarenga looked in remarkably good physical shape when he arrived in the Marshalls capital Majuro five days later aboard a police patrol boat.

Sporting a bushy beard and with his hair bleached a ginger colour by the sun, he was helped down the gangplank by a male nurse but he did not appear to have chapped lips, blistered skin or other signs of severe exposure.

“He looked better than one would expect,” US ambassador Thomas Armbruster said on Monday after acting as an interpreter for the Marshallese authorities.

However, extraordinary feats of survival are not uncommon in the Pacific. Three Mexicans washed up in the Marshalls in 2006 after nine months adrift.

In Majuro, foreign ministry officials said Manila-based ambassador Julio Camarena, who represents Mexico to the Marshall Islands, has offered to pay for Alvarenga’s ticket back to Mexico.

The hearing is expected to be the key factor in the possible early release of Corby, who was jailed in 2005 after being caught smuggling marijuana into Bali.

While Justice Minister Amir Syamsuddin has the final say, he has previously said he does not oppose granting Corby parole.

Authorities on Bali have already recommended the 36-year-old’s early release but her parole bid has for months been bogged down in bureaucratic wrangling.

However it received a boost when Indonesian authorities granted a French drug smuggler an early release last month. Michael Blanc is one of the few foreigners to have been freed on parole in recent years.

Corby’s case has attracted huge publicity in Australia, and in March last year the then-foreign minister Bob Carr offered Jakarta a formal guarantee that she would comply with her parole conditions.

Corby was caught trying to smuggle 4.1 kg (nine pounds) of marijuana into Bali but has always maintained her innocence.

She was originally given 20 years but has received several remissions and a sentence cut of five years from the president after she filed an appeal for clemency.

A “dazed” Thorpe, 31, was discovered by police attempting to get into a car near to his parent’s house in the early hours of Monday and taken to hospital for assessment.

It was his second recent visit to hospital, after falling and needing shoulder surgery last week. At the time, his management denied reports that he was also being treated for depression and alcohol abuse.

Erskine told the Australian Broadcasting Corporation that the five-time Olympic gold medallist was now receiving treatment for depression, a condition Thorpe has struggled with for years.

“He’d been taking prescribed drugs, painkillers for his shoulder and he’s also on prescription drugs for anti-depression... but it’s obviously a mixture of it and that

mixture made him disorientated because he was wandering around at 3 o’clock in the morning,” he said.

Residents rang police after Thorpe tried to get into a car that he thought belonged to a friend.

“He became disorientated and he tried to get into what he thought was a friend’s car, but it wasn’t his friend’s car at all,” Erskine said.

“The police came; they were fantastic, they realised it was Ian Thorpe and they called an ambulance.” As well as being open about his depression, Thorpe detailed a battle with alcohol in his 2012 autobiography, but Erskine said it was not a factor in Monday’s incident.

“There was no alcohol involved, he hadn’t been drinking or anything like that,” he said.

“The hospital then suggested -- or more than suggested, I think -- that he should go into rehab for depression and that’s what’s happened.”

Sydney Daily Telegraph he hoped his son would pull through.

“He is battling with his health issues at the moment and he is having a tough time,” Ken Thorpe said, reportedly choking back tears.

“But hopefully in six months’ time he will be out the other side.”

MANCHESTER - Chelsea manager Jose Mourinho described his side as “the little horse” in the Premier League title race despite their impressive success over Manchester City at the Etihad Stadium.

Chelsea travelled to Manchester on Monday knowing that defeat would leave them six points behind City, but they won 1-0 through Branislav Ivanovic’s first-half strike to draw level on points with their rivals.

The two clubs now trail leaders Arsenal by two points with 14 matches of the season remaining, but Mourinho is insistent that his team remain a work in progress.

Asked if the duel for the title was a three-horse race, he replied: “Two horses and a little horse, that still needs milk and to learn how to jump. A horse that next season can race.”

“We are a team in evolution, but this is the kind of performance that helps the team to grow up a lot. Tactically, mentally, I think it was fantastic.”

MLS Commissioner Don Garber and Miami-Dade County Mayor Carlos Gimenez also will attend the session, which was announced Monday. The league has discussed placing its next two expansion teams in Miami and Atlanta.

Expansion in Miami is contingent on securing a financing plan and location for a new stadium. Beckham has scouted possible sites and is seeking investors to assist with startup costs such as stadium construction and player acquisitions.

Among those who might become involved is Beckham’s friend LeBron James, who has had recent conversations with the retired football star about bringing a team to Miami.

“It’s looking very promising,” James said Monday. “Hopefully they can go in the right direction as we all planned. It’s a great place for soccer.”

MLS’s Miami Fusion played in Fort Lauderdale from 1998-01 before folding because of poor attendance.

NEWCASTLE — Newcastle says Joe Kinnear has resigned from his position as the club’s director of football.

Kinnear took over the role in June last year and was in charge of player recruitment at the Premier League team.

However, in the January transfer window, Newcastle sold its best player — Yohan Cabaye — to Paris Saint-Germain and failed to replace him. The club’s only signing was striker Luuk de Jong, who joined on loan from German side Borussia Moenchengladbach.

Newcastle says in a short statement that Kinnear has quit “with immediate effect.”

MANCHESTER - Chelsea manager Jose Mourinho described his side as “the little horse” in the Premier League title race despite their impressive success over Manchester City at the Etihad Stadium.

Chelsea travelled to Manchester on Monday knowing that defeat would leave them six points behind City, but they won 1-0 through Branislav Ivanovic’s first-half strike to draw level on points with their rivals.

The two clubs now trail leaders Arsenal by two points with 14 matches of the season remaining, but Mourinho is insistent that his team remain a work in progress.

Asked if the duel for the title was a three-horse race, he replied: “Two horses and a little horse, that still needs milk and to learn how to jump. A horse that next season can race.”

When it was put to him that Chelsea at the very least stood a chance of winning the league, he replied: “I don’t agree. “ We l o s t p o i n t s a t h o m e against West Brom, against West Ham, we lost at Stoke, we lost at Newcastle.

“We are a team in evolution, but this is the kind of performance that helps the team to grow up a lot. Tactically, mentally, I think it was fantastic.”

City had won all 11 of their previous home games in the league, scoring 42 goals, and had won 17 of their 18 matches at the Etihad in all competitions, losing only to European champions Bayern Munich in the Champions League.

They enjoyed the majority of possession against Chelsea, but it was the visitors who possessed the greater cutting edge.

Having weathered early pressure from the home side, Chelsea took the lead in the 32nd minute when Serbian defender Ivanovic bludgeoned home a low drive and the visitors went on to hit the

woodwork on three occasions.

On Fernandinho’s injury, he added: “Fernandinho has a muscle injury. We’ll see tomorrow (Tuesday) how long is it, but maybe a pair of weeks, three or four weeks.”

SYDNEY - Swimming great Ian Thorpe was in rehab for clinical depression Tuesday after a mixture of painkillers and anti-depressants left him disoriented on a Sydney street, his manager said.

But James Erskine insisted no alcohol was involved, as the swimmer’s father expressed confidence that his son would “come out the other side”.

A “dazed” Thorpe, 31, was discovered by police attempting to get into a car near to his parent’s house in the early hours of Monday and taken to hospital for assessment.

It was his second recent visit to hospital, after falling and needing shoulder surgery last week. At the time, his management denied reports that he was also being treated for depression and alcohol abuse.

Erskine told the Australian Broadcasting Corporation that the five-time Olympic gold medallist was now receiving treatment for depression, a condition Thorpe has struggled with for years.

“He’d been taking prescribed drugs, painkillers for his shoulder and he’s also on prescription drugs for anti-depression... but it’s obviously a mixture of it and that

mixture made him disorientated because he was wandering around at 3 o’clock in the morning,” he said.

Residents rang police after Thorpe tried to get into a car that he thought belonged to a friend.

“He became disorientated and he tried to get into what he thought was a friend’s car, but it wasn’t his friend’s car at all,” Erskine said.

“The police came; they were fantastic, they realised it was Ian Thorpe and they called an ambulance.” As well as being open about his depression, Thorpe detailed a battle with alcohol in his 2012 autobiography, but Erskine said it was not a factor in Monday’s incident.

“There was no alcohol involved, he hadn’t been drinking or anything like that,” he said.

“The hospital then suggested -- or more than suggested, I think -- that he should go into rehab for depression and that’s what’s happened.”

Thorpe’s father Ken told the

Sydney Daily Telegraph he hoped his son would pull through.

“He is battling with his health issues at the moment and he is having a tough time,” Ken Thorpe said, reportedly choking back tears.

“But hopefully in six months’ time he will be out the other side.”

Thorpe is Australia’s most decorated Olympian with five gold medals at the 2000 Sydney and 2004 Athens Games, with his extraordinary success attributed partly to his abnormally large feet and hands.

He became the first person to win six gold medals at one world championships, in 2001, among 11 world titles overall -- along with 10 Commonwealth Games gold medals. But the demands of a celebrity lifestyle and grinding training sat uncomfortably with Thorpe and he quit in 2006, dabbling in jewellery design and television after his retirement, before a comeback when he failed qualify for the 2012 London Olympics.

Ratings released by the Fox network on Monday showed Sunday’s game also set a record for the most-streamed online sports event, while a whopping 25.3 million related tweets composed by 5.6 million authors were logged before, during and after the contest.

The viewership for the Seahawks’ lopsided victory eclipsed the previous record 111.3 million viewers who watched the 2012 Super Bowl between the New York Giants and New England Patriots, according to the Nielsen tracking service. The NFL’s championship spectacular is always a big TV draw and, until ratings for last year’s game showed a slight decline, the Super Bowl had set viewership records for three straight years.

The half-time show headlined by hit singer Bruno Mars, with guests the Red Hot Chili Peppers, was also a record breaker with an estimated TV audience of 115.3 million.

MAJURO - A castaway who says he survived 13 months adrift in the Pacific said Tuesday he thought about suicide but was sustained by dreams of eating his favourite food -- tortillas -- and reuniting with his family.

Fisherman Jose Salvador Alvarenga said his strong religious faith helped as he drifted some 12,500 kilometres (8,000 miles) from Mexico to the Marshall Islands, and described being forced to dump the body of his teenage companion overboard when he starved to death.

“I didn’t want to die of starvation,” he told AFP through a Spanish interpreter at Majuro Hospital, where he is recuperating after being found disoriented last Thursday at a remote coral atoll.

“There were times I would think about killing myself. But I was scared to do it,” he added, raising his arm, pointing to heaven and declaring: “God! Faith!”

Alvarenga said he would dream of eating all his favourite foods.

“But then I woke up and all I see is the sun, sky and the sea,” he said. “My dream for over a year is to eat a tortilla, chicken and so many other types of food.

“I would imagine and dream a lot about my family -- my mother and my father,” he said.

Alvarenga said he was not married but has a daughter named Fatima who he was anxious to see again.

His parents feared he had been killed.

“Thank God he is alive. We are overjoyed... I just want him here with us,” his mother Maria Julia Alvarenga told CNN in his homeland El Salvador, whose government says it is working with Mexico to bring him home.

Alvarenga said he set out on a shark fishing expedition in late December 2012 with a teenager named Xiguel, when they became lost in their 24-foot (sevenmetre) fibreglass boat.

The 37-year-old’s mood darkened as he described how the boy, who he says was aged 15-18, died four months into their voyage, unable to survive on a diet of raw bird flesh, turtle blood and his own urine.

“He couldn’t keep the raw food down and he kept vomiting,” Alvarenga said. “I tried to get him to hold his nose and eat but he kept vomiting.”

He said the teenager died of starvation and he pushed his body into the ocean. “What else

could I do?”

Alvarenga said he tried to keep track of time as the sun moved across the sky but weeks and months eventually blurred.

Every so often he would hear something bump the side of the boat. Invariably it was a sea turtle.

“I was able to reach over the side of the boat and grab them,” he said. “I caught many turtles over the course of my drift,” he said.

Drank own urine

Starting out the trip with fishing gear, he also caught fish.

“The hardest thing I had to do to survive was to drink my own urine,” he said.

This was during a period when “for three months it didn’t rain”.

When it did, he used the hull of his boat to store water.

Alvarenga described his joy at finally making landfall at Ebon Atoll after so long at sea, saying he spotted a house and crawled up the beach towards it.

“I went towards it and began yelling for help,” he said. Two Marshallese came out and helped the stranger, who was clad only in a ragged pair of underpants, by giving him coconut juice.

The stockily built Alvarenga looked in remarkably good physical shape when he arrived in the Marshalls capital Majuro five days later aboard a police patrol boat.

Sporting a bushy beard and with his hair bleached a ginger colour by the sun, he was helped down the gangplank by a male nurse but he did not appear to have chapped lips, blistered skin or other signs of severe exposure.

“He looked better than one would expect,” US ambassador Thomas Armbruster said on Monday after acting as an interpreter for the Marshallese authorities.

However, extraordinary feats of survival are not uncommon in the Pacific. Three Mexicans washed up in the Marshalls in 2006 after nine months adrift.

In Majuro, foreign ministry officials said Manila-based ambassador Julio Camarena, who represents Mexico to the Marshall Islands, has offered to pay for Alvarenga’s ticket back to Mexico.

NEW YORK — Tests have confirmed there was heroin in at least some of the scores of plastic packets in the New York City apartment where Philip Seymour Hoffman was found dead, a law enforcement official said, and authorities are working to determine whether the drug was mixed or tainted with anything else.

Medical examiners have not yet made an official determination of the cause of the 46-year-old actor’s death, but police have been investigating it as a suspected overdose.

Hoffman was found in a bathroom with a syringe in his arm, law enforcement officials have said.

A few details began to sketch a picture of Hoffman’s final day and the circumstances in which he was found in his apartment in Manhattan’s Greenwich Village on Sunday. And questions have swirled about whether Hoffman’s death could be linked to a potent blend of heroin and synthetic morphine that has been tied to deaths elsewhere, though as yet there are no official findings pointing to that scenario.

“The direction of the investigation is going to depend, in large part, on the findings of the medical examiner and the findings of the lab tests,” chief police spokesman Stephen Davis said.

“The extent of the problem in the EU is breathtaking,” Malmstroem wrote in an op-ed piece in Swedish newspaper Goeteborgs-Posten.

“Corruption undermines faith in democratic institutions, drains the legal economy of resources and is a breeding ground for organised crime.”

Presenting the European Commission report, the bloc’s first, Malmstroem emphasised the figure was “an estimation” and said the actual amount is “probably... much higher.”

She called on member states to do more to stamp out the problem, saying: “The price of not acting is simply too high.”

The report does not rank the countries as to the seriousness of the problem nor suggest legal remedies, with Malmstroem saying that could follow after talks with member states.

But “one thing is very clear -- there is no ‘corruptionfree’ zone in Europe,” she said.

While Malmstroem refused to point the finger at any particular country, the EU has had longstanding concerns about corruption in Bulgaria and Romania, especially over their use of EU funds, and both were put under a special monitoring mechanism when they joined the bloc in 2007.

Among possible steps, the Commission “suggests that Bulgaria should shield anti-corruption institutions from political influence and appoint their management in a transparent, merit-based procedure”, it said.

As a result of the accident, one of the passengers died and two others suffered minor injuries. From identification made by police, the dead victim was on behalf of Hadi Wiyanto, 51, from Kradjan hamlet, Sukorambi village, Jember.

Victim suffered active bleeding from the ear and died at the scene.

Meanwhile, two other victims suffering minor injuries were Wiwin Andayani, 19, from Srono, Banyuwangi and Beny Waluyo, 53, from Mulyorejo, Banyuwangi.

Thailand’s protest-plagued elections have ushered in a new chapter of political uncertainty that experts say leaves the embattled government increasingly vulnerable to court intervention or a military coup.

“We certainly do not want to see a coup or violence,” US State Department spokeswoman Jen Psaki said after opposition protesters prevented voting at thousands of polling stations on Sunday, prompting election authorities to withhold results until ballots are cast in all constituencies.

“We are speaking directly to all elements in Thai society to make clear the importance of using democratic and constitutional means to resolve political differences,” Psaki added.

There is little sign of an end to the deadlock, with the ruling Puea Thai party braced for court challenges against the poll -- which was boycotted by the main opposition Democrat Party -- as well as other legal moves against Yingluck. The Thai premier’s opponents say she is a mere puppet for her elder brother Thaksin, who was ousted by the military in 2006 and lives in Dubai to avoid prison for a corruption conviction.

Hundreds of protesters began another march across the capital Bangkok on Monday to raise support and funds for their three-month campaign to topple the government.

SAN FRANCISCO - Facebook has grown into an Internet giant over the last decade, but it is celebrating its birthday with a low-key, belated party and an eye toward the future.

While the arrival of its 10th anniversary on Tuesday has pundits analyzing the social network’s past and theorizing about its future, the Internet juggernaut is trying to stay focused on the job at hand.

“Just as we do every year, we will have an internal party on Friday afternoon,” Facebook spokeswoman Arielle Aryah told AFP in response to a query regarding the company’s birthday celebration plans.

It remained to be seen whether the Menlo Park, California-based social network, which now boasts over a billion users, had something playful planned for its actual anniversary on Tuesday.

In an earnings call last week to discuss stellar quarterly results, Facebook chief and co-found Mark Zuckerberg gave a nod to the growth seen during the past decade but focused on the future.

Zuckerberg spoke of making “apps” for showcasing Facebook features on smartphones or tablets to stay in synch with mobile Internet lifestyles.

Long-range goals included using

artificial intelligence to figure out how pictures, videos, comments and more shared at Facebook are related and of shooting toward helping people share anything they want, with anyone they want, whenever they want.

Facebook broke ground late last year on an expansion to its campus in former Sun Microsystem digs in the Silicon Valley city of Menlo Park.

The new West Campus was designed by respected architect Frank Gehry.

As Facebook celebrates its 10th anniversary, the world’s biggest social network is finding its path as a maturing company, adapting to an aging user base.

Zuckerberg has repeatedly described Facebook’s mission as “making the world more open and connected,” and some say he has accomplished just that.

The company created in a Harvard dorm room in 2004 has established itself as a phenomenon, securing its place in the world of the technology giants.

“Facebook has made the world much smaller, much more interactive,” said Global Equities Research analyst Trip Chowdhry.

In its short history, Facebook has become a part of daily life for more than a billion people around the globe.

“More than 20 percent of all time spent on the Internet is spent on Facebook,” says Lou Kerner, founder of the Social Internet Fund.

Facebook says it has a global total of 1.23 billion monthly active users, including 945 million who use the social network on a mobile device.

And, a Pew Research Center survey released Monday suggests no slowing momentum for the network, even though more than half of US Facebook users said they are turned off by oversharing and didn’t like the fact that they showed up in pictures without giving permission.

After a calamitous initial public offering in May 2012 plagued by technical glitches, Facebook saw its share price slump by half.

WASHINGTON — Freed by a recent legal deal with government lawyers, major technology firms released new data Monday on how often they are ordered to turn over customer information for secret national security investigations — figures that show that the government collected data on thousands of Americans.

The publications disclosed by Google, Microsoft, Yahoo, Facebook, LinkedIn and Tumblr provided expanded details and some vented criticism about the government’s handling of customers’ Internet data in counter-terrorism and other intelligence-related probes. The figures from 2012 and 2013 showed that companies, such as Google and Microsoft, were compelled by the government to provide information on as many as 10,000 customer accounts in a sixmonth period. Yahoo complied with government requests for information on more than 40,000 accounts in the same period.

The companies earlier provided limited information about government requests for data, but a new agreement reached last week with the Obama administration allowed the firms to provide a broadened, though still circumscribed, set of figures to the public.

Seeking to reassure customers and business partners alarmed by revelations about the government’s massive collection of Internet and computer data, the firms stressed details indicating that only small numbers of their customers were targeted by authorities. Still, even those small numbers showed that thousands of Americans were affected by the government requests approved by judges of the secret Foreign Intelligence Surveillance Court.

The data releases by the five major tech firms offered a mix of dispassionate graphics, reassurances and protests, seeking to alleviate customer concerns about government spying while pressuring national security officials about the companies’ constitutional concerns. The shifting tone

in the releases showed the precarious course that major tech firms have had to navigate in recent months, caught between their public commitments to Internet freedom and their enforced roles as data providers to U.S. spy agencies.

In a company blog post, Microsoft General Counsel Brad Smith scolded the U.S. and allied governments for failing to renounce the reported mass interception of Internet data carried by communications cables. Top lawyers and executives for major tech firms had previously raised alarms about media reports describing that hacking

by U.S. and UK spy agencies and cited them during conversations with U.S. officials during President Barack Obama’s internal review of planned changes to the government’s spying operations.

The new figures were released just a week after major tech firms announced a legal agreement with the Justice Department. But lawyers and executive for the companies openly vented their discomfort with the government’s continuing insistence that they could only provide broad ranges instead of the actual numbers of government requests.

Google and all the other companies denied that they gave any government unfettered access to their users’ info.

The companies are worried more people will reduce their online activities if they believe almost everything they do is being monitored by the government.

A decline in Web surfing could hurt the companies financially by giving them fewer opportunities to show online ads and sell other services.

The companies can only reveal how many total requests they receive every six months, with the numbers in groupings of 1,000. And even those general numbers must be concealed for at least six months after any reporting period ends. That restriction means the FISA requests for the final half of last year can’t be shared until July, at the earliest.

The data coming out Monday indicated the U.S. government is digging deeper into the Internet as people spend more time online.

DENPASAR - Chaos related to sluggish disbursement of grant fund in the Bali Regional Budget 2013 remains to cause disappointment and trauma among the members of the Bali House and Balinese people. It draws a serious attention from the legislators to Chairman of the Mandara Jaya Faction Gede Ngurah Wididana. He made interruption in the plenary session with the agenda on the response of the Governor of Bali over the regional bylaw draft on the Mid-term Development Plan (RPJMD) and regional bylaw draft on the Participation of Regional Capital in the Bali House, Monday (Feb 3).

The politician nicknamed Pak Oles said the Governor and Deputy Governor had failed to disburse the grants to the community having been approved in the regional budget 2013. He criticized scathingly if there had been falsehood to Balinese people whose grant funds could not be disbursed.

“Ultimately, the Governor admitted the administrative mistakes and poor coordination between the Governor with Deputy Governor and Regional Secretary in the Bali House plenary meeting some time ago. I have explained it very clearly what is happening at the level of Governor and Deputy Governor to community groups that should receive the grants,” said Mr. Oles posing a member of Commission II of the Bali House.

This politician from Buleleng added the community receiving the grants understood the ongoing condition and the political situation. They hoped the mistake in the grant implementation in the regional budget 2013 would not occur again to the grant in the regional budget 2014. The governor should no longer disburse the grant funds in the last month or yearend. As a result, people were disappointed by the chaotic implementation of the grant in

2013. “They sent their disappointed regards over this inconvenient incident to Governor and Deputy Governor,” he affirmed.

Responding to such interruption, Chairperson of the plenary session doubling as Deputy Chairman of the Bali House IB Putu Sukarta said that institutionally the House would oversee the implementation of the grant in the parent budget 2014. “We convince the people that the governor has given his commitment for the grant in the parent regional budget and amended budget. Let us keep the commitment together. Even, I’ve heard the grant in the parent budget has been processed and it reached 5,000 proposals,” said Sukarta.

Met after the plenary session, the Governor of Bali Made Mangku Pastika said his party had committed to improving the implementation of grant in the parent regional budget 2014. Even, he promised to disburse the grant proposal in March. He said there were many grant proposals in the parent regional budget reaching more than 5,000 where most of them came to Public Works reaching more than 4,000 proposals so it took time and hard work to handle them. “That’s a

lot. Probably, we cannot accomplish them all. Nevertheless, we do our best to complete them,” he said.

Pastika explained the grant proposals had been processed in the form of administrative verification and field verification. Of those proposals, many proposals were found to have not been equipped with complete administrative requirements so the beneficiaries should complement and improve the proposal. Once the proposal was administratively correct and factually existed, it was resumed with the determination of decree of grant which would then be processed for the making of ??regional grant agreement (NPHD) and the last process was the disbursement warrant (SP2D).

“We have a lot of proposals whose requirements have not been complete so they are returned to the House for revision. Having met the administrative check, it is resumed with field check. Our team will come down to check whether the proposal is really correct and made an official report and decree as the subsequent process. It is then followed up with the making of grant agreement and signed by regional secretary, not by me, so the process is shorter,” said Pastika. (kmb29)

DENPASAR - Electricity consumption in Bali continues to increase each year. The electricity consumption on the Island of the Gods in 2013 reached 721 Mega Watt (MW) in the peak load. Such consumption was dominated by hotels reaching 65 percent. General Manager of PT PLN Bali Ida Bagus Mardawa explained it.

“Concentration of the PLN Bali today is on the area of ??Southern Bali. Revenue of the PLN from hotels per year reached IDR 3.4 trillion. Meanwhile, the consumption of household customer only amounts to 35 percent of it,” explained Mardawa while adding that his term in Bali had ended and was subsequently appointed as GM of PT PLN in East Java.

According to him, the power supply in Bali remained safe. But the challenges ahead, said Mardawa, if it would not be attempted additional non-fuel power plants, there would be a deficit. Of the existing 820 MW power availability, only 200 MW sourced from non-fuel power plants. “Such condition is not very economical. Therefore, the PLN Bali always attempts in order the electricity supply remains adequate, reliable (without outage) and economic,” he said.

Currently, it was being worked on two Java-Bali submarine cables.

In addition, the private sector was also building coal-fired power plant at Celukan Bawang, Buleleng. It was expected that one power plant could be operated this yearend. “Hopefully, next year (2015), all power plants can be operated so the electricity needs in Bali can be met,” affirmed Mardawa, accompanied by Spokesperson I Wayan Redika.

Besides, at the moment the company was making a procurement process of extra high transmission from Java to Bali with a capacity of 1,800 MW. But currently his party was constrained by the matter of land acquisition to build the transmission tower in Kediri, Tabanan.

“We highly need the support of community. Keep in mind that only a few gas power plants should be established in Bali. In addition, the fuel-fired power plant must be reduced so that the price can be cheaper,” he said.

When asked about the profit of PLN Bali, Mardawa claimed not to be relevant because the cost of production was greater than the income from customer. The production cost was IDR 1,700 per kWh, while the selling price to customers was IDR 900 per kWh to IDR 1,000 per kWh. “Therefore, it is not relevant to talk about profit. If the coal-fired power plant and power supplies from Java have entirely worked, for instance, it’s the right time to make the calculation,” he said.

Moreover, the power application by household customer also increased. It happened because the electricity consumption continued to grow. “For example, at first they used one unit of AC and then installed another. Obviously, the electricity consumption increases.

Therefore, we expect that people can save electricity,” explained Mardawa. (rah)

The whole responsibility must be held by Bali government, not to be handed over to central government especially the investors,” he said. If investors still imposed their will to reclaim Benoa Bay, the only way, according to Arwata, was all out struggle.

DENPASAR - Employees of Bounty Hotel Kuta, Badung, were surprised by the swoon of one of the room occupants of Australian national named Rohan Max Fitzgerald, 26, Sunday (Feb 2) at 4:30 p.m. More surprisingly, after fainting and getting medical care at the BIMC Hospital, the victim was declared dead.

It has not been known for sure the cause of fainting, whether due to illness or there is something else. So far, the case is being handled by Kuta Police.

Spokesperson of Denpasar Police, IB Sarjana, said on Monday (Feb 3) the victim occupied the hotel room number 115. It was unknown what happened, while the witness who was also a local hotel employee named I Made Sugiharta Mahartawan received information via handy-talky? that there was a guest who collapsed in front of the bathroom. Once checked, the victim was found unconscious. The victim was rushed to the BIMC Hospital to get immediate medical care. Unfortunately, shortly after being treated the victim was declared dead. “We are still investigating the case,” said Sarjana.

From the results of provisional examination, said Sarjana, there were no signs of violence on the victim’s body. Regarding the cause of collapse was still under investigation of the officers. “There are no signs of violence on the victim’s body,” said Sarjana. (kmb21)

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

‘Lego Movie’ built to be a better toy film

Toy movies occupy a spot on the respectability meter somewhere between talking dog films and “Showgirls.” Even in a business not always known for the most honorable of ambitions, films based on toy lines smack of a crass grab at cross-merchandizing.

Since the popularity of the “Transformers” franchise, Hollywood has increasingly turned to Hasbro toys like G.I. Joe and Battleship to capitalize on their familiar brands.

Chris Miller and Phil Lord, co-writers and co-directors of “The Lego Movie,” were well aware of the dim reputation of toy movies. But in their short but rapidly ascending careers, the comic duo has turned weak premises like a “21 Jump Street” remake and an adaptation of “Cloudy With a Chance of Meatballs” into surprisingly fresh, crowd-pleasing hits.

“One day we want to work on a movie that sounds like a good idea from the start,” jokes Miller. “Our success has been based on low expectations.”

“The Lego Movie,” opening Friday, is far more inventive and satirical than you might expect. Made with a conscious resistance to the pitfall of toy-based movies, it’s imbued with a childlike playfulness and a subversive mockery of corporate control.

“We actually really enjoy a challenge and get excited by solving a seemingly impossible puzzle,” Miller says. “Each one of those movies — ‘Cloudy With a Chance of Meatballs,’ ‘21 Jump Street’ and ‘The Lego Movie’ — we were like, ‘That sounds terrible. It’s probably going

to be terrible, unless ... unless, there is one way you could do it.’”

“That’s basically our entire career,” says Lord.

The concept that Lord, 36, and Miller, 38, came up with was to capture the experience of playing in a deep box of the interlocking plastic bricks. In a world composed of Legos, following the rules, or the instructions, is a way of life. Workers happily sing the anthem “Everything Is Awesome,” and are pacified by bland state-controlled entertainment, like the TV show “Where Are My Pants?”

A law-abiding construction worker named Emmet (voiced by Chris Pratt) inadvertently stumbles across a rebellion against leader Lord Business (Will Ferrell), revealing a ragtag of mismatched characters, from Batman (Will Arnett) to Abraham Lincoln (Will Forte). A battle ensues between lock-step uniformity and creative chaos.

Saying just how much the movie mimics the experience of a child playing with Legos would spoil it. The Los Angeles Times called the film “the firstever postmodern toy movie.”

Los Angeles Superior Court Judge James Brandlin says Brown appears to be making progress in a treatment facility and should remain there.

A prosecutor asked Monday to have Brown taken into custody over a misdemeanor assault case filed against Brown in D.C. Brown remains on probation in Los Angeles over his 2009 attack on then-girlfriend Rihanna. Brandlin revoked the singer’s probation in December but made no changes to his sentence Monday.

The singer’s lawyer Mark Geragos asked Brandlin to allow Brown to remain in treatment and give time for the Washington case to be resolved.

However, along the main roads and strategic locations have now been adorned with illegal billboards with a variety of sizes and they make Bali look dirty.

According to a lecturer of the Bali Tourism Institute (STP) Nusa Dua Bali, Ni Made Eka Mahadewi, some time ago, the tourism could run as expected when the seven-

charm aspect (Sapta Pesona) could have been implemented well by the entire community. The safety, orderliness, sanitation, beauty, friendliness, coolness and the

memories should be maintained accordingly. Meanwhile, the urban beauty was part of tourist attraction. So, harming the beauty meant it had damaged the tourism and dropped the economy in the tourism sector.

Without the charms or the socalled tourist attraction in tourism, said Eka, travelers would not get interested in visiting the destination.

Installation of billboards without being regulated beautifully was considered to be the destroyer of

the beauty in the tourist attractions.

On that account, the community should maintain the beauty to support tourism.

Responding to the proliferation of illegal billboards, according to her, there had been parties that should monitor it. If there were billboards installed haphazardly, it meant the relevant agencies did not carry out their duties maximally. Installation of many illegal billboards would interfere with the beauty as they hampered the sight. “The

beauty factor has not been worked up. It needed arranging to keep the Bali tourism,” she said.

Meanwhile, according to the academician Putu Sarjana, such conditions were not suitable for Bali as it gave slump impression.

“The Sanitation and Landscaping Agency (DKP) should proactively and firmly discipline it. Moreover, the billboard was installed in tourist areas haphazardly,” said Putu Sarjana.
