Lana Del Rey tops Billboard chart, Linkin Park sales climb

LOS ANGELES - Lana Del Rey landed her second chart-topping record and led a slew of new albums in the Billboard 200 album chart on Wednesday, while Linkin Park experienced a sales surge following the suicide of the band’s frontman earlier this month.

Del Rey’s “Lust for Life” sold 80,000 albums, 24,000 songs and was streamed more than 36 million times, totaling 107,000 album units, according to figures from Nielsen SoundScan. It is her second album to debut at No. 1, following her 2014 album “Ultraviolence.”

Del Rey edged out rapper Tyler, The Creator’s album “Flower Boy,” which debuted at No. 2 with 106,000 album units sold, while rapper Meek Mill’s “Wins & Losses” landed at No. 3 with 102,000 copies sold.

Neymar on verge of record-breaking move to PSG

MADRID - Neymar’s record-breaking 222 million euros ($263 million) transfer from Barcelona to Paris St Germain is set to be completed this week with the French club poised to pay his release clause. Neymar’s agent Wagner Ribeiro was quoted on Spanish radio as saying PSG would pay the fee specified in the player’s Barcelona contract and his client was en route to finalise the deal. The fee is more than twice the current transfer world record that was set when Paul Pogba moved last year from Juventus to Manchester United for a 105 million euros.

LOS ANGELES - Rapper Kanye West has sued Lloyd’s of London for nearly $10 million in insurance payouts he claims he is owed after canceling his tour last year when he was hospitalized with a “serious, debilitating medical condition.”

West’s tour company, Very Good Touring Inc., filed the lawsuit claiming breach of contract in federal court in Los Angeles on Tuesday, saying that syndicates of Lloyd’s of London insurance mar-

ket had delayed paying the rapper’s claim for his canceled shows.

The lawsuit said the Lloyd’s syndicates had suggested “they may deny coverage of the claim on the unsupportable contention that use of marijuana by Kanye caused the medical condition.”

West, 40, abruptly canceled his Saint Pablo tour in November 2016 with more than 20 shows left. He was hospitalized following a week of no-shows, curtailed concerts and political rants.

The lawsuit, which seeks a jury trial, says West has submitted evidence to prove his medical condition did not allow him to continue the tour.

It said his behavior at his Nov. 19 concert in Sacramento, California, was “strained, confused and erratic.” The next day, the rest of his tour was canceled and on Nov. 21, West was admitted to a Los Angeles psychiatric facility with what the lawsuit called a “serious, debilitating medical condition.” (rtr)

‘Speaking Balinese days’ should not be sprung on people

DENPASAR - The decision of Denpasar Mayor, Ida Bagus Rai Dharmawijaya Mantra, to require all government agencies, local companies and schools to implement ‘Speaking in Balinese language day’ on Wednesdays, full moons and new moons has garnered some criticism by people who say that such a policy should be carried out in sustainable manner, not just to make a splash.

“The ‘Speaking Balinese day’ program launched by the mayor should be followed with action on the ground not just implemented on the spur of the moment”, said an education practitioner, Nyoman Suwija, on Wednesday (Aug. 2).

According to Suwija, at the launch of the ‘Speaking Balinese day’ program, the delivery of regional regulation draft (Ranperda) on Wednesday (Oct. 19, 2016) was presented in refined Balinese with everyone dressed in customary Balinese attire with high hopes about people speaking in Balinese on the days specified by Mayor Rai Mantra. Unfortunately, after several months the initial enthus ias m has become almost inaudible.

According to Suwija Mayor Rai Mantra’s decision to require all ranks of the Municipality of Denpasar to speak Balinese on the predetermined days is laudable as a step towards helping to preserve the Balinese language that has become increasingly marginalised and even feels like a ‘foreign’ language to Balinese people themselves.

Therefore, Suwija who is a lecturer at the IKIP PGRI Bali teacher’s training hopes that the noble intentions behind this municipal government program to preserve the Balinese language, not be limited to discourse or temporary euphoria. All agencies in the municipal government of Denpasar, he said should

follow the directives of the mayor to speak in Balinese on Wednesdays, full moons and new moons.

“There must be real action to preserve Balinese language. Younger generation of Bali must be introduced to the Balinese language from an early age and do not be embarrassed to speak Balinese language,” he said.

Suwija asserted that in reality the young generation in Bali rarely use their mother tongue. Although most of them still understand Balinese, they are not active speakers and tend to instead use other languages in their daily life. “ If young people stop speaking their mother tongue then that language is moving towards its death”, he said. It is therefore imperative, he said that all Balinese people take concrete steps towards preserving this language before it is too late. No matter how small and simple such an action may be, it is definetly better that taking no action at all, he added. According to Suwija, the mayor’s program only applies to Wednesday’s, full moon and new moon, there is the hope that this program will serve as a ‘womb’ for the borth of a new generation of Balinese language speakers.

“If the Balinese lan g u ag e b e comes extinct, I cannot imagine what will happen to Bali. Bali will lose one of the most valuable assets that it has”, said Suwija.

S u w i j a added that the threat of the Balinese language only have one generation left, should be take n s e r i o u s l y.

This threat is mentioned as a way to make Balinese people feel embarrassed so that become inspired to make a structured and systematized effort to rescue this language.

Although no one can be certain that the Balinese language really faces the threat of disappearing in a matter of decades, such a threat should not be ignored.

The Balinese language, said Suwija has a great wealth of knowledge and wisdom within it, and this is certainly worth handing down to the next generation. (123)

19 countries to enliven Sanur International Kite Festival

DENPASAR - A total of 64 participants from 19 countries and 58 participants from various cities in Indonesia will participate in the Sanur International Kites Festival (SIKF) 2017. The kite festival will feature traditional Sanur kites like the bebean (fish-shaped), pecukan (leaf-shaped) and janggan (bird-shaped), as well as creative and contemporary kites.

The festival being held between August 3-7 on Mertasari Beach, Sanur, will showcase hundreds of types of kites with each participant presenting several kites of varying designs, materials and sizes.

The puppet performance in the sky will be held on Sunday night (Aug. 5) at 18:30-20:30 Local Time with the theme Bhinneka Tunggal Ika (Unity in Diversity) that is also the motto of unitary state of the Republic of Indonesia (NKRI) taken from a verse of Sutasoma written

by Mpu Tantular. The philosophy of the theme is interpreted by the creators of the kite into various puppet figures. The Sutasoma puppet will presented figures like Bima, Krishna, Hanuman, Gatotkaca, Dasamukha and others.

Committee Chairman of the SIKF, Kadek Dwi Armika, said that the kite festival is part of the Sanur Village Festival combining art, aerodynamics, culture, philosophy, history and innovative imagery. “This time, we are presenting a puppet show in

the sky along with backing vocals and the puppeteer speaking in various languages, accompanied with gamelan music and spectacular lighting”, said Kadek, on Wednesday (Aug. 2).

Kadek explained that this theme is relevant to contemporary issues and is expected to remind people of the importance of unity and harmony among our various ethnic, customary, religious and cultural diversity. “This is a positive way of informing the international participants from the four corners of the world about this theme”, he said.

He added that this year’S kite festival includes several other activities including a kite exhibition at Sudakara ArtSpace, Sudamala Suites & Villas Sanur, workshops and documentary film screening. Kite competitions from children to adult level will be held during the festival.

Committee Chairman of the Sanur Village Festival, Ida Bagus Gede Sidharta Putra, hopes the event will inspire creativity n kite making and support the creative economy industry. In addition to helping tourism, the festival will certainly encourage growth in the local economy. “Kites can be bought as souvenirs or collected by connoisseurs, so this presents a challenge for kite makers. Salt prices increase by 50 percent BANGLI - Lately, the price of salt has started go up in some areas, including Bangli. In fact according to survey’s by the Bangli Industry and Trade Agency, the price of salt has gone up by 50 percent in some areas. Despite the significant increase in price, there have been no complaints from the public about it.

Stock and Distribution Section Head at the Bangli Industry and Trade Agency, Dewa Ketut Kantor, said on Wednesday (Aug. 2) that iodized salt is now sold for IDR 7,500 per kilogram by traders in the market, while previously it was sold at IDR 5,000. According Kantor the price has resulted from decreased stocks of salt.

People in Bali tend to use local salt for livestock. Kantor emphasized that so far the have been no complaints about the rise in price.

“People’s purchasing power is good”, he said.

Separately, Biang Oka, a merchant at Kidul Market, explained that Javanese salt commonly sold for IDR 3,000 now costs IDR 6,000. Meanwhile, iodized salt is sold for IDR 20,000 per ball and Kusamba salt for IDR 8,000 from the previous price of IDR 5,000.

Vancouver Indigenous Fashion Week

VANCOUVER - Vancouver is holding its first Indigenous Fashion Week (VIFW), spotlighting designs by Canada’s aboriginal peoples.

Almost 60 First Nations designers and models have joined forces for the four-day event, which opened on 26 July.

Many of those on the catwalk are current or former foster children.

The event’s organiser, former model Joleen Mitton, said she hoped it would give young indigenous people “a sense of their own culture”.

Ms Mitton, 33, has been working with First Nations children in foster care for almost a decade. It was their interest in her fashion past that inspired her to launch the show.

“You wear who you are, and if you’re wearing something from your territory, it brings you a sense of self-awareness,”

CBC quoted her as saying.

“It helps them know who they are, so they don’t fall through the cracks of society.

“I’m hoping these girls walk away with a sense of pride in themselves, and in their culture.”

Indigenous symbols are frequently borrowed by highfashion labels - and not always sensitively.

In 2012, underwear brand Victoria’s Secret apologised for sending supermodel Karlie Kloss down the runway in high-heeled moccasins and a feathered headdress - an item sacred to plains people.

Ms Mitton hopes the VIFW will send a message that people who appreciate indigenous style can get the look respectfully, by buying from First Nations designers.

“This is totally reclaiming what is ours,” she said. “[The

event] is activism in itself.”

Indigenous Fashion Week aims to connect all Canadians with contemporary Indigenous regalia art, highlighting the innovation of world-class Indigenous artists and designers in traditional Coast Salish Territory.

Coastal abrasion in the district of Klungkung is getting worse

Severe abrasion on Tegal Besar Beach

SEMARAPURA — Coastal abrasion in the district of Klungkung is getting worse, especially in places like Tegal Besar Beach in Negari village, Banjarangkan. Buildings and land alike are being founded by huge waves so the local government is expected to address the matter soon to prevent further damage.

As seen on Tuesday (Aug. 1), the pool of a nearby villa was having its foundations eroded by the constant pounding waves.

Land owned by local residents was also being eaten away by the sea.

Local resident, 65 year old Nyoman Rumpig said that every year the coastal abrasion is getting worse along 2 kilometers and many hectares of local agricultural land is also being eroded. “I’ve been living here my whole life and the farmlands used to be much bigger”, he said.

The waves here, he said are very strong and they are eating away at the land. “Hopefully, the local government can immediately take steps to handle the situation”, he hoped.

and Settlement Area Agency, I Gusti Nyoman Supartana, confirmed that coastal abrasion is indeed quite severe. Every year, proposals are sent to the Bali-Penida river agency who have the authority to handle the situation, but so far there has been no response.

“A huge budget is required and we have repeatedly sent proposals. The local government does not have such a budget.

The only area that has been dealt with is in Nusa Penida. The handling is only focused for the programs as set forth in the mid-term development plan or RPJMD”, he said. (kmb45)

SEMARAPURA — The district of Klungkung plan to do a mass vaccinatino of dogs from April to July reached there targeted number of dogs, however thousands of dogs have still not been vaccinated. Head of the Klungkung Agriculture Agency, Ida Bagus Juanida, explained on Tuesday (Aug. 1) that the main constraint they face is that people still allow their dogs to roam freely.

Based on the latest data, the dog population in Klungkung is 14,475 or which some 13, 274 were vaccinated for rabies representing 87 percent of the dog population in these four sub-districts leaving

1,355 dogs as yet unvaccinated..

“Indeed, a number of dogs have not been vaccinated but we did reach more dogs than we had aimed for initially”, he explained.

The unvaccinated dogs are spread evenly throughout the subdistricts and were not vaccinated because they were left to stray.

This is a problem that health officials face every time there is a mass vaccination. “ We always let people know ahead of time, but the problem persists” he explained.

This bureaucrat, who is also a veterinarian, said that although the mass vaccination program has officially ended for this year, they are

continuing to have dogs vaccinated by involving district officials and a special A-team from the provincial government.

“We will continue to vaccinate dogs until the end of the year. We have mapped out the village with the most unvaccinated dogs”, he explained.

The public is being asked to take an active role in preventing the spread of rabies by bringing their dogs to the agricultural agency to be vaccinated. “We sincerely hope that people will be proactive in having their dogs vaccinated. People can come directly to our office – the vaccine is free” he added. (kmb45)

Berlin ordered a Vietnamese intelligence officer to leave Germany within 48 hours in response, and demanded that Trinh Xuan Thanh be allowed to return.

Australia’s spy agency downgrades aviation threat after bomb plot arrests

SYDNEY - Australian Prime Minister Malcolm Turnbull said on Thursday the country’s intelligence agency had downgraded the threat level to aviation after an alleged “Islamic-inspired” plot to bring down a plane was uncovered and disrupted.

Four men were arrested in raids in several suburbs in Sydney, Australia’s largest city, at the weekend and held without charge under special terror-related powers. One man has since been released.

Increased airport security measures introduced after the arrests have caused delays for some air transport operators. It is unclear whether the security measures were designed to impede other known threats.

The Australian Security Intelligence Organisation raised the threat level to aviation to “probable” as a result of the plot, Turnbull told reporters in the city of Perth on Thursday. He said it had now been downgraded to “possible”.

“That is because the plot has been disrupted and has been contained,” said Turnbull, adding charges would be laid in due course, without elaborating.

The country’s two biggest domestic airlines, Qantas Airways and Virgin Australia, did not immediately respond to questions concerning the changed threat level.

Police have not released details of the plot, other than it was to include an “improvised device”. A U.S. official familiar with the arrests told Reuters that the target appeared to have been a commercial flight from Sydney to the Gulf.

BEIJING - China is taking an increasingly tough line on a border row with India amid a rising crescendo of nationalism in state media, and President Xi Jinping looks set for an awkward encounter with Prime Minister Narendra Modi at a multilateral summit next month.

Diplomats say Beijing would like to resolve the border issue before a summit of the BRICS nations - that also groups Brazil, Russia and South Africa - in the Chinese city of Xiamen in early September, and ensure nothing dampens what China wants to be a

show of cooperation and friendship among developing countries.

But that could be tough. On Wednesday, China ramped up the rhetoric, accusing India of “concocting” excuses over the illegal entry of the South Asian nation’s military into Chinese territory.

“China will take all necessary measures to safeguard its legitimate and lawful rights and interests,” the Foreign Ministry said.

The two sides’ troops are confronting each other close to a valley controlled by China that separates India from its close ally, Bhutan,

and gives China access to the socalled Chicken’s Neck, a thin strip of land connecting India and its remote northeastern regions.

Responding, India reiterated an earlier line that work by a Chinese road crew in the sensitive frontier area would have changed the status quo and urging “utmost restraint” by all sides.

“India considers that peace and tranquillity in the India-China border areas is an important prerequisite for smooth development of our bilateral relations with China,” New Delhi’s foreign ministry

said in a statement on Wednesday evening.

Most previous standoffs, such as one in 2014 just ahead of a rare trip to India for Xi, were resolved with both sides withdrawing their forces.

There has been no shooting since a brief border war in 1962.

Talks are happening behind the scenes, but with little apparent progress. Meantime, Chinese and India media have been taking a strident approach, with a Chinese state-run newspaper last week saying China could use force.

BRASILIA - Brazil’s Congress is expected to reopen the door for a modest pension overhaul as soon as October, lawmakers said before returning to normal business on Thursday following a vote to block a corruption trial against President Michel Temer.

Still, legislators warned that Temer must spend some of his newfound political capital either on measures raising tax revenue or a new, less ambitious 2017 budget target. The choice could quickly put him at odds with allies and even erode market confidence in his austerity agenda.

Since May, uncertainty over whether Temer would be suspended from office and tried by the Supreme Court had paralyzed talks on a proposed pension reform, the cornerstone of the president’s plan to eventual close Brazil’s gaping budget deficit.

The government, emboldened by a 263-227 vote to block the charges on Wednesday, now wants to resume talks with legislators by early next week, gauging support for the proposal, a government source told Reuters, requesting anonymity to freely discuss the government’s strategy.

Speaker Rodrigo Maia wants the lower house to vote on the reform by the end of August, he said earlier this week, which means the proposal could be approved by the Senate as soon as October, according to a second government source.

The government will not draw red lines in the negotiation, the first source added, in the hopes that lawmakers will agree to approve a meaningful overhaul now instead of resorting to piecemeal changes over the next few years.

Trump signs Russia sanctions bill, Moscow calls it ‘trade war’

WASHINGTON - U.S. President Donald Trump grudgingly signed into law new sanctions against Russia on Wednesday, a move Moscow said amounted to a full-scale trade war and an end to hopes for better ties with the Trump administration.

Congress overwhelmingly approved the legislation last week, passing a measure that conflicts with the Republican president’s desire to improve relations with Moscow.

Trump signed the bill behind closed doors, without the fanfare that has customarily accompanied his signing of executive orders. He criticized the measure as infringing on his powers to shape foreign policy, and said he could make “far better deals” with governments than Congress can.

Russian Prime Minister Dmitry Medvedev called the sanctions tantamount to a “full-scale trade war,” adding in a Facebook post that they showed the Trump administration had demonstrated “utter powerlessness.”

“The hope that our relations with the new American administration would improve is finished,” he wrote.

Trump’s litany of concerns about the sanctions, which also affect Iran and North Korea, raised the question of how vigorously Trump will implement them regarding Russia.

“While I favor tough measures to punish and deter aggressive and destabilizing behavior by Iran, North Korea, and Russia, this legislation is significantly flawed,” Trump said in a message to lawmakers known as a signing statement. He also issued a statement for the press about the bill.

The new law allows Congress, which passed the measure to punish Russia over interference in the 2016 U.S. presidential election and the annexation of Ukraine’s Crimea, to halt any effort by Trump to ease sanctions on Russia.

UK acid attack survivors call for tougher sentences

TRURO - Victims of acid attacks in Britain are calling on the government to enforce longer prison sentences and tighten controls on the sale of corrosive substances, after a jump in the number of cases last year and in 2017.

The issue hit headlines after a recent spate of attacks, including one in June in which two cousins were doused with acid through a car window as they were out celebrating a birthday, prompting Interior Minister Amber Rudd to review legislation.

There have been several acid attacks in London since, from robberies to gang-related violence.

The Home Office said it planned to set out guidance for prosecutors on classifying corrosive substances as dangerous weapons and to review sentencing guidelines.

“Other key actions will include a review of the Poisons Act to assess whether it should cover more acids and harmful substances and further work with retailers to agree measures to restrict the sales of acids and other corrosive substances,” said Sarah Newton, minister for crime, safeguarding and vulnerability.

For victims like 32-year-old Andreas Christopheros, who was assaulted at his home in 2014, that may bring little comfort. But he joins a chorus of acid attack survivors demanding that tough words become reality.

“I believe the UK has got its strategy towards this completely wrong,” he told Reuters at his home in Truro, a seaside town in southwest England.

“I strongly believe that the sentencing for anyone who carries out any form of acid attack, whether their intended victim is injured badly or not, should serve a life sentence, with a minimum term of 20 or more years.”

Crimes using corrosive substances in London jumped in 2016 to 431 from 261 in 2015, Metropolitan Police numbers show. So far this year, there have been 282.

There is no clear explanation for the rise, but it coincides with a crackdown on weapons including the “two strikes” rule requiring a mandatory minimum sentence of six months for

people convicted of carrying a knife for the second time.

Jaf Shah, executive director of London-based non-profit Acid Survivors Trust International, described a “loophole” in the law whereby people possessing acid would not be charged but those carrying a gun or a knife could.

“There just aren’t appropriate levels of controls around acid,” Shah said. “If you are caught with acid, police have to prove intent, which is very difficult.”

STRUGGLING TO SLEEP

Christopheros’ ordeal began in December, 2014, when he answered a knock on the door thinking it was a courier bringing Christmas presents.

Instead, a man he had never seen before threw a beaker of sulphuric acid in his face, saying: “This is for you, mate.”

“My t-shirt disintegrated from top to bottom, it just rolled away into nothing. The pain was inexplicable,” he said in the same house, where he still lives with his wife and four-yearold son.

He was rushed to hospital where doctors told his wife and mother he may not live through the night. He said he was on “death watch” for weeks because of the risk of infection.

Ninety percent of Christopheros’ face has been reconstructed using skin from other parts of his body, including his scalp and neck. He has had between ten and twelve surgeries and will need more, he said.

He has lost his eyelids three times as the scarring on his face contracts, making sleep a constant struggle.

“Not having eyelids has probably been the most torturous thing that I’ve been through,” he said. “You can’t hide from the light. You can’t shut your eyes.”

Christopheros said the attack was a case of mistaken identity, as his assailant believed he had carried out a sexual assault on a family member but arrived at the wrong house.

After pleading guilty, his attacker was initially sentenced to life in prison with a minimum term of eight years. (rtr)

Islamic school seeks to steer sons of militants to new path SEI MENCIRIM — The slim boys in Muslim caps and robes at the Al Hidayah Islamic boarding school are grinning bolts of energy who love football, need a little coaxing to do their math and Quran lessons assiduously and aspire to become policemen or respected preachers. Their school, like many in rural Indonesia, started as a modest affair with a dusty yard, spartan sleeping quarters and an open-air classroom with a dirt floor and corrugated iron roofing. The boys, though, have been spoken to roughly by villagers, the school’s banners and billboards trampled and burned, and its head teacher reported to police.

The 20 pupils are the sons of Islamic militants, reviled by most Indonesians for killings and other acts of violence that they justified with distorted interpretations of Islam. Nearly half of the boys’ fathers were killed in police raids, and in some cases the children witnessed the deaths. Most of the other fathers are in prison for terrorism offenses.

Al Hidayah’s founder, Khairul Ghazali, is a former radical preacher whose involvement in militancy stretches back decades. Nowadays, the soft-spoken 52-year-old professes to be a changed man who wants to atone by preventing his young charges, who were ostracized and taunted at mainstream schools, from becoming the next generation of Indonesian jihadists.

His three sons attend the school.

A turning point, he said, came in 2010 when anti-terror police raided his home and shot dead two other militants, wanted for killing police officers, in front of him, his wife and children. In prison, he dwelt on his decades of jihad and in the hours spent poring over the Quran found his past wanting. He has written several books against radicalism.

“It’s hurt our innocent children.

It’s hurt us,” said Ghazali, who was released in 2015 after serving four years for offenses that included a major bank robbery to fund attacks.

Ghazali’s school in North Sumatra is supported by counterterrorism officials but is only a small dent in a largely undiscussed problem.

By his reckoning, there are at least 2,000 sons and daughters of killed and imprisoned militants at risk of becoming battle fodder for a new wave of jihadism. The IS group’s declaration of a caliphate over swaths of territory it tempo-

rarily held in Iraq and Syria, and more recently the occupation of the southern Philippine city of Marawi by IS sympathizers, has provided a psychological boost to militant networks in Indonesia that had been atomized by a sustained crackdown. As the group’s territory in the Middle East shrinks, officials fear Indonesians who fought there, or in Marawi, will return.

Sitting in a classroom just after dawn with students whose ages range from 9 to 15, Ghazali tells stories about the life of the Prophet Muhammad to show them, he said, that Islam is a religion of love and mercy, not an ideology to justify a war against police, currently the most frequent target of militant attacks in Indonesia. Abdullah, 13, and his two younger brothers were sent by their mother to Ghazali’s boarding school last year because of the hostility they faced at their regular school.

“I can’t stand the taunts at school,” he said, his lips trembling.

“I dropped out when I was in the third grade and I had to move from place to place. I was insulted as a terrorist kid when my father was in prison. I was so sad.” Abdullah said his favorite activities at school are football and Arabic lessons.

He aspires to become an Islamic teacher because “there are many people who claim to know Islam but actually they don’t know what Islam is and how to practice it.”

The initial hostility the school faced when it opened in 2015 has faded. Local police talked to villagers, raising awareness about its purpose. A stream of officials from the district and provincial governments and the military visited to show their support. Another school that can cater to 100 students has been set up with the National Agency for Counter-Terrorism’s assistance in Lamongan, the East Java hometown of three brothers who assembled a massive bomb used in the 2002 Bali attack.

Suhardi Alius, chief of the counterterrorism agency, describes Ghazali as “totally changed” and taking the right course by drawing on his experience to prevent others from taking up violence. “The state should support him because people become radical not within a day or two, but it takes a long process, so to deradicalize them we also need a long process,” he said. New eruption at Indonesia volcano spreads ash for miles

JAKARTA — Mount Sinabung on the Indonesian island of Sumatra blasted volcanic ash as high as 4.2 kilometers (2.6 miles) on Wednesday, one of its biggest eruptions in the past several months of high activity.

Isya Nurrahmat Dana, an official at a volcano monitoring post in North Sumatra province, said at least 19 eruptions followed by lava flows were recorded by midday Wednesday.

Hot ash tumbled down the mountain’s slopes as far as 4.5 kilometers (2.8 miles) east and southeast into the Labortus River.

Media reports said students from an elementary school in Kuta Rakyat were sent home because volcanic ash covering the village was considered dangerous.

There were no reports of casualties.

National Disaster Mitigation Agency spokesman Sutopo Purwo Nugroho said thousands of people in 10 villages were directly affected by ash fall from the latest eruption.

He warned villagers to stay out of a danger zone that extends as far as 7 kilometers (4.4 miles) from the peak. Nugroho said villagers urgently need face masks and clean water. He called on people to be vigilant about the possibility of flash floods and lava flows because Wednesday’s eruption created a natural dam on the upper reaches of the Laborus River.

The 2,460-meter (8,070-foot) high Sinabung burst back to life in 2010 after a long period of dormancy.

The volcano has been erupting sporadically ever since, killing 17 people and forcing more than 30,000 to evacuate their villages. (ap)

Sharapova withdraws from Stanford with injury

CALIFORNIA - Maria Sharapova has withdrawn from the Stanford Classic ahead of her second round match on Wednesday due to soreness in her left arm, the former world number one said.

Sharapova, who was competing as a wildcard in her fourth tournament back after a 15-month doping ban, said she started to feel pain in her forearm late during her first-round win over American Jennifer Brady on Monday.

“After yesterday’s scan, the doctor has recommended I don’t risk further injury,” Sharapova, who was awarded a wildcard to compete this week in California, said in a statement on the tournament’s website.

“Monday night’s crowd was so special and I wish I could continue playing but I have to make a preventative decision.”

Sharapova, playing her first match in the United States since 2015, was made to work against world number 80 Brady, needing two hours to secure the 6-1 4-6 6-0 win.

Her early exit means Ukrainian seventh seed Lesia Tsurenko advances to the third round by walkover.

It marks the second time in three months that the five-times grand slam champion’s comeback has been interrupted by injury as she also retired from her second round match at the Italian Open in mid-May after injuring her left thigh.

Sharapova, banned after testing positive for heart drug meldonium at the 2016 Australian Open, has had mixed results since re-joining the WTA Tour. LONDON - Andre de Grasse, the triple Olympic sprint medallist, has pulled out of the World Athletics Championships in London with injury, boosting Usain Bolt’s chances of a golden swansong.

The Canadian was expected to be Bolt’s main rival for his 100 metres crown in the Jamaican’s farewell championship but he suffered a hamstring strain in training on Monday and will miss the rest of the season.

“The entire year this 100m race in London was my focus. I am really in the best shape of my life and was looking forward to competing against the best in the world,” 22-year-old De Grasse said in a statement.

“To not have this opportunity is unimaginable to me but it is the reality I am now faced with.

“I am sad to miss this chance but I am young and with treatment and rehabilitation I will be back and better than ever in the near future.”

His manager Paul Doyle told Reuters the sprinter had suffered

a grade two hamstring strain to his right leg.

“We tried to do everything we could to have him ready but he’s just not going to be ready,” Doyle said.

“Further MRI results today showed it’s probably going to be another four to six weeks before he’s fully recovered.

“So unfortunately he’s out of the 100 metres, 200 metres and the relay and done for the season.”

De Grasse, who won the Olympic 200m silver and bronzes in the 100m and 4 x 100m relay, had been due to line up in the 100m heats on the Championships’ opening day on Friday as the first part of another triple medal bid.

He had recorded the fastest time of the year, albeit strongly wind-assisted, of 9.69 seconds in Stockholm in June and had been shaping up as the man most likely to spoil the script in Bolt’s final Championship.

De Grasse first came on Bolt’s radar last year at the Rio Games

when the confident Canadian pushed him hard in the 200m semifinals, prompting the Jamaican to wag his finger at the youngster.

The pair had seemed to get on well but the atmosphere between them had evidently chilled a little this year, if Bolt’s comments at a media conference in London on Tuesday were anything to go by.

Asked who might fill his shoes after he retires, Bolt made what appeared to be a pointed reference to De Grasse when he responded: “I’m not going down that road. The last guy I said was going to be great disrespected me.”

This was thought to be in response to De Grasse suggesting Bolt might be slowing down in his final season.

Also, there had been a claim from De Grasse’s team that Bolt had tried to get the Canadian ousted from the 100m that he was running at the Diamond League meeting in Monaco -- a suggestion of ‘running scared’ that the Jamaican vehemently denied. (rtr)

But it’s all the MLS All-Stars have. “I believe the league showed a good face against one of the best teams in the world,” coach Veljko Paunovic said after his MLS squad lost a penalty shootout to Royal Madrid.

“I’m going to repeat that over and over.

“Five years from now, I think it would be great to face Real Madrid again,” he added, “and see where we are then.”

After a 1-1 tie to end regulation, the visitors finally shook free from their determined hosts, 4-2, in penalty kicks before a sold-out Soldier Field crowd. The decisive kick was delivered by Marcelo, a starter who came on in the second half and sent his spot kick low right and past diving goalkeeper Stefan Frei.

“People enjoyed it, which is the most important thing,” Real coach Zinedine Zidane said afterward.

Then again, Zidane had the luxury of trotting out a second wave of starters early in the second half, nearly all of whom were better than any of the front-liners the MLS started the game with.

Real made all four of its tries in the penalty round.

Both Dom Dwyer and Giovani Do Santos, the first two shooters sent out by MLS, were stopped by Real goalkeeper Luca Zidane, the coach’s son, and the crossbar, respectively.

Madrid took a 1-0 lead just inside the hour mark, after a clever through pass from Real’s Dani Ceballos that split the MLS defense and sent Borja Mayoral in alone against Frei. Mayoral’s right-footed shot barely beat a sliding tackle from MLS defender Dax McCarty before eluding Frei’s dive to his left.

The All-Stars drew level in the 89th minute on a sequence that resembled a pinball game. McCarty headed a corner from Diego Valeri that bounced low off the right post and then hit teammate Kellyn Acosta. Dwyer, who’s made a splash during his brief tenure with the U.S. national team, came through the crowd in front of the net and his header from close-in tied the game.

“It was a great atmosphere. It shows how much the game’s grown here in this country,” Dwyer said.

“Obviously, Real Madrid’s going to attract a lot of fans, but it’s really grown here.”

The match came at the end of Real Madrid’s summer tour and as expected, Zidane reached deep into his bench to begin the game. Without Cristiano Ronaldo, who did not make the tour, only four other players who started in the team’s Champions League final win — defender Sergio Ramos, midfielders Toni Kroos and Isco, and goalkeeper Keylor Navas — were in the starting lineup.

Of those four, only Isco returned for the second half. But he left just past the hour mark as the second wave of Madrid starters — Marcelo was joined by Gareth Bale, Casemiro and Karim Benzema — trotted onto the pitch.

MLS coach Veljko Paunovic responded with 10 new players after halftime, but that side was no more effective than the starters until Dwyer equalized. “The last minutes were tough for us,” he said. So was the early going.

Madrid had nearly all of the good first-half chances and Mayoral missed the best one in the 27th minute with a curling drive from the top of the box that was wide of the right post. Ramos missed the most entertaining chance when he raced into the box alone and tried to chip goalkeeper Tim Howard just before halftime. The cheeky attempt flew over the crossbar.

MLS defender Greg Garza suffered a separated shoulder just two minutes into the game when he was tackled by Isco near midfield and fell hard on his right side. He was replaced by veteran DaMarcus Beasley five minutes later.

The All-Stars best chance in the opening half featured a deft pass from Kaka deep in the box that set David Villa up from point-blank range. But Madrid’s defense converged to smother the attempt. “We had to adjust our plan because of the injury to Garza,” Paunovic said.

The match marked the 13th consecutive year the MLS team faced a top international side and dropped their record to 7-6, with two of the losses coming on penalties. (ap)

Mourinho, Klopp split over world record Neymar transfer

Jose Mourinho and Juergen Klopp’s conflicting views on Neymar’s imminent move from Barcelona to Paris St Germain offer an insight into how the 222 million euro ($263 million) deal has divided opinion across football.

News of a transfer that will smash the existing world record broke on Wednesday when Barcelona confirmed they had given the Brazilian forward permission to speak to the French club, who are prepared to trigger his release clause.

Mourinho, who sanctioned Paul Pogba’s world record 105 million euro move from Juventus to Manchester United last year, said PSG were not paying over the odds given Neymar’s quality, but he is concerned by the financial “consequences”. “When we paid that amount for Paul, I said that it was

not expensive,” United manager Mourinho told British media.

“Expensive are the ones who get into a certain level without a certain quality... For 200 million pounds ($264.46 million), I don’t think (Neymar) is expensive.”I think he’s expensive in the fact that now you are going to have more players at 100 million pounds, you are going have more players at 80 million and more players at 60 million. And I think that’s the problem.

“Neymar is one of the best players in the world, commercially he is very strong and for sure PSG thought about it. So I think the problem is not Neymar, I think the problem is the consequences of Neymar.”

Liverpool manager Klopp criticised the deal and questioned the effectiveness of UEFA’s Financial

Fair Play (FFP) rules, which stipulate that a club’s wage bill must not exceed 70 percent of its revenue.

“There are clubs that can pay fees like that -- Manchester City and PSG. Everyone knows that,” Klopp told reporters in Munich on Wednesday. City are owned by United Arab Emirates billionaire Sheikh Mansour bin Zayed Al Nahyan, while PSG were taken over in 2012 by Qatar Sports Investments, an arm of Qatar’s sovereign wealth fund.

“I thought fair play was made so that situations like that can’t happen. That’s more of a suggestion than a real rule. I don’t understand that. I don’t know how it happens,” Klopp added. ‘Genius’ Matic needs time to get ready, says Man United’s Mourinho

Manchester United’s newest recruit Nemanja Matic is a “genius” in his understanding of the game but needs time to settle in, manager Jose Mourinho said, following the midfielder’s debut in the team’s 2-1 pre-season win over Sampdoria.

Matic completed his move to United from Premier League champions Chelsea on Monday, reuniting with Mourinho who coached the London side from 2013 to 2015.

Mourinho said Matic “needs time” but that he would be helped by his “experience, intelligence, a genius in the way he thinks - he thinks football.”

PARIS - France striker Kylian Mbappe has asked to leave Ligue 1 champions Monaco, with Barcelona named among several big European clubs interested in signing him, French sports daily L’Equipe reported on its website.

The 18-year-old shone for Monaco as they claimed the French title and reached the semi-finals of the Champions League last season but the forward wants to leave the club “very soon,” L’Equipe said in the report.

Monaco recently said it was hopeful that the teenager valued at 180 million euros ($213 million) would agree to a new contract.

With Brazilian striker Neymar on the verge of a record-breaking move from Barcelona to Paris St Germain, according to the player’s agent, Mbappe would represent an ideal replacement at the Catalan club should that transfer go ahead. Madrid took a 1-0 lead just inside the hour mark, after a clever through pass from Real’s Dani Ceballos that split the MLS defense and sent Borja Mayoral in alone against Frei. Mayoral’s right-footed shot barely beat a sliding tackle from MLS defender Dax McCarty before eluding Frei’s dive to his left.

The All-Stars drew level in the 89th minute on a sequence that resembled a pinball game. McCarty headed a corner from Diego Valeri that bounced low off the right post and then hit teammate Kellyn Acosta. Dwyer, who’s made a splash during his brief tenure with the U.S. national team, came through the crowd in front of the net and his header from close-in tied the game.

The match came at the end of Real Madrid’s summer tour and as expected, Zidane reached deep into his bench to begin the game. Mourinho, Klopp split over world record Neymar transfer

Jose Mourinho and Juergen Klopp’s conflicting views on Neymar’s imminent move from Barcelona to Paris St Germain offer an insight into how the 222 million euro ($263 million) deal has divided opinion across football.

News of a transfer that will smash the existing world record broke on Wednesday when Barcelona confirmed they had given the Brazilian forward permission to speak to the French club, who are prepared to trigger his release clause.

Mourinho, who sanctioned Paul Pogba’s world record 105 million euro move from Juventus to Manchester United last year, said PSG were not paying over the odds given Neymar’s quality, but he is concerned by the financial “consequences”. “When we paid that amount for Paul, I said that it was

not expensive,” United manager Mourinho told British media.

“Expensive are the ones who get into a certain level without a certain quality... For 200 million pounds ($264.46 million), I don’t think (Neymar) is expensive.”I think he’s expensive in the fact that now you are going to have more players at 100 million pounds, you are going have more players at 80 million and more players at 60 million. And I think that’s the problem.

“Neymar is one of the best players in the world, commercially he is very strong and for sure PSG thought about it. So I think the problem is not Neymar, I think the problem is the consequences of Neymar.”

Liverpool manager Klopp criticised the deal and questioned the effectiveness of UEFA’s Financial

Fair Play (FFP) rules, which stipulate that a club’s wage bill must not exceed 70 percent of its revenue.

“There are clubs that can pay fees like that -- Manchester City and PSG. Everyone knows that,” Klopp told reporters in Munich on Wednesday. City are owned by United Arab Emirates billionaire Sheikh Mansour bin Zayed Al Nahyan, while PSG were taken over in 2012 by Qatar Sports Investments, an arm of Qatar’s sovereign wealth fund.

“I thought fair play was made so that situations like that can’t happen. That’s more of a suggestion than a real rule. I don’t understand that. I don’t know how it happens,” Klopp added. ‘Genius’ Matic needs time to get ready, says Man United’s Mourinho

Manchester United’s newest recruit Nemanja Matic is a “genius” in his understanding of the game but needs time to settle in, manager Jose Mourinho said, following the midfielder’s debut in the team’s 2-1 pre-season win over Sampdoria.

Matic completed his move to United from Premier League champions Chelsea on Monday, reuniting with Mourinho who coached the London side from 2013 to 2015.

PARIS - France striker Kylian Mbappe has asked to leave Ligue 1 champions Monaco, with Barcelona named among several big European clubs interested in signing him, French sports daily L’Equipe reported on its website.

The 18-year-old shone for Monaco as they claimed the French title and reached the semi-finals of the Champions League last season but the forward wants to leave the club “very soon,” L’Equipe said in the report.

Monaco recently said it was hopeful that the teenager valued at 180 million euros ($213 million) would agree to a new contract.

With Brazilian striker Neymar on the verge of a record-breaking move from Barcelona to Paris St Germain, according to the player’s agent, Mbappe would represent an ideal replacement at the Catalan club should that transfer go ahead. Sharapova withdraws from Stanford with injury

CALIFORNIA - Maria Sharapova has withdrawn from the Stanford Classic ahead of her second round match on Wednesday due to soreness in her left arm, the former world number one said.

Sharapova, who was competing as a wildcard in her fourth tournament back after a 15-month doping ban, said she started to feel pain in her forearm late during her first-round win over American Jennifer Brady on Monday.

“After yesterday’s scan, the doctor has recommended I don’t risk further injury,” Sharapova, who was awarded a wildcard to compete this week in California, said in a statement on the tournament’s website.

“Monday night’s crowd was so special and I wish I could continue playing but I have to make a preventative decision.”

Sharapova, playing her first match in the United States since 2015, was made to work against world number 80 Brady, needing two hours to secure the 6-1 4-6 6-0 win.

Her early exit means Ukrainian seventh seed Lesia Tsurenko advances to the third round by walkover.

LONDON - Andre de Grasse, the triple Olympic sprint medallist, has pulled out of the World Athletics Championships in London with injury, boosting Usain Bolt’s chances of a golden swansong.

The Canadian was expected to be Bolt’s main rival for his 100 metres crown in the Jamaican’s farewell championship but he suffered a hamstring strain in training on Monday and will miss the rest of the season.

“The entire year this 100m race in London was my focus. I am really in the best shape of my life and was looking forward to competing against the best in the world,” 22-year-old De Grasse said in a statement.

“To not have this opportunity is unimaginable to me but it is the reality I am now faced with.

“I am sad to miss this chance but I am young and with treatment and rehabilitation I will be back and better than ever in the near future.”

His manager Paul Doyle told Reuters the sprinter had suffered

a grade two hamstring strain to his right leg.

“We tried to do everything we could to have him ready but he’s just not going to be ready,” Doyle said.

“Further MRI results today showed it’s probably going to be another four to six weeks before he’s fully recovered.

“So unfortunately he’s out of the 100 metres, 200 metres and the relay and done for the season.”

De Grasse, who won the Olympic 200m silver and bronzes in the 100m and 4 x 100m relay, had been due to line up in the 100m heats on the Championships’ opening day on Friday as the first part of another triple medal bid.

He had recorded the fastest time of the year, albeit strongly wind-assisted, of 9.69 seconds in Stockholm in June and had been shaping up as the man most likely to spoil the script in Bolt’s final Championship.

De Grasse first came on Bolt’s radar last year at the Rio Games

when the confident Canadian pushed him hard in the 200m semifinals, prompting the Jamaican to wag his finger at the youngster.

The pair had seemed to get on well but the atmosphere between them had evidently chilled a little this year, if Bolt’s comments at a media conference in London on Tuesday were anything to go by.

Asked who might fill his shoes after he retires, Bolt made what appeared to be a pointed reference to De Grasse when he responded: “I’m not going down that road. The last guy I said was going to be great disrespected me.”

This was thought to be in response to De Grasse suggesting Bolt might be slowing down in his final season.

Also, there had been a claim from De Grasse’s team that Bolt had tried to get the Canadian ousted from the 100m that he was running at the Diamond League meeting in Monaco -- a suggestion of ‘running scared’ that the Jamaican vehemently denied. (rtr)

Trump signs Russia sanctions bill, Moscow calls it ‘trade war’

WASHINGTON - U.S. President Donald Trump grudgingly signed into law new sanctions against Russia on Wednesday, a move Moscow said amounted to a full-scale trade war and an end to hopes for better ties with the Trump administration.

Congress overwhelmingly approved the legislation last week, passing a measure that conflicts with the Republican president’s desire to improve relations with Moscow.

Trump signed the bill behind closed doors, without the fanfare that has customarily accompanied his signing of executive orders. He criticized the measure as infringing on his powers to shape foreign policy, and said he could make “far better deals” with governments than Congress can.

Russian Prime Minister Dmitry Medvedev called the sanctions tantamount to a “full-scale trade war,” adding in a Facebook post that they showed the Trump administration had demonstrated “utter powerlessness.”

“The hope that our relations with the new American administration would improve is finished,” he wrote.

Trump’s litany of concerns about the sanctions, which also affect Iran and North Korea, raised the question of how vigorously Trump will implement them regarding Russia.

“While I favor tough measures to punish and deter aggressive and destabilizing behavior by Iran, North Korea, and Russia, this legislation is significantly flawed,” Trump said in a message to lawmakers known as a signing statement. He also issued a statement for the press about the bill.

The new law allows Congress, which passed the measure to punish Russia over interference in the 2016 U.S. presidential election and the annexation of Ukraine’s Crimea, to halt any effort by Trump to ease sanctions on Russia.

UK acid attack survivors call for tougher sentences

TRURO - Victims of acid attacks in Britain are calling on the government to enforce longer prison sentences and tighten controls on the sale of corrosive substances, after a jump in the number of cases last year and in 2017.

The issue hit headlines after a recent spate of attacks, including one in June in which two cousins were doused with acid through a car window as they were out celebrating a birthday, prompting Interior Minister Amber Rudd to review legislation.

There have been several acid attacks in London since, from robberies to gang-related violence.

The Home Office said it planned to set out guidance for prosecutors on classifying corrosive substances as dangerous weapons and to review sentencing guidelines.

“Other key actions will include a review of the Poisons Act to assess whether it should cover more acids and harmful substances and further work with retailers to agree measures to restrict the sales of acids and other corrosive substances,” said Sarah Newton, minister for crime, safeguarding and vulnerability.

For victims like 32-year-old Andreas Christopheros, who was assaulted at his home in 2014, that may bring little comfort. But he joins a chorus of acid attack survivors demanding that tough words become reality.

“I believe the UK has got its strategy towards this completely wrong,” he told Reuters at his home in Truro, a seaside town in southwest England.

“I strongly believe that the sentencing for anyone who carries out any form of acid attack, whether their intended victim is injured badly or not, should serve a life sentence, with a minimum term of 20 or more years.”

Crimes using corrosive substances in London jumped in 2016 to 431 from 261 in 2015, Metropolitan Police numbers show. So far this year, there have been 282.

There is no clear explanation for the rise, but it coincides with a crackdown on weapons including the “two strikes” rule requiring a mandatory minimum sentence of six months for

people convicted of carrying a knife for the second time.

Jaf Shah, executive director of London-based non-profit Acid Survivors Trust International, described a “loophole” in the law whereby people possessing acid would not be charged but those carrying a gun or a knife could.

“There just aren’t appropriate levels of controls around acid,” Shah said. “If you are caught with acid, police have to prove intent, which is very difficult.”

“UEFA will look into the details of this transfer in due course to ensure PSG are compliant with FFP requirements,” the UEFA statement said.

STRUGGLING TO SLEEP

Christopheros’ ordeal began in December, 2014, when he answered a knock on the door thinking it was a courier bringing Christmas presents.

Instead, a man he had never seen before threw a beaker of sulphuric acid in his face, saying: “This is for you, mate.”

“My t-shirt disintegrated from top to bottom, it just rolled away into nothing. The pain was inexplicable,” he said in the same house, where he still lives with his wife and four-yearold son.

He was rushed to hospital where doctors told his wife and mother he may not live through the night. He said he was on “death watch” for weeks because of the risk of infection.

Ninety percent of Christopheros’ face has been reconstructed using skin from other parts of his body, including his scalp and neck. He has had between ten and twelve surgeries and will need more, he said.

He has lost his eyelids three times as the scarring on his face contracts, making sleep a constant struggle.

“Not having eyelids has probably been the most torturous thing that I’ve been through,” he said. “You can’t hide from the light. You can’t shut your eyes.”

Christopheros said the attack was a case of mistaken identity, as his assailant believed he had carried out a sexual assault on a family member but arrived at the wrong house.

After pleading guilty, his attacker was initially sentenced to life in prison with a minimum term of eight years. (rtr)

Islamic school seeks to steer sons of militants to new path SEI MENCIRIM — The slim boys in Muslim caps and robes at the Al Hidayah Islamic boarding school are grinning bolts of energy who love football, need a little coaxing to do their math and Quran lessons assiduously and aspire to become policemen or respected preachers. Their school, like many in rural Indonesia, started as a modest affair with a dusty yard, spartan sleeping quarters and an open-air classroom with a dirt floor and corrugated iron roofing. The boys, though, have been spoken to roughly by villagers, the school’s banners and billboards trampled and burned, and its head teacher reported to police.

The 20 pupils are the sons of Islamic militants, reviled by most Indonesians for killings and other acts of violence that they justified with distorted interpretations of Islam. Nearly half of the boys’ fathers were killed in police raids, and in some cases the children witnessed the deaths. Most of the other fathers are in prison for terrorism offenses.

Al Hidayah’s founder, Khairul Ghazali, is a former radical preacher whose involvement in militancy stretches back decades. Nowadays, the soft-spoken 52-year-old professes to be a changed man who wants to atone by preventing his young charges, who were ostracized and taunted at mainstream schools, from becoming the next generation of Indonesian jihadists.

His three sons attend the school.

A turning point, he said, came in 2010 when anti-terror police raided his home and shot dead two other militants, wanted for killing police officers, in front of him, his wife and children. In prison, he dwelt on his decades of jihad and in the hours spent poring over the Quran found his past wanting. He has written several books against radicalism.

“It’s hurt our innocent children.

It’s hurt us,” said Ghazali, who was released in 2015 after serving four years for offenses that included a major bank robbery to fund attacks.

Ghazali’s school in North Sumatra is supported by counterterrorism officials but is only a small dent in a largely undiscussed problem.

By his reckoning, there are at least 2,000 sons and daughters of killed and imprisoned militants at risk of becoming battle fodder for a new wave of jihadism. The IS group’s declaration of a caliphate over swaths of territory it tempo-

rarily held in Iraq and Syria, and more recently the occupation of the southern Philippine city of Marawi by IS sympathizers, has provided a psychological boost to militant networks in Indonesia that had been atomized by a sustained crackdown. As the group’s territory in the Middle East shrinks, officials fear Indonesians who fought there, or in Marawi, will return.

Sitting in a classroom just after dawn with students whose ages range from 9 to 15, Ghazali tells stories about the life of the Prophet Muhammad to show them, he said, that Islam is a religion of love and mercy, not an ideology to justify a war against police, currently the most frequent target of militant attacks in Indonesia. Abdullah, 13, and his two younger brothers were sent by their mother to Ghazali’s boarding school last year because of the hostility they faced at their regular school.

New eruption at Indonesia volcano spreads ash for miles

JAKARTA — Mount Sinabung on the Indonesian island of Sumatra blasted volcanic ash as high as 4.2 kilometers (2.6 miles) on Wednesday, one of its biggest eruptions in the past several months of high activity.

Isya Nurrahmat Dana, an official at a volcano monitoring post in North Sumatra province, said at least 19 eruptions followed by lava flows were recorded by midday Wednesday.

Hot ash tumbled down the mountain’s slopes as far as 4.5 kilometers (2.8 miles) east and southeast into the Labortus River.

Media reports said students from an elementary school in Kuta Rakyat were sent home because volcanic ash covering the village was considered dangerous.

There were no reports of casualties.

National Disaster Mitigation Agency spokesman Sutopo Purwo Nugroho said thousands of people in 10 villages were directly affected by ash fall from the latest eruption.

He warned villagers to stay out of a danger zone that extends as far as 7 kilometers (4.4 miles) from the peak. Nugroho said villagers urgently need face masks and clean water. He called on people to be vigilant about the possibility of flash floods and lava flows because Wednesday’s eruption created a natural dam on the upper reaches of the Laborus River.

The 2,460-meter (8,070-foot) high Sinabung burst back to life in 2010 after a long period of dormancy.

The volcano has been erupting sporadically ever since, killing 17 people and forcing more than 30,000 to evacuate their villages. (ap)

PRAGUE — The Czech Republic’s central bank has raised its key interest rate to 0.25 percent, the first rate rise since February 2008.

The bank last cut its key interest rate

in 2012 to 0.05 percent, the lowest since the country was formed in 1993 after the breakup of Czechoslovakia. The move was aimed at helping the struggling exportoriented economy.

But the economy has been booming recently with the lowest unemployment rate in the EU, while the inflation reached 2.3 percent in June, above the bank’s long term target of 2 percent. The Finance Ministry

Brazil eyes pension vote, budget target after Temer dodges trial

BRASILIA - Brazil’s Congress is expected to reopen the door for a modest pension overhaul as soon as October, lawmakers said before returning to normal business on Thursday following a vote to block a corruption trial against President Michel Temer.

Still, legislators warned that Temer must spend some of his newfound political capital either on measures raising tax revenue or a new, less ambitious 2017 budget target. The choice could quickly put him at odds with allies and even erode market confidence in his austerity agenda.

Since May, uncertainty over whether Temer would be suspended from office and tried by the Supreme Court had paralyzed talks on a proposed pension reform, the cornerstone of the president’s plan to eventual close Brazil’s gaping budget deficit.

The government, emboldened by a 263-227 vote to block the charges on Wednesday, now wants to resume talks with legislators by early next week, gauging support for the proposal, a government source told Reuters, requesting anonymity to freely discuss the government’s strategy.

Speaker Rodrigo Maia wants the lower house to vote on the reform by the end of August, he said earlier this week, which means the proposal could be approved by the Senate as soon as October, according to a second government source.

The government will not draw red lines in the negotiation, the first source added, in the hopes that lawmakers will agree to approve a meaningful overhaul now instead of resorting to piecemeal changes over the next few years.

Changing the target is a lastresort measure that could be announced later this month, the second government source told Reuters, adding that a new target would still not exceed last year’s 161 billion reais deficit. More tax increases could face stiff resistance in Congress.

When they took part in the contest for the category of Creating Creative Menu with the theme ‘Balinese Nusantara,’ the basic ingredients in use include tabah bamboo shoots, gooseweed, steamed rice and Muscovy duck. They could process such traditional ingredients into delicious cuisine and was presented in modern menu. Other than unique presentation, the menu created by these chefs also has a distinctive taste.

In the contest, Arya Nata made menu Muscovy duck spring roll with spicy sauce (appetizer), Muscovy duck twisted satay, timbung rice, uyang-aying spice, bamboo shoot vegetable and gooseweed with spicy sauce (main course) and banana roll dumplings (dessert).

The chefs were able to mix and serve delicious and nutritious menu that can be enjoyed by local people

and foreign tourists. The menu creation of Dewi Sinta chef menu was admitted to be delicious by Chef Juna who acted as a jury.

Arya Nata confessed that bamboo shoot was deliberately selected as a food ingredient to match the vision and mission of the Tanah Lot Kreatifood Festival 2017.

Berlin ordered a Vietnamese intelligence officer to leave Germany within 48 hours in response, and demanded that Trinh Xuan Thanh be allowed to return.

Police in Vietnam said this week that Thanh had turned himself in on Monday after a 10-month international manhunt.

They gave no details as to why he had decided to return home and hand himself in. No pictures of him have been published and local media said his family were unaware of his whereabouts.

The German foreign ministry spokesman said the Vietnamese ambassador had been summoned on Tuesday afternoon and that the official representative of the Vietnamese intelligence service had been ordered to leave.

Australia’s spy agency downgrades aviation threat after bomb plot arrests

SYDNEY - Australian Prime Minister Malcolm Turnbull said on Thursday the country’s intelligence agency had downgraded the threat level to aviation after an alleged “Islamic-inspired” plot to bring down a plane was uncovered and disrupted.

Four men were arrested in raids in several suburbs in Sydney, Australia’s largest city, at the weekend and held without charge under special terror-related powers. One man has since been released.

Increased airport security measures introduced after the arrests have caused delays for some air transport operators. It is unclear whether the security measures were designed to impede other known threats.

The Australian Security Intelligence Organisation raised the threat level to aviation to “probable” as a result of the plot, Turnbull told reporters in the city of Perth on Thursday. He said it had now been downgraded to “possible”.

“That is because the plot has been disrupted and has been contained,” said Turnbull, adding charges would be laid in due course, without elaborating.

The country’s two biggest domestic airlines, Qantas Airways and Virgin Australia, did not immediately respond to questions concerning the changed threat level.

Police have not released details of the plot, other than it was to include an “improvised device”. A U.S. official familiar with the arrests told Reuters that the target appeared to have been a commercial flight from Sydney to the Gulf.

China-India border spat casts shadow ahead of BRICS summit

BEIJING - China is taking an increasingly tough line on a border row with India amid a rising crescendo of nationalism in state media, and President Xi Jinping looks set for an awkward encounter with Prime Minister Narendra Modi at a multilateral summit next month.

Diplomats say Beijing would like to resolve the border issue before a summit of the BRICS nations - that also groups Brazil, Russia and South Africa - in the Chinese city of Xiamen in early September, and ensure nothing dampens what China wants to be a

show of cooperation and friendship among developing countries.

But that could be tough. On Wednesday, China ramped up the rhetoric, accusing India of “concocting” excuses over the illegal entry of the South Asian nation’s military into Chinese territory.

“China will take all necessary measures to safeguard its legitimate and lawful rights and interests,” the Foreign Ministry said.

The two sides’ troops are confronting each other close to a valley controlled by China that separates India from its close ally, Bhutan,

and gives China access to the socalled Chicken’s Neck, a thin strip of land connecting India and its remote northeastern regions.

Responding, India reiterated an earlier line that work by a Chinese road crew in the sensitive frontier area would have changed the status quo and urging “utmost restraint” by all sides.

“India considers that peace and tranquillity in the India-China border areas is an important prerequisite for smooth development of our bilateral relations with China,” New Delhi’s foreign ministry

said in a statement on Wednesday evening.

Most previous standoffs, such as one in 2014 just ahead of a rare trip to India for Xi, were resolved with both sides withdrawing their forces.

There has been no shooting since a brief border war in 1962.

Talks are happening behind the scenes, but with little apparent progress. Meantime, Chinese and India media have been taking a strident approach, with a Chinese state-run newspaper last week saying China could use force.

Vancouver Indigenous Fashion Week

VANCOUVER - Vancouver is holding its first Indigenous Fashion Week (VIFW), spotlighting designs by Canada’s aboriginal peoples.

Almost 60 First Nations designers and models have joined forces for the four-day event, which opened on 26 July.

Many of those on the catwalk are current or former foster children.

The event’s organiser, former model Joleen Mitton, said she hoped it would give young indigenous people “a sense of their own culture”.

Ms Mitton, 33, has been working with First Nations children in foster care for almost a decade. It was their interest in her fashion past that inspired her to launch the show.

“You wear who you are, and if you’re wearing something from your territory, it brings you a sense of self-awareness,”

CBC quoted her as saying.

“It helps them know who they are, so they don’t fall through the cracks of society.

“I’m hoping these girls walk away with a sense of pride in themselves, and in their culture.”

Indigenous symbols are frequently borrowed by highfashion labels - and not always sensitively.

In 2012, underwear brand Victoria’s Secret apologised for sending supermodel Karlie Kloss down the runway in high-heeled moccasins and a feathered headdress - an item sacred to plains people.

Ms Mitton hopes the VIFW will send a message that people who appreciate indigenous style can get the look respectfully, by buying from First Nations designers.

“This is totally reclaiming what is ours,” she said. “[The

event] is activism in itself.”

SEMARAPURA — Coastal abrasion in the district of Klungkung is getting worse, especially in places like Tegal Besar Beach in Negari village, Banjarangkan. Buildings and land alike are being founded by huge waves so the local government is expected to address the matter soon to prevent further damage.

As seen on Tuesday (Aug. 1), the pool of a nearby villa was having its foundations eroded by the constant pounding waves.

Land owned by local residents was also being eaten away by the sea.

Local resident, 65 year old Nyoman Rumpig said that every year the coastal abrasion is getting worse along 2 kilometers and many hectares of local agricultural land is also being eroded. “I’ve been living here my whole life and the farmlands used to be much bigger”, he said.

The waves here, he said are very strong and they are eating away at the land. “Hopefully, the local government can immediately take steps to handle the situation”, he hoped.

and Settlement Area Agency, I Gusti Nyoman Supartana, confirmed that coastal abrasion is indeed quite severe. Every year, proposals are sent to the Bali-Penida river agency who have the authority to handle the situation, but so far there has been no response.

“A huge budget is required and we have repeatedly sent proposals. The local government does not have such a budget.

The only area that has been dealt with is in Nusa Penida. The handling is only focused for the programs as set forth in the mid-term development plan or RPJMD”, he said. (kmb45)

Ongoing dog vaccination

SEMARAPURA — The district of Klungkung plan to do a mass vaccinatino of dogs from April to July reached there targeted number of dogs, however thousands of dogs have still not been vaccinated. Head of the Klungkung Agriculture Agency, Ida Bagus Juanida, explained on Tuesday (Aug. 1) that the main constraint they face is that people still allow their dogs to roam freely.

Based on the latest data, the dog population in Klungkung is 14,475 or which some 13, 274 were vaccinated for rabies representing 87 percent of the dog population in these four sub-districts leaving

1,355 dogs as yet unvaccinated..

“Indeed, a number of dogs have not been vaccinated but we did reach more dogs than we had aimed for initially”, he explained.

The unvaccinated dogs are spread evenly throughout the subdistricts and were not vaccinated because they were left to stray.

This is a problem that health officials face every time there is a mass vaccination. “ We always let people know ahead of time, but the problem persists” he explained.

This bureaucrat, who is also a veterinarian, said that although the mass vaccination program has officially ended for this year, they are

continuing to have dogs vaccinated by involving district officials and a special A-team from the provincial government.

“We will continue to vaccinate dogs until the end of the year. We have mapped out the village with the most unvaccinated dogs”, he explained.

The public is being asked to take an active role in preventing the spread of rabies by bringing their dogs to the agricultural agency to be vaccinated. “We sincerely hope that people will be proactive in having their dogs vaccinated. People can come directly to our office – the vaccine is free” he added. (kmb45)

‘Speaking Balinese days’ should not be sprung on people

DENPASAR - The decision of Denpasar Mayor, Ida Bagus Rai Dharmawijaya Mantra, to require all government agencies, local companies and schools to implement ‘Speaking in Balinese language day’ on Wednesdays, full moons and new moons has garnered some criticism by people who say that such a policy should be carried out in sustainable manner, not just to make a splash.

“The ‘Speaking Balinese day’ program launched by the mayor should be followed with action on the ground not just implemented on the spur of the moment”, said an education practitioner, Nyoman Suwija, on Wednesday (Aug. 2).

According to Suwija, at the launch of the ‘Speaking Balinese day’ program, the delivery of regional regulation draft (Ranperda) on Wednesday (Oct. 19, 2016) was presented in refined Balinese with everyone dressed in customary Balinese attire with high hopes about people speaking in Balinese on the days specified by Mayor Rai Mantra. Unfortunately, after several months the initial enthus ias m has become almost inaudible.

According to Suwija Mayor Rai Mantra’s decision to require all ranks of the Municipality of Denpasar to speak Balinese on the predetermined days is laudable as a step towards helping to preserve the Balinese language that has become increasingly marginalised and even feels like a ‘foreign’ language to Balinese people themselves.

Therefore, Suwija who is a lecturer at the IKIP PGRI Bali teacher’s training hopes that the noble intentions behind this municipal government program to preserve the Balinese language, not be limited to discourse or temporary euphoria. All agencies in the municipal government of Denpasar, he said should

follow the directives of the mayor to speak in Balinese on Wednesdays, full moons and new moons.

“There must be real action to preserve Balinese language. Younger generation of Bali must be introduced to the Balinese language from an early age and do not be embarrassed to speak Balinese language,” he said.

Suwija asserted that in reality the young generation in Bali rarely use their mother tongue. Although most of them still understand Balinese, they are not active speakers and tend to instead use other languages in their daily life. “ If young people stop speaking their mother tongue then that language is moving towards its death”, he said. It is therefore imperative, he said that all Balinese people take concrete steps towards preserving this language before it is too late. No matter how small and simple such an action may be, it is definetly better that taking no action at all, he added. According to Suwija, the mayor’s program only applies to Wednesday’s, full moon and new moon, there is the hope that this program will serve as a ‘womb’ for the borth of a new generation of Balinese language speakers.

“If the Balinese lan g u ag e b e comes extinct, I cannot imagine what will happen to Bali. Bali will lose one of the most valuable assets that it has”, said Suwija.

S u w i j a added that the threat of the Balinese language only have one generation left, should be take n s e r i o u s l y.

This threat is mentioned as a way to make Balinese people feel embarrassed so that become inspired to make a structured and systematized effort to rescue this language.

Although no one can be certain that the Balinese language really faces the threat of disappearing in a matter of decades, such a threat should not be ignored.

The Balinese language, said Suwija has a great wealth of knowledge and wisdom within it, and this is certainly worth handing down to the next generation. (123)

19 countries to enliven Sanur International Kite Festival

DENPASAR - A total of 64 participants from 19 countries and 58 participants from various cities in Indonesia will participate in the Sanur International Kites Festival (SIKF) 2017. The kite festival will feature traditional Sanur kites like the bebean (fish-shaped), pecukan (leaf-shaped) and janggan (bird-shaped), as well as creative and contemporary kites.

The festival being held between August 3-7 on Mertasari Beach, Sanur, will showcase hundreds of types of kites with each participant presenting several kites of varying designs, materials and sizes.

The puppet performance in the sky will be held on Sunday night (Aug. 5) at 18:30-20:30 Local Time with the theme Bhinneka Tunggal Ika (Unity in Diversity) that is also the motto of unitary state of the Republic of Indonesia (NKRI) taken from a verse of Sutasoma written

by Mpu Tantular. The philosophy of the theme is interpreted by the creators of the kite into various puppet figures. The Sutasoma puppet will presented figures like Bima, Krishna, Hanuman, Gatotkaca, Dasamukha and others.

Committee Chairman of the SIKF, Kadek Dwi Armika, said that the kite festival is part of the Sanur Village Festival combining art, aerodynamics, culture, philosophy, history and innovative imagery. “This time, we are presenting a puppet show in

the sky along with backing vocals and the puppeteer speaking in various languages, accompanied with gamelan music and spectacular lighting”, said Kadek, on Wednesday (Aug. 2).

Kadek explained that this theme is relevant to contemporary issues and is expected to remind people of the importance of unity and harmony among our various ethnic, customary, religious and cultural diversity. “This is a positive way of informing the international participants from the four corners of the world about this theme”, he said.

He added that this year’S kite festival includes several other activities including a kite exhibition at Sudakara ArtSpace, Sudamala Suites & Villas Sanur, workshops and documentary film screening. Kite competitions from children to adult level will be held during the festival.

Committee Chairman of the Sanur Village Festival, Ida Bagus Gede Sidharta Putra, hopes the event will inspire creativity n kite making and support the creative economy industry. Salt prices increase by 50 percent BANGLI - Lately, the price of salt has started go up in some areas, including Bangli. In fact according to survey’s by the Bangli Industry and Trade Agency, the price of salt has gone up by 50 percent in some areas. Despite the significant increase in price, there have been no complaints from the public about it.

Stock and Distribution Section Head at the Bangli Industry and Trade Agency, Dewa Ketut Kantor, said on Wednesday (Aug. 2) that iodized salt is now sold for IDR 7,500 per kilogram by traders in the market, while previously it was sold at IDR 5,000. According Kantor the price has resulted from decreased stocks of salt.

their iodized salt from the region of Madura, East Java, while local salt is supplied from Klungkung.

People in Bali tend to use local salt for livestock. Kantor emphasized that so far the have been no complaints about the rise in price.

“People’s purchasing power is good”, he said.

Separately, Biang Oka, a merchant at Kidul Market, explained that Javanese salt commonly sold for IDR 3,000 now costs IDR 6,000. Meanwhile, iodized salt is sold for IDR 20,000 per ball and Kusamba salt for IDR 8,000 from the previous price of IDR 5,000.

Lana Del Rey tops Billboard chart, Linkin Park sales climb

LOS ANGELES - Lana Del Rey landed her second chart-topping record and led a slew of new albums in the Billboard 200 album chart on Wednesday, while Linkin Park experienced a sales surge following the suicide of the band’s frontman earlier this month.

Del Rey’s “Lust for Life” sold 80,000 albums, 24,000 songs and was streamed more than 36 million times, totaling 107,000 album units, according to figures from Nielsen SoundScan. It is her second album to debut at No. 1, following her 2014 album “Ultraviolence.”

Del Rey edged out rapper Tyler, The Creator’s album “Flower Boy,” which debuted at No. 2 with 106,000 album units sold, while rapper Meek Mill’s “Wins & Losses” landed at No. 3 with 102,000 copies sold.

Neymar on verge of record-breaking move to PSG

MADRID - Neymar’s record-breaking 222 million euros ($263 million) transfer from Barcelona to Paris St Germain is set to be completed this week with the French club poised to pay his release clause. Neymar’s agent Wagner Ribeiro was quoted on Spanish radio as saying PSG would pay the fee specified in the player’s Barcelona contract and his client was en route to finalise the deal. The fee is more than twice the current transfer world record that was set when Paul Pogba moved last year from Juventus to Manchester United for a 105 million euros.

LOS ANGELES - Rapper Kanye West has sued Lloyd’s of London for nearly $10 million in insurance payouts he claims he is owed after canceling his tour last year when he was hospitalized with a “serious, debilitating medical condition.”

West’s tour company, Very Good Touring Inc., filed the lawsuit claiming breach of contract in federal court in Los Angeles on Tuesday, saying that syndicates of Lloyd’s of London insurance mar-

ket had delayed paying the rapper’s claim for his canceled shows.

The lawsuit said the Lloyd’s syndicates had suggested “they may deny coverage of the claim on the unsupportable contention that use of marijuana by Kanye caused the medical condition.”

West, 40, abruptly canceled his Saint Pablo tour in November 2016 with more than 20 shows left. He was hospitalized following a week of no-shows, curtailed concerts and political rants.

The lawsuit, which seeks a jury trial, says West has submitted evidence to prove his medical condition did not allow him to continue the tour.

It said his behavior at his Nov. 19 concert in Sacramento, California, was “strained, confused and erratic.” The next day, the rest of his tour was canceled and on Nov. 21, West was admitted to a Los Angeles psychiatric facility with what the lawsuit called a “serious, debilitating medical condition.” (rtr)
