Will Smith’s ‘Concussion’ to premiere at AFI Fest

NEW YORK — The Will Smith NFL drama “Concussion” will premiere as the centerpiece to the AFI Fest.

The Los Angeles film festival announced Wednesday that the Peter Landesman-directed film will debut at AFI on November 10. Smith stars in the film, which Sony Pictures will release in December, as Dr. Bennet Omalu, the forensic neuropathologist who discovered brain effects from head trauma in football.

“Concussion” has already proven a hot-button movie. The New York Times earlier reported that the film was altered to placate the NFL, a charge Landesman and Sony have denied.

Tom Rothman, chairman of the Sony Pictures Entertainment Motion Picture Group, said he wanted to unveil “Concussion” early “so that the discussion can be more informed.” AFI previous announced that Angelina Jolie’s “By the Sea” will open the festival, and Adam McKay’s “The Big Short” will close it. ABC apologizes for mixing up video of Indian actresses LOS ANGELES — ABC’s “Nightline” is apologizing for confusing new network star Priyanka Chopra with another Indian actress.

The news magazine aired a feature earlier this week about Chopra, the star of ABC’s new drama “Quantico.”

A video shot supposedly showing Chopra in the Miss World pageant was included.

But the video was of Yukta Mookhey, who won the crown in 1999. Chopra was the 2000 Miss World winner.

The error was noted online by viewers, and ABC responded with an apology and posted a corrected version of the “Nightline” story online.

Chopra, a Bollywood star who plays an FBI recruit in “Quantico,” responded to the mix-up on Twitter by posting “LOL” and linking to another post that read, “Uh oh, @Nightline!” (ap)

Two watersheds in Bali are in critical condition

MANGUPURA - Bali is recorded as having 12 watersheds and 236 sub-watersheds. The watersheds of Unda and Blingkang Anyar are recently in critical condition. The Unda watershed provides for Karangasem, Klungkung, Bangli and Buleleng Counties and the Blingkang Anyar provides for Bangli and Buleleng.

“There are two for the critical condition that these watersheds are in. One is natural factors, such as the dry weather in the north and in the east. Another factor is how the community treats the environment which is also related to the matter of law enforcement,” said the Chief of the BPDAS Unda Anyar, Tekstiyanto.

Tekstiyanto explained that the enforcement of laws related to crimes of environmental destruction crimes are still not optimal. For instance, there are permits being issued of the establishment of buildings such as residences and tourist accommodation in the upstream water catchment areas. Actually there is already a rule that states that 100 meters from the banks of rivers must remain free of any buildings.

“This legislation requires understanding because the province and each county government have rules. The government’s policies should however be decisive, and must not tolerate any buildings in the area of water catchments, so that the river water can still flow,” he explained.

Prosecutors decline to charge Caitlyn Jenner in fatal crash LOS ANGELES — Prosecutors declined to charge Caitlyn Jenner on Wednesday in a California car crash that killed another driver, citing insufficient evidence to support a case.

Authorities said Jenner was towing an off-road vehicle on a trailer behind a Cadillac Escalade on Feb. 7 when she crashed into two cars, pushing one into oncoming traffic.

Driver Kim Howe died when her Lexus was hit by a Hummer in Malibu.

“We believed from the start that a

thorough and objective investigation would clear Caitlyn of any criminal wrongdoing,” said Blair Berk, Jenner’s attorney. “We are heartened the district attorney has agreed that even a misdemeanor charge would be inappropriate. A traffic accident, however devastating and heartbreaking when a life is lost, is not necessarily a criminal matter.”

The accident occurred before Jenner announced she is transgender and transitioned into her new identity as Caitlyn.

Sheriff’s investigators previously

determined that Jenner, 65, was traveling at an unsafe speed for the road conditions at the time and there was enough evidence to support a vehicular manslaughter charge. The case was then referred to the district attorney’s major crimes division.

A prosecutor wrote in a one-page sheet declining to file charges that Jenner was traveling slightly below the posted speed limit and began braking less than two seconds before the crash. To prove misdemeanor vehicular manslaughter, prosecutors would have had to show Jenner was

negligent and had violated a basic speed law.

Based on the facts, the office determined they “cannot prove beyond a reasonable doubt that suspect’s conduct was unreasonable.”

After the accident, Jenner released a statement expressing sympathy to those involved in the accident.

“It is a devastating tragedy,” the statement read. “I cannot pretend to imagine what this family is going through at this time. I am praying for them.”

Jenner is facing separate lawsuits

by Howe’s stepchildren and the driver of the other car involved in the collision. Jenner’s lawyers are fighting efforts to have her give sworn testimony in a deposition in the wrongful death suit filed by the stepchildren.

The crash has shadowed Jenner’s much-lauded transgender transition that was announced in a twohour television special with Diane Sawyer. A Vanity Fair cover story revealed her new identity, and a reality series “I Am Cait” chronicled her new life. (ap)

THE PERFECT combination of grandeur, cultural richness and traditions, wrapped in Hinduism, with the friendliness and the openness of its people to tourists, has made Bali one of the leading tourist destinations of the world. Bali is often touted as “The Last Paradise” and after

some of the scenes from the film entitled ‘Eat, Pray, and Love,’ was shot and set in Bali showing the lead character encountering her true love, some people now consider Bali “The Island of Love”.

Unfortunately, despite it many wonderful qualities, Bali cannot hide its “ugly side”, primarily defined by traffic congestion and the problem of waste

management. Because of these two issues, Bali was slapped in the face by an article published in TIme Magazine on April 1, 2011 entitled ‘Holidays in Hell: Bali’s Ongoing Woes’ written by Andrew Marshall. This article highlighted the fact that tourism is Bali was mared by the problem of garbage - especially on Kuta Beach, and also pointed out the increas-

ingly unbearable traffic congestion. What Andrew Marshall pointed out is a reality that Bali needs to face and deal with.

There is no sense in arguing and getting angry about what was said, that would be like a workman blaming his tools.

The issues of poor waste management and traffic congestion remain problems that tourists to Bali complaint about. Kris and Goedele De Saeger from Canada for example said: “Bali is beautiful but polluted with garbage. It’s very disturbing to us and makes us sad”.

According to these first time visitors to Bali, the island is very beautiful and the people are here are very friendly and openly welcoming of strangers.

“We’ve been in Bali for a week and it is our first visit to Bali. We love it here. Of all the places that we’ve visited in Southeast Asia, Bali is the most unique.

Unfortunately, our comfort has been disturbed by the excessive amounts of garbage and incredible traffic congestion. The beauty of Bali is tarnished by waste,” said Kris slightly complaining.

Sanitation in Bali, Kris said, was very different from in his home country of Canada. “We had an excursion to some temples and famous rice fields in Bali. We were sad to see so much garbage -especially plastic waste in these places. Irrigation channels around the rice field are filled with garbage that was apparently being ignored,” said Kris, adding that foreign tourists like him feel so much happier to visit paces that are clean, and free of garbage, places that are filled with plant life.

Unfortunately, this was hard to find in Bali. Similarly, he pointed out the behaviour of society at large; disposing of waste in a disturbingly casual manner.

Unfortunately, he added, the government of Bali appears to be incable of taking any decisive action towards creating a clean and green environment. “In Canada, if people litter they can be fined up to 2,000 dollars. But, here we see that people litter with impunity. The government seems to pay a little attention to the environment and waste management. We hope that the government will handle the waste issues seriously. Otherwise, Bali will be abandoned by tourists,” he suggested.

A similar opinion was delivered by Paul Boon accompanied by his wife Dina Boon. Paul, who has lived in Bali since 1990 also complained about the waste and traffic congestion issues. “Behavioral changes regarding waste issues should be instilled from early age, like in elementary school. And awareness should start from the smallest environment such as families, hamlets and temples. “We’re also sad to see the amount of plastic wastes in temples”.

When we heard there was a cleanup of plastic waste like the one that took place at Besakih Temple, we thought it was a good move. At least, this action can help to make people aware and disseminate the spirit to struggle against plastic waste. “If the temples, which are also tourist attractions are clean, then tourists will love to visit them,” he said.

“The government and local communities should provide more garbage cans in public areas,” said Dina who admitted to be deeply uncomfortable with the wastes strewn in public places and on roadsides.

She also highlighted the dirty rivers in Bali polluted with garbage. “In Thailand, the rivers are so clean and are used for transportation. Why is Bali unable to keep their rivers like that?” she asked.

The handling of the waste issues, said Paul, should apply the principle of three R’s namely Reduce, Reuse and Recycle. “By implementing these three methods surely the problem of garbage strewn about haphazardly can be overcome”. (doc)

GARBAGE is one of the three main problems faced by the city of Denpasar. Every day the people of Denapsar produce at least 750 tons or 3,000 cubic meters of garbage. This amount increases significantly on religious holidays such as the Galungan and Nyepi. So far, facilities and infrastructure designed to cope with with this volume of waste have not been fully optimized. In order to create a beautiful and wonderful city, sanitation is one of the main factors that needs to be handled well. How does Denapsar handles its waste?

Naturally, as a city, Denpasar has problems, including traffic congestion, population density, poverty and high urbanization. The problem of how to deal with the garbage generated by the residents of Denpasar is a big one. The authorities of this culture based city needs to look for the right system to minimize the problem.

Member of the Denpasar House of Representative, I Made Sukarmana, recently said that the commitment of the Municicpality of Denpasar, through the Sanitation and Landscaping Agency (DKP) to address the waste problem, needs to be clear. This is an important

concern because Denpasar as one of Bali’ tourist destinations absolutely has to deal with sanitation.

A city’s image depends in large part on its ability to maintain good sanitary conditions.

Piles of garbage on roadsides are proof that garbage disposal is not functioning at optimal levels. Efforts need to be made to improve conditions in the future.

Secretary of the DKP Denpasar, I Dewa Sayoga, stated that waste problems are complicated by the difficulty in changing peoples’ behavioral habits. For example, untimely rubbish disposal can result in a heap of rubbish on roadsides or at temporary disposal site, despite garbage trucks

functioning on schedule. “This is just one example of the severity of the issue of managing garbage,” he said.

However the biggest problem that Denpasar faces in terms of garbage disposal is the lack of garbage trucks.

Ideally, Denpasar would have 90 to 100 dump trucks. “For the time being we are far short of this number”.

There are also village-run garbage disposal systems in each village, but these have not been fully optimal either. Hundreds of the village-run garbage disposal units are still cannot run independently - meaning they cannot deal with garbage from household all the way to landfill. As a result, garbage still ends up scattered everywhere even when certain facilities are provided.

Nevertheless, the municipal authorities are still trying to deal with the garbage disposal issues, despite the many shortcomings because they are committed to creating a clean and beautiful City of Denpasar. (ara)

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses.

Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Versace launches camo-glam looks for next summer MILAN — Light and transparent fabrics — from organza to lace to netting — dominated the shows Friday at Milan Fashion Week.

Milan womenswear designers experimented with all manner of sheer fabrics, creating decidedly feminine looks for next spring and summer that new materials gave a contemporary modern flair.

Donatella Versace created spectacular camo-glam looks for next summer, deploying military accents and materials with flair and precision. Versace’s eye-catching animal prints mimicked camouflage, and with acid yellow, green and purple accents, they are best deployed in the urban jungle.

From the mishmash patterns in purple, green and gray, Versace created a collection that ranged from leather mini dresses and chiffon evening wear with a long trailing train. Others were tied over one

shoulder and at the hemline for drama.

The collection also featured more button-down looks, such as the belted military jackets in sand and olive green as mini dresses and the jacket-short combos with a bandeau top. Accompanying star necklaces hint at rank.

Once again, Versace’s placement of the Medusa logo is more restrained than in the past, branding military belt-buckles and the straps of platform heels like brass buttons. A utilitary jacket, which Versace dubbed the new daywear essential, had Versace scrawled down one arm — discreet placement in the Versace world considering the flurry of animal prints.

Matching backpacks finished the look.

Revitalizing the Balinese language

AMLAPURA - There are people who are trying to revitalize interest in the Balinese language. Over time the mother tongue of the people of Bali has slowly come to its lowest point yet.

There seems to be very little public interest in learning Balinses, as many consider that it is not profitable to learn this beautiful language.

The threat to the continuation of Balinese was addressed by Nyoman Budiarta, the Section Head of Research and Development at the Bali Culture Agency, during an event being held at the government of Karangasem’s Wantilan Hall to help foster interest in Balinese language, script and literature on Tuesday (Sep. 29).

Seeing the deterioration of Balinese language, script and literature usage, the Bali Culture Agency said that they have been attempting to provide guidance around Bali. A number of counties and municipalities have been visited with the aim of reviving Balinese speaking, script and literature. “We hope Karangasem will participate in our efforts to build up interest.

Gradually we’ll revive interest so that conditions do not worsen,” he said.

The Balinese Language, Script and Literature Patron provided guidance and counseling to each county and municipality in Bali. Budiarta wants to address the problems at issue related to the development of

Balinese, chiefly the future of the Balinese language that many people say is on its way to extinction.

He is aware that the development of times has slowly ‘eliminated’ Balinese language, script and literature. This situation, according to Budiarta, is inseparable from the assumption made by most people that Balinese language, script and literature are no longer profitable.

The assumption refers to the fact that practitioners of Balinese language, script and literature have actually collapsed.

Budiarta would however like to clarify this presumption, so that Balines is not pushed over the edge of extinction. According to Budiarta, Balinese language, script and literature have made Bali attractive and generated a lot of dollars. It is Balinese language, script and literature that hold the spirit of the culture together, a culture that has has become a world renown tourist attraction. To address this issue, in the coaching and counseling, he invited all Balinese language

teachers and religious leaders to jointly address the threat to the development of Balinese language, script and literature.

Currently, the curriculae of elementary, junior high and high schools are being probed to see where Balinese language, script and literature can best fit in and see what needs to be targeted and which direction needs to be taken so encourage its revitalization.

Teachers and religious leaders are being targeted for coaching on the matter and they are expected to push forward the spirit of the resurrection of the Balinese language to their students. we must not let the Balinese language grow

wild as mentioned in the controversy regarding Balinese language textbook that have been at issue in Buleleng and Klungkung.

To note, three resource persons were presented during the coaching and extension program.

They are: Gede Nala Antara Nala who is Chairman of the Balinese Language, Script and Literature Development; Ida Bagus Rai Putra and Wayan Suteja, a lecturer at the Faculty of Letters and Humanities, Udayana University. (kmb31)

KWI to reject inter-religious harmony law

DENPASAR - The Indonesian Bishops’ Conference (KWI) will reject the draft law on inter-religious harmony as it considers it to be a form of criminalization of religious adherents, Father Johannes Hariyanto from KWI stated on Wednesday.

“The inter-religious harmony law, or whatever it is called, is a form of criminalization against religious adherents. In view of this, it is certain that the KWI will reject it,” he noted when asked to comment during the Conference of International Asian Journey.

Father Johannes explained that religion and freedom of religion could not be made into a law as following a particular religion is a matter of personal choice.

“Religion is faith. Faith is not

seen; it is only observed and implemented. How can a state regulate a person’s religious observance and implementation? If this happens, it means the state criminalizes religious adherents, who in fact, have to be protected,” he remarked.

He pointed out that if the law is implemented, it means the state determines the truth of a religion.

“The question is whether it is possible for a state to determine if a religion is right or wrong. This is really a form of criminalization by the state against religious adherents, who on the other hand, must be protected,” he emphasized.

Moreover, Father Johannes stated that minimum inputs had been gathered from the concerned religious elements for the drafting of the law.

He noted that the drafting of the law has so far involved only a few people from a certain religion as a result of which the definition of a religion has become unclear.

He claimed that if the definition is limited to belief in One God (monotheism), revelation, and having a holy book and prophets, then religions in Indonesia will vanish since on this basis, only Islam and Christianity will be considered eligible, and this is a form of religious criminalization.

Moreover, he noted that the draft law had not yet been massively popularized across religions in the country.

“It must never happen that the draft law will be passed into a law without the people knowing about it. If this happens, the state

will propagate a public lie,” he affirmed.

In view of this, he remarked that the KWI has firmly committed to voicing its rejection to it, adding that a discourse has developed within the KWI to unanimously reject the draft law, and it has even formulated a rival draft law, which is more neutral and normal.

Based on various discussions, law is a live cultural teaching, and it protects the weak and limits the power of the strong, while every religion has a different interpretation about them, he remarked, adding that the inter-religious harmony law runs counter to its own concept.

Eusabius Binsasi stated that the government believes that the law is needed to protect religious followers and regulate social life between different religious followers.

He admitted that the draft law has been available, while its study and academic draft have been made on the basis of a joint regulation between the Ministry of Home Affairs and formulated by religious institutions in the country.

“The draft has been sent to all figures, entities, and religious institutions for collecting their inputs before it is passed into a law. Until now, the draft law is still under debate, and no agreement on it has been reached,” he added. (ant)

Kamasan puppet painting using genuine gold

SEMARAPURA - The scarcity of raw materials required to make natural colors has forced most artists to start using chemical paints for their classical Kamasan puppet paintings.

Very few artists maintain the tradition of natural paints in Kamasan village.

There is however one artist that uses genuine gold leaf to colour his paintings. Nearly all painters have abandoned this method because it is both costly and difficult to master.

Jero Mangku Wayan Muliarsa is a direct descendant of the inventor of the classical Kamasan puppet painting, Gede Mresadi. Muliarsa is the only known artist who still uses genuine gold to color his paintings. According to this 53-year-old man, many artists no longer use gold in their work because such a method has been abandoned. He said that actually gold was widely used as the main color in the typical Kamasan painting in the past. “In the past, local people used genuine gold that was melted and applied to the paintings. They called it prada gede,” he said.

The gold used in classical Kamasan painting is more durable than the prada that is currently used and obviously more expensive too.

“Each painting is sold for IDR 100 million,” said Mangku Muliarsa, the fifth generation to descend from the inventor of the Kamasan puppet painting style.

This unmarried man said that he

learned the method of using genuine gold through trial and error and by analyzing the original paintings of Gede Mresadi that were created in the seventeenth century. However, he rarely uses other natural colors such as earthenware that was used in the typical classical Kamasan puppet painting.

Currently, natural colours are only used for specially commissioned temple paintings. Kamasan paintings that are created for commercial purposes are made using chemical colors.

Mresadi hopes that classical painting color substance will be preserved by future generations.

Unfortunately, the advancement of time has made children favor practical ways of doing things. Children tend to be made busy with school and related activities. “In the past, I was able to pay for my own tuition as well as that of my brothers, by selling my paintings. Nowadays, school children are busy so that they have no time to paint,” he concluded while remaining apprehensive about the preservation of classical Kamasan puppet painting. (dwa)

As Widiadnyana explained, each team involves two participants. One participant is in charge of flying the kite and another has the task of rolling out the string. The kites measuress 50 cm x 30 cm and all the equipment has been prepared by the comitte before hand.

Kite fighting participants are selected by strict criteria and every round involves 10-15 participants until the final round when a winning team is declared. The winning team awarded a kite fighting ring especially made by artist Ketut Dibia and serves as a symbolic appreciation for their skills.

“In addition to local participants and people from outside Buleleng, foreign visitors on vacation or participating Sail Indonesia 2015 at Lovina, also took the time to try to show off their kite flying abilities.

Hopefully, this event can become well known and help support tourism in our region,” he said.

Deputy Regent Sutjidra said that the BMF is an effort on the part of the local government in cooperation with the private sector to preserve the traditional games of Buleleng.

To that end, next year the local government will hold this event again and involve a wider range of participants from all over Bali, Java and Lombok. “We want to preserve the dynamic and sustainable culture of Buleleng. Through this Buleleng Mekorot Festival, we can show off our identity as residents of Buleleng. Let us preserve our culture,” he said. (mud)

Iran has led a chorus of international criticism directed at Saudi Arabia’s response to the incident, saying its diplomats were not given access to victims until days after the stampede. That’s a criticism also

levied by Indonesia, the Muslim world’s most populous country.

Iranians have staged daily protests near the Saudi Embassy in Tehran, and President Hassan Rouhani devoted a significant part of his speech at the U.N. General Assembly on Monday to blaming Saudi authorities for the disaster and demanding it be “fully investigated.”

Indonesia, Pakistan and India all have said their diplomats received some 1,100 pictures of the dead in the hajj disaster, suggesting a higher death toll than what Saudi officials have announced. Saudi Arabia said Tuesday that the photos are of those who died during the entire pilgrimage and not just at the disaster just outside Mecca.

The accusations of mismanagement of the pilgrimage strike at a key pillar of the Saudi royal family’s prestige, with King Salman holding the title of the “custodian of the two holy mosques.”

This year’s hajj drew some 2 million pilgrims from 180 countries, though in previous years it has drawn more than 3 million without any major incidents. Able-bodied Muslims are required to perform the five-day pilgrimage once in their lifetime, and each year poses a massive logistical challenge for the kingdom.

But even before the hajj began, disaster struck Mecca as a tower construction crane crashed into the Grand Mosque on Sept. 11, killing at least 111 people.(ap)

China journalist refuses to confess despite police pressure

BEIJING — Journalist Liu Hu says that once he was detained by police the pressure for him to confess was unrelenting. They told him that, unless he confessed, he would stay behind bars longer and his wife would abandon him. They cajoled him, deprived him of sleep, and kept him away from lawyers and relatives. They even recruited fellow inmates to persuade him to admit his guilt in accusations that he had deliberately spread falsehoods and stirred up trouble online.

“Under such circumstances, most people will give in and admit their guilt,” said Liu, who spent almost a year in detention and only recently had his name cleared when prosecutors decided not to bring any charges against him.

In an interview with The Associated Press, Liu recounted how the

police — in cooperation with the Chinese state’s propaganda machine — try to draw out confessions and then air them on state television to shame suspects and sway public perceptions ahead of their trials.

Although a clear violation of Chinese law, the tactics have become popular since 2013 under the sanction of authorities eager to shape public opinion. Police coerce the confessions, which are filmed and made to appear voluntary, and then are aired on China’s main state broadcaster CCTV. There have been at least 17 cases of televised confessions in the past two years.

The first batch of people targeted were bloggers such as ChineseAmerican investor Charles Xue, who had a broad audience and made a habit of reposting articles questioning food and environ-

mental safety. He was accused of using prostitutes and his televised confession including details of hiring several prostitutes at the same time. Since then, journalists, social activists and rights lawyers have appeared in such televised confessions as the Communist Party-led government cranks up its crackdown on speech and civil society.

Tourist crashes into purse snatcher

MANGUPURA - A purse snatcher named Imam Safi alias Kacong got his rightful dues. The 21 year old suspect was chased down and crashed into by the Australian victim of his purse snatching on Jalan Bali Pecatu Graha (BPG), South Kuta.

The snatcher from East Java fell off his motorcycle and was immediately arrested on Wednesday (Sep. 23).

Chief of South Kuta Police, Made Mudra, said on Wednesday (Sep. 30) that the suspect was arrested after choosing the wrong

target for his crime. Sergei Markov was riding a Honda Vario with his wife on the back. The suspect drove by on his honda Beat motorcycle

and proceeded to snatch Sergei’s wife’s cell phone from her and attempted to flee the scene of the crime, clearly not expecting to be met with any resistance.

The victim who was staying at Hotel Heritage Kuta immediately chased after the suspect and after about 500 meters deliberately crashed into his motorbike, causing the suspect to fall to the ground.

“The victim also fell down off his

motorcycle,” said Police Chief Mudra.

Other tourists who witnessed the scene, lent a hand to the victim and a security guard who was son duty nearby immediately apprehended to suspect and then handed him over to the South Kuta Police Station.

TOKYO — Sentiment among big Japanese manufacturers slipped in the most recent quarter, the central bank said Thursday, underlining the shaky footing for growth in the world’s third largest economy.

The Bank of Japan’s “tankan” survey, released Thursday, fell 3 points to 12 in September. The tankan measures corporate sentiment by subtracting the number of companies saying business conditions are negative from those responding they are positive.

Junichi Makino, chief economist at SMBC Nikko Securities Co., said the survey for the third quarter was not upbeat, but other indicators, such as prospects for profits and plans for construction spending, were positive, providing some hope for the economy.

Japan has been trying to pull itself out of two decades of doldrums by encouraging foreign investment and fighting deflation, a constant drop in prices that deadens growth.

Analysts said the mixed messages from the survey didn’t provide a strong endorsement for the Bank of Japan to increase its already lavish monetary stimulus though the government is likely pushing for an expansion.

Bernard Aw, market strategist at IG in Singapore, said central bank Gov. Haruhiko Kuroda still appears confident Japan is on track for inflation.

“The Japanese government will campaign much harder for the BOJ to step up its monetary easing.

The markets will also amplify their calls for BOJ to do more,” he is in a market commentary. “That said, BOJ governor Kuroda is fairly confident that the inflation path is still on track, which hints that there is a mismatch in expectations.” (ap)

TPP trade talks narrow on tough auto, drug and dairy issues

ATLANTA - Talks on the ambitious Trans-Pacific Partnership remained stuck on a handful of tough issues including auto parts and drug protections as trade ministers moved to a second day of negotiations Thursday.

Under heavy pressure to clinch a deal this week after key differences couldn’t be bridged in their July meeting in Hawaii, top officials from the United States, Japan and 10 other Pacific Rim countries were negotiating around the clock in this southern US city.

The representatives of the 12 countries -- Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States and Vietnam

-- were seeking to complete talks this week that would form the world’s largest free trade region, its members comprising about 40 percent of the global economy.

At the end of the first day of ministerial talks Wednesday, negotiators remained mum about the progress on these key issues amid hope that an agreement could be reached. The stakes were high for many, with farm and pharmaceutical industry lobbyists from various countries and civil society activists gathered at the same Atlanta hotel to defend their interests.

And as the ministers began meeting Wednesday, a handful of protestors marched through the lobby of the hotel chanting “No TPP! Stop

Corporate Greed.”

Meanwhile a senior US senator warned that Congress could refuse to ratify a deal if it does not protect the interests of US businesses and workers.

“No one -- at least no one from our side of the negotiations -should be in a hurry to close talks if it means getting a less-than-optimal result for our country,” said Republican Senator Orrin Hatch in a statement.

“If the agreement falls short, I will not support it.”

While there is no deadline on the negotiations, time was a clear source of pressure.

Since initiating the talks in 2008, the United States has been hoping

to lock in rules on free trade and intellectual property protection that global trade heavyweight China would eventually have to heed.

China, however, has already begun trying to set up its own Asia trade agreement, which analysts worry could take concrete shape if TPP talks fail.

Moreover, Washington wants a deal soon to avoid having to ratify it at the height of the 2016 presidential and congressional election campaigns.

The negotiations have covered a range of issues, from governments’ protection of state-owned enterprises, to setting up extraterritorial tribunals to settle disputes between governments and foreign investors,

to the use of capital controls in a country’s financial system.

Activist groups say the secretiveness of the discussions masks an effort that will benefit businesses while costing the people of the countries involved.

A small protest outside the hotel where the TPP talks were taking place took aim at the drug patent protection issue. Lengthening the protection from the widespread standard of five years to eight years, said the Washington group Public Citizen, “would reverse the past US approach, which allowed poorer countries more flexibilities permanently to ensure their populations had access to affordable medicines.” (afp)

NEGARA - The water in a number of dams in Jembrana is shrinking due to the recent drought in the region. Both the Palasari Dam at Melaya and the Benel Dam at Manistutu are no longer able to supply water to their respective subak areas.

As seen at Benel Dam at Manistutu village on Wednesday (Sep. 30), the water has dwindled down drastically with a present depth of only 15 meters of the usual 34 meter depth. The water in the dam continues to drop after the floodgate was opened to irrigate 500 hectares of paddy fields for subak areas in Negara and Melaya subdistrict.

Operation and Maintenance Coordinator of Benel Dam, I Ketut Suwena, when met on Tuesday said that though the depth is diminishing, he believes that the elevation level remains normal at 171. “If the elevation level reaches

151, only then are conditions considered alarming. In fact even at that level, it can still provide irrigation water but it can affect the dam structure causing cracks.

On that account, we do not allow it,” he said.

Low water levels have been ongoing for the last four months. Aside from relying on rainwater, the dam also collects water from Tukad Pura Pegubugan. Since 2010 this dam has been functioning to irrigate ten subak areas downstream.

Practically speaking the subak area that covers a total of 1,000 hectares can no longer rely on the flow of water from the dam to provide enough water to plant rice paddy. Similar condition are also experienced by subaks that rely on the Palasari Dam at Ekasari village, Melaya.

This older dam is currently unable to irrigate the subak areas in Melaya, such as the farthest one form the dam; Subak

Pangkung Jajang.

Of the 30 hectares of this subak, only 4 hectares have been planted and this with ‘non-paddy’ crops. Chief of Subak Pangkung Jajang, Nengah Suentra, acknowledged such condition saying that over the years, the main problem faced by the subak has been the lack of water.

A number of their paddy fields draw water not only form the dam but also from reservoirs and artesian wells. “The main source for the irrigation water is the dam, and we have to take turns accessing this water. Now, the dam is also dry,” he explained.

The remaining land of this subak has not been planted and farmers are waiting for the next planting season. I Wayan Sudiana, a member of Subak Pangkung Jajang said that presently farmers are waiting for rain so that there is enough water to plant. (kmb26)

SEMARAPURA - Marketing problems experienced by craftsmen in Klungkung make it hard for their product to be sold on the market. Limited knowledge about marketing means that most crasftmen only work on orders that come to them. After Nusa Kertha Kosala (PDNKK), a company owned by the government of Klungkung, helped to market their handicraft products, the monthly sales increased to IDR 8 million. The marketing strategy took advantage of online media and introduced a wide range of craft products produced by the Klungkung community.

Director of the PDNKK Klungkung, I Wayan Sukadana, mentioned that his company has been marketing the craft products of Klungkung since the beginning of 2015. According to him, the sales of these handicraft products has increased every month. Since early January until now, the sales turnover has reached IDR 80 million. In addition to helping the craftsmen, the online sales also increase the income of the PDNKK. According to Sukardan, 20 percent of the sales go to the PDNKK. His company continues to expand the business in order to increase sales by introducing their online shopping website using social media like Facebook. A number of marketplace websites are also used to offer the handicraft products of Klungkung to a wider public. “Revenue from marketing the craft products online is helpful when onsite sales are slumping,” he said.

There are a total of 500 craft products made by 52 craftsmen that have been introduced through the PDNKK website www.kerajinanklungkung.com.

His company also collects data about the craftsmen in each village to help improve they economic conditions. Sukardana estimates that there are are more than 300 craftsmen in the area. The PDNKK has also invited teenagers in Klungkung to market their handicrafts.

Other than reaching a wider market, this marketing strategy is also made easy by the use of courier services to deliver to places outside of Bali. This however must be coupled with efforts to send the goods on time in order to bolster customer trust. Currently these handicraft products of Klungkung have been sold to customers in Jakarta, Surabaya, NTT, Tangerang, Kalimantan and Malaysia. Most buyers are interested in craft products in the form of fabrics such as the rangrang, endek, cepuk as well as perforated coins, silver and bronze crafts. (dwa)

Anti-India anger in Nepal as essential supplies dry up

KATHMANDU, Nepal — Nepal feels like it is being choked.

It’s running out of gasoline. Medical supplies are becoming scarce. All because of an unofficial economic blockade imposed by neighboring India from where Nepal gets almost all its essential supplies.

Many Nepalese believe that India has been retaliating against their government since Sept. 20, when it approved a new constitution seen

by New Delhi as discriminatory to an ethnic Indian community — the Madhesi — living in Nepal’s border districts.

For months as Nepalese lawmakers were debating the draft constitution, these areas witnessed violent protests by the Madhesis during which at least 45 people were killed. Hours after the constitution was passed by an overwhelming majority of lawmakers, the violence escalated.

Soon after, Indian trucks — which trundle daily across the borders, through the plains and up Nepal’s hills toward the capital, Kathmandu — stopped. While 100 or so trucks crossed over on Wednesday, more than 1,000 were left waiting at the border with shipments including medicine, gasoline, cooking fuel and produce going to rot. By Thursday afternoon, nothing more had moved.

Authorities in both India and Nepal assure they are working through

their difference and that supplies will resume soon. But neither side can say when that might be.

“Why is India imposing a blockade against us? Don’t we have the right to draft our constitution?” asked Nirmala Rai, a school teacher who participated in a demonstration near the Indian Embassy in Kathmandu on Monday.

Officially there is no blockade, and India says truckers are simply afraid to enter Nepal and end up as victims of the violence. But Nepal’s government says Indian security personnel are not allowing cargo trucks to cross the border.

The small, landlocked Himalayan nation depends on its giant neighbor to the south for all of its oil and most of its trade. Historically the two majority-Hindu nations have been close allies, sharing an open border crossed regularly by more than 3 million Nepalis who hold jobs in northern India.

But Nepal has also felt ignored

by India in recent years. And India has been unnerved by China’s growing influence in the country, which India considers to be

within its sphere of influence. The two Asian giants deployed their largest-ever foreign aid interventions following Nepal’s devastating earthquakes earlier this year.

Shortly after taking office last year, Prime Minister Narendra Modi made a much-publicized visit to Kathmandu — the first by an Indian prime minister in 17 years.

Two years earlier, China’s premier at the time, Wen Jiabao, had passed through.

But the warmth generated from India’s recent overtures appears to have chilled, and an irritated Nepal pushed back against what it saw as coercive diplomacy.

Nepal was nonplussed by India’s displeasure with the constitution, expressed by New Delhi a day after the document’s approval. The Indian foreign ministry said New Delhi had “consistently argued that all sections of Nepal must reach a consensus on the political challenges confronting them.”

India’s former foreign secretary Shyam Saran took the accusations further, saying in an op-ed published Monday in the Indian Express newspaper that Nepal’s “major political parties, representing the old high-caste-and-hill elite, saw this as an opportunity to push a flawed constitution through the Constituent Assembly.”(ap)

England, Wales ban smoking in cars with children inside

LONDON — Drivers and smokers who light up in vehicles with children inside will face fines in England and Wales. The ban took effect Thursday. It has not been introduced in Scotland or Northern Ireland.

The ban means anyone who

smokes inside a car with children under 18 inside will face a 50 pounds ($75) fine. Drivers face the same penalty even if they are not smoking.

Police officials say they will take an educational, non-confrontational approach as the ban is introduced.

Health officials believe the pro-

hibition will help protect young children from the effects of secondhand smoke.

The law applies even if vehicle windows or a sunroof are open.

It does not apply to a convertible if the top is down and properly stowed. (ap)

Nuclear-powered carrier USS Ronald Reagan arrives in Japan

YOKOSUKA — The American nuclear-powered aircraft carrier USS Ronald Reagan docked at its new home in Japan’s Yokosuka naval port Thursday just as Tokyo tries to deepen defense ties with the U.S. under new security laws that expand the role of Japan’s military.

The warship received a warm welcome from Japanese officials because of its role in disaster relief following the March 2011 earthquake and tsunami disaster in northern Japan.

At a ceremony, U.S. Secretary of the Navy Ray Mabus said the vessel’s arrival and its welcome are “visible symbols of our shared commitment to one another and regional stability.”

“Together we provide the most critical pillar of international security, one that only maritime services can deliver,” he said.

Outside the port, however, a small group of citizens protested the aircraft carrier’s deployment as a move to step up Japan’s military cooperation with the U.S. Prime Minister Shinzo Abe’s government has pushed to enhance

the role of Japan’s military in national defense and in global peacekeeping. It passed new laws during a chaotic parliamentary session last month that allow the country’s troops to also defend their allies, mainly the U.S., overseas.

Abe says Japan needs the laws to increase its capabilities amid China’s growing military assertiveness, North Korea’s missile and nuclear ambitions, and other security concerns. But many Japanese worry the new laws increase the risk of Japan becoming embroiled in U.S.-led wars.

The Ronald Reagan, carrying about 5,000 crewmembers, replaces the USS George Washington, which was the first U.S. nuclear-powered warship based in Japan, where atomic weapons are a sensitive issue. The George Washington, which arrived in 2008, left in May for a multiyear overhaul in the U.S. Three destroyers are to be deployed later this year in Yokosuka, near Tokyo, bringing the number of U.S. warships based there to 14, the largest since Japan’s World War II defeat in 1945, Kyodo News reported. People must treat the environment according to local wisdom.

“Actually steep slopes should not be utilized to cultivate seasonal crops without terracing, but this is based on economic reasons. Aagro-foresting is mandatory, namely a mixture of forestry plants and crops,” he added.

Tekstiyanto also said that forested areas in Bali amount to less than 30 percent of the total area of the island, which also affects the flow of river water. BPDAS has encouraged the planting of trees outside the forest areas.

However, the forested areas of Bali also need to be well maintained. “With current conditions, reforestation should be wisely carried out on a large scale so that the forest can be maintained, less there is encroachment and illegal logging that hampers the accommodation of rainwater. Indonesia probes alleged attack on migrant Rohingya women

BANDA ACEH - Indonesian police were Wednesday investigating claims that several Rohingya women were sexually assaulted by local men outside a camp housing members of the Myanmar minority who had arrived as migrants by boat.

The probe came a day after anger at the alleged attack sparked a mass walkout.

Hundreds of Rohingya, a Muslim group which has long suffered persecution in Buddhist majority Myanmar, have been languishing in the camp since they came ashore in May. They arrived during a regional migrant crisis sparked by a crackdown on long-established humantrafficking routes.

Four Rohingya women, aged from 14 to 28, said they were attacked by a group of men on Monday evening shortly after sneaking away from the camp, in Blang Ado, western Aceh province, with three children and two men, police said.

It was not clear where they were going, but many who leave the camp head for neighbouring, more affluent Malaysia, the favoured destination for many of the region’s migrants.

Rumours of the alleged attack spread around the camp the following day, prompting a mass walkout by hundreds of refugees, many tak-

ing their few possessions with them, according to police.

They eventually returned but one volunteer at the camp, who wished to remain anonymous, told AFP anger mounted again when an ambulance later came to take the women to hospital for examination.

“The refugees tried to block the ambulance, and threw stones,” he said.

Two of the women were persuaded to attend the hospital, with police awaiting the outcome of the examination before pursuing suspects, said Triarsono Anang, assistant commissioner of police in nearby Lhokseumawe city.

“We are still investigating and gathering evidence,” he told AFP. “So far, we haven’t questioned anybody because we are still awaiting the results of the doctor’s examination.”

Aceh, a staunchly Islamic province, has generally been welcoming of the Muslim Rohingya.

The regional migrant crisis erupted when a Thai crackdown on the lucrative smuggling industry prompted traffickers to abandon their human cargo of Bangladeshi and Rohingya migrants at sea.

Thousands arrived by boat in Indonesia, Malaysia and Myanmar.

JAKARTA - President Joko Widodo (Jokowi) has urged all parties to uphold “Pancasila,” or Indonesia’s five-principle state ideology, to avoid any movement aimed at changing the state principles.

“We must be vigilant to avoid such uprising from occurring in the future. I believe it will not happen,” the president stated on Thursday.

The president led the commemoration day of Pancasila Sanctity in Lubang Buaya, Jakarta. Jokowi acted as the ceremonial inspector for the event.

He hoped the mutiny incident that happened with the Indonesian government would not recur in future.

The Indonesian government commemorated the Pancasila Sanctity Day on October 1 and held a ceremony in Lubang Buaya area of East Jakarta.

The ceremony was attended by

several high-ranking officers such as working cabinet ministers, leaders of state agencies, and chiefs of the Indonesian Military and Police.

Several high-ranking state officials also participated in the commemoration such as Chairman of the Indonesian People’s Consultative Assembly (MPR) Zulkifli Hasan, Chairman of Indonesia’s Regional Representative Council Irman Gusman, and Chairman of the Indonesian House of Representatives Setya Novanto.

The ceremony was attended by 1,029 people comprising members of the Indonesian Police and Military, Indonesian students, and youth and social organizations.

JAKARTA — Indonesian President Joko “Jokowi” Widodo on Wednesday ordered an acceleration of efforts to extinguish forest fires whose thick, smoky haze has affected parts of western Indonesia and neighboring Malaysia and Singapore.

The order was given to the head of the National Disaster Mitigation Agency, Willem Rampangilei, who was summoned to brief Jokowi on the haze.

Haze resulting from forests being burned to clear land for farming and plantations in Indonesia’s peat-rich provinces on Sumatra and Kalimantan has become an annual problem for the region over the past two decades.

“The president ordered an acceleration of extinction efforts so that land and forest fires in Sumatra and Kalimantan could be extinguished soon,” said the agency’s spokesman, Sutopo Purwo Nugroho.

Rampangilei had earlier set a one-month deadline to extinguish the fires in Sumatra and Kalimantan on the Indonesian part of Borneo island.

Early this month, the govern-

ment declared an emergency in Riau province, where the air quality has worsened, threatening people’s health and disrupting flights.

Data from the agency show that about 177,000 people have suffered acute respiratory infections in seven Indonesian provinces. More than 44,000 are in Riau.

The agency has deployed 25 aircraft for water bombings and cloud seeding operations in Sumatra and Kalimantan.

On the ground, thousands of people, including soldiers, policemen and volunteers, are helping extinguish the fires. (ap)

Reigning MotoGP champion Marc Marquez has undergone surgery after injuring his left hand for a second time this year whilst mountain biking on Tuesday. The Honda rider suffered a fracture to the fifth metacarpal on his left hand, which was operated on at the Universitario Dexeus Hospital in Barcelona on Wednesday morning.

A Honda statement said that should he recover as expected, Marquez will be fine to compete in the Japanese Grand Prix at Motegi next weekend. It is the second occasion this season that Marquez has suffered a fracture on his left hand, after a dirt bike crash in April.

As was the case then, he was operated on by Dr Xavier Mir. “We have operated on Marc Marquez to treat a torsion fracture of the fifth metacarpal of his left hand,” said Dr Mir. “The surgery consisted of a reduction and internal fixation of the bone, through

screws for compression and a neutralising titanium plate with six holes.

“After the insertion, the soft tissue has been closed up and we have placed a protective bandage around the finger, supporting it with the adjacent finger.

“Marc will remain in hospital for 24 hours, and in 48 hours will begin functional rehabilitation.”

Marquez is currently third in the MotoGP standings with four rounds remaining, after crashing out of last weekend’s Aragon race. (ap)

The FIA World Motor Sport Council has approved changes to the exhaust set-ups of Formula 1 cars to make the engines louder for 2016.

The sound of the cars has been heavily scrutinised since the new turbo hybrid engine formula was introduced at the start of 2014.

While plenty of investigations have taken place into altering the sound - including Mercedes testing a ‘trumpet’ exhaust last year - motorsport’s governing body has finalised changes for next year.

An FIA statement following the latest WMSC meeting said: “For 2016, all cars must have a separate exhaust wastegate tailpipe through which all and only wastegate exhaust gases must pass.

“This measure has been undertaken to increase the noise of the cars and will not have any significant effect on power or emissions.”

Several other minor changes have been made to F1 regulations, including clarifications regarding track limits during sessions.

The FIA said the sporting regulations now “specify that drivers ‘must make every reasonable effort to use the track at all times and may not deliberately leave the track without a justifiable reason’”.

However, penalties for track-limits infringements will continue to be based on whether a driver is judged to have gained an advantage.

A proposal from the F1 Commission regarding penalties for engine and gearbox changes was approved. “Such penalties prior to qualifying will be applied based on the time of use,” said the FIA. (net)

Japan launches sports agency to boost athletic performance

TOKYO — Japan has launched a new sports agency tasked with improving athletic performance ahead of the 2020 Tokyo Olympics.

The Japan Sports Agency, with a staff of 121, was launched Thursday by the Ministry of Education, Culture, Sports, Science and Technology.

Daichi Suzuki, who won the men’s 100-meter backstroke at the 1988 Seoul Olympics, was named as the agency’s first commissioner.

The 48-year-old Suzuki became the youngest chairman of the Japan Swimming Federation in 2013.

Currently, he is an executive board member of the Japanese Olympic Committee.

The agency will allocate funds to train Japanese athletes for the 2020 Olympics and Paralympics and also encourage more people to play sports as a way to improve community health. (ap)

MALMO - Cristiano Ronaldo equalled Raul as Real Madrid’s alltime top scorer when he netted both goals in a 2-0 win at Swedish side Malmo in Champions League Group A on Wednesday.

Former Spain striker Raul, now with New York Cosmos, hit 323 goals in 741 appearances for Real between 1994 and 2010, while Ronaldo has needed a mere 308 games to match him.

The Portugal captain scored his 500th career goal in 753 games for club and country in the 29th minute when he ran clear onto an Isco pass and clipped a clinical shot past Johan Wiland in the Malmo goal.

His second came in the 90th minute after he was set up for a simple finish by substitute Lucas Vazquez.

“What he has done in half as many matches as Raul is incredible,” Real defender Alvaro Arbeloa told Spanish television.

A S TA N A , K a zakhstan — Kazakhstan’s FC Astana earned its first ever point in the Champions League with a 2-2 draw against Galatasaray on Wednesday in a match that featured three own goals.

Galatasaray led 1-0 until the 77th minute through Bilal Kisa’s long-range goal before a string of defensive blunders decided the Group C game.

First, Astana drew level at 1-1

when Galatasaray goalkeeper Fernando Muslera palmed Junior Kabananga’s cross into defender Hakan Balta, who watched with horror as the ball bounced off him and into his own net.

Galatasaray retook the lead nine minutes later as Astana goalkeeper Nenad Eric fumbled a cross from Sinan Gumus and it bounced over the goal line.

Astana’s 89th-minute equalizer came when Muslera punched the ball out to Astana’s Roger Canas, who met the clearance with a header. The ball went in off Galatasaray defender Lionel Carole’s foot as he desperately tried to hook it away.

Galatasaray has one point from two games, which is likely to increase the pressure on coach Hamza Hamzaoglu following a difficult start to the season.

Manchester United made life difficult for themselves by dropping off and inviting pressure in the closing minutes of their 2-1 win over VfL Wolfsburg in the Champions League on Wednesday, defender Chris Smalling has said. The England international scored the winner in the 53rd minute after Juan Mata won and converted a penalty that tied the game up for United, who went behind just four minutes into the tie.

“I think we ... could probably learn to manage and control games a little bit better in those last 10 minutes,” Smalling told the club website (www. manutd.com). “If you drop 10 yards deeper you invite that pressure. We held on and we deserved the three points.

“We started up against it after conceding a goal, but we created a lot of chances and deserved the win,” the 25-year-old added.

Smalling was delighted to secure his team’s first win in the competition and praised Mata’s display against the Bundesliga side. “It was a great feeling (to score) and, with Juan, you never know what he’s going to do with those tricks and flicks. Smalling said.

Striker Alvaro Morata urged Juventus to carry their continental form back to Serie A after he equalled club great Alessandro Del Piero’s record of scoring five goals in five consecutive Champions League matches on Wednesday.

Galatasaray led 1-0 until the 77th minute through Bilal Kisa’s long-range goal before a string of defensive blunders decided the Group C game.

First, Astana drew level at 1-1

when Galatasaray goalkeeper Fernando Muslera palmed Junior Kabananga’s cross into defender Hakan Balta, who watched with horror as the ball bounced off him and into his own net.

Galatasaray retook the lead nine minutes later as Astana goalkeeper Nenad Eric fumbled a cross from Sinan Gumus and it bounced over the goal line.

Astana’s 89th-minute equalizer came when Muslera punched the ball out to Astana’s Roger Canas, who met the clearance with a header. The ball went in off Galatasaray defender Lionel Carole’s foot as he desperately tried to hook it away.

Galatasaray has one point from two games, which is likely to increase the pressure on coach Hamza Hamzaoglu following a difficult start to the season.

Manchester United made life difficult for themselves by dropping off and inviting pressure in the closing minutes of their 2-1 win over VfL Wolfsburg in the Champions League on Wednesday, defender Chris Smalling has said. Reigning MotoGP champion Marc Marquez has undergone surgery after injuring his left hand for a second time this year whilst mountain biking on Tuesday. The Honda rider suffered a fracture to the fifth metacarpal on his left hand, which was operated on at the Universitario Dexeus Hospital in Barcelona on Wednesday morning.

A Honda statement said that should he recover as expected, Marquez will be fine to compete in the Japanese Grand Prix at Motegi next weekend. It is the second occasion this season that Marquez has suffered a fracture on his left hand, after a dirt bike crash in April.

As was the case then, he was operated on by Dr Xavier Mir. “We have operated on Marc Marquez to treat a torsion fracture of the fifth metacarpal of his left hand,” said Dr Mir. “The surgery consisted of a reduction and internal fixation of the bone, through

screws for compression and a neutralising titanium plate with six holes.

“After the insertion, the soft tissue has been closed up and we have placed a protective bandage around the finger, supporting it with the adjacent finger.

“Marc will remain in hospital for 24 hours, and in 48 hours will begin functional rehabilitation.”

Marquez is currently third in the MotoGP standings with four rounds remaining, after crashing out of last weekend’s Aragon race. (ap)

The FIA World Motor Sport Council has approved changes to the exhaust set-ups of Formula 1 cars to make the engines louder for 2016.

The sound of the cars has been heavily scrutinised since the new turbo hybrid engine formula was introduced at the start of 2014.

While plenty of investigations have taken place into altering the sound - including Mercedes testing a ‘trumpet’ exhaust last year - motorsport’s governing body has finalised changes for next year.

An FIA statement following the latest WMSC meeting said: “For 2016, all cars must have a separate exhaust wastegate tailpipe through which all and only wastegate exhaust gases must pass.

“This measure has been undertaken to increase the noise of the cars and will not have any significant effect on power or emissions.”

Several other minor changes have been made to F1 regulations, including clarifications regarding track limits during sessions.

The FIA said the sporting regulations now “specify that drivers ‘must make every reasonable effort to use the track at all times and may not deliberately leave the track without a justifiable reason’”.

However, penalties for track-limits infringements will continue to be based on whether a driver is judged to have gained an advantage.

A proposal from the F1 Commission regarding penalties for engine and gearbox changes was approved. “Such penalties prior to qualifying will be applied based on the time of use,” said the FIA. (net)

Japan launches sports agency to boost athletic performance

TOKYO — Japan has launched a new sports agency tasked with improving athletic performance ahead of the 2020 Tokyo Olympics.

The Japan Sports Agency, with a staff of 121, was launched Thursday by the Ministry of Education, Culture, Sports, Science and Technology.

Daichi Suzuki, who won the men’s 100-meter backstroke at the 1988 Seoul Olympics, was named as the agency’s first commissioner.

The 48-year-old Suzuki became the youngest chairman of the Japan Swimming Federation in 2013.

Currently, he is an executive board member of the Japanese Olympic Committee.

The agency will allocate funds to train Japanese athletes for the 2020 Olympics and Paralympics and also encourage more people to play sports as a way to improve community health. (ap)

Anti-India anger in Nepal as essential supplies dry up

KATHMANDU, Nepal — Nepal feels like it is being choked.

It’s running out of gasoline. Medical supplies are becoming scarce. All because of an unofficial economic blockade imposed by neighboring India from where Nepal gets almost all its essential supplies.

Many Nepalese believe that India has been retaliating against their government since Sept. 20, when it approved a new constitution seen

by New Delhi as discriminatory to an ethnic Indian community — the Madhesi — living in Nepal’s border districts.

For months as Nepalese lawmakers were debating the draft constitution, these areas witnessed violent protests by the Madhesis during which at least 45 people were killed. Hours after the constitution was passed by an overwhelming majority of lawmakers, the violence escalated.

Soon after, Indian trucks — which trundle daily across the borders, through the plains and up Nepal’s hills toward the capital, Kathmandu — stopped. While 100 or so trucks crossed over on Wednesday, more than 1,000 were left waiting at the border with shipments including medicine, gasoline, cooking fuel and produce going to rot. By Thursday afternoon, nothing more had moved.

Authorities in both India and Nepal assure they are working through

their difference and that supplies will resume soon. But neither side can say when that might be.

“Why is India imposing a blockade against us? Don’t we have the right to draft our constitution?” asked Nirmala Rai, a school teacher who participated in a demonstration near the Indian Embassy in Kathmandu on Monday.

Officially there is no blockade, and India says truckers are simply afraid to enter Nepal and end up as victims of the violence. But Nepal’s government says Indian security personnel are not allowing cargo trucks to cross the border.

The small, landlocked Himalayan nation depends on its giant neighbor to the south for all of its oil and most of its trade. Historically the two majority-Hindu nations have been close allies, sharing an open border crossed regularly by more than 3 million Nepalis who hold jobs in northern India.

But Nepal has also felt ignored

by India in recent years. And India has been unnerved by China’s growing influence in the country, which India considers to be

within its sphere of influence. The two Asian giants deployed their largest-ever foreign aid interventions following Nepal’s devastating earthquakes earlier this year.

Shortly after taking office last year, Prime Minister Narendra Modi made a much-publicized visit to Kathmandu — the first by an Indian prime minister in 17 years.

Two years earlier, China’s premier at the time, Wen Jiabao, had passed through.

But the warmth generated from India’s recent overtures appears to have chilled, and an irritated Nepal pushed back against what it saw as coercive diplomacy.

Nepal was nonplussed by India’s displeasure with the constitution, expressed by New Delhi a day after the document’s approval. The Indian foreign ministry said New Delhi had “consistently argued that all sections of Nepal must reach a consensus on the political challenges confronting them.”

India’s former foreign secretary Shyam Saran took the accusations further, saying in an op-ed published Monday in the Indian Express newspaper that Nepal’s “major political parties, representing the old high-caste-and-hill elite, saw this as an opportunity to push a flawed constitution through the Constituent Assembly.”(ap)

England, Wales ban smoking in cars with children inside

LONDON — Drivers and smokers who light up in vehicles with children inside will face fines in England and Wales. The ban took effect Thursday. It has not been introduced in Scotland or Northern Ireland.

The ban means anyone who

smokes inside a car with children under 18 inside will face a 50 pounds ($75) fine. Drivers face the same penalty even if they are not smoking.

Police officials say they will take an educational, non-confrontational approach as the ban is introduced.

Health officials believe the pro-

hibition will help protect young children from the effects of secondhand smoke.

The law applies even if vehicle windows or a sunroof are open.

It does not apply to a convertible if the top is down and properly stowed. (ap)

Nuclear-powered carrier USS Ronald Reagan arrives in Japan

YOKOSUKA — The American nuclear-powered aircraft carrier USS Ronald Reagan docked at its new home in Japan’s Yokosuka naval port Thursday just as Tokyo tries to deepen defense ties with the U.S. under new security laws that expand the role of Japan’s military.

The warship received a warm welcome from Japanese officials because of its role in disaster relief following the March 2011 earthquake and tsunami disaster in northern Japan.

At a ceremony, U.S. Secretary of the Navy Ray Mabus said the vessel’s arrival and its welcome are “visible symbols of our shared commitment to one another and regional stability.”

“Together we provide the most critical pillar of international security, one that only maritime services can deliver,” he said.

Outside the port, however, a small group of citizens protested the aircraft carrier’s deployment as a move to step up Japan’s military cooperation with the U.S. Prime Minister Shinzo Abe’s government has pushed to enhance

the role of Japan’s military in national defense and in global peacekeeping. It passed new laws during a chaotic parliamentary session last month that allow the country’s troops to also defend their allies, mainly the U.S., overseas.

Abe says Japan needs the laws to increase its capabilities amid China’s growing military assertiveness, North Korea’s missile and nuclear ambitions, and other security concerns. But many Japanese worry the new laws increase the risk of Japan becoming embroiled in U.S.-led wars.

The Ronald Reagan, carrying about 5,000 crewmembers, replaces the USS George Washington, which was the first U.S. nuclear-powered warship based in Japan, where atomic weapons are a sensitive issue. The George Washington, which arrived in 2008, left in May for a multiyear overhaul in the U.S. Three destroyers are to be deployed later this year in Yokosuka, near Tokyo, bringing the number of U.S. warships based there to 14, the largest since Japan’s World War II defeat in 1945, Kyodo News reported. For example, quarry activities or steep slopes are planted with annual crops or are used for agricultural functions. People must treat the environment according to local wisdom.

“Actually steep slopes should not be utilized to cultivate seasonal crops without terracing, but this is based on economic reasons. Aagro-foresting is mandatory, namely a mixture of forestry plants and crops,” he added.

Tekstiyanto also said that forested areas in Bali amount to less than 30 percent of the total area of the island, which also affects the flow of river water. BPDAS has encouraged the planting of trees outside the forest areas.

However, the forested areas of Bali also need to be well maintained. “With current conditions, reforestation should be wisely carried out on a large scale so that the forest can be maintained, less there is encroachment and illegal logging that hampers the accommodation of rainwater. Indonesia probes alleged attack on migrant Rohingya women

BANDA ACEH - Indonesian police were Wednesday investigating claims that several Rohingya women were sexually assaulted by local men outside a camp housing members of the Myanmar minority who had arrived as migrants by boat.

The probe came a day after anger at the alleged attack sparked a mass walkout.

Hundreds of Rohingya, a Muslim group which has long suffered persecution in Buddhist majority Myanmar, have been languishing in the camp since they came ashore in May. They arrived during a regional migrant crisis sparked by a crackdown on long-established humantrafficking routes.

Four Rohingya women, aged from 14 to 28, said they were attacked by a group of men on Monday evening shortly after sneaking away from the camp, in Blang Ado, western Aceh province, with three children and two men, police said.

It was not clear where they were going, but many who leave the camp head for neighbouring, more affluent Malaysia, the favoured destination for many of the region’s migrants.

Rumours of the alleged attack spread around the camp the following day, prompting a mass walkout by hundreds of refugees, many tak-

ing their few possessions with them, according to police.

They eventually returned but one volunteer at the camp, who wished to remain anonymous, told AFP anger mounted again when an ambulance later came to take the women to hospital for examination.

“The refugees tried to block the ambulance, and threw stones,” he said.

Two of the women were persuaded to attend the hospital, with police awaiting the outcome of the examination before pursuing suspects, said Triarsono Anang, assistant commissioner of police in nearby Lhokseumawe city.

“We are still investigating and gathering evidence,” he told AFP. “So far, we haven’t questioned anybody because we are still awaiting the results of the doctor’s examination.”

Aceh, a staunchly Islamic province, has generally been welcoming of the Muslim Rohingya.

The regional migrant crisis erupted when a Thai crackdown on the lucrative smuggling industry prompted traffickers to abandon their human cargo of Bangladeshi and Rohingya migrants at sea.

Thousands arrived by boat in Indonesia, Malaysia and Myanmar.

JAKARTA - President Joko Widodo (Jokowi) has urged all parties to uphold “Pancasila,” or Indonesia’s five-principle state ideology, to avoid any movement aimed at changing the state principles.

“We must be vigilant to avoid such uprising from occurring in the future. I believe it will not happen,” the president stated on Thursday.

The president led the commemoration day of Pancasila Sanctity in Lubang Buaya, Jakarta. Jokowi acted as the ceremonial inspector for the event.

He hoped the mutiny incident that happened with the Indonesian government would not recur in future.

The Indonesian government commemorated the Pancasila Sanctity Day on October 1 and held a ceremony in Lubang Buaya area of East Jakarta.

The ceremony was attended by

several high-ranking officers such as working cabinet ministers, leaders of state agencies, and chiefs of the Indonesian Military and Police.

Several high-ranking state officials also participated in the commemoration such as Chairman of the Indonesian People’s Consultative Assembly (MPR) Zulkifli Hasan, Chairman of Indonesia’s Regional Representative Council Irman Gusman, and Chairman of the Indonesian House of Representatives Setya Novanto.

The ceremony was attended by 1,029 people comprising members of the Indonesian Police and Military, Indonesian students, and youth and social organizations.

Haze resulting from forests being burned to clear land for farming and plantations in Indonesia’s peat-rich provinces on Sumatra and Kalimantan has become an annual problem for the region over the past two decades.

Tourist crashes into purse snatcher

MANGUPURA - A purse snatcher named Imam Safi alias Kacong got his rightful dues. The 21 year old suspect was chased down and crashed into by the Australian victim of his purse snatching on Jalan Bali Pecatu Graha (BPG), South Kuta.

The snatcher from East Java fell off his motorcycle and was immediately arrested on Wednesday (Sep. 23).

Chief of South Kuta Police, Made Mudra, said on Wednesday (Sep. 30) that the suspect was arrested after choosing the wrong

target for his crime. Sergei Markov was riding a Honda Vario with his wife on the back. The suspect drove by on his honda Beat motorcycle

and proceeded to snatch Sergei’s wife’s cell phone from her and attempted to flee the scene of the crime, clearly not expecting to be met with any resistance.

The victim who was staying at Hotel Heritage Kuta immediately chased after the suspect and after about 500 meters deliberately crashed into his motorbike, causing the suspect to fall to the ground.

“The victim also fell down off his

motorcycle,” said Police Chief Mudra.

Other tourists who witnessed the scene, lent a hand to the victim and a security guard who was son duty nearby immediately apprehended to suspect and then handed him over to the South Kuta Police Station.

TOKYO — Sentiment among big Japanese manufacturers slipped in the most recent quarter, the central bank said Thursday, underlining the shaky footing for growth in the world’s third largest economy.

The Bank of Japan’s “tankan” survey, released Thursday, fell 3 points to 12 in September. The tankan measures corporate sentiment by subtracting the number of companies saying business conditions are negative from those responding they are positive.

Junichi Makino, chief economist at SMBC Nikko Securities Co., said the survey for the third quarter was not upbeat, but other indicators, such as prospects for profits and plans for construction spending, were positive, providing some hope for the economy.

Japan has been trying to pull itself out of two decades of doldrums by encouraging foreign investment and fighting deflation, a constant drop in prices that deadens growth.

Analysts said the mixed messages from the survey didn’t provide a strong endorsement for the Bank of Japan to increase its already lavish monetary stimulus though the government is likely pushing for an expansion.

Bernard Aw, market strategist at IG in Singapore, said central bank Gov. Haruhiko Kuroda still appears confident Japan is on track for inflation.

“The Japanese government will campaign much harder for the BOJ to step up its monetary easing.

The markets will also amplify their calls for BOJ to do more,” he is in a market commentary. “That said, BOJ governor Kuroda is fairly confident that the inflation path is still on track, which hints that there is a mismatch in expectations.” (ap)

TPP trade talks narrow on tough auto, drug and dairy issues

ATLANTA - Talks on the ambitious Trans-Pacific Partnership remained stuck on a handful of tough issues including auto parts and drug protections as trade ministers moved to a second day of negotiations Thursday.

Under heavy pressure to clinch a deal this week after key differences couldn’t be bridged in their July meeting in Hawaii, top officials from the United States, Japan and 10 other Pacific Rim countries were negotiating around the clock in this southern US city.

The representatives of the 12 countries -- Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States and Vietnam

-- were seeking to complete talks this week that would form the world’s largest free trade region, its members comprising about 40 percent of the global economy.

At the end of the first day of ministerial talks Wednesday, negotiators remained mum about the progress on these key issues amid hope that an agreement could be reached. The stakes were high for many, with farm and pharmaceutical industry lobbyists from various countries and civil society activists gathered at the same Atlanta hotel to defend their interests.

And as the ministers began meeting Wednesday, a handful of protestors marched through the lobby of the hotel chanting “No TPP! Stop

Corporate Greed.”

Meanwhile a senior US senator warned that Congress could refuse to ratify a deal if it does not protect the interests of US businesses and workers.

“No one -- at least no one from our side of the negotiations -should be in a hurry to close talks if it means getting a less-than-optimal result for our country,” said Republican Senator Orrin Hatch in a statement.

“If the agreement falls short, I will not support it.”

While there is no deadline on the negotiations, time was a clear source of pressure.

Since initiating the talks in 2008, the United States has been hoping

to lock in rules on free trade and intellectual property protection that global trade heavyweight China would eventually have to heed.

China, however, has already begun trying to set up its own Asia trade agreement, which analysts worry could take concrete shape if TPP talks fail.

Moreover, Washington wants a deal soon to avoid having to ratify it at the height of the 2016 presidential and congressional election campaigns.

The negotiations have covered a range of issues, from governments’ protection of state-owned enterprises, to setting up extraterritorial tribunals to settle disputes between governments and foreign investors,

to the use of capital controls in a country’s financial system.

Activist groups say the secretiveness of the discussions masks an effort that will benefit businesses while costing the people of the countries involved.

A small protest outside the hotel where the TPP talks were taking place took aim at the drug patent protection issue. Lengthening the protection from the widespread standard of five years to eight years, said the Washington group Public Citizen, “would reverse the past US approach, which allowed poorer countries more flexibilities permanently to ensure their populations had access to affordable medicines.” (afp)

NEGARA - The water in a number of dams in Jembrana is shrinking due to the recent drought in the region. Both the Palasari Dam at Melaya and the Benel Dam at Manistutu are no longer able to supply water to their respective subak areas.

As seen at Benel Dam at Manistutu village on Wednesday (Sep. 30), the water has dwindled down drastically with a present depth of only 15 meters of the usual 34 meter depth. The water in the dam continues to drop after the floodgate was opened to irrigate 500 hectares of paddy fields for subak areas in Negara and Melaya subdistrict.

Operation and Maintenance Coordinator of Benel Dam, I Ketut Suwena, when met on Tuesday said that though the depth is diminishing, he believes that the elevation level remains normal at 171. “If the elevation level reaches

151, only then are conditions considered alarming. In fact even at that level, it can still provide irrigation water but it can affect the dam structure causing cracks.

On that account, we do not allow it,” he said.

Low water levels have been ongoing for the last four months. Aside from relying on rainwater, the dam also collects water from Tukad Pura Pegubugan. Since 2010 this dam has been functioning to irrigate ten subak areas downstream.

Practically speaking the subak area that covers a total of 1,000 hectares can no longer rely on the flow of water from the dam to provide enough water to plant rice paddy. Similar condition are also experienced by subaks that rely on the Palasari Dam at Ekasari village, Melaya.

This older dam is currently unable to irrigate the subak areas in Melaya, such as the farthest one form the dam; Subak

Pangkung Jajang.

Of the 30 hectares of this subak, only 4 hectares have been planted and this with ‘non-paddy’ crops. Chief of Subak Pangkung Jajang, Nengah Suentra, acknowledged such condition saying that over the years, the main problem faced by the subak has been the lack of water.

A number of their paddy fields draw water not only form the dam but also from reservoirs and artesian wells. “The main source for the irrigation water is the dam, and we have to take turns accessing this water. Now, the dam is also dry,” he explained.

The remaining land of this subak has not been planted and farmers are waiting for the next planting season. I Wayan Sudiana, a member of Subak Pangkung Jajang said that presently farmers are waiting for rain so that there is enough water to plant. (kmb26)

SEMARAPURA - Marketing problems experienced by craftsmen in Klungkung make it hard for their product to be sold on the market. Limited knowledge about marketing means that most crasftmen only work on orders that come to them. After Nusa Kertha Kosala (PDNKK), a company owned by the government of Klungkung, helped to market their handicraft products, the monthly sales increased to IDR 8 million. The marketing strategy took advantage of online media and introduced a wide range of craft products produced by the Klungkung community.

Director of the PDNKK Klungkung, I Wayan Sukadana, mentioned that his company has been marketing the craft products of Klungkung since the beginning of 2015. According to him, the sales of these handicraft products has increased every month. Since early January until now, the sales turnover has reached IDR 80 million. In addition to helping the craftsmen, the online sales also increase the income of the PDNKK. According to Sukardan, 20 percent of the sales go to the PDNKK. His company continues to expand the business in order to increase sales by introducing their online shopping website using social media like Facebook. A number of marketplace websites are also used to offer the handicraft products of Klungkung to a wider public. “Revenue from marketing the craft products online is helpful when onsite sales are slumping,” he said.

There are a total of 500 craft products made by 52 craftsmen that have been introduced through the PDNKK website www.kerajinanklungkung.com.

His company also collects data about the craftsmen in each village to help improve they economic conditions. Sukardana estimates that there are are more than 300 craftsmen in the area. The PDNKK has also invited teenagers in Klungkung to market their handicrafts.

Other than reaching a wider market, this marketing strategy is also made easy by the use of courier services to deliver to places outside of Bali. This however must be coupled with efforts to send the goods on time in order to bolster customer trust. Currently these handicraft products of Klungkung have been sold to customers in Jakarta, Surabaya, NTT, Tangerang, Kalimantan and Malaysia. Most buyers are interested in craft products in the form of fabrics such as the rangrang, endek, cepuk as well as perforated coins, silver and bronze crafts. (dwa)

Kamasan puppet painting using genuine gold

SEMARAPURA - The scarcity of raw materials required to make natural colors has forced most artists to start using chemical paints for their classical Kamasan puppet paintings.

Very few artists maintain the tradition of natural paints in Kamasan village.

There is however one artist that uses genuine gold leaf to colour his paintings. Nearly all painters have abandoned this method because it is both costly and difficult to master.

Jero Mangku Wayan Muliarsa is a direct descendant of the inventor of the classical Kamasan puppet painting, Gede Mresadi. Muliarsa is the only known artist who still uses genuine gold to color his paintings. According to this 53-year-old man, many artists no longer use gold in their work because such a method has been abandoned. He said that actually gold was widely used as the main color in the typical Kamasan painting in the past. “In the past, local people used genuine gold that was melted and applied to the paintings. They called it prada gede,” he said.

The gold used in classical Kamasan painting is more durable than the prada that is currently used and obviously more expensive too.

“Each painting is sold for IDR 100 million,” said Mangku Muliarsa, the fifth generation to descend from the inventor of the Kamasan puppet painting style.

This unmarried man said that he

learned the method of using genuine gold through trial and error and by analyzing the original paintings of Gede Mresadi that were created in the seventeenth century. However, he rarely uses other natural colors such as earthenware that was used in the typical classical Kamasan puppet painting.

Currently, natural colours are only used for specially commissioned temple paintings. Kamasan paintings that are created for commercial purposes are made using chemical colors.

Mresadi hopes that classical painting color substance will be preserved by future generations.

Unfortunately, the advancement of time has made children favor practical ways of doing things. Children tend to be made busy with school and related activities. “In the past, I was able to pay for my own tuition as well as that of my brothers, by selling my paintings. Nowadays, school children are busy so that they have no time to paint,” he concluded while remaining apprehensive about the preservation of classical Kamasan puppet painting. (dwa)

extinct due to the impact of modern games. “This kite fighting is different from that in Southern Bali that is focused on the large size and beauty of the kits. We want to sustain this playful pastime with the younger generation so that it does not go extinct,” he said.

As Widiadnyana explained, each team involves two participants. One participant is in charge of flying the kite and another has the task of rolling out the string. The kites measuress 50 cm x 30 cm and all the equipment has been prepared by the comitte before hand.

Kite fighting participants are selected by strict criteria and every round involves 10-15 participants until the final round when a winning team is declared. The winning team awarded a kite fighting ring especially made by artist Ketut Dibia and serves as a symbolic appreciation for their skills.

“In addition to local participants and people from outside Buleleng, foreign visitors on vacation or participating Sail Indonesia 2015 at Lovina, also took the time to try to show off their kite flying abilities.

Hopefully, this event can become well known and help support tourism in our region,” he said.

Deputy Regent Sutjidra said that the BMF is an effort on the part of the local government in cooperation with the private sector to preserve the traditional games of Buleleng.

To that end, next year the local government will hold this event again and involve a wider range of participants from all over Bali, Java and Lombok. “We want to preserve the dynamic and sustainable culture of Buleleng. Through this Buleleng Mekorot Festival, we can show off our identity as residents of Buleleng. Let us preserve our culture,” he said. (mud)

Iranians have staged daily protests near the Saudi Embassy in Tehran, and President Hassan Rouhani devoted a significant part of his speech at the U.N. General Assembly on Monday to blaming Saudi authorities for the disaster and demanding it be “fully investigated.”

Indonesia, Pakistan and India all have said their diplomats received some 1,100 pictures of the dead in the hajj disaster, suggesting a higher death toll than what Saudi officials have announced. Saudi Arabia said Tuesday that the photos are of those who died during the entire pilgrimage and not just at the disaster just outside Mecca.

The accusations of mismanagement of the pilgrimage strike at a key pillar of the Saudi royal family’s prestige, with King Salman holding the title of the “custodian of the two holy mosques.”

This year’s hajj drew some 2 million pilgrims from 180 countries, though in previous years it has drawn more than 3 million without any major incidents. Able-bodied Muslims are required to perform the five-day pilgrimage once in their lifetime, and each year poses a massive logistical challenge for the kingdom.

But even before the hajj began, disaster struck Mecca as a tower construction crane crashed into the Grand Mosque on Sept. 11, killing at least 111 people.(ap)

China journalist refuses to confess despite police pressure

BEIJING — Journalist Liu Hu says that once he was detained by police the pressure for him to confess was unrelenting. They told him that, unless he confessed, he would stay behind bars longer and his wife would abandon him. They cajoled him, deprived him of sleep, and kept him away from lawyers and relatives. They even recruited fellow inmates to persuade him to admit his guilt in accusations that he had deliberately spread falsehoods and stirred up trouble online.

“Under such circumstances, most people will give in and admit their guilt,” said Liu, who spent almost a year in detention and only recently had his name cleared when prosecutors decided not to bring any charges against him.

In an interview with The Associated Press, Liu recounted how the

police — in cooperation with the Chinese state’s propaganda machine — try to draw out confessions and then air them on state television to shame suspects and sway public perceptions ahead of their trials.

Although a clear violation of Chinese law, the tactics have become popular since 2013 under the sanction of authorities eager to shape public opinion. Police coerce the confessions, which are filmed and made to appear voluntary, and then are aired on China’s main state broadcaster CCTV. There have been at least 17 cases of televised confessions in the past two years.

The first batch of people targeted were bloggers such as ChineseAmerican investor Charles Xue, who had a broad audience and made a habit of reposting articles questioning food and environ-

mental safety. He was accused of using prostitutes and his televised confession including details of hiring several prostitutes at the same time. Since then, journalists, social activists and rights lawyers have appeared in such televised confessions as the Communist Party-led government cranks up its crackdown on speech and civil society.

Donatella Versace created spectacular camo-glam looks for next summer, deploying military accents and materials with flair and precision. Versace’s eye-catching animal prints mimicked camouflage, and with acid yellow, green and purple accents, they are best deployed in the urban jungle.

From the mishmash patterns in purple, green and gray, Versace created a collection that ranged from leather mini dresses and chiffon evening wear with a long trailing train. Others were tied over one

shoulder and at the hemline for drama.

The collection also featured more button-down looks, such as the belted military jackets in sand and olive green as mini dresses and the jacket-short combos with a bandeau top. Accompanying star necklaces hint at rank.

Once again, Versace’s placement of the Medusa logo is more restrained than in the past, branding military belt-buckles and the straps of platform heels like brass buttons. Revitalizing the Balinese language

AMLAPURA - There are people who are trying to revitalize interest in the Balinese language. Over time the mother tongue of the people of Bali has slowly come to its lowest point yet.

There seems to be very little public interest in learning Balinses, as many consider that it is not profitable to learn this beautiful language.

The threat to the continuation of Balinese was addressed by Nyoman Budiarta, the Section Head of Research and Development at the Bali Culture Agency, during an event being held at the government of Karangasem’s Wantilan Hall to help foster interest in Balinese language, script and literature on Tuesday (Sep. 29).

Seeing the deterioration of Balinese language, script and literature usage, the Bali Culture Agency said that they have been attempting to provide guidance around Bali. A number of counties and municipalities have been visited with the aim of reviving Balinese speaking, script and literature. “We hope Karangasem will participate in our efforts to build up interest.

Gradually we’ll revive interest so that conditions do not worsen,” he said.

The Balinese Language, Script and Literature Patron provided guidance and counseling to each county and municipality in Bali. Budiarta wants to address the problems at issue related to the development of

Balinese, chiefly the future of the Balinese language that many people say is on its way to extinction.

He is aware that the development of times has slowly ‘eliminated’ Balinese language, script and literature. This situation, according to Budiarta, is inseparable from the assumption made by most people that Balinese language, script and literature are no longer profitable.

The assumption refers to the fact that practitioners of Balinese language, script and literature have actually collapsed.

Budiarta would however like to clarify this presumption, so that Balines is not pushed over the edge of extinction. According to Budiarta, Balinese language, script and literature have made Bali attractive and generated a lot of dollars. It is Balinese language, script and literature that hold the spirit of the culture together, a culture that has has become a world renown tourist attraction. To address this issue, in the coaching and counseling, he invited all Balinese language

teachers and religious leaders to jointly address the threat to the development of Balinese language, script and literature.

Currently, the curriculae of elementary, junior high and high schools are being probed to see where Balinese language, script and literature can best fit in and see what needs to be targeted and which direction needs to be taken so encourage its revitalization.

Teachers and religious leaders are being targeted for coaching on the matter and they are expected to push forward the spirit of the resurrection of the Balinese language to their students. we must not let the Balinese language grow

DENPASAR - The Indonesian Bishops’ Conference (KWI) will reject the draft law on inter-religious harmony as it considers it to be a form of criminalization of religious adherents, Father Johannes Hariyanto from KWI stated on Wednesday.

“The inter-religious harmony law, or whatever it is called, is a form of criminalization against religious adherents. In view of this, it is certain that the KWI will reject it,” he noted when asked to comment during the Conference of International Asian Journey.

Father Johannes explained that religion and freedom of religion could not be made into a law as following a particular religion is a matter of personal choice.

“Religion is faith. Faith is not

seen; it is only observed and implemented. How can a state regulate a person’s religious observance and implementation? If this happens, it means the state criminalizes religious adherents, who in fact, have to be protected,” he remarked.

He pointed out that if the law is implemented, it means the state determines the truth of a religion.

“The question is whether it is possible for a state to determine if a religion is right or wrong. This is really a form of criminalization by the state against religious adherents, who on the other hand, must be protected,” he emphasized.

Moreover, Father Johannes stated that minimum inputs had been gathered from the concerned religious elements for the drafting of the law.

He noted that the drafting of the law has so far involved only a few people from a certain religion as a result of which the definition of a religion has become unclear.

He claimed that if the definition is limited to belief in One God (monotheism), revelation, and having a holy book and prophets, then religions in Indonesia will vanish since on this basis, only Islam and Christianity will be considered eligible, and this is a form of religious criminalization.

Moreover, he noted that the draft law had not yet been massively popularized across religions in the country.

“It must never happen that the draft law will be passed into a law without the people knowing about it. If this happens, the state

will propagate a public lie,” he affirmed.

In view of this, he remarked that the KWI has firmly committed to voicing its rejection to it, adding that a discourse has developed within the KWI to unanimously reject the draft law, and it has even formulated a rival draft law, which is more neutral and normal.

Based on various discussions, law is a live cultural teaching, and it protects the weak and limits the power of the strong, while every religion has a different interpretation about them, he remarked, adding that the inter-religious harmony law runs counter to its own concept.

Eusabius Binsasi stated that the government believes that the law is needed to protect religious followers and regulate social life between different religious followers.

He admitted that the draft law has been available, while its study and academic draft have been made on the basis of a joint regulation between the Ministry of Home Affairs and formulated by religious institutions in the country.

“The draft has been sent to all figures, entities, and religious institutions for collecting their inputs before it is passed into a law. Until now, the draft law is still under debate, and no agreement on it has been reached,” he added. (ant)

The issues of poor waste management and traffic congestion remain problems that tourists to Bali complaint about. Kris and Goedele De Saeger from Canada for example said: “Bali is beautiful but polluted with garbage. It’s very disturbing to us and makes us sad”.

According to these first time visitors to Bali, the island is very beautiful and the people are here are very friendly and openly welcoming of strangers.

“We’ve been in Bali for a week and it is our first visit to Bali. We love it here. Of all the places that we’ve visited in Southeast Asia, Bali is the most unique.

Unfortunately, our comfort has been disturbed by the excessive amounts of garbage and incredible traffic congestion. The beauty of Bali is tarnished by waste,” said Kris slightly complaining.

Sanitation in Bali, Kris said, was very different from in his home country of Canada. “We had an excursion to some temples and famous rice fields in Bali. We were sad to see so much garbage -especially plastic waste in these places. Irrigation channels around the rice field are filled with garbage that was apparently being ignored,” said Kris, adding that foreign tourists like him feel so much happier to visit paces that are clean, and free of garbage, places that are filled with plant life.

Unfortunately, this was hard to find in Bali. Similarly, he pointed out the behaviour of society at large; disposing of waste in a disturbingly casual manner.

Unfortunately, he added, the government of Bali appears to be incable of taking any decisive action towards creating a clean and green environment. “In Canada, if people litter they can be fined up to 2,000 dollars. But, here we see that people litter with impunity. The government seems to pay a little attention to the environment and waste management. We hope that the government will handle the waste issues seriously. Otherwise, Bali will be abandoned by tourists,” he suggested.

A similar opinion was delivered by Paul Boon accompanied by his wife Dina Boon. Paul, who has lived in Bali since 1990 also complained about the waste and traffic congestion issues. “Behavioral changes regarding waste issues should be instilled from early age, like in elementary school. And awareness should start from the smallest environment such as families, hamlets and temples. “We’re also sad to see the amount of plastic wastes in temples”.

When we heard there was a cleanup of plastic waste like the one that took place at Besakih Temple, we thought it was a good move. At least, this action can help to make people aware and disseminate the spirit to struggle against plastic waste. “If the temples, which are also tourist attractions are clean, then tourists will love to visit them,” he said.

“The government and local communities should provide more garbage cans in public areas,” said Dina who admitted to be deeply uncomfortable with the wastes strewn in public places and on roadsides.

She also highlighted the dirty rivers in Bali polluted with garbage. “In Thailand, the rivers are so clean and are used for transportation. Why is Bali unable to keep their rivers like that?” she asked.

The handling of the waste issues, said Paul, should apply the principle of three R’s namely Reduce, Reuse and Recycle. “By implementing these three methods surely the problem of garbage strewn about haphazardly can be overcome”. (doc)

GARBAGE is one of the three main problems faced by the city of Denpasar. Every day the people of Denapsar produce at least 750 tons or 3,000 cubic meters of garbage. This amount increases significantly on religious holidays such as the Galungan and Nyepi. So far, facilities and infrastructure designed to cope with with this volume of waste have not been fully optimized. In order to create a beautiful and wonderful city, sanitation is one of the main factors that needs to be handled well. How does Denapsar handles its waste?

Naturally, as a city, Denpasar has problems, including traffic congestion, population density, poverty and high urbanization. The problem of how to deal with the garbage generated by the residents of Denpasar is a big one. The authorities of this culture based city needs to look for the right system to minimize the problem.

Member of the Denpasar House of Representative, I Made Sukarmana, recently said that the commitment of the Municicpality of Denpasar, through the Sanitation and Landscaping Agency (DKP) to address the waste problem, needs to be clear. This is an important

concern because Denpasar as one of Bali’ tourist destinations absolutely has to deal with sanitation.

A city’s image depends in large part on its ability to maintain good sanitary conditions.

Piles of garbage on roadsides are proof that garbage disposal is not functioning at optimal levels. Efforts need to be made to improve conditions in the future.

Secretary of the DKP Denpasar, I Dewa Sayoga, stated that waste problems are complicated by the difficulty in changing peoples’ behavioral habits. For example, untimely rubbish disposal can result in a heap of rubbish on roadsides or at temporary disposal site, despite garbage trucks

functioning on schedule. “This is just one example of the severity of the issue of managing garbage,” he said.

However the biggest problem that Denpasar faces in terms of garbage disposal is the lack of garbage trucks.

Ideally, Denpasar would have 90 to 100 dump trucks. “For the time being we are far short of this number”.

There are also village-run garbage disposal systems in each village, but these have not been fully optimal either. Hundreds of the village-run garbage disposal units are still cannot run independently - meaning they cannot deal with garbage from household all the way to landfill. As a result, garbage still ends up scattered everywhere even when certain facilities are provided.

Nevertheless, the municipal authorities are still trying to deal with the garbage disposal issues, despite the many shortcomings because they are committed to creating a clean and beautiful City of Denpasar. (ara)

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses.

Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Will Smith’s ‘Concussion’ to premiere at AFI Fest

NEW YORK — The Will Smith NFL drama “Concussion” will premiere as the centerpiece to the AFI Fest.

The Los Angeles film festival announced Wednesday that the Peter Landesman-directed film will debut at AFI on November 10. Smith stars in the film, which Sony Pictures will release in December, as Dr. Bennet Omalu, the forensic neuropathologist who discovered brain effects from head trauma in football.

“Concussion” has already proven a hot-button movie. The New York Times earlier reported that the film was altered to placate the NFL, a charge Landesman and Sony have denied.

Tom Rothman, chairman of the Sony Pictures Entertainment Motion Picture Group, said he wanted to unveil “Concussion” early “so that the discussion can be more informed.” AFI previous announced that Angelina Jolie’s “By the Sea” will open the festival, and Adam McKay’s “The Big Short” will close it. ABC apologizes for mixing up video of Indian actresses LOS ANGELES — ABC’s “Nightline” is apologizing for confusing new network star Priyanka Chopra with another Indian actress.

The news magazine aired a feature earlier this week about Chopra, the star of ABC’s new drama “Quantico.”

A video shot supposedly showing Chopra in the Miss World pageant was included.

But the video was of Yukta Mookhey, who won the crown in 1999. Chopra was the 2000 Miss World winner.

The error was noted online by viewers, and ABC responded with an apology and posted a corrected version of the “Nightline” story online.

Chopra, a Bollywood star who plays an FBI recruit in “Quantico,” responded to the mix-up on Twitter by posting “LOL” and linking to another post that read, “Uh oh, @Nightline!” (ap)

Two watersheds in Bali are in critical condition

MANGUPURA - Bali is recorded as having 12 watersheds and 236 sub-watersheds. The watersheds of Unda and Blingkang Anyar are recently in critical condition. The Unda watershed provides for Karangasem, Klungkung, Bangli and Buleleng Counties and the Blingkang Anyar provides for Bangli and Buleleng.

“There are two for the critical condition that these watersheds are in. One is natural factors, such as the dry weather in the north and in the east. Another factor is how the community treats the environment which is also related to the matter of law enforcement,” said the Chief of the BPDAS Unda Anyar, Tekstiyanto.

Tekstiyanto explained that the enforcement of laws related to crimes of environmental destruction crimes are still not optimal. For instance, there are permits being issued of the establishment of buildings such as residences and tourist accommodation in the upstream water catchment areas. Actually there is already a rule that states that 100 meters from the banks of rivers must remain free of any buildings.

“This legislation requires understanding because the province and each county government have rules. The government’s policies should however be decisive, and must not tolerate any buildings in the area of water catchments, so that the river water can still flow,” he explained.

Prosecutors decline to charge Caitlyn Jenner in fatal crash LOS ANGELES — Prosecutors declined to charge Caitlyn Jenner on Wednesday in a California car crash that killed another driver, citing insufficient evidence to support a case.

Authorities said Jenner was towing an off-road vehicle on a trailer behind a Cadillac Escalade on Feb. 7 when she crashed into two cars, pushing one into oncoming traffic.

Driver Kim Howe died when her Lexus was hit by a Hummer in Malibu.

“We believed from the start that a

thorough and objective investigation would clear Caitlyn of any criminal wrongdoing,” said Blair Berk, Jenner’s attorney. “We are heartened the district attorney has agreed that even a misdemeanor charge would be inappropriate. A traffic accident, however devastating and heartbreaking when a life is lost, is not necessarily a criminal matter.”

The accident occurred before Jenner announced she is transgender and transitioned into her new identity as Caitlyn.

Sheriff’s investigators previously

determined that Jenner, 65, was traveling at an unsafe speed for the road conditions at the time and there was enough evidence to support a vehicular manslaughter charge. The case was then referred to the district attorney’s major crimes division.

A prosecutor wrote in a one-page sheet declining to file charges that Jenner was traveling slightly below the posted speed limit and began braking less than two seconds before the crash. To prove misdemeanor vehicular manslaughter, prosecutors would have had to show Jenner was

negligent and had violated a basic speed law.

Based on the facts, the office determined they “cannot prove beyond a reasonable doubt that suspect’s conduct was unreasonable.”

After the accident, Jenner released a statement expressing sympathy to those involved in the accident.

“It is a devastating tragedy,” the statement read. “I cannot pretend to imagine what this family is going through at this time. I am praying for them.”

Jenner is facing separate lawsuits

by Howe’s stepchildren and the driver of the other car involved in the collision. Jenner’s lawyers are fighting efforts to have her give sworn testimony in a deposition in the wrongful death suit filed by the stepchildren.

The crash has shadowed Jenner’s much-lauded transgender transition that was announced in a twohour television special with Diane Sawyer. A Vanity Fair cover story revealed her new identity, and a reality series “I Am Cait” chronicled her new life. (ap)

THE PERFECT combination of grandeur, cultural richness and traditions, wrapped in Hinduism, with the friendliness and the openness of its people to tourists, has made Bali one of the leading tourist destinations of the world. Bali is often touted as “The Last Paradise” and after

some of the scenes from the film entitled ‘Eat, Pray, and Love,’ was shot and set in Bali showing the lead character encountering her true love, some people now consider Bali “The Island of Love”.

Unfortunately, despite it many wonderful qualities, Bali cannot hide its “ugly side”, primarily defined by traffic congestion and the problem of waste

management. Because of these two issues, Bali was slapped in the face by an article published in TIme Magazine on April 1, 2011 entitled ‘Holidays in Hell: Bali’s Ongoing Woes’ written by Andrew Marshall. This article highlighted the fact that tourism is Bali was mared by the problem of garbage - especially on Kuta Beach, and also pointed out the increas-

ingly unbearable traffic congestion. What Andrew Marshall pointed out is a reality that Bali needs to face and deal with.

There is no sense in arguing and getting angry about what was said, that would be like a workman blaming his tools.
