Denpasar – The development of Ngurah Rai International Airport to accommodate the increasing number of tourists come to Bali is predicted to be overload again in 2017. This is because the number of tourists coming through the international airport is increasing greatly every year.

This was stated by the General Director of Air Transport Department, Herry Bakti, on Tuesday, May 1, 2012. The growth of visitors in Ngurah Rai Airport reaches 15% through 20% a year while currently the number of tourists visited Bali is 12 million people

The development will make the airport could accommodate 25 million tourists a year in 2025.

“With current growth, the airport will not suitable anymore in 2020, I think it will be able to accomoadte passengers until 2017,”

Aside from contaminating the irrigation canal, the waste from slaughterhouse (RPH) also interferes with residents in two nearby hamlets, namely the Saih and Gunung hamlet of Peguyangan Kaja village. The waste originates from a slaughterhouse at Tegal Darmasaba village, Badung, located in the north of Saih hamlet. season the waste floated off to Saih and Gunung hamlet where the smell was very detrimental to health.

However, so far the problem could not be resolved even though the headman of Peguyangan Kaja and Tegal Darmasaba had met frequently to discuss about the waste problem. “We do expect the awareness of residents engaged in the slaughter business no to dispose any waste into the irrigation canal,” expected Parmita. MIAMI — Drops of blood stained the carpet leading up to the back entrance of the New York Knicks’ locker room. The glass portion of a nearby fire-extinguisher case was quickly replaced.

And Amare Stoudemire needed doctors and paramedics to treat a cut on his left hand.

Knicks center Tyson Chandler said he did not expect Stoudemire to play Game 3. An update from the Knicks said, “Extent of injury is unknown at this time.”

City take leaf from United’s book with derby win

MANCHESTER, England - Manchester City closed in on their first top flight title in 44 years by beating Manchester United 1-0 on Monday after doing what their rivals have done for years - keeping their nerve when all seemed lost. City captain Vincent Kompany scored the winner with a header from a corner at the end of the first half to cap a remarkable turnaround in the title race as they moved top of the table on goal difference with two games to play.

The win for Roberto Mancini’s team, who were never really threatened by a United side that came looking for a point and left empty handed, capped a remarkable month for a City side displaying all the hallmarks of their illustrious neighbours.

Premier League defeats by Swansea and Arsenal and a draw at Stoke looked like derailing big-spending City’s title drive, with United winning eight successive games almost at will, but Mancini’s determined players refused to give up.

United’s never-say-die attitude was at the heart of their 12 titles under Alex Ferguson in the Premier League era, but the champions could find no way back in this match.

Kompany’s strike was the only goal of a fraught, passionate and at times ragged and wild derby that distilled all the unpredictability of a remarkable season into 90 minutes of a match that swung first the way of United and then City who finished the stronger and were deserved winners.

Both teams have 83 points but City have moved back to the top of the table on goal difference and, although they have the harder games left, Mancini’s side now hold all the cards.

Asked who were now favourites for the title, Mancini once again told

Farmers in Bali are illiterate information regarding the production technique, post-harvest processing to marketing. As consequence, so far farmers are not getting optimal results from their efforts. To that end, the Bali House urges the government to optimize the agricultural extension agency so that it can provide intensive training to farmers.

A member of Commission II of the Bali House, Ketut Suania, said on Monday (Apr 30) that in the terms of the mandate of Law No. 16/2006 regarding the extension of agriculture in its broadest sense, every regional government should follow it up by making regulations about the agricultural extension agency. According to him, Bali had set up the institution, but it had not been approved because the Minister of State Apparatus Empowerment (Menpan) was still waiting for the proposal of Bali Government. He added if the agency could not be approved by the minister, it meant no funds could be disbursed.

To that end, this institution should be promptly legalized and

optimized in conjunction with the development and provision of information to farmers. According to him, farmers should have reference and knowledge about agriculture in broader sense. So far, farmers were illiterate information regarding the production, postharvest processing and marketing so that farmers were consequently not getting optimum results from their efforts. He stressed if the agricultural extension agency was not effective then the farmers would be persistently illiterate information and unable to do maximally.

“The institution established like the agricultural extension agency in Bali whose regional regulation has also been made will be ineffective because it is still waiting for the government regulation (PP). Later on, if the agency can be made effective to provide the agricultural extension, farmers will no longer be illiterate,” said the Golkar politician.

Meanwhile, another member of Commission II, Wayan Pinta Yadia, said that to encourage and improve the welfare of farmers was required the development and improvement of the quality of human resources. No matter how good the program rolled out by government, the program would turn redundant without readiness

of human resources. Improvement of the agricultural infrastructure should be balanced with human resource development so that there was synergy and integration.

He added that there should be sustainable efforts so as the agricultural products could be absorbed by tourism industry, but it should be certainly preceded by improving the quality of the agricultural products. “If the help has meet the community needs, it must be balanced with the coaching that will automatically increase the quality of agricultural products pursuant to market demands both local and international market, especially for tourism industry,” he said This politician from Jembrana also urged for the making of protection and guidance effort against farmers so that it could be made a clear regional regulation to encourage the agriculture in Bali that tended to be marginalized. Besides, strengthening of the agriculture should be supported with an adequate budget.

Suu Kyi, her party to attend parliament Wednesday Associated Press Writer

YANGON, Myanmar — Aung San Suu Kyi said she and other lawmakers in her opposition party will attend Myanmar’s parliament on Wednesday for the first time and will take the oath of office though they still fiercely dispute its wording.

Suu Kyi said she was not backing down on the issue, however, and that her party would continue to seek constitutional change through legislative actions. The oath is part of the constitution, and her party also seeks to change other statutes it considers undemocratic.

“Politics is an issue of give and take,” she told reporters in the main city, Yangon, on Monday. “We are not giving up, we are just yielding to the aspirations of the people.”

Suu Kyi and her National League for Democracy object to phrasing in the oath that obligates them to “safeguard the constitution,” which

was drafted under military rule and ensures the army inordinate power.

The party wants “safeguard” replaced with “respect,” a change made in other laws including electoral legislation that enabled Suu Kyi’s party to officially enter politics for the first time in decades.

But their failure to take up their seats had irked some of Suu Kyi’s backers, who are eager to see the person who has stood up to Myanmar’s military for 23 years finally take her place in the legislature.

The Philippines, lamenting the poor state of its armed forces, appealed Monday for US and international help in building a “minimum credible defense” amid an escalating territorial dispute with China.

Philippine Foreign Secretary Alberto del Rosario and Defense Secretary Voltaire Gazmin made the pitch in unprecedented joint talks in Washington with their US counterparts Hillary Clinton and Leon Panetta.

Del Rosario lamented how the international news media has accurately described the poor state of the Philippine armed forces.

“It sounds terribly painful for the Philippines, but more painful is the fact that this is true, and we only have ourselves to blame for it,” del Rosario said candidly as Clinton and Panetta listened across a table.

“For the Philippines to be minimally relied upon as a US regional partner... it therefore behooves us to resort to all possible means to build at the very least a most minimal credible defense posture,” del Rosario said.

“On our own, we will do the best we can,” the top

Philippine diplomat said.

“Developing a minimum credible defense posture may however be hastened mainly through an enhancement of the activities we do together with our singular treaty and through a positive consideration of increased assistance that we seek at this time as well,” he said.

The two nations, which completed extensive war games earlier this month, are bound by a mutual defense treaty in which the United States has pledged to come to the aid of its weaker ally if it faces military aggression.

“We are concurrently seeking a higher level of assistance from other international partners,” del Rosario added.

Gazmin alluded to tension with China over islands in the South China Sea as he called for the need to “intensify our mutual trust to uphold maritime security and the freedom of navigation.”

“We should be able to work together to build the Philippines minimum credible defense posture, especially in upholding maritime security,” Gazmin said.

Warming ocean water has devastating effects on coral reefs, causing coral to bleach by expelling their symbiotic algae.

Three Taiwanese legislators and several top military officers flew to the disputed Spratly islands Monday to renew their territorial claim amid mounting tensions in the South China Sea. The three legislators -- all sitting on the parliament’s defence committee -- landed on Taiping Island, the biggest in the contested waters, on an air force C-130 transport plane.

Taiwan built a 1,150-metre (3,795foot) runway on the fortified island in mid-2006, despite protests from the other countries with claims on the disputed island group.

The parliamentarians were briefed

by officers on defence measures for repelling intruders.

“The visit was aimed at reiterating Taiwan’s territorial claim over the Spratlys,” legislator Lin Yu-fang told reporters after the trip.

The move came with tensions in the South China Sea running high, with China and the Philippines locked in a maritime dispute over the Scarborough Shoal. The tensions began when Chinese maritime vessels blocked the Philippine navy from arresting the crews of eight fishing vessels which had entered the area.

Taiwan, Vietnam, Brunei, China, Malaysia, and the Philippines claim all or part of the potentially oil-rich Spratlys.

“These little islands in the middle of the ocean can counteract global trends and have a big impact on their own future, which I think is a beautiful concept,” said study researcher Kristopher Karnauskas, a Woods Hole Oceanographic Institution scientist, in a press release issued by the institution.

If predictions made by Karnauskas and colleague Anne Cohen are accurate, warming around the Gilbert Islands will be slower than elsewhere, giving the corals and their symbiotic algae a better chance to adapt. Perhaps these refuges could

eventually become a source of new corals and other species that could recolonize reefs damaged by warming, Karnauskas said.

Corals are animals that host tiny plants, or algae, that feed them using photosynthesis. The reefs corals build provide important habitat for many species. Warming water can cause corals to expel their algae, a phenomenon called bleaching, which turns the corals white and puts them under great stress and at risk of death.

Spring is in the air, and baby panda-making is in the minds of zookeepers at the Smithsonian’s National Zoo — if not those of their panda charges. Zookeepers have decided to artificially inseminate female giant panda Mei Xiang, at the Washington, D.C., zoo today (April 30), and live tweet the proceedings. It’s the second try, after a first insemination Sunday.

“One of our repro experts, Dr. Aiken-Palmer holds the next vial of 100,000 million sperm. ‘It only takes one!’” tweeted Dave Wildt, National Zoo reproductive scientist and head of the Center for Species Survival. The scientists are trying this technological intervention after a natural attempt fell flat.

“Veterinarians performed an artificial insemination Sunday night after they determined no competent natural breeding had occurred between Mei Xiang and male giant panda, Tian Tian (tee-YEN tee-YEN),” zoo officials wrote in a statement. The two pandas have successfully bred before — Mei Xiang gave birth to cub Tai Shan in 2005 — but they aren’t so good at getting it on themselves (Tai

Shan was conceived via artificial insemination).

Furthermore, female pandas are fertile only one to two days a year, so zookeepers had to seize the rare opportunity. Giant pandas, native to southeastern China, northern Myanmar, and northern Vietnam, are now endangered; only 1,600 pandas are left in the wild. Captive breeding is a chief part of scientists’ efforts to study and conserve the species.

Plus, baby pandas are heartmeltingly cute, and present a big draw for any zoo. The National Zoo had to send Tai Shan back to China in 2010, because all pandas, regardless of where they are born, officially belong to China under international law. Mei Xiang and Tian Tian are on loan to the United States until 2015.

of Sciences examined New York City pregnant mothers who were tested for exposure to chlorpyrifos, or CPF, which is widely used for pest control in farms and public spaces.

The women in the study, which included 369 subjects total, took part prior to 2001 when CPF was banned from household use in the United States, though the chemical continues to be used worldwide in agriculture.

Researchers compared 20 children -- age five to 11 -- whose mothers tested highest for levels of CPF and found “significant abnormalities” in brain structure compared to 20 children whose mothers showed lower exposures.

However, all the women in the study were exposed at routine levels below the US established thresholds for acute exposure, indicating that even low to moderate exposure could pose hefty risks to a child’s brain development.

“The present study provides evidence that the prenatal period is a vulnerable time for the developing child,” said lead author, Virginia Rauh, professor at the Mailman School of Public Health and Deputy Director of the Columbia Center for Children’s Environmental Health. “Toxic exposure during this critical period can have farreaching effects on brain development and behavioral functioning.”

LOS ANGELES — This year’s MTV Movie Awards will be a showdown between a bevy of bridesmaids and a cast of killer kids.

“Bridesmaids” and “The Hunger Games” top nominees at MTV’s annual film honors with eight nods apiece, including bids for best cast, breakthrough performance and movie of the year. Rounding out the best-picture contenders are “Harry Potter and the Deathly Hallows: Part 2,” ‘’The Help” And “The Twilight Saga: Breaking Dawn-Part 1.”

MTV announced nominees Monday in 12 categories, including six new ones such as “best on-screen dirtbag” and “best gut-wrenching performance.” Also new this year: Nominees were selected by a panel of actors, producers, agents and industry tastemakers instead of via online vote from the public.

Fans can still choose the winners, though. Voting begins online Tuesday at 8 a.m. Eastern time.

The 21st annual MTV Movie Awards will be presented June 3 at the Gibson Amphitheatre in Universal City and broadcast live on MTV.

alleged unpaid taxes and penalties.

Tax officials barred the Australian actor from returning to his Los Angeles home for two weeks over the matter in 2010 when he returned to Sydney for his mother’s funeral.

Hogan’s lawyers eventually secured a deal that allowed him to leave Australia.

The 72-year-old comedic actor became an international star with the 1986 movie “Crocodile Dundee.”

“I never write anything without humor, just because I like humor, but at the same time, it is a way for anything fantastical to become relatable,” Whedon said. “Because you can always turn around and go, ‘That guy’s the god of thunder, and this is really happening!’ And then if anybody in the audience was having a problem with that, they’re sort of inoculated to it.”

They did everything with such finesse and passion, I was really impressed. I couldn’t have done it without him,” he said.

Sharone said his menu was influenced by his Mediterranean and Israeli background, which shone through in dishes such as Watermelon & Fetta, a traditional Israeli treat.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

criminal acts but seek to potentially punish members of all clubs with these laws,” Baffsky said.

A Polish woman is facing three years in prison after she removed all of her ex-boyfriend’s teeth during dental surgery just days after their breakup.

“I tried to be professional and detach myself from my emotions,” Anna Mackowiak, 34, told the Austrian Times. “But when I saw him lying there I just thought, ‘What a bastard’ and decided to take all his teeth out.”

Marek Olszewski, 45, reportedly showed up at Mackowiak’s dental office complaining of toothache just days after he broke up with her. She then allegedly gave him a “heavy dose” of anesthetic, locked the door and began removing all of his teeth one at a time.

“I knew something was wrong because when I woke up I couldn’t feel any teeth and my jaw was strapped up with bandages,” Olszewski said.

“She told me my mouth was numb and I wouldn’t be able to feel anything for a while and that the bandage was there to protect the gums, but that I would need to see a specialist,” he said.

“I didn’t have any reason to doubt her, I mean I thought she was a professional.”

Adding to his trauma, Olszewski said his new girlfriend has already left him over his now toothless appearance.

MADRID - Spain has toppled back into recession, official data confirmed Monday, but the government warned there was no alternative to austerity to build future growth.

Spain’s gross domestic product shrank by 0.3 percent in the first quarter of 2012, equalling the slump in the final quarter of 2011, according to preliminary data from the National Statistics Institute.

The recession returned barely two years after Spain emerged gingerly from the last downturn.

Despite growing opposition to cuts during a recession with 24.4percent unemployment in the first quarter, Economy Minister Luis de Guindos said fiscal restraint was more essential than ever.

“The Spanish government does not see any incompatability between austerity and economic growth,” he told a news conference in Santiago de Compostela after talks with his German counterpart Wolfgang Schaeuble.

“Budget discipline is unavoidable if we want to build solid foundations and sufficient financing for economic growth in our country -- it is a necessary condition,” he said.

Tens of thousands of people took the streets on Sunday to protest against austerity measures

by Prime Minister Mariano Rajoy’s conservative government, especially those affecting health care and education.

“Looking ahead, we fear that things are likely to get worse before they get better,” warned ING economist Martin van Vliet.

Doubts about Spain’s ability to meet its deficit goals have been amplified by the plight of the

banks, many bogged down in bad loans extended during a property boom which collapsed in 2008.

Standard & Poor’s on Monday downgraded the ratings of the top Spanish banks, including Santander and BBVA, after slashing the country’s credit standing because of the deficit and recession.

The banks affected include Santander and its subsidiary Banesto, BBVA, Banco Sabadell, Ibercaja, Kutxabank, Banca Civica, Bankinter and the local unit of Barclays.

The government said it was studying a scheme to allow banks to split off their bad loans and place them into a separate agency but without financial help from the state.

An economy ministry official said banks that joined the scheme would have to set aside financial provisions that recognise the sharply reduced market value of the loans, extended during the housing bubble.

“If the valuation of the assets is correct, the possibility of separating property assets from bank balance sheets is something that I think makes sense and is positive for the entities,” De Guindos said.

“It allows them to free up capital and fundamentally allows the banks to focus on their core business which is banking and not real estate,” he said.

Bank of Spain figures on Friday showed commercial banks held problem real estate loans worth 184 billion euros ($243 billion), some 60 percent of their property portfolio at the end of 2011.

The ratio of bad loans -- those at least three months in arrears -- hit an 18-year high in February of 8.15 percent of total credit extended.

NEW YORK/SEATTLE Microsoft Corp is jumping into the fast-growing e-books market by investing $605 million over five years in Barnes & Noble Inc’s Nook e-reader and college business, as it looks to unlock Amazon.com and Apple Inc’s grip on the exploding tablet computer market.

The move comes just six months before the world’s largest software maker is due to launch its new touch-enabled Windows 8 operating system, and the inclusion of a Nook app on Windows tablets should allow them to compete with Apple’s iPad and Amazon’s Kindle Fire.

It also gives Microsoft a direct interest in electronic publishing just as the market for downloadable college textbooks starts to take off and the publishing industry undergoes a radical shift toward electronic distribution.

“It’s a good strategic deal,” said Sid Parakh, an analyst at fund firm McAdams Wright Ragen. “It gets Microsoft in the game for e-readers, and gives

them access to a market that has been growing nicely and they’ve basically sat out of. It also makes Windows 8 a more compelling platform from an e-readers perspective.”

In turn, Barnes & Noble gets a much-needed capital injection and a way to enter the digital books market outside the United States. The new unit will be run and majority owned by Barnes & Noble and will maintain a relationship with the U.S. bookstore chain’s nearly 700 stores.

Shares of Barnes & Noble soared as much as 90 percent in early trading, before sliding back and ending with a 52 percent gain at $20.75. Microsoft shares, which recently hit a fouryear high, edged up 0.1 percent to close at $32.015.

Microsoft’s initial investment of $300 million, which will give it a 17.6 percent stake in the newly created Barnes & Noble subsidiary, values the new unit at $1.7 billion. Over the next five years, Microsoft has committed to invest another $305 million.

The deal - initially worth only 0.5 percent of Microsoft’s cash hoard - is financially small, but strategically important for both

companies.

Microsoft’s Windows software still runs on more than 90 percent of the world’s personal computers, but the company has been left behind in the mobile revolution as millions of people do more computing on smartphones and tablets running Apple or Google’s Android software.

Microsoft has also struggled to make its mark on internet-based commerce, which is dominated

by Amazon, or rival Apple and Google’s online app stores.

“The deal brings Microsoft technology and engineers into the Nook business - that talent will be tapped to make the Nook even better,” said Albert Greco, a book industry expert at the business school of Fordham University in New York. “It gives Microsoft a tablet already, and Barnes & Noble global reach for the Nook platform, through Windows 8.”

PADANG - A bus fire on Indonesia’s Sumatra island killed 13 people early Tuesday. The victims also including four children and a baby, police said, with survivors forced to smash locked windows to escape the blaze.

“Thirteen of the 45 passengers died, trapped on the bus after a fire broke out. The driver wasn’t able to extinguish the fire and it began to spread,” West Sumatra police spokesman Mainar Sugianto told AFP. “The fire broke out in the front of the bus and no one could get out from the back door because it was blocked with boxes and bags of goods,” Fikri, a survivor, told Elshinta radio.

“The windows were also locked, so we had to smash them to get out,” he said.

Sugianto said among the 13 victims were four children and a baby, and another four people were being treated for burns and injuries.

The driver was fine, he said.

The bus left the town of Dumai at around 8:00 pm (1300 GMT) Monday night and the fire broke out at 4:30 am in the town of Limapuluh, police said. It was bound for the mountainous town of Bukittinggi.

Local officials said the fire was likely caused by a short circuit.

Endek enters Italian and Japanese market

Various handicrafts or household crafts begin to show off their pace in Klungkung Regency. One of them is the weaving business of endek clothes. Amazingly, the demand continues to increase, not only from the local community of Klungkung, Bali or nationally, but also from overseas like Italy and Japan.

Increasing interests in endek clothes have an impact on craftsmen where the demand for endek clothes also shows a rapid growth in Klungkung Regency. Even, a single craftsman can produce up to 500 meters of endek clothes every day. The endek clothes produced are divided into two types, namely plain cloth and cloth with motif. One of the handicraftsmen is Wayan Suartika, the owner of ‘Ardini’ endek clothes handicraft at Jabon, Sampalan Tengah, Dawan Subdistrict.

However, amidst the increasing demand, labor difficulties haunt the craftsmen. They have difficulty to obtain some labors that are willing to weave endek clothes in order they can meet consumer demand.

As a result, artisans are unable to meet all requests, whereas until now the Klungkung Regency actually still has thousands of unemployment, both educated and uneducated ones.

Nyoman Rahayu, said that unemployment rate in Klungkung Regency reached 4005 people from about 134,380 job seekers with age of 15 years or older.

Rahayu also admitted that her party could not engender skilled unemployment because until now Klungkung Regency did not have a vocational training center (BLK).

The simulation of terrorist handling involving hundreds of personnel, including the Special Action Squad, Badisus Squad and Sniper Squad on Monday (Apr 30), posed an effort to increase the alertness of personnel in dealing with the occurrence of possible terror threat.

In the simulation scenario, the Den Bravo 90 Special Squad of Air Force making observations and rescuing to VIP room got information about the presence of a dozen terrorists. The intruders from Jakarta could get into the Ngurah Rai Airport and seized 45 passengers and 60 people in VIP room. The squad then flew silently by deploying 15 personnel who then infiltrated into the airport for an ambush.

In the meantime, four vehicles equipped with armed forces continued to approach the target and break into the VIP room and aircraft. Immediately the anti-terror squad attacked the terrorists in the room. In the ambush, eight terrorists were shot dead, while seven others could be paralyzed by such joint forces.

Endek enters Italian and Japanese market

Various handicrafts or household crafts begin to show off their pace in Klungkung Regency. One of them is the weaving business of endek clothes. Amazingly, the demand continues to increase, not only from the local community of Klungkung, Bali or nationally, but also from overseas like Italy and Japan.

Increasing interests in endek clothes have an impact on craftsmen where the demand for endek clothes also shows a rapid growth in Klungkung Regency. Even, a single craftsman can produce up to 500 meters of endek clothes every day. The endek clothes produced are divided into two types, namely plain cloth and cloth with motif. One of the handicraftsmen is Wayan Suartika, the owner of ‘Ardini’ endek clothes handicraft at Jabon, Sampalan Tengah, Dawan Subdistrict.

However, amidst the increasing demand, labor difficulties haunt the craftsmen. They have difficulty to obtain some labors that are willing to weave endek clothes in order they can meet consumer demand.

As a result, artisans are unable to meet all requests, whereas until now the Klungkung Regency actually still has thousands of unemployment, both educated and uneducated ones.

Meanwhile, the Head of Klungkung Social, Manpower and Transmigration Services,

Nyoman Rahayu, said that unemployment rate in Klungkung Regency reached 4005 people from about 134,380 job seekers with age of 15 years or older.

Klungkung Regency was unable to reduce the number of unemployment and to create job opportunities other than opening vacancies of civil servant aspirants each year. Rahayu also admitted that her party could not engender skilled unemployment because until now Klungkung Regency did not have a vocational training center (BLK).

This condition is certainly in contrary to the difficulty undergone by the endek weaving handicraftsmen. Wayan Suartika also experienced similar condition. The demand for his endek weaving works (Ardini Endek Handicraft) was admitted to increase. It was not only from locally Bali (except for Gianyar) but also from outside Bali such as Lombok up to overseas like Italy and Japan.

Formerly, to accomplish the orders, Suartika employed more than 200 workers. However, last year his workers only remained some 100 people. PADANG - A bus fire on Indonesia’s Sumatra island killed 13 people early Tuesday. The victims also including four children and a baby, police said, with survivors forced to smash locked windows to escape the blaze.

“Thirteen of the 45 passengers died, trapped on the bus after a fire broke out. The driver wasn’t able to extinguish the fire and it began to spread,” West Sumatra police spokesman Mainar Sugianto told AFP. “The fire broke out in the front of the bus and no one could get out from the back door because it was blocked with boxes and bags of goods,” Fikri, a survivor, told Elshinta radio.

“The windows were also locked, so we had to smash them to get out,” he said.

Sugianto said among the 13 victims were four children and a baby, and another four people were being treated for burns and injuries.

The driver was fine, he said.

The bus left the town of Dumai at around 8:00 pm (1300 GMT) Monday night and the fire broke out at 4:30 am in the town of Limapuluh, police said. It was bound for the mountainous town of Bukittinggi.

MADRID - Spain has toppled back into recession, official data confirmed Monday, but the government warned there was no alternative to austerity to build future growth.

Spain’s gross domestic product shrank by 0.3 percent in the first quarter of 2012, equalling the slump in the final quarter of 2011, according to preliminary data from the National Statistics Institute.

The recession returned barely two years after Spain emerged gingerly from the last downturn.

Despite growing opposition to cuts during a recession with 24.4percent unemployment in the first quarter, Economy Minister Luis de Guindos said fiscal restraint was more essential than ever.

“The Spanish government does not see any incompatability between austerity and economic growth,” he told a news conference in Santiago de Compostela after talks with his German counterpart Wolfgang Schaeuble.

“Budget discipline is unavoidable if we want to build solid foundations and sufficient financing for economic growth in our country -- it is a necessary condition,” he said.

Tens of thousands of people took the streets on Sunday to protest against austerity measures

The government said it was studying a scheme to allow banks to split off their bad loans and place them into a separate agency but without financial help from the state.

An economy ministry official said banks that joined the scheme would have to set aside financial provisions that recognise the sharply reduced market value of the loans, extended during the housing bubble.

“If the valuation of the assets is correct, the possibility of separating property assets from bank balance sheets is something that I think makes sense and is positive for the entities,” De Guindos said.

“It allows them to free up capital and fundamentally allows the banks to focus on their core business which is banking and not real estate,” he said.

Bank of Spain figures on Friday showed commercial banks held problem real estate loans worth 184 billion euros ($243 billion), some 60 percent of their property portfolio at the end of 2011.

The ratio of bad loans -- those at least three months in arrears -- hit an 18-year high in February of 8.15 percent of total credit extended.

NEW YORK/SEATTLE Microsoft Corp is jumping into the fast-growing e-books market by investing $605 million over five years in Barnes & Noble Inc’s Nook e-reader and college business, as it looks to unlock Amazon.com and Apple Inc’s grip on the exploding tablet computer market.

The move comes just six months before the world’s largest software maker is due to launch its new touch-enabled Windows 8 operating system, and the inclusion of a Nook app on Windows tablets should allow them to compete with Apple’s iPad and Amazon’s Kindle Fire.

It also gives Microsoft a direct interest in electronic publishing just as the market for downloadable college textbooks starts to take off and the publishing industry undergoes a radical shift toward electronic distribution.

“It’s a good strategic deal,” said Sid Parakh, an analyst at fund firm McAdams Wright Ragen. “It gets Microsoft in the game for e-readers, and gives

them access to a market that has been growing nicely and they’ve basically sat out of. It also makes Windows 8 a more compelling platform from an e-readers perspective.”

In turn, Barnes & Noble gets a much-needed capital injection and a way to enter the digital books market outside the United States. The new unit will be run and majority owned by Barnes & Noble and will maintain a relationship with the U.S. bookstore chain’s nearly 700 stores.

Shares of Barnes & Noble soared as much as 90 percent in early trading, before sliding back and ending with a 52 percent gain at $20.75. Microsoft shares, which recently hit a fouryear high, edged up 0.1 percent to close at $32.015.

Microsoft’s initial investment of $300 million, which will give it a 17.6 percent stake in the newly created Barnes & Noble subsidiary, values the new unit at $1.7 billion. Over the next five years, Microsoft has committed to invest another $305 million.

The deal - initially worth only 0.5 percent of Microsoft’s cash hoard - is financially small, but strategically important for both

companies.

Microsoft’s Windows software still runs on more than 90 percent of the world’s personal computers, but the company has been left behind in the mobile revolution as millions of people do more computing on smartphones and tablets running Apple or Google’s Android software.

Microsoft has also struggled to make its mark on internet-based commerce, which is dominated

by Amazon, or rival Apple and Google’s online app stores.

“The deal brings Microsoft technology and engineers into the Nook business - that talent will be tapped to make the Nook even better,” said Albert Greco, a book industry expert at the business school of Fordham University in New York. “It gives Microsoft a tablet already, and Barnes & Noble global reach for the Nook platform, through Windows 8.”

Barnes & Noble Chief Executive William Lynch told Reuters that the investment would go primarily to fund the international rollout of the Nook’s digital bookstores and new reading software for the Windows platform.

LOS ANGELES — This year’s MTV Movie Awards will be a showdown between a bevy of bridesmaids and a cast of killer kids.

“Bridesmaids” and “The Hunger Games” top nominees at MTV’s annual film honors with eight nods apiece, including bids for best cast, breakthrough performance and movie of the year. Rounding out the best-picture contenders are “Harry Potter and the Deathly Hallows: Part 2,” ‘’The Help” And “The Twilight Saga: Breaking Dawn-Part 1.”

MTV announced nominees Monday in 12 categories, including six new ones such as “best on-screen dirtbag” and “best gut-wrenching performance.” Also new this year: Nominees were selected by a panel of actors, producers, agents and industry tastemakers instead of via online vote from the public.

Fans can still choose the winners, though. Voting begins online Tuesday at 8 a.m. Eastern time.

The 21st annual MTV Movie Awards will be presented June 3 at the Gibson Amphitheatre in Universal City and broadcast live on MTV.

SYDNEY — “Crocodile Dundee” star Paul Hogan has resolved his seven-year battle with Australian tax authorities over alleged unpaid taxes dating back to his first international hit movie in the 1980s.

Hogan and his friend and producer John Cornell said through their lawyer, Andrew Robinson, on Monday that the pair had reached a settlement with tax authorities to resolve more than 150 million Australian dollars ($156 million) in

alleged unpaid taxes and penalties.

Tax officials barred the Australian actor from returning to his Los Angeles home for two weeks over the matter in 2010 when he returned to Sydney for his mother’s funeral.

Hogan’s lawyers eventually secured a deal that allowed him to leave Australia.

The 72-year-old comedic actor became an international star with the 1986 movie “Crocodile Dundee.”

LOS ANGELES — You better know how to wisecrack if you’re going to save the world, Joss Whedon-style. Whedon, creator of “Buffy the Vampire Slayer,” its spinoff “Angel” and other witty TV ensembles such as “Firefly” and “Dollhouse,” applies his own superpower — playful dialogue and group camaraderie — as writer and director of the superhero mash-up “The Avengers.”

The film is filled with clever interplay among its garishly costumed cast, which includes Robert Downey Jr. as Iron Man, Mark Ruffalo as the Incredible Hulk, Chris Evans as Captain America and Chris Hemsworth as Norse god of thunder Thor.

As with Buffy or Whedon’s other fantasybased creations, the gags make the action go down more credibly as the Avengers battle Thor’s wicked brother and a swarm of ugly aliens invading Earth.

“I never write anything without humor, just because I like humor, but at the same time, it is a way for anything fantastical to become relatable,” Whedon said. “Because you can always turn around and go, ‘That guy’s the god of thunder, and this is really happening!’ And then if anybody in the audience was having a problem with that, they’re sort of inoculated to it.”

“I’ve done events in lots of different places but what I really loved about Ayana was working with Chef Jusman and his team, and the genuine care and love they put into their cooking. They did everything with such finesse and passion, I was really impressed. I couldn’t have done it without him,” he said.

Sharone said his menu was influenced by his Mediterranean and Israeli background, which shone through in dishes such as Watermelon & Fetta, a traditional Israeli treat.

Balinese Temple Ceremony Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land.

Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Suu Kyi, her party to attend parliament Wednesday Associated Press Writer

YANGON, Myanmar — Aung San Suu Kyi said she and other lawmakers in her opposition party will attend Myanmar’s parliament on Wednesday for the first time and will take the oath of office though they still fiercely dispute its wording.

Suu Kyi said she was not backing down on the issue, however, and that her party would continue to seek constitutional change through legislative actions. The oath is part of the constitution, and her party also seeks to change other statutes it considers undemocratic.

“Politics is an issue of give and take,” she told reporters in the main city, Yangon, on Monday. “We are not giving up, we are just yielding to the aspirations of the people.”

Suu Kyi and her National League for Democracy object to phrasing in the oath that obligates them to “safeguard the constitution,” which

was drafted under military rule and ensures the army inordinate power.

The party wants “safeguard” replaced with “respect,” a change made in other laws including electoral legislation that enabled Suu Kyi’s party to officially enter politics for the first time in decades.

But their failure to take up their seats had irked some of Suu Kyi’s backers, who are eager to see the person who has stood up to Myanmar’s military for 23 years finally take her place in the legislature.

“The best way for the international community to support reform is to invest in it,” he said.

His visit is the latest in a series by foreign dignitaries since Thein Sein’s reform campaign gathered steam by winning Suu Kyi’s endorsement.

The Philippines, lamenting the poor state of its armed forces, appealed Monday for US and international help in building a “minimum credible defense” amid an escalating territorial dispute with China.

Philippine Foreign Secretary Alberto del Rosario and Defense Secretary Voltaire Gazmin made the pitch in unprecedented joint talks in Washington with their US counterparts Hillary Clinton and Leon Panetta.

Del Rosario lamented how the international news media has accurately described the poor state of the Philippine armed forces.

“It sounds terribly painful for the Philippines, but more painful is the fact that this is true, and we only have ourselves to blame for it,” del Rosario said candidly as Clinton and Panetta listened across a table.

“For the Philippines to be minimally relied upon as a US regional partner... it therefore behooves us to resort to all possible means to build at the very least a most minimal credible defense posture,” del Rosario said.

“On our own, we will do the best we can,” the top

Philippine diplomat said.

“Developing a minimum credible defense posture may however be hastened mainly through an enhancement of the activities we do together with our singular treaty and through a positive consideration of increased assistance that we seek at this time as well,” he said.

The two nations, which completed extensive war games earlier this month, are bound by a mutual defense treaty in which the United States has pledged to come to the aid of its weaker ally if it faces military aggression.

“We are concurrently seeking a higher level of assistance from other international partners,” del Rosario added.

Gazmin alluded to tension with China over islands in the South China Sea as he called for the need to “intensify our mutual trust to uphold maritime security and the freedom of navigation.”

“We should be able to work together to build the Philippines minimum credible defense posture, especially in upholding maritime security,” Gazmin said.

Warming ocean water has devastating effects on coral reefs, causing coral to bleach by expelling their symbiotic algae.

Three Taiwanese legislators and several top military officers flew to the disputed Spratly islands Monday to renew their territorial claim amid mounting tensions in the South China Sea. The three legislators -- all sitting on the parliament’s defence committee -- landed on Taiping Island, the biggest in the contested waters, on an air force C-130 transport plane.

Taiwan built a 1,150-metre (3,795foot) runway on the fortified island in mid-2006, despite protests from the other countries with claims on the disputed island group.

The parliamentarians were briefed

by officers on defence measures for repelling intruders.

“The visit was aimed at reiterating Taiwan’s territorial claim over the Spratlys,” legislator Lin Yu-fang told reporters after the trip.

The move came with tensions in the South China Sea running high, with China and the Philippines locked in a maritime dispute over the Scarborough Shoal. The tensions began when Chinese maritime vessels blocked the Philippine navy from arresting the crews of eight fishing vessels which had entered the area.

Taiwan, Vietnam, Brunei, China, Malaysia, and the Philippines claim all or part of the potentially oil-rich Spratlys.

“These little islands in the middle of the ocean can counteract global trends and have a big impact on their own future, which I think is a beautiful concept,” said study researcher Kristopher Karnauskas, a Woods Hole Oceanographic Institution scientist, in a press release issued by the institution.

If predictions made by Karnauskas and colleague Anne Cohen are accurate, warming around the Gilbert Islands will be slower than elsewhere, giving the corals and their symbiotic algae a better chance to adapt. Perhaps these refuges could

eventually become a source of new corals and other species that could recolonize reefs damaged by warming, Karnauskas said.

Corals are animals that host tiny plants, or algae, that feed them using photosynthesis. The reefs corals build provide important habitat for many species. Warming water can cause corals to expel their algae, a phenomenon called bleaching, which turns the corals white and puts them under great stress and at risk of death.

As a result of other changes caused by warming, their work predicts the deep equatorial undercurrent (EUC), an eastward flowing current at the equator, will strengthen by 14 percent; this strengthening would create habitat for corals to flourish alongside the islands by bringing cooler water and nutrients to the surface. Though the EUC is an east-to-west current, when it hits an island, water gets deflected upward.

Spring is in the air, and baby panda-making is in the minds of zookeepers at the Smithsonian’s National Zoo — if not those of their panda charges. Zookeepers have decided to artificially inseminate female giant panda Mei Xiang, at the Washington, D.C., zoo today (April 30), and live tweet the proceedings. It’s the second try, after a first insemination Sunday.

“One of our repro experts, Dr. Aiken-Palmer holds the next vial of 100,000 million sperm. ‘It only takes one!’” tweeted Dave Wildt, National Zoo reproductive scientist and head of the Center for Species Survival. The scientists are trying this technological intervention after a natural attempt fell flat.

“Veterinarians performed an artificial insemination Sunday night after they determined no competent natural breeding had occurred between Mei Xiang and male giant panda, Tian Tian (tee-YEN tee-YEN),” zoo officials wrote in a statement. The two pandas have successfully bred before — Mei Xiang gave birth to cub Tai Shan in 2005 — but they aren’t so good at getting it on themselves (Tai

Shan was conceived via artificial insemination).

Furthermore, female pandas are fertile only one to two days a year, so zookeepers had to seize the rare opportunity. Giant pandas, native to southeastern China, northern Myanmar, and northern Vietnam, are now endangered; only 1,600 pandas are left in the wild. Captive breeding is a chief part of scientists’ efforts to study and conserve the species.

Plus, baby pandas are heartmeltingly cute, and present a big draw for any zoo. The National Zoo had to send Tai Shan back to China in 2010, because all pandas, regardless of where they are born, officially belong to China under international law. Mei Xiang and Tian Tian are on loan to the United States until 2015.

The women in the study, which included 369 subjects total, took part prior to 2001 when CPF was banned from household use in the United States, though the chemical continues to be used worldwide in agriculture.

Researchers compared 20 children -- age five to 11 -- whose mothers tested highest for levels of CPF and found “significant abnormalities” in brain structure compared to 20 children whose mothers showed lower exposures.

However, all the women in the study were exposed at routine levels below the US established thresholds for acute exposure, indicating that even low to moderate exposure could pose hefty risks to a child’s brain development.

“The present study provides evidence that the prenatal period is a vulnerable time for the developing child,” said lead author, Virginia Rauh, professor at the Mailman School of Public Health and Deputy Director of the Columbia Center for Children’s Environmental Health. “Toxic exposure during this critical period can have farreaching effects on brain development and behavioral functioning.”

City take leaf from United’s book with derby win

MANCHESTER, England - Manchester City closed in on their first top flight title in 44 years by beating Manchester United 1-0 on Monday after doing what their rivals have done for years - keeping their nerve when all seemed lost. No doubt farmers in Bali do not only face capital problem but also restrictedness in the matter of human resource quality. Farmers in Bali are illiterate information regarding the production technique, post-harvest processing to marketing. As consequence, so far farmers are not getting optimal results from their efforts. To that end, the Bali House urges the government to optimize the agricultural extension agency so that it can provide intensive training to farmers.

A member of Commission II of the Bali House, Ketut Suania, said on Monday (Apr 30) that in the terms of the mandate of Law No. 16/2006 regarding the extension of agriculture in its broadest sense, every regional government should follow it up by making regulations about the agricultural extension agency. According to him, Bali had set up the institution, but it had not been approved because the Minister of State Apparatus Empowerment (Menpan) was still waiting for the proposal of Bali Government. He added if the agency could not be approved by the minister, it meant no funds could be disbursed.

To that end, this institution should be promptly legalized and

optimized in conjunction with the development and provision of information to farmers. According to him, farmers should have reference and knowledge about agriculture in broader sense. So far, farmers were illiterate information regarding the production, postharvest processing and marketing so that farmers were consequently not getting optimum results from their efforts. He stressed if the agricultural extension agency was not effective then the farmers would be persistently illiterate information and unable to do maximally.

“The institution established like the agricultural extension agency in Bali whose regional regulation has also been made will be ineffective because it is still waiting for the government regulation (PP). Later on, if the agency can be made effective to provide the agricultural extension, farmers will no longer be illiterate,” said the Golkar politician.

Meanwhile, another member of Commission II, Wayan Pinta Yadia, said that to encourage and improve the welfare of farmers was required the development and improvement of the quality of human resources. No matter how good the program rolled out by government, the program would turn redundant without readiness

of human resources. Improvement of the agricultural infrastructure should be balanced with human resource development so that there was synergy and integration.

He added that there should be sustainable efforts so as the agricultural products could be absorbed by tourism industry, but it should be certainly preceded by improving the quality of the agricultural products. “If the help has meet the community needs, it must be balanced with the coaching that will automatically increase the quality of agricultural products pursuant to market demands both local and international market, especially for tourism industry,” he said This politician from Jembrana also urged for the making of protection and guidance effort against farmers so that it could be made a clear regional regulation to encourage the agriculture in Bali that tended to be marginalized. Besides, strengthening of the agriculture should be supported with an adequate budget.

Aside from contaminating the irrigation canal, the waste from slaughterhouse (RPH) also interferes with residents in two nearby hamlets, namely the Saih and Gunung hamlet of Peguyangan Kaja village. The waste originates from a slaughterhouse at Tegal Darmasaba village, Badung, located in the north of Saih hamlet. season the waste floated off to Saih and Gunung hamlet where the smell was very detrimental to health.

Complaints regarding the junk waste were also delivered by hamlet chief of Saih, I Wayan Wirajaya. According to him, the junk waste of animal or poultry slaughterhouse from Tegal Darmasaba village highly polluted the irrigation. Moreover, the irrigation canal passed through the Saih and Gunung hamlet. “By all means, the junk waste of slaughterhouse is very disturbing our environment,” said Wirajaya.

He expected the Badung Government could take action, especially in addressing the problems of the slaughterhouse waste.

Meanwhile, the Chief of Gunung Hamlet, Made Parmita, added the environmental waste problems actually had been taking place for long time. However, so far the problem could not be resolved even though the headman of Peguyangan Kaja and Tegal Darmasaba had met frequently to discuss about the waste problem. “We do expect the awareness of residents engaged in the slaughter business no to dispose any waste into the irrigation canal,” expected Parmita. McLaren, which has played down both the significance and relevance of the test, has opted to split the opening day between regular test drivers Oliver Turvey and Gary Paffett. Turvey will run in the morning, before Paffett takes charge for the afternoon.

Mercedes will operate a similar split, with China race winner Nico Rosberg being followed in the afternoon by Michael Schumacher. Lotus, Force India, Williams and Caterham will all make use of reserve drivers on the first of the three days.

Jerome D’Ambrosio will take charge for Lotus, while Jules Bianchi – who suffered a costly crash for Force India during pre-season testing at Jerez – will resume testing duties for the Silverstonebased squad.

Valtteri Bottas and Rodolfo Gonzalez will Pol meanwhile take the reins at Williams and Caterham respectively. Only HRT Espargaro has opted not to run at Mugello.

Valentino Rossi insisted there were reasons for optimism for Ducati even though he only finished ninth in the Spanish Grand Prix at Jerez.

The MotoGP legend had qualified a disastrous 13th and did not make dramatic progress in the race, but was confident that what he had learned in Spain would help Ducati in future rounds. His team-mate Nicky Hayden started on the front row before slipping to eighth in the race.

“The positive thing from today’s race is that I think it might help us to do a bit better in the coming events, starting next week in Portugal,” said Rossi. “Today we used a set-up that’s new for us, and it gave some positive signs.

“First we tried some solutions to give me a feeling similar to what I’ve had in the past, but it doesn’t work.

Denpasar – The development of Ngurah Rai International Airport to accommodate the increasing number of tourists come to Bali is predicted to be overload again in 2017. This is because the number of tourists coming through the international airport is increasing greatly every year.

This was stated by the General Director of Air Transport Department, Herry Bakti, on Tuesday, May 1, 2012. The growth of visitors in Ngurah Rai Airport reaches 15% through 20% a year while currently the number of tourists visited Bali is 12 million people

a year.

The development will make the airport could accommodate 25 million tourists a year in 2025.

“With current growth, the airport will not suitable anymore in 2020, I think it will be able to accomoadte passengers until 2017,”

Herry said.

He explained that the number of tourists visiting Bali is always increasing every year. If it calculated then the users of Ngurah Rai International Airport in 2020 could reach 20 million people.
