Angelina Jolie urges NATO to tackle sexual violence in war

BRUSSELS - U.N. refugee agency special envoy Angelina Jolie called on NATO on Wednesday to help stop the use of sexual violence as a weapon of war, as the Hollywood star broadened her international efforts to protect women’s rights.

Jolie, who earlier this week visited a Syrian refugee camp in Jordan, made her appeal to the U.S.-led alliance’s top decision-making body, the North Atlantic Council, in Brussels, and later met NATO military commanders.

“Violence against women and children, particularly sexual violence, is an increasing feature of conflict,” Jolie told a news conference at NATO headquarters alongside the alliance’s Secretary-General Jens Stoltenberg.

“This is rape used as a weapon to achieve military or political goals. It affects men and boys as well as women and girls,” Jolie said.

on sexual violence in war to help bring perpetrators to justice and challenge the idea that rape is an unavoidable aspect of conflict.

Jolie, a mother of six who last year released her film “First They Killed My Father” about Cambodia’s Khmer Rouge regime in the 1970s, said she had met victims of sexual violence in conflict and was trying to be a voice for them.

Expressing frustration at the lack of assistance available to victims, Jolie said she hoped that NATO could help by raising standards in other militaries through its training programmes abroad, as well as promoting the role of women in the military.

Jolie singled out the plight of Rohingya refugees fleeing violence in Myanmar and what she said was the inadequate response of many governments around the world.

“I’m very concerned about the Rohingya, I’m very angry at the response ... I’m very concerned about the stories of the 10-year old girls being raped,” she said. (rtr)

Super Blue Blood Moon dazzles the globe

LONDON - For the first time in more than 150 years, people around the world got the chance to see a spectacular Super Blue Blood Moon.

The Super Blue Blood Moon - three rare lunar conditions coming together at once to make an even rarer sight - was last seen in 1866. Starting in Australia before appearing through much of Asia, North America, Alaska and Hawaii, it rose with a rusty

red colour and dominated the sky through Wednesday night. The full spectacle was a rare combination of three disparate elements.

First, it was a Blue Moon: the name given to the second full moon in a calendar month.

The Supermoon element, which

means the moon appears much larger and brighter than usual, was a result of the moon moving closer to the Earth than normal.Finally the reddish blood colour of the moon, visible in many places around the world, was caused by a total lunar eclipse as it passes through the Earth’s shadow and takes on a red glow.

Unfortunately for moon watchers in the UK, however, this was

not visible from the British isles so it appeared an ordinary colour.

The effects of the Blue Moon and Supermoon could be clearly seen however, with the satellite appearing 14% bigger and 30% brighter as it reached the closest point to Earth on Wednesday night.

Nintendo to produce Super Mario animation film with Illumination

TOKYO - Japanese videogames maker Nintendo Co Ltd said on Thursday it would team with U.S. film studio Illumination Entertainment to produce an animation film using its Super Mario Bros characters.

The film would be distributed by Universal Pictures, President Tatsumi Kimishima said at a meeting with analysts on son Thursday. The launch date has not been decided.

It is part of Nintendo’s efforts to diversify revenue sources as the firm’s earnings are heavily reliant on the gaming console business.

Foreign universities operating in Indonesia

A drive to improve quality of domestic education

The Ministry of Research, Technology and Higher Education plans to allow between 5 and 10 foreign universities to open branches in Indonesia. Some local educators – particularly privately owned local universities, are opposed to this plan. The Association of Indonesian Private Universities (APTISI) has presented several logical reasons for rejecting the plan to have foreign universities open shop here, including the threat they pose to existing institutions of higher education.

Education expert, Prof. Dr. Runawan Salain from Denpasar reacted to the plan by saying in the current globalized era, it is quite possible to have foreign universities operate in different countries. He added that whether they are accepted or not should be carefully considered in an integrated manner. He also conceded that many local universities still have many problems that have yet to be resolved. A number of private universities in Indonesia recently merged together in order to improve overall quality, however there is in fact still a shortage of quality universities, he said.

“The quality of our local universities should first be improved by creating a clear roadmap for these improvements. There also needs to be a clear plan for improving the quality of universities at the national level. This should include raising the standards for everything from lecturers, buildings, labs and other things according to reasonable expectations. Only they will our private universities be able to compete with foreign universities when are opened here”, said Prof.

This professor from Udayana Universitiy’s Faculty of Engineering says that it is not the right time to have foreign universities open here as many local private universities are not ready to compete with them yet.

Also having foreign universities open branches here will also cause inequality as only the wealthy will be able to study in the foreign universities.

“Another serious problem is that – sorry ya, but many people in Indonesia are still enamoured with foreign brands. With foreign universities offer their education for a low price, this will cause unfair competition with local universities. This will add chaos to our education sector in the future”, he said.

Prof. Salain therefor suggests that the government instead work on creating collaborations between local universities and foreign ones in the interests of the nation. Some universities are already offering certain classes in Indonesia.

Rector of Undhira Bali, Dr. Made Nyandra, said the plan to allow foreign universities to operate in Indonesia will push domestic universities to improve the quality of the education they offer so that they can compete. The Minister’s plan to allow foregin universities into Indonesia will certainly force local universities to improve internally so they can compete globally. Given Indonesia’s diverse cultures, foreigners would certainly be more interested in studying in local schools if they offer quality education.

“Global competition can no longer be dammed.

Local universities therefor need to improve the quality of their education so that they will not be pushed out of the market by foreign universities offering high quality education”, he said. (win)

Seaweed farming comes to an end

SEMARAPURA - Seaweed is longer being farmed in in Ped village, Nusa Penida. Lack of adequate income and frequent harvest failure due to seawater pollution are suspected as being the reason that locals are no longer cultivating seaweed here and have instead taken to working in tourism or animal husbandry.

Headman of Ped, Ketut Karya, revealed that just a few years ago about 80% of people in Ped village were cultivating seaweed and sales were quite good as was the quality of their product. However in just one year, all of the seaweed farmers have given up this profession.

“There are absolutely no seaweed farmers now”, he said on Wednesday (Jan. 31).

Karya explained that people stopped cultivating the seaweed because it was dying before they could harvest it. “We do not know the exact cause, but probably it was because of all the oil in the water from the increase in boats around here”, he explained.

Many local residents have started working in the tourism sector

which has been growing rapidly.

The elderly are mostly raising livestock now and cultivating dry land.

“Incidentally our young people are quite good at working in tourism, so many have switched to this sector”, said headman Karya, who added that some local residents have even been able to build their own tourism accommodations.

“They build small tourist accommodations. It’s very helpful for the local economy”, he added.

Head of the Klungkung Food Security and Fishery Service, I Wayan Durma, confirmed that seaweed cultivation had been abandoned but added that they did not know why. This year they will create a seaweed demonstration plots in Lembongan, Suana and in Sampalan to investigate the matter.

“The cultivation will be starting in April, August and October, and the we will see how it works out. For the time being we cannot confirm that seaweed has been perishing due to environmental pollution. We need to research the matter first”, he said. (kmb45)

GIANYAR — Gianyar’s district government is obliging the sekaa taruna (customary village youth clubs) in this region known for its arts, to make ogoh-ogoh (papiér mâché demon) from eco-friendly materials. The Gianyar Environment Agency (DLH) has prepared a circular that prohibits the use of Styrofoam for ogoh-ogoh as styrofoam poses a health risk to the local community and to the environment.

Psychiatric disorder as supporting evidence DENPASAR - After being charged in a drug case involving marijuana, Australian defendant, 32 year-old Baker Joshua James, submitted his plea on Tuesday (Jan. 30) through his legal counsel, Pande Putu Maya Arsanti et al.

In the plea delivered by Arsanti accompanied by Agung Dwi, she stated that several of the prosecutors indictments required clarification due to some irregularities and that it could not be accepted as is because it did not comply with formal requirements.

In the plea, Artsanti also conveyed supporting evidence in the form of a letter about the defendant’s confession in which it is mentioned that the defendant suffers a mental disorder. The letter was issued by physician Denny Thong and psychiatrist Lely Setyawati.

As read before the trial, psychiatrist Lely from Sanglah Hospital stated that Joshua James suffers from a bipolar affective disorder and was currently in a depressed episode with symptoms of psychosis and has a chronic and persistent severe mental disorder that requires lifelong treatment. This disorder, it said means that Baker Joshua James is unable to take responsibility for himself or others.

Physician Denny Thong also suggested that the defendant be given more intensive treatment and care in a mental hospital and that he needs to be accompanied by a family member for a time in order to speed up his recovery.

Dr.Thong added that the defendant suffers from a chronic anxiety disorder due to many problems in his life and which he is prescribed sedatives like diazepam. He also suffers from maniacal bipolar disorder. The public prosecutor said they would respond to the plea next week.

Earlier, prosecutor Paulus Agung explained that the defendant was arrested by the customs and excise officers at Ngurah Rai Airport on October 8, 2017 around 11:30, after Thai Lion Air with flight number SL258 from Bangkok to Denpasar landed at the International Arrival Terminal. After checking the defendant’s luggage with the x-ray machine, the customs and excise officers found Double Cherry tobacco containing 36.42 grams gross or 28.02 grams net as well as three strips and 10 diazepam tablets hidden in a cigarette box and 7 tablets of diazepam hidden in a shoe. Head of the Gianyar Environment Agency, I Wayan Kujus Pawitra, said on Tuesday (Jan. 30) that the ban on Styrofoam for ogoh-ogoh has been requested by a number of environmental activists. “They (environmentalists-Ed) hoped that the government would create such a policy because, plastic materials in general and styrofoam in particular are very dangerous for the environment and for people”, he said.

Th Gianyar Environment Agency leaned in that direction last year when they gave out awards to 16 youth clubs for their eco-friendly ogoh-ogoh including the youth clubs of Sidan, Seronggo, Lebih and other villages.

“Last year, 16 youth clubs proved that they can make ogoh-ogoh from wood, straw and other ecofriendly materials. Not only is it possible but the eco-friendly ogoh-ogoh, had great artistic value”, said Kujus.

In preparations for this year’s ogoh-ogoh parade, the Gianyar Environment Agency has coordinated

with the Gianyar National and Political Unity to create a circular that prohibits the use of Styrofoam in the making of ogoh-ogoh. “This circular will be sent to villages throughout the district of Gianyar”, he said.

Kujus also appealed to all the chiefs of customary village and headmen across Gianyar to direct their youth clubs to make ogoh-ogoh from eco-friendly materials. “We need the role of all parties to protect the environment. The sub-district heads and headmen and hamlet chiefs must all participate in directing the youth clubs to use eco friendly materials to make their ogoh-ogoh “, he said.

Kujus Pawitra said that he was confident that the youth clubs of this region known for its arts will be able to make wonderful ogoh-ogoh from eco-friendly materials. He added that this year the Gianyar Environment Agency will also give out awards and certificates to youth clubs in Gianyar that make their ogoh- ogoh from 100% eco-friendly materials. “The young men in Gianyar are famous for their creativity in the arts, so I know they can do it. We will also deploy a team to check the youth clubs as they make their eco-friendly ogoh-ogoh, so that awards can be given out appropriately”, he said.

Kujus added that plastic material, especially Styrofoam, are very dangerous to the environment. When burned, they produce a chemical substance compound known as dioxin that is carcinogenic. “If inhaled, it can cause cancer, lung disorders and is highly dangerous to pregnant women. This is based on well documented and thorough studies”, he added. (kmb35)

Thailand bans smoking, littering at popular tourist beaches

NEGARA — The theft of sea sand on Yehembang Beach, Mendoyo, has returned to be rampant lately. Following the closure last month, the mining activities have started again. To avoid the pursuit of local residents, the taking of sea sand is done surreptitiously at midnight.

Residents just know the activities in the morning when going the beach. Traces of the sand mining are still visible at some points.

A number of residents said on Wednesday (Jan. 31) the sea sand

theft action on Yehembang Beach are alleged to be committed from 00:00 until 02:00 local time. The points suspected to become the mining location are eastward of cemetery of Yehembang or close

to the parking lot of Rambut Siwi Temple. Another location is on the west side of cemetery of Yehembang.

According to the residents, the perpetrators habitually use

pick-up truck to transport the sea sand. However, in order not to get caught and easily escape, the truck is usually waits on the beach, while the perpetrators amass the sea sand before raised onto pickup truck.

Wiasa, one of the local residents, said the actions of the sand miners are playing hide-and-seek with the

officers and residents. They wait for quiet situation, usually before dawn. This man who is also pecalang (customary guard) suspected such action is performed at night and they are alleged to be the old perpetrators. Finding such incident, the residents will be more intensely supervise the action so that it will not happen again. (kmb26)

DISASTERS of Mount Agung can become an interesting object for the artists. Various artworks are created after being inspired by this disaster. Paripurna Bona art studio, for instance, was asked to perform multi-art show at Kantor Palace, Ubud, on Wednesday (Jan. 31).

This art studio presented a mixed art, dance and vocal entitled Shiva Nataraja Bali Unmasked.

Creator of this multi-art work is Made Sidia. He explained the work was inspired by the eruption of Mount Agung, when there is an

eruption, all people will be panic.

Airport is closed and tourists cannot enter or leave Bali. Meanwhile, the residents of Karangasem suffer panic and should evacuate. This is analogized by Sidia to the condition when Lord Shiva gets angry and transforms into Kala Ludra, while Goddess Uma transforms into Goddess Durga.

When human beings cannot control its emotions not even in a single minute, they can behave like an animal, a giant or even a killer,”

he explained.

In this chaotic condition, the gods transformed themselves into dancers. Lord Brahma transformed into red mask, Lord Vishnu into a telek dancer, Lord Ishvara into barong and Lord Vayu into puppeteer.

“All gods are dancing and gradually the emotion of Kala Ludra calmed down. Finally, he transformed back into Lord Mahadev while Goddess Durga transformed into Goddess Uma,” he explained.

One key point that can be understood from this art show is that

how humans can control emotions where the art of dance, fine art and vocal are proved to be able to ward off the emotions. “Just imagine when we are getting emotional, by listening to music our anger can slowly fade,” he said.

Sidia added that Shiva Nataraja show will be held regularly. In the first three months, it will be held for three times a week namely on Thursday, Saturday and Sunday.

The selection of staging time starting at 11:00 local time is not without a reason. On the one hand,

he does not want to scramble for the pie of show with other artistic performances in Ubud and surrounding areas. Another reason is that before lunch time there is no staging in Ubud area.

The Southeast Asian country has been a tourist magnet for decades, from its backpacker heyday in the early 1990s to its current popularity

with tourists from mainland China.

It expects to welcome a record 37.55 million tourists in 2018.

have urged successive governments to protect Thailand’s palm-fringed beaches, which are frequently voted among the world’s most beautiful, from unregulated development and littering, among other things.

A law that came into force on Thursday is aimed at tackling this problem, said Bannaruk Sermthong,

a director at the Office of Marine and Coastal Resources Management.

“Starting today, smoking and cigarette-butt littering are prohibited on beach areas,” Bannaruk told Reuters.

“Anyone who wants to smoke must do so in designated smoking areas, not on the beaches.”

The law protects 24 beaches in 15 provinces located along the Andaman coast and the Gulf of Thailand. Anyone who violates the law will be taken to a criminal court and could face up to one year in jail, or a fine of up to 100,000 baht ($3,190), or both. Thailand has 357 beaches nationwide. (rtr)

raised tobacco taxes, started smoking cessation campaigns and introduced laws requiring covering most of the package in health warnings.

But a court in southern Karnataka state last month quashed those labelling rules after the tobacco industry successfully argued the measure was “unreasonable” and violated its right to trade.

The government this month appealed the ruling in the Supreme Court which put on hold the Karnataka court order. The top court will next hear the case on March 12.

In its filing, the government included “res extra commercium” because it wants to stop the industry from pursuing such arguments again, said Balasubramanian.

Seeking to apply the doctrine to tobacco, the government argued it should have the power “to regulate business and to mitigate evils” to safeguard public health, the court filing showed.

Sajan Poovayya, a senior lawyer representing top Indian cigarette maker ITC Ltd and Philip Morris International Inc’s Indian partner,

Godfrey Phillips, said the industry’s legal rights would be severely limited if the court applies the doctrine to tobacco. (rtr)

With Roman law doctrine, India moves to stub out tobacco industry rights

NEW DELHI - The Indian government is pushing the Supreme Court to apply a rarely used doctrine that would strip the $11 billion tobacco industry’s legal right to trade, an effort aimed at deterring tobacco companies from challenging tough new regulations.

New Delhi has for the first time asked the top court to classify tobacco as “res extra commercium”, a Latin phrase meaning “outside commerce,” according to a Reuters review of previously unreported court filing by the Health Ministry on Jan. 8.

If applied, the doctrine - which harkens back to Roman law - would have far reaching implications: in denying an industry’s legal standing to trade, it gives authorities more leeway to impose restrictions.

For example, the Supreme Court’s application of the doctrine to alcohol in the 1970s paved the

way for at least two Indian states to ban it completely and allowed courts to take a stricter stance while regulating liquor - something constitutional law experts say could happen with tobacco if a similar ruling was made.

“The effects of tobacco are much more than even alcohol ... It will be a fillip to this drive against tobacco,” said government lawyer R. Balasubramanian, who is acting on behalf of the Ministry of Health in pursuing the designation.

Balasubramanian, however, said the government is not discussing banning tobacco and the goal of invoking the Roman law doctrine was only to curtail the industry’s legal rights.

Asian factories kick off 2018 on strong note, but inflation still missing

HONG KONG - Asia’s factories got off to a strong start in 2018, with manufacturing activity in many countries gaining momentum and hitting multi-year highs as global demand for hi-tech products remained strong.

Business surveys in Europe and the United States later on Thursday were also expected to show solid factory activity, reinforcing expectations of another year of synchronised global growth that has propelled stock markets to record highs.

Global policymakers are hoping that rosy scenario may finally translate into higher wages, spurring stronger domestic demand and inflation, which has been strangely absent from the recovery so far despite years of massive central bank monetary stimulus.

The Federal Reserve said on Wednesday that inflation was likely to pick up this year, bolstering expectations that U.S. interest rates will continue to rise, while the Bank of England said price growth was back on the agenda.

But official inflation data in Asia has remained tepid, even as business surveys suggest companies are charging their customers more to recoup rising input costs.

South Korea on Thursday posted its lowest inflation rate in 17 months, and prices are growing less than expected in Australia and New Zealand.

“The pick-up in manufacturing activity does not necessarily have to reflect in domestic inflationary pressures as they include non-tradeable sectors,” said Trinh Nguyen, senior economist at Natixis in Hong Kong. “(Asian) currencies have been strong, and there is still some weakness in domestic demand, particularly in the ageing east Asian countries such as Singapore and South Korea.”

Nguyen added this will make Asian central banks generally less aggressive than the Fed, with Malaysia and Philippines, where domestic demand has been strong due to preelection spending in the former and accelerated infrastructure investment in the latter likely to lead the way in rate hikes.

Number tourist boats visiting Bali almost doubling in 2017

GIANYAR - The number of visits by tourist boats to Bali reached 68 in 2017 contributing to the number of foreign tourists visiting Bali that year. The number of visits by foreign tourists to Bali reached 5.7 million overshooting the target of 5.5 million, head of the provincial tourism office AA Yuniarta Putra said here on Monday.

The cruisers landed at the Tanjung Benoa and Celukan Bawang ports carrying foreign tourists, Yuniarta said giving no figure for tourists landed on the two ports. Data are not yet immediately available about the number of foreign tourists visiting Bali by tourist boats in 2017. Most of the visitors to Bali are via the Ngurah Rai International Airport.

He said the number of visits by tourist boats in 2017 almost doubled the number of visits in the first half of that year. Earlier, General Manager of the port of Tanjung Benoa Ardhy Wahyu Basuki said there were 38 visits of tourist boats to Bali in the first half of 2017, adding the largest numbers were in February and March.

“The 38 visits by the tourist boats in the first six months of 2017 grew sharply by 32 percent compared with in the same period in the previous year,” Ardhy said. He attributed the 32 percent increase in the number of visits by tourist boats to a discount in the vessels landing tariff .

The number of visits by foreign tourist via seaport using tourist boats reached 32,052 in the first half of 2017 growing 28 percent from the same period in the previous year, Ardhy said.

TECH TRADE The strongest manufacturing readings in Asia on Thursday came from tech exporters, which continue to ride a robust semiconductor cycle driven by upgrades in smartphones, industrial robots, cars, and, more recently, demand for computing machines used to mine cryptocurrencies like bitcoin. In Japan, the Markit/Nikkei Purchasing Managers Index (PMI) rose to 54.8 in January, the highest in four years.

Taiwan’s reading rose to its highest since April 2011 , while South Korean factory activity bounced back into expansion territory as domestic and export orders picked up. Levels above 50 suggest growth on a monthly basis.

Even in China -- where authorities are cracking down on air pollution and excessive financial risks -- factory growth last

month appeared generally resilient, though economists agree the crackdowns will start to weigh on activity eventually.

The private Caixin/Markit PMI was steady at 51.5, matching December’s reading and better than economists at expected, though official data on Wednesday suggested a slight softening as export orders faltered.

A clearer picture of China’s manufacturing activity and its actual demand may not emerge until spring when winter smog restrictions are lifted and construction revives.

“Overall, we expect Asian manufacturing conditions to remain healthy, supported by robust external demand and accommodative domestic monetary policy,” said Krystal Tan, Asia economist at Capital Economics.

RISK OF PROTECTIONISM However, the outlook for Asia’s export-reliant economies remains clouded by worries

about U.S. trade protectionism as the Trump administration starts translating last year’s tough talk into action. Washington slapped steep import tariffs on washing machines and solar panels last week, drawing protests from.

Beijing and Seoul, and U.S. officials suggest other measures are on the way.

While such steps could hurt growth, HSBC Private Banking’s head of investment strategy for Asia Cheuk Wan Fan said there was no reason to panic as Asian countries trade more with each other than in the past and are less reliant on the United States. Individual companies were therefore more at risk than the wider economic picture.

DENPASAR - Bali has struck an agreement with China to cooperate in the celebration of “Imlek” (Chinese New Year) on February 22. “The (joint) activity will have a positive impact on our tourism, which has been hit by Mount Agung`s activity. We can show the world that our tourism has recovered with the arrival of Chinese tourists here,” Bali`s Governor Made Mangku Pastika said while receiving the acting consul general of China, Chen Wei, here on Friday.

The governor hoped there would be collaboration between a Chinese art group, comprising artists from the Yunan province, Bali`s sister province, and Balinese artists. “We can showcase our close relationship through this collaboration,” he stated.

Pastika lauded the Chinese tourists` confidence in the situation in Bali after Mount Agung`s eruption. “Mount Agung`s activity has declined and is predicted to be stable. So I applaud the Chinese tourist arrivals that have now started to increase,” he noted. Chen Wei expressed appreciation for the provincial government of Bali`s invitation to

participate in the Imlek celebrations.

This could strengthen cooperation, he remarked, adding that tourists from China to Bali have started to increase with the peak expected to come at Imlek. On the occasion, Chen Wei offered scholarships for students and teachers in Bali to study Mandarin in China as part of its efforts to boost cooperation and proposed introducing Mandarinspeaking tourist guides in Bali.

“This program was started last year, and this year, 84 students and four teachers will depart for China to study Mandarin,” he stated. He pointed out that this program is also open to the police, as well as the immigration and customs and excise offices. “In the future, it is not impossible that the facility will also be extended to civil servants, so those who are interested should register themselves,” he remarked.

FBI expresses ‘grave concerns’ over Republican memo’s accuracy

WASHINGTON - The FBI said on Wednesday it had “grave concerns” about the accuracy of a top-secret House Intelligence Committee memo alleging anti-Trump bias within the Justice Department, challenging President Donald Trump’s pledge to release it.

But a few hours after the rare public rebuke by the top U.S. law enforcement agency, a Trump administration official said the memo was likely to be released on Thursday.

“The FBI was provided a limited opportunity to review this memo the day before the committee voted to release it,” the FBI said in a statement. “As expressed during our initial review, we have grave concerns about material omissions of fact that fundamentally impact the memo’s accuracy.”

The FBI declined to say if Director Christopher Wray, who viewed the memo during the weekend, approved the statement. Trump named Wray to head the Federal Bureau of Investigation after firing Director James Comey last May. The memo has become a lightning rod in a partisan fight over investigations into alleged Russian meddling in the 2016 U.S. election and possible collusion by Trump’s campaign, which Russia and Trump have both denied.

Justice Department officials have also said releasing the memo could jeopardize classified information.

Representative Devin Nunes, the intelligence committee’s Republican chairman who commissioned the document, dismissed the FBI and Justice Department

objections to its release as “spurious” in a statement on Wednesday.

Although White House press secretary Sarah Sanders said on Wednesday that Trump had not yet read the document, the president told lawmakers after his State of the Union address to Congress on Tuesday night that there was a “100 percent” chance the memo would be released.

A White House official said the four-page document was delivered to the White House on Monday after the Republican-dominated committee voted to release it.

Administration lawyers were working against a Friday deadline to determine if any of it should be redacted to protect national security, the official said.

Late on Wednesday, Representative Adam Schiff, the intelligence committee’s ranking Democrat, said he had discovered Nunes had sent a version of the Republican memo to the White House that was “materially altered” and thus was not what was approved for release by the committee’s vote.

A spokesman for Nunes called it an “increasingly strange attempt to thwart publication,” and described the changes as minor, including two edits requested by the FBI and committee Democrats.

An aide to Schiff did not immediately respond when asked how Schiff had obtained the information.

Republicans, who blocked an effort to release a counterpoint memo by the panel’s Democrats, say their document exposes anti-Trump bias by the FBI and the Justice Department in seeking a warrant to conduct an eavesdropping operation. (rtr)

GENEVA - North Korea struck back at the United States on Wednesday, accusing the Trump administration of being a billionaires’ club that harbours a “policy of racism” while denying freedom of the press and health coverage to citizens.

The “White Paper on Human Rights Violations in the U.S. in 2017”, was issued by the Institute of International Studies in the Democratic People’s Republic of Korea (DPRK) and circulated by its diplomatic mission in Geneva.

It did not refer to the row between North Korea and the United States and its allies over Pyongyang’s nuclear and missile programmes, or to the international sanctions imposed against it.

U.S. President Donald Trump, in his first State of Union speech to Congress on Tuesday, branded North Korea’s leadership “depraved”.

He told Americans that its pursuit of nuclear missiles could “very soon threaten our homeland” and vowed a continued campaign to prevent that.

“Racial discrimination and misanthropy are serious maladies inherent to the social system of the U.S., and they have been aggravated since Trump took office,” the North Korean paper said.

“The racial violence that took place in Charlottesville, Virginia, on August 12 is a typical example of the acme of the current administration’s policy of racism,” it said.

Trump, who took office a year ago, had filled his cabinet with billionaires, it said, citing U.S. Secretary of State Rex Tillerson, Secretary of Commerce Wilbur Ross, Treasury Secretary Steven Mnunchin and Secretary of Defense James Mattis.

“The total assets of public servants at the level of deputy secretary and above of the current administration are worth $14 billion,” the paper said.

North Korea’s paper said that genuine freedoms of the press and of expression did not exist in the United States and that crackdowns against the media had intensified in the past year.

More people have joined the ranks of the unemployed and the homeless, it said.

The United State is one of few countries that have failed to offer paid maternity leave, and many sick citizens cannot afford to pay their medical fees, it added.

The paper, issued weeks before the main annual session of the United Nations Human Rights Council in Geneva, said: “The U.S., ‘guardian of democracy’ and ‘human rights champion’, is kicking up the human rights racket but it can never camouflage its true identity as the gross violator of human rights.” (rtr)

Rights groups decry “shaming” of transgender people in Indonesia’s Aceh province

JAKARTA - Rights groups on Tuesday condemned the actions of religious police in Indonesia’s ultra-conservative province of Aceh, where a dozen transgender people were detained at hair salons at the weekend and “publicly shamed”.

Indonesia has the world’s largest Muslim population but Aceh, on the northern tip of Sumatra, is the only province that enforces Islamic law and outlaws homosexuality.

Religious police and vigilantes in Aceh often raid homes and places of work and detain people on suspicion of engaging in homosexual activity.

Police in North Aceh district confirmed the raids and detentions of 12 transgender people after residents complained their children were being harassed, the national daily Kompas said.

“There were mothers who came crying to me, worried about their children,” said district police chief Ahmad Untung. “This is not right, and we hope this social disease can be resolved,” he told the paper.

The suspects were forced to cut their hair to look more “masculine” and were later released without charge, media said.

Rights group Amnesty Inter-

national said the raid showed Aceh had become “an increasingly hostile place” for the lesbian, gay, bisexual, and transgender (LGBT) community.

“The latest raids on beauty salons are just the latest example of the authorities arbitrarily targeting transgender people simply for who they are,” Usman Hamid of Amnesty International Indonesia said in a statement.

“Cutting the hair of those arrested to ‘make them masculine’ and forcing them to dress like men are forms of public shaming and amount to cruel, inhuman and degrading treatment, in contravention of Indonesia’s international obligations.”

Last year, the provincial and central governments drew international condemnation after authorities in Aceh tried two young men on charges of engaging in gay sex and then publicly caned them - the first such case in the country.

Indonesia’s lesbian, gay, bisexual and transgender community has drawn increasing hostility in recent years. Conservative groups and politicians have urged parliament to revise the national criminal code to criminalise same-sex relations. (rtr)

Indonesia’s conservative Aceh orders headscarves for Muslim flight attendants

BANDA ACEH - Authorities in the Indonesian province of Aceh have ordered Muslim flight attendants to wear headscarves when flying into the ultra-conservative Islamic region, officials confirmed on Wednesday. Aceh is the only province in the predominantly Muslim country to implement Islamic law. Muslims elsewhere practice a moderate form of the religion, leaving women free to choose whether to cover their heads.

The regional government, allowed greater autonomy under a 2001 peace deal with the central government, sent a letter to national carrier Garuda Indonesia and budget carriers, such as Malaysia’s AirAsia and Firefly. “All female stewardesses must wear a ‘jilbab’ (headscarf) Muslim fashion in accordance with the

rules of sharia,” the authorities said in the letter.

The international airport in Banda Aceh, the provincial capital, services dozens of domestic flights every week, and international routes to neighbouring Malaysia and Saudi Arabia.

Non-Muslim flights attendants were not required to wear headscarves, but Muslim staff would be asked to wear them on flights in and out of Aceh, said Mawardi Ali, chief of the Aceh Besar region where the airport is located. Garuda Indonesia and its budget arm, Citilink, “support the suggestions” and will comply, said airline spokesman Ikhsan Rosan.

AirAsia said in statement it was committed to ensuring that it met the rule and that for the time being all its flights to and from Aceh would be operated by male cabin crew. Firefly in Malaysia declined to comment, citing “the sensitivity of the matter”. (rtr)

BSSN to team up with Australia to deal with cyber attacks

JAKARTA - The State Code and Cyber Agency (BSSN) said it will team up with Australian counterpart in creating standard of handling cyber attacks.

“Yesterday we organized a workshop with friends from Australia and we will cooperate technically at least in incident handling, in creating the standard,” BSSN spokesman Anton Setiawan told ANTARA News Agency on the sidelines of IndonesiaAustralia Digital Forum 2018 here on Wednesday.

BSSN and the Ministry of Communications and Informatics and the Coordinating Ministry of Law, Security and Political Affairs, exchanged experience for capacity building with Australia, Anton said.

BSSN, which was established only a month ago, learned from the sharing of experience in the application of national cyber security policy.

“We only need to carry on with

more centralized as those from Australia was counterpart, also a national agency of Australia,” Anton said.

He said a number of similar agencies from other countries have expressed interest in cooperation with BSSN and follow up steps have been take with some of them.

In addition to cyber security, Indonesia-Australia Digital Forum 2018 also discussed creative industry, digital health, fin-tech and start-up as well as smart government.

The Australia-Indonesia Digital Forum was a joint initiative of President Joko Widodo and Australian Prime Minister Malcolm Turnbull at a meeting in Sydney in 2017 discussing promotion of cooperation in sciences, technology and innovation.

‘Traumatized and broken:’ Victims of gymnastics doctor detail abuse in court

SEOUL - A North Korean figure skating pair along with eight other athletes will arrive in South Korea later on Thursday by airplane, set to compete in the Pyeongchang Winter Olympics that will begin next week.

The figure skating pair had been the only North Koreans to have secured a spot at the Winter Games through the conventional qualifying competition.

Despite losing their place after failing to register, they were handed one quota place by the International Olympic Committee last month.

Three alpine skiers, three crosscountry skiers and two short-track skaters will accompany the pair, according to the Ministry of Unification.

The North Korean athletes, who have been also been handed quota places, will join 12 ice hockey players who arrived in South Korea last month.

North and South Korea have agreed to march under a single flag at the opening ceremony at the Pyeongchang Olympics and field a united team in the women’s ice hockey after rare inter-Korean talks were launched in early January.

Quota places are a rarely-used form of wild card.

On the Asiana flight to South Korea’s Yangyang International Airport, the North Korean athletes will join South Koreans who are visiting the North for a two-day joint ski training programme that began Wednesday at the North’s Masikryong ski resort.

According to a pool report from South Korean reporters who accompanied the athletes, the visitors from the South were given a 19-course meal on the second floor of the hotel at the ski resort.

Members of the South Korean crew supporting the athletes, as well as journalists, were given a set of padded clothes, hats, goggles and gloves, the report said.

When asked to compare the ski resort to South Korean ski facilities, athletes told reporters there that Masikryong “wasn’t largely lacking”.

The physical facilities may have been satisfactory, but the internet service was slow, despite North Korea charging the visitors $4.60 every 30 minutes, said the pool report, with some journalists giving up on using it altogether. (rtr)

“You took advantage of my innocence and trust,” the 17-year-old high school student told Nassar, as he sat, eyes cast downward, in an orange prison jumpsuit. “Why? I ask myself that question all the time, especially when I am lying in bed, crying myself to sleep.”

Over and over, women and teenagers stood on Wednesday to recount similar stories of abuse: Nassar, the famous physician who treated Olympic stars, played the role of caring doctor before sexually assaulting them in his exam room under the guise of medical treatment, sometimes with their own parents present.

Nassar, 54, previously pleaded guilty to two sets of abuse charges in Michigan’s Ingham and Eaton counties. He was sentenced last week to 40 to 175 years in prison in the Ingham County case after

more than 150 victims including Olympic gold medalists recounted abuse at his hands in an emotionally wrenching weeklong hearing.

Michigan prosecutors said in court on Wednesday they have identified more than 265 victims in all. At least 65 victims were expected to offer statements, either written or spoken, during the Eaton County hearing, which is scheduled to last at least three days.

The case has already had major ramifications far beyond the courtroom. Dozens of victims, including international stars like the gold medalist Simone Biles, have accused officials at the U.S. Olympic Committee (USOC), USA Gymnastics (USAG) and Michigan State University (MSU) - where Nassar also worked - of failing to investigate complaints stretching

back decades.

The scandal’s fallout has forced top officials at MSU and USAG’s entire board of directors to step down. Congress is investigating both institutions as well as USOC, while Michigan’s attorney general is probing the school’s handling of the Nassar case.

Also on Wednesday, the police department in Meridian, Michigan, released a 2004 report confirming that it declined to pursue charges against Nassar after a 17-year-old patient accused him of touching her inappropriately during an exam.

Investigators closed the case after accepting Nassar’s explanation that his actions were part of a legitimate medical procedure to relieve pain. The report was made available at the request of The Detroit News. (rtr)

The Belgian joined until the end of the season on a loan deal from Chelsea in order to fill the gap left by the transfer of Pierre-Emerick Aubameyang, last season’s Bundesliga top scorer, to Arsenal and the Premier League on Wednesday.

Replacing the Gabon international is no small feat with Abameyang having scored 98 goals in 144 Bundesliga matches for Dortmund. He also grabbed 15 goals in 32 Champions League matches for them as well as another 15 in 15 German Cup games for a stellar scoring record during his four-anda-half years in Germany.

Until his disciplinary offences in the past weeks where he missed a meeting or “was not focused enough” that angered Dortmund fans as he essentially forced his transfer, he was a crowd favourite with a lethal finish and 13 league goals to his name already this season.

‘Traumatized and broken:’ Victims of gymnastics doctor detail abuse in court

SEOUL - A North Korean figure skating pair along with eight other athletes will arrive in South Korea later on Thursday by airplane, set to compete in the Pyeongchang Winter Olympics that will begin next week.

The figure skating pair had been the only North Koreans to have secured a spot at the Winter Games through the conventional qualifying competition.

Despite losing their place after failing to register, they were handed one quota place by the International Olympic Committee last month.

Three alpine skiers, three crosscountry skiers and two short-track skaters will accompany the pair, according to the Ministry of Unification.

The North Korean athletes, who have been also been handed quota places, will join 12 ice hockey players who arrived in South Korea last month.

North and South Korea have agreed to march under a single flag at the opening ceremony at the Pyeongchang Olympics and field a united team in the women’s ice hockey after rare inter-Korean talks were launched in early January.

Quota places are a rarely-used form of wild card.

On the Asiana flight to South Korea’s Yangyang International Airport, the North Korean athletes will join South Koreans who are visiting the North for a two-day joint ski training programme that began Wednesday at the North’s Masikryong ski resort.

According to a pool report from South Korean reporters who accompanied the athletes, the visitors from the South were given a 19-course meal on the second floor of the hotel at the ski resort.

Members of the South Korean crew supporting the athletes, as well as journalists, were given a set of padded clothes, hats, goggles and gloves, the report said.

When asked to compare the ski resort to South Korean ski facilities, athletes told reporters there that Masikryong “wasn’t largely lacking”.

The physical facilities may have been satisfactory, but the internet service was slow, despite North Korea charging the visitors $4.60 every 30 minutes, said the pool report, with some journalists giving up on using it altogether. (rtr)

“You took advantage of my innocence and trust,” the 17-year-old high school student told Nassar, as he sat, eyes cast downward, in an orange prison jumpsuit. “Why? I ask myself that question all the time, especially when I am lying in bed, crying myself to sleep.”

Over and over, women and teenagers stood on Wednesday to recount similar stories of abuse: Nassar, the famous physician who treated Olympic stars, played the role of caring doctor before sexually assaulting them in his exam room under the guise of medical treatment, sometimes with their own parents present.

Nassar, 54, previously pleaded guilty to two sets of abuse charges in Michigan’s Ingham and Eaton counties. He was sentenced last week to 40 to 175 years in prison in the Ingham County case after

more than 150 victims including Olympic gold medalists recounted abuse at his hands in an emotionally wrenching weeklong hearing.

Michigan prosecutors said in court on Wednesday they have identified more than 265 victims in all. At least 65 victims were expected to offer statements, either written or spoken, during the Eaton County hearing, which is scheduled to last at least three days.

The case has already had major ramifications far beyond the courtroom. Dozens of victims, including international stars like the gold medalist Simone Biles, have accused officials at the U.S. Olympic Committee (USOC), USA Gymnastics (USAG) and Michigan State University (MSU) - where Nassar also worked - of failing to investigate complaints stretching

back decades.

The scandal’s fallout has forced top officials at MSU and USAG’s entire board of directors to step down. Congress is investigating both institutions as well as USOC, while Michigan’s attorney general is probing the school’s handling of the Nassar case.

Also on Wednesday, the police department in Meridian, Michigan, released a 2004 report confirming that it declined to pursue charges against Nassar after a 17-year-old patient accused him of touching her inappropriately during an exam.

Investigators closed the case after accepting Nassar’s explanation that his actions were part of a legitimate medical procedure to relieve pain. The report was made available at the request of The Detroit News. (rtr)

FBI expresses ‘grave concerns’ over Republican memo’s accuracy

WASHINGTON - The FBI said on Wednesday it had “grave concerns” about the accuracy of a top-secret House Intelligence Committee memo alleging anti-Trump bias within the Justice Department, challenging President Donald Trump’s pledge to release it.

But a few hours after the rare public rebuke by the top U.S. law enforcement agency, a Trump administration official said the memo was likely to be released on Thursday.

“The FBI was provided a limited opportunity to review this memo the day before the committee voted to release it,” the FBI said in a statement. “As expressed during our initial review, we have grave concerns about material omissions of fact that fundamentally impact the memo’s accuracy.”

The FBI declined to say if Director Christopher Wray, who viewed the memo during the weekend, approved the statement. Trump named Wray to head the Federal Bureau of Investigation after firing Director James Comey last May. The memo has become a lightning rod in a partisan fight over investigations into alleged Russian meddling in the 2016 U.S. election and possible collusion by Trump’s campaign, which Russia and Trump have both denied.

Justice Department officials have also said releasing the memo could jeopardize classified information.

Representative Devin Nunes, the intelligence committee’s Republican chairman who commissioned the document, dismissed the FBI and Justice Department

objections to its release as “spurious” in a statement on Wednesday.

Although White House press secretary Sarah Sanders said on Wednesday that Trump had not yet read the document, the president told lawmakers after his State of the Union address to Congress on Tuesday night that there was a “100 percent” chance the memo would be released.

A White House official said the four-page document was delivered to the White House on Monday after the Republican-dominated committee voted to release it.

Administration lawyers were working against a Friday deadline to determine if any of it should be redacted to protect national security, the official said.

Late on Wednesday, Representative Adam Schiff, the intelligence committee’s ranking Democrat, said he had discovered Nunes had sent a version of the Republican memo to the White House that was “materially altered” and thus was not what was approved for release by the committee’s vote.

A spokesman for Nunes called it an “increasingly strange attempt to thwart publication,” and described the changes as minor, including two edits requested by the FBI and committee Democrats.

An aide to Schiff did not immediately respond when asked how Schiff had obtained the information.

Republicans, who blocked an effort to release a counterpoint memo by the panel’s Democrats, say their document exposes anti-Trump bias by the FBI and the Justice Department in seeking a warrant to conduct an eavesdropping operation. (rtr)

GENEVA - North Korea struck back at the United States on Wednesday, accusing the Trump administration of being a billionaires’ club that harbours a “policy of racism” while denying freedom of the press and health coverage to citizens.

The “White Paper on Human Rights Violations in the U.S. in 2017”, was issued by the Institute of International Studies in the Democratic People’s Republic of Korea (DPRK) and circulated by its diplomatic mission in Geneva.

It did not refer to the row between North Korea and the United States and its allies over Pyongyang’s nuclear and missile programmes, or to the international sanctions imposed against it.

U.S. President Donald Trump, in his first State of Union speech to Congress on Tuesday, branded North Korea’s leadership “depraved”.

He told Americans that its pursuit of nuclear missiles could “very soon threaten our homeland” and vowed a continued campaign to prevent that.

“Racial discrimination and misanthropy are serious maladies inherent to the social system of the U.S., and they have been aggravated since Trump took office,” the North Korean paper said.

“The racial violence that took place in Charlottesville, Virginia, on August 12 is a typical example of the acme of the current administration’s policy of racism,” it said.

Trump, who took office a year ago, had filled his cabinet with billionaires, it said, citing U.S. Secretary of State Rex Tillerson, Secretary of Commerce Wilbur Ross, Treasury Secretary Steven Mnunchin and Secretary of Defense James Mattis.

“The total assets of public servants at the level of deputy secretary and above of the current administration are worth $14 billion,” the paper said.

North Korea’s paper said that genuine freedoms of the press and of expression did not exist in the United States and that crackdowns against the media had intensified in the past year.

More people have joined the ranks of the unemployed and the homeless, it said.

The United State is one of few countries that have failed to offer paid maternity leave, and many sick citizens cannot afford to pay their medical fees, it added.

The paper, issued weeks before the main annual session of the United Nations Human Rights Council in Geneva, said: “The U.S., ‘guardian of democracy’ and ‘human rights champion’, is kicking up the human rights racket but it can never camouflage its true identity as the gross violator of human rights.” (rtr)

Rights groups decry “shaming” of transgender people in Indonesia’s Aceh province

JAKARTA - Rights groups on Tuesday condemned the actions of religious police in Indonesia’s ultra-conservative province of Aceh, where a dozen transgender people were detained at hair salons at the weekend and “publicly shamed”.

Indonesia has the world’s largest Muslim population but Aceh, on the northern tip of Sumatra, is the only province that enforces Islamic law and outlaws homosexuality.

Religious police and vigilantes in Aceh often raid homes and places of work and detain people on suspicion of engaging in homosexual activity.

Police in North Aceh district confirmed the raids and detentions of 12 transgender people after residents complained their children were being harassed, the national daily Kompas said.

“There were mothers who came crying to me, worried about their children,” said district police chief Ahmad Untung. “This is not right, and we hope this social disease can be resolved,” he told the paper.

The suspects were forced to cut their hair to look more “masculine” and were later released without charge, media said.

Rights group Amnesty Inter-

national said the raid showed Aceh had become “an increasingly hostile place” for the lesbian, gay, bisexual, and transgender (LGBT) community.

“The latest raids on beauty salons are just the latest example of the authorities arbitrarily targeting transgender people simply for who they are,” Usman Hamid of Amnesty International Indonesia said in a statement.

“Cutting the hair of those arrested to ‘make them masculine’ and forcing them to dress like men are forms of public shaming and amount to cruel, inhuman and degrading treatment, in contravention of Indonesia’s international obligations.”

Last year, the provincial and central governments drew international condemnation after authorities in Aceh tried two young men on charges of engaging in gay sex and then publicly caned them - the first such case in the country.

Indonesia’s lesbian, gay, bisexual and transgender community has drawn increasing hostility in recent years. Conservative groups and politicians have urged parliament to revise the national criminal code to criminalise same-sex relations. (rtr)

Indonesia’s conservative Aceh orders headscarves for Muslim flight attendants

BANDA ACEH - Authorities in the Indonesian province of Aceh have ordered Muslim flight attendants to wear headscarves when flying into the ultra-conservative Islamic region, officials confirmed on Wednesday. Aceh is the only province in the predominantly Muslim country to implement Islamic law. Muslims elsewhere practice a moderate form of the religion, leaving women free to choose whether to cover their heads.

The regional government, allowed greater autonomy under a 2001 peace deal with the central government, sent a letter to national carrier Garuda Indonesia and budget carriers, such as Malaysia’s AirAsia and Firefly. “All female stewardesses must wear a ‘jilbab’ (headscarf) Muslim fashion in accordance with the

rules of sharia,” the authorities said in the letter.

The international airport in Banda Aceh, the provincial capital, services dozens of domestic flights every week, and international routes to neighbouring Malaysia and Saudi Arabia.

Non-Muslim flights attendants were not required to wear headscarves, but Muslim staff would be asked to wear them on flights in and out of Aceh, said Mawardi Ali, chief of the Aceh Besar region where the airport is located. Garuda Indonesia and its budget arm, Citilink, “support the suggestions” and will comply, said airline spokesman Ikhsan Rosan.

AirAsia said in statement it was committed to ensuring that it met the rule and that for the time being all its flights to and from Aceh would be operated by male cabin crew. Firefly in Malaysia declined to comment, citing “the sensitivity of the matter”. (rtr)

BSSN to team up with Australia to deal with cyber attacks

JAKARTA - The State Code and Cyber Agency (BSSN) said it will team up with Australian counterpart in creating standard of handling cyber attacks.

“Yesterday we organized a workshop with friends from Australia and we will cooperate technically at least in incident handling, in creating the standard,” BSSN spokesman Anton Setiawan told ANTARA News Agency on the sidelines of IndonesiaAustralia Digital Forum 2018 here on Wednesday.

BSSN and the Ministry of Communications and Informatics and the Coordinating Ministry of Law, Security and Political Affairs, exchanged experience for capacity building with Australia, Anton said.

BSSN, which was established only a month ago, learned from the sharing of experience in the application of national cyber security policy.

“We only need to carry on with

more centralized as those from Australia was counterpart, also a national agency of Australia,” Anton said.

He said a number of similar agencies from other countries have expressed interest in cooperation with BSSN and follow up steps have been take with some of them.

In addition to cyber security, Indonesia-Australia Digital Forum 2018 also discussed creative industry, digital health, fin-tech and start-up as well as smart government.

The Australia-Indonesia Digital Forum was a joint initiative of President Joko Widodo and Australian Prime Minister Malcolm Turnbull at a meeting in Sydney in 2017 discussing promotion of cooperation in sciences, technology and innovation.

Asian factories kick off 2018 on strong note, but inflation still missing

HONG KONG - Asia’s factories got off to a strong start in 2018, with manufacturing activity in many countries gaining momentum and hitting multi-year highs as global demand for hi-tech products remained strong.

Business surveys in Europe and the United States later on Thursday were also expected to show solid factory activity, reinforcing expectations of another year of synchronised global growth that has propelled stock markets to record highs.

Global policymakers are hoping that rosy scenario may finally translate into higher wages, spurring stronger domestic demand and inflation, which has been strangely absent from the recovery so far despite years of massive central bank monetary stimulus.

The Federal Reserve said on Wednesday that inflation was likely to pick up this year, bolstering expectations that U.S. interest rates will continue to rise, while the Bank of England said price growth was back on the agenda.

But official inflation data in Asia has remained tepid, even as business surveys suggest companies are charging their customers more to recoup rising input costs.

South Korea on Thursday posted its lowest inflation rate in 17 months, and prices are growing less than expected in Australia and New Zealand.

“The pick-up in manufacturing activity does not necessarily have to reflect in domestic inflationary pressures as they include non-tradeable sectors,” said Trinh Nguyen, senior economist at Natixis in Hong Kong. “(Asian) currencies have been strong, and there is still some weakness in domestic demand, particularly in the ageing east Asian countries such as Singapore and South Korea.”

Nguyen added this will make Asian central banks generally less aggressive than the Fed, with Malaysia and Philippines, where domestic demand has been strong due to preelection spending in the former and accelerated infrastructure investment in the latter likely to lead the way in rate hikes.

Number tourist boats visiting Bali almost doubling in 2017

GIANYAR - The number of visits by tourist boats to Bali reached 68 in 2017 contributing to the number of foreign tourists visiting Bali that year. The number of visits by foreign tourists to Bali reached 5.7 million overshooting the target of 5.5 million, head of the provincial tourism office AA Yuniarta Putra said here on Monday.

The cruisers landed at the Tanjung Benoa and Celukan Bawang ports carrying foreign tourists, Yuniarta said giving no figure for tourists landed on the two ports. Data are not yet immediately available about the number of foreign tourists visiting Bali by tourist boats in 2017. Most of the visitors to Bali are via the Ngurah Rai International Airport.

He said the number of visits by tourist boats in 2017 almost doubled the number of visits in the first half of that year. Earlier, General Manager of the port of Tanjung Benoa Ardhy Wahyu Basuki said there were 38 visits of tourist boats to Bali in the first half of 2017, adding the largest numbers were in February and March.

“The 38 visits by the tourist boats in the first six months of 2017 grew sharply by 32 percent compared with in the same period in the previous year,” Ardhy said. He attributed the 32 percent increase in the number of visits by tourist boats to a discount in the vessels landing tariff .

The number of visits by foreign tourist via seaport using tourist boats reached 32,052 in the first half of 2017 growing 28 percent from the same period in the previous year, Ardhy said.

TECH TRADE The strongest manufacturing readings in Asia on Thursday came from tech exporters, which continue to ride a robust semiconductor cycle driven by upgrades in smartphones, industrial robots, cars, and, more recently, demand for computing machines used to mine cryptocurrencies like bitcoin. In Japan, the Markit/Nikkei Purchasing Managers Index (PMI) rose to 54.8 in January, the highest in four years.

Taiwan’s reading rose to its highest since April 2011 , while South Korean factory activity bounced back into expansion territory as domestic and export orders picked up. Levels above 50 suggest growth on a monthly basis.

Even in China -- where authorities are cracking down on air pollution and excessive financial risks -- factory growth last

month appeared generally resilient, though economists agree the crackdowns will start to weigh on activity eventually.

The private Caixin/Markit PMI was steady at 51.5, matching December’s reading and better than economists at expected, though official data on Wednesday suggested a slight softening as export orders faltered.

A clearer picture of China’s manufacturing activity and its actual demand may not emerge until spring when winter smog restrictions are lifted and construction revives.

“Overall, we expect Asian manufacturing conditions to remain healthy, supported by robust external demand and accommodative domestic monetary policy,” said Krystal Tan, Asia economist at Capital Economics.

RISK OF PROTECTIONISM However, the outlook for Asia’s export-reliant economies remains clouded by worries

about U.S. trade protectionism as the Trump administration starts translating last year’s tough talk into action. Washington slapped steep import tariffs on washing machines and solar panels last week, drawing protests from.

Beijing and Seoul, and U.S. officials suggest other measures are on the way.

While such steps could hurt growth, HSBC Private Banking’s head of investment strategy for Asia Cheuk Wan Fan said there was no reason to panic as Asian countries trade more with each other than in the past and are less reliant on the United States. DENPASAR - Bali has struck an agreement with China to cooperate in the celebration of “Imlek” (Chinese New Year) on February 22. “The (joint) activity will have a positive impact on our tourism, which has been hit by Mount Agung`s activity. We can show the world that our tourism has recovered with the arrival of Chinese tourists here,” Bali`s Governor Made Mangku Pastika said while receiving the acting consul general of China, Chen Wei, here on Friday.

The governor hoped there would be collaboration between a Chinese art group, comprising artists from the Yunan province, Bali`s sister province, and Balinese artists. “We can showcase our close relationship through this collaboration,” he stated.

Pastika lauded the Chinese tourists` confidence in the situation in Bali after Mount Agung`s eruption. “Mount Agung`s activity has declined and is predicted to be stable. So I applaud the Chinese tourist arrivals that have now started to increase,” he noted. Chen Wei expressed appreciation for the provincial government of Bali`s invitation to

participate in the Imlek celebrations.

This could strengthen cooperation, he remarked, adding that tourists from China to Bali have started to increase with the peak expected to come at Imlek. On the occasion, Chen Wei offered scholarships for students and teachers in Bali to study Mandarin in China as part of its efforts to boost cooperation and proposed introducing Mandarinspeaking tourist guides in Bali.

“This program was started last year, and this year, 84 students and four teachers will depart for China to study Mandarin,” he stated. He pointed out that this program is also open to the police, as well as the immigration and customs and excise offices. “In the future, it is not impossible that the facility will also be extended to civil servants, so those who are interested should register themselves,” he remarked.

Pesan or pepes is a Balinese traditional menu that is quite tasty. This menu is also often called tum or anyang or in accordance with respective region. However, they all have the same ingredients and preparation.

For the Hindu communities on the Island of Gods, this pesan menu is also used as a means of offering presented to the ancestors. Ingredient of this pesan menu is selected meat such as ham, skin and blood. The seasoning consists of onion, garlic, pepper and chili plus salt according to taste. Do not forget to add bay leaves to remove fishy smell ??as well as increase the delicious aroma. People in rural areas regularly mix the ingredients with other supplement such as banana heart and banana underground steam and others.

Its preparation is very simple. First of all, chop the meat to become smooth. While chopping, please be filled with blood so the meat turns red.

The skin is boiled and then sliced thin and into small size. Seasoning of onion, garlic, and chili are sliced ??into small part. Then, the chopped meat is mixed together with seasoning well. Add some salt according to your taste.

When having a little stock of meat, people usually mix with grated coconut to get more batter. Next, wrap the batter with banana leaves and affix each end of the wrap with bamboo spin. Thailand bans smoking, littering at popular tourist beaches

NEGARA — The theft of sea sand on Yehembang Beach, Mendoyo, has returned to be rampant lately. Following the closure last month, the mining activities have started again. To avoid the pursuit of local residents, the taking of sea sand is done surreptitiously at midnight.

Residents just know the activities in the morning when going the beach. Traces of the sand mining are still visible at some points.

A number of residents said on Wednesday (Jan. 31) the sea sand

theft action on Yehembang Beach are alleged to be committed from 00:00 until 02:00 local time. The points suspected to become the mining location are eastward of cemetery of Yehembang or close

to the parking lot of Rambut Siwi Temple. Another location is on the west side of cemetery of Yehembang.

According to the residents, the perpetrators habitually use

pick-up truck to transport the sea sand. However, in order not to get caught and easily escape, the truck is usually waits on the beach, while the perpetrators amass the sea sand before raised onto pickup truck.

Wiasa, one of the local residents, said the actions of the sand miners are playing hide-and-seek with the

officers and residents. They wait for quiet situation, usually before dawn. This man who is also pecalang (customary guard) suspected such action is performed at night and they are alleged to be the old perpetrators. Finding such incident, the residents will be more intensely supervise the action so that it will not happen again. (kmb26)

DISASTERS of Mount Agung can become an interesting object for the artists. Various artworks are created after being inspired by this disaster. Paripurna Bona art studio, for instance, was asked to perform multi-art show at Kantor Palace, Ubud, on Wednesday (Jan. 31).

This art studio presented a mixed art, dance and vocal entitled Shiva Nataraja Bali Unmasked.

Creator of this multi-art work is Made Sidia. He explained the work was inspired by the eruption of Mount Agung, when there is an

eruption, all people will be panic.

“All gods are dancing and gradually the emotion of Kala Ludra calmed down. Finally, he transformed back into Lord Mahadev while Goddess Durga transformed into Goddess Uma,” he explained.

One key point that can be understood from this art show is that

how humans can control emotions where the art of dance, fine art and vocal are proved to be able to ward off the emotions. “Just imagine when we are getting emotional, by listening to music our anger can slowly fade,” he said.

Sidia added that Shiva Nataraja show will be held regularly. In the first three months, it will be held for three times a week namely on Thursday, Saturday and Sunday.

The selection of staging time starting at 11:00 local time is not without a reason. On the one hand,

With Roman law doctrine, India moves to stub out tobacco industry rights

NEW DELHI - The Indian government is pushing the Supreme Court to apply a rarely used doctrine that would strip the $11 billion tobacco industry’s legal right to trade, an effort aimed at deterring tobacco companies from challenging tough new regulations.

New Delhi has for the first time asked the top court to classify tobacco as “res extra commercium”, a Latin phrase meaning “outside commerce,” according to a Reuters review of previously unreported court filing by the Health Ministry on Jan. 8.

If applied, the doctrine - which harkens back to Roman law - would have far reaching implications: in denying an industry’s legal standing to trade, it gives authorities more leeway to impose restrictions.

For example, the Supreme Court’s application of the doctrine to alcohol in the 1970s paved the

way for at least two Indian states to ban it completely and allowed courts to take a stricter stance while regulating liquor - something constitutional law experts say could happen with tobacco if a similar ruling was made.

“The effects of tobacco are much more than even alcohol ... It will be a fillip to this drive against tobacco,” said government lawyer R. Balasubramanian, who is acting on behalf of the Ministry of Health in pursuing the designation.

Balasubramanian, however, said the government is not discussing banning tobacco and the goal of invoking the Roman law doctrine was only to curtail the industry’s legal rights.

The Gianyar Environment Agency (DLH) has prepared a circular that prohibits the use of Styrofoam for ogoh-ogoh as styrofoam poses a health risk to the local community and to the environment.

Psychiatric disorder as supporting evidence DENPASAR - After being charged in a drug case involving marijuana, Australian defendant, 32 year-old Baker Joshua James, submitted his plea on Tuesday (Jan. 30) through his legal counsel, Pande Putu Maya Arsanti et al.

In the plea delivered by Arsanti accompanied by Agung Dwi, she stated that several of the prosecutors indictments required clarification due to some irregularities and that it could not be accepted as is because it did not comply with formal requirements.

In the plea, Artsanti also conveyed supporting evidence in the form of a letter about the defendant’s confession in which it is mentioned that the defendant suffers a mental disorder. The letter was issued by physician Denny Thong and psychiatrist Lely Setyawati.

As read before the trial, psychiatrist Lely from Sanglah Hospital stated that Joshua James suffers from a bipolar affective disorder and was currently in a depressed episode with symptoms of psychosis and has a chronic and persistent severe mental disorder that requires lifelong treatment. This disorder, it said means that Baker Joshua James is unable to take responsibility for himself or others.

Physician Denny Thong also suggested that the defendant be given more intensive treatment and care in a mental hospital and that he needs to be accompanied by a family member for a time in order to speed up his recovery.

Dr.Thong added that the defendant suffers from a chronic anxiety disorder due to many problems in his life and which he is prescribed sedatives like diazepam. He also suffers from maniacal bipolar disorder. The public prosecutor said they would respond to the plea next week.

Earlier, prosecutor Paulus Agung explained that the defendant was arrested by the customs and excise officers at Ngurah Rai Airport on October 8, 2017 around 11:30, after Thai Lion Air with flight number SL258 from Bangkok to Denpasar landed at the International Arrival Terminal. After checking the defendant’s luggage with the x-ray machine, the customs and excise officers found Double Cherry tobacco containing 36.42 grams gross or 28.02 grams net as well as three strips and 10 diazepam tablets hidden in a cigarette box and 7 tablets of diazepam hidden in a shoe. Head of the Gianyar Environment Agency, I Wayan Kujus Pawitra, said on Tuesday (Jan. 30) that the ban on Styrofoam for ogoh-ogoh has been requested by a number of environmental activists. “They (environmentalists-Ed) hoped that the government would create such a policy because, plastic materials in general and styrofoam in particular are very dangerous for the environment and for people”, he said.

Th Gianyar Environment Agency leaned in that direction last year when they gave out awards to 16 youth clubs for their eco-friendly ogoh-ogoh including the youth clubs of Sidan, Seronggo, Lebih and other villages.

“Last year, 16 youth clubs proved that they can make ogoh-ogoh from wood, straw and other ecofriendly materials. Not only is it possible but the eco-friendly ogoh-ogoh, had great artistic value”, said Kujus.

In preparations for this year’s ogoh-ogoh parade, the Gianyar Environment Agency has coordinated

with the Gianyar National and Political Unity to create a circular that prohibits the use of Styrofoam in the making of ogoh-ogoh. “This circular will be sent to villages throughout the district of Gianyar”, he said.

Kujus also appealed to all the chiefs of customary village and headmen across Gianyar to direct their youth clubs to make ogoh-ogoh from eco-friendly materials. “We need the role of all parties to protect the environment. The sub-district heads and headmen and hamlet chiefs must all participate in directing the youth clubs to use eco friendly materials to make their ogoh-ogoh “, he said.

Kujus Pawitra said that he was confident that the youth clubs of this region known for its arts will be able to make wonderful ogoh-ogoh from eco-friendly materials. He added that this year the Gianyar Environment Agency will also give out awards and certificates to youth clubs in Gianyar that make their ogoh- ogoh from 100% eco-friendly materials. “The young men in Gianyar are famous for their creativity in the arts, so I know they can do it. We will also deploy a team to check the youth clubs as they make their eco-friendly ogoh-ogoh, so that awards can be given out appropriately”, he said.

Kujus added that plastic material, especially Styrofoam, are very dangerous to the environment. When burned, they produce a chemical substance compound known as dioxin that is carcinogenic. “If inhaled, it can cause cancer, lung disorders and is highly dangerous to pregnant women. Foreign universities operating in Indonesia

A drive to improve quality of domestic education

The Ministry of Research, Technology and Higher Education plans to allow between 5 and 10 foreign universities to open branches in Indonesia. Some local educators – particularly privately owned local universities, are opposed to this plan. The Association of Indonesian Private Universities (APTISI) has presented several logical reasons for rejecting the plan to have foreign universities open shop here, including the threat they pose to existing institutions of higher education.

Education expert, Prof. Dr. Runawan Salain from Denpasar reacted to the plan by saying in the current globalized era, it is quite possible to have foreign universities operate in different countries. He added that whether they are accepted or not should be carefully considered in an integrated manner. He also conceded that many local universities still have many problems that have yet to be resolved. A number of private universities in Indonesia recently merged together in order to improve overall quality, however there is in fact still a shortage of quality universities, he said.

“The quality of our local universities should first be improved by creating a clear roadmap for these improvements. There also needs to be a clear plan for improving the quality of universities at the national level. This should include raising the standards for everything from lecturers, buildings, labs and other things according to reasonable expectations. Only they will our private universities be able to compete with foreign universities when are opened here”, said Prof.

This professor from Udayana Universitiy’s Faculty of Engineering says that it is not the right time to have foreign universities open here as many local private universities are not ready to compete with them yet.

Also having foreign universities open branches here will also cause inequality as only the wealthy will be able to study in the foreign universities.

“Another serious problem is that – sorry ya, but many people in Indonesia are still enamoured with foreign brands. With foreign universities offer their education for a low price, this will cause unfair competition with local universities. This will add chaos to our education sector in the future”, he said.

Prof. Salain therefor suggests that the government instead work on creating collaborations between local universities and foreign ones in the interests of the nation. Some universities are already offering certain classes in Indonesia.

Rector of Undhira Bali, Dr. Made Nyandra, said the plan to allow foreign universities to operate in Indonesia will push domestic universities to improve the quality of the education they offer so that they can compete. The Minister’s plan to allow foregin universities into Indonesia will certainly force local universities to improve internally so they can compete globally. Given Indonesia’s diverse cultures, foreigners would certainly be more interested in studying in local schools if they offer quality education.

“Global competition can no longer be dammed.

Local universities therefor need to improve the quality of their education so that they will not be pushed out of the market by foreign universities offering high quality education”, he said. (win)

Seaweed farming comes to an end

SEMARAPURA - Seaweed is longer being farmed in in Ped village, Nusa Penida. Lack of adequate income and frequent harvest failure due to seawater pollution are suspected as being the reason that locals are no longer cultivating seaweed here and have instead taken to working in tourism or animal husbandry.

Headman of Ped, Ketut Karya, revealed that just a few years ago about 80% of people in Ped village were cultivating seaweed and sales were quite good as was the quality of their product. However in just one year, all of the seaweed farmers have given up this profession.

“There are absolutely no seaweed farmers now”, he said on Wednesday (Jan. 31).

Karya explained that people stopped cultivating the seaweed because it was dying before they could harvest it. “We do not know the exact cause, but probably it was because of all the oil in the water from the increase in boats around here”, he explained.

Many local residents have started working in the tourism sector

which has been growing rapidly.

The elderly are mostly raising livestock now and cultivating dry land.

“Incidentally our young people are quite good at working in tourism, so many have switched to this sector”, said headman Karya, who added that some local residents have even been able to build their own tourism accommodations.

“They build small tourist accommodations. It’s very helpful for the local economy”, he added.

Head of the Klungkung Food Security and Fishery Service, I Wayan Durma, confirmed that seaweed cultivation had been abandoned but added that they did not know why. This year they will create a seaweed demonstration plots in Lembongan, Suana and in Sampalan to investigate the matter.

“The cultivation will be starting in April, August and October, and the we will see how it works out. For the time being we cannot confirm that seaweed has been perishing due to environmental pollution. We need to research the matter first”, he said. (kmb45)

BRUSSELS - U.N. refugee agency special envoy Angelina Jolie called on NATO on Wednesday to help stop the use of sexual violence as a weapon of war, as the Hollywood star broadened her international efforts to protect women’s rights.

Jolie, who earlier this week visited a Syrian refugee camp in Jordan, made her appeal to the U.S.-led alliance’s top decision-making body, the North Atlantic Council, in Brussels, and later met NATO military commanders.

“Violence against women and children, particularly sexual violence, is an increasing feature of conflict,” Jolie told a news conference at NATO headquarters alongside the alliance’s Secretary-General Jens Stoltenberg.

“This is rape used as a weapon to achieve military or political goals. It affects men and boys as well as women and girls,” Jolie said.

on sexual violence in war to help bring perpetrators to justice and challenge the idea that rape is an unavoidable aspect of conflict.

Jolie, a mother of six who last year released her film “First They Killed My Father” about Cambodia’s Khmer Rouge regime in the 1970s, said she had met victims of sexual violence in conflict and was trying to be a voice for them.

Expressing frustration at the lack of assistance available to victims, Jolie said she hoped that NATO could help by raising standards in other militaries through its training programmes abroad, as well as promoting the role of women in the military.

Jolie singled out the plight of Rohingya refugees fleeing violence in Myanmar and what she said was the inadequate response of many governments around the world.

“I’m very concerned about the Rohingya, I’m very angry at the response ... I’m very concerned about the stories of the 10-year old girls being raped,” she said. (rtr)

Super Blue Blood Moon dazzles the globe

LONDON - For the first time in more than 150 years, people around the world got the chance to see a spectacular Super Blue Blood Moon.

The Super Blue Blood Moon - three rare lunar conditions coming together at once to make an even rarer sight - was last seen in 1866. Starting in Australia before appearing through much of Asia, North America, Alaska and Hawaii, it rose with a rusty

red colour and dominated the sky through Wednesday night. The full spectacle was a rare combination of three disparate elements.

First, it was a Blue Moon: the name given to the second full moon in a calendar month.

The Supermoon element, which

means the moon appears much larger and brighter than usual, was a result of the moon moving closer to the Earth than normal.Finally the reddish blood colour of the moon, visible in many places around the world, was caused by a total lunar eclipse as it passes through the Earth’s shadow and takes on a red glow.

Unfortunately for moon watchers in the UK, however, this was

not visible from the British isles so it appeared an ordinary colour.

The effects of the Blue Moon and Supermoon could be clearly seen however, with the satellite appearing 14% bigger and 30% brighter as it reached the closest point to Earth on Wednesday night.

Elsewhere in the world, crowds of hundreds gathered to watch the event.Los Angeles’ Santa Monica Pier, the Griffith observatory on

Nintendo to produce Super Mario animation film with Illumination

TOKYO - Japanese videogames maker Nintendo Co Ltd said on Thursday it would team with U.S. film studio Illumination Entertainment to produce an animation film using its Super Mario Bros characters.

The film would be distributed by Universal Pictures, President Tatsumi Kimishima said at a meeting with analysts on son Thursday. The launch date has not been decided.

It is part of Nintendo’s efforts to diversify revenue sources as the firm’s earnings are heavily reliant on the gaming console business.

On Wednesday, the company reported its biggest third-quarter

operating profit in eight years, driven by smashing demand for its new Switch games console, and said it expected annual earnings to outstrip its previous estimate. (rtr)
