MANILA — The Philippine Congress on Monday proclaimed crime-busting Mayor Rodrigo Duterte as president-elect and Rep. Leni Robredo as vice president-elect of a country that has been posting high growth rates but remains saddled with poverty, corruption and insurgencies.

Robredo, 52, is a former rights lawyer who helped defend the rural poor in her home province of Camarines Sur southeast of Manila. A year after her husband, a popular reformist politician, died in a plane crash in 2012, she was reluctantly thrust into politics with a successful run for a seat in the House of Representatives.

In the Philippines, presidents and vice presidents are elected separately, and Duterte and Robredo come from rival parties.

LSF going to establish censorship board in Bali GIANYAR - The Republic of Indonesia’s Film Censorship Board (LSF) plans to create an independent local censorship board for Bali later this year. The film censorship

board is considered to be an urgent measure needed for controlling the unstoppable development of the current digital age.

that people are hungry for entertainment and one of the sources form which they get it is through the medium of television. He explained that this is where the role of the LSF is crucial in filtering the types of programs that aired. Given the development of the digital era, the LSF considers it important

Dealing with dengue, parliament asks for procurement of dengue NS1 antigen

MANGUPURA — The dengue outbreak in Badung this year has been quite astonishing with 2,123 cases, 5 of which resulted in death.

In order to prevent further casualties, the Badung House of Representatives has asked the Badung Health Agency to procure dengue NS1 antigen, that is used for early detection of dengue.

Therefore, fogging is still an effective method although mosquito nest eradication is still the best means of prevention”, he said.

Suteja emphasized that general clean-up activities are not the saem as mosquito nest eradication. Eradicating nests should be followed by the 3ms (burying, closing and cleaning places that are potential mosquito breeding grounds. Shark alert! Warnings highand low-tech seek to protect CHATHAM — From drones and smartphone apps to old-school flags and signs, a growing great white shark population along the East Coast has officials and researchers turning to responses both high- and low-tech to ensure safety for millions of beachgoers this summer.

Officials and researchers from Cape Cod to the Carolinas are looking at responses ranging from the high-tech to the decidedly low-tech as they deal with a growing great white shark population.

On Cape Cod, Massachusetts, new warning flags and signs are cropping up at some of the coastline’s most popular beaches and a local shark research nonprofit is developing a shark tracking app for the entire Eastern Seaboard.

Researchers at Duke University and the University of North Carolina, meanwhile, are testing shark-seeking drones in a scientific study that may one day give beach lifeguards a new eye in the sky.

“The days of burying our heads in the sand and saying, ‘What sharks? We don’t have sharks here’ are over,” said Gregory Skomal, a Massachusetts state biologist who has been studying Cape Cod’s surging white shark population. “It’s time to move past that and be forthright and honest with the public about the presence of these animals.”

The new measures are the latest acknowledgements of the new reality taking hold on Massachusetts’ famous coastline, where Skomal’s team identified 141 different great whites last year, up from about 80 the previous year.

The region, like others along the East Coast, has dozens of other species of sharks including blue and mako sharks, but many tend to stay farther offshore and be less aggressive than great whites, Skomal said.

The great whites are being drawn to Cape Cod’s waters because seals, their favorite food, have dramatically rebounded there, thanks to a 1972 law that made it illegal to kill them.

Researchers, beach managers and public safety officials have been convening in recent years an unofficial “shark working group” to come up with ways to educate the public. Among the ideas they developed for this summer were the warning flags, which are purple and emblazoned with the unmistakable silhouette of a great white.

The flags will start flying at some town beaches starting this Memorial Day weekend and appear on beaches administered by the

National Park Service starting June 16, when those beaches are staffed with lifeguards.

Towns are also posting dramatic billboards at beach entries. Many bear a large great white image and advise visitors against swimming near seals.

“It’s certainly not to sensationalize the situation. You just really need to jam it down their throats,” said Nathan Sears, natural resources manager for the Cape Cod town of Orleans. “Whatever you can give them — pamphlets, signs, flags.”

By July, when Cape Cod’s waters warm and great whites begin to appear in earnest, those measures will get high-tech reinforcement.

A smartphone app being launched by the Chatham-based Atlantic Great White Conservancy will let beachgoers from Canada to Florida monitor the movements of tagged great whites and report their own possible shark sightings.

That comes as North Carolina researchers study whether drones can effectively track sharks on the East Coast, as communities in California and Australia already do. They’ve been testing the technology on decoys so far, but they expect to begin tracking real sharks in the coming week.

The challenge is that the waters off the East Coast are murky. Mounting infrared cameras on the drones may be a solution, the researchers said.

“We are trying to find out at what range and what depths and under what conditions we are going to be able to use this technology,” said Dave Johnston, at Duke’s Marine Lab in Beaufort, North Carolina. “There will be conditions where it’s just not going to work.”

While the new measures provide a degree of security, researchers stress there’s little chance beachgoers will become shark bait anyway.

Worldwide, there were only 98 unprovoked shark attacks in 2015, resulting in six deaths. (ap)

EU links up with Twitter, tech firms to combat hate speech

BRUSSELS — The European Union’s executive arm says it has reached an agreement with some of the world’s biggest social media firms, including Facebook and Twitter, on ways to combat the spread of hate speech online.

Under the terms of a code of conduct unveiled Tuesday, the firms, which also include YouTube and Microsoft, have committed to “quickly and efficiently” tackle illegal hate

speech. Staff will be trained so a majority of illegal content is assessed and, where necessary, removed within 24 hours. The companies have also agreed to encourage “counter narratives” to the hate speech.

Vera Jourova, the EU commissioner responsible for justice, consumers and gender equality, says the internet is “a place for free speech, not hate speech” and that public incitement to violence or hatred “has no place online.” (ap)

Pejarakan moves to reject Benoa Bay reclamation

SINGARAJA - The echo of Bali rejecting reclamation has spread quickly to the area Pejarakan in Gerokgak subdistrict. The rejection is based on a sense of concern for the area of Benoa Bay that will be harassed and reclaimed by investors.

Coordinator of the billboard installation of the ‘Buleleng Reject Reclamation,’ Nyoman Suntara, said that the billboards were installed as a form of awareness of Balinese people when the Benoa Bay denoting as sacred area is backfilled by investors for com-

mercial location. “We reject the reclamation plan that is going to backfill 700 hectares of Benoa Bay. By setting up our billboards, we also provide fighting spirit to colleagues in Denpasar and Badung. Benoa Bay is the property of the entire people of Bali,” he said when confirmed on Monday (May 30).

Weather and organic fertilizer boosts coffee production in Buleleng

SINGARAJA - Productive coffee plantations play a significant role in increasing the wealth of rural communities in Bueleng who grew Robusta beans on 10,512.92 hectares and 2, 842 hectares of Arabica beans last year.

The Buleleng Forestry and Plantation Agency has been seeking to increase the amount of both Robusta and Arabica coffee beans produced here by providing counseling and guidance to farmers in certain coffee-producing regions. “Production of Robusta coffee reaches 9,454.62 tons with productivity as much as 899.33 kg per hectare and Arabica coffee reaches 2,610.57 with productivity of 918.57 kg per hectares,” said the Head of the Buleleng Forestry and Plantation Agency, Ketut Nerda, Monday (May 30).

Nerda explained that in 2015 the production of Robusta coffee increased by 986.13 tons (11.64 percent) compared to production in 2014 that amounted to 8,468.49 tons (productivity of 788.14 kg per hectare). Arabica coffee production in 2015 rose as much as 2,056.33 tons (371.02 percent) from the Arabica coffee production in 2014 only reaching 554.24 tons (productivity of 200.30 kg per hectare).

“The production of Robusta and Arabica coffee increased in 2015 due to weather conditions that were supportive or favorable to the coffee crop fertilization process”, he explained.

Over the past three years (2013-2015), the government sought to increase the plant population per hectare. A rehabilitation process was carried out on less productive crops such as older plants and coffee pest and disease control was intensified through coaching and counseling by involving personnel from the Forestry and Plantation Agency in rural areas, financed by the Buleleng, Bali and state budget.

“IN collaboration with the Bali Forestry Agency we were able to provide guidance and counseling to farmers about growing organic crops which allowed there to be increase yields of Arabica beans”, added Nerda.

Gunmen kill nine, kidnap 170 passengers from Afghan buses

KUNDUZ - Gunmen in Afghanistan killed nine bus passengers and kidnapped 170 on Tuesday outside the northern city of Kunduz in an attack blamed on Taliban insurgents, a provincial official said.

NEGARA - Since nothing has been done to stop the coastal abrasion at Ketapang Lampu hamlet, Pengambengan, local residents decided to take things into their own hands. In addition to creating a makeshift sandbag dike to break the onslaught of waves, the villages have also uprooted a number of trees along the coast so that they could be used as a barricade that might help their homes survive.

As seen on Monday (May 30), along 500 meters of the shoreline that has been eroded by coastal abrasion, the deliberately fallen trees had been laid horizontal and tied to other trees that were left standing, in an attempt to stop the rush of sea water that is eating the coastline. Unfortunately, the trees that were used to protect the village from the waves have already started to tilt under pressure form the waves.

“We are hoping that they can at least

stem the impact of the tidal waves. At night when there are strong winds, the waves are even bigger though”, said Husaini, a 25 year old local resident.

The villagers took advantage of uprooted trees out of desperation as the little land that remains is there only means of survival.

Previously they had planned to create a sea wall using stones, howeverdue to the budgetary constraints of the local residents who are mostly

small scale fishermen, they turned to the trees as an way to prevent anymore of their land from being taken by the sea. Half of the land that they previously owned has already disappeared into the ocean. The sand bags that they laid down will surely not prevent further abrasion for long, but at least they tried.

There had been a damaged Navy post nearby that was protected by a revetment, but it too was eventually eaten away. Now residents of Ketapang Lampu hamlet are struggling on their own to salvage even an inch of land from the relentless coastal abrasion.

Neither the government nor any of the factories that operate nearby have done anything to lend a hand. (kmb26)

The attackers stopped three buses on a road and ordered the passengers out, shot dead nine of them and kidnapped the rest, said Massoum Hashemi, deputy police chief of Kunduz.

Government forces later freed most of the abducted passengers in a rescue operation.

“The Taliban have brutally killed nine civilians and taken about 20 with them,” Hashemi said.

There was no claim of responsibility and Taliban spokesmen were not immediately available for comment. The Taliban have in the past denied accusations of attacks on civilians.

The identity of the victims was not immediately clear but a campaign of kidnappings against Shi’ite Hazaras in the past year has became a source of ethnic tension, fueling concern about sectarian violence.

Since persecuting Hazaras and other minorities during their rule in the 1990s, the Taliban have largely avoided specifically targeting Shi’ite Muslims.

But a rise in Afghanistan in the number of militants claiming allegiance to Islamic State, a hard-line Sunni movement that emphasizes purging Shi’ites and is a rival to the Taliban, has coincided with a number of attacks on Hazaras.

The brief capture by the Taliban of Kunduz last year was a major blow to the government of President Ashraf Ghani.

The deterioration of security in the north has coincided with heavy fighting in the southern province of Helmand. (rtr)

The fire, which is now under control, forced the evacuation of thousands of nearby villagers, a regional official, Shailesh Nawal, told Reuters, adding that 17 people had been admitted to hospital, two of them in serious condition.

Among the dead were two army officers who went to the site when the fire broke

out after midnight, to gather people and help douse the flames, Brigadier Sandeep Bhalla said.

“Once they were fighting the fire, the explosion must have taken place and they all died,” he told Indian television.

The cause of the fire is not known, officials said, adding that a tally of dead could not be confirmed because rescue teams had not been able to check all parts of the depot.

Prime Minister Narendra Modi said on Twitter that he was pained by the loss of lives and had asked Defence Minister Manohar Parrikar to visit the site.

LONDON — Consumer prices across the 19-country eurozone fell again in May but look set to rise in the months ahead due to the recent pick-up in oil prices — an outlook that means the European Central Bank will likely refrain from announcing more stimulus measures this week.

A prolonged drop in prices can weigh heavily on an economy, as Japan’s experience over the past quarter of a century can testify to. So-called deflation can become a vicious cycle and push prices down further. Falling prices could prompt consumers to delay purchases and businesses to shy away from investments.

Over the past few months, the ECB has grown more aggressive in its policymaking to push up inflation.

It has slashed interest rates, including its main refinancing rate to zero, and expanded its bond-buying program.

And it’s indicated it could do more in the future.

However, few experts expect any further action at this Thursday’s policy meeting of the ECB’s governing council, largely because the more recent stimulus efforts are still working their way through the economy.

FRANKFURT — German automaker Volkswagen saw its net profit fall 19 percent in the first three months of the year as it grappled with a costly scandal over cars it had equipped to cheat on diesel emissions tests.

The company called it a “respectable” result considering the tough conditions and said it had the financial resources to weather the scandal.

The flagship Volkswagen brand, the one most associated with the scandal and with the most rigged cars, barely broke even. The company made most of its profits at its luxury brands Audi and Porsche and the financial services branch.

riod fell to 2.37 billion euros ($2.63 billion) from 2.93 billion euros a year earlier, the company said Tuesday.

The figure fell short of the 2.44 billion euros expected by analysts surveyed by financial information provider FactSet. Revenue fell 3.4 percent to 50.96 billion euros due in part to shifts in currency exchange rates.

Still, the company reported it had bulked up on its cash reserves and said it was well-funded to deal with the effects of the scandal, which include costs for recalls, fines and lawsuits. The automotive division was sitting on 26 billion euros in net liquidity, up 5 billion from a year ago. Tuesday’s earnings release contained no new estimate of the overall

cost of the scandal; the company set aside 16.2 billion euros from earnings last year, when it lost 1.4 billion euros.

CEO Matthias Mueller said in a statement that the company “managed to limit the economic effects of the diesel issue and achieve respectable results under difficult conditions.”

The company’s ordinary shares traded down 2.75 percent at 134.15 euros in midday trading in Europe.

The effects of the scandal were seen most strongly at the Volkswagen brand, which made only 73 million euros in the quarter, down from 514 million euros a year earlier. That left a bare operating margin of only 0.3 percent.(ap)

Indonesian navy fires shots, seizes Chinese fishing boat

Eurozone inflation remains negative but poised for oil boost Official figures published by statistics agency Eurostat on Tuesday showed inflation in the year to May was minus 0.1 percent, up slightly from the previous month’s rate of minus 0.2 percent.

Inflation across the eurozone has been below zero at various moments over the past year and a half due to a combination of factors, particularly the weakness of the economy, which keeps wage increases subdued. But crucially, the sharp fall in energy and raw material prices has weighed on consumer prices. In May, an 8.1 percent annual drop in energy prices was largely behind the negative rate.

When energy costs are stripped out, alongside other typically volatile items such as food, tobacco and alcohol, the so-called core inflation rate was 0.8 percent in the year to May, slightly up from the previous month’s rate of 0.7 percent.

Whichever measure is used, inflation in the eurozone remains at historically low levels and that’s a worry for those setting monetary policy. The ECB’s primary goal is to maintain a headline inflation rate just below 2 percent, but it’s been below target since February 2013.

Today is World No Tobacco Day, and in Indonesia, where nearly four million children between 10 and 14 become smokers every year, many people will be talking about what Indonesian authorities should do to protect children from the dangers of tobacco. As the government tackles this issue, it also needs to protect thousands of children who are exposed to toxic nicotine while they work on Indonesia’s tobacco farms.

Last week, I was in Jakarta to present new research on child labor in Indonesian tobacco farming. At one meeting, we sat across from half a dozen representatives from the Ministry of Women’s Empowerment and Child Protection. We described how children working on the country’s small, family-run tobacco farms are exposed to nicotine and toxic pesticides, and how half the children we interviewed had experienced nausea, vomiting, headaches, or dizziness – all symptoms consistent with acute nicotine poisoning.

One of the officials told us that she had grown up working on her family’s tobacco farm in Temanggung, Central Java. “I suffered all of

these illnesses,” she said. Another official also grew up among tobacco farming families. “Most parents do not know the danger of the tobacco leaf,” she said.

At a press conference the next day, we called on the Indonesian government and the tobacco industry to take action to protect child tobacco workers.

Some multinational tobacco companies responded to the report; even a tobacco farmers’ group, the Indonesia Tobacco Community Alliance (AMTI), met with us. Notably silent were the Indonesian national tobacco companies – Djarum, Gudang Garam, and others. Before we published our report, we tried

to contact these companies dozens of times with no response. It is not clear whether these companies take any steps at all to eliminate child labor in their supply chains.

We met with a range of government ministries, as well as an advisor in the office of President Joko Widodo. We asked them to strengthen Indonesia’s child labor framework to make handling tobacco off limits to children under 18. We also asked them to step up labor enforcement, and carry out a massive public education campaign.

The people we met agree that hazardous child labor in tobacco farming is a problem, and seem eager to take action. But the government needs to act swiftly. The tobacco farming season in Indonesia will be underway in the next few weeks, and without sweeping changes, thousands of child tobacco workers will face danger again this year.(ant)

JAKARTA — Indonesia’s navy said Monday it fired shots at a Chinese trawler when it refused to stop fishing in Indonesian waters, and then seized the vessel and its eight crewmembers.

An Indonesian frigate intercepted the trawler on Friday near the Natuna islands in Indonesia’s exclusive economic zone, which overlaps with the southernmost reaches of the South China Sea, said navy western fleet command spokesman Maj. Budi Amin.

Amin said the frigate fired shots which hit the stern of the fishing vessel, Gui Bei Yu-27088, after it ignored repeated warnings to stop.

He said no one was injured.

“This arrest was made to show the world that Indonesia will take firm action against ships that violate our territory,” Amin said. He said Indonesia followed standard international procedures in dealing with foreign ships entering its territory, including providing warnings with flags, voices and warning shots. China claims most of the South China Sea. Tensions between the two countries flared in March when Indonesia intercepted a Chinese fishing vessel off the Natuna islands. A Chinese coast guard vessel collided with the trawler as it was being towed, allowing it to escape.

Indonesia, the world’s largest archipelago nation, has taken a tough stance against illegal fishing since President Joko “Jokowi” Widodo took office in 2014.

Minister of Maritime Affairs and Fisheries Susi Pudjiastuti has overseen the capture of nearly 200 foreign fishing boats accused of fishing illegally.

A total of 174 foreign fishing boats have been blown up. The fates of 20 others await court rulings.(ap)

Jokowi Calls for Decentralization of Government

JAKARTA - President Joko “Jokowi” Widodo has called on regional administrations to take a greater responsibility in resolving regional issues during a limited meeting on Monday (30/05), indicating a step towards reforming the country’s centralized governance.

Jokowi told the general governance meeting regional administrations must be better involved in the future than with the current government system.

“No more Jakarta-centric, let’s make it Indonesia-centric. We do not want everything to be arranged

and resolved by the central government. Not all [issues] should be sent to Jakarta,” he said, as quoted in an official state palace statement.

Jokowi’s comments are based on the 2014 law strengthening national unity through democracy.

The president said regional ele-

ments, especially those within the regional leaders forum (Forkompinda), should be proactive and work together to resolve regional issues.

“Regional administrations should be anticipative, not reactive,” Jokowi said, adding that

public life issues should be resolved with better communication.

He pointed to transparent dialogue as a preventative measure against social conflict, while also developing substantial democracy in the regions.(ant)

Attempted North Korea missile launch fails

SEOUL - North Korea attempted to fire a missile from its east coast on Tuesday but the launch appears to have failed, South Korean officials said, in what would be the latest in a string of unsuccessful ballistic missile tests by the isolated country.

The launch attempt took place at around 5:20 a.m. Seoul time (2020 GMT), said the officials, who asked not to be identified. They did not elaborate.

Tension in Northeast Asia has been high since North Korea conducted its fourth nuclear test in January and followed that with a satellite launch and test launches of various missiles.

Japan put its military alert on Monday for a possible North Korean missile launch.

“North Korea shows no sign of abandoning the development of

nuclear missiles and so we will continue to work closely with the U.S. and South Korea in response and maintain a close watch,” Japanese Minister of Defence Gen Nakatani told a media briefing.

North Korea appeared to have attempted to launch an intermediaterange Musudan missile, South Korea’s Yonhap News Agency said.

North Korea attempted three test launches of the Musudan in April, all of which failed, U.S. and South Korean officials have said.

Yonhap quoted a South Korean government source as saying the

missile was likely to have exploded at about the time it lifted off from a mobile launcher.

China, North Korea’s only major ally, called for the cessation of any action that would exacerbate tension.

“The situation on the peninsula remains complex and sensitive,” Chinese Foreign Ministry spokeswoman Hua Chunying said at a briefing when asked about the launch.

“We think that all sides should avoid any actions that further worsen tensions.”

China has been angered by North Korea’s nuclear and missile tests and signed up to tough U.N. sanctions against its reclusive neighbour in March.

Pakistani prime minister undergoes open heart surgery in London

ISLAMABAD - Pakistani Prime Minister Nawaz Sharif underwent open heart surgery in a London hospital on Tuesday, his second cardiac procedure in five years, his daughter said.

Sharif’s surgery comes as his government prepares to present its annual budget on Friday. It also remains under pressure over allegations of corruption linked to the so-called Panama Papers.

Sharif “was in high spirits” when he went in to the operating theatre at about 8:00 a.m. (0700 GMT), his daughter, Maryam, said on her Twitter account. She did not say how long the surgery was expected to take.

The operation was for a “perforation of the heart”, a complication from a 2011 procedure, Maryam said in a Twitter post last week.

Sharif, 66, was prime minister for two terms in the 1990s before being overthrown in a 1999 military coup.

After years in exile, he returned to Pakistan in 2007 and led his party

to a victory in a 2013 election.

Sharif has been accompanied to London by his brother, Shahbaz Sharif, who is chief minister of Punjab province, and several other family members and aides.

He has travelled to London for medical treatment several times over the past year.

On Monday, Sharif telephoned his Indian counterpart, Narendra Modi, thanking him for his wishes for a quick recovery, the Pakistani Foreign Office said in a statement.

Sharif made a bid to improve ties with old rival India a main policy in his 2013 election campaign, though progress has been slow.

Sharif has been overseeing state affairs in the days leading up to the surgery, and on Monday addressed an economic meeting, signing off on budget proposals that include a target of 5.7 percent growth in the year beginning in July.

Extensive travel in a globalised world is the issue, not the Games that start on August 5, said David Heymann, chair of the Health Protection Agency in Britain who also leads the WHO panel of independent experts on Zika.

“The problem is not the Olympics, the problem is other travel besides the Olympics, if there is a problem,” Heymann told Reuters in a telephone interview from London on Monday.

“People go in and out of Brazil all the time for holiday, for business,

for whatever. And the Olympics is much less travel, it would be one-time travel. It’s actually in the winter months when hopefully transmission (of the virus) is less.”

“So it’s just a false security to say that you’ll postpone the Olympics and postpone the globalisation of this disease.”

Heymann called for careful surveillance by countries of their athletes who return from Brazil, though he added that diagnostic tests for Zika were “very difficult to obtain right now”.

National health authorities should advise their athletes and citizens of child-bearing age to protect themselves against mosquito bites with repellents while in Brazil and to practise safe sex on return for at least three weeks, Heymann said.

This is a precaution to prevent women from contracting the mosquito-borne virus, which can cause microcephaly and other serious abnormalities in babies. The connection first came to light last year in Brazil, which has confirmed more than 1,400 cases of microcephaly.

“This infection is a predicament for all people of child-bearing age who live in Brazil or who travel to Brazil. And that includes both men and women,” Heymann said.

“Women could get infected and come back and become pregnant within three weeks or four weeks, or they could be pregnant when they get there. And men could go there and come back with the infection and infect their sexual partner back home.”

Heymann is a U.S. epidemiologist and former senior official at WHO who headed its response to the deadly SARS virus (Severe Acute Respiratory Syndrome) in 2003, when the agency imposed travel restrictions to try to curb that deadly outbreak. (rtr)

OAKLAND - The Golden State Warriors beat the Oklahoma City Thunder 96-88 in Game 7 of the Western Conference finals on Monday to set up a rematch with the Cleveland Cavaliers for the NBA Championship.

Stephen Curry hit five second-half 3-pointers and scored 36 points in all for Golden State, who will host the opener of the best-of-seven NBA Finals on Thursday in Oakland.

The defending NBA champions, who rallied from a 3-1 series deficits, were down by 13 in the first half and eight early in the third quarter before gunning their way to a shot at becoming the NBA’s first repeat winner since Miami in 2012 and ‘13.

Golden State, who made seven 3-pointers in the first half, got 10 over the final 24 minutes to catch and pass the Thunder, the third-seeded team in the Western playoffs.

Klay Thompson and Draymond Green bombed in consecutive threes to give the Warriors an 88-77 lead with 4:44 to go, but the Thunder would not go quietly.

Russell Westbrook scored on a drive and Kevin Durant scored seven consecutive points, and all of a sudden Oklahoma City were back within 90-86 with 1:40 to play.

However, Curry, fouled on a desperation 3-point attempt, cashed in three free throws, then iced Golden State’s comeback with one final 3-pointer with 26.8 seconds left, opening a 10-point lead.

Curry finished 13-for-24 from the field and 7-for-12 from 3-point range on a night when the Warriors shot better from beyond the arc (45.9 percent) than overall (43.5 percent).

Curry also found time for eight assists.

Thompson hit six 3-pointers to account for almost all of his 21 points, helping Golden State outscore Oklahoma City 51-21 on longdistance shots.

Green added 11 points and a team-high nine rebounds for the Warriors, who became just the 10th team in NBA history to overcome a 3-1 deficit in a best-of-seven series.

Durant led the Thunder with 27 points, hitting 10 of his 19 shots and three of his seven 3-point attempts. He also had seven rebounds.

Westbrook recorded a 19-point, 13-assist double-double, but he shot just 7-for-21.

Oklahoma City shot just 38.2 percent from the field and made only seven of its 27 3-point attempts.

Serge Ibaka added 16 points for the Thunder, who were seeking to become first team in NBA history to beat two 65-win teams in the same playoffs.

Oklahoma City eliminated the West’s second seed, the San Antonio Spurs, in the second round.

While the Warriors were holding the Thunder to five field goals in the third quarter, Curry was heating up at the other end of the court.

Golden State trailed 48-42 at the half before using a 15-6 spurt to open the third quarter and go up 57-54, their first lead since the second minute of the game.

The 15 points were the result of five 3-pointers, including three by Curry, who had made only two the entire first half. (rtr)

Sp rt UEFA looks to December decisions to shape Champions League

GENEVA — UEFA is set to decide in December on changing the Champions League as Europe’s top clubs chase a new format and bigger share of the competition’s billion-dollar annual income.

Closed-door meetings of European soccer leaders in Milan around Saturday’s Champions League final, making slow progress shaping the competition for the three seasons from 2018, The Associated Press was told.

Talk of a breakaway Super League was fueled in January by some wealthy members of the European Club Association (ECA) who saw uncertainty over UEFA’s leadership during the FIFA presidential election.

Though an American-style closed league is thought unrealistic, one aim is making the current 32-team group stage more attractive to the biggest clubs and global TV viewers. UEFA’s election on Sept. 14, to finally replace its banned president Michel Platini, is a key step for Europe’s governing body to focus fully on its asset.

The new president will lead a meeting of the policy-making executive committee on Sept. 15, but Champions League decisions are foreseen for a December session in Nyon, Switzerland. “We need

a format by the end of the year,” UEFA’s director of competitions, Giorgio Marchetti, told The AP in Milan. “We are consulting and we are listening.”

The July 20 entry deadline for UEFA election contenders will also speed the debate, with the Champions League format offering a campaign test for the next president.

Options include more guaranteed entries for the strongest leagues, protected places for the biggest clubs, and playing matches on Saturdays rather than midweek to appeal to Asian and American audiences.

Change is possible only every three years. It must be agreed before UEFA’s retained agency, TEAM Marketing, can start selling Champions League and Europa League rights to broadcasters and sponsors for the next commercial cycle.

In the last round of talks, for the 2015-18 cycle, the Europa League was boosted by rewarding the titlewinner with entry to the Champions League.

There are concerns that a too-

predictable group stage turns off viewers, and that income — UEFA sales and top clubs’ share of it — is not keeping pace with expectations.

The 32 group-stage clubs will share almost 1.3 billion euros ($1.4 billion) in prize money from UEFA each season through 2018.

Still, Juventus president Andrea Agnelli has noted that the 32franchise NFL gets much more TV revenue, despite a smaller core fan base and little broad appeal outside the United States. The Champions League final typically draws a global average TV audience of around 170 million, compared to 110 million in the U.S. for a Super Bowl.

Some clubs also look enviously at England’s Premier League which is watched avidly worldwide. Lastplaced Aston Villa’s share of TV rights — almost $100 million — will outstrip Champions League winner Real Madrid’s income from UEFA. Agnelli and Real Madrid official Pedro Lopez are members of both key groups which met at Milan’s opulent Principe di Savoia hotel in recent days: UEFA’s club competitions committee and the ECA executive board. NANTES — Dimitri Payet scored a brilliant last-minute free kick as European Championship host France beat Cameroon 3-2 in a friendly Monday.

Playing at the same stadium in Nantes where he began his career 11 years ago, the attacking midfielder angled a shot from wide on the right into the opposite corner, cancelling out striker Eric Choupo Moting’s 88th-minute equalizer for Cameroon.

Payet shined for West Ham in the Premier League this season, scoring several free kicks hit with astonishing bend, dip and velocity — despite little or no run up.

Having also scored with a free kick on his international recall against Russia on March 29, he now appears certain to start against Romania on June 10 in the Euro 2016 opener.

Striker Olivier Giroud also strengthened his claim for a starting place with a well-taken volley late in the first half, putting France 2-1 up after France midfielder Blaise Matuidi’s scored in the 20th and striker Vincent Aboubakar replied two minutes later.

Madrid and Atletico players vie for final Euro 2016 spots

MADRID — Three players from Real Madrid and three from Atletico Madrid will compete for the final four spots in Spain’s squad for the European Championship.

Spain coach Vicente del Bosque has announced a list with 19 players who will make it to France, leaving the final four spots available to the players who participated in Saturday’s Champions League final between Madrid and Atletico.

More than 100 medical experts and scientists called last Friday for the Rio Games to be postponed or moved due to fears over the spread of the virus, which is linked to serious birth defects.. The WHO rejected their call.

Extensive travel in a globalised world is the issue, not the Games that start on August 5, said David Heymann, chair of the Health Protection Agency in Britain who also leads the WHO panel of independent experts on Zika.

“The problem is not the Olympics, the problem is other travel besides the Olympics, if there is a problem,” Heymann told Reuters in a telephone interview from London on Monday.

“People go in and out of Brazil all the time for holiday, for business,

for whatever. And the Olympics is much less travel, it would be one-time travel. It’s actually in the winter months when hopefully transmission (of the virus) is less.”

“So it’s just a false security to say that you’ll postpone the Olympics and postpone the globalisation of this disease.”

Heymann called for careful surveillance by countries of their athletes who return from Brazil, though he added that diagnostic tests for Zika were “very difficult to obtain right now”.

National health authorities should advise their athletes and citizens of child-bearing age to protect themselves against mosquito bites with repellents while in Brazil and to practise safe sex on return for at least three weeks, Heymann said.

This is a precaution to prevent women from contracting the mosquito-borne virus, which can cause microcephaly and other serious abnormalities in babies. The connection first came to light last year in Brazil, which has confirmed more than 1,400 cases of microcephaly.

“This infection is a predicament for all people of child-bearing age who live in Brazil or who travel to Brazil. And that includes both men and women,” Heymann said.

“Women could get infected and come back and become pregnant within three weeks or four weeks, or they could be pregnant when they get there. And men could go there and come back with the infection and infect their sexual partner back home.”

Heymann is a U.S. epidemiologist and former senior official at WHO who headed its response to the deadly SARS virus (Severe Acute Respiratory Syndrome) in 2003, when the agency imposed travel restrictions to try to curb that deadly outbreak. (rtr)

OAKLAND - The Golden State Warriors beat the Oklahoma City Thunder 96-88 in Game 7 of the Western Conference finals on Monday to set up a rematch with the Cleveland Cavaliers for the NBA Championship.

Stephen Curry hit five second-half 3-pointers and scored 36 points in all for Golden State, who will host the opener of the best-of-seven NBA Finals on Thursday in Oakland.

The defending NBA champions, who rallied from a 3-1 series deficits, were down by 13 in the first half and eight early in the third quarter before gunning their way to a shot at becoming the NBA’s first repeat winner since Miami in 2012 and ‘13.

Golden State, who made seven 3-pointers in the first half, got 10 over the final 24 minutes to catch and pass the Thunder, the third-seeded team in the Western playoffs.

Klay Thompson and Draymond Green bombed in consecutive threes to give the Warriors an 88-77 lead with 4:44 to go, but the Thunder would not go quietly.

Russell Westbrook scored on a drive and Kevin Durant scored seven consecutive points, and all of a sudden Oklahoma City were back within 90-86 with 1:40 to play.

However, Curry, fouled on a desperation 3-point attempt, cashed in three free throws, then iced Golden State’s comeback with one final 3-pointer with 26.8 seconds left, opening a 10-point lead.

Curry finished 13-for-24 from the field and 7-for-12 from 3-point range on a night when the Warriors shot better from beyond the arc (45.9 percent) than overall (43.5 percent).

Curry also found time for eight assists.

Thompson hit six 3-pointers to account for almost all of his 21 points, helping Golden State outscore Oklahoma City 51-21 on longdistance shots.

Green added 11 points and a team-high nine rebounds for the Warriors, who became just the 10th team in NBA history to overcome a 3-1 deficit in a best-of-seven series.

Durant led the Thunder with 27 points, hitting 10 of his 19 shots and three of his seven 3-point attempts. He also had seven rebounds.

Westbrook recorded a 19-point, 13-assist double-double, but he shot just 7-for-21.

Oklahoma City shot just 38.2 percent from the field and made only seven of its 27 3-point attempts.

Serge Ibaka added 16 points for the Thunder, who were seeking to become first team in NBA history to beat two 65-win teams in the same playoffs.

Oklahoma City eliminated the West’s second seed, the San Antonio Spurs, in the second round.

While the Warriors were holding the Thunder to five field goals in the third quarter, Curry was heating up at the other end of the court.

Golden State trailed 48-42 at the half before using a 15-6 spurt to open the third quarter and go up 57-54, their first lead since the second minute of the game.

Attempted North Korea missile launch fails

SEOUL - North Korea attempted to fire a missile from its east coast on Tuesday but the launch appears to have failed, South Korean officials said, in what would be the latest in a string of unsuccessful ballistic missile tests by the isolated country.

The launch attempt took place at around 5:20 a.m. Seoul time (2020 GMT), said the officials, who asked not to be identified. They did not elaborate.

Tension in Northeast Asia has been high since North Korea conducted its fourth nuclear test in January and followed that with a satellite launch and test launches of various missiles.

Japan put its military alert on Monday for a possible North Korean missile launch.

“North Korea shows no sign of abandoning the development of

nuclear missiles and so we will continue to work closely with the U.S. and South Korea in response and maintain a close watch,” Japanese Minister of Defence Gen Nakatani told a media briefing.

North Korea appeared to have attempted to launch an intermediaterange Musudan missile, South Korea’s Yonhap News Agency said.

North Korea attempted three test launches of the Musudan in April, all of which failed, U.S. and South Korean officials have said.

Yonhap quoted a South Korean government source as saying the

missile was likely to have exploded at about the time it lifted off from a mobile launcher.

China, North Korea’s only major ally, called for the cessation of any action that would exacerbate tension.

“The situation on the peninsula remains complex and sensitive,” Chinese Foreign Ministry spokeswoman Hua Chunying said at a briefing when asked about the launch.

“We think that all sides should avoid any actions that further worsen tensions.”

China has been angered by North Korea’s nuclear and missile tests and signed up to tough U.N. sanctions against its reclusive neighbour in March.

Pakistani prime minister undergoes open heart surgery in London

ISLAMABAD - Pakistani Prime Minister Nawaz Sharif underwent open heart surgery in a London hospital on Tuesday, his second cardiac procedure in five years, his daughter said.

Sharif’s surgery comes as his government prepares to present its annual budget on Friday. It also remains under pressure over allegations of corruption linked to the so-called Panama Papers.

Sharif “was in high spirits” when he went in to the operating theatre at about 8:00 a.m. (0700 GMT), his daughter, Maryam, said on her Twitter account. She did not say how long the surgery was expected to take.

The operation was for a “perforation of the heart”, a complication from a 2011 procedure, Maryam said in a Twitter post last week.

Sharif, 66, was prime minister for two terms in the 1990s before being overthrown in a 1999 military coup.

After years in exile, he returned to Pakistan in 2007 and led his party

to a victory in a 2013 election.

Sharif has been accompanied to London by his brother, Shahbaz Sharif, who is chief minister of Punjab province, and several other family members and aides.

He has travelled to London for medical treatment several times over the past year.

On Monday, Sharif telephoned his Indian counterpart, Narendra Modi, thanking him for his wishes for a quick recovery, the Pakistani Foreign Office said in a statement.

Sharif made a bid to improve ties with old rival India a main policy in his 2013 election campaign, though progress has been slow.

Sharif has been overseeing state affairs in the days leading up to the surgery, and on Monday addressed an economic meeting, signing off on budget proposals that include a target of 5.7 percent growth in the year beginning in July.

LONDON — Consumer prices across the 19-country eurozone fell again in May but look set to rise in the months ahead due to the recent pick-up in oil prices — an outlook that means the European Central Bank will likely refrain from announcing more stimulus measures this week.

A prolonged drop in prices can weigh heavily on an economy, as Japan’s experience over the past quarter of a century can testify to. So-called deflation can become a vicious cycle and push prices down further. Falling prices could prompt consumers to delay purchases and businesses to shy away from investments.

Over the past few months, the ECB has grown more aggressive in its policymaking to push up inflation.

It has slashed interest rates, including its main refinancing rate to zero, and expanded its bond-buying program.

And it’s indicated it could do more in the future.

However, few experts expect any further action at this Thursday’s policy meeting of the ECB’s governing council, largely because the more recent stimulus efforts are still working their way through the economy.

FRANKFURT — German automaker Volkswagen saw its net profit fall 19 percent in the first three months of the year as it grappled with a costly scandal over cars it had equipped to cheat on diesel emissions tests.

The company called it a “respectable” result considering the tough conditions and said it had the financial resources to weather the scandal.

The flagship Volkswagen brand, the one most associated with the scandal and with the most rigged cars, barely broke even. The company made most of its profits at its luxury brands Audi and Porsche and the financial services branch.

riod fell to 2.37 billion euros ($2.63 billion) from 2.93 billion euros a year earlier, the company said Tuesday.

The figure fell short of the 2.44 billion euros expected by analysts surveyed by financial information provider FactSet. Revenue fell 3.4 percent to 50.96 billion euros due in part to shifts in currency exchange rates.

Still, the company reported it had bulked up on its cash reserves and said it was well-funded to deal with the effects of the scandal, which include costs for recalls, fines and lawsuits. The automotive division was sitting on 26 billion euros in net liquidity, up 5 billion from a year ago. Tuesday’s earnings release contained no new estimate of the overall

cost of the scandal; the company set aside 16.2 billion euros from earnings last year, when it lost 1.4 billion euros.

CEO Matthias Mueller said in a statement that the company “managed to limit the economic effects of the diesel issue and achieve respectable results under difficult conditions.”

The company’s ordinary shares traded down 2.75 percent at 134.15 euros in midday trading in Europe.

The effects of the scandal were seen most strongly at the Volkswagen brand, which made only 73 million euros in the quarter, down from 514 million euros a year earlier. That left a bare operating margin of only 0.3 percent.(ap)

Indonesian navy fires shots, seizes Chinese fishing boat

Eurozone inflation remains negative but poised for oil boost Official figures published by statistics agency Eurostat on Tuesday showed inflation in the year to May was minus 0.1 percent, up slightly from the previous month’s rate of minus 0.2 percent.

Inflation across the eurozone has been below zero at various moments over the past year and a half due to a combination of factors, particularly the weakness of the economy, which keeps wage increases subdued. But crucially, the sharp fall in energy and raw material prices has weighed on consumer prices. In May, an 8.1 percent annual drop in energy prices was largely behind the negative rate.

When energy costs are stripped out, alongside other typically volatile items such as food, tobacco and alcohol, the so-called core inflation rate was 0.8 percent in the year to May, slightly up from the previous month’s rate of 0.7 percent.

Whichever measure is used, inflation in the eurozone remains at historically low levels and that’s a worry for those setting monetary policy. The ECB’s primary goal is to maintain a headline inflation rate just below 2 percent, but it’s been below target since February 2013.

Today is World No Tobacco Day, and in Indonesia, where nearly four million children between 10 and 14 become smokers every year, many people will be talking about what Indonesian authorities should do to protect children from the dangers of tobacco. As the government tackles this issue, it also needs to protect thousands of children who are exposed to toxic nicotine while they work on Indonesia’s tobacco farms.

Last week, I was in Jakarta to present new research on child labor in Indonesian tobacco farming. At one meeting, we sat across from half a dozen representatives from the Ministry of Women’s Empowerment and Child Protection. We described how children working on the country’s small, family-run tobacco farms are exposed to nicotine and toxic pesticides, and how half the children we interviewed had experienced nausea, vomiting, headaches, or dizziness – all symptoms consistent with acute nicotine poisoning.

One of the officials told us that she had grown up working on her family’s tobacco farm in Temanggung, Central Java. “I suffered all of

these illnesses,” she said. Another official also grew up among tobacco farming families. “Most parents do not know the danger of the tobacco leaf,” she said.

At a press conference the next day, we called on the Indonesian government and the tobacco industry to take action to protect child tobacco workers.

Some multinational tobacco companies responded to the report; even a tobacco farmers’ group, the Indonesia Tobacco Community Alliance (AMTI), met with us. Notably silent were the Indonesian national tobacco companies – Djarum, Gudang Garam, and others. Before we published our report, we tried

to contact these companies dozens of times with no response. It is not clear whether these companies take any steps at all to eliminate child labor in their supply chains.

We met with a range of government ministries, as well as an advisor in the office of President Joko Widodo. We asked them to strengthen Indonesia’s child labor framework to make handling tobacco off limits to children under 18. We also asked them to step up labor enforcement, and carry out a massive public education campaign.

The people we met agree that hazardous child labor in tobacco farming is a problem, and seem eager to take action. But the government needs to act swiftly. The tobacco farming season in Indonesia will be underway in the next few weeks, and without sweeping changes, thousands of child tobacco workers will face danger again this year.(ant)

JAKARTA — Indonesia’s navy said Monday it fired shots at a Chinese trawler when it refused to stop fishing in Indonesian waters, and then seized the vessel and its eight crewmembers.

An Indonesian frigate intercepted the trawler on Friday near the Natuna islands in Indonesia’s exclusive economic zone, which overlaps with the southernmost reaches of the South China Sea, said navy western fleet command spokesman Maj. Budi Amin.

Amin said the frigate fired shots which hit the stern of the fishing vessel, Gui Bei Yu-27088, after it ignored repeated warnings to stop.

He said no one was injured.

“This arrest was made to show the world that Indonesia will take firm action against ships that violate our territory,” Amin said. He said Indonesia followed standard international procedures in dealing with foreign ships entering its territory, including providing warnings with flags, voices and warning shots. China claims most of the South China Sea. Tensions between the two countries flared in March when Indonesia intercepted a Chinese fishing vessel off the Natuna islands. A Chinese coast guard vessel collided with the trawler as it was being towed, allowing it to escape.

Indonesia, the world’s largest archipelago nation, has taken a tough stance against illegal fishing since President Joko “Jokowi” Widodo took office in 2014.

Minister of Maritime Affairs and Fisheries Susi Pudjiastuti has overseen the capture of nearly 200 foreign fishing boats accused of fishing illegally.

A total of 174 foreign fishing boats have been blown up. The fates of 20 others await court rulings.(ap)

Jokowi Calls for Decentralization of Government

JAKARTA - President Joko “Jokowi” Widodo has called on regional administrations to take a greater responsibility in resolving regional issues during a limited meeting on Monday (30/05), indicating a step towards reforming the country’s centralized governance.

Jokowi told the general governance meeting regional administrations must be better involved in the future than with the current government system.

“No more Jakarta-centric, let’s make it Indonesia-centric. We do not want everything to be arranged

and resolved by the central government. Not all [issues] should be sent to Jakarta,” he said, as quoted in an official state palace statement.

Jokowi’s comments are based on the 2014 law strengthening national unity through democracy.

The president said regional ele-

ments, especially those within the regional leaders forum (Forkompinda), should be proactive and work together to resolve regional issues.

“Regional administrations should be anticipative, not reactive,” Jokowi said, adding that

public life issues should be resolved with better communication.

He pointed to transparent dialogue as a preventative measure against social conflict, while also developing substantial democracy in the regions.(ant)

Weather and organic fertilizer boosts coffee production in Buleleng

SINGARAJA - Productive coffee plantations play a significant role in increasing the wealth of rural communities in Bueleng who grew Robusta beans on 10,512.92 hectares and 2, 842 hectares of Arabica beans last year.

The Buleleng Forestry and Plantation Agency has been seeking to increase the amount of both Robusta and Arabica coffee beans produced here by providing counseling and guidance to farmers in certain coffee-producing regions. “Production of Robusta coffee reaches 9,454.62 tons with productivity as much as 899.33 kg per hectare and Arabica coffee reaches 2,610.57 with productivity of 918.57 kg per hectares,” said the Head of the Buleleng Forestry and Plantation Agency, Ketut Nerda, Monday (May 30).

Nerda explained that in 2015 the production of Robusta coffee increased by 986.13 tons (11.64 percent) compared to production in 2014 that amounted to 8,468.49 tons (productivity of 788.14 kg per hectare). Arabica coffee production in 2015 rose as much as 2,056.33 tons (371.02 percent) from the Arabica coffee production in 2014 only reaching 554.24 tons (productivity of 200.30 kg per hectare).

“The production of Robusta and Arabica coffee increased in 2015 due to weather conditions that were supportive or favorable to the coffee crop fertilization process”, he explained.

Over the past three years (2013-2015), the government sought to increase the plant population per hectare. A rehabilitation process was carried out on less productive crops such as older plants and coffee pest and disease control was intensified through coaching and counseling by involving personnel from the Forestry and Plantation Agency in rural areas, financed by the Buleleng, Bali and state budget.

“IN collaboration with the Bali Forestry Agency we were able to provide guidance and counseling to farmers about growing organic crops which allowed there to be increase yields of Arabica beans”, added Nerda.

This cooperation and better marketing allowed farmers to produce better beans and sell them for a higher price. Initiated and financed by PT. Indocom Citra Persana, farmer coaching has been gong on since 2015 in six processing units (UPH) or Arabica coffee farmer groups.

A number of Arabica coffee farmer groups in Buleleng have been certified organic, these include: Giri Tani from Wanagiri village and Leket Sari, Wanagiri village (Sukasada subdistrict); Uptiti Sari, Lemukih village and Palasari, Lemukih village (Sawan subdistrict); Sari Mekar, Pegayaman village (Sukasada) and Guna Asri, Gobleg village (Banjar) who a=have all received two certificate: first the Certificate of USDA NOP Organic Standard (United States) No: C837033NOP-02.2015, Registration No: CU 837033 dated July 10, 2015 that is valid through July 2016; and secondly Certificates of EU Standard (European Union) No: C837033EU-02.2015, Registration No: CU 837033 dated July 10, 2015 that is valid through July 2016 and Certificate of Rainforest Alliance--Sustainable Agriculture Standard (USA) with Registration Code: RA-G 008 831 dated April 13, 2015 that are valid through April 12, 2018. Gunmen kill nine, kidnap 170 passengers from Afghan buses

KUNDUZ - Gunmen in Afghanistan killed nine bus passengers and kidnapped 170 on Tuesday outside the northern city of Kunduz in an attack blamed on Taliban insurgents, a provincial official said.

Branches used prevent coastal abrasion

NEGARA - Since nothing has been done to stop the coastal abrasion at Ketapang Lampu hamlet, Pengambengan, local residents decided to take things into their own hands. In addition to creating a makeshift sandbag dike to break the onslaught of waves, the villages have also uprooted a number of trees along the coast so that they could be used as a barricade that might help their homes survive.

As seen on Monday (May 30), along 500 meters of the shoreline that has been eroded by coastal abrasion, the deliberately fallen trees had been laid horizontal and tied to other trees that were left standing, in an attempt to stop the rush of sea water that is eating the coastline. Unfortunately, the trees that were used to protect the village from the waves have already started to tilt under pressure form the waves.

“We are hoping that they can at least

stem the impact of the tidal waves. At night when there are strong winds, the waves are even bigger though”, said Husaini, a 25 year old local resident.

The villagers took advantage of uprooted trees out of desperation as the little land that remains is there only means of survival.

Previously they had planned to create a sea wall using stones, howeverdue to the budgetary constraints of the local residents who are mostly

small scale fishermen, they turned to the trees as an way to prevent anymore of their land from being taken by the sea. Half of the land that they previously owned has already disappeared into the ocean. The sand bags that they laid down will surely not prevent further abrasion for long, but at least they tried.

There had been a damaged Navy post nearby that was protected by a revetment, but it too was eventually eaten away. Now residents of Ketapang Lampu hamlet are struggling on their own to salvage even an inch of land from the relentless coastal abrasion.

Neither the government nor any of the factories that operate nearby have done anything to lend a hand. (kmb26)

The attackers stopped three buses on a road and ordered the passengers out, shot dead nine of them and kidnapped the rest, said Massoum Hashemi, deputy police chief of Kunduz.

Government forces later freed most of the abducted passengers in a rescue operation.

“The Taliban have brutally killed nine civilians and taken about 20 with them,” Hashemi said.

Since persecuting Hazaras and other minorities during their rule in the 1990s, the Taliban have largely avoided specifically targeting Shi’ite Muslims.

But a rise in Afghanistan in the number of militants claiming allegiance to Islamic State, a hard-line Sunni movement that emphasizes purging Shi’ites and is a rival to the Taliban, has coincided with a number of attacks on Hazaras.

The brief capture by the Taliban of Kunduz last year was a major blow to the government of President Ashraf Ghani.

Firefighters battled during the night to bring the flames under control at the depot in Pulgaon, 600 km (373 miles) from Mumbai, the country’s financial capital.

The fire, which is now under control, forced the evacuation of thousands of nearby villagers, a regional official, Shailesh Nawal, told Reuters, adding that 17 people had been admitted to hospital, two of them in serious condition.

Among the dead were two army officers who went to the site when the fire broke

out after midnight, to gather people and help douse the flames, Brigadier Sandeep Bhalla said.

“Once they were fighting the fire, the explosion must have taken place and they all died,” he told Indian television.

The cause of the fire is not known, officials said, adding that a tally of dead could not be confirmed because rescue teams had not been able to check all parts of the depot.

Prime Minister Narendra Modi said on Twitter that he was pained by the loss of lives and had asked Defence Minister Manohar Parrikar to visit the site.

Shark alert! Warnings highand low-tech seek to protect CHATHAM — From drones and smartphone apps to old-school flags and signs, a growing great white shark population along the East Coast has officials and researchers turning to responses both high- and low-tech to ensure safety for millions of beachgoers this summer.

On Cape Cod, Massachusetts, new warning flags and signs are cropping up at some of the coastline’s most popular beaches and a local shark research nonprofit is developing a shark tracking app for the entire Eastern Seaboard.

Researchers at Duke University and the University of North Carolina, meanwhile, are testing shark-seeking drones in a scientific study that may one day give beach lifeguards a new eye in the sky.

“The days of burying our heads in the sand and saying, ‘What sharks? We don’t have sharks here’ are over,” said Gregory Skomal, a Massachusetts state biologist who has been studying Cape Cod’s surging white shark population. “It’s time to move past that and be forthright and honest with the public about the presence of these animals.”

The new measures are the latest acknowledgements of the new reality taking hold on Massachusetts’ famous coastline, where Skomal’s team identified 141 different great whites last year, up from about 80 the previous year.

The region, like others along the East Coast, has dozens of other species of sharks including blue and mako sharks, but many tend to stay farther offshore and be less aggressive than great whites, Skomal said.

The great whites are being drawn to Cape Cod’s waters because seals, their favorite food, have dramatically rebounded there, thanks to a 1972 law that made it illegal to kill them.

Researchers, beach managers and public safety officials have been convening in recent years an unofficial “shark working group” to come up with ways to educate the public. Among the ideas they developed for this summer were the warning flags, which are purple and emblazoned with the unmistakable silhouette of a great white.

The flags will start flying at some town beaches starting this Memorial Day weekend and appear on beaches administered by the

National Park Service starting June 16, when those beaches are staffed with lifeguards.

Towns are also posting dramatic billboards at beach entries. Many bear a large great white image and advise visitors against swimming near seals.

“It’s certainly not to sensationalize the situation. You just really need to jam it down their throats,” said Nathan Sears, natural resources manager for the Cape Cod town of Orleans. “Whatever you can give them — pamphlets, signs, flags.”

By July, when Cape Cod’s waters warm and great whites begin to appear in earnest, those measures will get high-tech reinforcement.

A smartphone app being launched by the Chatham-based Atlantic Great White Conservancy will let beachgoers from Canada to Florida monitor the movements of tagged great whites and report their own possible shark sightings.

That comes as North Carolina researchers study whether drones can effectively track sharks on the East Coast, as communities in California and Australia already do. They’ve been testing the technology on decoys so far, but they expect to begin tracking real sharks in the coming week.

The challenge is that the waters off the East Coast are murky. Mounting infrared cameras on the drones may be a solution, the researchers said.

“We are trying to find out at what range and what depths and under what conditions we are going to be able to use this technology,” said Dave Johnston, at Duke’s Marine Lab in Beaufort, North Carolina. “There will be conditions where it’s just not going to work.”

While the new measures provide a degree of security, researchers stress there’s little chance beachgoers will become shark bait anyway.

Worldwide, there were only 98 unprovoked shark attacks in 2015, resulting in six deaths. (ap)

EU links up with Twitter, tech firms to combat hate speech

BRUSSELS — The European Union’s executive arm says it has reached an agreement with some of the world’s biggest social media firms, including Facebook and Twitter, on ways to combat the spread of hate speech online.

Under the terms of a code of conduct unveiled Tuesday, the firms, which also include YouTube and Microsoft, have committed to “quickly and efficiently” tackle illegal hate

speech. Staff will be trained so a majority of illegal content is assessed and, where necessary, removed within 24 hours. The companies have also agreed to encourage “counter narratives” to the hate speech.

Vera Jourova, the EU commissioner responsible for justice, consumers and gender equality, says the internet is “a place for free speech, not hate speech” and that public incitement to violence or hatred “has no place online.” (ap)

Suteja emphasized that general clean-up activities are not the saem as mosquito nest eradication. Eradicating nests should be followed by the 3ms (burying, closing and cleaning places that are potential mosquito breeding grounds. Monday’s proclamation cements the stunning political rise of Duterte, 71, who won on an audacious promise to eradicate crime and corruption within six months as president. The pledge resonated among many crime-weary Filipinos, although police officials have said it is impossible to accomplish, noting that crime continues to hound Davao city, where the presidentelect has served as mayor on and off for more than 22 years.

Human rights groups have expressed alarm over Duterte, who they suspect instigated extrajudicial killings of many crime suspects by motorcycle-riding gunmen dubbed the Davao death squads. The suspicions have been bolstered by Duterte’s public threats to kill drug dealers and other criminals.

Robredo, 52, is a former rights lawyer who helped defend the rural poor in her home province of Camarines Sur southeast of Manila. A year after her husband, a popular reformist politician, died in a plane crash in 2012, she was reluctantly thrust into politics with a successful run for a seat in the House of Representatives.

In the Philippines, presidents and vice presidents are elected separately, and Duterte and Robredo come from rival parties.

LSF going to establish censorship board in Bali GIANYAR - The Republic of Indonesia’s Film Censorship Board (LSF) plans to create an independent local censorship board for Bali later this year. The film censorship

board is considered to be an urgent measure needed for controlling the unstoppable development of the current digital age.

Deputy Chairman of the LSF, Budiatmiko, during an information session on cultural wisdom and self-censorship that was held in Ubud on Monday (May 30), said

that people are hungry for entertainment and one of the sources form which they get it is through the medium of television. He explained that this is where the role of the LSF is crucial in filtering the types of programs that aired. Given the development of the digital era, the LSF considers it important

to work closely with all local communities.

Communicating with filmmakers and community leaders is an important step towards including them as part of the regional LSFs this year, he said.
