Britain’s Prince Harry makes first public appearance with girlfriend

TORONTO - Britain’s Prince Harry and American girlfriend Meghan Markle made their first formal public appearance together on Monday, with the couple holding hands and watching a wheelchair tennis match at the Invictus Games in Toronto.

Markle, an actress who stars in the TV legal drama “Suits,” has been dating Harry for more than a year.

They both appeared at the Invictus Games opening ceremony on the weekend, but sat apart and were not photographed together.

On Monday, they both wore jeans and sunglasses, but did not escape the notice of the crowd, which cheered their arrival. The pair appeared relaxed and were seen leaning in to share whispered comments during the match, and also turned around and chatted with spectators in the row behind them.

There were about 200 to 300 spectators at the match, which was free to attend.

The Invictus Games are an international sports competition for wounded and sick military personnel founded in 2014 by Harry, younger brother of William, the second in line to the British throne.

The couple’s step into the public eye together will likely fuel speculation that marriage is on the horizon and only add to media interest in Markle.

Harry, William and William’s wife Kate are a staple of the front pages of British newspapers and gossip magazines, which pore over every aspect of their lives.

Harry last November criticized the press for subjecting Markle to “a wave of abuse and harassment”

after the news of their relationship sparked a stream of stories about the 36-year-old actress in British newspapers, including comment pieces he complained had a racial undertone.

Markle, a divorcee, is a native of Los Angeles whose father is white and mother African-American.

Markle told Vanity Fair magazine earlier this month that she and Harry were in love, in her first direct comments about the relationship.

Her former husband, Trevor Engelson, is reportedly working on a television comedy about divorce and about sharing custody of children after the former wife marries into the British royal family. (rtr)

Menacing Bali volcano throws tourists’ plans into jeopardy

‘Kingsman: The Golden Circle’ Unseats ‘It’ as ‘Lego Ninjago’ Disappoints LOS ANGELES - “Kingsman: The Golden Circle” is the new ruler of the box office.

The sequel from Fox is expected to earn $39 million this weekend from 4,003 locations. That’s slightly below where tracking had pegged it (somewhere in the $40 millions), but above the original “Kingsman” movie, which earned $36.2 million when it opened in 2015.

“Kingsman” is also launching to about $61 million from 64 markets abroad, giving it a $100 million worldwide opening. The audience was male-dominated (58%) and 60% of viewers were between 18 and 34 years old. The sequel received mixed reviews (a 51% score on Rotten Tomatoes), and audiences earned it a B+ CinemaScore, which is the same as the original “Kingsman.” Imax screens accounted for $3.5 million of “Kingsman’s” domestic earn-

ings and $9.2 million of its global grosses.

“I think it’s really a very strong opening. We’re right where we expected it to be,” said Chris Aronson, distribution chief at Fox. “Anytime you can open a sequel bigger than the first one you’re onto something.”

The film franchise is based on the “Kingsman” comic book series, and features a starry cast. Colin Firth, Julianne Moore, and Taron Egerton topline the action comedy and are joined by supporting characters played by Halle Berry, Channing Tatum, Jeff Bridges, and perhaps most notably, Elton John.

The movie reunites the group of secret agents who use a tailor shop as a cover. This time around they travel to the United States where they team with their American counterpart (called Statesman) who pose as cowboy whiskey distillers.

Meanwhile, “The Lego Ninjago

Movie” from Warner Bros. looks like a miss, as it’s tracking for $21.2 million from 4,047 locations. Earlier projections pegged the opening above $30 million.

And the Lego franchise is seeing diminishing returns. The original opened to $69.1 million in 2014.

Then, “The Lego Batman Movie” opened earlier this year to $53 million. The latest movie is connecting with an especially young audience -- 46% of viewers were under the age of 18. Unlike the first two, which both scored above 90% on Rotten Tomatoes, critics were more mixed, earning “Ninjago” a 53%.

“I was hoping that it would have a more broad audience, and am still hopeful,” said Jeff Goldstein, distribution chief at Warner Bros., who said “Ninjago” is “a more niche story” than the previous Lego movies. “They’re different stories with different potential,” he said. (rtr)

KARANGASEM - Some tourists are having second thoughts about visiting the tropical Indonesian resort island of Bali after repeated warnings that its highest volcano could erupt at any time, half a century after it killed more than 1,000 people. Sitting on the so-called Pacific Ring of Fire, Indonesia has nearly 130 active volcanoes, more than any other country. Many Indonesians live near volcanoes because lava flows make the surrounding soil and land fertile for farming.

Several countries, including Australia, Singapore, and the United States, have issued travel advisories alerting holidaymakers to the new risk. And a hotel operator in Bali said news of the volcano had caused cancellations.

“Business is getting low since Mount Agung’s alert status was raised to the highest level,” said Ketut Purnawata, manager of Dasawana Resort, which is in the same district as the volcano, popular with tourists and hikers. Nearly five million people visited Bali last year - most of them from

Australia, China and Japan. Airlines in Australia and Singapore said they were preparing for any disruptions due to an eruption, but flights were running normally for now.

Virgin Australia and Jetstar, both of which fly to Bali from Australia, said they would carry extra fuel in case they needed to change course.

Jetstar and Singapore-based budget carrier Scoot said they had been contacted by a small number of customers looking to change their travel dates. “Less than 100 customers chose to rebook to a later date,” a Scoot spokeswoman said. Singapore Airlines and its short-haul arm SilkAir said customers travelling to Bali until Oct. 2 could rebook or request a refund, while AirAsia said flights were operating normally.

said it had seen some cancellations.

“There will definitely be an impact on (sales of) tour packages but we don’t know the figures yet,” said Agustinus Pake Seko of PT Bayu Buana travel agency. President Joko Widodo visited shelters near Mount Agung on Tuesday and urged residents to follow evacuation procedures after reports that some people were reluctant to leave their homes because nothing had happened.

Thousands of refugee students start attending school

SEMARAPURA - The students from Karangasem evacuating to Klungkung on Monday (Sep. 25) began to attend temporary education at the nearest school from their refugee camp. Despite facing obstacles, the most important is infrastructure as well as teaching and learning process can run smoothly and they are still enthusiastic.

Based on the data of Klungkung Education Agency until 09:00 Local Time. The number of kindergarten to high school / vocational school students accommodated in the evacuation reaches 1,915 people. Nearest schools should provide educational services for them. As recorded, 80 elementary schools, 13 junior high schools and 11 senior high school / vocational school have accepted.

One of them is SDN 2 Gelgel elementary school. The absorbed students reach 121 people spreading from first to sixth grade. On the first day of learning, those wearing free clothes were very enthusiastic about attending classes starting at 07:30 through 12:30 Local Time. The addition of students from various villages in Karangasem makes the class capacity overloaded.

A bench usually filled with two students is now forced to three students. Besides, since having the status as refugee, the children cannot bring along complete school supplies. However, it did not dampen their intention to learn.

A sixth grade student, Putu Oktaviani, said that her returning to school has made her very happy. At the new location, she can interact with new friends coming from various circles. ”We are glad to attend school again so that we also get new friends,” he said.

Before moving temporarily to the school located in the north of Swecapura Stadium, she was educated at SDN 3 Sebudi el-

ementary school. However, since Mount Agung was declared in the watch status, the teaching and learning process does not stop.

“We have not attended school for nearly a week as the school is closed,” she added.

Principal of the SDN 2 Gelgel elementary school, I Wayan Kanten, said that at the beginning of the school class, the refugee students have not been given any lesson as usual. Some of the time is used for adjustment to the new environment. “They are in the refugee camps for a few days. If directly given some lessons, they may be shocked, so it needs adjustment first,” he explained.

Similar happiness was also expressed by Putu Ariawan, a student of SMPN 1 Selat junior high school who is now studying

with students of the SMPN 3 Semarapura. “I just now went to school to enroll, and there was no class,” he said.

The measure of Klungkung government providing access to education received positive response from parents as expressed

by I Wayan Mideh from Selat village. “I think this is a good thing so children’s education does not stop,” he said.

Head of the Klungkung Education Agency, I Dewa Gede Darmawan, stated that the reception of the student is not done haphazardly. His agency will execute the infringement after issuing reprimand letter for three times against the violator. “There has been SOP to take action against the offense and it becomes our guideline,” he said. Number of refugees exceeds predictions

SEMARAPURA - Karangasem residents that evacuate to Klungkung district following the increase of alert level of Mount Agung from watch to warning continue to flow.

As per the initial mapping, when the alert level of Mount Agung was increased from advisory to warning, the government of Klungkung district is ready to receive 15,000 refugees from a number of villages in Karangasem bordering with Klungkung. DENPASAR - The case of billboard installation infringement case in the form of branding owned by a commercial company on Sanur Beach continues to be criticized though the billboard has been dismantled by the owner after the installation period expired. Indonesian farmers from Java (AKP) — the first in Indonesia to be certified Organic worldwide (in Japan, Europe and the USA). Salans and his team loved the idea of promoting Indonesian organic produce.

The ultimate goal was to put people directly in touch with farmers and producers — but this had been done before. So AKP asked Chris Salans if he would agree to do cooking demonstrations and educate visitors to the market about how to use organic produce and the differences and benefits of eating organic.

With passion running high, Salans and his team of chefs added some demonstration booths to the farmers market: a juice station, a dip station, a soup station, and a rice station. The challenge was to cook entirely with the ingredients from the farmers market and provide visitors with recipes to bring home.

Once the concept was born, Chris Salans contacted all the farmers and producers from his Spice restaurants and asked them to join the market.

Coming from as far as Java and from all over Bali, including Munduk, Bedugul and Singaraja, this farmers event is a real collaboration of Organic lovers — farmers and chefs alike. The list now includes locally produced vegetables, fruits, salads, herbs, cheeses, fresh dairy, rice, oats and other grains, nuts, spices, coffees, teas, sugars, salts, honeys, cookies, cakes and many more.

Chris Salans explains “All produce at Sanur Goes Organic are picked that morning and must be sold on that day.

Nothing is stored for the next day! Everything is sold at market price, which makes it cheaper than supermarkets, and everything is organic. So it is cheaper, fresher, and healthier than shopping anywhere in Bali.

Now Chef Chris Salans — the founder of world-renowned Mozaic Restaurant Gastronomique in Ubud and of the Spice gastro-bars, and the energy behind Sanur Goes Organic — is planning to expand the concept of the farmers market to include the community more widely, by inviting guest chefs and guest speakers from Sanur to come give cooking demonstrations. The plan is to have two guest chefs and two guest speakers every Saturday.

This new initiative will be launched on 30 September, when Chef Massimo of the very popular Sanur restaurant Massimo will give a cooking demonstration at the farmers market.

Representing the Spice chefs will be Chris Salans himself who will demo one of his favorite vegetables dishes

from Spice.

Besides the guest chef, there are plans to have guest speakers as well, who will talk about all things related to living a healthy life and taking care of our planet: the science and practice of organic farming; cooking and eating organically; health and hygiene related to food and water; recycling; what communities can do to become more “green”; and other related topics. No doubt visitors to the market will want to make suggestions about they’d like to hear about.

There will also be activities for both adults and children, such as arts & crafts with recycled items, making

recycled bags and accessories, flower arrangement, and other things connected with living sensitively on the Earth. The philosophy behind Sanur Goes Organic is beginning to emerge.

Dubai starts tests in bid to become first city with flying taxis DUBAI - Dubai staged a test flight on Monday for what it said would soon be the world’s first drone taxi service under an ambitious plan by the United Arab Emirates city to lead the Arab world in innovation.

The flying taxi developed by German drone firm Volocopter resembles a small, two-seater helicopter cabin topped by a wide hoop studded with 18 propellers.

It was unmanned for its maiden test run in a ceremony arranged for Dubai Crown Prince Sheikh Hamdan bin Mohammed.

Meant to fly without remote control guidance and with a maximum flight duration of 30 minutes, it comes with plenty of fail-safes in case of trouble: back-up batteries, rotors and, for a worst case scenario, a couple of parachutes.

Volocopter is in a race with more than a dozen well-funded European and U.S. firms, each with its own science fictioninspired vision for creating a new form of urban transport that is a cross between a driverless electric car and a short-haul, vertical takeoff-and-landing aircraft.

These include aerospace giant Airbus, which aims to put a self-piloting taxi in the air by 2020; Kitty Hawk, a company backed by Google co-founder Larry Page; and Uber, which is working with partners on its own flying taxi strategy.

“Implementation would see you using your smartphone, having an app, and ordering a Volocopter to the next voloport near you. The volocopter would come and autonomously pick you up and take you to your destination,” CEO Florian Reuter said.

“It already is capable of flying based on GPS tracks today, and we will implement full sense capability, also dealing with unknown obstacles on the way,” he added, saying developers aimed to initiate the taxis within five years.

In Monday’s test flight, the device hovered upward about 200 meters and whirred for about five minutes over a windswept patch of sand astride the emirate’s Gulf coast.

Attired in crisp white robes and headdresses, Sheikh Hamdan and his entourage clapped approvingly from a nearby viewing deck as the craft alighted.

The UAE has sought to distinguish itself in a region mired in war and strife as a high-tech, forward-looking society.

LONDON - Britain’s first solar power farm to operate without a government subsidy is due to open in eastern England on Tuesday, as a sharp fall in costs has made renewable energy much more economical.

The project “proves that the government’s decision to withdraw subsidies doesn’t have to signal the end of solar as a commercially viable technology,” Steve Shine, chairman of the Clayhill project’s developer, clean tech firm Anesco, said.

Falling costs have seen solar power capacity soar in Britain to around 12 gigawatts (GW), from around 2 GW five years ago, and on one sunny day in May this year solar hit a record, providing almost 25 percent of the country’s electricity.

Britain has a target to meet 15 percent of its energy needs from renewable sources by 2020, up from 8 percent in 2015.

AMLAPURA — Thousands of cereal eater birds were found dead suddenly in the office yard of the Karangasem Public Works and Spatial Planning Agency (PUPR) on Jalan Nenas, Kecicang hamlet, Bungaya Kangin, Bebandem, on Monday (Sep. 25). The bird carcasses were found under a Java olive tree and dying under the heavy equipment. Allegedly thousands of the birds died due to rising temperatures caused by volcanic activities of Mount Agung.

As the information, the Java olive tree where thousands of the birds gathered also dried out. The incident was known at 08:00 last Monday. “Most of the birds are dead. Some others were found dying under the heavy equipment in the warehouse of the PUPR,” said Wayan Darmaji, a local officer.

Darmaji said that at that time he actually wanted to come in and park his vehicle. However, some of his colleagues forbade him from entering because there were thousands of dead birds in the office yard. When checked, some of the bird carcasses have been collected for burial. “No one knows about the cause of the death of those birds,” he added.

In the meantime, some residents suspected if the birds died because there has something to do with rising air temperatures and contaminated air by sulfur due

to increased activities of Mount Agung. Moreover, the mountain had spewed smoke with a height of up to 200 meters above the surface of the crater.

Another resident, I Made Tirta, added that it is caused by cauldron smoke or weather changes due to the activities of the Mount Agung so that all birds will died. Dead bird case only occurred around the PUPR office. “It’s a strange case why the case of dead birds just happened in the PUPR office.

Maybe the birds get poisoned or are affected by bird flu. If there is correlation with the activities of Mount Agung whose alert level has been increased to warning, maybe many birds also died in other areas,” said Tirta.

MADRID - Spanish authorities have done enough to prevent any meaningful independence referendum in Catalonia, two senior government officials said on Monday, though they might let a mock secession “party” take place.

Facing one of its biggest political crises since the return of democracy more than four decades ago, the government in Madrid has declared the Oct. 1 referendum unconstitutional and taken police and court action to block it.

“There may be a party on Sunday at which, on squares and in streets, some voting stalls may be installed and a mock vote may take place,” one of the officials told Reuters on condition of anonymity.

“But it will not be a referendum,” he added, describing the process as “discredited”.

The government has in recent weeks scaled up efforts to prevent the ballot by exerting more control over the use of public funds there,

arresting regional officials and seizing election leaflets.

It has also threatened fines against bureaucrats working on the referendum, including the region’s election commission, which was dissolved last week.

Those actions have sparked mass demonstrations, and Catalan leaders remain determined to hold the vote, saying the regional assembly in Barcelona would declare independence within 48 hours of a “yes”.

A ‘yes’ vote is likely, given that most of the 40 percent of Catalans who polls show support independence are expected to cast ballots while most of those against it are not.

But the unrelenting opposition from Madrid means any such result would go all but unrecognised as a valid expression of the will of the wealthy region’s 5.5 million voters.

The officials said Catalonia lacked a proper election commission, ballots boxes, ballot papers, a transparent

census and election material.

“Not even Venezuela or North Korea will recognise it. And if they do, I am not sure it would help the independence campaign a lot,” the first official said.

A previous referendum on independence, held in November 2014 and also declared illegal by Madrid, saw a majority call for separation from Spain but was dismissed as non-representative as many in favour of staying boycotted it.

The 2014 vote, when 2.23 million cast ballots, led to a snap election that returned a pro-independence coalition which relied on ten members of the far-left CUP to hold a parliamentary majority.

Many observers believe the most likely outcome of the current independence campaign will be another snap election, paving the way for talks between central and local government including a potential constitutional reform to better accommodate Catalonia within Spain. (rtr)

BUSINESS Macron looks to stamp ”non” on banker-style jobless payouts

PARIS - When the global financial crisis erupted in 2008, some expat French bankers who lost their jobs in London returned home to collect unemployment benefits of more than 7,000 euros ($8,000) a month.

Though an extreme example of French welfare generosity, the maximum jobless payout of 7,130 euros a month for two years -- or three if you are near retirement -- is a stark reminder of why President Emmanuel Macron wants to overhaul the system.

Having pushed through changes to France’s 3,000-page labour rule book this month, the 39-year-old president, a former investment banker himself, is looking to take on the opaque world of unemployment insurance in the weeks ahead.

The aim is to spur those who lose their jobs to get back to work more quickly and fill France’s growing number of vacancies, part of what Macron terms “an unprecedented transformation of our social model and economy”.

Apart from the Communist-rooted CGT, most unions have not bothered to demonstrate against the labour law and the few demonstrations there have been - including by truckers on Monday - have struggled to get media attention.

But Macron knows unemployment benefit changes are likely to encounter stronger protests, and also infuriate employers.

While usually on opposite sides of debate, France’s unions and employers are both protective of their decades-old grip over a system worth billions of euros which they manage.

“We don’t want this to become an attack on joint management because we think we have shown we can manage unemployment insurance,” said Michel Beaugas, head of labour policy at Force Ouvriere, France’s third largest union.

The government has little control over how much and for how long the unemployed receive benefits, which are negotiated by unions and employers every two to three years.

Macron wants to bring the benefits fund, known by its acronym Unedic, under state control, arguing that the government should have “more than a word to say” since it guarantees the fund’s 30.5 billion euros ($36.5 billion) of debt.

For the unions, retaining a say in how Unedic is managed is equivalent to staying relevant. Membership is

already among the lowest in the developed world and declining and the labour reforms have weakened their power to negotiate for employees.

Though employer federations feel less threatened, they too are reluctant to see the system slip from their grasp.

“Since workers and employers pay in contributions for unemployment, I prefer that we keep it under our control,” said Pierre Gattaz, head of the employers’ federation, Medef.

HOW GENEROUS Examples of generous benefits for laid-off bankers may grab headlines, but they are more the exception than the rule.

Those covered by Unedic -- which insures 2.8 million people out of a total jobless pool of 3.5 million -- get benefits worth 67 percent of their previous income, slightly below the average of 69 percent across the European Union, according to a study by the French Treasury published in December.

Moreover, almost all of their benefit income comes from jobless insurance, while many other countries offset lower benefits with separate allotments of aid, like family allowances in Britain or tax exemptions in Germany, the Treasury said.

Though France stands out for its maximum jobless benefit of 7,130 euros per month before tax, the average gross payout is a more modest 1,200 euros, according to the state employment agency, known as Pole Emploi.

The main problem is that incentives are not structured towards getting people back to work quickly, with most payments running for up to 24 months, longer than all other EU countries except Belgium and the Netherlands, the Treasury said.

High unemployment -- France’s jobless rate has stood above nine percent for six years, although it is showing signs of a decline -- rather than careless generosity is the main cause of Unedic’s 3.6 billion euro shortfall, experts say.

Unedic expects the gap to narrow rapidly in the coming years as the economy picks up jobs are created.

Manager Ketut Utama explained that he inherited his Siobka recipes from his biological grandmother and that he grew up learning how to run a the family food stall, so when Ketut got married, he dicided to continue the family business.

Ketut also explained that they always use selected pork and in order to eliminate the pungent odor of pork they first boil the meat with spieces and soy sauce. This boiling process also yields the tasty gravy for which they are famous while the sauce soy sauce gives that special sweetness. They also use pork skin, fatty meat, offal and head of pork. “ Actually it is easy to make siobak, you just need meat and seasoning” he added.

People from all over Buleleng and other parts of Bali come to enjoy this 62 year old man’s special siobak. “We often have customaers from Malaysia and other foreign countries who stop by when visitiing Buleleng”, said Ketut. The distinctives foods of Buleleng are clearly not just popular with locals but with people from all over.

Since siobak there are more and more people serving siobak in Bulelelng, Ketut needs to keep his recipie fine tuned in order to remain competitive. “Since my mother’S time our flavour has remained the same. It feels original without adding extra ingredients” he said.

With Irma - and a power failure Miami gets a taste of deadly heat

MIAMI - Miami is a city that lives on air conditioning. When it fails, people can die.

After Hurricane Irma knocked down power lines and disconnected the cooling system at a nursing home north of Miami this month, 11 residents perished when temperatures inside soared.

Florida Governor Rick Scott blamed management at the facility for allowing patients to endure sweltering conditions as the heat index - a measure of combined heat and humidity - passed 100 degrees Fahrenheit.

But public outrage has also targeted the local utility company for not restoring electricity fast enough, and the city for not ordering and assisting with an evacuation.

In this often sweltering southern city, widespread use of air conditioning makes it easy to overlook the growing risks of extreme heat. But the risks are there - and they can be just one power failure away.

Around the world, a surge in extreme weather events, including storms, floods and droughts, has focused attention on the risks associated with global warming.

But one of the biggest threats - and a particularly serious one for already hot countries and cities - is worsening heatwaves, which remain an under-estimated risk, experts say.

In the United States, Florida is predicted to experience the greatest increase in the deadly combination of heat and humidity over the next decades.

The number of extreme heat days, when the heat index is above 105 degrees Fahrenheit (40.6 degrees Celsius), is expected to jump to 126 a year by 2030 and 151 by 2050 in Miami, according to a study by Climate Central, a U.S. nonprofit science and media organisation.

In 2000, Miami saw just 24 such extreme heat days, the study noted.

Miami’s sweating residents - particularly those who spend a lot of time outside - say they’re noticing the difference already.

“I’ve been here all my life and working in construction, and I can tell you: it’s getting hotter every year,” said Rai Finalet, as he moved barriers along Little Havana’s Flagler Street, which is being repaved.

On a summer day in early September, there was not even a hint of fall in the air. Instead it was 93 degrees, with a heat index of 107 degrees.

Finalet’s long-sleeve shirt, which he needed to protect his skin from the scorching sun, had been soaked since he started his shift at 8 a.m., he said.

Taking frequent breaks and drinking “gallons” of water is his secret to surviving an outdoor job, even as most Miami residents try to avoid stepping out of air-conditioned spaces.

TOURISTS WILT

With only a thin canopy of trees and a location far from Miami’s breezy shores, densely populated Little Havana often registers the city’s hottest temperatures.

In the summer, which effectively lasts from April through October, the average temperature is often above 86 degrees and very few locals venture out on the streets around midday.

But Nolvia Hernandez, parasol in hand, had rushed out to pick up her son from school.

“I avoid going out during the hottest times of the day, and when I do, I take my umbrella,” she said. Asked why she was wearing a long-sleeve shirt, she said the air conditioning is kept very cold at her workplace.

Tourists regularly brave the heat to experience iconic Little Havana, where hundreds of thousands of Cuban immigrants settled over the decades, opening quaint cigar shops, lively restaurants and salsa clubs.

At the Ball and Chain, a traditional bar with a live salsa band playing most days and evenings, a powerful misting system along the facade offers visitors an inviting respite from the heat.

Next door, the Azucar ice cream shop, with its powerful air conditioning, is another spot where tourists can take a break from suffocating temperatures outside.

Veronica Agudo, Lucia Beth Marcoleta and Tatiana Harder walk in and breathe a big sigh of relief as the cold air sweeps over them. The friends from Chile sit on a bench and slouch against the wall, sweat trickling down their faces.

“This humidity is killing us,” said Marcoleta. “We want to walk around and see all the sights, but it’s just so hot.”

“It’s better to stay on Miami Beach, in the water, for our entire vacation,” Agudo joked.

One outdoors spot in the heart of Little Havana where temperatures are cooler is Maximo Gomez park, also known as Domino Park. It’s a small green oasis with lush trees where residents play dominoes and chess on tables under gazebos fitted with ceiling fans.

Leo Diaz, one of the players, lives in a building with a new central air system, but prefers to spend time outdoors. He worries about Miami’s future as climate change boosts temperatures.

“This city is building more, paving more areas, and we can all feel that the climate is changing. Soon we won’t even be able to stand being here. I hope I don’t see that in my lifetime,” said the former radio announcer who arrived in Miami from Cuba almost 30 years ago.

‘IMMUNE’ TO HEAT

Already heat is the top weather-related killer in the United States - but it is a silent one, with heat-linked illnesses often diagnosed as other disorders, said Laurence Kalkstein, a climatology professor at the University of Miami’s Miller School of Medicine.

In places like Florida, there is low awareness of heat risks because people expect days to be hot, and the state is relatively well-equipped to deal with high temperatures, he said.

“Heat-related mortality isn’t very common here, so most people believe they are immune to it,” he noted. “But we have a growing vulnerable population - of aging people who don’t sweat as efficiently, and others like the homeless, obese people, or those on certain medications.”

In steamy Florida, high humidity makes it harder for sweat to evaporate, preventing the body from cooling off. That’s what can cause heat exhaustion and potentially deadly heat stroke - and what may have contributed to the deaths at the nursing home.

Climate change has already given Florida a lot to worry about, with many officials so far more focused on dealing with rising sea level and worsening flooding than heat threats.

But cities in Florida also have created “resilience” offices to try to adapt to and plan for coming changes, including worsening monster storms - and rising heat.

“Heat is an issue for low-income communities and more vulnerable individuals, (such as) the elderly population,” Jane Gilbert, the chief resilience officer for the city of Miami, said in an interview before Hurricane Irma.

“We want to understand better if there are places where people can’t afford to have air conditioning, and to have an

AIR CONDITIONING BOOM

The invention of air conditioning has in many ways made modern Florida possible, fueling a population boom after World War Two, according to a history book by the University of South Florida.

The state’s famed tourism industry, its top revenue generator, for instance, only took off after most hotels invested hefty sums in efficient cooling systems by the 1960s.

Now nearly everyone relies on air conditioning - and plenty of it.

Silvana Giuffrida, an architect in Miami, has three units in her townhouse-style condo in the luxury Brickell neighborhood, one on each floor.

She keeps her home’s remote-controlled shades down as much as possible to reduce the heat that floods into her sunbathed home facing spectacular Biscayne Bay. “I try to keep the temperature around 78 degrees, which is also the best level for energy efficiency,” she said.

Drinking a lot of water, wearing light-colored clothes and avoiding going outside in peak temperature hours are also part of her routine to beat the heat, she said.

For the most vulnerable, however, state authorities have decided to step up protections after the nursing home tragedy exposed the dangers of extreme heat.

Governor Scott issued an emergency order requiring nursing homes to have generators that can keep air conditioners running for up to four days.

Kalkstein, of the University of Miami, said the deaths highlight the risk that heat poses for Miami - and for many more cities.

“What we all need to realize is that these excessive heat events will happen more and more often, all over the world, and we all need to be more aware of the potential health impacts,” he said. (rtr)

No more problem in Jakarta reclamation project : Luhut

JAKARTA - Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan said there is no more problem in the development of the G island in the controversial Jakarta reclamation project. The problem with the G island concerns electric cable below the man-made island off Jakarta. The Jakarta governor elect is against continuing the project contradicting the policy of the city administration under convicted governor Basuki Tjahaja Purnama (Ahok) as well as the central government.

On Monday Luhut said he would hold a meeting of ministers under his coordination on Friday to discuss and resolve problem over the G island, adding as for the C and D island project had no problem to be discussed.

“There is only one problem with the G island, that is about the electric cable. A team under Mr Ridwan (Deputy for infrastructure coordinatio9n) said there is no more problem. There is technology engineering, therefore, there

is no more problem,” the senior minister said. He repeated saying work could be resumed on the G island project, but first there should be confirmation of the claim in the form of study result, that the decision was not made in a hurry.

“I see no problem with the G island reclamation project. However, we dont to make a decision in a hurry. I would not want to be blamed by our descendants that I have lied to and cheated the public. Therefore, anyone having any

idea please come up with data not just talk big to the public,” he said, apparently referred to contradicting statements by critics including Jakarta vice governor elect Sandiaga Uno. Earlier, Luhut said that reclamation project with the man made islands of C, D and G in the Jakarta bay would continue, adding the developers had fulfilled all the requirements set by the Environment and Forestry Ministry .

cording to Jakarta Environment Office, all technical conditions have been fulfilled. “Therefore, technically everything has been resolved,” said Ridwan Djamaluddin.

He said technical engineering will guarantee protection for the electric cable of the Muara Karang power plant and gas pipes of Pertamina below the G island.

“The interest of local fishermen has also been duly taken into consideration in carrying out the reclamation project. A channel has been provided for fishermen

going out to or returning from the sea . Thanks God, there is no injustice committed against fishermen. This is in line with the program of the Marine and Fisheries Ministry to develop a port at Muara Baru into a modern fish market,” he said.

He said , if approved the outer most one of the man made islands could also be appropriated specially for fishermen to facilitate them to go to the sea . Critics have said the reclamation project would kill local fishermen. (ant)

SALATIGA - President Joko Widodo (Jokowi) said he was optimistic the target to build 1,800 kilometers of toll road until 2019 would be achieved. Jokowi said he was convinced by Public Works and Housing Minister Basuki Hadimulyono that the target could be reached.

Three years earlier, Indonesia had only 780 kilometers of toll road, far lagging behind neighboring countries, he said.

In 2019 we will have an addition of 1,800 kilometers, the president said after commissioning a new 17 kilometer toll road between Bawen and Salatiga on Monday.

“In more than 10 year we have only 780 kilometers of toll road.

China builds up 4,000 to 5,000 kilometers a year,” he said .

In 1977 when first the country had its first 77 kilometer Jagorawi toll road, many other countries wanted to study the management and construction of the toll road, he said.

“But soon they already had thousands of kilometers, leaving us lagging behind with only 780 kilometers three year ago,” he said.

Jokowi said the main drag in the development of toll roads in the country is land clearing as the land owners raised the price of their land

when they know the government wanted the land.

“Now we see the key . We already found the key. We are not inferior in construction if the land has been cleared,” he added. The president said the toll roads are expected to significantly cut the logistic cost.

He said the transport cost for goods is more than two times higher in Indonesia than in Singapore and Malaysia.

The president, therefore, hopes that construction of Trans Java toll road could be completed in 2018 after years in the process of construction. (ant)

year. On public holidays, it is mostly domestic visitors who come to Pererenan Beach, while visitors from Australia, Europe and Asia visit when the waves are good for surfing.

A number of leading brands have also hosted several internatinoal kite surfing competitions here. As is the case with neighbouring beaches, Pererenan beach is a popular destination for kite surfers. There are also two companies that offer horse back riding tours along the beach and in nearby rice paddy fields.

Local customary village authorities charge IDR 3,000 for cars and IDR 2,00 for motorcycles to park by the beach. The local LPM has plans to fix the road that leads to the beach and to have public toilets put in that will be decorated with mermaids statues. There are also plans to build stalls for vendors, enlarge the parking lot and create a venue for holding customary rituals that will be arranged by the customary village.

The arrangement of the beach area has been ongoign intensively since 2015 and have yielded good results with approximately 90 to 150 people visiting the beach daily.

A number of other attractions in Pererenan village have also been worked on in order to support this area that is seeing more and more visitors. For instance, the local river has been restored a s a hbaitat for shrimp and a breeding site has been established to reintroduce the magpie robin. These efforts were undertaken by Pererenan Gumi Lestrai (PGL), a community ecosystem preservation group.

Acting head of Pererenan village I Ketut Gede Sasmita, said that there are other community efforts in his village too. As farming is the dominant activity of this village, they are working on creating a running path through their paddy fields as a way to attract visitors.

Like the other coastal areas, they are also trying to maitain the profession of fishermen. There are 30 active fishermen at Pererenan village who are coalesced into the Windu Segara fishermen group. To accommodate the interests of fishermen, the village cooperates with a number of villas so that these fishermen can take part in offering services to the tourists who stay there as a supplement to their income. International team not joining U.S. anthem protest

JERSEY CITY - The International team at this week’s Presidents Cup will not follow in the footsteps of NFL players who responded to criticism from U.S. President Donald Trump by staging silent protests during the U.S. national anthem.

Tony Johnstone, an assistant to International team captain Nick Price, said on Monday his squad of 12 players from around the world, excluding Europe, discussed the issue and decided it best not to get involved.

“We’ve had a unanimous agreement that none of us are Americans, so it’s got absolutely bugger all to do with us,” Johnstone said at Liberty National, where the biennial event between the International and U.S. teams begins on Thursday.

“I don’t think we’re in a position to talk about it. Our view is we’re here to play golf, we’re here as sportsmen, we’re not interested in politics.

“What the hell does it got to do with us anyway? It’s an American thing. We’re just biting our lips. We don’t want to get involved.”

Johnstone’s comments came a day after dozens of NFL players, coaches and even some owners joined in silent protest at games against Trump’s call for owners to fire players who do not stand during the “Star-Spangled Banner.”

The protests began last year when former San Francisco 49ers quarterback Colin Kaepernick began kneeling during the anthem in protest of police brutality and racial inequities last year. No NFL team has signed Kaepernick for this season.

Johnstone is from Zimbabwe, a country that has had its share of political turmoil over the years, so he knows how it feels to hear foreign citizens lecture how his country should be run.

“If somebody came from overseas to my home country and started pontificating ‘you should do this, you should do that,’ I’d say ‘why don’t you get stuffed, it’s got nothing to do with you,’” said Johnstone.

Trump, an avid golfer, has not announced whether he will attend this year’s Presidents Cup, but either way it would be a shock if any American player protests during the U.S. national anthem at the opening ceremony.

Johnstone’s advice to the American team was to steer clear.

“I just hope they don’t get any pie on their face and just leave it alone,” said Johnstone. (rtr)

The former world champions will be known officially as Aston Martin Red Bull Racing.

“Title partnership is the next logical step for our innovation partnership with Red Bull Racing,” Aston Martin president and chief executive Andy Palmer said in a statement on Monday.

“We are enjoying the global brand awareness that a revitalised Formula One provides.”

Red Bull and Aston Martin, the glamorous 104-year-old marque whose road cars have become as-

sociated with fictional British secret agent James Bond, have an existing technical relationship.

Red Bull designer Adrian Newey, whose cars won four successive drivers’ and constructors’ titles between 2010-13, has been heavily involved in Aston Martin’s Valkyrie “hypercar” which will be delivered to customers in 2019.

The team, whose cars currently carry some Aston Martin branding, are powered by Renault engines branded as Tag Heuer. Australian Daniel Ricciardo and Dutch teenager Max Verstappen are the current drivers.

Jamie Carragher does not expect Rafa Benitez to have a long stint at Newcastle United but backed the Spanish manager to keep the promoted side in the Premier League. Rather than reducing the number of teams in Serie A, international fixtures need to be better planned to deal with player workloads, Napoli coach Maurizio Sarri said ahead of his team’s Champions League match against Feyenoord on Tuesday.

Italian FA president Carlo Tavecchio and Juventus coach Massimiliano Allegri are among those who would like to cut the number of teams in Italy’s top flight.

However, Sarri pointed out that such a cull would stifle the growth of the sport and a better solution would be to streamline the international fixture programme.

“An 18-team league has the pro of reducing the number of games and the con of taking away a dream from many cities, reducing the number of potential football fans in the long term,” Sarri said on the eve of the match in which both Napoli and Feyenoord will be looking for their first group phase victory this season.

“I think we should blame the national team (for the crammed calendar as we should) find a specific window during the year when the national teams play... and the rest of the season some time should be given to clubs because this would give more quality to the games.”

Alvaro Morata is unlikely to get a warm reception when Chelsea visit Atletico Madrid in the Champions League on Wednesday because of the striker’s past association with Real Madrid, the Premier League club’s goalkeeper Thibaut Courtois has said.

Courtois, who spent three seasons on loan at Real’s rivals Atletico, said his team mate at the other end of the pitch would have to prepare for a “big game” at the Estadio Metropolitano.

BERLIN - Germany midfielder Toni Kroos has eased Real Madrid’s injury concerns and could be fit to play in their Champions League match at Borussia Dortmund on Tuesday, coach Zinedine Zidane said.

Real are already without injured Marcelo, Karim Benzema and Mateo Kovacic but Kroos is back in the squad after sitting out their 2-1 weekend win over Alaves in La Liga due to a rib injury.

“Toni Kroos is a very important player for us,” Zidane told reporters on Monday. “He is looking good.

We will see tomorrow if he is fit for the game.”

Real have never won in Dortmund before, having lost three of six matches and drawn the other three.

year. On public holidays, it is mostly domestic visitors who come to Pererenan Beach, while visitors from Australia, Europe and Asia visit when the waves are good for surfing.

A number of leading brands have also hosted several internatinoal kite surfing competitions here. As is the case with neighbouring beaches, Pererenan beach is a popular destination for kite surfers. There are also two companies that offer horse back riding tours along the beach and in nearby rice paddy fields.

Local customary village authorities charge IDR 3,000 for cars and IDR 2,00 for motorcycles to park by the beach. The local LPM has plans to fix the road that leads to the beach and to have public toilets put in that will be decorated with mermaids statues. There are also plans to build stalls for vendors, enlarge the parking lot and create a venue for holding customary rituals that will be arranged by the customary village.

The arrangement of the beach area has been ongoign intensively since 2015 and have yielded good results with approximately 90 to 150 people visiting the beach daily.

A number of other attractions in Pererenan village have also been worked on in order to support this area that is seeing more and more visitors. For instance, the local river has been restored a s a hbaitat for shrimp and a breeding site has been established to reintroduce the magpie robin. These efforts were undertaken by Pererenan Gumi Lestrai (PGL), a community ecosystem preservation group.

Acting head of Pererenan village I Ketut Gede Sasmita, said that there are other community efforts in his village too. As farming is the dominant activity of this village, they are working on creating a running path through their paddy fields as a way to attract visitors.

Like the other coastal areas, they are also trying to maitain the profession of fishermen. There are 30 active fishermen at Pererenan village who are coalesced into the Windu Segara fishermen group. To accommodate the interests of fishermen, the village cooperates with a number of villas so that these fishermen can take part in offering services to the tourists who stay there as a supplement to their income. International team not joining U.S. anthem protest

JERSEY CITY - The International team at this week’s Presidents Cup will not follow in the footsteps of NFL players who responded to criticism from U.S. President Donald Trump by staging silent protests during the U.S. national anthem.

Tony Johnstone, an assistant to International team captain Nick Price, said on Monday his squad of 12 players from around the world, excluding Europe, discussed the issue and decided it best not to get involved.

“We’ve had a unanimous agreement that none of us are Americans, so it’s got absolutely bugger all to do with us,” Johnstone said at Liberty National, where the biennial event between the International and U.S. teams begins on Thursday.

“I don’t think we’re in a position to talk about it. Our view is we’re here to play golf, we’re here as sportsmen, we’re not interested in politics.

“What the hell does it got to do with us anyway? It’s an American thing. We’re just biting our lips. We don’t want to get involved.”

Johnstone’s comments came a day after dozens of NFL players, coaches and even some owners joined in silent protest at games against Trump’s call for owners to fire players who do not stand during the “Star-Spangled Banner.”

The protests began last year when former San Francisco 49ers quarterback Colin Kaepernick began kneeling during the anthem in protest of police brutality and racial inequities last year. No NFL team has signed Kaepernick for this season.

Johnstone is from Zimbabwe, a country that has had its share of political turmoil over the years, so he knows how it feels to hear foreign citizens lecture how his country should be run.

“If somebody came from overseas to my home country and started pontificating ‘you should do this, you should do that,’ I’d say ‘why don’t you get stuffed, it’s got nothing to do with you,’” said Johnstone.

Trump, an avid golfer, has not announced whether he will attend this year’s Presidents Cup, but either way it would be a shock if any American player protests during the U.S. national anthem at the opening ceremony.

Johnstone’s advice to the American team was to steer clear.

“Title partnership is the next logical step for our innovation partnership with Red Bull Racing,” Aston Martin president and chief executive Andy Palmer said in a statement on Monday.

Red Bull and Aston Martin, the glamorous 104-year-old marque whose road cars have become as-

sociated with fictional British secret agent James Bond, have an existing technical relationship.

Red Bull designer Adrian Newey, whose cars won four successive drivers’ and constructors’ titles between 2010-13, has been heavily involved in Aston Martin’s Valkyrie “hypercar” which will be delivered to customers in 2019.

The team, whose cars currently carry some Aston Martin branding, are powered by Renault engines branded as Tag Heuer. Australian Daniel Ricciardo and Dutch teenager Max Verstappen are the current drivers.

With Irma - and a power failure Miami gets a taste of deadly heat

MIAMI - Miami is a city that lives on air conditioning. When it fails, people can die.

After Hurricane Irma knocked down power lines and disconnected the cooling system at a nursing home north of Miami this month, 11 residents perished when temperatures inside soared.

Florida Governor Rick Scott blamed management at the facility for allowing patients to endure sweltering conditions as the heat index - a measure of combined heat and humidity - passed 100 degrees Fahrenheit.

But public outrage has also targeted the local utility company for not restoring electricity fast enough, and the city for not ordering and assisting with an evacuation.

In this often sweltering southern city, widespread use of air conditioning makes it easy to overlook the growing risks of extreme heat. But the risks are there - and they can be just one power failure away.

Around the world, a surge in extreme weather events, including storms, floods and droughts, has focused attention on the risks associated with global warming.

But one of the biggest threats - and a particularly serious one for already hot countries and cities - is worsening heatwaves, which remain an under-estimated risk, experts say.

In the United States, Florida is predicted to experience the greatest increase in the deadly combination of heat and humidity over the next decades.

The number of extreme heat days, when the heat index is above 105 degrees Fahrenheit (40.6 degrees Celsius), is expected to jump to 126 a year by 2030 and 151 by 2050 in Miami, according to a study by Climate Central, a U.S. nonprofit science and media organisation.

In 2000, Miami saw just 24 such extreme heat days, the study noted.

Miami’s sweating residents - particularly those who spend a lot of time outside - say they’re noticing the difference already.

“I’ve been here all my life and working in construction, and I can tell you: it’s getting hotter every year,” said Rai Finalet, as he moved barriers along Little Havana’s Flagler Street, which is being repaved.

On a summer day in early September, there was not even a hint of fall in the air. Instead it was 93 degrees, with a heat index of 107 degrees.

Finalet’s long-sleeve shirt, which he needed to protect his skin from the scorching sun, had been soaked since he started his shift at 8 a.m., he said.

Taking frequent breaks and drinking “gallons” of water is his secret to surviving an outdoor job, even as most Miami residents try to avoid stepping out of air-conditioned spaces.

TOURISTS WILT

With only a thin canopy of trees and a location far from Miami’s breezy shores, densely populated Little Havana often registers the city’s hottest temperatures.

In the summer, which effectively lasts from April through October, the average temperature is often above 86 degrees and very few locals venture out on the streets around midday.

But Nolvia Hernandez, parasol in hand, had rushed out to pick up her son from school.

“I avoid going out during the hottest times of the day, and when I do, I take my umbrella,” she said. Asked why she was wearing a long-sleeve shirt, she said the air conditioning is kept very cold at her workplace.

Tourists regularly brave the heat to experience iconic Little Havana, where hundreds of thousands of Cuban immigrants settled over the decades, opening quaint cigar shops, lively restaurants and salsa clubs.

At the Ball and Chain, a traditional bar with a live salsa band playing most days and evenings, a powerful misting system along the facade offers visitors an inviting respite from the heat.

Next door, the Azucar ice cream shop, with its powerful air conditioning, is another spot where tourists can take a break from suffocating temperatures outside.

Veronica Agudo, Lucia Beth Marcoleta and Tatiana Harder walk in and breathe a big sigh of relief as the cold air sweeps over them. The friends from Chile sit on a bench and slouch against the wall, sweat trickling down their faces.

“This humidity is killing us,” said Marcoleta. “We want to walk around and see all the sights, but it’s just so hot.”

“It’s better to stay on Miami Beach, in the water, for our entire vacation,” Agudo joked.

One outdoors spot in the heart of Little Havana where temperatures are cooler is Maximo Gomez park, also known as Domino Park. It’s a small green oasis with lush trees where residents play dominoes and chess on tables under gazebos fitted with ceiling fans.

Leo Diaz, one of the players, lives in a building with a new central air system, but prefers to spend time outdoors. He worries about Miami’s future as climate change boosts temperatures.

“This city is building more, paving more areas, and we can all feel that the climate is changing. Soon we won’t even be able to stand being here. I hope I don’t see that in my lifetime,” said the former radio announcer who arrived in Miami from Cuba almost 30 years ago.

‘IMMUNE’ TO HEAT

Already heat is the top weather-related killer in the United States - but it is a silent one, with heat-linked illnesses often diagnosed as other disorders, said Laurence Kalkstein, a climatology professor at the University of Miami’s Miller School of Medicine.

In places like Florida, there is low awareness of heat risks because people expect days to be hot, and the state is relatively well-equipped to deal with high temperatures, he said.

“Heat-related mortality isn’t very common here, so most people believe they are immune to it,” he noted. “But we have a growing vulnerable population - of aging people who don’t sweat as efficiently, and others like the homeless, obese people, or those on certain medications.”

In steamy Florida, high humidity makes it harder for sweat to evaporate, preventing the body from cooling off. That’s what can cause heat exhaustion and potentially deadly heat stroke - and what may have contributed to the deaths at the nursing home.

Climate change has already given Florida a lot to worry about, with many officials so far more focused on dealing with rising sea level and worsening flooding than heat threats.

But cities in Florida also have created “resilience” offices to try to adapt to and plan for coming changes, including worsening monster storms - and rising heat.

“Heat is an issue for low-income communities and more vulnerable individuals, (such as) the elderly population,” Jane Gilbert, the chief resilience officer for the city of Miami, said in an interview before Hurricane Irma.

“We want to understand better if there are places where people can’t afford to have air conditioning, and to have an

The state’s famed tourism industry, its top revenue generator, for instance, only took off after most hotels invested hefty sums in efficient cooling systems by the 1960s.

Now nearly everyone relies on air conditioning - and plenty of it.

Silvana Giuffrida, an architect in Miami, has three units in her townhouse-style condo in the luxury Brickell neighborhood, one on each floor.

She keeps her home’s remote-controlled shades down as much as possible to reduce the heat that floods into her sunbathed home facing spectacular Biscayne Bay. “I try to keep the temperature around 78 degrees, which is also the best level for energy efficiency,” she said.

Drinking a lot of water, wearing light-colored clothes and avoiding going outside in peak temperature hours are also part of her routine to beat the heat, she said.

For the most vulnerable, however, state authorities have decided to step up protections after the nursing home tragedy exposed the dangers of extreme heat.

Governor Scott issued an emergency order requiring nursing homes to have generators that can keep air conditioners running for up to four days.

Kalkstein, of the University of Miami, said the deaths highlight the risk that heat poses for Miami - and for many more cities.

“What we all need to realize is that these excessive heat events will happen more and more often, all over the world, and we all need to be more aware of the potential health impacts,” he said. (rtr)

No more problem in Jakarta reclamation project : Luhut

JAKARTA - Coordinating Minister for Maritime Affairs Luhut Binsar Pandjaitan said there is no more problem in the development of the G island in the controversial Jakarta reclamation project. The problem with the G island concerns electric cable below the man-made island off Jakarta. The Jakarta governor elect is against continuing the project contradicting the policy of the city administration under convicted governor Basuki Tjahaja Purnama (Ahok) as well as the central government.

On Monday Luhut said he would hold a meeting of ministers under his coordination on Friday to discuss and resolve problem over the G island, adding as for the C and D island project had no problem to be discussed.

“There is only one problem with the G island, that is about the electric cable. A team under Mr Ridwan (Deputy for infrastructure coordinatio9n) said there is no more problem. There is technology engineering, therefore, there

is no more problem,” the senior minister said. He repeated saying work could be resumed on the G island project, but first there should be confirmation of the claim in the form of study result, that the decision was not made in a hurry.

“I see no problem with the G island reclamation project. However, we dont to make a decision in a hurry. I would not want to be blamed by our descendants that I have lied to and cheated the public. Therefore, anyone having any

idea please come up with data not just talk big to the public,” he said, apparently referred to contradicting statements by critics including Jakarta vice governor elect Sandiaga Uno. Earlier, Luhut said that reclamation project with the man made islands of C, D and G in the Jakarta bay would continue, adding the developers had fulfilled all the requirements set by the Environment and Forestry Ministry .

SALATIGA - President Joko Widodo (Jokowi) said he was optimistic the target to build 1,800 kilometers of toll road until 2019 would be achieved. Jokowi said he was convinced by Public Works and Housing Minister Basuki Hadimulyono that the target could be reached.

Three years earlier, Indonesia had only 780 kilometers of toll road, far lagging behind neighboring countries, he said.

In 2019 we will have an addition of 1,800 kilometers, the president said after commissioning a new 17 kilometer toll road between Bawen and Salatiga on Monday.

“In more than 10 year we have only 780 kilometers of toll road.

China builds up 4,000 to 5,000 kilometers a year,” he said .

In 1977 when first the country had its first 77 kilometer Jagorawi toll road, many other countries wanted to study the management and construction of the toll road, he said.

“But soon they already had thousands of kilometers, leaving us lagging behind with only 780 kilometers three year ago,” he said.

Jokowi said the main drag in the development of toll roads in the country is land clearing as the land owners raised the price of their land

when they know the government wanted the land.

“Now we see the key . We already found the key. We are not inferior in construction if the land has been cleared,” he added. The president said the toll roads are expected to significantly cut the logistic cost.

He said the transport cost for goods is more than two times higher in Indonesia than in Singapore and Malaysia.

The president, therefore, hopes that construction of Trans Java toll road could be completed in 2018 after years in the process of construction. (ant)

BUSINESS Macron looks to stamp ”non” on banker-style jobless payouts

PARIS - When the global financial crisis erupted in 2008, some expat French bankers who lost their jobs in London returned home to collect unemployment benefits of more than 7,000 euros ($8,000) a month.

Though an extreme example of French welfare generosity, the maximum jobless payout of 7,130 euros a month for two years -- or three if you are near retirement -- is a stark reminder of why President Emmanuel Macron wants to overhaul the system.

Having pushed through changes to France’s 3,000-page labour rule book this month, the 39-year-old president, a former investment banker himself, is looking to take on the opaque world of unemployment insurance in the weeks ahead.

The aim is to spur those who lose their jobs to get back to work more quickly and fill France’s growing number of vacancies, part of what Macron terms “an unprecedented transformation of our social model and economy”.

Apart from the Communist-rooted CGT, most unions have not bothered to demonstrate against the labour law and the few demonstrations there have been - including by truckers on Monday - have struggled to get media attention.

But Macron knows unemployment benefit changes are likely to encounter stronger protests, and also infuriate employers.

While usually on opposite sides of debate, France’s unions and employers are both protective of their decades-old grip over a system worth billions of euros which they manage.

“We don’t want this to become an attack on joint management because we think we have shown we can manage unemployment insurance,” said Michel Beaugas, head of labour policy at Force Ouvriere, France’s third largest union.

The government has little control over how much and for how long the unemployed receive benefits, which are negotiated by unions and employers every two to three years.

Macron wants to bring the benefits fund, known by its acronym Unedic, under state control, arguing that the government should have “more than a word to say” since it guarantees the fund’s 30.5 billion euros ($36.5 billion) of debt.

For the unions, retaining a say in how Unedic is managed is equivalent to staying relevant. Membership is

already among the lowest in the developed world and declining and the labour reforms have weakened their power to negotiate for employees.

Though employer federations feel less threatened, they too are reluctant to see the system slip from their grasp.

“Since workers and employers pay in contributions for unemployment, I prefer that we keep it under our control,” said Pierre Gattaz, head of the employers’ federation, Medef.

HOW GENEROUS Examples of generous benefits for laid-off bankers may grab headlines, but they are more the exception than the rule.

Those covered by Unedic -- which insures 2.8 million people out of a total jobless pool of 3.5 million -- get benefits worth 67 percent of their previous income, slightly below the average of 69 percent across the European Union, according to a study by the French Treasury published in December.

Moreover, almost all of their benefit income comes from jobless insurance, while many other countries offset lower benefits with separate allotments of aid, like family allowances in Britain or tax exemptions in Germany, the Treasury said.

Though France stands out for its maximum jobless benefit of 7,130 euros per month before tax, the average gross payout is a more modest 1,200 euros, according to the state employment agency, known as Pole Emploi.

The main problem is that incentives are not structured towards getting people back to work quickly, with most payments running for up to 24 months, longer than all other EU countries except Belgium and the Netherlands, the Treasury said.

High unemployment -- France’s jobless rate has stood above nine percent for six years, although it is showing signs of a decline -- rather than careless generosity is the main cause of Unedic’s 3.6 billion euro shortfall, experts say.

Unedic expects the gap to narrow rapidly in the coming years as the economy picks up jobs are created.

“What we want is that the government leaves it to us to negotiate both unemployment benefits and professional training,” Force Ouvriere’s Beaugas said.

Siobak can be found in a variety of places in Buleleng ranging from street vendors to fine restaurant. Aye Syobak is the name of one of the street stalls that is quite popular in Buleleng. Manager Ketut Utama explained that he inherited his Siobka recipes from his biological grandmother and that he grew up learning how to run a the family food stall, so when Ketut got married, he dicided to continue the family business.

Ketut also explained that they always use selected pork and in order to eliminate the pungent odor of pork they first boil the meat with spieces and soy sauce. This boiling process also yields the tasty gravy for which they are famous while the sauce soy sauce gives that special sweetness. They also use pork skin, fatty meat, offal and head of pork. “ Actually it is easy to make siobak, you just need meat and seasoning” he added.

People from all over Buleleng and other parts of Bali come to enjoy this 62 year old man’s special siobak. “We often have customaers from Malaysia and other foreign countries who stop by when visitiing Buleleng”, said Ketut. The distinctives foods of Buleleng are clearly not just popular with locals but with people from all over.

Since siobak there are more and more people serving siobak in Bulelelng, Ketut needs to keep his recipie fine tuned in order to remain competitive. “Since my mother’S time our flavour has remained the same. It feels original without adding extra ingredients” he said.

The fleet operated only 32 units.

Meanwhile, Police Sub-precinct of Gilimanuk Kompol I Nyoman Subawa is separately said that the coordination meeting states that it is ready to secure and maintain the smooth flow of vehicles coming out of Bali if there is a spike as the impact of Mount Agung eruption. MADRID - Spanish authorities have done enough to prevent any meaningful independence referendum in Catalonia, two senior government officials said on Monday, though they might let a mock secession “party” take place.

Facing one of its biggest political crises since the return of democracy more than four decades ago, the government in Madrid has declared the Oct. 1 referendum unconstitutional and taken police and court action to block it.

“There may be a party on Sunday at which, on squares and in streets, some voting stalls may be installed and a mock vote may take place,” one of the officials told Reuters on condition of anonymity.

“But it will not be a referendum,” he added, describing the process as “discredited”.

The government has in recent weeks scaled up efforts to prevent the ballot by exerting more control over the use of public funds there,

arresting regional officials and seizing election leaflets.

It has also threatened fines against bureaucrats working on the referendum, including the region’s election commission, which was dissolved last week.

Those actions have sparked mass demonstrations, and Catalan leaders remain determined to hold the vote, saying the regional assembly in Barcelona would declare independence within 48 hours of a “yes”.

A ‘yes’ vote is likely, given that most of the 40 percent of Catalans who polls show support independence are expected to cast ballots while most of those against it are not.

But the unrelenting opposition from Madrid means any such result would go all but unrecognised as a valid expression of the will of the wealthy region’s 5.5 million voters.

The officials said Catalonia lacked a proper election commission, ballots boxes, ballot papers, a transparent

census and election material.

“Not even Venezuela or North Korea will recognise it. And if they do, I am not sure it would help the independence campaign a lot,” the first official said.

A previous referendum on independence, held in November 2014 and also declared illegal by Madrid, saw a majority call for separation from Spain but was dismissed as non-representative as many in favour of staying boycotted it.

The 2014 vote, when 2.23 million cast ballots, led to a snap election that returned a pro-independence coalition which relied on ten members of the far-left CUP to hold a parliamentary majority.

Many observers believe the most likely outcome of the current independence campaign will be another snap election, paving the way for talks between central and local government including a potential constitutional reform to better accommodate Catalonia within Spain. (rtr)

Dubai starts tests in bid to become first city with flying taxis DUBAI - Dubai staged a test flight on Monday for what it said would soon be the world’s first drone taxi service under an ambitious plan by the United Arab Emirates city to lead the Arab world in innovation.

The flying taxi developed by German drone firm Volocopter resembles a small, two-seater helicopter cabin topped by a wide hoop studded with 18 propellers.

It was unmanned for its maiden test run in a ceremony arranged for Dubai Crown Prince Sheikh Hamdan bin Mohammed.

Meant to fly without remote control guidance and with a maximum flight duration of 30 minutes, it comes with plenty of fail-safes in case of trouble: back-up batteries, rotors and, for a worst case scenario, a couple of parachutes.

Volocopter is in a race with more than a dozen well-funded European and U.S. firms, each with its own science fictioninspired vision for creating a new form of urban transport that is a cross between a driverless electric car and a short-haul, vertical takeoff-and-landing aircraft.

These include aerospace giant Airbus, which aims to put a self-piloting taxi in the air by 2020; Kitty Hawk, a company backed by Google co-founder Larry Page; and Uber, which is working with partners on its own flying taxi strategy.

“Implementation would see you using your smartphone, having an app, and ordering a Volocopter to the next voloport near you. The volocopter would come and autonomously pick you up and take you to your destination,” CEO Florian Reuter said.

“It already is capable of flying based on GPS tracks today, and we will implement full sense capability, also dealing with unknown obstacles on the way,” he added, saying developers aimed to initiate the taxis within five years.

In Monday’s test flight, the device hovered upward about 200 meters and whirred for about five minutes over a windswept patch of sand astride the emirate’s Gulf coast.

Attired in crisp white robes and headdresses, Sheikh Hamdan and his entourage clapped approvingly from a nearby viewing deck as the craft alighted.

The UAE has sought to distinguish itself in a region mired in war and strife as a high-tech, forward-looking society.

LONDON - Britain’s first solar power farm to operate without a government subsidy is due to open in eastern England on Tuesday, as a sharp fall in costs has made renewable energy much more economical.

“The cost of solar panels and batteries has fallen dramatically over the past few years, and this first subsidy-free development at Clayhill is a significant moment for clean energy in the UK,” Claire Perry, minister for Climate Change and Industry said.

The 10 megawatt (MW) solar farm, in Clayhill, Bedfordshire, can generate enough electricity to power around 2,500 homes and also has a 6 MW battery storage facility on site.

In an effort to curb spiralling renewable subsidy costs the government has moved to scrap new subsidies for solar projects and onshore wind over the past few years.

The project “proves that the government’s decision to withdraw subsidies doesn’t have to signal the end of solar as a commercially viable technology,” Steve Shine, chairman of the Clayhill project’s developer, clean tech firm Anesco, said.

Falling costs have seen solar power capacity soar in Britain to around 12 gigawatts (GW), from around 2 GW five years ago, and on one sunny day in May this year solar hit a record, providing almost 25 percent of the country’s electricity.

Britain has a target to meet 15 percent of its energy needs from renewable sources by 2020, up from 8 percent in 2015.

The country’s renewable subsidy auction for offshore wind hit a record low earlier this month, falling well below the cost of subsidies promised to French utility EDF to build the Hinkley Point C nuclear power plant. (rtr)

AMLAPURA — Thousands of cereal eater birds were found dead suddenly in the office yard of the Karangasem Public Works and Spatial Planning Agency (PUPR) on Jalan Nenas, Kecicang hamlet, Bungaya Kangin, Bebandem, on Monday (Sep. 25). The bird carcasses were found under a Java olive tree and dying under the heavy equipment. Allegedly thousands of the birds died due to rising temperatures caused by volcanic activities of Mount Agung.

As the information, the Java olive tree where thousands of the birds gathered also dried out. The incident was known at 08:00 last Monday. “Most of the birds are dead. Some others were found dying under the heavy equipment in the warehouse of the PUPR,” said Wayan Darmaji, a local officer.

Darmaji said that at that time he actually wanted to come in and park his vehicle. However, some of his colleagues forbade him from entering because there were thousands of dead birds in the office yard. When checked, some of the bird carcasses have been collected for burial. “No one knows about the cause of the death of those birds,” he added.

In the meantime, some residents suspected if the birds died because there has something to do with rising air temperatures and contaminated air by sulfur due

to increased activities of Mount Agung. Moreover, the mountain had spewed smoke with a height of up to 200 meters above the surface of the crater.

Another resident, I Made Tirta, added that it is caused by cauldron smoke or weather changes due to the activities of the Mount Agung so that all birds will died. Dead bird case only occurred around the PUPR office. “It’s a strange case why the case of dead birds just happened in the PUPR office.

Maybe the birds get poisoned or are affected by bird flu. If there is correlation with the activities of Mount Agung whose alert level has been increased to warning, maybe many birds also died in other areas,” said Tirta.

In the meantime, the Head of the Karangasem Agriculture and Livestock Agency, I Wayan Supandi, has not dared to confirm the cause of the death of those birds. The livestock officers are currently conducting lab tests at Denpasar Veterinary Laboratory (BBV). Thousands of refugee students start attending school

SEMARAPURA - The students from Karangasem evacuating to Klungkung on Monday (Sep. 25) began to attend temporary education at the nearest school from their refugee camp. Despite facing obstacles, the most important is infrastructure as well as teaching and learning process can run smoothly and they are still enthusiastic.

Based on the data of Klungkung Education Agency until 09:00 Local Time. The number of kindergarten to high school / vocational school students accommodated in the evacuation reaches 1,915 people. “We have not attended school for nearly a week as the school is closed,” she added.

Principal of the SDN 2 Gelgel elementary school, I Wayan Kanten, said that at the beginning of the school class, the refugee students have not been given any lesson as usual. Some of the time is used for adjustment to the new environment. “They are in the refugee camps for a few days. If directly given some lessons, they may be shocked, so it needs adjustment first,” he explained.

Indonesian farmers from Java (AKP) — the first in Indonesia to be certified Organic worldwide (in Japan, Europe and the USA). Salans and his team loved the idea of promoting Indonesian organic produce.

The ultimate goal was to put people directly in touch with farmers and producers — but this had been done before. So AKP asked Chris Salans if he would agree to do cooking demonstrations and educate visitors to the market about how to use organic produce and the differences and benefits of eating organic.

With passion running high, Salans and his team of chefs added some demonstration booths to the farmers market: a juice station, a dip station, a soup station, and a rice station. The challenge was to cook entirely with the ingredients from the farmers market and provide visitors with recipes to bring home.

Once the concept was born, Chris Salans contacted all the farmers and producers from his Spice restaurants and asked them to join the market.

Coming from as far as Java and from all over Bali, including Munduk, Bedugul and Singaraja, this farmers event is a real collaboration of Organic lovers — farmers and chefs alike. The list now includes locally produced vegetables, fruits, salads, herbs, cheeses, fresh dairy, rice, oats and other grains, nuts, spices, coffees, teas, sugars, salts, honeys, cookies, cakes and many more.

Chris Salans explains “All produce at Sanur Goes Organic are picked that morning and must be sold on that day.

Nothing is stored for the next day! Everything is sold at market price, which makes it cheaper than supermarkets, and everything is organic. So it is cheaper, fresher, and healthier than shopping anywhere in Bali.

Now Chef Chris Salans — the founder of world-renowned Mozaic Restaurant Gastronomique in Ubud and of the Spice gastro-bars, and the energy behind Sanur Goes Organic — is planning to expand the concept of the farmers market to include the community more widely, by inviting guest chefs and guest speakers from Sanur to come give cooking demonstrations. The plan is to have two guest chefs and two guest speakers every Saturday.

Markle, an actress who stars in the TV legal drama “Suits,” has been dating Harry for more than a year.

They both appeared at the Invictus Games opening ceremony on the weekend, but sat apart and were not photographed together.

On Monday, they both wore jeans and sunglasses, but did not escape the notice of the crowd, which cheered their arrival. The pair appeared relaxed and were seen leaning in to share whispered comments during the match, and also turned around and chatted with spectators in the row behind them.

There were about 200 to 300 spectators at the match, which was free to attend.

The Invictus Games are an international sports competition for wounded and sick military personnel founded in 2014 by Harry, younger brother of William, the second in line to the British throne.

The couple’s step into the public eye together will likely fuel speculation that marriage is on the horizon and only add to media interest in Markle.

Harry, William and William’s wife Kate are a staple of the front pages of British newspapers and gossip magazines, which pore over every aspect of their lives.

Harry last November criticized the press for subjecting Markle to “a wave of abuse and harassment”

after the news of their relationship sparked a stream of stories about the 36-year-old actress in British newspapers, including comment pieces he complained had a racial undertone.

Markle, a divorcee, is a native of Los Angeles whose father is white and mother African-American.

Markle told Vanity Fair magazine earlier this month that she and Harry were in love, in her first direct comments about the relationship.

Her former husband, Trevor Engelson, is reportedly working on a television comedy about divorce and about sharing custody of children after the former wife marries into the British royal family. (rtr)

Menacing Bali volcano throws tourists’ plans into jeopardy

‘Kingsman: The Golden Circle’ Unseats ‘It’ as ‘Lego Ninjago’ Disappoints LOS ANGELES - “Kingsman: The Golden Circle” is the new ruler of the box office.

The sequel from Fox is expected to earn $39 million this weekend from 4,003 locations. That’s slightly below where tracking had pegged it (somewhere in the $40 millions), but above the original “Kingsman” movie, which earned $36.2 million when it opened in 2015.

“Kingsman” is also launching to about $61 million from 64 markets abroad, giving it a $100 million worldwide opening. The audience was male-dominated (58%) and 60% of viewers were between 18 and 34 years old. The sequel received mixed reviews (a 51% score on Rotten Tomatoes), and audiences earned it a B+ CinemaScore, which is the same as the original “Kingsman.” Imax screens accounted for $3.5 million of “Kingsman’s” domestic earn-

ings and $9.2 million of its global grosses.

“I think it’s really a very strong opening. We’re right where we expected it to be,” said Chris Aronson, distribution chief at Fox. “Anytime you can open a sequel bigger than the first one you’re onto something.”

The film franchise is based on the “Kingsman” comic book series, and features a starry cast. Colin Firth, Julianne Moore, and Taron Egerton topline the action comedy and are joined by supporting characters played by Halle Berry, Channing Tatum, Jeff Bridges, and perhaps most notably, Elton John.

The movie reunites the group of secret agents who use a tailor shop as a cover. This time around they travel to the United States where they team with their American counterpart (called Statesman) who pose as cowboy whiskey distillers.

Meanwhile, “The Lego Ninjago

Movie” from Warner Bros. looks like a miss, as it’s tracking for $21.2 million from 4,047 locations. Earlier projections pegged the opening above $30 million.

And the Lego franchise is seeing diminishing returns. The original opened to $69.1 million in 2014.

Then, “The Lego Batman Movie” opened earlier this year to $53 million. The latest movie is connecting with an especially young audience -- 46% of viewers were under the age of 18. Unlike the first two, which both scored above 90% on Rotten Tomatoes, critics were more mixed, earning “Ninjago” a 53%.

“I was hoping that it would have a more broad audience, and am still hopeful,” said Jeff Goldstein, distribution chief at Warner Bros., who said “Ninjago” is “a more niche story” than the previous Lego movies. “They’re different stories with different potential,” he said. (rtr)

KARANGASEM - Some tourists are having second thoughts about visiting the tropical Indonesian resort island of Bali after repeated warnings that its highest volcano could erupt at any time, half a century after it killed more than 1,000 people. Strong volcanic tremors rumbling underground and billowing white smoke over the scenic Mount Agung have raised alarm, prompting the evacuation of more than 75,000 people within 12 km (7.5 miles).

Sitting on the so-called Pacific Ring of Fire, Indonesia has nearly 130 active volcanoes, more than any other country. Many Indonesians live near volcanoes because lava flows make the surrounding soil and land fertile for farming.

Several countries, including Australia, Singapore, and the United States, have issued travel advisories alerting holidaymakers to the new risk. And a hotel operator in Bali said news of the volcano had caused cancellations.

“Business is getting low since Mount Agung’s alert status was raised to the highest level,” said Ketut Purnawata, manager of Dasawana Resort, which is in the same district as the volcano, popular with tourists and hikers. Nearly five million people visited Bali last year - most of them from

Australia, China and Japan. Airlines in Australia and Singapore said they were preparing for any disruptions due to an eruption, but flights were running normally for now.

Virgin Australia and Jetstar, both of which fly to Bali from Australia, said they would carry extra fuel in case they needed to change course.

Jetstar and Singapore-based budget carrier Scoot said they had been contacted by a small number of customers looking to change their travel dates. “Less than 100 customers chose to rebook to a later date,” a Scoot spokeswoman said. Singapore Airlines and its short-haul arm SilkAir said customers travelling to Bali until Oct. 2 could rebook or request a refund, while AirAsia said flights were operating normally.

One Indonesian travel agency

said it had seen some cancellations.

“There will definitely be an impact on (sales of) tour packages but we don’t know the figures yet,” said Agustinus Pake Seko of PT Bayu Buana travel agency. President Joko Widodo visited shelters near Mount Agung on Tuesday and urged residents to follow evacuation procedures after reports that some people were reluctant to leave their homes because nothing had happened.
