The members of Karangasem House of Representative led by Wayan Sudira were conducting inspection to Candidasa. The inspection was done in order to check the report by the hotels general manager and owners in Candidasa. The managers complain that many rats were entering the hotels area. Nyoman Sadra, a member of the house, said the beach reclamation project is very dirty. Garbage is everywhere so rats and other animals like to feed there. “The managers reported that rats often entering the hotels. The rats run and hiding in the hotels and it is very disturbing for the tourists. Foreigners don’t like rats because they are dirty and can cause many diseases,” he added. Sadra explained that if the project that cost 24 billion rupiah is meant for the sellers and market, so they need to be arranged. The building must be made with Bali’s style and the waste management is done properly because it is located in one of the tourism site in Bali. The bad condition can make the tourists don’t want to visit the beach anymore like on Kuta beach. The pile of garbage made the tourists reluctant to go to the beach.(013)
Dog elimination protested Semarapura (Bali Post) –
In order to anticipate the spread of rabies in Klungkung, the animal department increased the frequent of dog’s elimination and vaccination. However, the elimination which was done in Nyalian village on Monday, January 25th 2010 was protested by the people. A villager in Nyalian said he was very surprise seeing his dog died on the morning. The villager said he didn’t know that there will be elimination in his village. Ketut Sudiana, the head of Nyalian village, said “there was
some protest by the villagers but it was only a misunderstanding.” The elimination on that day killed 75 dogs and 50 other were given vaccine. The villagers urged the government to keep eliminating the stray dogs in order to prevent the spread of rabies. “The number who asked the elimination continues is bigger than those who protest. The elimination also conducted in Bumbungan and Tohpati village. Currently, 4,000 dogs had been eliminated in order to prevent the spread of rabies.(kmb20)

Bali News Problematic Building Widespread, DCK Has No Data Denpasar (Bali Post)—
Problematic or violated buildings in Badung are estimated to mostly happen in the area of South Kuta and North Kuta. Allegedly, these happen because of weak supervision, especially by the Office of Badung housing, planning and urban development (DCK). Unfortunately, the authority of DCK Badung has not had accurate data regarding to the number of problematic buildings in the region. This was revealed when the Commission C of Badung House asked a number of questions related to the problems and violations of building permit (IMB) handled by DCK Badung. In the meeting conducted last Monday (Jan 25), the Commission C questioned the number of IMB proposals that have so far not been processed, including weak supervision of the DCK party toward illegal IMB in Badung and violations occurred. A member of Commission C Wayan Suyasa judged the widespread of problematic constructions, including the buildings without IMB, was caused by weak supervision in the licensing of DCK. Not only that, Suyasa also assessed the coordination between agencies at the executive was weak causing the government off guard in disciplining the buildings. On the other hand, another member of Commission C, IGN Jelantik Trinaya questioned about the large number of IMB at DCK that have not been accomplished. He argued that the amount of unprocessed IMBs could affect the locally generated revenues. Thus,
the House considered, it needed to be addressed by DCK Badung. This suggestion was supported by the Head of Commission C, Nyoman Satria. According to Satria, his party would continue to urge intensely the relevant offices in pursuit of regional income through licensing. Showered by questions and criticisms of the House, Head of DCK Badung, Dewa Apramana, argued until now his party continued to do an inventory of buildings violating in Badung Regency. He admitted many violations were predicted occurred widely in South Kuta and North Kuta. However, he himself admitted not to know for sure its number. Apramana reasoned, the inventory was conducted in coordination with relevant offices and public reports. “We are sorry that we do not know about the data on violating buildings. We still make coordination with other relevant agencies including the reports coming from the community. Target of inventory could not be determined because there are people submitting proposal every day. Obviously, we keep on issuing reprimand for those
whose IMB violates,” he replied. Related to the problems of illegal buildings or building without IMB, Apramana said it did not belong to his authority. He reasoned DCK only administrated legal permit issued by his office. Therefore, the problem without IMB would become the authority of other agencies namely public order officers (Satpol PP). He added further, the levy target of IMB in Badung in 2009 reached IDR 10 billion. In last 2009, out of the target at IDR 9.5 billion his party could realize IDR 13 billion. Then, from 2,400 applicants of IMB, 1,300 of them could be accomplished. Meanwhile, the unprocessed amounted to 600 applications. The remaining 600 requests could not be processed because they were considered violating. “The unprocessed was caused by violation against the land utilization and incomplete document of requirements such as building on wetlands. We are also still waiting for the regional spatial layout plan (RTRW) and regency spatial layout plan (RTRK), to process the IMB,” he said. (ded)
A Toddler Bitten by Monkey When absorbing in feeding a monkey at Uluwatu Temple, Jimbaran, a toddler was attacked by this climber animal. The victim named Bagas, 2, was a toddler from Samarinda who came to Bali especially for a holiday. The mother, Wiwid, when met at the Emergency Room of Sanglah Hospital told the incident took place last Sunday (Jan 24) afternoon when she was in
the entourage coming to Uluwatu Temple. “My son was feeding a monkey. Suddenly there is a collection of children disturbing the monkey. My child did not know anything suddenly the monkey attacked him,” Wiwid said, in worried appearance. The monkey being angry when interrupted immediately bit fingers and chest and hurt Bagas. After successfully rescued from the
monkey attack, Bagas was treated and brought back to the inn. “At first, I was calm until I told my husband and he suggested taking my son to Sanglah Hospital for ask VAR because of fearing from rabies,” said Wiwid. Diarrhea Cases Rise at Sanglah Hospital Due to Rotavirus, Most Attack Toddlers Denpasar (Bali Post)—
Cases of diarrhea at Sanglah Hospital within the past three months increased significantly. Most cases of diarrhea are caused by rotavirus, and more likely to attack a toddler. “The cause of diarrhea can be by bacteria and viruses. Rotavirus is the name of the virus and the development of this virus is very good in transitional season like today,” said the Head of IKA Lab of Sanglah Hospital, I.G.N.P. Arhana, when met last Monday (Jan 25). For data of the case, the number of diarrhea caused by rotavirus at Sanglah Hospital within the past three months indeed increased. During last November 2009, the number of diarrhea case due to rotavirus reached 31 people and increased to 37 people in last December. During this January, the case has reached 40 people and was estimated to reach 50 people at the end of the month. Basically, diarrhea caused by rotavirus had no medication. Meanwhile, if caused by bacteria it must be treated by antibiotics. “On that account, not all diarrheas should be given antibiotics. We must see first what causes it, either bacteria or viruses,” said Arhana. In truth, diarrhea does not cause death. However, if the diarrhea is very dangerous having impact on dehydration, of course it would lead to fatal complications and may cause death. “Here lies the lack of parental knowledge. Most cases of diarrhea caused death because late action to bring it to Sanglah Hospital
and the child has suffered from dehydration and complications,” he added. So how can we know that our children suffer from diarrhea and dehydration? An easy way, according to Arhana, was by comparing the urine color and frequency of urination of the child himself. Children under two years, for instance, usually urinated five to six times a day. When children suffered from diarrhea, parents should observe their urine. When the urine began to change color from clear to dark and frequency of urine began to decrease to less than five times or not at all, it was necessary to watch out for dehydration. If these signs appeared, parents should provide fluids for the child and give him the liquid of sugar-salt. If this did not work, then it needed further treatment at hospital. Administration of sugar-salt liquid to children suffering from dehydration, according to Arhana, should be adjusted to liquid he removed. Every secretion both in the form of feces or vomit, the child should be given liquid intake. “This challenge is tough, but it must be done to prevent dehydration,” he said. There is also an easy way to prevent diarrhea, namely by applying the hand washing habit and healthy eating. Most parents often forget to wash hands with soap while feeding their children or have children wash hands before eating, so that they were often attacked by repeated diarrhea. (kmb24)

Monang-Maning Public Housing Area, Lack of Open Space Denpasar (Bali Post) —
The high level of urbanization to Denpasar since the mid-1980s, has triggered the growth of new settlement areas. One of them is Monang-Maning Public Housing in West Denpasar. This area was originally the part of the administrative area of Pemecutan Kelod Village, particularly Banjar Monang-Maning. However, along with the amount of urban development in Denpasar, the area consisting of several residential blocks is eventually evolved into two administrative villages. The two villages are Tegal Kertha Village and Tegal Harum Village. The scope of residential areas in Monang-Maning Public Housing does not actually provide enough space for public infrastructure development. In fact, the region is allegedly having a minimum open space. Even though there is a public park that can be used by local citizens to exercise, in terms of balance, it is still unequal with the built area. ‘’Although there is currently a field, but the extent is not so big,’’ said Made Sutina, one of the Monang-Maning Public Housing residents, on Monday (25 / 1) yesterday. The lack of open space in this area can be seen from the use of 727.4 hectares land in Desa Tegal Kertha. The land used for settlements reached 520 hectares, while 125 hectares are for house yards, 40 hectares for offices, and 42.4 hectares for public infrastructure. In reality, the area was inhabited by at least 15,752 residents in 2008.
This number has certainly increased quite significantly, because every year there is an estimated growth about 3-5 percent. The high rate of population growth in the region is nonetheless caused by the strategic position and location of these areas. Tegal Kertha mayor, I Putu Tjawi, S.H. admitted due to the abundance of urban residents in the area, residential land development is escalating. In relation to the existence of public facilities and social facilities in the region, it can be said that they already exist. However, some of the facilities were used to construct places of worship and banjar’s meeting hall. ‘’Its public and social facilities have indeed been exploited for the benefit of citizens here,’’ said the mayor of the last two periods yesterday. Putu Tjawi expressed that the origin of Tegal Kertha Village was the construction of housing blocks named Monang-Maning, initially covering only 48 hectares of land in 1982 by PT Karya Makmur.

Denpasar Sewerage Development Project (DSDP) Phase II, which will target Denpasar, certainly will be doing excavation at a number of crowded roads. Like Sulawesi Street, with its high level of traffic which will even become more crowded when the DSDP reaches in the area. Efforts to minimize the level of crowded traffic flow at the center of town must involve the related institutions, such as Denpasar’s Department of Transportation and Department of Public Works. ‘’We are asking the managers of the DSDP project to engage relevant agencies for handling the high traffic level road excavations,’’ said Commission I member of Denpasar’s House of Representative I Wayan Suadi Putra, ST in his office, on Monday (25 / 1) yesterday. Suadi Putra admitted that the
prestigious DSDP project is very often causing complaints when the excavation process starts. The reason, besides it is causing traffic, the finishing process is often producing conditions which are not in accordance with its previous. ‘’It is such ashamed when a project which concerns about managing domestic waste in Denpasar will be disturbed by poor excavation process,’’ he said. Coordination with relevant agencies, not only purposed to solve the traffic problems, but also to manage parking arrangements on the sides of the roads. This means that no parking should be allowed on the roads which are being excavated. Like on Sulawesi Street with its crowded parking lot, they should all be transferred to the central parking lot. ‘’At the moment, officials must ban parking on the Sulawesi Street, and lead the road users to park on the central parking lot,’’
explained Suadi Putra. On the other hand, Head of Public Works Office in Denpasar, Ir. I Ketut Winarta, admitted the important involvement of relevant agencies to conduct excavation in a number of roads, particularly on roads with dense traffic and limited width. ‘’I am also worried that the excavation on Sulawesi Street will certainly add traffic on the way to Pasar Badung and Jalan Gajah Mada,’’ he said. Meanwhile, Head of the Denpasar Transportation Office, I Gede Astika, SH, admitted coordination in implementing the DSDP project had already been done before. However, for the DSDP project phase II, it has not been done thoroughly. ‘’It is possible that the coordination will remain to be done, and we are ready to establish coordination with the DSDP developers,’’ said Astika yesterday. The presence of the Regional Representatives Council (DPD) RI when coming or recessing to the area, should at least be greeted by the heads of offices (kadis). This was requested in purpose to create a connecting realization between the programs brought by the DPD with programs proposed by each region. Therefore, if visited by the DPD, meetings should be arranged with officials whose levels are equal to the offices’ heads. The demand was submitted by the DPD RI group leader I Made Arimbawa (Lolak) when visiting the City Government of Denpasar, Monday (25 / 1) yesterday. DPD’s working visit to the city government of Denpasar involves nine DPD RI council members and a number of expert staff. They were received by Denpasar’s City Government Secretary, A. A. For example, flood prevention infrastructure; the central government is now having a great interest in flood prevention technology. ‘’As in the case of West Denpasar, in relation to the dam proposal, it can be applied through two agencies: the Department of Agriculture and the Department of Public Works,’’ said the DPD member originated from Klungkung. Meanwhile in front of the members of DPD, Rai Iswara revealed a desire to realize an increase in the regional hospital status which is very urgently needed. BAGHDAD – Even in Saddam Hussein’s ruthless regime, “Chemical Ali” stood apart, notable for his role in gassing 5,000 people in a Kurdish village — the deadliest chemical weapons attack ever against civilians. Ali Hassan al-Majid was hanged Monday, leaving a notorious legacy that stamped Saddam’s regime as capable of unimaginable cruelty and brought unsettling questions about Iraq’s stockpiles of poison gas and whether it could unleash them again. The poison gas clouds that struck the village of Halabja began what would become an about-face by Washington — which had supported Saddam during the eightyear war against Iran’s new Islamic state in the 1980s, but soon became his arch-foe and protector of the Kurds in their northern enclave. “I want to kiss the hangman’s rope,” said Kamil Mahmoud, a 40year-old teacher who lost eight family members in the March 16, 1988, attack in Iraq’s Kurdish region. Photos taken after the Halabja attack showed bodies of men, women, children and animals lying in heaps on the streets. Al-Majid, 68, was executed about a week after he received his fourth death sentence since facing Iraqi courts after the fall of Saddam. He was one of the last high-profile members of the former Sunni-led regime still on trial in Iraq. He said “Praise God” in Arabic as the sentence was read Jan. 17. The only public record of the execution so far are two still photos shown briefly on state TV: one of him wearing red prison coveralls and the other of him on the gallows with a black hood over his head. The mood was far more controlled than the taunting reported at Saddam’s hanging in December 2006. Iraq’s government spokesman,
Ali al-Dabbagh, gave no other details of the execution. But that didn’t stop speculation that three deadly suicide attacks in Baghdad — just before the official announcement of the death — could have been retaliation for the act. Al-Majid, who bore a striking resemblance to Saddam, carried out some of the regime’s bloodiest missions. In 1988, as the Iran-Iraq war was winding down, al-Majid commanded a scorched-earth campaign known as Anfal to wipe out a Kurdish rebellion in the north. An estimated 100,000 people — most of them civilians — were killed over less than a year after Saddam suspected the non-Arab Kurds of siding with Persian Iran during the war. But it was the Halabja attack that riveted the world’s attention. He led another sweeping campaign, crushing a Shiite uprising in southern Iraq after Saddam’s military was driven from Kuwait in 1991. Al-Majid was a warrant officer and motorcycle messenger in the army before Saddam’s Baath party took power in a 1968 coup. He was promoted to general and served as defense minister from 1991-95, as well as a regional party leader. During the war with Iran in the 1980s, al-Majid was part of command structure for Iraqi forces, which was accused of using chemical agents on Iranian troops in a conflict that left a total of 1 million dead. Two main formulas were cited by U.N. investigators: mustard gas, an oily liquid first used in World War I whose vapor can remain deadly for days; and tabun, a nerve gas that causes convulsions and paralysis before death. “For Saddam Hussein, chemical weapons were a force multiplier, a way of countering the Iranian humanwave infantry tactics that were overwhelming Iraqi positions,” said Jonathan Tucker, a Washington-based senior fellow at the James Martin Center for Nonproliferation Studies.
Flight 409 crashed in flames just minutes after takeoff from Beirut at around 2:30 a.m. Monday. No survivors had been found more than 24 hours after the crash and so far, at least 20 bodies have been pulled out from the Mediterranean Sea. Searchers were trying to find the plane’s black box and flight data recorder, which are key to determining the cause of the crash. Rescue teams and equipment were sent from the U.N. and countries including the United States and Cyprus. Conditions were chilly but relatively clear — far better than Monday, when rain lashed the coast and tall waves crashed into shore as crews searched in vain for survivors. The flight had been headed to the Ethiopian capital, Addis Ababa. Hours after the crash, pieces of the plane and other debris were washing ashore, including a baby sandal, passenger seats, a fire extinguisher, suitcases and bottles of medicine. “We saw fire falling down from the sky into the sea,” said Khaled Naser, a gas station attendant who saw the plane plunge into the sea. The Lebanese army also said the plane was on fire shortly after takeoff. A defense official said some witnesses reported the plane broke up into three pieces. At the Government Hospital in Beirut, Red Cross workers brought in bodies covered with wool blankets as relatives gathered nearby. Marla Pietton, wife of the French ambassador to Lebanon, was among those on board, according to the French Embassy. Aviation safety analyst Chris Yates said reports of fire could suggest “some cataclysmic failure of one of the engines” or that a bird or debris had been sucked into the engine. He noted that modern aircraft are built to withstand all but the foulest weather conditions.

News India to free 175,000 remand prisoners: minister AFP

NEW DELHI (AFP) – India is to free nearly 200,000 people held in state prisons awaiting trial — some of whom have already spent more time behind bars than they would have if convicted. Federal Law Minister Veerappa Moily said Monday at least 175,000 of more than 250,000 remand prisoners — known as “undertrials” — would be freed in response to human rights campaigns for people lost in the judicial system. “We want to dispose of as many as two thirds of the undertrial cases by July 31,” Moily told reporters. India’s National Crime Records Bureau said last year a quarter of a million people facing trial — or 70 percent of the prison population — were being held in 1,276 staterun jails across India. It said 96
percent were male. Moily said the releases would include some detained foreigners. “But the law of the land would prevail in such cases as the matter also relates to extradition and other sensitive issues,” he said. Moily’s ministry has publicly acknowledged the problem posed by growing numbers of undertrials, which it blames on overcrowded courts and a shortage of judges. In one widely reported case, a man accused of a 1968 murder, Jagjivan Ram Yadav, spent 38 years in jail awaiting trial, before he was finally released on bail in 2006 at the age of 70. The usual sentence for murder in India is just 14 years. Moily said New Delhi had already asked state high courts to identify undertrials not charged with “heinous crimes” so that their cases could be fast-tracked.

BAGHDAD – Officials say a suicide bomber has killed at least three people in a strike against interior ministry offices in central Baghdad. Police and hospital officials say the bomber in Tuesday’s attack tried to drive through a police checkpoint and blast walls protecting the criminal evidence offices at Tahariyat Square in the central neighborhood of Karradah. The officials said those killed included 2 policeman and a civilian. They say at least 13 people were wounded. The officials spoke on condition of anonymity because they were not authorized to release details.

NEW YORK – A significant Pablo Picasso painting was damaged after a woman attending art class lost her balance, fell into “The Actor” and tore it, The Metropolitan Museum of Art said. The unusually large canvas, measuring 77.25 by 45.38 inches (196 by 115 centimeters), sustained a vertical tear of about six inches (15 centimeters) in the lower right-hand corner in the accident on Friday. The museum, located on the eastern edge of New York’s Central Park, did not elaborate on why the woman fell. But The Met said the damage did not impact the “focal point of the composition” and that it should be repaired in the coming weeks ahead of a major Picasso
retrospective featuring some 250 works at the museum opening on April 27. Repair work should be “unobtrusive,” it added. Painted in the winter of 19041905, the work hails from Picasso’s critical Rose Period, when the artist shifted from the downbeat tones of his Blue Period to warmer, more romantic hues. President inaugurates Kanci-Pejagan toll road Antara

The 35-km-long toll road was built with funds amounting to Rp2.2 trillion and was the first Trans Java highway completed as part of the government’s 100-day program. Minister: 32 new investors to build sugar mills Antara
JAKARTA - A total of 32 investors have expressed a commitment to build new sugar mills in order to meet the need for sugar which is estimated to reach 5.7 million tons in 2014, a minister said. “There are 32 new investors who have expressed a commitment to construct new sugar mills,” Industry MS Hidayat said after a seminar on the revitalization of sugar in industry here
on Monday. He said that in order to support the revitalization of sugar industry in the country, the Forestry Ministry would provide 500 thousand hectares of land in Lampung, South Sumatra and Sulawesi. “Actually we only need 300,000 hectares, but it seems that the forestry ministry will provide 500,000 hectares, of which about 400,000 hectares are already available,” he said. But the minister admitted he could
not yet make an estimate on the amount of funds the 32 investors would need to set up sugar cane plantations on the 500,000 hectares of land. The government through the Ministry of Agriculture has set a participation funding post in the state budget for a sugar cane revitalization program but several state-owned firms (BUMNs) have proposed other funding options beyond the participation funding scheme.
JAKARTA - Coordination among cabinet ministers during the first 100 days of President Susilo Bambang Yudhoyono’s administration has not been very good and, as a consequence, the people have yet to enjoy the benefits of the government programs, a business community spokesman said. “An obvious case in point is the divergent views certain cabinet ministers have expressed about the Asean-China Free Trade Agreement (ACFTA),” chairman of the Indonesian Businessmen’s Association (Apindo) Sofyan Wanandi said here Monday. He said there seemed to be no common stance between the Industry Ministry and the Trade Ministry on renegotiating ACFTA. “So the two ministries still need to coordinate with each other and adopt a common stance. Internal coordination in the government needs to be improved,” he said. Sofyan also urged the government to expedite the settlement of the Bank Century case so that it could focus on its program to improve the business climate and not lose the momentum in the world economic recovery. According to Sofyan, the in-

JAKARTA - US-based global equities group CVC Capital Partners has agreed to take over Indonesia’s biggest department store chain for 765 million dollars, local media reports said Tuesday. Market analysts welcomed the deal as a sign of badly needed interest from foreign investors in Southeast Asia’s biggest economy, which has been plagued by rampant corruption, crumbling infrastructure and legal uncertainty. Under the deal, CVC Capital Partners will acquire 90.76 percent of Matahari Department Store for 7.2 trillion rupiah (765 million dollars) from parent company PT Matahari Putra Prima. A joint venture called Meadow Asia Company Ltd. will be 80-percent owned by CVC Capital Partners and 20 percent by Matahari Putra Prima, which in turn is majority owned by the Lippo Group of controversial tycoon James Riady. The deal announced Monday must be approved by Matahari shareholders within 40 days. “This strategic alliance will support Matahari’s future growth and continued expansion,” Matahari Putra Prima said in a statement on its web site. “It also demonstrates strong foreign investor confidence in Indone-
sia and contributes significantly to the growth of the domestic economy.” Matahari Putra Prima operates dozens of department stores, hypermarkets, supermarkets, pharmacies, entertainment centres and bookstores in more than 50 cities across Indonesia. It said the sale would help MDS dominate the Indonesian retail market and open more than 150 new stores over the next 10 to 15 years. The agreement valued MDS at 2,705 rupiah per share. The stock closed up 24 percent Monday at 1,680 rupiah in moderate volume. “The deal indicates that foreign investors have confidence in Indonesia... Bali Today Foreigners Complaint on Black out in Bali Antara
DENPASAR – Foreigners and the locals in Bali are complaining about the frequent black out in the past few weeks. Indonesian Electrical Company (PLN) promised that there will be no electrical problems after January 8th 2010. James Martine, a tourist from Australia, said “I am very uncomfortable with electrical condition. In our country, there will be an announcement before the black out. There is no sudden put down of the electricity.” He said that the PLN and government should coordinate before putting down the electricity in order to give the opportunity to the people to prepare. “If the people know that there will be electrical black out then they could prepare other source of light such as candles,” he added. Ketut Geriya, a local Balinese, said that he is very disappointed by PLN. Geriya who live in Batubulan, Gianyar, feel that the PLN should have been anticipat-
ing the black out especially after they announced that there will be no black out after January 8th. The PLN also announced that the power plan in Gilimanuk can operate normally after being repaired for four months. “It is very bad for Bali as one of the famous tourism destination in the world,” Geriya added. Agung Mastika, the spokesman of Bali PLN, said that the black out happen because there is a problem with the power plant in Gilimanuk and Pemaron, Buleleng. He didn’t know when the electricity will be normal because both of the power plants seriously damage. Currently, Bali needs 493 megawatts but the total power available from Bali’s and Java’s power plants is only 562 megawatts.

Action Plan to Maintain the Existence of Subak It has become a public discourse the subak system in Bali is managed based on Tri Hita Karana (THK) concept. Implementation of the concept is reflected in numerous subak activities. Harmonic concept between human and God (Parhyangan) is manifested through many religious rites at several temples related to subak activities. Harmonic concept of human and its fellows human (Pawongan) is manifested through subak meetings to find out diverse agreements in their regular activities. Later, the harmonic concept between human and surrounding environment (Palemahan) is manifested in the development of ricefield and irrigation networks. On the whole, it is also known that subak categorized into socio-cultural institution has several strenghts, namely (i) the ability to absorp the growing technology; (ii) the ability to adapt to the cultural development of the surrounding community; (iii) flexible organization, and (iv) having good governance character. Furthermore, the weakness of institution having socio-cultural character is the powerlessness to prevent external intervention. On that account, to maintain the existence of subak is required an endeavor of various stakeholders. The action plan that will be undertaken to subak should also base on the THK concept becoming the fundamental of subak itself. Parhyangan
Subak has something to do with several temples at its surrounding. The closest relation is to temple functioning as Ulunsuwi Temple and of course to Bedugul Temple at each subak territory. Ulunsuwi Temple is considered as the abode of Goddess Sri. She is entrusted as the manifestation of God in the form as the Goddess of Prosperity. In the meantime, Bedugul Temple is believed to become the abode of Lord Vishnu becoming the manifestation of God in the form of the God of Fertility. As it has been known that the firm relationship in subak organization is caused by the existence of temple sanctified together. In addition, it is also caused bythe equal association to get irrigation water. Therefore, the action plan that should be undertaken by government is to protect the existence of such temples by providing policy support (financial assistance for the temple’s maintenance, protection of temple’s environment, et cetera.). By doing so, farmers as the member of subak have lighter burden and the capital they own can be maximally used for the needs of farming investment and so forth. Pawongan
The matters of pawongan is the most important aspect in the context of THK implementation. Pawongan of subak (members and administrators) play important role because they determine the implementation in the Parhyangan and Palemahan sector. Pawongan will be significant whether the territory of subak can sustain or not. Since the rice field is the proprietary of farmers they can change the
function of rice field into housing complex, cafe, stall, hotel or others. If the transfer of function of rice filed begins to happen so it is the omen of hazard for the sustainability of subak. Palemahan
Palemahan or rice field area of the subak denotes the leading attraction of the arrival of a number of visitors to this area. Panoramic nature resulted in the rice field seems to have no parallel around the globe. It is this rice field panorama that should be preserved in order it could be bequethed to the next generations. Such panoramic nature will sustain if the necessity of irrigation water of farmers is sufficient to the rice field. As farmer having the land, their main necessity is irrigation water. To presersve the existence of the irrigated rice field is required some matters as follows. Existence of the Laku Batur, Lake Beratan, Lake Buyan and Lake Tamblingan area should be maintained, preserved and protected. Water of those lakes is believed as the resource water for the rice field. This matter causes the subak members always to get involved in the presentation of offerings at the lakeside temple when religious ceremony is organized there. Forest area at Mount Batukaru, Mount Aya and Mount
Adung as well as other mountains located in the upper stream of the subak’s rice field should be preserved. It is important to assure the conservation of water resources for the rivers whose water originates from such areas. The existing forest around the temple area needs preserving. It is also important to ensure the sacredness of the temple and secure the water resources availability for rivers having their upper stream at the
temple area. Irrigation system for the subak needs to get proper attention from the government (in cooperation with farmers) to guarantee the distribution of optimal irrigation water for the rice field. It requires the existence of regulation from the government stipulating an agreement with local community in order they would not change the existing terraced rice field at their territory. President Agree to Build Titab Dam Antara
DENPASAR – Indonesian President, Susilo Bambang Yudhoyono, said that the government will build a dam in Titab, Buleleng in order to water the rice field in the area. “We will prepare the fund for the dam,” the President said during a teleconference with Bali’s Governor, Made Mangku Pastika on Tuesday, January 26th 2010. Pastika said “we didn’t know how much is needed to build the dam. We will make the detail plan because buying some of the land is also needed.” The support from the
Indonesian government made the governor will start the project in 2011. The President also officially opened several finish projects throughout Indonesia and one of them is the Benel dam in Jembrana. The dam is created to water 1,005 hectares of rice field which consist of nine local groups of “subak”. The subak are Benel, Mekar Sari, pangkung Buluh, Tebu Paras, Liplip, Yeh Anakan, Peh, Tegal Berkis and subak Tegal Jati. “We also will put some fish on the dam which can be beneficial for the locals in the future,” said the Governor.

DENPASAR - Bali’s provincial administration has allocated Rp16.07 billion from its budget for eradication of rabies in the region in 2010. “The funds are to be channeled through the regional animal husbandry and animal health offices, and other activities,” Bali provincial administration spokesman I Putu Suardhika said here on Monday. Putu Suardhika said the allocation of such a big amount of funds was part of Governor Made Mangku Pastika’s commitment to completely eradicate rabies in Bali. “It is a serious effort and involve various parties, and it is expected that rabies will have been eradicated completely by 2012,” Suardhika said. He added that the efforts to eradicate or control rabies would be focused on vaccination and elimination of stray dogs across Bali. Suardhika said that of the total of Rp16.07 billion of funds, Rp3.38 billion would be used
among others for operational activities, health care and prevention of infectious diseases. Despite mass dog culls aimed at preventing rabies outbreaks threating the tourist industry in Bali, the incidence of the canine disease
on the resort island has continuously increased. Since August 2009, the number of districts affected by the potentially fatal disease had more than tripled after first appearing in two districts in November the previous year.

Fry lightly in 2 Tbs. of oil for 2 minutes or until light brown and softened. Set aside. Stir fry the shallots and garlic in the remaining oil until light brown. Add the water, sweet soy sauce, pepper, nutmeg, vinegar, salt and sugar. Let these entire ingredients cook for approximately 3 minutes to prepare the sauce. Cook the eggplant slices in the sauce for additional 2 minutes to distribute the flavors. Shake the pan several times to mix but not mash the eggplant. Serve hot or at room temperature. TOKYO - Standard & Poor’s warned Tuesday that it might downgrade its credit rating for Japan’s sovereign debt, saying efforts to put the public finances in order were slowing under the new government. The ratings firm revised its outlook on Japan’s “AA” long-term government bond rating to “negative” from “stable”. “The outlook change reflects our view that the Japanese government’s diminishing economic policy flexibility may lead to a downgrade unless measures can be taken to stem fiscal and deflationary pressures,” S&P said. “The ratings on Japan could fall by one notch if economic data remain weak and measures to boost medium-term growth are not forthcoming, given the country’s high
government debt burden and its weak demographic profile.” An “AA” rating, the third highest possible, means Japan is seen as having an extremely strong capacity to repay its borrowings. Japan has huge public debts as a legacy of massive stimulus spending during the economic “lost decade” of the 1990s, as well as a series of pump-priming packages to tackle a year-long recession which began in 2008. The Organisation for Economic Cooperation and Development has warned that Japan’s pub-
lic debt is set to soar to more than 200 percent of gross domestic product by 2011. S&P said that the policies of the Democratic Party of Japan, which took power in September after half a century of conservative dominance, “point to a slower pace of fiscal consolidation than we had previously expected.” Worries about rising public debts have deepened in recent months, with credit rating firms announcing a raft of sovereign debt downgrades for countries including Greece, Spain and Ireland.

LONDON - Britain will likely discover on Tuesday that its record recession officially ended in the fourth quarter of 2009 but the country’s huge debt pile is set to stunt recovery, economists said. The Office for National Statistics will publish data widely-expected to show that the economy grew by 0.4 percent during the final three months of last year following six quarters of negative figures. However, confirmation that Britain is the final major economy to exit recession may not be enough for Prime Minister Gordon Brown to keep his job following a general election due by June. The economy faces a bleak future with public borrowing forecast to hit a massive 178 billion pounds (203 billion euros, 288 billion dollars) in 2009/10. Despite a mountain of debt caused by multi-billion-pound bailouts of British banks, Brown on Monday insisted that now was not the time to cut state aid. “If you withdraw the stimulus too quickly, then you risk a period when you put the recovery at risk. There is no doubt that that’s the view of the rest of the world. It is certainly my view,” Brown told a press conference. The future for the British and wider global economy is far from rosy, with the International Monetary Fund and the United Nations recently warning of a possible renewed or “doubledip” recession this year.

SEOUL - South Korea’s GDP growth slowed in the fourth quarter, but the central bank Tuesday maintained its forecast of a strong expansion this year for Asia’s fourth largest economy. Gross domestic product (GDP) in October-December grew 0.2 percent from the previous three months compared to a 3.2 percent gain in the third quarter, the bank said in a statement. Compared to a year earlier the economy expanded 6 percent in the fourth quarter, up sharply from the 0.9 percent growth in the third quarter. South Korea recorded full-year growth of 0.2 percent compared with a 2.2 percent rise in 2008. “Given the strong performance in the two previous quarters, it’s no wonder that the fourth-quarter growth slowed,” Kim Myung-Kee, director general of the central bank’s economic statistics division, told reporters. “But that’s temporary and we maintain our earlier forecast for this year,” Kim said, describing the fourth-quarter figure as a “brief correction”. For 2010 the bank forecast growth of 4.6 percent while the government tips 5 percent. Exports, consumer demand and government spending all fell in the fourth quarter. Exports dropped 1.8 percent quarter-on-quarter in October-December after jumping 5.2 percent in July-September. Government spending fell 2.9 percent compared with a 0.8 percent decline in the previous quarter. Private spending was down 0.1 percent compared with a 1.5 percent gain in the preceding quarter. Capi-
tal investment climbed 4.7 percent after rising 10.4 percent in the third quarter. The positive growth for 2009 contrasts with widespread predictions a year ago that the country would record its first annual negative figure since the East Asian economic crisis of 1998. But South Korea, thanks partly to an aggressive government stimulus package and a series of interest rate cuts, recovered far faster than expected from the global economic slowdown. The government vows to stick to an expansionary policy until the economic recovery becomes firmer. It says job creation is its top priority. The central bank this month froze its key rate at a record low of 2 percent for the 11th straight month, when the vice finance minister attended the policy meeting as an observer. It was the first time for over a decade that the government had exercised its right to attend the meeting, in an apparent attempt to prevent a rate increase in the near term. “The upswing is not over and will almost certainly pick up speed again in coming quarters,” said research institute Capital Economics in an emailed commentary. “Exports, government spending, and household consumption slipped back quarter-to-quarter but the weakness in all three areas is unlikely to last.” The economy would get some lift even from weak recoveries expected in the United States and Europe and China’s upswing would not stall, Capital Economics said. The public sector was likely to make a contribution in the first half of 2010 since the budget was being frontloaded and household spending was well set to climb again, it said. The research firm forecast around 5 percent growth for this year, falling to about 3 percent in 2011.

LOS ANGELES – Pernell Roberts, the ruggedly handsome actor who shocked Hollywood by leaving TV’s “Bonanza” at the height of its popularity, then found fame again years later on “Trapper John, M.D.,” has died. He was 81. Roberts, the last surviving member of the classic Western’s cast, died of cancer Sunday at his Malibu home, his wife Eleanor Criswell told the Los Angeles Times. Although he rocketed to fame in 1959 as Adam Cartwright, eldest son of a Nevada ranching family led by Lorne Greene’s patriarchal Ben Cartwright, Roberts chafed at the limitations he felt his “Bonanza” character was given. “They told me the four characters (Greene, himself and Dan Blocker and Michael Landon as his brothers) would be carefully defined and the scripts carefully prepared,” he complained to The Associated Press in 1964. “None of it ever happened.” It particularly distressed him that his character, a man in his 30s, had to continually defer to the wishes of his widowed father. “Doesn’t it seem a bit silly for three adult males to get Father’s permission for everything they do?” he once asked a reporter. Roberts agreed to fulfill his six-year contract but refused to extend it, and when he left the series in 1965, his character was eliminated with the explanation that he had simply moved away. “Bonanza,” with its three remaining stars, continued until 1973, making it second to “Gunsmoke” as the longest-running Western on TV. Blocker died in 1972, Greene in 1987, and Landon in 1991. When Roberts left the show the general feeling in Hollywood was that he had foolishly doomed his career and turned his back on a fortune in “Bonanza” earnings. SEATTLE – The company whose CEO proclaimed in 2008 that people don’t read anymore may now be poised to sweep in and school the electronic book reader market. That company is Apple Inc., and its CEO, Steve Jobs, was predicting Amazon.com Inc.’s Kindle would never take off. But if Apple’s talks with publishers are any indication, its “latest creation,” set to be unveiled Wednesday, could upend the fledgling ereader industry in much the same way its iPod redefined digiE-readers had been around since the beginning of the last decade, but in 2007 the Kindle advanced the concept by enabling books to be downloaded wirelessly rather than having to be plugged into a computer. People with Kindles can download a free program to the iPhone that enables them to read an e-book, put it down and resume it at the same page on either device. But given the success of the iPod/iTunes model, in which Apple sells songs and videos for people to stash on their Apple-made devices, if Apple sees its new device as part ebook reader, it will almost certainly want to sell e-books itself.

WASHINGTON – Little girls may learn to fear math from the women who are their earliest teachers. Despite gains in recent years, women still trail men in some areas of math achievement, and the question of why has provoked controversy. Now, a study of first- and secondgraders suggests what may be part of the answer: Female elementary school teachers who are concerned about their own math skills could be passing that along to the little girls they teach. Young students tend to model themselves after adults of the same sex, and having a female teacher who is anxious about math may reinforce the stereotype that boys are better at math than girls, explained Sian L. Beilock, an associate professor in psychology at the University of Chicago. Beilock and colleagues studied 52 boys and 65 girls who in classes taught by 17 different teachers. Ninety percent of U.S. elementary school teachers are women, as were all of those in this study. Student math ability was not related to teacher math anxiety at the start of
the school year, the researchers report in Tuesday’s edition of Proceedings of the National Academy of Sciences. But by the end of the year, the more anxious teachers were about their own math skills, the more likely their female students — but not the boys — were to agree that “boys are good at math and girls are good at reading.” In addition, the girls who answered that way scored lower on math tests than either the classes’ boys or the girls who had not developed a belief in the stereotype, the researchers found. “It’s actually surprising in a way, and not. People have had a hunch that teachers could impact the students in this way, but didn’t know how it might do so in gender-specific fashion,” Beilock said in a telephone interview. Beilock, who studies how anxieties and stress can affect people’s performance, noted that other research has indicated that elementary education majors at the college level have the highest levels of math anxiety of any college major. LONDON – Here’s a new warning from health experts: Sitting is deadly. Scientists are increasingly warning that sitting for prolonged periods — even if you also exercise regularly — could be bad for your health. And it doesn’t matter where the sitting takes place — at the office, at school, in the car or before a computer or TV — just the overall number of hours it occurs. Research is preliminary, but several studies suggest people who spend most of their days sitting are more likely to be fat, have a heart attack or even die. In an editorial published this week in the British Journal of Sports Medicine, Elin EkblomBak of the Swedish School of Sport and Health Sciences suggested that authorities rethink how they define physical activity to highlight the dangers of sitting. While health officials have issued guidelines recommending minimum amounts of physical activity, they haven’t suggested people try to limit how much time they spend in a seated position. “After four hours of sitting, the body starts to send harmful signals,” Ekblom-Bak said. She explained that genes regulating the amount of glucose and fat in the body start to shut down. Even for people who exercise, spending long stretches of time sitting at a desk is still harmful. MELBOURNE – Justine Henin’s dream run in her first Grand Slam on the comeback trail gathered pace Tuesday as she powered into the Australian Open semi-finals where she will face China’s Zheng Jie. The 27-year-old decided to return to tennis after seeing fellow Belgian Kim Clijsters win the US Open last year, and she has more than justified the faith of organisers here who handed her a wildcard. The draw opened up for her nicely when Clijsters was knocked out in the third round and Henin has seized the opportunity, using her vast experience to down determined Russian 19th seed Nadia Petrova 7-6 (7/3), 7-5. She now faces the dangerous Zheng, who destroyed unseeded Russian Maria Kirilenko 6-1, 6-3, for a place in her 12th Grand Slam final. Zheng is in her first Australian semi-final, matching her run at Wimbledon 2008, and with Li Na also still in the tournament, Chinese tennis is on a high. Li plays sixth seed Venus Williams in the other quarter-final on Wednesday, while defending champion Serena Williams takes on seventh seed Victoria Azarenka of Belarus. “Henin for me is such a good player, she is so strong mentally,” said Zheng, who was far too good for Kirilenko, who played with her left thigh heavily strapped

World heavyweight champion Wladimir Klitschko will defend his titles against American Eddie Chambers in Dusseldorf in March. The highly-anticipated fight is due to take place on March 20 at the 51,000-seater Esprit Arena. The 33-year-old Ukrainian has not been in the ring competitively since he defeated Ruslan Chagaev by technical knockout last June. With Klitschko going up against an opponent six years his junior and with just one defeat on his record, many believe this will be one of his toughest challenges yet. Klitschko currently holds the WBO, IBF and IBO heavyweight belts and has openly admitted that he is looking forward to fighting Chambers, who he believes is currently the best American in the heavyweight division. Clearly eager to get on with his first test in the 2010 car, which will be unveiled at the Valencia test next week, Schumacher said at the launch of his team’s new colour scheme in Stuttgart on Monday that all the elements were in place for a successful campaign.

Teams agree to points system tweak FORMULA 1 has edged closer to a further overhaul of its points structure for the 2010 season after teams approved a new system that will offer greater rewards for winning. Just more than one month after the old 10-8-6-5-4-3-2-1 system was replaced with a MotoGP-type format (25-20-15-10-8-6-5-3-2-1), sources have revealed a meeting of F1 think tank the Sporting Working Group in London on Friday approved a further overhaul to reward more for race wins. Rather than there being a five points different between first and second, teams agreed to expand that difference to seven points - with further tweaks to the points taking place lower down the order. The matter still needs to be approved by next month’s meeting of the Formula 1 Commission before the FIA World Motor Sport Council can put it into the 2010 regulations, but this is likely to be a formality with teams already having voted in favour of the changes. Although yet another change to the regulations is not ideal for F1, especially after such fanfare in December at the first amendment, Red Bull Racing team principal Christian Horner is adamant that the sport should always be ready to put its hands up if it thinks things are wrong. He also believed a greater points gap between first and second would provide greater motivation for drivers to fight harder for the win. “I think you should never be afraid of change so long as it is a change for the better,” he told AUTOSPORT ahead of the SWG meeting. “And I think that what the points are trying to be designed to do are first of all - to generate a pecking order perhaps lower down in the top ten - so that with the points going down to 10th place there is reward for a top ten finish. But I think also one of the factors that Bernie is keen to look at is perhaps having a heavier weight between first, second and third, so there is more emphasis that rather than drivers cruising and collecting points, that they have to go for it.” “It is not because drivers don’t want to take the risk, but if the points difference between a win and second is two points it is not the end of the world, whereas if it is a significant number then it adds motivation for the drivers to push each other very hard.” AUTOSPORT understands that the SWG also discussed the idea of awarding points for pole position or fastest lap, but neither of these concepts were agreed. The SWG also talked at length about the possibility of introducing a rule that would force drivers to make two mandatory pit stops during a race, but this was not approved either. F1 drivers will therefore only need to make a single pit-stop in 2010 so as to ensure that they run on both types of tyres made available.
“I think we have everything it takes to do it,” said Schumacher, appearing in Mercedes-Benz race overalls. “It’s one thing to have all the ingredients to be able to cook it up but it’s another thing to have a good result. I believe with the experience Ross has, with what we did last year, having Mercedes as the team itself, with all the experience and the know-how and the quality they have, on top of myself... I’m sorry but there’s only one target. “But it’s one thing to have a target and another thing to achieve it.” Schumacher confirmed that physically he was in top shape, and that his neck had held up perfectly well to last week’s outing in a GP2 car at Jerez in Spain. “Yes, I’m sure,” he said when asked if he was confident he was fit enough for an F1 return. “I’m hot. It’s just taking far too long to get going and we can’t wait for next week. I have no issues with the neck. I’ve done the GP2 test and lots of preparation in the winter, lots of check to make sure all is good.” Schumacher also revealed that team principal Ross Brawn had been pushing him to make a return before this year – and that he was first approached about a potential tie-up with Honda two years ago. “Quite honestly, we had been almost every year in contact,” said Schumacher about his contacts with Brawn. “When he went to Honda at the time, he sort of suggested that there was an option, but I wasn’t ready for it. We always kept in contact, and saw each other at the races and we had loose contact – sometimes it was a serious question from him and sometimes it was a joke. In Abu Dhabi, he sort of touched already a little bit about this subject, but not deeply. We were just celebrating mainly, and then he called me. Knowing that he calls me at this time of the year, and you know what is going on in the business, you knew what was going to be his question.”
