A patient from Seraya, Karangasem named Ni Ketut M was treated at Sanglah Hospital since last Saturday (Jan 23) in Nusa Indah room. She was treated because of a history of being bitten by dog 10 days ago and the dog biting her died about five days ago. To prevent any poor possibility, Ni Ketut M was then referred by Amlapura Hospital, Karangasem to Sanglah Hospital for further treatment moreover the patient has not obtained antirabies vaccine (VAR). Secretary of Rabies Management Team of Sanglah Hospital, Ken Wirasandi, said patient had a history of being bitten by a dog on the right foot and the dog biting her died five days after the bite. “Patients did not get the VAR. Although she has not yet shown the symptoms, but patient was referred to Sanglah Hospital for evaluation of her condition,” Ken said when contacted last Sunday (Jan 24). Although the dog biting has died, the patient herself, according to Ken, was only evaluated and given VAR, not SAR. “Since the bite is not included in the dangerous area, she was not given anti-rabies serum

(SAR). The patient was given VAR only,” said Ken. SAR was only given to patients with dog bite at the shoulders up. For this, patients should be tested first whether or not they experienced allergies. If they were allergic, the administration would not continue. Having been evaluated during the night, Ni Ketut M was permitted to go home on last Sunday (Jan 24). Meanwhile, based on information, Sanglah Hospital was also treating a patient of rabies suspect from Banjar Kajanan, Tejakula Buleleng named Gede A, 18. Patient came to hospital last Saturday (Jan 23) and up to Sunday he was still under treatment at Sanglah Hospital. On Sunday (Jan 24), Emergency room of Sanglah Hospital also received two patients bitten by dog from the same area namely Banjar Kajanan, Tejakula, Buleleng. They were Ketut Maheni, 3, and Luh Sri Ardi, 31, came from distant area of Tejakula to ask for VAR. “We were bitten by dog last Saturday and the existence of that wild dog biting was not known. As for the ATM breaker arrested in Jakarta, the former chief of Gianyar Resort Police, said they did not take action alone, but in conspiracy. Possibly, the members of syndicate have been deployed in several major cities across Indonesia, including Bali. Up to these days, the team of police headquarter is still investigating the breakers of ATM in Bali. “Maybe some numbers of customer’s account in Bali have been burglarized in Jakarta. We are still making coordination in the police headquarter to reveal the syndicate,” Chief Alit Widana stated firmly. They worry that the road collapse will block the flow of water into the citizens’ paddy fields because, the material left from the fall have clogged the street gutter. Residents have asked the provincial government of Bali to be considerate about the by-pass road condition in order not to harm the society. Buleleng’s Department of Agriculture and Animal Husbandry (Distanak) seems to not know about the recent existence of pest and snails that are causing death to a number of rice plants in Subak Tengulun Tukadmungga Village. Officials at the agency claimed to have not received a report. Buleleng Head of Distanak Ir. Putu Ardika, on Sunday (24 / 1) yesterday, said he had not received reports on attacks linked to grasshoppers and snails in the Tukadmungga subak area. For that, this Monday (25 / 1), it will realease a team to monitor the pest in Tukadmungga. In addition, the team will also check into some other subak to know the number and the extent of grasshoppers and snails pests. According to Ardika, the grasshoppers’ attack on the rice plants in Tukadmungga can actually be overcome by poison injection. Myanmar says Suu Kyi to be freed in November: witnesses Reuters

YANGON (Reuters) – Myanmar pro-democracy leader Aung San Suu Kyi will be freed when her house arrest ends in November, according to a government minister quoted by witnesses on Monday, but critics said that may be too late for this year’s elections. Home Minister Major General Maung Oo told a January 21 meeting of local officials the 64-yearold Nobel Peace Prize winner would be released in November, a month after many observers expect the country to hold its first parliamentary elections in two decades. The information could not be verified independently but three people who attended the meeting said the comment was made to an audience of several hundred people in Kyaukpadaung, a town about 565 km (350 miles) north of the former capital, Yangon. The three witnesses requested anonymity. Suu Kyi, detained for 14 of the past 20 years, was sentenced to a further 18 months of detention last August for harboring an American who swam uninvited to her lakeside home, raising questions over whether the election will be a sham. That incident took place in May 2009, just before an earlier period of house arrest was due to end. Taking into account the three months she spent in a prison guesthouse after the incident, her 18-month sentence would end in November. The planned election would be the first since 1990, when Suu Kyi’s National League for Democracy (NLD) party scored a landslide victory that the country’s junta refused to recognize. Maung Oo also said detained

NLD vice-chairman Tin Oo would be released on February 13, and that the government would pursue an international-style market economy after holding “free and fair” elections, including loosening restrictions on car imports. Tin Oo, 82, a former defense minister and retired general, has been in prison or under house arrest for more than a decade. ELECTION TIMING NOT YET SET

Senior NLD official Khin Maung Swe said it was crucial Suu Kyi and Tin Oo were released before the election. “The most important thing is they must be freed in good time so that they can work for national reconciliation,” he said. The military junta has not set a date for the election but has promised U.S. President Barack Obama and Southeast Asian leaders the vote would be free, fair and inclusive. In recent months Suu Kyi has been allowed to meet the junta’s liaison officer and foreign diplomats. The NLD has not yet said whether it would take part in the elections, portrayed by the generals as a move to a multi-party democracy but derided by opponents as a sham designed to let the army retain real power. The United States and others are reviewing policy toward the former Burma after years of sanctions and trade embargoes failed to get the junta to improve its human rights record or relax its grip on power. Obama has offered Myanmar the prospect of better ties with Washington if it pursued democratic reform and freed political prisoners, including Suu Kyi.

HONG KONG (AFP) – Five pro-democracy lawmakers said Monday they would push ahead with their plan to resign in protest at the slow pace of democratic reform despite growing opposition from Beijing and its allies. The group said they would quit on Tuesday, in the hope that the byelection that follows would be a defacto referendum on universal suffrage. But the plan experienced a hiccup last week when the Liberal Party, a major pro-Beijing political group in Hong Kong, said it would not take part in any by-election after the democrats used the word “uprising” in a campaign advert. The party said the word implies the use of force to overthrow a government, something they would not support. Audrey Eu, leader of the Civic

Party, which will have two members giving up their seats in the 60-member legislature, asked its opponents not to focus on one word to distort the nature of the campaign. “You have to put the word in context. Ours is a sensible, peaceful and mild movement in pursuit for Hong Kong people’s dream for democracy,” she told a press conference. “It’s about ballots, not bullets.” Eu said they would stick to the plan even if other pro-Beijing lawmakers follow the lead of the Liberal Party, which is widely seen to be pressured by the mainland to stay

away from any by-election. “Even if Beijing is so powerful as to make all these parties drop out, it doesn’t mean we have failed.” At present, only half of the city’s legislature is directly elected while a largely pro-Beijing committee effectively controls the selection of the remainder and appoints the city’s chief executive. The Chinese government has said Hong Kong’s chief executive could be directly elected by 2017 and the legislature by 2020, while pro-democracy lawmakers want universal suffrage in 2012. Beijing issued a statement earlier this month expressing “grave concern” over the campaign and said the “referendum” was not in line the Basic Law, which spells out Hong Kong’s political system following its return from British to Chinese rule in 1997.

MUMBAI, India – The alleged gunman in the 2008 bloody siege of Mumbai said Monday he should be tried by an international court because he does not expect justice in India. Mohammed Ajmal Kasab, 21, told a special court that police had falsely implicated him in the case. “I should be tried in an international court,” he told Judge M.L. Tahiliyani. Ten gunmen rampaged through India’s commercial capital Mumbai in a commando-style attack on two

luxury hotels, a busy train station and a Jewish center in November 2008. The three-day siege left 166 people dead, and nine of the gunmen were killed. Last month, Kasab retracted his confession that he sprayed gunfire into a crowd at the railroad station. He also said police tortured him into admitting having a role in the attacks. Kasab also said Monday he wanted to call witnesses from Pakistan for his defense, and that he should be allowed to meet Pakistani officials. Witnesses would include a passport officer, he said, without providing other details.

The judge asked him to file a petition through his attorney. Kasab could face the death penalty if convicted. Murder and conspiracy to wage war against India are among the charges he faces. Kasab told the judge he came to Mumbai as a tourist and was arrested 20 days before the siege began. On the day the attacks started, Kasab said police took him from his cell because he resembled one of the gunmen. They then shot him to make it look as if he had been involved in the attacks and re-arrested him, Kasab said.

Okinawa vote pressures Japan on US Marine base AP

TOKYO – Japan’s prime minister said Monday he may nix a key military deal with Washington on relocating U.S. troops, after a local election in Okinawa showed that residents oppose any new Marine base in their region. Residents of Nago elected a mayor who is staunchly against moving a base there from a larger city nearby — plans which Washington considers fundamental to its troop realignment in the region. An agreement on the relocation of Futenma Marine air field was made in 2006 under the previous government that lost power last year. Prime Minister Yukio Hatoyama said the results of Sunday’s election reflected the will of the people, and that Japan would completely re-examine its accord with the U.S. “The country will start from scratch on this issue and take responsibility to reach a conclusion by the end of May,” he told reporters. His government has repeatedly put off making a decision, straining ties with the U.S., its main military ally, in the face of security concerns like North Korea’s nuclear program and China’s rising strength. Nago chose challenger Susumu Inamine — who campaigned against any expansion of U.S. military presence in the area — over incumbent Yoshikazu Shimabukuro. Inamine won with 52.3 percent of the vote, according to the city’s election office. The city’s mayor has little say in national policy, but with Japanese parliamentary elections coming in the summer, the results quickly reverber-

ated throughout the country. “It wasn’t just Shimabukuro that was defeated in the election. The biggest loser was Japan’s postwar military base strategy,” the national Asahi daily said in a front-page editorial Monday. The Obama administration has already expressed frustrations with Tokyo’s delays in finalizing the relocation of the Futenma base — now in the larger Okinawa city of Ginowan — saying it is delaying the broader 2006 plan to reorganize the U.S. military presence in Japan. Experts said the election results makes it nearly impossible for Hatoyama to move Futenma’s facilities to Nago, as was called for in the agreement struck four years ago. “He can’t make a decision now that’s going to make both the Americans and Okinawans happy,” said Jeff Kingston, Temple University’s director of Asian Studies in Tokyo. Hatoyama could use the vote as political cover for rejecting Nago as the relocation site by saying, “‘This is how democracy works,’ but that’s not going to play too well in Washington,” Kingston said. The planned relocation to Nago issue sparked intense protests and dominated debate between the two mayoral candidates. Defeated mayor Shimabukuro supported the base for the

jobs and investment it would bring. Meanwhile, China is likely watching the rift grow between Washington and Tokyo with interest, experts say — even as it welcomes Hatoyama’s overtures to build stronger ties with Beijing and other Asian neighbors. “This is going to be a tough year for U.S.-Japan relations, and I think in Beijing they take some comfort in that,” said Kingston. Under a security pact signed in 1960, U.S. armed forces are allowed broad use of Japanese land and facilities. In return, the U.S. is obliged to respond to attacks on Japan and protect the country under its nuclear umbrella. More than half of some 47,000 American troops stationed in Japan are in Okinawa, where many residents complain about noise, pollution and crime linked to the bases. Inamine, an independent, ran with the support of Hatoyama’s ruling Democratic Party. His victory Sunday will make it increasingly difficult for the prime minister to resist pressure to shelve the deal. After securing victory, Inamine celebrated with jubilant supporters gathered at his office. “I fought this campaign vowing to resist the base,” he said Sunday. “I intend to keep that promise as we move forward.”

COLOMBO (AFP) – Sri Lankan President Mahinda Rajapakse vowed Monday to ensure the first post-war nationwide election goes off peacefully, as he prepared to face his former army chief after an acrimonious campaign. Rajapakse urged the authorities to conduct a free and fair vote on Tuesday, seeking to counter opposition claims that he would launch a coup to cling on to power if defeated at the ballot box. “The Sri Lanka government calls for a peaceful election, and stands committed to taking whatever steps deemed necessary to ensure the same,” his office said in a statement. Rajapakse, who ordered the military offensive that ended the 37-year conflict against Tamil rebels in May last year, faces a strong challenge from Sarath Fonseka, the army chief who led the troops in battle. A total of 68,000 police and 250,000 public officials will be on duty to monitor the election, which is seen as too close to call. There are no reliable opinion polls in the Indian Ocean island nation.

In the run-up to the vote, the opposition and government have made claim and counter-claim about each other’s malevolent intentions, raising tension and the prospect of instability and a contested result. At least five people have been killed and hundreds wounded during campaigning, according to the private Centre for Monitoring Election Violence (CMEV). The CMEV said in a report it had found serious flaws in the electoral process in the run-up to the race, which has 22 candidates standing. “With deep regret we have to say that we have a picture of a dysfunctional electoral process and the breakdown of the authority of the (independent) elections commission,” CMEV director Paikiasothy Saravanamuttu said. He said the level of violence was worse than during the previous presidential election in 2005 and that the state authorities had blatantly disregarded the orders of the elections chief to conduct a fair poll. However, he said a high turnout among the 14 million electorate could still ensure that the final result reflects the will of the people. Amid fears the opposition will not accept a Rajapakse victory because of fraud, the foreign minister played down warnings of street protests. “I don’t think the people of Sri Lanka have time for street protests,” he said. “It has never happened.” Police Deputy Inspector General Gamini Navarathne said they had deployed 68,000 men to guard the 12,000 polling booths and counting centres and step up security in the coming week.

The statue of “Little Barry” — as Obama was known when he lived in the capital in the late 1960s — stands in central Jakarta’s Menteng Park, a short walk from the US president’s former elementary school. Critics say the site should have been used to honour an Indonesian and 55,000 people have joined a page on social networking website Facebook calling for the statue to be removed. “We’ve been discussing for the past two weeks what to do with the statue... whether to take it down, move it elsewhere or retain it. Obama, who was born in Hawaii, lived for four years as a child in Jakarta from 1967 after his divorced mother married an Indonesian. child, not as the US president. His relatives and friends who erected it said it’s meant to motivate children to study hard and dream big,” Bintarto said. Members of the “Take Down the Barack Obama Statue in Menteng Park” group on Facebook say Obama has done nothing for Indonesia. “Barack Obama has yet to make a significant contribution to the Indonesian nation. We could say Obama only ate and shat in Menteng. He spent his subsequent days living as an American,” the web page says. “For the dignity of a sovereign nation, Barack Obama’s monument in Menteng Park must be removed immediately.” The childhood connection and his knowledge of a few words of Indonesian made Obama popular in the mainly Muslim country of 234 million people. DENPASAR – The poor weather condition which made high waves in Bali coastal area didn’t affect the transport in Ketapang and Gilimanuk. Ospar Silaban, the operational manager in Gilimanuk harbor, said “everything run normally. The weather condition didn’t affect the ferry travel.” He explained that the sea is still in reasonable condition so the harbor is still operate normally. There is no need to close the harbor like the one in Padangbai few days ago. The harbor was closed for several days to the poor weather condition. However, he always warns every ferry operator to be aware especially the changing of the weather. “The awareness must be increased during the rainy season. We hope there will be no problems in the next few days and everything can operate normally,” Ospar said. DENPASAR – Tourism businessmen in Bali are aiming tourists from India and US because both of the countries have huge amount of citizen. Paul Edmundus, a member of Bali Travel Agent Association (ASITA), said “both of the countries have enormous amount of citizen and the most number of rich people in the world.” Currently, there are 200 wealthy people in India who already has passport and permit to visit Indonesia. ASITA seek support from Garuda Indonesia to open the market in India and US. Garuda Indonesia as the biggest airline in Indonesia should promote flight to both countries.

Paul said that the businessmen can get gain any tourists without the support from the airlines. “Garuda is on the frontline. Without the airlines, we can not develop tourism business,” he added. While, Bagus Y Siregar, the representative of Garuda Indonesia, said “we supported the idea by ASITA. We wanted to travel to all countries but we need guarantee that there will be passengers using our flight. If ASITA could guarantee it then we will propose it the company.” In 2010, Garuda will buy many new airplanes and recruiting new pilots and stewardess. “We need 600 new personnel so it is an opportunity for the people to find jobs,” he added.

Ingredients: 250g oyster mushroom Spices: 4 cloves shallot, 2 cloves garlic, 2 small chilies, 1 large chili (take out its seed) thinly sliced, ½ tsp salt, 1 tbsp palm oil, Other: 1 tbsp fried shallot, 300 ml water Method: • Shred the mushroom, cleanse by clean water and then drain. • Ground all spices. Heat the oil in a large pan, add the onion, chiles and garlic and saute until the onion becomes translucent. Then add the lamb, ginger, lemon root, lemon grass and tomato and cook for another three minutes, stirring frequently. Add the spice powders, cinnamon stick and cloves and season to taste with salt and pepper. Pour in the coconut milk and bring to the boil, stirring constantly, then lower heat and allow to simmer until the meat is very tender; approximately 45 minutes. Serve immediately with steamed rice. TOKYO - Foreign visitor numbers to Japan last year plunged at the fastest pace in nearly four decades due to the global recession, a strong yen and the swine flu scare, official data showed Monday. A total of 6.79 million foreign tourists and business travellers came to Japan in 2009, down 18.7 percent from a record 8.35 million the previous year, the Japan National Tourism Organisation (JNTO) said. “We believe Japan has a lot to attract foreign tourists, but the year 2009 was hit by the yen’s rise, which made trips to Japan more expensive when the travel industry was reeling from an economic slump,” a JNTO researcher said. “Scares over the new influenza also contributed to the drop,” he said. The fall was the sharpest since 1971, when arrivals dropped 22.7 percent from the previous year when an international exposition was held in Osaka, according to the organisation for

tourism research and promotion. Japan’s new centre-left government, which took power last summer, is hoping to boost tourism as a cash earner for the country whose population is shrinking. Tourists have been drawn by Japan’s traditional culture and scenic beauty but also its pop culture, from anime to fashion, and its high-tech products. Common complaints from tourists include that fewer shops accept credit cards than in other developed countries and that not many people speak foreign languages, said JNTO researcher Naoki Morikawa. Morikawa said that foreign visitor numbers to Japan had increased

over recent decades — from 2.84 million in 1989 to 4.44 million in 1999. The largest number came from South Korea, followed by Taiwan and China. Travellers arriving from South Korea last year tumbled by 33.4 percent to 1.59 million, accounting for 23 percent of the total number. Arrivals from Taiwan fell 26.3 percent to 1.02 million, but those from mainland China edged up 0.6 percent to a record one million. Chinese arrivals kept rising for five months in a row from August, a month after Japan started issuing visas to individual Chinese due to growing demand for non-group travel between the two countries.

US retailer Wal-Mart to eliminate 11,500 jobs at Sam’s Club Agence France-Presse

The decision stems from WalMart’s decision to appoint Shopper Events, a third-party marketing company, to run its product demonstration program. “We understand Shopper Events will rapidly staff up to accommodate this new business and that it expects

to hire roughly the same number of people,” Cornell said. “All of the current Club demo associates will have the opportunity to apply for these new positions.” On Friday, Wal-Mart announced its decision to close 10 Sam’s Club stores this year, which will result in the loss about 1,500 additional jobs.

South Korea to hold FTA talks with Japan and China Agence France-Presse

SEOUL - South Korea, Japan and China will hold talks this week to launch a joint research project into a possible free trade pact, officials said Monday. The meeting involving government officials, scholars and business representatives will be held in Seoul on Tuesday, the South’s trade ministry said. “This will be a preliminary meeting to launch joint research on a trilateral free trade accord,” a ministry official told AFP. The three countries agreed at their summit in October 2009 to push for the joint research. South Korea has been actively pushing for free trade agreements worldwide to bolster its export-dominated economy. It already has free trade

agreements with Chile, Singapore, India, the European Free Trade Association and the Association of Southeast Asian Nations.

A free trade pact was signed with the European Union in October 2009 and awaits ratification. A deal signed with the United States in 2007 also needs ratification.

BEIJING - The World Bank said Monday recent moves by China to clamp down on rampant lending were the “best way” to tackle the problem of rising inflation and the threat of asset bubbles. “It is very tricky once you are in this situation of heavy credit growth to try to come off that. It is a very fine line between doing it too quickly and not doing enough,” Ardo Hansson, lead economist of the World Bank in Beijing, said at a news conference. “Trying small steps and seeing how the market reacts — and hoping that the market reacts in a reasonable way — is the best way to start.” Beijing moved this month to calm growing inflationary pressures and soaring stock and property prices caused by runaway bank lending, which last year nearly doubled from 2008. The People’s Bank of China last Thursday raised the interest rate on its benchmark threemonth treasury bills for the second time in two weeks in a bid to deter new lending. It followed an earlier move on its benchmark one-year treasury bills and official data that

showed the world’s third-largest economy grew by 8.7 percent in 2009 and 10.7 percent in the fourth quarter. Chinese banks have also been ordered to increase their capital reserves — effectively limiting the amount of money they can lend — amid mounting fears over bad debts as consumers go on a spending spree on property and cars. But if the banking sector does not heed government orders to rein in lending, Beijing should raise interest rates, Hansson said. He said fears that higher interest rates will attract a flood of speculative “hot money” into the country were “overstated”. “China has quite tight capital controls. There is some money coming in but it’s really domestic policy that has been driving this credit growth,” Hansson said. “I think there will and should be an interest rate increase at some point in time.” Raising rates may encourage investors to buy higher-yielding yuan-denominated assets, exacerbating inflation and putting pressure on the yuan to appreciate. In its annual report on the global economy released last week, the World Bank said it expected China to grow by 9.0 percent in 2010, which would dwarf the global rate of 2.7 percent.

Grieving Liam Neeson Drops Out Of Film LIAM Neeson has dropped out of a major movie project with Jeremy Irons about the saint who brought Christianity to Scotland - citing his grief following the death of his wife Natasha Richardson last year. Richardson passed away in March following a skiing accident in Montreal, Canada. Neeson had signed up to star in a new film by Scottish director Norman Stone, about legendary historical figure Saint Columba, but the moviemaker admits the 57 year old has now scrapped plans to appear in the historical drama. Actor Gary Coleman jailed in Utah ACTOR Gary Coleman was arrested in Utah on a warrant for failing to appear in court, police said. The 41-year-old former “Diff’rent Strokes” actor was booked into the Utah County Jail Sunday, said Santaquin police officer Shawn Carter. He said early Monday that he didn’t have details on the warrant or know if Coleman was still being held. He said more information would be released later in the day. The Salt Lake Tribune reported that Utah County Jail records show he was arrested after police received reports of a disturbance at his Santaquin home. The actor was arrested in Utah in 2008 after a man claimed Coleman tried to run over him in a parking lot when he tried to take a picture with the child star. Slash Memorabilia Banned At Guns N’ Roses Shows ROCKERS Guns N’ Roses have forced fans to take sides in the feud between frontman Axl Rose and former bandmember Slash - by allegedly banning concert-goers from wearing t-shirts featuring the legendary guitarist. The top hat-toting musician famously quit the band in 1993, after his relationship with the singer deteriorated. They never patched up their friendship and their ongoing war of words continues to rage, with Rose recently accusing his former pal of lying about the rift in his 2007 autobiography. And now TMZ.com is reporting that the band upset Slash fans at their gig in Canada last Wednesday by asking them to turn their t-shirts inside out and leave their top hats outside. The website alleges an unnamed security guard at the show claimed the order to ban Slash memorabilia came from one of the band’s producers.As the lead guitarist for Guns N’ Roses, Slash established himself as one of hard rock’s finest and most soulful soloists during the late ’80s, technically adept yet always firmly grounded in the gritty Aerosmith and Stones licks he loved. Save the tiger: Pressure mounts for tougher action Associated Press Writer

Now hopes are rising that 2010 will see a turning point. Ministers from the 13 countries with tiger populations will hold a first-ever meeting Wednesday through Friday in Hua Hin, Thailand to write an action plan for a tiger summit in September in Russia, where Prime Minister Vladimir Putin has been championing the survival of the tiger. The purpose of this week’s meeting is to elicit promises of more money for conservation and to persuade countries to set tiger population targets. It is being organized by the Global Tiger Initiative, a coalition formed in 2008 by the World Bank, the Smithsonian Institute and nearly 40 conservation groups. It aims to double tiger numbers by 2020. “The bleeding continues,” said the World Bank’s Keshav Varma, the initiative’s program director. “I’m not sure if these poachers are feeling the heat of regional and global and national action. They seem to be operating rather freely.” David Smith, a tiger expert at the University of Minnesota who will attend the meetin action “has got to be now. We are at that critical stage.” But at least one skeptical activist is skipping the meeting. “All we have gotten from ministers and heads of state is rhetoric,” said zoologist Alan Rabinowitz, president of Panthera, a New York City group that works to conserve the 36 species of cats. “Putin loves tigers but (Siberian) tiger numbers are plummeting in the Russian Far East.” The Wildlife Conservation Society estimates the number of Russian tigers in the wild at 300 — down from a 2005 estimate of 500. As torrential rains pelted wildfire-stripped hillsides and flooded highways, a team of scientists hunkered down at the California Institute of Technology to work on a “Frankenstorm” scenario — a mother lode wintry blast that could potentially sock the Golden State. The hypothetical but plausible storm would be similar to the 1861-1862 extreme floods that temporarily moved the state capital from Sacramento to San Francisco and forced the then-governor to attend his inauguration by rowboat.

HUAI KHA KHEANG WILDLIFE SANCTUARY, Thailand – After trudging through the wilds of western Thailand for several hours, the forest rangers thought they were finally onto something: the distant sound of crunching leaves. Automatic weapons drawn, the five Thais crept forward, hoping to catch a tiger poacher. It turned out to be a banteng, a wild cow, which disappeared into the woods. But all in all, the absence of illegal hunters was good news, said ranger Sakchai Tessri. “When we passed before, we would always run into poachers.” Now he felt their room for maneuver was narrowing. “In the old days,” he said, “they would spend many nights in the forest for poaching. Now they just come in, shoot, grab and go quickly.” The 6,400square-kilometer (2,500-squaremile) Huai Kha Kheang and Thung Yai Wildlife Sanctuaries on the Myanmar border represent a rare success in the struggle to save the world’s dwindling tiger population. Funded by the New York-based Wildlife Conservation Society, the increased patrols, armed with the latest technology, have scared off poachers and helped stabilize the tiger population of more than 100, along with animals such as the banteng which they prey on. Elsewhere, tigers are in critical decline because of human encroachment, the loss of more than nine-tenths of their habitat and the growing trade in tiger skins and body parts. From an estimated 100,000 at the beginning of the 20th century, the number today ranges between 3,200 to 3,600, most of them in Asia and Russia.

Several scientists on storm watch were involved in the 2008 planning of a mock “Big One” on the San Andreas Fault that was incorporated into an earthquake preparedness drill. The Great Flood of 1861-1862 was believed to be the most powerful and longest series of storms in state history, lasting a month and causing severe flooding. The Sacramento and San Joaquin valleys were water-logged and spontaneous lakes popped up in the Mojave Desert and Los Angeles basin. Nearly a third of the young state’s taxable land was destroyed. Since there are few meteorological records available on the 18611862 events, scientists stitched together data from two recent storms to create “Frankenstorm.”

MELBOURNE – Defending champion Serena Williams warned her rivals she can get even better despite playing brilliant tennis to crush Samantha Stosur 6-4, 6-2 in the fourth round of the Australian Open on Monday. Williams wiped the big serving Stosur off court in just 65 minutes to reach the quarter-finals, where she will play either Victoria Azarenka of Belarus or Russia’s Vera Zvonareva. She remains on track for a semi-final against sister Venus and a possible blockbuster final against Belgium’s Justine Henin. The world number one gave herself only a B plus when asked to rate her game, saying perhaps she could have returned better. “I think Sam really burned me on a couple of returns, but she’s serving incredible,” Williams said. “It’s really good to match my game against her serve, because she’s one of the best servers on the tour.” By rating her game only a B plus, Williams was being tough on herself as the four-time champion never looked in any trouble against

I knew going into the match I had to serve well against Sam. She’s a big server and even though she’s not as tall, she serves incredibly well.” Despite saying she could have returned better, the world number one was almost as ruthless as when she was serving, breaking Stosur once in the first set and twice in the second to wrap up a comfortable win. “When someone’s playing that aggressively and not giving you anything at all, she’s pretty hard to beat,” admitted Stosur. “Today was disappointing that I lost, definitely. MILAN – Nine man Inter Milan moved nine points clear at the top of Serie A after a 2-0 victory over arch-rivals AC Milan in a pulsating derby at the San Siro on Sunday. The champions played for more than an hour with a numerical disadvantage after Wesley Sneijder was sent off but they dominated throughout to earn a richly deserved victory. SCUNTHORPE, England – Manchester City manager Roberto Mancini admits he won’t stop Robinho leaving if the Brazil forward is not happy at Eastlands. Robinho told a Brazilian radio station over the weekend that City’s directors are happy to let him return home to join Santos on loan before the transfer window closes on February 1. After watching Robinho score City’s final goal in their 4-2 FA Cup fourth round win at Scunthorpe on Sunday, Mancini denied any knowledge of an imminent exit for the former Real Madrid star but did concede that he would let him leave if he isn’t happy. Robinho, who cost City a club record 32.5 million pounds last season, has repeatedly produced below-par displays and Mancini appeared to run out of patience when he replaced the winger after sending him on as substitute against Everton earlier this month. “I think one player can stay in a squad only if he is happy, if he wants to play every game and if he wants to work every day. That is most important because the players and manager must be happy,” Mancini said. “I hope he will stay here but

it is important he will stay here happy and enjoy it. He is a very good player. I think he is enjoying Manchester. Hopefully in the end Robinho will stay here.
