Spokesperson of Bali Police, Gde Sugianyar, when asked for his confirmation, last Wednesday (Jan 20), justified the increase of ATM fraud victim. “We do not know for
sure the number of victims. Clearly there are three banks becoming the target of skimming, namely BCA, Permata and BNI,” said Sugianyar to journalists last Wednesday. The former Head of Balikpapan Sector Police explained he did not know surely about the number of victims because victims reported the case to many places. Some victims reported their case to Kuta Sector Police, Denpasar Metro Police and the Bali Police. “There are about 15-20 victims who have reported their case. Denpasar City administration planning to revise its Regional Regulation No. 10/1999 on Denpasar Spatial Layout Plan (RTRW), again takes a long time. Having been submitted to Bali Provincial Government for the verification, it must now be discussed again by the ranks of Denpasar House. Because, the submission of such regional regulation draft was done before the draft of RTRW Bali was validated. Ironically, some materias that have been contained in RTRW Denpasar should be reformed again because they must be adjusted to the materials as stipulated in the Regional Regulation of RTRW Bali. To make the materials draft of RTRW Denpasar synchronous with RTRW Bali, Denpasar City Government sent back the revised draft to the ranks of Denpasar House. Even, the Commission B of Denpasar House has been discussing internally a number of issues arising in the regional regulation draft. “We in the commission have discussed some of the articles deemed necessary to be asked or discussed together,” said a member of Commission B, I Wayan Suadi Putra, when met last Wednesday (Jan 20). Suadi Putra said one of the points that would become the question of the ranks of the House, namely the determination of green open space
(RTHK) reaching 35 percent. Regarding to the making of Serangan-Tanjung Benoa toll road, Eko said, the commission did not discuss it specifically. Moreover, the problem of Serangan-Tanjung Benoa toll road has become the authority of Bali Provincial Government. “If there is a discourse rejecting the project, it does not represent an institution, or commission, but an individual opinion. JKBM Patients Overcapacity at Sanjiwani Hospital Gianyar (Bali Post)—
The number of patients who used the Bali Mandara Health Insurance (JKBM) coming into force at the beginning of January 2010 until last Wednesday (Jan 20) reached the thousands. And this number tended to progressively increase. This condition made the in-patient room of Sanjiwani Hospital overcapacity because it had limited patient bed. Consequently, the patients were to be left at inpatient room of higher class (class II) that actually should be treated at in-patient room of class III. Spokesperson of Sanjiwani Hospital, Gede Yudiarta, when asked his confirmation told since the application of JKBM program the number of patient indeed showed an increase. Pursuant to recent data, the number of JKBM patients at Emergency Room was
188 people, 518 outpatients, 285 inpatients and 219 patients that have gone home. For patients using JKBM facilities, Sanjiwani Hospital could only accommodate as many as 86 patients in class III as defined in the guidelines. The amount has been already optimal. Actually, after the implementation of JKBM programs, Sanjiwani Hospital management has added a number of inpatient beds in some rooms. On average, each room could accommodate 6 to 8 patients. Meanwhile, in relation to the JKBM program, there were 89 inpatients at Sanjiwani Hospital. With a total capacity of 86 patients in the room of class III, some patients should be entrusted in class II room while waiting for the patients who checked out from the class III room. Yudiarta added, the surging number of JKBM patient
at Sanjiwani Hospital patients within several times ahead was predicted to increase. Such overcapacity problem has also been resolved by taking some solutions such as by entrusting some JKBM patients in several class II rooms at Sanjiwani Hospital. Inpatient rooms at Sanjiwani Hospital belonging to class III consisted of Sahadewa Room with bed capacity for 24 patients, Nakula Room for 17 patients, Arjuna Room for 6 patients, Abimayu Room for11 patients, Mifas Room for 6 patients, and children room for 15 patients. To anticipate the increasing number of patients, Sanjiwani Hospital has alerted medical personnel to provide services to JKBM patients. The Denpasar civilian security guards (Trantib) and public order officers (Satpol PP) imposed strict sanctions to offenders of regulations. Unfortunately, out of the six businesses summoned by the Trantib to attend misdemeanor trial (tipiring), only four businesses of three owners that met the summon. Meanwhile, two others were absent without clear reasons. Civil Servant Investigator (PPNS) and Satpol PP of Denpasar, I Gusti Putu Alit Artika, met after attending the misdemeanor trial, last Wednesday (Jan 20), admitted the law violators were imposed with misdemeanor sanction. However, for the number and size of fines imposed to each offender would become the authority of judges in the Denpasar Court. It was said, the three business owners who ran modern store business were sentenced a fine of IDR 300,000. This sanction was taken to provide a deterrent effect to businesspeople in Denpasar in order they complied with administrative
requirements. “Perpetrators ensnared were declared to have violated different regulations, according to the type of infringement,” he said. Alit Artika recognized the violated regulations, including Regional Regulation No. 6/2001 on the building, Regional Regulation No. 9/2009 about a modern shop permit, and Regional Regulation No. 7/2005 on permit of business location (SITU) and disturbance permit (HO). Previously, when the team did the raid, many business locations were encountered inappropriate with the area utilization as intended. For instance, previously the business sold furniture, but today it has been transformed into a modern store, so its permit should be adjusted. Meanwhile, for business owners that did not come last Wednesday, would be summoned again. Sukaja to be Flunked by Black Campaign Tabanan (Bali Post)—
After a group of Tabanan branch executive board Indonesian Democratic Party of Struggle (DPC PDIP) and branch advisory council made a visit to Central Executive Board (DPP) in Jakarta, the reason why I Wayan Sukaja was kicked from the position as regent candidate began to reveal. Allegedly, Sukaja was removed due to suspicion case of corruption on the Kuwum Bridge project, Marga. A whisper was delivered to the Chairperson of the PDIP Megawati mentioning that the former Head of Tabanan House might be involved in the case, even he could become a suspect if the prosecutor would re-open the case. Head of the DPC PDIP Tabanan, Made Sudana, confirmed this matter when contacted via phone, last Wednesday (Jan 20). He said the Chairperson of DPP PDIP Megawati Sukarnoputri was still difficult to change the recommendation of volume II. Related to such corruption allegation case on Kuwum Bridge, Head of Tabanan Attorney, Ni Putu Indriati, asserted Sukaja was only as a witness, while the defendant was Wayan Wetra Suyasa sentenced to one year in prison, but still appealed to the Bali High Prosecutor. “Sukaja was only as a witness in the case,” she said. Responding to Disappointment of Rabies Committee Executive Prepares Emergency Fund Denpasar (Bali Post)—
Provincial Government of Bali stays serious in eradicating the rabies cases on the Bali Island, despite the budget cuts happen to rabies prevention. The reduction of proposed funding by rabies committee will be taken from the emergency funds while waiting for the stipulation of revised budget. “Budget reduction does not necessarily mean Bali Provincial Government is not serious in handling rabies,” asserted Spokesperson of Bali Province, I Putu Suardhika, last Wednesday (Jan 20) on responding to the disappointment of Bali House Special Committee on Rabies trimming the budget from IDR 6 billion to IDR 2.9 billion. According to Suardhika, if budget allocated exhausted in the middle of the term, it would be covered by funds taken from emergency fund and could be re-budgeted in the revised budget. Unfortunately, Putu
Suardhika did not specify further about the real money that would be deducted from the emergency fund. “Its withdrawal is based on necessity and its administration procedures will not be complicated,” he said while stating to agree with the Bali House Special Committee that rabies cases needed prompt treatment so as not to damage the image of Bali as a tourist destination. His party has confidence the budget would not exhaust before the time, though also used for animal health as a whole. His belief was not without a reason. The reason, the vaccine has been provided by free of charge, so the government of Bali Province would be unnecessary to spend money again. Possibly, the sectors required the funds would be for field officers of elimination, and officers of vaccination. These expenditures items were believed not to trigger the problem. Suardhika added, the efforts to
eradicate rabies disease in the island of the gods required the support of various components, both public and groups of animal care. Without participation and support of all Balinese community, rabies eradication efforts would not produce maximum results. Suardhika also reminded the community of dog owners to treat their animals well in order to prevent the spread of rabies. If they were pet dog, they should be tied up and treated with the best in terms of food and health. As reported previously, Head of Special Committee , Putra Nyoman Astawa, admitted to feel disappointed with the Bali Provincial Government policy cutting the budget of rabies prevention. Residents Protest against Landfill of Sidayu Beachside Semarapura (Bali Post)—
Sidayu Customary Villagers complained to Klungkung Regency Government following the dredging and the landfill activities at the area of Sidayu Beach. If neglected, local residents worried that their coastal border would shrink so that people lost a place to carry out spiritual activities such as melasti. Therefore, local residents asked Klungkung Regency to act immediately in order to anticipate the occurrence of any inconveniences in the future. Complaints of local residents were submitted through the Head of Sidayu Customary Village, Nyoman Karma, together with his apparatus, Ketut Suarjana, to the Deputy Regent of Klungkung who is also the Team Leader of Klungkung Justiciary Team, Tjok. Gede Agung. In their complaints, the Head of Sidayu Customary Village did not want Sidayu coastal area experience the same fate as other region. This coastal area is often used for ceremonial activities. “It is now still under dredging and landfill stage. Therefore, prior to construction began, residents expected the government through

Restoration of Penataran Agung Temple inKlungkung indicated no sign of improvement following a great fire afflicting the temple in last July 2009. Government of Klungkung Regency did not allocate any budget to help the transit temple of Ida Betara Besakih in the 2010 budget. It was visible from the shortage of budget allocation as stipulated in the budget plan of Klungkung being under discussion stage between the executive by the legislature. Non-allocation of budget in financial year 2010 was caused by the committee of temple restoration did not make coordination or audience with the Klungkung Regency during the budget allocation process and put it into the Budget Working Plan (RKA). The committee composing of some figures of Klungkung Palaces, Semarapura Customary Village and some leaders of working units in Klungkung Regency as well as legislators had just made audience before Klungkung Regent, Wayan Candra, last Tuesday (Jan 19). Accepted by Candra Regent, DeputyRegent, Tjok Gde Agung and Secretary, Ketut Janapria, the representatives of the Committee made audience together with ofTjok. Agung Semaraputra, Tjok. Aus PM calls for perspective over Indian attacks AFP
SYDNEY (AFP) – Prime Minister Kevin Rudd on Thursday urged India to keep perspective on a string of attacks on Indians in Australia, a day after New Delhi warned the violence could damage ties between the two nations. Rudd, speaking to reporters in Adelaide, said the attacks were regrettable and had become “difficult matters” for both countries, but insisted they should be kept in “context.” “Obviously these are difficult matters in India, they are difficult matters in Australia,” he said after incidents including the fatal stabbing of an Indian-born student in Melbourne that have inflamed diplomatic tensions. “We are working through them in a practical and effective way over time,” he said, adding that 100,000 Indians are currently studying in Australia. Rudd said he accepted that, “regrettably” there had been violent incidents recently. But he urged that they be viewed in the context of “broader incidences of violence to students of other ethnic backgrounds ... against Australian students,” or violence more generally in the
nation’s larger cities. The prime minister said the vast majority of Indian students were embraced by the Australian community and faced no problems while studying Down Under. “I think it’s important to keep all this into its context,” Rudd stressed. The comments came as Canberra moved to calm the situation after Indian Foreign Minister S.M. Krishna on Wednesday warned of harm to Indian-Australian relations after a taxi driver was attacked in the town of Ballarat on Friday. “It is very unfortunate that this should keep repeating, which does not augur well for our bilateral relations,” Krishna told reporters in New Delhi. The victim of the latest assault suffered bruising to his upper body and swelling to his face after being assaulted by four passengers aged between 16 and 18. Simon Overland, the police commissioner of the state Victoria where many of the attacks have taken place, has admitted that police began to realise two years ago there was a problem involving crime against Indians. “I have said from day one undoubtedly some of these attacks have a racist motive,” he said.

MELBOURNE, Australia – A somber Prince William met Thursday with emotional survivors of last year’s deadly wildfires in southern Australia, doling out comforting words and occasional kisses to those who turned up to greet him. The 27-year-old prince’s trip to Victoria state, on the last day of his Australia tour, came two weeks shy of the first anniversary of the fiery disaster that has become known as Black Saturday, when hundreds of blazes raced across huge parts of the state, killing 173 people and destroying more than 2,000 homes. William was clearly moved by the experience, speaking later at a reception in Melbourne about the impact it had on him. “Today on the outskirts of Melbourne, I was privileged to see the spirit of Australia in its purest, most magnificent form,” he said. “The stories of suffering I have heard today inevitably made me think about the ongoing tragedy of Haiti. Our thoughts and prayers remain with everyone there.” Earlier, the prince wore a yellow ribbon to honor those affected by the fires and greeted locals at a relief center in the closeknit community of Whittlesea, which has served as a hub for survivors who once lived in the devastated surrounding towns. There, the second in line to the British throne quizzed Victorian Premier John Brumby about the fires, and looked through a book of photos showing the damage from the blazes. “It’s terrifying what it can do, isn’t it?” he said. Debbie Morrow told the prince about losing her home. He asked about her family, who now live in a caravan and shed. “He was very concerned and wanted to know if we would be rebuilding,” she said. Another woman burst into tears and
thanked William for supporting those affected by the fires. “Not at all,” he told her. “It is a privilege to be here.” Hundreds turned out to greet the prince, who stopped to shake hands and pose for pictures outside the center. “We didn’t lose family or any friends, so we consider ourselves very lucky,” said Bronwyn Hocking, 30, who moved to Whittlesea after her home, near the blackened town of Kinglake, was destroyed in the blazes. “The royal family have been really supportive of Australia and everyone, and we just want to wave and say thank you.” The prince then traveled to nearby Flowerdale, where he met about 200 residents at a temporary village set up outside the devastated town. William got to work, putting on an apron and helping to cook a barbecue lunch for locals. The sight of the charred landscape made an impact on the prince. “I could not believe it when we drove through,” he said. “The vast scale of it all. It really brings it home.” The prince has had a packed itinerary on his unofficial three-day tour of Australia. He spent his first two days in Sydney, where he visited a local Aboriginal community, met with Prime Minister Kevin Rudd, stopped by a military base and enjoyed a barbecue feast along the city’s glittering harbor. He is scheduled to return to Britain on Friday.

HANOI (AFP) – Vietnam Thursday came under fire from the United States and activists after jailing a group of dissidents for up to 16 years for trying to overthrow the communist regime. “The accused had already been convicted in the pages of the newspapers before the trial started,” said Shawn McHale, director of the Sigur Center for Asian Studies at Washington’s George Washington University. After a day-long trial in Ho Chi Minh City on Wednesday, human rights lawyer Le Cong Dinh, 41, French-trained computer expert and blogger Nguyen Tien Trung, 26, Internet entrepreneur Tran Huynh Duy Thuc, 43, and Le Thang Long, 42, were convicted of “activities aimed at subverting the people’s administration.” Thuc received a 16-year sentence, Trung seven years, while Dinh and Long each got five years, prompting swift criticism from Britain and the US. “Nobody should be imprisoned for peacefully expressing their opinions. Freedom of expression and the free flow of ideas are essential for a flourishing economy and society,” British foreign office minister Ivan Lewis said. “Verdicts like these only serve to harm Vietnam’s international standing.” US ambassador Michael Michalak expressed concern “about the apparent lack of due process in the conduct of the trials” and urged the immediate release of the four, along with other “prisoners of conscience.” The convictions “also raise serious questions about Vietnam’s commitment to rule of law and reform,” he said. Months before the trial began state-linked media reported that the accused had all admitted their guilt. Some observers see their case as linked to next year’s Communist Party Congress, when highranking leadership posts will be determined. It was the most high-profile case in a series of arrests and convictions of dissidents and bloggers over
the past year. London-based human rights watchdog Amnesty International said the convicted men were “prisoners of conscience” and said they should be immediately released. “The trial made a complete mockery of justice, disregarding fundamental human rights such as the principle of presumption of innocence and the right to defence,” said Brittis Edman, Amnesty’s Vietnam researcher. “The prosecution gave no evidence to support the indictment,” Edman added. McHale, in an emailed response to questions from AFP, said the indictment “strained belief.” Judge Nguyen Duc Sau convicted the men of a well-organised non-violent campaign, in collusion with “overseas exile reactionary organisations,” aimed at overturning the government with the help of the Internet. Trung’s supporters have set up a website where they denounced “this sham of a trial”. The US-based Vietnam Reform Party, which Vietnam calls a “terrorist group”, issued a statement Thursday which said the convictions showed Vietnam was being held back by its current system. “In a country where the legal system is an extension of the ruling Communist Party, charges and trials against democracy activists are nothing but a crackdown on political freedom and Vietnam’s progress,” said the group, also known as Viet Tan. The case sends a message that political pluralism outside of the ruling party will not be tolerated, McHale said. But even though one-party rule may continue for a long time, a more pluralistic environment is evolving. “I think that the government (and in particular the Communist Party) misfired on this one,” he said. Thousands of East Java workers reject ACFTA Antara
SURABAYA - Thousands of workers from various districts in East Java hit to the streets here on Thursday to protest against the implementation of the ASEAN-China Free Trade Agreement (ACFTA). The protesters, grouped in the National Workers Association (SPN) from the districts of Gresik, Sidoarjo, Pasuruan, Mojokerto, Jombang, and Surabaya staged their protest rally outside the East Java Provincial Legislative Assembly (DPRD) on Jalan Indragiri to reject the implementation of the free trade agreement. Sudarmadji, the coordinator of the rally, said ACFTA would pose a serious threat to the workers in East Java because the domestic products were feared to be less competitive than the Chinese products that continued to inundate domestic markets. “The government should anticipate it because ACFTA will only make the people miserable,” Sudarmadji said in his oration in front of DPRD office building.
While in Semarang, Central Java, thousands of workers grouped in the Kota Semarang Labor Movement (Gerbang) also staged similar rally on the same day to protest against the ACFTA. The protesters started their rally in front of the Radio Republik Indonesia (RRI) office on Jalan Ahmad Yani from where they marched to the Provincial Legislative Assembly (DPRD) building under tight police security. Gerbang coordinator Nanang Setiyono in his oration said the free trade agreement with China would only deliver the people to the clutches of imperialism. “For a developed country like China, the free trade agreement is certainly profitable but for Indonesia it is a serious threat because it will
have a negative impact on domestic industries which are less competitive than those of other countries,” Nanag Setiyono said. He said adherence to the free trade agreement could cause the closure of many local industries and mass lay-offs and thus worsen the unemployment problem. “Therefore, we resolutely reject free trade agreements of any kind, including the one with China, and ask the government to stop it,” Nanang said. Central Java Provincial Legislative Assembly deputy chairman Bambang Sadono came out of the building and met the protesters. He said the workers’ aspiration would be taken as an input by the assembly which would take up the matter with the central government. “Central Java Governor Bibit Waluyo will today send a letter to the central government and ask for a postponement of the free trade agreement,” Bambang told the demonstrators.

JAKARTA - The Indonesian government has hatched a plan to save Sumatran tigers from extinction by allowing people to adopt captive-born animals as pets for 100,000 dollars a pair, officials said. The forestry ministry said the plan could be put into practice as early as this year despite reservations from environmentalists, who say the focus should be on protecting habitats for the remaining 200 tigers in the wild. “We’re not selling or renting tigers. We’re only authorising people to look after them,” forestry ministry conservation chief Darori told AFP. “These people will have to follow certain conditions. The tigers will still belong to the government.” He said interested owners would have to “deposit” a billion rupiah (108,000 dollars) for a pair of tigers, which he called a “guarantee towards conservation”. The minimum area required to keep a pair would be around 60 square metres (646 square feet), although something the size of three football fields would be better, ministry officials said. The animals’ health would be monitored by government experts and mistreatment would be punished by fines or jail terms. “Let’s think of the tigers’ new homes as mini-zoos,” Darori said. Wuryanto, dismissed fears the scheme could put a price on the heads of the few remaining wild tigers, which are nearing extinction due to habitat loss on their native Sumatra island. Much of the jungle which the tigers call home has been destroyed by rampant illegal logging overseen by the forestry ministry, forcing the animals into lethal competition with villagers. “The chances of people trapping Sumatran tigers alive in the wild and selling them are very low because of the high risk of getting caught and people finding out about it,” Wuryanto said. He said there were about 30 captive-born tigers in Indonesia. “This idea of selling the tigers to the public came about after several wealthy businessmen proposed buying them,” Wuryanto said. Greenpeace Southeast Asia forest campaigner Bustar Maitar said the government might not like to admit its plan amounted to selling critically endangered tigers as pets, but that was what would happen. “Whatever the term used, this is the same as selling tigers. The government doesn’t care about tigers, only about people with money,” he said. “This isn’t the solution to save tigers. Government to pay special attention to five domestic industries Antara
JAKARTA - The government is to pay special attention to the conditions of five domestic industries following the implementation of the ASEAN-Cina Free Trade Agreement (ACFTA), a minister said. The five industries are iron and steel, textiles and garments, base organic chemicals, furniture and energy-saving lamps, Industry Minister MS Hidayat said at a hearing with House Commission VI here Wednesday. Without measures to protect them from ACFTA’s impact, the industries could become underutilized, be forced to lay off workers or even to close down. In regard to the iron and steel industry, ACFTA called for the reduction to zero percent of existing tariffs on such products as HRC, concrete iron, CRC, wire rods, wires, nuts and bolts. But a few trade defense instruments such as anti-dumping rules were already in place for HRC
from five countries - China, India, Thailand, Taiwan, and Russia. In addition, adherance to Indonesia’s National Standardization (SNI) code would be required for imported HRC, steel plates, zinc plates, aluminum-zinc-covered rolls, and concrete iron, he said. On imported nails, a trade safeguard would apply, while imported iron and steel products could enter the country only via certain ports. To be hit worst by ACFTA in the textile product industry were cloth and garments intended for the domestic market as well as the products of small and medium enterprises. About the base chemical and wood-panel furniture industries, he said they were now already reducing their outputs. “If ACFTA’s zero- percent tariff is implemented, these industries might close down,” he added. WASHINGTON - President Barack Obama will on Thursday propose new limits on the size of US banks after spending billions of tax-payer dollars to bail out “too-big-to-fail” firms, a senior official said. The measures would place sweeping new restrictions on a sector seen as responsible for sparking the largest recession since the Great Depression of the 1930s. “A couple of months ago the president began discussing with his economic team the need to include in financial reform more specific and stronger provisions to limit the size and scope of financial institutions” the official told AFP. The proposals aim “to cut down on excessive risk taking” among the largest banks, after crises at a handful of the largest firms threatened to choke the flow of cash to the US economy. “(On Thursday) the president will announce a series of measures that address size and scope” of the institutions the official said. Obama’s first year in office was dominated by efforts to rescue banks that were exposed to massive loses on the sub-prime
mortgage market. The official, who asked not to be named, said the new measures would limit banks’ ability to use their own cash to buy such financial instruments, so-called proprietary trading. “The proposal will include size and complexity limits specifically on proprietary trading,” the source said. Facing widespread voter anger over state take-overs of the troubled firms, Obama earlier this month proposed a tax on big banks and warned the banking industry not to block or water down his planned regulatory reforms. “It is both in the country’s interests and ultimately in the financial industry’s interest to have updated rules of the road to prevent abuse and excess.” The new measures will have to be approved by Congress before becoming law.

WASHINGTON - The global economy is poised to grow 2.7 percent this year after shrinking in 2009, the World Bank said Wednesday in a report highlighting risks to a “fragile” recovery. The World Bank said the nascent recovery from the worst crisis since the Great Depression was “expected to slow later this year as the impact of fiscal stimulus wanes.” “Overall, these are challenging times,” said Justin Lin, World Bank chief economist. “The depth of the recession means that even though growth has returned, countries and individuals will continue to feel the pain of the crisis for years to come,” he said. Key impediments to growth are troubled financial markets and sluggish private sector demand amid high unemployment, the Washington-based development lender said in its “Global Economic Prospects 2010” report. Overall, global gross domestic product (GDP) — a broad measure of the output of goods and services that fell by 2.2 percent last year — is expected to expand 2.7 percent in 2010 and 3.2 percent in 2011. Growth would be led by developing countries, whose economies would have “relatively robust” growth of 5.2 percent this year and 5.8 percent in 2011, after managing to buck the global downturn with 1.2 percent growth last year. China’s massive economy would con-
tinue to be the primary engine, with growth at 9.0 percent this year and the next. South Asia would post a 6.9 percent expansion in 2010, including a 7.5 percent rise in India. Growth would be more moderate this year in Sub-Saharan Africa (3.8 percent), in Latin America (3.1 percent) and in eastern and central Europe and Central Asia (2.7 percent). Rich countries, impacted the most by the global financial crisis, would not recover so quickly. Developed economies, which experienced a 3.3 percent plunge in GDP last year, were projected to grow 1.8 percent in 2010 and 2.3 percent in 2011. The United States, the world’s biggest economy and the epicenter of the financial crisis that triggered the downturn, would see 2.5 percent growth in 2010 and 2.7 percent in 2011. Hans Timmer, an author of the report, said data indicates that unemployment will only get worse. “Actually growth this year is not even strong enough to generate the jobs for the new people that are coming on the global jobs market, let alone that you need to create employment for the people who have lost their jobs in 2009,” Timmer said at a news briefing. The projected modest global expansion this year should mean a rebound in world trade volumes that plummeted 14.4 percent in 2009.

Gross domestic product in the world’s thirdlargest economy returned to double-digit growth in the fourth quarter of 2009 at 10.7 percent, and surpassed the government’s target of eight percent for the year. That target is seen as crucial to foster job creation and stave off social unrest in China’s population of 1.3 billion people. Analysts said China was on track to overtake Japan as the world’s number two economy. But China’s biggest rise in inflation in 13 months underlined the broader challenges of breakneck growth, and came as the World Bank and International Monetary Fund warned anew that the country could face an economic bubble. “The year 2009 was the most difficult time for China’s economic development in the new century,” Ma Jiantang, commissioner of the National Bureau of Statistics, told a press conference. Ma said a government stimulus package worth four trillion yuan (586 billion dollars) “held back the economic decline and achieved the recovery and rebound of the national economy”, as the global economy went into a tailspin. “We need to prevent the overly fast increases in prices and keep a close eye on the trend in prices,” the official added, but said he believed inflation in 2010 should be “mild and controllable”. China’s consumer price index, the main gauge of inflation, rose 1.9 percent year-on-year in December. Authorities are already clamping down on bank lending and hiking borrowing costs to keep a lid on price pressures. “Policymakers will need to move soon to stop the economy from overheating,” said Brian Jackson, a Hong Kong-based strategist at Royal
Bank of Canada. “We have already seen some initial steps in the direction of tighter policy, but higher rates and a stronger currency will also be part of the package.” China’s urban fixed asset investment, a measure of government spending on infrastructure and a key driver of the economy, rose 30.5 percent in 2009 while overall fixed asset investment rose 30.1 percent, Thursday’s data showed. Industrial output from China’s millions of factories and workshops rose 18 percent in the fourth quarter, and 11 percent for all of 2009. Retail sales jumped 15.5 percent in 2009. This week, Premier Wen Jiabao signalled that Beijing was carefully monitoring the risks associated with its hefty pump-priming of last year. “We must ... closely watch changes in supply and demand in the market, form an accurate judgement of the situation and increase the precision and effectiveness of macroeconomic policies,” he told a cabinet meeting. Wen’s comments signalled a break from the government’s oft-stated goal of maintaining stability in macroeconomic policy, and could have broader repercussions for a world economy increasingly reliant on Chinese growth. The 10.7 percent growth in the final quarter of 2009 was the best result since the second quarter of 2008. It followed revised growth of 9.1 percent in the third quarter, 7.9 percent in the second quarter and a revised 6.2 percent in the first three months of last year. The full-year figure exceeded analyst expectations, but was down from 9.0 percent in 2008 and was the slowest full-year increase in eight years. IHS Global Insight economist Ren Xianfang said she expected China to grow by 9.9 percent in 2010 and soon overtake Japan in the global economic rankings. “I think it will happen this year,” Ren told AFP. Judge: Gun stays as evidence in Ja Rule’s NYC case RAPPER Ja Rule lost a bid Wednesday to keep a loaded gun found in his luxury car from being used against him in a weapons-possession case. Manhattan state Supreme Court Justice Richard Carruthers rejected the platinum-selling artist’s argument that the gun was found during an unjustified police stop of his Maybach sports car after a July 2007 concert. His lawyer, Stacey Richman, said outside court she disagreed with the judge’s decision and would pursue other avenues to fight the charges. Prosecutors said the traffic stop was proper because the chauffeured car was speeding and had a suspended registration and no insurance. Richman said authorities were looking for reasons to pull over Ja Rule and other rappers after the show, a claim prosecutors denied. After stopping the $250,000 to $400,000 car, police said they smelled marijuana and found a .40-caliber semiautomatic gun in the rear driver’s side door. Carruthers threw out the rapper’s statement to police that he had “a little bit of weed” in his pocket. He isn’t charged with drug possession. The gravelly-voiced Ja Rule, whose real name is Jeffrey Atkins, rose to fame in the late 1990s. He had a series of hit collaborations with artists including Ashanti and Jennifer Lopez, and his album “Pain is Love” was nominated for the 2002 Grammy Award for best rap album. Experts may have found bones of English princess Associated Press Writer
LONDON – She was a beautiful English princess who married one of Europe’s most powerful monarchs and dazzled subjects with her charity and charm. Now an international team of scientists say they think they’ve found the body of Princess Eadgyth (pronounced Edith) — a 10th-century noblewoman who has been compared to Princess Diana. “She was a very, very popular person,” said Mark Horton, an archaeology professor at Bristol University in western England. “She was sort of the Diana of her day if you like — pretty and full of good works.” Horton is one of a team of experts working to verify the identity of some bones found bundled in silk at Magdeburg Cathedral in Germany. Should the skeleton be positively identified as belonging to Eadgyth, it would be oldest remains of any English royal discovered so far. Experts say her closest competitors — the bones of various Saxon royals in Winchester Cathedral in southern England — are so hopelessly jumbled together that no single person can be identified. “If (Eadgyth’s) skeleton is intact then, yes, as far as I’m aware, it would be the earliest identifiable remains from Anglo-Saxon England,” said Simon Keynes, a professor of Anglo-Saxon history at the University of Cambridge. The skeleton was uncovered as part of a wider research project into Magdeburg Cathedral, about 90 miles (150 kilometers) west of Berlin. The elaborate 16th-century monument in which the body was found was long
thought to be empty. When archaeologists opened the monument in 2008, they found a lead coffin bearing her name and carrying a nearly complete set of bones wrapped in silk. Horton said the skeleton belonged to a woman between 30 years and 40 years of age. But there is some doubt as to whether it is the late royal: Historians believe Eadgyth’s body was moved several times — a common practice as far as the bodies of saints and royalty were concerned. “The inscription (on the coffin) says she’s been moved twice previously,” Horton said, adding there’s archaeological evidence of at least two more moves. It was possible that the bones were lost and swapped with someone else’s during any one of the moves, he said. “Quite often they scooped up any old bones and put them in,” he noted. UN climate report riddled with errors on glaciers Associated Press Writer
WASHINGTON – Five glaring errors were discovered in one paragraph of the world’s most authoritative report on global warming, forcing the Nobel Prize-winning panel of climate scientists who wrote it to apologize and promise to be more careful. The errors are in a 2007 report by the Intergovernmental Panel on Climate Change, a U.N.-affiliated body. All the mistakes appear in a subsection that suggests glaciers in the Himalayas could melt away by the year 2035 — hundreds of years earlier than the data actually indicates. The year 2350 apparently was transposed as 2035. The climate panel and even the scientist who publicized the errors said they are not significant in comparison to the entire report, nor were they intentional. And they do not negate the fact that worldwide, glaciers are melting faster than ever. But the mistakes open the door for more attacks from climate change skeptics. “The credibility of the IPCC depends on the thoroughness with which its procedures are adhered to,” Yvo de Boer, head of the U.N. Framework Convention on Climate Change, told The Associated Press in an e-mail. “The procedures have been violated in this case. That must not be allowed to happen again because the credibility of climate change policy can only be based on credible science.” The incident follows a furor late last year over the release of stolen e-mails in which climate scientists talked about suppressing data and freezing out skeptics of global warming. And on top of that, an intense cold spell has some people questioning whether global warming exists. In a statement, the climate change panel expressed regret over what it called “poorly substantiated estimates” about the Himalayan glaciers. “The IPCC has established a reputation as a real gold standard in assessment; this is an unfortunate black mark,” said Chris Field, a Stanford University professor who in 2008 took over as head of this part of the IPCC research. “None of the experts picked up on the fact that these were poorly substantiated numbers. From my perspective, that’s an area where we have an opportunity to do much better.” Patrick Michaels, a global warming skeptic and scholar at the Cato Institute, a libertarian think tank, called on the head of the IPCC, Rajendra Pachauri, to
resign, adding: “I’d like to know how such an absurd statement made it through the review process. It is obviously wrong.” However, a number of scientists, including some critics of the IPCC, said the mistakes do not invalidate the main conclusion that global warming is without a doubt man-made and a threat. The mistakes were found not by skeptics like Michaels, but by a few of the scientists themselves, including one who is an IPCC co-author. The report in question is the second of four issued by the IPCC in 2007 on global warming. This 838-page document had chapters on each continent. The errors were in a halfpage section of the Asia chapter. The section got it wrong as to how fast the thousands of glaciers in the Himalayas are melting, scientists said. “It is a very shoddily written section,” said Graham Cogley, a professor of geography and glaciers at Trent University in Peterborough, Canada, who brought the error to everyone’s attention. “It wasn’t copy-edited properly.”

DETROIT - The Detroit Pistons dominated the fourth quarter to upset the Boston Celtics 92-86 on Wednesday, Rodney Stuckey leading the assault with 27 points and 11 rebounds. The third-year point guard also added six assists while forward Charlie Villanueva scored 10 of his 19 in the decisive final session to help the Pistons pull away. During the spell, Detroit (15-26) scored 13 straight points to turn a five-point deficit into a 84-76 edge with less than four minutes remaining. “I wanted to win this game very badly, it’s a good way to start this homestand,” Villanueva told reporters after his team captured the first of six successive games in Detroit. “I was just into the game, trash talking a little bit. The Italian believes Suzuki has no chance of catching Yamaha, Ducati and Honda due to the restrictions on mileage and engine use that have been introduced to cut costs over the past year. “You can’t test with the race riders, and the final straw is the absurd rule of six engines per season,” Capirossi told Motosprint. “How can you develop a new engine, or something else new, if you have to comply to such a rule? “We’ve had massive reliability problems already in the second half of 2009. So how can you develop an engine if it’s even sealed now? This is limiting for us.” “They are working like crazy in Japan, at Sepang we’ll have a prototype with many things, but we’ll have only six days of testing in order to select the right material. If by Qatar, in mid-March, we haven’t been able to make this selection, then that means we’ll have to keep, for the entire season, an unsorted bike that hasn’t been developed, and this is neither nice nor fair. They have never done a proper evolution of the engine. They never come up with truly crucial or revolutionary ideas. On top of that, they bring new parts only if they are certain they won’t break, and this slows down development. Perhaps we could improve with new parts, but they don’t bring them. It’s a matter of mentality, but they are changing. Problem is, you need time. Until two years ago they had a project leader who came from the road production: he wasn’t the right person for a MotoGP race department. Now there are new chiefs, but you need patience to see some real results.
