BEIJING - Eleven people were missing after a landslide Tuesday in southwestern China, where flooding caused by relentless torrential rains has triggered a series of deadly disasters, state media said.
The landslide swept into a village in Mianning county in Sichuan province early Tuesday, the Xinhua news agency reported, quoting provincial emergency response officials. Rescuers were searching through the debris, it

BANGKOK - Thailand said Tuesday that it was lifting a state of emergency in three northern provinces but not in Bangkok, two months after the end of antigovernment protests in the capital that turned deadly. The emergency law, which bans public gatherings of more than five people and gives security forces the right to detain suspects for 30 days without charge,
will remain in place in 16 other provinces. Earlier this month Thailand extended the emergency powers across about one quarter of the country by three months, prompting concern among rights groups and key allies including the United States. Bali Police deploy eight investigators Denpasar (Bali Post)—
Allegation on corruption case in the land acquisition for international hospital (RSI) in Kediri, Tabanan, is now being investigated by Criminal Detective Unit (Reskrim) of Bali Police. Even, the investigation team had been deployed in order to track the actual flow of the funds. This matter was conveyed by Spokesperson of Bali Police, Gde Sugianyar, last Monday (Jul 19). A number of investigators were instructed by Director of Criminal Detective of Bali Police, Andi Taqdir Rahmantiro. Andi Taqdir entrusted the tasks to eight investigators listed in his warrant dated July 15, 2010. “The investigators can be sent down at any time,” said Gde Sugianyar. Furthermore, he said the investigation team should initiate their task last Monday. Since hundreds of volunteers of SukajaI Gusti Ngurah Anom (Sukarno) came to the Bali Police to provide moral support to the investigators in conducting comprehensive investigation, so the investigation team delayed their task to Tabanan. Accompanied by Unit Chief IV of Corruption Crime, Director of Criminal Detective, Komang Suwirya, Gde Sugianyar mentioned that his party was remaining to gather the facts and evidence because the investigation was started from the information in the media that there were allegation of mark up in relation to the land acquisition for international hospital located in Kediri, Tabanan. “There were no reports from any individual persons. We investigated the case based on information from newspapers. The handling of this corruption case allegation, of course, requires a long time. Additionally, we have to be working professionally, with the absence of intimidation from other parties,” affirmed the former Chief of Balikpapan Police. Thus, his party expected the help would come from all parties. In other words, if they had valid data regarding to the corruption allegation case in the RSI’s land acquisition were expected to be notified to the investigators. By doing so, the investigation process would take place more quickly and certainly the examination would last faster, too. “If there is a strong indication, of course we will promptly inform the State Audit Agency (BPK) and the Financial and Development Supervisory Agency (BPKP). Later on, it would be followed up by conducting an investigation,” added Suwirya telling reporters in the room of Gde Sugianyar last Monday. Meanwhile, hundreds of volunteers of Sukarno came to Bali Police, last Monday (Jul 19). Their arrival was merely intended to give moral support to thoroughly investigate the cases on alleged corruption in the land acquisition of RSI Kediri, Tabanan. They did not reject if there was suspicion of corruption carried by the media lately. “As a volunteer of Sukarno, I invoke the Bali Police to follow up the case of such alleged corruption. Likewise, I ask the investigating authorities to be transparent in handling of the case. We want the government of Tabanan will be free from any corruption,” said Made Muskadana as Field Coordinator of Sukarno’s volunteers accompanied by six representatives received by Director of Unit Chief IV of Criminal Detective of Bali Police. Challenges of regency to realize public welfare The main challenges experienced by Buleleng Regency in realizing public welfare is the complex life problems faced by the community, especially people domiciling in remote villages that some of them are still in the very apprehensive economic condition. On that account, many government programs are not effective because a single program can not automatically raise the welfare of one family. In other words, one program can only resolve one problem in people’s life, but another issue will continue to torture them so they are still powerless to build their self-welfare and family welfare. At Tunjung Village, Kubutambahan subdistrict, a number of parents do not send their children to elementary or secondary school. They really know that the government had a free school program plus school operational support (BOS) and another program making the family unnecessary to spend any single penny for school fees of children. However, they still do not send their children because in their mind children are better to work so that their family can live. In this regard, educational programs to improve the welfare of the community can be said to have failed. A family without education will be difficult to compete against others in creating prosperity. Meanwhile, at Bukti Village, still in the area of Kubutambahan, many
sharecroppers build houses on land owned by others. As the land owners may take their land anytime, then the residents do not want to build permanent homes and are willing to sleep on the dirt floor while their health continues to be disturbed. When house refurbishment is intensively conducted by government agencies no single resident is worthy to get it. One of the requirements for a resident to get the home refurbishment assistance is that the house is indeed built on one’s own land. In this case, these residents will not be entitled to get the help of healthy home forever. The poor will remain to live in unhealthy homes. As consequence, unhealthy residents can not work well for improving their welfare. Being not prosperous, then they will continue to be residents of hereditary sharecropper. There are many more series of other examples that can serve as proof that a program may not be effective if other issues in the community are not addressed with other programs all at once. For instance, Public Health Services has a program to improve nutrition.
But, if only the health of infants is improved, while the baby’s parents do not have anything to continue their children’s life after growing up, so the healthy children during their babyhood may become unhappy children in their adult. Head of Buleleng Agency for Regional Development (Bappeda), Gde Darmaja, acknowledged that the greatest challenge faced by local government in improving the Buleleng people’s welfare was the difficulty to break the chains of poverty caused by a complexity of life problems faced in a family. To overcome those challenges, his party had made breakthrough programs every year to permanently resolve the poverty while improving the welfare of the people continually. He acknowledged that many programs did not directly create a welfare improvement. For example, direct cash assistance (BLT) program, food aid, assistance to orphanages, nursing homes and the like were performed by Social Services only to reduce the burden of community’s life temporarily. Tracking, A Tourist Fell Down the Cliff Gianyar (Bali Post) –
Anne Mieke Cameila (56), a Dutch tourist, had an accident while doing a tour walk (tracking) around Banjar Cagan, Pejeng Kangin Village, Tampaksiring Sub district, Gianyar last Monday (19/7). The tourist slipped and fell down the 20 meters deep cliff. She died due to serious injuries of fractured hands, left foot and right side of skull holed 6 cm deep also blisters at some places.

Calonarang: The King, the Witch and the Priest AT the beginning of 7th century, a Balinese prince becomes the king of Java, the great Erlangga. His mother, Mahendradatta, was a Javanese princess who ruled Bali with her Balinese husband, Dharmodayana, until the husband, suspecting her of practising evil magic, exiled her to the forest. When Erlangga’s father died, leaving Mahendradatta as a rangda or a widow, she conspired to use her band of pupils trained in the black arts to destroy Erlangga’s kingdom. Her chief grudge against Erlangga because of fancied insults to her beautiful daughter, Ratna Menggali – the noblemen of Daha had refused her in marriage for fear of her mother’s evil reputation. Calonarang (Erlangga’s mother who practising evil magic) went with her pupils to the cemetery and they prayed and danced in honour of Begawati, the deity of black magic, to help them destroy Daha. The goddes appeared and danced with them, granting her permission, warning the witch, however, to preserve the center of the kingdom untouched. The witches
danced at the crossroads and soon people fell in great numbers. Discovering the cause of the epidemic, Erlangga ordered his soldiers to go and kill the witch. They stole into her house while she slept and stabbed her in the heart , but Calonarang awoke unhurt and consumed the daring soldiers with her own fire. The witch went once more into the cemetery and danced with her pupils, dug out corpses, cutting them into pieces, eating the members, drinking the blood, and wearing the entrails as necklaces. Begawati appeared again and joined in the bloody banquet, but warned Calonarang to be careful. The witches danced once more at the crossroads and the dreadful epidemic ravaged the land, the vassals of Erlangga died before they could even bury the corpses they bore to the cemeteries. The desperate king sent for Mpu Bharada, the holy man from Lemah Tulis, the only living being who could vanquish the witch. Mpu Bharada planned his campaign carefully. He sent Bahula, his young assistant, to ask for the witch
daughter’s in marriage. Highly flattered, the mother gave her consent and after a happy and passionate honeymoon, Bahula learned from his wife the secret of Calonarang’s power. The possession of a little magic book which he stole and turned over to his master. The holy man copied it and had it returned before the disappearance could be noticed. The book was a manual of righteousness and had to be read backwards. The holy man was then able to restore life to those victims whose bodies had not yet decayed. Armed with the new knowledge, he accused the witch of her crimes, but she challenged him by setting an enormous Banyan tree on fire by a single look of her fiery eyes. Bharada foiled the enraged witch by restoring the tree, and she turned her fire against the holy man. Unmoved, he killed her with one of her own mantras, but she died in her monstrous form and Bharada, to absolve her of her crimes and enable her to atone for them, revived her, gave her human appearance, and then killed her again. The information received mentioned victim was quite hard to be evacuated due to the location. Besides the deepness, the river flow under it is quite steep. Now the body of the victim is placed at Sanjiwani Hospital and planned to be sent to her country. During in Bali the victim stayed at Banu Swari, Tengkulak, Sukawati with husband Wouter Varst (57). In their visit they followed several families and other groups too. At first, the tracking was that’s done by a tourist guide from Kintamani, Bangli Region, was using a bicycle which then followed walking through
footpaths. Turns out the footpath was located near a cliff which then victim lost balance, slipped then fell down the cliff. The accident was then reported to the Police. Gianyar Police Resort identification team did investigate the crime scene and identified the victim. The evacuation was quite difficult due to the location. Succeeding it, the body was then brought to Sanjiwani General Hospital Gianyar to have vise and seems her family was sadden by this. Methamphetamine Packages “Thrown in” to Kerobokan Prison Denpasar (Bali Post) –
Efforts in getting in illegal items happen again in Kerobokan prison on Sunday night. The suspected methamphetamine package was caught on a securing trellis of the biggest prison in Bali. The package has the best quality of the illegal drug and it was thrown from Mertanadi Street (west of the prison) which was tied with a stone hoped to be landing on target but got into between block D (special for narcotic involved prisoners) and Policlinic. The package was first found by an official who was going to the observing tower when it was seen a package dangling on the trellis. The package was then taken to KPLP Maliki but it’s a shame Po-
lice did not catch who did it. Maliki explained, the founded illegal item has been reported to the Bali Police Department and soon there should be steps to be taken, “We handover it to those who take care of it.” Maliki also stated, this method did not happen for the first time. Once it happened using a tennis ball, then wrapped in newspaper, and more. Also there was ganja package fell on the border alleyway once. Every illegal item found then given to the main Police Department. So does this mean the security hasn’t been maximized? Maliki certainly said no with the reason every bit of Kerobokan Prison has had a very tight supervising although the numbers of officials working is not as much as those jailed. (015)
River Tukadaya Safety Dam Destroyed Negara, DenPost
The safety dam of Tukadaya River, Batuagung, Jembrana, was broken down as it was hit by a flash flood lately. As a result the safety dam was seriously damaged.
From an observation last Monday (19/7), the damage was at the bridge’s wing that connects Dusun Banhar Anyar and the Keladian Dauhwaru Area. It also threatens to collapse the 25 meters of the safety dam as it has caused the river sup-
port walls steepen down. Other damages happened at the south of Jero Pengentuh Dam which is the source of Subak Tamblang irrigation. Around 40 meters of netted stones and concrete support were damaged by the flood as well.
According to one of the Batuagung residents, IB Arnawa, it’s often Tukadaya River experienced floods. Because of the flood the safety support of the river built by the Bali Government at year 2006 were broken down and at least there are five loca-
tion points damaged this year. He hopes that this will be taken care of as it is threatening houses, roads and bridges near by. Also if it’s left happening and not taken care, it can damage even more. (120)

MOSCOW Russian beachgoers got a shock when they saw a donkey soaring in the blue skies over the balmy beaches on the Sea of Azov in southern Russia last week, police said on Tuesday. Attached to a parachute, the animal screamed in fear as it circled over heads of holidaymakers sunbathing on a beach in the Cossack village of Golubitskaya in the Krasnodar region last week. A regional police spokeswoman said the donkey ended up in the skies as a result of an impromptu advertising campaign by several Russian entrepreneurs to attract beachgoers to their private beach. Instead, they attracted the attention of regional police who
learned of the flying donkey earlier this week and launched a probe. “The donkey screamed and children cried,” regional police spokeswoman Larisa Tuchkova told AFP. “No-one had the brains to call police.” Instead, she said, people reached for their cameras and bombarded a local newspaper with phone calls. “It was put up so high into the sky that the children on the beach cried and asked their parents: “Why did they tie a doggy to a parachute?” the newspaper, Taman, said this week. “The donkey landed in an atrocious manner: it was dragged several metres along the water, after which the animal was pulled out half-alive onto the shore.”

TEHRAN - Iran has hanged three men in a prison in Kerman in the south and one in public in the western city of Ahvaz after they were convicted of drug trafficking, newspapers reported on Tuesday. Shargh newspaper identified three men executed in Kerman city on Monday as Abbas Y., Ruhollah B., and Mohammad Naim Sh. A fourth man identified only as A. Sh. was executed in public in Ahvaz, Khuzestan province, on Monday for possessing and selling half a kilo of heroin (about a pound),
hardline newspaper Kayhan said. It added that public executions in Khuzestan “have had a major effect on lowering crime rates.” The latest hangings bring the total number of executions in Iran to 92 so far this year, according to an AFP count based on media reports. Last year, at least 270 people were hanged. Iran says the death penalty is essential to maintain public security and is applied only after exhaustive judicial proceedings. Murder, rape, armed robbery, drug trafficking and adultery are all punishable by death in Iran.
The attack is the deadliest this year against the groups that turned against the terror network amid an apparent campaign by insurgents to undermine confidence in the government security forces and their allies. The attacks on the Awakening Council members highlighted the daunting security challenges the country faces as the U.S. works to withdraw all combat troops in Iraq. The first attack Sunday morning by a single bomber with an explosive vest killed at least 45 people and wounded more than 40 at a checkpoint near a military base in the mostly Sunni district of Radwaniya southwest of Baghdad. Some 150 Sunni fighters had lined up to collect their paychecks when the bomber struck, according to witnesses. “I ran, thinking that I was a dead man,” said Uday Khamis, 24, speaking outside the Mahmoudiyah hospital where many of the wounded were taken. His left hand was bandaged and his clothes were stained with blood. At least a dozen men, dressed in military-style uniforms were seen laying in pools of blood in front of a blast wall in footage obtained by the Associated Press Television shortly after the blast. There were conflicting reports as to how many of the dead were Iraqi soldiers and whether accountants who were killed as they were handing out money were civilian or military. In the second attack, a suspected militant stormed into a local Awak-
ening Council headquarters in the far western town of Qaim near the Syrian border and opened fire on those inside. The town and the vast desert province of Anbar, were for years the epicenter of the Sunni Arab insurgency and a sanctuary for alQaida. The fighters returned fire, wounding the attacker, who then blew himself up as they gathered around him, killing three and wounding six others, police officials said on condition of anonymity. All officials spoke on condition of anonymity because they were not authorized to speak to the media. Two other members of the Sunni militia were also wounded in other minor attacks south of Baghdad. While violence has dropped dramatically over the past two years in the country, Iraqi security forces remain a favorite target for insurgents bent on destabilizing the country and its Shiite-led government. The attack also raised to the surface the festering resentment on the part of some Awakening Council members toward a government they said has largely marginalized them, even though their decision to fight alongside the Americans has made them targets for Sunni extremists. The complaints take on greater urgency given Iraq’s current political stalemate and the scheduled withdrawal of all U.S. combat forces by the end of August. More than four months after March’s inconclusive parliamentary
election, Iraq has yet to form a new government as politicians bicker over who will lead the country. The impasse has raised fears that militants will try to exploit the political vacuum to re-ignite sectarian tensions that brought Iraq to the brink of civil war in 2006 and 2007. While the Awakening Councils played a key role in reducing the overall level of violence in Iraq, their future role in the Shiite-dominated government is uncertain. The U.S. used to pay the monthly salaries of about $300 to the nearly 100,000-strong militias. Last year, the Iraqi government took over paying their salaries and, after heavy pressure from the Americans, agreed to absorb up to 20 percent of the fighters into its security forces, while giving the others government jobs. “The government has not provided job opportunities to the heroes who fought al-Qaida,” Sheik Efan Saadoun, a member of the provincial council in Anbar said. “Therefore, these heroes are not willing to fight al-Qaida because they have not received what they deserved.” Others appeared to imply that the government was at least complicit in the attacks Sunday. Khamis, the bombing victim, said while men are usually searched at the checkpoint where the bomber struck, on Sunday they were allowed to line up without any checks. Hassan Ali, who was waiting at the hospital with his wounded nephew, said also this was the fifth day they had gone to the base to try and collect their paychecks. “Every time they went to receive their salary, they told them to come the next day and they did that for four days and now in the fifth day this explosion took place,” he said.
Driver error may have caused Indian train crash Associated Press Writer
CALCUTTA, India – A train that slammed into another in an eastern Indian station was traveling three times faster than it should have been and ignored signals to stop, railway officials said Tuesday, suggesting that driver error was behind the crash that killed 63 people. In the early hours of Monday, the Uttarbanga Express hit a passenger train that was about to pull out of Sainthia station, about 125 miles (200 kilometers) north of Calcutta. The force of the crash was so intense that the roof of one car was thrust onto an overpass above the tracks. Officials launched an investigation Tuesday into the crash, that also injured scores of travelers. Initial findings have already shown that the
Uttarbanga was traveling at 55 miles per hour (90 kilometers per hour) — three times the speed it should have been — even though it was expected to stop at Sainthia station, according to Vivek Sahai, a senior railway official. The signal operator at the Sainthia station told reporters that the Uttarbanga sped toward the station despite a red signal, indicating that it should slow down and stop. At the time, the Vananchal Express was just beginning to leave the station. Mator Let, the signal operator, said that he tried to communicate with the driver, but the train did not stop. but lacks modern signaling and communication systems. Most crashes are blamed on poor maintenance and human error. It was the second major train crash in West Bengal state in two months. On May 28, a passenger train derailed and was hit by a cargo train, killing 145 people. Authorities blamed sabotage by Maoist rebels for that crash. Railway Minister Mamata Banerjee initially raised the possibility that Monday’s crash was another case of sabotage, but there was no immediate indication that rebels were to blame. A handful of accidents in north India in January killed at least a dozen people and were blamed on heavy winter fog that impaired visibility. Other fatal crashes happened when rickety rail bridges give way.

Blame-game over deadly India train crash KOLKATA - A probe into a rail crash in eastern India that claimed more than 60 lives focused Tuesday on why a packed express train hurtled at high speed into a station where it was scheduled to halt. The express roared into Sainthia station in West Bengal state at 90 kilometers an hour (60 miles an hour) early Monday and slammed with enormous force into the rear of a stationary train waiting to leave the platform. More than 160 people were injured and two of them died overnight, raising the overall death toll to 63. Speculation and looming state elections in West Bengal produced a host of theories in the immediate wake of the crash, as the potential for blame was shifted between politicians and railway officials. Indian Railway Board Chairman Vivek Sahay suggested that human error was the most likely cause, saying the express driver had ignored a stop signal and then failed to reduce speed as he approached the station. “Why was the train travelling so fast? JAKARTA - Former law and human rights minister Yusril Ihza Mahendra was again questioned by the Attorney General’s Office on Tuesday over an alleged corruption case in his ministry several years ago. Yusril, who is a suspect in the Law and Human Rights Ministry’s online Siminbakum Service’s alleged corruption case, arrived at the AGO at 10 am on Tuesday. Minister supports plan to censor ‘’infotainment” programs Antara
BANDUNG - Communication and Information Minister Tifatul Sembiring has expressed support for the National Broadcasting Commission’s (KPI) plan to censor so-called “infotainment” television programs in Indonesia. The plan aimed to prevent violations of ethical, religious, moral, social and cultural values in Indonesia.
“I personally support the KPI’s plan. We must understand that the authority to control the content of broadcasting programs in Indonesia is in the hands of KPI,” he said on Tuesday after attending an Asia-Europe Meeting (ASEM) Forum on Strengthening Cooperation in ICT Research & Development at the Golden Flower Hotel here. He said infotainment programs in Indonesia tended to dig up mat-
ters related to people’s private lives. “Unfortunately many people love the programs,” he added. Earlier, the KPI had announced it was planning to subject the contents of infotainment programs to censorship after receiving complaints from various quarters that the programs often violated the journalistic code of ethics. KPI was scheduled to meet with the National Press Council soon to discuss the matter.
KUALA LUMPUR - A Malaysian court Monday sentenced a market trader to death for murdering his Indonesian maid, one of a series of abuse cases that prompted Jakarta to ban domestic helpers working in Malaysia. A. Murugan, 36, was charged with the murder of Indonesian Muntik Bani, who died in hospital on October 25 last year. Her death was among a string of shocking cases of mistreatment of domestic workers that has strained ties between Malaysia and Indonesia, leading Jakarta last June to ban maids from working there. JAKARTA - Indonesian police have arrested two men on Sumatra island with six tiger skulls and other parts from the critically endangered species, an official said Monday. The two were held Saturday in Pekanbaru city of Riau province as they picked up a package containing the skulls, five pieces of skin and bones, the provincial conservation agency head Trisunu Danis Woro said. “It seems that the tigers have been killed a few days ago,” he told AFP adding that the package was delivered from Aceh province on the northern tip of the island. “The men are not the main ac-
tor. Someone has ordered them to pick up the package,” he said. There was no mention on the package of the sender’s identity and police were still hunting the culprits behind the poaching network, he said. Conservationists estimate there are fewer than 400 Sumatran tigers left in the wild because of habitat loss and poaching. In June Indonesian police arrested a man who allegedly poisoned and skinned an endangered Sumatran tiger in a state-owned zoo. Representatives from 13 “tigerrange countries” met last week in Bali and drew up a declaration in a bid to save the big cats from extinction.

Head of the Strategic Planning Directorate and spokesman of BI Dyah Makhijani said the issuance of the new money will be conducted by Vice President Boediono at the BI office building in Bandung. Dyah said the coins have a picture of Garuda Pancasila on the front, and the angklung traditional musical instrument on the back against the background of the Gedung Sate building in Bandung. The money will be silvery, made of steel and coated with nickel. “The old Rp10.000 bank notes shall remain a valid legal tender prior to their withdrawal by BI,” he said.

In Bali, the mountains have a special significance in the Hindu Philosophy. To the Balinese the mountains are holy or sacred areas and for this reason many temples and shrines will be found among the lofty peaks. Certain curtiousies should be followed by all mountain walkers which to the outsider may appear odd or strange. For example woman should not visit mountain regions during their menstrual cycle, beef, in the form of meat should not be eaten or carried there. Also whilst in the mountain, bad language or behavior must be avoided. The mountains of Bali form part of a chain stretching from East to West and two of these mountains are in fact active volcanos. One being Mount Agung (2152 m) the highest mountain in Bali which last erupted in 1963, the other Mount Batur (1717 m) currently active. There are three other lesser mountains mount Abang (2152 m), Mount Batuaru (2276 m) and Mount lempuyang (1058 m), and several other mountains, but many f these can be “climbed” by motor cycles or cars. Mountain climbing in Bali is something much closer to mountain walking since most of Blai’s mountains have gentle slopes with few difficult or steep climbs, so the equipment required is minimal. Recommended climbing gear being a hat, for sun/rain protection, stout boots, gloves (they are many thorn bushes and plants), warm clothing, rain coat and rucksack. It is also advisable to take along a small first aid kit. Many of the mountain foot hills have quite a number of leeches in particular Mount Batukaru so it is recommended to take along cigarettes (to burn the leeches off) and to tuck your trousers into your socks. There is in Bali an active students mountaineering clubs in Bali. Every Universities in Bali has their own club, one of them “Mapala Wanaprastha Dharma” situated in the campus of the Udayana University on Jalan P.B Sudirman Denpasar. DENPASAR — A number of 300 black turtle (Lepidochelys olivaceae) hatchlings and two green turtles (Chelonia mydas) were released on Kuta Beach, last Monday (Jul 19), as the continuation of seminar taking the theme of “The Role of Banks in Sustainability of Our Future Earth.” The release was initiated by Minister of Environment Prof. Dr. Mohammad Gusti Hatta and Assistant of Regional Secretary of Bali Province, Ketut Wija, and then followed by hundreds of participants. Aside from the release of turtle hatchlings, the event was also followed by planting 20 sea almond (Terminalia catappa) trees symbolically and distribution of 1,000 trees to visitors and surrounding community, which also posed a form of shared responsibility for ensuring the future sustainability of the earth. “By the existence of this symbolical event, we expect the Bali Province which had proclaimed itself as a Green Province could be supported by all the people of Bali, including all banks located in the Bali Province,” explained the Chairman of Organizing Committee, Wayan Suja, in his speech. Similarly, he explained that the activities were held to launch the commitment and efforts for environmental protection and management by the bank financial institutions. Especially, the banks serving as the executors of the Industrial Effi-

ADB calls for end to stimulus measures as economies rebound Agence France-Presse
SINGAPORE - The Asian Development Bank (ADB) Tuesday upgraded its 2010 growth forecast for 14 East Asian economies and urged governments to unwind stimulus measures launched during the global recession. The Manila-based lender upgraded its average growth forecast for Southeast Asia, Greater China and South Korea to 8.1 percent, up from April’s projection of 7.7 percent, following a spate of stellar growth data from the economies. “While most emerging East Asian economies are assured of a sharp Vshaped recovery this year, it is to early to say that the ‘V’ stands for victory,” said Srinivasa Madhur, an ADB senior director who presented the findings. He said the recovery’s sustainability will depend on “the correct timing, policy mix and pace at which economic stimulus is withdrawn.” “The private sector must be strong enough to take over,” he added. Regional powerhouse China is expected to post 9.6 percent growth this year and 9.1 percent in 2011, when measures to prevent overheating kick in. The 14 economies surveyed also included Brunei, Cambodia, Hong Kong, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, South Korea, Taiwan, Thailand and Vietnam. Citing Singapore, which has upped its 2010 gross domestic product growth forecast to 13-15 percent, Madhur said

TOKYO - Japan’s government on Tuesday pledged austerity and a cap on new bond issues as it drafts a budget for next fiscal year while seeking to reduce a mountain of public debt. Prime Minister Naoto Kan, since taking office early last month, has pledged an ambitious overhaul to reduce Japan’s massive public debt, which is nearing 200 percent of GDP, the highest level in the industrialised world. Tokyo said last month it aims to cap general account outlays at 71 trillion yen (818 billion dollars) for each of the next three years, including tax grants to local government but excluding debt-servicing costs. The sum is roughly the same as the planned expenditure for the current year. “It is the grand rule that we need to draft the budget within the basic framework
on expenditure that has been decided,” Chief Cabinet Secretary Yoshito Sengoku told a news conference. Sengoku, the top government spokesman, also confirmed the centre-left government aimed to keep new bond issuance at or below the current record level of 44.3 trillion yen. The government is working to decide this month on basic rules for drafting the budget for the fiscal year 2011 starting next April. Cabinet ministers are required to submit their requests by the end of August. The total national budget has expanded to a record 92.3 trillion yen for the current fiscal year, adding to the country’s bulging public debt burden as Tokyo also tries to stimulate a sluggish economy. “Nobody thinks the country can carry on like this, and it is important to have a certain level of fiscal discipline,” said SMBC Friend Securities market analyst Yasushi Noguchi.

MADRID - There is no going back on a general strike called for September 29 to protest against a labour market reform, the head of Spain’s largest trade union confederation said Monday. “The process leading to the strike is irreversible,” Fernandez Toxo, the president of the Communist-led CCOO, told reporters in the southeastern city of Albacete. The CCOO and Spain’s other major train union conferderation, the more moderate UGT, which together represent over two million workers, called the strike last month. The call came after the government said it would press ahead with labour market reforms that would make it easier to hire and fire workers. The International Monetary Fund and the government argue the reform would help
slash the unemployment rate which has soared to around 20 percent, the second highest in the EU after Latvia. They also point out that it would reduce government spending on jobless benefits. But unions object to seeing workers’ rights weakened. They are also unhappy with government plans to raise the retirement age to 67 from 65 and austerity measures that will cut civil servants wages by an average of 5.0 percent. The general strike will be Spain’s first since 2002 and the first since the Prime Minister Jose Luis Rodriguez Zapatero’s socialist government took power six years ago. The socialists had until now maintained good relations with the unions. The general strike date coincides with a European day of action, which will have as its focal point a protest at a meeting of European Union finance ministers scheduled the same day in Brussels.

Rare Sri Lankan primate gets 1st wide-eyed closeup Associated Press Writer
GALLE, Sri Lanka – A nocturnal, forest-dwelling primate with orblike eyes and short limbs was photographed in central Sri Lanka late last year after being feared extinct, researchers said Monday. A Horton Plains slender loris was caught on camera after lengthy surveys of the forest by researchers from the Zoological Society of London, the University of Colombo and the Open University of Sri Lanka. Team leader Saman Gamage said the mammal was not sighted for more than 60 years until in 2002 a researcher reported spotting its eyes during a search - inspiring the effort to view it fully and photograph it to prove the primate existed. “We are thrilled to have captured the first ever photographs and prove its continued existence,” said Craig Turner, a conservation biologist with the Zoological Society.
The primate’s population is thought to have begun dwindling in the mountain forest habitat after British colonial rulers from the 19th century cleared large tracts of forest for coffee and tea plantations, Gamage said. Logging, agriculture and development made it hard for the lorises to find food, escape threats or meet mates. Turner, a conservation biologist at the Zoological Society of London, said only one or two sightings occurred between 1937 and 2002. Despite repeated attempts to find it, there were no sightings between 2002 and 2009. “People, including ourselves, had begun to think: ‘Yeah, maybe it has
disappeared’,” he said. Given its size and nocturnal habits, the eight-inch (20-centimer) beast was tough to find. But the giveaway was in its eerily large, night-vision eyes. Scientists combed the forest canopy with redfiltered flashlights - eventually catching sight of the loris. “You get a very distinct red eyeshine reflecting from the loris,” Turner told The Associated Press. “That’s how we picked up on the initial presence of the species.” Turner said scientists were then able to briefly capture the primate, taking measurements and genetic material before releasing it back into the wild. He said the critter’s orb-like peepers and gangly limbs made it an easy sell to the general population.”It’s a very appealing species,” he said. Gamage said more of the lorises are thought to live in small patches of forest in Sri Lanka’s hill country.

AIDS breakthrough: Gel helps prevent infection Associated Press Writer
For the first time, a vaginal gel has proved capable of blocking the AIDS virus: It cut in half a woman’s chances of getting HIV from an infected partner in a study in South Africa. Scientists called it a breakthrough in the long quest for a tool to help women whose partners won’t use condoms. The results need to be confirmed in another study, and that level of protection is probably not enough to win approval of the microbicide gel in countries like the United States, researchers say. But they are optimistic it can be improved. “We are giving hope to women,” who account for most new HIV infections, said Michel Sidibe in a statement. He is executive director of the World Health Organization’s UNAIDS program. A gel could “help us break the trajectory of the AIDS epidemic,” he said. And Dr. Anthony Fauci of the U.S. National Institutes of Health said, “It’s the first time we’ve ever seen any microbicide give a positive result” that scientists agree is true evidence of protection. The gel, spiked with the AIDS drug tenofovir, cut the risk of HIV infection by 50 percent after one year of use and 39 percent after 2 1/2 years,
compared to a gel that contained no medicine. To be licensed in the U.S., a gel or cream to prevent HIV infection may need to be at least 80 percent effective, Fauci said. That might be achieved by adding more tenofovir or getting women to use it more consistently. In the study, women used the gel only 60 percent of the time; those who used it more often had higher rates of protection. The gel also cut in half the chances of getting HSV-2, the virus that causes genital herpes. That’s important because other sexually spread diseases raise the risk of catching HIV. Even partial protection is a huge victory that could be a boon not just in poor countries but for couples anywhere when one partner has HIV and the other does not, said Dr. Salim Abdool Karim, the South African researcher who led the study. In the U.S., nearly a third of new infections each year are among heterosexuals, he noted. Countries may come to different decisions about whether a gel that offers this amount of protection should be licensed. In South Africa, where one in three girls is infected with HIV by age 20, this gel could prevent 1.3 million infections and 826,000 deaths over the next two decades, he calculated.

BERLIN – Germany’s national coach Joachim Loew and his three right-hand men have agreed two-year extensions to their contracts following the team’s World Cup success, press reports said Tuesday. Loew was due to sign a new deal with the German Football Federation (DFB) later on Tuesday ahead of a news conference around midday (1000 GMT), the Sueddeutsche Zeitung and Bild dailies reported.

Riders set off for Tour de France’s hardest day Associated Press Writer
BAGNERES-DE-LUCHON, France – Alberto Contador is in the leader’s yellow jersey for the first time in this year’s Tour de France as the riders start the hardest day of the race. The Spaniard is eight seconds ahead of former leader Andy Schleck at the beginning of Tuesday’s 16th stage, a grueling 124-mile ride from Bagneres-deLuchon to Pau that takes in four major climbs, including the notorious Col du Tourmalet. Spanish cyclist Alberto Contador has apologized for the way he took over the lead in the Tour de France from rival Andy Schleck. During Monday’s stage, Schleck’s chain came off and Contador kept riding, rather than waiting in accordance with race etiquette. In a video posted on YouTube, Contador said: “Maybe I made a mistake. I’m sorry. I don’t like things like what happened today, I’m not like that and I hope the relationship that I have with Andy can go back to being as good as it was before this happened.” Contador initially insisted he hadn’t seen that Schleck had a problem.

DALLAS – Nine-time All-Star Dirk Nowitzki has signed his new contract with the Dallas Mavericks. The Mavericks announced the signing in a statement issued Monday. Team officials released no terms of the deal. However, a person familiar with the negotiations had told The Associated Press when the agreement was reached earlier this month that the deal is for more than $80 million over four years, with a no-trade clause. At 32, Nowitzki had opted out of the final year of his contract to become an unrestricted free agent for the first time, but he didn’t talk seriously with any other teams. The 12-year NBA veteran has averaged 22.9 points, 8.5 rebounds, 2.7 assists, one block and 36.7 minutes in 920 career games. In 97 playoff games, Nowitzki averages 25.5 points, 11 rebounds, 2.3 assists, 1.2 steals and 1 block per game. The Wurzburg, Germany, native is the Mavericks’ career scoring leader with 21,111 points and tops the Mavs in career rebounding with 7,802. The 2007 NBA MVP became the 34th player in league history to reach 20,000 career points on Jan. 13 and ranks 27th among all-time scorers.

Rossi rules out Laguna victory

Valentino Rossi has ruled out any chance of victory at Laguna Seca this weekend, and insists he still does not expect to be back to his best until Misano in September. The world champion returned to MotoGP in Germany last weekend, six weeks after suffering a broken leg in a Mugello practice crash. He was extremely competitive at the Sachsenring and only just missed out on a podium finish when Casey Stoner got past him at the final corner. Although he set the second-fastest race lap and was just five seconds behind winner Dani Pedrosa at the finish in Germany, Rossi said he still feels rusty after his absence and needs more races to get up to speed. “I think the mental side is more than the physical condition,” he said. “When I feel very good and
am working well, I feel my leg is stronger and my physical condition improves. The target remains to arrive at 100 per cent by Misano, and we’ll try to do it before if possible. “At Laguna I’ll try to do better [than in Germany], but I think I’m still not ready to try to win.” He admitted that in some ways racing was currently easier mentally as his title chances were now extremely remote. “From the mental side in one way it’s easy, because you have less pressure - you don’t have to win, like it has been in the whole of my career, more or less,” Rossi said. The Yamaha rider added that it was now just a case of getting reacclimatised to racing situations as
he had few physical problems. He was particularly pleased with the progress of the shoulder he injured in a Motocross accident several weeks before the Mugello incident. “The shoulder is what I am most happy about,” said Rossi. “I crashed on 15 April, and I had a lot of problems and a lot of pain at Jerez and Le Mans. “When I stayed in bed for 15 days [with the broken leg], my shoulder became a lot worse because it became more tight and I lost a lot of movement. So I was very frustrated then and worried that I’d have to have another operation. “But I worked a lot in the swimming pool, my situation improved a lot and [in the race] no pain.”
Kubica fearing tough German GP Robert Kubica fears his Renault team could face a difficult German Grand Prix due to the improving form of rival teams. With the French squad not having its own F-duct system, and with most of its rivals already using a blown rear diffuser, Kubica fears the opposition could be very strong at Hockenheim. “As usual, I will try to do my best and to extract the maximum from the car,” said Kubica in a team preview. “Most of the teams we are racing now have both the F-duct and the blown floor, so I think it could be quite a tough
weekend, and we need to make sure that our pace is more competitive than at the last race. “But if it’s what we call a tough weekend for us is like in Silverstone, when we still could have finished P4 or P5, then I’ll take it straight away.” The Pole, who retired from the previous race at Silverstone, said Renault will have to work hard to make sure it finds the right compromise between speed and downforce due to the lack of an F-duct. “All the cars we are racing already have an F-duct system, and this makes our life harder because we may have to reduce downforce
to be competitive on top speed, which could cost us in the corners,” he added. “We will have to evaluate the best compromise for us on Friday.” Team-mate Vitaly Petrov is aiming to match Kubica’s pace during the weekend, the Russian admitting his main focus will be having a strong qualifying. “As always the first target is to be close to Robert’s pace,” he said. “Then I need to qualify in the top ten and finish the race. “I think that qualifying is my number one priority for the weekend because we know how it important it is for the outcome of the race.”
