Mega road project in Badung approved by central govt Mangupura (Bali Post)—
Central government has approved the concept of refurbishment toward the Bypass Ngurah Rai road proposed by Badung Regency Government. Such refurbishment included the construction of flyovers, road widening, and remodeling of the roadside landscapes. Predictably, the mega project would cost around IDR 2.2 trillion. Such opinion was revealed by Deputy Chairman of the Badung House, I Ketut Suiasa, last Wednesday (Jul 14). Suiasa was one of the representatives who presented the concept of Bypass Ngurah Rai refurbishment in the Department of Public Works (PU). Presentation made on last Wednesday was led by Deputy Regent of Badung, I Ketut Sudikerta, and also followed by members of the Badung House, Putu Parwata, as well as related regional apparatus units (SKPD). According to Suiasa, in principle the concept proposed by Badung had been approved by the Ministry of Public Works. Overall, this concept aimed to overcome the traffic congestion that often occurred in the path of the local area. However, it remained to find financial problem. Meanwhile, sources of funding still needed to be discussed further. Suiasa confessed to be optimistic regarding to the problem of funding. It was not difficult to allocate such a fund because Department of Public Works in 2011 had a budget worth IDR 27 trillion. Road refurbishment was also meant to maintain the reputation of Indonesia. Moreover, the status of that road was a national road so the funding became the state’s obligation. “I definitely had confidence that we will be helped for the funding. If we ask for 10 percent of the bud-
get allocation in the Department of Public Works for Bali will be enough. Moreover, these activities also bet the reputation of Indonesia in relation to host the APEC Summit and the plan to host the Miss World contest,” added Suiasa. In addition to the Department of Public Works, the effort to get the project was also made to the House of Representatives, in this regard the Budget Committee. For this, his party had got positive signal. As planned, in the near future the lobby would also be resumed directly to the Minister of Public Works. Still related to the settlement of mega road projects, within this year 2010, it had been ensured to undertake the road widening around the intersectional areas of Dewa Ruci and Ngurah Rai Statue. According to Suiasa, the two famous points were vulnerable to traffic jam. Road widening at the two points could not be done unilaterally. Therefore, the support of third-party and coordination between the lines should be put forward especially with the airport, forestry and Pertamina, considering at the location laid the pipe owned by Pertamina. ”We do expect these agencies could provide utmost support, including the support of the community, too. Red Room Bar attacked by gangster One killed, another injured of stabs Denpasar (Bali Post)—
Disputes occurred again between two groups of gangster in Kuta. Now, some burly youths made an offensive to Red Room Bar located on Jalan Dyana Pura, Kuta, Badung, last Wednesday (Jul 14) early morning. As a result, a security officer on duty, Bagus Alit Sastrawan chopped dead. Meanwhile, another security officer Yesaya Karmoi suffered from stabbing wounds in the back. Allegedly, the attack conducted by a number of youths to the crime scene had something to do with disputes of the two groups occurring in front of Sky Garden Discotheque few days earlier. However, police were still investigating the case with the testimony of witnesses and collecting more evidences. Joint team of Kuta Police and Denpasar Metro Police are still working hard hand in hand up to these days to uncover everything. Based on information in the field, the attack happened at about 2:30 am Local Time. Before targeting the crime scene, allegedly they were originally aiming at Sky Garden. However, because Sky
Garden was strictly guarded by some members of police and the military officers, then they converted the attack to Red Room Bar. It was said the gangsters armed with samurai swords, chains and others directly headed for to the crime scene. Without uttering a single word, they entered into the bar and aimed to find out someone. However, people who apparently sought could not be found. Well, the two victims (Bagus Alit and Karmoi— ed) even became the target. It was unknown for sure whether they were the wrong target or not, both victims were stabbed by the attackers. Ultimately, both victims were cornered and could not do anything. Even, they turned more powerless in the face of those attackers,” said a source last Wednesday. Such anonymous source explained the attack took place so quickly. They came in straight blindly. After slashing and stabbing the two victims, they immediately fled. Other than clearing the two victims, they also did some destruction toward the existing equipment inside the bar. “The at-
tack was running very quickly. They entered, cleared, damaged and escaped,” the source said. After a few minutes of the incident, several police officers came to the crime scene. Similarly, one platoon of Mass Control from Denpasar Metro Police was deployed to the scene. Police shortly did investigation at crime scene and collected the required evidence and testimony of witnesses. “Both victims were immediately rushed to Sanglah Hospital for immediate assistance. Unfortunately, the victim Bagus Alit breathed his last at Sanglah Hospital,” he explained. In the meantime, Chief of Denpasar Metro Police, Suryanbodo Asmoro, when asked for his confirmation last Wednesday said the case was still under investigation. Until now, investigators have examined a number of witnesses. Not only that, the evidence in the form of broken glass and others had been secured. “There have been six to seven witnesses examined. Jembrana Region Government started the zero visit to forest program at Jembrana’s forests and the Regent, Gede Winasa, also have given out instruction No.2 year 2010 dated 2nd March about the revitalization. Yet the forests are still robbed even there’s a tight security and warnings not to go in. Because of budget problems now those securities are pulled out and forests were robbed again. Forests in Penyaringan, Mendoyo, Pulukan, Pekutatan, Yeh Embang and Batuagung were cleared which caused Jembrana often hit by floods and landslides especially during heavy rain. Jembrana House of Representatives member, Putu Karnawijaya, last Wednesday (14/7) confessed ashamed of this incident. According to him there are not much socialization to the people on forestry law, “There’s not much prevention yet so people are still robbing the forests and there should be a more intensive socialization and continuous.” He then stated the zero visit to forest program shouldn’t be ignored, “When there’s a new disaster, there should be ongoing anticipation and understanding for the people.” Karnawijaya also added those people who takes from the forest should’ve
learnt from the disasters so they won’t cut trees wildly, ”The use to conserve the forest and environment not only affects us now but for the future too.” Meanwhile Vice Regent Putu Artha has visited the landslide location at Sekar Kejula, Yeh Embang which worries. He also hoped to avoid such thing and residents should be aware. He gave little help to lessen the victim’s burden by giving housing equipments and essentials to Ketut Sadia (55) whose house walls crushed by the landslide. The rain passing by Jembrana on Monday (12/7) also caused a house at Pancaseming, Batuagung swept by mud. The crushed house at Pancaseming is owned by Nengah Arnyana (35) while at Sekar Kejula owned by Ketut Sadia (55). Aryana’s house was under water
mixed by mud which came from the cliff at the north of the house. This caused a farming equipment place and three shrines crushed and also fracturing the kitchen’s wall. Meanwhile, until Tuesday, Sadia is still helped by local residents to clean up the mud and stones that came into the house. Besides the house, the village official also stated some husbandry and decker plats also swept by the river flow. The village’s road was also closed by the flash flood then a landslide followed Monday afternoon. Under the forest there are around 30 families living and Forestry official also caught parts of the green area in the forest destroyed by the landslide. (120)

Methamphetamine Smuggling, Two Malaysians Sentenced For Life Denpasar (Bali Post) –
Accused Boo Gwan Teik (46) and Chang Cheng Weng (Malaysian) suspected to have smuggled methamphetamine (shabu-shabu/SS) weighing 2169,85 gross gram, given sentence for life in a trial at Denpasar District Court on Wednesday (14/7). Even so, the two foreigners were calm when hearing the decision read by Judge Nyoman Sutama. Besides that, accused are fined IDR 2 Billion which subsidized 1 year sentence. Customs workers were suspicious on the two accused that just got off Cathay Pacific flight number CX785 from
Hong Kong. After Boo was investigated, it was found a body pack made from white khastery cloth and clear plastic bags with length 96 cm and width 14 cm which has clear crystals of methamphetamine weighing 1.060,2 broto gram or 987,81 net gram attached to Boo’s waist. Meanwhile in Chang’s stomach there’s an attachment of the same body pack with clear plastic bags inside it containing 1.109,94 net gram of the illegal drug. Interfaith Student Jamboree (Jampela) Bali Province presented by Religion Ministry Bali Province Representative Office at Serangan Village Park was opened by the Indonesian Religious Minister staff, H. Tulus last Tuesday (13/7). In his welcoming speech, he mentioned Jampela has a strategic meaning in building the kids’ moral and mental in facing globalization effects. This activity is hoped to increase moral, mental and discipline quality of the kids. This is the first Jampela involving 1.024 candidates from the whole Bali Junior High School and High/Vocational School students with their religions Hindu, Buddha, Islam, Christian and Catholic. In this activity it’s being guided by 110 guiders/region or city officials from different sources. During the Jampela, candidates are asked to perform community services and competitions in increasing faith and goodness to God, relation to each other and the environment. Cycle of Life Ceremony in Bali Balinese Hindu believe on reincarnation, cycle of life, before they can reach moksha, the highest condition of atman or soul where the soul is back to the main source, God, the soul must be born and reborn again. Born, growth up, old, and die then born again are a must in Balinese Hindu. And in every step of those stages, Balinese will perform special ceremony. When the souls are ready to reborn again, they will enter into red and white elements of desire that are united in the sexual love, it symbols of sperm (red) and ovum (white). The eventual merging of the two kamas begets what is often called Sang Hyang Jabang Bayi or fetus-Balinese always assume that the soul comes from heaven that is why a baby in Bali is called dewa or gods during his first year of life to honor the soul. The ritual is beginning from pregnancy with the aim to fasten the soul in its body before birth. The seventh moth when the fetus is strong enough is a time for Magedong-gedongan or strength the soul in “new house” ceremony. It is a simple ceremony. When the baby is born, his/her ariari or placenta will get special treatment. It puts on clay pot then brings to house compound. Baby’s father should wash it until clean from the blood then put it in a coconut together with some spices and some tools; it depends on the custom, before burry it in front of the house’s door. On the place where it buried will be put a cook’s cage or basket and candle or lamp to protect it from animal and unseen force. The fact this is a sign to community, there are a new baby in
that house On the seventh days or depends on when the umbilical cord the ceremony is held to celebrate it. Just a simple ceremony, run by baby’s mother. The baby is then celebrate through tutug kambuhan or continuous to grow which fall on 42 days after birth. Commonly the parent will invite the priest to do the ceremony for the baby’s four siblings that company him when his born by giving special offering. Since this day baby’s parent is allowed to enter holly place again, before, since the birth both are not allowed to enter holy place, Balinese called they are on cuntaka or prohibited time. Logically during this time baby’s parent is still in weak and busy condition, so they cannot do normal activities, including did a festival feast or communal activities. Bigger ceremony is held at three months, named nyambutin or celebration ceremony. This time a baby is allowed to touch the ground and get his name. The child has entered the earthly world and the ceremonies are to welcome and guide the child during his or her first steps in life. This is how a child attains full incarnation of human status. Then regular ceremony will be held, called otonan ceremony or happy birthday Balinese Hindu version, it is based on one cycle in the wuku year or Balinese calendar which is celebrate every 210 days or every six months, to remain and strength the soul in the child’s body. SEOUL, South Korea – North Korea’s health care system is in shambles with doctors sometimes performing amputations without anesthesia and working by candlelight in hospitals lacking essential medicine, heat and power, a human rights watchdog said Thursday. North Korea’s state health care system has been deteriorating for years amid the country’s economic difficulties. Many of its 24 million people reportedly face health problems related to chronic malnutrition, such as tuberculosis and anemia, Amnesty International said in a report on the state of the health care system. A 24-year-old defector from northeastern Hamkyong province told Amnesty that a doctor amputated his left leg from the calf down without anesthesia after his ankle was crushed by a moving train when he fell from one of the cars. “Five medical assistants held my arms and legs down to keep me from moving. I was in so much pain that I screamed and eventually fainted from pain,” said the man, identified only by his family name, Hwang. “I woke up one week later in a hospital bed.”

The report was based on interviews with more than 40 North Koreans who have defected, mostly to South Korea, as well as organizations and health care professionals who work with North Koreans. Amnesty researchers did not have access to North Korea, one of the world’s most closed countries. There was no immediate reaction from North Korea, which is sensitive to outside criticism and usually responds through its statecontrolled media, though sometimes days or even weeks later. North Korea says it provides free medical care to all its citizens. But Amnesty said most interviewees said they or a family member had given doctors cigarettes, alcohol or money to receive medical care. Doctors often work without pay, have little or no medicine to dispense and reuse scant medical supplies, the report said. “People in North Korea don’t bother going to the hospital if they don’t have money because everyone knows that you have to pay for service and treatment,” a 20year-old North Korean defector named Rhee was quoted as saying. “If you don’t have money, you die.” Many interviewees said they had to walk as long as two hours to get to a hospital for surgery, said Norma Kang Muico, an Amnesty researcher and author of the report. North Koreans are numbed to what was wrong with the health system, because “things keep progressively getting worse, or even staying the same but at that low level,” she told reporters in Seoul on Thursday. Amnesty blamed failed or counterproductive government policies and said North Korea should cooperate with aid donors to ensure transparency in the distribution of food assistance and guarantee that medical personnel are paid adequately. The group also recommended that countries such as South Korea, the U.S., China, Japan and Russia ensure that humanitarian assistance in North Korea is based on need and is not subject to political conditions.

PESHAWAR, Pakistan – An apparent suicide bombing near a bus terminal in Pakistan’s Swat Valley killed five people and wounded at least 35 on Thursday, officials said, a sign that Islamist militants remain active in the northwest region despite a massive army operation. The explosion went off around noon in Mingora, the main town in the one-time tourist haven that was overrun by the Taliban in 2007. Pakistani TV footage showed vehicles bent and twisted due to the force of the blast. Some men were desperately trying to open the doors of a car to reach a woman and man sitting in the front who were bloodied and appeared unconscious. The area struck was crowded, so the death toll could rise significantly.
Senior police official Qazi Ghulam Farooq said five people died and that officials believed a suicide bomber was involved. At least 35 people were wounded, police said. The Pakistan military launched its biggest operation against the Taliban in Swat in 2009 after a failed attempt at a peace deal that included pledges to impose Islamic law in the area. The operation forced some 2 million people to flee, but after a few months, the army said it had taken control and
many of the refugees returned home. Still, violence has occasionally flared in Swat, shaking people’s confidence. A handful of targeted killings of anti-Taliban elders in particular has worried those who fear the insurgents are staging a comeback in the valley. In recent weeks, several major suicide attacks have shaken Pakistan. Last week, a pair of suicide bombers blew themselves up in the Mohmand tribal region, killing at least 102 people in the deadliest attack in the U.S.-allied nation this year. The attacks come as Washington is pushing Pakistan to do even more to root out militant groups that use its soil to plan attacks on Western troops across the border in Afghanistan.

Ten days of
downpour had flooded villages close to Tokar, an area about 150 kilometres (93 miles) from Port Sudan, the main city in eastern Sudan, which also experienced heavy rainfall on Sunday, residents said. “It is not raining today but the water level remains high,” Sukar said. “State services are providing
assistance to the population and looking for the missing. We need help from humanitarian organisations,” he added. Dozens of people are killed each year during the rainy season in Sudan, Africa’s largest country where many live in mud brick homes.

NEW DELHI – A Vaseline face-whitening application for Facebook in India has sparked an online controversy and pushed the racially-loaded issue of skin colour into the spotlight. AngloDutch skincare group Vaseline launched the application “Transform Your Face On Facebook” to promote its range of skin-lightening products for men, advertised by Bollywood star Shahid Kapoor. It enables users to digitally whiten their profile pictures and remove dark spots — an idea that has evoked a largely negative response in the blogosphere since news broke earlier this week. “Vaseline’s latest marketing campaign, largely targeted at south Asia but accessible globally, will probably make you uncomfortable,” wrote columnist Alexis Madrigal on the website of US magazine The Atlantic. “Modern humans’ desire to make their skin darker or lighter is a rather icky reminder of the pigment-ocracy that exists in many countries.” The market for skin-lightening cream in India is estimated to be worth about 500 million dollars a year by market research group Nielsen. Sales of products for men grew by 25 percent last year and by 17 percent for women. The first cream for women was launched 27 years ago, while the Indian cosmetics group Emami was the first to see potential in the male market in 2005 when it launched “Fair and Handsome” with Bollywood superstar Shah Rukh Khan. “The adverts play with the minds of men,” Radhakrishnan Nair, the editor of Indian men’s magazine MW told AFP. “The message they send is: ‘If you have fair skin, you will get a good job, a promotion and a beautiful and faithful wife’.” The
matrimonial adverts that appear in Indian newspapers are also a vivid illustration of the cultural preference for paleness. A widely-understood lexicon has been developed to talk about skin tone. Somebody described as having a “wheaten” complexion is lighter in skin tone than somebody who is “dusky”. It is commonplace to comment on someone who is beautiful and “very fair” in the same breath. In shops for passport photos, the camera operator will frequently offer a “free lightening service” when the pictures are processed and printed. “Indians believe that if you have fair skin you belong to the higher caste, the Brahmins,” sociology professor T. K. Oommen at the Jawaharlal Nehru University in New Delhi told AFP. He explained that a succession of light-skinned colonisers in India had reinforced the association of fairness with power. “The Aryans, who came from central Asia, in addition to the Portuguese, the French and the British colonisers ruled over the country and probably contributed to this negative perception of dark-skin.” The marketing campaigns for creams by Emami and other foreign brands such as Vaseline, Garnier or L’Oreal clearly push the message that paleness and beauty are synonymous. Market-leader Emami has run into fierce criticism for its not-so-subtle
advertising of “Fair & Lovely” for women and “Fair & Teen” for teenagers. A campaign in 2003 featuring a dark-skinned woman who was unable to get married was branded “highly racist” by Brinda Karat, general secretary of the All India Democratic Women’s Association. The campaign was probably reflecting views held privately by many Indian women, however, particularly in the north of the country. In 2009, a poll of nearly 12,000 people by online dating site Shaadi.com, revealed that skin tone was considered the most important criteria when choosing a partner in three northern Indian states. Creams range in price from about a dollar to 40 dollars and can be bought in most pharmacies in India. They work by targeting melanine, the skin pigment that absorbs darkening UV light, and are not thought to pose a health risk. “Face bleach” and frightening sounding “acid peels” are also widely sold across the subcontinent. Ashu Kumar, 24, is one of the latest customers. The student began using the cream a few weeks ago and hopes to see a result in the next month, as promised by the manufacturer. “My skin is too dark,” he told AFP. “If I don?t make it fairer, I?m worried I’ll have trouble finding a woman to marry me.”

JAKARTA - Australia’s foreign minister held talks in Indonesia on Thursday to try to muster regional support for controversial plans to set up a centre in East Timor to house asylum-seekers. New Prime Minister Julia Gillard has announced a return to harsh offshore detention policies, with immigration a key issue in Australia ahead of elections expected to be called in the coming days. Australian Foreign Minister Stephen Smith said his country was in talks with East Timor over the proposed regional boatpeople processing facility, which has so far received a frosty reception in the tiny aid-dependent country. “It would not work if it did not have the support of the region,” Smith said after meeting his Indonesian counterpart Marty Natalegawa in Jakarta. “It would not work it did not have the support of the United Nations High Commissioner for Refugees.” Stemming the almost daily arrival of rickety boats from Indonesia and other Southest Asian nations is chief among Gillard’s concerns as she seeks to woo conservative voters in
Australia. Natalegawa was non-committal on the proposal, saying a processing centre was a “potential component” of a regional approach to the problem. “We are actually precisely trying to develop a regional framework, a regional approach in dealing with the whole issue of people smuggling and trafficking,” Natalegawa said, adding that further talks were needed. East Timorese Deputy Prime Minister Mario Viegas Carrascalao on Wednesday rejected the Australian proposal, saying Dili was nobody’s “puppet”. Carrascalao said tiny East Timor, a country of just over a million people which is dependent on aid eight years after gaining independence from Indonesia, had too many problems of its own to deal with Australia’s as well. Australia processes asylumseekers — mainly from Afghanistan and Sri Lanka — at Christmas Island in the Indian Ocean, but a steady flow of refugees has overwhelmed facilities and forced the reopening of centres on the mainland. The 48-year-old man, identified as Cut Hasan, was last seen by other farmers on Monday, the head of Geumpang village in Pidie district, Syaiful, told AFP. The partially eaten body was found Wednesday several dozen metres from the plantation area, which lies 180 kilometres (110 miles) east of the provincial capital of Banda Aceh. “The tiger broke his neck and shattered his skull. His abdomen was ripped open and there were multiple claw and canine marks on his body’s parts,” he said.
Human-animal conflicts are a rising problem as people encroach on wildlife habitats in Indonesia, an archipelago with some of the world’s largest remaining tropical forests. There are fewer than 400 Sumatran tigers left in the wild, according to the environmental group WWF. Conservationist Didi Wuryanto said in March that up to 30 human deaths last year were attributed to tiger attacks. She was detained at the Police Headquarters’ Criminal Investigation Department (Bareskrim) jail on Wednesday (July 14) at around 10 pm local time. “Luna is arrested because she is strongly suspected being involved in the making of porn video recordings with Ariel,” Marwoto Seoto said. The police earlier named actresses Luna Maya and Cut Tari suspects in

The two women are suspected of having involvement in the making of sex videos with popular Peterpan pop band vocalist Nasril Irham alias Ariel. The police had earlier named Ariel a suspect and have held him at the
Bareskrim jail since June 22, 2010. Cut Tari and Luna Maya on Thursday (July 8) offered apologies to the public but this did not change their status as suspects in the case. The police had also carried out a scientific crime investigation on the three celebrities in which their physical characteristics were compared with those of the actors in the porn video scenes. The circulation of the video clips via the internet and individual cellular phone
cameras among the public created a national uproar as the actors looked like Ariel, Luna Mata and Cut Tari. Last June, the National Police’s chief detective, Commissioner General Ito Sumardi, said the police had asked Luna and Ariel about the process of the filming and why the video could spread. MANGUPURA — Government of the United States planned to implement full screening for goods coming into the country. This U.S. policy will complicate the entry of Indonesian products to the country. This matter was revealed by Chairman of FIATA Regional AsiaPacific, Chris Kanter in the 4th Field Meeting of Federation Internationale des Associations de Transitaires et Assimiles (FIATA) of Regional Asia-Pacific in Tuban. “The U.S. government plans to apply a new rule, namely screening all incoming products, becomes an important issue to be faced by Indonesia. This rule would certainly have an impact on Indonesia,” said Chris Kanter, last Wednesday (Jul 14). Although the U.S. had not set standards or screening mechanisms of the goods, but the application of the regulation as said by Chris Kanter would add the cost of shipping of goods from Indonesia. “We also do not know yet whether the screening is carried out in Singapore or other countries. But definitely, we will find difficulty
with these rules,” he said. Other than the increase of freight charges, the new rules of the U.S. would also adversely affect the delivered goods. The reason, the products exported to the country would be threatened to be returned to their home countries if they were not appropriate. “Probably, this policy is implemented to prevent the acts of terrorism and security reasons,” he added. Meanwhile, Iskandar Zulkarnain, the Representative of INFA, on that occasion stated about the issues currently faced by the members of INFA was the practice of buying and selling of freights on board. “This practice is very detrimental to business. VP says bureaucratic reform should produce changes Antara
DENPASAR - Vice President Boediono said the government would remain committed to conducting bureaucratic reform in all sectors to really make changes such as curbing corruption and cost. “Bureaucratic reform that we are doing is only part of the reform agenda carried out since 1998 namely reform in the field of politics and constitution with focus on democratization,” he said when opening the 28th International Congress of Administration Science here on Wednesday. He said legal and institutional reform efforts were focused on fighting corruption while bureaucratic reform is aimed at making our public service more efficient and faster. “The result or outcome of the bureaucratic reform will be very important and must be able to be measured concretely such as whether it could reduce corruption,” he said. He said the results of surveys by community members would also help in the effort.
He said improvement in public service would be useful to support regional governments to increase efficiency and reduce cost or spending. Boediono said the key to success in carrying out the bureaucratic reform was recognizing the basic characteristic of the reform effort which is based on three principles. “The first is decentralization, the second is agreement as a stepping stone for accelerating efforts in the offices concerned and the third is coordination among offices,” he said. He said “the most important thing in bureaucratic reform is that its output could bring changes in public service.” Boediono said the government would support bureaucratic reform agenda in all institutions in the form of human resources and funding. In connection with that he said the government had already set up a national committee to conduct monitoring and evaluation on the implementation of the effort. The team led by Boediono involves relevant ministries under the coordination of the minister of administrative reform.

At least representatives from 48 countries in Asia, America, and Africa, met in an international congress on public administration opened by Vice President Boediono at Westin Hotel in Nusa Dua Wednesday night. “Some 229 working papers are discussed in the congress by the experts, academicians and
practicians of state administration, development and managerial administration,” Head of the National Institute of Public Administration Asmawi Rewansyah said when opening the 28th International Conference on Public Administration. Asmawi said the background of the meeting is finding an answer to various serious problems facing the poor and developing countries against the developed and rich countries. The participants are trying to find the roots of the problems. Taking part in the meeting are 541 participants from 48 countries with China having the biggest number of participants totaling 37, and South Africa 34.
“All the working papers were discussed in panel discussions, workshops, working groups, and plenary sessions to sharpen the issues at hand,” he said. The participants are also taking part in social activities and also visiting a number of natural and cultural tourist objects in Bali. The International Congress of Administrative Sciences (IIAS) and International Association of Schools and Institutions of Administration (IASIA) are held also on the occasion of the 80th anniversary of IIAS. The event was attended by President of IASIA Prof Allan Rosenbaum and President of IIAS Prof Franz Strehl.

Calonarang: The King, the Witch and the Priest At the beginning of 7th century, a Balinese prince becomes the king of Java, the great Erlangga. His mother, Mahendradatta, was a Javanese princess who ruled Bali with her Balinese husband, Dharmodayana, until the husband, suspecting her of practising evil magic, exiled her to the forest. When Erlangga’s father died, leaving Mahendradatta as a rangda or a widow, she conspired to use her band of pupils trained in the black arts to destroy Erlangga’s kingdom. Her chief grudge against Erlangga because of fancied insults to her beautiful daughter, Ratna Menggali – the noblemen of Daha had refused her in marriage for fear of her mother’s evil reputation. Calonarang (Erlangga’s mother who practising evil magic) went with her pupils to the cemetery and they prayed and danced in honour of Begawati, the deity of black magic, to help them destroy Daha.
The goddes appeared and danced with them, granting her permission, warning the witch, however, to preserve the center of the kingdom untouched. The witches danced at the crossroads and soon people fell in great numbers. Discovering the cause of the epidemic, Erlangga ordered his soldiers to go and kill the witch. They stole into her house while she slept and stabbed her in the heart , but Calonarang awoke unhurt and consumed the daring soldiers with her own fire. The witch went once more into the cemetery and danced with her pupils, dug out corpses, cutting them into pieces, eating the members, drinking the blood, and wearing the entrails as necklaces. Begawati appeared again and joined in the bloody banquet, but warned Calonarang to be careful. The witches danced once more at the crossroads and the dreadful epidemic ravaged the land, the vassals of Erlangga died before they could even bury the
corpses they bore to the cemeteries. The desperate king sent for Mpu Bharada, the holy man from Lemah Tulis, the only living being who could vanquish the witch. Mpu Bharada planned his campaign carefully. He sent Bahula, his young assistant, to ask for the witch daughter’s in marriage. Highly flattered, the mother gave her consent and after a happy and passionate honeymoon, Bahula learned from his wife the secret of Calonarang’s power. The possession of a little magic book which he stole and turned over to his master. The holy man copied it and had it returned before the disappearance could be noticed. The book was a manual of righteousness and had to be read backwards. The holy man was then able to restore life to those victims whose bodies had not yet decayed. Armed with the new knowledge, he accused the witch of her crimes, but she challenged him by setting an enormous Banyan tree on fire by a single look of her fiery eyes. (BTN/Doc)

BUSINESS Japan central bank raises growth forecast Agence France-Presse
TOKYO - Japan’s central bank Thursday raised its growth forecast to 2.6 percent for this fiscal year as recovery in Asia’s biggest economy inches painfully ahead thanks to demand in emerging nations. “Japan’s economy shows further signs of moderate recovery, induced by improvement in overseas economic conditions,” the Bank of Japan said, raising its GDP forecast from the 1.8 percent it predicted in April. “Exports and production have been increasing mainly due to high growth in emerging economies and increased global demand for ITrelated goods,” the bank said in a statement after a two-day board meeting. Demand especially from China and Southeast Asia has helped Japanese exporters. Japan’s sluggish growth sharply contrasts with that of China, which Thursday said its economy had expanded 10.3 percent in the second quarter. Despite the more upbeat assessment, the Bank of Japan (BoJ) kept its key lending rate unchanged at 0.1 percent, as expected, and said it would “aim to maintain the extremely accommodative financial environment”. The rate has not changed since December 2008 — the lowest point in a global financial crisis which plunged Japan into recession — and lags behind other Asian economies that have recently tightened their monetary policies.
The bank slightly downgraded its GDP forecast for the fiscal year 2011 to 1.9 percent from a previous estimate of 2.0 percent. The BoJ also warned of risks from Europe, where a fiscal crisis has threatened the global recovery. The euro has plummeted against the yen recently, hitting Japanese exporters and eroding their competitiveness. Japan fell into a severe recession amid the global financial crisis but clawed out of it in early 2009. Since then its recovery has gathered steam, with GDP reaching an annualised five percent in the first quarter of 2010. Sustaining growth is a key challenge for new Prime Minister Naoto Kan and his Democratic Party of Japan (DPJ), but the centre-left government also faces another challenge — reducing the world’s biggest public debt mountain. Kan has warned of a Greecestyle debt crisis and proposed doubling the five-percent consumption tax in order to fix tattered finances — public debt has spiralled to nearly 200 percent of GDP. The talk of tax hikes cost his party dearly at elections last weekend at which the DPJ lost the upper
house, but the International Monetary Fund (IMF) on Wednesday warned Japan that there was no way around the fiscal pain. Bringing down Japan’s public debt “will require a large and protracted adjustment that will be made more credible by an early increase in the consumption tax,” the Washington-based fund said. The BoJ in its statement also warned that overcoming deflation, a general fall in prices which has long hobbled Japan’s economy, and achieving sustainable growth remained a “critical challenge”. Japan has been stuck in a deflationary spiral since its asset bubble burst in the early 1990s, and consumer spending has never fully recovered to become a major driver of growth. The BoJ upgraded its forecast for its core consumer price index (CPI), the main gauge of inflation, for the year ending March 2011 to minus 0.4 percent, from an April forecast of minus 0.5 percent. For the following fiscal year, it kept its forecast unchanged at 0.1 percent. Inflation could rise more than expected if there is higher demand from emerging economies, the bank said.

BERLIN - Germany, Europe’s top economy, will meet its European Union deficit goals one year earlier than expected, new projections from the finance ministry showed on Thursday. Germany’s deficit is set to be 4.5 percent of gross domestic product (GDP) this year, dropping to four percent of GDP in 2011 and three percent of GDP in 2012, the document drawn up by federal and local government officials said.
Moreover, the deficit is set to continue shrinking, reaching two percent of GDP in 2013 and 1.5 percent in 2014. The EU’s Stability and Growth Pact requires member states to have public deficits below no higher than three percent of GDP and to work towards a balance in times of economic growth. However, the rules have been flouted in recent years as countries have boosted spending to combat recession and the European Commission has proposed that countries breaking the rules should forfeit cash
handouts from Brussels. Berlin had promised Brussels it would get to the three-percent target by 2013. To reduce Germany’s deficit mountain, Chancellor Angela Merkel has laid out a savings package worth more than 80 billion euros (102 billion dollars). The austerity measures came under fire from some quarters — notably the White House — as it was feared that too strict a savings package could throttle a recovery before it had really taken off.

In June alone, foreign direct investment totalled 12.5 billion dollars, a jump of 39.6 percent over the same month in 2009, Liu said. The data includes investment by overseas companies in industries such as manufacturing, real estate and agriculture but excludes money put into banks and other financial institutions.

SEOUL - South Korea Thursday unveiled new measures such as development of ecological attractions to attract more foreign tourists, especially from China. Six new quays for cruise ships will be created on the southern resort island of Jeju and in the western port city of Incheon and other coastal towns, the tourism ministry said. The government will establish some 1,500 kilometres (932 miles) of eco-friendly trails with state money, it said. South Korea aims to attract 12 million foreign tourists annually by 2014, compared with 7.8 million last year, the ministry said. It said visa restrictions for Chinese low- and mid-budget tourists would be eased and all tourist signs would feature the Chinese and Japanese languages.
“Our government expects these measures will help attract Chinese tourists preemptively, as they are emerging as the major customer of the world’s tourism market,” Tourism minister Yu In-Chon told reporters. South Korea has seen a steep increase in Chinese tourists in recent years. Some 1.46 million Japanese tourists came during the first half of this year, down four percent from the same period last year, while Chinese tourists increased by 35 percent to 819,000. The ministry’s new measures were unveiled at a meeting chaired by President Lee Myung-Bak in Nami, a resort island east of Seoul, where “Winter Sonata,” a popular Korean drama series broadcast throughout Asia, was filmed. The small island in the middle of a river has attracted hundreds of thousands of tourists from Japan, China and Southeast Asian countries.

$1M Steven Seagal sex harassment suit dismissed Associated Press Writer
LOS ANGELES – Court records show a $1 million sexual harassment lawsuit filed by a former assistant against Steven Seagal has been dismissed in Los Angeles. Kayden Nguyen (WIN’) had claimed Seagal forced her to stay in a Louisiana home and that the action star repeatedly fondled her. The allegations led to the suspension of filming on the reality series “Steven Seagal Lawman.” No reason was given for the dismissal granted Tuesday. Seagal’s attorneys had been trying to resolve the case through private arbitration. Attorneys for Seagal and Nguyen did not immediately return phone messages Wednesday. Seagal had denied the allegations through his attorney.

PARIS – The last ancestor shared by monkeys and humans probably lived between 28 and 24 million years ago, several million later than previously thought, fossils unveiled Wednesday have revealed. A partial skull of the unknown species, found in western Saudi Arabia, rewrites the timeline of primate evolution and fills in a yawning gap in the fossil record, the researchers said. Up to now, genome-based analysis put the split between hominoids — which includes apes and humans — and cercopithecoids, or so-called Old World monkeys, at 35 to 30 million years ago. But the new species, dubbed Saadanius hijazensis, has been accurately dated to about 28 million years ago, and may have persisted even longer before the split occurred. Its distinctive features show that the last common ancestor of monkeys, apes
and humans — called catarrhines — existed further up the evolutionary tree than the genetic approach suggested. The discovery also makes it possible for the first time to identify the mysterious fossil of another primate that lived some four million years later as clearly belonging to a post-split ape. “The shift in age does not change how we think of human origins,” said lead scientist William Sanders, a professor at the University of Michigan. “But it does help us to narrow down the time period in which the group that ultimately produced humans and their direct ancestors arose. We can now search in this 28to-24 million year time frame,” he said in an email exchange.
One telltale trait in particular — a bony ear tube — told paleontologists that their landmark discovery lived just before the genetic parting of the ways between monkey and man. “Saadanius shares most of its features with archaic catarrhines, and displays none of the advanced features characteristic of apes or Old World monkeys,” he explained. Apes, for example, have frontal sinuses, and large canines in males, while Old World monkeys have special molars in the back of their jaws for puncturing and grinding seeds. But the bony ear tube is characteristic of both groups, and absent in the earlier catarrhines, meaning that Saandanius had to have come in between, Sanders said. The findings, published in Nature, should also go a long way toward settling a stubborn debate about the facial profile of the ancestor to both apes and Old World monkeys.

Vivus’ weight-loss drug faces key U.S. test Reuters
WASHINGTON – The first potential U.S. prescription weight-loss pill in more than a decade could move closer to market on Thursday if it can overcome safety hurdles that have plagued diet drugs for years and led to tepid sales despite the growing number of obese Americans. Vivus Inc is seeking Food and Drug Administration support to sell its drug, Qnexa, to adults to use once-a-day along with exercise and diet changes to slim down. On Thursday, a FDA advisory panel will weigh Qnexa — the first of three potential new diet drugs — and decide whether the benefits of shedding pounds outweigh safety concerns such as the drug’s effect on fetuses, mental health and heart rate. The FDA will weigh the panel’s recommendation before later making its final decision. Although more than two-thirds of Americans are overweight or obese, weight-loss drugs have not gained much traction. Most only trim a few pounds but carry serious or unpleasant side effects such as heart risks or gas. “The critical factor in looking at the data is the enormous benefit that (Qnexa) provides,” said Ira Loss, a healthcare analyst for Washington Analysis Corp who follows the FDA for financial clients. “The risks are not insur-
mountable. They can be managed.” Last year, prescription and overthe-counter diet drugs took in just $381.5 million in 2009, according to IMS Health. If Qnexa wins the FDA’s green light, that could more than double. Analysts estimate Vivus’ drug could take in nearly $689 million in sales by 2014, according to consensus forecast data from Thomson Reuters. It would be the second U.S. drug for the biotech, which saw its last drug — an erectile dysfunction suppository — approved 14 years ago. Its efforts to market a sexual dysfunction cream for women flopped in 2006. Investors, buoyed by the potential for wider sales among millions of overweight Americans (http:// link.reuters.com/vup37m), have been lured to the company. Shares of Vivus have more than doubled in the last year, and are up more than 35 percent so far in 2010. FDA staff have said the company’s data clearly shows the drug works and largely meets the agency’s new guidelines for obesity drugs issued in 2007. Patients taking Qnexa saw between 3 and 9 percent weight loss over placebo depending on how much of the drug they took, the staff said. They also benefited from improved blood pressure, and better fats and sugar levels in the blood.

Anelka was sent home from the World Cup in disgrace for verbally abusing France coach Raymond Domenech at half-time in the 2-0 loss to Mexico in the group stages of the competition. Spinks creates title tripleheader in St. Louis Associated Press Writer
Don King is putting on a title triple-header in St. Louis. The Hall of Fame promoter will have IBF junior middleweight champion Cory Spinks defend his belt against Cornelius Bundrage on Aug. 7 at the Scottrade Center, on possibly the deepest card that King has staged in years. The headliner is WBC and IBF junior welterweight champion Devon Alexander, who will fight former titleholder Andreas Kotelnik in the main event. IBF light heavyweight champion Tavoris Cloud will face the former holder of that belt, Glen Johnson. “Many sports writers have been lamenting that other promoters do not present top-to-bottom stellar cards like I have always done, and they are exactly right,” King said Tuesday. It’s not the first time that the bombastic King has made good on his promise to deliver comprehensive cards. In 1993, Julio Cesar Chavez headlined a show in Mexico City that included four world title bouts and drew 136,274 fans to Estadio Azteca. Twice, King has promoted cards with six world-title fights. Alexander (20-0) is considered one of the most talented fighters pound-for-pound in the world, with a broad smile and compelling back story about surviving the tough Hyde Park section of North St. Louis. Of the 30 kids who started out boxing with him, at least eight have
been killed and another 10 have spent time in jail, including Alexander’s brother. He had wanted to fight Marcos Maidana, but it never came to fruition and Alexander instead turned his sights on Kotelnik (31-3-1), the only man to beat Maidana. Kotelnik hasn’t fought since losing his title to Amir Khan last July. The light heavyweight bout between Cloud (20-0) and Johnson (50-13-2) was supposed to take place April 10, but Cloud backed out of the fight citing an injury. He eventually signed with King, allowing the fight to be added to the card. The Spinks-Bundrage championship fight was supposed to headline a card scheduled for June 12 in St. Louis, but King called it off because of tepid interest and the fact that he didn’t want to promote two cards in the same city so near to each other. Spinks (37-5) will have Buddy McGirt in his corner for the first time when he defends his title against Bundrage (29-4), his mandatory challenger who is trained by Hall of Famer Emanuel Steward. Spinks won the belt at the Scottrade Center in April 2009, when he survived a tough fight against cross-town rival Deandre Latimore. “I have read where other promoters are now saying they are attempting to build cards like I do,” King said. “Well, St. Louis, I want you to know that I’ve already put three world championships on my upcoming Scottrade Center card, and I’m not done yet.”

Turner averaged 20.3 points, 9.2 rebounds and 5.9 assists while leading Ohio State University into the round of 16 in the NCAA collegiate tournament. The 21-year-old left Ohio State after his third year, and was expected to be ready to contribute in the NBA quickly. He is expected to start at shooting guard for the Sixers.
Turner will be paid at least 3,835,600 dollars in the first year of his contract, 4,123,200 dollars in the second, and 4,410,900 dollars if Philadelphia pick up his third-year option. Udoh
Ekpe Udoh, the sixth overall selection in the NBA draft, will miss six months after surgery on his injured left wrist, the Golden State Warriors have said. Udoh had surgery in San Francisco to repair a torn ligament in his wrist. His wrist will be immobilized for some 10 weeks. Udoh was hurt while training at the team’s facility earlier this month.

GAP, France – Andy Schleck of Luxembourg maintained the leader’s yellow jersey at the Tour de France with little difficulty on a day when the main contenders were happy to sit back and let others do the suffering. After several days of brutal racing and crashes in searing heat combined to knock both seven-time winner Lance Armstrong and two-time runner-up Cadel Evans out of contention, Wednesday’s 10th stage was never going to be contested by Schleck or defending champion Alberto Contador. One day after a mammoth 9th stage spent trying to outwit each other in the high Alps, Contador and Schleck stayed safely in the main pack on another hot day over the 111mile trek from Chambery to Gap. It featured only one difficult climb — the Laffrey pass. “We were happy to let the breakaway go. That allowed us to ride at an easy pace for most of the day,” said Schleck, who leads twotime winner Contador by 41 seconds. “It was very, very hot and I think most of the guys are still feeling the effects of (Tuesday’s) stage.” They rolled in more than 14 minutes behind stage winner Sergio Paulinho — Armstrong’s RadioShack teammate. “He’s a very strong rider and never thinks about himself. I’m very happy to see him win a stage in the Tour de France and shine for himself,” RadioShack manager Johan Bruyneel said. The top 3 did not change, with Samuel Sanchez of Spain still 2:45 behind Schleck. Armstrong lost more time and is over 17 minutes back, although the 38-year-old conceded that his Tour bid was over after he was affected by three crashes during Sunday’s chaotic first stage in the Alps. Easing up in the saddle offered Schleck and Contador a chance to take in some mesmerizing scenery, as glistening sky-blue lakes cut
a path through the dark green hills and steep climbs of the southern Alps. Paulinho edged Vasil Kiryienka of Belarus in a sprint to the line after four riders had formed an early breakaway, and then two more joined them while the others dropped off and saved energy. No one was going to argue that call. Paulinho, meanwhile, had just enough energy left to sprint. “I’ve been dreaming of this since I was a little child,” Paulinho, who won silver at the 2004 Olympics in the road race, said after his first Tour stage win — and RadioShack’s first of this race. “I’m sure we’re going to celebrate this win because it’s the first for us,” he added. The 25-year-old Schleck knows he will need all the energy he can get as he tries to take the title away from his Spanish opponent Contador. He hopes his teammates will get the message that they need to give everything they have for him against Contador’s Astana team. “My team is here to work,” Schleck said. “I have a fairly complete team and I don’t see any real weaknesses ... Perhaps our team doesn’t have as many climbers as Astana but that doesn’t really matter.” Schleck, however, still seems intent on trying out mind games on the 27-year-old Contador, who has yet to respond and seems focused on winning a third Tour title. “I have already said that the situation is straightforward, the team only has one rider to look for (Contador),” Schleck said. “With what happened in the last few stages, I know that I am climbing better than all the others.”

Rossi set for Sachsenring return Misano - Valentino Rossi is set to return to MotoGP at the Sachsenring this weekend after being given the all-clear by his doctors. The reigning world champion has already missed four races due to his broken leg, but completed 46 laps of Brno on a Yamaha Superbike on Monday. Yamaha is prepared for Rossi’s return, though he still needs to be signed off by the event’s chief medical officer on Thursday. “Compared to Misano I have felt a lot more in shape [at Brno],” Rossi told Gazzetta dello Sport. “After eight laps my shoulder and knee hurt, but I’ve made huge steps over the last five days. Last week everything would hurt. Being on the bike is good for me.” Rossi is eager to make his comeback as soon as possible, but will have to wait for medical clearance
before finding out whether he is allowed to ride at the Sachsenring this weekend. “Let’s wait for the last medical exam,” he said. “If I decide to come back it means I’m able to do it. It won’t be a crazy thing. But I’ve really grown tired of staying home. F1 teams agree to tweak testing rules FORMULA 1 teams have agreed a tweak to the sport’s testing regulations to prevent anyone gaining a benefit from using ‘filming days’ to try out new parts, AUTOSPORT has learned. The strict in-season testing ban means outfits are not meant to try out new parts away from a grand prix weekend. However, some teams - including Mercedes GP with its new engine cover design and Ferrari with its blown diffuser - have this year managed to complete some limiting testing under the guise of a ‘filming’ day. Those runs caused some concern among rival outfits, and teams have spent the last few weeks trying to
tidy up the regulations. Sources have revealed that at last week’s British Grand Prix teams got together to sign off a new testing agreement that will prevent teams from exploiting filming days. AUTOSPORT understands that with immediate effect, teams will be banned during filming days from running any parts that have not been raced before. McLaren team principal Martin Whitmarsh confirmed the changes had taken place, and was pleased that everyone was now in agreement about what was and was not allowed. “I personally did not feel there was any ambiguity, but others argued that there was,” he said. “But that is pres-
sure, and when people are under pressure they try and take a different view. “It is now clear that, if you are doing a demo run, then you must use components that have been raced before - and it has to be a legitimate demo run.” Although the filming loophole was still open ahead of Silverstone, Whitmarsh revealed that he ruled out his team making use of it for its new blown diffuser, despite some pressure from team members. “The engineers here said others have done it, why can’t we?” he said. “My view, as someone trying to hold FOTA together, was that I felt we could not take that advantage.”
